[0:16] Yes, everyone please shut up your phones or turn them to mute in the audience as well if you could turn your phones to mute, please.
[0:26] Thank you.
[0:30] You ready?
[0:33] Let's call the curtains on a board of appeals meeting to order, please rise for the pledge of allegiance.
[0:46] to the Republic for which it stands, one nation under God, indivisible with liberty and justice for all.
[1:02] Thank you to the applicants that are here in the audience today.
[1:06] In order to prove your entitled to a variance, you should be prepared to show how your property meets the conditions listed.
[1:12] The difficulty must be unique to your property, not generally shared by others in the same zoning district and would constitute a hardship.
[1:23] The variance will not adversely affect public health, safety and welfare, or be contrary to the spirit and the intent of the ordinance.
[1:35] Please call roll call.
[1:40] Mr. Birch?
[1:40] Yes.
[1:41] Mr. Hines?
[1:43] Mr. Colt?
[1:44] Yes.
[1:45] Mr. Feust?
[1:45] Yes.
[1:45] This is Warntari.
[1:47] Here.
[1:48] Mr. Rich Ballski.
[1:48] President.
[1:49] Mr. Smith?
[1:52] Next, I would like to request a motion to postpone the nominations to a future date of the chairperson
[2:01] and vice chairperson.
[2:02] So, move.
[2:04] Let's make the motion.
[2:08] Okay.
[2:09] So, the motion has been made by Mr. Gary Cots and seconded by Mr. Rick Feats.
[2:16] Any discussion on the motion, if not, please take roll?
[2:23] Mr. Bird?
[2:24] Here.
[2:26] No.
[2:27] Okay.
[2:28] Yes.
[2:29] Yes.
[2:31] Yes.
[2:32] Mr. Brown.
[2:35] Mr. Caut.
[2:35] Yes.
[2:37] To feed.
[2:38] Does it work here?
[2:39] Yes.
[2:40] Yes.
[2:42] Yes.
[2:44] Thank you.
[2:46] How was the time that
[2:47] set aside from members of the audience to address the zoning board of appeals.
[2:52] I would ask that each individual give their name and address for the record,
[2:56] limit their comments to three minutes and speak on top of the topic to remain the city business,
[3:02] but not pertaining to tonight's appearances. Is there anyone in the audience that would like to
[3:06] address the board about anything other than tonight's or appearances?
[3:13] Okay, seeing none. I'll ask for approval
[3:16] of the minutes, a motion.
[3:18] The moved support.
[3:23] It was moved by Mr. Burge and supported by...
[3:27] Yes, Mr. Burge moved.
[3:28] Oh, I beg your pardon, Mr. Smith.
[3:31] And I'm seconded by Mr. Feets.
[3:35] Well, please.
[3:41] Mr. Burge.
[3:42] Mr. Heim?
[3:44] Yes.
[3:46] Yes.
[3:47] This is a word, Terry.
[3:48] Yes.
[3:48] Mr. Regivoltsky?
[3:49] Yes.
[3:50] Mr. Smith?
[3:51] Yes.
[3:53] OK.
[3:54] Tonight, the first
[3:55] Variants on our agenda is number ZBA-23-28 and this motion has four separate parts.
[4:07] Number one to construct a free standing billboard sign in a C2 zone when required to be located in a industrial zone.
[4:16] Two to exceed signage allowance requesting an additional 372 square feet per face.
[4:22] 3, to exceed the maximum signage height requesting 60 feet when allowed 25 feet and 4 to locate the sign 5 feet instead of 50 feet required from the public right of way line and 150 feet from
[4:36] Interstate freeway when required is 660 feet.
[4:42] I would like to entertain a motion to combine the four parts of this variance.
[4:51] It's a support for purposes of discussion.
[4:57] Looking at this, I'm still struggling.
[4:59] I wanted to hear from the administration about the OK to sign five feet.
[5:04] Instead of 50 feet required from the public right away line.
[5:08] And 150 feet from an interstate highway.
[5:11] I, I, I, I, I, they're going to fry 69.
[5:12] I get that.
[5:13] But I'm uncomfortable with only being five feet off a court street there.
[5:18] I'm afraid someone's going to look at the sign.
[5:20] someone's going to be attentive and so would you would rather not combine
[5:26] yes I haven't gotten to that point out yes that's why it was a
[5:31] period yeah the other three are our problems but the fourth one I get
[5:33] questions okay all right well then we'll just we won't have the motion then will you
[5:40] be willing to reason that motion to combine all right so moving on is the
[5:48] is sharing the audience. Please come up and state your name and your address spelling your
[5:55] last name for the record, please.
[5:57] Of course, my name is Andy Janssen and I'm with Elfront. My office address is in
[6:04] Grand Rapids, so that's 1355, century Avenue, Southwest Grand Rapids, Michigan, 490503, but
[6:13] we also have an office here in Flint too. I just work out of the Grand Rapids office.
[6:18] And do you have anything to add to what we have already tonight?
[6:22] Absolutely.
[6:23] Well, not additional information, but do you want me to explain?
[6:28] Sure.
[6:29] Sure.
[6:29] So this site first came to our attention.
[6:32] I believe it was back in 2019.
[6:34] One of our co-workers who lives in the area brought it up to me because you drive by it every day
[6:38] and sees the existing dilapidated signs from the old miracle twin driving movement leader that are currently there.
[6:45] So today, you know, maybe even in the real estate department, you know,
[6:49] do you know what's going on with this? These things have been there forever.
[6:52] Seems like it's about for a billboard rather than these old things,
[6:55] because they kind of look like billboards anyway.
[6:57] So I said absolutely, I'll live and look into it and find out what's going on.
[7:00] And the owner and national amusements has a relationship with our company,
[7:03] nationally, we've got boards and properties with them around the country.
[7:07] So we reached up to them back in 2019. Obviously, COVID happened.
[7:11] These got put on hold, so over the past couple of years we've kind of re-agnited it,
[7:15] if had some meetings talking about it.
