[0:07]
motion.
I'll second
[0:10]
second. Any discussion or questions? All
in favor?
[0:17]
Oh,
[0:30]
new business.
Well, the old business. Did you ever
[0:34]
work?
[0:39]
That's all. I thought we' already had
one since we done the transaction.
[0:45]
Do you have any
[1:00]
right now?
[1:16]
They cut it off and it's got a big
go back.
[1:20]
Uh, we talk about it. We talk about it.
[1:29]
You said I talked to Mr.
[1:46]
And he said he did what he was told.
[2:01]
What are you talking about?
At her room.
[2:08]
No, we're not going to do any rumors or
say anything
[2:12]
legal or anything like that.
Not rumors.
[2:15]
Not going to do anything.
I I talked to him
[2:18]
personally. He did
and he said he did what he was told and
[2:21]
I said, "Well, he said he did." I said,
"Okay, you did what you were told that
[2:25]
you come to the council and tell the
counsel." And he said he would. So,
[2:31]
tell what he did.
[2:38]
I told him he said I said yeah
[2:46]
anything else
[2:50]
and uh you got
I think took care one of the holes right
[2:56]
there street where the manhole is
talked about it and your
[3:04]
relic. Y'all ordering one. Did y'all
order one for August?
[3:09]
We did. They were wrong size. We have to
send them back.
[3:13]
Okay. But y'all did order something,
right?
[3:17]
Yes.
Okay. Thank y'all for putting it
[3:20]
sign up
[3:24]
stand up there for people to see in
right now.
[3:31]
Did you know that was up there?
Sign.
[3:34]
You don't know nothing about
[3:40]
maybe maybe it's got a city on top stand
on top of the whole manhole. It's got
[3:48]
the little reflective green like your
shirt.
[3:53]
You didn't know nothing about that,
but it's up there. But y'all did some
[3:59]
Yes.
on that uh
[4:02]
on the water running Mike
from the street down there on
[4:09]
coming by the church right here.
Coming down that hill.
[4:13]
Oh
South D.
[4:17]
Okay.
We had talked about that a while back.
[4:20]
It's a ditch starting there right there
by the old uh
[4:26]
by the extension office where the water
running off.
[4:30]
And when they get down there to the
bottom, I remember when the uh we had a
[4:34]
pipe down there, a pipe is under the
road, but down the pipe where the
[4:40]
water's going off in there. I think it's
where that is right there. Stay down
[4:45]
there. But anyway, the water is running
down there. It's flooding people down
[4:49]
there. We need to do something. It's
city water coming out the city street
[4:54]
from uptown
and it's not out
[4:59]
there. You know where the large is here.
It's not hurting. It's hurting those
[5:04]
people down there.
[5:09]
Whatever it looks bad
[5:17]
and the uh
the road right there by by
[5:23]
coming down. Do we have any money to pay
that
[5:29]
come down
right in front of the uh
[5:35]
that's bad?
[5:55]
Mitch, what about the ordinance for the
zoning and also the ordinance for the
[5:58]
bake shop? Have we made any progress on
those?
[6:03]
Which which ordinance for the zoning?
I know we were going to put an ordinance
[6:06]
together where the council appoints the
zoning
[6:10]
pass.
What you you've already got the
[6:12]
ordinance together?
That that passed.
[6:16]
I know we voted on doing the ordinance
last meeting. I just wondered if you've
[6:19]
gotten it together.
Oh, yeah. It's already Yeah. is already
[6:22]
done and it's already been passed.
Yeah, I think I think it already did.
[6:26]
You already run in the paper, didn't
you? It
[6:27]
did. I mean, everything's done on that.
And what about the vape shot one? I know
[6:33]
we talked about that last meeting.
We did. I have not had a chance to do
[6:37]
anything.
Okay.
[6:40]
That's the one we said we're going to
try to avoid anything.
[6:46]
That's right.
Of that nature.
[6:50]
That's That's right.
[6:53]
That set us.
[7:10]
Did we get Don added to the check
center?
[7:14]
No, not yet. I'm sorry. I've been knee
deep.
[7:17]
I know.
[7:22]
You want to say that
[7:33]
I ask about
[7:48]
before Let me speak. Let me say this.
Whatever the agenda is here.
[7:51]
Yeah.
The story is that a couple of you
[7:56]
sitting here started the rumor that I
have delayed the audit after the
[8:00]
election.
[8:03]
Came from came from a person's mouth
that heard somebody up here saying that
[8:07]
I wanted I have no control over. Not
only is this unprofessional and
[8:12]
unethical, but it's a lie.
And Don Don Don is a professional. His
[8:19]
reputation is at stake when you say
something like that. If anybody said
[8:23]
that I did an apology, he gets to
apology and you should resign.
[8:28]
Who said it? Who said bottom line?
Who said it?
[8:31]
I think I think who said it knows who
said it.
[8:35]
So here's what Let me clarify. Let me
clarify the air on what was there.
[8:40]
Nothing been said to that nature. I
haven't been in town to start a rumor. M
[8:44]
the rumor is going through the community
and I don't know what
[8:49]
No, it's nothing to do with the council.
The rumors start to What's the rumor?
[8:54]
The rumor delaying the
rumor. The rumor. The rumor.
[8:57]
You realize that I don't have any
control over the
[8:59]
But let me clarify. Nobody up here said
that. It's out in the streets.
[9:04]
Nobody up here said that.
Nobody.
[9:06]
You go get me a Bible. I'll put my hand
on it right now.
[9:09]
You bet. You don't. But I'm saying that
the story is that somebody on this
[9:14]
council started it. I don't think I had
heard I hadn't heard that.
[9:19]
I've heard I've heard I'm saying it.
I've heard it in the street.
[9:22]
If it's in the streets, somebody started
that.
[9:25]
I've heard in the street.
It's unprofessional. And that not only
[9:27]
does it put me and I'll tell you
something. I worked my ass off since
[9:31]
1992 to make this town better. Chamber
of Commerce, teachers fundraising,
[9:37]
school board for 23 years.
I have been to every single meeting.
[9:41]
Have you heard? Have you heard
that that's gone?
[9:44]
I understand. We're talking about city
council now. We're not talking about
[9:46]
school board or anything else. This is
city council.
[9:49]
Nothing to do with school board.
We're not worried about reputation.
[9:52]
We're not worried about
make a reputation and make this place
[9:55]
better. I will not allow it to be
smeared by anybody.
[9:58]
Who is who is smearing?
I'm saying anybody ask the question.
[10:03]
Answer the question.
You answered.
[10:07]
I'm asking.
I said anybody's doing that.
[10:10]
Nobody up here has started a room that
I'm aware of. I know that. Well, that
[10:13]
you're aware
that I'm aware of. Nobody's starting to
[10:14]
rise.
Let's move on.
[10:15]
No, let's move to this. It's also been
said that you said the city council was
[10:20]
responsible.
That's unethical, too. And that's not
[10:24]
true. That's a lie.
I would not say why.
[10:28]
That's what people are telling us.
That's the same.
[10:30]
That's what people are telling us.
Why would they say that the city council
[10:34]
is responsible?
