neat and that is I get to read a
[8:15]
proclamation so if I could have all the
ladies here from Zeta Phi Beta Sorority
[8:45]
County celebrated 100 years in existence
and then 2016 we followed them as a city
[8:55]
100 years in existence so this is pretty
pretty unique that have a sorority it's
[9:02]
been around for 100 years and I know you
all know that a hundred years ago it
[9:11]
wasn't easy to start a sorority for
minorities okay
[9:15]
so beyond how many years owns a
significant achievements where is Zeta
[9:22]
Phi Beta Sorority Incorporated was
founded in 1920 and where is this this
[9:29]
sorority was founded by five co-ed
students students and Howard University
[9:34]
and where is these sorority members
envisioned a sisterhood that would
[9:40]
promote the highest standard of
scholarship achievement and what is the
[9:45]
sorority sister hood Woodfox my greatest
sense of unity among its members and
[9:51]
whereas the sorority has
more than 120,000 college-educated women
[9:58]
within its incorporation and whether it
is there are more than 800 chapters in
[10:04]
North America Europe Asia the Caribbean
Africa and the Middle East and wherever
[10:13]
it is since its founding this sorority
has historically focused on social
[10:18]
causes
therefore my JD went in by virtue of the

authority vested in me as mayor of the
city of Christy Florida do hereby

proclaim Monday January 13 2020 and a
day of celebration and acknowledgement

of Zeta Phi Beta Sorority Incorporated
and is devoted members on its 100th year

anniversary like all the elected
officials to stand behind this kind of

gentlemen I am Nisha Baron your elite
regional partnership specialist for the
[14:03]
2020 census coming up I am a citizen of
Okaloosa County which is a requirement
[14:09]
for this position you have to be
familiar with your your communities the
[14:13]
people is in it and how we work how we
talked and how we live because it's
[14:17]
really about us
I'm a retired Air Force veteran of 24
[14:20]
years services in Air Force as a
communication Officer I work with BAE
[14:25]
Systems for about eight years and MT is
first and then I retired from there and
[14:29]
became a shelter and a gardener but I
took on this position because I just
[14:36]
have to serve I was a Girl Scout at
eight I just have to serve I took the
[14:40]
positions I think this is important it's
important to our community is important
[14:43]
to our country we have this it's our
civic duty to participate in the census
[14:47]
we've heard a lot of things about the
census it's in the news real heavy right
[14:51]
now but the bottom line is it is
mandated by the Constitution of the
[14:54]
United States it says we will be counted
every 10 years from the year ending in
[14:59]
zero they started for a lot of reasons
but we have to count the people so that
[15:03]
the federal government knows how many
people it needs to take care of online
[15:06]
the census do we get it I can just keep
going you know keep going yes count the
[15:17]
residents it says count the residents
the money follows the numbers and not
[15:22]
the needs it is about power it's the law
it's about power it's about money but
[15:28]
ultimately it's about people the census
count how many people we have in our
[15:33]
communities determine how many
congressional seats we have here's the
[15:37]
power last decennial we count Florida
gained two more seats we're not allowed
[15:42]
to say
how many we might have is that somebody
[15:44]
study it's not fact also it draws our
congressional lines it draws our
[15:49]
district lines if I schools are too
crowd it's probably because we do not
[15:52]
have the right
count the money follows the numbers and
[15:57]
not the needs it's also about people how
many people if you have things like
[16:03]
federal grants federal subsidies but if
the first thing they want to ask is how
[16:07]
many people the Sacred Heart wants to do
a study on heart disease amongst women
[16:11]
and this our Sacred Heart to go about
how many women in Crestview how many
[16:15]
women under 35 since this is the largest
data warehouse collection in the world
[16:19]
and everybody uses census data as you
know businesses before they open up to a
[16:24]
business plan should I open up a Dave &
Buster's and Crespi how many people is
[16:29]
there what's their income can they
afford my ticket will they like to play
[16:32]
games since this data is very important
today Florida is the third largest
[16:39]
populated state in America ahead of New
York it did that in 20,000 14 he's been