[7:18] And we realized this is not an over-the-counter project, which is why we're here.
[7:22] And I know it seems excessive, they have the amount of variances we're asking for here.
[7:27] But really these variances are just asking to
[7:33] make a product that's usable.
[7:35] The way the robots are allowed by the city,
[7:38] but the way they're regulated, they're functionally not usable for their purpose.
[7:44] So, that's where the size of the bill comes in, the 672 square feet, that is the standard size of board you will see along the expressway.
[7:52] So, that's why we asked for that. That's not larger, that's not smaller, that's just the standard expressway size sign.
[7:58] So, that's why we asked for that. The height is just so you could see it. It's the same exact height as the Western most boring property that we would be removing.
[8:08] I guess I should say that too, hopefully that was clear.
[8:10] the old signs would be completely removed in exchange for this one new billboard.
[8:15] So that's kind of the, that is the benefit to the community, to the property, cleans it up,
[8:21] makes it look nicer.
[8:22] We have a nice modern use on this property in an area that's not going to affect the development of it.
[8:28] It's talked to in the western corner of the property.
[8:31] And then to address the setback issue, because that's a valid question.
[8:36] We requested the setback because, like you said, we're going for the highway traffic, and we're already
[8:41] always away from that.
[8:43] But the setback is from the right way, not from the edge of the road, so it's not going to
[8:48] be like five feet from the edge of the road.
[8:50] The right way line sits back a little bit farther than going to be a five feet back from that.
[8:55] And as you're driving, let's see if I can measure it.
[9:00] Now, as you're driving down court, the top of the board would sit 60 feet in the air, so it's going to be above you, you know, above and to the right, if you're on, on course, re-hanging west.
[9:13] So it's not going to be aimed at that traffic, it's not going to be trying to capture that traffic.
[9:19] So that's the reason we don't, in fact, I've got a very similar situation at my office at Green Rapids.
[9:24] because we've got a building in our parking lot has a street called Century, which is almost
[9:28] like Court runs parallel to 131 right down down our highway.
[9:32] In the book, Billboards, I think it's 65 feet, ours is.
[9:37] But the traffic on the surface street, just like Court here, would drive almost kind of
[9:42] under it, in essence.
[9:43] I mean, they're not driving under it, but it's not going to be viewable for them.
[9:48] So I don't foresee that as an issue and we've got lots of situations where that example exists.
[9:53] So hopefully that helps answer that question a little bit.
[9:59] And we have a question.
[10:00] Of course.
[10:02] Your five feet from the property line is your property line.
[10:05] Where you're talking about five feet from that.
[10:07] You're supposed to be 50 feet from the property line or 50 feet from the right of way.
[10:11] There's I think there's some dependency here.
[10:15] I'm visualizing five feet from the right of way.
[10:19] No, five feet from where you're property line.
[10:22] where you've got it let's go yeah in that case I believe in saying you're talking
[10:27] I think I think two things here okay yes in that case I believe the right of way on court
[10:34] street the property line butts right up against the right of the right of the right of the right of the right of the right of the right of the way and the in your property line are correct yes to the US there
[10:42] Yeah, there's no space in there's a Jason to each correct. Yeah, no I'm clear on it. Sorry. Yeah, that no that's a great question. Yeah, sorry
[10:48] Okay, um, we're gonna open it up shortly, but is there anything else you want to add before we go on to see if there's anyone in the audience for again?
[10:55] No, no, of course. This is just, this is something, you know, obviously my job in the middle of our company is to find appropriate sites for new development.
[11:05] When this site came to our attention, we think it's a great spot for Billboard, but also, you know, I've been doing this job for 17 years and I don't want to put something that isn't appropriate
[11:17] in a certain spot. So I believe that this site meets all the necessary standards for an
[11:23] appropriateness for a billboard. I don't believe it's going to have any impact on the
[11:27] residential across the street or farther to the east. And I think it's a nice opportunity to get
[11:33] the site. The property cleaned up. It's some of those old signs removed. And modernizing gives
[11:38] some use to a property that's had vacant for a really long time. So thank you. If you can
[11:46] And we're going to go with, if there's anyone in the audience that's for against this variance, please raise your hand and then you can come up and speak on it.
[11:56] Anyone for against this variance?
[11:58] Yes ma'am, may may come up to the podium please.
[12:02] Please state your name and address for the record and spell your last name if you wouldn't mind please.
[12:07] All right, my name is Cynthia Turton.
[12:10] It's T-U-R-T-O-N, and I actually am the regional manager
[12:14] for Parkland Ventures who owns the Centennial Farm's Mobile Home Park,
[12:19] next door to this property.
[12:21] And you should have a letter that was sent by our legal counsel,
[12:24] that was supposed to be read in the record.
[12:29] Do you have a copy of it?
[12:31] I do have a copy of it, like they had sent in,
[12:34] and someone, I'm sure it was going to be read in the record.
[12:36] If you'd like to bring this up to you, would you?
[12:42] You can read.
[12:51] Okay, thank you.
[12:55] I can speak first, as well as that.
[12:58] I mean, basically our concerns are we are a residential community,
[13:04] right next door to this property.
[13:05] We have 400 homes there with families in them.
[13:10] We are concerned with the aesthetics of the giant sign,
[13:13] and looming over their homes, as well as the safety,
[13:16] if anything, a border, whatever,
[13:17] would have break loose from this,
[13:19] and complying over into our community,
[13:21] and into our residents.
[13:23] The signs that are that we've been battling
[13:25] the drive-in property since the drive-in moved out,
[13:28] as far as with the police having issues with that property
[13:32] already, the signage for trying to get that signage taken down
[13:36] just because it is an ice org to the community.