That's the money.
[10:36]
City city cafe, you know,
here's the deal. Here's the deal. I mean
[10:41]
that works both ways.
We got money. The general fund is one
[10:45]
bucket. We've got seven other buckets
that it comes into. Let me explain this
[10:49]
to you real quick. Don,
well, we're going to go through all the
[10:52]
audits.
We're going to reiterate this. But after
[10:54]
that last meeting, people took social
media. The city's broke. People losing
[10:58]
their jobs. Nobody's getting a paycheck.
Everybody got a paycheck. Nobody lost
[11:02]
their jobs. It's Chicken Little and the
boy who cried war is what the problem
[11:07]
is. And I'm telling you that we need to
This is a professional job, y'all. City
[11:12]
council mayor is an absolutely
professional job
[11:15]
both ways, Mike.
It and it and it's and it's being
[11:19]
answering to the voters and doing all
you can to be the best person you can
[11:23]
be. And this this goes back to training.
This goes back to keeping things in
[11:28]
house that need to be in house and
working together for the betterment of
[11:31]
the city.
Did Did you say that, Mike? Or have you
[11:33]
started that room?
I wouldn't say that
[11:35]
because that's the city council.
How's the city council responsible for?
[11:40]
That's what we want to know. We said we
we
[11:44]
financials.
I didn't see
[11:46]
we didn't have financials at all.
People can't verify.
[11:49]
The city council has not been provided
proper financials to make any financial
[11:53]
decisions.
I'll say this, y'all have check
[11:56]
registers. You have balances in it. Yes,
you box down right here. Check
[12:01]
registers. You have balances of every
bucket in the account. And y'all have
[12:06]
had this for a long time. And the very
What? financials.
[12:10]
Don told us one day that what we were
getting were not financials. Isn't that
[12:15]
correct, Don?
Financial statements.
[12:18]
Okay,
that's our state is financials. Y'all
[12:20]
need the state of the money in the city.
Y'all got that? Y'all got that?
[12:25]
We didn't get
every
[12:31]
pull it out and show it to show it to
the people. Show it to the citizens. You
[12:34]
can't produce it. It's not there.
I'm not going to take time to look
[12:36]
through there. You're spinning it. You
put all the PR you want to on it, Mike.
[12:41]
But but it's not there.
We can produce it.
[12:43]
It's not there. No, you can't. Not
unless you gonna go in there and print
[12:45]
it up because it didn't it didn't come
across this table.
[12:48]
We can produce it.
We've kept every document that we've
[12:50]
gotten and we hadn't gotten those
documents every meeting.
[12:53]
You had check register.
Okay. Sure. Show them.
[12:59]
I kept asking for that. I kept asking
for that.
[13:02]
I'll get
Hold on a minute. I kept asking for a
[13:05]
financial statement from last year this
month to this year this month so that we
[13:10]
can make sure we are we can adjust our
our budget in case we have to just we
[13:15]
never got that I promise I even talk to
you about we get
[13:19]
don't get it to us get it to the people
since you're claiming we got it showing
[13:22]
pro
[13:32]
you
[13:37]
He's looking.
Is it my turn or what? I mean, I'm here.
[13:42]
The proof's in the pudding. We're going
to talk about the proof here in just a
[13:44]
minute.
[13:49]
Oh, I'm fine.
I see you looking at
[13:56]
you want to pass that down.
I got them at home and I don't have
[14:01]
financial.
That's not going to be financial. Put it
[14:03]
in there yourself.
I've gotten I've kept asking for them. I
[14:06]
think I asked you twice.
It said it, but that ain't
[14:12]
It said it, but that's not what
it could be something you put in that
[14:15]
book. We didn't get it.
We didn't get it. We hadn't got it,
[14:19]
Mike. I'm not going to sit up until said
that we got it. We did not get
[14:26]
the public seems to think what we just
stated.
[14:30]
that we are the reason that the audit is
taking so long.
[14:34]
Yeah, we got used to that too.
We have we have been thrown under the
[14:37]
bus, run over back and forth and drug
down the street when all we have been
[14:42]
trying to get is the answers to
questions and Mike has told us more than
[14:46]
one time we are not micromanaging him.
Trying to find out where the taxpayers
[14:51]
money went is not micromanaging.
[14:55]
So, is it our fault if the cities?
I'm not sure. I'm not going to counsel.
[15:04]
I can tell you what. I mean, I can tell
you stuff that I found and I will have
[15:07]
the full audit report completed. Tracy's
here. We got all the final general fund
[15:12]
entries made today. It's taking a while.
I will tell you this.
[15:18]
All this discussion aside, I do audits
from Mobile Florence. So,
[15:24]
like all of you, but nobody's that
important to us.
[15:30]
So, I was just say this,
any discussion about anything being
[15:34]
delayed until after the election has
never been made to me, never been asked.
[15:38]
I have no interest in in that at all on
that. I have no interest in delaying it
[15:44]
more than it's absolutely necessary. We
have probably dug in and spent a little
[15:48]
bit of extra time based on our
meeting, I guess, three months ago
[15:53]
probably something like that maybe four
and it's taken a while and I'll be
[15:57]
honest with you part of the reason it's
taken a while and many of you in here
[16:01]
had we've had this conversation in one
form or another is uh you know we do
[16:06]
audits for a lot of people and I got
people that they're expecting their
[16:10]
audits to be done and when things are
right and you get it done you go and you
[16:14]
get the work and they deserve that and
then you know for aundary reasons this
[16:21]
one even
And it's been a it's been a fight. It's
[16:25]
been a push. It's been a tough audit.
It's been a very tough audit. And
[16:28]
there's some reasons for it. And
we share. Don't ask. I'll be glad.
[16:40]
Did go
[16:46]
anyway.
He's doing a deep dive.
[16:51]
And that's why it's taking longer. He's
digging.
[16:53]
Is that why it's taking longer, Don?
What's your reasoning for taking longer?
[16:57]
We are doing what we would do to try to
get anybody's financial statements in
[17:02]
the reportable condition we hope they're
supposed to be in. They should be send
[17:08]
the state gets a copy of every audit
that's done. require state law that goes
[17:12]
in whether I've got a clean opinion on
it or whether I have to issue a
[17:16]
disclaimer of opinion at center or
anywhere else that I've had to do that
[17:20]
before the state gets it and they see
some of the findings and things that may
[17:26]
be reported in there and then they may
take it further. They may not they may
[17:30]
not do it any time there's no findings
and stuff and hopefully that's the way
[17:33]
it always is. That's not going to be
completely the case this time.
[17:37]
discuss some of the items regarding
taxes and penalties
[17:42]
payments
fuel companies and things like a lot of
[17:47]
different things that were laid. You
know, we talked about some probably
[17:53]
we went back and looked. We have gone
back and looked three years. That's a
[17:57]
full three year period on on the city
side. We're not put finished on the
[18:00]
water side
to do it.
[18:07]
It's not extensive for them, but they
got their own I got their own set of
[18:10]
audit stuff to deal with them. But
there's been over the last three and a
[18:17]
half years about if you count those
periods about $35,000 in penalties and
[18:22]
interest you paid to the I know you're
up to date, but you had to pay a lot of
[18:26]
that.
