Where is

the work of the friends of the
[20:53]
city’s kind library system
[20:54]
supports our libraries and
[20:57]
it’s a core set of community
[20:59]
education, providing for
[20:59]
everyone’s engage in a
[21:00]
lifelong learning. And to
[21:02]
connect with the thoughts
[21:02]
ideas of the world. We’re the
[21:06]
first of the city skyline
[21:07]
versus them understand the
[21:07]
critical importance of
[21:10]
well-funded libraries and
[21:11]
advocates to ensure that our
[21:11]
libraries get resources needed
[21:13]
to provide a wide variety of
[21:14]
services, all ages. And
[21:18]
whereas the time commitment
[21:18]
given by the Friends of Life
[21:19]
just highlight system since
[21:22]
example for how volunteerism
[21:23]
leads to positive civic
[21:24]
engagement for the betterment
[21:25]
of the community. Now,
[21:27]
therefore, the board of county
[21:28]
commissioners of just kind of
[21:30]
Florida. extend our
[21:31]
appreciation to the front of
[21:32]
the lives Library system for
[21:34]
the 25 years of service to our
[21:36]
county and Polk and proclaim
[21:37]
September 2026, as the Friends
[21:40]
of Friends of the City County
[21:40]
Library System Month and 2
[21:44]
that they think September
[21:45]
2026.
[21:57]

>> First of all, I’d like to

thank the board of County
[22:14]
commissioners for this honor
[22:14]
of the proclamation. And thank
[22:18]
you to everyone for being here
[22:19]
today. As we celebrate a truly
[22:21]
remarkable milestone. 1.5
[22:24]
million race for Citrus County
[22:25]
Library system over the past.
[22:27]
25 years through our book
[22:29]
sales prior to 2001 each
[22:32]
library branch had their own
[22:32]
friends group priced impact,
[22:35]
donated books and banana boxes
[22:38]
which restored in workroom at
[22:39]
the library. Each branch had
[22:41]
their own book sales in their
[22:44]
community rooms until the day
[22:46]
the fire Marshall came to the
[22:48]
Lakes region library and
[22:49]
determined that storing all
[22:51]
those books and boxes were
[22:53]
considered a fire hazard. That
[22:56]
is when Leslie phrase
[22:58]
president of the Lakes Region
[23:00]
Library, friends talks with
[23:02]
the 4 other friends groups
[23:04]
about forming a centralized
[23:05]
friends of the library
[23:07]
organization with its own
[23:09]
nonprofit status. Leslie
[23:11]
applied for a 5, a one C 3
[23:13]
status. The group received
[23:13]
both state and federal
[23:15]
approval. Each of the friends
[23:17]
groups. We’re invited to join
[23:19]
the newly developed friends of
[23:20]
the Citrus County Library
[23:22]
system. Also known as folk
[23:24]
tales at the time the Friends
[23:26]
of Lakes region, coastal
[23:29]
region and Central Ridge
[23:29]
agreed to work together for
[23:30]
the betterment of the library
[23:32]
system. Floral city joined
[23:34]
focus in 2017. A board of
[23:38]
directors was formed and then
[23:40]
founding present founding
[23:41]
members. President Leslie
[23:43]
phrase and vice President
[23:44]
Sandy Price took to the road.
[23:46]
They visited libraries and
[23:49]
surrounding counties in
[23:49]
Florida, interviewing people
[23:50]
who had bookstores, our
[23:51]
friends of the library groups
[23:54]
to know what categories and
[23:55]
how they price their items.
[23:59]
They share their information
[24:00]
with the board and together
[24:01]
decided how vocals would move
[24:03]
forward at the same time,
[24:06]
Leslie was meeting with
[24:06]
community leaders searching
[24:08]
for centralized location to
[24:09]
sort mountains of donated
[24:12]
books dust. The book House was
[24:14]
formed. The first book Cause
[24:16]
was in the auditorium of the
[24:16]
historical Hernando School. It
[24:19]
had no air conditioning, no
[24:20]
heat and no electricity, but
[24:23]
we had books, volunteers and a
[24:24]
mission. And that was enough.
[24:27]
About a year later we held our
[24:28]
first focus book sale
[24:30]
together. The combined sale
[24:32]
raised approximately $20,000
[24:33]
for the library after about 2
[24:36]
years at the Hernando School,
[24:39]
the Citrus County gave us a
[24:40]
classroom in a newer facility
[24:41]
on the same property which was
[24:44]
shared by other nonprofits in
[24:46]
the county. Our rent was just
[24:49]
300 $100 a month. And that was
[24:50]
to help pay for utilities.
[24:53]
Presently rewrite. We rent a
[24:54]
space for $1400 a month money.
[24:57]
We would rather give to the
[24:59]
library system and look where
[25:01]
the journey has taken today
[25:02]
are book sales are raising
[25:03]
more than 40,000 per sale. And
[25:07]
we have now reached the
[25:07]
extraordinary 1.5 million
[25:10]
milestone. But this chalk that
[25:12]
we have here today is so much
[25:13]
represents so much more than
[25:14]
money it represents. 25 years
[25:16]
of donated books puzzles
[25:19]
countless hours of sorting and
[25:22]
pricing volunteers working the
[25:24]
sales, people loading and
[25:26]
unloading boxes, community
[25:27]
partners who opened their
[25:28]
doors to us and thousands of
[25:30]
customers who came back to our
[25:31]
sale. It’s a sale after stale
[25:34]
because they believe in
[25:35]
supporting the libraries. Most
[25:39]
importantly, it represents
[25:40]
what can happen when a group
[25:40]
of people season need rolls up
[25:42]
their sleeves and keeps going.
[25:46]
Leslie phrase was instrumental
[25:47]
in organizing the focused,
[25:49]
non-profit organization and
[25:50]
guiding the book sales and 2
[25:52]
well-known community events.
[25:54]
Our dear friend Leslie phrase
[25:56]
passed away on May 31st of
[25:58]
this year. Leslie’s love of
[26:01]
books in libraries inspires
[26:02]
all the friends of the
[26:04]
library, her vision and
[26:06]
determination made our journey
[26:07]
happen. We are incredibly
[26:09]
proud of what we have
[26:11]
accomplished together and even
[26:12]
more excited about what the
[26:13]
next 25 years could bring.
[26:16]

who helped make this journey

[27:05]
Passenger Safety Month is
[27:06]
observed the September to
[27:07]
highlight the importance of
[27:08]
properly installed car seats
[27:09]
for all passengers under age
[27:11]
12 in car crashes remain the
[27:13]
leading cause of death for
[27:13]
chip for children, ages one
[27:15]
through 13 and whereas in
[27:17]
2023, more than 1000 us
[27:19]
children were killed and
[27:21]
142,000 were injured motor
[27:23]
vehicle crashes. And of those
[27:25]
43% were unrestrained at the
[27:26]
time of the crash. Proper use
[27:29]
of car seats can reduce fatal
[27:30]
injuries to infants by 71%.
[27:33]
And whereas approximately 46
[27:34]
to 65% of car seats are
[27:35]
misused, are installed
[27:37]
incorrectly, the Department of
[27:39]
Health and to just county
[27:39]
offers a car seat check
[27:40]
program to assist parents and
[27:43]
caregivers ensure in the car
[27:43]
seats are installed correctly.
[27:46]
And whereas the department has
[27:47]
provided more than 125 no cost
[27:50]
car seats to Citrus County
[27:50]
family. So far this year and
[27:53]
now therefore be it proclaimed
[27:54]
by the Citrus County Board of
[27:54]
County Commissioners that
[27:55]
September 2026 is hereby
[27:59]
designated as Child Passenger
[27:59]
Safety Month in Citrus County.
[28:02]
And also dozens are encouraged
[28:03]
to use the proper car seat
[28:04]
every time for every ride
[28:06]
executed. This 8th day of
[28:07]
September 2026.

