[4:01] good evening what a good crowd I love it so many people show up you almost have
[4:08] no commissioner boys other than the audience and you don't want to come see
[4:11] him right anyway welcome all of you and and we do welcome Commissioner Boyles he
[4:18] stayed over from another meeting just couldn't stay away and we always had the
[4:23] media in the back of the room crispy news both in CCTV we welcome them
[4:26] and of course most of all you the citizens here you need to know we had a
[4:31] meeting this afternoon at 4 o'clock and then we had one at 5 o'clock then we had
[4:36] one at 6 o'clock and kickoff is at 7 o'clock so we're gonna be moving anyway
[4:42] at this time I asked you silence any electronic devices you may have and if
[4:49] you want to speak to the City Council anytime this evening we have some cards
[4:54] in the back of the room that you can fill out and get to madam clerk and
[4:57] she'll get them to me and then I'll call you in the appropriate time also I'm
[5:04] going to ask a little indulgence this evening we're transitioning to the 21st
[5:08] century and we have some technology we haven't been using before so with new
[5:15] technology there's potential glitch and so if we have that I'm sure you can all
[5:20] get through it with us all right that's number one okay this evening I'm
[5:32] going to call on dr. Naomi Barnes - latest invocation and the Pledge of
[5:38] Allegiance if for some reason you choose to leave the room during the invocation
[5:43] feel free to do that and you'll see when we're done and you
[5:46] can come back in so this time I ask you to stand and dr. Barnes if you smoke
[5:50] please
[5:53] oh don't want to use the podium oh that man good evening we're gonna pray first
[6:05] and then we're please dear Lord and dear God we come to you right now in the name
[6:10] of Jesus first of all we want to thank you for this day

[6:25] of the world and father don't guess forget about this don't let Crespi be on
[6:30] the run but let's go to a state of Florida Lord look at those people in
[6:33] position get up working with our people let's go to a white house north car and
[6:37] all over the United States that these government bodies you do the right thing
[6:41] in the name of Jesus and we'd be so careful to give you the praise the glory
[6:44] honor in Jesus name
[6:49] [Music]
[7:00] [Music] maybe see Thank You duck
[7:18] okay and the new procedures were already signed in so you don't actually see it
[7:23] up there but we're really here and we would just announced that one of our
[7:26] council members councilman LaBeouf is not with us this evening
[7:30] other than that so we do have a quorum and we will move on to right
[7:50] this time does any councilmembers have any objection to tonight's agenda seeing
[7:56] none the agendas proved by unanimous consent
[8:08] and now I get to do something really neat and that is I get to read a
[8:15] proclamation so if I could have all the ladies here from Zeta Phi Beta Sorority
[8:45] County celebrated 100 years in existence and then 2016 we followed them as a city
[8:55] 100 years in existence so this is pretty pretty unique that have a sorority it's
[9:02] been around for 100 years and I know you all know that a hundred years ago it
[9:11] wasn't easy to start a sorority for minorities okay
[9:15] so beyond how many years owns a significant achievements where is Zeta
[9:22] Phi Beta Sorority Incorporated was founded in 1920 and where is this this
[9:29] sorority was founded by five co-ed students students and Howard University
[9:34] and where is these sorority members envisioned a sisterhood that would
[9:40] promote the highest standard of scholarship achievement and what is the
[9:45] sorority sister hood Woodfox my greatest sense of unity among its members and
[9:51] whereas the sorority has more than 120,000 college-educated women
[9:58] within its incorporation and whether it is there are more than 800 chapters in
[10:04] North America Europe Asia the Caribbean Africa and the Middle East and wherever
[10:13] it is since its founding this sorority has historically focused on social
[10:18] causes therefore my JD went in by virtue of the
[10:22] authority vested in me as mayor of the city of Christy Florida do hereby
[10:28] proclaim Monday January 13 2020 and a day of celebration and acknowledgement
[10:34] of Zeta Phi Beta Sorority Incorporated and is devoted members on its 100th year
[10:41] anniversary like all the elected officials to stand behind this kind of
[11:08] in between is we don't block it out
[11:17] [Music]
[11:27] okay and make sure you can get everybody in behind and the other thing we're
[11:32] going to do a fancy ceremony to make sure we have everybody in the photo is
[11:36] we have a sheet of paper and if you all want a digital coffee sense you give us
[11:43] a name and the email address and we'll send it to you make sure you get that
[11:47] okay and then after that if anybody else in the audience wants to take pictures
[11:51] we'll do that so what we'll do is we'll close with this between you and me
[12:53] welcome to stay but if you're bored or you want to go you may leave if you want
[13:00] to okay it looks to me at this point we should have a presentation by Miss Baron
[13:21] miss Barrett hey how you doing let me see you sneak
[13:25] in
[13:30] yeah we'd like you to do you're gonna bring up the PowerPoint okay yeah you
[13:37] can speak from the podium I just let us know who you are where you from
[13:41] although I know you not everybody does
[13:45] mr. Barry your regional your local regional partnership specialist Nisha
[13:51] would you bring your mic down just a little bit so everybody oh here we go
[13:55] there you go yeah let's start over yeah rewind good evening ladies and
[14:00] gentlemen I am Nisha Baron your elite regional partnership specialist for the
[14:03] 2020 census coming up I am a citizen of Okaloosa County which is a requirement
[14:09] for this position you have to be familiar with your your communities the
[14:13] people is in it and how we work how we talked and how we live because it's
[14:17] really about us I'm a retired Air Force veteran of 24
[14:20] years services in Air Force as a communication Officer I work with BAE
[14:25] Systems for about eight years and MT is first and then I retired from there and
[14:29] became a shelter and a gardener but I took on this position because I just
[14:36] have to serve I was a Girl Scout at eight I just have to serve I took the
[14:40] positions I think this is important it's important to our community is important
[14:43] to our country we have this it's our civic duty to participate in the census
