Will you please stand, please for the
Pledge of Allegiance?
[0:04]
I pledge allegiance to the flag of the
United States of America, and to the
[0:09]
republic for which it stands, one nation
under God, indivisible, with liberty and
[0:16]
justice for all.
[0:19]
Thank you.
[0:30]
I'm sure the audience knows that we do
record our meetings now, and they will
[0:35]
be on YouTube. So, I just wanted to let
you know that. Normally, the people in
[0:40]
the audience will not be heard. Um but,
just in case, try to keep your side
[0:47]
conversations very low because we'll be
picking you up if you don't. Uh but, if
[0:52]
you are at the podium, it will pick you
up, also.
[0:58]
So, let's move on to
the agenda.
[1:03]
We have the agenda before you.
[1:11]
We have a motion.
[1:16]
Motion to approve the agenda as
presented. Support.
[1:20]
The motion is supported. All those in
favor, say yes. Yes.
[1:24]
» Yes. Opposed, no.
The motion carries.
[1:28]
This time, I ask for public comments on
agenda items only. Do we have any public
[1:33]
comments? Please raise your hand.
[1:37]
Nope.
Okay.
[1:42]
Seeing none, we will move to
communications.
[1:45]
The first item under communication, the
first um
[1:50]
number one is the charter that we always
get telling us what's changed on the TV
[1:55]
channels.
[2:02]
Item number two, the law enforcement
memorial
[2:06]
service thing that you got is a flyer
that uh
[2:10]
it's personally inviting
you to the greater thumb area fraternal
[2:15]
order order of police puts this on.
Um it's going to be on June 6th
[2:21]
[clears throat] at 6:00 p.m. and the
rest of the
[2:24]
information is all on the flyer.
The packets are on our website, also.
[2:37]
Item number three, planning commission
meeting
[2:40]
minutes.
I want to make a correction for you.
[2:44]
Okay. Uh
you misspelled is is Porzondek.
[2:48]
One day, I'll get it right. You are d o
n d e k. One I will have that for you.
[2:54]
That's also on the annual report.
Thank you.
[2:59]
You think being with my last name, I'd
learn how, but
[3:07]
Next item under communication, the
planning commission 2025 annual report.
[3:13]
That is also in your packet.
[3:23]
Did anybody have any questions on that?
Council members?
[3:35]
Hearing none, we move on to the consent
agenda.
[3:39]
» [snorts]
>> The first item under the consent agenda,
[3:41]
number one, regular council meeting
minutes of April 6th,
[3:45]
2026.
[3:49]
Any changes or corrections on those
minutes?
[4:02]
Hearing none, under the consent agenda,
item number two, invoices.
[4:08]
Any questions on the invoices? Please
raise your hand.
[4:14]
Council Kish. I just have one question,
Mr. I just said
[4:20]
Um under DTE Energy, have we ever
considered doing solar
[4:25]
energy lights?
As in
[4:28]
» Well, you know how the sun comes down
and Oh, so individual solar, not pulling
[4:33]
solar panels. Okay, I I I just want to
clarify what you meant.
[4:36]
Um I don't believe we've ever really
looked at that. I mean, it's something
[4:39]
we could see if it's cost-effective. I
know that generally with those, there's
[4:42]
a time frame that it would take for it
to be cost-effective, so we'd have to be
[4:46]
to see if it would be worth it, but it's
something we can look into, but I not I
[4:49]
don't remember having any conversation
about it personally, outside of a vendor
[4:52]
trying to sell me one at a conference.
So, but it's something we can look at.
[4:57]
And my other question was
[5:02]
with the water solutions unlimited, it
says only supplies. What What is that
[5:08]
for?
[5:11]
One moment.
[5:18]
It's for the 3705.
Mhm.
[5:21]
That is chlorine for the arsenic plant.
So, I I thought we were doing
[5:28]
um
[5:30]
the other stuff.
Well, maybe I'm not thinking about Yes,
[5:34]
the UV light.
>> is the active one, but we still have to
[5:36]
keep the chlorine until it's
completely transitioned over. Plus, I do
[5:40]
believe we have to keep some of the
backup, and I think it also may have use
[5:43]
in other parts of the
as well, but the UV will be the main
[5:46]
source of it, so.
>> And when will that actually take effect?
[5:49]
I'm not sure when the I'm not sure. I
know the UV is the primary right now.
[5:53]
We've been running stuff through it. I
will have to ask when that will be done
[5:56]
with chlorine. So, if you want to ask
that question, I don't know.
[5:58]
» Isn't the arsenic separate than waste
water? Oh, sorry. Oh, sorry, you're
[6:02]
right. It's for the arsenic. I'm sorry.
I was thinking of
[6:03]
» from the waste water. Yeah, that's for
the arsenic plant, so that's part of the
[6:06]
water supply. So, we will always be
buying that for the water supply. You're
[6:08]
right. I confused waste water with
water. I apologize.
[6:10]
Okay.
>> Yeah, that's for Yeah, that we will
[6:12]
always be purchased. All right, thank
you.
[6:14]
Any other questions? Yes, Councilman. Um
I should probably know this one, but the
[6:19]
Great Lakes Bay construction.
>> [snorts]
[6:24]
» I think that's the bathroom down at the
DPW.
[6:26]
» It is.
[6:31]
It is. Yeah, it is for the bathroom down
at the DPW. It's there. The final
[6:35]
payment. It's their final payment. Yep.
>> Oh, okay. Okay. And then um
[6:40]
I had a couple more here. There was uh
more motors for a repair.
[6:58]
Looks like over here.
For the grass truck, there were some
[7:01]
repairs done on it.
[7:07]
And then um
[7:10]
Nucor Steel
Nucor Steel.
[7:14]
You say anything? Mhm.
I'm sorry.
[7:18]
That was to repair repair a water line
at the car wash on M-51.
[7:23]
Oh, okay.
And then the problem solved?
[7:26]
That was a
Problem solved? That Oh, yeah.
[7:33]
That's another name. That is a well one
generator installation.
[7:40]
We approved that a while ago. Okay.
Okay, did we Yeah, that was still
[7:43]
generator for well one.
Yeah. Yeah, that was back in September
[7:48]
that you approved that.
[7:52]
I think that was all. Thanks.
Anyone else?
[7:58]
Hearing none, we move on to the leader
department reports. The first report is
[8:02]
the police report, and that is Chief
Brian Newcomb.
[8:06]
Any questions on the police report? I I
did ask Brian, what What is the acronym
[8:12]
TUSH for? What is the system TUSH? What
is your
[8:16]
U U S H. Thank you. Sorry. Oh, no
problem.
[8:20]
It is a fun acronym.
Any other questions [clears throat] on
[8:24]
the police department?
[8:27]
Okay.
[8:30]
Next one is the fire report, and that's
Chief Randall Cap Ross.
[8:35]
And he is not here, but we can try to
get someone to answer questions. Any
[8:39]
questions on the fire report?
[8:51]
Hearing none, let's move on to number C,
the code enforcement report, the final
[8:56]
report, and John will pray.
Any questions on that?
[9:07]
Yeah, I can just add one thing. Yes, go
ahead. Um Lisa, this will be his I think
[9:10]
his last report. He does come in to do
this. Uh he will be around when we train
[9:14]
our new person as the position is open.