[13:39] So I don't know that just replacing it with a bigger sign
[13:41] is going to be the answer, we are, it seems like they're asking for an awful lot of
[13:47] variances on the ordinance, the ordinance, we're put there because this is a community,
[13:51] it is a neighborhood with people who live there and the residents are opposed to this and we are
[13:56] as well. Thank you. I will read this into the record right now. If you don't mind, can I show
[14:01] her something to clarify the sign locations? Absolutely. I want to show you, they're actually
[14:06] taking down the one that's near your community and they're going to place one here about two
[14:11] out over 2000 feet away from your community.
[14:13] There's no way anything debris is going to get there.
[14:17] I didn't know if you knew that, but the science located way up there.
[14:21] We're the old one, the other one is.
[14:23] But this one will be taken down and gone, and it's not getting a new one to put back.
[14:28] I didn't know if that changed anything you wanted to say.
[14:30] Would you like me to still read this into the record, ma'am?
[14:34] Yep.
[14:34] Okay.
[14:35] To whom it may concern, I am the general counsel for Parkland Ventures Incorporated,
[14:40] which is a soul member manager of Centennial Farms M.I.L.L.C.
[14:45] a Michigan limited liability company that owns and operates the Centennial Farms manufactured home community called Centennial Farms.
[14:53] Located at 106.5, peach blossom circle in Burton, Michigan. Centennial Farms is adjacent to the above location.
[15:00] Request. After receipt of the notice of the above meeting, I called the Department of Public Works in order to get all the details on the application and determine whether we had any opinions or concerns with the same.
[15:12] As of this letter, I have not received any more detail. Based on the information Centennial Farm says provided. The following is its written statement regarding CBA case number 23-28. This is their concern.
[15:28] Centennial Farms is serious concerns and must subject to the requested variance because
[15:32] it's stated in the notice's nature of the request.
[15:35] It is one outside the current zone, two the size of the sign being requested grossly exceeds
[15:40] the permitted square footage by 372 square feet, three the height of the sign being more
[15:46] than double the permitted height, 25 foot compared to 60 foot and four the location of the
[15:51] sign only five feet from the public right of way and required to be 50 feet which is substantially
[15:55] closer than zoning permits. I will unfortunately be unable to make the meeting, but I'm
[16:00] available to discuss the matter further with the Department of Public Works, the
[16:03] applicant, if either would like. My direct line is, et cetera. Thank you. And that is
[16:10] signed Chris Peterson General Prounsel. And so can that please be put in to the record.
[16:18] Is there anyone else that's for against this in the audience that would like to speak right now?
[16:23] If not, then I'd like to open it up to consumers.
[16:27] I have a question.
[16:29] Who owns this property?
[16:31] Because you go along here.
[16:32] This for sales sign.
[16:32] Three or four different signs from different companies.
[16:35] Could we have the administration's recommendations on it?
[16:40] Maybe that would clear it up a little bit.
[16:41] First, it's national amusements is who owns the property.
[16:47] And just for the audience who's watching and who's here just to make clear
[16:52] So, this property is the old drive-in miracle twins next to, so West of it is a residential zone which is the Bentley school, and then we have a residential zone on the other side to the east that is the property, the modular home.
[17:15] And then north of it, we have industrial zone north of that property.
[17:25] So, with the current science that are there, they're dilapidated.
[17:29] Yes, it would be nice to see them gone.
[17:33] The most outer side of the sign that they're replacing the one with will be the closest to their property line,
[17:43] which they're stating five feet from.
[17:45] And the right of way is the same thing as the property line.
[17:48] That's where the property line starts.
[17:50] Is that the right of way line?
[17:53] So won't be the post at five feet away.
[17:55] It will be the most outer edge of the sign,
[17:57] just for clarification.
[18:03] The administration does recommend approval.
[18:06] We do want to keep in mind and suggest
[18:12] that we protect the uses around, yes, but when they do come in for their permit, they're
[18:20] going to have to show on their permit, how far out it's going to project onto the property.
[18:27] So we know that it's not going to interfere with the residential zones next to the property,
[18:34] next to the sign.
[18:39] Man, President.
[18:41] Now, a question for the applicant.
[18:47] This sign is a modern LED type sign that you see along many businesses today, is it?
[18:55] Okay.
[18:55] So it'll be one that lights up like some of the LED signs.
[18:59] In fact, there's one right out here in front of City Hall.
[19:01] Is that what it will be?
[19:02] Yeah.
[19:02] It's a changeable copy.
[19:04] I mean, it will change images.
[19:06] So, if I buy advertisement on that sign, and it would reflect that advertising.
[19:13] Now, what about the property itself?
[19:15] Is there any future development for that particular property?
[19:18] And will the sign interfere with that?
[19:21] They have told us that they don't have any current plans for the property.
[19:24] And they don't have any current buyers.
[19:28] We are all the way on the west end of the property,
[19:30] the kind of the property narrows into almost the point on the West End and we're all the way
[19:35] tucked into that West End in, you know, an essentially undevelopable area, undevelopable area of the property.
[19:41] So it wouldn't impact any future for Act.
[19:43] Okay, correct.
[19:44] Thank you.
[19:45] Thank you.
[19:45] Did you have another question, as well?
[19:47] Oh, just about who owned it.
[19:49] You guys owned the property.
[19:50] Just what the sign's going?
[19:52] We don't own it.
[19:52] We don't have any ownership of the properties of it.
[19:54] We would own the physical sign structure.
[19:56] We have a lease with the national amusements.
[19:59] So national amusement owns a tonkel property crap, and it's for sale
[20:03] Yes, so they possibly could get somebody in their buy it and say get really sign right?
[20:07] They could. Yeah, I mean, I think it's been for sale for many many many years. You're gonna lease that property
[20:12] Yes, you're gonna leave
[20:16] They're gonna pay. They're gonna pay the habit there. Yes. Yeah, you don't get it for free. Oh, no, I'd be nice
[20:23] I know that but there's just a for sale sign there so it could be bought. I have a long-term lease
[20:28] I'm going to put my brokers head on. I want to sign there because I'm going to sell the income screen as well as the land
[20:33] Where does your right away star get? Does it start in the center of the room?
