>> God, bid knowledge our
[5:31]
finite
[5:32]
humanity, recognize our
[5:32]
frailties
[5:32]
and limitations before you.
[5:33]
Through election, our citizens
[5:33]
have
[5:36]
conferred to these, the mantle
[5:36]
of
[5:37]
leadership.
[5:41]
They bear the confidence of our
[5:42]
community, therefore, we would
[5:42]
humbly ask that you and I'll
[5:43]
and
[5:44]
empower this assembly with
[5:44]
attributes necessary to
[5:49]
accomplish
[5:52]
the tasks their positions
[5:52]
require
[5:53]
of them of the betterment of
[5:53]
corpus
[5:53]
christi.
[5:54]
Ladies and him him and assemble
[5:57]
before you have many talents
[5:57]
and
[5:58]
abilities.
[5:58]
We ask that you harness them in
[5:59]
unity to the betterment and
[6:00]
prosperity of our city.
[6:05]
The tasks before them are
[6:09]
daunting,
[6:10]
challenging, and far-reaching,
[6:10]
but
[6:11]
they are not beyond your scope
[6:11]
of
[6:11]
understanding.
[6:12]
We are assured that you have a
[6:14]
perfect plan and we'll share it
[6:14]
if
[6:15]
we seek it in earnest.
[6:16]
Lord, we would also ask your
[6:23]
protection on those of the
[6:23]
employment of our city, for
[6:24]
those
[6:24]
who toil to keep our city and
[6:25]
repair and those who wear the
[6:26]
different uniforms of agencies
[6:26]
that
[6:27]
provide protection of life and
[6:27]
property.
[6:31]
we ask that they be safe and
[6:31]
have
[6:31]
the blessing of returning to
[6:32]
their
[6:32]
homes and families at the end
[6:33]
of
[6:34]
their days work.
[6:41]
Father, bless corpus christi,
[6:41]
bless
[6:42]
her city leadership, and May
[6:42]
your
[6:42]
will be done here today.
[6:43]
We praise you for your goodness
[6:46]
and
[6:47]
your faithfulness.
[6:47]
Amen.
[6:48]
>> amen.
[6:48]
Thank you, reverend.
[6:52]
If I can ask for the director
[6:52]
of
[6:53]
facilities if you can come and
[6:53]
lead
[6:56]
us in pledge.
[6:57]
>> good morning.
[7:00]
Please join me in the pledge of
[7:00]
allegiance.
[7:01]
I pledge allegiance to the flag
[7:01]
of
[7:07]
the united states of america,
[7:07]
and
[7:07]
to the republic for which it
[7:10]
stands, one nation, under God,
[7:10]
indivisible with liberty and
[7:14]
justice for all.
[7:15]
>> thank you, Mr. Gonzales.
[7:18]
If we can have our city
[7:18]
secretary
[7:20]
call the role of the required
[7:21]
officers, please.
[7:54]
>> [Roll call]
[7:54]
>> thank you very much.
[7:57]
We'll go on to item number g.
[7:58]
City manager comments and
[7:58]
update on
[8:05]
city operation.
[8:06]
>> mayor, it's easy today.
[8:07]
I don't have any comments for
[8:07]
the
[8:07]
council today.
[8:08]
>> thank you very much.
[8:11]
on executive session we have
[8:12]
the
[8:12]
collective bargaining
[8:12]
negotiations
[8:13]
on here on number 1.
[8:14]
However, we have no business to
[8:14]
discuss.
[8:18]
Going to item number 1 --
[8:18]
excuse
[8:18]
me.
[8:19]
Item I.
[8:28]
Do I have a motion -- if you
[8:28]
can
[8:28]
bring those forward to us,
[8:29]
please.
[8:29]
>> we've presented the minutes
[8:30]
of
[8:30]
the regular meeting of October
[8:30]
14th
[8:31]
for your consideration.
[8:31]
>> motion to amend.
[8:36]
Trying to find the item.
[8:37]
>> for item number 7, the
[8:41]
motion
[8:42]
was seconded by david low.
[8:42]
>> okay.
[8:53]
There's a motion to amend.
[8:54]
I have a second.
[8:54]
Any discussion?
[8:55]
All in favor?
[8:55]
Motion carries.
[8:56]
We can vote as amended, please.
[8:56]
May I have the motion to accept
[8:56]
as
[8:57]
amended?
[8:58]
Second.
[9:00]
If you can take the role.
[9:04]
>> for passage of the motion --
[9:04]
for
[9:09]
passage to approve the minutes.
[9:21]
>> [Roll call] The minutes
[9:21]
are
[9:21]
approved.
[9:21]
>> thank you.
[9:25]
We'll go on to item l consent
[9:26]
agenda three through 13.
[9:27]
Is there anyone from the public
[9:27]
that has a comment on item
[9:31]
number 3
[9:31]
through 13?
[9:37]
ms. Mcintyre.
[9:39]
>> I just have a comment,
[9:39]
mayor, on
[9:43]
number 8.
[9:43]
>> yes, ma'am.
[9:43]
>> excuse me.
[9:50]
Hold on.
[9:50]
Yeah, it is number 8.
[9:58]
Sorry about that.
[9:58]
I know we passed this on first
[9:59]
reading last week, but I was
[9:59]
just
[10:00]
kind of curious about -- and
[10:00]
I'm
[10:01]
going to support this but I did
[10:03]
have a question and wanted some
[10:04]
feedback during the budget
[10:04]
cycle I
[10:06]
had asked about within the
[10:06]
business
[10:10]
plan for the police department
[10:10]
and
[10:11]
the manpower study, so I'm just
[10:15]
kind of bringing that forward
[10:16]
and
[10:16]
wondering what is the timeline
[10:16]
or
[10:19]
what's the status of that study
[10:19]
and
[10:20]
when will it be brought forward
[10:20]
for
[10:23]
consideration going into future
[10:23]
budget years.
[10:25]
I recognize that's what we did
[10:25]
here
[10:30]
today or what we are about to
[10:31]
do is, as I see, part of the
[10:31]
solution,
[10:35]
but I want to look more long-
[10:35]
term.
[10:36]
For me it sounded like that
[10:37]
manpower study was going to be
[10:38]
information that would help
[10:38]
guide
[10:41]
us in making the decisions
[10:41]
later on.
[10:46]
So I'm just asking that.
[10:48]
>> this, actually, is probably
[10:49]
the
[10:51]
one that you're talking about
[10:59]
probably a year and a half old.
[11:00]
When troy was police chief, he
[11:01]
commissioned a study of the
[11:01]
entire
[11:02]
department was probably three
[11:02]
or
[11:04]
four years ago.
[11:05]
I came in and did a tuneup for
[11:05]
his
[11:12]
patrol only, and so the city
[11:13]
manager would have to directly
[11:17]
answer that.
[11:17]
Whenever he wanted to come come
[11:20]
forward is when from my view it
[11:24]
will come forward.
[11:25]
Just so you know when it comes
[11:27]
forward, probably that's out of
[11:27]
date.
[11:31]
>> one was the tuneup done?
[11:32]
It's already outdated.
[11:33]
>> it's probably a year and a
[11:37]
half
[11:40]
old.
[11:40]
>> I think this is a good
[11:41]
question
[11:42]
to ask at this point.
[11:46]
In the ordinance the council
[11:47]
passed
[11:51]
a meeting or two ago, we put
[11:53]
authorize numbers for police
[11:54]
and
[11:54]
fire.
[11:55]
The authorized number for the
[11:56]
police department actually does
[11:57]
line up with what you're
[12:02]
talking
[12:02]
about.
[12:03]
The kind of ongoing concern
[12:05]
that
[12:09]
I've had about staffing is more
[12:10]
enterprise oriented.
[12:14]
In other words, we have what I
[12:16]
think is a credible study for
[12:21]
manpower in the police
[12:22]
department.
[12:23]
We have a better idea I think
[12:23]
in
[12:26]
the fire department than most
[12:27]
other
[12:27]
departments, but when you look
[12:28]
at
[12:29]
the other 30 departments that
[12:29]
exist
[12:33]
in the study, I don't think we
[12:33]
have
[12:37]
a good idea of what the
[12:38]
manpower
[12:38]
are for those requirements.
[12:40]
So as we speak, I have efforts
[12:44]
going on with my assistant city
[12:44]
managers to make a
[12:45]
determination on
[12:49]
that and then my intent to come
[12:50]
back sometime after the first
[12:50]
of
[12:51]
the year and have that
[12:51]
discussion
[12:53]
with the council about what the
[12:58]
enterprise requirements are for
[13:02]
adequate and even ideal staff.
[13:03]
It's my full intent as we move
[13:03]
into
[13:06]
the next budget cycle to
[13:06]
recognize
[13:07]
the staffing requirements
[13:11]
across
[13:13]
the enterprise so that the
[13:13]
police
[13:18]
department and every other
[13:20]
department, their staffing
[13:22]
requirements in order to
[13:22]
achieve
[13:25]
their core mission is
[13:25]
recognized
[13:25]
and from there we can launch
[13:29]
into a
[13:29]
plan to start to meet those
[13:36]
enterprise requirements.
[13:36]
I am concerned we focus on one
[13:37]
department only and just talk
[13:39]
about
[13:40]
that because, as I said before,
[13:40]
the
[13:46]
city is an enterprise is a
[13:46]
balanced
[13:47]
effort, and you need to make
[13:47]
sure
[13:50]
that the entire enterprise is
[13:50]
balanced in terms of the
[13:51]
services
[13:52]
being provided.
[13:55]
I intend to have that
[13:55]
discussion.
[13:59]
When I can answer the
[13:59]
questions.
[13:59]
>> okay.
[14:01]
In the meantime, can I get a
[14:02]
copy?
[14:06]
>> I will provide it to the
[14:06]
entirety.
[14:07]
>> thank you, chief.
[14:10]
Thank you, ron.
[14:14]
>> what was also something that
[14:14]
can
[14:16]
be -- I can't tell you how much
[14:16]
I
[14:17]
appreciate your comments
[14:20]
because it
[14:21]
is a holistic.
[14:21]
We are all interdependent in
[14:24]
every
[14:24]
city department and how we
[14:25]
operate
[14:25]
24/7.
[14:29]
It's good to have the big
[14:29]
picture
[14:30]
idea, but what I do like about
[14:33]
the
[14:33]
study is the original emphasis
[14:34]
they
[14:36]
had on community policing, and
[14:39]
there were also best practices
[14:39]
that
[14:41]
are separate and apart from
[14:47]
staffing that we always
[14:48]
addressed
[14:48]
today, but there's also
[14:49]
economies
[14:49]
of scale and efficiencies, and
[14:50]
I
[14:51]
know that chief riggs at the
[14:52]
time
[14:55]
also reorganized the department
[14:55]
from some of the
[14:59]
recommendations of
[14:59]
low.
[15:00]
I think maybe if we can get a
[15:04]
timeline of at least at a
[15:04]
minimum
[15:08]
January to let us know and
[15:09]
maybe
[15:09]
get a report from the chief as
[15:10]
far
[15:11]
as some of the best practices,
[15:13]
because I think those also help
[15:16]
with some of the operational
[15:17]
efficiencies that affect
[15:20]
$-dollar-sign-dollar sign.
[15:21]
And those in the end will help
[15:21]
us
[15:31]
become educated in how we talk
[15:31]
about -- you know, how we staff
[15:32]
it.
[15:32]
I think those go together.
[15:33]
>> I think they do.
[15:33]
I assure you will bring this
[15:37]
forward as soon as we can
[15:37]
reasonably do that.
[15:38]
The police department has an
[15:41]
advantage in a way because
[15:41]
they've
[15:42]
got revenue sources separate
[15:42]
from
[15:46]
the general fund that they can
[15:46]
use
[15:47]
for the study.
[15:51]
I can't remember the cost of
[15:51]
the
[15:52]
study.
[15:53]
Somewhere between 50 and a
[15:53]
hundred
[15:53]
thousand.
[15:54]
>> yes.
[15:54]
So the tuneup study that I can
[15:56]
speak to that I did was 25,000.
[16:07]
I want to say thanks to the
[16:08]
community because they pay for
[16:08]
it.
[16:09]
The public tax dollars did not
[16:09]
go
[16:09]
for that study.
[16:10]
It was through our confiscated
[16:10]
drug
[16:11]
funds.
[16:11]
If I can say one other thing,
[16:12]
I'm a
[16:14]
team member.
[16:17]
Nobody recognizes the
[16:17]
enterprise
[16:21]
other than probably ron and
[16:21]
susan
[16:21]
and you guys.
[16:22]
We fully know where we sit in
[16:22]
in
[16:29]
the grand scheme of things.
[16:30]
I'm the police chief, so I'll
[16:30]
always advocate for more
[16:30]
resources
[16:32]
for my department, and I don't
[16:32]
want
[16:40]
to put anybody in any position
[16:40]
of
[16:40]
undue pressure.
[16:41]
So I'm trying to walk that
[16:41]
line.
[16:42]
Yes, mayor, there have been
[16:45]
some
[16:46]
efficiencies gained that troy
[16:46]
instituted, and I also probably
[16:47]
give up some political capital
[16:51]
from
[16:52]
my standpoint on doing some
[16:53]
things
[16:53]
a bit different like the minor
[16:54]
accidents, not responding to
[16:55]
certain calls, all the things
[16:55]
that
[16:56]
we've been talking about.
[16:57]
The final piece is we're going
[16:57]
to
[17:01]
be coming forward with I think
[17:01]
some
[17:05]
wonderful things in the area of
[17:06]
technology that is multiplying
[17:06]
our
[17:07]
police force, and I promised
[17:07]
the
[17:12]
city manager and I promised
[17:13]
this
[17:13]
body that I would do everything
[17:13]
I
[17:20]
can to squeeze everything out of
[17:21]
before I came to you asking for
[17:21]
anything more.
[17:26]
I think we probably at that
[17:34]
point.
[17:35]
I'd hate to be in your
[17:35]
position.
[17:36]
The things that keep you up at
[17:36]
night are probably multiplied
[17:36]
by
[17:37]
what you guys have to do with
[17:38]
streets and water and all of
[17:38]
those
[17:38]
things.
[17:39]
I'm trying to be very careful
[17:39]
by
[17:43]
not putting people in a
[17:44]
position
[17:47]
that I'm pushing to get more
[17:48]
staffing, but I am pushing to
[17:48]
get
[17:48]
more staffing.
[17:51]
I just don't want to create any
[18:23]
undue pressure on anybody.
[18:24]
>> that the conversation I want
[18:24]
to
[18:29]
have as a backup plan.
[18:30]
Got further that the past.
[18:30]
I think we need to be prepared
[18:30]
for
[18:34]
that, worst-case scenario.
[18:35]
I don't want to be caught in a
[18:35]
situation.
[18:39]
That's a separate conversation.
[18:41]
>> we try to keep a balance of
[18:43]
about 2 million for that very
[18:47]
reason, and so we try to -- we
[18:47]
think about that as we go
[18:49]
through
[18:50]
our spending so that in the
[18:54]
event
[18:54]
something happens, it buys us
[18:54]
time
[18:57]
to create a plan so that we can
[18:58]
continue with the staffing
[18:58]
levels
[19:03]
that we already have.
[19:04]
>> and I appreciate you
[19:04]
publicly
[19:05]
acknowledging the importance of
[19:05]
the
[19:06]
bigger picture, because we all
[19:08]
have
[19:08]
our needs, and God knows this
[19:09]
is a
[19:09]
good decision today, but also
[19:12]
working directly with our city
[19:13]
manager as we go through
[19:13]
budgeting
[19:16]
process, that is an important
[19:16]
key.
[19:21]
>> let me add one other
[19:22]
thought.
[19:22]
Part of what I was trying to
[19:22]
say in
[19:23]
terms of cost is the police
[19:27]
department has the ability to
[19:27]
pay
[19:28]
initially about $100,000 for
[19:28]
this
[19:28]
study.
[19:29]
But when you look at the
[19:33]
enterprise, you know, the
[19:33]
police
[19:39]
department is 500 employees out
[19:39]
of
[19:39]
3000.
[19:40]
So the general fund doesn't
[19:40]
have
[19:44]
the luxury at this point to put
[19:45]
in
[19:45]
300, $400, $400,000 for a
[19:45]
similar study
[19:52]
to look at the balance of the
[19:52]
enterprise.
[19:53]
So we'll be doing that in-
[19:53]
house.