I do have interviews scheduled this
[9:16]
week. But, I'd also like to offer
condolences on behalf of Hopefully, he
[9:21]
did lose a member of his family this
past week. So, he was unable to be in
[9:24]
for a day to help us, so I'd like to
offer that publicly on behalf of uh
[9:28]
uh us to him. Yeah, I believe it was his
his mother-in-law.
[9:30]
» Mother-in-law. Father-in-law. So. And
he's leaving? Yes, he took another
[9:34]
position. So.
[9:38]
I do have five interviews scheduled,
though. So, we will hopefully get
[9:41]
someone in place before blight mowing
season.
[9:45]
I think it's a full-time job, so I can't
blame him.
[9:51]
I It's all right. Okay.
I can't I how you missed it.
[9:56]
» Okay, so let's let's move on. Uh
I need a motion to approve the consent
[10:02]
agenda that's including the invoices. Do
I have a motion?
[10:06]
Please read your motion.
[10:13]
Motion to uh
to approve the consent agenda to include
[10:17]
the invoices.
Support. We have motion and support on
[10:21]
the floor. Any discussion on the motion?
Hearing none, all those in favor say
[10:26]
yes. Yes. Opposed no. The motion
carries.
[10:31]
» [snorts]
>> All right, we will go to the regular
[10:33]
agenda.
Cultivate creativity uh mural host
[10:38]
building application is number one and I
am going to turn that over to the city
[10:43]
manager. Okay, so um as you can see the
parks and rec committee uh is looking to
[10:48]
develop a application, excuse me, for
the cultivate creativity mural program
[10:53]
which you've been seeing around town. Uh
this would put a mural on the
[10:58]
What do you call that building? The
green building where the drinking
[11:00]
fountain and the restrooms are or the
splash pad? Do we have a name for that
[11:02]
building? We just call Rec building.
>> The rec building, thank you. I just call
[11:05]
it the green building. Um so it would be
on that building. We have two options
[11:10]
that the committee would like to discuss
exploring which either is a large mural
[11:14]
or a medium mural. They would involve if
you were chosen, we would involve some
[11:18]
cost about 10% of the cost not to exceed
$750 based on size.
[11:24]
Uh obviously we would work with the
artist to make sure it is something
[11:26]
obviously appropriate and friendly for
all of the city. So that would be
[11:30]
something which would be
Look at me, I'm not artistic, but
[11:33]
something that would be appropriate for
the parks area, kids playing or
[11:36]
something. So they are requesting
permission to apply for the program for
[11:40]
either a large or medium mural. Option
one is for large. Option two is medium
[11:46]
or option three is take no action. And
uh I will admit I was not at the meeting
[11:49]
when this was discussed, so I'm curious
if Mark is here. So I think only believe
[11:54]
I can answer questions if there are any.
I know I basically know what's in the
[11:57]
memo and what I've talked to with Gary.
Okay. We need to get a motion first.
[12:03]
» [clears throat]
>> We have at this time I'd like to ask for
[12:05]
before discussion any emotion on the
floor.
[12:09]
Can I ask a question before a motion's
made?
[12:12]
Uh as to
Um [snorts] does the motion have to be
[12:17]
size specific?
Oh, they do need to know.
[12:22]
Um they need to know by this 20th or
25th
[12:27]
or sorry, the 20th. That is So can I
assume that the building will
[12:31]
accommodate a large mural?
Because that's an option. Yeah, there's
[12:37]
no dimensions here, so
Yeah.
[12:39]
» Right, if if the building will
accommodate a large mural, that's the
[12:43]
one I'm going to make the motion for.
But if the building can't support a
[12:47]
large mural, then I need to make a
motion for a medium mural. Right. Well,
[12:52]
you could combine that. You could use
your your large first and just say, you
[12:56]
know,
large and if if
[13:00]
» [snorts]
>> Uh if if it doesn't fit, uh you know, go
[13:02]
to your small and that way you can cover
both. Okay. If you would like to do
[13:06]
that.
>> So can I make that motion?
[13:07]
» I need a motion. I will make a motion to
approve the submission of a host
[13:11]
building application for the 2026
cultivate creativity public art project
[13:18]
to install
a large mural on the green parks and
[13:23]
recreation building as long as the
building will support that size. If the
[13:29]
building will not support a large mural,
then my motion is to do a medium size
[13:36]
mural.
Support.
[13:38]
» Um yeah, I did finish the
green building and all that.
[13:46]
May I suggest an amendment to that?
Let's do it.
[13:54]
Give it to them.
What's your suggestion?
[13:57]
My suggestion would be to the change the
language to be to install a large mural
[14:00]
on the green parks and rec building at
Beets Park or medium if not sufficiently
[14:05]
if not enough size.
[14:08]
That way it's a little bit cleaner than
That's just a suggestion.
[14:13]
You can put words in my mouth if you
want.
[14:15]
No, thank you.
Then we have a second on that.
[14:19]
Seconded. Okay.
[14:23]
Can you say that again, please?
So option one and then at the end
[14:27]
{comma} or medium mural if not enough
space if there is not enough space.
[14:47]
Okay.
I got it.
[14:54]
Do you want me to read it for you?
You can. Okay. The motion was to motion
[14:59]
by Jill seconded by John to approve the
submission of a host building
[15:03]
application for the 2026 cultivate
creativity public art project to install
[15:08]
a large mural on the green parks and
recreation building at Beets Memorial
[15:13]
Park or medium size if
there is not enough space.
[15:23]
We have a motion and support. Now we
will ask for debate. Do we have any
[15:28]
debate on this?
[15:32]
I I think John needs to be
not debated but mentioned.
[15:37]
She made the motion, I seconded it. I
think you need the word amended in there
[15:41]
to show that it was changed after it was
motioned and I seconded.
[15:46]
That's the only That's all I think is
that somewhere in there it needs to be
[15:51]
amended.
[15:57]
This motion amended to say Yeah. Or as
you started out motion made by Jill
[16:04]
seconded by John as amended and then go
with the flow of your your verbage.
[16:10]
Otherwise I don't think we're in in sync
with what
[16:14]
the correct way is.
Mhm.
[16:17]
But that's not really the correct way,
but we'll go with that one for now.
[16:20]
Because that would have been the a uh
change to amended to to certain words,
[16:25]
so go ahead.
[16:29]
You want to leave it as is?
Or do you want me to read it as amended?
[16:34]
Go ahead. Okay. Motion by Jill seconded
by John as amended to approve this
[16:40]
as amended to approve the submission of
a host building application for the 2026
[16:45]
cultivate creativity public art project
to install a large mural on the green
[16:51]
parks and recreation building at Beets
Memorial Park or medium size if
[16:57]
there is not enough space.
Okay.
[17:01]
I had to follow my rules.
Any other questions
[17:05]
by council?
Hearing none, all those in favor say
[17:10]
yes. Yes.
Opposed no. The motion carries.
[17:16]
Next item
purchase request and budget line item
[17:20]
adjustment elections contracted services
uh that would be the clerk.
