[5:49] Mhm.
[7:44] » Mhm.
[9:07] » public properties or capital properties
[9:10] for themselves to then flatten them
[9:13] and do what with them to maintain those
[9:15] sites?
[9:16] Um, I'm just confused. We have four
[9:19] addresses in particular.
[9:21] Uh, two of them are on the regular
[9:24] agenda, but the four addresses in
[9:26] question are 102 North Broadway, I'm
[9:28] being just right down the street here,
[9:30] 1298 Memorial Drive, um, has a large
[9:33] structure on it as well that the city's
[9:34] looking to absorb for
[9:36] a low rate. Uh it seems like kind of a
[9:39] shoe-in
[9:41] operation.
[9:43] Pretty large parcel land trying to be
[9:45] absorbed by the city right now with the
[9:46] building on it when we don't even have
[9:48] full demo plans for the long run down
[9:50] the way. The other two addresses, they
[9:52] don't directly pertain to this regular
[9:53] agenda, but I think they are good um
[9:56] insight for the overall agenda here. 724
[9:59] University Avenue and 500 Ingersoll
[10:02] Avenue.
[10:03] Um those would be your Washington school
[10:06] and the egg facility that sits on the
[10:08] edge of town. Uh it seems like the city
[10:10] has a good way of starting these
[10:12] projects, obtaining these buildings that
[10:14] were either owned by nonprofits or other
[10:17] entities, and then taking it upon
[10:18] themselves to cost the taxpayer
[10:21] >> [clears throat]
[10:22] >> for the next step with them without very
[10:24] little real guidance. So, before you
[10:26] guys all vote on this tonight, I just
[10:27] strongly urge encourage you all to find
[10:29] in yourselves if you are in support of a
[10:32] plan or if you're just following suit to
[10:34] the shoe-in
[10:36] um and what that looks like. Uh cuz
[10:38] there are other entities involved in
[10:40] here, too. I mean, the city's
[10:41] essentially getting
[10:43] um by a church a prorated rate on a
[10:45] public um available parcel. Like I said,
[10:49] there's plenty of streets here in
[10:50] Creston that need attention, and I think
[10:52] everybody knows that, [clears throat]
[10:54] and that's our main focus and priority.
[10:55] So, taking on these large-scale projects
[10:57] with heavy expense upon the city seems
[11:00] burdensome and irresponsible.
[11:02] Um thanks for your time. I'll keep it to
[11:04] that topic tonight.
[11:07] » Anyone else?
[11:08] >> I just like to comment, your honor. We
[11:09] don't own Washington school.
[11:11] >> Not yet.
[11:11] >> It's owned by the city. We don't own
[11:13] Washington school.
[11:15] >> We also don't own the egg center.
[11:17] >> No, that the industrial park, but not
[11:19] egg lands, correct?
[11:22] >> And I don't think council's got an
[11:24] appetite right now to purchase
[11:25] Washington school.
[11:26] >> No.
[11:27] >> Yes, because we're in the middle of the
[11:28] demo right now.
[11:30] >> So, we'll leave it at that. Thank you.
[11:32] Anyone else?
[11:35] Okay, moving on. No presentations. This
[11:38] brings us to the agenda. Does anyone
[11:41] wish to add anything from
[11:43] >> [clears throat]
[11:43] >> from tonight's agenda?
[11:47] I have a motion to approve tonight's
[11:49] agenda. So moved, your honor. Thank you.
[11:52] Is there a second?
[11:53] >> Second.
[11:54] by Joseph. Thank you. Discussion?
[11:58] Hearing none, let's have a roll call,
[12:00] please.
[12:00] >> Briggs? Hi.
[12:01] >> Cavalier?
[12:02] >> Hi.
[12:03] >> Brekken?
[12:03] >> Hi.
[12:04] >> Blatt?
[12:04] >> Hi.
[12:05] >> Alt?
[12:06] >> Hi.
[12:06] >> Kibma?
[12:07] >> Hi.
[12:07] >> Schestell?
[12:08] >> Hi.
[12:09] >> Fisher?
[12:10] >> [clears throat]
[12:11] >> Okay, motion carries. This brings us to
[12:13] the consent agenda. Does anyone wish to
[12:16] remove anything from the consent agenda?
[12:21] I have a motion to approve tonight's
[12:22] consent agenda.
[12:24] >> So moved.
[12:24] >> Thank you, Joseph. Is there a second?
[12:26] >> Second.
[12:27] by Henry. Thank you.