[14:47] we've heard a lot of things about the census it's in the news real heavy right
[14:51] now but the bottom line is it is mandated by the Constitution of the
[14:54] United States it says we will be counted every 10 years from the year ending in
[14:59] zero they started for a lot of reasons but we have to count the people so that
[15:03] the federal government knows how many people it needs to take care of online
[15:06] the census do we get it I can just keep going you know keep going yes count the
[15:17] residents it says count the residents the money follows the numbers and not
[15:22] the needs it is about power it's the law it's about power it's about money but
[15:28] ultimately it's about people the census count how many people we have in our
[15:33] communities determine how many congressional seats we have here's the
[15:37] power last decennial we count Florida gained two more seats we're not allowed
[15:42] to say how many we might have is that somebody
[15:44] study it's not fact also it draws our congressional lines it draws our
[15:49] district lines if I schools are too crowd it's probably because we do not
[15:52] have the right count the money follows the numbers and
[15:57] not the needs it's also about people how many people if you have things like
[16:03] federal grants federal subsidies but if the first thing they want to ask is how
[16:07] many people the Sacred Heart wants to do a study on heart disease amongst women
[16:11] and this our Sacred Heart to go about how many women in Crestview how many
[16:15] women under 35 since this is the largest data warehouse collection in the world
[16:19] and everybody uses census data as you know businesses before they open up to a
[16:24] business plan should I open up a Dave & Buster's and Crespi how many people is
[16:29] there what's their income can they afford my ticket will they like to play
[16:32] games since this data is very important today Florida is the third largest
[16:39] populated state in America ahead of New York it did that in 20,000 14 he's been
[16:46] doing it every year since then the federal budget is trying to divide six
[16:50] hundred and seventy five billion dollars amongst 50 states and it is based on how
[16:54] many people we have now that we've done this and they expect us to have
[16:57] additional six million people about 2030 we want to get our money folks we got to
[17:02] be counted this is important what we do with the money
[17:05] we follow refinances roads education transportation Medicare is funded by
[17:10] census anything that says federally funded federally subsidized even college
[17:14] grants if your community wants to add a new playground and the county's budget
[17:20] is a little limited you might want to do a federal grant but guess what's going
[17:22] to happen how many people live there how many children are there is it worth the
[17:27] value do you meet the criterias to get this grant since this data is important
[17:31] our fire departments wildlife even before we cannot wait till FEMA has to
[17:36] come god forbid and visit us again when they decide how much money Crestview
[17:41] needs they're going to say how many people times this amount of money to
[17:44] give us the help we're going to need an emergency and we can't wait till that
[17:48] day these numbers last for 10 years
[17:53] census data people like to go oh we're going to go look up our ancestry it's
[17:57] nice to have how many men how many women in Crestview about even men and women
[18:01] how many veterans for veteran services how many children for children services
[18:05] it's not unique stuff like that to do but it also helps with problem-solving
[18:09] when we have traffic and we want to change the roads and that's when it
[18:13] comes very important if Nike wants to open up the store how many colors are
[18:16] Air Jordans how many young men do you have how many under 25 it's just that
[18:21] simple it's just that complicated since this
[18:23] data is everywhere you look last time we missed 2 million children
[18:28] under 5 that's a lot of children that's a lot of money almost 15 million dollars
[18:34] easy that's 10 years of disservice to those children the census believes it's
[18:39] because fortunately unfortunately some homes are fragmented so did mom count
[18:44] the baby or did daddy count the baby sometimes he spends half this time there
[18:48] have this time there a phone we have young mothers and maybe don't understand
[18:52] the importance of census data or participating in the census
[18:55] unfortunately we got a lot of grandmas that became moms is she supposed to
[18:59] count she doesn't know we have to count the
[19:02] children to that end we employ schools we're enlisting school to help because
[19:06] there's nothing more exciting to a kid and he learned something new and he's
[19:10] gonna wear her mom out with his new dad or mom have you taken the census have
[19:14] you had done the census so we're going through the school with a lot of
[19:16] programs over here when we turn to the Census Bureau we're garnishing partners
[19:23] and I hope I'm looking at my new set of partners to help get the word out to our
[19:29] community that is so important this year the census is not only the largest
[19:33] mobile Asian mobile Asian mobilization the mobilization of people besides war
[19:38] the census and we have to do that to take these numbers so we decided to
[19:43] target the low response group but this year it is different the low response
[19:48] group normally are immigrants and minorities but this year like everybody
[19:52] else the census has to do more with less and we want to be more efficient and we
[19:56] want to save money so we're going to fully digital we're going to ask the
[20:00] American public to dollar 1-800 number and answer just ten questions or get
[20:05] online and answer just 10 questions or if
[20:09] you're old-school like some people they like if it's not on paper it didn't
[20:12] happen you have the option to get the paper so we're gonna do that and I think
[20:18] that's more important of the information we didn't know so that with that being
[20:21] said it affects everyone this is important to everyone and I'm more
[20:25] concerned about our senior citizens a lot of them with tech savvy but to get
[20:28] online to fix this number and I met him and he's a Vietnam vet and he's just not
[20:33] trusting nobody how do I know us to being how do they know it's me how do I
[20:35] know it's them but we got a team of people that's going to help you out with
[20:39] that and we want you to know that your data is secure since this data is