federal budget is trying to divide six

many people we have now that we've done
this and they expect us to have

transportation Medicare is funded by

census anything that says federally
funded federally subsidized even college
[17:14]
grants if your community wants to add a
new playground and the county's budget
[17:20]
is a little limited you might want to do
a federal grant but guess what's going
[17:22]
to happen how many people live there how
many children are there is it worth the
[17:27]
value do you meet the criterias to get
this grant since this data is important
[17:31]
our fire departments wildlife even
before we cannot wait till FEMA has to
[17:36]
come god forbid and visit us again when
they decide how much money Crestview
[17:41]
needs they're going to say how many
people times this amount of money to
[17:44]
give us the help we're going to need an
emergency and we can't wait till that
[17:48]
day these numbers last for 10 years
[17:53]
census data people like to go oh we're
going to go look up our ancestry it's
[17:57]
nice to have how many men how many women
in Crestview about even men and women
[18:01]
how many veterans for veteran services
how many children for children services
[18:05]
it's not unique stuff like that to do
but it also helps with problem-solving
[18:09]
when we have traffic and we want to
change the roads and that's when it
[18:13]

children to that end we employ schools
we're enlisting school to help because
[19:06]
there's nothing more exciting to a kid
and he learned something new and he's
[19:10]
gonna wear her mom out with his new dad
or mom have you taken the census have
[19:14]
you had done the census so we're going
through the school with a lot of
[19:16]
programs over here when we turn to the
Census Bureau we're garnishing partners
[19:23]
and I hope I'm looking at my new set of
partners to help get the word out to our
[19:29]
community that is so important this year
the census is not only the largest
[19:33]
mobile Asian mobile Asian mobilization
the mobilization of people besides war
[19:38]
the census and we have to do that to
take these numbers so we decided to
[19:43]
target the low response group but this
year it is different the low response
[19:48]
group normally are immigrants and
minorities but this year like everybody
[19:52]
else the census has to do more with less
and we want to be more efficient and we
[19:56]
want to save money so we're going to
fully digital we're going to ask the
[20:00]
American public to dollar 1-800 number
and answer just ten questions or get
[20:05]
online
and answer just 10 questions or if
[20:09]
you're old-school like some people they
like if it's not on paper it didn't
[20:12]
happen you have the option to get the
paper so we're gonna do that and I think
[20:18]
that's more important of the information
we didn't know so that with that being
[20:21]
said it affects everyone this is
important to everyone and I'm more
[20:25]
concerned about our senior citizens a
lot of them with tech savvy but to get
[20:28]
online to fix this number and I met him
and he's a Vietnam vet and he's just not
[20:33]
trusting nobody how do I know us to

that it would be done by 2018 needs to

question to make sure because there was
[24:46]
a request but the question has to go out
and be vetted and give back the
[24:49]
information it was intended and it
didn't pass the test so it's not there
[24:54]
that question we're not gonna talk about
it's not there the Constitution says
[24:58]
count residents not citizens because if
you're here you're driving our roads we

need to take care of our roads if you

representing six counties Okaloosa

Walton Escambia Santa Rosa homes
Washington and I'll give away Jack's and

that's just too far so and so we want to
need help I'll be happy to go anywhere

everybody and I've matter of fact I was

think people are a lot better receptive

recruitment how we're going to keep

people that kind of stuff immediately
after being hired which did they

strategically planning and established
our mission statement and our vision
[29:36]
statement and our goals and objectives
for the city and so the next step in
[29:40]
that process was was for us as the
employees of the city to develop core
[29:45]
values that we couldn't be evaluated on
and we can use for training and other
[29:49]
purposes and so earlier this year we
hired Jessica Levin's as our human
[29:54]
resources we call her a specialist but
she's really a generalist she does
[29:58]
actually everything Human Resources
related and so she has head of a team of
[30:03]
employees to develop our core values so
they're going to share this menu tonight
[30:08]
and we'll make it brief as possible but
it's it's sometimes running toward us it
[30:14]
helps to shape who we are and where
we're going
[30:21]

