[8:21] primary metal building that's attached to this property does have a

[8:24] two-bedroom, one-bath uh kind of apartment attached to it.

[8:28] Uh my understanding was the purpose was for someone to live there and also work

[8:32] out of the out of metal building. There's also a mobile home

[8:38] uh right next door to it that's still on the property that's also used as a

[8:41] residence here. Um everything on this side of Pelham

[8:45] Road is currently zoned residential from my understanding. There's a neighborhood

[8:48] only a couple of lots over. >> [clears throat]

[8:50] » Uh the property in question has an easement to utilize this my driveway for

[8:53] residential purposes. Uh it was clearly never intended for

[8:57] that driveway to be used for commercial purposes. I have three small children,

[9:01] so that is my primary concern with the rezoning.

[9:05] have three kids and commercial traffic. Just really concerned for their safety.

[9:11] If the operations were to remain consistent with what Mr. Smith is

[9:15] proposing, I don't have quite as many concerns with that. He's been very

[9:18] gracious to discuss the business that he plans on operating, but

[9:22] my concern is that in the future you know, Mr. Smith may not always own

[9:26] this property. It's zoned commercial, someone else may purchase it. Things

[9:29] happen in life, and someone intends to do something completely different, they

[9:33] could, you know, endanger my kids. Yeah, there's really nothing stopping

[9:37] them from using that easement for commercial

[9:39] purposes from my piece.

[9:44] The my property is also a

[9:48] greenbelt property under a forest tree management plan. They're just spraying

[9:51] really close to the property line. It's about 50 ft away.

[9:54] That spring feeds into one of the creeks that goes into Stones River, so there

[9:58] could be an environmental concern there as well. I'm sure the Department of uh

[10:03] Environment from Tennessee would regularly monitor that, so that's not

[10:06] going to be my biggest concern, but just something to be aware

[12:46] So they're lowering their their property taxes on each person

[12:51] but they're still getting more taxes in.

[26:34] today is the Homeland Security grant monitor after every grant cycle

[26:39] ends, uh,

[26:42] they want a presentation of the grant process

[26:44] presented to the county commission. Uh, it's not for approval, they just want

[26:48] the commission aware that Uh, the projects are discussed

[26:52] and that it's the minutes in no way, shape, or form.

[26:56] So, we've been very past couple years have been very productive.

[27:00] So, for 2026 Homeland Security in your your packet there, there's

[27:04] actually two grants. One's a Homeland Security

[27:07] for the 2026 year. >> [snorts]

[27:10] » And then there's also the Homeland Security UASI, the UASI being the Urban

[27:13] Area Security Initiative. And since we're part of the Nashville Homeland

[27:17] Security District that enables us for a second

[27:20] round of grants through the UASI. So, it's actually a bigger pot of money.

[27:25] That doesn't happen every year, but this will be the third year that we've had

[27:27] the opportunity to apply. >> [screaming]

[27:31] » The projects The application that's submitted has not

[27:35] been approved yet for contract. But so far what I've submitted

[27:40] for fiscal year 2026, uh, for UASI is a total amount of $296

[27:45] and 5 508 for UASI, 213,000

[27:50] 598 60 for the Homeland Security. So, that's for a total of 510 106,060

[27:57] cents. So, I don't have any reason that's going to be cut any more than

[28:00] what it is. And the largest amount we've gotten in a

[28:03] while. The project that I have listed

[28:06] I went ahead and printed off all the other counties' requests just

[28:10] so can see, uh, the different projects that

[28:14] the different counties work on as a district project.

[28:18] So, for 2026 um

[28:23] there is five different national priorities that I have to meet to

[28:26] justify the Homeland Security requests. And some of some of the projects it

[28:29] makes it very difficult to apply for, but it's it's the national standard, so.

[28:34] Those standards are enhancing the protection of soft targets and crowded

[28:37] places, which is it's kind of vague, but,

[28:40] supporting Homeland Security Task Forces and Fusion Centers, which I typically

[28:44] I've not participated in that at all. Enhancing

[28:47] cyber security, enhancing election security. And the

[28:51] reason that one's important, I've never asked for

[28:54] anything for election security before, but I did this year in the amount of

[28:57] $50,000 to be able to put security cameras up.

[29:01] And because the election office is in the same building as the finance office

[29:04] and probation office, that's going to allow us to be able to put security

[29:07] cameras over the a good portion [clears throat] of the building.