[20:43] secured it's encrypted it's locked for 72 years in a day it's about data it's
[20:50] not about names and addresses you might go to census ancestry.com and look like
[20:54] look up great-grandma great-great grandpa but it stops at 1940 why because
[21:00] 1950 is not gonna be released till 2022 it is encrypted and is bolted 72 years
[21:09] and a day why because in 1790 on the first census to average lifespan was 72
[21:13] years so 72 years in a day if we release it we may not matter to Mary and Bob
[21:18] lived at 1313 Mockingbird Lane also the census data is secure it is not shared
[21:25] with any other agency it is against the law to share it our president on
[21:30] December 31st is gonna get a list of numbers not addresses not phone numbers
[21:34] he's gonna get data since the data cannot be shared with the FBI the CIA or
[21:40] any other late agency it cannot be use against you it's for the purpose of what
[21:44] it's intended for and that alone so your information will be confidential it will
[21:50] not be shared and incidentally when they come to your door should you not respond
[21:55] self-respond but the only one 800-number and answering questions getting online
[22:00] an instant in question we're going to invite you four times to do that after
[22:04] four times we're coming and knocking four times we gonna start March the
[22:08] middle of March and sending out the lights a little letter explaining
[22:11] everything and with your code you're gonna get a cold two dollar one number
[22:14] into the code and answer the ten questions or you go online into the code
[22:18] and then then we're gonna say okay Mary didn't respond less than a little
[22:22] postcard mary did you forget and then we're gonna send up there when after
[22:25] four times we're gonna send the team out and hopefully just like we did address
[22:29] canvasing it'd only be thirty percent which is way lower in the cost of
[22:33] sending everybody to every last address so we're gonna start mid-march it's
[22:37] gonna go over to April 27th and then we're gonna have the no response guru
[22:40] next very next operation in their eight to ten week operations are as group
[22:45] homes we're gonna go to group homes like
[22:47] senior citizens that baricza's hospitals uh non-traditional homes like
[22:52] campgrounds and do in person count well how did this organizations like
[22:57] baricza's a probably have the numbers already there we're going to collector
[23:00] there's a few stragglers will help me get it done anybody shows up to your
[23:03] door should have a census badge he should have a census badge they should
[23:08] have a bag that says it if they do not if for any reason you do not feel that
[23:12] person is not official you have every right to turn away and call your Sheriff
[23:16] Department Sheriff's Department is one of our finest partners and they're gonna
[23:21] notify people that they're out there and they probably already had a couple of
[23:25] incidences minor miss Suzie decided she was gonna sell her old since its bags
[23:30] from twenty two thousand see thought they'd be nice little keepsakes and he
[23:34] was at the third shot did my girlfriend who knew I was this hey there's some
[23:37] bags like what we don't want the bad guys to get the bags and like I told
[23:41] them my supervisor who's way up there and II say this is not about miss I'm
[23:45] sure she's a client late and people like thrift shop want to protect her because
[23:47] she's a favorite she just thought of something they did buy time they got
[23:50] there they knew where she worked that she had them online already and
[23:53] everything they're not playing with taking care of security the same thing
[23:57] with their data and this is reached a lot of people are concerned about the
[24:00] breach of that digital data and so they're working every day to counter
[24:05] that to every day to monitor every day to improve it because we're going to
[24:08] protect the data that we have until he gets to this encryption state so the
[24:13] census is about the people it's about law it's about money but it's for
[24:17] everyone to change the census process questions you have to change the
[24:24] Constitution we had to change the Constitution allow women to vote we had
[24:29] to change the Constitution for other people to participate so you can't wake
[24:33] up and request it has a process it says when it's gonna
[24:36] be done how it's gonna be done the date that it would be done by 2018 needs to
[24:41] be done there was this year a test question to make sure because there was
[24:46] a request but the question has to go out and be vetted and give back the
[24:49] information it was intended and it didn't pass the test so it's not there
[24:54] that question we're not gonna talk about it's not there the Constitution says
[24:58] count residents not citizens because if you're here you're driving our roads we
[25:03] need to take care of our roads if you hear the Hippocratic oath says we will
[25:07] take care anybody shows up they have to be funded if the federal government
[25:10] doesn't fund a who's gonna fund it so we're gonna count every person that
[25:14] lives in United States once and only once and in the right place and to that
[25:18] end I need help I can talk about this thing and believe me I do I think it's
[25:22] important and even though my days off I'm at the beach like hey have you heard
[25:25] about the census is this that important but I can't talk to everyone your
[25:31] community doesn't know me specifically but they do know you and we have
[25:35] businesses that talk to people in their constituents every day we're asking for
[25:39] help to put it on your Facebook page to put
[25:41] it on your email blasts to be a partner I've spoken to churches from here to I'm
[25:46] representing actually standing here representing six counties Okaloosa
[25:49] Walton Escambia Santa Rosa homes Washington and I'll give away Jack's and
[25:55] that's just too far so and so we want to need help I'll be happy to go anywhere
[26:00] and everywhere to talk to anyone and everybody and I've matter of fact I was
[26:04] like hey those Zetas got away because I'm trying to get the Zetas they helped
[26:07] me out I'll get them though I'm gonna get him so any kind of festival you had
[26:13] will make a table it help you get it done to help explain how important it is
[26:17] to give out information and oh by the way the bottom line is we're hiring we
[26:21] still need some people worried about actually you are coming on he's doing
[26:23] great Rock County's doing great and matter of
