[8:03] 16. It's not all of it, but it's at

[8:07] least probably the first half a mile

[8:18] edge of the roads. Well, there's

[8:21] already washes all up and down 30 on our

[8:24] section

[8:26] and I've addressed that with Heath one

[8:32] you know, as far as getting something to

[8:33] grow there. It'll just God will have to

[8:35] take care of it, I guess,

[8:38] because I I don't look forward.

[8:49] been fixed is where Alan Payton went up

[10:10] got now are pretty new vehicles.

[10:13] And since I've been having the bottom

[10:14] sides of my cars really need to be

[10:16] turned up, they need cars need to be

[10:18] turned up down and pressure washed or

[10:20] steam cleaned because all the mud is

[10:22] still up under them. Cuz we had to live

[10:24] with what I look like a logging road for

[10:27] several months down there.

[10:31] My neighbor next door to me on County

[10:34] Road 30 got stuck within probably 50 to

[10:36] 100 foot from her her own driveway.

[10:44] in the road was part of the stuff that

[10:46] we put up with just like I approached

[10:49] Keith about this culbert that needed to

[10:51] be replaced

[10:53] and they

[10:55] built the road and then come back and

[10:58] dug the culbert out

[11:01] and I addressed that culbert didn't even

[11:03] have a roof in it no longer cuz it that

[11:05] old galvanized cut it done rotted out.

[11:07] had been there as long as I've been

[11:09] there. And that's 31 30 30 plus years at

[11:12] the time they started going on. I mean,

[11:15] it was just about a foot and a half of

[11:17] dirt on top of it. How in the world it

[11:19] ain't fell in? I don't know. It's about

[11:21] a sixoot culbert that was put in

[11:24] when that county road was straightened

[11:26] out some.

[11:29] And uh Osc my understanding Oscar Mims

[11:32] owned that place and he had running

[11:34] cattle on piece both pieces of property

[11:36] on both sides of 30 our 80 acres that we

[11:39] bought on that side on

[11:43] which would be the west side of 30.

[11:46] He had to allow them to straighten the

[11:48] road out. They put him a cattle crossing

[11:51] so he he did his cows could come from

[11:53] one side of the the highway to the

[11:55] other.

[11:58] But there's nobody doing that anymore.

[12:00] So, they really want no reason to have a

[12:02] 6- foot tall cupboard in there anymore.

[12:07] But this pretty self-explanatory what I

[12:09] my feelings are about what's going on

[12:11] out there. And all I'm asking for is to

[12:15] at least give us the opportunity to have

[12:17] a road just like 43, like to have a

[12:19] decent riding road that you're not

[12:22] embarrassed for people to come see. I

[12:24] was embarrassed for people to come see

[12:26] me before. Now I'm embarrassed that

[12:28] people

[12:30] don't want to come back if they come see

[12:31] me again because they ain't gonna like

[12:33] how the ride is to get to where I live.

[12:38] My driveway smoother than this county

[12:40] road and I maintain it with a tractor

[12:42] and a blade and it ain't nothing but

[12:48] personally when we were talking that I

[12:51] almost felt like I wished he had left

[12:52] the road alone. At least I knew how to

[12:54] ride on it because I'd done patterned

[12:56] how to drive on it where I wouldn't be

[12:58] driving in potholes.

[13:01] So now I it's just a scrub board for the

[13:05] probably at least

[13:07] a good full quarter mile and up to a

[13:11] half a mile.

[13:13] And why I'm saying this because I I know

[13:17] County Road 633 up here I he had a

[13:22] little discussion about this when I

[13:24] called him out about that road. It's

[13:26] been asphalted

[13:29] from city li at the time city limits

[13:32] over to

[13:34] whatever the I don't even know what that

[13:36] other road is that it dead ends on the

[13:39] east side towards 65 six

[13:44] 633.

[13:46] There's three subdivision up there.

[13:48] One's in the city limits. I think it's

[13:50] called a crest.

[13:52] And then there's one that's

[13:56] Ballon. Oh, the other one's

[15:21] section between 37 and 16 is the first

[15:24] section of 30 that we started last fall

[15:28] uh October and I think it ran went to

[15:30] November. Um it was the last road that

[15:33] we did last year. Um and uh we knew

[15:36] we're getting up close to cold and rainy

[15:39] weather so we tried to fit it in. I

[15:41] think it's um 1.8 miles or something

[15:44] like that, this section. And we got it

[15:47] good and based and uh as we were getting

[15:50] ready to chip seal it, we did put down

[15:51] the first layer and the the temperature

[15:54] got cool on us. Um

[15:56] um

[15:59] had a little bit of uh peeling, a little

[16:01] bit of peeling. Um

[16:05] which is what happens when it gets too

[16:07] cold um or too cool. ideally not in the

[16:10] ideal temperature. And uh so with the

[16:13] one layer on with some peeling, we went

[16:15] ahead and uh obviously it was going to

[16:16] continue to get worse and worse with the

[16:18] winter. So we put the second layer on

[16:20] and the second layer was solid. Um

[16:22] however, you could feel some of the

[16:24] ripples from the peeling.