So in regards to probably 60% of that
[18:30]
councilman has been Brad has been in the
last this last cycle.
[18:34]
Let me ask you this. in regards to that.
So, so we paid we paid penalties and
[18:38]
interest on previous years. So, that was
never disclosed to the council. So, so
[18:45]
with with that being said, you know, you
got you got X number of payroll, whether
[18:50]
it be five, 600, $700,000 for city
employees,
[18:54]
you look at that number and you know you
got to pay X percentage of income tax
[19:00]
off of off of that number. All right.
So, if we go back to a 2023 IRS audit
[19:06]
where they look at our taxes and say,
"Y'all didn't y'all didn't pay your
[19:08]
taxes on this." Why were we not alerted
as a council back in 2023 at that audit
[19:15]
time? Or were we? Did is that something
I'm just being pointed. Is that
[19:18]
something is that something you missed
as as an accountant or was it something
[19:22]
that was told to the administration, to
the mayor or whoever that it never got
[19:27]
worded back to the council?
Right. We reported that to
[19:29]
administration. We did. We've discussed
all those things at different levels
[19:33]
with mayor and clerk staff that's
responsible for making those papers.
[19:37]
Should he not have told us
that's that's the RS that y'all got and
[19:42]
said I'm glad we got these.
I'm not talking about a month ago, Mike.
[19:47]
I'm talking
[19:50]
years ago.
That's reason. You got you got way to
[19:54]
audit weeds, but you get into the whole
concept of the entity as a whole and
[19:58]
different things you're focusing on. We
may go through there and see two, three
[20:02]
quarters that are laid. And I know one
quarter in particular when you had some
[20:05]
fraud issues going on for a time or two
in the past, the bank there. A lot of
[20:09]
people had to deal with and there were
some penalties and stuff charged there
[20:13]
and for whatever reason to me that would
have been one you could have gotten
[20:17]
penalties waved on. There's no record,
you know, that that ever happened. I
[20:20]
would have certainly encouraged that,
you know, that kind of stuff. So then
[20:23]
you kind of get into we've had a whole
lot of software changes
[20:29]
issues. We reported about trying to get
pavements separated and allocated so you
[20:33]
can clearly see all the different things
that were done and that is all part of
[20:38]
that and that's just unfortunately with
one we're in now. It's just got worse.
[20:43]
Before before we get into the numbers I
have some preliminary stuff.
[20:49]
I'll show you
I mean it's all
[20:52]
let me ask you this before we start
walking through the numbers. So, and I'm
[20:55]
not going to
How long have you been an accountant?
[20:59]
Oh, gosh. 37 years.
In your in your 37y year history, um,
[21:05]
where does this audit rank? Is it as
worst as being worst? A Is it top 10,
[21:10]
top five? Is it the worst? Where we at?
It's It's in the most It's in the It's
[21:15]
in the top few, unfortunately. Top
three,
[21:19]
five or so. Yeah, it's up there.
It's top 10, unfortunately. I would say
[21:23]
that. Um,
you know, I've had I've had some for
[21:27]
various reasons that I would put in
category. It's just part of it. I do
[21:32]
think I think clearly
staff was overwhelmed with some of this.
[21:40]
And so there's you could say in some
respect staff just said, "Hey, I got
[21:49]
and I need I need kind of help can get
me out of this. and that you know didn't
[21:55]
happen and we're all prone to want to
fix it on our own.
[22:00]
So, you know, we got I think I think
that's honestly that's my from over
[22:03]
here. I think that's part of it. That
doesn't excuse any of those. Um yeah, no
[22:09]
excuse for sure. But, uh you know, we
voted on doing a forensic audit and
[22:14]
we've been kind of waiting on on your
feedback, some feedback from you.
[22:18]
What What is your personal opinion? You
know, you got two audits there. Just so
[22:23]
far as to what you've gotten into,
you've gotten into the water. You're
[22:25]
pretty much done with water. You gotten
pretty deep in the city. What have you
[22:29]
seen so far? I mean, do you feel like
we've got justification for for a
[22:33]
forensic audit on the city water portion
or the city uh city portion in general
[22:37]
or I mean, what have you found? Before
you get into numbers, ask.
[22:41]
Well, first I would say firstly on your
the water side, which you'll address
[22:47]
with the water board more directly, but
you obviously have
[22:51]
billing and collections and there's just
a whole lot of different factors that we
[22:55]
do on customer. So the extent that if
there was an issue there obviously
[23:00]
that's somewhere that gets more involved
[23:07]
how that transpires when we finish this
we'll go there that's not our call at
[23:11]
that point anyway the city side honestly
council I would say probably at this
[23:17]
point no we beat it pretty hard and you
got to figure out if if there was enough
[23:23]
there that's unknown that could be found
a forensic audit would come in and say,
[23:29]
"Hey, here's stuff that's, you know,
it's not job performance related. It's
[23:34]
not, you know, just being late. It's not
been whatever." something that they
[23:38]
could actually
at this point I haven't seen that
[23:45]
cost a lot of money
back to the mayor's point I think agreed
[23:50]
earlier the state gets a copy of this
there would be no control
[23:57]
if I send a disclaimer which right now I
would say it's quite possible because of
[24:01]
all that stuff to change software's
[24:07]
There's a limit where we can go and
issue a regular. We you know the state
[24:13]
gets that they could decide to send a
couple of examiners over here and stay
[24:18]
over here for a month or two and make
life miserable
[24:21]
probably two or three more employees
won't stay here unfortunately but you
[24:27]
know and I don't know they would do that
they would have to look and that
[24:29]
typically they would consult with us
once those things are released and as
[24:35]
you know what they would do
[24:39]
items that we may have found or
whatever, they would act accordingly.
[24:47]
Let's just put this way. If you spend on
if they were to decide to do something
[24:51]
like that,
you wouldn't want to spend,
[24:54]
right? Right.
Well, I guess to put it that way, I know
[24:58]
I read the minutes and I see that stuff,
so you know, I would take it off the
[25:03]
table. It's been voted on already.
Yeah. Right. Take it off the table, but
[25:09]
you know, I wouldn't get ahead of it
necessarily.
[25:12]
Waiting on this one. Anyway,
talking about the the general fund
[25:16]
numbers, Don, what is what is typically
what typical amount for a city should be
[25:21]
held in general fund at any given time
should be two and a half months worth of
[25:25]
worth of revenue.
You okay?
[25:28]
Yeah, this goes right actually goes to
your question
[25:32]
here. This is
[25:35]
It's not 100%
[25:40]
probably by and large
[25:47]
generally good rule of thumb three
months is probably a good rule of thumb
[25:52]
and uh if you look at this is September
okay and the bank accounts were
[25:57]
reconciled so you know that that part of
an audit went well you know bank
[26:01]
accounts reconciled that's half the
battle
[26:06]
But if you look at your two main
accounts in general fund, you only got
[26:08]
$84,000
[26:12]
$84,000
$84,000 general fund.
[26:15]
And what did we owe in in uh income
taxes?