behalf of the Department of

Health, we are honored to

safety is one of the most
[28:34]
effective ways we can prevent
[28:36]
serious injuries and save
[28:37]
lives every properly installed
[28:40]
car seat represents a safer
[28:41]
ride or a more protected child
[28:42]
and a family with a greater
[28:43]
peace of mind. Over the past
[28:46]
year, our team has worked hard
[28:47]
to deepen our outreach and
[28:49]
respond directly to the needs
[28:49]
that we see every day in 2025.
[28:53]
We distributed saw 38 seats
[28:55]
this year. We’ve already
[28:55]
reached 138. And we’re not
[28:59]
stopping. This growth reflects
[29:02]
a trust that our community
[29:03]
places in us and our
[29:03]
dedication to expanding access
[29:04]
education and hands-on
[29:06]
support. Thank you for
[29:08]
recognizing the importance of
[29:09]
this work and for standing
[29:10]
with us as we continue to
[29:11]
build a safer future for
[29:11]
Florida’s children.

Crime Stoppers Awareness

Month, please make your way

foundation of Crime Stoppers?
[29:35]
Is the partnership between the
[29:36]
community, law enforcement and
[29:37]
partnering partnering agencies
[29:37]
and the Media Crime Stoppers
[29:41]
works educate the public,
[29:41]
create awareness and provide
[29:43]
citizens the opportunity to
[29:44]
report suspicious or criminal
[29:46]
activity anonymously. And
[29:48]
whereas Crime Stoppers
[29:48]
Awareness Month promotes
[29:49]
awareness through education
[29:50]
campaigns, Crime Stoppers of
[29:52]
Citrus County in cousin is
[29:53]
committed to fostering
[29:56]
community safety. And since
[29:57]
inception in 2009 has received
[29:57]
over 15,962 tips which have
[30:00]
led to 584 arrests. 653 cases
[30:05]
cleared. These tips have also
[30:07]
aid in the recovery of
[30:08]
$161,095 and stolen property.
[30:11]
And nearly 1.5 million illicit
[30:12]
drugs off of our streets. And
[30:16]
whereas the city whereas Crime
[30:18]
Stoppers of Citrus County
[30:19]
actively works with members of
[30:20]
the community, law enforcement
[30:21]
and the media as a community
[30:22]
safety service, pro partner,
[30:24]
its continued success can be
[30:25]
attributed to the continued
[30:27]
support county officials,
[30:28]
residents, law enforcement and
[30:30]
community organizations within
[30:32]
Citrus County. Now, therefore,
[30:33]
the board of County
[30:35]
commissioners of Citrus
[30:36]
County, Florida, hereby
[30:36]
proclaim the month of
[30:37]
September 2026 as Crime
[30:38]
Stoppers Awareness Month and
[30:41]
joins in honoring the men and
[30:42]
whose diligence and
[30:43]
professionalism keeps our
[30:45]
citizens safe. Execute 8th day
[30:46]
of September. 2026. Thank you.

nonprofit program whose

dollars are raised by applying

for grants and through

fundraising Crime Stoppers

program, support local law

outlet for the community to
[31:12]
report information or tips
[31:14]
relative to a criminal
[31:15]
incident. These tips are
[31:17]
anonymous. The tipster’s
[31:22]
identity remains anonymous
[31:22]
throughout the process. If the
[31:25]
tip leads to an arrest or a
[31:27]
warrant, the tipster gets paid
[31:28]
in cash. Crime Stoppers
[31:32]
nationwide is celebrating its
[31:34]
50th anniversary this year.
[31:37]
Crime Stoppers of Citrus
[31:38]
County is celebrating its 17th
[31:39]
year. Since 2009 Crime
[31:44]
Stoppers of Citrus County has
[31:47]
seen a 20% increase in tips
[31:50]
received and rewards paid out.
[31:53]
What this means to our
[31:55]
community is we’re able to
[31:56]
help law enforcement
[31:57]
anonymously.

issues up Westside government

space. All the constitutional

officers and it was all him.

And so I think this would be a

fitting tribute. Start that

best for Citrus County. And

that was somebody much younger

and maybe not all in paying

attention to government at the

time. and that still always
[49:36]
took time to be kind and
[49:37]
helpful to me whenever he
[49:38]
could. I do. No. His impact
[49:43]
with Meadow crest. obviously
[49:43]
that would be fitting. I think
[49:48]
that’s wonderful that he was
[49:50]
also involved so much in the
[49:51]
trailhead. I didn’t know that,

went on talk to my neighbor

and told her about what I and

why we were talking. I noticed

a puff of smoke out there near

banning at Benning Road. And I
[55:49]
thought it was just a washing
[55:49]
machine or something going on.
[55:51]
Smoke and suddenly it turned
[55:53]
black and said that that house
[55:57]
next door is on fire. That
[55:59]
older nobody was around. It
[56:00]
was just me and her. she said
[56:03]
someone might be in there. I
[56:06]
went to pound on the door and
[56:07]
the door was hot. So I got
[56:08]
away and she’s phoning 9-1-1.
[56:11]
And she said, Go Rescue. The
[56:12]
dog gets in the pack that in
[56:14]
and I’m not a dog person with
[56:17]
I’ve seen the dog in the in
[56:20]
the ground and it’s up big
[56:21]
dog. so I rescued a dog and on

guys, it’s safe. And just want

to say how good the fire

department. The police and

everybody there. She

practically up hung up the

phone and they I could hear

them coming right away. went

to the city council and told

them about the good response

from there fire department

Promote family values and the

reason I’m here today is
[58:06]
because recently are actually
[58:10]
let month the county
[58:14]
commission voted on the policy
[58:14]
for the library displays the
[58:20]
chairwoman dining Finnegan
[58:21]
said that the policy would
[58:24]
allow historical displays of
[58:25]
Charlie Kirk Martin Luther
[58:27]
King’s specifically 2 days
[58:28]
later, the Library advisory
[58:31]
board met and literally just
[58:34]
contradicted the county
[58:34]
commission. Is that no, that’s
[58:35]
wrong. Charlie Kirk is not
[58:36]
just Oracle. I feel that
[58:36]
that’s you know, defying the proper authority. I think
[58:42]
that’s we fight with way out
[58:45]
of line. And I told you this
[58:45]
before that are liberals or
[58:46]
cowards because, you know, a
[58:49]
couple of constructing a
[58:50]
couple of liberal showed up
[58:51]
mostly conservative short of
[58:54]
that board as did to you know,
[58:55]
prove a library policy library
[58:56]
display for Charlie Kirk and

they ended up going with a

couple of people called

divisive. One of the members

actually said decisive. I

appointing conservatives that

represent the people of Citrus

County, not the polar

opposite. Only one

conservative right now on that

board. But regardless of that,

I think that the county
[59:27]
commission needs to just, you
[59:28]
know, say what they already
[59:32]
said that the policy says,
[59:32]
which is that allows Charlie
[59:37]

that this morning I was at the
[59:39]
Lake County Commission meeting
[59:43]
and we there were several of
[59:43]
us that went and we all asked
[59:47]
them to do a library. I mean,
[59:48]
Charlie Kirk, the of
[59:49]
remembrance because up in
[59:50]
Tallahassee this year there
[59:53]
was a bill that would declared
[59:54]
October the 14th, which is
[59:56]
Charlie Kirk’s birthday, the

Charlie Kirk, remembrance.

passed the House of

Representatives. But when he
[1:00:01]
went to the Senate, pass all
[1:00:03]
the committees, but the rules

chair decided not to allow to

come to the floor for a vote.

