[1:05]
Well, I didn't want to secure names.
[1:08]
I think I said no, did I miss anybody?
[1:14]
I think they're good.
[1:17]
So
[1:20]
probably notice we have some new people here at the meeting.
[1:24]
We want to start the meeting by giving elevate an opportunity to introduce themselves
[1:31]
and get to meet the rest of our board members.
[1:37]
And so actually, we have a few minutes.
[1:39]
We'll turn the time over to elevate
[1:43]
to introduce themselves and we'll go from there.
[1:47]
Sure.
[1:48]
Thank you.
[1:49]
Can you hear me?
[1:51]
Yes.
[1:51]
Yeah, great.
[1:52]
Okay.
[1:52]
So I'm Steve Simmons, elevate project manager,
[1:57]
one of our teams so you know be the like the main lead and so I'll introduce myself that way and then maybe turn it over to Perry.
[2:09]
Yeah, I'm Perry. I will be working alongside Steve and supporting him where he needs it.
[2:17]
We're both based out of our Salt Lake City office. For those of you who don't know, we also have a New York office based out of Buffalo.
[2:28]
then Michael I don't believe Michael's on the call he's traveling today but if he
[2:34]
Michael if you are on it I don't think he is he's not I am I am but I am
[2:40]
traveling I'm walking through the airport so I'm gonna stay on mute so he's
[2:45]
iPhone.
[2:51]
I believe we have any one of our consultant team on board. Yeah, I'm here Steve. So I'm
[3:03]
Melissa Ilyano. I'm vice president of market research with Sage age. I will be working on your
[3:12]
feasibility analysis and community needs assessment, the survey and reviews, you know, all of that
[3:18]
research end of things, so looking forward to it.
[3:25]
Okay.
[3:26]
Here we go.
[3:31]
This is Park.
[3:32]
Park, can you introduce yourself?
[3:34]
Yes, I can.
[3:36]
Hi, I'm Park.
[3:37]
Sorry, I'm a little bit late.
[3:38]
I'm just having a little bit of trouble with the Zoom meeting link.
[3:41]
Also, just double timing it back to school night tonight, so.
[3:45]
I'm in my car right now.
[3:49]
He's with our civil team.
[3:52]
I'm with Focus Engineering.
[3:53]
civil engineer for the project. Good
[4:00]
afternoon evening. My name is Ashley Lisa. I am with RKL.
[4:07]
We will be doing the financial feasibility piece of the project. I am a practice leader
[4:11]
within our financial planning and analysis group, so I oversee all of our financial projections.
[4:23]
Did we were able to introduce everyone on your team that's on the call?
[4:33]
Well, we're excited to partner with you and work with you.
[4:37]
This is the group they're from a company called Elevate.
[4:40]
They're going to help us put together our master plan for the area behind the care center in the hospital.
[4:50]
That big empty lot is to be tortured.
[4:54]
and they'll, you know, let us to work together on how we can develop that and how we can support our
[5:01]
seniors in healthcare and our community.
[5:05]
And along those lines, we wanted to, we wanted to take a
[5:12]
moment to, while we have them here, we could talk about the point of contact. So as we get started,
[5:18]
we can figure out how we're, you know, best going to communicate, how we're going to help information flow both ways and how we can connect so we can be as efficient as possible.
[5:31]
And you want to give them an opportunity to kind of talk a little bit about how they're going to work with us and what they're kind of, how they, why are they excited to be here?
[5:41]
Sure.
[5:45]
Steve, did you hear what Joe said?
[5:49]
Yeah, it did. So I'm not too proficient on Zoom, but I can just share my screen. I just
[5:57]
press the share button, send requests.
[6:03]
Okay, I should let you share now.
[6:16]
We use Teams in our office. Zoom is a foreign landscape.
[6:23]
So pardon us while we figure it out, there we go.
[6:27]
A lot of windows up.
[6:29]
Okay, so do you see them?
[6:30]
Okay.
[6:31]
So just anticipating this meeting, you know, we did send you a draft for a contract for review.
[6:39]
So we'll have to go through that as well.
[6:40]
But basically, this graphic here slide is just, you know, why we are excited about this project.
[6:47]
and from our proposal interview and kind of, you know, this is a partnership in your vision.
[6:55]
And, you know, I'm understanding that your goals are agent place, health and wellness, community belonging, stewardship.
[7:02]
And then with our process, you know, it's our job to help you fulfill your values and your dreams.
[7:11]
And we do that by listening, collaborating, planning, and then, you know, create an impact.
[7:15]
So, well, gee, it's excited to be involved in this process, and we're good listeners.
[7:21]
We're part of this process is collaboration back and forth, and then building something
[7:29]
that's timeless last, and that's value to the community and meaningful.
[7:36]
So that's kind of what we're excited about, any questions or comments on this.
[7:43]
I'm on what works like to be here or carrying one head I think no I think you hit the nail
[7:52]
on the head.
[8:03]
I have one question for Steve this is a little kind of a stealers or bills you're
[8:14]
quick
[8:15]
that might be more of a question for Michael I'm I'm I'm I'm I'm I'm Utahan.
[8:26]
Unfortunately, the answer is Cleveland Browns.
[8:29]
Oh my gosh.
[8:36]
Sorry.
[8:37]
Yeah.
[8:37]
I'm not asking.
[8:38]
You're in and I'm in the steeler game.
[8:43]
We're going to have a super spam.
[8:45]
We have two of us.
[8:47]
We're going to double.
[8:48]
This would be a switch or a switch.
[8:50]
You guys.
[8:51]
Yeah, that's actually my father's the stealer's fan.
[8:53]
and so was my sister, so it's all good in the family.
[8:58]
And I live in Baltimore, so I'm not going to tell you who I am.
[9:01]
Oh wow!
[9:04]
Well, I'm fully confirmed.
[9:06]
I went out of nowhere.
[9:11]
Sorry, Dan.
[9:12]
I just couldn't resist.
[9:14]
I really wanted to know that when we entered.
[9:16]
It was really big and cool.
[9:19]
It was good to know.
[9:20]
You know how to motivate and read occasionally.
[9:25]
But yeah, we wanted to talk with you and then talk amongst the board on what would be the best way to be able to communicate back and forth as we as we work as we work to this agreement as we, you know, finalize the contract, get that square away and then also as we begin to collaborate.
[9:43]
what would be the most efficient way for us and then for you so that we can get this
[9:52]
project moving and keep it moving well. So what kind of open up to comment or
[10:01]
or thoughts or suggestions and then we can go from there? My Michael, do you mind
[10:08]
starting with that, and then I can chime in later.
[10:13]
For communication, you see, your Steve will be our point of contact.
[10:18]
It would be the main person.
[10:22]
The tech, I always love a phone call over an email or any other
[10:28]
form of communication, but I know we're going to want to be able to document
[10:32]
everything, so obviously any phone calls we have, we want to follow up with
[10:36]
with emails. But yeah, I mean, I think Steve is that primary point of contact for us on this project for your day-to-day communications.
[10:46]
And then Perry will be, you know, ideally CC on everything. And so we're completely, because we're completely, so we're always in the way of talking to each other.
[10:57]
And then we could also be, that we'll also, Perry and I will be the conduit to distribute information to and from our consultant team.
[11:04]
And
[11:10]
I think we would love to have that kind of singular point of contact reference for
[11:16]
Steve on the on the owner side stakeholder side, so I think it would be ideal and obviously
[11:23]
if there's a small group of folks we want to make sure they get CC down all communications
[11:27]
we can absolutely set that up but we would love to have or just somebody that Steve could pick
[11:33]
up the phone to and call it at any point when we need to have a direct conversation.
[11:44]
Do you know who that can do? Is that on your side? Who do you think that would be?
[11:48]
Or have you decided?
[11:52]
So, we probably have a few people that we would want to have CC on communications.
[11:58]
Just, you know, just like you do.
[12:00]
But it was a senior, we had a contact.
[12:02]
We wanted to touch base.
[12:04]
And this was that tonight.
[12:06]
So we could, so we could start a little.
[12:09]
I think
[12:13]
thoughts on that and what I do for that, my contact.
[12:20]
I have no problem being, you know, I've both seen that maybe Dan and I could be together
[12:26]
or together since I have a lot of other things I mean about the industry and the vision.