[19:53]
We'll be doing it ourselves.
[19:54]
Probably going to take a bit
[19:54]
longer
[19:58]
to get it done.
[20:01]
I think it's important.
[20:03]
I know the methodology that was
[20:09]
used on the police manpower
[20:23]
started.
[20:23]
I'd like to have something
[20:24]
similarly reliable when we talk
[20:25]
about staffing for the rest of
[20:28]
the
[20:34]
enterprise.
[20:35]
We'll get it back to you as
[20:35]
soon
[20:42]
after the first of the year.
[20:47]
>> just wanted to add.
[20:47]
The solution study was 161
[20:52]
pages
[20:53]
across $90,000, forfeiture
[20:53]
funds.
[20:54]
The two big things that I got
[20:54]
out
[20:58]
of it was the need in metro,
[20:58]
and
[20:59]
also the goal, which I've heard
[21:02]
through your efforts over the
[21:03]
last
[21:03]
four years is to get to
[21:03]
proactive
[21:08]
policing and the numbers that
[21:08]
were
[21:08]
needed to get from -- I think
[21:09]
you're at about 43 minutes out
[21:09]
of
[21:11]
60 in terms of reactive and 17
[21:16]
minutes in proactive to get to
[21:30]
30.
[21:31]
>> the ideal spot is 30 minutes
[21:31]
of
[21:35]
proactive neighbor patrols not
[21:39]
find
[21:40]
two calls versus 30 minutes of
[21:40]
responding to call.
[21:41]
Rhonda is exactly right.
[21:41]
I really like the methodology.
[21:42]
A lot of people throw out the
[21:43]
offer
[21:49]
choose for proposition.
[21:49]
That's not my preferred way.
[21:50]
My preferred way is workload,
[21:50]
which
[21:55]
is what the study were load
[21:56]
uses.
[21:56]
What's defined as travel time,
[21:57]
examining the time that it
[21:57]
takes to
[22:00]
do certain offenses or make
[22:00]
arrest,
[22:01]
the time it takes to go to
[22:01]
briefing
[22:03]
and all of those things that
[22:06]
officers do day in and day out.
[22:08]
So that's what the study is
[22:08]
about.
[22:13]
I agree with it was a very good
[22:18]
study to undertake and it was
[22:18]
very
[22:19]
revealing from my perspective.
[22:19]
>> great.
[22:19]
And that's where
[22:21]
decentralization
[22:22]
came in and deficiencies and
[22:22]
multiplying efforts.
[22:27]
I think you're working the plan
[22:27]
,
[22:28]
but I look forward to an
[22:28]
updated
[22:29]
study and understanding where
[22:29]
we
[22:33]
are today and how we continue.
[22:35]
Hopefully, one day be more
[22:36]
proactive than reactive.
[22:36]
I know you're doing the best
[22:39]
you
[22:39]
can.
[22:40]
>> thank you.
[22:40]
>> if you want to get a
[22:44]
snapshot of
[22:46]
that study, I know it's toward
[22:46]
the
[22:47]
end.
[22:52]
You can google it.
[22:55]
It gives you an overview and
[22:55]
talks
[23:00]
about the emphasis on metro
[23:03]
calm.
[23:03]
Just for the benefit of the
[23:04]
public,
[23:17]
can you help me spell it?
[23:17]
>> etico
[23:27]
>> etico.
[23:28]
>> that way they can have a
[23:28]
sense
[23:29]
of what we're talking about if
[23:29]
they
[23:29]
google it.
[23:30]
It's a good day for corpus
[23:30]
christi
[23:31]
and public safety.
[23:31]
Is there any other questions,
[23:35]
Ms. Mcintyre?
[23:36]
>> that which we can google is
[23:36]
the
[23:37]
one that was three and half
[23:37]
years
[23:37]
old.
[23:38]
>> correct.
[23:38]
It was also carried on our
[23:39]
website
[23:40]
for quite some time, but the
[23:41]
new
[23:46]
one since has not been
[23:51]
revealed.
[23:52]
That was not available.
[23:52]
>> that really is about are
[23:53]
directed patrol officers and
[23:53]
not
[23:54]
the entity.
[23:54]
>> yes.
[23:54]
Now, the one that I
[23:55]
commissioned
[23:56]
kind of as a tuneup to the
[23:56]
original
[24:04]
looked at patrol.
[24:06]
>> and one last question.
[24:15]
When you talk about the
[24:16]
workload
[24:16]
and things like that, does it
[24:17]
also
[24:17]
take into consideration -- what
[24:18]
I've heard several times is
[24:18]
whether
[24:19]
people are on sick leave for
[24:19]
vacation time.
[24:24]
So does take into account all
[24:24]
those
[24:25]
available to be hands on deck.
[24:26]
>> as a general rule, if I have
[24:28]
nine officers assigned to a
[24:28]
shift,
[24:33]
seven we'll show up.
[24:34]
And so the number that we use
[24:34]
is
[24:37]
that seven number when it comes
[24:37]
to
[24:38]
deployment.
[24:38]
It's quite interesting, because
[24:40]
without fail that happens.
[24:43]
So we have minimal staffing
[24:43]
level,
[24:44]
which not only for our officers
[24:46]
but
[24:46]
our chief.
[24:50]
If I have three chiefs we all
[24:51]
can't
[24:53]
take off at the same time.
[24:56]
And so that's what the minimum
[24:57]
staffing is.
[25:03]
The study is based on minimum.
[25:08]
>> let's vote on it for right
[25:08]
now.
[25:12]
>> for passage of item number
[25:13]
8.
[25:13]
On second reading, ordinance
[25:15]
number 8 on 2nd reading.
[25:34]
[Roll call] Item number 8
[25:34]
passes.
[25:35]
>> thank you very much.
[25:35]
And the balance of them?
[25:36]
>> the balance of the items for
[25:37]
passage of items three through
[25:37]
13
[25:38]
but the exception of item
[25:38]
eight.
[25:39]
Mayor martinez?
[25:49]
[Roll call] The consent
[25:49]

[25:49]

[25:51]
>> thank you.
[25:59]
Regular agenda item.
[26:00]
>> good morning.
[26:01]
For the record, director of
[26:03]
government relations.
[26:03]
Last week --
[26:07]
>> I'm sorry, tom.
[26:07]
An event that?
[26:15]
>> sorry.
[26:15]
>> last week we presented
[26:16]
several
[26:16]
items for your consideration
[26:17]
and
[26:17]
preparation of the 84th
[26:17]
legislative
[26:18]
session that begins January
[26:19]
13th
[26:19]
2015.
[26:23]
You have on your desk a revised
[26:23]
resolution incorporating some
[26:23]
of
[26:26]
the changes we discussed.
[26:31]
If you approve the amended
[26:32]
resolution today, the city's
[26:33]
priority legislative agenda
[26:33]
will
[26:34]
include nine items, including
[26:36]
two
[26:36]
appropriation requests and
[26:36]
seven
[26:37]
statutory provisions.
[26:52]
Those are items that we will
[26:52]
have
[26:53]
drafted into stand-alone bills.
[26:53]
We actively support category,
[26:53]
which
[26:54]
are not items that we will have
[26:55]
drafted include 10 items.
[26:55]
The staff initiated proposals
[26:55]
on
[26:56]
administrative approval of
[26:56]
change
[26:59]
orders and limits on design
[27:00]
build
[27:01]
projects have been moved to
[27:01]
this
[27:01]
category.
[27:02]
The changes would be nice to
[27:02]
have
[27:03]
but they're not the city's
[27:06]
highest
[27:10]
priority.
[27:10]
I've wordsmith the item on
[27:11]
transparency.
[27:11]
Also added was a marine jobs
[27:12]
bill
[27:12]
the city supported two years
[27:12]
ago.
[27:18]
The goal is to encourage large
[27:18]
boats but talked in other
[27:19]
states or
[27:19]
foreign countries to come back
[27:19]
to
[27:21]
texas by limiting the financial
[27:21]
penalty.
[27:28]
Under the endorse category, it
[27:29]
includes the language preferred
[27:29]
by
[27:30]
the corpus christi regional
[27:30]
transit
[27:31]
authority protecting their
[27:31]
decal
[27:33]
system for fuel taxes, added
[27:33]
payday
[27:34]
loan language, and summarize
[27:36]
support for funding the
[27:36]
workforce
[27:40]
commission instead of listing
[27:41]
the
[27:41]
agencies appropriation
[27:41]
requests.
[27:42]
There are 10 items in the
[27:46]
endorse
[27:47]
category.
[27:47]
I expect there to be additional
[27:48]
items in the future on a
[27:52]
case-by-case basis.
[27:52]
I'm happy to answer any
[27:52]
questions
[27:56]
you May have, and your vote
[27:56]
today
[27:57]
would be the motion to amend
[27:57]
the
[27:59]
resolution is presented last
[27:59]
week
[28:00]
with the resolution that you
[28:00]
have
[28:02]
before you.
[28:05]
Any questions I'm happy to
[28:06]
take.
[28:06]
>> thank you.
[28:11]
May I have a motion to amend as
[28:12]
stated?
[28:12]
Who made the motion?
[28:15]
Thank you.
[28:18]
Is there any discussion on the
[28:19]
amendment?
[28:19]
All those in favor?
[28:24]
And he opposed.
[28:24]
If we can get a vote as
[28:25]
amended.
[28:25]

public
[32:52]
comment can come forward and
[32:52]
state
[33:04]
your name and your address.
[33:05]
>> john kelly, 3621 austin.
[33:06]
I'm here for neighborhoods
[33:06]
first.
[33:09]
First of all, I want to talk
[33:09]
about
[33:09]
-- I have a piece of paper here
[33:10]
with the opinion from the navy
[33:10]
on
[33:13]
here that says the current
[33:16]
proposed
[33:17]
wind farm does not interfere
[33:17]
with
[33:17]
the base.
[33:21]
There's also an article here
[33:21]
filed
[33:25]
yesterday that the federal
[33:26]
aviation
[33:26]
committee nixed a wind farm
[33:27]
near
[33:28]
pennsylvania because of radar
[33:28]
problems.
[33:31]
These are two pieces of paper
[33:31]
that
[33:34]
proves the government says bill
[33:40]
regulate windfarms.
[33:41]
For the benefit of communities.
[33:41]
You have offered not one single
[33:43]
piece of factual paper to the
[33:46]
contrary to the.
[33:46]
Strictly innuendo and
[33:50]
conspiracy
[33:50]
theory.
[33:51]
Now, that disturbs me from a
[33:51]
number
[33:54]
of stem points.
[33:58]
Number 1, that you would pass
[33:58]
legislation or legislation on
[33:59]
that
[33:59]
basis.
[34:01]
Second of all, the resolution
[34:02]
that
[34:06]
you passed last week does not
[34:06]
put
[34:14]
any limits on the fund.
[34:14]
Thirdly, passage of that
[34:15]
resolution
[34:15]
was an illegal act.
[34:19]
It was not red or listed.
[34:20]
Its content was not listed in
[34:20]
the
[34:21]
meeting on the 14th, nor was it
[34:21]
was
[34:25]
the last week in a written
[34:26]
agenda
[34:26]
here available at the council.
[34:27]
So the public had no ability to
[34:34]
respond to it.
[34:34]
That violates open meetings act
[34:34]
and
[34:35]
is an illegal act and we'll
[34:36]
consequently need to be
[34:37]
repassed, I
[34:38]
believe.
[34:38]
Thirdly, you've entered into a
[34:39]
legal battle, which I do not
[34:43]
believe you can win.
[34:43]
It is undoubtedly the fact that
[34:44]
the
[34:45]
wind farm the land owners will
[34:46]
likely sue you over land rights
[34:46]
in
[34:54]
the federal decision.
[34:54]
The supreme court clearly said
[34:55]
that
[34:58]
you cannot take an economic
[35:02]
advantage of one and give it to
[35:02]
another.
[35:03]
That was a condemnation case,
[35:03]
but
[35:08]
the same principle applies
[35:11]
here.
[35:11]
Also, what one would need to do
[35:11]
as
[35:12]
an attorney is present the
[35:12]
previous
[35:13]
council meetings where did you
[35:13]
say
[35:14]
that your intent is to stop the
[35:20]
wind farm to give the advantage
[35:20]
to
[35:20]
developers.
[35:21]
That's all I have.
[35:21]
I think you've entered a very
[35:22]
perilous task, and I think
[35:22]
you've
[35:23]
made a huge mistake for the
[35:24]
citizens of corpus christi and
[35:25]
further annexation will only
[35:29]
compound that mistake.
[35:30]
We are planning to oppose you
[35:30]
for
[35:30]
doing so.
[35:30]
Thank you.
[35:32]
>> thank you, Mr. Kelly.
[35:36]
Would you like to get with him
[35:36]
to
[35:41]
address the comment about
[35:44]
legality?
[35:44]
>> the item was posted as item
[35:45]
11
[35:55]
on the agenda.
[35:55]
>> okay.
[36:04]
In lieu of -- is there anyone
[36:05]
else?
[36:05]
At the appropriate time, you
[36:08]
can
[36:08]
address the
[36:13]
>> that Mr. Kelly has brought
[36:33]
forward.
[36:33]
>> you May want to turn off
[36:34]
microphone so we don't have
[36:34]
feedback.
[36:38]
>> thank you so much.
[36:38]
I don't know whether these
[36:47]
allegations are true or not but
[36:47]
it's sad when people can't
[36:48]
acceptable.
[36:48]
We've been accused so many
[36:49]
things
[36:56]
that we don't know what it is.
[36:57]
The interest today is not so
[36:57]
much
[36:57]
in the developers.
[36:58]
Each is devoted because they
[36:58]
were
[36:59]
concerned for the whole city,
[37:00]
the
[37:05]
safety of the whole city.
[37:06]
If it has a negative impact on
[37:06]
one
[37:06]
part of the city, it has a
[37:07]
negative
[37:07]
impact on the other parts of
[37:08]
the
[37:08]
city.
[37:09]
I know you're going to be
[37:10]
threatened by this.
[37:14]
I don't know how much others
[37:15]
are.
[37:15]
I wish people would deal with
[37:16]
the
[37:16]
issues.
[37:20]
I wish that the public will see
[37:20]
those people that continue to
[37:21]
come
[37:21]
before you and attack your
[37:23]
character and credibility.
[37:26]
I would like for you to raise
[37:27]
your
[37:27]
hands.
[37:30]
Tell me which one of you came
[37:30]
today
[37:35]
to say, I'm going to do what I
[37:35]
can
[37:36]
not to serve the city well?
[37:36]
How many of you got up this
[37:36]
morning
[37:38]
to say that?
[37:39]
I thought to get elected so I
[37:42]
don't
[37:43]
have to present myself well in
[37:43]
to
[37:47]
do this the city.
[37:54]
That's a democracy.
[37:59]
Regardless if it's me or anyone
[38:03]
else, we are in the position to
[38:03]
respond.
[38:04]
When you can't respond, guess
[38:04]
what
[38:04]
happens?
[38:05]
The public thinks it's true.
[38:12]
I would like the city attorney
[38:13]
to
[38:13]
be a lot more aggressive, more
[38:14]
assertive when they bring
[38:14]
allegations.
[38:15]
Enough is enough.
[38:18]
>> thank you.
[38:20]
Thank you for helping with the
[38:25]
microphone also.
[38:38]
>> hello.
[38:39]
I met 5426 chevy chase drive.
[38:39]
I'm here as the President Of
[38:40]
corpus
[38:40]
christi taxpayers association
[38:40]
and
[38:41]
also the chair of the cleaner
[38:43]
economy coalition.
[38:43]
All of my members in both of
[38:44]
those
[38:48]
organizations and myself and my
[38:49]
family are going to ask you to,
[38:49]
please, let's don't annex
[38:50]
another
[38:52]
40 square miles of property.
[38:56]
We've been encumbered up to the
[38:57]
point where we are bleeding
[38:57]
folks
[38:58]
with the tax money that goes
[38:58]
out.
[39:02]
I can't believe that we would
[39:03]
want
[39:03]
to go ahead and encumber
[39:03]
ourselves
[39:04]
with having to provide sewers
[39:04]
and
[39:10]
stuff to farmland.
[39:10]
That's from my entire group.
[39:11]
But I'll just leave it right
[39:11]
there.
[39:11]
Thank you.
[39:26]
>> thank you.
[39:27]
>> can you hear me?
[39:27]
>> yes.