So the Christian family

collisions been going around
[1:00:08]
to different counties and
[1:00:10]
asking them to do a Charlie

counties that have honor
[1:00:17]
Charlie Kirk, either by naming

roads after a nearby declaring

some cases allowing our

requesting a book display. The

libraries. Sumter, Marion,

Jefferson, Flagler, Collier,

Manatee Walton There may be
[1:00:37]
others but Citrus County is
[1:00:39]
one of the very few that
[1:00:39]
hasn’t done anything either
[1:00:42]
Murrow display. I mean, story
[1:00:43]
of a road renaming a A day of
[1:00:45]
remembrance, a book display
[1:00:46]
and I just want remind why
[1:00:49]
Charlie Kirk was killed.
[1:00:53]
Charlie Kirk’s killer,
[1:00:55]
although he wasn’t
[1:00:56]
transgender, he was dating a
[1:00:57]
transgender. And the reason
[1:00:57]
that he was upset, Charlie
[1:00:58]
Kirk is because basically
[1:01:00]
spoke difficult truth that and
[1:01:03]
cannot become a And that is
[1:01:04]
just. The vast majority.
[1:01:08]
People agree with that. the
[1:01:10]
best majority people in sit in
[1:01:12]
Citrus County, especially are
[1:01:14]
Christians and they don’t want
[1:01:17]
a target on their back because
[1:01:17]
they don’t agree that a man
[1:01:18]
can become a woman. And
[1:01:21]
basically that’s why he was
[1:01:21]
killed. And when the library
[1:01:25]
advisory board, you know that
[1:01:27]
they decide because a couple
[1:01:28]
of people, including a
[1:01:29]
transgender community, trance,
[1:01:30]
whatever transvestite comes to
[1:01:31]
the library advisory board.
[1:01:33]
And says he was divisive. They
[1:01:36]
say, oh, we can have a display
[1:01:37]
of him now. The same meeting,
[1:01:41]
the library director said that
[1:01:42]
Black History Month will
[1:01:44]
continue. Black History Month
[1:01:46]
displays include Malcolm X,
[1:01:46]
who was. anti white extremist.
[1:01:51]
You know, so you can have a
[1:01:52]
month-long of Malcolm X and
[1:01:53]
not even a week of Charlie
[1:01:56]
Kirk. So I think it’s very
[1:01:56]
important that the county
[1:01:59]
commission now that they’ve
[1:02:00]
created a policy and they’ve
[1:02:02]
interpreted in a certain way
[1:02:03]
that they allow a Charlie Kirk
[1:02:04]
display for one week in
[1:02:05]
October the other thing I
[1:02:10]
wanted to just briefly
[1:02:10]
addresses that. A couple
[1:02:16]
meetings that EU meetings
[1:02:16]
before the election. I
[1:02:17]
mentioned that I felt that the
[1:02:19]
sheriff should be here before
[1:02:20]
you and I I believe he’s going
[1:02:21]
to be here on today’s turnout
[1:02:24]
during the budget tentative
[1:02:25]
budget session. And when he’s
[1:02:29]
here, I want you to ask him
[1:02:30]
about the how that sheriff’s
[1:02:32]
office is responding to death.

make sense. Charlie Kirk was
[1:03:44]
influencer, the influence he
[1:03:45]
gave a different point of
[1:03:46]
view. 2 liberal colleges to
[1:03:51]
students with you Rush
[1:03:52]
Limbaugh’s skate say schools
[1:03:57]
for most young Scot will.
[1:03:57]
However, he said it. It
[1:04:00]
doesn’t make sense. He was an
[1:04:02]
influencer. Yes, he gave
[1:04:04]
college students an opposite

view of the liberal stuff.

politics. He wasn’t running

believe that their gross

mismanagement of their money
[1:05:45]
as we were talking last a

library board. They were
[1:05:48]
talking about the to
[1:05:49]
approximate about 6 million
[1:05:51]
dollars for the library.
[1:05:53]
budget, which means that 1.2
[1:05:57]
million dollars per a lot
[1:06:01]
money for libraries as what
[1:06:03]
the library board is asking
[1:06:05]
for. And so when I think about
[1:06:08]
that, that seems like awful
[1:06:09]
lot of money that is be an MS
[1:06:13]
manage some good. But we have
[1:06:17]
no idea how it’s being
[1:06:18]
mismanaged. 1.2 million
[1:06:22]
dollars of our tax payer money
[1:06:24]
is going to a library board
[1:06:27]
our library where the board
[1:06:29]
it’s so slanted in one
[1:06:31]
direction that I feel like
[1:06:33]
maybe what we should do is
[1:06:35]
look to see how our money is
[1:06:38]
being spent, where it’s being
[1:06:39]
spent, how it’s being spent
[1:06:40]
and what on is it being spent
[1:06:43]
on there should be type I know
[1:06:46]
you come out. The budget says,
[1:06:48]
hey, we need But what we
[1:06:50]
didn’t really need that money
[1:06:51]
for. Because our taxes. We
[1:06:57]
know that this thing’s going
[1:06:58]
to pass for for property
[1:07:01]
taxes. Y’all are going to need
[1:07:03]
to replenish that money. But I
[1:07:06]
would tell you where it comes
[1:07:06]
to the library. I believe that library board. And
[1:07:13]
library manager. It is not
[1:07:17]
going to do what you all love
[1:07:18]
directed them to do. So. I ask

you to. How do we look into
[1:07:26]
what are we? What are they
[1:07:27]
spending our money on? Where’s
[1:07:28]
it? At? You know, like a set
[1:07:33]
when you look at it, you know,
[1:07:35]
a 6 billion dollars that
[1:07:36]
doesn’t sound so bad. But when
[1:07:38]
you look at it, that is 5
[1:07:39]
libraries. What’s 1.0? 2
[1:07:44]
million dollars per library
[1:07:44]
going to? Where’s the money?
[1:07:47]
Follow the because citizens
[1:07:49]
like myself, we want to know
[1:07:53]
and if they’re going to, you
[1:07:54]
know, basically their nose up
[1:07:56]
well. We want to know where
[1:07:59]
that money is being spent and
[1:08:01]
I’d like to know how to find
[1:08:02]
that information out. Thank

