Persons with Disabilities.
[4:39]
Early on we heard you barely
[4:40]
we're all set.
[4:43]
We are full quorum.
[4:43]
All right.
[4:44]
Thank you very much.
[4:46]
We'll get right into the agenda
[4:47]
starting with the hearing
[4:47]
minutes at the request of the
[4:48]
Public Improvement Commission
[4:51]
staff, the acceptance minutes
[4:52]
of the hearing held on JUNE 26
[4:55]
at twenty twenty five during
[4:56]
your motion to approve the
[4:58]
minutes before the hearing
[4:59]
minutes of JUNE twenty six
[5:03]
twenty twenty by backing all in
[5:06]
favor I I and us are staying so
[5:10]
move on to a utility pole
[5:10]
hearing and continued on a
[5:14]
petition by Verizon New England
[5:14]
Inc. For utility pole
[5:17]
installation to install one new
[5:18]
private utility pole within St.
[5:21]
Roch Street to be located
[5:21]
southwest side address numbers
[5:25]
thirty six to thirty eight
[5:25]
generally between Bluegill
[5:26]
Avenue and Maple Street.
[5:28]
This had its previous hearings
[5:32]
on JUNE 12th and again on JUNE
[5:33]
26 be to introduce themselves
[5:36]
their affiliations and let us
[5:37]
know how you would like to
[5:41]
proceed with this item.
[5:41]
Yes.
[5:42]
Good morning Commissioner
[5:44]
Rossmiller representing Verizon
[5:45]
winningly I apologize my video
[5:46]
wasn't working here and I can't
[5:47]
figure that out regardless
[5:51]
we're going to withdraw this
[5:52]
petition as is we did come up
[5:55]
with a new solution which will
[5:56]
be sent out to a Buttars and I
[5:59]
believe that should be heard on
[6:03]
the AUGUST 14th meeting which
[6:04]
might be the next one I believe
[6:07]
or it's slated to anyway.
[6:07]
That's the current plan.
[6:10]
So we're going to withdraw this
[6:11]
petition as it is now.
[6:12]
>> All right.
[6:15]
Todd, I know I ask you this
[6:16]
every time do you need a formal
[6:18]
motion to accept the withdrawal
[6:18]
?
[6:19]
Yes.
[6:19]
All right.
[6:22]
I making a motion to accept the
[6:25]
withdrawal I and no one I'll
[6:26]
make a motion to accept the
[6:30]
withdrawal of petition for
[6:33]
utility pole on as extreme as
[6:34]
written directed by the back in
[6:37]
our favor my opinion polls are
[6:41]
saying so we'll see you back
[6:44]
here for that one in a few for
[6:45]
the report to that in a few
[6:49]
weeks on two utility pole here
[6:51]
No one on a petition by ever
[6:52]
source energy for utility pole
[6:53]
installation to install one
[6:56]
nutriment utility pole with a
[6:57]
guy wire attachment within
[6:58]
heartwood street torches to be
[7:01]
located on its northerly side
[7:03]
and address number eighty five
[7:04]
generally across from Spencer
[7:05]
Street the privilege please
[7:08]
introduce themselves, their
[7:09]
affiliations and talkfests.
[7:09]
>> Do what you really want to
[7:10]
do.
[7:12]
I Good morning.
[7:13]
It's Katie Florini representing
[7:16]
Everson's Electric and yes we
[7:17]
would like to install one pole
[7:18]
with an anchor guy near eighty
[7:20]
five Beat Street and it's
[7:21]
necessary to supply electric
[7:23]
service for new construction at
[7:24]
the Welcome Home Harbor Street
[7:28]
Income District in new homes.
[7:32]
I do want to share the plan so
[7:33]
that you can have a look at
[7:33]
where we would like to install
[7:39]
the pole so choose the one that
[7:43]
cut your screen.
[7:44]
Choose that I don't want to
[7:48]
screen choose out and no hit
[7:50]
show there it is.
[7:57]
Can you see the plan?
[7:57]
>> We can yep.
[8:00]
Ok so this is this is the
[8:01]
location right here where we
[8:04]
would like to install the new
[8:05]
pole and then the anchor guy
[8:08]
would be behind it to offer
[8:09]
support for the existing poles
[8:11]
and wires.