[39:28]
>> good afternoon.
[39:28]
My name is luis chapman.
[39:30]
I'm a resident of corpus
[39:30]
christi.
[39:31]
I am truly puzzled by the
[39:31]
actions
[39:33]
of the city council over the
[39:36]
last
[39:37]
several months.
[39:38]
When the top of annexation
[39:38]
began,
[39:41]
the idea was to prevent
[39:41]
impediment
[39:44]
to city growth.
[39:45]
The fact is the city is simply
[39:45]
not
[39:47]
going to grow past the 30,000
[39:48]
acres
[39:52]
of undeveloped land outside the
[39:53]
city limits, that is prior to
[39:53]
last
[39:55]
week annexation.
[39:59]
This is just not going to
[40:00]
happen
[40:00]
within the lifespan of the
[40:01]
proposed
[40:07]
wind farm.
[40:08]
There've been a number of land
[40:08]
developers at council meetings
[40:09]
pushing for annexation.
[40:14]
The fact is now that their
[40:14]
objective has been
[40:15]
accomplished, it
[40:18]
will be much cheaper for
[40:18]
developers
[40:20]
to hook into the infrastructure
[40:49]
required by annexation.
[40:50]
You should know that you cannot
[40:50]
regulate it, but you can tax
[40:51]
it.
[40:51]
You can tax the turbines, and
[40:51]
you
[40:52]
can text my and my family's
[41:00]
historic ranch and farmland.
[41:01]
The letter does not seem very
[41:01]
fair
[41:02]
to me in that it should be
[41:02]
obvious
[41:17]
that I'm very interested the
[41:20]
letter
[41:25]
is simply taxing the turbines,
[41:25]
the
[41:26]
farmer.
[41:26]
The turbines, that can be seen
[41:27]
as a
[41:33]
land grab.
[41:37]
Now the city's rhetoric seems
[41:37]
to be
[41:38]
concerned over possible effects
[41:38]
on
[41:42]
our military basis I am deeply
[41:44]
concerned about the basis and
[41:45]
their
[41:50]
enormous importance to this
[41:59]
area.
[42:00]
I would like to know what is
[42:00]
the
[42:04]
real reason behind the city's
[42:05]
actions.
[42:08]
Why does the storyline keep
[42:08]
changing?
[42:09]
Is the council concerned about
[42:09]
the
[42:12]
image at this point?
[42:14]
And why when required good
[42:14]
faith
[42:18]
negotiations between the city
[42:19]
and
[42:21]
aipac for making good progress
[42:21]
to
[42:24]
the council decide to vote to
[42:24]
annex
[42:27]
and declare intent to annex
[42:31]
another
[42:33]
20,000 acres May peaking --
[42:33]
making
[42:33]
corpus christi almost as large
[42:34]
an
[42:38]
area of the city of corpus
[42:44]
christi.
[42:45]
This is the part where I would
[42:46]
laugh because it's ludicrous.
[42:46]
>> Mrs. Chapman, I've given you
[42:47]
an
[42:47]
extra 20 seconds.
[42:48]
>> thank you very much.
[42:53]
>> thank you for coming.
[42:53]
Mr. Gordy.
[42:58]
>> jack gordy.
[42:58]
I'm down here for the same
[42:59]
thing
[43:04]
the other people spoke about.
[43:04]
When I leave home, I always
[43:04]
bring a
[43:06]
little comment samples me, and
[43:06]
I
[43:10]
asked if we do the same thing.
[43:11]
As I've said before, if they
[43:11]
were
[43:14]
against the windfarms, because
[43:14]
they
[43:15]
interfered with flight
[43:15]
operations,
[43:20]
everybody out there using a
[43:21]
grain
[43:21]
of common sense would know that
[43:22]
the
[43:22]
federal government would file a
[43:24]
lawsuit and stop it.
[43:24]
That.-period-full stop those
[43:30]
windfarms any times they want
[43:33]
to.
[43:34]
This city council, I wish the
[43:34]
city
[43:34]
council would at least be
[43:35]
honest
[43:40]
with the citizens and tell them
[43:40]
the
[43:41]
truth.
[43:41]
Tell them the truth and tell
[43:41]
them
[43:43]
why you won't annex the
[43:43]
property.
[43:45]
Nine out of 10 people that I've
[43:50]
talked to is against the
[43:50]
annexation.
[43:51]
It will take 30 years for the
[43:55]
city
[43:57]
to collect off a property tax
[43:58]
that
[43:58]
would take 30 years to collect
[43:59]
what
[43:59]
it's going to cost to annex it
[43:59]
and
[44:19]
put him infrastructure.
[44:20]
I think you need to reconfirm
[44:20]
the
[44:20]
annexation and let the
[44:21]
government
[44:21]
take action to stop the
[44:22]
windfarms
[44:25]
if it's going to interfere with
[44:25]
flight operations.
[44:26]
Like I said, when you leave
[44:26]
home to
[44:31]
come down here, start bringing
[44:31]
some
[44:32]
common sense with you.
[44:49]
>> thank you, Mr. Gordy.
[44:51]
>> Mr. 01.
[44:57]
>> I'm one of many owners of
[44:58]
the [
[44:58]
Inaudible] Rant.
[44:59]
I listened to what you said
[44:59]
last
[44:59]
week.
[45:00]
I understand and agree with you
[45:00]
in
[45:06]
keeping with the station is of
[45:07]
paramount importance, but I do
[45:07]
not
[45:08]
understand why you voted to
[45:08]
annex
[45:11]
the property last week rather
[45:11]
than
[45:12]
table the vote until further
[45:14]
information can be gathered and
[45:16]
could be made more informed
[45:17]
decision.
[45:20]
The navy is working with and
[45:20]
has
[45:21]
said that there is no problem
[45:22]
with
[45:25]
the project as reported on
[45:31]
September 16th.
[45:36]
Citing the public affairs
[45:36]
officer
[45:39]
for corpus christi, the navy
[45:40]
has
[45:40]
not taken no position on the
[45:41]
wind
[45:41]
farm development because there
[45:41]
does
[45:45]
not appear to be a conflict for
[45:45]
the
[45:46]
stations.
[45:46]
I understand that you don't
[45:46]
believe
[45:51]
that there is a spokesperson
[45:51]
for
[45:52]
the real navy, whatever the
[45:52]
real
[46:10]
navy might be.
[46:11]
Relying on unsubstantiated
[46:11]
personal
[46:13]
conversations with unnamed
[46:13]
naval
[46:14]
personnel should not be
[46:16]
consider
[46:21]
reliable testimony to this
[46:24]
council's decision.
[46:25]
However, by annexing our
[46:25]
property
[46:26]
last week, you have guaranteed
[46:26]
a
[46:28]
much larger windfarms than the
[46:28]
one
[46:29]
aipac and the land owners were
[46:32]
willing to build.
[46:33]
A compromise that would've
[46:33]
removed
[46:36]
turbines from within 5 miles of
[46:36]
the
[46:37]
city, plus payments in lieu of
[46:40]
taxes and other concessions.
[46:45]
During the public hearing on
[46:45]
august 26th, apex has the right
[46:45]
to
[46:53]
build this project, that they
[46:53]
are
[46:54]
going to build this project,
[46:54]
and if
[46:55]
annex would have to build a
[46:55]
larger
[46:58]
project to pay the additional
[46:58]
city
[46:59]
taxes.
[46:59]
So I am left with the
[46:59]
conclusion
[47:02]
that your primary goal in
[47:05]
annexation is not providing for
[47:06]
future growth core doors but to
[47:06]
get
[47:12]
the tax revenue from a fully
[47:12]
wind
[47:12]
farm.
[47:13]
Clearly, the naval air station
[47:13]
does
[47:14]
not need to be saved from a
[47:17]
wind
[47:18]
farm development that the navy
[47:18]
says
[47:23]
it is not a problem.
[47:23]
Please do not compound your
[47:24]
mistakes by annexing most of
[47:24]
the
[47:26]
rest of the projects that now
[47:26]
lies
[47:30]
in the new e tj, that only
[47:30]
makes
[47:31]
the tax burden bigger and the
[47:34]
windfarms even larger.
[47:34]
Thank you.
[47:52]
>> thank you, Mr. 01.
[47:58]
>> mayor, council members, I am
[47:58]
jimmy dodson.
[47:59]
I live in the county, a former
[48:00]
resident of corpus christi, but
[48:03]
I
[48:03]
own property that's very near
[48:04]
the
[48:04]
county at a farm about 5000
[48:04]
acres
[48:08]
of the chapman ranch owners
[48:08]
association blanch that's going
[48:08]
to
[48:10]
be impacted by the wind farm.
[48:13]
And by your annexation action.
[48:15]
I wanted to say that I believe
[48:17]
the
[48:21]
city annexation and development
[48:21]
and
[48:23]
planning process needs to be
[48:28]
predictable, needs to be fair.
[48:29]
It needs to do no harm without
[48:33]
compensating owners who are
[48:34]
armed
[48:34]
-- were harmed and it needs to
[48:35]
be
[48:41]
cautious about evaluating
[48:41]
property
[48:42]
rights.
[48:42]
In my other life, I'm Chairman
[48:42]
Of
[48:43]
the credit bank of texas, which
[48:43]
is
[48:54]
a $24 billion corporation of
[48:55]
lenders in texas, louisiana,
[48:55]
mississippi, alabama, and
[48:56]
mexico.
[48:56]
I've been the Chairman For
[48:56]
several
[48:57]
years.
[48:57]
I've been on that board for 12
[48:58]
now.
[48:58]
I'm not speaking for the bank
[48:59]
today, but I will tell you that
[49:00]
private property rights is a
[49:00]
key
[49:01]
issue for us because 70 percent
[49:01]
of
[49:03]
our portfolio is in first
[49:04]
position
[49:04]
mortgages in the state of
[49:05]
texas,
[49:07]
primarily murder rural and
[49:07]
small
[49:07]
cities with a population of
[49:08]
less
[49:10]
than 2500.
[49:11]
What your actions have done
[49:11]
have
[49:14]
made it hard to predict as a
[49:14]
lender
[49:16]
who take security interest in
[49:21]
property what the city's action
[49:21]
will do.
[49:22]
It's my understanding that the
[49:22]
city
[49:25]
doesn't allow the discharge of
[49:26]
firearms, for instance, and now
[49:26]
you
[49:29]
have 20,000 acres, maybe 40
[49:30]
that
[49:35]
will, ultimately, the annexed.
[49:35]
That's an income stream that's
[49:36]
gone.
[49:36]
For me as a farmer, it's very
[49:46]
important because we have hogs
[49:47]
that
[49:47]
destroy our crops every year.
[49:48]
Without them, trap them.
[49:48]
We don't poison them because
[49:49]
that's
[49:49]
against the law, but if we
[49:50]
could,
[49:50]
we would because they're the
[49:50]
worst
[49:55]
pests that we have.
[49:55]
What your action has done has
[49:56]
made
[49:56]
it illegal for me to manage
[49:56]
that
[49:57]
test.
[49:57]
I want to know if animal
[49:58]
control is
[50:00]
going to do that for me.
[50:01]
That would be a challenge, but
[50:01]
I
[50:06]
would like to have some
[50:13]
assistance.
[50:14]
The branch area is wonderful
[50:15]
farmland, but it's poorly
[50:15]
drained.
[50:16]
All of the water has to run to
[50:16]
get
[50:16]
to the zero so or to the laguna
[50:17]
largo.
[50:17]
The king ranch is owned by
[50:18]
another
[50:18]
large family.
[50:19]
They're very influential and
[50:19]
very
[50:20]
good people.
[50:20]
I want to know if the city will
[50:26]
continue to work to get water
[50:27]
off
[50:27]
the chapman ranch land and out
[50:27]
to
[50:28]
the lagoon and out to the zero
[50:28]
so
[50:29]
where it belongs.
[50:31]
We had our brain the other day
[50:31]
and
[50:32]
I understand the city should
[50:37]
understand about that problem.
[50:38]
Also, I think the shape of the
[50:39]
exterior is very interesting.
[50:42]
It looks to me that it's just
[50:42]
the
[50:42]
windfarms.
[50:48]
If that's the case, then it
[50:48]
doesn't
[50:49]
make much sense to me, because
[50:52]
there's an area inside the
[50:52]
original
[50:57]
e tj before the annexation
[50:57]
that's a
[50:57]
vital interest to the city.
[50:58]
It needs to be managed.
[50:59]
There's uneven development
[50:59]
there.
[51:02]
There is land.
[51:03]
There are oilfield service
[51:06]
companies that have bunkers for
[51:07]
explosives and radioactive
[51:07]
materials within shouting
[51:12]
distance
[51:12]
of school.
[51:13]
There's all kinds of problems
[51:13]
there
[51:14]
that the city can be fixing.
[51:14]
>> thank you.
[51:14]
>> let me say one last thing.
[51:17]
The development of services
[51:18]
area in
[51:18]
the city and the staff is the
[51:18]
best
[51:19]
it's ever been.
[51:21]
I'm not complaining about that.
[51:22]
I think that you owe us a
[51:22]
better
[51:22]
explanation for what you've
[51:23]
done.
[51:39]
>> thank you.
[51:43]
>> my name is john quinn.
[51:49]
5302 capernaum here in corpus.
[51:49]
I'm a cotton and grain sorter.
[51:54]
I'm a cotton and corn producer
[51:55]
here.
[51:55]
Part of my farmland is that I
[51:55]
don't
[51:56]
own, I'm the lieutenant farmer
[51:56]
but
[52:01]
it is within the new annexed
[52:03]
area.
[52:03]
Anyway.
[52:06]
A few points I wanted to make.
[52:07]
I'm sitting at my house just
[52:14]
thinking through the annexed
[52:17]
area.
[52:17]
What is the growth been?
[52:18]
This is all supposedly about
[52:18]
corpus
[52:18]
growing.
[52:19]
I went and looked, and within
[52:19]
my
[52:23]
lifetime, the last 30 years or
[52:24]
so,
[52:24]
although growth on the south
[52:25]
side
[52:25]
of corpus, you can draw three-
[52:26]
mile
[52:26]
circle, and it's almost all
[52:28]
great
[52:28]
there.
[52:29]
I started looking.
[52:30]
I say, we're worried about
[52:30]
chapman
[52:33]
ranch and windfarms affecting
[52:33]
the
[52:34]
growth of corpus.
[52:36]
I can find a 6-mile circle that
[52:36]
is
[52:42]
in a more desirable area in the
[52:47]
court for the next 50 years or
[52:50]
so,
[52:51]
and a further the wind farm is
[52:51]
supposed to last from maybe 30
[52:52]
years, and it would be logical
[52:52]
for
[52:55]
the wind farm to be there,
[52:55]
develop
[52:56]
that part of corpus and it
[52:56]
grows in
[52:58]
at the end of the lifecycle of
[52:58]
the
[53:01]
wind farm.
[53:01]
I'm just thinking logically, it
[53:07]
doesn't make sense to think we
[53:07]
have
[53:08]
to annex out there because
[53:08]
that's
[53:08]
going to affect growth.
[53:12]
Questions that I have as a
[53:13]
producer.
[53:13]
Jimmy spoke to some of these,
[53:14]
but
[53:14]
are we able to speak on our
[53:14]
cell
[53:15]
phones out there?
[53:16]
Are we going to be able to talk
[53:16]
on
[53:23]
our cell phones?
[53:24]
He talked about discharge of
[53:25]
firearms and the hard problems.
[53:25]
Snakes, coyotes.
[53:28]
What are we doing about animals
[53:28]
out
[53:28]
there customer what are we
[53:29]
legally
[53:29]
allowed to do?
[53:34]
The drainage issues.
[53:35]
What about building equipment
[53:35]
sheds?
[53:36]
Are we going to have to meet
[53:36]
city
[53:37]
code to build a barn to put our
[53:39]
tractors and equipment into?
[53:39]
A lot of questions I have as a
[53:42]
producer along those lines that
[53:42]
I
[53:43]
haven't seen answers to.
[53:45]
I'd like to see the facts you
[53:45]
used
[53:49]
to reach your conclusion that
[53:49]
annexation was necessary to
[53:53]
protect
[53:54]
the growth.
[53:54]
It's been stated many times
[53:54]
this
[53:56]
morning already about the
[53:57]
military.
[54:02]
I go to church with several
[54:02]
naval
[54:05]
officers inflate students and
[54:06]
flight instructors, and I look
[54:06]
them
[54:06]
in the eye and said, is this a
[54:07]
problem?