[26:26] fact I'm sorry Merrick congratulations for inviting the census to come Florida
[26:30] is the last state to come on board and fund the census now well we're the one
[26:35] of seven states that did and I think is four left
[26:37] we just came on board this month so we had to go bottom up the League of Cities
[26:41] happenin all the mirrors went to Orlando's and Mayor started calling me
[26:44] they said this is important congratulations
[26:47] mayor sore foot and this really sofa ticket we need to get this done now
[26:50] ahead of the things this a lot of people to educate a lot of people still do not
[26:54] know we're not coming to the door and I think people are a lot better receptive
[26:59] to do something the more they're informed the better they're likely to do
[27:02] in this important so since this is coming
[27:06] I hope I'm looking at my next complete Cal committee or partnership in the city
[27:11] of Crestview and if you like me to come speak at your organization your church
[27:15] your business if you'd like to help me out
[27:17] I have business cards and a web page and any questions fortunately unfortunately
[27:52] for Panama City Mexico City Beach is a lot of destruction because of Hurricane
[27:56] Michael a lot of the people have been displaced yes their count obviously is
[28:02] gonna be a little bit low which means their funding for schools roads
[28:06] transportation can be affected because you have to count the people so if
[28:11] you're not sure where you're gonna be counted mom's house dad's house it's
[28:14] where you're living at April 1st 2020 official City day since this day the
[28:19] other thing that happens let's say all your stuff is destroyed now you need a
[28:22] ID card or something you can form file a BB form 16 B 16 through the census and
[28:28] get your data back your birth right back so you can get a passport so you can get
[28:32] your birth certificate because there's a hold and so that that's a lovely thing
[28:36] data has never really been shared we shared it one time with the Japanese
[28:40] internment and after that we a form title 13 it says it will not be shared
[28:44] only one president tried to use it that was eisenhower he wanted to find out who
[28:48] was new neighborhood it didn't work so your data is secured the census is
[28:54] simple we trying to make it easy it's safe and it's important thank you very
[28:58] much thank you
[29:07] and now we're gonna have the presentation core values
[29:11] I'll leave city men do you do that we'll try to make this as brief as possible
[29:18] but as you know one of the questions that I got repeatedly during the
[29:21] interview process was you know what are we going to do to build a good strong
[29:25] team what we're gonna do with recruitment how we're going to keep
[29:28] people that kind of stuff immediately after being hired which did they
[29:32] strategically planning and established our mission statement and our vision
[29:36] statement and our goals and objectives for the city and so the next step in
[29:40] that process was was for us as the employees of the city to develop core
[29:45] values that we couldn't be evaluated on and we can use for training and other
[29:49] purposes and so earlier this year we hired Jessica Levin's as our human
[29:54] resources we call her a specialist but she's really a generalist she does
[29:58] actually everything Human Resources related and so she has head of a team of
[30:03] employees to develop our core values so they're going to share this menu tonight
[30:08] and we'll make it brief as possible but it's it's sometimes running toward us it
[30:14] helps to shape who we are and where we're going
[30:21] [Music] we discussed our core values and the
[30:25] purposes and the uses of these with our employees we gathered at committee three
[30:30] representatives from each of the department so it would be completely
[30:33] representative of all the employees in the city and we have some of them here
[30:36] with us tonight that are going to talk a little bit more about the values and why
[30:40] we chose them we have a great graphic that goes along with it which I don't
[30:44] think is going to come up tonight but one of our employees actually
[30:48] contributed the acronym himself royally in the community development services
[30:52] division came up a track for us and it's going to be used in all sorts of stuff
[30:57] and it's really great and these guys are going to talk about what track stands
[31:01] for what it means to us building on the that word track T started it out in this
[31:13] case for teamwork which is defined as working together to accomplish the
[31:17] city's mission through enhanced communication and fostering positive
[31:21] relationships both public and private the team was chosen because no one
[31:27] person can do as much as a good team and continue with the mayor's motto for the
[31:31] year of a community come together means we must come together first
[31:45] the next one is respect it's defined as treating people and property with regard
[31:51] to their inherit values simply put you can't have any of the other acronyms
[31:56] which I want to give away just yet the meanings without respect simply so
[32:01] respect is the second one the third is a and it's adaptability adaptability is
[32:12] defined as identify and act upon opportunities for change to increase
[32:18] effectiveness in a fluid environment an analogy person so the best way I can
[32:24] explain adaptability is tonight larvas going home and watching a sports game
[32:29] some special games gonna be on TV tonight both teams are going very
[32:34] prepared for that game they've been training they've been practicing they've
[32:38] done everything they can to prepare for what might happen
[32:41] I predict the team that will win is a team that can adapt to the changes that
[32:46] are going to come before them that they were not expecting that's adaptability
[32:49] is you can be planning you can be prepared all you want which you have to
[32:53] adapt as change come forward and I think that's what we need to do as a team so
[33:02] the siient Rack is communication sharing information in an approachable attentive
[33:09] and transparent manner to achieve our mission we chose this core value because
[33:14] we feel that communication is integral and tying all of them together last but
[33:23] not least was knowledge knowledge defined as mastery of skills and
[33:28] continued learning we chose that as a core value because not only do we want
[33:32] to convey that we're competent at what we do but we want to be the best at what
[33:37] we do