about surveillance in this
[1:08:59]
county Stephen Anderson. And
[1:09:00]
I’m a business owner and
[1:09:01]
resident, was scary? I’m here
[1:09:04]
tonight to praise the recent
[1:09:06]
suspension of the sheriff’s
[1:09:07]
office automated license Plate
[1:09:08]
reader program, but also tears
[1:09:09]
as 4 to finish the job.
[1:09:13]
Governor DeSantis recently
[1:09:13]
revoked say permits for these
[1:09:15]
interests are devices
[1:09:16]
explicitly warning that we
[1:09:17]
must reject a quote, digital,
[1:09:20]
surveillance state, unquote.
[1:09:24]
The sheriff is turned off his
[1:09:25]
department’s cameras. A
[1:09:25]
massive legal loophole remains
[1:09:26]
rare in Citrus County. Private
[1:09:30]
entities. Retail corporations
[1:09:30]
like Lowe’s and Inverness and
[1:09:31]
private developments are still
[1:09:34]
operating independent license
[1:09:35]
plate readers that capture
[1:09:35]
data and everyday citizens.
[1:09:38]
Furthermore, because the
[1:09:39]
governor’s mandate only
[1:09:40]
applies to state highway
[1:09:43]
rights of way. Our local
[1:09:43]
county on roads remain
[1:09:44]
entirely and protected. A
[1:09:48]
citizen’s right to privacy
[1:09:49]
should not depend on which
[1:09:49]
road drive down or which
[1:09:50]
parking lot they enter. If
[1:09:52]
private companies can continue
[1:09:53]
to harvest or and profit off
[1:09:56]
of our travel patterns, we
[1:09:57]
have not truly ended mass
[1:09:58]
surveillance. We have just
[1:09:59]
outsourced it. Or just
[1:10:03]
commission to take immediate
[1:10:03]
legislative action. We need a
[1:10:04]
comprehensive county ordinance
[1:10:07]
that prohibits the
[1:10:09]
installation of automated
[1:10:09]
license plate readers on all
[1:10:11]
county maintain roads right
[1:10:11]
towards utility poles and
[1:10:14]
place. Strict limits on
[1:10:14]
private commercial
[1:10:15]
surveillance groups within our
[1:10:17]
county. Let’s protect our
[1:10:19]
citizens 70 and keep Citrus
[1:10:20]
County free from continues.

sheriff and the governor of

county attorney draft an

ordinance banning this
[1:10:59]
technology. We use the power
[1:11:00]
given to you to do what your
[1:11:03]
constituents are asking of.
[1:11:04]
You or if another reason to
[1:11:05]
brush it off. off our right to
[1:11:08]
freely travel. Number 8. Good

about Citrus County’s Motorola
[1:11:39]
vigilant license plate system.
[1:11:42]

with this board found after
[1:11:44]
chair, but again she would
[1:11:45]
look into the cameras. The
[1:11:47]
public is still not seen the
[1:11:48]
contract. The retention
[1:11:50]
settings, the sharing
[1:11:51]
configuration or the audit
[1:11:52]
logs. The situation in Florida
[1:11:55]
has recently changed. As
[1:11:59]
Stephen Miskin before me, the
[1:12:01]
Florida Department of
[1:12:02]
Transportation has revoked
[1:12:03]
license plate reader permits
[1:12:04]
on state roadways and ordered
[1:12:06]
those cameras removed. On
[1:12:10]
August 31st. Putnam County
[1:12:11]
Sheriff discontinued his own
[1:12:14]
program saying the technology
[1:12:15]
is advancing faster than the
[1:12:15]
laws that govern it. In Pasco
[1:12:19]
County. The sheriff is ending
[1:12:22]
the county roadway agreement
[1:12:23]
after the board withdrew
[1:12:23]
support. That last example is
[1:12:26]
the one that applies here. The
[1:12:30]
state’s action on state roads
[1:12:31]
does not remove the cameras on
[1:12:32]
Citrus County roads. That
[1:12:33]
decision is still yours. The
[1:12:37]
systems are not just hot list.
[1:12:40]
Alarms Motorola’s on materials
[1:12:42]
describes a searchable vehicle
[1:12:44]
location, history and access
[1:12:45]
to detections beyond a single
[1:12:48]
agencies. Cameras that is
[1:12:49]
continuous tracking of
[1:12:51]
ordinary people not only
[1:12:52]
wanted plates. No one is
[1:12:55]
saying that crime solving does
[1:12:56]
not matter. But usefulness is
[1:12:59]
not the only test for how much
[1:12:59]
surveillance power government
[1:13:02]
keeps. If it were, there would
[1:13:02]
be no limits at all. This
[1:13:05]
board cannot run the sheriff’s
[1:13:07]
office. You can decide what is
[1:13:09]
allowed on county roadways and
[1:13:12]
whether public money keeps
[1:13:12]
paying for this. I’m asking
[1:13:15]
this board for 3 things. First
[1:13:17]
to publish the Motorola
[1:13:19]
contract. It’s retention
[1:13:22]
settings. Its data sharing
[1:13:22]
configuration and its audit
[1:13:25]
records. Second to require
[1:13:27]
board approval before any
[1:13:29]
automatic license plate
[1:13:30]
readers are placed on county
[1:13:32]
owned property. Our county
[1:13:32]
maintained rights of way. So
[1:13:34]
the public has a chance to
[1:13:35]
oppose each one. Used that
[1:13:39]
authority and your budgetary
[1:13:41]
authority to end this program
[1:13:43]
and calling the sheriff to
[1:13:44]
remove the cameras that are
[1:13:44]
already up. Other Florida
[1:13:47]
officials are already
[1:13:49]
reversing course. So should
[1:13:50]
not leave county roads behind.

colleges, teaching values,

telling them not to steer to

the commissioner emails are

posted publicly.

can be there with pretty much

as they come in. Someone asked

you guys to do more

records for the most
[1:19:10]
meticulous on, though the
[1:19:11]
emails are public record. We
[1:19:13]
should have to ask for the
[1:19:15]
necessarily. So yes, can
[1:19:17]
create a process to make it
[1:19:18]
more transparent, easier for
[1:19:19]
people to find emails. And
[1:19:20]
that would also reduce the
[1:19:21]
burden on staff to have to
[1:19:22]
provide all these e-mails the
[1:19:23]
research and all those things.
[1:19:25]
So asking for us to look into
[1:19:27]
that option for an online
[1:19:28]
portal of sorts for email
[1:19:29]
searches going to public
[1:19:34]
records. I sent each of you
[1:19:34]
has records request on July
[1:19:35]
15th. 55 days ago, part of
[1:19:39]
that request was social media
[1:19:39]
stuff. Part of that request
[1:19:40]
was phone logs and things like
[1:19:42]
that to date. One person fill

that completely today, 2

people told me they were
[1:19:47]
working on their call, a
[1:19:49]
portion of That was 2 to 3
[1:19:50]
weeks ago and haven’t heard

updates on that. One person

has an even get update

anything and then the other
[1:19:58]
person kind of give me a
[1:20:00]
reason why they couldn’t
[1:20:01]
fulfill its, which isn’t based
[1:20:02]
on state law. and you guys, a
[1:20:06]
state law on these are not
[1:20:08]
options. don’t have an option
[1:20:09]
to ignore the rest request.