[12:32]
You know, I have, I would mind being a point of contact and stress.
[12:36]
Okay. So, and I'm okay with being on that as well. You know, you probably try and have
[12:47]
Debbie, CC on everything. Debbie is our secretary and she helps to make sure that
[12:55]
everything gets very speed just very well.
[13:00]
But is that. I used to be having a thoughts on that.
[13:04]
are we okay with those three?
[13:10]
Yeah, I think Joette's a good, a good contact person. She has,
[13:14]
she has a lot of depth and breadth experience on this and I'm sure the three of you will
[13:23]
disseminate that information to us as quickly as you can.
[13:34]
So, is that you down the second person?
[13:40]
Yes.
[13:41]
Okay.
[13:41]
Yes.
[13:42]
So, Joette, myself, and then you.
[13:46]
Okay.
[13:47]
That works.
[13:48]
Thank you.
[13:56]
How do you want to do the contract?
[13:59]
Because I'm assuming we have a valid finalized yet.
[14:02]
So, I would think we want to move forward with the contract also,
[14:12]
giving you an eye to the authority to work with our attorneys to get a finalized
[14:19]
agreement that should have an eye to make a motion.
[14:22]
So I make a motion to look at the contract with LVC consulting firm for the mass campus,
[14:34]
pending a legal review, and Dan and I will finalize that. And then pointing Dan and I
[14:41]
has the point of contact for the project throughout the project. How's that?
[14:47]
That's good. We have a motion by Gillette.
[14:49]
Second.
[14:50]
And a second by Melody.
[14:52]
All in the evening.
[14:54]
Hi.
[14:56]
Okay. You're all in the affirmative.
[14:58]
Okay.
[15:00]
So if you all get debt of your contact information, then she could get that off to us and who, you know, I think Steve, you said you'll be the primary point. And then we could start once we get this contract finalized, which I anticipate will be the next week. And then we can start planning for giving you guys down here and kick it off the project. Yeah.
[15:26]
Yeah. So going to schedule. Going to schedule.
[15:31]
which you're seeing, so the states may be wrong.
[15:38]
I have the wrong book.
[15:39]
But in the RFP, talked about October, November start date.
[15:44]
And is that still what you're participating?
[15:50]
Yeah, I think or September, whatever works with you guys schedule.
[15:54]
Since we get the cash off, I think we're ready.
[15:56]
And I think we can maybe have conversation
[15:59]
about how you guys want to move forward.
[16:03]
Okay, because we want to start thinking about schedule and
[16:06]
think about the contract as well.
[16:09]
Yes,
[16:11]
so I just wanted to confirm that that's you need to fill on board with that schedule.
[16:16]
Again, let's start date.
[16:18]
Yeah, it looks and we can see here that's fine.
[16:22]
So it's October.
[16:23]
Yeah, so yeah, and probably I think we're kind of anxious to get this really.
[16:28]
So, you know, maybe closer to more likely early October.
[16:33]
Okay.
[16:34]
We're flexible on our end.
[16:35]
So, basically, as soon as that contracts,
[16:39]
where do we, we're, we're going to go.
[16:41]
Okay, and we're, we're good to go to.
[16:43]
So, we're excited to begin.
[16:44]
So, we're going to finalize this process in the forward.
[16:56]
All right.
[16:58]
We'll keep going along on our agenda.
[17:00]
The next item we have is.
[17:04]
Yeah, so yeah, just message to elevate you appreciate coming and meeting us and giving us
[17:11]
opportunity to meet you and change your information.
[17:15]
We're just going to continue on with our board meeting.
[17:17]
You're welcome to stay and continue if you'd like for where you're welcome to continue on
[17:23]
with your wonderful Thursday meetings.
[17:27]
I just had one question just before we leave just about the survey work.
[17:34]
I know, I feel like I remember it was mentioned the red desert is doing the work down there
[17:39]
for the survey.
[17:41]
Is that correct?
[17:44]
Have they, have they, sorry, what was that?
[17:48]
We probably already have a survey.
[17:50]
Okay, perfect.
[17:51]
I was just going to say, if you don't have a boundary survey completed yet, I would get that done so it's ready to go.
[18:00]
All right, we'll follow up on that, but I'm pretty sure we do have it all ready to go.
[18:05]
That's great. Perfect.
[18:07]
Great, thanks again. We're excited to begin and I'll collect those contact information and forward it to you.
[18:19]
Great. It was great to see everyone again. Have a great Thursday evening.
[18:25]
Thank you. Yeah, totally. Same.
[18:29]
Thanks. Let's see you. Take care everyone.
[18:33]
Thank you.
[18:37]
Okay. The next item we have on the agenda is the approval of the minutes.
[18:42]
It was the last of the meetings.
[18:47]
Yeah, so we have, we
[18:54]
had open minutes from June 11th then also from July 9th.
[19:01]
I'll make a motion to approve a minute from the June 11th regular for meeting and the July 9th special for me.
[19:12]
Okay.
[19:13]
Okay.
[19:13]
Okay.
[19:13]
We have a motion by Joe.
[19:14]
In a second,
[19:16]
by ability to be the business for those two meetings.
[19:19]
All in favor.
[19:21]
I.
[19:22]
Bye.
[19:25]
I think I'll step down for a moment.
[19:28]
But we're all for the pure.
[19:31]
She's just not resident.
[19:32]
The moment.
[19:36]
Okay.
[19:37]
The next item we have.
[19:39]
are the financials, so I'm going to give you a camera to confirm it.
[19:46]
Okay, that was definitely a camera, it's a robust endorsement.
[19:50]
Great, great.
[19:51]
Trish meets the language.
[19:54]
Hello, okay, let's start with June.
[20:00]
Budget actuals versus budget, so the total revenue for June was 200,
[20:05]
$204,200, about $200, $1,000 of that was from sales tax.
[20:11]
The remainder was interest income and $13.45 per capital
[20:15]
of projects and $7.21 per debt service.
[20:19]
Compared to budget, that came in over budget, $30,000, $1,000.
[20:25]
The majority of that was sales tax came in about $66,000
[20:31]
more than budgeted.
[20:32]
and then we also had budgeted income for parkway and seasons that was not recognized in June
[20:41]
so the combination of that but it's about 30,000 over budget. As far as expenditures,
[20:48]
actual expenditures, $12,000, $96,000 budgeted expenditures, $141,000. The biggest difference there
[20:57]
would be that we had budgeted $50,000 for contribution to other entities in the month of June,
[21:05]
probably because that's when it was spent the year prior and we didn't actually make that
[21:11]
in June. So that's the biggest difference there. Net income was $108,084 for June compared to the
[21:19]
the budget did not income of 25,000.
[21:22]
So is that 50,000 for the free clinic?
[21:25]
I think at least 25 was only about,
[21:28]
I don't know, make someone else their numbers
[21:31]
if the full 50 list for that or not.
[21:33]
35 was what we gave last year.
[21:37]
I don't know if that's true to the clinic.
[21:39]
And as I have been asked to request,
[21:43]
they've given us a request, yeah.
[21:45]
Yes, they just, yes. David Olson just emailed me today to see if they could come present.
[21:53]
They haven't done an official request, but they want to come to the October meeting and
[21:56]
present. Shall I ask them for one?
[22:01]
Yeah, let them come and present.
[22:02]
Is this, this funding will be, it will be next year. I think we're going next year.
[22:07]
That's January. Yeah. So, yeah, thank you for the, what do you think Dan?
[22:16]
Yeah, we did it earlier this year, like in January, February, I believe, when we get
[22:23]
sure.
[22:24]
Yeah.
[22:25]
Yeah.
[22:27]
Yeah.
[22:31]
So we still have an additional 50,000.
[22:33]
And then while the contributions are not seeing where we are, where
[22:43]
the actuals for that is,
[22:44]
but it seems like I remember that as well, so I'll look into that and give you all an update in a few minutes if that's all right. Sure. I do see in the year-to-date column, the annual budget, there was 35,000 for the third item under contributions to other entities and that was for 35,000 for the year.
[23:10]
So there was 35,000 there for something and then 50,000 in the just other so I'll have to differentiate those and there's a chance so the 50,000 number just remember that number it sounds like what we may have been saving or putting aside for
[23:30]
or are eaten for an elevate.
