[2:29] letters to blow forward it. I talked with conservation about it first because

[2:33] it's a direct competition for him getting his uh trail funding to finish

[2:37] that trail and he was fine with us supporting that just because he said

[2:41] it's >> going to get it. the project's based on

[2:44] which is the most beneficial to the traveling public and he said if their

[2:48] trail is deemed more beneficial has no problem with them getting the funding on

[2:51] that round. >> Yeah. So just figured I'd let you know

[2:54] that I also uh gave my my support for it.

[2:57] » Thank you. >> So I'll start off by saying the fence

[3:01] the north and south fence are complete out there at the Mason City Illinois

[3:04] site. Uh there's a ton of work on that west side before we can put a fence up.

[3:08] But that north and south fence will eliminate 99% of the traffic we have

[3:13] going through whether by people coming from the neighbors to the north or the

[3:17] bike traffic coming up. I think it's going to be very effective

[3:22] to illuminate most of the problem we have and it'll illuminate any really

[3:27] garbage dumping outside each one except for I mean we have our cables across the

[3:31] the entrances at night and that seems to drastically stop the amount of people

[3:37] that dump out there and the fact that we have a lot more cameras out there to

[3:40] record who's coming in and out helps a lot as well. So for you know those two

[3:44] fences are complete. Um, we also met last week out on site at the Rock Wall

[3:49] project with the contractor and the subcontractors and we determined the

[3:53] spot where they're going to put their job trailer. And he said two weeks from

[3:56] that meeting is when he assumed the job trailer would be in. The hold up at the

[4:00] moment is they're waiting for reactions, the reaction calculations from the

[4:03] building manufacturer so they can get the footing sizes finalized. As soon as

[4:07] they have that excavation for the the footings and

[4:11] foundations,

[4:14] hopefully in the next, you know, three weeks, we'll be having any stuff going

[4:17] on out there. So, that's moving forward as well. Um, last week I mentioned a 45

[4:23] mph zone request on the 300th quarter. Yeah.

[4:26] » And like I said, I have uh radar and traffic count data that support that

[4:30] being a good idea because there's two very different speeds of traffic out

[4:33] there. So, it' be nice to get the two speeds to match. so it's safer for the

[4:38] public out there. Uh the other zone is right by Portland as you leave Mason

[4:42] City heading south. Uh there's an area there when the traffic when truck

[4:46] traffic comes out of the site and everything that trucks can't get out

[4:51] enough to speed on time and we're having we actually had a few off runoffs off

[4:55] the road and people yards there in Portland. So, I'm going to do I'm going

[4:59] to set up that radar out there and that traffic counter and just gauge the speed

[5:04] that the vehicle factor is going versus the sunrise. Might be another area I'll

[5:09] come to you guys to to discuss a possible 45 zone from city limit south

[5:14] to the bridge just to give the the truck traffic some time to get up to speed

[5:18] before the cars close in on. >> Wasn't there a stop sign at the tracks

[5:23] at one time? >> I guess I don't remember. It might have

[5:26] been a while back, but Right now there's not

[5:30] » fact there used to be. >> There could have been. I just don't

[5:32] remember. Hasn't been since I was here. Anyway,

[5:36] another one is that four-way stop was last week and the contractor could not

[5:40] get sight to mill the rumble strips into the road. They're supposedly going to be

[5:44] here tomorrow. The next fallback date is Thursday. So hopefully tomorrow or

[5:48] Thursday we'll get the north south uh signs up on that road and I'll have the

[5:52] paint the stop bars painted shortly after that out there. Uh we did get the

[5:58] east west signs open is massively more noticeable than it has ever been. So I

[6:03] think this hopefully getting people's attention. We put beacons on the

[6:07] pre-warnings. We have the the flashing stop signs themselves. We have the the

[6:12] actual posts have reflective strips on them. So they're as visible as they

[6:15] possibly can be. So hopefully after when today or

[6:20] tomorrow or Thursday, we'll have them complete and we'll see how it goes after

[6:24] that. I'll kind of watch the crash data and I'll talk with the uh the sheriff's

[6:29] department, make sure they report those accidents specifically to me so I can

[6:32] keep an eye on them. >> Somebody did put it on Facebook, too.

[6:35] So, >> um

[6:41] there is a residence in all four directions from that particular stop

[6:44] sign turning into a fourway. Uh they drag brakes are used out there already

[6:50] right now. It's been something that they've been bothersome and they're

[6:53] afraid that now if there's going to be a fourway stop, we're going to have even

[6:56] more Jake breaks on that one. So, I think uh I'm going to come back to you

[7:01] guys with a a proposed ordinance for a Jake break ordinance in that area,

[7:06] » limit the use of those just to >> I think it really will affect the the

[7:12] quality of life for the people living near. So, I think it's something we

[7:14] should consider. So, I'll bring back the ordinance to you guys with the, you

[7:18] know, the distance from that intersection where the ordinance should

[7:21] cover just so that uh we can at least talk about it as a as a group.

[7:28] » Uh just give you some updates on equipment. Uh the only thing we have

[7:31] down right now is our number zero, which is an older machine, but it's not really

[7:34] down. We're just readjusting the circle on it. And then number 48 is a truck

[7:38] that's under warranty, and it's going down to De Mo right now to get some

[7:41] transmission repairs done on it under warranty. But other than that,

[7:44] everything else is up and at them. We were continuing our annual inspections

[7:48] on all the trucks. Like I said, we've not found any big issues yet and it's

[7:52] worked out well catching some minor stuff that would have caught us later.

