[6:27] did note one thing that I'll uh mention here on item H and I. There were some

[6:32] publication dates that were revised or corrected uh to be September 10th and

[6:37] 17th. Um, and I wanted to point out that the passenger counts at the airport have

[6:45] had really impressive gains year-over-year. Um, going back several

[6:49] years, but in particular the last two years, uh, gains of about 8 and, uh, 7%.

[6:57] So, um, from 24 to 20 25 uh, the years that

[7:03] are completed, um, really good. And so, um, love to see those positive trends

[7:10] in, uh, activity in and out of Aberdine. All right, we have no old business, but

[7:16] we do have 11 items of new. And our first one is an annual thing and very

[7:23] important thing. The public hearing and possible first reading of ordinance

[7:27] 260901. This is the 2027 appropriations

[7:32] ordinance. and we'll give some time to our city man after McNeil.

[7:37] » Yeah, thank you. So, as we began our work back in last December, uh, looking

[7:42] at our budget and doing our preparations for our 2027 budget, it's our honor to

[7:47] be able to bring forward this opportunity and agenda item for a public

[7:51] hearing and possible first reading of the ordinance 260901

[7:56] uh to appropriate and allow us um to be able to uh provide for the funding of

[8:02] projects and services in the calendar year of 2027 as recommended and provided

[8:06] by me and my city uh budget proposal which was um submitted on August 3rd.

[8:13] So, in essence, a lot of work uh went into the budget and I thank staff and

[8:17] and our finance department and all that were involved in this. And this is an

[8:21] opportunity to to hear any public input or comment in this public hearing and

[8:25] and further explain or or be able to articulate anything that anybody would

[8:30] have a question relative to our budget. I would like to state that I've received

[8:35] input from council staff and uh in the September 21st meeting, I will be

[8:40] announcing the promotional fund requests uh and the funding that will be

[8:44] allocated for that. And uh there is also a consideration on one quick

[8:50] modification that Jordan and I identified. I'll let Jordan explain that

[8:53] and then we would also like to demonstrate to the public where our

[8:57] budget exists on our city website. So we'll put that up on our monitor so

[9:00] people can see that as well. So Jordan, if you don't mind, you want to talk

[9:03] about our one small change here? >> Thank you, Dave. Um, through the course

[9:08] of budget uh formulation, we uh have a lot of moving parts and we have

[9:13] identified a few things that we needed to tweak from what was distributed to

[9:17] the public on Friday in our city council budget packet and on our website. And

[9:22] they are described um I guess I'll just kind of describe what what those were.

[9:26] So the first um we have a a modification to our health and welfare allocation uh

[9:34] reduction of 120,000 but there will be a corresponding increase to our economic

[9:40] development contributions by that like amount. Um so the net effect to that is

[9:45] zero. It was simply categorized within the wrong section. Additionally, we have

[9:50] consolidated our business uh our downtown bid district into our general

[9:54] fund, thereby eliminating a fund. Um in doing so, I failed to include that

[9:59] activity within the general fund. So, it's simply squishing two funds into

[10:03] one. So, what was once two, it's now one leads to simpler um easier financial

[10:09] reporting. You just have to remember to uh combine those actually when you

[10:13] report it. So, those are the two modifications that I have made. um since

[10:19] the budget was distributed to the public. Would you like me to go on

[10:22] further to demonstrate? Okay. Sure. So, what I'm sharing on the screen with uh

[10:26] the public and and those in our audience today, this is our budget or uh

[10:30] ordinance. This is the statutoily described um budget that we have to

[10:36] present it in. Of course, this isn't what you guys look at to understand

[10:40] what's going on. This is dense. There's there's very small text, but this says

[10:44] what it says and does what we need it to do. Um, what I'll try to what I'll

[10:48] attempt to do here is switch over to the budget documents that actually make more

[10:51] sense. Um, what you should see shortly here is the budget book that is

[10:57] available on our city website. This document can be obtained by going

[11:01] to our finance office page, clicking on our city budget, and it's available here

[11:06] as a download as a PDF. Um, this is kind of a new page, the city budget page that