[33:44] if you couldn't spell track you know that we're out of letters just on behalf
[33:52] of the senior management team I'd just like to say a word about how well and
[33:57] how hard everybody worked on this we had several meetings with all cross sections
[34:03] of the city municipal team to put this together it was a much bigger list and
[34:10] we narrowed it down and what we're able to go ahead and pick the the main ones
[34:14] but but what's key to know is is that in addition to having the actual core
[34:20] values and the acronym and the definition for the core values this is
[34:25] that the second part of this that we aren't sharing today is each one of
[34:29] those have action statements and so as a team we went ahead and formulated what
[34:34] action statements define it and and are shown by that this is going to help us
[34:39] and our leadership and being more focused for training purposes because it
[34:45] is going to allow us to formulate a better evaluation system so so that
[34:50] we're able to go ahead and communicate with our employees exactly what they are
[34:54] doing doing right and what they're doing great hey any comments or questions from
[35:00] the council great no I like make one comment before you wrap it up to him and
[35:05] that is thank you for the hard work I think it was a really really good core
[35:10] value especially like the association with the community coming together
[35:13] that's that's a great concept but anyway yeah thank you for the hard work
[35:19] appreciate that one thing that one thing they didn't mention that
[35:22] want to mention is another we have our mission statement but out of this
[35:27] meeting came a statement that I absolutely love if we didn't already
[35:31] have a mission statement we may have used it for that but it's one city one
[35:34] mission and it's and it's the just like week last year was an idiot for
[35:39] Crestview this year is a community coming together as the employees of the
[35:43] city we are one city one mission which is important it was separate entities
[35:49] that have now come under this new form of government and everybody has really
[35:53] bought into the idea that we are one city and we have one mission and that is
[35:56] to serve the public so I'm very very proud of this team I'm proud of all of
[36:00] those that are not here today typically are a lot of times when you do this
[36:04] stuff you send it off you have no idea what you're going to get back but we as
[36:07] a department that team did not we went with exactly what they had selected the
[36:12] acronym the whole everything they did
[36:17] they kill appreciate I'm gonna move on to approval of Menace anybody have any
[36:29] objections in minutes seeing none the minutes are approved by Unanimous
[36:33] Consent
[36:43] nothing there okay anybody from the public you know like to address the City
[36:53] Council on it any items on tonight's agenda
[36:57] anybody the public like to speak to us on any agenda items seeing none we will
[37:03] move along to the next category which
[37:09] will be the consent agenda anybody have any objections to our consent agenda
[37:17] seeing on the consent agenda is approved by unanimous consent
[37:29] and looks like we're on public hearings ordinates 1727 being the first one

[57:16] voting
[57:26] and that motion carries four to zero with one absence maybe we have one more
[57:35] don't wish it certainly mr. mayor this one is ordinate 1740 this was they
[57:44] two to do again the six-month more term on annexation fees this was successful
[57:52] for the last six months where we did that and this even tonight we're still
[57:57] doing some of those annexations bringing property into the city the whole goal
[58:01] was to try to clean up the rather messy city limits that we've got is where it
[58:07] up and also allow people to join our great city as a community coming
[58:11] together staff would like to request the six-month moratorium on annexation fees
[58:17] for properties 10 acres or or less any questions from the council or public
[58:23] yeah go ahead go into this plucker approximate how many people have we had
[58:28] at annexed in in their six-month period
[58:36] it's we've had quite a few I person didn't work on hollowfy okay any other
[58:44] comments questions just comment I think it's a great idea we need to keep it out
[58:48] there if anything the first six months we kind of got everybody knowing about
[58:52] it maybe this next six months will will help those come on more than spoken to
[59:02] [Music] I'd like to make a comment on and that
[59:06] is you know one of the issues very confusing to people around here is when
[59:10] you say well that's County property this city property it's on me it's so
[59:14] confusing mixed in together so this really encourages people to become part
[59:18] of the city and take some of the ambiguity out of there so this is a
[59:24] great encouragement to people and I'm glad to see that it's up for renewal and
[59:29] I would encourage everybody to do that so seeing no more questions
[59:36] get your last madam clerk or no 1740 reads my title on orders of the city of
[59:46] Crestview Florida providing for six-month waiver period for the
[59:48] collection of annexation application fees the properties of 10 acres or less
[59:52] in area providing for severability providing for peal of all ordinance elf
[59:57] parts of ordnance and convict pier with and providing for an effective date this
[1:00:01] is a first reading of ordinance 1740 thank you madam clerk could I have
[1:00:06] action by the council please staff recommendation okay I have motion
[1:00:13] second to approve staffs recommendation any discussion please go to voting
[1:00:33] and that motion carries four to zero with one absent individual and we are
[1:00:41] done with you Trey moving on action items number fourteen point two LP a
[1:00:54] board and I'm assuming that he managing to handle that at least one or two of
[1:01:15] the next meetings and then we've had somewhat of a quorum issue over the last
[1:01:22] couple of weeks since our last couple of meetings and we actually had to call a
[1:01:25] special meeting one time so what we're doing right now we're in the process of
[1:01:32] completely rewriting the Administrative Code for the city of kresteva our staff
[1:01:36] is working on that right now so that's going to totally change how many
[1:01:40] meetings are required how those meetings have to be done right now we have
[1:01:44] there's you know the statute requires this and pressu requires this and so
[1:01:49] we're working through weeding through all that so these guys over here really