[23:35]
Yeah, we eat since, like 50,000 for,
[23:39]
we've been doing it for two years to build that up.
[23:42]
Okay, but that's what I do instead of,
[23:44]
that in your search.
[23:45]
Thank you.
[23:46]
Okay.
[23:46]
Oh, yeah, I'll verify that.
[23:48]
If you don't get it on my target, pay it off.
[23:50]
Yeah.
[23:52]
We'll eat it in the end of the day.
[23:54]
Well, I'm trying to get better.
[23:55]
Aaron's car if you can pay it off.
[23:58]
All right, I don't think we should bring it up.
[24:05]
I'll move on to July actual versus budget. So July and we have the accrual for the sales tax of 133,000 that matches the budget.
[24:15]
So there was again that monthly amount for parkway and seasons and the budget there that wasn't actually realized in July, but was actually nice earlier in the year.
[24:26]
So total income compared to budget is about 30,000 under from what was budgeted total expenditures were 179,517.
[24:39]
And total budgeted expenditures were around 100,000.
[24:44]
The biggest difference there is we have the $83,000 transfer to UPL seed.
[24:50]
That was just not in the budget for the month of July.
[24:53]
So that's the $80,000 difference there.
[24:57]
And net income for July was a native 42,000 because of that expense in the month.
[25:04]
And then the budgeted net income was 66,000.
[25:10]
questions on July. Right
[25:17]
right now the general fund balance is at $790,000 debt
[25:22]
service is at $155,000 in capital fund balance is at $357,000. Bank accounts the
[25:33]
general Wells Fargo currently has $18,500 and the general FTIF has
[25:39]
has $350,000, the capital PTIF account has $423,531, and the debt service has $447,470.
[25:54]
And then I'll let, if there's no questions, I'll let Ken present the bills.
[26:00]
Need to ratify the bills for your line.
[26:05]
It is not of $100,742.50 on that, but it is $570 for their services, and $720 and counting
[26:20]
$85,000 for the operations at the Care Center and $14,452 for legal services.
[26:30]
And what are we supposed to do for the legal services?
[26:33]
There's the only that's going to be the annual.
[26:37]
Okay.
[26:38]
Let's see.
[26:39]
Let me go 30,000.
[26:42]
Okay.
[26:43]
And how much have we spent?
[26:46]
Your today is 17,500.
[26:49]
And does that include?
[26:50]
Oh, I'm sorry.
[26:51]
That's budgeted.
[26:53]
Your today is $46,029.
[26:56]
So we're over.
[26:57]
Yeah.
[26:57]
A lot.
[26:57]
And does that include this 14?
[27:00]
Yes.
[27:00]
Okay.
[27:01]
So we may need to amend the budget.
[27:03]
Always.
[27:04]
We'll have to do that.
[27:08]
Okay.
[27:09]
August.
[27:10]
Bill's.
[27:11]
I don't know.
[27:14]
189,280,480,4.7 cents.
[27:19]
That's that.
[27:20]
We're going to add into 450 on accounting.
[27:24]
Coffee Center.
[27:26]
446,60.
[27:27]
The clerk's service is 585, or Kirsten for the Dish and DPL work, which he does, $8,881
[27:41]
for the annual property insurance on the Kirstener, $9,831 for legal services, and $83,117
[27:55]
of team for the 4th quarter seed payment to the Department of Health.
[28:07]
I'm going to make a motion to approve the July and August bills and the amount of $189,000
[28:15]
to $84.07.
[28:19]
Is this?
[28:20]
That's awful.
[28:20]
I think that's only.
[28:21]
They're total of $290,026,57.
[28:25]
So that's August.
[28:26]
So it's two.
[28:27]
That's August.
[28:27]
It's two.
[28:27]
One hundred and four.
[28:28]
Oh, got to add them both together.
[28:29]
Okay.
[28:31]
Solid and separately there.
[28:32]
I just saw the total amount of the bottle. You can do it together, just say.
[28:36]
I make the motion to approve the July bills at $100,742,50 and the August bills at $189,284.7.
[28:54]
My second. Okay. We have a motion by melody and a second. I can feel to approve
[29:01]
the bills for July and August.
[29:04]
All in favor.
[29:06]
Hi.
[29:06]
Hi.
[29:16]
Hi.
[29:16]
I said yes.
[29:17]
We raised my hand.
[29:18]
OK.
[29:19]
We're all the affirmative.
[29:21]
Derby.
[29:26]
OK.
[29:28]
Wonderful.
[29:30]
Moving along.
[29:31]
The next item we have on our agenda.
[29:33]
I was reports from seasons and Maple Del and I see we have Nathan. Are you okay? We start with you Nathan.
[29:46]
You bet. Can you guys hear me okay? Yes. All right. So in the second quarter seasons.
[30:00]
Revenues from Medicaid and Medicare increased and private and managed revenues decreased.
[30:09]
Overall,
[30:10]
total revenues were $29,000 above budget expectations and total expenses were $33,000 above budget.
[30:21]
Census, we averaged 45.3 over the quarter a little bit down from quarter
[30:29]
1's 46.2 and the skilled remains fairly low. We were at 2.2 just down from
[30:40]
quarter 1's 2.6. For the quarter we posted a profit of $52,000 with a year-to-date
[30:47]
profit of $29,000. Things are going fairly well there. Nothing too crazy to report.
[30:58]
That's pretty much all I have. Fairly brief.
[31:04]
Wonderful.
[31:10]
Do we have anyone else from seasons on
[31:12]
the call Nathan, or was it just you? Just me today. And if you have any questions, I'm happy to
[31:20]
relay them and we can get back to you guys. Todd wasn't able to make it tonight.
[31:25]
Yeah. Hope
[31:29]
any questions that we have at the moment, other than I hope Todd and John are having a great trip.
[31:35]
Sounds good. I will pass it along. Thanks. All right. Okay. Moving along to Mapledale. Jason,
[31:45]
and do you want to lead off?
[31:47]
Yeah, I'll just give a quick update on where we are
[31:50]
with our process of moving over to Beaver Valley.
[31:55]
We've been working with Beaver Valley's legal counsel.
[32:00]
Unfortunately, in all of this, our main contracting
[32:05]
person, Larry Winkler, unfortunately unexpectedly passed away.
[32:10]
And so, having her pay goals access and on all of those different things, we had a call
[32:17]
with Colette, she was super helpful in helping us get some information that we needed
[32:23]
to make sure as we do this transition from Canyon Lens to Beaver that it goes smoothly
[32:29]
and stuff.
[32:30]
And so, we've been working with our legal teams, been working with Seth and Beaver Valleys
[32:34]
and that is all moving forward.
[32:37]
We're still really shooting hard
[32:39]
for an effective date of September 1.
[32:43]
So that's all in motion right now,
[32:45]
but Brett Otley is filling in for Lita
[32:50]
and I will turn the time over to him
[32:52]
for just a minute to give an update
[32:54]
on the operations of Mapledale.
[32:59]
Can you hear me okay?
[33:00]
I'm having some issues with the Zoom.
[33:02]
I'm trying to get on Cameron
[33:03]
and I think you can hear me fine.
[33:06]
Okay.
[33:06]
Yep.
[33:07]
Okay.
[33:07]
Hello.
[33:08]
So, yeah.
[33:09]
So, some updates on Maple Dell.
[33:12]
So, census is growing at the facility.
[33:15]
We're currently as of today.
[33:17]
We're at 54 out of 61 of our beds full.
[33:20]
We have a new administrator that we just brought in.
[33:23]
Not too long ago with a good experience.
[33:25]
He was running 165 bed, a cute, pretty acute facility with
[33:31]
Spence and Trakes in Pittsburgh but came back home. He's a local grew up in American Fork
[33:39]
Vice from the area
[33:41]
So they were excited to be back in Utah
[33:45]
So he'll be able to definitely drive that and continue push that census to fall
[33:50]
We expect them to to be in that 59 to 61 range here in the next couple of weeks
[33:59]
driving down costs, we're down, we've been able to lower agency at the building.
[34:05]
We currently, I think this last week, we're on average of 96 hours total of agency in the
[34:11]
last week.