[20:39] No, it's usually it'll be 50 feet from the center line of the road
[20:44] It'll be
[20:46] You know, the one I'm measuring. I would say 25 feet off the edge of the road, but that's kind of hard
[20:53] I'm doing it overhead measurement before the right-way ends
[20:58] And it will be angle, five feet from the right away, not the post.
[21:03] Correct.
[21:04] It would be the closest point of the sign.
[21:06] So now you're going to go in, the closest is going to be centered with the sign.
[21:10] So the edge of the sign would be five feet, and then the post would be halfway between whatever
[21:14] the redet with the redet.
[21:15] And it would be angle toward I-69, so it's catching the freeway traffic as they come down.
[21:20] So it's going to be more facing towards, I guess, the south, which would be towards I-69.
[21:26] Yeah, not aggressively, but yeah, that means
[21:29] are only interested in the traffic and I said,
[21:31] all right, so you're trying to catch that traffic.
[21:33] Correct, correct.
[21:34] Yeah, and I appreciate you making a comment
[21:35] about the poll.
[21:36] You know, sometimes up so close to this stuff,
[21:38] I assume everyone lives a breeze bill
[21:40] towards as much as I do, but yeah,
[21:42] the leaving edge of the sign is fight the back,
[21:44] but the poll then would be, you know, back farther from that.
[21:49] Mr. Huffman.
[21:50] I know you said it's an LED sign and it's been a face
[21:54] We can try like that, right?
[21:56] There will be one on each side.
[21:59] So we are 2,350 feet away.
[22:04] The question I got is the brightness of the LED.
[22:07] I would add a residence around there.
[22:10] If that's going to be 24,000.
[22:11] Of course, yeah.
[22:12] That's a great question.
[22:14] And when we get a lot.
[22:16] One, they all have photo cells on them.
[22:18] And they all set, they have dimmer.
[22:20] So at night, obviously, they lower power, because you don't need
[22:22] as much.
[22:25] With the spacing, there is no resonance in this area that's going to get directly
[22:28] like light still.
[22:33] In more directly south of the sign, so across the road, we're 500 feet, all the way across
[22:40] the road. And that's not where we're aiming the sign, it's not like we're putting the
[22:43] sign.
[22:43] I know you went towards the track.
[22:46] I know.
[22:47] That's a great shout out question.
[22:49] The lighting.
[22:50] If you come here on 69 from Grand Rapids before you got off to G'd-Offer's Center Road,
[22:55] did you see the hockey arena down there, a big sign right there?
[22:58] Is it going to be something like that?
[23:01] Just before you got off.
[23:03] Half a mile.
[23:04] I said, and see that.
[23:06] All right.
[23:08] What does he say?
[23:09] He's not a hockey player.
[23:10] He can say, I don't know.
[23:11] What is of the sign?
[23:12] I'm thinking that's what it's going to look like.
[23:14] I believe.
[23:15] I believe.
[23:16] 672 square feet per side.
[23:19] So it's 14 by 48, 14 feet high, 48 feet wide.
[23:22] And that's the standard we call it a bulletin in our industry.
[23:26] We drive up and down the highway.
[23:27] The standard rectangle size is 14 by 48.
[23:30] I apologize.
[23:30] I just don't have it.
[23:31] And you guys don't.
[23:32] You guys own the other sign.
[23:34] The miracle twin sign, too.
[23:37] Who's going to take anybody going to take that down?
[23:39] Yeah, we are.
[23:40] Are you going to take the infrastructure down?
[23:41] Yeah, both of those existing dilapidated signs come down.
[23:45] R key is gone. Correct.
[23:46] With holding in between the marquee is gone.
[23:49] Well, there's two signs.
[23:51] There's there's where the entrance to the entrances get the lower one.
[23:54] That's the marquee.
[23:55] That's smaller one.
[23:56] The residential area.
[23:57] Yeah, that's one closest to the entry.
[23:59] Yep.
[23:59] That's gone.
[24:00] That takes out of the ground.
[24:01] Nothing there.
[24:02] Same with the high one.
[24:05] Toler one on the west end.
[24:06] Correct.
[24:06] That was part of our agreement with national music.
[24:09] So you have an agreement to take everything down that was here at all.
[24:13] Okay, let's move forward.
[24:16] Anyone else have any more questions or concerns from the board?
[24:22] If not, then a motion is in order for heart one to construct a freestanding billboard sign in C2 zone when required to be located in the dust rail zone.
[24:36] Removed.
[24:37] Hey, it was moved by Mr. Vaughan and supported by Mr. Cots.
[24:41] roll please on the motion. This is a motion to to approve part one.
[24:52] Yes.
[24:54] Yes.
[24:55] Yes.
[24:56] Yes.
[24:59] Excuse me.
[25:01] Okay. Now we will move on to a motion on part two.
[25:07] And that is to exceed signage allowance requesting additional 3702 square
[25:11] feet per face.
[25:13] So we have a motion or move by Mr. Vaughan or to buy Mr. Bukowski.
[25:20] Maybe we have a roll call on the motion please.
[25:23] That's motion number two.
[25:25] Mr. Bukowski.
[25:27] Yes.
[25:27] Mr. Hanks.
[25:29] Yes.
[25:30] Yes.
[25:31] Yes.
[25:31] This is water.
[25:32] Yes.
[25:34] Mr. Bukowski.
[25:35] Mr. Smith.
[25:36] Yes.
[25:36] Motion carried.
[25:37] So part two motion carries.
[25:39] Part three, to exceed the maximum signage height requesting 60 foot when allowed 25 foot,
[25:46] have a motion please.
[25:48] Moved.
[25:49] Let's get on.
[25:50] What do my Mr. Fuchs?
[25:53] It doesn't matter.
[25:56] You got supported.
[25:58] We have a roll on the motion please.
[26:03] Mr. Bird.
[26:05] Mr. Hind.