[17:26]
Okay, so you've noticed in my clerk's
report that I keep stating the fact that
[17:31]
the Mich- Michigan Association of
Municipal Clerks has a grant out there
[17:35]
for up to $10,000
to help with the ADA compliance of our
[17:40]
election day activities.
And I have applied for that grant and
[17:45]
what I'm asking for is the approval of
the expenditure
[17:49]
of the $8,537
to security lock services
[17:55]
to complete the project on the back door
at the fire hall. There is going to be a
[17:58]
push button handicap button. And then
with that there's going to have to be a
[18:03]
budget adjustment in the amount to
increase the contract services under my
[18:08]
election department general fund account
um in the amount of $8,537.
[18:15]
So that would increase that total budget
line item from $3,000 to $11,537.
[18:20]
[clears throat]
[18:22]
Um the funds have not been released by
the state yet, but I have been approved
[18:26]
for the grant.
So it'd be a in and out type
[18:29]
expenditure.
This is a pay up front, right? Mhm.
[18:37]
I make a motion to approve the
expenditure of $8,537
[18:42]
to security lock services and to approve
an increase to a budgeted expense line
[18:47]
within the elections department general
fund 101-262-801-000
[18:55]
contracted services in the amount of
$8,537
[19:00]
increasing the total budget from $3,000
to $11,537
[19:06]
to be funded from the general fund.
I support.
[19:12]
Did you get the support? I did. I picked
Heidi on that one.
[19:17]
So I heard. We have a motion and support
on the floor. Any discussion on that
[19:22]
motion?
[19:27]
Once again, the motion that you are
voting on would be motion to approve the
[19:31]
expenditure of $8,537
to security lock service and to approve
[19:36]
an increase to a budgeted expense line
within the elections elections
[19:41]
department general fund 101-262-801-000
contracted services in the amount of
[19:47]
$8,537
increasing the total budget from 3,000
[19:51]
to 11,537
to be funded from general fund.
[19:57]
So, with that said,
we will take a vote.
[20:01]
All those in favor say yes. Yes.
Opposed, no?
[20:06]
Motion carries.
>> [clears throat]
[20:10]
» Okay, we are going to go down to number
three.
[20:14]
At this time,
I would like to make the appointment to
[20:17]
planning commission
uh me and John Riley. He will be taking
[20:22]
uh Greg Hutchinson's place. So, uh Mr.
[clears throat] Riley Council Member
[20:27]
Riley will also be the liaison and a
voting member to planning commission.
[20:33]
So,
do
[20:37]
do I have a motion of support to make
that appointment?
[20:40]
And you have to state it, so.
Motion to appoint John Riley to the
[20:45]
planning commission.
Okay. Support.
[20:52]
We have a motion support on the floor.
Do we have any discussion on that
[20:55]
motion?
Probably won't make any sense to debate
[20:59]
it, would it?
>> [laughter]
[21:01]
» I mean, you can say no, but
Well, some things are just not
[21:05]
debatable.
>> [laughter]
[21:07]
» All those in favor say yes, please. Yes.
Yes. Opposed, no? Motion carries.
[21:14]
Okay.
The next item is we we need to
[21:18]
reschedule that committee of the whole
that we had scheduled so that the fire
[21:22]
chief can be here.
Um we we can do it at the the end of
[21:29]
next week. We can do it anytime next
week or we can do it in the May. He said
[21:34]
there's no no uh hurry. He just
appreciates being here.
[21:38]
So, I'm looking at
um
[21:44]
the 27th
or the 30th of April or we can go into
[21:53]
like the 7th of May.
So,
[21:57]
what are what's the desire of the
council?
[22:00]
Let's start out with the first one, the
27th of April.
[22:05]
Raise your hand if you can come.
If you can, now? Yes. And do you have a
[22:10]
time?
Uh probably
[22:13]
5:30 or 6:00 6:00 even, probably.
Put your hands up, please.
[22:22]
One, two, three, four. One, two. No,
three. There's only three of us.
[22:28]
Okay, let's try the next one.
[22:34]
The 30th
of May of April.
[22:38]
Put your hands up, please.
[22:42]
Okay.
We will be meeting at
[22:46]
6:00 on Thursday, the 30th of April.
[22:57]
And we know Randy's in town this week.
>> Yes.
[23:00]
Like I said he was. He he decided to
take a nice long one.
[23:06]
Okay.
[23:12]
The next item
[23:17]
being number six, Cars and Crafts road
closure request, and I will turn that
[23:21]
over to the city manager, and that
should also include the sidewalk, which
[23:25]
he'll explain.
So, uh yes, so Mike the Mike the request
[23:29]
every year to close the streets. Um
The what number one is East Sherman. I
[23:34]
know we're supposed to be doing
construction on East Sherman. I'm going
[23:37]
to work with the contractors best we can
to
[23:40]
keep that at least portion
cuz it's the first weekend they're
[23:43]
supposed to start at the end of May, so
Mike has already said we're we're going
[23:47]
to have to work with them on that, so
we'll do our best with them. I I feel
[23:50]
even if we said no, you can't use that,
I really wouldn't like the idea of a
[23:52]
construction being off with that many
people around.
[23:56]
So, we're going to work with the
contractors best we can on that, but if
[23:58]
we do need to make an adjustment, we can
make an adjustment. And
[24:02]
Um so,
they are requesting Sherman Street
[24:06]
closed from State to Court on Thursday,
Friday, and Saturday. The side streets
[24:10]
of East and West Lincoln, East and West
Burnside from State Street to the alley
[24:14]
on Saturday.
And then State Street closed on Saturday
[24:18]
um from Frank to Grant for the uh car
show. And in the request, they also do
[24:22]
request use of the sidewalks. I do
believe they still leave the federally
[24:25]
mandated space open in front of them,
but they do put a lot of the vendors on.
[24:29]
So, the the request has been that
instead of the motion to approve the
[24:33]
requested street closures, it would be a
request motion to approve the requested
[24:37]
street closures and sidewalk use for the
2026 Cars and Crafts event. So, that's
[24:42]
the
or postpone or take no action.
[24:46]
I move to approve the requested street
closure and sidewalk use for the 2026
[24:51]
Cars and Crafts event. Support.
We have a motion support. Now, we have
[24:56]
questions.
I have a question. Yes. So, if they
[24:59]
can't if they can't work with the
vendors and stuff on that part of
[25:03]
Sherman Street, can they do it a
>> [clears throat]
[25:06]
» street on the other side of Sherman
Street? Again, what they can and can't
[25:10]
do, that'll have to be a discussion. I
can't say yes or no. We if but if the
[25:13]
contractor is hell-bent on having that
under construction the first weekend in
[25:17]
June, then me and the chamber will have
to see about shuffling, and we may have
[25:21]
to do another side street, but it'll
basically would end up probably being
[25:24]
like, you know, last minute like we
would if close the a street last minute
[25:28]
like if we had a water main break, which
we can do things last minute like that,
[25:32]
but
like I said, I'm Mike expressed a
[25:35]
concern. I understand it, but my goal is
to try and tell the contractor, "Can you
[25:39]
wait till Monday to do this part?" Cuz
it's just half of it's a block. And that
[25:43]
part is part of the
Mike, nod me if I'm wrong. That's the
[25:46]
resurfacing part, right? Okay. So,
that's the resurfacing, not the
[25:49]
reconstruction. The reconstruction's
further down. That's where the water
[25:52]
main work is going to be, and that's
actually the first thing they're going
[25:54]
to do because we want to try and keep
the lanes open for the bus traffic up
[25:59]
until the end of May. So, even if they
did start a little earlier than
[26:02]
anticipated, they would start on the
water, which is on the northern side of
[26:05]
the road away from the bus lanes.