[8:12]
So yes I'm going to interrupt
[8:15]
please.
[8:16]
This is Kelly Correo.
[8:17]
I'm sitting here with Katie and
[8:20]
there's a new construction for
[8:20]
the housing at eighty four
[8:21]
Harward Street right down here
[8:23]
at the corner.
[8:24]
And Spencer, currently our area
[8:26]
lines come from this wall here
[8:27]
and go down the street to this
[8:28]
pole here.
[8:31]
So we're in the way of the
[8:31]
corner of the building.
[8:34]
So by cutting a pole across the
[8:35]
road we can redirect our area
[8:38]
lines to go here and and follow
[8:39]
down the street because from
[8:40]
this pole here they actually go
[8:42]
diagonally across.
[8:43]
So we're just bringing them
[8:44]
here out of the way in the new
[8:45]
construction and then down the
[8:49]
road this way I'm sorry I'm a
[8:50]
little bit confused.
[8:53]
>> Are you to you're crossing
[8:56]
the street with the wire and
[8:57]
then you're continuing are you
[9:01]
then crossing back or how is
[9:04]
this woman Rassilon So these
[9:05]
two lines here forty two feet.
[9:08]
Fifty two feet those are just
[9:09]
measurement lines just from the
[9:11]
existing pole to the new polls.
[9:13]
Ok, and so our area wires
[9:16]
currently come up Spencer
[9:16]
Street this way to this pole
[9:19]
and then they go down Halvard
[9:20]
on this side of Harvard to this
[9:24]
pole then over here they go
[9:27]
across the road so because the
[9:27]
building corner is right here,
[9:30]
this area line is in the way or
[9:31]
too close to the building.
[9:34]
So by putting a pole over here
[9:35]
,airlines will come up Spencer
[9:38]
Street, they'll cross to a new
[9:39]
hall and they'll continue down
[9:41]
on this side of Harvard.
[9:42]
I see.
[9:43]
Ok, so they're going to they're
[9:46]
not they're not I think that
[9:47]
was a question I have is are
[9:50]
they crossing over and then
[9:53]
crossing back and it sounds the
[9:54]
answer to that is no.
[9:57]
They're going to cross one.
[9:58]
Does that mean you'll be moving
[9:59]
one of these two poles that are
[10:01]
existing?
[10:03]
We're not the only one on pole
[10:06]
ten so I would have to go back
[10:07]
to my engineers.
[10:08]
The design was just ah like the
[10:09]
pole in our area lines here.
[10:12]
I can certainly follow up and
[10:13]
give you that answer but i
[10:16]
don't have it at the moment.
[10:18]
Ok, yeah I think that would be
[10:21]
helpful from my perspective.
[10:22]
I mean you know we obviously
[10:25]
understand the suppose the way
[10:25]
housing construction we got to
[10:26]
we got to move it out of the
[10:26]
way.
[10:29]
I think my initial reaction to
[10:30]
this is just that you're adding
[10:33]
a whole and a support structure
[10:37]
in a you know, already fairly
[10:37]
narrow sidewalk condition and
[10:41]
so that does impinge on
[10:42]
accessibility for the area and
[10:46]
so ideally if we're going to do
[10:48]
that, it would be you
[10:49]
especially given the nature
[10:50]
of how you're rerouting the
[10:52]
wiring we would at least free
[10:53]
up some sidewalk space in an
[10:56]
adjacent area to support some
[10:57]
of the other you know, just the
[11:00]
passage.
[11:01]
I guess that's a good thing.
[11:04]
I would prefer to see you guys
[11:05]
trying to chase down an answer
[11:08]
to yeah.
[11:09]
And I can I can find out like I
[11:12]
said, my engineers not in the
[11:13]
office at the moment he is
[11:16]
working today so it's something
[11:17]
probably by the end of the day
[11:20]
I could let you guys know so
[11:21]
for the sake like not holding
[11:21]
up the hearing we're still
[11:23]
looking to install a new poll
[11:24]
to get those wires out of the
[11:27]
way anyway.
[11:28]
Everybody who is on that call
[11:32]
is encouraging the corner so
[11:33]
like it has to be every one to
[11:34]
remove the trespass right on
[11:38]
the border.
[11:42]
I would tend to think so maybe
[11:43]
all the lines go between those
[11:45]
two poles so you removing half
[11:46]
or whatever it is it removes
[11:50]
only half the problem.