[12:30] Roll call, please.
[12:31] >> Briggs?
[12:31] >> Hi.
[12:32] >> Cavalier?
[12:32] >> Hi.
[12:33] >> Brekken?
[12:34] >> Hi.
[12:34] >> Blatt?
[12:35] >> Hi.
[12:35] >> Alt?
[12:36] >> Hi.
[12:36] >> Kibma?
[12:37] >> Hi.
[12:37] >> Schestell?
[12:38] >> Hi.
[12:39] >> Fisher?
[12:39] >> Hi.
[12:41] >> Okay, motion carries.
[12:43] No public hearings. Regular agenda,
[12:46] Ashley, please.
[12:47] >> [clears throat]
[12:47] >> Yes, your honor. 8.01 is a resolution
[12:50] approving task order number 28 with
[12:52] Advanced Engineering Environmental
[12:54] Services LLC, AE2S, for the Tri-Valley
[12:58] Building Demolition Project.
[13:00] >> Thank you. Do I have a motion to approve
[13:02] this resolution?
[13:03] >> So moved, your honor.
[13:04] >> Don, do I have a second?
[13:06] >> I'll second that.
[13:07] >> Second by Clayton. Thank you.
[13:09] Discussion?
[13:10] >> Hearing
[13:11] >> Uh yes, your honor. As we discussed on
[13:13] the 18th at the Ways and Means meeting,
[13:16] consensus from council is to move
[13:18] forward with demolition of the
[13:18] Tri-Valley building.
[13:20] Um at that time, I also presented the
[13:22] council with an estimate of the
[13:23] demolition cost to include engineering
[13:25] fees.
[13:26] Uh this resolution and attached task
[13:28] order
[13:29] from AE2S details the scope of their
[13:31] services to assist with the demolition
[13:34] uh to include the following phases:
[13:36] study and report, preliminary design,
[13:38] final design,
[13:40] bidding and proposal, construction
[13:42] phase,
[13:43] post construction, instrument
[13:45] instrumental and controls.
[13:47] Uh anticipated engineering fees total
[13:49] $113,500.
[13:52] This project will ultimately be funded
[13:53] through a bond
[13:55] uh and we'll repair ourselves uh once
[13:57] the bond is received.
[13:58] Uh in the meantime we'll cover this
[14:00] through our general fund reserves.
[14:03] >> Thank you. Further discussion?
[14:06] >> Just to clarify, so this is we're
[14:07] talking Tri-Valley building.
[14:09] >> Correct. Yes.
[14:10] >> As stated in the resolution, yes, sir.
[14:12] >> Okay.
[14:13] Pretty certain how this is going to go
[14:15] down. You You might just
[14:17] question
[14:18] um voting on something without actually
[14:21] first having structural engineers go
[14:23] through that building to see if there's
[14:25] a way to make it safe.
[14:26] If we make decisions based upon that
[14:28] someone had either got a structural
[14:31] this horrible thing should never happen,
[14:32] um but I would imagine that there are
[14:34] people who have died in other parts of
[14:35] the city
[14:36] and we haven't rushed to take down
[14:38] whatever is there in those areas.
[14:40] Again, this is people have probably
[14:42] already decided how they're going to
[14:43] vote, but I just question not having
[14:46] structural engineers take a look at that
[14:47] building first.
[14:52] » Further discussion?
[14:58] » I think back in the day that I think,
[15:00] you know, uh Tri-Valley reason
[15:02] Tri-Valley decided to move on is cuz uh
[15:05] they were just throwing good money at
[15:06] bad money here.
[15:10] It was uh not cost efficient for them to
[15:12] continue to operate that building.
[15:16] So, um
[15:18] that's kind of where we're at.
[15:21] But I think uh
[15:22] it is a safety concern, especially when
[15:25] we are going to be redoing our corridors
[15:27] next year.
[15:28] After building is gone, I know Minded is
[15:30] willing to maybe purchase a little more
[15:33] of that corner to make the radius
[15:37] a little cleaner, a little wider.
[15:41] So,
[15:43] further discussion?
[15:45] >> Public welcome.
[15:48] >> Uh you can save comments at the end of
[15:51] the council meeting.
[15:55] Uh roll call, please.
[15:57] >> Briggs?
[15:58] >> Aye.
[15:59] >> Cavalier?
[15:59] >> Aye.
[16:00] >> Rupkin?
[16:01] >> Aye.
[16:01] >> Flott?
