know where we are in the budgeting

process um it's a $41 million budget

that we're looking at and in the general
[5:43]
fund we budgeted a projected revenue of
[5:46]
27.9 million budgeted operating expenses
[5:51]
are 22.7 million which that has a
[5:54]
surplus of 5.2 million Revenue over
[5:57]
expense but do you would you get the mic

get so just to kind of go over the
[6:12]
budget that was initially given to the
[6:13]
council it's a 41 million budget 27.9
[6:18]
million is what is budgeted and
[6:19]
projected in revenues for the general
[6:21]
fund

22.7 is budgeted and operating expenses
[6:26]
and that leavs a revenue over expense of
[6:29]
5 2 million so after the projected
[6:32]
revenues minus the operating expenses
[6:34]
including Personnel costs there's 5.2
[6:37]
left over but that does not include new
[6:40]
employee request of
[6:42]
74,000 and the main thing is it does not
[6:45]
include Capital request of 7.5 million
[6:49]
so there's 5.2 remaining Revenue over
[6:52]
expends but there's 7.5 million in
[6:55]
capital request so that leaves there's 3
[6:58]
million in capital request more than
[7:01]
what we have the funding to do so this
[7:02]
council is charged with and you guys
[7:05]
have a hard task of determining of the
[7:07]
7.5 million in request what to cut so
[7:11]
that just kind of want to let everybody
[7:12]
know where we are in the buing process
[7:15]
and so we'll start our second budget
[7:16]
work session

it upon themselves to do some clean up

pride in in the place and that's

something that we needed I think uh

morale has gotten better here recently

and if you notice in the lobby they've
[7:47]
put some shelves out there and they got
[7:49]
kind of a display of some of the old
[7:51]
memorabilia that from kera's police pass
[7:54]
that they found stored out of Station 3
[7:57]
and uh what we're wanting to do is put a couple of uh monitors out there
[8:01]
for the public when they're sitting out
[8:02]
there with information that will roll
[8:05]
and we've if you go in our training room
[8:07]
they've cleaned it up I saw it for the
[8:08]
first time I was out of town last week I
[8:10]
saw it for the first time this morning
[8:12]
the training room looks awesome they got
[8:13]
it all straightened up all the junk out
[8:15]
of there but on the monitor in there
[8:17]
when our shifts are coming in for shift
[8:19]
change and they have roll call well all
[8:22]
of the pertinent announcements are on
[8:24]
that screen and it just rolls through
[8:26]
one announcement after another after
[8:28]
another and they did it all themselves
[8:30]
didn't know they were doing it if I had
[8:32]
have been involved it would have turned
[8:33]
out nearly as good but right now U we've
[8:37]
got help I think some of the Seth's
[8:39]
folks are coming over to help us
[8:41]
pressure wash we want to pressure wash
[8:42]
the building side the building looks bad
[8:44]
sidewalks look bad the whole parking lot
[8:46]
you know looks bad but we've moved a lot

of those junk cars out we're trying to
[8:49]
Surplus stuff got an old broke Speed

trailer out there that's on the agenda

tonight we want to get rid of the junk

and we want the place to look

professional so they're doing that

themselves and like I said I had had

nothing to do with it but I'm proud of

and that shows that they're motivated
[9:03]
and they have pride in their city and
[9:05]
where they work that's

all sir uh just at the the back at work

on the uh pickle ball court at ring
[9:13]
Hills um they're hoping tomorrow to be
[9:15]
able to put the overlay on it they were
[9:17]
kind of prepping today for it so uh
[9:20]
hopefully that'll that'll get back going
[9:22]
they were a little behind it's only one
[9:23]
guy that really doesn't he a little
[9:24]
behind due all the range so hopefully
[9:27]
that project will get moving forward to
[9:28]
be finished up