[11:51]
So yeah, I think that we're
[11:51]
right.
[11:53]
Can interested in everybody
[11:57]
else committing to this move
[11:58]
and then it seems like we'd
[12:00]
have enough people out there
[12:01]
who are we still have a
[12:04]
trespass.
[12:05]
Those are the only two options.
[12:06]
Yeah.
[12:08]
And I don't I don't know really
[12:09]
could actually trespass is on
[12:09]
the property.
[12:10]
I know there's certain codes
[12:13]
that the electric wires have to
[12:14]
be x amount of feet away from a
[12:14]
building.
[12:17]
I don't know that cable or
[12:17]
telephone because they're not
[12:21]
energizes electricity MAY not
[12:21]
have that same requirement so I
[12:24]
don't know if they can stay.
[12:25]
But again those those are
[12:26]
questions I just I'll have to
[12:29]
find out today and get back to
[12:30]
you guys on I think we want
[12:31]
everybody moved over right to
[12:32]
that we want to creating ways
[12:36]
to go around this.
[12:36]
Right.
[12:37]
Like so that this is cleaned up
[12:43]
more understood and you explain
[12:44]
the guy's situation so like
[12:47]
what are you walking under now
[12:48]
right.
[12:51]
Like is that going diagonally
[12:52]
from the pole to the sidewalk
[12:55]
so that no so so near the top
[12:56]
of the pole there'll be a metal
[12:59]
arm and it goes straight
[13:00]
backwards and then the
[13:01]
guidewire itself will come
[13:04]
straight down so that you can
[13:07]
walk underneath it like
[13:08]
housesit it without it being in
[13:09]
your way as opposed to like
[13:12]
some of our old ones it would
[13:13]
be a diagonal and would cut
[13:13]
right across your path.
[13:14]
>> All right.
[13:15]
We will need to know the
[13:16]
clearance between your pole and
[13:19]
the guy who so like so the guy
[13:22]
the guy is just a little wire.
[13:23]
It looks like an eyeball that
[13:24]
goes into the ground.
[13:25]
The anchor and the wire
[13:27]
attaches to that so that only
[13:28]
takes up an inch or two a
[13:31]
sidewalk space.
[13:31]
The pole itself will take up
[13:32]
about twelve.
[13:35]
So right here I have a four
[13:36]
foot seven inch clearance but
[13:39]
the sidewalks only like wide
[13:39]
enough to allow for that.
[13:42]
We actually did take
[13:43]
measurements.
[13:44]
I was out there with Katie
[13:44]
yesterday.
[13:46]
Can you pull a I'm going to I'm
[13:47]
going to show you the
[13:50]
measurements on the other
[13:54]
fixtures out on there so I
[13:55]
don't know if this is like big
[13:58]
enough or hard to read but this
[13:59]
pink right here is the proposed
[14:02]
pole and I have a four foot
[14:03]
seven inch clearance here this
[14:06]
blue is just the width of the
[14:07]
sidewalk in that area five feet
[14:09]
ten inches.
[14:10]
So my pole is going to take up
[14:13]
like 12 to 13 inches.
[14:14]
My girl take up one to two
[14:18]
inches the pole next to it
[14:18]
there's concrete light pole
[14:21]
that's only four feet seven and
[14:22]
a half inch between the pole in
[14:25]
the back of the sidewalk.
[14:26]
This pole down here at the
[14:27]
corner.
[14:29]
Waterlow, you are ten inch
[14:30]
clearance and the next one down
[14:33]
has four seven which will be
[14:34]
the same as what we're
[14:35]
proposing here and then the one
[14:37]
up on the corner here there's
[14:38]
only a four foot clearance
[14:40]
between the pole and the wall
[14:41]
and it's just I mean that's
[14:42]
that's the width of the
[14:44]
sidewalk.
[14:45]
That's all it allows there.
[14:48]
So we know ideally we want five
[14:49]
feet but there isn't anything
[14:49]
over there that can make the
[14:55]
five feet.
[14:56]
I mean it's it's not any less
[14:59]
than what's already out.
[15:00]
Yeah.
[15:00]
I mean I appreciate that.