[54:08]
They said, no, it's not a
[54:09]
problem.
[54:11]
It's not a problem to the
[54:11]
military.
[54:15]
From the people that I've seen
[54:15]
in
[54:18]
the planes themselves.
[54:23]
They have a rich agricultural
[54:24]
issue.
[54:24]
As far as I know, they desire
[54:24]
their
[54:25]
land to stay in farming for the
[54:26]
foreseeable future.
[54:28]
Farming scott tougher.
[54:34]
Government programs changing
[54:34]
and
[54:34]
other things in south texas
[54:37]
especially with hydro, it's
[54:38]
unpredictable.
[54:40]
So I think they're looking at
[54:41]
trying to keep farming.
[54:45]
They want this to be a green
[54:46]
belt
[54:46]
and protect the farming, keep
[54:47]
it in
[54:52]
farming as well as have green
[54:52]
energy.
[54:53]
How much greener can you get
[54:53]
with
[54:54]
got to have green crops grown
[54:56]
with
[54:56]
green energy?
[54:57]
>> thank you.
[55:00]
>> last thing I'll say, I just
[55:01]
think that chapman family is
[55:01]
one of
[55:05]
the most generous -- generous
[55:05]
families I know.
[55:06]
You don't have to look far to
[55:10]
see
[55:11]
their contributions to the city
[55:11]
of
[55:11]
corpus and south texas.
[55:12]
I don't think this is fair to
[55:12]
them
[55:13]
to be able to penalize them in
[55:14]
this
[55:15]
way.
[55:15]
That's where look at it, it's a
[55:16]
penalty.
[55:19]
I think it's very unfair to
[55:19]
them.
[55:20]
>> if I can ask you to please
[55:20]
be
[55:22]
mindful of the three-minute
[55:22]
limit
[55:26]
for public comment.
[55:26]
Mr. Loeb.
[55:32]
>> on a very large acre tract,
[55:32]
is
[55:36]
legal in the city limits if it
[55:37]
was
[55:37]
annex after 1981.
[55:38]
There's a bunch of law -- bunch
[55:38]
of
[55:41]
stuff in local government about
[55:41]
it.
[55:42]
>> since that has been a
[55:42]
question
[55:48]
asked by at least two of the
[55:50]
commenters, he is correct.
[55:51]
Since that we are annexing
[55:51]
after
[55:52]
1981, it's attracted more than
[55:52]
10 acres.
[55:54]
We cannot regulate shotguns,
[55:57]
rifles, or pistols being
[55:57]
discharged
[55:58]
and track the more than 50
[55:58]
acres we
[56:01]
cannot regulate.
[56:01]
>> okay.
[56:05]
Thank you.
[56:13]
>> my name is diane vandermark.
[56:14]
I own farm property in the city
[56:14]
of
[56:14]
corpus christi.
[56:15]
Formerly chapman ranch.
[56:15]
I also own farmland in what is
[56:16]
left
[56:18]
of chapman ranch at least for
[56:18]
the
[56:18]
moment.
[56:19]
Last week not only did you
[56:19]
annex
[56:22]
all of the property, most of
[56:22]
which
[56:26]
has been in the e tj for about
[56:27]
30
[56:27]
years, but you announced that
[56:27]
you
[56:28]
will begin a second phase of
[56:30]
annexation with no explanation.
[56:30]
Is there a third?
[56:49]
Is there a fourth phase of
[56:49]
annexation and that the patriot
[56:50]
wind farm that Councilman Stop
[56:50]
scott spoke about last week?
[56:51]
Will you continue to lollipop
[56:51]
annex
[56:52]
where you will until you've
[56:52]
gobbled
[56:53]
up all of the lucrative parts
[56:53]
of
[56:53]
nueces county?
[56:54]
Last week and previously you
[56:54]
said
[56:55]
that annexation was the only
[56:55]
tool
[56:56]
in your toolbox to stop the
[56:56]
wind
[56:56]
farm.
[56:57]
Well, here's another idea for
[56:57]
you
[56:58]
next time you're looking for a
[56:58]
tool.
[57:05]
What about the telephone?
[57:10]
Not one of you nor any of your
[57:13]
staff ever reached out to any
[57:13]
of
[57:13]
the land owners to discuss this
[57:18]
prior to your vote to begin the
[57:22]
annexation process.
[57:23]
In fact, I found out about your
[57:23]
plans to annex or property in a
[57:24]
newspaper article dated March
[57:24]
18th.
[57:25]
Since then, one and only one
[57:25]
person
[57:29]
on the council has reached out
[57:29]
to
[57:30]
one and only one member of my
[57:30]
extended family who owned
[57:30]
property
[57:33]
at chapman ranch, and that was
[57:33]
after the annexation process
[57:36]
was
[57:37]
unleashed.
[57:37]
I'm sure carole kirkpatrick
[57:37]
would
[57:43]
have appreciated a call as well
[57:44]
.
[57:44]
We felt compelled to hire
[57:44]
lawyers
[57:45]
to defend ourselves against
[57:45]
your
[57:51]
hostile actions.
[57:51]
It first and only communication
[57:52]
came to all of the land owners
[57:52]
in
[57:53]
the form of the development
[57:56]
agreement postmarked July 17th.
[57:56]
As we all heard last week, the
[57:57]
language in those letters was
[58:03]
burdened with particularly
[58:04]
obtuse
[58:05]
legalese.
[58:05]
But I don't understand is why
[58:05]
he
[58:06]
voted to annex or property last
[58:08]
week rather than table the vote
[58:11]
since they've informed us that
[58:12]
the
[58:12]
negotiations we are proceeding
[58:16]
with
[58:17]
your staff.
[58:17]
Also, an independent study by
[58:22]
emmons engineering to evaluate
[58:23]
broadcast, wireless, public
[58:23]
safety,
[58:27]
microwave, radar, and other
[58:27]
spectrum signals using industry
[58:28]
and
[58:32]
f tc standards is imminent.
[58:32]
It's less than one week away
[58:33]
from
[58:35]
being published.
[58:39]
You and the public could've
[58:39]
read
[58:43]
what unbiased experts have to
[58:43]
say
[58:44]
about the state of technology
[58:44]
right
[58:45]
now rather than using dated
[58:46]
information and hearsay to make
[58:51]
a
[58:57]
decision.
[58:57]
Now, it seems you've crossed
[58:57]
the
[58:58]
rubicon.
[58:58]
We have one tool in our
[58:59]
toolbox,
[59:03]
and that is democracy.
[59:03]
Please let me know if there are
[59:04]
any
[59:07]
other options for us to work
[59:07]
with
[59:08]
you.
[59:08]
Thank you.
[59:12]
>> thank you.
[59:13]
>> is there anyone else here
[59:13]
for
[59:30]
public comment?
[59:31]
>> good afternoon, council.
[59:36]
Kerry robertson-meyer.
[59:37]
I stand with the taxpayers and
[59:37]
the
[59:41]
neighborhood first people and
[59:41]
the
[59:42]
chapmans in my opinion about
[59:42]
this,
[59:42]
and it's basically an opinion
[59:44]
because all the facts are
[59:44]
behind
[59:47]
the green wall heater in
[59:50]
executive
[59:50]
session.
[59:53]
It -- until you can bring those
[59:53]
facts forward when you're
[59:54]
sitting
[59:58]
in these chairs here, until
[1:00:02]
everyone out here is told the
[1:00:02]
details, voting for annexation
[1:00:03]
was
[1:00:03]
wrong.
[1:00:05]
That's my opinion.
[1:00:06]
We need to fix what we have
[1:00:08]
before
[1:00:09]
building more, and this is the
[1:00:12]
opposite of that.
[1:00:15]
Like Mr. Owens said, you should
[1:00:18]
have tabled the discussion
[1:00:18]
until
[1:00:23]
you can bring facts out until
[1:00:24]
you're finished, until you have
[1:00:24]
an
[1:00:27]
agreement, until it's not all a
[1:00:27]
secret.
[1:00:32]
You're not relying -- or you
[1:00:32]
are
[1:00:38]
relying on unsubstantiated
[1:00:38]
information.
[1:00:39]
It's just what people stand up
[1:00:39]
here
[1:00:41]
and say.
[1:00:42]
I'd like to ask you to not
[1:00:44]
double
[1:00:48]
your mistake by doubling the
[1:00:49]
annexation.
[1:00:49]
We are already in the steep
[1:00:50]
enough,
[1:00:50]
and the new counsel in January
[1:01:00]
we'll have to deal with it
[1:01:00]
then.
[1:01:01]
So I guess it's obvious I'm
[1:01:01]
very
[1:01:02]
disappointed in the direction
[1:01:02]
that
[1:01:04]
our city is going, because I
[1:01:07]
believe that we need to do
[1:01:09]
infill
[1:01:12]
and redevelopment and fill in
[1:01:12]
the
[1:01:15]
gaps to pay for what we are
[1:01:15]
already
[1:01:19]
paying for, what we've already
[1:01:19]
invested in, and we were just
[1:01:20]
starting to do that and you
[1:01:20]
guys
[1:01:21]
started talking about this.
[1:01:21]
We were just starting to talk
[1:01:23]
about
[1:01:24]
residential streets and fixing
[1:01:26]
what
[1:01:27]
we have and everything was
[1:01:27]
looking
[1:01:30]
good, and then the focus went
[1:01:30]
way
[1:01:30]
south.
[1:01:34]
That's wrong.
[1:01:35]
Please don't double annex and
[1:01:35]
thievery -- please reconsider
[1:01:39]
your
[1:01:40]
first conclusion
[1:01:41]
>> thank you.
[1:01:41]
Is there anyone else for public
[1:01:42]
comment?
[1:01:45]
We'll go to item number 18.
[1:03:00]
>>> the passage of ordinance
[1:03:01]
number 18 on the first reading.
[1:03:03]
>> they are martinez [Roll
[1:03:03]
call].
[1:03:12]
>> ordinance passes.
[1:03:13]
>> thank you.
[1:03:14]
>> item number 19.
[1:03:22]
>> good afternoon, Madam Mayor,
[1:03:25]
and west pierson -- wes person,
[1:03:28]
assistant city manager, item
[1:03:28]
number 19 is a first reading
[1:03:30]
ordinance approving the lease
[1:03:31]
purchase agreement between the
[1:03:34]
city and the texas state
[1:03:38]
aquarium.
[1:03:39]
We initially presented this on
[1:03:40]
September 30th, the concept and
[1:03:43]
I would like to remind you of
[1:03:45]
some of the things
[1:03:46]
that we talked about on that
[1:03:50]
date.
[1:03:50]
This is a significant
[1:03:51]
investment the texas state
[1:03:53]
aquarium is making expanding
[1:03:56]
the current building by 65,000
[1:03:58]
square feet and walk through
[1:04:02]
the lease purchase terms. It
[1:04:05]
will be a 50 year lease and the
[1:04:08]
requirement would be they offer
[1:04:09]
the association some of the
[1:04:11]
continuing offering the
[1:04:15]
facilities.
[1:04:16]
There's no financial obligation
[1:04:17]
for the city and the
[1:04:17]
association May exercise the
[1:04:18]
option to purchase
[1:04:23]
plan improvement after -- first
[1:04:24]
they have to spend the minimum
[1:04:25]
of $45,000 investment and they
[1:04:29]
have to complete the expansion
[1:04:29]
and open to the public and
[1:04:33]
third you need to complete the
[1:04:34]
payment of outstanding debt
[1:04:36]
obligation.
[1:04:40]
The city sold revenue tax
[1:04:41]
obligation notes that they have
[1:04:46]
been paying forever since their
[1:04:47]
then diligently and they have
[1:04:49]
to finalize the payment on tax
[1:04:49]
notes.
[1:04:53]
>>> additionally the provisions
[1:04:54]
will be -- fund provisions will
[1:04:55]
be placed in special warranty
[1:04:58]
to protect the intended use of
[1:04:59]
the facility.
[1:05:04]
If there was a desire for the
[1:05:04]
texas state aquarium to sell it
[1:05:06]
in the future the city will
[1:05:10]
have the right of up refusal
[1:05:11]
for the purchase and the land
[1:05:13]
of improvements.
[1:05:13]
Second there's a requirement
[1:05:16]
for the city to repay -- for
[1:05:20]
them to repay the city the
[1:05:21]
initial $14.5 million that the
[1:05:25]
city put in that it was built
[1:05:29]
in the late 80's.
[1:05:30]
The special warranty deed
[1:05:31]
required that there will be a
[1:05:33]
75 year restricted covenant
[1:05:36]
that will require the facility
[1:05:41]
to be operated as an aquarium,
[1:05:41]
there will be a referred her
[1:05:42]
clause in place and there was a
[1:05:43]
violation of that restrictive
[1:05:45]
covenant been the land and
[1:05:47]
improvements will revert active
[1:05:48]
ownership of -- to the
[1:05:49]
ownership of the city.
[1:05:51]
I believe there's a wastewater
[1:05:54]
-- solid stormwater drain that
[1:05:56]
is currently in the footprint
[1:05:59]
of the property and part of it
[1:06:01]
is
[1:06:01]
underneath the existing
[1:06:02]
aquarium and the expansion
[1:06:08]
built over it again the texas
[1:06:09]
association will be required to
[1:06:11]
maintain and repair that.
[1:06:12]
And if there was a desire to
[1:06:15]
relocate that line they will
[1:06:19]
have to pay for that and also
[1:06:20]
provide the easeman necessary
[1:06:21]
to make that happen.
[1:06:27]
>> our work on the agreement is
[1:06:28]
finalized.
[1:06:28]
We have it for your
[1:06:32]
consideration today and he will
[1:06:33]
be the first reading for the
[1:06:34]
ordinance in the second reading
[1:06:34]
is required by the city charter
[1:06:36]
will take place on November 18
[1:06:41]
of this year and the final
[1:06:42]
lease will go into effect on
[1:06:46]
January 172015.
[1:06:46]
I stand ready to answer any
[1:06:48]
question you May have and happy
[1:06:52]
to answer any question the
[1:06:52]
public May have.
[1:06:55]
>>> Mr. Scott Mr. Scott.
[1:06:58]
>> I am glad we are able to
[1:07:01]
take a breath. Now we are
[1:07:04]
talking about something that's
[1:07:05]
very cool.
[1:07:08]
I was thinking about the eyes
[1:07:10]
firmly focus on the future.
[1:07:13]
Our eyes are firmly focused on
[1:07:15]
the future.
[1:07:16]
So the lexington breaking
[1:07:18]
cutting the ribbon on the
[1:07:20]
improvement of their facility.
[1:07:23]
We have a $45 million
[1:07:26]
expansion it texas state
[1:07:30]
aquarium, that's phenomenal as
[1:07:31]
far as aquarium goes that will
[1:07:32]
be talked about across the
[1:07:35]
country and in 2015 the project
[1:07:36]
-- project will come on board
[1:07:36]
fully.
[1:07:40]
I mean this is a great time to
[1:07:43]
be in corpus christi and I want
[1:07:44]
to talk about that for a minute
[1:07:47]
because we spent the last 20
[1:07:48]
minutes talking about some
[1:07:51]
negative stuff, this is good
[1:07:53]
stuff, corpus needs dues
[1:07:55]
delivery and I have no money in
[1:07:58]
my pocket by the way.
[1:07:59]
My wife carol did not give me
[1:08:00]
my allowance this week.
[1:08:03]
This is a great time, this is
[1:08:05]
great for
[1:08:06]
corpus christi and the aquarium
[1:08:08]
is great for corpus christi and
[1:08:09]
I want to thank you for working
[1:08:11]
with them and they felt like it
[1:08:14]
was a good conversation and i
[1:08:17]
wanted to take of the breath
[1:08:19]
and change the rhetoric and
[1:08:20]
change
[1:08:24]
the energy level so we can just
[1:08:28]
pause and take note of profound
[1:08:31]
positive project not only
[1:08:33]
corpus christi this the coastal
[1:08:34]
bend.
[1:08:40]
>> thank you.
[1:08:41]
Mrs. Mcintyre.
[1:08:41]
>> thank you.
[1:08:42]
I want to briefly echo that.
[1:08:42]
I met an employee
[1:08:44]
that I've known before and she
[1:08:46]
talked about how excited the
[1:08:47]
employees are about the
[1:08:50]
expansion and having been there
[1:08:52]
for the opening.
