[1:09] My understanding that is that the county

[1:11] elections office has certified their

[1:13] recall results

[1:15] that the recall of four council members

[1:18] is now official as of as of 8:00 a.m.

[1:21] this morning and there is currently no

[1:25] court order injunction or stay pre

[1:28] preventing

[1:29] that certification to take legal effect

[1:33] under California Election Code section

[1:35] 11382.

[1:37] When a majority votes yes on on a local

[1:40] recall, the officers in are removed

[1:44] immediately after certification

[1:47] and becomes vacant until filled

[1:49] according to the law. Because of that, I

[1:52] respectfully ask that city attorney

[1:55] to state on the record the specific law

[1:58] authorizing the city is relying on to

[2:02] permit the recall council members to

[2:04] continue sitting, voting, directing

[2:06] staff and approving expenditures,

[2:09] participation in close session, or

[2:11] taking official action on the behalf of

[2:12] the city until authority is clearly

[2:16] identified by our council.

[2:18] I object to rec I object to the recall

[2:21] council members participating in votes,

[2:23] contracts, financial approvals,

[2:26] litigation decisions, close sessions

[2:28] matters or staff direction. My

[2:31] attendance tonight should not be inter

[2:33] interrupted interpreted as consent,

[3:50] uh showing that he was delegated legal

[3:52] authority to uh conduct any municipal

[3:56] recall election functions or election

[3:58] itself and I still have not received

[4:00] that information.

[4:02] different courts. There's been no court

[4:04] ruling. That's another misconception

[4:06] which I understand has been presented by

[4:09] the county uh claiming that there was a

[4:11] ruling in the courts. There was no

[4:13] ruling on the legal merits. Uh the fifth

[4:16] district court of appeals said that the

[4:18] case that they do not want to issue an

[4:20] advisory opinion. And so at this point

[4:23] in time uh there there was no ruling

[4:25] from the uh district court of appeal. Um

[4:30] at the trial court level, the judge had

[4:32] never ruled on the merits uh of the of

[4:34] the case. There's been no judgment

[4:36] entered. Uh I understand that there are

[4:39] folks in the audience um who may have a

[4:43] different view

[4:45] uh from people that are sitting here. Uh

[4:48] but there's a process uh and uh you know

[4:52] unfortunately the courts did not decline

[4:54] to issue a uh decision on the merits and

[4:58] so um so at this point in time what we

[5:02] received we have to review it uh before

[5:04] we can comment but uh it's my

[5:07] understanding that um there should be a

[5:11] uh future meeting to consider those

[5:13] results and to act on them. But what's

[5:16] the what what are the certain court

[5:17] orders or injunctions that state that they can they could still

[5:21] operate on their being on council right

[5:24] now?

[5:28] is there's been no ruling on it. So we

[5:30] have to review it and take action on it

[9:37] to uh update and share uh some of the

[9:40] Rotary uh events that have been going

[9:43] on. Uh yesterday uh Avanol Rotary had a food distribution uh which as

[9:49] always we thank the city for assisting

[9:53] uh with putting up tarps, the canopies

[9:56] and helping out uh with a lot of the

[9:58] movement of things. Uh it's a big big

[10:02] help. Uh our our team uh that usually

[10:04] comes to the food distributions is about

[10:06] 10 to 15. Uh but uh especially with uh the need right now, it's definitely a boon and a help. Uh we had about 250

[10:16] people who had come over to uh pick up

[10:20] food and so that was great. Uh we were

[10:23] planning on having a cleanup here uh for

[10:25] King Street on Saturday, but because of

[10:28] the weather, we're going to cancel that.

[10:30] Um just it'll probably be a little bit

[10:32] too wet and and a little inclement. Uh

[10:34] but what I did want to uh invite

[10:36] everybody to uh and the city and all the citizens and residents uh to our

[10:44] cruise night. Uh it's the summer. It's

[10:47] going to be June uh we're starting that

[10:49] uh on the every first Tuesday of the

[10:52] month. June 2nd, we're going to be

[10:54] having that meeting. Uh it'll be right

[10:56] out here uh near uh near the theater.

[11:00] Uh, and we're also going to try to get

[11:02] some cars to help cruise around with folks. Uh, and we'll have free um

[11:08] hot dogs and free food for people to

[11:10] come and enjoy. Uh, if the weather is

[11:12] inclement, we may uh ask the city to let

[11:14] us borrow the the the theater so that we

[11:17] could also uh hang out there. Uh, it's

[11:20] just a a free open uh event for the

[11:23] community uh and hoping that they can uh

[11:25] come over. Um, and as a individual uh

[11:28] resident, I do want to uh exclaim my

[11:31] excite excitement for the new fire

[11:34] department that's coming. Um, it looks

[11:37] like uh they have uh are going to be

[11:41] above and beyond our expectations. Uh

[11:43] what we had thought about even just last

[11:45] year. Uh three people uh fully uh on on

[11:50] the crew uh every day. We'll have a

[11:53] chief, an assistant chief, uh, and some,

[11:56] uh, cadetses, uh, that will be coming

[11:57] from Fresno City College, uh, training

[12:00] program, uh, to help fill that out, uh,

[12:02] and also, uh, other folks in in the

[12:05] local area and, uh, new programs that

[12:08] they're going to be bringing. So, really

[12:09] excited about that. Uh, as a resident

[12:12] who never had uh, the chance to see the

[12:15] original Ainal Fire Department that was

[12:17] here, uh, it's really great to be able

[12:19] to see that uh, come out. uh and I hope

[12:22] that the uh city and residents really uh

[12:25] partake in uh the joy of something new

[12:27] also some something that is going to be

[12:29] another cornerstone for the city. Thank

[13:02] election. We have completed the official

[13:05] canvas for the recall election and

[13:06] certified the statement of vote in

[13:08] accordance with the elections code. The

[13:10] certified documents are available online

[13:12] and were provided to the city

[13:13] electronically earlier today. The

[13:16] statement of vote provides the final

[13:17] official results and certifies the

[13:20] outcome of the recall election. In

[13:22] accordance with the elections code, when

[13:23] a majority of the votes cast on a recall

[13:25] measure for a local officer are yes, the

[13:28] officer is moved from office and that

[13:30] office becomes vacant until filled

[13:33] according to the law. The certified

[13:35] results show that the votes for each of

[13:37] the four council members subject to the

[13:39] recall reflect majority yes votes.

[13:41] Thereby, the council seats held by the

[13:43] recall officers are deemed vacant. As I

[13:46] noted in the email that I sent yesterday

[13:48] to city clerk and the city manager, it

[13:50] is customary practice for a governing

[13:53] body to acknowledge receipt of the

[13:55] certified election results through

[13:57] adoption of a resolution declaring or

[13:59] reciting those results.

[14:01] However, the city is not legally

[14:03] required to take any additional action

[14:06] in order to certify the results to

[14:08] become effective or part of the official

[14:10] record. The certified statement to vote

[14:12] and related election materials are

[14:14] available through the elections

[16:30] recalled members as having authority to

[16:32] make decisions for the city of Avenel

[16:34] unless the city identifies a valid court

[17:12] uh, if the city disagrees, then the city

[17:15] attorney should clearly state the legal

[17:19] in writing before the public record.

[17:24] votes, spending approvals, contracts,

[17:26] personnel actions, litigations,

[17:28] decisions, or policy decisions may be

[17:31] subject to challenge.

[17:37] no, we didn't get anything higher in the

[17:39] court. I I heard you on that. Um, how

[17:43] that your action against us was um not

[17:47] merited.