[26:20]
Taxes payable and acred. Some of that's
acred because it's, you know, based on
[26:25]
IRS notices and stuff about $67
[26:31]
plus retirement payments. What if you
had retirement?
[26:34]
How much?
38,000.
[26:35]
So 60 68 you said
105,000 between.
[26:39]
So 105,000 we owed in between retirement
income tax.
[26:42]
You owe more than you had cash in the
bank. The retirement I think all that
[26:46]
retirement maybe say one or two periods
was all paid shortly in October. Most of
[26:51]
it was paid in October. All the
retirements in
[26:56]
some of that later
[27:04]
we've recruited it all since then
and I think it's all been paid sort of
[27:10]
maybe something that got waved I know
one period they waved some penalties but
[27:15]
the law says if it's past three years
they don't refund it to
[27:21]
I haven't really
you look at those transcripts
[27:26]
and
their how they do it versus how I don't
[27:31]
know for sure I couldn't tell I couldn't
tell you specifically whether any of
[27:35]
that track forward but that happened
later so I haven't seen a refund check
[27:42]
that's what speaking of penalties that's
what you know we've been told that we
[27:46]
didn't pay any penalties for the IRS
And you told me the other day in the
[27:50]
office we paid $25,000 you knew of and
then you asked Mike
[27:55]
had he got a reimbursement that you
didn't know about. So we did pay at
[27:58]
least $25,000 in penalties according to
you last Friday.
[28:02]
The city paid Yes, the city paid
penalties.
[28:04]
We were told we didn't pay. We were
clear.
[28:06]
Well, we were on the phone with the IRS
officer and she said, "Y'all weigh the
[28:11]
penalties. Y'all are clear."
But how did we pay $20,000?
[28:14]
That's what she told us. I mean, we were
we had her on the phone. Tracy and I we
[28:19]
were celebrating.
Well, they haven't they haven't sent a
[28:21]
check yet.
I haven't seen
[28:25]
Yeah, I haven't seen a notice. But but
what happens is your EFTBS payments made
[28:29]
by the clerk on the payroll run.
They should be made weekly or at the
[28:35]
time payroll
utility tax payments with tax payments
[28:41]
by certain day of each month.
[28:54]
I haven't seen any refunds.
[29:01]
So, if you look at that, what you're
saying is, you know,
[29:05]
I know I've been down here and been
talking about it. Mayor talks about it.
[29:09]
It's tough. It's tight. It's tight. You
go through the end of September and then
[29:15]
you try to catch up on everything. What
you end up doing I know where you used
[29:20]
to work you get all this money comes in
in January and February and what's
[29:24]
happened is the city had to use a lot of
it
[29:27]
to backtrack with instead of having it
to have as well going forward. So
[29:32]
that abnormal for city long as I've been
here
[29:35]
no the money coming in by that point is
not abnormal. That's just you were you
[29:39]
were having to use some of that money to
peel some back and get behind. It's just
[29:45]
got that's just going to tighter between
now and November. It's just going to be
[29:48]
tight.
It's going to be tight because I
[29:50]
remember whole time I've been we've
always borrowed money in November and
[29:55]
December
through December
[30:00]
September.
Get us through those months. Then when
[30:03]
the tax uh come in in January, February,
we catch up and pay that loan back to
[30:09]
the bank. But we never been this tight
in this middle of the month. Okay. As
[30:14]
long as I've been here,
but since we did the one cent sales tax,
[30:17]
we were doing that when I did my first
term. This last term, once we did the
[30:22]
one cent sales tax, we came out of
we got all that. We came back. So, I
[30:29]
just didn't know where where that tide
turned at
[30:32]
after we got the one that saved us.
We didn't have to borrow that money.
[30:36]
We didn't. And so I don't know why we
typed that but you just say it while we
[30:43]
Yes. other things
that was a huge mistake
[30:48]
financially speaking another reason this
is taken because I know that question
[30:52]
has been out there
everywhere taking why is it taking
[30:58]
well it's like Mike said Mike said when
I got to speak Mike said we're not going
[31:02]
to go through this hearing and then he
come back back with hearay. So really
[31:06]
all of it just hearsay.
Okay. It really should be okay.
[31:09]
I'm just order
[31:16]
a no better than mine.
You know
[31:17]
it's just hearsay.
But u
[31:19]
you don't go on that d came up in the
meeting. Mine's here. His hearay should
[31:24]
have never came up. Is no better than
mine.
[31:26]
Just just a quick couple of you might
understand where I'm going with this. I
[31:30]
just want you to understand it a little
bit. Okay. Just
[31:33]
Okay. If you get the second page of that
says income statement and you you look
[31:37]
down about halfway the bold numbers say
2.3
[31:41]
2 mill362,000
okay three month reserve that is about
[31:45]
$600,000
so you well short of that you know some
[31:51]
of it's the stuff we're talking about
some of it the city probably got into
[31:55]
before some of y'all are really fully
responsible for it based on different
[31:59]
things I hear that the city pays for
versus you know y'all don't have a
[32:04]
right funding your revenue. So, you
know, is everything being paid like it
[32:10]
should between entities? I don't know.
But that I just hear
[32:14]
my mental math starts going off going
that's hurting the city center
[32:19]
doing a good thing.
[32:24]
Oh, but that you know that's that's
budget issues to work out for sure. But
[32:28]
but that puts you well short of where
you want to be. And you had been
[32:34]
two years. But you look I want say just
real quick. You look right down below
[32:38]
that about four lines. You see some big
numbers for salaries and taxes.
[32:46]
So
city paid all this money for the
[32:50]
software but the software is not even
breaking down salaries and the taxes
[32:55]
properly by department. just kind of it
just kind of pulled all this stuff in
[32:58]
from old system and dumped it and it's
trying to break some of it down now. But
[33:04]
the old system should have had it broken
down by I'm pretty sure it did.
[33:11]
So when they started pulling all this
over, I hate to say it's like every one
[33:15]
of them I ever go behind it like, "Oh,
we're going to do this for you and it's
[33:18]
going to convert like this and it's
going to work like this." And so we just
[33:21]
like pulling him off. It didn't work out
that way. So consequently, you got just
[33:26]
even just basic financial reporting
issues that I'm having to wade through
[33:32]
to try to let's just say worst case
scenario. We discussed this
[33:38]
if I had to do a disclaimer because of
all this I can't put that's not a good
[33:44]
thing.
[33:50]
You still want your financials looking
in proper order because you got to send
[33:56]
this stuff to your financial
people that hold your debt and all that.
[34:02]
So
as bad as that other is, you still want
[34:05]
the numbers to look in at least the
proper order. You may not be happy with
[34:09]
them, but you want them to look like
someone when they get it. At least
[34:16]
they're not coming back at you about
that because they'll certainly respond
[34:19]
and What is the city doing to try to get
this financial picture?
[34:24]
So, we paid $86,000
for nothing.
[34:29]
Well, Miss Tracy's learning to use it
back there, but it's as we were talking
[34:34]
about voted to do something else.
We working on it.
[34:37]
We don't change.
Keep working on it. But look,
[34:39]
I know it's hard.