we discussed our core values and the
[30:25]
purposes and the uses of these with our
employees we gathered at committee three
[30:30]
representatives from each of the
department so it would be completely
[30:33]
representative of all the employees in
the city and we have some of them here
[30:36]
with us tonight that are going to talk a
little bit more about the values and why
[30:40]
we chose them we have a great graphic
that goes along with it which I don't
[30:44]
think is going to come up tonight but
one of our employees actually
[30:48]
contributed the acronym himself royally
in the community development services
[30:52]
division came up a track for us and it's
going to be used in all sorts of stuff
[30:57]
and it's really great and these guys are
going to talk about what track stands
[31:01]
for what it means to us building on the
that word track T started it out in this
[31:13]
case for teamwork which is defined as
working together to accomplish the
[31:17]
city's mission through enhanced
communication and fostering positive
[31:21]
relationships both public and private
the team was chosen because no one
[31:27]
person can do as much as a good team and
continue with the mayor's motto for the
[31:31]
year of a community come together means
we must come together first
[31:45]
the next one is respect it's defined as
treating people and property with regard
[31:51]
to their inherit values simply put you
can't have any of the other acronyms
[31:56]
which I want to give away just yet the
meanings without respect simply so
[32:01]
respect is the second one the third is a
and it's adaptability adaptability is
[32:12]
defined as identify and act upon
opportunities for change to increase
[32:18]
effectiveness in a fluid environment an
analogy person so the best way I can
[32:24]
explain adaptability is tonight larvas
going home and watching a sports game
[32:29]
some special games gonna be on TV
tonight both teams are going very
[32:34]
prepared for that game they've been
training they've been practicing they've
[32:38]
done everything they can to prepare for
what might happen
[32:41]
I predict the team that will win is a
team that can adapt to the changes that
[32:46]
are going to come before them that they
were not expecting that's adaptability
[32:49]
is you can be planning you can be
prepared all you want which you have to
[32:53]
adapt as change come forward and I think
that's what we need to do as a team so
[33:02]
the siient Rack is communication sharing
information in an approachable attentive
[33:09]
and transparent manner to achieve our
mission we chose this core value because
[33:14]
we feel that communication is integral
and tying all of them together last but
[33:23]
not least was knowledge knowledge
defined as mastery of skills and
[33:28]
continued learning we chose that as a
core value because not only do we want
[33:32]
to convey that we're competent at what
we do but we want to be the best at what
[33:37]
we do
[33:44]
if you couldn't spell track you know
that we're out of letters just on behalf
[33:52]
of the senior management team I'd just
like to say a word about how well and
[33:57]
how hard everybody worked on this we had
several meetings with all cross sections
[34:03]
of the city municipal team to put this
together it was a much bigger list and
[34:10]
we narrowed it down and what we're able
to go ahead and pick the the main ones
[34:14]
but but what's key to know is is that in
addition to having the actual core
[34:20]
values and the acronym and the
definition for the core values this is
[34:25]
that the second part of this that we
aren't sharing today is each one of
[34:29]
those have action statements and so as a
team we went ahead and formulated what
[34:34]
action statements define it and and are
shown by that this is going to help us
[34:39]
and our leadership and being more
focused for training purposes because it
[34:45]
is going to allow us to formulate a
better evaluation system so so that
[34:50]
we're able to go ahead and communicate
with our employees exactly what they are
[34:54]
doing doing right and what they're doing
great hey any comments or questions from
[35:00]
the council great no I like make one
comment before you wrap it up to him and
[35:05]
that is thank you for the hard work I
think it was a really really good core
[35:10]
value especially like the association
with the community coming together
[35:13]
that's that's a great concept but anyway

appreciate that one thing that one thing
they didn't mention that
[35:22]
want to mention is another we have our
mission statement but out of this
[35:27]
meeting came a statement that I
absolutely love if we didn't already
[35:31]
have a mission statement we may have
used it for that but it's one city one
[35:34]
mission and it's and it's the just like