[17:48] Therefore, the judge doesn't agree with

[18:03] recall process. The results have been

[18:05] certified. The community deserves

[24:33] to oversee the fleet readiness and

[24:36] equipment inspections to ensure

[24:37] department vehicles and critical

[24:39] equipment remain properly maintained and

[24:41] adequately stocked for operational

[24:43] needs. Uh he continues to participate in

[24:45] management meetings hosted through the

[24:46] Kings County District Attorney's Office

[24:48] alongside public safety leaders

[24:49] throughout the county. These meetings

[24:51] provide valuable opportunities for

[24:52] collaboration, information sharing, and

[24:55] strengthening inter agency partnerships.

[24:57] Uh regional leadership collaboration.

[24:59] Chief Philosco attended meetings with

[25:00] police chiefs, the sheriff, and

[25:02] additional department leaders at Kings

[25:04] County DA's office to discuss regional

[25:06] public safety concerns, current

[25:08] challenges facing law enforcement

[25:09] agencies, collaborative solutions, and

[25:11] opportunities for continued

[25:12] partnerships. Detective Ramos continues

[25:15] professional development.

[25:17] He continues to excel in his assignments

[25:18] with the Kings County Major Crimes Task

[25:20] Force. 's continued work with the task

[25:22] force further enhances the department's

[25:24] investigative capabilities through

[25:25] exposure to complex investigations,

[25:28] regional intelligence sharing, and mult

[25:31] multi- agency collaboration. Detective

[25:34] Martinez is attending the ICI core

[25:35] investigators course. Detective Martinez

[25:37] is currently attending post-certified

[25:38] institute of criminal investigation and

[25:40] core investigators course. Advanced

[25:42] training provides comprehensive

[25:43] instruction in criminal investigations,

[25:44] including interview and interrogation

[25:46] techniques, search warrants, crime scene

[25:48] management, case preparation, evidence

[25:49] collection, investigative strategies,

[25:51] and courtroom testimony. This training

[25:53] further strengthens the department's

[25:55] investigative professionalism and

[25:56] effectiveness.

[25:58] Officer Hardy is attending uh the post

[26:02] range master school. Officer Hardy is

[26:04] scheduled to attend the postcertified

[26:05] range master school for firearms and

[26:06] rifle instruction. This course provides

[26:08] advanced training in firearm safety,

[26:10] range operations, tactical firearms

[26:12] instruction, liability considerations,

[26:14] and weapons proficiency standards. The

[26:16] training will assist the department in

[26:18] continuing to maintain high professional

[26:19] firearms training standards for

[26:20] department personnel. DUI enforcement

[26:23] efforts. Sergeant Jose Gonzalez will be

[26:25] leading DUI a DUI checkpoint coming this

[26:27] coming weekend funded through the

[26:28] department CHP cannabis tax fund grant.

[26:31] These enforment these enforcement

[26:32] efforts remain an important part of the

[26:34] department's continued commitment to

[26:36] traffic safety. DUI prevention and

[26:38] protecting the community from impaired

[26:40] drivers. Future leader development. As

[26:43] the department continues to stabilize

[26:45] staffing and development and develop

[26:47] personnel, the organization now possess

[26:49] sufficient experience and leadership

[26:51] depth to begin evaluating opportunities

[26:56] retention, retaining the best. Uh, the

[26:59] department continues our recruitment

[27:00] efforts and has recently experienced an

[27:02] increase in qualified applicants

[27:04] expressing interest in joining the Avana

[27:06] Police Department. Hiring process

[27:08] update. The department recently

[27:09] interviewed three police officer

[27:10] candidates and has and has since

[27:12] received three additional applications.

[27:14] Recruitment efforts continue to remain

[27:16] positive and the department is nearing

[27:17] full staffing levels with potentially

[27:19] only two positions remaining available.

[27:22] At this time, we have two officers that

[27:24] just completed backgrounds and will now

[27:25] be moving on to the psychological and

[27:27] medical exam. and one officer, one

[27:29] candidate is a male and one candidate is

[27:31] a female.

[27:33] >> International model of community trust,

[27:35] community engagement and outreach. The

[27:37] department continues to consistently

[27:38] engage with community through positive

[27:39] interactions, outreach efforts, and

[27:41] public events. Community trust remains

[27:42] one of the department's highest

[27:44] priorities. And these relationships play

[27:46] a critical role in improving

[27:48] communication, increasing crime

[27:50] reporting, and assisting with case

[27:51] resolution through community cooperation

[27:54] and witness participation.

[27:56] Recent community events. The department

[27:57] personnel recently participate in

[27:59] several community events and outreach

[28:00] activities including the scooter safety

[28:02] event. Avanau police department spring

[28:04] block party. Avanol's day celebration

[28:08] and Kings County peace officer memorial

[28:09] ceremony.

[28:11] These events provided additional

[28:12] opportunities for positive interaction

[28:14] between department personnel and

[28:15] community members while strengthening

[28:17] their relationships throughout the city.

[28:19] A skip community presentation. The

[28:20] department recently hosted a Spanish

[28:22] language skip grant presentation focused

[28:24] on extreme risk protection orders,

[28:25] firearm safety, secure firearm storage

[28:27] and mental wellness awareness. The

[28:29] presentation was designed to better

[28:30] serve our Spanish speaking community

[28:32] while promoting education, prevention,

[28:34] and available resources. Upcoming DUI

[28:37] presentation. The department will also

[28:39] be announcing an upcoming Spanish

[28:40] language CHP grant funded community

[28:42] presentation focused on DUI awareness,

[28:44] impaired driving prevention, and traffic

[28:46] safety education. As you're aware, we we

[28:48] held uh these uh English uh versions of

[28:53] both the DUI and the skip grant

[28:54] presentations.

[28:56] So now we we as part of the grant, we're

[28:58] doing them now in Spanish.

[29:01] >> Explorer program participation. The

[29:03] Avenue Police Department Explorer

[29:04] program continues to actively

[29:05] participate in community events and

[29:08] outreach efforts. Explorers recently

[29:09] participated in the department spring

[29:11] block party during the opening ceremony

[29:13] assisted throughout the event. Explorers

[29:14] also part participate in the old-timers

[29:16] day parade and related community events.

[29:18] Their continued involvement supports

[29:20] development, mentorship, leadership

[29:21] growth, and positive community

[29:23] engagement. Violent crime are violent

[29:26] crime reduction efforts uh to strive to

[29:28] be among the safest cities in America.

[29:30] The department continues its proactive

[29:32] crime reduction efforts and remains

[29:33] committed to combating violent crime,

[29:35] gang activity, gun violence, and

[29:36] narcotics related offenses within the

[29:38] community. Chief Alasco has submitted a

[29:43] violent crime reduction grant to assist

[29:44] with funding with implementation of

[29:46] modern records and case management

[29:47] system. The proposed system would

[29:49] improve operational efficiency, data

[29:51] utilization, crime analysis

[29:53] capabilities, and hotspot focused

[29:55] enforcement strategies. The system would

[29:57] also provide a more robust and

[29:58] user-friendly platform compared to the

[30:00] department's current outdated system

[30:02] while reducing impacts to the city's

[30:03] general fund and preserving additional

[30:05] state grant funding opportunities for

[30:07] other critical equipment and operational

[30:09] needs. Proactive enforcement

[30:11] investigations. The department continues

[30:13] utilizing proactive enforcement

[30:15] strategies, legal investigative

[30:16] techniques, and collaborative

[30:17] partnerships with the Kings County DA's

[30:19] office to ensure criminal cases are

[30:20] thoroughly investigated and prosecuted

[30:21] to the full fullest extent of the law.

[30:24] DUI

[30:26] enforcement and recognition. Traffic

[30:28] safety and DUI enforcement remain a

[30:30] continuing priority for the department.