So, we would try and keep that open
[26:08]
traffic. So, again, we're going to do
our best. If a last minute decision has
[26:12]
to be made to try and shuffle things,
we'll have to do our best and work with
[26:15]
that if council has no objection to us
maybe having to move some things around
[26:19]
and maybe close a little further back
from an alley if in the last minute we
[26:22]
need to make that sort of decision.
So. Okay.
[26:26]
We've always asked the
chamber in the past to please notify the
[26:33]
businesses downtown that they're going
to be occupying their sidewalks because
[26:38]
one time it didn't and it was a real
issue, so would you you know, we really
[26:42]
need to make sure that they understand
that's part of it, too. I'll communicate
[26:46]
that to the chamber. Thank you.
Okay, we have a motion and second. Do we
[26:49]
have any more discussion?
[26:54]
Okay.
Hearing none, all those in favor say
[26:56]
yes. Yes. Opposed, no?
Motion carries.
[27:03]
Parking lot maintenance bids, and I will
turn that over to the city manager. Uh
[27:07]
so, as you know, we budgeted apparently
more than we need thought we needed for
[27:11]
parking lot repair.
Uh we identified four parking lots for
[27:14]
the first wave of this maintenance,
which is a little wall crack sealing,
[27:17]
seal coating, and restriping.
Uh the four identified were the State
[27:21]
Street City Hall parking lot, the
parking lot on South Elmer between Joy
[27:24]
and North Adams, on Joy Street uh
between thrift store and the dentist
[27:28]
office, and North Elmer across from
American Legion. We did price these out
[27:32]
for bids per policy. We did receive
three bids. Uh the three bids were from
[27:36]
Aztec Alt Asphalt Incorporated of Brown
City for 14,500,
[27:41]
Hayho Asphalt of Mason, Michigan for
$14,666,
[27:46]
and Yeager Asphalt of Carlton, Michigan
for 9450.
[27:50]
It is our recommendation to award the
contract to Yeager Asphalt for 9450.
[27:55]
Um we may do another small one for under
5,000 that I can approve, but again, we
[27:59]
I think we we transcribed a number when
we thought it was going to be like three
[28:03]
I think that we thought it was going to
be $3 per square foot when it was
[28:05]
actually like 30 cents per square foot.
So, I think we may have transcribed a
[28:08]
number in our math when we did that, so
we have a lot of money going back into
[28:11]
the into that fund that we won't need to
spend, so.
[28:14]
Um
so, that that is the request a motion
[28:16]
for Yeager, and if not, you can choose
another one. I believe Yeager has done
[28:21]
work here before. I believe actually
they were the ones who did the actual
[28:24]
asphalt work when we repaired the
cul-de-sac off of um
[28:29]
What's your street, Karen?
All right. Metal Drive.
[28:33]
So, I believe they did the actual
asphalt work. So, they have worked in
[28:36]
the city before.
>> [clears throat]
[28:39]
» Do we have a motion?
Motion to award the parking lot
[28:43]
maintenance contract to Yeager Asphalt
for the bid price of $9,450
[28:49]
and authorize the city manager to sign
for all necessary documents.
[28:54]
Support.
We have a motion support. Now, open to
[28:57]
discussion.
[29:02]
Hearing none, the motion is
motion to award the parking lot
[29:06]
maintenance contract to Yeager Asphalt
for the bid price of $9,450
[29:12]
and authorize the city manager to sign
all necessary documents.
[29:19]
Ready for the vote? All those in favor
say yes. Yes. Opposed, no? Motion
[29:24]
carries.
[29:30]
Your regular agenda, number eight, the
2026 sidewalk construction engineering
[29:35]
service. I'm sorry. Skipped.
Oh.
[29:39]
I did I marked it off
and moved down.
[29:43]
Okay. Number seven, council action.
Sorry about that. 20, 26, sidewalk
[29:48]
special assessments postponed from
April 6th of 2026.
[29:53]
So that would be city manager. Um, we
went over this last time. It's final
[29:58]
approval of the special assessment as
presented. Um, I do would want to add
[30:02]
one thing though. Um, the contractor,
because of the delay,
[30:07]
has started to get in touch antsy cuz
they have their schedule. So if this
[30:10]
isn't approved tonight, there's a
possibility we would lose the contractor
[30:13]
and probably lose the job. So I would uh
respectfully request a final decision
[30:18]
one way or the other tonight on this.
So the motion requested is to approve
[30:23]
the special assessment as presented.
I move to approve the 2026 sidewalk
[30:29]
special assessment as presented. Second
by Councilwoman
[30:32]
We have a motion in support on the
floor. Do we have any questions on that?
[30:37]
I have a question.
>> and Councilwoman Um, so [clears throat]
[30:40]
we had some people that addressed
concerns. Um, were those concerns taken
[30:45]
into consideration?
Um, no changes have been made since the
[30:49]
last presentation. So as I stated
before, for the three people who had
[30:54]
reached out to us, um,
one had adjustments made.
[30:58]
The other two did not. Uh, the one who
was here, we went through the reasons
[31:02]
why, ADA compliance, the ability the
inability to do that particular piece of
[31:06]
concrete in the way that for grinding.
So that one does remain as presented
[31:10]
from last time.
Okay. And what about the um
[31:16]
the people that have the corner lots?
Your your request from last time, if I
[31:22]
believe, was to avoid that in the future
so we don't have that situation. And
[31:25]
when we do sidewalks in the future, that
will that will definitely be a
[31:27]
consideration
for the next round. But that was, I
[31:31]
believe, your specific request was in
the future to avoid that. Moving
[31:34]
forward.
Okay. Thank you. Councilwoman And in
[31:38]
order for that to be considered, do we
need to revisit
[31:42]
What
>> we do it for the sidewalks? The the
[31:45]
corner lots. No, that that would
basically be a decision of when me and
[31:48]
Mike and Tom get together and say we're
going to do these streets, we don't do a
[31:51]
street that intersects.
That'll just be something we say, "Okay,
[31:54]
we're not we're only going to do this
street, not this street." And
[31:57]
» for future. Yeah, for the future that
means that when Tom and I and Mike get
[32:00]
together, we just know not to do that.
[32:04]
I mean, is that
there's no like formal written way of
[32:07]
doing it.
>> Oh, there's not. Okay. No, we have a
[32:09]
policy that states the breakdown in cost
if it's done by the city or requested by
[32:13]
the resident.
>> All right. We don't have to go over
[32:15]
that.
>> that, you know, that's just basically
[32:18]
that's learned from our experience and
do better next time. Okay.
[32:22]
Makes sense. Any other questions?
Hearing none, the motion is to approve
[32:28]
motion to approve the 2026 sidewalk
special assessment as presented.