[11:11] describes what the budget is, where it exists, and it provides past examples as

[11:16] well. They're linked elsewhere. Um, but this is just another place for the

[11:20] public to find that document. New for this year, um, we've implemented uh an

[11:25] open gov online budget and that's available by clicking on this link

[11:29] within the budget website, but also um, well, that is the home. So, this is what

[11:35] that looks like. Uh this is a table of contents that lists every departmental

[11:40] um submitter. All the exhibits that are within the printed budget book are

[11:45] available here. Um and as we implement further, we'll add more. This online

[11:52] website is is um basically exclusive to our general fund

[11:57] supported activities for now. Um it will have all the exhibits that are shared

[12:02] within our budget book, but it's all here. So, for example, we can click into

[12:06] a department such as the finance office. There's a nice narrative that

[12:11] accompanies it. Um, some charts that illustrate the activity and then some

[12:17] performance indicators that we've included as well. I'll click back into

[12:21] some exhibits here. These are the same exhibits that you'll see in um the

[12:25] printed form that you may have seen over the years where it's going to break out

[12:28] your general activities. it'll put that same data in the graphs and charts that

[12:33] you might have grown accustomed to. Um, of course, we've got our budget

[12:37] ordinance as well, the one that I shared with you. Um, the thing that I enjoy is

[12:41] that it's much easier to push a modification out rather than printing

[12:45] and rebinding book after book. Uh, that's very very labor and resource

[12:49] intensive. So, not that we intend to make rapid and frequent adjustments,

[12:53] it's just a much more modern and, uh, simplified version to communicate such a

[12:57] complex thing. So I certainly appreciate that aspect of of what open gov has

[13:01] provided us in this budget. So again um our budget proposals here um we have a a

[13:08] general fund summary as I described. It's basically exclusive to the general

[13:11] fund at this point. All the departments are accessible here. Um and again that

[13:16] budget ordinance this is on our city budget website. Uh very clickable very

[13:21] accessible that way and we will add more as we build this out further. We

[13:26] essentially got the keys to this in late July. Um, it's been a labor of love to

[13:31] build it out. Um, very labor intensive the first time, but it will get easier

[13:36] as we move forward. U, this is something we've used to budget for personnel

[13:40] services. We've used it to do operating budget. It all exists within this place.

[13:44] So, it's nice to be able to use the same platform to tell the story in our

[13:47] budget. Um so again um if you access our city finance web page, the city budget

[13:54] website and the proposal and the um budget both exist within that that

[14:00] domain. And that um wraps up a summary of the

[14:05] budget. Um again, that ordinance is what I'm asking for approval tonight. I

[14:11] presented and distributed those changes and staff recommends approval as the

[14:14] budget wi of the budget ordinance as presented.

[14:18] » Because this is a public hearing item, I'll take a moment and inquire if anyone

[14:43] for this transparent website. I think it's uh a great model for transparency

[14:50] in government and I I'm sure it was a labor of love. So, thank you for your

[14:53] work um and your continued work to make sure it's accurate. The only question I

[14:57] have in the whole budget, >> I've read everywhere, just kidding, is

[15:02] uh why is Meals on Wheels going down by $5,000?

[15:06] » Meals on Wheels? >> Yeah. Um I think it was uh basically

[15:11] less um less clients um that they were going to be servicing to. So yeah,

[15:19] » I believe that's the case.

[15:32] Jordan for the the website. I think that's a a great piece for the public to

[15:37] be able to go in and understand and look through things. So, uh yeah, thank you

[15:45] » Yeah, I would reinforce that saying that it's presented in a very clean, simple,

[15:49] and accessible way. So, well done, >> Mr. Deputy Mayor.