[30:31] Detective Martinez will be receiving a

[30:33] uh the mothers against drunk driving

[30:35] award on June 17th in recognition of

[30:37] recording the highest number of DUI

[30:38] arrests within the department during

[30:40] 2025. Uh re regional law enforcement

[30:43] part partnerships. The department

[30:44] continues to maintain strong working

[30:46] relationships and partnerships with law

[30:48] enforcement agencies throughout Kings

[30:50] County and the jurisdictions including

[30:51] agencies with Tallery, Fresno and Kern

[30:53] counties. These partnerships allow

[30:55] agencies to share resources,

[30:57] intelligence personnel, and operational

[30:58] support when needed, serving as valuable

[31:00] force multipliers to help improve

[31:02] regional public safety. Flock safety

[31:04] camera system update. The department's

[31:06] flock camera systems are operational.

[31:08] However, final approval for CALR remains

[31:10] pending for additional deployment

[31:12] locations. The department has

[31:13] experienced delays due to extended

[31:14] response times from CALR to flock safety

[31:16] representatives. While the delay has

[31:18] been disappointing and frustrating, the

[31:20] department remains hopeful that the

[31:21] progress will continue moving forward in

[31:23] the near future. CAD system grant

[31:25] efforts. As previously discussed, the

[31:26] department continues pursuing grant

[31:28] funding opportunities for the

[31:29] procurement and implementation of a new

[31:30] computer aided dispatch system. The

[31:33] department has already obtained

[31:34] preliminary system quotes to assist with

[31:36] the grant ef grant preparation efforts.

[31:38] Embracing wellness amongst our

[31:41] remains committed to supporting the

[32:38] citations, two traffic collisions, and

[32:40] 26 arrests for the month of May,

[32:54] five traffic collisions,

[34:25] where we're at with fire department

[34:26] operations. Um, before I give the

[34:28] update, I just want to just take a

[34:29] second just to recognize the work that

[34:32] is being done irregardless of uh outside

[34:35] activities. Um, my assistant chief A

[34:37] Morales, uh, one of our captains,

[34:39] Gutierrez, and some of the folks that we

[34:41] brought on early to help out. um what

[34:43] we've done in a short period of time is nothing short of extraordinary. Just

[34:48] give them um I just want to give them a

[34:49] shout out real quick and also city

[34:51] staff. Um lots of agencies have been

[34:54] helping us out. Fresno County, Kings

[34:56] County, uh EMS really bending over

[34:59] backwards uh to help us out to get to

[35:02] where we need to be. So, I'm really

[35:03] appreciative of those relationships and

[35:05] all the work that we've done. So, I'm

[35:06] really proud of where we're at

[35:07] currently. Um, just to give an update,

[35:09] uh, I know we get updates quite often,

[35:11] every every city council meeting, but a

[35:12] couple couple new things to note this

[35:15] week, uh, Wednesday throughout tomorrow,

[35:17] we've been having our radio frequencies

[35:20] and radios, both portable and mobile

[35:22] radios in our apparatus along with our

[35:24] MDTs installed in our fleet. And I think

[35:26] the last rig got done today. So all of

[35:29] our radios and frequencies and and

[35:30] communication channels have been uh

[35:33] outfitted in our not only our portable

[35:35] radios but in our mobile apparatus

[35:37] radios as well. Uh and then as well as

[35:39] our MDTs. We've been working with our

[35:41] dispatch center uh to coordinate uh

[35:44] frequency testing to make sure that the

[35:46] frequencies work as intended in various

[35:48] areas of the city including over the ridge towards the uh towards

[35:52] the I5. That has been pretty successful

[35:54] so far. Um, all of our apparatus up to

[35:57] this point, uh, the two type ones, type

[36:00] six, the water tender and the area

[36:02] apparatus, including the command

[36:03] vehicles have gotten new decals, uh,

[36:05] city avenue decals put on them as well

[36:08] to make sure they're ready to go.

[36:10] Apparatus identifiers have been have

[36:11] been put on, um, for the specifically

[36:13] for the city of Avanol. Um, that's just

[36:16] been a monumental um, push. Uh we had

[36:19] our EMS inspection today from Fresno

[36:21] County uh EMS or or um CCMSA to make

[36:25] sure that the equipment we have, the

[36:26] apparatus we have are in accordance with

[36:29] the EMS policies. Uh we passed that

[36:31] inspection and so we're we're able to

[36:33] provide those services. So there's just

[36:35] a lot of work being done. I'm really

[36:37] proud of of where we're at so far. Um in

[36:40] regards to the the radio install uh and

[36:43] the fire station design build obviously

[36:46] will be ready to go. Um I I said last

[36:49] council meeting ready to go June 1st. Uh

[36:51] I just want to say real quick thank you

[36:53] to Chief Chamberlain. He's been really

[36:54] good um in communicating with me. We

[36:56] we've met a couple times to kind of

[36:58] discuss transition and really just um

[37:00] talk about how we operate more

[37:02] interoperably because at the end of the

[37:04] day we we have to work together

[37:05] especially on the fire ground. So he's

[37:07] been really good with policies in the OP

[37:09] area and uh uh things that we need to

[37:12] consider as far as how we respond and

[37:13] when we respond to work better with our

[37:15] partners in the op area. So, I

[37:16] appreciate that collaboration. Um, we

[37:19] will be ready to respond to our own

[37:21] calls on June 10th. Um, in discussions

[37:24] with the city manager, we decided that

[37:26] just because there's a lot of things

[37:27] that we have to take into consideration

[37:29] with communications and fireground

[37:31] operations and even training uh with

[37:33] Kings County and some of our operational

[37:34] partners, we do have quite a few

[37:37] agreements that are are still waiting to

[37:38] be finalized. Uh, both autoate

[37:40] agreements and mutual aid agreements uh

[37:42] with other agencies. And so we felt like

[37:45] that transition from June 1st to June

[37:47] 10th uh would be more appropriate start

[37:49] date as far as June 10th goes. Been

[37:51] talking to Chief Chamberlain on what

[37:53] that would look like as far as how we

[37:55] lean into that um starting June 1st and

[37:58] uh start running calls and delivering

[37:59] certain types of services to the city in conjunction with Kings County. Uh,

[38:03] addition, I'm hoping we can do some

[38:05] training during that time frame and and

[38:07] build relationships uh and have our

[38:09] members that are going to graduate here

[38:10] this Friday. Um, become more familiar

[38:12] with the city and do some target hazards

[38:15] um review the the the city area and

[38:17] their coverage areas. So, I think that

[38:19] transition piece will be important uh

[38:21] especially for a new new fire

[38:22] department. Even though everything um I

[38:24] believe is in place sufficiently, there

[38:26] are there are going to be kinks that

[38:27] need to be worked out both on the fire

[38:29] ground in communications and just with

[38:31] our personnel as well. So that gives us

[38:33] a nice transition period to make sure

[38:35] that uh on that June 10th that we're ready to go on our own. Um so

[38:39] that's the intended the intended start

[38:41] date as far as full operational

[38:43] capabilities on our own. Um I just

[38:46] mentioned on Friday we've had a uh our

[38:49] fire captains and our fire engineers.

[38:51] They've been in a firefighter recruit

[38:53] academy. Um they're all laterals, but

[38:55] it's a firefighter academy. Um they're

[38:57] on their last day tomorrow. So, the last

[38:59] day is going to be area fam, target

[39:01] hazard fam here, meeting with um some of

[39:03] the local agencies, and then we'll have

[39:05] our p badge pinning and graduation

[39:08] Friday night. Uh and then we'll have a

[39:10] busy weekend kind of leading up to June

[39:12] 1st. Um all those folks will be in the

[39:14] city a helping us do our smoke smoke

[39:17] detector installation campaign on

[39:19] Saturday. So, uh we canvased the city.