[7:55] So, our annual truck inspections have been very helpful. Um,

[8:02] we're going to have December 1st is a delivery date for that. Uh, we're going

[8:06] to talk to you guys about we had a down few weeks back, so that'll be here

[8:10] relatively quick. It probably won't see much use this winter. He's probably

[8:15] going to practice on it a little bit, but he wants to stay in his normal

[8:18] grater until the winter's done just in case there's a big snow event. Does want

[8:21] to learn a new machine the big storm, but he'll use it on the

[8:26] regular storms just to get used to it. Um, and then that that loader that we're

[8:31] doing the the least to possibly own if we end up liking it. That should

[8:35] hopefully be here in the next couple weeks. So, that's going pretty well.

[8:38] Also, uh I don't have any updates on projects wise other than Illand's still

[8:43] planning to do their Thrush Avenue project this fall before winter time and

[8:48] that the bridge contractors are still planning to do the bridge leading into

[8:52] winter time. We're hoping to get that completed before they have to stop so

[8:56] it's actually open again for the winter. So if winter weather comes in early and

[9:02] the temperatures don't play well with us, there's a chance that that bridge on

[9:05] B60 just east of L might possibly be closed all winter. Uh we have adjusted

[9:10] our snow routes and we've already taken that into account just in case. But if

[9:15] that doesn't happen, we'll just go back to our normal routes.

[9:19] » I think other than that, that's all I had for you.

[9:22] » So on that one that you're just talking about with that bridge.

[9:24] » Yep. >> I've had several calls from emergency

[9:27] responders in that area. Yep. >> And it would be imperative to get that

[9:31] open before winter. It's it's a big deal for the ambulance and the fire.

[9:35] » Yeah. It's a big deal to go back and forth.

[9:37] » It's a big deal for Yeah. a lot. We've expressed that to the contractor and

[9:41] they said, "Is there is there every intention to have it open for the winter

[9:44] time? It's just going to be up to mother nature if it's going to cooperate.

[9:49] » Otherwise, just a gravel mile out and around to get around it safely."

[9:55] Okay. And then also the you said there needs to be more work done before the

[9:59] fence can be completed on the Illinois side.

[10:01] » Yeah, we got a bunch of uh landscaping. And

[10:06] » whose work is it? The fence contractor or yours?

[10:08] » It's ours. >> Okay.

[10:09] » Yeah, it's it's there's just uh there's a bunch of overburden from actual

[10:14] building construction that the foreman at the time that's not no longer the

[10:18] foreman had some plans for but those plans didn't work out

[10:23] of use for it. So we actually for as part of the demo uh part of the contract

[10:28] was they have a per ton cost to haul that away for us. So that when they get

[10:34] there to do it the that overburdened stuff will be gone. Then we have a black

[10:37] dirt pile that's kind of trapped by it right now that we'll move out of the way

[10:41] and then we'll finish leveling out preparing that west side be able to get

[10:45] that actually going as well. >> So that fence on the property line then.

[10:49] » Yeah. Yeah. >> So right now we're spilling over the

[10:51] property property line. It's right. It's We're against it all the way. Yeah, for

[10:56] sure.

[11:00] » And that was part of mine. So, is that going to be something they'll be working

[11:04] on in their free time? >> I'm hoping they're going to get it done

[11:07] this this summer, this fall heading towards winter. So, I don't know if the

[11:10] fence will get done before winter, but the the idea is to get that done as soon

[11:14] as possible. >> Some back there. And then uh just kind

[11:18] of more of a formation, but the camera system that we put in that Canadian

[11:23] system or whatever it was. >> Yeah, the GPS system.

[11:26] » So, is that an annual renewal or >> Yes, it is.

[11:28] » Was it? >> Yeah.

[11:29] » Okay. I couldn't remember if we had a long contract.

[11:32] » We could have we could have done Yeah. long contract, which is not something

[11:36] any of the counties chose. So, it's an annual thing. We could have paid it

[11:40] monthly or we could pay every six months. I just choose to make one big

[11:43] payment and then be done with it. >> The last thing, did you want to touch

[11:49] anything on that slope >> in Plymouth?

[11:51] » Oh, Plymouth. I did the feasibility study on it. That's that's where we're

[11:54] at right now is I got to get a final design contract from WHK. They're

[11:58] supposedly working on it and get it to me so we can get a final design with

[12:02] them doing the permitting. But yeah, that that's something we're going to

[12:05] continue moving forward with. There's a chance I'll have to push that project to

[12:09] next fiscal year if the if the everything doesn't line up because I

[12:12] want to use farmers market funds on it. But it's definitely happening very near

[12:17] future. >> I was there again Friday afternoon and

[12:20] it looks like it's getting worse. >> Yeah, it's there's no way to it it is

[12:24] compromise. It is a problem that either we could keep paving it forever and it's

[12:29] just going to keep sliding towards the river and eventually if we don't

[12:32] stabilize the bottom that road would be not repairable or serviceable anymore.

[12:36] So this is a project that's been a long time coming and it's it's vital to get

[12:52] This one is a normal manure management plan, but yet a little odd. So, I was

[12:59] going to ask Michelle or Michelle's office again to uh forward a letter of

[13:04] uh concern considering the uh Union Hills Waterfall Protection Area being in

[13:10] its close proximity. That was basically the only things public health pointed

[13:14] out. There's not a whole lot that we as the board can do about it since the DNR

[13:19] is in control. So, I would move to approve and forward on to the DNR

[13:24] hopefully with a drafted letter pointing that concern out.
