as we discuss things, that thy spirit
[1:15]
will be with us.

And that clarity will come to our minds,
[1:18]
and clarity will come to our hearts in
[1:20]
the decisions that need to be made.

We are grateful to be able to live here

in this wonderful valley.

And we thought it was appropriate to

honor him with a declaration

and to have him come before us and have
[5:04]
our county

Millville and their city manager and um

Matt Phillips and I walked portions of

the road that as it enters and goes

through Millville. We discussed what
[8:37]
kind of work would be done on the road.

I've asked Matt to prepare a cost
[8:42]
estimate for us.
[8:44]
Um
[8:45]
we are due to do some regular
[8:48]
maintenance on the road. If we looked at
[8:49]
the road in some areas, the shoulders
[8:53]
have been damaged either by use or maybe
[8:57]
by the sewer system that was put in. I
[9:01]
anticipate I'll have that estimate and I
[9:04]
will bring you the estimate and we will
[9:06]
have a discussion.

We We do have a cog project that's
[9:14]
pending that is the whole road, so we're going to have to kind of manage
[9:18]
that in connection with it, but that's
[9:20]
what's happening with respect to County
[9:22]
Road 238.

Um also I'm setting up a meeting with

River Heights on the subdivision as
[9:30]
well.

On Clarkston Mountain, we've received a
[9:36]
an estimate from the appraiser. Kurt, I
[9:39]
believe that was $5,000,
[9:41]
$4,000 to do the appraisal. Um
[9:47]
I hope that comes out of your budget,
[9:49]

But it's it's a nominal amount. If
[9:55]
I think it would be important to get
[9:57]
that appraisal done so we have that
[9:59]
evaluation. So

Danny and I will arm wrestle over whose
[10:04]
budget it comes out of. But we'd like to

go ahead with that. I don't know that we
[10:09]
need a formal council resolution. All
[10:12]
we're doing at this stage is simply
[10:14]
having an appraisal done.

In a real active time period with the

a letter that kind of deals with some of

little kerfuffle going on there.

And that letter will address it. The

most important thing that's happened
[10:55]
isn't that. It's that for the first time
[10:58]
we've got the north mayors together in a
[11:00]
meeting and discussed what what they
[11:03]
want to do with their cities and the
[11:06]
unincorporated area in [clears throat]
[11:07]
the north.
[11:09]
That meeting occurred last week. At the
[11:11]
meeting, um
[11:16]
They they made They elected as chairman of
[11:23]
the meeting Jeff Yon.
[11:26]
And they
[11:28]
are making a recommendation
[11:30]
that we appoint Mayor Brady Bodily of
[11:34]
Lewiston to be a member of the fire
[11:37]
board. That's a recommendation. We're
[11:40]
going to collect those and then we're
[11:42]
going to come back and talk more
[11:44]
generally about service on that board.
[11:47]
So,
[11:49]
that is and we do have a fire board
[11:51]
meeting pending this Friday.
[11:54]
In the south, we've also had a meeting.
[11:56]
In that meeting, uh Chad Lindley, the
[11:59]
mayor of Wellsville, was selected as the
[12:01]
chair and Mayor Ed Buys was nominated by
[12:06]
the smaller cities to be their
[12:08]
representative to the fire board.
[12:10]
So, that's happened. They came up with a
[12:14]
set of
[12:15]
questions that they wanted answers to
[12:17]
from the county
[12:19]
and I'm collecting that material and
[12:21]
hope to distribute it to them tomorrow
[12:24]
or on Thursday.

good meetings. The meetings have been
[12:30]
productive and we're we're finally
[12:33]
getting to the operational details of
[12:35]
how this would actually work.

Department advised interlocal agreement.

given some of the changes that we've
[13:13]
gone through in the integration of
[13:16]
behavioral services in our three

it necessitated some minor changes uh to
[13:22]
the interlocal agreement uh that you all
[13:25]
approved last February.

not last February cuz that'd be February
[13:32]

February 2025 is when it was approved

uh by the three counties.