we're working through weeding through

the way we handle our meetings and and

the number of boards that we have the
number of different boards and so we

expect an ordinance to be ready in the
next two or three meetings yes okay so

we expect to be able to come before you
with with an ordinance in the next
[1:02:09]
couple of meetings to make some
significant changes some of those

changes will include taking all of the
boards we're going to recommend to you

that we take the different boards that
we have and kind of combine them into

and try to exit the way the process

works for example right now we have a
separate boa board from LP a board and

then we have code board we have all
these other boards and so when we when
[1:02:36]
we come back we're going to be
recommending that the LP a and the and
[1:02:40]
the boa are combined it it's an
effective way to do it because you have

the people who are writing the code also
or evaluating whether a variation is

necessary from the code or whether it's
also our appeal process long story short

residential subdivision and with this
[1:06:00]
set a vision is an MOU that I'll discuss
here briefly this is a little bit
[1:06:06]
background about this property it is a
parcel of land it's on the corner of old
[1:06:11]
Bethel Road and Jones Road on the east
side of Jones Road is a about thirty two
[1:06:17]
point six five acres of land they have
been through the TRC and LPA with quite
[1:06:24]
a bit of back and forth and work through
this development to make it work as a
[1:06:29]
result of Jones Road and old Bethel
being what they are and trying to look
[1:06:34]
forward towards the future on planning
for a better traffic this the developer
[1:06:39]
the county and us our engineering
they're playing apartments to have
[1:06:43]
worked together to work out an MoU which
is a member of understanding the
[1:06:48]
developer and this they're all parties
involved have worked together to do some
[1:06:54]
improvements to Jones Road with a nod
towards future needs in that area as a
[1:07:00]
part of this development
they have also as far as their
[1:07:04]
development gave given some of their
land towards a ride away on that
[1:07:08]
property as well in other aspects of
this project they have call sufficiently
[1:07:16]
met all technical requirements for all
infrastructure all concurrency
[1:07:21]
and willing to answer any other
questions we do have the developer and
[1:07:25]
engineer in the audience if you have

think I'd like to ask one of the
developers that come up if you would

please my my only question would be the
big elephant in the room and that is the
[1:07:50]
transportation what what are the plans
with Jones Road Matt Zinke Jenkins

behalf of a regular land development we
[1:08:04]
met basically with the Oakland County
right off the bat on this project
[1:08:06]
because Jones Road and old Bethel Road
are both roads maintained by Okaloosa
[1:08:10]
County many of this properties in the
city and anyone familiar with the pj
[1:08:15]
adams project knows that acquiring the
right away is probably more difficult
[1:08:20]
almost in the construction and it's
costing as time-consuming so one of the
[1:08:25]
things the county asked of our
developers was we're basically giving 25
[1:08:29]
feet of ride away along the entire 11
hundred foot frontage along old Bethel
[1:08:33]
in case the county ever wants to
four-way or excuse me put four lanes in
[1:08:37]
on old Ethel well now I have that right
away to do that they're also dedicating
[1:08:41]
17 feet of ride away along Jones Road to
make sure it has the proper right away
[1:08:44]
and then they're paving about 660 feet
of Jones Road and having a second
[1:08:49]
interest in say the vision that way if
that roadway ever gets widened the
[1:08:54]
entrance off of Bethel could become a
ride in right out and then you know you
[1:08:58]
have a full access there at that
juncture out so those improvements were
[1:09:02]
all coordinated with the county engineer
and city staff okay thank you mr. block