[15:53] » Uhuh. Please. >> One more question. I think it'd be

[15:55] helpful and um you might have done this a month ago already, Dave, but just to

[15:59] go through and since this is your first budget as city manager, talk a little

[16:03] bit about how you approached it so folks understand how collaborative your

[16:07] approach was. >> Yeah, thanks for the opportunity. So

[16:10] upon taking the position, uh I thought it was real important to start meeting

[16:14] with department heads to kind of determine where we were at last year on

[16:17] our budget and how that how we were performing and then how we were going to

[16:21] look at uh you know the budget as we were going to build it for the next

[16:24] year. So meeting with department heads and asking for their input early on, I

[16:29] started to get a pretty good idea of where people were sitting, their

[16:32] opportunities and their challenges. At the same time, I started to interview uh

[16:36] all department all city staff to understand uh their position and what

[16:40] they thought their department did and uh specifically any opportunities the

[16:44] budget could present for us. And then I started to work at uh you know looking

[16:49] at individual departments and their line items uh going through line by line on

[16:55] you know the different things that we've seen our actual expenditures

[16:59] year-over-year and trying to assess where we where we're at and and if we're

[17:04] over budgeted and underbudgeted and then uh looking at where we're standing this

[17:08] year and to see where we're actually at at about mid year. So kind of the

[17:13] information that we've had year-over-year really helped me

[17:16] understand where we should be in the future. And then looking at it

[17:20] specifically at line item by line item and we identified opportunities where

[17:23] maybe we could um retract our budget a little bit or maybe areas that we need

[17:28] to expand. And then um that was very impactful. And then the capital

[17:32] improvement um plan was a significant you know um work and work in process and

[17:39] and bringing our new engineer on board having a fresh perspective made a big

[17:43] difference for us. So um and I'll talk about that next in our next um

[17:47] opportunity or capital improvement budget ordinance. But I think early on

[17:51] it was communication just seeing how we were performing managing the

[17:55] expectations and and basically asking department heads how we could do better

[17:58] and kind of challenging ourselves. You know, if you look at some line items in

[18:02] there, we did spend a little bit more on some things that we can justify, but

[18:06] there are some line items that we could see uh that there were opportunities to

[18:10] retract a little bit and try to hold the line and do do better in the future. So,

[18:15] it's uh definitely a complex thing, but early on just work understanding what

[18:20] that budget's doing and how it's working for the city and and how we're providing

[18:24] services and operations was time well spent. So, and as we speak now, um, and

[18:30] as this becomes a final project pro product here in the next month or two,

[18:35] we'll already be starting on the next year's budget or 2028 budget as well.

[18:39] So, but the input is invaluable and just having experienced finance staff and

[18:43] department heads to help me guide that. Um, there are definitely opportunities

[18:47] and you know, when you when you build a budget, you want to do the best you can.

[18:51] Ideally, you want to see that that line item was fully executed and and well

[18:55] spent, but at the end of the year, we don't like supplements. We don't like to

[18:59] supplement things or come back and be able to say, "Hey, um you know, we had

[19:03] things that uh we over spent." Sometimes in in public safety and emergency

[19:07] response, we can't plan for all emergencies. Uh that's a component to a

[19:11] budget, but sometimes they're fixed budgets uh that we really want to hold

[19:15] the line on. and uh you know said staff and working with Jordan and and the

[19:20] department heads has been invaluable. So it's been a great experience. I've

[19:23] learned a lot and uh we we tried to hold the line in a lot of things. Um meeting

[19:27] with some council we understand that you know e the economic piece of this you

[19:32] know uh as we saw sales tax increase. We also understand that that kind of es and

[19:37] flows while we're experiencing a growth in sales tax that may not be here

[19:41] forever. And we also understand the economic factors that go into things

[19:45] like fuel, materials and supplies and inflationary things. So we tried to

[19:49] build something that was responsible and not grow too fast. But u and it gave me

[19:54] a good perspective. So yeah, thank you for the question.

[20:46] uh which is the 2027 through 2031 capital improvement plan. Again Dave.