[39:22] We had people apply um to get smoke

[39:25] detectors installed in their house if

[39:26] they didn't have them along with fire

[39:28] extinguishers as well. And so um

[39:30] Saturday the firefighters we just

[39:32] graduated on Friday uh will be helping

[39:35] go install smoke detectors in the in the

[39:37] residents that that ask for those smoke

[39:39] detectors to be installed. So that'll be

[39:41] a good way for them to get out in the

[39:42] community a little bit. um make it make

[39:45] an impact in the community risk

[39:46] reduction field and and hopefully make

[39:48] some of our residents safer, but at the

[39:50] same time um building those

[39:51] relationships um on the ground. And then

[39:54] on Sunday, we have a community event

[39:56] just to let the community introduce

[39:58] themselves um uh to the firefighters and

[40:00] the firefighters introduce themselves as

[40:02] well. Uh we'll have our apparatus there

[40:04] for static display, our equipment, our

[40:06] personal protective equipment um for for

[40:08] community managers to ask questions and look at what we've done uh over the

[40:12] past few months. So I'm excited about

[40:14] that. And then obviously, like I said,

[40:16] on June 1st, we'll be ready to provide

[40:18] limited services uh in coordination with

[40:21] Kings County, of course, and I'll

[40:23] continue to work with Chief Chamberlain

[40:24] to make sure that at least for public

[40:26] safety, um we're putting public safety

[40:28] first, and we're working together

[40:29] collaboratively

[40:32] to make sure that the the city continues

[40:34] to get the best service possible and the

[40:36] service they deserve during that

[40:37] transition period. Um lastly, we made a

[40:40] lot of progress on our infrastructure

[40:42] area behind city hall. a lot of good

[40:44] progress on the uh fire apparatus bays

[40:47] making those capable in order for us to

[40:49] deploy it appropriately. Um when Cooks

[40:52] Communications came in to do all of our

[40:53] radios um they also evaluated station

[40:56] alerting and implemented station

[40:57] alerting so we get appropriate alerts um

[40:59] for our fire crews to get a call and and

[41:02] bay doors open and gate opens and etc uh

[41:04] to go to a call. And then uh we also are

[41:07] um we're in the process and and have

[41:09] been in the process to uh establish a

[41:11] living quarters. Um we're pretty

[41:13] creative in what we ended up finding. We

[41:15] ended up doing a living quarters that

[41:18] was uh essentially made out of conx

[41:20] boxes uh by a company in Reedley. Really

[41:23] welldesigned. Um, honestly, um, before I

[41:26] went and saw it, a little skeptical, but

[41:28] once you went and when I once I went and

[41:30] looked at it and toured it, uh,

[41:31] >> little

[41:33] a little skept I was more than

[41:34] skeptical.

[41:36] Um, but once we went and did the tour,

[41:39] honestly, if if you didn't look at the

[41:40] outside and you walked in, you wouldn't

[41:42] even know it's not a house, uh, a

[41:44] residential home. So, plenty of space

[41:46] for us to staff our our minimum

[41:48] staffing, which is 300 on the fire

[41:50] engine, but also on days where we have

[41:52] additional staffing, it can house up to

[41:54] six firefighters uh in that facility as

[41:56] well pretty comfortably. There's three

[41:58] rooms. Each room sleeps two two

[42:00] bathrooms. Uh accommodates female

[42:02] firefighters if we were to bring on a

[42:03] female firefighter. Plenty of office

[42:05] space and and um um obviously space for

[42:09] them to cook and and have a day room and do the things they need to do. So, I

[42:12] am excited about that. Um, but overall

[42:15] just the direction we've been going has been fast but rewarding. Um, and

[42:20] just to reiterate from from my

[42:22] standpoint, everything that I've done

[42:23] since I've been here is really just

[42:25] focused on how can I provide the best

[42:28] service possible to City Avenue. Um,

[42:30] both in our our fleet, in the way we

[42:33] serve, in the people we hire, in the way

[42:35] we operate on the fire ground, and the

[42:37] facilities that uh that we're trying to

[42:39] uh construct or organize. And so I'm

[42:41] really proud of of what we've done so

[42:43] far. Um, any questions? Oh, we did I did

[42:46] send did interview eight reserve

[42:49] firefighters and uh so just to clarify,

[42:51] the reserve firefighters um are all

[42:53] firefighters that graduated from a

[42:55] firefighter academy. Um most if not all

[42:58] of them have been through a CalFire

[43:00] basic academy and have all their

[43:01] wildlands. Most of them have EMT. Um,

[43:05] but I'm not worried about all of them

[43:06] because the rest of the apparatus has

[43:08] EMT and so they'll the ones that don't,

[43:10] they just have uh emergency medical

[43:11] responder will be limited in scope in

[43:13] that way. Um, but they're all certified

[43:14] firefighter ones from a firefighter

[43:16] academy, a regionally accredited

[43:17] academy. So I'm excited about that that

[43:19] they already have some basic training

[43:21] standards that are are widely recognized

[43:23] across the county. And so I'm excited to bring them on and see where they fit

[43:27] and provide them additional training uh

[43:29] so we have additional staff to serve the

[43:31] community. So I'm excited about that as

[43:32] well. four of those members are are

[43:34] either from or now living in the city

[43:36] avenue. So that's exciting to me because

[43:38] it gives opportunities for people in the

[43:40] community not only to make money but

[43:41] serve the community that they're from.

[43:43] So I'm really excited about that. Um any

[44:23] communications is finicky, right? So, I

[44:25] want to make sure that um have an

[44:27] appropriate trans transition in that

[44:28] period to make sure that if there is a

[44:30] bug or we do find something that um

[44:32] could work better or a thing and we need

[44:35] to address, we have time to do that uh

[44:37] and make it work the way we want it to

[44:38] work. It also gives our our firefighters

[44:40] and our our members a time time to get

[44:42] acclimated to the community, acclimated

[44:44] to our policies. We are a new fire

[44:46] department. Um, so there may be policies

[44:48] and operational

[44:50] processes and procedures that they may

[44:52] not be familiar with because they came

[44:54] from other fire departments. Um, it also

[44:56] gives us time to make sure that, um,

[44:58] when I talked about Kings County and

[44:59] being interoperable within the county,

[45:01] not just King County, but the state

[45:03] prison and any other partners that we

[45:05] may operate with, Fresno County, NAS,

[45:07] Lammore, Lemore, um, to make sure that

[45:09] there if there are uh, regional, meaning

[45:12] county level operational policies that

[45:15] everybody else follows that we're

[45:16] familiar with those. And so when we all

[45:18] work together, whether we go help

[45:20] someone on an incident or whether they

[45:21] come to one of our incidents, we're

[45:23] operating within the same scope um of

[45:26] practice. And I think that's that's

[45:28] absolutely important for firefighter

[45:29] safety and civilian safety. So it gives

[45:31] us that opportunity to do that.

[46:39] department in 2010 and I believe we'll

[46:42] continue providing quality service to

[47:26] really successful with those in the

[47:28] past. So I'm hoping we can be as

[47:30] successful with that here. So bring a

[47:32] lot of uh extra financial support to the

[47:34] city uh in all those areas and training

[47:36] prevention

[49:28] planner, and I'm pleased to provide an

[49:31] interesting report uh this month to your

[49:34] council. the

[49:37] uh community development activity has

[49:38] actually been ticking up a little bit

[49:41] over the past several weeks in

[49:43] particular. And when I say that, I'm

[49:45] referring to inquiries that the city has

[49:48] received and that your staff is

[49:51] responding to uh both uh primarily from

[49:55] a commercial development uh activity

[49:58] perspective. I may have mentioned last

[50:00] month that the city has received

[50:02] interest in a new car wash and a new uh

[50:06] coffee kiosk. In addition, uh there has

[50:09] been interest from other types of uh

[50:11] commercial uh endeavors that are very

[50:14] exciting, but I will leave to the city

[50:16] manager to describe in greater detail.

