[4:59] Tonight we are uh honoring the International

[5:06] Holocaust Remembrance Day.

[5:15] Whereas January 27th is recognized by the United Nations in the international

[5:20] community as International Holocaust Remembrance Day, marking the anniversary

[5:26] of the liberation of Awitz in 1945. And whereas the Holocaust stands as one

[5:32] of the history's most devastating manifestations of state sponsored

[5:37] hatred, resulting in the systemic murder of six million Jews and millions of

[5:44] other victims, including Roma people with disabilities, political dissident,

[5:49] LGBTQ individuals, and others targeted by Nazi ideology.

[5:56] And whereas the Holocaust did not begin with violence alone, but with words,

[6:03] policies, and the gradual erosion of democratic norms, human dignity, and

[6:10] truth. Whereas remembrance is not a passive act

[6:16] but a moral obligation that compels societies to confront the consequences

[6:23] of hatred, anti-semitism, indifference, both past and present.

[6:30] And whereas anti-semitism and other forms of hate continue to threaten

[6:35] communities across the United States and around the world, making Holocaust

[6:40] education and remembrance urgent civic responsibilities rather than historical

[6:47] formalities. And whereas education, commemoration,

[6:52] and civic leadership play a vital role in fostering empathy, safeguarding

[19:17] we have a map here if this will advance for me. There we go. It is um adjacent

[19:23] to um an existing business park. This is an undeveloped property. Uh it is within

[19:29] very close proximity to I526 as you see in the red line in the middle there and

[19:33] it is accessed off of Savage Road. It would come into the city with the zoning

[19:39] of business park which would allow for that kind of vehicle maintenance and be

[19:42] compatible with the adjoining business park adjacent to it. Um and that is we

[19:49] had a couple images of it vacant lot and then we move on into some residential

[19:53] annexations. We have uh 1031 Terracotta which would come into the city with a

[19:58] zoning of SR2. We have images of that.

[20:04] And then we have um603 Jasmine which would come into the city

[20:08] also with SR2. All in West Ashley. Then we have

[20:13] Ironstone Alley 2016 Ironstone Alley which would come in as SR2.

[20:20] And then we have um 4037 Kaolan Street uh which would come in the city as SR2

[20:28] and then its nearby neighbor of 4045 Kolan Street also SR2

[20:36] and then uh 875 Trent Street SR1. Here it is.

[26:24] symphony at with us was a couple. He's blind.

[26:30] The Galeyard, the average age there at the symphony is about 110.

[26:36] Uh the building itself has staircases. It was probably built before ADA. It's

[26:42] probably ATA compliant. However, given the age of the people who attend there,

[26:47] it's very difficult place to empty. There was a fire alarm. Um if it had

[26:54] been a real alarm, I wouldn't be here to talk today. I was one of the last people

[26:59] out. It took quite a while. like to talk to somebody later on another day about

[27:05] what can be done and what we saw as wrong. Not going to take your time now.

[27:32] Hello. Uh, James Rogers. Um, I've lived in Charleston since 1967

[27:38] in a Melrose subdivision. Since then, I've got married and and moved back to

[27:44] Melrose in 1989. Before there was a Lexus dealership to

[27:49] the south of me and a CarMax to the north of me. Um, actually I don't have a

[27:55] problem with neither one except that the entrance

[28:00] to Lexus is on Melrose Drive and and there's a slew of traffic that um is

[28:06] used by employees um people doing uh maintenance on the cars there and test

[28:12] driving them and such. Um, and then before Lexus was CarMax and CarMax, once

[28:20] again, I don't have a problem with CarMax, but they put the entrance right

[28:24] across the street from Edetoan Avenue. They didn't put it out on Savannah

[28:28] Highway. Actually, that's the only entrance into CarMax is from Sav Savage

[28:34] Drove, which is adjacent to the end of Edana Avenue. So,

[28:40] what type of traffic do we get from this track of trailers hauling cars that use

[28:46] Edetoan Avenue all the time? I got pictures to to to prove it. Um, we've

[28:52] had multiple car haulers stop on Edetoan Avenue to unload their cars. I mean, how

[28:59] how how safe is that? It's not safe. It's it's a residential road. We have

[29:04] » time. Can I speak a little louder, please?

[29:07] give you a little bit. Yeah. >> Okay. Um no no um commercial vehicle

[29:12] signs from one end of the street to the other. And now they want to put a

[29:16] parking lot on the end E1 Avenue. Once again, I'm not opposed to the parking

[29:21] lot, but the entrance and exit is is now on Edom Avenue. The first rendition that

[29:27] we were aware of back in March of 2025 was on Savage Road, which we have no

[29:35] problem with. They want to put the parking lot. Great.