[1:08:56]
It's going to be amazing.
[1:09:00]
I am happy that we are able to
[1:09:01]
extend it, they will be able to
[1:09:02]
do this and have the lease
[1:09:04]
option performance-based lease
[1:09:05]
option available it's a great
[1:09:05]
idea.
[1:09:06]
Thank you.
[1:09:11]
>> thank you.
[1:09:11]
Anyone from the public who
[1:09:12]
wants a -- to comment on number
[1:09:13]
19?
[1:09:14]
Mr. Alonso.
[1:09:28]
>> I -- my chair is broken.
[1:09:33]
I live in -- I would like to
[1:09:34]
agree with you, I would like to
[1:09:34]
say that once in a while you
[1:09:38]
guys something positive.
[1:09:39]
That's animal enormous impact
[1:09:43]
in the city.
[1:09:44]
That's an example in the
[1:09:47]
private sector and local
[1:09:48]
government to work together.
[1:09:51]
I remember years ago -- and all
[1:09:55]
the negative impact and
[1:09:57]
comments.
[1:09:59]
Let me tell did board of
[1:10:00]
directors and executive
[1:10:04]
director,
[1:10:05]
the public don't know this, I
[1:10:05]
don't know what percentage the
[1:10:07]
people will go to the aquarium
[1:10:09]
or visitors I don't know what
[1:10:12]
percentage, do you know?
[1:10:13]
It's important we tell the
[1:10:15]
public because they come and
[1:10:18]
they use the hotels, they come
[1:10:21]
and the rent our cars, they come
[1:10:22]
in they buy groceries whatever
[1:10:23]
they need
[1:10:28]
and contributes to the tax base.
[1:10:32]
In the general fund, it goes to
[1:10:33]
fixing infrastructure.
[1:10:37]
What better that we'll will
[1:10:38]
have people and -- we will have
[1:10:39]
people in and outside of the
[1:10:40]
community to contribute to the
[1:10:42]
infrastructure we need and
[1:10:45]
things we need.
[1:10:48]
Why can't people concentrate on
[1:10:48]
that.
[1:10:49]
I don't understand thank you.
[1:10:53]
>> anyone else from the audience
[1:10:54]
, on number 19?
[1:11:00]
>> passage of ordinance number
[1:11:01]
19 on its first reading mayor
[1:11:02]
nelda martinez.
[1:11:06]
>> [Roll call].
[1:11:12]
>> the ordinance passes.
[1:11:17]
>> we will be taking that to
[1:11:17]
next presentation item -- the
[1:11:18]
next presentation item number
[1:11:22]
20 with the general economic
[1:11:22]
development corporation and
[1:11:23]
then 21 texas department of
[1:11:24]
transportation projects and
[1:11:25]
then we will take a short break
[1:11:28]
and then finish up the meeting
[1:11:30]
with item number 22.
[1:11:34]
>> Mr. Culvert since.
[1:11:35]
>> and Mr. Leroux.
[1:11:38]
>> great to have you here.
[1:11:39]
>> nice to be here with a
[1:11:39]
different hat on.
[1:11:41]
>> welcome.
[1:11:42]
>> thank you.
[1:11:44]
>> pleasure to be here.
[1:11:47]
I have
[1:11:51]
my my -- emily's right here.
[1:11:54]
Emily martinez to make sure I
[1:12:07]
don't mess anything up.
[1:12:08]
The port commission meetings
[1:12:09]
they don't -- port commission
[1:12:09]
meetings they don't let me do
[1:12:12]
that.
[1:12:12]
They give a lot more power to
[1:12:13]
people here.
[1:12:14]
>> I start -- start off with
[1:12:16]
employment I set there and it
[1:12:18]
continues to grow with the
[1:12:22]
August numbers -- mining,
[1:12:26]
logging and construction, it's
[1:12:30]
up over a thousand.
[1:12:33]
Leisure and hospitality almost
[1:12:34]
2000.
[1:12:35]
What you were talking about was
[1:12:38]
what's going on, you can see in
[1:12:40]
the employment numbers and we
[1:12:43]
see it every day and my other
[1:12:45]
role at the port.
[1:12:45]
Very strong numbers and
[1:12:47]
continues to grow
[1:12:51]
and we don't see any pushback.
[1:12:52]
Activity, this this attraction,
[1:12:52]
I -- business attraction, I
[1:12:54]
will talk about those and what
[1:12:55]
we're trying to do with
[1:12:57]
attracting new business and is
[1:12:57]
existing industry at the same
[1:13:00]
time. We seem to be in a.
[1:13:03]
Where not that we are taking a
[1:13:03]
pause, but
[1:13:07]
there's been so much activity
[1:13:08]
in the past five years that we
[1:13:09]
are now working through the
[1:13:10]
projects that we have and I
[1:13:12]
think that is a very good thing.
[1:13:15]
If you look around and you are
[1:13:15]
all familiar because you have
[1:13:17]
worked with all of them both
[1:13:20]
you and the state
[1:13:27]
tcp oh four -- those projects
[1:13:28]
are already under construction,
[1:13:30]
tcp oh is on the second page
[1:13:32]
already. If you haven't been
[1:13:35]
on the site in three months it
[1:13:36]
made amazing projects in -- and
[1:13:39]
the last time I talk to them
[1:13:41]
that expected to be finished
[1:13:45]
before the end of next year.
[1:13:45]
Tremendous amount of activity
[1:13:48]
on the existing industry, both
[1:13:50]
our existing base, whether
[1:13:53]
flint hills or the o or leisure
[1:13:56]
projects, what we like to refer
[1:13:56]
-- liked referred to as -- like
[1:13:57]
to refer to as the new line of
[1:14:00]
energy or new star and magellan
[1:14:05]
and claims and traffic or are
[1:14:05]
all proceeding with major
[1:14:06]
projects in those -- and those
[1:14:09]
projects are either in
[1:14:10]
permitting or construction.
[1:14:10]
There's major activity across
[1:14:15]
the board and in all sectors of
[1:14:15]
the community.
[1:14:16]
The city has been a tremendous
[1:14:20]
part of those discussions and
[1:14:21]
with the way the projects are
[1:14:23]
proceeding and the mayor has
[1:14:26]
said several times, it really
[1:14:27]
wouldn't happen without the
[1:14:29]
regional effort with those
[1:14:30]
counties and the city on both
[1:14:33]
sides of the ship channel and
[1:14:36]
each side of the they
[1:14:39]
perceiving.
[1:14:40]
Shamir is the biggest project
[1:14:43]
of all $13 billion, they have
[1:14:46]
finalized the final
[1:14:47]
environmental review and that
[1:14:50]
review is completed they are
[1:14:51]
now in the waiting phase, they
[1:14:53]
expect to have the permit first
[1:14:56]
quarter of 2015 and be under --
[1:14:56]
the under construction next
[1:14:59]
summer.
[1:15:00]
Tremendous amount of activity
[1:15:02]
just continues, edc staff is
[1:15:04]
continuing to work with your
[1:15:06]
staff, with both county sun
[1:15:09]
making sure that all of the
[1:15:10]
incentives and process are in
[1:15:13]
place and we just see a very
[1:15:16]
right 2015 and we have several
[1:15:19]
new projects that we are
[1:15:20]
working on and hope to bring to
[1:15:21]
fruition
[1:15:25]
in 2015 as we get closer, the
[1:15:26]
staff will be briefing you on
[1:15:35]
those.
[1:15:36]
This is in the industry update
[1:15:36]
and I mention all that's going
[1:15:37]
on and edc, staff and the board
[1:15:38]
continue to meet with industry
[1:15:38]
throughout the region
[1:15:40]
and will continue to do that.
[1:15:45]
The only note I point out use
[1:15:48]
on agricultural workers, 650,
[1:15:51]
we see that with cost and
[1:15:53]
warehousing.
[1:15:56]
A lot of decent year for cotton.
[1:15:58]
If you have driven around
[1:16:00]
throughout you will see cotton
[1:16:02]
starting to be moved and it's a
[1:16:05]
major project for this region
[1:16:06]
on the agricultural side of the
[1:16:09]
port, we will see between now
[1:16:10]
and March significant movement
[1:16:11]
of
[1:16:14]
soybeans and other projects to
[1:16:14]
asia.
[1:16:17]
A huge crop in the midwest
[1:16:18]
which will be moving -- be
[1:16:19]
moving here biovail and we will
[1:16:23]
supplement that 650 person
[1:16:25]
number over the next six months
[1:16:29]
>>> I will be glad to answer
[1:16:29]
any questions.
[1:16:31]
>> Mr. Scott.
[1:16:36]
>> some of the second phase of
[1:16:39]
tip co-is much larger than the
[1:16:42]
first phase. Oh, my God
[1:16:43]
that's monumental and you go
[1:16:46]
know what to you see second, is
[1:16:47]
there a relationship?
[1:16:52]
>> what you see is probably 10%
[1:16:52]
final construction.
[1:16:58]
>> just imagine 90% more the
[1:16:59]
mayor and I were there about a
[1:17:02]
year and a half ago and toward
[1:17:03]
their plant and she knows the
[1:17:04]
size of the plant. It's
[1:17:05]
incredible.
[1:17:11]
I should have
[1:17:12]
mentioned tcpo that will have a
[1:17:12]
10-inch and economic council on
[1:17:15]
thursday. They want to sign an
[1:17:18]
mou with the region and the
[1:17:19]
mayor was there a year and a
[1:17:22]
half ago and roland mauer and i
[1:17:27]
were there would would -- and
[1:17:28]
those I know in August and we
[1:17:30]
met with the group again and
[1:17:31]
this is commission for the
[1:17:33]
whole region and it's a very
[1:17:36]
large very large economic
[1:17:37]
development,
[1:17:39]
they are bringing people this
[1:17:43]
week to look at the second tier
[1:17:44]
of tcpo.
[1:17:45]
What other industries can we
[1:17:47]
attract in the region --
[1:17:49]
region not just related to
[1:17:52]
tcpo, but want to get a
[1:17:53]
foothold in the united states
[1:17:55]
and north america. We will be
[1:17:56]
having some meetings later this
[1:17:58]
week and hopeful that the next
[1:18:01]
step which we look far beyond
[1:18:06]
tcpo will happen very soon.
[1:18:09]
>>> I was laughing the other
[1:18:09]
day I felt the number was 31
[1:18:14]
billion in development and
[1:18:14]
Chairman Holly said it was 32
[1:18:15]
billion the only thing I can
[1:18:17]
think of was 30, 31 billion got
[1:18:19]
together and had a baby and the
[1:18:28]
joey the numbers growing,
[1:18:28]
growing a billion here or a
[1:18:29]
billion there and I don't know
[1:18:30]
any other community in the
[1:18:33]
country that's talking about
[1:18:34]
32 billion, places like san
[1:18:38]
francisco or los angeles can
[1:18:39]
say -- say stuff like 32
[1:18:41]
billion.
[1:18:42]
We get kind of wrapped up, we
[1:18:45]
get none because it went from 31
[1:18:48]
to 32 and we get wrapped up in
[1:18:50]
negative seeing things and
[1:18:51]
people outside of corpus
[1:18:59]
christi's, they are saying
[1:18:59]
what is happening down there
[1:19:00]
and certainly because of us,
[1:19:01]
no, because of the work you do
[1:19:02]
and edc.
[1:19:06]
I want to -- roland and I are
[1:19:10]
good close personal friends.
[1:19:11]
He is leaving san antonio
[1:19:16]
tomorrow to go on a trip.
[1:19:17]
>> I know he is already there.
[1:19:19]
>> ways to travel together and
[1:19:22]
paid my own way by the way.
[1:19:24]
He's a close personal friend.
[1:19:26]
This organization has not
[1:19:30]
missed a beat. You came on
[1:19:30]
board and shepherd in and you
[1:19:36]
have not missed a beat and
[1:19:36]
economic development
[1:19:37]
corporation.
[1:19:38]
That's a big thing for me
[1:19:41]
representing the city and I
[1:19:42]
feel good telling the
[1:19:45]
constituents that we have a
[1:19:46]
great organization and its not
[1:19:47]
-- it's not built on one person
[1:19:52]
, it's a team that works. Even
[1:19:53]
if one person is not there.
[1:19:54]
I want to say thank you for
[1:19:54]
your work
[1:19:55]
and you have done a great job.
[1:19:59]
>> we have an excellent team
[1:20:00]
and an excellent board of
[1:20:02]
directors.
[1:20:04]
They have started the search
[1:20:09]
that is underway right now. I
[1:20:10]
am hopeful the sooner the
[1:20:14]
better,
[1:20:14]
that by the end of the year we
[1:20:15]
can make a selection for a new
[1:20:16]
executive director and someone
[1:20:20]
will be on board within 30 to
[1:20:25]
45 days after that.
[1:20:26]
It's moving well. We expect to
[1:20:30]
see some candidates for review
[1:20:33]
by the selection committee of
[1:20:36]
the edc within the next 60 days
[1:20:39]
>> thank you, Mr. Loeb.
[1:20:42]
>> I was wondering there's a
[1:20:43]
lot of news right now that the
[1:20:49]
price of oil is falling.
[1:20:49]
What effect do you think that
[1:20:50]
hassle believes -- hassle and
[1:20:51]
leads we've gotten in a economy
[1:20:52]
in general?
[1:20:56]
>> so far we haven't -- I
[1:20:56]
talked to some of our new
[1:20:59]
customers, I haven't talked --
[1:21:02]
seen anybody say anything that
[1:21:06]
they are backing off from
[1:21:06]
anything.
[1:21:07]
I assume if there's a further
[1:21:08]
significant drop in the
[1:21:10]
eyes of oil when did you -- you
[1:21:13]
got down below 60 that you will
[1:21:13]
start start to see some
[1:21:17]
slowdown in some of the
[1:21:18]
activity and probably some
[1:21:18]
impact on some of the natural
[1:21:21]
gas projects. Right now
[1:21:23]
everybody is proceeding as
[1:21:26]
planned and don't foresee any
[1:21:26]
changes.
[1:21:29]
>> you always wonder how that
[1:21:30]
affects the margins.
[1:21:34]
>> Mr. Leroux well done.
[1:21:36]
>> good to see you all.
[1:21:41]
>> texas dot.
[1:21:47]
>> valerie gray, interim
[1:21:48]
executive director of public
[1:21:50]
works.
[1:21:54]
A presentation on the update on
[1:21:55]
texas dot yearly projects and
[1:21:56]
here to present is
[1:21:59]
the district and engineer of the
[1:22:00]
district, Mr. Mr. Lonnie [
[1:22:01]
Audio not understandable].
[1:22:05]
>> welcome.
[1:22:08]
>> congratulations on the
[1:22:08]
election.
[1:22:14]
>> district engineer for texas
[1:22:17]
dot, I will update you on the
[1:22:17]
project.
[1:22:22]
A lot going on. I heard this
[1:22:22]
morning there's a lot of growth
[1:22:23]
and with growth comes
[1:22:25]
an opportunity for construction
[1:22:28]
projects and we have a really
[1:22:31]
dynamic large construction
[1:22:33]
program currently and I see we
[1:22:36]
should move north with good
[1:22:40]
fortune coming up sometime
[1:22:41]
after the first of the year we
[1:22:45]
hope to get the project underway
[1:22:51]
. You have seen a lot of work
[1:22:52]
going on in of $700 million in
[1:22:52]
investment going on right now
[1:22:54]
in the area.
[1:22:55]
A list of those projects there
[1:22:59]
and whole lot of -- one of the
[1:22:59]
things we saw coming in a lot
[1:23:00]
of the freeway system and road
[1:23:03]
system with the pavement
[1:23:03]
condition really below what we
[1:23:10]
would want in a freeway system.
[1:23:10]
We have gone in and invested
[1:23:11]
about 18.7 million in the last
[1:23:16]
year that's 358 I have a list
[1:23:20]
of those and you see work in 386
[1:23:21]
in the project on park road 22,
[1:23:23]
frontage road near the mall
[1:23:24]
area.
[1:23:29]
That was an an area were we had
[1:23:30]
to pull some funds together we
[1:23:31]
used -- use the general
[1:23:32]
district funds to take care of
[1:23:37]
some of that as well as some
[1:23:37]
eto funds and we have that
[1:23:39]
going on in the great separation
[1:23:41]
at tellico and
[1:23:44]
we have some travel lanes and
[1:23:46]
upgrading freeways, we have to
[1:23:49]
design build projects they are
[1:23:52]
not in nueces county that they
[1:23:54]
are close by.