[50:18] economic development is is always touchy

[50:22] and we always want to be careful to not

[50:25] uh divulge anything that the potential

[50:27] users uh would not want uh divulged

[50:30] ahead of their own plans. And so I'm I'm

[50:33] not trying to be koi or anything, but I am very pleased to state that uh there

[50:38] is interest in uh potential economic

[50:41] development on uh several fronts and

[50:44] we're actively working with them. uh

[50:47] building permit activity continues to be

[50:49] uh steady as well as business license

[50:53] applications. We continue to receive and

[50:55] process those on a on a consistent

[50:57] basis. So from that perspective, uh

[51:00] activity appears to be nice and steady

[51:02] right now. Your council uh approved a

[51:06] zoning text amendment uh for the parking

[51:09] lot uh allowing for offsite parking

[51:11] facilities for the community health

[51:13] center at the last meeting. and uh

[51:16] they're moving forward actively with

[51:18] that which is uh going to be a very nice

[51:20] addition to the downtown area. And

[51:23] finally, I'll end with uh long range

[51:25] planning. uh your council uh the city

[51:28] took a major step a couple of weeks ago

[51:31] in approving the housing element and

[51:35] that that was a big deal and the

[51:37] document is now at stateh and we're uh

[51:41] anxiously awaiting their final

[51:43] certification letter and I anticipate

[51:45] that it'll be coming any day now. Uh, an

[51:48] important reminder is that once the city

[51:51] of Avanol has received that formal

[51:53] certification that we do then need to

[51:55] implement the housing element. And there

[51:57] are a variety of relatively minor zoning

[52:01] code amendments that the city will need

[52:03] to process in order to maintain its

[52:07] certification with state housing and

[52:09] community development department. and in

[52:12] the weeks and months ahead uh your staff

[52:14] will be bringing those to both the

[52:16] planning commission and the city council

[52:18] uh for consideration. And I'll finish

[52:21] with uh your planning commission is

[52:25] scheduled to re uh hold a public meeting

[52:29] on Monday where uh I'll be conducting an

[52:31] orientation along with Tesla for the

[52:34] city council me uh I'm sorry the

[52:36] planning commissioners will be doing an

[52:37] onboarding process and and uh helping

[52:41] those commissioners

[52:43] uh get a better a better grasp of things

[52:46] like conditional use permits and

[52:47] variances and subdivision maps and kind

[52:50] of uh the language that goes along with

[52:53] community development. That does

[52:55] conclude my report and I'm happy to

[53:28] little over three months, but uh he's

[53:31] confused about how the process uh works.

[53:35] I believe he's uh waiting for how does

[53:38] it work. So he applied to sell health.

[53:40] Then cell health will come to the city

[53:42] with the permit application to install

[53:45] the shingles and then the city will set

[53:48] an appointment with four five creeks in

[53:51] order to come and inspect the the roof

[53:54] or how long does it take a process like

[53:57] that?

[53:59] >> Uh mayor the it's a a simple uh action

[54:04] for a building permit. We call it a re-

[54:06] roof permit and it's it's a ministerial

[54:09] permit. It's over the counter and it's

[54:11] something where the permit can be issued

[54:13] very quickly. So the the there may be a

[54:17] miscommunication somewhere between

[54:19] self-help and the applicant. I haven't

[54:22] seen anything come through uh the city

[54:25] yet and I can double check, but mayor uh

[54:28] please feel free to uh give the

[54:31] individual my phone number if they're

[54:33] primarily a Spanish speaker. uh solo mu

[54:38] poito espanol but te tesla uh our my

[54:42] coworker is fully fluent in

[56:04] My name is John Bazm. I'm the

[56:05] governmental affairs manager for the

[56:07] Chriscom company. I'm here to give our

[56:09] advocacy, economic development, and

[56:11] grant writing report. So, I'll start

[56:13] with the state side of our advocacy

[56:15] section. Governor Nuome released the May

[56:17] revise to the 2026

[56:20] and 2027 budget on May 14th, and the

[56:23] outlook is considerably more stable than

[56:25] many anticipated. The revised plan

[56:28] proposes 246.6 6 billion in the general

[56:31] fund spending and closes what had been a

[56:34] $2.9 billion deficit, resulting in a

[56:36] balanced budget for the next two fiscal

[56:38] years. Rather than launching new

[56:40] initiatives, its administr the

[56:42] administration is prioritizing long-term

[56:44] stability, including a $9.7 billion

[56:47] transfer into the state's investment

[56:49] fund. The legislature now enters the

[56:51] final stretch of budget negotiations

[56:53] ahead of the June 15th constitutional

[56:55] deadline. The Senate and Assembly

[56:57] subcommittees will continue refining

[56:59] their respective versions of the budget

[57:00] bill before a conference committee

[57:02] reconciles differences and prepares the

[57:04] final package for four votes. On the

[57:07] federal side, the conflict in Iran

[57:09] continues to dominate federal attention.

[57:12] Congress has been actively debating its

[57:14] role and on May 14th, the House voted on

[57:16] a war powers resolution asserting

[57:18] congressional authority over the

[57:20] conflict. To date, the House and Senate

[57:22] have rejected nine such measures with

[57:24] the Republicans largely supporting the

[57:26] administration's position. Domestically,

[57:28] the 76-day partial government shutdown

[57:31] concluded on April 30th when President

[57:33] Trump signed legislation funding the

[57:35] Department of Homeland Security. The

[57:37] shutdown, which began in midFebruary,

[57:39] stemmed from a standoff over immigration

[57:40] enforcement reforms. Republicans also

[57:43] attempted to advance a second

[57:44] reconciliation bill to fund ICE and

[57:46] Border Patrol, but the effort stalled

[57:48] before the Memorial Day recessed. That

[57:51] proposal is expected to resurface when

[57:53] Congress returns. Earlier this month, we

[57:55] were pleased to welcome Congressman

[57:56] Valado to Avanel for a site visit with

[57:59] the city council and staff. As

[58:01] previously reported, in a year when

[58:03] federal funding was nearly non-existent,

[58:05] Chriscom worked closely with the

[58:07] congressman to secure $4 million for the

[58:09] city's water storage tank project. His

[58:12] visit pro provided an important

[58:14] opportunity to see firsthand where these

[58:16] dollars will be invested.

[58:19] Chriscom distributes a bi-weekly

[58:21] Sacramento snapshot summarizing key

[58:23] policy developments and legislative

[58:25] activity. The city manager currently

[58:27] receives this update and we'd be pleased

[58:29] to add any council members who wish to

[58:31] be included. Any council member seeking

[58:33] additional information on pending or

[58:35] emerging legislation is welcome to reach

[58:37] out. Our team is always available to

[58:39] assist and everyone has my phone number.

[58:42] On to economic developments. This month,

[58:45] our efforts centered on expanding

[58:46] Avenel's visibility and strengthening

[58:48] relationships with groups actively

[58:50] evaluating new locations in the Central

[58:52] Valley. Last week, Chriscom attended the

[58:55] ICSC convention in Las Vegas where we

[58:57] met directly with retail brands,

[59:00] brokers, and developers. While we

[59:02] engaged broadly, we placed particular

[59:04] emphasis on national food chains,

[59:06] especially those focused on chicken

[59:08] concepts given their current expansion

[59:10] trends. These conversations helped place

[59:13] Avanol firmly on the radar for future

[59:15] site selection opportunities and

[59:17] provided valuable insight into what

[59:19] retailers and developers are

[59:21] prioritizing in today's market.