that I will not be here for the February
10th meeting I will be out of town okay

courthouse Suites so I'm not sure I
would I'd be happy to talk to whoever it

is and it was good but there's
crosswalks are they labeled they got to

I'm not positive but I'll get an A for

morning I listened on that this next

the days after that on mondays you can
dial in enormous about 30 minutes then
[1:13:40]
they'll brief you on all the bills that
are going through and what actions are
[1:13:44]
on where they stand and whether we me
really need to talk to Tallahassee or go
[1:13:50]
down there for the public car real more
historical society will be having
[1:13:56]
monitor junior program on January 18th
at 7:00 p.m.
[1:14:01]
revenant Alban Smith will be the speaker
net will be at the Carver Hills Center
[1:14:06]
on February 11th and the 12th will have
legislative day in Tallahassee this is
[1:14:12]
where elected officials will go to
Tallahassee in massive numbers and they
[1:14:17]
will address or visit our
representatives are
[1:14:22]
and our senators there and just
basically we they're aware of a lot of
[1:14:27]
things that we are concerned about but
this gives us a so show a unity force
[1:14:31]
last shot was there and there was over
four or five hundred elected officials
[1:14:35]
at this event so I'm looking forward to
going down 11 to 12 February with the
[1:14:43]
Council's approval what what approval
you're looking forward to a cost
[1:14:50]
associated that's what they need to know
yeah because the cost associated with it
[1:14:54]
there's a fifty dollar registration fee
which have are repaid the other expense
[1:14:59]
would be the hotel and the hotel is 239
I'm not asking for money for food or
[1:15:09]
money for gas that'd be a my own
expenses how many days you stay both
[1:15:15]
nights are you staying - I'm upstanding
one night I'll be there two days but I
[1:15:19]
plan on getting there early that morning
at 11th which is where we'll be meeting
[1:15:23]
with elected officials I'm in our
represents be coming over to the
[1:15:28]
Doubletree and they'll be talking with
us and we get to really let them know
[1:15:33]
how we feel about certain things that
the ones that are brave enough to come
[1:15:36]
and face about four or five hundred
people before is the next day there's
[1:15:43]
another meeting - as you know I say on
the board of directors for League of
[1:15:48]
Cities and there's a meeting there - but
I plan on being home that evening so I'm
[1:15:54]
only after requesting one night State
it's like if I could comment on that at
[1:16:00]
one point I was interested in going
there with a city manager but with
[1:16:06]
having a city manager and a
representative from the city
[1:16:08]
I would rather y'all allow him to go and
pay and and I not go because he'll
[1:16:15]
represent us well and it'll be two of us
I don't think we really need three so if
[1:16:20]
you all want to prove that I I have no
problem
[1:16:22]
wouldn't have to do so yes okay got a
motion mr. blocker made a motion to
[1:16:28]
approve that I don't have it in front of
me on another cost of the hotel room is
[1:16:38]
$239 we have it in the budget yeah okay
motion in a second to approve

I'll wrap things up I'm sorry you want
to know one other thing I don't know the
[1:17:09]
mirror is gonna mention it but from the
people that I've been speaking to and
[1:17:12]
running into from this past Sonny year B
began they were thoroughly thrilled with
[1:17:20]
the new year's event that the mayor has
a part of and so I just like to say the
[1:17:25]
citizens that I've talked with are
looking forward to the next year time
[1:17:30]
okay thank you that that's a good segue
into what I was going to say because the
[1:17:34]
NY the New Year's Eve celebration blew
us away we had no idea that many people
[1:17:40]
would show up we were thinking maybe I
don't get 2500 people and build on it
[1:17:44]
estimates were and I didn't make the
estimate the restaurant owners did over
[1:17:48]
3,000 people showed up everybody had a
good time it was a well-organized event
[1:17:53]
and it was done because of the efforts
of the city manager the City Council
[1:17:58]
city clerk all the departments Main
Street it we just it was really a team
[1:18:03]
effort and we ended that event by saying
goodbye to 2019
[1:18:08]
a new view and saying goodbye brought a
little tear to my eye
[1:18:12]
but we said goodbye to it and then we
said welcome 2020 the community coming
[1:18:17]
together and that's gonna be your theme
for this coming year and that was it if
[1:18:22]
you stop thinking about it
that event was a community coming
[1:18:24]
together speaking of that on Saturday on
the 18th
[1:18:28]
at 9 o'clock in the morning yes I know
it's I know it's a holiday I know it's
[1:18:32]
early I know it may be cold
but there is going to be a march in
[1:18:36]
order of dr. Martin Luther King jr. it's
going to be on Main Street and we're
[1:18:42]
really looking for massive participation
this has been done by a group a very
[1:18:48]
dedicated group concerned citizen press
you've been doing it for many years and
[1:18:52]
so the city's helping them out try to
get the advertising out there get the
[1:18:57]
people out there it'll be no more than
one hour we'll be done by 10:00 there's
[1:19:02]
a guest speaker well-known Reverend from
Fort Walton Beach Reverend Cecil
[1:19:06]
Williams will be the guest speaker and
so I encourage everybody to show up and
[1:19:12]
join us in that March yes I can't take
anything from the audience right now
[1:19:16]

