[37:58] they found they were spending

[38:00] If they found them, gave them

[38:03] job training health care it

[38:07] only cost them -- 10,000 and

[38:10] $51 per year per homeless

[38:10] person.

[38:14] That was a reduction in 68%.

[38:16] That the -- the public was

[38:17] currently spending on letting

[38:19] homeless people remain on the

[38:20] streets they said for this --

[38:28] the three counties in ten years

[38:32] they could save $350 million.

[38:34] In north carolina they did a

[38:41] study and housed some homeless

[38:42] people there.

[38:44] Eder the housing led to

[38:46] dramatic cost savings including

[38:53] 1.8 million in health care

[38:53] savings, that is 78% reduction.

[38:58] 79% reduction in hospital stays,

[39:04] also a 72% drop in art arrests

[39:12] for people that they put in

[39:12] housing.

[39:13] When they put them in here,

[39:16] before they were in these homes

[39:18] only 50% could generate a

[39:19] living or get a job because

[39:22] they had no place to operate

[39:23] out of.

[39:31] After that it want up to 82%.

[39:37] per person is what it costs

[39:39] them compared to almost $40,000

[39:43] a year to let them remain

[40:05] original tenants retained their

[40:07] housing after 18 months with

[40:08] the 99% collection rate of

[1:06:05] and interstate 372 us 181 an

[1:06:06] extension of -- field and

[1:06:09] realignment of -- drive.

[1:06:12] In 2007, the city issued to

[1:06:17] series of debt to fund these

[1:06:19] projects.

[1:06:20] First with a series of general

[1:06:20] obligation debt approved by the

[1:06:21] voters in the second was a

[1:06:23] series of certificates of

[1:06:24] obligation.

[1:06:24] Both series were sold to the

[1:06:29] texas public finance

[1:06:29] authority.

[1:06:30] Acting on behalf of the texas

[1:06:32] military preparedness

[1:06:33] commission to provide the city

[1:06:36] with assistance for projects

[1:06:37] targeting infrastructure

[1:06:37] related to military facilities

[1:06:41] around the city.

[1:06:42] The port avenue project started

[1:06:44] in 2009 and

[1:06:45] completed two years later in

[1:06:46] 2011.

[1:06:49] The walter and project was

[1:06:50] never started.

[1:06:54] The city

[1:06:55] made semi annual payments

[1:06:56] anthony's to do so the payoff

[1:06:59] the the loan it seems 2007,

[1:06:59] through the terms of the loan

[1:07:00] agreement the earliest the loan

[1:07:04] could be paid off set for

[1:07:04] September 2016.

[1:07:05] For the past several years, the

[1:07:07] new slows loan proceeds remain

[1:07:08] -- remaining the treasury

[1:07:09] totaling

[1:07:14] about -- million dollars and a

[1:07:14] little over 5000 interest.

[1:07:15] Earlier this year the finance

[1:07:19] department and enter government

[1:07:20] relations staff began

[1:07:23] discussions with the governor's

[1:07:24] office about alternate uses for

[1:07:27] the unused loan proceeds.

[1:07:31] Bond covenant and loan agreement

[1:07:32] currently prohibit the use of

[1:07:32] the funds for purposes of other

[1:07:33] than the two original projects.

[1:07:37] Thanks to the efforts of key

[1:07:38] graph with offered governor's

[1:07:41] office, aerospace aviation and

[1:07:42] defense, clay benford with the

[1:07:44] city of -- council -- council

[1:07:50] and mark seal with an e allison

[1:07:50] and company, the city has an

[1:07:51] opportunity to put unused funds

[1:07:56] to use for military value

[1:07:57] project.

[1:07:57] Item number 41 on the agenda is

[1:08:00] a resolution calling for the

[1:08:05] redemption of the eye and spent

[1:08:06] proceeds of the original debt.

[1:08:06] The original debt.

[1:08:07] the original that will go

[1:08:07] away.

[1:08:10] Item number 27 on the agenda,

[1:08:12] is an ordinance authorizing the

[1:08:15] issuance of new tax notes in

[1:08:17] the amount of 5,090,000 which

[1:08:22] for other military value

[1:08:24] projects in town.

[1:08:37] will need to consent the tpf a

[1:08:40] as is so sole holder of the dead

[1:08:48] the proceeds for additional

[1:12:25] letter to us upon approval and

[1:12:26] we will go two blocks over to

[1:12:27] the capitol

[1:12:29] extension and go to tpf a and

[1:12:32] hopefully get their approval.

[1:12:38] funding plan the nose can be

[1:12:39] sold late this year and we can

[1:12:41] proceed with the project in

[1:12:42] January 15.

[1:13:12] working on and talking to the

[1:13:15] port of corpus christi and the

[1:13:16] naval air station corpus

[1:13:18] christi on developing the five

[1:13:19] projects and I will talk to you

[1:13:21] how we got to these.

[1:13:23] The first

[1:13:28] is sam frank and road

[1:13:28] improvement.

[1:13:29] A joint project we are doing

[1:13:32] with the port of corpus christi.