[1:23:55]
To get 69 on the number one
[1:23:58]
that's underway, get that
[1:24:00]
designation from corpus christi
[1:24:02]
into kingsville, that's one --
[1:24:03]
this one of the goals of the
[1:24:05]
committee and one of our says
[1:24:09]
well.
[1:24:10]
That's $79 million job if you
[1:24:11]
have been to bishop
[1:24:12]
we will -- you will see that
[1:24:15]
were progressing very well we
[1:24:16]
hired a group to design and
[1:24:18]
build and there's a short
[1:24:22]
maintenance periods tacked onto
[1:24:23]
the end of that in that project
[1:24:26]
as well as the harbour bridge
[1:24:26]
-- harbor bridge, is in
[1:24:29]
procurement
[1:24:30]
and we have $70 million of
[1:24:32]
other design projects that we
[1:24:36]
are working on in the largest
[1:24:39]
scoped project on that would be
[1:24:44]
the ramp reversal. 358 on the
[1:24:48]
southbound and eastbound down
[1:24:51]
north padre.
[1:24:52]
Some of the the surface project
[1:24:57]
are listed. You have seen them.
[1:25:00]
We have talked numerous town
[1:25:01]
time on park road 22 and those
[1:25:03]
projects they have a surface
[1:25:05]
that are 10 to
[1:25:08]
15-years-old and days are
[1:25:10]
starting to get rough.
[1:25:13]
We have sporadic failures.
[1:25:14]
We had to do emergency repair
[1:25:17]
work.
[1:25:18]
You have gotten into that
[1:25:19]
heavily and I will not go
[1:25:22]
through -- that is something
[1:25:26]
that will continue next year.
[1:25:27]
286 is one that we would do
[1:25:29]
maintenance funds and across
[1:25:31]
town going back toward
[1:25:35]
loretto street tie in about the
[1:25:40]
interchange however it's laid
[1:25:40]
out, we don't want to resurface
[1:25:43]
something and get it torn back
[1:25:45]
up with the harbor project.
[1:25:53]
That's high on our priority.
[1:25:56]
Great separation and tellico,
[1:25:58]
that's a project and po funded
[1:26:01]
with prop 12 contractor bae and
[1:26:04]
that is working well and $13
[1:26:08]
million job.
[1:26:09]
We hope to have that thing
[1:26:10]
completed late spring early
[1:26:13]
summer of next year.
[1:26:14]
It is driven by safety.
[1:26:18]
As well as the plan to get a
[1:26:22]
controlled facility eventually.
[1:26:24]
2444 staples street.
[1:26:27]
That project some time back, it
[1:26:31]
was a prop 12 project and we
[1:26:32]
had time restriction on the
[1:26:32]
funding and the city worked
[1:26:36]
with us and we had right-of-way
[1:26:37]
to purchase and we are getting
[1:26:37]
very close to having that
[1:26:42]
wrapped up and -- will be
[1:26:43]
building that and we are
[1:26:45]
targeting mid-November and
[1:26:48]
anticipate completion.
[1:26:50]
It's about 2.5 year project.
[1:26:54]
It's an urban project you are
[1:26:55]
building how far road at a --
[1:26:55]
half a road at a time and
[1:26:58]
maintaining traffic volume.
[1:27:02]
Running around 7500 and that
[1:27:03]
project is about $24.4 million
[1:27:10]
project on whoever wrote the
[1:27:10]
project is been underway for a
[1:27:13]
while we started in January 14
[1:27:16]
and the limits go from 2861
[1:27:16]
yorktown boulevard and building
[1:27:19]
a five lane urban section.
[1:27:22]
They're building that project
[1:27:24]
and we anticipate
[1:27:28]
construction next spring and
[1:27:29]
that's roughly $9.9 million
[1:27:35]
project.
[1:27:35]
The one in 361 -- one that is
[1:27:38]
important important --
[1:27:39]
that will make an urban section
[1:27:42]
and add pedestrian pass it goes
[1:27:45]
from avenue g-tube beach access
[1:27:49]
road one and he will be similar
[1:27:50]
to weber road project where we
[1:27:51]
have four lanes with a raised
[1:27:52]
median and curb and gutter
[1:27:56]
section and protected left
[1:28:00]
turns and -- we are starting
[1:28:02]
work in building the project
[1:28:03]
and they will be starting in
[1:28:07]
November.
[1:28:08]
It will take roughly two years
[1:28:09]
to build and it's a $13 million
[1:28:15]
project to get onto 86 project
[1:28:15]
it's our largest project
[1:28:18]
underway in the city, extending
[1:28:21]
the freeway out from saratoga
[1:28:24]
to weber. The contractor
[1:28:27]
contractor -- they began working
[1:28:28]
in March of this year and
[1:28:30]
completion date I wish it was
[1:28:38]
winter of 15, it is --
[1:28:39]
optimistically between you and
[1:28:41]
me I would love to be in the
[1:28:43]
end, but we are looking at
[1:28:47]
2017, a three-year project.
[1:28:52]
That's optimism, it will be the
[1:28:53]
full complement freeway and
[1:28:56]
have overpasses at -- landfill
[1:29:04]
as well as weber road.
[1:29:05]
I 69, I highlight the two
[1:29:07]
projects, it's part of our goal
[1:29:08]
to get the interstate
[1:29:11]
designation down to kingsville
[1:29:12]
and ultimately further south
[1:29:18]
into the valley and they are
[1:29:18]
building a portion from state
[1:29:19]
highway 40 -- state highway
[1:29:20]
442892 in -- and the project
[1:29:23]
has been going on since
[1:29:27]
13 and we should be completed
[1:29:31]
close to next year and it's
[1:29:31]
11.3 million another project
[1:29:35]
adjacent of that moving south
[1:29:39]
from f and 892 in robstown
[1:29:40]
2886, austin bridge and their
[1:29:41]
limited
[1:29:55]
>>> whenever you're ready,
[1:29:55]
rick.
[1:30:08]
>> sorry, Mr. -- can you
[1:30:09]
confirm only because I don't
[1:30:09]
see a live screen, is it
[1:30:10]
because I see the presentation
[1:30:11]
does it mean we are ready to go?
[1:30:11]
On the screen?
[1:30:12]
Thank you.
[1:30:17]
>> there we are.
[1:30:18]
Let's go and move forward,
[1:30:18]
thank you, Ms. Womack.
[1:30:25]
>> I have as I was mentioning
[1:30:27]
there's a lot of emphasis going
[1:30:31]
on on I 69, we will be left
[1:30:37]
with the cap that driscoll on
[1:30:37]
we will complete the connection
[1:30:40]
between robstown arai 37 and
[1:30:41]
kingsville.
[1:30:46]
That project is in the process
[1:30:47]
of getting into the right of
[1:30:49]
acquisition they have coming to
[1:30:50]
agreement with the county to --
[1:30:51]
county to contribute funds on
[1:30:53]
that to pay the 10%.
[1:30:56]
We have the maps and we will be
[1:30:59]
going to purchasing the
[1:31:03]
property in the near future.
[1:31:10]
This is a shot of the project I
[1:31:11]
mentioned earlier the design
[1:31:11]
build project showing you
[1:31:12]
kingsville looking north on a
[1:31:13]
-- and the project is well
[1:31:14]
underway at this point and it's
[1:31:18]
a design build between austin
[1:31:22]
bridge and road and a limited.
[1:31:23]
Pardon me?
[1:31:27]
The harbor bridge,
[1:31:28]
we have worked it, there's been
[1:31:30]
a tremendous working
[1:31:35]
relationship with the city staff
[1:31:36]
the port of corpus christi has
[1:31:39]
really been a great partner and
[1:31:42]
as well as our city and county
[1:31:44]
noesis &-ampersand-and sign
[1:31:49]
patrizio and we are in the
[1:31:51]
environmental process and
[1:31:55]
there's work to be done and
[1:31:56]
targeting try to get a record
[1:31:59]
of decision and we could move
[1:32:02]
forward in January of 15 in the
[1:32:08]
final request for proposal
[1:32:08]
posted October 2nd.
[1:32:09]
We have seven proposals come in
[1:32:15]
on the project and we go
[1:32:16]
through a ranking system and
[1:32:17]
four of them move forward and
[1:32:17]
we are working with four teams
[1:32:18]
of developers
[1:32:21]
and it's a design build.
[1:32:22]
Basically you have aspects of
[1:32:24]
the project delivery in one
[1:32:26]
contract. They will design it,
[1:32:30]
build it, they have inspection
[1:32:32]
and we have inspection as well
[1:32:33]
and then they will maintain the
[1:32:38]
project. It's a signature type
[1:32:40]
bridge, very large structure
[1:32:46]
and it will be a cable stay
[1:32:46]
because of the link of the span
[1:32:50]
over the channel to cover cover
[1:32:53]
-- to have nothing obstructing
[1:32:54]
navigation in the harbor and
[1:32:57]
ship channel.
[1:32:57]
We will have a 25 year
[1:32:58]
maintenance.
[1:33:01]
On this project and that's
[1:33:02]
where we went out in the
[1:33:05]
proposal and they will maintain
[1:33:07]
the facility to a level of
[1:33:13]
satisfaction. To build a high-
[1:33:14]
quality product because you
[1:33:16]
have a long-term maintenance
[1:33:17]
which will be cumbersome on the
[1:33:21]
project of this nature.
[1:33:22]
Our target condition award is
[1:33:22]
in the March March 2015
[1:33:25]
commission meeting. It will
[1:33:28]
take about six months maybe less
[1:33:35]
for the notice to proceed. It
[1:33:36]
will be estimated to begin
[1:33:37]
toward the latter part of next
[1:33:37]
year a project that will take
[1:33:41]
four years to construct and it
[1:33:41]
will time to take the old
[1:33:42]
structure and approaches to it
[1:33:49]
and our schedule is using the
[1:33:54]
new structure in 2020.
[1:33:58]
Another project -- that's high-
[1:34:01]
profile for the npl and the
[1:34:02]
community is to do the rep
[1:34:04]
reversal and we have the
[1:34:08]
project funded for letting the
[1:34:09]
January 2016 a year from this
[1:34:11]
January and it will reverse the
[1:34:16]
ramps on -- weber, everhart,
[1:34:17]
staples and we will get as far
[1:34:19]
as we can we are in development
[1:34:22]
and we don't have final estimate
[1:34:23]
we will take the critical one
[1:34:26]
first.
[1:34:30]
We are taking care of those
[1:34:31]
during the holiday season where
[1:34:32]
we have severe index and the
[1:34:35]
main system
[1:34:36]
that's a project and high-
[1:34:36]
priority from a safety
[1:34:40]
standpoint and traffic flow of
[1:34:43]
the loan 358.
[1:34:44]
His 30 -- this $38 million
[1:34:46]
primarily our largest and feel
[1:34:54]
project at this time. I think
[1:34:55]
that's all I have.
[1:34:55]
I will open up for -- the
[1:34:56]
question of dialogue.
[1:35:00]
>> Mr. Scott?
[1:35:03]
What me through this outside
[1:35:04]
again.
[1:35:08]
On the south side we have
[1:35:09]
extension across town is that
[1:35:10]
okay?
[1:35:11]
That will be done at the end of
[1:35:13]
this year?
[1:35:17]
Year 2015 [Laughter] I was
[1:35:19]
optimistic area okay.
[1:35:23]
That is a 44 million.
[1:35:24]
>> $45 million.
[1:35:29]
>> that will be done by end of
[1:35:29]
17?.
[1:35:31]
>> yes, sir 17.
[1:35:34]
>> south staples expansion five
[1:35:39]
lanes, how much and how long?
[1:35:46]
$24 million, 24 million 20.4 we
[1:35:47]
have some right away sin
[1:35:48]
utilities we had to get cleared
[1:35:50]
it was tied to the proposition
[1:35:54]
12 funding and there will be a
[1:35:55]
time to get the right-of-way
[1:36:00]
and utility adjusted and the
[1:36:01]
city has been working with us
[1:36:01]
to get the adjustment completed
[1:36:02]
and we anticipate the completion
[1:36:05]
in summer of 17.
[1:36:06]
It's about a 30 months project.
[1:36:08]
>> it's going to be finished by
[1:36:11]
the same time question.
[1:36:12]
>> it will be close.
[1:36:17]
>> the challenges you are
[1:36:18]
building a 10 little pieces
[1:36:19]
because you have to maintain
[1:36:21]
traffic itself big fruit print
[1:36:24]
to work with it's a lot less
[1:36:28]
work, but it's tougher work to
[1:36:29]
get reduction.
[1:36:29]
>> it's five lane, four lanes
[1:36:32]
with continuous?
[1:36:33]
>> yes, sir, after you get past
[1:36:34]
the curve
[1:36:35]
their shoulders on it as well.
[1:36:36]
>> okay.
[1:36:39]
No center needed right now?
[1:36:40]
>> no not in that area.
[1:36:45]
>> the weather extension is how
[1:36:46]
much and how long.
[1:36:53]
>> it's $9.9 million project.
[1:36:56]
We will be done sometime next
[1:36:56]
year.
[1:37:00]
>> spring time of 15.
[1:37:03]
>> the fortune.
[1:37:07]
>> that the city's doing under
[1:37:09]
reconstruction project to tie
[1:37:13]
in the site south side grade
[1:37:15]
yorktown, staples, everhart
[1:37:21]
airline and no -- on the bond
[1:37:22]
election, I think if we are
[1:37:24]
successful we will complete the
[1:37:25]
newly constructed bridge on the
[1:37:29]
south side and you are giving
[1:37:30]
your improvements and -- doing
[1:37:31]
your improvements and we can
[1:37:32]
wake up at the end of 2017 and
[1:37:34]
go okay you can get from a to b
[1:37:42]
in five different ways and not
[1:37:43]
have to reconstruct the rack
[1:37:44]
and stealing the rough roads.
[1:37:45]
I want to thank you for that.
[1:37:48]
>> one -- wendy we looked at
[1:37:50]
and martin can come for an
[1:37:51]
answer
[1:37:54]
specific questions, one of the
[1:37:55]
challenges, how do we handle
[1:37:59]
traffic, you want to be route
[1:38:02]
weather and then you hit
[1:38:03]
another construction project in
[1:38:05]
the interchange their, whether
[1:38:05]
and to 80 -- weber and 286 cost
[1:38:06]
him
[1:38:10]
if got milestones to incentivize
[1:38:12]
expedite construction, we added
[1:38:17]
some lanes left turn lanes.
[1:38:20]
Our contractors that we have
[1:38:21]
the will be looking for ways to
[1:38:24]
extend I traffic you we are
[1:38:27]
trying to build it.
[1:38:30]
We have a lot of construction
[1:38:35]
175 -- been a long time since
[1:38:35]
we had a volume like that of
[1:38:38]
work and we have looked at how
[1:38:41]
we can incentivize. This
[1:38:44]
incentivize and adding some
[1:38:47]
design features.
[1:38:50]
Your union evening commutes and
[1:38:53]
morning commutes have you get
[1:38:54]
them through their -- their him
[1:38:55]
build a left turn lanes first
[1:38:56]
and get them place for storage
[1:38:57]
and traffic wanted to get
[1:39:03]
through I bet you he will make
[1:39:04]
adjustments as being in, the
[1:39:05]
traffic.
[1:39:10]
>> if that's completed -- if we
[1:39:18]
have rep reversal, you might
[1:39:20]
have people go back down lever,
[1:39:24]
staples, to get in the sb id,
[1:39:28]
to get on sb id it easier.
[1:39:30]
>> they -- it will be very
[1:39:32]
similar to what we have in
[1:39:33]
front of the mall going
[1:39:33]
westbound.
[1:39:35]
>> I think those work very
[1:39:35]
well.
[1:39:37]
>> for safety and efficient.
[1:39:43]
>> the lighting of the bridge,
[1:39:44]
it's iconic fascinating to hear
[1:39:47]
people talk about that is that
[1:39:48]
included in the new bridge?
[1:39:49]
>>
[1:39:50]
we will be some lighting
[1:39:52]
features, how they come up with
[1:39:56]
it is -- bishop harmon's and
[1:39:58]
expectations on the harbor
[1:40:01]
bridge.
[1:40:05]
I thought it was well done, I
[1:40:07]
know we have talked
[1:40:11]
scott and mcintyre.