[59:23] Following the conference, we are

[59:24] continuing those discussions and

[59:25] building on the momentum established at

[59:27] ICSC. We also maintained outreach to

[59:31] industrial users, including logistics

[59:33] and warehouse operators, highlighting

[59:35] Avanel's affordability and available

[59:37] land and strategic access to key

[59:41] regional routes. Our goal remains

[59:43] consistent, ensuring Avanel is part of

[59:46] an early stage a part of early stage

[59:48] conversations so that city is well

[59:51] positioned as projects uh begin to take

[59:53] shape. Onto our final portion, the grant

[59:56] writing section, Chriscom continues to

[59:58] work closely with city staff to identify

[1:00:00] strong funding opportunities, align

[1:00:03] projects with eligibility requirements,

[1:00:04] and prepare competitive applications.

[1:00:07] There are currently a few upcoming grant

[1:00:10] opportunities. There's the urban

[1:00:12] greening grant program, the

[1:00:13] transformative climate communities,

[1:00:16] active transportation program, and

[1:00:18] finally the community connection grants.

[1:00:20] And lastly, there's one current active

[1:00:22] grant, the rural law enforcement violent

[1:00:24] crime reduction initiative grant.

[1:00:26] Looking ahead, as we move through uh

[1:00:29] quarter 2 of 2026, our focus remains on

[1:00:32] advancing Avenel's priorities at both

[1:00:34] the state and federal levels, staying

[1:00:36] closely engaged as Sacramento's budget

[1:00:38] negotiations narrow ahead of the June

[1:00:41] 15th deadline, and as Congress returns

[1:00:44] from recess to continue work on the

[1:00:45] second res reconciliation effort. As

[1:00:48] budget discussions unfold in both

[1:00:50] capitals, we will begin uh we will work

[1:00:52] to ensure that the city is well

[1:00:54] positioned for emerging funding

[1:00:55] opportunities by maintaining strong

[1:00:57] relationships with key decision makers,

[1:00:59] continuing proactive re outreach and

[1:01:02] monitoring developments that may affect

[1:04:49] some streets where we actually extended

[1:04:51] some of the work and that's as noted in

[1:04:54] the in the staff report. And then there

[1:04:55] would be then an appropriation request

[1:04:57] just to manage um the cost as well for

[1:05:00] the construction management and close

[1:05:01] out of the project. So yeah, if there

[1:08:16] really just becomes beneficial when you

[1:08:18] have high volumes usually plus 20,000

[1:08:21] vehicles on average per day as well as

[1:08:23] high truck volumes.

[1:08:25] >> So it's really not something that at

[1:08:27] this time would be an economical

[1:08:28] solution for the cutoff road. The the

[1:08:30] volumes there just don't do not meet

[1:08:32] that and the life cycle. Um it's just

[1:08:34] it's not conducive for concrete at this

[1:08:36] time. It's something we can then

[1:08:38] evaluate maybe 30 if freight and things

[1:08:41] change um and there's yeah the the

[1:08:44] volumes increase the truck volumes

[1:08:45] increase that's when that can be

[1:08:47] evaluated once again but at this time

[1:08:49] the overlay would be the mo most cost

[1:08:51] effective approach for the cut off road.

[1:08:54] >> Mhm. Uh we do have a business uh Kurugan

[1:08:58] uh compost company and and can be

[1:09:02] something down there uh specifically

[1:09:05] because there's a lot of uh heavy

[1:09:08] traffic coming in and coming out and

[1:09:10] what I noticed with the asphalt

[1:09:13] and in in the hot weather usually

[1:09:15] oscillates

[1:09:17] because they're breaking trying to come

[1:09:19] in or you know so would something

[1:09:22] special be done in in that area? I can

[1:09:24] say maybe 100 to 100 ft within that area

[1:09:27] within that entrance.

[1:09:29] >> Yes, that is something we can evaluate

[1:09:30] kind of a hybrid where at like you're

[1:09:32] saying at an intersection where there's

[1:09:33] a lot of stopping of heavy traffic,

[1:09:34] there can be that heating of the asphalt

[1:09:36] and that's stuff that we can get a look

[1:09:38] at. We can probably touch base with the provider the trucking and get a feel

[1:09:42] for the counts and get an idea of the

[1:09:43] condition and see if we can actually

[1:09:45] have more of like maybe concrete

[1:09:47] sections in those areas just to prevent

[1:09:50] >> those issues. Yeah, we can look at that

[1:09:51] further. just something to consider and

[1:09:53] bring it back.

[1:10:02] grant um that you had asked about. So we

[1:10:04] are looking at about $3.5 million and

[1:10:06] that will be we're planning to have a

[1:10:08] staff report come through at the next

[1:10:09] council meeting that will speak to

[1:10:11] what's being proposed based on all the

[1:10:12] outreach that we've done.

[1:10:14] >> Um so the ATP program there is 3.5

[1:10:16] million that we're going to be asking

[1:10:17] for. That's a kind of the the upper

[1:10:19] threshold before matching funds are

[1:10:20] required. And then we are still working

[1:10:23] on the parks grants. And we also have

[1:10:25] some CMAC funding that we'll be looking

[1:10:28] to apply for for design for projects

[1:10:30] based on existing city plans and

[1:10:32] ordinance. And we'll be working closely

[1:10:34] with Anthony on on making the final

[1:10:35] decision on that ahead of uh the CMAC

[1:10:38] call for projects which is due on the

[1:10:39] 1st.

[1:10:40] >> Mhm. So, uh, like I told Joshua, uh, uh,

[1:10:45] in our meeting yesterday

[1:10:51] for Kings County Association million

[1:10:52] dollars for CMAC and and that qualifies

[1:10:56] for uh, bike uh, routes and also safety

[1:11:03] uh, crossings and things like that. But

[1:11:05] I believe uh and not NG um um she

[1:11:09] mentioned that uh you have to apply

[1:11:11] directly with her. So I don't know if

[1:11:14] you're aware of that situation or I

[1:11:16] don't know insurance.

[1:11:18] closely with KAG right now. We have the

[1:11:21] application um for the CMAC which is due

[1:11:24] on the first. We have the all the

[1:11:26] calculations that are required for that

[1:11:28] application and um we're going to

[1:11:32] to review and then we would submit in

[1:11:34] accordance with um the plans that have

[1:11:36] been developed to to address pet and

[1:13:40] meeting and also earlier today in the

[1:13:44] fire report regarding the living

[1:13:45] quarters for our firefighters. um that

[1:13:49] we've worked to stand up the fire

[1:13:51] department as quickly as possible,

[1:13:53] understanding that public safety is a

[1:13:55] number one priority for the council and

[1:13:56] for the community and wanting to stand

[1:13:59] up the department and make it um

[1:14:01] effective as soon as possible knowing

[1:14:04] that the always looming threat that the

[1:14:06] county could pull out of the contract as

[1:14:08] they've done now two or three times.

[1:14:11] Mhm.

[1:14:11] >> So under that guys, uh we've moved

[1:14:14] forward on figuring out how to have

[1:14:16] living quarters that would be adequate

[1:14:17] for the three different shifts that will

[1:14:20] be um the main shifts for our full-time

[1:14:24] firefighters.

[1:14:26] We worked with our city engineer, our

[1:14:28] public works, even Chief McAfee looking

[1:14:31] at kind of what would be adequate living

[1:14:33] quarters. Council may recall that

[1:14:35] originally the plan was to build out um

[1:14:38] a kind of a a site behind the hospital.