[26:07] Yes.
[26:08] Mr. Fuchs.
[26:09] Yes.
[26:09] It's his word here. Yes.
[26:11] It's the original.
[26:13] It's just a minute.
[26:16] Part three of the motion is carried.
[26:18] Part four.
[26:20] So locate the sign five foot instead of 50 foot required
[26:23] from the public right of way line and
[26:26] or.
[26:29] Okay.
[26:30] So it's been moved by Mr. Von.
[26:32] It's part of the Mr. Vikovski.
[26:35] of a vocal in the motion.
[26:39] Mr. Berg.
[26:41] Yes.
[26:42] Yes.
[26:43] Yes.
[26:44] Mr. Fu.
[26:45] Yes.
[26:46] Mr. Berg.
[26:47] Yes.
[26:50] Okay.
[26:51] Oh.
[26:52] Motion is carried.
[26:53] The variance has been granted.
[26:55] You may.
[26:57] You're very interesting.
[26:58] You're out there.
[26:59] Quick.
[27:03] Obviously, don't want to hear me talk.
[27:05] So usually you appreciate that I do actually let's move on to the second variance that is on our agenda tonight
[27:17] Airance number 24 dash zero one to construct an addition that will exceed the maximum height allowance for questing 135 feet allowed 50 feet
[27:29] On the petitioner in the audience please is the petitioner in the audience
[27:36] Please, come on up to the podium and speak.
[27:38] Thank you.
[27:39] State your name, and your address for the record when you get up here, please.
[27:47] Do we move really quickly on the island?
[27:51] I'm bright and back here, I'm on my side.
[27:54] Part of our facility construction.
[27:58] Address and warm, warm address and fenn.
[28:00] Could you spot your last name if you don't mark her BECKER.
[28:05] Thank you.
[28:07] Good evening. My name is Matt Gross, GR-O-S-S, also with General Motors.
[28:13] One of our technology automation deployment managers.
[28:17] Corporate address in Warren, Home Address, Flushing, Michigan.
[28:22] Thank you.
[28:23] Anyone else speaking?
[28:25] Oh, we brought our A.E. of record.
[28:29] Got the whole crew out of there.
[28:31] My name is McKenzie Stratton.
[28:33] My address is
[28:42] a good.
[28:44] Jeff Peterson, the E.D. as in Delta,
[28:46] ER, S.E.N. of Gafari Associates, the A.E.
[28:51] Home addresses in Troy, Michigan.
[28:53] Business in Dearborn, Michigan.
[28:57] All this carpenter, Walbers Design Manager,
[28:59] who's the General Contractor, working with Gafari.
[29:03] Home address and Sterling Heights, Michigan,
[29:05] and Workout of Detroit, Michigan.
[29:07] Thank you, everyone.
[29:08] And the first person that's going to speak, please,
[29:13] unless you would like one person or
[29:15] represent, even that's fine as well.
[29:16] The tool was planned.
[29:17] Perfect.
[29:18] If you'd like to have a seat, you're welcome to do that.
[29:21] Thank you so much.
[29:23] So, good evening.
[29:24] Again, Matt Gross from General Motors, and we're here to discuss this very interesting question
[29:28] with you guys about this project that we have in our Davis and Road Processing Facility.
[29:33] We brought a lot of support information here, really, to make sure that we could all level
[29:37] up on exactly what it is we're talking about.
[29:39] So if it'll help let me step through the information that we've got up here on the TV and McKinsey
[29:47] just a little bit of support there.
[29:49] But the primary thing that we're going to be reviewing with the team is the Processing Center
[29:54] that we have here on Davis and Road that we've been running for about five years.
[30:00] Now, we're ready to make a significant investment in the work that is done there. And part of that investment requires this additional structure on the outside of the building that's going to support the technology and the processes that we want to put there. Brian's going to explain a lot of the technical details of the building in the structure. And I could certainly answer questions that the team has about exactly what the project is and what this investment's doing for generators, the site work force there.
[30:32] I'd speak to the, I'd be over here.
[30:37] You're going to have to take the mic with you because she has to, that wish you all
[30:40] here.
[30:41] Okay, very good.
[30:43] Bye.
[30:43] Long enough from here.
[30:45] That's okay.
[30:46] I'm good.
[30:48] Oh, existing, we know you want to go to the other, dry.
[30:54] We have an existing million, just over a million, just over a million to put.
[30:58] 150,000.
[30:59] It's a million, 150,000.
[31:01] I was there too.
[31:02] for crombre heat.
[31:03] All right, good.
[31:04] Good, good, joy.
[31:05] So that's existing where our new enclosure,
[31:09] building addition slash enclosure,
[31:12] it's going to be around 100,000 square foot,
[31:14] 101,500.
[31:16] The new enclosure is really all about automation.
[31:22] It's a handle of the parts.
[31:24] It's a hundred, approximately 135 foot tall
[31:27] and within that footprint of 101,500 square feet,
[31:33] We can see the general location here, off on the east side of the building, towards Davis and Road.
[31:43] And
[31:46] really it's up. We've snugged it up towards the wetlands, and we have some rent.
[31:52] We can show you what it's going to look like from the neighborhoods and stuff.
[31:58] off the Davison road, we didn't necessarily do a rendering right off of Davison.
[32:04] We tried to get back closer to where the residents are versus the commercial business that's
[32:09] right across the street, read it, take these, and you can see that represents where on Davison
[32:18] road and where near Genesee, the corner of Genesee, from this view, almost really from the homes
[32:26] would be right across the street on jet of C-road.
[32:30] So that's the heart-handling enclosure there.
[32:34] And you can see how it relates to the existing warehouse
[32:37] structure that's there.
[32:39] That's in the background, just underneath the wires there.
[32:43] But that represents the look that the residents would see
[32:48] in that area,
[32:55] both through the river of tracks
[32:56] and off of the jet of C-road, correct?
[32:59] So this is the view from South to East looking across.