[32:34]
Ready for the call?
All those in favor
[32:36]
» Um, we since it's special assessment, do
we need a roll call on this? We are No,
[32:40]
I'm saying don't we I think don't we are
we required to for special assessment?
[32:43]
» have a resolution. Oh, okay. I don't
know. I thought it was special
[32:47]
assessment required. I I apologize.
All those in favor say yes. Yes.
[32:52]
Opposed, no. The motion carries.
[32:57]
Okay. And now we will go to number
eight.
[32:59]
2026 sidewalk construction engineering
services postponed from April 6th, 2026.
[33:07]
Return that over to the city manager.
So General has put in their request to
[33:12]
be our engineer of this as they've gone
for many, many years. I did correct it,
[33:15]
it's 9500 so 99. Make sure you read it
correctly. So thank you, Rita, for, you
[33:19]
know, correcting my typo. Uh, so they
would be the engineer to help assist
[33:24]
with the contractor who's just again
final who's going to be working on this.
[33:27]
They would just help supervise and make
sure everything's done right. So our
[33:30]
request is to name Rowe Professional
Services as the engine for construction
[33:34]
engineer for the 2026 sidewalk project
for the quoted price of $9500 and
[33:38]
instruct me to sign all documents to
facilitate the engineering work.
[33:42]
I'll make that motion to name Rowe
Professional Services as the
[33:46]
construction engineer of the 2026
sidewalk project for the quoted price of
[33:51]
$9500
and instruct the city manager to sign
[33:55]
all documents
to facilitate engineering work. I'll
[33:59]
support.
We have a motion in support on the
[34:02]
floor. Do we have any discussion on the
motion?
[34:08]
The motion is to name Rowe Professional
Services as the construction engineer
[34:12]
for the 2026 sidewalk project for the
quoted price of 9500
[34:17]
and instruct the city manager to sign
all documents to facilitate engineering
[34:22]
work.
Moved.
[34:25]
Ready for the call?
All those in favor say yes. Yes.
[34:30]
Opposed, no.
The motion carries.
[34:34]
At this time, we are going to
go to number nine, which is is the
[34:39]
fiscal year 2026, 2027 budget proposal
in capital improvements programs
[34:46]
and that will be turned over to the city
manager. So in trying to every year do
[34:51]
this a little bit better, a little bit
more clear, and the last year or two
[34:55]
I've done a PowerPoint presentation,
which you've all had to sit through, but
[34:58]
I'm trying to make the meeting not as
long. So uh you did all receive the
[35:02]
proposed budget uh for the year.
But what I've provided this year instead
[35:06]
of me sitting here talking for half an
hour is I have presented to you this is
[35:09]
a budget message from me. I have typed
in basically everything that's a major
[35:13]
change or something that's a difference.
It's about 15 pages of me explaining the
[35:18]
budget changes in detail and uh then
there's also at the end some of the
[35:23]
specific requests that were from the
departments
[35:27]
uh with their breakdowns and then some
of the specifics of what they're looking
[35:30]
for. So in general, I will go over an
overview uh just for council's benefit
[35:35]
and then again, there's a few pages of
homework for all y'all to do and when we
[35:39]
have the budget hearings, you can come
back and hopefully this will take care
[35:42]
of
most of the questions that we usually
[35:44]
get asked. That's what I was trying to
do.
[35:46]
And also this I believe the the clerk
has a copy of this that will go online
[35:50]
so the public can view this as well.
Uh generally uh in the general fund, we
[35:54]
are anticipating revenues of just over
$4.5 million
[35:59]
and expenditures of 5.4 million.
Uh the
[36:03]
net of that is 169 uh down 869 down. Uh
that does include uh though uh the if we
[36:11]
were to obtain both grants for the two
parks and rec projects, that is about
[36:15]
half of that cost.
And uh there is some uh one-time work
[36:19]
that we're looking to do in the general
fund including replacing the roof at uh
[36:23]
well number one, which in the report
there's some pictures that show the
[36:26]
state it's in.
And uh some other projects. I know that
[36:29]
we also have in the police budget the
requirement to have budgeted for the
[36:32]
radios that we hope we never have to
buy, but the state says we have to
[36:35]
budget for it.
And a number of items like that. So this
[36:40]
if we this also again, assuming we spend
all expenditures, which we never
[36:44]
actually end up doing, but uh that's
where it would be if that occurred. This
[36:48]
also does include eight 1.5 million in
and out for the CDBG grant program.
[36:53]
Again, that includes all of it going
out. There is some administrative cost
[36:56]
that will probably go back to the city.
So again, all 1.85 1.5 million will not
[37:00]
go out, but we budgeted for it all of
our budget just in case it does, but it
[37:02]
probably won't.
Next up in terms of a general look at
[37:06]
the major streets fund, uh that is uh
revenue of 707,000,
[37:11]
expenditures of 914.
Uh the bulk of that is the Sherman
[37:15]
Street project that we have approved and
uh like I said, the work will be going
[37:18]
forward into the next fiscal year. That
is the major uh use of the major streets
[37:22]
fund as along with our regular
maintenance that we do on the roads.
[37:26]
Local street fund, uh 573 in, 612 out
uh for a loss of I'm sorry, it's cutting
[37:34]
it off on my copy. I don't know if it's
38 or 58. I think it's 38. Yeah, 38
[37:39]
based on quick math in my head. Uh that
is majority uh for the Howard Street
[37:43]
project. That is also detailed uh as one
of the two multi-fund projects we have.
[37:48]
The one I'm proposing is a multi-fund
project on Howard Street. Uh Howard
[37:52]
Street was identified in the water study
as one of the high priority projects for
[37:57]
the next five years, one of our top
eight uh that would require a 2-in main
[38:01]
going to an 8-in main for uh increased
uh water usage and to make sure the
[38:05]
system flows properly. It also would
involve a reconstruction of the road and
[38:09]
some sewer line.
So it was a multi-fund project split
[38:13]
between local streets, water, and uh a
little bit from sewer.
[38:17]
Municipal streets, 20,000 in, 101 out.
There is no sidewalk project. We are,
[38:23]
you know, looking at doing an every
other year program that is just
[38:26]
basically regular maintenance costs uh
in the municipal streets fund. There is
[38:30]
5,000 for sidewalks in case we have a
one-off, which we every now and then
[38:34]
have a one-off. So there is a little bit
of money for one-off. Plus there is the
[38:37]
$10,000 uh from us to do another round
of parking lot repairs and the DDA is
[38:42]
actually matching that with another
$10,000 to do parking lot repairs in
[38:45]
downtown.
Uh speaking of the DDA, they look are to
[38:48]
have uh 229 in.
Uh-oh.
[38:52]
I'm losing my screen.
Uh 229 in and 172 out. They'd be adding
[38:58]
56,000 to their fund balance.
Drug forfeiture,
[39:03]
always a $10 in revenue and no expenses.
So we just have 10 bucks sitting there.
[39:07]
The debt service fund is an in and out
for fire truck payments of $101,734.
[39:12]
» [snorts]
>> The bond fund, that is for our two SRF
[39:16]
payments for sewer. This is the year we
are anticipating year one of two of
[39:20]
double payments
uh which was explained to council when
[39:23]
we first started this long fund journey
that we would have two years of paying
[39:28]
two principal payments. This is number
one, next year will be number two.