give us an update on the case program
[10:13]
for the new school year sure yeah we're
[10:15]
going to do all of the uh training
[10:18]
initiatives that we did in the previous
[10:20]
year but what we're really going to try
[10:21]
to do is increase at some of the schools
[10:24]
with the younger kids I I think we had
[10:27]
much more involvement at the middle of
[10:29]
the high High School which is kind of
[10:30]
natural but we're really working hard on
[10:32]
getting some additional programs I don't
[10:34]
know if y'all have seen the nine square
[10:36]
game that we brought but I had no idea
[10:39]
it's this frame with you know you got
[10:40]
nine sections in it and the kids hit the
[10:42]
ball good grief they love that thing so
[10:44]
that's a great way it's been a great way
[10:46]
to attract kids uh when we go out to
[10:49]
first Friday or we're also planning to
[10:52]
do an event at uh the 9911 challenge we
[10:55]
always do the stair challenge in commem
[10:58]
commemoration of 911 with our fire
[10:59]
department we're do it a little
[11:00]
different this year we want to have kids
[11:02]
involved and I really want to have kids
[11:05]
against sro's and our explorers involved
[11:07]
and make it a a big fun issue and also
[11:09]
have a table and invite people to
[11:11]
participate with case now one thing
[11:13]
we've discussed and if my SRO are
[11:15]
listening they'll probably be mad at me
[11:16]
for this but we're talking about you
[11:19]
know the case uh Camp was so successful
[11:22]
this past year if you came out you saw
[11:24]
those kids had a great time and I think
[11:26]
our staff had a great time too we're
[11:28]
thinking about doing that with more age
[11:30]
groups next year and U if we get closer
[11:33]
to fully staffed we can allow our SRO to
[11:37]
work with the kids all summer long which
[11:39]
I think would be a great thing to do uh
[11:41]
we're not to that point yet and uh we we were spread kind of thin because you
[11:46]
know we use our sro's for patrol as well
[11:49]
in the summertime but uh Patrol stepped
[11:51]
up and helped us out and we were able to
[11:53]
get case Camp done but for next year in
[11:56]
addition to the same programs that we
[11:58]
were doing
[12:00]
over the school year we want to add more
[12:02]
for the younger kids and then next
[12:03]
summer we really want to add additional
[12:06]
camps for other age groups other than
[12:08]
just the rising sixth
[12:10]
graders well we appreciate it very much
[12:14]
because it's it's positive for the
[12:17]
children and and they really need that
[12:19]

they're getting involved and and they
[12:24]
seem to uh completely enjoy it we
[12:27]
appreciate your your uh offices for all
[12:31]
they do they do a great job and I do a
[12:33]
great job of staying out of their way
[12:34]
and taking credit for what they do
[12:36]
that's what I do but no they are
[12:38]
absolutely fantastic and you know what
[12:40]
they we've attracted a lot of talent to
[12:42]
come here and that's something to be
[12:44]
said for Kera to be able to attract that
[12:46]
I mean if you guys have met those if
[12:49]
you've seen them interact with the kids
[12:51]
we we have got some talent and we've got
[12:53]
some dedicated people who love our
[12:55]
schools and love the kids so we're very
[12:57]
lucky I'm very lucky we're all ly to
[12:59]
have those people thank you for bringing
[13:01]
that up right we appreciate the the
[13:03]
dedication of the officers we see it it
[13:05]

Public Works bill would you give us an
[13:16]
update on the signal at 31 and6 and also
[13:21]
70 and

42 70 742 is approved and you'll see

that request for the engineering and

Construction in the capital

budget um 31-6 I he still owes me
[13:36]
a confirmed yes but I'm about 99% sure
[13:41]
that they don't have a problem with it

so it's also in the Capal budget so

us pretty much approval but he he said

the SRO the camp case was great I was

did active shooter training that is some
[14:51]
intense training if you have not

witnessed it of Taken part of it you

will see what these officers go through

again I appreciate them allowing me to

participate in that um will the pedest
[15:06]
right there at the the intermediate
[15:09]
school do we have an update on it still
[15:11]

um I think parts are ordered so

probably last ones last things came in
[15:22]
took about six weeks to get all the
[15:23]
material for some reason and that's
[15:25]
another thing to think about too is on
[15:27]
the 70 40 all that work

a lot of that stuff is back ordered so

if we place orders in October or
[15:33]
November or
[15:34]
whatever but a lot of that stuff is back
[15:36]
ordered so probably a minimum 6 weeks