[16:27] And u um

[16:30] we u we added a third layer this summer.

[16:35] And uh with chip seals, the uh layers

[16:38] really don't do a good job, but they

[16:40] don't really level. The road is is in

[16:42] good what we consider good solid

[16:44] condition. It has good liquid asphalt to

[16:46] it. It's got good rock. It's solid, not

[16:48] potholes, but there are some small some

[16:52] indentions um

[16:56] » From the from the peeling. And um so uh

[17:01] uh I think Commissioner Billings Lee

[17:03] mentioned this at the last commission

[17:04] meeting. Um some people say you can

[17:06] drive 75 miles an hour over it. Some

[17:09] people say you can't drive 25. It's all

[17:11] really what you can accommodate. The

[17:13] road is solid. We uh we hate that the

[17:16] again we tried to fit as many roads as

[17:18] we could last year and uh the weather

[17:21] just turned cold and wet on us uh a

[17:23] little bit earlier than we expected. And

[17:26] so, um, uh, we think that the road will

[17:28] last 20 plus years or longer

[17:32] as is. Um, but it doesn't, it's not

[17:34] quite as smooth as the roads that we did

[17:36] this summer. Um,

[17:39] um,

[17:42] and so, uh, I've talked to several

[17:45] commissioners and and, you know, I'm

[17:47] open to the guidance. The, uh, the road

[17:51] solid would be good. Um, Mr. Enzer is

[17:54] correct. Um, obviously coming over it

[17:56] with some plant mix, inch and a half.

[17:58] We'll level it up, smooth it up, but

[18:00] that's very expensive. That's usually

[18:01] something we try to avoid on these low

[18:03] volume roads. Um,

[18:06] um, and uh, we could leave it alone.

[18:09] It'll last 20 plus years, no problem. Or

[18:11] we could even mill up the the worst

[18:13] section he talked about, the quarter

[18:14] mile nearest um, county road

[18:19] uh, 16.

[18:21] Um,

[18:23] » I'm sorry, 37. Yeah, 37. And we could uh

[18:26] redo that quarter mile. Um,

[18:29] and we would probably need to, if we did

[18:31] that, we would, whatever we do, if we do

[18:33] something, we would need to do it next

[18:34] summer. We we we are uh kind of booked

[18:37] up for this this summer. Uh, of course,

[18:40] November is not too far away. And, uh,

[18:43] so that's kind of where we're at.

[20:05] large 6ft diameter metal corrugated pipe

[20:08] cover that was probably being used as a

[20:10] uh cattle gap or cattle crossing

[20:12] underneath the road and uh uh the bottom

[20:16] had deteriorated. It needed replacing.

[20:18] We ordered the pipe. The pipe didn't

[20:19] come in very quickly. And by the time it

[20:22] did come in, we we put it in.

[20:25] Um

[20:27] it was about just a a short time before

[20:30] we were going to pave it. And we didn't

[20:32] feel comfortable paving over that

[20:33] section because we know that anytime we

[20:35] put in a covert, a new covert, we

[20:37] disturb the ground and we we don't get

[20:39] 100% compassion. Usually it takes a

[20:40] little bit of time for traffic to go

[20:42] over it. Maybe a good three months is

[20:43] what we like to have for the the ground

[20:45] to settle. So, uh, our superintendent

[20:48] made a decision not to not to chip seal

[20:52] over that, I would say three to 400 foot

[20:54] area. Uh, and when he and when we came

[20:57] back this summer, this spring, and chip

[21:00] sealed over it, um, there was a um at

[21:03] the uh the the joints there. You could

[21:07] feel it at the joints. I feel a little

[21:09] noticeable drop or a little little bump.

[21:11] Um, since then we've tried to use the

[21:13] the uh uh to try to transition it with

[21:16] some some liquid and rock and and made

[21:19] it better, but um ideally we would have

[21:22] put the cover in and gave it three

[21:24] months to settle and then come over with

[21:26] the chip seal and chip seal the whole

[21:27] road at one time. So unfortunately we

[21:29] did have those joints.