I don't know if you want me to walk

through the substance of changes or if

why those changes were were brought

health duties uh last time, uh

but we didn't add uh the specific duties
[14:57]
under code for public health. And so we
[15:00]
put those back in there and then we also
[15:01]
expanded some of the duties under
[15:04]
behavioral health to make sure that we
[15:06]
were um
[15:07]
being very clear um for
[15:11]
It's very clear to me in my brain, but
[15:13]
for my predecessor to
[15:16]
whoever replaces me uh would understand
[15:19]
what that what those duties and
[15:20]
responsibilities are. So we we expanded
[15:23]
the duties section quite a bit just to
[15:25]
be a little more explicit and broke it
[15:27]
out between public health
[15:28]
responsibilities and behavioral health
[15:30]
responsibilities because there's two
[15:32]
separate codes there.

we've been working with Utah State to

have an ex officio member um

of Utah State. They're in talking to the
[20:32]
president's office, they would like to
[20:34]
have somebody from their emergency
[20:36]
manager be that ex officio member um
[20:40]
because they both look at
[20:43]
student side of things and and being the
[20:46]
largest employer in Cache County also
[20:48]
look at the employee side of things. So,
[20:51]
they have kind of a a double vision
[20:53]
there um and look at the impacts that
[20:56]
they're having on the community. So,
[20:58]
that's the position they're looking to
[21:00]
potentially um
[21:02]
have serve in that.

give consideration to appoint by

Trevor Cook, who is currently the

executive director of Bear River

just to note the interlocal agreement

and the language there, reviewed by the
[24:03]
county attorney's office, was very clear

that

if that position changes
[24:10]

not-for-profit agency, they can hire

whoever they want as their executive
[24:16]
director,
[24:18]
but that does not necessarily mean that
[24:21]
they will become the behavioral health
[24:23]
director. That is still subject to
[24:25]
appointment by

counties.

Uh that's in code and that has to that

has to exist.

Um we've also transferred that same
[24:36]
thing over to the contract so that

they're aware that that's the case.

The ordinance in question deals with
[28:37]
electronic meeting procedures for the
[28:39]
County Council.
[28:40]
Uh

this is
[28:42]
for the most part largely an effort to
[28:45]
essentially consolidate the Council's
[28:47]
rules, but there are some also some rule
[28:49]
changes involved as well.
[28:51]
Um before I begin my presentation, I'm
[28:52]
going to pass out a a flowchart that
[28:54]
will be referenced later in the
[28:56]
presentation, but it's really helpful to
[28:58]
look at.
[29:29]