maybe nine weeks to get the material to

fix it so we we we're on target I mean

you ordered the parts order parts okay

really need to have a public hearing

there's no real public hearing required

I think the citizen participation is due

when you want to try to go to a city
[17:49]
manager form of government it's really a
[17:52]
decision of the council to make
[17:54]
decisions in that timeline I believe the
[17:56]
last memo I don't have it FR me that
[17:58]
Connie sent around had had a timeline at
[18:00]
the end like by which you need to act I
[18:03]
mean obviously if the council thought
[18:05]

council thought that you know they

needed input in a public way then

obviously you'd want to have some kind

of forum or something for people weigh
[18:15]
in on what they they want and that would
[18:17]
be totally within your discussion

so so so basically it's based on which
[18:25]
option the council I mean the options
[18:28]
really require the only one that
[18:30]
requires citizen action is the city
[18:31]
manager former government the other
[18:33]
one's requir yall to act as a body you
[18:35]
know either to make some decisions about
[18:38]
whether we going to places make some
[18:39]
decisions about when you going to S
[18:41]
other districts and of course that would
[18:42]
require that somebody would come in help
[18:44]
you with
[18:45]
districting um you need to make some
[18:48]
decisions if you want to maintain the
[18:49]
way it is right now but all that's
[18:51]
Council action so I mean that would just
[18:54]
be the way you normally act you can have
[18:56]
a public portion of your hearing to hear
[18:58]
from people and you would pass an
[19:00]
ordinance a resolution a permanent
[19:02]
operation to you know to make those
[19:05]
decisions so but if you want to have
[19:07]
something special like I you know the
[19:10]
budget meetings that yall are happening
[19:12]
that y'all are having or something like
[19:13]
that you could do that and arrange for
[19:14]
some sort of
[19:15]
help but the only one that requires just
[19:18]
is that last one
[19:22]
for the only other thing but as far as
[19:25]
to the council we've been kicking can
[19:29]
down the road um month after month
[19:32]
council meeting after council
[19:34]
meeting and I'm asking the council and
[19:38]
mayor what action are we planning on
[19:42]
taking are we ready to vote are we ready
[19:46]
to make a
[19:47]
decision each Council I mean I'm asking
[19:51]
each one of us are we ready to make a
[19:54]
decision on which direction we're
[19:57]
planning on going

okay starting with me you you normally
[20:05]
start with me um yes I'm ready to make a

decision I don't see why we would delay
[20:11]
we need to uh move forward with this
[20:14]
with in whatever direction we want to go
[20:18]
in so we can move to other issues so I'm

in favor of making a decision on the
[20:25]
form of government do we want to have a
[20:28]
president and and we the council members
[20:32]
that we have it can remain at large we
[20:35]
can keep the same
[20:39]
six that's my take on

it we can vote to have have it change to

where we have a president and and we
[20:48]
continue it at at large instead of
[20:50]
having to go through all of this the the
[20:53]
um as far as I understood it the
[20:56]
discussion was did we want to to change
[20:59]
the order of government and that's that
[21:02]
the mayor is no longer presiding over
[21:06]
the council that we have a president and
[21:10]
the uh mayor is no longer responsible to
[21:14]
um the city to vote with the council or
[21:18]
you know preside over the council so I'm
[21:20]
ready to move forward with
[21:25]
that ready

I've got one question for you m

you can if you go to single member
[21:39]
districts and that will require
[21:41]
districting out and everybody will have
[21:43]
to live in that District uh so if

what's on the table to talk about six

council members and running at

take no action because you had a

population increase at the next election

in 2025 it would be six of you elected

at large and the mayor would then be
[22:18]
down here and you all would organize
[22:20]
yourselves and elect among the six of
[22:22]
you a president of the council who
[22:24]
preside over the meetings the mayor
[22:26]
would no longer be a voting member of
[22:28]
the C counsel that's if you do if you
[22:30]
take no action the other options require
[22:33]
you to take some
[22:34]
action I'm ready to