You got you got to get this out of the
[34:42]
way and done and save everything. And
you got to data bank all the stuff from
[34:47]
October to now.
do the cut off
[34:52]
and you know you're going to be you're
already you're hitting third quarter
[34:57]
you're going to be hardressed at this
point not break the clean break October
[35:02]
one and get to the end of
that was water but still that's a lot of
[35:07]
money to waste
and for whatever reason they still
[35:12]
owe them a much more money
but that's that's another discussion
[35:19]
But anyway, I mean that's just where
we're at. I I would u
[35:24]
I would fully I think Miss Dan told me
September I mean July 15th next meeting.
[35:30]
That'll be hard. The first meeting in
August we'll have your report. It'll be
[35:34]
Don based on what you've seen so far. Um
to me it's obvious we've got more going
[35:42]
out every month than we've got coming
in. Um,
[35:46]
we definitely need to to look at some
things, I think. What's your
[35:50]
professional opinion on that?
[35:56]
I don't know, Mr. Brad. Um,
obviously I thought I got to the season
[36:04]
fairly tight situations for, you know,
maybe other reasons, but similar a
[36:08]
difficult financial position and, you
know, can't be paying folks over
[36:14]
You want to work hard
to do
[36:25]
start with things like that and you know
people don't want to fire anybody I
[36:30]
don't
somebody leaves next month and go
[36:33]
somewhere else you don't replace them
you know you can't
[36:38]
whatever other discretionary kind of
spending you got I would honestly say
[36:42]
between
You know, November, you can't do a whole
[36:47]
lot.
You just can't. I mean, you you get 60%
[36:51]
or more of your budget comes in by the
end of February, and you got to get till
[36:56]
the last week of October before even a
property tax payment comes in
[37:01]
significant enough to sneeze that and
you know, that's just the first dec.
[37:10]
Tracy, what was your Do you know your in
and out for June?
[37:14]
For June? No, I'm not even I'm sorry.
It's just first.
[37:18]
Yeah,
just curious.
[37:22]
I know where I know where we stood in
May when we talked about it last
[37:25]
meeting. I was just curious for June.
Yeah, the bank statement just came
[37:28]
today. So, it's going to take me a few
days to get
[37:31]
when are we going
what meeting? going to be the first
[37:36]
meeting of the month and the third
meeting of the month that we may get a
[37:38]
financial statement of where we stand
with our budget with our year to date
[37:44]
in our budget.
Um
[37:47]
hopefully by next meeting
but I'm I'm like Don defin Yeah, it's
[37:53]
coming definitely you know I feel like
definitely by August but I I hope to
[37:58]
have it next time.
For the record, we didn't get one
[38:01]
tonight.
[38:10]
The clerk The
[38:19]
She did tell me she would send me trial
balance reports. I look at them.
[38:25]
And that wasn't a knock on you.
Just making it weird that we don't get
[38:29]
them every time.
All right, you run now. Got one like
[38:32]
this in years.
We looked at some of it today. It's It's
[38:37]
difficult. I'm just going to be
[38:43]
Yeah, sooner we can get out of it
honestly better. But Tracy, we probably
[38:47]
October 1 to release full plug. Yeah,
I've I've been entering stuff from the
[38:53]
old system to the new system, but you
know, you got to get from
[38:58]
October to now before you can go
forward. And and so it's just time. It's
[39:03]
just taking time.
[39:09]
Yeah.
You know, I had talked to you about the
[39:13]
93,000 that was back in early 20202.
And you said you thought it was paid
[39:21]
back in 23.
Was it paid back?
[39:26]
23. You took that off.
Okay.
[39:28]
Did it go back into the seven gas?
Where did it end up?
[39:36]
Got all that money.
I think it was seven. This was
[39:43]
there was some stuff between the four
and the capital.
[39:45]
Okay.
because the seven you had some fun but
[39:50]
then y'all pulled some of it here
recently.
[39:52]
Yeah, we did
help cover reimburse the city for street
[39:56]
workers
that was $63,000.
[40:04]
It was
I remember I know we talked
[40:11]
that.
Okay. And um another thing um you talked
[40:17]
to us one time and told us that you were
having a hard time trying to find
[40:22]
receipts to match expenditures. Did you
ever find all the receipts you needed
[40:27]
and was file?
That's that's some of the delay. Okay.
[40:36]
So, some of the files may be hard to get
into what you're looking for, right?
[40:42]
Yeah. Following needed need to be much
better.
[40:46]
Okay.
You started on this in February.
[40:51]
First first bit of it I believe was in
February.
[40:54]
What's What's a good
Believe me, I don't like it sitting on
[40:56]
my desk.
What's a good smooth out look like? How
[41:00]
long does it usually take?
Well, one you got a board, water board
[41:05]
and stuff like that this size. So, you
know,
[41:09]
smooth in and out. This should take
[41:14]
two weeks. Probably not even two weeks
of full time in here.
[41:18]
No, I got to go back and get the report,
you know, that's another issue.
[41:24]
You got stuff you got to get confirmed
and you got to put stuff together and
[41:27]
you got to get retirement all your
typically a couple months turnound.
[41:31]
getting reports back,
you know, but I mean ideally we would
[41:36]
have this to you at least.
Well, I I'll say this.
[41:44]
I'll say this.
You've been handed mess. Thank you for
[41:49]
what you're doing.
Well, I know everybody's trying to get
[41:53]
it's difficult and it's hard and it's
frustrating.
[41:58]
I think I talked to everybody there. I
think everybody over there is frustrated
[42:02]
with it.
Everybody just wants
[42:06]
in different ways and I I'm frustrated
with it. I want to give you all the
[42:09]
answers I can and I want to get it put
together where I can show you and only
[42:12]
get reports. It frustrates me when you
can't do that.
[42:20]
I will say this, we do have that and
that gets me that that Tracy's got us
[42:25]
well started. The only technically
adjustments I have left to get the final
[42:30]
order done is I have to go and take a
few expenditures for I think you bought
[42:35]
a grapple truck last year. You did some
paving, you know,
[42:40]
call it what you want.
Well, you got you got some things that
[42:44]
came out of one of the gas tax ones for
some of that. I don't know about all
[42:47]
this recent pay. Actually, most of that
money was still in the bank at the end
[42:50]
of September. A lot of last year couple
got a few not a lot or two put on
[42:58]
depreciation schedules and we have to
update your
[43:02]
schedule.
That's not just you got to get through
[43:07]
all the fun in the weird area of
governmental accounting. You got to run
[43:11]
all your budgets based on like cash
flow.