[34:12]
So that we're almost out of agency in the building, that's also going to help us with our costs
[34:19]
and with the overall care in the facility.
[34:23]
So with all that being said, yeah, revenues moving up and expenses lowering, which is the
[34:28]
the recipe for success in a facility.
[34:31]
Currently, the building is at five-star quality measures
[34:35]
and overall started and we have an opportunity
[34:38]
to bring that up.
[34:39]
We're in our survey window.
[34:41]
We've been in it for a while,
[34:43]
but where the state's been with their surveys,
[34:46]
we're expecting them any time.
[34:48]
We want to be surprised to see them
[34:49]
in the next couple weeks.
[34:51]
So that's great opportunity.
[34:52]
We've been working hard on survey prep
[34:54]
to be able to have a great annual survey.
[34:57]
And then that will give us an opportunity to increase our overall start rating to match
[35:02]
up with our five-star quality measures that we're at.
[35:06]
And I think that's kind of the overall picture of the building any questions, comments?
[35:18]
We're all good.
[35:19]
Thank you very much for the update.
[35:22]
I have a comment really quick.
[35:23]
This really loud machine over here is the new whole blood for our community.
[35:28]
So I know it's a little annoying, but it's better to mix it around as it wants a lot of stuff.
[35:32]
So we're excited.
[35:33]
We need a blood transfusion.
[35:34]
Oh yeah.
[35:35]
We have a whole lot of our community now, so I can give it to someone that's excited about it.
[35:40]
It shouldn't be too loud.
[35:42]
It's a little loud, but there's a whole lot.
[35:46]
Mine is the earplish.
[35:47]
I know.
[35:48]
It's a little loud.
[35:49]
All right.
[35:50]
Well, thank you for that.
[35:53]
We'll move on.
[35:54]
We'll be trying this time over to collect.
[35:57]
Okay.
[35:57]
Okay.
[35:58]
Okay, so first I want to introduce Pam Sartre. She's our new business office manager and she's
[36:08]
at Sartre.com Monday. It's been a busy, busy time. And I really appreciate him,
[36:15]
stepping in and it's amazing what we've done in the last two months. It's amazing. So I appreciate
[36:26]
I had some other people interested in the position,
[36:33]
but we're looking at that to have some of them local.
[36:36]
And so, um, you just got to put, put some experience,
[36:40]
uh, training as a random doctor's office.
[36:45]
And you can back down this social.
[36:49]
I was the primary manager of maps the last year.
[36:52]
Yeah.
[36:53]
I want to say I was sad to leave the singers, but I think I'll be right here at Spanham,
[36:57]
since they're saying in that same, yeah, it's taking me to a place, I mean.
[37:02]
Yeah, she has, she has some great input, regarding the fact that she's, she knows what all the
[37:07]
residents are there feeling and worried about. So she, she can help us figure out what's
[37:13]
all known down and get their input from the times right as well. So, okay, we'll just get right into
[37:20]
my report and then I did the financials and the camera looked them over and I kind of changed
[37:30]
them up a little bit. They're more in a format that helps me and helps me know which things
[37:40]
we've all respect is that we can kind of calm down on and the areas that we're good to go
[37:47]
on to sustain budgets. So I look forward to your input after you've seen the undone. So as far as
[37:57]
the chemicals and everything, we've no survey at TFD, but we are back in serving window as of this
[38:03]
month. Since it's 32 and we've had three pass away in the last few weeks, we've probably seen them in
[38:09]
the paper. I'm very honored, long times, residents of Moa, and we're very sad about them. But we're
[38:21]
happy for them as well. And our last COVID and flu outbreaks are still in February. We've been
[38:28]
really healthy lately. Our vets, we're just constantly partying down as they're balanced.
[38:35]
We're just we just have a good time all summer. We've had three week recent work. Let's call claims just minor claims that no time lost.
[38:46]
Our goals are the same, our quality measures are the same, but one really great thing is we're about five stars.
[38:54]
So that when we create on our own COVID unit, and three of us will get, we have to account
[39:07]
for all of our hours to the government, and they've never had anyone that we reported
[39:16]
20, you know, 22 hours of working in a single time, even though it was the truth.
[39:25]
So at that point, they didn't like how, even though they don't even have a way to count
[39:32]
for that, they dropped us down our stars down then, but then we got them back out, but
[39:37]
then we had our surveys that dropped us down as well.
[39:44]
So this month is the first, we've worked really hard in the last year and a half and we'll back up to five, so we're very proud of that.
[39:54]
We want to keep it, we work hard to keep it.
[39:59]
Our performance improvement plans are the same, they didn't change.
[40:03]
Our staff needs, we were almost fully staffed during the summer, got a good summer.
[40:09]
But we now need three nurses, so we just hired a nurse.
[40:14]
Same time as we hired you.
[40:16]
And she's going to be full-time.
[40:17]
We're excited for her.
[40:19]
And we need four CNAs.
[40:20]
And this is all because I've got seven staff going back to school.
[40:26]
For this month, I got three CNAs during their prerequisites for nursing school,
[40:31]
two CNAs that are accepted into LPN school,
[40:34]
and then two LPNs that are inspired in school.
[40:37]
So our career program is in full swing, but they will all drop down to part time.
[40:50]
I'm being excited here at the moment, but do we know do they want to come back after
[40:55]
her school?
[40:56]
I would say most of them, and I have constantly just pumping up our expansions and how much
[41:04]
opportunity we've got being there in five years. So we'll do our best to keep them.
[41:09]
Definitely the RNs, we're kind of a statute stone for the RNs unless they are completely local.
[41:17]
Then we have a better chance of keeping them. Some of these ones that come in and
[41:21]
that are just in the lab for school for two years. They come work for us and we're glad to be part of
[41:28]
journey, but they have definitely more glamorous are in positions in mind. But we'll do our best to keep them.
[41:41]
OT and call back. I got my dates right this time. There's our tracking and
[41:48]
trending. Our OT might go back up since I'm losing all these people, but we have an ad in the paper
[41:56]
and we'll keep hiring everyone we can. But we'll keep agency out. We'll do everything we can
[42:02]
to keep agency out.
[42:06]
Even if I'm working full time. What does that mean? Sorry. Oh, so when you can't,
[42:13]
yeah, travelers. And so usually, if you have to hire an agency, the CNA is a longer,
[42:22]
or $60 an hour, like more than what our ends make.
[42:27]
And the RNs are sometimes $100 an hour,
[42:31]
or more than our money's going out to you.
[42:33]
And you have to pay their,
[42:34]
their housing, their food, their food.
[42:37]
So it's so expensive, you can't even imagine.
[42:41]
So I'm very proud that my people will work so hard on them.
[42:47]
And so we don't have to hire agency.
[42:49]
Let's see.
[42:50]
Thank you.
[42:51]
Let's see.
[42:53]
Baudet's a budget.
[42:55]
We are still doing the PPJ budget or audit.
[43:00]
I've turned in everything.
[43:02]
We just don't have the final result yet.
[43:06]
We're waiting on that.
[43:07]
Prior to Business Office Manager, Pam Star, on Monday.
[43:11]
We'll continue to use the camera for the essential accounting
[43:16]
functions.
[43:17]
She's agreed to help us out and we appreciate that payroll bill, pay, cost rate, and she's
[43:25]
even said she's willing to learn the foster report.
[43:28]
Thank you.
[43:29]
That's the thing that stresses me out a little.
[43:32]
So thank you.
[43:33]
I appreciate you very much.
[43:35]
And I talked about Pam.
[43:37]
We welcome her.
[43:40]
Last update is that the roof is on track for September, October.
[43:44]
However, Jim, I guess, can pipe in if that has changed, and all of our equipment is holding
[43:56]
strong.
[43:57]
We haven't had to do anything on our list, but it's there if we need it.
[44:04]
But we get so many people that want to go on the bus rides that one resident told me at
[44:10]
next meeting that if we request another bus they want to greyhound the bus.
[44:18]
There's a lot of things
[44:19]
that I don't want to do. Yeah, there's a greyhound I mean if I've got to give my seat. Yeah,
[44:27]
thank you, I'm so grateful for my team. And we'll get to our financials. Here is our
[44:36]
to be able to spend the amount for it to make it easy.
[44:41]
If you want to ratify the bills for $3,000.