[15:03]
You know, obviously what we're
[15:04]
talking about is already
[15:06]
suboptimal condition and I like
[15:07]
something additional to it.
[15:08]
So I think that's that's a
[15:08]
concern.
[15:11]
I just trying to you know,
[15:15]
other simple things like I hear
[15:15]
yeah.
[15:15]
Yeah.
[15:21]
Are you able to hear me now
[15:29]
like you had no idea Katie and
[15:32]
Kelly can you hear me that he's
[15:41]
talking or nobody in my mind?
[15:44]
Ok, I'm sorry if you guys were
[15:45]
talking we couldn't hear you
[15:49]
are you able to hear us now?
[15:49]
Yes.
[15:55]
Ok, I'm on so sorry about that
[15:56]
.
[15:56]
>> No words.
[15:57]
So I appreciate you taking
[15:58]
these measurements and
[16:00]
providing context and obviously
[16:00]
you know there's nothing in
[16:04]
here that is ideal and I think
[16:04]
the reason for the questions
[16:07]
and concern is just adding
[16:10]
another another suboptimal
[16:11]
entry point condition to an
[16:14]
already constrained street and
[16:16]
so, you know, the precedent is
[16:19]
still context that we're not
[16:20]
necessarily making the overall
[16:23]
travel more narrow.
[16:24]
It just it's a reason for
[16:24]
concern to add anything else
[16:27]
frankly at this point to the
[16:28]
screen.
[16:31]
But I even said appreciate that
[16:32]
the reasoning behind this and
[16:35]
getting clarity on whether we
[16:38]
can eliminate, you know, one
[16:40]
existing polls would be one or
[16:43]
both of existing polls out
[16:44]
of the poll right on the corner
[16:46]
has to come out first
[16:46]
encroachment reasons.
[16:47]
But you know, in any case I
[16:50]
think understanding your move
[16:51]
to making sure that we are that
[16:54]
you are working with other
[16:57]
tenants on the poll to to get
[16:58]
over in terms of the guy's
[17:02]
situation.
[17:03]
And so there's all that extends
[17:06]
perpendicular off the
[17:07]
sparkplugs and perpendicular
[17:09]
off the you're installing and
[17:10]
sort of crosses over the
[17:14]
sidewalk zone and then a guy
[17:14]
wire drops down.
[17:18]
Do you know what that ball is
[17:19]
mount the support pole is
[17:19]
mounted off of the wooden all
[17:31]
the air sawing no that are
[17:31]
we're having a hard time
[17:42]
hearing, you know, I'm not sure
[17:43]
you know now I can hear you can
[17:46]
I can you hear me on this one?
[17:46]
Yeah.
[17:50]
Apparently not.
[17:51]
Now we can hear you we can hear
[17:53]
you over there.
[18:01]
Ok, I'm so you're very fair.
[18:02]
I think we can hear you through
[18:03]
Katie's computer through yours.
[18:04]
>> All right.
[18:19]
No to fade oh oh oh can you
[18:19]
hear me?
[18:22]
Yes we can hear.
[18:23]
Here's my computer which
[18:27]
started to turn my speaker off.
[18:30]
Ok, so sorry am I clear now?
[18:34]
Yes I can hear you.
[18:41]
Yes we can hear you this says
[18:42]
can you hear me?
[18:45]
Yeah we can hear you ok let me
[18:49]
just be ok so I'm sorry I was
[18:53]
just so close to the wires I
[18:54]
believe on the side of the
[18:54]
street like that across the
[19:00]
street we want height and then
[19:01]
along the sidewalk I think it's
[19:04]
extremely so that metal bar the
[19:08]
door why would be attached to
[19:09]
could be right up around that
[19:12]
64 eye on the ball even if it's
[19:16]
a little lower even if we go in
[19:19]
telecom space it's still going
[19:20]
to be like well above you know,
[19:24]
anybody's headspace or any kind
[19:27]
of sidewalk vehicle type thing
[19:31]
if I die, ok, so there'll be a
[19:32]
bar extending perpendicular
[19:35]
from the pole with a wire drop
[19:38]
them down but basically the
[19:39]
height of the pole of the bars
[19:42]
but roughly 16 feet above the
[19:43]
sidewalk I believe so they're
[19:56]
usually 12 to 16 got to ok,
[19:57]
commissioners, other questions
[20:00]
comments.