[43:14]
Like I'm got business and here's my cash
in and my cash out. We're paying taxes
[43:18]
at our business. That's all we pay taxes
on. We don't want to pay taxes on money
[43:22]
that somebody owes us but hadn't paid
yet, right? So, you run your budgets
[43:26]
essentially that way. Not exactly in
government, but it's kind of closer to
[43:30]
that. And then we have to come in and do
some in stuff on the governmental
[43:34]
general fund side to come in and
essentially
[43:38]
convert it over to where you got balance
sheets at the end that look more like it
[43:43]
was running a business. The water a
little different simpler approach in
[43:47]
that regard. It's all treated like a
business from very beginning. It's all
[43:52]
adjusted and organized and set up that
way. And then you throw yours in there
[43:56]
and you got two different entities with
two different federal ID numbers and the
[43:59]
state of Alabama retirement system has
all your stuff merged into one
[44:03]
retirement account which is a little bit
mindblowing to me because I don't know I
[44:08]
don't know how that how they managed to
do that. That's how they got it. So that
[44:12]
makes you
bounce between the
[44:16]
with your retirement actuarial
but in the past we
[44:20]
there is no fund
we barred from one to the other and for
[44:23]
the niche now we're two entities and
that should have never happened either
[44:28]
well I think what's part of what happens
and I've got this and we we're working
[44:32]
on some stuff today trying to actually
help with cleaning up some balances and
[44:36]
get some things paid supposed to be paid
because Miss Rebecca doesn't she's still
[44:40]
learning she doesn't know everything
supposed to be
[44:43]
so you know there's a balance on the
books from two years ago. Some of the
[44:47]
stuff owes between the two. Well,
utility owes the general fund some
[44:52]
money, right? So, we're kind of figuring
out working on Tracy's working on the
[44:56]
exact numbers. It'll be a perfect
opportunity to wipe out that money. So,
[45:01]
back between the two, it allow you to do
that. Clean your books up a little bit
[45:04]
more, which that needs to be done. The
simp
[45:15]
I did go back. By the way, you asked,
one of you asked a question about
[45:20]
a couple times.
I talked to the state exam.
[45:28]
She said contemplates that at all.
Although, Miss Trace, there is a state
[45:35]
law about submitting the retirement
plans.
[45:39]
So, just make sure that you sent in on a
regular basis. Okay. Um, I'm sure it
[45:44]
will. It won't be a problem. But I mean,
there's it goes in effect October 1st.
[45:48]
They got some tighter rules from the
state level.
[45:52]
They paid it all in. It's not It's not
that it's not been paid in, but
[45:57]
they're they're raising the scrutiny on
whether you're getting that money sent
[46:01]
into the RSA.
That's a statewide deal. Not everyone.
[46:08]
Okay. Heaven forbid something they
shouldn't have here. Somebody taking
[46:12]
some money on something they really
shouldn't
[46:20]
somebody
you know.
[46:25]
Yes ma'am.
In my opinion
[46:29]
getting the rescue money the money was
terrible.
[46:34]
We were doing better when we raised the
1% and then the city started living
[46:39]
above their means. So that's where we
are now. Isn't that right? You have got
[46:44]
to it's no more rescue money. I bet
money is gone.
[46:51]
On a bigger picture exactly right. I bet
I bet you one out I bet you one out of
[46:55]
three or four I'm working with are
either some level of hey I got to
[47:00]
tighten up or they're actually in a
really pretty right now.
[47:05]
money.
Yeah, that's right. That's what we said
[47:07]
last time. We're living beyond our
means.
[47:13]
You know what that means? You go spend
money on this project or that project,
[47:18]
pay an engineer, you got side costs.
It's always any grants you got, you got
[47:22]
out of pocket cost. So, there's always
something you're having to pay.
[47:28]
and and the sales tax and licenses this
past year.
[47:33]
I've seen several that were down a lot
[47:39]
and
supplies gas and that
[47:47]
you add all that on top of everything
else.
[47:55]
We'll get through it. We'll get through
it.
[47:59]
So
in our next
[48:03]
in our audience, I mean something about
just took note.
[48:10]
We have bonding company that we have to
report to how much money we got in our
[48:16]
savings. Right.
If we don't have that money, I know we
[48:20]
have to report to them, but when do we
have to report to
[48:24]
you're already the water board's already
behind on they know about it. They
[48:29]
notify us and we typically respond back,
tell them it's in the process and tell
[48:33]
them where we're at and you know as long
as you communicate there work with you
[48:37]
pretty good but
our financial statement is already you
[48:42]
know need to be done
as I work through the statements over
[48:47]
the next month I mean the water
department we it rolls into we do roll
[48:51]
in there it's kind of a joint deal so at
the end of the report when they get the
[48:56]
report they kind of say
got a separate statement feed into that
[49:01]
is just for the water.
Bank of New York.
[49:09]
Which one's the cities?
You have whatever. So, whoever's holding
[49:14]
city, they get it. They're looking at
what their financials are. Utility
[49:19]
side's always most difficult because
they have to meet debt service limits
[49:23]
and if they don't meet them,
they would have certain percentage.
[49:26]
Yeah. have a certain percent of income
available to pay for debt. And if they
[49:30]
don't have it, they follow up.
They'll tell you to increase your rates.
[49:38]
They'll be pretty quick about responding
to that.
[49:42]
Well, we got water. We got your fans.
Yeah, we'll get we'll get to the water.
[49:49]
We'll get there.
[49:55]
We got The council here is not a
day-to-day operation. They don't sign
[49:59]
checks. They don't write checks.
Let know that this council has been one
[50:06]
of the best council I've been on by
things. And just a lot of things been
[50:10]
blocked with micromanagement and some
council get quit saying the same some
[50:16]
but they're I keep telling them they got
to do their job. They're responsible for
[50:21]
the taxpayers money in their district.
That is what they're here for. And they
[50:26]
have done a fantastic job. They don't
have what they have, but they get and I
[50:32]
kept telling what I told you. We're not
getting what we're supposed to get to
[50:36]
balance our budget just in case
we get over our budget. We need to
[50:42]
adjust and we get I know it. I know what
it's supposed to look like. I've seen it
[50:48]
too many times. So they have they are
not responsible for any of this. They
[50:53]
fantastic job of digging and I'm so glad
they and I tell them don't stop digging.
[50:58]
Keep digging because you are responsible
for your constituents in your district.
[51:03]
That's why they put you here to watch
over the money to make sure that it is
[51:08]
running right and make sure that they
don't that their money is spent
[51:12]
especially for the citizen not being
blow kind of like
[51:18]
if it's not done right let's stop it
right now. Let's adjust this budget.
[51:22]
This is just that budget to make sure
that the city is running right.
[51:25]
Well, the city I'm say this
in the city's defense.
[51:34]
You'd like to have a balance sheet P&L
coming out that software
[51:43]
that largely
hasn't been possible to give you an
[51:51]
appropriate looking financial statement
like that
[51:57]
you check registers or or bank balances
or whatever. I mean that's something,
[52:03]
but you need monthly. In other words,
your clerk should reconcile the banks
[52:08]
every month and you print a balance
sheet and a budget income statement and
[52:14]
it it's there. It should be there and
well, if you've got things that
[52:21]
I'm kind of st I say I'm kind of stunned
at how some of this stuff is more
[52:25]
difficult than it should be where I'm
going back and I'm seeing her entering
[52:29]
transactions. I got to upload them. I
got to all this stupid stuff. And then I
[52:33]
got to go over here and I got to go post
it and I got to go run a posting journal
[52:36]
before it ever uploads the ledger and
all that kind of stuff. And I'm just
[52:39]
sitting there thinking, "Okay, this is
like 1995 all over again."