[29:38] » But they they've moved the the ex exit entrance

[29:43] onto Edon Avenue. We we got too much traffic on Ed.

[29:54] » Hi Brian Helman. I'm actually here on behalf of CarMax. I think there are a

[29:57] couple other people that have signed up to speak and I could respond to any of

[30:00] the comments they have if it would be better for me to speak last or I can

[30:05] respond to any questions or comments anyone has here today. But CarMax uh is

[30:11] is uh annexing and right now it's in the county is annexing its main property

[30:16] into the city and annexing two other parcels uh as a way to deal with

[30:21] overflow. CarMax does not unload on Edetoan, but its entrance does, the curb

[30:27] cut does line up with Edetoan, and that's where this uh extra parking would

[30:32] uh would line up for better traffic flow. Originally, as the gentleman said,

[30:37] the entrance was on Savage, but through the design process, it was suggested to

[30:43] relocate the entrance for better traffic flow so that the curb cuts line up with

[30:48] Pedaline. So, that's why it moved. it works better. It actually allows CarMax

[30:53] more uh uh flow on their properties so that uh the deliveries will actually

[30:59] work better for the neighborhood and improve uh a situation that's there in

[31:16] Michael Wiggins and I live in Marrow also. I'm here to let y'all know that if

[31:21] they do put that entrance on the Edoman Avenue

[31:25] back in 2011, I requested a study. We have Long Branch and Shasbury

[31:31] subdivision that uses Manola in Merose. Go to Merose Drive, then take a left on

[31:37] Edan Avenue to cut through. They did the survey. 12-hour time, 1,793

[31:47] cars went to that intersection. This was 2011.

[31:52] Now, they're wanting to put an entrance and an exit on Edetoan Avenue for

[31:56] CarMax. Like Jimmy said, I ain't got a problem

[31:59] CarMax putting a lot there. They're going to have 106 parking spaces.

[32:05] Put it on Savage Road. We are a residential subdivision. We do not need

[32:10] any more traffic on Adelana Avenue. Thank you.

[32:16] » All right. And that was everyone that we had signed up for tonight. We did

[32:19] receive two comments online. One was from Mr. Bryant, which was sent to

[32:24] council in full. Um, and then we also received a comment from a citizen who

[32:28] felt that the first amendment ordinance was excessive and interfered with their

[32:33] first amendment rights to freedom of speech and public assembly and petition.

[32:37] And those were all the comments that we received.

[32:48] » uh, Councilman Sheiley, >> can I ask a question on item 12?

[32:53] » Um, just wanted to ask and and want to thank Mr. Rogers and Mr. Wiggins for

[32:58] coming and speaking tonight from from Melrose. I'm hearing from some people in

[33:02] in Melrose. And I guess I just want to ask the question of why would there not

[33:08] be ingress egress off of Savage Road rather than Edawan?

[33:14] Mr. Morgan, can you speak to this?

[33:25] » Sir, Mr. Mayor, Mr. Sheily. So, it's my understanding that there is an

[33:29] improvement coming to Savage Road, extra turn lanes, and so the county when they

[33:35] were working on that improvement suggested that the driveway would be

[33:39] better off of Edetoan than on Savage. That that would help with the traffic

[33:42] flow better uh to have it around the corner. And it does line up on Edetoan

[33:46] with their current access point. And of course all the discussion about

[33:51] unloading of things, this new expansion will allow for more room for that

[33:55] unloading to happen. So that should help traffic flow as well.

[33:58] » Okay. Would will the trailers will there be a way to

[34:04] control which side they come in off of on come off of Savage rather than going

[34:09] down Melrose Drive coming through the neighborhood with these tractor

[34:12] trailers? >> And Mr. Helman may have more info on

[34:16] this about the uh way the uh site is being organized, but it was my

[34:21] understanding the trailers were going to unload on the CarMax proper site in

[34:26] general. Um and this was other overflow parking on the Edetoan site for other

[34:30] vehicles and employees and things like that.

[34:32] » But for clarity, this is what we're considering tonight is annexation.

[34:37] And uh this will allow us the opportunity to review and scrutinize any

[34:43] future site plan that is proposed. Uh so this is the beginning of the process of

[34:49] design. So respect the opinion and appreciate you all coming out tonight.

[34:58] make sure everybody can speak. Um, so we will have a lot more details to be

[35:41] » and I think it's important to make sure that residents are made aware of the

[35:45] plans for Savage Road that the county is proposing so that it's a more holistic

[35:50] picture of what we're talking about on this site.