[1:01:52] will appreciate some of them I'm just the way we handle our meetings and and
[1:01:56] the number of boards that we have the number of different boards and so we
[1:02:00] expect an ordinance to be ready in the next two or three meetings yes okay so
[1:02:05] we expect to be able to come before you with with an ordinance in the next
[1:02:09] couple of meetings to make some significant changes some of those
[1:02:13] changes will include taking all of the boards we're going to recommend to you
[1:02:17] that we take the different boards that we have and kind of combine them into
[1:02:22] one and try to exit the way the process
[1:02:24] works for example right now we have a separate boa board from LP a board and
[1:02:32] then we have code board we have all these other boards and so when we when
[1:02:36] we come back we're going to be recommending that the LP a and the and
[1:02:40] the boa are combined it it's an effective way to do it because you have
[1:02:45] the people who are writing the code also or evaluating whether a variation is
[1:02:49] necessary from the code or whether it's also our appeal process long story short
[1:02:54] or long story long we are where the process of changing in between now and
[1:02:59] then when we get that done we do need to appoint someone we've reached out to
[1:03:04] several of the people who have applied in the past and to see if we if they
[1:03:09] were interested one of them being Miss Winkler she was not she declined because
[1:03:13] her schedules picked up some so she declined so I reached out to my croix to
[1:03:20] ask that you would fill in just for a couple of meetings we need probably two
[1:03:25] meetings until we get ready to change it then we'll be able to take all of our
[1:03:28] board members and figure out combine them more video will go through it and
[1:03:33] place people to create a super board for lack of a better term and so at this
[1:03:39] point that's what we're asking for normally I would just say let's hold off
[1:03:43] but I'm having form problems as it is so we would like to that one suggestion we
[1:03:47] have if you have another somebody who is a resident of the city of Crestview that
[1:03:53] wouldn't would be willing to show up I mean sit
[1:03:55] on our board and show up as well so but because it's such a it's probably going
[1:04:04] to be two or three meetings go for it and then it's all going to be changed
[1:04:07] again you know we we knew but again it's up to you you all point select an
[1:04:12] appointed member so it has done by the council not by one council member that's
[1:04:18] right this will get my nomination is made well we have the openings for this
[1:04:27] one in a couple week we put it on social media send out the applications the
[1:04:31] applications are online and all right the balls in your court what y'all gonna
[1:04:40] do this kid Karen yeah how I do it with staff recommendation a tan
[1:04:46] denominator to my groin to the LPA board second at motions second to appoint Mike
[1:04:54] Roy to the LPO LP a board any discussion and this is disappointment is until we
[1:05:02] come back with a change to the trade so this is just a temporary order okay then
[1:05:07] please vote
[1:05:17] and that motion carries four to zero with all one absentee okay Ridgeway
[1:05:37] landing subdivision Memorandum of Understanding this is for Ridgeway
[1:05:48] landing subdivision mr. mayor and council elqui a number 1907 it is a
[1:05:54] proposed 146 lot single-family residential subdivision and with this
[1:06:00] set a vision is an MOU that I'll discuss here briefly this is a little bit
[1:06:06] background about this property it is a parcel of land it's on the corner of old
[1:06:11] Bethel Road and Jones Road on the east side of Jones Road is a about thirty two
[1:06:17] point six five acres of land they have been through the TRC and LPA with quite
[1:06:24] a bit of back and forth and work through this development to make it work as a
[1:06:29] result of Jones Road and old Bethel being what they are and trying to look
[1:06:34] forward towards the future on planning for a better traffic this the developer
[1:06:39] the county and us our engineering they're playing apartments to have
[1:06:43] worked together to work out an MoU which is a member of understanding the
[1:06:48] developer and this they're all parties involved have worked together to do some
[1:06:54] improvements to Jones Road with a nod towards future needs in that area as a
[1:07:00] part of this development they have also as far as their
[1:07:04] development gave given some of their land towards a ride away on that
[1:07:08] property as well in other aspects of this project they have call sufficiently
[1:07:16] met all technical requirements for all infrastructure all concurrency
[1:07:21] and willing to answer any other questions we do have the developer and
[1:07:25] engineer in the audience if you have questions any comments questions yeah I
[1:07:33] think I'd like to ask one of the developers that come up if you would
[1:07:36] please my my only question would be the big elephant in the room and that is the
[1:07:50] transportation what what are the plans with Jones Road Matt Zinke Jenkins
[1:07:56] engineering 121 Hart Street nice old Florida
[1:07:59] thank you I'm the civil engineer on behalf of a regular land development we
[1:08:04] met basically with the Oakland County right off the bat on this project
[1:08:06] because Jones Road and old Bethel Road are both roads maintained by Okaloosa
[1:08:10] County many of this properties in the city and anyone familiar with the pj
[1:08:15] adams project knows that acquiring the right away is probably more difficult
[1:08:20] almost in the construction and it's costing as time-consuming so one of the
[1:08:25] things the county asked of our developers was we're basically giving 25
[1:08:29] feet of ride away along the entire 11 hundred foot frontage along old Bethel
[1:08:33] in case the county ever wants to four-way or excuse me put four lanes in
[1:08:37] on old Ethel well now I have that right away to do that they're also dedicating
[1:08:41] 17 feet of ride away along Jones Road to make sure it has the proper right away
[1:08:44] and then they're paving about 660 feet of Jones Road and having a second
[1:08:49] interest in say the vision that way if that roadway ever gets widened the
[1:08:54] entrance off of Bethel could become a ride in right out and then you know you
[1:08:58] have a full access there at that juncture out so those improvements were
[1:09:02] all coordinated with the county engineer and city staff okay thank you mr. block