[20:01]
Yeah I think our street lights
[20:04]
are spread out here on and so
[20:05]
when you put a pole up you're
[20:08]
going to come up into our
[20:11]
aerial view of street lights
[20:14]
running along that sidewalk.
[20:18]
I saw the concrete poles.
[20:19]
I didn't see any area wires on
[20:20]
that side of the road.
[20:25]
I mean there in your picture
[20:26]
but the walls yeah.
[20:29]
And they're they're like daisy
[20:32]
chain along the top right.
[20:33]
Our street lights are because
[20:37]
we clearly probably have some
[20:37]
sort of severed subsurface
[20:38]
connection.
[20:41]
I'm so currently I believe
[20:42]
they're being fed overhead.
[20:45]
I see your poles going to kind
[20:46]
of come up in the middle
[20:48]
of that Golos Google Maps again
[20:50]
because I don't remember seeing
[20:54]
the area like that.
[20:55]
I was looking at your photo
[20:58]
with an x on where you're going
[21:05]
to place the out there Mr Guy.
[21:06]
It's just connecting our to
[21:10]
street lights ok.
[21:13]
Yeah Amy is right.
[21:14]
They just focus on the most
[21:17]
recent imagery from MARCH
[21:18]
of this year and there is an
[21:19]
overhead street light feud
[21:39]
between two peoples overspender
[21:44]
at the corner of event quite
[21:44]
well.
[21:45]
Quite a possible way.
[21:47]
Yeah.
[21:50]
And so I for would be a
[21:51]
priority for the at the corner
[21:55]
tonight that's got like all the
[21:58]
service to the whole
[21:59]
neighborhoods and other
[21:59]
streets.
[22:05]
It's that whole Yeah.
[22:06]
For ten that's the one in
[22:10]
question I could come out the
[22:11]
other one at the corner has to
[22:16]
stay of is there any way to
[22:21]
stop.
[22:22]
So I'm sorry I thought before I
[22:27]
the coming out with the no no
[22:32]
you think problematic we're
[22:36]
pushing the water forward we're
[22:37]
not I suppose around that
[22:44]
corner I'm sorry that I didn't
[22:49]
I'm that concerned about on the
[22:50]
battering ram there it is not
[22:54]
nearly impossible but what if
[22:57]
you're already so on that's
[22:58]
been there for a very long time
[23:01]
like I said that feeds the
[23:01]
whole other into how it goes
[23:02]
down.
[23:08]
Spencer, we have no plans for
[23:08]
us.
[23:12]
I'm confused then why we're
[23:13]
adding another call on the
[23:13]
other side of the street.
[23:16]
One is the encroachment we're
[23:16]
solving a stockholder's
[23:19]
intended to stay there with all
[23:20]
of the attachments currently on
[23:20]
it.
[23:24]
Why are we putting another
[23:24]
right now on the opposite side
[23:28]
of the street right now we're
[23:29]
building a building here they
[23:31]
are coming right up to the
[23:32]
property line guidelines.
[23:35]
Are we building right now our
[23:39]
lines up Spencer they go down
[23:40]
hard right here and then they
[23:43]
Crossharbour we have to get
[23:46]
this out of here.
[23:47]
So I type this and bringing
[23:50]
them across here and over we
[23:57]
eliminate this right here are
[23:58]
diagonally from the pole across
[23:59]
the street.
[24:02]
So they're there moving in the
[24:02]
direction away from the
[24:05]
property line.
[24:07]
The wires right here they're
[24:12]
going to go this way and down
[24:16]
right now here and say the
[24:17]
crossing over the block, the
[24:20]
crossing of the area wires is
[24:20]
currently diagonal and with
[24:24]
this pole in the removal of the
[24:27]
intermediate pole along Halvard
[24:28]
Street that crossing will be
[24:32]
directional.
[24:32]
It'll be straight across
[24:35]
Harbord at Spencer Street.
[24:36]
No, I understand that it's a
[24:39]
bit I guess I'm just trying to
[24:43]
understand how the diagonal
[24:44]
crossing is impinging on the
[24:44]
right of way but the pole
[24:47]
itself is not.
[24:48]
Is that what you're saying?
[24:49]
It's just like the very tip
[24:51]
of the corner the diagonal cuts
[24:52]
across.