[29:09] I thought that was a good amount to ask for.

[29:12] That That is the same grant process that uh

[29:15] installed security cameras here at the courthouse in the amount of $65,000.

[29:20] And the last one is supporting border crisis response and enforcement. Even

[29:24] though we're not on the border, it's still a requirement if we were to apply.

[29:33] So, part of the project for 2026, I've asked for

[29:36] the video cameras for the election office, extrication tools,

[29:40] uh additional radios for the TACN system to

[29:43] upgrade the sheriff's department radios. Uh

[29:46] the advancement of advancement in the technology with the state radio system

[29:50] that's uh we still have portable coverage

[29:52] issues inside of buildings. So, the radios that I'd like to start outfitting

[29:56] uh the departments with uh actually have Wi-Fi

[30:00] uh capability. So, if you program

[30:03] up to 20 different network locations into each radio, so it'd be all the

[30:06] schools, the jail, police department, the hospital. Uh

[30:11] once they go inside on their network, it changes over to the Wi-Fi and it's

[30:15] connected back to the TACN system. So, but they're very expensive radios. So,

[30:20] um

[30:24] additional license plate readers and portable generators.

[30:30] So, once the application is submitted and approved and the contract is signed

[30:33] for signature, but I have not received the contract yet.

[30:36] Once the contract is approved, it moves to the execution contract phase and the

[30:40] grant is made available to spend once their budget amendment is obtained that

[30:44] way. So, the 2025 Homeland Security grant

[30:48] cycle for both UASI and Homeland Security, uh the UASI side was 204,455

[30:55] and the Homeland Security side is 63,442 for a total of 267,897.

[31:03] The executed contract was issued was issued on September 1st, so that money

[31:07] is ready to spend once I get my approved uh budget amendment.

[31:10] Uh those projects uh I asked for a full set of vehicle

[31:14] extrication equipment. That gear is going to go to the Auburn Town Fire

[31:17] Department because they're so far out. Um been in contact with Auburn Town's

[31:21] mayor and the chief and they're very excited to get that equipment.

[31:25] So, working through the the the necessary training certifications right

[31:29] now. So, unit cameras for EMS,

[31:33] uh portable radios with additional radios

[31:35] for tagging system. Uh this year's uh my focus was on the

[31:39] police department to be able to outfit all with all all new portables with uh

[31:44] » [snorts] >> the Wi-Fi smart connect that I just

[31:45] talked about. So, every officer will be getting a a

[31:49] new radio.

[31:56] Uh additional LPRs for police department and a portable power trailer for the

[32:00] monitoring uh large mass gathering events and I really didn't expect to get

[32:05] [clears throat] this out approved. Uh I asked for 64,000

[32:08] uh to be able to have security cameras to be mounted at the top of a

[32:12] of a tower trailer. It's one of the incidents uh

[32:15] issues we had during the uh Short Mountain Distillery mini Bonnaroo

[32:19] event is we had no accurate way of tracking the amount of people that went

[32:22] in. And by state law, if you have more than

[32:26] 5,000 people, we're required by law to notify the Department of Health and they

[32:29] have to get involved. So, we didn't have an accurate way of being able to track,

[32:33] so I put that in there and uh Homeland Security felt that was a

[32:37] uh good thing to invest in, so we've been awarded that.

[32:43] And like I said, you got to fall under the five national security

[32:46] national priorities, which they do. So, that's where we stand at this point.

[32:53] » Well, I also have two quick questions. A lot of good information you may have

[32:57] covered it, but clarify to me

[33:01] number four, the high-low pressure airbag that you put in there.

[33:06] » Those are additional to the rescue extrication equipment. They're actually

[33:10] airbags to be able to lift vehicles and and heavy objects off of people. They're

[33:14] not used very often, but when you do need them, they're very very crucial to

[33:17] have, so the first set of extrication equipment I

[33:20] got, uh

[33:21] I didn't put that in there and so, I'm asking for uh

[33:26] this set that I'm applying for this year and for the set that we'll go to Auburn

[33:29] down and get airbags. >> Uh thank you. And then you mentioned uh

[33:35] the 530 radio, every officer would have a new radio. Is Are you referring to the

[33:40] police department and sheriff department? They're getting new radios

[33:43] through part of this? >> Now, this this award will be the police

[33:45] department and then the 2026 will be for the sheriff's department. And I spoke

[33:50] with uh Sheriff Sharp uh earlier this week uh about where we intend to go with

[33:54] that, but can't do anything till that contract is approved. So, but that's I'm

[33:59] just laying out kind of the the projects that we're going to be working on here

[34:01] in the future, so. >> It was automated license plate readers.