[44:47]
So, are we ready for that?
[44:55]
I'll make the motion to ratify the care center bills for May.
[45:00]
In the amount of $469,147 in two cents in the bills for June and $392,266 and 306 cents.
[45:14]
I'll take that. We have a motion by
[45:18]
you at the second by melody to ratify the Pearson fields. All in favor?
[45:23]
Aye. Aye. Aye. Aye.
[45:26]
We're all in the affirmative, Eddie.
[45:31]
Okay, so what I've done different, do you really get a chance to look at them?
[45:37]
Should I come sit by anybody?
[45:40]
So in the very first column is our budget. That's our annual budget.
[45:45]
And then I've got Maze Budget, Maze Actual, and then Maze Variants, okay?
[45:53]
And then the last business office person, when she did our budget, she did the year-to-date
[46:01]
totals, but then she did the variance to the Annie, she did it to what we have left to
[46:08]
fans in the whole year, which doesn't really help me a lot. So I've done it this way where
[46:15]
I have the five-month budget, and then I have, so I actually have the five-month budget right
[46:23]
on that is how much we should or budgeted to have been spent by the end of May. And then I've
[46:29]
got the five-month actual and the year-to-date variance as of the end of May, not to the end of
[46:35]
the year. Does that make sense? Does it help? So that shows me that, so look at our revenue,
[46:45]
we are revenue, we were budgeted to, we're under on our revenue and year-to-date,
[46:56]
we're way under, because our census, our people are elderly and they pass away and we go through
[47:03]
on this and it takes a week or so to get that bed filled.
[47:10]
So as far as revenue, we're behind here today in May for our revenue, but as you look
[47:16]
down the year-to-date column, you can see year-to-date.
[47:20]
We have saved in so many other areas because we do adjust our spending according to our census.
[47:30]
this. And I can see anything in black. Those are the areas that I need to take a closer
[47:36]
look at, maybe find some cheaper products, because we don't overuse anything. But I could
[47:46]
probably do a better job in finding, finding, seeing how come we're spending so much in
[47:53]
the areas. And at the very least, if I look and we aren't wasting anything, then we'll make
[47:58]
make sure and get the budget correct next year.
[48:02]
Our liability since our liability insurance has been doubled.
[48:08]
It went up after budget and it's gone and has been a prior
[48:14]
then we forget that our nursing supplies are up but then we've got
[48:20]
lots of other areas that are that are down and that we've really
[48:25]
saved in and only using as needed just to account for those areas that we're open.
[48:34]
Hey, that makes sense.
[48:37]
Our wages are up 11,000, the year to date for May.
[48:42]
And that's because in April, we have three periods, so we'll definitely absorb them over
[48:53]
the next three months. In fact, you'll see it on June's that we're back to budget because
[48:58]
we save on the other months that don't have to repay periods. So does that help? Is that
[49:07]
more clear?
[49:11]
That is fun. I think it helps me. It definitely helps me know where to dial in
[49:20]
and then get things right.
[49:22]
Okay, and then June.
[49:27]
So you'll see our year to date for June, our revenue,
[49:31]
we did better in June.
[49:33]
So our year to date actually went down a little bit
[49:38]
where only 63,000 behind.
[49:40]
We said 91,000 behind.
[49:43]
And then again, we have done a good job
[49:47]
at saving wherever we can, you know, all our expenses and just only spending what is needed,
[49:55]
and made a lot of progress there in our year-to-dates. And if you look all the way down into wages,
[50:04]
we're actually under budget near-to-date 6,000. So we caught that back up, even with overtime,
[50:12]
Even with 6% over time and 6% all back time, we still are under budget and
[50:25]
we'll keep working on that and trying to continue to get fully set and work towards no old.
[50:31]
But just glad to have people who want to work.
[50:35]
I think it's working out well with the building yet, with some of the changes as the building
[50:42]
all taught up or the research and all that.
[50:47]
So me and Kim have got baptized by fire really fast and we've worked through a lot of
[50:53]
stuff, but I've been working through the building and I got my first claims through this week.
[51:01]
So, I've learned a lot about Utah medicaid. Number one, it takes a lot to even just get in there and get access.
[51:09]
There's a lot to learn. And then once you do something, you have to wait until next Monday to see your results.
[51:18]
So then, so I set my first batches through that. Hold that next week. It didn't pay.
[51:24]
And so then I had to call get on there and the only thing I missed was I didn't put a zero in front of the 120 rather than the revenue code.
[51:33]
So I said them back through and the ones that I did pay.
[51:38]
So I can not teach panel because I know what I'm doing as of this week and that's what we'll do next week.
[51:45]
We've been working all week to get her access to Medicaid billing for close and then we will
[51:55]
go crazy on the next week and hopefully get caught up in the next three minutes.
[52:04]
Just to also point out, just because the billing for June hadn't been done yet, we did
[52:09]
through Barrett in the book. So it is reflected in the financials. Yes.
[52:19]
So setting up, see if there's
[52:20]
anything else that we can give you to help or... No, I'm just curious. We have a zero on the Medicare.
[52:34]
That's what I'm Medicare. We're budgeted for it. Okay. Oh, because and then that offset's up there
[52:40]
the income. So we got revenue and expenses. They just saw a set each other.
[52:47]
How are we doing is getting certified if it's set up.
[52:54]
That's how we get our
[52:56]
whole team into place. But the same person who passed away was a blind
[53:07]
that person, she was at the Medicare Specialist, so she was a friend and I just found that out
[53:17]
when they called me last week to work through some of the Medicare stuff because I'm the administrator
[53:23]
on the PITO site for all of us, so anytime anyone does anything internally or adds the board members
[53:30]
or whatever to their Medicare application.
[53:35]
I'm the one that approves it.
[53:37]
So, but we'll get our team in place and get back on it.
[53:43]
Where will we have this?
[53:45]
But still 85% of those.
[53:49]
But now I don't have my Medicare specialists.
[53:51]
Right.
[53:53]
So we'll find a new one.
[53:58]
But yeah, we'll get everything we'll get a new product
[54:00]
and get our client from that.
[54:02]
Yeah,
[54:05]
you know, this grandma stuff that just came up, is that, would that be something
[54:11]
that comes out of their legal or are they going?
[54:19]
Because I'm sure there's going to be, you know, legal costs soon, she'll be back.
[54:23]
I got $5,000 to spend to give me that, and we have to end budgeted, so I have to end
[54:29]
budgeted my use sign.
[54:31]
Hey, we can cover that.
[54:33]
We can close.
[54:34]
Yeah, good question.
[54:35]
We have some other stuff.
[54:37]
So, we'll go.
[54:41]
That was not me.
[54:50]
Thank you.
[54:51]
Thanks, Colette.
[54:52]
Thank you.
[54:54]
No worries.
[54:59]
Anything else from the cares on?
[55:01]
No.
[55:04]
Our business was just working.
[55:04]
The fire in the budget.
[55:06]
In turn, it will be flowing on it.
[55:08]
Sure.
[55:09]
The 50,000.
[55:11]
I would know of the way to work on the budget.
[55:14]
And it says to replace 10 beds.
[55:15]
I think she means.
[55:16]
And if I'm not mistaken, let's take up to the care center.
[55:20]
Okay. Okay. Yeah. And that was $50,000 and then the $35,000 is for the free plan.
[55:32]
We've got money. We need to replace it. Right? Let's go replace it.
[55:36]
Well, that was wrong. I think we put that in there just because we had a number of things that were
[55:44]
aging out. Yeah. So you never know. Yeah. Yeah. Can it want any surprises?
[55:50]
I think moving along the next item we have is a fire rate fuel reduction project.
[56:00]
They came and presented to us last time and they did have a couple of suggestions that
[56:07]
they had passed on to us.
[56:10]
They weren't positive, but they thought that there was a chance that some people were going
[56:16]
and dumping yard waste and trash and things kind of like that in the areas that have just
[56:24]
been cleared. And so they wanted to make us aware of that. And then they made two recommendations.
[56:31]
They said that we could potentially put up a no dumping sign or something like that or
[56:39]
maybe a trail camera or trail cameras to kind of help discourage people or if something did happen
[56:46]
and then we would know what happened and who.