[39:32]
However, there's a possibility that
could change, which I will discuss when
[39:34]
we get to the sewer fund. Uh the water
bond fund has nothing. Payback of the
[39:39]
drinking water state revolving fund from
the 20 years ago has been completed.
[39:43]
So, if we ever want to use that fund for
um a general bond for water if we or if
[39:47]
we were if we ever get SRF, which right
now isn't foreseeable in the future
[39:51]
because of the point system they have
done, which is heavily based towards uh
[39:55]
abating lead in Michigan, which
obviously we understand why, but we
[39:58]
don't have a lead problem, we have an
arsenic problem. So, unfortunately,
[40:01]
we're not getting points for that.
Uh the fire fund, uh they are seek they
[40:06]
are looking at 526 in revenue, 551 in
expenditures. They would use their fund
[40:12]
balance of 24,000, and they would also
be receiving a influx from the general
[40:16]
fund if they do complete all their
expenditures.
[40:21]
Now, for the two fund ones, the sewer
fund, right now we are looking at 1.6
[40:25]
million in revenue in, 2.1 of revenue
out for a net loss of 506,000. Again,
[40:32]
when we began, we anticipated having 2
years of losses with double payments.
[40:36]
However, as I did uh tell council
previously, due to a delay in
[40:41]
finalization of the project, there is a
distinct probability at this point that
[40:47]
the project will not be closed by the
time we would have to make the first
[40:49]
principal payment in October, which
would push final payback year, but it
[40:53]
would mean we would only have to make
one double payment instead of two, which
[40:58]
again, that would push the final payback
date by a year, but it would put us in a
[41:02]
better cash position because then we
would actually have a net positive of
[41:05]
around
100 or 200,000 in the sewer fund for
[41:08]
this year if we don't have to do that.
So, and if we do anything SRF comes in
[41:12]
and out, so that would just be
a delay of payment for a year, which
[41:16]
would have some interest implications,
but for our immediate cash flow, it
[41:20]
would actually be slightly beneficial to
us in the short term for that. So, that
[41:23]
is something which will be done based on
how the project goes because uh final
[41:27]
completion I mean, substantial
completion is still scheduled for June,
[41:31]
but there is the electrical work that uh
we have to do at the plant, which due to
[41:36]
uh the parts coming in later, may not be
done till the fall. So, the project
[41:41]
would basically be mostly done in June,
they'd clean up everything, and they
[41:44]
would go dormant, come back in October,
September to do that work, and then we
[41:48]
would close it.
So, it's not ideal, but it gets us
[41:53]
completely done, and as my memo does
state, as of the estimate I received
[41:58]
from HRC as of last Wednesday when they
finalize all this,
[42:02]
right now, barring no other changes, we
are on pace to finish about $300,000
[42:06]
under budget.
We were budgeted for 1.4 with a 6%
[42:10]
contingency, which would push it past
12. However, their current estimate is
[42:14]
we'll finish at a little bit un at 1 at
11.02
[42:19]
million dollars. So, we'd be about
$300,000 under budget. Unless we find
[42:23]
something else that is broken, but we
hope not at this late stage.
[42:26]
Um so, that is what the sewer fund is
looking at. The only expenditure outside
[42:31]
of normal expenditures like for the
[42:35]
sludge removal is the uh money we'll be
using to line the sewer on Howard
[42:39]
Street.
The water fund is the other one. Uh
[42:43]
also, I'm sorry, for for the sewer fund,
we are requesting a 4% uh rate increase
[42:48]
for inflationary purposes and to keep
track with the possible double payments.
[42:53]
Water fund, we are asking for a 3% rate
increase on that one.
[42:58]
This one is mostly the water-related uh
parts
[43:01]
parts of Sherman Street, which has
already been uh approved, Howard Street,
[43:05]
the proposed project, and well nine and
10. So, as you all will know, we are we
[43:10]
were supposed to start today, but the
well 10 site is still too wet from all
[43:13]
of our recent rains, so we're going to
have to wait till it dries out a bit to
[43:15]
start drilling.
But once the drilling is completed and
[43:18]
they have tested and made sure the wells
are actually productive,
[43:22]
we will then have to connect those
new wells to the well houses into the
[43:26]
system.
That is another fairly expensive uh
[43:30]
operation. The estimate we had, and
again, all these numbers that I have in
[43:35]
the in the in the report does say this,
that these are all based on early
[43:38]
estimations. I don't want to use the
word guess, but you know, informal.
[43:43]
There hasn't been any formal bid process
in any of this.
[43:45]
Is that for well number nine, which was
recently taken out, so it has more
[43:49]
equipment there, it would cost
approximately $275,000 to connect. And
[43:53]
well 10, which was formerly well three,
which was taken out of commission much
[43:56]
longer ago and has less equipment, would
be about $325,000
[44:00]
to connect.
So, this is
[44:04]
you know, they always say you have fund
balance for a rainy day. Well, with the
[44:06]
water, unfortunately, we know it's been
raining quite hard, and so this will
[44:09]
take care of
getting those two wells in service and
[44:12]
finishing these two water-related
projects. I will say that we are
[44:17]
still in a healthy position even with
this uh spending, we would still have
[44:21]
well over $2 million in the bank in the
water fund.
[44:24]
Um but we are kind of reaching the limit
of what we can do in cash without that
[44:28]
significantly changing. So, I think over
the next year, um it would be it would
[44:32]
behoove the council to have a discussion
of since the CRF uh sorry, the SRF and
[44:38]
USDA, who says come to us when you have
$20 million of the work,
[44:42]
are kind of not viable options about how
we should look at if we want to look for
[44:47]
financing for some of these bigger
projects elsewhere.
[44:50]
I will, you know, I've pursued
congressional earmarks, but that's a
[44:53]
hit-and-miss thing. So, there is, you
know, doing our own bonding program.
[44:58]
We've looked at bank loans, but the
interest is horrible. So, it's something
[45:01]
that I think we're going to have to have
a very a very serious discussion about
[45:04]
over the next year about how we're going
to do some of these bigger projects
[45:07]
since it doesn't seem these easier
avenues of funding will be coming to our
[45:10]
way.
Next up is sanitation. Um
[45:15]
that again, 508 in, 587 out. We will be
using their uh some fund balance.
[45:21]
We are requesting a 4% increase in the
rate for sanitation uh because right
[45:26]
now, the the revenue from the residents
does not cover the contract.
[45:31]
So, right now the contract price is
actually holding steady with the new
[45:34]
terms we negotiated, so we're asking for
this inflationary increase to start to
[45:40]
bring it to where the revenues from the
residents balance with the expenditures
[45:43]
of the contract and some of the
administrative costs.
[45:46]
The treasurer and I ran some numbers, we
think that cuz the contract goes up by
[45:50]
3% a year afterwards. If we do 4% for
two or three years, we should be caught
[45:55]
up.