[1:13:33] The city has 76% share 1.3

[1:13:35] million the poor

[1:13:37] has 24% share a little over

[1:13:40] 400,000 to expand the road for

[1:13:43] 228 feet wide from port avenue

[1:13:45] to west broadway including curve

[1:13:47] and gutter storm et cetera and

[1:13:49] to improve the access to the

[1:13:54] staging lots and adjacent

[1:13:54] railyard that lead directly to

[1:13:55] the roll -- role on rolloff

[1:13:58] facility as a strategic military

[1:14:00] port at the port of this

[1:14:00] christie.

[1:14:03] I think if we get approval of

[1:14:06] this that they will be able to

[1:14:07] design and three months, did

[1:14:08] within next two

[1:14:11] months and construction six

[1:14:14] months after -- after that and

[1:14:15] hopefully be done by calendar

[1:14:20] beginning calendar year 2016.

[1:14:20] This is a little diagram of

[1:14:22] what the project will look

[1:14:23] like.

[1:14:25] You will see the three dots

[1:14:28] that are roll-on rolloff

[1:14:29] facilities that we will be

[1:14:33] accessing and improving access

[1:14:33] to.

[1:14:34] The next one relates to the

[1:14:36] joint land use study and we

[1:14:38] have some

[1:14:40] properties that are still

[1:14:43] potentially problem for the

[1:14:45] military flight training we do

[1:14:50] in naval air station corpus

[1:14:51] christi.

[1:14:51] The land acquisition that's

[1:14:55] needed, we are talking

[1:14:55] voluntary acquisition not

[1:14:59] imminent domain to acquire the

[1:14:59] property.

[1:15:03] that is within clear zone,

[1:15:03] accident and encroachment sites

[1:15:05] in close proximity to the

[1:15:08] base or outlying airfields to

[1:15:10] create buffer zones that will

[1:15:13] eliminate potential land-use cup

[1:15:15] incompatibilities and ensure

[1:15:17] continuation and we believe we

[1:15:22] can negotiate land acquisitions

[1:15:24] from March 2015th to

[1:15:28] December 2015 if everything goes

[1:15:28] well.

[1:15:29] Again this is just an idea of

[1:15:33] how that process, how much area

[1:15:37] we're talking about

[1:15:41] covering the partials we will

[1:15:42] have to work with, naval

[1:15:42] station naval air station

[1:15:43] corpus christi to determine

[1:15:44] what are the

[1:15:45] priorities for -- partials that

[1:15:48] need to be acquired in order to

[1:15:52] avoid incompatibilities.

[1:15:53] The next is a project that we

[1:15:56] received a request from, they

[1:16:00] do not have a dedicated truck

[1:16:02] lanes at the southgate and the

[1:16:03] naval air station drive.

[1:16:10] They would like to have that as

[1:16:11] part of their force protection

[1:16:11] initiatives.

[1:16:12] We don't have other than a

[1:16:15] preliminary budget of 1.5

[1:16:16] million, we don't have any

[1:16:19] projects starting completion

[1:16:20] date information, nor do we

[1:16:24] have any plans yet on what that

[1:16:24] project might look like.

[1:16:27] It is something that they are

[1:16:29] public office is developing and

[1:16:34] we will be working on an

[1:16:35] agreement that will have to be

[1:16:36] approved by the city and naval

[1:16:39] air station to allow us to

[1:16:41] spend money on the

[1:16:41] base.

[1:16:43] Something has to happen once we

[1:16:47] get the prices down the

[1:16:47] road.

[1:16:51] The bases also asked for some

[1:16:55] funding to help remove, repair

[1:16:58] and replace security fencing

[1:17:03] and -- at six locations

[1:17:04] at the southgate, the marina,

[1:17:05] and a couple locations along

[1:17:06] ocean drive.

[1:17:09] We are looking at at a project

[1:17:11] completion date and there are a

[1:17:12] couple maps where those

[1:17:15] projects will be.

[1:17:18] Finally, the fifth project is

[1:17:19] one we are talking to the coast

[1:17:22] guard and coast guard developer

[1:17:24] and corpus christi international

[1:17:25] airport.

[1:17:27] The developer is

[1:17:28] building taxiways to the new

[1:17:32] coast guard facility at the

[1:17:33] airport.

[1:17:35] There's a couple sections that

[1:17:40] are read section on the map

[1:17:41] that is only 50 feet that needs

[1:17:42] to be expanded to 75 and those

[1:17:45] curved areas are

[1:17:46] called -- they need to be built

[1:17:50] in order to allow for safe

[1:17:52] movement for the aviation

[1:17:55] equipment, to get from the

[1:17:57] taxiway to the hangers.

[1:18:01] The dots on the map are lighting

[1:18:06] that will be a part of the

[1:18:07] project.

[1:18:10] The developer is

[1:18:11] contributing $344,000 to

[1:18:12] construct a yellow and red

[1:18:15] parts of the taxiways and the

[1:18:18] city will be asked to use the

[1:18:20] loan funds of $356,000 to

[1:18:23] complete the fillet it's and

[1:18:25] expansion of

[1:18:34] the section two the 75 feet

[1:18:35] wide.

[1:18:36] We think the

[1:18:37] first-quarter 2015 the first

[1:18:40] three months will be able to

[1:18:43] start the project and hopefully

[1:18:51] completed within 120 days.

[1:18:52] That is where we are and I'd be

[1:18:53] happy to answer questions.

[1:19:59] bolster their position and

[1:20:01] support the military.

[1:20:05] going to see that corpus christi

[1:20:11] financially for the long-term.
