handed out 47 letters to homeowners
about the trash cans last month. Um we

them were resolved. Uh I did not take

any dogs to the Hill Country Humane
Society last month at all.

their pump uh bypass pump on Thursday is

what they told us. That one's going
well. Other projects are moving forward.

will hold a public hearing on Tuesday,
September 8, 2026, beginning at 12 p.m.

in council chambers located at Urum City
Hall, 110 East Vaughn Street, Bertram,
[11:13]
Texas on the proposed 2026 2027 budget.
This budget will raise more total
[11:21]
property taxes that than last year's
budget by $12,117
[11:27]
and 9.21%.
And of that amount, 110,83
[11:33]
is tax revenue due to be raised from new
property added to the tax role this
[11:38]
year. The proposed budget is available
for inspection by any person at city
[11:42]
hall or on the city's website at
cityofram.org.

Anyone who has concerns will have an
opportunity to be heard during this
[11:51]
public meeting. So that starts now.

So, the majority of that is pass through

I will address your the roofing thing
because I've already talked to uh Ted

about this. Um, I'm working on getting
rid of a lot of the current permitting.

For example, if your roof is damaged
from a storm, I don't feel you should
[14:04]
have to get a permit to fix it. Uh, and
some of the building code I looked at
[14:09]
says that unless it changes the
structure of the property,
[14:14]
uh, you don't need a permit.

building code? As long as it's under six
foot, you don't need a permit. 7 foot to

tax rate did go up for everyone that
that looked at it. Um what that equated

to to my home for example here in
Bertrram, Texas. I I have to pay $2

extra next year that I didn't pay this
year. Uh it's very minimal. Uh the re
[15:22]
and that tax rate was the no new tax
revenue rate that we adopted. What that
[15:27]
means is they we took all the tax that
we received last year and that was the
[15:32]
rate that brought us to that number. The
reason there was an increase is if if
[15:37]
y'all voted last May, there was
something on the bud on the um on the
[15:42]
ballot for MDD sales stacks. Yes,

uh sales sales tax

infrastructure stuff we're working on.

Um it failed. So instead of everyone
that spends a dollar in Bertram paying

for our roads, it falls on the property

system by the way, but that's a system

benefit provider options and select
selection proposal for medical, life,
[19:48]
dental, and vision coverage. Everyone
loves insurance.

Good afternoon. Javier Reyes, president
insurance brokers. Thank you all for
[20:07]
your time. My partner in business is
vice president of Morrison Dena Ker. And
[20:13]
with the city's permission, we went out
to all the carriers you've heard of, the
[20:17]
Etnas, the Sigas, the Blues, the Bet
Lives, the Hartfords, and we asked them
[20:23]
real simple question. Can you give us
the same benefits at a lower price or
[20:29]
for the same price? Give us better
benefits. Well, two years ago, we were
[20:34]
able to offset or avoid an increase from
Blue Cross where we were at the time
[20:39]
because of like a 30% increase. We're
able to avoid that by jumping over to
[20:43]
Baylor, Scott, and White because we're
an independent agency. We don't work for
[20:47]
any insurance company. We're appointed
with all of them. So then we bring the
[20:52]
quotes from all of them. We narrow it
down to the best bang for your buck.
[20:56]
Then you all let us know who you want to
go with.

