[12:48] an ongoing process. Uh we were working

[12:50] on it well into last week. And I think

[12:53] the easiest way to to take you through

[12:55] this is maybe go to page three of that

[12:58] packet. Uh the one that starts with

[13:01] additional information for agenda item

[13:03] 8. So, if you look up at the top uh

[13:07] graph up there, you'll see uh WCC bid

[13:11] cost. The West Coast contractors was the

[13:14] soldier. We went over that last month uh

[13:16] for this project. Um they bid on all

[13:19] three schedules for this project and

[13:21] their total came to uh a little over 3.7

[13:24] million which was um almost 1.2 2

[13:28] million over uh what we had budgeted the

[13:32] budget that we had submitted to the

[13:33] funding agency for construction period.

[13:35] Um through negotiations with them and

[13:39] slightly uh reducing the scope of work,

[13:42] we got that total down uh to just under

[13:45] $3 million for their contract. Um

[13:49] the omitted was the one seismic valve at

[13:52] the ordering tank. Uh we're still

[13:54] putting one in at the Nolton tank. Um we

[13:58] allowed for a change in method for

[14:00] dredging the reservoir from uh from

[14:03] pumped uh to clamshell dredging. Um we

[14:07] extended the project completion uh for a

[14:10] couple months and then we made

[14:12] clarifications with them. Now these were

[14:14] items that we intended to do. It was

[14:16] just maybe not clear in the spec, not

[14:19] clear to the contractor, but when we

[14:21] asked for their their schedule of

[14:22] values, it was clear that they had put

[14:25] stuff in there that they they didn't

[14:26] need to have in there. Um, so all of

[14:29] that uh allowed them to reduce their

[14:32] price to this uh 2.988295.

[14:35] Um, now if you add in uh a couple of

[14:38] other uh construction costs outside of

[14:41] the West Coast work, we come up to just

[14:42] over $3 million. Um so if you look at

[14:46] the graph on the bottom um you can see

[14:49] the the first column that's

[14:53] the the amount and the budget items the

[14:57] that each and of those categories that

[14:58] were submitted to the funding agency. So

[15:02] what we did to increase our construction

[15:04] budget from 2.547 to 3.015

[15:09] uh first of all the engineers reduced

[15:11] their fee by uh by $200,000.

[15:14] um

[15:16] small thing. Um and if you guys know how

[15:19] these engineering budgets are built and

[15:20] submitted, they're uh there's usually

[15:24] like a formula for it. So you you take

[15:26] your your full project amount and you

[15:28] take about 14% set for design, 2% for

[15:31] bidding, and 4% for construction

[15:34] management, which brings you to 20%.

[15:36] That was their 20%. Well, they were very

[15:38] comfortable saying they could do this to

[15:40] uh based on where they were after

[15:42] design. um for 310,000 instead of

[15:46] 509,000. So that we gained some money

[15:49] there. Um

[15:51] so uh the environmental review

[15:54] um and uh and the permitting and

[15:56] regulatory fees were reduced and that

[16:00] that was when we discovered if we

[16:02] weren't going to be discharging any

[16:03] water overland uh we didn't need, you

[16:05] know, a lot of the permits that we

[16:07] thought we we might need. So that we

[16:08] don't intend to spend any of that money.

[16:11] Um, so we've preliminarily submitted

[16:14] this to the funding agency, this revised

[16:16] budget, and uh, one thing they let us

[16:18] know was that contingency was still

[16:21] going to have to be 10% of the

[16:23] construction cost. So, uh, what we did

[16:27] and and what is typical in these

[16:29] projects, sometimes in these projects,

[16:30] emergency owners put up the contingency

[16:32] first off to maximize the use of the

[16:35] available funding in the hopes that they

[16:37] don't spend that contingency. So, our

[16:39] budget still has $135,000

[16:42] of funded contingency. But what, you

[16:45] know, we'll we will be committing the

[16:48] city and the water fund to is up to an

[16:50] additional $165,000

[16:52] of contingency, which I never hope to

[16:55] spend, but I we're very comfortable with

[16:57] this number considering that the um

[17:00] contingency line in the 2627 water fund

[17:03] is over $400,000. So, you know, we don't

[17:07] want to spend that. We want to save

[17:08] that, stockpile that, build our war

[17:10] chest for other big capital

[17:12] improvements. But um if we need to use

[17:14] it for this one, uh we've told the

[17:16] funding agency that we will. Uh

[17:20] so what's next is um

[17:26] and you can see the breakdown for the um

[17:30] their schedule of values. Um if if

[17:33] anyone's uh interested or or wants to

[17:36] dig into that more, um

[17:39] we're asking council tonight uh is to

[17:43] first of all accept the sole responsive

[17:45] bid uh received from West Coast

[17:47] contractors uh and then to uh

[17:52] uh motion to approve award of the

[17:54] contract uh to West Coast contractors in

[17:58] that stated amount pending funding

[18:00] agency approval. approval of the revised

[18:02] budget and uh project schedule.