[29:32]
So, ordinance 2026-27,
[29:34]
um got a little typo up there. Sorry
[29:37]
about that. It proposes an enactment to
[29:38]
county code that governs electronic
[29:40]
meeting procedures of the county
[29:41]
council.
[29:42]
Why is this necessary? It places
[29:44]
electronic meeting procedures with other
[29:46]
county council meeting procedure
[29:47]
provisions in chapter 2.16 of county
[29:49]
code. In short, it puts all the meeting
[29:51]
rules together in one place. Uh in the
[29:54]
event of an emergency or if a question
[29:55]
about meeting procedure arises, all
[29:58]
relevant county level rules are in one
[30:00]
place just for reference.
[30:04]
So,
[30:06]
uh here's a little bit of context.
[30:08]
In response to the in uh in the
[30:11]
excuse me, in response to the COVID-19
[30:13]
pandemic, the Utah legislature actually
[30:15]
through the bill itself was authored by
[30:16]
Mr. Val Potter, who is here in
[30:18]
attendance with us.
[30:19]
Uh
[30:20]
it passed HB 5002, which amended the
[30:25]
Utah Open and Public Meetings Act. It
[30:27]
initiated some requirements and expanded
[30:29]
some allowances for local governments to
[30:31]
have rules and procedures for electronic
[30:33]
meetings.
[30:34]
The county council adopted resolutions
[30:36]
2026 and 27 and 2022-12
[30:41]
to establish electronic meeting
[30:42]
procedures, but these didn't add or
[30:44]
amend to existing rules in county code.
[30:46]
So, essentially you had
[30:48]
different sets of rules that were
[30:50]
floating
[30:51]
out
[30:53]
not in reference to all the regular
[30:55]
rules. So, Cache County Code
[30:58]
Chapter 2.16 is the main repository for
[31:01]
count county council rules and
[31:02]
procedures.
[31:03]
Right now, it does not contain any
[31:05]
provisions related to electronic meeting
[31:06]
procedures. So,
[31:10]
the ordinance itself, it would establish
[31:12]
clear guidelines under the Open and
[31:14]
Public Meetings Act for conducting
[31:16]
county council meetings remotely.
[31:18]
It establishes that the anchor location
[31:20]
for meetings, which is more or less
[31:22]
where the meeting physically happens,
[31:25]
of the county council is the Cache
[31:27]
County Historic Courthouse, which is the
[31:28]
building that we're in now.
[31:31]
It requires a physical quorum
[31:33]
at the county historic courthouse to
[31:35]
approve a standard electronic
[31:37]
participation by majority vote. Uh let's
[31:40]
say that Mr. Garrity is
[31:43]
on a business trip. Let's say he's in
[31:45]
Ohio,
[31:47]
and he would like to attend the county
[31:49]
council meeting. He has a a work thing
[31:52]
that he he can't miss, but still wants
[31:54]
to participate. He would send in a
[31:57]
request, and
[31:59]
that request would come before the
[32:00]
county council.
[32:02]
You all would have to vote to approve uh
[32:04]
Mr. Garrity's or anyone else's
[32:06]
attendance. Then once that vote is
[32:09]
approved, then
[32:10]
those other council members can
[32:12]
participate remotely.
[32:14]
Uh it
[32:15]
this ordinance itself would grant uh
[32:19]
remote council members full voting and
[32:21]
participation rights once the electronic meeting format is
[32:25]
officially approved.
[32:28]
Uh in the event of an emergency, it
[32:30]
authorizes the county council chair to
[32:31]
completely waive the physical anchor
[32:34]
location requirements during health or
[32:36]
safety emergencies via a written
[32:37]
determination. That is a rule that is
[32:40]
currently not enacted by either of those
[32:42]
resolutions I referenced. Uh this would
[32:45]
be something that uh would definitely
[32:48]
I would say help in the event of
[32:50]
emergency.
[32:51]
And it also provides a backup mechanism
[32:54]
to use the
[32:55]
uh
[32:56]
if the county executive declares a state
[32:58]
of emergency and he designates a
[33:00]
temporary seat of government.
[33:02]
This would also allow you to use that
[33:03]
temporary seat of government as an
[33:05]
anchor location. So a lot of this is
[33:07]
technicalities, but
[33:09]
if you were going to be wanting to
[33:10]
follow the rules during an emergency,
[33:12]
this would more or less give you that
[33:14]
authority.
[33:16]
And something that was not put in my
[33:17]
presentation itself uh was the question
[33:20]
about
[33:22]
uh public participation. There is a
[33:24]
provision in the ordinance itself that
[33:26]
does talk about
[33:27]
public participation. Uh that says if
[33:30]
it's uh requested by the council chair
[33:33]
or any other council member
[33:35]
has to be approved by I believe it's
[33:36]
also majority vote um or if it's
[33:39]
required by state law, like for example
[33:40]
during truth and taxation. So it also
[33:43]
addresses that as well.

um resolution through their City Council

that withdrew, but as we looked into

all of the FAA regulations and our grant
[44:37]
requirements as the airport authority

um we realized it's not so simple just

to have one of the parties of the
[44:43]
airport authority withdraw. And a reason
[44:47]
for that is the airport authority is an
[44:48]
interlocal entity separate from the
[44:51]
county or the city. Um so, it's its own
[44:54]