[20:51] » Yeah, thank you. So, as I just spoke, uh the other major component of our budget

[20:55] is a capital improvement plan. And this, uh, involves significant investment in

[21:01] our community. And year-over-year, we see the the things that it does for our

[21:04] community. An example this year is the construction of, you know, our North

[21:08] Dakota street road and that project and the uh water transmission line and our

[21:12] water tower. So, there are a lot of things that go into the capital

[21:15] improvement plan and again, a lot of work with department heads on this. Um,

[21:19] if anybody has any questions, there are a lot of different places people can see

[21:22] this. Uh, it's for available for public viewing at city hall and we have that

[21:26] online as we demonstrated here. I'd like you to turn to page 44 that's on our our

[21:32] resolution and I just want to kind of talk about the allocated amounts and one

[21:36] area that I want to draw attention to. So, if you look at the public works

[21:40] capital improvement plan and the the amount that we're designated for 2027,

[21:45] there's some variables here and uh you know, again, bringing on a new city

[21:49] engineer presents opportunities. We're at a place where we're assessing things

[21:52] and evaluating where we're at. We're looking at inventory. We know we're

[21:56] going to do an interior drainage study to try to determine how we can further

[21:59] improve our our our drainage in our community and reertify the levy. Um

[22:04] we're going to do a sewer line study that's going to be very impactful. Um,

[22:07] we also have a major road construction project, but it's not ours. Typically,

[22:11] year-over-year we'll do a road construction and then we'll take the

[22:14] next year we'll we'll do chip ceiling and the routine things, but we don't

[22:18] typically build a new road every year. There's one variable I want to talk to

[22:22] you about. Recently, uh, we had a meeting with the DOT, the Department of

[22:25] Transportation, and the Sixth Avenue bridge project. We met with the state

[22:29] engineers and the engineering director and we talked about the continuation of

[22:33] trying to develop a bridge that would fulfill opportunities for pedestrian

[22:38] crossings and making that bridge safer and and more aesthetically pleasing. So

[22:43] late in the game there could be an opportunity that um that bridge project

[22:48] may be um delayed one year if we can agree that there could be some design uh

[22:54] that that could be improved for pedestrian crossings. Um, so that's

[22:57] still in play. The contracts haven't been let on the bridge, but our our 11th

[23:03] hour meeting with the DOT, there is an opportunity to maybe have something that

[23:07] could be a better pedestrian crossing. I'm not promising anything. Uh, but at

[23:12] the same time, uh, this we have some flexibility in our public works budget.

[23:17] So, if we don't build a bridge next year with the DOT on 6th Avenue, there might

[23:22] be some things that Leaf and I and and the public works staff can designate as

[23:26] improvements to our roads that would amplify or supplement ultimately when

[23:31] that that bridge is is closed and worked on on 6th Avenue. Leaf, I want to kick

[23:35] this over to you because you played a major role. You came in, I gave him

[23:39] about two frantic weeks to kind of look at the public works. This is a big

[23:43] portion of the CIP. Obviously, uh, roads are a major investment as all the things

[23:47] on this, but I want to give him an opportunity to kind of talk about his

[23:50] thought process on where we may go with this if things go certain ways.

[23:54] » Yeah. When it comes to the the CIP itself, you know, it was a little bit of

[23:58] a trial by fire as as Dave mentioned, there's a there's a lot of aspects to it

[24:03] and being good stewards of the public dollars. You know, we have different um

[24:08] technology and information with our pavement condition index software to to

[24:13] look at what roads called for it. And then we also look at, you know, traffic

[24:17] counts. And then we also compare to what projects are needed. Is there sewer

[24:20] related to this project? Is there water? You know, we don't want to do anything

[24:23] twice. And and do good planning and and good thinking as far as what needs to be

[24:29] done. And with that being said, you know, we carried over some of the things

[24:34] that were from the previous department heads and with also the intention that

[24:38] we'll take a closer look in 2027 in the planning process and and making sure

[24:44] we're all on the same page whether it's with the different department heads with

[24:47] this the different public inputs and with Dave's direction and in in looking

[24:52] at our planning when it comes to you know we have a sewer collection study in

[24:57] the works. We have an interior drainage study in the works and there might be

[25:00] some improvements that are really pinpointed with those studies and that's

[25:04] the goal of those is to is to look at what needs to be done in the future and

[25:08] to better prepare for it and be reactive instead of proactive and that's that's

[25:14] part of our goal and our staff and our department is looking at when we looked

[25:18] at this and like Dave mentioned there might be with that Sixth Avenue bridge

[25:22] there's certain aspects with that you know we made some efforts this year the

[25:26] staff did and public works to make improvements to potential, you know,

[25:30] local traffic detours that we expect to see on our our third or 10th Avenue in

[25:34] Goodrich and and certain uh roads that we'll most people will drive on.