[56:50]
I went there and I walked the site yesterday,
[56:54]
just to get a feel for where they were
[56:55]
and they made a lot of progress.
[56:59]
You have that path that goes,
[57:04]
it's about halfway through the property
[57:06]
and it goes a whole breadth of the property
[57:08]
it's in lines up with the roads.
[57:10]
They are almost up to that point.
[57:14]
They're clearing things.
[57:16]
They've been able to clear the section that's closer to the hospital on that and they've
[57:22]
gone almost all the way over to the mobile homes that are on just off the property.
[57:32]
And they've started to put in looks kind of like large fire break.
[57:35]
So almost about a 40-foot strip where there's nothing.
[57:39]
So if anything were to happen in that area, it would be hard for the fire to jump and
[57:46]
into all those smaller homes in that area, but yeah, that we bring that up and see what we
[57:54]
wanted to do, see what our thoughts were on followed up on recommendations from Harvard.
[58:00]
So did you notice, because I thought they said they didn't know the city had not picked up some
[58:05]
of the debris, and I followed up with our city manager. So did you notice if there was piles of
[58:12]
degree it looked like that was good they were also moving some stuff around and yeah okay I'll
[58:18]
follow up again make sure you know it sounds like we might have brought it and read it out it
[58:24]
looked like it had so it looked like that some of those piles those were in question have been
[58:29]
taken care of so at the moment things look really good there are a number of piles of degree that
[58:36]
they have gathered gathered that are my guess is when the weather is you know
[58:41]
operative they might do a control burn and some of that some of that area um I don't think it can
[58:50]
yeah it's in the city it's in the city it's in the city it doesn't allow that okay yeah so we're
[58:57]
looking into it though because there's all that debris from the floods and it's like we can't you know
[59:02]
and we got to do something with that.
[59:04]
So we're looking at maybe allowing burning in certain areas,
[59:07]
but right now, I don't think we'd allow that.
[59:09]
Yeah, right now, right now they have it.
[59:11]
I left, so they got some nice big piles of timber.
[59:17]
It wouldn't be too hard to scoop up and transport out
[59:20]
any up to the transversibles and plants to process,
[59:24]
but yeah, those kind of workings are at.
[59:28]
They do have a number of wood piles
[59:30]
and a number of entities have come to us and asked to make a happy wood from that
[59:34]
and we've allowed them to take that.
[59:38]
A lot of people are taking it to eat their homes, share the winter.
[59:42]
That's good.
[59:42]
A bunch of it is going down to the Spanish Trail of Rina.
[59:46]
There's a nice big wood pile that's behind the villians at the arena
[59:51]
where people can go and get free fireable.
[59:56]
So that's where a lot of it's being taken as long.
[59:59]
That's great.
[1:00:04]
In terms of recommendations, I think putting up no dumping signs. It's not a bad idea. I don't know about trail cameras because somebody's going to have to watch them. I think putting up no dumping signs and seeing if that has any impact is worth it. I say we do that first two because people vandalize cameras and they'll steal the cards. I just think that, yeah, they'd be nice.
[1:00:29]
but I think we have costs almost more, the street is minimal.
[1:00:33]
Yeah, then just a sign.
[1:00:34]
I think you're part of a sign down too,
[1:00:36]
but I want to keep it in campus.
[1:00:37]
Yes.
[1:00:38]
And I don't know.
[1:00:40]
Do you know if the city already has something like that?
[1:00:43]
Is that maybe we could procure or?
[1:00:46]
I can check.
[1:00:48]
Because if it's minimal cost, minimal effort,
[1:00:52]
I think that could be a really easy way to go,
[1:00:54]
just to help people know, hey, this is the image.
[1:00:58]
You know, it can't be any enforcement action.
[1:01:00]
I'm pretty much finding out there.
[1:01:04]
Yeah, I'm not going to know who did it.
[1:01:07]
Now, just, you know, we, you know, it's just like, hey,
[1:01:10]
it doesn't mean that they're not going to, but.
[1:01:13]
Yeah.
[1:01:14]
And it kind of, I think it might reduce some of our liability
[1:01:18]
if something happens because of it.
[1:01:19]
We could say we decided.
[1:01:22]
Yeah.
[1:01:23]
I'll follow up with the city and because I know we're talking about
[1:01:26]
afternoon signs up and we asked on Tuesday how much it costs and what we're looking at doing
[1:01:32]
it's about four hundred. Well, it's not that expensive. It wouldn't be that expensive to do.
[1:01:39]
And there was mainly just one area that was kind of in that south.
[1:01:47]
I'm not sure on my directions here. I have to get out of math. But if you are looking at
[1:01:53]
recovery center across their parking lot into that dirt area. You go to the
[1:01:59]
far end of that before you get to the mobile homes. Just there on the left is
[1:02:03]
where they were seeing like they were having the main issue with maybe people
[1:02:07]
dumping stuff. So if we were able to put a signage out there it might be the most
[1:02:13]
helpful kind of in that area. Jen if you're able do you have any thoughts or
[1:02:21]
comments on the dumping or where a sign might be most helpful?
[1:02:29]
Yeah, I think I talked with Nick about that as well and he's up for putting a sign because,
[1:02:35]
you know, we've been dealing with it on our lot too.
[1:02:39]
And I would say, you know, if you wanted, maybe you and Nick and I
[1:02:46]
could just meet over there one day and sort of look at where we think it probably is
[1:02:52]
going to take more than one sign and it's probably going to take kind of some scary
[1:02:58]
language and maybe some camp maybe some even some ring cameras or some kind of camera
[1:03:05]
out there to discourage it.
[1:03:11]
I wonder I don't know what your thoughts are but if we were
[1:03:16]
of put a camera I wonder if we put one maybe on the hospital property somewhere maybe the recovery
[1:03:23]
center or something where it would be less likely to be vandalized or... Yeah we do have an outdoor
[1:03:33]
camera in front of the recovery center but I think there's just so much space out there that it's
[1:03:39]
pretty easy for people to pull in and the camera reached you know doesn't really reach all the way
[1:03:46]
over there so we may have to actually sort of mount a pole and a box and have something on a battery
[1:03:52]
but I think Nick and his team would be willing to help with that. They're fairly inexpensive. We've
[1:03:57]
installed a few in a few other locations where we don't have you know it's not wired to go there
[1:04:04]
And so I think something like that might work.
[1:04:10]
Maybe at the moment we'll look into.
[1:04:12]
Yeah, yeah.
[1:04:13]
You guys have been looking to where you think the science would be and then I'll follow up the city.
[1:04:19]
It's not this thing.
[1:04:20]
If the hospital is willing to do things on the hospital property, that I'll see the city would be willing to do things that are kind of off city property.
[1:04:29]
but directed towards our friend and see if we can do it for us and build us.
[1:04:36]
Yeah, but we, I'd be happy to meet with you all over there and sort of troubleshoot it with Nick and figure it out.
[1:04:44]
I mean, signs are, they can be effective, but sometimes people just will literally dump right next to the sign.
[1:04:58]
I could follow up with you on that chat and maybe we can set a time and date to go over and take a
[1:05:04]
long time to see the thing. That sounds great. Leave me in that and then I will see if I can get
[1:05:10]
Michael Black with me by to me with you awesome. Let's see. I could reject Michael Black.
[1:05:17]
Okay. Well, I know him. That would be great. Thanks.
[1:05:29]
And next item we have on here is discussion review of our positive seniors manual.
[1:05:36]
Thank you, Debbie, for working hard on this.
[1:05:42]
And we gave you a lot to work with.
[1:05:45]
And we found out that there are a couple more things we'd like to add.
[1:05:49]
So you're just keeping track of it.
[1:05:51]
We have it on the agenda just to help keep this on track.
[1:05:53]
But we do have lower admission to add to it.
[1:06:00]
Yeah, so we could just wait to put it on the next meeting and see what we're at.
[1:06:06]
Yeah, so yeah, we'll just keep track of it for next time and see where we're at.
[1:06:11]
Okay. Yeah. If you want to send me the public comment policy, I think you said you were working on.
[1:06:16]
The UASD also has one, so they have a template we can also use that if you haven't finalized it or.
[1:06:25]
And then they have this open meetings policy.