[24:55]
Yeah.
[24:56]
So before you get to the
[24:59]
diagonal so is pull the spine.
[25:00]
These wires come next to the
[25:02]
building down the street here.
[25:06]
We need to move that these go
[25:07]
to this pole here then they
[25:10]
cross the road.
[25:11]
We're going to cross the road
[25:16]
here and go down this way.
[25:17]
>> Yeah.
[25:18]
No I understand what you're
[25:18]
talking about doing.
[25:21]
I I'm just a little perplexed
[25:25]
is that the hole itself in the
[25:25]
wires coming into that hole
[25:28]
from Spencer Street do not
[25:29]
encroach but the wires sort
[25:32]
goldwing diagonally off that
[25:33]
hole it sounds like where the
[25:36]
encroachment issue is but the
[25:40]
from the resources perspective
[25:41]
the pole in the wires coming to
[25:44]
it ah it's a serious concern
[25:48]
for the ok got it.
[25:48]
Got it.
[25:50]
So if this is a development
[25:51]
parcel and we're putting
[25:52]
housing here there's going to
[25:55]
be an obligation for an
[25:56]
accessible sidewalk around the
[25:59]
entirety of this range.
[26:00]
So presumably this project will
[26:03]
either then be tasked with
[26:04]
having to relocate people that
[26:07]
were more as a part of the
[26:08]
project or they would have to
[26:11]
grant land right on the side
[26:15]
of the property to make an
[26:15]
accessible part.
[26:18]
So I think that if this corner
[26:19]
is going to become a housing
[26:22]
project where people will live
[26:23]
,we are going to have to
[26:24]
figure out how we get an
[26:29]
accessible sidewalk around the
[26:30]
Arabo that would actually be an
[26:33]
entirely different corner
[26:34]
different line for us right now
[26:38]
we don't have any of that.
[26:39]
Yeah, no, I'm just saying that
[26:42]
this is all in service
[26:42]
of getting the encroachment off
[26:43]
of this right.
[26:46]
But by developing this we're
[26:47]
going to have to potentially
[26:49]
move that along on the corner
[26:50]
were impacted in some way that
[26:51]
we should probably figure that
[26:53]
all out before we start adding
[27:00]
falls about street.
[27:05]
>> I mean given that the only
[27:05]
suggestion I would have is can
[27:08]
we continue this to another
[27:09]
date and we can at least tell
[27:12]
our engineer how discussions
[27:12]
with the city and think about
[27:16]
what we want to do overall.
[27:17]
Yeah, I think that would be a
[27:20]
good course of action for you
[27:23]
know, just we're dealing with a
[27:24]
circumstance we're dealing with
[27:27]
the infrastructure that's
[27:27]
already creating problematic
[27:31]
accessibility conditions that
[27:32]
MAY need to be resolved in the
[27:35]
short term and if there's an
[27:36]
opportunity to both address the
[27:39]
existing accessible the issues
[27:40]
as well as the utility
[27:42]
encroachment issues together
[27:43]
that seems like a better use
[27:44]
of everybody's time and
[27:47]
financial resources then adding
[27:48]
yet another obstruction on the
[27:51]
sidewalk while still failing to
[27:52]
address the existing conditions
[27:55]
so I think we're happy to
[27:55]
continue this and allow some
[27:59]
time for sorting through the
[27:59]
options here.
[27:59]
All right.
[28:06]
Todd, our next hearing is
[28:07]
what's needed to live thirty
[28:07]
first.
[28:10]
All right.
[28:11]
Two weeks enough for a jury to
[28:22]
go to the one after that you
[28:23]
want to I'm sorry I took it
[28:23]
first.
[28:25]
>> Was that a question for yes.
[28:26]
I took my thirty first.
[28:29]
Did you person that's in two
[28:29]
weeks.
[28:32]
>> Yeah we'll take that if
[28:33]
we're not ready in two weeks
[28:34]
we'll let you know ahead.
[28:36]
Just continue it again all
[28:37]
right.
[28:38]
That sounds great to continue
[28:41]
to follow hearing number one
[28:41]
I'll make a motion to continue
[28:44]
utility pole No.