[52:43]
Yeah.
If you got $100,000,00
[52:46]
you got $100,000 of bills that hadn't
been paid that that should have been
[52:50]
paid. And it's hard it's hard to know
what you got to spend to go out here and
[52:53]
say we're gonna we're gonna add on the
police station. We're we're going to buy
[52:56]
a dump truck. We're going to do this
that. So that's, you know, if we don't
[53:00]
get the the data,
the correct data, updated data, it's
[53:04]
hard for us to sit up here as a council
and vote and say, "Let's go do this.
[53:07]
Let's improve the city by doing this
because you don't know what you got to
[53:11]
spend."
[53:15]
I don't think any of you got that.
[53:19]
You just didn't get it.
talk about all nauseium about
[53:25]
what happened and what we did.
[53:35]
All right.
Good. All right. I'll be When's the
[53:39]
first meeting in August, Miss Trace?
First Tuesday. Okay.
[53:47]
The 5th. August the 5th.
5th. Okay.
[53:55]
think about
[54:00]
water.
[54:04]
It's first Monday.
[54:16]
July
[54:19]
second, not
[54:26]
the day before. It's the day before the
next council
[54:29]
meeting.
[54:33]
All
[54:36]
right. Main Street.
[54:53]
Hey.
Hello.
[54:59]
I've been looking forward to it all
week.
[55:03]
Just put a stack right here in case
nobody else wants some.
[55:12]
All right. So, as you know, part of my
um as a part of being a designated
[55:19]
matrix city, we have to keep track of um
several reinvestment statistics through
[55:25]
or data throughout the the year. Um
those include job jobs that in our main
[55:32]
street district, new and closed
businesses, volunteer hours, public
[55:37]
improvements, public investment, and
private investments. And um I just like
[55:41]
to give it to you guys just so you guys
know what we're doing. I know you guys
[55:45]
are going to give a little update every
[56:00]
private investment 68,87
[56:04]
that was um our grants that private
investments that people put in for
[56:11]
grants this past quarter and I'm happy
to say that grant has finished out um
[56:18]
and I'll get a little bit more about
that in a minute but for that quarter
[56:21]
that 68,000 is how much
property owners invest into their
[56:25]
businesses to improve their businesses
for for the area public investment is
[56:31]
private or public money on private
property. So that 18,400 is just the
[56:36]
rest of the facade grants that were paid
out this quarter um to those applicants
[56:42]
that we had. That's not money that you
know was in our account. It was just
[56:45]
money that got paid back to reimburse
them for the grants. Everybody had a
[56:50]
chance to get up 2500.
And then I put public improvements on
[56:54]
here this year or this this quarter just
to show because there's a couple grants
[56:59]
and they're like
That's public money on public property.
[57:02]
I work with the county and the city and
you know Larry and Pete to get
[57:06]
information every quarter about how much
money you know the police station
[57:10]
improvements are on here that 135 number
just goes to show it shows Main Street
[57:16]
Alabama and Main Street America that you
know the community is still putting in
[57:21]
money to their buildings in our district
to improve it. Whether or not, you know,
[57:25]
the police station getting fixed up
doesn't really affect this, but we can,
[57:29]
you know, shows that you guys are
interested in fixing up the properties
[57:32]
for for people that may come here.
Yeah. And then so in the back I'll just
[57:38]
give a little update here. I'm excited
to announce that our first grant or just
[57:43]
our first grant in general, our grant
first program finished this quarter and
[57:48]
a grant that started out with $25,000
compounded into $109,000 worth of
[57:54]
investment into 10 properties up here.
Those properties are listed down below.
[57:59]
Really exciting stuff. Just
you say 109,000.
[58:02]
Yeah. 109 541.
[58:08]
is broken up into four committees that
you have to have significre
[58:35]
as well. I know Janice has
as well just people noticing it to stop
[58:40]
by. Um as youall know this quarter we
got um we achieved Main Street America
[58:46]
accreditation which is a huge deal. It's
a big visibility boost booster for our
[58:50]
city and for our main community. Um that
will help us with more grant
[58:55]
opportunities and stuff. That's actually
something I've been working on this past
[58:58]
week is looking at all the grant
opportunities they've been sending us
[59:01]
now that we're eligible for
those just ones that they may send out
[59:08]
to people that are credited to showing
that we have a little bit more stuff
[59:12]
under our belt and more willingness to
be able to implement these grants. They
[59:17]
were really impressed with our grant and
our um business that I'll get to in a
[59:23]
second. Um and then this as well we got
sent to two conferences and that's a
[59:28]
part of our main street as well our main
street designation we have to go to
[59:32]
conferences keep up these numbers that's
why we do that we're still working on
[59:37]
the zoning hopefully that'll be in front
of y'all next time we meet to get that
[59:41]
officially approved so that'll help
to encourage businesses people opening
[59:48]
up here
and then as you know we had the river
[59:52]
this year the grant that we closed out
this past week was our broad ideas pitch
[59:58]
competition grant. That one was um
funded through Main Street America or
[1:00:03]
Main Street Alabama and the Small
Business Administration. That's the
[1:00:06]
business pitch competition that we had
that distributed $10,000 total $10,000
[1:00:12]
to I think it's five or six different
businesses for marketing, new inventory,
[1:00:17]
equipment,
computers, and software upgrades. and
[1:00:21]
they're listed down here below.
JS was able to get inventory for their
[1:00:28]
pharmacy area
was able to get a new computer. They've
[1:00:31]
seen a lot more customers here lately.
Their business is growing and we were
[1:00:36]
able to help them out with new software
upgrades and a new computer for their
[1:00:39]
business. City Cafe was able to to
benefit by getting a registered software
[1:00:44]
upgrades. Law office was able to get
some signage which I think is the for
[1:00:51]
all their facade work that they just put
in and topline equipment and flowers and
[1:00:55]
gifts got signage. So that was another
$10,000.
[1:00:59]
That looks good.
Yes.
[1:01:03]
into the area to help support our small
businesses here and hopefully increase
[1:01:08]
our tax base. And then we were able to
welcome Chiropractic. They hopefully
[1:01:13]
will be open their doors in the next
couple weeks and we'll have a
[1:01:19]
Monday. July 7th.
One day,
[1:01:22]
possibly July 7th. We'll send out some
information about that. We want to
[1:01:26]
celebrate that. They've really put in a
lot of work to not just get the building
[1:01:31]
ready, but take care of it. They
restored the original door knob that's
[1:01:35]
on the door and woodworking. They're
really taking their time to make sure
[1:01:41]
it's historically accurate and taken
care of for generations, which I think
[1:01:46]
is very important. We've been working
closely with them. Let me know if you
[1:01:49]
have any questions about this, but this
is just an overview of some of the
[1:01:53]
things that we've done this last
quarter.
[1:01:57]
I got a question. Tracy, I know we made
a commitment to Main Street to pay pay
[1:02:01]
our donation every quarter. Have we have
we been able to pay that donation to
[1:02:06]
Main Street?
I think she's up to date right now.