[44:55]
legal entity, and they are the ones who
[44:57]
have applied for all of these FAA grants
[45:01]
that have a lot of really strict
[45:03]
regulations on how that money's used,
[45:06]
who controls the money. And and so, we
[45:10]
went to work with Logan City and with
[45:12]
our um
[45:14]
ordinance and policy to come up with a
[45:15]
way that
[45:18]
keeps the airport authority intact, but
[45:21]
has the same outcome that we were
[45:22]
seeking when Logan City was going to
[45:24]
withdraw.
[45:25]
And one thing that's important to know
[45:27]
is when you're talking about airports,
[45:29]
um
[45:30]
even if the county is running the
[45:31]
airport because it's located in Logan
[45:33]
City, Logan City under FAA regulations
[45:37]
gets a lot of say in in what's happening
[45:40]
with the airport. And so, they were
[45:41]
going to have to continue being
[45:43]
involved. Um so, what we've proposed is
[45:46]
an amendment to the 19 93 interlocal
[45:51]
agreement between Logan City and Cache
[45:53]
County that created the airport
[45:55]
authority.
[45:56]
And what it does is it retains Logan
[45:58]
City's involvement within because it's
[46:01]
within their boundaries, but it removes
[46:02]
their financial liabilities, which was
[46:04]
what we were going for when they were
[46:07]
withdrawing from the airport. And then
[46:09]
it restructures the governance of the
[46:11]
airport
[46:12]
um
[46:13]
really to to try to get in line with the
[46:17]
there was an an auditor report done a
[46:19]
couple years ago about the airport's
[46:21]
governance
[46:22]
um trying to move the airport from
[46:24]
something that's a financial liability
[46:26]
for the county and the city to something
[46:28]
that's self-sustaining and is an
[46:29]
economic um
[46:32]
positive for the community, which I I
[46:33]
think it is even with what the the
[46:35]
county has to put in. But the the hope
[46:38]
is under this this new form of
[46:41]
governance that
[46:42]
there's going to be an enterprise fund
[46:44]
that's that they're going to be required
[46:45]
to start, and that's going to
[46:48]
um eventually become something that's
[46:50]
self-sufficient without any taxpayer
[46:51]
money going into it.
[46:53]
Um the county will take the financial
[46:56]
lead
[46:57]
in the meantime. So, if there are
[46:58]
appropriations, they will come through
[47:01]
the county council through our normal
[47:02]
budgeting process.
[47:04]
Um if you can move to the next slide.
[47:06]
So, so what the the new interlocal
[47:08]
agreement, the amended interlocal
[47:10]
agreement does is it creates an airport
[47:12]
authority sponsor board. When we're
[47:14]
talking using the term sponsor, that's a term of art that's used by the FAA um
[47:20]
for whoever is ultimately responsible
[47:23]
for the airport and is um
[47:27]
on on the hook to make sure all of the laws are being followed. And that is the two
[47:33]
entities that created the interlocal
[47:35]
entity. So, that's going to be composed
[47:37]
of seven members, three members of the
[47:40]
Cache County Council, one of which would
[47:42]
live in Logan City.
[47:44]
Um the Logan City mayor or their
[47:46]
designee, a Logan City Council member,
[47:49]
and then two county elected officials.
[47:51]
So, whether that's the county executive,
[47:53]
the county auditor, the county clerk,
[47:55]
two countywide elected officials would
[47:56]
serve on that.
[47:58]
They would approve the the airport's
[48:00]
budget, the airport authority's budget.
[48:03]
Um
[48:05]
So, the overall budget of the airport,
[48:06]
not what they're asking for for the
[48:08]
county, but what their overall budget is
[48:09]
for the year.
[48:10]
Enact bylaws, appoint remove people from
[48:13]
the operational board, and they can
[48:15]
overall override any action taken by the airport authority board, which would
[48:20]
be in charge of operations that would
[48:22]
violate any law or any FAA regulation.
[48:25]
That's the oversight they have to make
[48:26]
sure we're not violating any grant
[48:28]
conditions.
[48:30]
The other side of that is the airport
[48:31]
authority board, which is in charge of
[48:33]
operations. Um the going to be people
[48:36]
who have some technical
[48:38]
aviation business expertise to actually
[48:40]
run the airport like a business and move
[48:43]
it to where it'd be profitable.
[48:45]
There'll be six members from the general
[48:47]
public.
[48:49]
Um and then one countywide elected
[48:51]
official.
[48:52]
They're responsible for the daily
[48:54]
operations, technical oversight,
[48:56]
maintenance, contract leases, and hiring
[48:58]
of any personnel they need.
[49:00]
They'll be stacked appointed in
[49:02]
staggered four-year terms with a maximum
[49:04]
of three consecutive terms to to limit
[49:07]
the amount of time someone can spend on
[49:09]
that board without being replaced. And
[49:12]
all of that it might not be exactly what
[49:14]
was proposed in the the report, but it's what we came to
[49:20]
be as close as we could to adopt those
[49:22]
recommendations.