[25:39] Planning for that at the same time, you know, if that when that project happens,

[25:43] you know, when we have less traffic on 6th Avenue near the bridge, is there

[25:46] storm water improvements we can make and and planning those aspects out? And

[25:51] that's that's been kind of my thought process when it comes to the to the CIP

[25:55] itself.

[25:58] Thank you, Leaf. I also would like to add that, you know, the major

[26:01] investments continue on our CIP, the water reclamation plant and the

[26:06] investments in our water treatment plant and and a variety of other things. But I

[26:10] feel this is a good capital improvement plan and uh staff recommend approval and

[26:15] we'd be happy to take any [clears throat] questions on any any

[26:17] aspect of this.

[29:14] day. Um we're setting aside a special meeting next Monday night at 5:30 p.m.

[29:21] at the AV Aberdine uh Civic Theater and that's located half a block uh to the

[29:27] east of where city hall is located where we are tonight. And um I want to make

[29:34] just a brief introduction to that meeting and some of the uh guidelines

[29:39] that uh we will be considering and possibly approving as a group tonight.

[29:47] So um we have published a timeline uh for the public process um and for the

[29:55] council to work through. Uh keep in mind that presently there is a moratorum that

[30:00] exists on data centers in city limits and that will sunset on November 18th

[30:07] and between now and then we will have uh this third meeting Monday night and we

[30:13] invite citizens um people even from out of town are welcome. There will be a

[30:19] registration process uh there inside uh the theater for anyone who wishes to

[30:25] give um um oral pre um uh thoughts, inputs, um any sort of uh

[30:34] recommendations, um wishes, things like that. Uh this will not be a time for

[30:39] debate um or crossfire. It's not that sort of event. It's for the city council

[30:45] to listen. And so uh we welcome people with thoughts. Um similar to our open

[30:52] forum uh which we uh allow input at the start of each regular meeting. Um the

[31:00] base period of time will be three minutes uh for each speaker. Uh there

[31:05] are a couple of exceptions where uh we'll explain that and um where a

[31:12] presentation could go for uh beyond 3 minutes. But this is uh these procedures

[31:18] are to govern um public participation um and they'll be administered without

[31:25] regard to a speaker's position uh either for against or any viewpoint. Um again

[31:31] that registration will occur in the lobby area. Registration will be taken

[31:35] until 6 pm. [clears throat] So that will be 30 minutes into the meeting which

[31:40] begins at 5:30. And uh speakers will be recognized in the order that they

[31:45] register and each person will have one opportunity to speak until all

[31:50] registered speakers have their opportunity to be heard. Um

[31:55] [clears throat] we'll have a podium with the microphone in the theater and um

[32:00] we'll ask people who are registered um you'll be able to see on a screen the

[32:05] order of registration and we'll have a a line or a queue for those who are on

[32:11] deck uh people who will present next. Um

[32:18] just looking for any other highlights here to keep it brief. Um

[32:25] there will be opportunities outside of this meeting of course for written

[32:28] comments and materials if a person wants to be heard but um doesn't isn't able to

[32:35] attend. Um those comments and supporting information can be si submitted to city

[32:41] staff or directly to a city councilman. Um either way for distribution to the

[32:46] council regardless of whether someone wants to speak at the meeting. and um

[32:52] those email or written comments uh and supporting materials will not be read

[32:58] aloud during the meeting. Just to be aware of that. Um again, uh the purpose

[33:04] of this September 14th meeting is not to um adopt an ordinance. Uh we have a

[33:11] variety of other steps that will occur. Um, two weeks after that, for example,

[33:16] the staff will present a draft of a proposed data set or ordinance. The

[33:22] following week, the council will discuss revisions and uh perhaps a proposed

[33:27] zoning ordinance. Um, public hearings will again be heard uh later in October.