You have to fill the request.
[1:20:12]
the issue that you guys have
[1:20:13]
here is you guys use your
[1:20:13]
personal stuff and vices.

Therefore, you guys are the

custody of those records. The

reason I ask you for them is

the county doesn’t access to
[1:20:19]

custody records for those and

the same request to the county

administrator. I got those

requesting so they fill them

nice. And week afterwards so

they Mr. Howard, for doing

that they want to talk about I

think we need to revisit the

policy of staff and the

commissioner communications

and things like that.

Recently. I found that

commissioners are using staff
[1:20:49]
too compiled data. One of the
[1:20:53]
request providing a list of
[1:20:54]
all the voted for any
[1:20:56]
development projects. I can’t
[1:20:58]
think of any county reason
[1:20:59]
that somebody would be that
[1:21:00]
information. Staff’s been time
[1:21:01]
to compile that list and then
[1:21:02]
provide that list of that
[1:21:04]
person. Somebody else recently
[1:21:06]
has been using staff to create
[1:21:08]
a presentation that they’re
[1:21:09]
going separately. That’s not a
[1:21:11]
county presentation and
[1:21:11]
they’re using staff time and
[1:21:12]
resources to compile the
[1:21:13]
presentation for them and
[1:21:14]
they’re going to staff to get
[1:21:16]
that done. So again, a
[1:21:19]
question why you guys are able
[1:21:20]
to do that. Why you guys are
[1:21:21]
using staff resources for your
[1:21:24]
personal presentations or
[1:21:26]
personal information. The
[1:21:26]
cheese for whatever reason and
[1:21:30]
then why the ministrations
[1:21:30]
line, you guys at that access
[1:21:32]
because the administrative
[1:21:33]
regulation says that you guys
[1:21:33]
have to go the administrative
[1:21:35]
administrator than determines
[1:21:37]
whether it’s a valid request
[1:21:37]
that sends out to staff and
[1:21:40]
not for us to go individually
[1:21:41]
to the staff member of your
[1:21:41]
choice to get that done. So
[1:21:43]

everybody comes up and says,

well, I’m a conservative. A

it wants to be. At least

that’s what I’m finding out.

You can be a financial

conservative. You can be

conservative. But I do have

some of the tendencies and

people need to be able to look

at a situation and judge it on

the library board at least

about our citizens works. Our

competitive the big bid

package and take care of our

employees. We are self-insured
[1:32:00]
and ultimately every dollar of
[1:32:02]
claims as our dollars. So in

2018 car insurance costs was
[1:32:05]
approximately 3.7, 5 million.

In your 26. The budget is

approximately 12 Million.

That’s 3 times more than it

was 8 years ago. And 26 alone

increase. At some point,

simply increasing the premium

every year is not a cost

management strategy. We

established an employee clinic

in 2013, specifically in an
[1:32:34]
effort to reduce health costs.

Yet when we renew that
[1:32:37]
contract, I did not see it
[1:32:40]
independently verified and also showing that
[1:32:41]
clinic cost all in and what it
[1:32:45]
actually saves the plan. And I
[1:32:45]
still want to see that. Which
[1:32:48]
I brought up and it was agreed
[1:32:49]
to renew it. I also want to
[1:32:53]
understand why we’re entering
[1:32:55]
into another long-term
[1:32:56]
relations relationship with
[1:32:57]
Florida blue without seen a
[1:33:00]
competitive market analysis.
[1:33:02]
If we haven’t been this
[1:33:02]
business, why not? And
[1:33:05]
finally, I think we need to
[1:33:06]
rethink the entire philosophy
[1:33:08]
of this plan. I am not
[1:33:09]
suggesting that we penalize
[1:33:11]
someone because they have
[1:33:12]
cancer, diabetes, high blood
[1:33:13]
pressure or any other medical
[1:33:14]
condition. But I do not
[1:33:17]
believe there should be
[1:33:18]
responsibility attached to
[1:33:19]
receiving a very substantial
[1:33:19]
tax funded. Health benefit. We
[1:33:23]
should investigate the legally
[1:33:25]
compliant wellness and help
[1:33:25]
engagement program where
[1:33:27]
employees who participate in
[1:33:30]
preventive and management of
[1:33:31]
their health and received the
[1:33:33]
county contribution while
[1:33:34]
employees who choose not to
[1:33:35]
participate, contribute more
[1:33:36]
to their coverage. There are a
[1:33:39]
couple things I noticed in
[1:33:42]
that we’re raising our limit
[1:33:43]
from 200,000 to 300,000. So I
[1:33:48]
would like to know what that
[1:33:49]
means to the county. On our
[1:33:54]
stop loss, what that’s going
[1:33:54]
to cost us. The 26 27 premium
[1:34:00]
sumption. There’s a 10% base
[1:34:02]
increase. Are projected
[1:34:07]
disbursements are 16.5, 6,
[1:34:10]
2 Million. The 27 Health
[1:34:12]
Insurance Fund. A 17.3, 3
[1:34:12]
million. The clinic retried on
[1:34:16]
a valuation. There’s been
[1:34:18]
nothing that clinic is costing
[1:34:19]
us. 1.4, 5 million. So I have
[1:34:22]
a lot of questions about this
[1:34:27]
and I just don’t think that
[1:34:28]
this for me, this isn’t
[1:34:29]
something that we should just
[1:34:29]
automatically approve. Anyone
[1:34:33]
Yeah. Commissioner there. When
[1:34:39]
I read this, I I first came on
[1:34:41]
board. I wanted to know why we
[1:34:41]
weren’t shelf and and they
[1:34:42]
should just work.

us to find better, less

have the time to do it. And

that we need the time to get.

To where we want to be. And I

know all the companies in the
[1:35:58]
United States have all of that
[1:35:59]

health care is just
[1:36:04]
skyrocketing. It’s not going
[1:36:05]
down no matter where you live.
[1:36:11]
Westlake for deductibles and
[1:36:12]
gotten really ridiculous. We
[1:36:15]
offer our employees a good
[1:36:15]
plan. And I’m proud of what we
[1:36:18]
are from them. But you’re
[1:36:20]
right. It is too expensive.
[1:36:22]
But at this point, it is a
[1:36:25]
little too late in the game
[1:36:27]
not to approve this. And
[1:36:30]
because I don’t think we’d be
[1:36:30]
able to get a decent plan by
[1:36:33]
October. The first. If
[1:36:41]

contractor renewing the

contract with the clinic live.