if everything's going really well in 50
[50:20]
years, that's when we're going to have
[50:21]
to come back and and take a look at this
[50:23]

Um I think as we've gone through OMP,

there's a realization that we'll
[50:27]
probably need to come back and look at
[50:29]
the interlocal agreement once things
[50:31]
start running to see if there's things
[50:33]
that need to be adjusted.

and then just to talk about dissolution
[50:38]
a little bit um cuz I I think that
[50:40]
that's something it'd be good to put on
[50:42]
the the public record of
[50:44]
dissolution of the the airport. So
[50:47]
in one scenario, that's where we were we
[50:49]
were almost with Logan City, that
[50:52]
it would dissolve and
[50:55]
Cache County would continue running it.
[50:57]
Um Logan City would be out.
[51:00]
That's that's one scenario. Um
[51:02]
in the in the agreement, it's must be
[51:05]
run for at least 20 years and the the
[51:07]
reason for that is when we accept FAA um
[51:11]
loans or grants,
[51:13]
the requirement is that
[51:15]
and some of them it actually is in
[51:17]
perpetuity. It has to be used as a
[51:20]
if you're using this as an airport or
[51:21]
you're taking this money, it has to be
[51:23]
used as an airport. You can't
[51:25]
take this money for the runway and then
[51:26]
turn it into a road or something.
[51:28]
Um otherwise, it's 20 years from the
[51:31]
last time you accepted money from the
[51:33]
FAA that it has to continue running as
[51:35]
an airport. Um one of there's a
[51:38]
case out there where
[51:40]
um
[51:41]
City of Cincinnati had two airports,
[51:43]
their international airport and then a
[51:44]
smaller airport and they wanted to stop
[51:46]
running the smaller airport, and it took
[51:47]
them 20 years of not accepting FAA
[51:50]
funds, but having to pay to run the
[51:52]
airport to get out from under without
[51:54]
having to pay back the the funds for
[51:56]
that. Um and so that's something I think
[51:58]
everyone and hopefully in the future
[52:01]
takes into account that we have to keep
[52:03]
running this as an airport as long as
[52:05]
we're we're taking FAA funds.
[52:08]
Um and that would even be with the
[52:09]
intent to close the airport where the
[52:11]
city and the county both say we you know
[52:13]
what, we don't want to to run an airport
[52:15]
anymore. And in that case, um the assets
[52:18]
would be split 50/50.
[52:20]

I can't imagine a situation based on the volume of flights at our airport
[52:25]
that that would ever be the the case,
[52:27]
but I just wanted to
[52:28]
put that out there.

The one thing I I did want to mention, I got Andrew and George a copy earlier
[52:36]
today, and I just heard from Logan City
[52:38]
the format that that Logan City had
[52:42]
proposed for this is what's in your
[52:43]
packets. Um
[52:45]
as we talked about that in OMP, I I'd
[52:48]
propose something different that was a
[52:50]
more of a standalone document where you
[52:51]
didn't have to refer back to the 1993
[52:54]
agreement. Um
[52:56]
I
[52:57]
incorporated all of our changes, so you
[52:59]
did not have to
[53:01]
look back at 1993 where it's a
[53:03]
standalone document. Um I I heard from
[53:06]
Logan City that they're okay with that
[53:08]
um from their attorney. Logan City will
[53:10]
still need to go through their process
[53:11]
with this, but really what our this
[53:13]
resolution is is um
[53:16]
you're you're agreeing with the content
[53:18]
of the the interlocal agreement, and
[53:21]
you're giving the county executive the authority to go sign that agreement.
[53:26]
Um there there could be some small edits that are not
[53:32]
that are that don't go into any of the
[53:33]
substance as we're trying to get the
[53:36]
formatting and things right, but that I I
[53:39]
there's no problem with giving him the
[53:41]
authority to enter into that. Him and um
[53:44]
Logan City's mayor can can work that out
[53:46]
with the attorneys, but this is really
[53:48]
the content of this and the structure is
[53:52]
what we're we're giving him authority to
[53:54]
approve.
[53:55]