to look at some more of this and look at

review and that you're actually voting
[24:22]
on some specific language I mean again
[24:25]
if if you're if you're going to take no
[24:27]
action then this this move to the mayor
[24:30]
coming down here and you all would
[24:32]
remain up there and vote on the
[24:34]
president that'll happen automatically
[24:36]
you don't have to take any action but if
[24:38]
you want to do any of those other
[24:39]
options that outlined in Lio that would
[24:41]
require action on your part and I think
[24:42]
you need to get a draft together and
[24:44]
that needs to be done thoughtfully and
[24:46]
deliberately with the right language and
[24:48]
then you would vote on some actual text
[24:50]
right in front of you okay so let me ask
[24:52]
this so based on that then that's one
[24:57]
portion of of what is taking place
[25:00]
because the other part the other part to
[25:03]
that
[25:04]
is the if we wanted to look into the
[25:07]
form of a government with a manager that
[25:11]
does that have anything to do with this
[25:14]
first part that we just talked about
[25:16]
tonight because you if I'm not mistaken
[25:18]
you said we take no action you mean if
[25:21]
you want to hire a c manager Mo to a
[25:23]
manager Council form of
[25:25]
government there's two two two of those
[25:27]
things manager Council form government
[25:29]
that's that requires the people to to
[25:31]
weigh out and you've got to get an
[25:33]
election you got to get some of many
[25:35]
signatures got to file the pro that
[25:37]
Court there's a lot of steps to that
[25:39]
that's what this Council wants to do um
[25:42]
if you want to hire a city manager
[25:44]
that's sort of something you could also
[25:45]
do but the issue about whether it's
[25:48]
going to be six or seven is it at large
[25:50]
places is it single member district
[25:53]
those are decisions that have to be made
[25:55]
by the council and I would formalize
[25:57]
those in a written
[25:58]
document that everybody can read and
[26:00]
understand and deliberate on and then
[26:03]
vote on eventually that would be my
[26:04]
recommendation anyway that wouldn't just
[26:07]
be done with some kind of you know
[26:08]
verbal Motion in a second I I think you
[26:12]
know you need to lay out exactly what
[26:14]
you want to do unless what you want to
[26:16]
do is just what happens automatically by
[26:19]
operation law that's the mayor comes
[26:21]
down here there'll be six of yall left
[26:22]
voted at large just like you are now and
[26:25]
then one of you will be the presiding
[26:26]
officer of the counil
[26:29]
so I guess that that question would be
[26:31]
come to that question would come before
[26:34]
the council to make that decision but
[26:37]
that's separate because we to hire a
[26:39]
city manager is that what your name yes
[26:42]
ma'am yes you could do that separately
[26:44]
yeah yeah I think the first question for
[26:46]
yall is how you want to organize
[26:47]
yourselves that would be my opinion
[26:49]
about it and there's several options for
[26:52]
that on the table again from do nothing

to go to single member districts

everything and that up to including

manager counsil for of government which
[27:01]
is what C people to L in but you can
[27:05]
hire a city manager separate and apart
[27:07]
from that process if that's what y'all
[27:09]
wanted to do
[27:11]
so explain to me what you're saying that
[27:15]
um the mayor uh sitting down and we
[27:18]
having the president as the former
[27:20]
government how that would happen
[27:21]
automatically is it due to the
[27:23]
population what are you saying yes ma'am
[27:25]
okay yes so once y'all reach so much in
[27:27]
pop it happens by operation of law in
[27:30]
the next election which for yall is
[27:32]
2025 so if you do if you do nothing
[27:35]
what's going to happen is you'll be
[27:37]
elected just as before it'll be at large
[27:40]
there's six spots and the mayor then
[27:42]
will be seated down here and y'all
[27:45]
amongst yourselves will decide who you
[27:47]
want to be the presiding officer that'll
[27:49]
be a decision of the council okay and
[27:51]
then the mayor will be a non voting
[27:52]
member and uh there's some things he can
[27:54]
beo but he can't vote on anything and so
[27:57]
that's just going to happen if yall take
[27:59]
no action at all the other options
[28:01]
require some kind of action so that's
[28:03]
why I'm saying if y'all want to do the
[28:05]
ones that require action I certainly
[28:08]
would would ask Connie to to draft up a
[28:10]
some sort of thing in writing that would
[28:13]
lay out what y'all want to do that would
[28:15]
be in front of you all with the actual
[28:17]
text and y'all would have an opportunity
[28:19]
to deliberate on that text the actual
[28:22]
words and make sure that's what
[28:24]
everybody wants to do before or there's
[28:26]
disagreement at least that will you know
[28:28]
raise the disagreement like which
[28:30]
direction you want to go in that's
[28:32]
option one
[28:33]
correct option one is doing is doing
[28:36]
nothing that's ation taking no action
[28:38]
not doing nothing and that question yeah