[33:05] We go back to the site plan, we do.
[33:07] We have pretty good green space in between our building and that space that remains,
[33:31] no.
[33:32] That is our wetland, that is our detention ponds and stuff like that.
[33:40] and it supports wildlife, green space, so I like to call it.
[33:45] Not going to be altering the entrances
[33:49] off of Davidson Road, trying to make use of the in-and-outs.
[33:54] There, those will stay the same, and it's really this building
[33:57] edition, which is, once again, fully automated.
[34:01] We're doing a lot of these across the corporation.
[34:05] CCA is definitely has their number of projects also within the other CCA of facilities.
[34:15] Okay, thank you.
[34:17] Are you good?
[34:18] I think so I just want everybody to understand it's a non-man facility.
[34:22] Oh, we appreciate that.
[34:24] We appreciate your time and explaining.
[34:28] I was going to go on to see if there's anyone in the audience that's for against this.
[34:32] and if they'd like to come up in speak.
[34:35] Yes, sir, come on up, please.
[34:37] Then state your name and address for the record.
[34:43] Brian Sanders, 1404, North Gen. Rowe, Burton.
[34:49] So I'm right across the street from the thing
[34:52] I've had five years of pleasure.
[34:56] It's noisy.
[34:58] There's lights flashing.
[35:01] Day and night, especially at night.
[35:05] The truck traffic, which we were told, there would be no truck traffic up and down,
[35:10] generously rolled, there is, I mean, it's trying to get out of there at the shift change
[35:20] as possible.
[35:21] We get out of my own driveway, but that being said, we're just making things worse.
[35:26] And I mean, this thing is a monstrosity, I mean, when you compare it to the other building,
[35:31] I mean, it's just, it's a trotace, but what way it's going to look.
[35:37] So, you know, I know they've got a 12-year tax abatement, residents are over there paying
[35:43] full taxable value either property still, and, you know, I know my word isn't going to change
[35:51] anything. It's just going to go through, I'm sure. But there's a height regulation for a reason,
[35:58] I don't know what that is, but it looks, it looks at trotches just there, compared to what's
[36:06] already there.
[36:08] So, I've got to say, and the noise, I mean, how much noise is this thing going to generate?
[36:14] Elevators running up and down, I hope they don't know, I think it's something you need to
[36:20] consider.
[36:21] Thank you, sir.
[36:23] Anyone else would like to speak for against this project?
[36:28] If not, then may have administrative recommendations, please.
[36:35] So as the applicant stated, General Motors built this facility and it's been operating in five years now.
[36:42] We all know technology is innovating and I guess this is the new thing.
[36:50] So we understand the need of General Motors and there need to be sustainable and continue to operate and be in a facility.
[37:01] We also understand the residents are near this.
[37:06] They are right across the street from it.
[37:07] It will be they will see it.
[37:10] So just be sensitive when making your decision on both cases.
[37:14] We want the business to continue to operate and the zone that it belongs in and then we need
[37:19] also protect the residents where we can.
[37:25] In order to open this up to men president's place can the applicant come back up again
[37:31] I've got a question for you.
[37:33] You said it's an unmanned facility totally automated and the resident behind you just made
[37:40] a comment about noise and noise abatement, the lights flashing and truck traffic.
[37:46] So how much noise and will that impact them if this facility was put up?
[37:51] I'll let in that comment on the truck traffic.
[37:55] The noise should not be a problem.
[37:57] There should be three inches of insulation,
[37:59] and this is all very quiet electric type movement
[38:04] of a crane and racks.
[38:09] So the truck traffic, the general truck traffic.
[38:13] So to the question of truck traffic,
[38:17] totally understand the concern.
[38:18] And so what this system does in the acronym ASRS is automatic storage retrieval system.
[38:26] It's an automated vertical warehouse that today, Davis and Road is not a storage facility.
[38:31] That's part of why the truck traffic is so significant because everything is real-time in real-time out.
[38:37] This system allows this site that today doesn't store to store material.
[38:42] So actually where it's getting built, McKinsey, could you go back to the layout that shows
[38:49] the placement on the site layout and,
[38:55] yeah, the actual layout. Yeah, this one.
[39:02] So,
[39:02] so Brian, if you'll point to where the actual ASRS is getting constructed. So that is right on top
[39:09] of where today, doctors 40 through 59 are. So the flashing lights, the red and green lights that
[39:16] a lot of the team, or a lot of the residency,
[39:19] this is actually being built right in place of those.
[39:22] So those doctors are gone, turned off.
[39:26] There is lights out that they're,
[39:29] it's not gonna stop all of them,
[39:30] but I did wanna comment on that it is
[39:33] gonna go in front of a large number of the doctors
[39:35] today get decommissioned and turned off.
[39:38] The overall inbound and outbound,
[39:41] so the number of trucks is unchanged by this plan.
[39:45] it is not a piece of technology or a plan that is going to increase truck traffic.
[39:53] It's designed to let us be able to store material at the building that we have no capability
[39:57] to store today.
[40:00] I have a couple of questions from Mr. Vaughan.
[40:04] So, it's not in the construction start, because that'll be truck traffic.
[40:10] How long will construction last?
[40:14] the initial construction is slated to start this spring so there'll be a lot of interior
[40:20] work that is starting here permits and plan approval pending in in the next 60 days
[40:27] but the outdoor work would begin late spring and be under construction for approximately 15
[40:34] months outside of the building yeah we're looking at a year of trucks of construction traffic
[40:40] Yes, absolutely, yeah, it's just a part picking system that goes up and goes gets them comes back comes down
[40:50] That's exactly right. Okay. I worked at truck plant and there's really no noise
[40:53] No, they got one there. It's all electric servo driven
[40:57] If it's a size of this, but I know that they do have one this probably a lot bigger than that so a lot more parts there than what you guys got
[41:04] Could be yeah, maybe it's equal. I don't but so from a noise of eight men
[41:08] who totally understand the concern it it is a low enough decibel level that
[41:15] the equipment we're installing does not require even the employees who work inside the
[41:20] building to have a hearing protection noise abatement program. I know I know it's
[41:25] got very quiet. Somebody brought this up a few years back in a gentleman's gone
[41:28] now this is going to be over 13 stories high. You guys got to get anything from
[41:46] the
[41:46] but we will make sure we run those draft lines just like we do at the trouble.