[28:45]
One until JULY thirty first
[28:51]
second all in favor ay ay ay
[28:55]
opposer I've seen so move all
[28:56]
on onto utility pole here in
[28:57]
number two and a petition by
[28:59]
our energy for utility pole
[29:00]
installation to install one new
[29:04]
Guidewire attachment to an
[29:04]
existing private utility pole
[29:07]
within Union St. Charles town
[29:08]
to be located on itself
[29:09]
peacefully side at the side
[29:11]
of 116 Main Street generally
[29:11]
shown generally south west
[29:15]
of Main Street is reintroduce
[29:15]
themselves, their affiliations
[29:19]
and let us know what you're
[29:20]
proposing to do here.
[29:20]
Hi, good morning.
[29:22]
It's key priority over Source
[29:25]
Electric.
[29:26]
We are asking to install the
[29:30]
hip guy to this existing pole
[29:34]
here and it's necessary just to
[29:34]
help provide additional support
[29:37]
to that existing home.
[29:42]
You have some pictures.
[29:45]
There's a pole I I be
[29:45]
approximately Gorry.
[29:51]
>> Yeah.
[30:05]
Plan.
[30:06]
All right.
[30:07]
Thanks very much Commissioners'
[30:18]
questions during none of this
[30:25]
stuff or the public I will
[30:25]
actually take this opportunity
[30:26]
to remind the public if you
[30:27]
wish to ask questions around
[30:28]
testimony, please use the
[30:29]
raised hand function at the
[30:32]
bottom of your screen.
[30:33]
The only question I have for a
[30:36]
resource now is just like you
[30:37]
to confirm that this guy wyo
[30:40]
will not be crossing the
[30:41]
pedestrian path of travel and
[30:44]
will land parallel to the curb
[30:47]
line is that that's my
[30:48]
understanding.
[30:48]
Is that correct?
[30:51]
Correct.
[30:51]
Great.
[30:55]
It's all I have.
[30:56]
>> How are you doing?
[30:57]
Your emotions are periods
[31:00]
utility pole here number two I
[31:02]
mean a motion to certain energy
[31:03]
for utility pole installation
[31:04]
and Union Street has been by
[31:07]
the traffic back and all in
[31:07]
favor.
[31:14]
I I I only oppose erm same so
[31:15]
moved on to utility pole here
[31:17]
number three petition by
[31:18]
Overservice Energy for utility
[31:19]
pole installation to install
[31:22]
one new guidewire attaching to
[31:22]
an existing private utility
[31:23]
pole within London St. Charles
[31:26]
time to be located on its
[31:26]
southeasterly side generally
[31:28]
northeast of Correas Street the
[31:29]
proponents space reintroduce
[31:30]
themselves, their affiliations
[31:33]
and office through what you are
[31:34]
proposing to do the morning.
[31:36]
It's Katie Flaherty from Ever
[31:37]
Source Electric again we are
[31:40]
asking permission to install
[31:41]
this hip guy to add additional
[31:45]
support to this poll on Molton
[31:45]
Street.
[31:46]
Well, it was right here.
[31:52]
It would go right here because
[32:06]
it's all co plan on missioners
[32:11]
questions, comments warm
[32:14]
welcome to doing from fiber
[32:21]
repair and back with that.
[32:23]
So is the confirmation that the
[32:25]
installation of the support
[32:29]
that so well repair damage with
[32:32]
this panel?
[32:36]
Yeah, typically we restore it
[32:37]
to substantially the conditions
[32:43]
and prior to if the increase
[32:47]
along with the other panel this
[32:48]
I can jump it actually this
[32:51]
location is within the limits
[32:52]
of work for the Bunker Hill
[32:56]
housing project and that
[32:59]
project is planning on doing a
[32:59]
bunch of sidewalk resurfacing
[33:03]
and in this area our source is
[33:03]
coordinated to my understanding
[33:04]
with that project so they're
[33:06]
not going to be in each other's
[33:07]
way.
[33:07]
But I think those sidewalk
[33:10]
repairs will be done by the
[33:10]
project.
[33:14]
People here did the Caroline
[33:18]
stay there?
[33:18]
Yeah, colourblind state is
[33:19]
remaining where it is on this
[33:20]
side of the street.
[33:22]
Some change changes on the
[33:23]
other side are happening but
[33:33]
not here already mysteries
[33:40]
other questions, comments, just
[33:41]
stuff.