The discussion at that time
[1:37:05]
was that we have a 90 day out,
[1:37:08]
even with the renewal to give
[1:37:14]
the county some time consider
[1:37:16]
whether or not continued
[1:37:16]
operation of that clinic was
[1:37:19]
in our best interest
[1:37:20]
financially. And so I think
[1:37:22]
that does need to be looked at
[1:37:24]
delivery of health primary
[1:37:27]
care in particular has changed
[1:37:31]
dramatically with the advent
[1:37:32]
of tele medicine I mean,
[1:37:37]
that’s that’s no, no surprise
[1:37:40]
anybody. I’m sure. But used to
[1:37:40]
be just specialists. No more
[1:37:43]
and more folks are using
[1:37:47]
telemedicine for their primary
[1:37:48]
care. And I’ve got to believe
[1:37:53]
subscriptions or or or
[1:37:56]
contracts would be much less
[1:37:59]
expensive than maintaining a
[1:37:59]
brick and mortar clinic for
[1:38:03]
the purposes of of treating
[1:38:04]
the conditions, the list of
[1:38:06]
conditions that we saw
[1:38:07]
permanently the, you know, the
[1:38:08]
top, the top 2 or 3 conditions
[1:38:12]
that are the clinic sees are
[1:38:13]
all things that I believe
[1:38:15]
could be handled through telemedicine at a much
[1:38:18]
lower cost per visit. So
[1:38:21]

conversation. Ultimately, I

could save the taxpayers money
[1:38:29]
as far as this I do think that

we should approve this today.

know that recently happened,

the Blue Blues last year from
[1:38:42]
the conversations you’ve got

to have, you’ve got to have
[1:38:47]
insurance companies that want
[1:38:51]
the business. in Citrus County
[1:38:52]
we’ve been we’ve been very
[1:38:55]
limited in terms of the actual
[1:38:57]
insurers that are interested
[1:38:58]
being here maybe that changes
[1:39:03]
with with the increase in
[1:39:04]
commercial activity year.
[1:39:05]
Those larger names, maybe they
[1:39:08]
bring bring some more interest
[1:39:09]
from from different companies.
[1:39:12]
I know the sheriff’s office
[1:39:14]
changed too United Healthcare.
[1:39:18]
I don’t recall exactly how
[1:39:20]
long ago that was. But they
[1:39:20]
went through the exercise and
[1:39:23]

Lantern Surgery Administration

is almost 62,000 clinic
[1:40:48]
management fee is 258,000.

mean, Commissioner Barry has

been a very watchful person
[1:40:57]
over the budget. So I think

this is something that, again,
[1:41:04]
it’s not about taking it away,

but this is not sustainable.

Right now. If we were to take

this and divide it out by
[1:41:14]
employee, we’re spending

$18,500 per employee for

health care plan. That is not

sustainable. I’m not trying to

something that we should have

been looking at. I brought it

during my time on this board.

Apopka construction has been
[1:54:15]
completed and would like
[1:54:17]
permission to go ahead and
[1:54:17]
remove this from our tracking
[1:54:18]
list. Same with CR. 39 with
[1:54:23]
the trail. That project is
[1:54:25]
still closing out. But
[1:54:25]
construction has been
[1:54:27]
functionally completed. So if

you drive down that road

heard testimony that about

200,000 of that is is proposed

to be taken up by Home Depot

and the out parcels. We

haven’t seen permitting for

the out parcels yet. So I
[2:28:19]
didn’t have that exact figure
[2:28:19]
in the staff report, but that
[2:28:23]
leaves them with about 350,000
[2:28:25]
for the remaining acreage.

That’s not meant much for that

amount of square footage. That

amount of acreage on. 44, so

they are proposing to increase

that area. So even though we

only have 5 feet to put it in
[2:45:07]
still will comply with all the
[2:45:10]
landscaping requirements. But
[2:45:12]
if we were provide a 10 foot
[2:45:13]
buffer, the site, the
[2:45:17]
constraints are just such that
[2:45:18]
we would lose that entire 14
[2:45:20]
rows of parking along
[2:45:21]
Pittsburgh on the East side,
[2:45:21]
14 parking spaces sees me and
[2:45:25]
on the South side that 5
[2:45:26]
additional fee would also
[2:45:30]
jeopardize the circulation. We
[2:45:31]
want to have the 20 foot wide
[2:45:33]
aisle with for the drive aisle
[2:45:34]
for two-way traffic. So for
[2:45:37]
safety concerns and traffic
[2:45:39]
flow we have requested those
[2:45:42]
deviations and feel that they are appropriate. Current
[2:45:46]
site our civil Talk a little
[2:45:48]
more us to access point. There
[2:45:51]
are a lot of access points
[2:45:52]
that are proposed to be
[2:45:54]
removed. There are 2 current
[2:45:54]
access points on U.S. 19 that
[2:45:55]
will be removed. So a big
[2:45:57]
safety improvement there.
[2:46:00]
will be then one right
[2:46:01]
in right out off of West home
[2:46:04]
assassin with a raised median
[2:46:05]
in accordance with the county
[2:46:08]
engineers. Conditions as well
[2:46:09]
as a full access point off of
[2:46:11]
Pittsburgh and off of
[2:46:11]
Aqueduct, as you see. This is
[2:46:19]
a proposed conceptual
[2:46:20]
landscape plans to give you
[2:46:23]
again and as this would be a
[2:46:24]
huge upgrade for the site. So
[2:46:27]
you see those larger canopies
[2:46:31]
there. Those are 2 existing
[2:46:31]
specimen trees that are on
[2:46:33]
site. There is. And I don’t
[2:46:34]

Maybe it does move power

point. The one specimen tree.

The arborist will come up and
[2:46:55]
talk about it is located. It
[2:46:57]
on the northwest corner and we

the middle of the drive aisle.

Unfortunately. And it is and

that deviation removal of one
[2:47:38]
specimen tree, which we will

impervious surface ratio of
[2:47:44]
75% and landscaping buffers to 5 FA along the south and
[2:47:49]
East property lines. So the
[2:47:52]
parking it justification as I
[2:47:56]
mentioned, the parking study
[2:47:56]
has been submitted in this
[2:47:57]
part of your part of your
[2:48:01]
record with the 85th
[2:48:03]
percentile for a for coffee
[2:48:08]
donut shop which is not
[2:48:09]
provided for under your code.

Just why we look to it is
[2:48:15]
requires. 26 faces for the

proposed site. The 85th

percentile for the fast Food
[2:48:21]
restaurant would require. 29

space is bringing us to that.

And then that brings us to the
[2:48:58]
3rd tree that is located more
[2:48:59]
of the center of the site. And
[2:49:02]

experience from Tree checkup
[2:49:12]
to discuss his arborist report
[2:49:13]
and the justifications. Thank