the tonight's meeting with Mary another
clerk some things I identified that I
[1:20:14]
want to change is we're going to get to
where we get the mass back up there
[1:20:17]
I work with Caesar so that when we're
talking about these we do so many
[1:20:21]
annexations and reasonings for a while
we're able to put them on the screen
[1:20:25]
we're going to do that again
so that you know what you're looking at
[1:20:28]
the public knows what they're looking at
the software doesn't accommodate it so
[1:20:32]
we'll make some some changes to get that
done but again I know it's difficult
[1:20:37]
whenever we make changes so I appreciate
everyone's patience if you can imagine
[1:20:41]
how long it takes us to go through here
there's there's five to seven people
[1:20:45]
that have to review every single item so
having this software allows us to do
[1:20:49]
that as efficient as possible so if you
guys sit you all an email about the five
[1:20:54]
things I listened I mentioned to the
news bulletin that we were going to be
[1:20:59]
focusing on in next year and one of
those things is efficiency and so we
[1:21:04]
just continue to work to increase our
efficiency you'll also see some changes
[1:21:08]
in here between anything in the next
meeting we'll be moving some stuff
[1:21:12]
around we're not we originally had
talked about remodeling this this room
[1:21:16]
we're not going to do that at this time
we're going to we've got so many other
[1:21:20]
projects going on we're just going to
make some changes to accommodate it a
[1:21:25]
little bit better get myself mixed in
this floor so we can work through the
[1:21:28]
meetings better and also I'll get you
guys a TV over here so that that end of
[1:21:33]
the table can see it better
mr. LaBeouf's not here because he's been
[1:21:38]
on my case about it bring get that done
mr. block right toward the Environmental
[1:21:43]
Center today that's when I got a chance
to speak with mr. steel about it and
[1:21:47]
actually I I invite you to set up a time
to go walk it with him but will we have
[1:21:51]
a ribbon-cutting sing we're waiting on I
believe it's the historical the board
[1:21:58]
historical sites board I was able to
help us with the set up inside there but
[1:22:04]
everything is completely done other than
the demo of the building it looks like
[1:22:07]
that's something we're going to put
next year's budget because it's over
[1:22:11]
twenty thousand to tear the building
down and do it because there's asbestos
[1:22:17]
so what we're going to go ahead and get
it open so we'll be doing a
[1:22:21]
ribbon-cutting on that shortly
also The Dispatch Center is is pretty
[1:22:26]
much done we'll have the ribbon-cutting
probably before the next council meeting
[1:22:31]
not in two weeks but maybe in four weeks
so the first council meeting in February
[1:22:37]
will be having a ribbon cutting for the
dispatch center it is beautiful back
[1:22:41]
there and it is state-of-the-art very
very nice facility also we have we're
[1:22:49]
gonna see a little bit of changes in the
way that we produce these meetings one
[1:22:53]
of the things mr. block brings up to me
all the time is to make sure that we're
[1:22:57]
transparent and so over the last couple
of weeks we've been working together
[1:23:01]
with Pendleton from CCTV on a contract
agreement for him to produce
[1:23:05]
professional produce our our council
meetings and so he will be doing that
[1:23:10]
over the next couple of weeks you're
going to see that it will run so they
[1:23:13]
will be it's guaranteed to run live on
the CCTV and also we'll have good
[1:23:18]
quality both sound and and picture being
produced we have the public assignments
[1:23:26]
that stuff making some changes but other
than that we're busy busy so I
[1:23:30]
appreciate each of you and it's almost
been a year all right let me go back to
[1:23:44]