Well, like I said, two years ago, we
avoided 30% increase. Last year, Baylor
[21:04]
Scott and White to keep your business
was willing to only increase 2%. Well, I
[21:08]
think they're trying to make up for it
this year. So, I was pretty sure you all
[21:12]
were going to have to move because they
had a horrible renewal. Maybe they're
[21:15]
bleeding internally because you guys
healthwise look pretty good on paper at
[21:19]
least. I don't know the personal, but on
paper looked pretty good. Well, most of
[21:24]
them came back declining, not
competitive. And that was blowing my
[21:27]
mind. I'm going like really? Well, no
wonder what was Baylor. We switched over
[21:32]
because they were the best at the time.
Texas held benefits pool for 1%
[21:38]
difference than what Baylor Scott and
White is willing to improve your
[21:42]
benefits a lot. What do I mean by that?
Right now, when you go to a doctor's
[21:47]
office visit, you're susceptible to a
deductible. If they swab your cheek, you
[21:53]
know, swab your ear, you start paying
your deductible for that in the office
[21:58]
just for laying a hand on you. Other
than just talking, you start paying your
[22:01]
deductible. Well, Texas Health Benefits
Pool is saying you don't have to worry
[22:05]
about that anymore. As long as you go to
a contracted doctor and they swab your
[22:10]
cheek, they draw some blood and that's
all included. They code it in with their
[22:14]
visit, it's covered under your office
co-pay. That is awesome because I mean,
[22:19]
we're looking at $3,000 deductibles. You
don't want to start paying that at your
[22:23]
doctor visit. Okay, so that was uh one
big uh improvement that Texas Health
[22:29]
Benefits Pool. Do you all have a
spreadsheet of the medical in front of
[22:32]
you? Okay.
>> So, I'm looking at the medical
[22:35]
spreadsheet right now. Column B is your
current plan. And yeah, that's a that's
[22:41]
a horrible increase right there for 1%
difference. Texas Healthput benefits
[22:47]
will go from a $3,250 deductible to
3,000. So, it's a little improvement.
[22:52]
They'll go from a 60% plan to an 80%
plan. So, they're willing to pay more
[22:58]
upfront sooner. That's a good thing for
the employees and for the patients.
[23:02]
They're out of pocket right now. Worst
case scenario, you're a you're possibly
[23:08]
owing $9,100 if you got a $100,000
claim. They're going to minimize that to
[23:14]
$5,000. Another big improvement for
those that have to be hospitalized. Now,
[23:19]
everybody doesn't have to, but the
doctor visits, everybody's got to go to
[23:22]
doctor visit before something else
happens. So, that's a big improvement.
[23:26]
And we still keep the co-pays on the
medications, so no deductible there.
[23:30]
Your wellness are still covered at 100%.
Okay? And um and you can keep most of
[23:36]
your doctors, okay? Because believe it
or not, we used to have them like 15
[23:40]
years ago, but they got crazy on us, so
we moved you to someplace else because
[23:44]
that's our job. Find out who's got the
best bang for the buck, bring it to the
[23:48]
table like here, and then you all tell
us if you want to make the move or not.
[23:51]
So, our recommendation this year will be
Texas Health Benefits Pool because yes,
[23:56]
it is a 1% more than what Baylor wants
benefit-wise. You're getting a lot more
[24:02]
for your employees, for your bank
because you pay 100% for the employees.
[24:06]
So, why not get a better deal for what
you're already paying for? That would be
[24:10]
our recommendation on the medical
portion. Any questions on that?

that are paying for their family members

to be on the policy. Is that rate higher
with this?

» Okay, if you look at the the prices
below where it says employee child
[24:28]
average, that's whether you have one
child or a dozen kids. Now, deduct from
[24:33]
that 116536.
>> Deduct what the city pays the 67508 or
[24:39]
if that's who they elect. Okay? You
subtract the employee portion and the
[24:44]
balance is what the employee pays for
their children. Now, where it says
[24:48]
employee spouse, you would deduct the
employee cost from that amount. The
[24:52]
balance would be the cost of the spouse.
Sorry, just one spouse. And then on the
[24:57]
family side, again, you deduct the
employee portion that the city pays and
[25:02]
they would pay that balance.
>> So, it's it's important to note that it
[25:06]
was multiple. You can have multiple kids
under the Texas health benefits pool on
[25:11]
the Baylor Scott and White, our current
plan,
[25:15]
» pay per per person. You pay that fee per
person. So it was the 512 per person.

» It's a total no matter if you have one
child, five children. Okay.

they're offering. So that's why we're
kind of recommending this year.

