[5:01] It let loose 150 million gallons of water and whatever else was in that
[5:09] lake. It belongs to Old Mill. It is regulated
[5:14] by DCR. I know that Old Mill's wastewater system. [snorts] Did you
[5:20] know? Did you know they have a wastewater plant there at Old Mill Golf
[5:26] Course and their dam failed and that wastewater
[5:32] plant is below the dam.
[5:37] These are not vague allegations. These are regulated facilities.
[5:44] There are records and there are inspections.
[5:48] There are compliance requirements. And there is a very simple question for
[5:54] this board. What did Carol County know
[5:59] about this dam before August 2nd?
[6:08] And what did Carol County do after August 2nd?
[6:14] I have 30 members of my community who've signed a petition asking for time and a
[6:20] meeting in front of this board because nothing was done. In fact, the
[6:27] only way the county found out that this dam is breached is because I called DCR
[6:35] who then sent a letter. I hope all of you read.
[6:40] What did Carol County do? Well, I've been digging in the records about this,
[6:44] Dan. What I'm finding is very deeply troubled. There appears to be roughly a
[6:51] 20year history of non-compliance uh by this owner of Old Mill, an owner
[7:01] who you brought before you and celebrated for over 30 minutes. Yet
[7:05] you'll only give me 3 minutes to talk about it.
[7:10] 20 years they've been out of compliance. Not 20 days,
[7:15] 20, not 20 weeks. 20 years they've been out of compliance.
[7:20] If that is wrong, if that's wrong, if that information is wrong, correct me.

[10:23] your kids growing up with these data centers and their neighborhood effects.

[10:33] them having to hear these data centers, deal with the water shortages, the rise
[10:37] of electric bills that we get from.
[10:42] Why can't we leave these data centers in Lowland County, Prince William County,
[10:46] Fairfax, and where all these areas that support Abigail Spamber?
[10:54] Um, they don't care about this part, this part of the state.
[11:00] Um, do we really think that data centers
[11:03] will fit in with our tourism industry around here? Nobody else does.
[11:09] Um, and if if it's an revenue, tax income,
[11:14] revenue thing, why can't we get more factors in this place in this county?

[11:23] We had the we had Mayfield, we had cross crew, we had all these other packers,
[11:30] they closed down and we haven't really gotten a lot of jobs. We had Magnolia
[11:35] for decades. Now look at Magnolia. We are losing people to take younger
[11:43] generations are now going elsewhere so they can find jobs.
[11:48] So why can't we get factories in here instead of a data center?

[12:00] reminded of that no matter how long you've been on the board, no matter how
[12:04] what your last name is, what you've done respectfully,
[12:09] come election time, each and every one of you can be replaced if you don't

[13:20] been a lot of uh I'm trying to be nice about this obiscation as far as what uh
[13:27] the data centers approaching Carol County. It seems like we've been told
[13:32] many times, oh, nobody's approached us yet. It hasn't it isn't a thing. But in
[13:36] fact, it is a thing. And it has been approached has been being talked about
[13:40] for quite a while now. So, um, you know, I don't think that we're being
[13:44] represented, uh, truthfully [clears throat] and with,
[13:48] uh, you know, clarity. And I think we deserve that as as residents of this
[13:52] county. And as as the man said, you know, you guys are elected to represent
[13:56] us, and I'm not, you know, that's what we deserve and that's what
[14:01] we expect. So my question is to this board um at any point are we going to
[14:08] receive that clarity and that uh transparency as far as what's going on
[14:14] with these players who want to come in here and extract from our community,
[14:19] take our resources, drive up our electric rates, pollute our our
[14:25] environment with noise and water pollution and whatever else. you know,
[14:30] they're they're obviously uh talk a good game. They're going to tell us what they
[14:35] what we want to hear, but I think that we need to go dig a little deeper. And I
[14:39] think as your representatives, it's you guys who should be doing it for us
[14:43] because we elect you to do that. So, anyhow, I thank you for the time and uh

[25:42] board of supervisors that qualifying vehicles obtaining within the county
[25:46] during uh tax year 2026 shall receive personal property tax relief in the
[25:51] following manner. So personal use vehicles valued at $1,000 or less will
[25:56] be eligible for 100% tax relief. Personally use vehicles valued at $1,01
[26:02] to $20,000 will be eligible for 22.55% tax relief. Personally used vehicles
[26:09] valued at 20,0001 or more shall receive 22 shall only
[26:16] receive 22.55 tax relief on the on the first 20,000 of the value. and all other
[26:22] vehicles which should not meet the definition of qualifying business used
[26:25] vehicles, farm use vehicles, motor homes will not be eligible for any form of tax

[39:02] times, we're not the enforcement agency. Um, we don't have regulatory, we don't
[39:07] regulate or have enforcement authority over impounds. And there was no
[39:11] emergency action response as implemented because no one called 911. No emergency
[39:15] calls were made. I mean we're boots on the ground will come if you call for
[39:18] emergency but no one called we weren't even notified
[39:24] by him until almost a week later that there been a damage and these already
[39:28] noninvoked emergency response procedures are determined that emergency existed.
[39:32] So there was no emergency response for us to be Yeah, they they are in
[39:37] violation which we know that but the again we're not the enforcement
[39:41] enforcement is DCR which um you want to say anything about that Mr.
[39:47] Fel Monica I mean I know you're all working with them and and they're
[39:50] they're going to regulate it and get it you know then we'll have a copy of it on
[39:53] on hand and that's that's where it lays. >> Yes. So I would just say that DCR is
[39:59] actively involved and they are the regency
[40:16] agency and they are actively involved in working with the dam. Um I know they
[40:21] submitted a formalized letter advising them of the status of their
[40:25] non-compliance. Um, and we as uh emergency management, we're definitely
[40:30] in support of any action that needs to happen. We are to be a stakeholder and a
[40:35] community partner with all of our dam owners. And at their request, we work
[40:39] with them, help them, give them guidance, participate in tabletop
[40:43] exercises, review their plans, and things of that nature. But we can only
[40:48] do that when those dam owners that are required by the regulation to submit
[40:53] that to us. So, um, our plan moving forward is to reach out to all of our
[40:58] dam owners and, um, ask them if they do have an emergency action plan, would
[41:03] they share that with us, which they are supposed to do, but we can ask them. And
[41:08] our plan moving forward is to at least on an annual basis reach out to each of
[41:13] our owners, let them know that we're interested, and if we don't hear from
[41:17] them, then we will let DCR know that we have not heard anything. Right.

[41:45] my life to work. We're not sitting here meeting with data centers. It's a buy
[41:50] right state. you know, you can be working one right now and I wouldn't
[41:53] know it, you know, and you can start it up. So, it's not like we're sitting down
[41:57] having conversation with all these data centers to come in. Um, you know, is
[42:02] there some things we can do? I'm hoping um in the PSA one thing we did do was we
[42:08] passed a policy that uh we passed it tonight as a matter of fact that any any
[42:14] commercial or industrial user that would require more than 40,000 gallons per day
[42:19] of drinking water capacity of such a daily consumption would have to come to
[42:24] the PSA board to get approval. So that's that's a big step. [applause]
[42:30] So, they can't just come in and PSA and take 300,000 gallons. They've got to
[42:34] come for permission. Um 40,000 gallons seems like a lot of water, but that's
[42:38] not a lot of water. I mean, you know, there's there's a lot of places use more
[42:42] than that. But but that's a big step in my opinion, and I thank the PSA board
[42:45] for taking that step uh that we did. Um, another thing that I that I would would
[42:52] like to do is um Monday, Chris's not here, so if you need to know what Monday