[41:51] Each job we cover those.
[41:54] The third thing was, you guys brought it up.
[41:57] You have a picture here with nice pine trees right here.
[42:00] If you put that picture up, you just had it.
[42:06] That'll be right there.
[42:08] You got a sidewalk, it's nice.
[42:10] That was part of the initial plan, the trees.
[42:13] Looks like you got grass.
[42:15] We have not seen that since the plant opened.
[42:17] People can't walk down your sidewalk because the grass is there, or the weeds, or over three foot tall.
[42:23] Could you guys make it like you got in a pitcher and not entices what the pitcher liked that?
[42:28] Evan, this still has to come to site plan, and I...
[42:31] Or does?
[42:31] Or you are the man who sits on the planning commission.
[42:35] We'll put it there then.
[42:37] Okay.
[42:38] You can stick that one in your pocket for later.
[42:40] We got it.
[42:41] You got a question.
[42:43] Why are we?
[42:44] We absolutely have another question.
[42:45] motion. Yes sir. Mr. Vaughn did you have any questions?
[42:50] I heard the same thing from some residents.
[42:52] I'm just saying.
[42:54] I'm very grateful for the jobs that brings in, but what we prove as far as theography
[43:01] has got to have it. So that's, I hear about that. Okay.
[43:06] Still under development, isn't it really? I mean you're still developing that hot.
[43:10] Was it a 148th of parcel that you bought in the first place?
[43:19] It was a large parcel that the future development was pretty obvious if you bought it out there that I mean, that was what I always thought.
[43:28] But this is unmanned, so it's not going to bring any extra employment to the area, correct?
[43:35] I agree.
[43:37] That's a lot of steel parts put together.
[43:40] Okay, do we have any more questions?
[43:44] I'd like to understand correctly from the right up.
[43:47] This is for aftermarket as well as delivery to assembly plants and other factories.
[43:54] So aftermarket parts as well?
[43:56] Not assembly plants.
[43:59] All aftermarket.
[44:00] So our customer care and after sales business,
[44:02] which is what this facility exists for today,
[44:04] is all about getting repair replacement parts to dealerships,
[44:11] a quarter of parts that entire aftermarket network.
[44:15] So this would allow you to store those parts and have a more timely delivery
[44:20] to dealers and other repair facilities.
[44:25] Okay.
[44:26] Mr. Fitzgerald.
[44:26] Yeah.
[44:28] With this structure being built on the east side of the building,
[44:34] That's getting it pretty close to genesis row and you're pretty close to Dave's in the road.
[44:40] Would there be any chance of maybe moving that to the south west side of the building where it'd be more hidden?
[44:45] To the south west side, so.
[44:50] I mean, I think it'd be more.
[44:51] I understand the question.
[44:54] It really is an extremely good question.
[44:57] So inside the building.
[45:00] There's an enormous amount of additional automation that supports this, and so from the west side, I always get my bearings wrong when I'm looking at that. So it is yes.
[45:16] So the whole process, part flow of the building is inbound on the opposite side, outbound on the side that you're referring to.
[45:27] So to move this to the other side of the building would literally require a redesign, re-engineering of the entire process flow inside the building and think you can appreciate at that point it just becomes cost and feasible because it'd that'd be like starting an entire new site.
[45:44] I can tell you what the noise part also sounds like as an electric motor would maybe have built on a wine and that's all you get for noise. There's nothing.
[45:53] they have an, they have a bit of a link as well. Yeah, they have a lot of
[45:56] fake, they had a much to truckman. I'm sure plan to. Anyone
[46:00] questions? Yeah, I got, I got a little, I got, I got. I did not go
[46:03] hard to put trees up to make a little more, will you?
[46:08] Absolutely open to
[46:09] the conversation. Yeah, I think we need to make a recommendation. We have to
[46:14] make a good start until the resume too. What do you want to do right at
[46:19] slide point I'm at would have to be part of the most of you guys so we need to go
[46:25] shape their landscaping in order to allow for the residents to have some
[46:31] privacy in. You guys can do it either way so either you can make the
[46:36] requirement or listen you can tell Kevin you're concerned and at the planning
[46:39] commission he can do it. The VH should only put conditions on that really
[46:44] apply to something that will make a difference to the variance. I don't think a
[46:49] foot tree is going to affect the fact that it's 135 foot tall but when they come for
[46:56] sight plan planning commission has the authority to do a whole lot of other things so
[47:01] it's up to you i think it's it's the same thing either way kind of disagree a little bit
[47:09] a tree would be a static would you like to make a motion see the the problem is now they do
[47:13] have trees there but they ain't grown because they're all weeds that's the problem they
[47:18] grown since they planned them.
[47:23] I'll trust Kevin. I mean, if you want something specific,
[47:27] a verse, you know, say it. I think that's where between us. I'm going to hold it. I'll
[47:33] trust Kevin. Kevin. I mean, there's a berm and then six high pines on top. Right. So I don't
[47:38] know what, what you would be looking for. I'd want something specific. Where you would want
[47:42] them and we're like on top of the berm more on top of the berm or more just in the property
[47:47] in general. I think I would have one. This is just me.
[47:54] It'll close if it'll help
[47:56] line some of the plant. Once they start getting up. I mean, as you drive by fast, I
[48:01] do. I understand it's 200 feet or whatever. I understand, but as you drive fast,
[48:05] it's going to be a lot more aesthetic. You see forestry and maintain forest. That's
[48:11] it right there. That's it right there. To the residents and everybody else. I mean,
[48:16] I have to, I mean, nobody, I understand General Motors and I understand all that and the need for all that stuff.