[33:33] Um the plan is to have uh a public hearing on the 20th of October, the 26th

[33:40] of October, and then potentially November 2nd, a second reading of a data

[33:46] center ordinance. So with that um long view, um we do want people to understand

[33:54] um the nature of Monday's meeting. It is a listening session. We look forward to

[33:58] it and we'll go as long as we need to with those parameters uh for speaking

[34:03] time and engagements. Um are there any questions from the council about uh what

[34:10] we're reviewing here? What is proposed for the guard rails for that meeting?

[34:20] » Yes, Deputy Mayor. Thank you. I have on the screen a couple of relatively minor

[34:25] amendments that I'd like to uh to make to the proposed meeting procedures and

[34:31] then at the conclusion of those I would ask that the council u formally approved

[34:35] these for purposes of the upcoming special meeting. But on page two at

[34:42] paragraph six there was a typographical error and

[34:47] rule seven needs to be changed to rule eight. Um, and that's uh dealing with

[34:52] the yielding of time and and allowing for spokespersons. So, I just wanted to

[34:56] make that change. That was a typo. And then paragraph 10, u there have been

[35:02] some changes to the language to better track uh our handbook uh

[35:12] requirements slash suggestions about um how we handle uh public comment. And so

[35:19] we've just uh made these changes to paragraph 10 to be more consistent with

[35:24] our handbook. I don't want to be uh using language that's not that we're not

[35:29] already used to. So I did ask and um uh Jordan has no problem with that, but

[35:34] we'll put I'm proposing that we make these changes that you see redlinined on

[35:39] on paragraph 10, but other than that, I would have no other changes. Um but

[35:43] would ask that the council um amend the uh procedures consistent with these red

[35:48] lines and then unless there's any other amendments approve that as with these

[38:31] line levy crossing which was added by change order number one. Originally that

[38:34] was not included in the contract due to the the lack of the permit. Once the

[38:37] permit was obtained, that work was authorized and it was completed. And

[40:31] million. Uh federal grant at $800,000. I AIP, that's IG number 55.

[40:47] to be at $60,000.

[45:26] fit and we would like to not potentially damage our very nice equipment.

[48:27] years of service recognition awards that we've given over the last week or two.

[48:31] Uh we'd first like to really thank uh Don Thorstensson who is our campground

[48:36] and concessions manager at Storybook Lane in Wy Park. 10 years of service

[48:40] there, doing a great job. was personally working over the Labor Day weekend where

[48:45] we typically lose um temporary staff who go back to school. Uh so really

[48:50] appreciative of all that they've done out there to make it a very successful

[48:54] year at Storybook in in Wy Park. Uh we want to recognize Keith Nul and our

[49:00] public works team for his 20 years of service as a heavy equipment operator.

[49:05] Another great construction season in in the city of Aberdine. So 20 years. Thank

[49:08] you, Keith. Uh we appreciate those staff members. I want to draw your attention

[49:13] to a couple community events that will be occurring this week. On September

[49:17] 11th, uh Friday will be the 25th anniversary of 911. There'll be a

[49:23] memorial ceremony at Northern State at Dakota Bank Stadium. That starts at 9

[49:28] goes to 9:45. After that, starting at 10:30 to 1:30,

[49:33] the fire department will be leading a memorial stairc.

[49:38] And I know Chief WG and his staff are heavily involved in that will be help

[49:42] helping facilitate that. So they have a route out there. So if you want to

[49:46] partake in that or have more questions, you can reach out to the fire department

[49:49] and Chief WG on that. On Thursday, September 10th, uh will be the ceremony

[49:54] of the opening of the presentation peace circle. So on presentation property, uh

[50:00] that begins at 4 p.m. and uh Mayor Travis will be there. He'll be talking

[50:06] and speaking at that opportunity. So again, that ceremony of the opening of

[50:10] the presentation peace circle, we look forward to that and appreciate the

[50:12] presentation sisters for their involvement in building that uh really

[50:17] amazing place for our community. And with that, that's all I have.