[16:02] >> Aye.
[16:02] >> Alt?
[16:04] >> Aye.
[16:05] >> Kidman?
[16:05] >> Aye.
[16:06] >> Chastell?
[16:07] >> Abstain.
[16:10] » Fisher?
[16:10] >> Aye.
[16:11] >> Okay, the motion carries. Moving on.
[16:14] >> Item 8.02 is a resolution approving a
[16:17] professional service agreement with AE2S
[16:20] Communications for Croxton Diocese site
[16:22] redevelopment support, Your Honor.
[16:24] >> Thank you. Do I have a motion to approve
[16:26] this resolution?
[16:27] >> So moved, Your Honor.
[16:28] >> Thank you, Clayton. Do I have a second?
[16:31] >> I'll second it.
[16:32] >> Thank you, Morgan. Discussion?
[16:35] >> Yes, Your Honor. On May 18th Ways and
[16:37] Means meeting,
[16:38] >> [cough]
[16:39] >> we discussed [clears throat] the
[16:39] development of the Diocese property. At
[16:42] that time, uh it was also consensus of
[16:44] council to move forward with seeking a
[16:46] developer's agreement. This resolution
[16:48] is uh for assistance again from AE2S
[16:50] with site development to include
[16:52] following tasks: goal setting,
[16:54] organization alignment, financial and
[16:56] funding framework,
[16:58] uh current RFP review and refinement,
[17:00] proposal evaluation, selection, and
[17:02] additional support.
[17:04] Engineering fees for this project uh
[17:06] would be provided on hourly basis
[17:08] however, uh shall not exceed $33,795
[17:12] without written permission from the
[17:13] city.
[17:14] These fees is uh will be paid from the
[17:15] community development, uh, professional
[17:18] fees expenditure.
[17:19] >> Thank you. Further discussion?
[17:24] Hearing none, can I have a roll call,
[17:25] please?
[17:26] >> Briggs.
[17:27] >> Aye.
[17:27] >> Cavalier.
[17:28] >> Aye.
[17:28] >> Brekken.
[17:29] >> Aye.
[17:30] >> Flott.
[17:30] >> Aye.
[17:31] >> Alt.
[17:32] >> Aye. [snorts]
[17:33] >> Himena.
[17:33] >> Aye.
[17:34] >> Chastell.
[17:35] >> Aye.
[17:35] >> Fisher.
[17:36] >> Aye.
[17:37] >> Okay, motion carries.
[17:39] >> Item 8.03 is a resolution waving the
[17:41] 10,000 special assessments against
[17:43] partial 82.04088.00
[17:48] pursuing [clears throat] to the
[17:49] Natureview Estates plat five development
[17:52] developers agreement, Your Honor.
[17:54] >> Thank you. Do I have a motion to approve
[17:56] this resolution?
[17:57] >> So moved.
[17:57] >> Thank you, Delaine. Is there a second?
[17:59] >> I'll second.
[18:00] >> Thank you, Wendy. Discussion.
[18:03] >> You know, last Friday, in late
[18:04] afternoon, I was, uh, um,
[18:07] contacted about the sale of a lot in the
[18:08] Natureview Estates plat five developer.
[18:11] Uh, um,
[18:13] in reference to that agreement. So, a
[18:14] little history on this developer's
[18:16] agreement.
[18:17] >> [clears throat]
[18:17] >> On February 24th, 2020,
[18:19] the city entered into agreement with
[18:20] Natureview Development LLC,
[18:23] which is owned by Bob Herkenhoff.
[18:25] >> [clears throat]
[18:26] >> The agreement [snorts] at that time was
[18:27] in exchange for the city constructing or
[18:29] extending Ickauf Boulevard to Fisher
[18:31] Avenue.
[18:32] Uh,
[18:32] >> [clears throat]
[18:33] >> that Bob Herkenhoff would donate the two
[18:35] ponds that the city currently owns, uh,
[18:38] on that parcel, be permanently
[18:39] dedicated,
[18:40] >> [clears throat]
[18:41] >> uh, for the use of the public park, or
[18:42] parks. Some of the additional
[18:44] requirements in that developer agreement
[18:46] were
[18:47] the city would waive all assessments.
[18:48] However, the city was allowed to impose
[18:51] a $10,000 special assessment on each lot
[18:54] in the Natureview Estates if substantial
[18:56] construction was not completed in two
[18:59] years,
[19:00] and each lot in the Natureview Estates
[19:02] was not or would not be eligible for any
[19:04] city tax abatement programs.