[20:27] breaks in there and the seismic valves

[20:29] will immediately shut to retain whatever

[20:31] water you have in that tank. So we will

[20:34] still have the Nolton Heights storage.

[20:35] we won't have the benefit of the of the

[20:37] ordering storage. Now, um the other

[20:41] thing is we we have to go clear across

[20:43] town to feed the hoarding tank. So, if

[20:45] there's a more valuable seismic valve to

[20:47] have and tank to be using, of course,

[20:49] it's the Nolton Heights tank. And

[20:51] reality is, um you know, if lines start

[20:54] breaking, it it's not going to be a

[20:56] matter of, you know, we just turn on the

[20:57] water again. But to fix a single line

[21:01] from the treatment plant down to the

[21:02] Milton Heights tank still gives us a big

[21:04] storage area where, you know, residents,

[21:07] you know, fire department, you know,

[21:09] somebody can get have a spot to go fill

[21:11] and we have a storage area um uh for,

[21:15] you know, for some portable water.

[26:19] the insurance money that we'll get for

[26:20] the charger uh being totaled along with

[26:23] $35,000 that we already had in equipment

[26:26] reserves for a police car, we will still

[26:35] to allow us to re allocate those funds

[26:39] um to be spent on the Durango.

[28:04] reroute some of that gas line and

[28:07] they're going to uh just continue along

[28:09] the river right at about Ring Creek and

[28:12] the and cut up through the Jacobson

[28:13] property there where we access our river

[28:15] pumps and then follow Highway 42 up to

[28:19] their transfer station just south of ODO

[28:21] up to GP lot 10. Um,

[28:24] in order to get to their station,

[28:26] however, they need to get around a uh a

[28:29] wetlands area. [clears throat] uh that

[28:30] you can see from this diagram. So the

[28:32] yellow is approximately what they're

[28:35] looking for for easement uh from the

[28:37] city. Um so that's through uh partial

[28:40] number 202. Uh partial number 203, which

[28:44] is just to the south, is also owned by

[28:45] the city, but is almost entirely

[28:48] encumbered by a Northwest Nashville

[28:50] easement for their transfer station. Um

[28:52] so uh they they asked the city uh to

[28:57] grant them this easement to run the

[28:58] pipeline through 203 or 202 and um what

[29:04] staff or I asked them uh was uh maybe in

[29:08] lie of some payment for that would they

[29:11] consider improving their access to on

[29:14] the southwest portion of this station so

[29:17] that could be used as the uh primary

[29:19] access and the gain for us there is um

[29:25] anyone if the city or you know anybody

[29:27] we sell the property to wants to develop

[29:29] that lot 202 in the future they don't

[29:31] have to worry for you know lengths of

[29:33] time about u the gas company trying to

[29:36] get in there and I' I'd like to steer

[29:38] them towards that that other access but

[29:41] what that would involve for them is

[29:42] installing a new gate um and putting

[29:45] some fill and rock and and basically

[29:47] improving that road uh and where that is

[29:50] is right It's basically the blue part

[29:52] there is what they'd have to improve.

[29:54] The red part we've already improved um

[29:57] and we we use that uh you know both for

[30:00] maintenance access back there and our

[30:02] Riverwalk users like to use it too as a

[30:04] loop. Um the yellow valve in there I

[30:07] marked was another thing I asked them

[30:09] that that valve box was too low and we

[30:11] haven't been able to fill that little

[30:12] corner in there and uh they I actually

[30:15] just saw a work order for them to come

[30:16] out and do that. So, they intend to

[30:17] raise that valve box up and they intend

[30:20] to uh improve that access as well. Um,

[30:24] they'd like to get going on this

[30:26] project. However, they didn't have the

[30:28] easements for me to bring to you to to

[30:31] improve since this is for somebody

[31:24] will be improving their access to the

[31:26] southern southwest corner of the

[31:28] station. Uh and when they have these

[31:31] easements ready, which did they actually

[31:34] send those over?

[32:50] wouldn't go in this area anyway. If you

[32:52] see how this lot would be developed,

[32:55] I think that those are typically, you

[32:57] know, 75 down to 50%, usually in the 50%

[33:01] level of real real market value uh for

[33:04] that square footage, which would put it

[33:06] at about $1,000. And uh I can promise

[33:08] you I'll be doing more than $1,000 worth

[33:10] of work on the access, but not not too

[33:13] much more. You know, it doesn't involve

[33:14] too much, but it will be put in a new

[33:16] gate, uh bringing in some fill, bringing

[33:18] in some rock. So it would be to the

[33:20] benefit of the city to let them have

[33:22] this easement.