because it's obviously such a weighty

know it's going to be your agenda and

comments if that's what they want to do

and I would give y'all an opportunity to
[29:10]
see something in writing that would lay
[29:13]
out kind what the council's vision is
[29:15]
for for the future that's if you want if
[29:17]
you want to do something that requires
[29:18]
your

action so Connie if we we ask you to do
[29:24]
this um but then the next
[29:29]
month would that give you enough time to
[29:32]
talk to each council member so that you
[29:35]
can get a consent to which direction
[29:39]
y'all can give me a direction

changing to places we're going to keep
[29:48]
the same voting elect your top six then
[29:51]
you do nothing so it just be something
[29:54]
drafted that says we will remain the
[29:56]
same but if you're going to number your

places go to

go to seven we have to get someone in
[30:07]
here to divide up the city into
[30:10]
districts equal districts and that will
[30:13]
require hiring someone to do that so I

need some direction as to Which Way yall

want to go depending on what I draft

shelter there's windows that close there

is a um generator a button to press um

for a generator if we ever get into that

situation in case electricity goes out

um but it's it's looking really really

good just hope that hope that never

happens but we are safer in that
[40:42]
building than we or any other building

and secure for First Friday and we had

first Friday we hated that it rained but

what happened was we could enjoy this

gigantic Pavilion and the playground
[41:54]
except for the ttimes that it was
[41:55]
lightning so the kids kids had a blast
[41:58]
and even though we had some rain and
[42:00]
vendors had to leave early people were
[42:03]
still able to um go to the food truck or
[42:06]
visit some of our uh downtown merchants
[42:08]
and sit under the Pavilion listen to the
[42:10]
DJ and and still have a good time even
[42:12]
though it was spring so that's really
[42:14]
awesome and what it did was kind of
[42:16]
prove to us how many things can still go
[42:18]
on we're not going to be so weather
[42:19]
dependent certain things can happen all
[42:21]
the time just because of this amazing
[42:22]
Pavilion so it's gorgeous people love it
[42:25]
and I I looked out several times today
[42:29]
and i' I've not seen a time that there
[42:30]
wasn't a child with the mama watching U
[42:33]
playing on the playground so I think
[42:34]
it's going to really bring us a lot of
[42:36]
foot traffic and a lot of excitement
[42:38]
downtown so huge thank you there also
[42:41]
they're getting ready to complete the
[42:43]
alley activation that is almost done the
[42:46]
arch is set to be or the the date that
[42:49]
they gave me is a 20th I hope that is
[42:52]
still um happening uh in a couple weeks
[42:54]
the arch will be up and they going
[42:56]
concrete later this week and that's
[42:58]
going to be just about done so it's my
[43:00]
uh goal to have something in the middle
[43:02]
of September where we can celebrate all
[43:04]
of that the alley activation being
[43:07]
finally totally complete you know we

started with just lights and then the mural but all these other things

will completed oh and I didn't mention

the benches so that $7500 Grant bought

the most gorgeous benches and Seth was

able to get those put together and

delivered um on Friday or Thursday

Friday something like that and they

stand out they're so pretty so excited

about that and it's just all coming

together so I know you guys will be

ready to see it all completed and and

none more than me it's it's good though

so lots it was the last first Friday of

the season and it went unfortunately wet

but um went well still and uh just

to find kids to donate those bicycles to

recovered from thefts and never claim

handle the traffic is you know we just

don't have the patrol staff to do it so

I know there's still problems it's

there's always going to be problems with

traffic but a lot of them we can't solve
[49:32]
but at least we've got enough staff to
[49:34]
keep the schools safe and to help with

the traffic as well we haven't always