[1:06:28]
I think we should add in that's where I need to check with them on some verify some of the things so we don't put down things that we're not required to do in the policy.
[1:06:37]
And I think Joe, I also mentioned she wanted a personnel policy, so I drafted one of those two.
[1:06:43]
So it's just a matter of kind of putting those all together these last couple ones and it should be ready by the next board meeting in October.
[1:06:55]
Okay, so John, when we had our rules, do you guys have any regulations on public comments?
[1:07:03]
Your government policies?
[1:07:06]
Being honest.
[1:07:08]
It was a little bit.
[1:07:09]
Yeah, there's a little bit about public comment.
[1:07:11]
But you know, I look into what we had ascended.
[1:07:14]
But there are some kind of legalese or we don't really get any comments in this meeting though.
[1:07:21]
We don't hear you guys do.
[1:07:23]
No, this meeting doesn't get very public comment,
[1:07:26]
so it's not bad to have that just in case.
[1:07:29]
Right.
[1:07:30]
Yeah, just anticipating.
[1:07:33]
There's a good chance of my roughness of others this year.
[1:07:36]
Right.
[1:07:37]
It's really just like three minutes.
[1:07:39]
And they get to form and you know,
[1:07:40]
you don't get to respond as the board or just listen.
[1:07:44]
And that's it.
[1:07:45]
But in case you're written up,
[1:07:47]
it's not like that he can say,
[1:07:49]
you know,
[1:07:49]
there are people that will speak, but in writing, I think we can, you know,
[1:07:53]
just announce sentences together in our policy bits.
[1:07:57]
So some of the questions us, we can say, well, it's in our policy. Yeah.
[1:08:01]
Also, like the citizens can't speak during their own meeting unless the chairman
[1:08:05]
lets them, you know, so if they want to speak during the public to be heard, then after
[1:08:09]
that, they are there to just be observed in less than our chairman calls on them.
[1:08:14]
Correct. Yeah, perfect. So, yeah.
[1:08:16]
Yeah, exactly.
[1:08:17]
That's an example.
[1:08:18]
Exactly where we were.
[1:08:20]
So, yeah, we just wanted to save you some time.
[1:08:23]
After right at the moment yourself.
[1:08:26]
And when I could pull that out of my clothing, there's.
[1:08:28]
It's perfect.
[1:08:30]
Yeah.
[1:08:30]
When you can take the best part that we want.
[1:08:33]
They were.
[1:08:35]
Yeah.
[1:08:36]
We get that.
[1:08:37]
You didn't.
[1:08:39]
Okay.
[1:08:40]
Okay, next item we have on our agenda is the discussion of consideration to approve the 10 and 5 year business plans.
[1:08:50]
We can.
[1:08:52]
And then we put a version of that in the packet for review at the moment, just to give you a little heads up. This version of it has us waiting to expand.
[1:09:08]
and the care center until we finish paying off our current bond, and we can always shop
[1:09:16]
the things around if we want to or be too layered, but that's just going to be where the
[1:09:21]
numbers are on the business flight and the bond.
[1:09:27]
But now I did have a question from you,
[1:09:31]
Validium. Do you know how the MS is doing with their budget? You know, if we have a budget meeting
[1:09:37]
on the 20, six, I think, really a first third meeting that.
[1:09:46]
And is that going to be like the bus and the fire department?
[1:09:52]
Jowles is the budget, so I'm on the MS Board and I'm on the budget advisory board event.
[1:09:57]
So it wouldn't be, you know, the budget advisory would be starting the budget process.
[1:10:01]
So let's get where the MS is.
[1:10:03]
So they're up to say, I mean, just like,
[1:10:05]
it's also have to have knees up.
[1:10:06]
So, and then with the new tasks,
[1:10:09]
just can you just start?
[1:10:11]
So, I mean, I think everyone's on track
[1:10:14]
the way that they have planned.
[1:10:16]
I don't see EMS changing the plan at all.
[1:10:21]
I mean, everybody's getting a little bit more money.
[1:10:22]
That's really good, but I don't see them changing the plans.
[1:10:25]
We don't know what's gonna happen next year.
[1:10:27]
And as far as, you know, one of the discussions that I had
[1:10:30]
with everyone, I think we were talking with the fire
[1:10:32]
and in medicine. Healthcare is, let's plan on having a little bit of pushing my, I mean some
[1:10:39]
items that we're wanting, you know, tops and fire, ask for a new water tender when that was when the healthcare
[1:10:45]
tax was going on.
[1:10:49]
I have, we saw some commissioners were really pushing for
[1:10:52]
all ways to have some money. I don't know, we have, I'm on, I'm also on the
[1:10:56]
budget advisory board for the county now as well. We have our first budget
[1:10:59]
you're meeting today. And so we'll see how that goes along and I'll really try to give you guys
[1:11:04]
feedback on if there's needed money, some other SSD, you know, or health care entity, but I think
[1:11:10]
as the plan, if everyone just kind of follows along the plan that was put out last year, I don't
[1:11:17]
foresee any issues with that, that answer you want to put on me. Just wondering, you know, from
[1:11:22]
you have our best info, you know, it's something new that come up with EOS, or GDRN,
[1:11:27]
I've been from the fire department and doing those details to see if we needed to take
[1:11:32]
some time up.
[1:11:33]
I can reach out to Andy.
[1:11:35]
So we are going to request some additional information and you should be receiving
[1:11:38]
that from Dana.
[1:11:39]
So we were looking back into records into which, thank you, because your email or the
[1:11:46]
devs was what got me to give me about that money being dispersed about back to 2020.
[1:11:52]
We did ask for, like, the financials from each of our SSD.
[1:11:55]
Did anybody that was coming to get a total amount of money or at least money, health care
[1:11:59]
money, you know, was, and that's why I found that letter that I asked you guys about was
[1:12:03]
like, oh, are we not fulfilling this commitment to you guys?
[1:12:06]
And so I, we're going to send out letters to everyone that's eligible for all of those
[1:12:11]
money, basically, and say, you know, if, if you have a, if you have a request, what your
[1:12:17]
needs are, what your budget is, you know, give us the information so it won't be, so it
[1:12:22]
be fair I guess fair and we can really dial into what's going on in all of our different
[1:12:27]
boards and we're not just giving money because to me it seems like what they've done with some of
[1:12:32]
that like to put money is they just given us no we've done this so let's just keep giving this but
[1:12:37]
is that really the right way to do money so I don't think it is I think we need to look at all of it so
[1:12:42]
that's going to be something that's happening with all of the entities but for example you know
[1:12:47]
S always gets some mineral lease money, they get some filth money, and they get some TRT money,
[1:12:54]
and so when you take it all together, they might get a little bit here and here, and I'm like,
[1:12:58]
what are they actually getting? And that's where we'll look at the bigger picture, yes. I mean,
[1:13:03]
all you guys get is healthcare tax money right now, as far as I know, and those are in EMS as well.
[1:13:10]
And but EMS used to get some of that filth money. They gave us back $196,000 of filth money that we
[1:13:17]
that we disperse to them last year because the tax hadn't gone through yet and so I have the tax until they give back
[1:13:22]
We would able to use that in solo waste and in our rec SSDs, which was really great because they were they didn't get funded
[1:13:29]
But that's what we're gonna that's gonna be the process going forward with all entities that are asking for money from
[1:13:35]
The county is just financials and so it's not like it's just you guys and ask them for that
[1:13:39]
So it's gonna give me a big picture. They're here prepared for it and I don't presume any
[1:13:45]
challenges to
[1:13:46]
to the budget, sorry, been kind of presented in the past,
[1:13:49]
but didn't we make an agreement
[1:13:52]
with those guys for a certain period of time?
[1:13:55]
Yeah, so we have percentages that we've worked out
[1:13:59]
in the past five years.
[1:14:01]
We've tentatively gone out further than that,
[1:14:03]
but yeah, roughly.
[1:14:07]
Yeah, yeah, it was kind of a big plan,
[1:14:08]
but it can always be revisited if something happened or stuff.
[1:14:12]
Yeah, there was, you guys made a pact,
[1:14:15]
I think and so which is the county to honor that and I think I can reach out to Andy
[1:14:23]
probably at the end of the month and maybe be any of the next month.