[22:23] and trying to put down a good chip seal

[22:25] and um Can Road 43 has more residential

[22:29] um u a lot more houses on it than than

[22:32] we normally deal with and people keep up

[22:34] with their grass a little bit better

[22:35] than we're accustomed to in the rural

[22:36] county area. So, uh uh we talked with

[22:39] the commission and we wanted to have a

[22:41] focus more on uh doing a little more

[22:43] prep on our on our shoulders. So, we did

[22:45] add uh top soil and we also purchased a

[22:50] uh a skid steer attachment called I

[22:51] believe it's a Harley rake to try to

[22:53] scrape out the rocks. So, that should

[22:56] improve our shoulders. And um

[22:59] um as far as the the uh if there is a if

[23:03] there is a uh some settlement, we hope

[23:05] not. Maybe it's one spot, but I I'm not

[23:07] aware of any um what you call it

[23:09] depressions or any what you what was the

[23:11] word?

[23:14] The base should be very solid on 43. We

[23:16] we've driven 43. 43 is a good road. Um

[23:21] we we feel like 43 is in in great

[23:32] willing to take a look at it and see if

[23:34] there's any repairs needed. So we would

[23:35] be we would be more than happy to do a

[23:37] site investigation and meet with the

[23:40] gentleman. And if there is an an issue

[23:42] and I would suppose it be isolated,

[41:23] I I've had a lot of thoughts about data

[41:25] centers and it seems to be that that is

[41:29] one of the main things I get asked

[41:32] anywhere anytime is about data centers

[41:36] and we we passed a moratorum on data

[41:40] centers.

[41:41] I think I need to just do a little have

[41:44] a little discussion about data centers.

[41:48] Uh data centers are basically the

[41:52] unknown. And the unknown is what scares

[41:55] pretty much everybody.

[41:58] That's generally because there are

[41:59] things about them we don't know anything

[42:01] about and it raises concerns and

[42:04] convincing answers are hard to come by.

[42:07] If those answers exist at all, data

[42:10] centers operation is one of those

[42:14] unknowns. In most communities where data

[42:17] centers are being constructed,

[42:18] controversies seem to have no end.

[42:22] Whether it is backroom deals or

[42:24] questions about power and water usage,

[42:27] the public does not believe that their

[42:29] elected officials are giving them honest

[42:31] answers.

[42:33] One truth is that most counties have no

[42:36] power to prevent a data center or any

[42:39] other industry from locating within its

[42:42] borders. We passed a one-year moratorum,

[42:47] but it is not enforcable.

[42:49] It was fast so that any company looking

[42:52] to build one here would contact the

[42:55] commission office thereby giving us a

[42:58] heads up because the last thing they

[43:00] want now is bad publicity. As bad as

[43:03] public they've had everywhere in this

[43:05] state and around the country they don't

[43:06] want anymore.

[43:09] Now the one thing about data centers and

[43:11] I didn't know didn't realize this until

[43:13] I got to diving into them.

[43:17] Data centers process virtually every

[43:20] action done on the internet. Everything

[43:23] from internet sales to remote surgery

[43:26] from hundreds of miles away. If you surf

[43:30] the internet or you pay your bills

[43:32] online, you depend on a data center

[43:35] somewhere to process that request.

[43:39] The need for more data centers

[43:42] multiplies with each passing year.

[43:46] They're now a fact of life. The best

[43:48] thing that we can hope for is to be

[43:51] prepared for the one that is more likely

[43:54] than not to come to Chilton County.

[43:57] I ask everybody, research, AI, and data

[44:00] centers. Arm yourself with knowledge.

[44:04] Knowledge is understanding and

[44:05] understanding helps to helps you to

[44:07] debate the pros and the cons.

[44:11] 20 years ago, we thought that the

[44:14] suggestion of walking around with a

[44:16] computer device in your hand was

[44:18] ridiculous.

[44:20] Where are we now?

[44:22] We have a computer in our hand every

[44:24] day. Data centers are coming.

[44:28] We're educating ourselves about the

[44:30] various types. And when I say we, I mean

[44:32] us, your commission. We're trying to get

[44:35] on top of this any way we can about the

[44:39] various types in hopes to be able to

[44:41] guide them where they can build in order

[44:43] to be a good neighbor to our people. So,

[44:47] arm yourself with knowledge about data

[44:49] centers. There are some good ones,

[44:53] one in particular in Iowa. I hope to

[44:55] make a visit there sometime in the near

[44:57] future. Uh

[45:00] maybe get some good news. All right, the

[45:03] next thing is

[45:07] event center. After considering this

[45:11] for a few days, of course, you know,

[45:14] we've been discussing event center.

[45:15] Commissioner Billingsley started the

[45:17] ball rolling with the property to 212.

[45:20] Commissioners Childerson Perkins have

[45:21] talked to the mayor and the school board

[45:24] and I think a concerted effort is better

[45:27] than shotgun shooting a dozen different

[45:31] ways. So after I asked McKesha and

[45:36] Tiffany if they would be willing to

[45:38] serve and they said yes, I have asked

[45:40] Commissioner Billingsley, Commissioner

[45:42] Childris and Commissioner Perkins to

[45:49] got all this started to serve as chair

[45:51] if he's willing to be chair.