[19:07] Um, since the signing of this agreement,
[19:08] we've encountered several unique
[19:10] circumstances.
[19:12] The agreement was signed during the
[19:13] height of COVID. At that time, if you
[19:15] remember, it was nearly impossible to
[19:17] contract with any builders.
[19:19] Uh the price of building supplies was an
[19:21] all-time high.
[19:22] And most projects were delayed due to
[19:24] increased costs, uh product
[19:26] availability, and high interest rates.
[19:28] Because of these factors, and again, uh
[19:30] turn over city administrator, the 2-year
[19:32] construction timeline what was uh
[19:34] overlooked or were uh
[19:36] kind of extended.
[19:37] Um
[19:39] Currently, there's 10 lots in the Nature
[19:40] View Estates that are subject to this
[19:42] $10,000 special assessment. All of those
[19:45] lots are sold. Uh of the 10, um
[19:49] most of them are owned by four of them
[19:49] by Cheetah. One has actually been sold.
[19:51] Three of the remaining are owned by
[19:53] Cheetah. The other six are owned by
[19:54] private party
[19:56] um entities or persons.
[19:59] Um
[20:00] you know, it's in the best interest of
[20:01] the city to have residential development
[20:02] to increase the city's tax base.
[20:05] Uh however, I just want to
[20:07] inform you obviously what we do for one
[20:10] we'll likely have to do for the
[20:10] remaining 10 parcels
[20:12] in the Nature View Estates. Um so,
[20:14] again, this resolution
[20:16] uh
[20:16] is to ask to waive the $10,000 special
[20:19] assessment. Again, contingent on the
[20:21] sale of that parcel to construct a new
[20:24] home.
[20:25] I first I personally spoke with uh the
[20:27] realtor and the private party buyer.
[20:30] Um the contract is in place uh pending
[20:33] the outcome of this uh council meeting.
[20:35] And they are planning to construct a new
[20:36] home, hopefully to be completed in next
[20:38] 3 or 4 months.
[20:40] >> So,
[20:42] you're correct in um
[20:44] construction during the COVID period it
[20:46] was staying near impossible to get a
[20:47] contractor. And like you said, the
[20:50] So, I'm just wondering if we should just
[20:52] give everybody an additional couple
[20:54] years on that agreement. Is that something we
[20:59] can do or is it
[21:01] I think because like no nobody was
[21:03] building during that time at all.
[21:05] >> Mhm.
[21:07] You know, we could absolutely
[21:08] >> I mean, I'm I'm I'm for moving forward
[21:10] with this one, but I'm just wondering if
[21:11] we shouldn't
[21:12] >> come back with another resolution asking
[21:14] for another 24-month extension.
[21:16] >> Sure.
[21:16] >> Yeah.
[21:17] We could [clears throat] certainly do
[21:18] that if that's what council would like
[21:19] to do.
[21:20] >> I don't want anything to like impede
[21:21] people trying to go and build out there.
[21:23] I mean,
[21:24] $10,000 can be eaten up pretty quickly
[21:26] in property taxes if somebody builds a
[21:28] house.
[21:29] >> And and again, just as a reminder, these
[21:31] [snorts] parcels are not subject any of
[21:32] the tax abatement programs that we would
[21:34] have. So, we would receive, you know,
[21:37] the taxes on that.
[21:39] Subsequently, you know, later after
[21:40] [cough and clears throat] building a
[21:41] home.
[21:41] >> Yeah.
[21:45] Why won't they be for the
[21:48] um
[21:50] the 2-year
[21:51] >> Yeah, maybe the housing incentive.
[21:53] >> So, the developer's agreement was that's
[21:55] what it was stated at that time. Council
[21:56] could certainly, you know, change that
[21:57] also. We could extend that 24 months,
[21:59] and we could allow that tax abatement
[22:01] program to be offered uh uh to the
[22:03] current owners. If council chooses,
[22:05] however, that the developer's agreement signed in
[22:08] 2020, part of that agreement was that
[22:10] they would not be eligible
[22:12] for any of those tax abatement programs.
[22:14] However, again,
[22:15] council has the discretion to change
[22:16] that however they'd like to see fit.
[22:19] >> I think it's worth exploring. Maybe
[22:20] it'll spur more housing development out
[22:23] there to get the 2-year tax abatement.
