Release of a Draft Levee Safety Guidance document for public review and comment (Ryan Larson, United States Army Corps of Engineers) -- The U.S. Army Corps of Engineers will release a draft Engineering Circular, (EC) 1165-2-218, for review and comment. The presentation will cover the basics of the document, the various opportunities for the public to learn more about the draft policy, and how to provide comments.

2022 Central Valley Flood Protection Plan Update (Mary Jimenez, Acting Chief, Department of Water Resources, Systemwide Multi-Benefit Initiatives Office) -- DWR staff will provide an update on the workshop hosted by CVFPB on Friday 14, 2020 that focused on climate change and flood planning in the CVFPP. The DWR CVFPP Planning team presented information on challenges and solutions analyzed in the San Joaquin Basin-Wide Feasibility Study and 2017 CVFPP Update, followed by an overview of the approach for analyzing climate change in the 2022 CVFPP Update.

Delta Conveyance Project Update (Darren Suen, Policy Advisor/Board Staff; Department of Water Resources, Carrie Buckman, Environmental Program Manager, and Katherine Marquez, Program Manager, Delta Conveyance Office) -- 1. Informational briefing on the Delta Conveyance Project and release of the Notice of Preparation and initiation of the public scoping process for the environmental analysis. 2. Informational briefing on the Initial Study/Proposed Mitigated Negative Declaration for Soil Investigations for Data Collection in the Delta.

2017 and 2019 Storm Damage Emergency Rehabilitation Program Summary (Dave Wheeldon, Flood Projects Office, Department of Water Resources) -- DWR Staff will provide a status update on the State and Federal rehabilitation work resulting from the 2017 and 2019 storm events.

Lower Elkhorn Basin Levee Setback Project (Greg Harvey, Plan Implementation and Compliance Branch Chief, Kyle Bickler, Senior Engineer, Systemwide Multi-Benefit Initiatives, Department of Water Resources) (Action Item) -- Consider approval of Permit No. 19153 to construct a 7-mile levee setback project along the north bank of the Sacramento Bypass and east bank of the Yolo Bypass. Proposed work includes construction of new levees, partial and full degrade of existing levees, landside fill, installation of cutoff walls, installation of relief wells, modification of impacted infrastructure, and construction of a landside toe access road. (Yolo County).

The 200-Year Goldfields Levee Improvement Project (Greg Harvey, Plan Implementation and Compliance Branch Chief; Paul Brunner, Executive Director, Three Rivers Levee Improvement Authority) (Action Item) -- Consider approval of Permit No. 19463 to construct approximately a 2.6-mile levee extension beginning at the upstream terminus of the Yuba River South Levee (YRSL). The new levee extension will extend the current federal levee system to high ground. The project starts at the YRSL and is loosely bounded by the Yuba Goldfields to the north, Hammonton-Smartville Road to the south, Apex Lane to the west, and Hammonton Road to the east. (Yuba County)

TIMED ITEM – 1:00 PM: Public Hearing for Enforcement Order against Liam Meyer Irrevocable Trust, Liam Meyer (Enforcement Case No. 15464) (Jon Tice, Enforcement Section, Board Staff) (Action Item) -- The purpose of this hearing is for the Central Valley Flood Protection Board (Board) to receive evidence relevant to a proposed Enforcement Order against the Liam Meyer Irrevocable Trust, Liam Meyer (Respondent). The proposed Enforcement Order finds that the Respondent violated several flood protection statutes and regulations, orders Respondent to correct violations, imposes administrative penalties, revokes earlier issued permits on the subject property and directs Board staff to record a copy of the Enforcement Order with the Sacramento County Recorder’s Office.