[1:14:42] >> Um trying to use some of that open space

[1:14:44] out there would have required a higher

[1:14:47] um investment in all the utilities given

[1:14:49] that all the utilities extend out that

[1:14:51] way. Um, and when we started looking at

[1:14:54] what that cost was looking at, and this

[1:14:56] is why I poke at Diego a little bit,

[1:14:58] that what we were hoping would be about

[1:15:00] 3400,000 was closer to a million if we

[1:15:03] were going to do everything the right

[1:15:05] way, as we like to say. So, we started

[1:15:08] looking at other possibilities and an

[1:15:10] alternative came up um by happen stance

[1:15:13] between the assistant city manager and

[1:15:15] fire chief looking behind city hall with

[1:15:17] the the metal buildings that we already

[1:15:20] have in the open space out there. Um we

[1:15:23] speaking with public works looking at it

[1:15:26] be wouldn't be too difficult to extend

[1:15:27] services as there were services in that

[1:15:29] space already. That used to be the old

[1:15:31] public works yard. So we started

[1:15:33] exploring that idea and that would

[1:15:35] already kind of get us ahead being able

[1:15:37] to open and start the department as soon

[1:15:40] as possible. So besides the

[1:15:42] communications um item then it became

[1:15:45] how do we get living quarters up and

[1:15:47] running as soon as possible. So started

[1:15:50] looking at possibly modulars something

[1:15:52] like you see the schools. As we started

[1:15:55] looking at that possibility, it would be

[1:15:58] something that could only be leased for

[1:15:59] 3 years. Would have cost upwards to

[1:16:01] about 120 to 150,000 after at least just

[1:16:05] getting a foundation, getting um getting

[1:16:09] it just set up. It would have been two

[1:16:10] modulars, 20 by 40. It would have been

[1:16:13] just enough space for four for three,

[1:16:16] four individuals at a time. Um

[1:16:19] unfortunately, like I said, it only been

[1:16:21] leased for three years.

[1:16:23] uh we started looking at what other

[1:16:24] options were out there and I started

[1:16:26] calling some of the C container um

[1:16:29] companies in the area and I have the

[1:16:32] list there as a container

[1:16:34] uh we spoke to mobile modular we

[1:16:37] container backcountry containers all

[1:16:39] them had a lead time of at least a few

[1:16:42] months at best was getting something

[1:16:44] maybe in July probably more likely

[1:16:47] August and then us doing a lot of site

[1:16:50] work to get it prepared

[1:16:52] Uh, one of another one that we spoke to,

[1:16:54] Container Stop out of Paso, they have

[1:16:57] their construction out in Breedling,

[1:16:59] said they actually had something that

[1:17:01] may fit what we're looking for. Chief

[1:17:03] McAfee and I went and visited and we saw

[1:17:06] what's basically five units, 40 by 40,

[1:17:10] and the inside was already 90% complete.

[1:17:12] There are pictures at the end of the

[1:17:14] packet as you can see.

[1:17:16] >> Uh, we've taken two two visits so far.

[1:17:18] my understanding that's almost more

[1:17:20] fully complete now because these were

[1:17:22] from last week. So, this was something

[1:17:24] that they were willing to sell. They

[1:17:26] were trying it was built for another

[1:17:28] purpose for a family, but then didn't

[1:17:31] end up taking it. So, they've had it for

[1:17:33] about a year. They were looking to sell

[1:17:35] it for 290,000. After some negotiations,

[1:17:38] we got it down to 270 out the door. So

[1:17:42] with them delivering it and installing

[1:17:44] and whatnot.

[1:17:46] Um so we looked at that being something

[1:17:49] that was more feasible in the interest

[1:17:51] of time because they expect and

[1:17:52] anticipate delivering it on June 9th.

[1:17:55] >> So this would coincide more cleanly with

[1:17:57] our intended purpose of starting up the

[1:17:59] fire department.

[1:18:01] Um this will offer three sleeping rooms

[1:18:04] so we could have bunk beds of two people

[1:18:06] in each. There'll be one office. Now,

[1:18:08] there'll be two bathrooms, a large

[1:18:10] kitchen and living space, and a utility

[1:18:12] room, the washroom, and then another

[1:18:14] little storage space. This would be a

[1:18:17] lot more respectable, more functional,

[1:18:19] and would allow for co-ed or both male

[1:18:21] and female firefighters if we have that.

[1:18:24] Um, the best thing is that it's a lot

[1:18:27] reduced cost on the footings and the

[1:18:29] foundation. We don't have to put a full

[1:18:30] foundation, just footings for where the

[1:18:32] actual seat container edges sit. We'd be

[1:18:35] able to get it, like I said, a lot

[1:18:37] faster. And if in the future there was a

[1:18:40] development or expansion behind city

[1:18:43] hall, those could be relocated.

[1:18:46] Um, and the city would own it instead of

[1:18:48] leasing and having to give it back in

[1:18:50] three years. So, we are still finalizing

[1:18:53] some little details. Uh, we're debating

[1:18:55] about painting it red. I still want

[1:18:57] blue.

[1:19:07] We asked Chief, he already he already

[1:19:08] picked red. So, I guess we're going with

[1:19:11] red. I lost this one. Oh, well. Um, but

[1:19:17] very more presentable, especially if

[1:19:20] it's going to be behind city hall,

[1:19:21] something that community will be able to

[1:19:23] see. The fire trucks will all be out

[1:19:25] there. So,

[1:19:31] So that being said, that is kind of what

[1:19:35] we've been working on. We've kind of

[1:19:37] went ahead in the interest of time as I

[1:19:39] mentioned and following the municipal

[1:19:41] code under the procurement process that

[1:19:43] the city manager is able to when

[1:19:45] applicable exemptions for public safety

[1:19:48] make emergency purchases. Um we are

[1:19:51] asking council to ratify this action but

[1:19:54] it is all under the same municipal code.

[1:19:58] Um, in terms of the bidding process,

[1:20:00] this was something that no other company

[1:20:02] was able to provide something as soon

[1:20:05] >> would have taken at least a month to two

[1:20:06] months of build time than actually

[1:20:08] delivery and then all the additional

[1:20:11] cost for the prep work. This would be a

[1:20:13] lot more reduced. Um, the one positive

[1:20:16] with developing behind city hall is like

[1:20:18] I said, we're reestablishing utility

[1:20:21] lines. There's already electricity.

[1:20:23] We'll have to upgrade a panel. We'll be

[1:20:25] able to extend out water and waste

[1:20:27] water. we can extend out the gas line.

[1:20:29] So, this is going to be a lot less

[1:20:31] expensive. So, we felt moving some of

[1:20:33] the the money set aside for building for

[1:20:36] the living quarters and area towards

[1:20:38] having something more presentable for

[1:20:41] the actual living quarters for our

[1:20:42] firefighters.

[1:20:45] If there are any questions, otherwise

[1:20:50] purchase and ratifying the agreement.

[1:21:11] anymore about the positive aspects of

[1:21:15] this,

[1:21:18] but if not, yeah, I mean, you can see

[1:21:20] that it's if if you walk in, chief said

[1:21:23] it, and then when we went by, they said

[1:21:24] if you walked in blindfolded and just

[1:21:26] open your eyes, you'd think it's you're

[1:21:27] in a normal house.

[1:21:30] >> I can just speak to just the differences

[1:21:32] between the module building that we

[1:21:34] we're trying to get. Um, that one was

[1:21:36] originally three bedrooms. One of them

[1:21:38] was actually going to serve as as an

[1:21:39] office. Um, in this this fire station

[1:21:42] living quarters location, there's a

[1:21:43] dedicated office for supervisory

[1:21:44] responsibilities, which is really

[1:21:46] important because the captain needs

[1:21:47] space to do his administrative work, but

[1:21:49] also provides supervision uh to his

[1:21:51] employees as well. I have a private

[1:21:53] space to talk with them. Um, it also has

[1:21:55] a laundry room. They stay 48 hours at a

[1:21:58] time. So, it has a dedicated laundry

[1:21:59] room, you know, for station supplies and

[1:22:01] for them to do their their laundry in

[1:22:03] there as well. And so, that that space

[1:22:04] is not available in the other one. So

[1:22:07] just just those two spaces, but really

[1:22:09] the ability to have two bathrooms in

[1:22:10] there was really huge for me only

[1:22:12] because um there

[1:22:17] » go ahead.