That that is the only part of that
[54:38]
agreement that is incorporated.

And really what they

the city government has a little bit

the council. Um they don't have a
[55:05]
they don't This isn't implicating their
[55:07]
budget at all. So, so Mayor Anderson can
[55:09]
enter into this and we can work through
[55:11]
that.

Their council is going to need to pass a
[55:13]
resolution rescinding their
[55:16]
withdrawal from the airport.
[55:20]
As we talked through it from a legal
[55:21]
standpoint, I I think that's more
[55:23]
symbolic because the FAA isn't going to
[55:26]
recognize their withdrawal because we
[55:28]
didn't go through the withdrawal process
[55:30]
with the FAA.
[55:31]
And so
[55:33]
the the time sensitivity is more
[55:38]
um um
[55:40]
just to say we we have this in place,
[55:42]
but the airport can continue
[55:44]
functioning. I I do think we need to as
[55:47]
far as the airport board
[55:48]
um
[55:49]
we need to hold off on meetings meetings
[55:52]
of the airport board until we can
[55:54]
reconstitute these two boards and
[55:57]
um
[55:58]
get get that going, which is is a burden
[56:00]
on the airport cuz we have we've had
[56:03]
some time without an airport board
[56:04]
meeting trying to work this out.
[56:07]
But we are
[56:09]
the effective date will be retroactive
[56:11]
to July 1st um
[56:13]
is when they're their uh
[56:16]
withdrawal is effective um but
[56:19]
Logan City's attorney and I have have
[56:20]
said we'll keep that as a retroactive
[56:22]
date to say this is when it started and
[56:24]
we can start working on getting board members in place and
[56:28]
having meetings.
[56:30]
>> So so this interlocal agreement will in
[56:32]
effect complete their withdrawal
[56:34]
agreement. Like it'll take the place of
[56:36]
the one they signed that was not valid.

first amendment to that agreement. But
[56:59]
Logan City does need to go through the
[57:01]
process of making it clear that they are
[57:03]
not withdrawing.

page one it says the parties intend that
[57:15]
the airport authority continue the
[57:16]
ownership and management of the airport
[57:19]
as a distinct legal entity separate from

the city from the county and city.

So, it's under their ownership.

who have real skills that would be

welcome on a
[1:03:54]
board not because they're an elected
[1:03:56]
official, but because they have other
[1:03:58]
skills.

For example,

Matt Funk
[1:04:04]
has a set of skills that any airport
[1:04:07]
authority board would welcome having him
[1:04:10]
on the board.

But I do think it's wrong to appoint
[1:04:15]
someone because they're an elected
[1:04:17]
official. That's that's the distinction
[1:04:19]

I want to talk about rec center
[1:17:19]
and kind of where we're at with that and
[1:17:21]
a proposal that I have.

three proposals um put forth, which was

potentially one rec center um in a
[1:17:43]
central location, two, a north and
[1:17:45]
south, or three, a north, a Logan, and a
[1:17:48]
south. And I don't want to speak for the
[1:17:50]
council, but it seems like nobody was
[1:17:53]
interested in doing three.
[1:17:56]
That
[1:17:58]
Okay. So, I think maybe one or two were
[1:18:00]
entertaining, but we have VCBO that I
[1:18:03]
think
[1:18:04]
is somewhat confused on
[1:18:07]
um the guidance that's coming from this
[1:18:10]
I I guess we're calling it a
[1:18:13]
advisory board?
[1:18:14]