[34:11] getting after Homeland Security, my job is to try to secure the funding and what

[34:15] they do with that funding is up to the chief and the sheriff. And I've I've

[34:21] that's just my job to try to secure the funding.

[34:28] radios, will they still be able to communicate even though somebody have

[34:31] new ones and somebody don't? Will they be able to communicate back and forth

[34:36] with part of them getting radios now, but

[34:39] you said the police department would get me radios. Did I understand

[34:42] that correctly? >> Yes, we'll get you portable radios.

[34:44] » Okay. Will they be on the same channel as this sheriff's department?

[34:49] » Unless there's some change with with the sheriff and the chief in the future.

[34:52] Well, when we went into this, um Cannon County [clears throat] has been

[34:55] very fortunate to get to get the amount of talk groups that we did, and I think

[34:58] we uh far

[35:00] uh exceeded getting those amount of talk groups

[35:03] compared to what other counties have uh have got cuz we have a total of 13 talk

[35:07] groups. Just think of them as a channel. But we've got multiple for the sheriff's

[35:10] department, multiple for the PD, uh multiple for EMS, emergency

[35:14] management, public works has one, uh county roads has one if we ever get

[35:17] tagged radios for uh county roads. So, uh Tait has been

[35:21] very good to us. And we've invested quite a bit. Um

[35:25] I didn't put on here, but being able to add to the Tait system

[35:29] as a statewide asset, Cannon County, uh we are putting in We're not, Tait is

[35:34] putting in at their cost two sites uh currently. Just met with contractors

[35:38] yesterday. Uh they're going to be building a 300-ft

[35:41] tower in Auburntown that will greatly help

[35:44] not just northern part of Cannon County, but Rutherford, Wilson, DeKalb, Warren.

[35:47] Uh that construction is going to start here in the next uh couple of months.

[35:51] Um and the other site's going to be at the

[35:54] Mountain View Center. They have already installed the site at a cost of

[35:57] uh about a million dollars. Uh that's that will be up and operational

[36:01] hopefully here in the next uh another month or so.

[36:05] And every 10 years, Tait will come in and completely replace all the

[36:08] communications here in those those sites.

[36:11] » Tait will do that? >> Tait will do that at their cost. And we

[36:13] just have to maintain the radios.

[36:18] They currently allow us When I originally went in on this

[36:20] project, I thought they were just going to give me access to Short Mountain,

[36:23] which is a great site, but they're also allowing us to roam on four other sites.

[36:26] So, we've got excellent coverage all the way past Nashville.

[37:44] people going on these cameras and accessing them to for whatever reason,

[37:50] you know, you you know, seeing what the girlfriend's doing or wife's doing or

[37:54] just nosey whatever uh

[37:56] without consequences, that's a problem. Uh

[38:00] it's proven there's been you know, many you know, this has happened you know, in

[38:04] many places all over our nation. Just this past week

[38:08] uh Knox County uh outlawed them all.

[38:11] So, county the commissioners said no more.

[38:14] You know, they're taken away. Uh

[38:17] I don't know what the answer is. I'm I'm you know, I also you know, I'd say all

[38:22] right, as a uh a law-abiding

[38:31] But, the side of it, we we have Big Brother looking at us constantly, and it

[39:16] too much of going on there without a true case.

[39:28] think that with all the noise in the news, there will be legislation.

[45:08] but it's relatively new. But the number of cases that were solved as a result of

[45:25] it was hard for me to think strong stance against them.

[45:40] nature but they're kind of disgusting what they've been able to solve.

[51:15] this. So, if we have a purchase order in the system, it's going to be included in

[51:17] this in this percentage. The next thing is the cash flow

[51:21] statement, and this shows you how much cash is at the end of each month in

[51:25] every fund. This comes from Norma. She gives me these reports every month.

[51:29] And this shows you our cash balance in every fund. So, like in the general

[51:34] fund, or it's always a little low in August,

[51:38] but we'll start moving back up like in December whenever the tax money starts

[51:42] coming in. That's pretty normal for this time of

[51:46] the year. And then the other one I give you is a

[51:50] summary financial statement that shows you

[51:53] the revenue and the expenditures for every fund as of the end of August.