Ultimately, you all call, but that would

the medical? Okay. On the dental side,
currently we have dental, vision, and

life with equitable. Why? Because two
years ago they gave us a great price and
[25:45]
you know for all three benefits because
we have no problem you all buying dental
[25:50]
from one company vision from another.
Our job is to bring you the best bang
[25:54]
for your buck. Okay. But if we can save
you some administrative cost that's also
[25:58]
a savings. Okay. So on the dental side
again last we got a two-year rate
[26:03]
guarantee the first time. Why? Because
they were really low. And I always tell
[26:08]
them I want to make sure you're not
buying the business. So, you got to
[26:10]
guarantee everything at least two years.
I don't want you to lowball me one year,
[26:14]
then next year you want your money back.
Okay. Well, they waited till the third
[26:17]
year to try to get their money back. I
don't think you should because I can get
[26:21]
the same benefits with Kansas City with
only a fourth of the increase that
[26:27]
Equitable wants. Now, there's also an
improvement on the Kansas City. You
[26:33]
still get to go to any dentist you want,
just like you have right now. $50
[26:36]
deductible just like right now. still a
$1,250 benefit just like right now. The
[26:42]
addition that you're going to get with
Kansas City if you decide to go with
[26:45]
them that next year anybody that uses
half of the 1250 or less because they
[26:51]
have great dental as long as they get
their teeth cleaned twice a year next
[26:55]
year they're going to add 50% more to
that limit. So if I'm employed this year
[27:00]
and I use less than 1250, less than 600
just for my cleanings, next year they're
[27:05]
going to add an additional $625 to my
benefit if you stay with Kansas City. So
[27:09]
that means next year I'll have $1,875.
I'm sorry, $2,875. No, hold on my math.
[27:15]
$1,875
next year. Even though you're not going
[27:19]
to buy more benefit, I personally will
have more benefit because I saved them
[27:22]
money this year. And that just keeps
accumulating till you're double your
[27:27]
original amount. Okay. That way
eventually someone needs a, you know,
[27:31]
expensive root canal, an implant or
something like that, they will have more
[27:34]
benefit. Because in the past, I've heard
people say, "Man, I don't ever use. All
[27:37]
I do is clean my teeth. You know, what's
what's the point?" Well, in this case,
[27:40]
there's a good point. Eventually, we'll
have a rainy day. That's extra money for
[27:45]
you to use. So, that would be an
improvement uh by switching over to
[27:49]
Kansas City besides avoiding 75% of the
increase that Equitable wants. So, as
[27:55]
far as a dental, I would recommend the
Kansas City dental for now. Questions on

Say that on the last day when you submit

all your enrollments, if you're off 10%

no employees going to drop their
[28:25]
coverage. It be foolish because it's
good benefit and it covers.

» So I don't I don't see us crossing it,
but it has to be disclosed.

coming in and I don't know what they're
[28:57]
trying to do, but regardless, we don't
have to pay for it. Kansas City again is
[29:02]
offering a very good price. Um, we'd be
avoiding 33% of their increase that
[29:07]
Equitable wants by considering Kansas
City. Okay, you'd still get to use most
[29:12]
of your same eye doctors. You still have
the same amount of benefit. And again,
[29:17]
because it came in much lower, I told
them, you got to guarantee the rate for
[29:21]
two years. I want to make sure you're
not buying the business just for a year.
[29:24]
Then next year I got to move you again.
And they did. They guaranteed that price
[29:27]
for two years.

little lower, but their network is not
[29:38]
very strong out here. So, you might have
a lot of people upset that they're
[29:42]
paying for a vision that they have to
drive too far to go get or they have to
[29:47]
go out of network and instead of getting
a full uh full $150 for their lenses,
[29:53]
they're only getting a reimbursement of,
you know, 4050 bucks because they didn't
[29:56]
go to their vision network. So, yeah,
it's a what 60 uh $46 46 cents less a
[30:03]
month per employee, but you're going to
have a lot of complaints. But I have to
[30:07]
disclose there's one out there that's 46
cents a month less. I wouldn't recommend
[30:12]
it but you know not up to me. Okay.
Questions on the vision? Nope. Okay. On
[30:18]
the life again used to have it with
equitable. They did not increase their
[30:23]
price to keep you but since you're
considering Kansas City they said oh
[30:29]
heck yeah. We'll give you a discount
there. You going to go with our dental
[30:32]
and our vision? Yeah we'll give you a
discount on the v on the life. Why not?
[30:36]
And it will also save you administrative
like now you have one carrier for three
[30:41]
of your benefits,
what we would call your ancillary
[30:44]
benefits, non-medical benefits. Okay.
So, all of these are semi-firm, but I
[30:50]
don't see a Yeah, I mean, yeah, there's