Five-match arborist been
[2:49:26]
practicing for 33 years. So I
[2:49:30]
visited the proximate week or
[2:49:30]
so ago. And inspected the all
[2:49:34]
3 of the trees, one tree.
[2:49:36]
That’s in question. That’s
[2:49:40]
basically on the called the
[2:49:41]
North West side of the
[2:49:42]
property. Staff had look at
[2:49:49]
and pretty agreed with their
[2:49:50]
findings. Pull out what was
[2:49:53]
really locking. There was an
[2:49:54]
overall rating of the tree. I
[2:49:56]
found the trees generally what
[2:50:00]
I would consider fair
[2:50:03]
condition. It definitely house
[2:50:03]
significant amount decline.
[2:50:07]
The staff and really kind of
[2:50:09]
indicated that they felt that was related to the recent
[2:50:11]
droughts that we’ve had. I
[2:50:11]
think as we all know, that
[2:50:14]
honor drought conditions for a
[2:50:16]
long time here in Citrus
[2:50:17]
County. But more importantly,
[2:50:20]
what I found was that the
[2:50:23]
trees really being impacted by
[2:50:25]
the asphalt. Me could you
[2:50:26]
might go see it there. In that
[2:50:28]
photo. Is really being
[2:50:31]
impacted by the asphalt. It’s
[2:50:32]
going. Almost within 5 feet of
[2:50:36]
the base of the tree. There’s
[2:50:38]
large curling route on that
[2:50:39]
side of the tree. You can see
[2:50:41]
we’re small asphalt actually
[2:50:43]
being lifted. Then you have
[2:50:44]
the Jason Building, which is
[2:50:46]
also within the drip line and
[2:50:47]
tree. In summary. Really what
[2:50:51]
I found is a tree that’s great
[2:50:55]
condition soon for condition.
[2:50:59]
The bigger problem is any kind
[2:51:00]
of construction that’s going
[2:51:02]
to be done on the site. Just a
[2:51:03]
simple process of demolishing
[2:51:07]
the building. It’s all point a
[2:51:09]
possible everything. My
[2:51:10]
thoughts going to do more
[2:51:10]
damage to the tree. And based
[2:51:12]
on that, you know. To me the
[2:51:17]
simpler solution is, you know,
[2:51:18]
go ahead and remove that tree
[2:51:19]
and really try to focus
[2:51:20]
efforts on trying preserve the
[2:51:21]
other 2 remain trees that the
[2:51:23]
one by the car wash isn’t very
[2:51:25]
good condition. I think one in
[2:51:28]
the right away. They have
[2:51:30]
issues.
[2:51:40]

resolved. So the proposed PD

is consistent with your
[2:52:14]
comprehensive plan as you see
[2:52:15]
in your staff report. It is
[2:52:18]
consistent with policies.
[2:52:20]
2017.7 in policy. 6017.2, as
[2:52:24]
we mentioned before, this is a
[2:52:26]
previously developed site.
[2:52:26]
There is services that are
[2:52:28]
there and readily served the
[2:52:30]
site with very minimal
[2:52:31]
environmental impacts. That is
[2:52:35]
consistent with your land
[2:52:37]
development code has to access
[2:52:39]
management. All of the
[2:52:41]
proposed access points have
[2:52:41]
been reviewed and approved by
[2:52:42]
the county engineer. Storm
[2:52:45]
water will have to comply with
[2:52:47]
the requirements in your ldc
[2:52:48]
and again Mr. Carter can speak
[2:52:48]
to that in more detail. The
[2:52:51]
ISR we are requesting the
[2:52:53]
deviation to 75%. The FAA are
[2:52:57]
again, will be in compliance
[2:52:59]
well below the maximum. 1.0
[2:53:03]
landscaping buffers. We do
[2:53:05]
requests that deviation for
[2:53:06]
the south and east buffers to
[2:53:06]
5 feet. The tree preservation
[2:53:12]
again to 3 specimen. Trees, of
[2:53:13]
course, will be preserved. And
[2:53:16]
the one that you heard from Mr
[2:53:17]
Style will require removal.

Parking standards. We will

Water District and the solid

waste will utilize commercial
[2:54:07]
solid waste in the Citrus
[2:54:08]
County Landfill, which we
[2:54:10]
submitted a capacity letter
[2:54:10]