Depends on, you know, like if the new
[45:58]
houses get built, they'll bring in more
people, if there are more or less
[46:00]
residents, commercial usage. But that
way, cuz right now, and you'll see it in
[46:05]
the you need look through the detail of
it, how much of the beginning revenue
[46:08]
doesn't even cover the contract. So, we
do need to at least start to bend that
[46:10]
curve, and then maybe some of the
administrative costs as well. So, we are
[46:14]
asking for a 4% increase in the
sanitation and the garbage rates.
[46:19]
Lastly, the equipment fund, 336 in, 331
out for adding to the fund balance by
[46:25]
just shy of $5,000.
Uh we do have a few requests for
[46:29]
purchases, uh replacement truck for DPW,
uh which is which has pictures detailed
[46:35]
in the in the uh message,
a two new snow pushers, and then a
[46:41]
replacement for the cold patch asphalt
machine, which from the pictures you can
[46:44]
see is kind of in rough shape, and uh
it looks like it's about time to replace
[46:48]
that. So, we can do those purchases and
still be um
[46:52]
within the revenues from the year.
All told, the budgets uh is for 11.147
[46:59]
million,
and uh expenses 13.882 million. Oh, one
[47:04]
thing I forgot, because of the carryover
for the SRF in the sewer fund, it does
[47:09]
have money to go in and out for that as
well, but that's
[47:13]
I don't I don't think this
Tammy, correct me if I'm wrong, but I
[47:16]
think it was 3 million in 3 million out.
I don't think that it is accounted for
[47:18]
on the on the main list. I think we need
to fix that.
[47:22]
Cuz it says
one it says 1.6 in, 2.129 out. Shouldn't
[47:26]
that be four and five because of the 3
million we added? Because I got
[47:31]
on the recap page.
Cuz I I got that number literally
[47:35]
Wednesday at the 11th hour from HRC, so
that was like the last thing we added
[47:39]
was that number. So, I think that the
recap wasn't updated for that. That cuz
[47:43]
I was reading I'm like, man, I have to
So, yeah, that's another in and out. So,
[47:48]
the the sewer fund, I will correct that.
That should say 3,623
[47:52]
in, 5,129 out, but that assumes
right now, they said it's going to be
[47:57]
slightly lower than that, should be
about 2.85, but I did round up just in
[48:00]
case, and that is assuming we spend
everything that's left that
[48:04]
they have, that's an estimate from HRC,
which again, we're trying to stay under,
[48:08]
so but that'll be an in and out, and
whatever we spend will be accounted for
[48:11]
from SRF reimbursements. So,
overall, that is the proposed budget for
[48:17]
the 2026-2027
year.
[48:20]
Uh
before I close, I'd like to thank the
[48:22]
hard work of all of our department heads
for submitting this, doing the work on
[48:26]
this, but especially Tammy, who
who cuz I did this myself before she got
[48:30]
here that one year, I know she's
probably seeing Excel files in her sleep
[48:33]
like I was.
So, I thank her for all of her hard work
[48:36]
in putting the numbers in, doing all the
math for the wages and benefits and
[48:39]
everything else.
So, again, this is a team effort. I know
[48:42]
the the charter says the manager shall
present a budget, but this is a team
[48:47]
effort, and quite frankly, she did more
of the hard work than I did. I just
[48:50]
I tried to write it out for you guys so
you guys could have it all so you don't
[48:53]
you don't have to take notes and
remember you have it in writing, so I
[48:56]
encourage you take it home, read it,
highlight it, take notes,
[49:00]
» [snorts]
>> and then when we come back to the budget
[49:02]
hearings, hopefully they'll have
answered a lot of the I I tried to base
[49:05]
my what I said on the answers
that you guys the questions you guys
[49:09]
have asked over the years. So, hopefully
this will
[49:12]
answer some of those questions before we
even get to the workshops. And if not,
[49:15]
then we stand ready to um answer them
when we get there. But that is
[49:20]
And also, the capital improvement plan
is included in this for your review. Uh
[49:24]
that'll again be part of all this, and
we're
[49:27]
So, that is the proposed budget.
Hope everyone uh
[49:32]
enjoys their happy reading, and
Don't every Don't everyone thank me at
[49:37]
once.
Thank you. You can stop. Jamie, when you
[49:40]
need your L20
20 2049? I haven't got it from um Andrew
[49:46]
yet. Okay. We'll have to have it
approved by the first of May for the
[49:50]
machine. Okay.
[49:53]
In this office. They hoped for it to be
by the end of May, but
[49:57]
you know, [clears throat] we never
expect things to get there on purpose.
[50:00]
Okay. Thank you.
[50:04]
Hey.
[50:07]
We will be At the next meeting, we will
be setting a workshop for the budget for
[50:13]
the the council members
and the public.
[50:17]
If not the public hearing, we just meet
the first workshop.
[50:22]
Okay. Next item is item postponed, and
we have none.
[50:28]
Then we're going to go to committee
reports. The first one's the EDC, and
[50:33]
that is mine, and we don't meet until
next week.
[50:38]
Um
Chamber of Commerce, that's the city
[50:42]
manager.
Um basically, the biggest thing is we
[50:45]
had the citizen of the year, which is
Jerry Bernhardt. I'm stealing this from
[50:49]
you, I'm sorry. And Luke Jocelyn's our
junior citizen. I believe merit is given
[50:53]
to Bobby from
Carol Rentel.
[50:57]
Business of the year was
Meg Nabbitt.
[51:02]
Was that the the the bed?
That No, wasn't the business the um
[51:09]
Moose?
>> The Moose, that's right. And then the
[51:11]
special tribute was the uh the the I
can't remember the name of the group.
[51:15]
» Sleep in Heavenly Sleep in Heavenly. I
can't I do remember which one's
[51:17]
business, which one's special tribute.
So, they won that. Um and also, the
[51:21]
Chamber's new members began their terms.
So, we'll be electing our new officers
[51:25]
at our next meeting. So, I'll report to
you at our next meeting who if we have
[51:27]
any changed officers.
Okay.
[51:30]
And I will work with them on the request
that you made about notifying
[51:32]
businesses. Thank you for that.
The next item is the Downtown
[51:37]
Development Authority, and that would be
Councillor Kish.
[51:41]
Our meeting was postponed, and it won't
be until tomorrow.
[51:45]
Thank you.
It wasn't It was Wednesday. Yeah, I
[51:48]
know, right?
>> Next item, Fair Board, and that's
[51:51]
Councillor Olde.
Um they had a meeting on April 6th, and
[51:58]
uh updated on the change in the handicap
ramp accessibility ramp accessibility to
[52:03]
the grandstands opening would be a ramp
and accessible by all. No steps.
[52:10]
Um
they did talk about the change of the
[52:13]
layout on the handicap ramp, and it and
the motion was carried.
[52:18]
Um sewer water line upgrade grant,
they're working on that, and it's due in
[52:25]
the middle of June, up to 100,000.
Um
[52:30]
and anything else? The Garden Club is
going to use the community building the
[52:35]
8th, the 11th, and the 12th.
Um and I think that's about all unless
[52:41]
you got something to add, Mr. Riley.
I wasn't there. I was here. Okay.
[52:47]
Thank you. Fence looks great.
It doesn't, though. The fence looks
[52:51]
great.