permission to share to get quotes, we

include an employees name and their zip
code. That's it. Somehow in the
[32:37]
insurance world with that information,
they can go find out how much what
[32:41]
prescriptions you're taking. And some
prescriptions are so expensive, they're
[32:45]
declining because for prescriptions, not
heart conditions, not diabetes, because
[32:50]
of the medications that now exist that I
mean, they're wonderful. They don't let
[32:54]
us die no more, but they cost an arm and
leg. And because of that, Etna said,
[33:00]
"Thank you, but we we'll pass." Uh we
also did what's called self-insured
[33:05]
uh groups because you all are in a
healthc care reform, aka Obamacare
[33:10]
guarantee issue, no matter how sick they
got to take you. That's why the prices
[33:12]
are so high. We went to the insurance
carriers that can give you discounts.
[33:16]
That's what's called level funding.
you're a healthy group, which I thought
[33:20]
you were. I send it to those groups and
carriers like um this is curative.
[33:26]
That's a fairly new insurance company
here like Santa in this area. By new in
[33:31]
the insurance world to me that's 10
years. Okay. Curative. They said uh
[33:36]
unfortunately we are not able to put
forward a competitive quote for this
[33:41]
group at this time. That was from
curative. Okay. Uh, also from Santa, one
[33:46]
of those other new, they said, uh,
sorry, due to Orisa, government entity.
[33:51]
We can't quote that, uh, that industry.
Hey, they're lost. They don't get your
[33:55]
business. Okay. So, those are some
examples of some other carriers that we
[33:59]
reached out to, but they said, "Thank
you, but we can't help you at this
[34:02]
time." That kind of answer your question
there.

an ugly like Baylor. The next year

they'll come back and give us a real
great. I'm like, why did you do this? We

were already with you. Their answer,
algorithms. They've been doing this for

hundreds of years. Algorithm said it's
about to hit. We wanted to avoid it and
[34:52]
we'll welcome you back next year. Come
on back next year. So, who knows what it
[34:57]
is because of course they're not going
to disclose that. I'm just going to say

they're bleeding internally. They have
to do adjustment to survive.

employee. Obviously, when these came in,

they came in at 675. So, we moved that
up and I believe there was an additional
[36:07]
24,000 that was going to be needed to
add to this year's fiscal budget, which
[36:11]
there's wiggle room in the budget from
the line item transfer to reserve um
[36:18]
number that we just knew these were
coming in. We just didn't know where
[36:22]
those could place. So, you'll see that
in your in your budget at the next
[36:26]
meeting where those that adjustment was
made. Bottom line is it's costing us 20
[36:31]
over over 20,000 more than it cost us
last year. Correct.

there. This one does have a waterline
extension of uh 3,850 ft. Some easements

that need to be acquired. Um, I know
Georgina, I guess you had some input on
[40:10]
a path forward on that or at least uh
some thoughts from the city perspective,

but um it's all pretty standard. U if
they want to annex and pay the fees, all

all of that, we can provide them

getting anyone to return calls or help

you, which is not something that we

forth, and came in at a lower price. And

I believe that we should consider going

month-to-month with Click um, because I
didn't think that the RFP reached
[44:26]
anybody. So then I reached out to my
Hill Country City Secretaries
[44:30]
Association group and I asked who you
guys are you who they were using for IT
[44:34]
services and we did the RFP again to see
if we could get more people out. I sent
[44:39]
the RFP out to multiple um people only
two submitted. Um I wouldn't necessarily
[44:44]
say that Click Computers was doing a bad
job. They always did an excellent job
[44:48]
for Georgina. It was more PD related
questions and concerns regarding phone
[44:53]
calls after hours, things of that
nature. Um but they were going to be
[44:57]
going up on their price was the original
reason for the RFP, not because their
[45:00]
their services were were technically
bad, but um their their proposal did
[45:07]
come in at around $5,800, which is a
whole lot higher than the imagined
[45:11]
solutions proposal did, which is a
considerable amount that we did not
[45:15]
impose into this budget, this this
year's proposed budget. So, um if if the
[45:21]
recommendation is to go with Imagine
Solutions, which I think defense stated,
[45:25]
I I believe that um I would have to
agree with that recommendation just
[45:29]
based on the fees alone, but they do
have real uh real good references. They
[45:33]
do use other municipalities, which was
not in the proposal for click computers.
[45:37]
Um they had a lot of housing
authorities, uh not necessarily
[45:42]
municipalities. I think they um they
contract with Marble Falls, Lano. Um
[45:47]
they're shaking their head. Yes. Um but
some other municipalities in the Hill
[45:51]
Country, which is how I got their name.

moving forward, but I would like this
place markers to be set so that we don't

have to bring this back to council and
say, "Hey, can we have 28,500
[47:17]
up to this amount?"