[1:22:18] >> There is uh there is potential in the

[1:22:20] future that we do hire a female

[1:22:21] firefighter. Actually, a couple of the

[1:22:23] reserves that that did apply are emails

[1:22:25] as well. So it gives us the ability to

[1:22:27] have separate spaces for them and make

[1:22:29] sure that we abide by all the the state

[1:22:31] laws and make sure that they're

[1:22:32] comfortable in that space as well. So

[1:22:33] that was that was really huge for us.

[1:22:35] But uh in general, the rooms are good

[1:22:37] size and so it does allow us with even

[1:22:39] without bunk beds to two separate beds

[1:22:41] to have at least two firefighters in

[1:22:44] each room. So a total of six really. You

[1:22:46] could fit a little more in one of the

[1:22:46] rooms, but six sleeps pretty

[1:22:48] comfortably. Uh and so overall, it

[1:22:52] functions more along the lines of what

[1:22:53] we would expect out of a a station

[1:22:55] living quarters for us. Um and you know,

[1:22:59] honestly, the inside once it's done is

[1:23:01] going to look, you know, more like a

[1:23:02] >> it's modern.

[1:23:03] >> Yeah. modern residential home.

[1:23:05] >> You can see all the lighting they have.

[1:23:07] They ask me, "Do you do you guys want

[1:23:08] all this lighting?" I'm like, "Yes, keep

[1:23:09] it."

[1:23:10] >> So,

[1:23:12] way way way a way more efficient, way

[1:23:15] more realistic option for future

[1:23:16] operations. Uh especially, you know, I'm

[1:23:19] anticipating more than three people on

[1:23:20] shift often in the year. So, it allows

[1:23:22] us to have that ability um to sleep

[1:23:25] extra fires.

[1:23:27] >> Great. My my comment my comment is that

[1:23:30] uh I can see the benefit of uh owning

[1:23:33] and not renting or leasing. That's a big

[1:23:36] benefit. But also you're talking 40 by

[1:23:39] 40 that's uh 1,600 square ft. I mean you

[1:23:43] cannot build a home from zero to no less

[1:23:47] than $250,000.

[1:23:48] So for 270 and having all these

[1:23:51] amenities like an office, you know, I

[1:23:53] think it's it's a really good deal. And

[1:23:55] looking at the time frame, I think that

[1:23:58] is also a section to move this project

[1:24:01] ahead. So I just want to

[1:24:04] >> sure we can always use them as a burn

[1:24:05] room.

[1:24:30] be contracted and what public works can

[1:24:32] still do

[1:31:13] being able to open your faucet and

[1:31:14] having water run through it and have to

[1:31:16] think twice about that, knowing that

[1:31:18] it's potable water and being able, of

[1:31:20] course, to run the day-to-day businesses

[1:31:22] of the city, having our events, having

[1:31:26] um any recreation that we can have with

[1:31:28] folks and then maintaining our streets

[1:31:30] and roads and our parks. So all that is

[1:31:32] part of what we as a city incorporated

[1:31:34] in 1979 worked to have um

[1:31:37] self-fulfilling all the needs of this

[1:31:39] community. So that's something that we

[1:31:41] are all striving for and continue doing

[1:31:43] day by day again at the direction of the

[1:31:46] city council that we will continue doing

[1:31:48] regardless.

[1:32:14] boards about uh 10 of them at least. Uh

[1:32:19] we'll be uh I was there yesterday at

[1:32:21] Kings County with uh Lavco. Uh we had a full quorum, everybody present uh

[1:32:27] looking at approving the budget for the

[1:32:30] next fiscal year. It's going to be about

[1:32:32] $94,000 for Kings County LFCO. Uh

[1:32:35] planning adding one more member to go to

[1:32:37] the annual LFCO

[1:32:39] um conference usually uh south uh as far

[1:32:45] as San Diego and as far as uh Monterey

[1:32:49] or Sacramento up north. Uh we also

[1:32:53] discuss um card uh Kings area uh

[1:32:57] regional transit uh discussing uh

[1:33:02] changes in in the routes. They're going

[1:33:05] to be stopping some routes and adding

[1:33:07] some other ones in order to meet the uh budgets and give more service to

[1:33:14] other areas that needed the most. Also,

[1:33:17] uh we had uh the Kings County

[1:33:19] Association of Governance meeting where

[1:33:22] uh you know we discussed uh the uh trip

[1:33:26] to Washington DC for the uh Sanwaqin

[1:33:29] Valley Policy Council which compromised

[1:33:31] the eight counties on in the central

[1:33:33] valley from uh Stockton Modesto area all

[1:33:36] the way to Burkasville Arvin. Uh they'll

[1:33:39] be going to DC in September 11, 12 and

[1:33:43] 13. Also uh talking about um the uh new

[1:33:49] uh the new changes that we coming that

[1:33:52] will be coming uh regarding meetings

[1:33:55] looking because now we have meetings in

[1:33:57] two different places. Before used to be

[1:33:59] one place for all four meetings and

[1:34:02] quarterly we have five meetings.

[1:34:05] uh the uh vehicle availment uh program

[1:34:08] that's only every quarter of the year,

[1:34:12] but now having to and usually it's at

[1:34:14] one place and now it's at the new

[1:34:17] building, the $30 million new building

[1:34:20] for the uh transportation uh department.

[1:34:25] So now we have to move from the cham uh

[1:34:27] supervisor chambers all the way to seven

[1:34:29] avenue and the mill is once every hour.

[1:34:32] So now look

[1:34:35] in order to be on time to the other

[1:34:37] meetings at the other building.

[1:34:42] But also uh I would like to uh commend

[1:34:45] everybody who's been working together

[1:34:47] with the city recreation planning

[1:34:49] commission uh public works uh for doing

[1:34:52] what they do. uh food distributions uh

[1:34:54] the the city of Aven working together

[1:34:56] with Rotary Club uh uh to being able to

[1:35:00] provide uh free food to our community. I

[1:35:03] believe uh Wednesday was uh more than

[1:35:06] expected. Uh we had uh over usually it's

[1:35:09] about 150 160 people but I believe uh

[1:35:13] last Wednesday we had over 200 people.

[1:35:23] that other uh entities uh other

[1:35:26] nonprofits try to do their own too and

[1:35:28] that's really appreciated.

[1:35:35] So that is good that they have different

[1:35:38] times and and in the mornings and

[1:35:41] afternoons. So appreciate KCAO also with

[1:35:44] Valley Voices doing their food

[1:35:46] distribution in the afternoon to

[1:35:49] accommodate more people that are working

[1:35:52] uh uh looking at uh continue uh with uh having uh moving the city forward. I

[1:36:01] just want to say that uh uh

[1:36:05] you know we feel that uh that uh we're

[1:36:08] representing the city for the best

[1:36:10] interest not our own interest but to the

[1:36:13] benefits of the whole community of a

[1:36:15] being able to provide daily services to

[1:36:17] them and uh we'll continue with that

[1:36:20] trend either with this council or new

[1:36:23] council in the near future no none of us

[1:36:25] will be here eventually time progresses

[1:36:29] and there's boards everywhere that

[1:36:31] change and that will be the time for who

[1:36:34] knows when but for for now we'll

[1:36:37] continue providing services to the