Um from what I understand, the steering
[1:18:18]
committee um was never officially
[1:18:20]
appointed by either the executive or the
[1:18:22]
council. I think they were a
[1:18:24]
self-forming. This is not a criticism of
[1:18:26]
them because I think they took it upon
[1:18:28]
themselves to study issues and but I
[1:18:30]
think it it'd be
[1:18:32]
it causes some confusion for the for
[1:18:34]
VCBO because we approved the
[1:18:38]
uh RAP tax money to fund that, but
[1:18:40]
they're looking for direction from a
[1:18:42]
board that isn't actually appointed by
[1:18:44]
us. And I don't know that it the
[1:18:46]
representation is geographically
[1:18:49]
equitable, either. I think sometimes one
[1:18:51]
city might bring more people to it, and
[1:18:53]
so it it gives the appearance that maybe
[1:18:56]
there's more support because for for one
[1:18:58]
idea because there's more members from
[1:19:00]
that city there.
[1:19:02]
So, um I guess just to cut to the chase,
[1:19:04]
my proposal would be that we look at
[1:19:06]
that board and and officially appoint
[1:19:09]
members. Um maybe it's a seven-member
[1:19:12]
board that has more equal geographic
[1:19:15]
representation, and it it could also
[1:19:18]
have many of the members that are on it
[1:19:19]
now. But I think that would help VCBO
[1:19:22]
understand that, okay, this is a
[1:19:24]
county-sanctioned
[1:19:26]
um board, and they're advising. Um and I
[1:19:30]
would also recommend that there be
[1:19:32]
probably two of us on that board.
[1:19:35]
Um
[1:19:37]
I'll say one more thing about this, and
[1:19:38]
that is
[1:19:40]
I think there's interest in getting this
[1:19:42]
on the ballot to let the public decide
[1:19:45]
um if they want to fund it, because it
[1:19:47]
would need to be bonded. But I think if
[1:19:50]
we want to do that, put our best foot
[1:19:52]
forward in that, I think we need to have
[1:19:53]
a clear vision of how it's how much it's
[1:19:55]
going to cost. Nolan brought up a good
[1:19:57]
point that I saw on the video, which was
[1:20:00]
people need to be able to take into
[1:20:01]
consideration what's happening with the
[1:20:03]
school board, what's happening with the
[1:20:04]
fire board, so they're going in eyes
[1:20:05]
wide open of how how much costs are
[1:20:08]
going to affect them. And I think Mark
[1:20:10]
made an excellent point of if we don't
[1:20:13]
give people a clear vision of what's
[1:20:14]
going to happen, then if it's voted
[1:20:16]
down, that could be used for the next 20
[1:20:18]
years as people just don't like rec
[1:20:20]
centers, but that's probably not an
[1:20:22]
accurate representation of the public's
[1:20:24]
wishes.
[1:20:26]
So, my proposal would be that maybe next
[1:20:28]
meeting uh Andrew works with me to put
[1:20:31]
together the language of what that board
[1:20:33]
would look like and maybe in a following
[1:20:35]
meeting we start talking about what
[1:20:37]
members would be on it. And then we give
[1:20:39]
them, let's say, 6 months to make a
[1:20:41]
recommendation on a location and maybe
[1:20:43]
how it should be managed. Those could be
[1:20:46]
some of the topics that that are
[1:20:47]
discussed.
[1:20:48]
But we can get into that later, but
[1:20:51]
that's what I would like to see happen.
[1:20:53]
So, and then potentially we look at
[1:20:55]
getting this on the 2028
[1:20:58]
ballot during the presidential election.

to every steering committee meeting

except one, I think.