quick. LA last year oatmeal festival we

had approximately approximately 3,800
visitors that came downtown for the
[52:17]
oatmeal festival. And I can give you a
breakdown because big brother's watching
[52:22]
and we pulled that off everybody's cell
phone data. Um there are 1,200 residents
[52:26]
from Bertrram, 699 from Bernett, 322
from Liberty Hill, 203 from Leander, 176
[52:34]
from Mar Falls, 77 from Kingsland, 67
from Round Rock, 47 from Florence, 46
[52:39]
from Lamp Passes, 45 from Copper Scope.
I'm giving you all those numbers to tell
[52:45]
you this. Uh these festivals bring
people in. That brings tax dollars. um
[52:50]
that brings business to local businesses
and it brings eyes to our community
[52:54]
where they see it and say, "Oh, I need
to come back, you know, again to to
[52:59]
enjoy Bertram." Uh so that's the
importance of
[53:02]

Jerry Leblanc. My wife, Nicole, and I
[56:38]
operate LJ Acres Animal Life Center here
in Bertram. LJ Acres is a veteran 501c3
[56:45]
rescue and sanctuary that currently
cares for approximately 140 animals
[56:50]
across 24 different species. We are all
domestic, no wildlife.
[56:56]
Many of the animals that come to us
cannot be accommodated by traditional
[57:00]
shelter. Some are adopted into
appropriate homes while others require
[57:06]
lifelong sanctuary because of their age,
health, behavior or specialized care
[57:12]
needs.
I'm here today because LJ Acres is
[57:16]
facing a serious financial shortfall. We
currently we recently determined that we
[57:22]
have approximately 90 days to secure
enough support to remain open.
[57:27]
That clock is already running. Without
immediate assistance, we may be forced
[57:32]
to close and begin the difficult process
of finding safe placement for all of the
[57:38]
animals that are in our care.
[57:42]
Closing LJ Acres would not affect only
our family. It would affect um it would
[57:49]
all it would remove an important
resource from Bertrram and the
[57:53]
surrounding central Texas um community.
We accept animals that families
[58:00]
um we accept animals that families and
other organizations may have nowhere
[58:05]
else to place.
We also provide educational tours and
[58:10]
programs that teach children and adults
about responsible animal ownership,
[58:15]
species appropriate care, adoption, and
long-term commitment involved in
[58:20]
bringing an animal into a home. Also, we
have had volunteers of all ages um come
[58:27]
out to us giving them the opportunity to
work with and learn about animals. This

is especially a great opportunity for
kids. Most of the animal shelters have
[58:36]
an age limit for volunteering, but we do
not.

We have visited the local school,
nursing home, um, and done animal
[58:47]
displays. We have also had Boy Scouts
and Girl Scouts out. We've worked with a
[58:51]
lot of other organizations like Highland
Lakes Boys and Girls Club. That's does
[58:55]
serve a lot of the Bertrram kids as
well.
[58:59]
Another service we provide is microchip
scanning to help reunite pets and the
[59:03]
families. For instance, one of the dogs
came to us on Saturday for a microchip
[59:08]
scan. Um on Thanksgiving, we were at
Judge Wilson's house for a dog that
[59:14]
showed up at his house for a micro for a
microchip scan and that dog was reunited
[59:19]
with his family. We're seven days a
week. Doesn't matter the day of the
[59:23]
week. Doesn't matter holidays. We start
at 7 in the morning and finish at 9:00
[59:27]
at night. seven days a week. Um, we are
not waiting for someone else to solve
[59:33]
this problem. We are pursuing grant,
contacting local businesses, requesting
[59:39]
food and product donations, seeking
sponsors, and asking the community for
[59:43]
help. We have submitted requests to the
Highland Lake Service League and Oxbow
[59:48]
Animal Health, but grant decisions take
time, and the animals must be fed and
[59:54]
cared for every day.
Today, we respectfully ask the city of
[59:58]
Bertram to help us identify any lawful
emergency funding, sponsorship, inind
[1:00:04]
access, assistance, or community
partnership that may be available. We
[1:00:09]
also ask the city to help share our
urgent need with residents and local
[1:00:15]
businesses um and to meet with us about
ways LJ Acres can continue to serving as
[1:00:21]
an educational and animal welfare
resource for Bertram. We're not asking
[1:00:26]
the city to carry the this
responsibility alone. We are asking our
[1:00:31]
hometown to stand beside us while we
work to stabilize LJ acres and protect
[1:00:38]
the animals that depend on us. So just
give you last year we were about $42,000
[1:00:45]
in the red and that comes out of pocket.