[1:14:27]
Yeah I mean he's working obviously he's working on the budget because he presents it to
[1:14:31]
the to the budget committee so he would have an idea if you wanted to reach out to him but we do have
[1:14:36]
I think it's the 20 I feel like it's somewhere in there at the end of the month
[1:14:47]
Yeah, the 27th, so this is when we're going to have our budget meeting for EMS.
[1:14:56]
So I might wait.
[1:14:58]
Let's laugh at that.
[1:14:58]
At least until we're closed.
[1:15:00]
I'm like, oh, after that. Yeah, okay. Okay. Yeah, I can reach out to him, just to make sure we're still on track, and we're still good, and also with TJ, just to see where they're at, too.
[1:15:18]
But yeah. And then, let's see, I think, do you have the date handy for when we need to present to the commission? So that would, that would be not better. I think she was so strong.
[1:15:29]
I said no already, but it will be in, I think it'll be the second meeting in 15, wait,
[1:15:39]
in October or September, December.
[1:15:44]
Yeah, I can't.
[1:15:44]
Is that what I said to you, Debbie?
[1:15:45]
Did you say September 15?
[1:15:48]
I was like, I'm not talking about you.
[1:15:49]
That's what you mean.
[1:15:50]
Yeah, second meeting.
[1:15:51]
And we may have everyone present.
[1:15:55]
that's Debbie or Dana was looking at when all of that stuff is due for us to
[1:16:00]
tell the state and if it's if we could have everyone everyone including you
[1:16:06]
guys and the middle east money come in and present in the 17th and actually take
[1:16:10]
a vote on at the next meeting instead of doing that that mean that would give us
[1:16:13]
time to look at all that the she's gonna look at the when when we have to have
[1:16:17]
those given to the state so she's supposed to be back to me okay yeah this
[1:16:22]
September 15th meaning is probably when they'll be comment present. And last time we were able
[1:16:29]
to present as a trio so all three of us were there. I mean all three will be there again but yeah
[1:16:37]
it's efficient yeah. We did it together too. I know that we're still good with the split the way
[1:16:46]
we put it together and go with that.
[1:16:49]
So I think three united front for the commissioners.
[1:16:54]
Yeah, but we're partners.
[1:16:58]
We're partners, we did your math for you.
[1:17:00]
Yeah, I'm working for you.
[1:17:02]
Dad.
[1:17:03]
Oh, here's our question.
[1:17:05]
Oh, and just to give a heads up to the camera,
[1:17:08]
because usually they don't give you like a week's,
[1:17:11]
the test, they send them a request out
[1:17:13]
and they give us about a week to gather everything.
[1:17:15]
So the financials and stuff. So hopefully they get us a little bit earlier, but camera just so you know it'll be coming up here and they usually ask for some financial reports. So, okay. Thank you.
[1:17:34]
Okay.
[1:17:35]
That all leads up to the fact that we need to conjure up our own budget.
[1:17:42]
Right. I was just going to ask, is this business plan that says the 2027 budget?
[1:17:50]
I mean, is this what it's going to be?
[1:17:52]
What's on this business plan?
[1:17:56]
It's pretty much out in the spend.
[1:17:58]
that's last year's, well, the issues in right here listening.
[1:18:03]
So, okay, I'm thinking.
[1:18:05]
So this has been 10 year plan.
[1:18:06]
So we've ended up for 10 years.
[1:18:08]
So we're going to have to find you in it.
[1:18:12]
Yeah, but yeah.
[1:18:14]
Because we won't meet again until October.
[1:18:18]
So then usually you start working on the budget,
[1:18:21]
like in September.
[1:18:23]
September would start putting things together
[1:18:25]
in October, November, we better be wound up.
[1:18:29]
In December, we.
[1:18:30]
December, we at Alton, it's on.
[1:18:33]
We'll get ready to.
[1:18:35]
Yeah.
[1:18:36]
Is that time of year?
[1:18:37]
We'll get ready to.
[1:18:38]
Okay.
[1:18:41]
So I make a motion to prove the Kenan Lands Health
[1:18:45]
Bureau Special Services Street,
[1:18:47]
10 and 5-year business plans to submit and present
[1:18:50]
to the County Commission on September 15th.
[1:18:53]
Well, at their request.
[1:18:56]
Yes.
[1:18:57]
Okay.
[1:18:58]
We have a motion by Joe Wett and a second by Ken to approve the five and ten year business
[1:19:05]
plans to present the commission.
[1:19:07]
All in favor?
[1:19:08]
Aye.
[1:19:09]
I'm fine.
[1:19:11]
Okay.
[1:19:12]
We're all in the affirmative on that day and the next item we have is a discussion on coming
[1:19:25]
up for the agencies.
[1:19:28]
Is that just you?
[1:19:30]
Yeah.
[1:19:32]
My squad is coming up this
[1:19:39]
year at the end of the year.
[1:19:42]
And I am not quite sure where things are going to be.
[1:19:46]
I do have some other things that are pulling me
[1:19:49]
in another direction.
[1:19:51]
So again, I don't know for sure how that long play out.
[1:19:53]
I should, hopefully, know as the next month or two.
[1:19:58]
But there, you know, if some of those other things happen, there's a chance that I might need to
[1:20:05]
choose my spot.
[1:20:08]
So, what is it?
[1:20:12]
So it just kind of depends what happens the next month or two.
[1:20:15]
We have a lot of options to say no.
[1:20:19]
But I want to get that out there so that we can think.
[1:20:22]
So in case that does happen, we can, you know, we have a short list.
[1:20:26]
Well, I think we still have to advertise.
[1:20:31]
So hopefully, you'll be in one of the applicants.
[1:20:36]
Yeah.
[1:20:38]
But it doesn't hurt, you know, for the first thing about it.
[1:20:42]
Because I think a lot of our, a lot of our efforts, you know,
[1:20:49]
recruiting that have been successful. Right. No, when do you guys vote on
[1:20:54]
appointments in December?
[1:20:57]
Usually, yeah, I mean, it's all the time. There's like
[1:21:01]
we ever want our agenda for next week. So it doesn't really matter, but I mean,
[1:21:04]
technically, if it stands ended this year and she was not going to redo it, we'd
[1:21:11]
hope to have somebody, you know, the, um, recommended the commission by the end of
[1:21:18]
year so that the January meeting, the new person will be there. That doesn't always
[1:21:22]
work that way. Okay. And it's okay. All right. So I don't think we do them all at one
[1:21:26]
time. I mean, if we have a whole bunch of them in January, but they're all, I mean, it's
[1:21:29]
all in place. This April coming in out of boards all the time and changing. So when that's
[1:21:35]
something, generally, we do it. We give it to you guys in December. Like you said,
[1:21:38]
Yeah, for us it's you know ideally people are putting the applications out right now and the
[1:21:45]
notices now would be great and then starting to do you know October or November doing interviews and
[1:21:53]
then you know we don't do we do in December because we have October meeting and then December meeting some.
[1:21:59]
We have that right for the budget yeah so if we did but then budget and interview at the same time
[1:22:04]
It would be fine.
[1:22:06]
And then six commission would get it in the first meeting January.
[1:22:10]
But by any, it doesn't really.
[1:22:13]
Not like that.
[1:22:13]
That's always coming in.
[1:22:14]
And after the link, it's like if Dan reapplies,
[1:22:17]
and he's the only one that applies, then it will just go on the consensus agenda.
[1:22:21]
And it is.
[1:22:24]
So that we should probably get prepared to put out, you know,
[1:22:28]
whatever the process is to advertise that we have a one opening for the healthcare
[1:22:34]
your special service district so that in October, we can start maybe interview people and we
[1:22:44]
will know by October. I should know by October. Yeah, I should know by October. Okay, yeah,
[1:22:50]
let Dina know.
[1:22:54]
That county commission admin. Yes, and we can always have a special meeting
[1:22:59]
for that, we need to get a better,
[1:23:06]
okay,
[1:23:11]
let me emotional go in a position,
[1:23:15]
second,
[1:23:17]
hold on, we're having a reasonably imminent litigation, oh yeah, let me say that, let me
[1:23:23]
and defending our eminent, we don't...
[1:23:28]
We don't think we're wasting any more time.
[1:23:29]
We don't think we're wasting any more time.
[1:23:31]
Yes.