And um I think we're way beyond
[1:21:10]
appointing a board and I think they the
[1:21:12]
people that have been

working with BCBO, BCBO has a present

has a proposal ready for for two
[1:21:21]
locations. They're they've already got
[1:21:23]
They've already scouted out the exact
[1:21:25]
locations and what they would cost.
[1:21:26]
They're ready to give a cost proposal
[1:21:29]
and bring something to that that
[1:21:31]
committee's ready to bring something to
[1:21:32]
us as a council to say, "Would you vote
[1:21:35]
to put this on the ballot?" And I and I
[1:21:37]
think they're I think they're ready to
[1:21:39]
do that. I don't think there's an
[1:21:41]
appetite amongst the people there to go
[1:21:43]
back to the beginning and and appoint a
[1:21:46]
new board
[1:21:47]
um and wait until 2028. I think by 2028
[1:21:50]
they'll they will have all done
[1:21:51]
something different, which might be the
[1:21:53]
answer.
[1:21:54]
But um
[1:21:55]
just just so you know that like I I've been to those meetings. I spoke to
[1:22:00]
Whitney after the last meeting. They're
[1:22:02]
ready to bring us a proposal with actual
[1:22:05]
costs that can go to the voters.
[1:22:07]
And um
[1:22:09]
I think the committee is ready
[1:22:11]
pretty There's never been a consensus on
[1:22:13]
that committee ever on that steering
[1:22:15]
committee, but there's been generally
[1:22:18]
at the last meeting the last one of the
[1:22:20]
last comments that was made was, "Well,
[1:22:22]
the council just needs to take charge of
[1:22:24]
this and make it happen." Like the
[1:22:25]
council approved the study the money for
[1:22:29]
a study for this group that wanted to
[1:22:31]
study it and I don't know that
[1:22:35]
we ever as a council said, "Yes, we
[1:22:37]
would like to have
[1:22:39]
county-wide recreation." Like, that was
[1:22:41]
not a vote we took. We vote to say,
[1:22:43]
"Yes, go ahead and study it. If you
[1:22:44]
bring us a proposal and if the people
[1:22:47]
want it, then we'll support it." But But
[1:22:49]
I think they're ready for something to
[1:22:50]
go on the ballot in '26. I really do.
[1:22:53]

understand

would be needed to run three centers. We can't [snorts] do it.

We we don't have the structure or the

capability to do that.

So, you're dependent on building
[1:24:34]
expensive facilities
[1:24:36]
and having
[1:24:38]
And and nobody talks about how much
[1:24:41]
money it talks takes to run these. And
[1:24:44]
when they do their projections, they
[1:24:45]
talk about these dollars and those
[1:24:48]

there's a lot of people who do want that

as made manifest by the study that's
[1:28:52]
been done in the questionnaire that's
[1:28:53]
been done. So, I'm saying if we're
[1:28:54]
trying to be good stewards and represent
[1:28:56]
our people who want something, let's
[1:28:59]
give it the best shot and say, "If you
[1:29:01]
want it, here's how much it would cost,
[1:29:03]
here's where it would go." Here and I

really I think it's only realistic to
[1:29:06]
have one. I'll just go on the record

saying that. So, I think even if it's a

hypothetical exercise of saying, "Look,

board, you get one rec center, you get

$50 million. If you want water slides,

if you want that, figure out what you

people pictures of it. Let's explain

what all the all the other taxes they're

paying. Let's talk about how much it's

going to cost to maintain and you can go

want and this is how much you pay." I

think we owe it to our population to do

saying I don't think it's realistic to

appoint people and they want to reject

that appointment cuz they're so fed up

on they're done with it or if Nibley

they have a what, annual budget of $2

million and for example, the the North

Logan soccer facility is 70,000 square

foot and cost $6 million 10 years ago.

If they with their $2 million budget

want to say, "We're going to build
[1:30:03]
something." They can build a $10,000
[1:30:06]
facility and they can move forward on
[1:30:08]
that if if that's their prerogative, but

I don't think we put our best foot

forward. I don't think we've had
[1:30:14]
equitable geographic representation. So,

I'm saying is let's give that a fair

shake and if people don't want to do

that if the county is taking this on, we

everything in place that [clears throat]

we're not going to be stuck with

a $100 million

bond

and then operating costs in perpetuity

for a building that's just sitting

out of him. That's the kind of