[1:09:08] has a question a question for you listen I've been answered meaning you
[1:09:12] thought only putting the electric one on the ground the electrical is planned to
[1:09:16] be underground for this subdivision all right on the ground
[1:09:18] yes mr. Payne sir thank you
[1:09:29] I think those are all the questions what staff is asking is for approval of this
[1:09:35] subdivision together with that MOU that will require that's part of that it's
[1:09:41] require them to do that work work on Jones Road as part of their development
[1:09:47] okay hey questions or comments then okay could I have action please mr. Graham I
[1:09:55] move to approve the construction plans 146 lot family dwelling residential
[1:10:00] subdivision plans and the associated MOU what he says he's recommending that we
[1:10:09] approve with the staff recommended to us and have a motion of the second any
[1:10:13] further discussion please vote
[1:10:22] [Music]
[1:10:28] and that motion carries four to zero over with one absence thanks miss Mayer
[1:10:33] thank you there anybody in the audience that would like to speak to the City
[1:10:39] Council anybody in the audience let speaking
[1:10:42] thank you gentlemen anybody I don't see anybody to the
[1:10:46] audience so page here and I'll start off with any comment starting out with calls
[1:10:58] my rights which of course I know everybody's hitching to get out of here
[1:11:02] for the game so I'll keep it real short since we're already eight minutes over
[1:11:06] but I hope everybody had a great holiday and I look forward to 2020 I think it's
[1:11:11] gonna be really busy action-packed especially with all the new view vision
[1:11:15] and everything that's moving forward with that being said I have to announce
[1:11:20] that I will not be here for the February 10th meeting I will be out of town okay
[1:11:28] but other than that you know everything he said but I will be here for the I
[1:11:45] have a question a person went to the police department asked the question
[1:11:50] they couldn't answer it came to me asked the question I couldn't answer my text
[1:11:55] lane and he hadn't asked me back has there ever been any thought of placing a
[1:12:02] cup of soaked crosswalks on Main Street mr. blocker address right to you
[1:12:13] you know the question was you know are we going to put crosswalks on Main
[1:12:17] Street there are four crosswalks on every intersection of Main Street so I'm
[1:12:22] not sure there's four crosses that you know they go each way at desease they go
[1:12:28] each way at the courthouse we have an additional crosswalk down that
[1:12:33] courthouse Suites so I'm not sure I would I'd be happy to talk to whoever it
[1:12:39] is and it was good but there's crosswalks are they labeled they got to
[1:12:54] be newly approved then we got someone I'm not positive but I'll get an A for
[1:13:01] Monday night mayor pro tip Hays what you get for it just a few things through
[1:13:13] process then we'll Council like to remind you that every Monday 8 o'clock
[1:13:20] you can phone in and hear legislative briefing from Tallahassee on what's
[1:13:25] happening on the bills they had one this morning I listened on that this next
[1:13:30] coming week to do the holiday will not be on money will be it to a Tuesday but
[1:13:35] the days after that on mondays you can dial in enormous about 30 minutes then
[1:13:40] they'll brief you on all the bills that are going through and what actions are
[1:13:44] on where they stand and whether we me really need to talk to Tallahassee or go
[1:13:50] down there for the public car real more historical society will be having
[1:13:56] monitor junior program on January 18th at 7:00 p.m.
[1:14:01] revenant Alban Smith will be the speaker net will be at the Carver Hills Center
[1:14:06] on February 11th and the 12th will have legislative day in Tallahassee this is
[1:14:12] where elected officials will go to Tallahassee in massive numbers and they
[1:14:17] will address or visit our representatives are
[1:14:22] and our senators there and just basically we they're aware of a lot of
[1:14:27] things that we are concerned about but this gives us a so show a unity force
[1:14:31] last shot was there and there was over four or five hundred elected officials
[1:14:35] at this event so I'm looking forward to going down 11 to 12 February with the
[1:14:43] Council's approval what what approval you're looking forward to a cost
[1:14:50] associated that's what they need to know yeah because the cost associated with it
[1:14:54] there's a fifty dollar registration fee which have are repaid the other expense
[1:14:59] would be the hotel and the hotel is 239 I'm not asking for money for food or
[1:15:09] money for gas that'd be a my own expenses how many days you stay both
[1:15:15] nights are you staying - I'm upstanding one night I'll be there two days but I
[1:15:19] plan on getting there early that morning at 11th which is where we'll be meeting
[1:15:23] with elected officials I'm in our represents be coming over to the
[1:15:28] Doubletree and they'll be talking with us and we get to really let them know
[1:15:33] how we feel about certain things that the ones that are brave enough to come
[1:15:36] and face about four or five hundred people before is the next day there's
[1:15:43] another meeting - as you know I say on the board of directors for League of
[1:15:48] Cities and there's a meeting there - but I plan on being home that evening so I'm
[1:15:54] only after requesting one night State it's like if I could comment on that at
[1:16:00] one point I was interested in going there with a city manager but with
[1:16:06] having a city manager and a representative from the city
[1:16:08] I would rather y'all allow him to go and pay and and I not go because he'll
[1:16:15] represent us well and it'll be two of us I don't think we really need three so if
[1:16:20] you all want to prove that I I have no problem
[1:16:22] wouldn't have to do so yes okay got a motion mr. blocker made a motion to
[1:16:28] approve that I don't have it in front of me on another cost of the hotel room is
[1:16:38] $239 we have it in the budget yeah okay motion in a second to approve
[1:16:46] Mayor Pro temp Hays to go to that conference any discussion please vote
[1:16:58] and that motion carries four to zero with one effort okay
[1:17:05] I'll wrap things up I'm sorry you want to know one other thing I don't know the
[1:17:09] mirror is gonna mention it but from the people that I've been speaking to and
[1:17:12] running into from this past Sonny year B began they were thoroughly thrilled with