[1:40:14]
>> those teams they are trying
[1:40:20]
to compete to provide the best
[1:40:22]
project project.
[1:40:22]
Not just the cheapest cost it's
[1:40:25]
the best value in this you
[1:40:26]
score these things out be
[1:40:30]
furnished them -- to prioritize
[1:40:32]
these and we work with several
[1:40:34]
members. These are really
[1:40:36]
important and we furnished that
[1:40:38]
is referenced document to the
[1:40:40]
development teams to consider.
[1:40:44]
>> when the lighting came out I
[1:40:46]
was a take it or the leavitt
[1:40:49]
kind of guy and people talk
[1:40:52]
about it and they talk about it
[1:40:53]
in context of other iconic
[1:40:56]
structures all over the world,
[1:41:03]
my last thought was lights on
[1:41:10]
for safety.
[1:41:11]
You know there are parts of the
[1:41:12]
state in country that have the
[1:41:12]
concept were you come over and
[1:41:14]
sit in certain area and it
[1:41:16]
doesn't have adequate or good
[1:41:19]
traffic flow as you might want
[1:41:22]
and they have the signs that say
[1:41:23]
welcome to the island lights on
[1:41:25]
for safety and
[1:41:29]
it said welcome to port -- just
[1:41:33]
the thought of until we get 361
[1:41:38]
and we all wanted, it might
[1:41:39]
increase safety if everybody
[1:41:43]
turns there headlights on.
[1:41:44]
That might be a conversation
[1:41:44]
for you
[1:41:52]
in the city. That's the way we
[1:41:52]
can provide additional safety
[1:41:55]
to a lot of people who come here
[1:41:57]
and if they have their
[1:42:00]
headlights on it might reduce
[1:42:00]
some traffic.
[1:42:02]
>> I appreciate that the
[1:42:02]
condition.
[1:42:07]
>> tonight -- can I interrupt
[1:42:07]
for a minute, because there's
[1:42:09]
no turning leaner middling the
[1:42:12]
shoulders practically nil and
[1:42:15]
passing is difficult and they
[1:42:17]
have two-lane going both ways
[1:42:18]
and considering the compounding
[1:42:21]
traffic and increase -- the
[1:42:22]
increase in tourism and frankly
[1:42:26]
in rooftops sure would like to
[1:42:27]
see lights on for safety.
[1:42:30]
>> I went out there to the
[1:42:30]
taste -- .
[1:42:31]
To the taste of the island and
[1:42:37]
at the port royale and that is
[1:42:40]
high-risk area.
[1:42:41]
Actually think that something
[1:42:44]
we could
[1:42:45]
get something achievable in the
[1:42:49]
partnership with signs, lights
[1:42:51]
on for safety at a minimum that
[1:42:52]
would be great.
[1:42:57]
>> we do have planned projects
[1:42:58]
that's not funded at this time
[1:42:59]
but in conjunction that we
[1:43:00]
appreciate that.
[1:43:02]
>> I think you are doing
[1:43:06]
everything you can to improve
[1:43:08]
day.
[1:43:14]
They could try this concept, I
[1:43:14]
love riding a bicycle so I am
[1:43:16]
now all into lights if you're
[1:43:20]
going to hit me I want to
[1:43:20]
eliminate the excuse that you
[1:43:23]
did not see me.
[1:43:25]
if you turn the lights on it
[1:43:26]
provides an extra level of
[1:43:27]
safety.
[1:43:33]
>> during the day. Obviously
[1:43:36]
it's during the night for legal
[1:43:41]
requirements.
[1:43:41]
I want to be clear, that would
[1:43:42]
be great if we can do that
[1:43:44]
during the day.
[1:43:47]
And a good project May be with
[1:43:48]
point
[1:43:51]
-- you're doing a great job
[1:43:52]
thank you for all you're doing.
[1:43:56]
>> thank you, Mr. Scott, Ms.
[1:43:56]
Ms. Mcintyre.
[1:43:59]
>> mike, I am glad you think
[1:44:03]
they only hit you if they don't
[1:44:06]
see you as opposed to they see
[1:44:06]
you.
[1:44:08]
>> the lights on -- on for
[1:44:13]
safety at 11 not on that, I
[1:44:13]
knows 361 we are working on
[1:44:14]
improvements in the cap goes
[1:44:16]
down and we are looking at for
[1:44:18]
the rest and that would be huge
[1:44:19]
and they have that comment
[1:44:22]
coming from the residents
[1:44:25]
recently.
[1:44:25]
Thank you for addressing the
[1:44:28]
harbor bridge, on the design
[1:44:30]
build on the proposal that can
[1:44:34]
-- they can come up with ideas
[1:44:35]
on what they do differently on
[1:44:35]
the original drawing drawing.
[1:44:37]
>> they have to approve it is a
[1:44:43]
better value and there is when
[1:44:44]
you do a project there's a
[1:44:47]
footprint and you have the
[1:44:48]
movement that you want.
[1:44:55]
How they deliver those it's 50%.
[1:44:55]
You want to allow innovation
[1:44:56]
and creativity through the
[1:45:00]
process.
[1:45:01]
To me as you witness what goes
[1:45:01]
on in one of these from where
[1:45:04]
we are at where we have been
[1:45:05]
connected to a couple of them
[1:45:06]
it's good to have that many
[1:45:07]
smart folks working on it
[1:45:10]
coming up with it, they have
[1:45:13]
latitude.
[1:45:18]
There's also the ascetic piece
[1:45:20]
of it and access issue and how
[1:45:23]
we address those, we struggle
[1:45:25]
on how we get them to
[1:45:26]
understand where we want to go
[1:45:28]
with this
[1:45:29]
and we did that through that
[1:45:32]
study.
[1:45:32]
I read that thing and -- in for
[1:45:35]
the amount of time very
[1:45:39]
thoughtful and gives a vision
[1:45:40]
to people -- the people that
[1:45:43]
are visionary and we are
[1:45:44]
looking out -- level of service
[1:45:48]
travel time
[1:45:48]
those types of things how can
[1:45:49]
you expedite the movement of
[1:45:54]
traffic in and out it will be
[1:45:56]
an opportunity for high-growth
[1:46:00]
in tourism, but also for people
[1:46:01]
who make the morning and
[1:46:01]
evening commute.
[1:46:05]
>> thank you.
[1:46:07]
Fourth of July and labor day
[1:46:10]
were great.
[1:46:10]
The traffic did not backup.
[1:46:14]
We had snacks during
[1:46:14]
construction and I appreciate
[1:46:18]
all the work you put into it to
[1:46:19]
make sure we don't have those
[1:46:19]
in the future and the extension
[1:46:21]
of the turn lanes are really
[1:46:25]
enhance the area and made it
[1:46:26]
phenomenal and the fourth of
[1:46:27]
July and labor day there's no
[1:46:29]
backup that we have previously
[1:46:37]
and we appreciate the effort.
[1:46:39]
The also parkway when we met
[1:46:42]
talk before with the -- the
[1:46:45]
signal being put in in.
[1:46:48]
>> they did not get the
[1:46:48]
language.
[1:46:52]
>> the contract has been
[1:46:52]
notified.
[1:46:55]
>> can we get a schedule?
[1:46:56]
We will get you scheduled.
[1:46:58]
>> once they break ground.
[1:46:59]
On when that will occur.
[1:47:05]
>> great.
[1:47:06]
that's all I have.
[1:47:07]
>> rate thank you.
[1:47:20]
>> thank you, Mr. Love.
[1:47:25]
>> I want to say that access on
[1:47:27]
the harbor bridge is incredibly
[1:47:28]
important.
[1:47:30]
I said that before.
[1:47:33]
The other thing is I think ramp
[1:47:37]
reversal is probably going to
[1:47:38]
be the most impactful on the
[1:47:42]
projects on traffic.
[1:47:43]
I drive both sides of the
[1:47:46]
highway and the difference in
[1:47:49]
safety and traffic flow and
[1:47:50]
ease of use is completely
[1:47:55]
different on the mall side of it
[1:47:56]
in the mall gets more -- and
[1:47:57]
the markets more traffic on the
[1:48:00]
other side.
[1:48:00]
I think that will have an
[1:48:04]
impact on that entire area
[1:48:10]
three or 4 miles away will
[1:48:10]
impact traffic when we get the
[1:48:11]
ramp reversal and it will
[1:48:14]
impact it for the better
[1:48:15]
and I hope that when they get
[1:48:16]
that done we can work on
[1:48:17]
synchronizing the lights
[1:48:18]
because I know a lot of the
[1:48:20]
issues on the lights is to make
[1:48:22]
sure traffic doesn't backup on
[1:48:25]
to the highway once we do ramp
[1:48:25]
reversal
[1:48:30]
we should be able to solve one
[1:48:30]
of those issues.
[1:48:35]
Maybe -- maybe not on staples,
[1:48:35]
but the mall plaza like but on
[1:48:38]
the other streets and he will
[1:48:38]
make a big difference and I
[1:48:41]
want to thank you guys
[1:48:41]
promoting it as quickly as you
[1:48:42]
can on that.
[1:48:44]
>> thank you.
[1:48:45]
>> Mr. Garza.
[1:48:50]
>> along the same line as
[1:48:50]
david, I was in the planning
[1:48:51]
commission when we started
[1:48:53]
talking about the reversal and
[1:48:56]
I was confused
[1:48:57]
did not know how it would work
[1:48:58]
on the ninth pleasantly
[1:49:01]
surprised and impressed with
[1:49:07]
impact on the north side of 361.
[1:49:09]
List -- Mr. Land been acquired
[1:49:10]
for the right-of-way.
[1:49:14]
>> we are in the process of
[1:49:15]
purchasing land I don't know
[1:49:15]
what percentage.
[1:49:20]
I had -- we have acquired
[1:49:20]
several parcels already part of
[1:49:21]
the timeline to get the project
[1:49:25]
if the clock the funding
[1:49:25]
becomes available and we are in
[1:49:26]
the process.
[1:49:27]
Thank you for that question.
[1:49:29]
>> I appreciate all the project
[1:49:45]
you to 86 and the projects --
[1:49:45]
besides the harbor bridge the
[1:49:46]
largest impact will be the
[1:49:46]
reversal project.
[1:49:49]
>> on the south side.
[1:49:52]
Things for all your hard work.
[1:49:55]
>> thank you Mr. Garza, Mr.
[1:49:55]
Magill.
[1:50:03]
>> thank you for the sheer
[1:50:03]
magnitude of the world that you
[1:50:04]
are completing moving forward
[1:50:06]
is great. It's a great time in
[1:50:09]
corpus christi and your timing
[1:50:11]
is impeccable to have gotten
[1:50:12]
the funding to make it happen
[1:50:16]
today.
[1:50:16]
When creek citizen request a
[1:50:18]
piece of rebar on the west is
[1:50:21]
bay boulevard under the
[1:50:24]
overpass that sticking out and
[1:50:25]
people who work in the -- there
[1:50:31]
each day
[1:50:31]
that's a quick citizenry quiz,
[1:50:32]
I know that I could've e-mailed
[1:50:33]
that to you, but you're here
[1:50:35]
today we are talking about ramp
[1:50:39]
reversal. I know it takes time
[1:50:40]
to get things on a project list
[1:50:40]
to -- the project was to get
[1:50:44]
them funded, but is there --
[1:50:48]
their any idea of thought in
[1:50:49]
terms of ramp reversal between
[1:50:52]
baldwin in 19? Baldwin
[1:50:54]
important?
[1:50:56]
port and horn?
[1:50:57]
Onto 86?
[1:51:00]
I know there's not a as much
[1:51:02]
traffic, but it's very similar,
[1:51:04]
some of that will it taken care
[1:51:07]
of, the exit on leopard, when
[1:51:09]
you start talking about the
[1:51:13]
quick -- it's a similar -- this
[1:51:13]
a similar problem, but with
[1:51:17]
less traffic, it is two, four,
[1:51:18]
six years out?
[1:51:21]
Where are when are we going to
[1:51:23]
look at the ramp reverses?
[1:51:24]
I might be wrong on the
[1:51:27]
location.
[1:51:28]
The limit on the new project
[1:51:33]
for the interchange the port
[1:51:33]
adjacent east of the new
[1:51:34]
interchange those ramps will be
[1:51:36]
brought up to standard in the
[1:51:40]
footprint and the rams met an
[1:51:43]
old standard, you don't have a
[1:51:46]
lot of distance will be call the
[1:51:48]
bridge distance, and the
[1:51:53]
footprint from nueces boulevard
[1:51:56]
into the inner-city that will
[1:51:57]
be addressed as part of the
[1:51:59]
design project for the harbor
[1:52:00]
bridge.
[1:52:03]
We are building a bridge, but
[1:52:08]
there's a huge interchange that
[1:52:12]
changes a lot of things just
[1:52:13]
the sheer magnitude of -- of it
[1:52:14]
and building to a higher design
[1:52:18]
state and safety standard about
[1:52:19]
half of the project up in the
[1:52:23]
air and the other half with the
[1:52:24]
two connection the beach and,
[1:52:27]
that portion is a thing covered
[1:52:28]
in the future design along that
[1:52:31]
37.
[1:52:38]
>> I am talking about -- on
[1:52:38]
cost down.
[1:52:42]
>> the south the laredo, however
[1:52:45]
to schlow impact.
[1:52:46]
>> we will need to look at
[1:52:46]
those.
[1:52:52]
>> I see that as a growth area
[1:52:53]
in terms of infield and
[1:52:56]
development and I realize two
[1:52:58]
oh 46 years that you have to
[1:53:00]
start the project send we are
[1:53:02]
seeing when hundreds of and
[1:53:03]
plus million dollars projects
[1:53:07]
because we have the -- 10 years
[1:53:09]
ago to make it happen.
[1:53:12]
Unless question
[1:53:13]
is, you mentioned prop 12 a
[1:53:15]
couple times, what is the next
[1:53:19]
round of funding for give me an
[1:53:24]
idea of how that comes forward.
[1:53:25]
Onto 86 extensions --
[1:53:28]
extensions have the weber to
[1:53:29]
connect the staples 2444 that
[1:53:34]
would be the next round, what
[1:53:34]
are some elements the community
[1:53:35]
can look forward to?
[1:53:36]
>> the next opportunity for
[1:53:42]
funding is in November.
[1:53:44]
The proposition which utilizes
[1:53:45]
the portion of the rainy days
[1:53:51]
and two above the certain cap
[1:53:52]
to go into the highway fund to
[1:53:53]
build projects
[1:53:54]
and road improvements.
[1:53:58]
The funding pretty well spent
[1:54:01]
-- we have been ability find,
[1:54:04]
and prop 12 which been has been
[1:54:06]
voted on and to bryan mims
[1:54:09]
projects which we are fortunate
[1:54:12]
to capitalize on the dash be
[1:54:16]
funded by those dollars.
[1:54:17]
Depending on the will of the
[1:54:23]
public, the projects in the
[1:54:24]
planning that we have done is
[1:54:25]
financially constrained to the
[1:54:26]
infield these are types of
[1:54:27]
projects we need to hear so we
[1:54:29]
can have advisory committee
[1:54:38]
analyze and prioritize those.
[1:54:39]
I strongly support the ramp
[1:54:39]
reversal.
[1:54:40]
That came on a number of years
[1:54:41]
ago was the need to look for
[1:54:43]
the dollar.
[1:54:46]
That's a process that comes
[1:54:46]
into input
[1:54:47]
that you're given the right
[1:54:47]
now.
[1:54:50]
>> thank you for your work and
[1:54:52]
i was encouraged to see that
[1:54:57]
improvements out of -- that
[1:54:58]
means that could be continued
[1:55:01]
somewhat that some portion.
[1:55:05]
>> at least a couple members on
[1:55:07]
this, we have long-range that
[1:55:09]
we would have a full load
[1:55:12]
expanded to four legs and
[1:55:16]
although sends a high price tag
[1:55:16]
. It's a fix community --
[1:55:18]
fixed community on both and said
[1:55:21]
how you keep traffic moving and
[1:55:22]
address the safety concern
[1:55:23]
there's an immediacy on that we
[1:55:26]
had had a fatality said a
[1:55:28]
couple folks who killed
[1:55:33]
pedestrian traffic
[1:55:33]
recently.