[1:02:08]
I haven't sent the invoice for July
through September yet.
[1:02:16]
But yeah, this is another reason why I
wanted to just to thank you all for your
[1:02:20]
continued support, but we have not
received our our check for this quarter
[1:02:24]
yet, but I also
[1:02:35]
[Music]
today and we've we've gotten about
[1:02:38]
$80,000 worth of grant since I've been
here. Um, and I think that's something
[1:02:42]
to celebrate about. We've definitely
seen the impact so far. We're just at
[1:02:46]
the beginning and Um, we're going to
continue to grow, continue to look out
[1:02:51]
for new businesses to encourage them to
open up and fix up the buildings up here
[1:02:55]
so that we can have people from other
places, but also people that live here.
[1:03:12]
No, that's actually I think against our
ordinances.
[1:03:18]
Thank you, Jerry.
Yeah, thank you. Thank you'all for all
[1:03:20]
your support and let me talk about that.
Um, and then here on the bottom, that's
[1:03:25]
just since 2023. Um, some of the
improvements that we've had just so you
[1:03:30]
guys can see our our impact over the
past three years now as well.
[1:03:34]
Good deal.
Hey, thank you.
[1:03:39]
Thank you,
We got a couple of other businesses on
[1:03:42]
the line, too. just to be positive. Um,
still talking to two that I know of.
[1:03:46]
Trying to find a hole for them, a place.
So, good things come. Got to stay
[1:03:52]
positive.
Absolutely.
[1:03:53]
Keep moving forward.
We just need places for them to go. So,
[1:03:56]
that's why we're, you know, urging
property owners that do have vacant
[1:03:59]
buildings to to fix them up so that they
we can get them in there because um I
[1:04:03]
know I have people knocking on my door
and calling me a couple times a week
[1:04:07]
asking, "Hey, is this property available
or I would love to open up this kind of
[1:04:10]
business. How can I do that?"
something that we're excited to have
[1:04:14]
people actually interested in opening up
businesses here.
[1:04:17]
I talked to one this week about
something on 82 that they're real
[1:04:20]
positive in
[1:04:24]
that
[1:04:28]
you know barbecue opening up but you
know that's not main or in our main
[1:04:31]
street district but it's still in the
area and I think growth for anywhere in
[1:04:36]
the county or even just the city is grow
for us as well that's a get them to
[1:04:43]
give a pitch for herds. I've been eating
herds for a long time. I've been driving
[1:04:47]
to Maplesville for a long time to get
hurts. That is a good meal.
[1:04:53]
And
good people, too.
[1:04:54]
Yes.
Yes.
[1:04:57]
Roman is a super guy
[1:05:01]
and commit and committed to being a good
community service.
[1:05:04]
Yes, he is.
Thank you so much for your for your
[1:05:08]
support for letting me
[1:05:14]
Y police chiefs on vacation
[1:05:21]
what we do about the
gas.
[1:05:28]
Hey, take a look at that picture I sent
out. That's inside of where the old fire
[1:05:32]
station
[1:05:36]
got fix.
[1:05:40]
with some stairs.
That's the ceiling above the shower.
[1:05:44]
Yeah, Larry.
The picture,
[1:05:46]
correct?
Yeah, we got we got,
[1:05:55]
you know, we talked about all going
to do that.
[1:06:01]
Just not trying to hold that up. I mean,
that's obviously got to be
[1:06:07]
your best date.
[1:06:15]
next week.
I guess people
[1:06:20]
next week.
Yeah,
[1:06:22]
I got two days.
We got We got bids on the roof of your
[1:06:27]
place.
[1:06:34]
Seven.
[1:06:40]
Monday.
Yeah. Walk off
[1:06:44]
and hamburgers and hot dogs.
Monday.
[1:06:59]
10:00.
[1:07:04]
Mike, what about the uh I know we had
some credit cards that were that were
[1:07:07]
cut off, frozen. Are we still got those
frozen because of the the budget crunch
[1:07:12]
we're in and everything?
Yeah, everybody's on moratorium extra
[1:07:16]
stuff. Like I said, police have
volunteered to uh flip their overtime.
[1:07:21]
So,
[1:07:38]
activities.
Absolutely.
[1:07:40]
No travel, you know.
[1:07:45]
You can cash your checks now.
Did you get your check?
[1:07:54]
Yours on my desk.
[1:08:03]
I'm picking at you.
What you get for being
[1:08:07]
Hey, I ain't holding another week.
Mike says we had money.
[1:08:11]
We got her.
Tracy, didn't you tell me I I didn't
[1:08:16]
have to cash it, but I still get $10.99.
Yes.
[1:08:29]
Main Street's looking for donations.
There you go.
[1:08:32]
That's a way to get a plug in
[1:08:40]
our treasur.
[1:08:44]
Has no money straight. You better ask
for donations.
[1:08:47]
We're working on it.
That's something I didn't mention that I
[1:08:51]
forgot. But we um have been working
diligently to increase our partnerships
[1:08:56]
with other local businesses and
industries and both in this county and
[1:09:00]
outside
[1:09:11]
celebration on green on 12th.
July 12th
[1:09:15]
vendor spots available if anybody wants
to
[1:09:18]
campaign.
Let's not let's not leave this message
[1:09:22]
this meeting.
[1:09:29]
Do we have
we have to do the fireworks?
[1:09:33]
Yes.
We will. Yes.
[1:09:35]
How much?
Uh 3500.
[1:09:40]
It's split four ways.
We didn't have to make no motion or
[1:09:43]
nothing.
[1:09:54]
It's if it's in the budget, you won't
have to because you've already
[1:10:03]
pass.
I know, but
[1:10:07]
Oh, there's money in the budget.
I mean, y'all saying
[1:10:13]
I, you know, we could fix the fire
station today, you know, stuff like
[1:10:18]
that. We could pay.
[1:10:22]
I think when we approved that budget,
there was something in there about I
[1:10:28]
honestly think there was something in
there about
[1:10:33]
it was in there, but I just wanted to
voted on it. I mean,
[1:10:36]
yeah.
[1:10:42]
Yeah. When you when you when you
authorize the budget, you better
[1:10:50]
wish we was going to do it anyway.
Good.
[1:10:53]
Even though
cuz I'll stand I'll stand on that one
[1:10:57]
now. That's
we ain't got enough.
[1:10:59]
Y'all got me out of the library, but I'm
gonna stand there for him.
[1:11:04]
That's what we Thank you for that.
Come out.
[1:11:18]
I didn't know
[1:11:25]
the fireworks.
[1:11:40]
I it might I I'll squeeze it out of
somewhere.
[1:11:45]
Anybody else?
[1:11:52]
Next meeting July 15th
water board the night before.
[1:11:57]
Motion
motion second
[1:12:02]
question. in favor.
Thank you.
[1:12:17]
So the 3500
is our fourth
[1:12:21]
or is the 3500?
No, that's our fourth.
[1:12:28]
It's 14.
We
[1:12:32]
ma'am,00
[1:12:35]
who pays the other
um is split city of Bren us
[1:12:42]
hospital and I'm not sure about the
fourth one but there
[1:12:47]
may I don't