[33:44]
And this is Mitchell just
[33:44]
hoping to get the same
[33:45]
confirmation that the guidewire
[33:48]
will not cross the path travel
[33:49]
and will fall in parallel to
[33:55]
the that's correct.
[33:56]
So promotion to the utility for
[33:59]
hearing me I'll make a motion
[34:00]
to approve a petition by Air
[34:03]
Force Energy for you Tels
[34:03]
Station in the street has
[34:06]
vendor manager backing all in
[34:10]
favor I I believe it doesn't
[34:14]
stand so so mu.
[34:15]
All right thank you very much.
[34:18]
Same time for a couple of weeks
[34:18]
for the first one.
[34:21]
>> Thank you.
[34:25]
All right to send them back out
[34:26]
onto the public hearing section
[34:29]
of the agenda starting a public
[34:30]
hearing No one on a petition by
[34:33]

[35:13]
It was a very brief
[35:16]
introduction to the project and
[35:17]
let us know about any updates
[35:20]
since your new business here in
[35:20]
my chair and members of the
[35:24]
commission my is Housley the
[35:24]
capital project director with
[35:25]
the City of Parsons Public
[35:27]
Works Scheme Infrastructure
[35:31]
Design here say again for the
[35:32]
proposed reconstruction
[35:33]
of Baxendale High and
[35:33]
cross-industry.
[35:36]
This is a project came before
[35:36]
this commission and was
[35:37]
approved in twenty twenty three
[35:40]
and this year we are coming
[35:43]
back to work by some modest
[35:44]
modifications to raise to
[35:45]
previously proposed crosswalks
[35:48]
that were previously proposed
[35:48]
to be standard ramps.
[35:52]
One the street one across
[35:55]
across the street there was
[35:55]
ancillary work that needed to
[35:56]
take place in order to make
[35:57]
these changes.
[35:59]
We're here we're Deunan from
[36:00]
Kittleson Associates who can
[36:00]
walk through some of the plan
[36:03]
details and changes that were
[36:04]
made since last time they were
[36:08]
here more than a year.
[36:10]
I do not want to associates
[36:15]
sporting to this stuff the
[36:16]
proposed changes at the
[36:19]
intersection of Babson's Street
[36:21]
and High Street and Main Street
[36:22]
Delhaize Street include
[36:26]
realignment of the lines, the
[36:30]
widening of sidewalks, the
[36:31]
introduction of green
[36:35]
stormwater infrastructure and
[36:38]
now as a that the changes in
[36:42]
the plans to raise crosswalks
[36:46]
the there are no changes and
[36:47]
new business to the curb lines
[36:49]
or the race crosswalks
[36:49]
themselves.
[36:50]
Since then we had ordinated
[36:54]
where Boston Water and Sewer to
[36:54]
provide a more practical
[36:57]
connection with Green Line
[37:02]
along the street crisscross but
[37:04]
no one to connection directly
[37:07]
into the existing line instead
[37:15]
of a manhole within that street
[37:15]
.
[37:16]
There are no other changes to
[37:19]
the plan since new business but
[37:19]
I'm happy to answer any
[37:21]
additional questions you MAY
[37:26]
have on these plans.
[37:29]
I think you Lydia and Roger is
[37:32]
responsible for maintaining
[37:33]
your landscaping by our
[37:34]
attention areas being
[37:36]
created here.
[37:37]
Yes, thank you Chief.
[37:38]
The question we have
[37:40]
coordinated with our green
[37:41]
infrastructure and once the
[37:44]
requirement for the contractor
[37:45]
to maintain has expired per
[37:48]
usual contracting language the
[37:49]
office green structure will be
[37:52]
maintained under the contracts
[37:52]
.
[37:52]
Excellent.
[37:53]
Thank you very much, Bill.
[37:54]
The questions from
[37:55]
commissioners questions
[38:02]
comments yes he for members
[38:07]
of the public are all set on
[38:07]
this one.
[38:08]
>> All right.
[38:11]
Your motion to public hearing
[38:11]
number one I make a motion to
[38:15]

[38:16]
Department for the making and
[38:16]

[38:19]
street is represented by the
[38:20]
chair that can all in favor.
[38:25]
I I I at the podium stand so
[38:30]
thank you very much.
[38:30]
All right.