[1:17:20] the new year's event that the mayor has a part of and so I just like to say the
[1:17:25] citizens that I've talked with are looking forward to the next year time
[1:17:30] okay thank you that that's a good segue into what I was going to say because the
[1:17:34] NY the New Year's Eve celebration blew us away we had no idea that many people
[1:17:40] would show up we were thinking maybe I don't get 2500 people and build on it
[1:17:44] estimates were and I didn't make the estimate the restaurant owners did over
[1:17:48] 3,000 people showed up everybody had a good time it was a well-organized event
[1:17:53] and it was done because of the efforts of the city manager the City Council
[1:17:58] city clerk all the departments Main Street it we just it was really a team
[1:18:03] effort and we ended that event by saying goodbye to 2019
[1:18:08] a new view and saying goodbye brought a little tear to my eye
[1:18:12] but we said goodbye to it and then we said welcome 2020 the community coming
[1:18:17] together and that's gonna be your theme for this coming year and that was it if
[1:18:22] you stop thinking about it that event was a community coming
[1:18:24] together speaking of that on Saturday on the 18th
[1:18:28] at 9 o'clock in the morning yes I know it's I know it's a holiday I know it's
[1:18:32] early I know it may be cold but there is going to be a march in
[1:18:36] order of dr. Martin Luther King jr. it's going to be on Main Street and we're
[1:18:42] really looking for massive participation this has been done by a group a very
[1:18:48] dedicated group concerned citizen press you've been doing it for many years and
[1:18:52] so the city's helping them out try to get the advertising out there get the
[1:18:57] people out there it'll be no more than one hour we'll be done by 10:00 there's
[1:19:02] a guest speaker well-known Reverend from Fort Walton Beach Reverend Cecil
[1:19:06] Williams will be the guest speaker and so I encourage everybody to show up and
[1:19:12] join us in that March yes I can't take anything from the audience right now
[1:19:16] thank you and that's all I have and see Clerk everything for us
[1:19:30] now I'll just remind the feet but those of you who signed up for the dinner for
[1:19:34] Thursday night in single bio to do you have me on that I want to show up and
[1:19:44] have no food no I got everybody and send it in today so everybody that had
[1:19:50] responded to it and city manager yes sir just a couple of things briefly again I
[1:19:59] appreciate everyone's patience with the new software as we work through it it'll
[1:20:03] be better it'll get smoother some things we'll do a follow-up from
[1:20:08] the tonight's meeting with Mary another clerk some things I identified that I
[1:20:14] want to change is we're going to get to where we get the mass back up there
[1:20:17] I work with Caesar so that when we're talking about these we do so many
[1:20:21] annexations and reasonings for a while we're able to put them on the screen
[1:20:25] we're going to do that again so that you know what you're looking at
[1:20:28] the public knows what they're looking at the software doesn't accommodate it so
[1:20:32] we'll make some some changes to get that done but again I know it's difficult
[1:20:37] whenever we make changes so I appreciate everyone's patience if you can imagine
[1:20:41] how long it takes us to go through here there's there's five to seven people
[1:20:45] that have to review every single item so having this software allows us to do
[1:20:49] that as efficient as possible so if you guys sit you all an email about the five
[1:20:54] things I listened I mentioned to the news bulletin that we were going to be
[1:20:59] focusing on in next year and one of those things is efficiency and so we
[1:21:04] just continue to work to increase our efficiency you'll also see some changes
[1:21:08] in here between anything in the next meeting we'll be moving some stuff
[1:21:12] around we're not we originally had talked about remodeling this this room
[1:21:16] we're not going to do that at this time we're going to we've got so many other
[1:21:20] projects going on we're just going to make some changes to accommodate it a
[1:21:25] little bit better get myself mixed in this floor so we can work through the
[1:21:28] meetings better and also I'll get you guys a TV over here so that that end of
[1:21:33] the table can see it better mr. LaBeouf's not here because he's been
[1:21:38] on my case about it bring get that done mr. block right toward the Environmental
[1:21:43] Center today that's when I got a chance to speak with mr. steel about it and
[1:21:47] actually I I invite you to set up a time to go walk it with him but will we have
[1:21:51] a ribbon-cutting sing we're waiting on I believe it's the historical the board
[1:21:58] historical sites board I was able to help us with the set up inside there but
[1:22:04] everything is completely done other than the demo of the building it looks like
[1:22:07] that's something we're going to put next year's budget because it's over
[1:22:11] twenty thousand to tear the building down and do it because there's asbestos
[1:22:17] so what we're going to go ahead and get it open so we'll be doing a
[1:22:21] ribbon-cutting on that shortly also The Dispatch Center is is pretty
[1:22:26] much done we'll have the ribbon-cutting probably before the next council meeting
[1:22:31] not in two weeks but maybe in four weeks so the first council meeting in February
[1:22:37] will be having a ribbon cutting for the dispatch center it is beautiful back
[1:22:41] there and it is state-of-the-art very very nice facility also we have we're
[1:22:49] gonna see a little bit of changes in the way that we produce these meetings one
[1:22:53] of the things mr. block brings up to me all the time is to make sure that we're
[1:22:57] transparent and so over the last couple of weeks we've been working together
[1:23:01] with Pendleton from CCTV on a contract agreement for him to produce
[1:23:05] professional produce our our council meetings and so he will be doing that
[1:23:10] over the next couple of weeks you're going to see that it will run so they
[1:23:13] will be it's guaranteed to run live on the CCTV and also we'll have good
[1:23:18] quality both sound and and picture being produced we have the public assignments
[1:23:26] that stuff making some changes but other than that we're busy busy so I
[1:23:30] appreciate each of you and it's almost been a year all right let me go back to
[1:23:44] my page here I think I know where we are want to be sure yeah well thank you all
[1:23:54] for coming and go home now and watch the ball game this meeting is adjourned