of hit on a couple of key

points about how this site is
[2:55:06]
constrained. One of the things
[2:55:07]
that’s a typical about this
[2:55:08]
site is exported by right away
[2:55:08]
on all 4 sides. So you’re
[2:55:11]
going to have stringent
[2:55:12]
requirements in terms of
[2:55:12]
setbacks in terms of buffers.
[2:55:13]
The site’s only an acre and a
[2:55:16]
half. One of the questions
[2:55:18]
that came up at the PDC What
[2:55:19]
what’s going on out there
[2:55:20]
today? There’s about 15,000
[2:55:21]
square feet of commercial out
[2:55:23]
there today. We’re only
[2:55:23]
proposing 5,000. We got some
[2:55:27]
great feedback from the PTC.
[2:55:28]
And since then we’ve met with
[2:55:29]
staff, including the
[2:55:30]
Department of Public Works.
[2:55:30]
The county engineer Joanne and
[2:55:32]
her team. And so we’ve kind of
[2:55:34]
put together some more
[2:55:35]
information, hopefully get out
[2:55:35]
in front of your questions
[2:55:38]
kind of run through. Those now
[2:55:38]
has learned a 2 parking and
[2:55:41]
the impervious surface ratio,
[2:55:42]
we kind of look at those as
[2:55:44]
being one issue because the
[2:55:45]
more parking I have more, I
[2:55:47]
drive out that impervious
[2:55:49]
surface ratio, your code does
[2:55:51]
allow parking study to be
[2:55:52]
submitted and must follow Ite,
[2:55:52]
which is the institue of
[2:55:56]
transportation engineers.
[2:55:56]
That’s kind of the governing
[2:55:57]
body of all things traffic. So
[2:56:00]
we did a traffic study. We
[2:56:01]
came out with 55 spaces
[2:56:03]
required. We are proposing 59
[2:56:05]
on our current concept plan
[2:56:08]
and we’re asking the
[2:56:09]
condition, read 55 to allow
[2:56:11]
for some flexibility when we
[2:56:12]
move into design here. Why do
[2:56:15]
we think 55 spaces works give
[2:56:18]
you a few reasons. One, we
[2:56:19]
believe that these uses are
[2:56:19]
actually going to be
[2:56:20]
complementary to each other.
[2:56:21]
So you’re talking about a
[2:56:23]
coffee shop where their peak
[2:56:25]
hours really going to be
[2:56:26]
morning traffic rights on
[2:56:26]
tropics. Going to come in.
[2:56:28]
That business is also going to
[2:56:29]
be very vehicular oriented.
[2:56:31]
They estimate about 80% of
[2:56:32]
their customers stand their
[2:56:33]
vehicle and go through the
[2:56:35]
drive-thru. That’s why we have
[2:56:35]
such excessive queuing on the
[2:56:36]
coffee shop side. Where has
[2:56:39]
the Chipotle? They’re going to
[2:56:41]
have peak hours in the
[2:56:41]
afternoon early evening. So
[2:56:44]
those uses are going to
[2:56:44]
overlap with each other.
[2:56:48]
Chipotle uses. Lauren
[2:56:48]
mentioned they’re using this
[2:56:49]
new Chipotle in concept, which
[2:56:50]
is mobile order only so
[2:56:52]
everything is ordered and paid
[2:56:52]
for out of time. And you just
[2:56:54]
pick up so they will be more
[2:56:56]
parking intensive because
[2:56:57]
we’re off kilter from each
[2:56:58]
other. They’re complementary
[2:56:59]
uses. We didn’t take any
[2:57:00]
additional credits for, you
[2:57:01]
know, I shared study for the
[2:57:05]
bicycle parking. Those are
[2:57:06]
things that are just required
[2:57:06]
by code. But we are providing
[2:57:07]
and meeting all of those
[2:57:09]
criteria. The other thing to
[2:57:10]
consider is that these are
[2:57:11]
major national brands. They
[2:57:14]
are very in tune with amount
[2:57:15]
of parking. They didn’t
[2:57:15]
they’re not going to make that
[2:57:16]
kind of financial commitment
[2:57:17]
to a site. They feel like they
[2:57:18]
don’t have the parking. These
[2:57:21]
are not essential uses. We’re
[2:57:22]
not talking about hospitals or
[2:57:23]
anything like that. I know a
[2:57:24]
cup of coffee can feel like an
[2:57:25]
emergency sometimes. But
[2:57:28]
you’re driving down the road
[2:57:30]
the morning. You can get a
[2:57:30]
stop here. You’re going to go
[2:57:31]
another block down the road
[2:57:31]
and find somewhere else to get
[2:57:32]
your coffee. So we feel very
[2:57:34]
confident in the parking that
[2:57:35]
we’re providing. And again,
[2:57:38]
that report lane concept. we
[2:57:39]
have to explain that a lot
[2:57:39]
because it’s such a new idea.
[2:57:43]
We are providing the 14 per
[2:57:44]
DIA spaces. As Lauren
[2:57:46]
mentioned, that was just an
[2:57:48]
effort to try to meet the
[2:57:48]
closer to that 70% number. And
[2:57:51]
the GNC, the Citrus County
[2:57:52]
code does not allow for that.
[2:57:53]
Even though it’s brought up at
[2:57:54]
the peace PC. But if you were
[2:57:57]
to account for that, that puts
[2:57:58]
us at 70.3% impervious Just a
[2:58:01]
hair over. If we actually
[2:58:02]
consider that being into the
[2:58:03]
equation and again, we want to
[2:58:06]
provide the appropriate amount
[2:58:08]
of parking. There’s no point
[2:58:08]
putting too much excess
[2:58:10]
parking on there. We’re going
[2:58:11]
to increase storm water runoff
[2:58:15]
create other issues and want
[2:58:16]
act on infrastructure that’s
[2:58:16]
already out there. access
[2:58:21]
members with this is first
[2:58:21]
light is kind like a global
[2:58:23]
view. As already mentioned,
[2:58:25]
there’s 7 access points out
[2:58:27]
there today. It’s kind of a
[2:58:28]
wild west in terms of access.
[2:58:28]
It’s very unsafe. Not only do
[2:58:32]
none of those meet standards,
[2:58:33]
spacing criteria, they’re also
[2:58:34]
kind of geometrically ball, I
[2:58:38]
guess is the way I would
[2:58:39]
describe them that are just
[2:58:39]
create a lot of unsafe
[2:58:40]
conditions. Myanmar to wider,
[2:58:42]
too narrow. And so we feel
[2:58:43]
that we’re really improving
[2:58:44]
the overall scenario. We are
[2:58:46]
proposing 3 total access
[2:58:47]
points, which are going to be
[2:58:48]
the 2 full access is and the
[2:58:51]
one restricted riding right
[2:58:52]
out Homosassa Trail. That was
[2:58:55]
when we spent the most time
[2:58:56]
talking about. And again,
[2:58:57]
we’ve had several meetings
[2:58:58]
with the county Engineering
[2:58:59]
Department of Public works
[2:59:00]
about this access on Homosassa
[2:59:01]
Trail, how to make this as
[2:59:01]
safe as possible and what we
[2:59:03]
really kind of settled on as
[2:59:04]
we’re just going to throw the
[2:59:05]
whole book out. So we are
[2:59:08]
proposing physical constraints
[2:59:08]
by race meeting within the
[2:59:10]
right away. We’re also going
[2:59:12]
to have a raised median within
[2:59:13]
our driveway. What we
[2:59:14]
sometimes refer to as a pork
[2:59:15]
Chop island to try to channel
[2:59:16]
vehicles in and out and we
[2:59:18]
will have signage and
[2:59:20]
striping. So we’re doing
[2:59:21]
everything we can to make sure
[2:59:22]
that this is a limited riding
[2:59:22]
right out access. Landscape
[2:59:27]
that we talked about. The
[2:59:28]
targeted relief I mentioned
[2:59:29]
before. You’re bored by right
[2:59:30]
away on all 4 sides. So we
[2:59:31]
took note from the previous PD
[2:59:34]
and said, hey, let’s put the
[2:59:35]
10 foot landscape, buffer wits
[2:59:37]
on the major thoroughfares
[2:59:38]
will go down to 5 feet on the
[2:59:39]
side. Streets. But we are not
[2:59:41]
asking too reduce the amount
[2:59:43]
of plantings or anything like
[2:59:44]
that. We’re just really asking
[2:59:45]
to reduce the with. We have
[2:59:49]
the street tree canopy on the
[2:59:50]
east side. Again, this started
[2:59:52]
been alluded to are not
[2:59:53]
opposing to remove any of
[2:59:55]
those trees. You maintain that
[2:59:56]
historic canopy corridor
[2:59:56]
that’s required by code.
[3:00:01]
Specimen tree. I can talk
[3:00:02]
briefly about some of
[3:00:03]
engineering issues that we’re
[3:00:04]
going impacting that Rihanna.
[3:00:06]

[3:00:06]
of the tree and what’s going

on. But this site is located
[3:00:09]
within a coastal flood plain.

We are going to have to

elevate the site. We will be

code criteria as outlined in

the Land Development code. But
[3:00:19]
we are going to have to raise
[3:00:20]
the site and we estimate
[3:00:21]
there’s going to be about 2
[3:00:21]
and a half feet of fill that
[3:00:22]
tree stands today. You can’t
[3:00:24]
put that kind of fell over a
[3:00:26]
tree. Additionally, as John
[3:00:27]
already mentioned, with the
[3:00:28]
demo being very close, its,
[3:00:30]
it’s just no possible way to
[3:00:31]
say that if you see where it
[3:00:32]
leads, insight, geometrically,
[3:00:33]
it can’t be designed around.

Regional drainage was brought
[3:00:38]
up a little bit at the PDC.

working on this. But this was

be sufficient capacity and
[3:01:01]
everything was accounted for
[3:01:02]
as it stands today as our side
[3:01:06]
is concerned, we do already
[3:01:07]
have our swiftmud permit. We
[3:01:07]
were a tremendous exemption.

We will be looking at that
[3:01:11]
criteria with your code. I

know that’s really going to

matter because we’re going to

have to make a dream that

connection directly to the DOT

storm sewer, which means we’re

going to be open to their full

evaluation. So we anticipate

putting in underground system

similar to what the commercial

keep them up. We saw over and over that they were

paved the same thing with the

previous pavement. It’s hard

to maintain. So people just

pave over when they when they
[3:10:46]
redid their parking lot with

regular pavement. So it didn’t

work calculation wise. That’s

why we don’t accept it as part

of ISR. It’s not needed there

just telling you they’re planning on doing it.

at the PDC. Very happy that one that condition was
[3:12:30]
added in there. This is the

existing tree. They’re going
[3:12:36]
to keep on Pittsburgh and you
[3:12:37]
can see kind of the canopy
[3:12:38]
along Pittsburgh area. This
[3:12:39]
car wash will happily
[3:12:40]
comedown. And this is some of
[3:12:43]
the state park building. This
[3:12:44]
is tree that’s actually going
[3:12:44]
to be removed. So again, this
[3:12:49]
is a staff report. The PDC did
[3:12:50]
review this on August, 8th
[3:12:53]

concerns other than the

reduced buffer. They did not
