[50:50] no more than four and half

[50:58] but all capitol improvements

[50:59] must be substantially completed

[51:04] these improvements must be part

[51:29] understand they have planted a

[51:46] chapman ranch.

[51:56] owners are planning to pursue

[52:02] sewer to the ranch proper

[52:08] The water and sewer line should

[52:11] establish rose and services for

[52:13] the area that is annexed.

[52:34] signed at development agreement

[58:44] serve naval air station corpus

[58:46] christi, anal air station

[58:48] kingsville, and a joint reserve

[58:55] base in fort worth, texas.

[58:56] With up to 55 megawatts of

[59:01] renewable electricity from a

[59:03] new, off-site generation

[59:08] facility over a period of time

[59:09] of 10 years.

[59:11] So let's examine what this

[59:12] means.

[59:12] Number one, apex clean energy

[59:16] is working on it proposal to

[59:20] supply energy in this regard

[59:21] from the chapman wind farm,

[59:25] because it will be a new site.

[59:26] Secondly, apex believes they

[59:31] will have a true advantage

[59:32] because the proximity to the

[59:34] two facilities will enable a

[59:36] more direct connect in, which

[59:40] would give them a price

[59:41] advantage.

[59:43] so in conclusion, I recommend

[59:45] you look again at what you are

[59:47] trying to do.

[59:50] The navy, naval air station,

[59:57] and apex clean energy are

[1:01:10] logic of preventing the wind

[1:01:11] property tax revenue generated

[1:01:16] from the proposed wind farm

[1:01:18] would be sufficient to pay for

[1:01:19] the debt needed to be used to

[1:01:20] fund installation of utility

[1:01:20] infrastructure of approximately

[1:01:25] $13 million to the newly

[1:01:25] annexed area.

[1:01:35] trying to prevent the wind

[1:11:56] to postpone them because of the

[1:11:57] inclusion of other audits that

[1:12:09] we are currently working on.

[1:12:16] -- compliant with implications

[1:12:17] and pick let's be proactive and

[1:12:24] make sure that everything is

[1:12:24] followed.

[1:12:26] The third is the financial

[1:12:34] services and their bank

[1:12:43] reconciliation process.

[1:12:46] By ordinance, we are required

[1:12:48] to provide follow-up audits on

[1:12:52] previous audits, so items five.

[1:12:53] 11 are the follow-up audits

[1:12:55] that we plan to conduct next

[1:12:58] year on the audits that we have

[1:12:58] performed

[1:13:00] this year.

[1:13:03] We have some significant audits

[1:13:06] that are less significant as

[1:13:09] you can see by the audits

[1:13:09] assigned, the priorities might

[1:13:14] be which follow-ups take longer

[1:13:15] and again, this is a budget of

[1:13:18] hours subject

[1:13:21] to change.

[1:13:21] Item 12 is, where we put some

[1:13:26] hours in for our city auditors

[1:13:26] hotline, we received

[1:13:29] allegations of fraud, waste and

[1:13:30] abuse through that.

[1:13:30] Some of the issues are fairly

[1:13:32] benign and you can do

[1:13:35] investigation in very little

[1:13:38] time, then we pass off to the

[1:13:39] city manager's office if we

[1:13:41] felt his office is more

[1:13:42] qualified to mention.

[1:13:44] And some take a considerable

[1:13:46] amount of time.

[1:13:52] We have put a few hundred hours

[1:13:52] and for that.

[1:13:54] At this point we think the city

[1:13:58] has a pretty good handle on

[1:14:01] petty cash account and change

[1:14:02] funds.

[1:14:06] So that just allows us the

[1:14:07] latitude, if an issue does come

[1:14:08] up or if we feel the need, we

[1:14:14] could go in and performed on

[1:14:19] from this year that will carry

[1:14:23] over into next year.