Next item, Park and Recreation, and
[52:56]
that's Councillor White. Um our
meeting's tomorrow night. The spring
[53:00]
cleanup for last Saturday was I don't
know if it was canceled, postponed, I'm
[53:05]
not sure what the correct term is for
it. It didn't happen.
[53:10]
I don't know. We have a meeting tomorrow
night. Like I say, I don't know if we'll
[53:13]
get a a rescheduling of the spring
cleanup. Um
[53:19]
you know, the leaves that are all over
the park will eventually be ground up by
[53:24]
the lawnmowers. That's not the big
concern. The big concern is up close to
[53:28]
the buildings and along the fences and
the the areas that I think
[53:35]
the the the cleanup really makes it a
big difference in what the park looks
[53:40]
like. So, hopefully we'll be able to put
something together for another spring
[53:45]
cleanup. Um the the planting of the tree
for Arbor Day that should have happened
[53:51]
on Saturday is going to happen on this
Friday, I believe at 11:00 instead of
[53:56]
last Saturday. So, that that's going to
continue because we need to do that as
[54:02]
part of our Tree City USA, but um like I
say, hopefully we can reschedule the
[54:09]
cleanup and
and go from there.
[54:12]
Okay.
Thank you.
[54:17]
Pass over the planning.
It will no longer be vacant. Just go to
[54:21]
County Board of Commissioners.
Do you have any report?
[54:24]
» No, I have no report.
And the Zoning Board of Appeals, there
[54:28]
was no reason to meet, so we'll skip
over that one.
[54:39]
The next item on the agenda is the
mayor's report. I have my report in the
[54:44]
packet, and it will also be seen on the
website.
[54:53]
Manager's report.
It's also a written report, and that
[54:58]
will also be on the website
site. But, I would just ask him if he's
[55:01]
got something to add. Just to add
something that happened on Friday after
[55:04]
I
wrote the report, the digester cover was
[55:07]
lifted and placed in place.
So, the 5-year journey to replace that
[55:12]
thing is complete. It was placed on
Friday. They brought the 500-ton crane
[55:16]
and got it done.
I believe someone took drone footage, so
[55:20]
if I ever get a copy of that, I will
show you guys.
[55:22]
Did they Did they decide who's going to
pay for that extra?
[55:25]
» No, they're fighting between them. I've
made it clear that that wasn't a city
[55:28]
problem, so they're fighting between
themselves, and quite frankly, I really
[55:30]
don't care cuz it's [laughter] something
they can they need to work out.
[55:34]
So, it's not anything we built dust. At
least, that's the position I've made
[55:37]
very clear.
[55:41]
And the next item is the clerk's report,
and
[55:45]
that is also in the packet and in
writing.
[55:49]
Do you have anything to add? No, I do
not.
[55:58]
And then we have the treasurer's report.
She has provided the
[56:03]
a written report, also, and she's also
provided the uh
[56:10]
quarterly report ending March 31st. So,
we still have another full quarter till
[56:16]
expenditures to come.
[56:23]
So, any questions on her report?
[56:28]
Hearing none.
So, that was our second quarter.
[56:41]
For the audience that's present, we will
be going into a closed session, at which
[56:46]
time all the public would have to leave.
Uh
[56:50]
at this time, I would like to change the
additional public comment up at the
[56:56]
right [clears throat] now.
Um
[56:59]
any
objections to that first before I
[57:03]
Yes, sir.
[57:08]
My name is Ken Dutton.
It's D U N T O N, not a double T.
[57:13]
Some of you know me, some don't. Some
probably wish they didn't.
[57:18]
» [clears throat]
[57:22]
» I've done many uh
city council county
[57:27]
road commission board meetings, which
some of you know.
[57:32]
I get asked questions, and I ask
comments. Uh
[57:39]
One of the comments, the city was in
had a contractor working in on
[57:44]
our private road,
Lynch Street, and I
[57:48]
was kind of curious what he did because
I don't remember that going through the
[57:51]
condominium project. I know you have
sewer and water there, but and an
[57:55]
easement, but I thought you still had to
have permission to
[57:59]
use that road. And I know we pay for the
sewer and water, so it's
[58:06]
What
What road is he talking about? I don't
[58:09]
either. I'm not sure what you're talking
about.
[58:12]
What's your address?
I'm on Oak Ridge Drive.
[58:16]
On the Carol Golf Course. On Carol Golf
Course. So, the condominiums before the
[58:20]
golf course back there.
>> I did that project for a client almost
[58:23]
I don't know what I'm doing.
[58:27]
I don't know what it is. I mean, I know
we do we have a lift station down that
[58:31]
area, and I know we check it, but I
don't know what any specific project.
[58:33]
I'd have to ask sewer or water if they
did a specific project.
[58:36]
» You have sewer and water there, and
there's looks like to me like a lift
[58:39]
station. Mike, do you know what it was?
No. No.
[58:43]
Well, one of your city trucks was there
along with the contractor, but the one I
[58:46]
stopped and talked to
uh was a plumber. He had no clue. SCADA
[58:50]
upgrade.
Hm? SCADA upgrade. Yeah, the SCADA
[58:54]
upgrade.
[58:58]
They were doing that work
Saturday in front of the Walmart. That I
[59:02]
was going to ask what that was.
>> from Walmart. Yeah, this is No, but it's
[59:05]
the same company, yeah.
So, what were they doing? It's It's
[59:09]
called SCADA. That's the the wireless
communications between
[59:14]
the lift stations and
Well, they're in there tearing up quite
[59:17]
a bit for several days, and
nobody's in our condominium association
[59:22]
seemed to know what they were doing.
We own the right-of-way. It's not public
[59:27]
right-of-way, so
I guess we were a little curious
[59:30]
where they got their permit.
[59:34]
And nobody there
the company seemed to know either.
[59:39]
I had to complain that it wasn't cleaned
up too well afterwards and the
[59:43]
one gentleman that was there said he
would call the city.
[59:47]
And it's been cleaned up somewhat but
still not very nice rest of the way
[59:52]
rest of the way as
people that keep our properties.
[59:59]
The other thing
Can I
[1:00:01]
I do have school principal that's two
doors from me and the district judge
[1:00:06]
lives across the street so
don't give us too much trouble I guess.
[1:00:11]
» [laughter]
[1:00:14]
» My question when you come up 81 do you
guys handle take care of M81 through
[1:00:19]
town here or you contract with the state
highway department?
[1:00:27]
Right.
If you get a chance I will have you give
[1:00:31]
your phone number to the city manager
and You have to speak up. I broke both
[1:00:36]
my hearing aids this morning and it's a
little more difficult for me to hear.
[1:00:40]
Before you leave you can give your name
and phone number to the city manager and
[1:00:44]
I will have him call you back.
>> Okay. It won't be until Monday or
[1:00:48]
Tuesday they'll make a way okay?
So
[1:00:52]
thank you.
I work for the highway department so if
[1:00:54]
it's or the road commission if it's
highway department I can
[1:00:58]
work on that I think.
[1:01:08]
Okay.
[1:01:12]
So do we have any other comment public
public comments?
[1:01:20]
Hearing none
I need a motion to go into closed
[1:01:24]
session.
I make a motion to go into closed
[1:01:28]