[48:21] I get that, but I also understand construction equipment and all this other stuff, pulling in and out.
[48:28] So, you know, if we can make the overall better, I think that's something we should try.
[48:33] The final product.
[48:37] We'll have a construction plan of where the trucks will come in.
[48:42] I believe we're planning all the trucks come off of dates.
[48:46] And a little bit further to the west,
[49:01] I guess at this point here about the existing greenery,
[49:05] but that is this green space is in part of our plan to intrude on, but it is part of our
[49:11] plan for to continue beautification.
[49:14] We will be somewhat limited because it's a wet land on exactly what we can do.
[49:19] We can build those berms bigger, great, oh, we definitely can plant trees.
[49:23] And you can mow grass.
[49:25] The motion and consideration by the planning commission to enhance the burn and the buffering for residents.
[49:40] So if you like to make a motion to include that.
[49:42] That's a great.
[49:43] I don't remember how to make a support.
[49:46] You said a great support.
[49:50] We're out of public session.
[49:51] We're actually out of community session, I'm sorry.
[49:58] So anyway, if you like to make the motion and consider that
[50:01] a denim, then please, Mr. Vaughan.
[50:03] I just like to tell the gentleman he can always meet with somebody
[50:05] after we're not a one.
[50:06] I'm Mr. Hines.
[50:08] Mr. Hines.
[50:09] I'll make the motion that, as an item, I'll say,
[50:14] as, right.
[50:15] I forgot what you said.
[50:17] Yeah, what did she say?
[50:18] Did you take that down when I was talking?
[50:21] With the contingency of the Planning Commission
[50:23] making enhancements to the berm and a buffer area for to protect the on residents from.
[50:31] You can't put a condition on the planning commission, but you can put a condition on them
[50:34] to include it in their site plan.
[50:38] It'll happen. I like green.
[50:42] So we have a we have a motion by the port. Mr. Hines and support by Mr. Feats.
[50:53] And we can take roll as soon as you catch up with all.
[50:58] Oh, I think I know how high they can go without their airport, saying yes or no, I don't want it to be great.
[51:05] If they're on the agenda item, 50 is the maximum height.
[51:10] So beyond that, the airport has to be informed of what's happening or something.
[51:16] No, they're not in the flight path, which we talked to them about it.
[51:19] The first meeting we had them in there, we informed them about the flight paths.
[51:22] So if they're not in the flight path, there's not a requirement.
[51:25] All right, okay. Okay, so roll are you prepared to take roll on that this is on the motion to approve
[51:37] There is some are two four deaths or one
[51:43] Yes, yes
[51:44] Yes, yes, yes, yes, yes, yes, it's a virtual scheme. Yes, it's just a myth. Yes. Oh, I'm curious
[51:52] Gradulations are going to have the tallest building in Burton
[51:55] Oh, not quite.
[51:56] Congratulations.
[51:57] It still needs to go to plan.
[51:59] To plan.
[51:59] There's some high rise.
[52:00] Then we let 10 stories.
[52:02] Close to the high rise.
[52:02] You bigger.
[52:03] I know.
[52:04] All right.
[52:05] Okay.
[52:05] Moving on.
[52:09] We will call, actually, just in second.
[52:12] We have board discussion.
[52:13] Anyone have any discussion on anything tonight.
[52:16] Other than head, Valentine's Day.
[52:18] I do.
[52:21] February 17th is the hot.
[52:23] You go the hallway because we're still in a meeting.
[52:25] And I can't hear them.
[52:26] Go ahead.
[52:27] A Roy 17th is a hot-fudge run the first of the series of races.
[52:33] You can look at under Newton timing, or you can look up Burton Coana, so it'll be on there
[52:38] also.
[52:39] Thank you.
[52:40] Anyone else?
[52:42] I got something.
[52:43] So we have some trainings coming up.
[52:44] I'm going to send out to you guys if anybody's interested at home.
[52:47] And they are ZVA focused, so I'll let you guys know.
[52:52] They're in Frankamos in March.
[52:55] Well, Frankamos?
[52:55] Yep.
[52:56] It's very good.
[52:57] They're in March.
[52:58] So there's two different ones for the ZBA.
[53:00] So if you're a new ZBA member, I would recommend you do the first one,
[53:06] which is essentials, and then there's an advanced one for the ZBA.
[53:10] So it might be something you guys have already done before,
[53:12] because this is pretty much the same one, the thing.
[53:16] Amber, do you have a date in March?
[53:19] I don't have it in front of me.
[53:20] I was going to send it out to you guys.
[53:21] And we'll just give you a timeframe, don't let us know if you're interested, and that way I can give you all the details in the email.
[53:28] That'll one day.
[53:30] Yeah, it's just a couple of hours.
[53:32] There's a morning, one, and an afternoon, one, and it depends on which one you take.
[53:36] Good morning.
[53:37] There are two different classes.
[53:39] Wonderful.
[53:40] You provide a lunch and a dinner in both situations.
[53:45] Oh, there's a dinner involved?
[53:48] And I know I'll be there.
[53:49] I hope you'll be there.
[53:50] All right.
[53:50] Planning.
[53:51] I'll go.
[53:52] Planning can go, but it's not, there's EVA, it's about the EVA, so I don't know what use
[53:59] they will be other than, you know, you know, depending on our budget.
[54:06] But there is other planning ones, so I recommend this one to you guys.
[54:11] I would not recommend it for a planning commission member who just sits on a mission.
[54:15] Now you sit on both boards, so for you it probably would be helpful.
[54:19] The next regularly scheduled meeting will be held on Thursday, February 15th, 2024 at 5 p.m., this concludes tonight's meeting.
[54:30] I mean, Furned at 55.
[54:33] I wish you a good job.
[54:35] I wish you a good job, guys.
[54:36] You guys, possibly.
[54:38] You're being so polite and, and for paying attention and staying along and lines.