[1:55:34]
It's very concerning to us, if
[1:55:34]
you have driven in the rural
[1:55:42]
section, -- when we are put the
[1:55:45]
alternating passingly we have
[1:55:46]
seen a huge reduction in hit on
[1:55:53]
fatality's you could people out,
[1:55:53]
you get behind a slow-moving
[1:55:54]
vehicle enjoying the sights and
[1:55:55]
people who need -- of people
[1:55:55]
who need to go to work or do
[1:55:57]
business will take chances and
[1:56:00]
ask so we build it -- to those
[1:56:03]
in and rebuild a lot of --
[1:56:08]
if you take -- we have done
[1:56:09]
several and we have seen dress
[1:56:11]
reduction in fatality's and
[1:56:13]
that will be a short-term short
[1:56:16]
to mid term fix you can double
[1:56:19]
the traffic and we are seeing
[1:56:19]
the traffic volumes on some
[1:56:21]
roads
[1:56:24]
approaching double what we have
[1:56:27]
today.
[1:56:29]
Basically take weekend and that
[1:56:33]
traffic could be handled the
[1:56:33]
price tag is $2.5 million
[1:56:35]
construction cost
[1:56:37]
we could do an existing right-
[1:56:39]
of-way get passing both
[1:56:42]
directions 12 miles and it will
[1:56:45]
keep traffic flowing and our
[1:56:47]
intention is if you see
[1:56:48]
assigned to miles ahead I have
[1:56:51]
a chance to pass the majority
[1:56:56]
population is going to -- it is
[1:56:59]
shown to be very effective.
[1:56:59]
Longer term and will -- it will
[1:57:02]
be much more extensive.
[1:57:07]
>> my final, is the mauling on
[1:57:08]
cost town has improved I know
[1:57:13]
you have it budget three times
[1:57:14]
here, but it has improved and
[1:57:14]
it allows people entering and
[1:57:18]
exiting across town and baldwin
[1:57:19]
, they can see cars coming off
[1:57:19]
the road.
[1:57:20]
I appreciate that very much I
[1:57:22]
have seen him difference in
[1:57:24]
thank you I recognize that.
[1:57:27]
>> I know it's been a real
[1:57:29]
issue and still an issue the
[1:57:30]
campaign
[1:57:32]
the city's doing it is
[1:57:36]
propagating.
[1:57:37]
It looks -- I can notice it.
[1:57:41]
It's not perfect, but that
[1:57:42]
campaign and trying to educate
[1:57:51]
vote -- it's working.
[1:57:51]
I was amazed on how cool it was
[1:57:52]
and I spent several months a
[1:57:53]
few years ago it's noticeably
[1:57:57]
different, campaign plus
[1:57:57]
enforcement.
[1:57:59]
>> thank you.
[1:58:01]
I safely pulled aside this trust
[1:58:05]
to the side of the road, we had
[1:58:06]
a conversation about what he
[1:58:10]
puts in the back of his truck.
[1:58:11]
This riojas.
[1:58:14]
>> you educated him.
[1:58:17]
>> thanks for the feedback.
[1:58:18]
All I want to say is thanks for
[1:58:20]
the update. I know it's part
[1:58:22]
of our agenda packets today,
[1:58:29]
but I hope we do update have it
[1:58:30]
uploaded on the website because
[1:58:30]
it's great information to share
[1:58:31]
with the community about the
[1:58:32]
investment
[1:58:33]
so that people understand
[1:58:36]
timelines because we have a bit
[1:58:37]
of work construction not just
[1:58:41]
on our site on the stateside.
[1:58:43]
To give people information.
[1:58:47]
This one more thing.
[1:58:48]
Thanks for
[1:58:49]
being a great partner and making
[1:58:51]
mobility have been.
[1:58:59]
>> I will ask that -- .
[1:59:03]
>> I would echo colleen and mark
[1:59:05]
in the mirror said about my --
[1:59:10]
light on for safety.
[1:59:18]
That marked take the credit you
[1:59:18]
I do think there's a lot of
[1:59:19]
value for lights on for safety
[1:59:20]
not just at night or during -- ,
[1:59:20]
but during the day specially on
[1:59:21]
some of those high-traffic
[1:59:22]
corridors.
[1:59:23]
>> thank you.
[1:59:28]
>> even though we did not have
[1:59:28]
a conversation it's good they
[1:59:29]
bring it to our attention.
[1:59:33]
All you have to do is go drive
[1:59:37]
that without the passing lane,
[1:59:38]
that is scary.
[1:59:43]
>> I think we are done.
[1:59:50]
Thank you very much.
[1:59:53]
Before we take a break and then
[1:59:55]
after a break we will go over
[1:59:58]
item number 22, can you give us
[1:59:59]
some clarity on the concern
[2:00:02]
that was brought up earlier on
[2:00:04]
the legality of the
[2:00:05]
vote on annexation number 11.
[2:00:10]
>> the agenda from last week.
[2:00:11]
>> the concern was that funding
[2:00:12]
resolution was not properly
[2:00:16]
noticed and double checked
[2:00:17]
because when I hear something
[2:00:19]
like that I worry.
[2:00:20]
I double checked with registrar
[2:00:27]
and it appears 11 was on
[2:00:27]
properly on the agenda and the
[2:00:28]
agenda report was precedent
[2:00:30]
resolution was present and it
[2:00:31]
was present on the agenda as
[2:00:35]
well.
[2:00:36]
It will not be be open meeting
[2:00:37]
violation.
[2:00:41]
>> sleep was an accurate,
[2:00:42]
everything on our vote for
[2:00:47]
annexation is in compliance of
[2:00:48]
the legal request statutory
[2:00:49]
compliance with annexation.
[2:00:51]
>> I feel comfortable that is
[2:00:52]
all defensible.
[2:00:54]
>> we will take a break and be
[2:00:54]
back back.
[2:02:09]
We can get someone else, Ms.
[2:02:11]
Mcintyre, call someone else
[2:02:13]
from the back if you need to
[2:02:14]
handle something.
[2:02:18]
>> can someone from, thank you.
[2:02:27]
>> you for -- you've got one,
[2:02:31]
two, three, four.
[2:02:31]
>> she needs to go.
[2:02:34]
>> okay.
[2:02:39]
We're going to move forward to
[2:02:40]
item number 22 our last item on
[2:02:41]
the agenda, street
[2:02:44]
or vindictive exceedance plan
[2:02:45]
your one update and street
[2:02:46]
maintenance preventative year
[2:02:50]
number two work plan.
[2:02:50]
>> good afternoon, valerie
[2:02:55]
gray, interim executive
[2:02:55]
director public works.
[2:02:56]
Today I want to present an
[2:02:57]
update on one of the
[2:02:59]
street preventative program and
[2:03:02]
review does two work plans
[2:03:04]
which should be up must be
[2:03:06]
approved prior to execution
[2:03:09]
that you I want to tell you
[2:03:12]
that on the seat you will see
[2:03:13]
that what we did was to make
[2:03:15]
you a larger mat
[2:03:22]
that has all the info on it. I
[2:03:23]
learned from experience and I
[2:03:23]
know last time you said can we
[2:03:25]
get a bigger map and we try to
[2:03:27]
put everything on it and we read
[2:03:30]
-- we printed the attachments
[2:03:34]
for you.
[2:03:36]
On the first slide,
[2:03:38]
you can see that the slide
[2:03:41]
shows the status of your one,
[2:03:45]
and also
[2:03:48]
-- the first slightest overlay,
[2:03:49]
on the slide you can see the
[2:03:50]
status of your one overlay,
[2:03:52]
there are five delivery orders
[2:03:55]
totaling 264,000 total square
[2:04:00]
yards 14.1 miles.
[2:04:01]
The contractor is making good
[2:04:05]
progress and is at 56% complete
[2:04:08]
as shown on the chart to the
[2:04:17]
right.
[2:04:18]
On this next screen, shows the
[2:04:20]
status of the year one
[2:04:22]
seal coats with five delivery
[2:04:25]
orders totaling approximately
[2:04:28]
431,000 square yards or 25.1
[2:04:30]
miles.
[2:04:35]
This contractor had a late start
[2:04:36]
with the seal program and has
[2:04:36]
had some challenges with
[2:04:38]
resources.
[2:04:41]
Staff has been working with them
[2:04:42]
and working with a contractor
[2:04:42]
who is provided us recently a
[2:04:45]
plan of action to complete all
[2:04:50]
of the five deals by the end of
[2:04:51]
the year weather permitting.
[2:04:51]
He laid out a plan to get the
[2:04:55]
work done and we will work with
[2:04:55]
them and they believe he will
[2:04:56]
hit the target.
[2:04:59]
The seal work is faster than
[2:05:00]
the overlay work and we believe
[2:05:01]
he will be finishing up
[2:05:02]
close to the end of the year.
[2:05:07]
>> on the next slide, this is
[2:05:10]
simply a map of your one
[2:05:10]
location.
[2:05:14]
This is on the web and we have
[2:05:16]
to show you there
[2:05:18]
year one.
[2:05:20]
To briefly go through some of
[2:05:22]
things we learn from year one
[2:05:25]
which we consider they
[2:05:26]
had a program and we are trying
[2:05:31]
to approve and we both continue
[2:05:32]
to have a multi-your program
[2:05:33]
and the first thing is the use
[2:05:37]
of google map aerial view maps
[2:05:38]
when we are developing the
[2:05:39]
deals and working the plans for
[2:05:40]
the contractor instead of cad
[2:05:41]
drawings.
[2:05:44]
This allows the engineer to
[2:05:45]
mark the work features the
[2:05:46]
contract will see in the field
[2:05:50]
and it gives better clarity to
[2:05:53]
what is done and where it will
[2:05:55]
be done out in the field.
[2:05:59]
We learned to keep list of
[2:06:00]
alternates ready to allow for
[2:06:01]
swapping locations in the the
[2:06:02]
event of utility work is
[2:06:06]
required and reasons that we
[2:06:06]
might have two different
[2:06:16]
locations.
[2:06:16]
The third thing, that street
[2:06:17]
location methodology is working
[2:06:17]
very well we found a few
[2:06:18]
streets that needed to be
[2:06:19]
different due to identification
[2:06:21]
of utility work that is needed.
[2:06:24]
Remember, we tried our best not
[2:06:28]
to get into utility and try to
[2:06:29]
find a way to do for the
[2:06:30]
streetwear more extensive
[2:06:31]
utility work is needed area and
[2:06:35]
we also learned as number four
[2:06:36]
says, we need more inspections
[2:06:41]
and upfront testing and that
[2:06:42]
means we need to determine the
[2:06:42]
condition of basin in areas
[2:06:44]
were we do overlays whether we
[2:06:47]
should do overlays or -- we
[2:06:50]
need to verify the base to do
[2:06:53]
enough work and to ensure the
[2:06:57]
work is done and be being done
[2:07:00]
-- being done with the work
[2:07:00]
through and the staff and
[2:07:01]
engineering got does the walk
[2:07:04]
the work through the and your
[2:07:06]
work working on that.
[2:07:08]
>> the resident notification
[2:07:11]
protocol is doing very good in
[2:07:12]
our opinion and is evidence --
[2:07:14]
as evidence we only had to
[2:07:16]
vehicles that were told --
[2:07:17]
trying to contact those
[2:07:19]
residents and that was the only
[2:07:23]
issue I've heard so far and we
[2:07:23]
have been out in quite a few
[2:07:25]
areas.
[2:07:30]
We were able to up the
[2:07:30]
the striping in the streets we
[2:07:31]
are maintaining and we are
[2:07:32]
getting it in accordance with
[2:07:35]
the transportation plan and
[2:07:36]
that's a plus with the program
[2:07:38]
as well.
[2:07:39]
Last but not least the utility
[2:07:40]
coordination is working well.
[2:07:46]
Working harder to get our
[2:07:47]
locations -- locations who are
[2:07:47]
utility department and allowing
[2:07:48]
them to review the location and
[2:07:53]
in advance.
[2:07:53]
This is healthy must for the
[2:07:55]
location that the for a lot of
[2:07:56]
infrastructure work
[2:07:57]
you for making the discovery in
[2:08:00]
the field.
[2:08:00]
The coordination is -- as well
[2:08:02]
doing really well we do to
[2:08:07]
streets, we have gotten in an
[2:08:08]
area were we had to bring in
[2:08:09]
and make a repair. We are
[2:08:11]
getting better at it and doing
[2:08:12]
a good job with the program.
[2:08:16]
>> on the next slides, what I
[2:08:18]
did is take pictures you can
[2:08:21]
see the end product. We are
[2:08:24]
pretty proud of what's going on.
[2:08:27]
There are two over the
[2:08:28]
arterials in the locations --
[2:08:28]
and the locations are on the
[2:08:29]
bottom.
[2:08:35]
The next slide is to overlaid
[2:08:38]
-- electors completed and the
[2:08:42]
third slide are to overlaid
[2:08:42]
local streets completed.
[2:08:47]
In year one. In the next slide
[2:08:49]
two sealed arterials that have
[2:08:55]
been completed. Two sealed
[2:08:58]
collectors completed under you
[2:08:59]
one.
[2:09:04]
And this is to shield --
[2:09:06]
residential street part of year
[2:09:07]
one and -- completed through
[2:09:15]
the program as we move on to
[2:09:18]
year two, but I want to do is
[2:09:19]
show you the slides and this
[2:09:23]
was presented to you last
[2:09:23]
November on the street
[2:09:24]
selection criteria that was
[2:09:28]
approved to select the street
[2:09:29]
to location we put in the work
[2:09:33]
plan and you will know that it
[2:09:33]
is primarily based on the
[2:09:35]
pavement condition index or pci
[2:09:38]
and it's distributed by the
[2:09:42]
other factors listed here as we
[2:09:42]
work to develop the work plan.
[2:09:51]
>> this chart shows the target
[2:09:51]
and the comparison to the work
[2:09:53]
plan distribution for year two.
[2:09:57]
The pie chart on the top list
[2:09:58]
shows the street maintenance
[2:09:59]
need I district and the bottom
[2:10:01]
list shows the street
[2:10:05]
maintenance list by will --
[2:10:05]
road classification on on the
[2:10:10]
top right you will see the
[2:10:10]
chart shows what the year to
[2:10:11]
work plan distribution is by
[2:10:13]
district and the bottom right
[2:10:15]
shows the year to work plan by
[2:10:16]
road classification.
[2:10:17]
The chart the targets are
[2:10:20]
pretty closely meant that you
[2:10:21]
these percentages
[2:10:24]
without the streets portions
[2:10:27]
and the numbers once you add
[2:10:27]
industry distribution as well
[2:10:31]
get the numbers get closer to
[2:10:31]
the targets we have
[2:10:31]
represented.
[2:10:37]
>> this is simply a map of the
[2:10:41]
year to locations we have given
[2:10:44]
you the list attached in a
[2:10:47]
order by district and in order
[2:10:48]
by alphabet and the third list
[2:10:51]
is
[2:10:52]
the list of street projects
[2:10:56]
street operations with will be
[2:10:57]
ceiling and that's the three
[2:10:57]
list that's attached that we
[2:10:58]
strip it to you.
[2:11:03]
>> -- distributed to you.
[2:11:05]
This is the project did
[2:11:10]
schedule for year two, red,
[2:11:11]
completed task up the top today
[2:11:13]
in the presentation and the
[2:11:14]
next meeting that's coming up
[2:11:15]
on the 20, you will see a
[2:11:17]
resolution
[2:11:18]
that will be coming to you for
[2:11:20]
approval on the year to work
[2:11:22]
plan upon completion of that
[2:11:26]
work plan you will also see a
[2:11:29]
contract coming to you for the
[2:11:37]
consultant see archie -- crc,
[2:11:40]
delivery orders five and five
[2:11:43]
and overlay developed for year
[2:11:45]
two and they will have them
[2:11:50]
ready in anticipation for us to
[2:11:51]
begin construction at the first
[2:11:52]
of the year in 2015. We are
[2:11:53]
trying to get ready and have it
[2:11:56]
ready once we complete year one
[2:11:57]
, we can start right away on
[2:12:01]
the first of the year with the
[2:12:05]
second year of the sp mp.
[2:12:09]
>> if you have any questions I
[2:12:10]
would -- would be glad to
[2:12:12]
answers back I don't see any
[2:12:14]
questions.
[2:12:14]
Mr. Magill.
[2:12:19]
>> one quick comment.
[2:12:19]
I want to say for the record
[2:12:20]
because I was asked last night

[2:12:27]
swan nervous and this spends
[2:12:28]
wegner will be the first road