[22:26] >> I I can tell you um you know, Cheetah
[22:28] currently owns three lots remaining of
[22:30] the 10 out there. Um Taylor's working
[22:33] diligently on on programs to look at
[22:35] enticing for the sale or or uh um
[22:39] development of those properties. I
[22:41] should say s- not sale, but development
[22:42] of those properties. It would be
[22:44] enticing to have that tax abatement
[22:47] program available to anybody interested
[22:49] in purchasing those lots. Currently,
[22:51] they fall under this developer's
[22:52] agreement, so um
[22:54] it it was likely probably a uh um
[22:57] you know, something we'd have to bring
[22:57] back to discuss anyway.
[22:59] >> I'd be I'd be for that.
[23:02] All right.
[23:04] Further discussion?
[23:06] Roll call, please.
[23:08] >> Breaks?
[23:08] >> Aye.
[23:09] >> Cavalier?
[23:10] >> Aye.
[23:10] >> Brekken?
[23:11] >> Aye.
[23:12] >> Platt?
[23:12] >> Aye.
[23:13] >> Alt?
[23:14] >> Aye.
[23:15] >> Givens?
[23:15] >> Aye.
[23:16] >> Chastell?
[23:17] >> Aye.
[23:17] >> Fisher?
[23:18] >> Aye.
[23:19] >> Your Honor, just to clarify, your Honor,
[23:20] sorry.
[23:21] We'll bring back a resolution for
[23:23] 24-month extension and the waiver or to
[23:25] allow
[23:26] the tax incentive incentives on the
[23:28] remaining properties. Is that correct?
[23:30] Okay. Thank you.
[23:31] >> All right, thank you. Okay, motion
[23:33] carries.
[23:35] All right,
[23:37] reports. Is there anything else to add?
[23:39] >> The only thing to add, your Honor, is
[23:40] that we're scheduling a diocese property
[23:42] steering committee in the coming days
[23:44] and then starting
[23:45] [cough and clears throat] at our next
[23:45] Ways and Means meeting or June 15th,
[23:49] we'll start 2027 budget process through
[23:52] budget meetings that will continue
[23:53] through September.
[23:55] >> All right, thank you.
[23:58] Clayton, anything tonight?
[23:59] >> Uh
[24:00] question on the
[24:02] Is the
[24:04] city watering these planters downtown?
[24:07] >> We are not. Uh
[24:09] no, sir. We
[24:11] If you remember in the last year's
[24:12] budget, we did eliminate the salaries
[24:14] for any staff to be hired or to be paid
[24:17] to water those baskets.
[24:19] However, um
[24:21] the Crookston Downtown Development Group
[24:22] did move forward with their program.
[24:25] We, as we hung flags, hung the the
[24:27] baskets for them at the same time.
[24:30] Um and they are watering them on their
[24:32] own.
[24:34] » I had a
[24:35] lady call me this morning
[24:37] and she said she spends $150 to $200
[24:41] planting
[24:42] a downtown one and uh
[24:45] she said she told me that the city
[24:47] wasn't
[24:49] and she was [snorts] uh
[24:52] saying if it was known ahead of time,
[24:55] she wouldn't have spent the money.
[24:58] And I think we're going to find that a
[25:00] lot of those will not be used because I
[25:04] know when that flower program first
[25:06] started my wife and I had one.
[25:08] And I would haul a 55-gallon barrel down
[25:11] there to water and then the city took
[25:12] over. So,
[25:15] guess I'm just a little disappointed in
[25:17] it that
[25:18] we probably won't have flowers in the
[25:20] flower gardens here in town.
[25:22] >> Well, I know when that program started I
[25:24] can't remember how many years ago that
[25:27] with the downtown corners whoever
[25:29] planted and it was their responsibility
[25:31] to water them, too.
[25:33] That's the way it was set up. Now, how
[25:35] it went from
[25:38] you know, park and rec taking over
[25:41] as far as watering not only the flower
[25:44] baskets but also the corner
[25:46] >> we I'm pretty sure we all discussed it
[25:48] and it was
[25:49] >> [clears throat]
[25:49] >> pretty much
[25:50] the consensus. I don't think we voted on
[25:52] that particular thing but it's pretty
[25:54] much the consensus tonight.
[25:56] >> Pay to have staff
[25:57] >> Pay pay to have staff water them.
[25:59] >> [clears throat]
[25:59] >> I remember a pretty good conversation on
[26:02] >> See, and I know with the baskets this
[26:04] year we had always hearing that they
[26:06] don't need water every day.
[26:09] >> Right, they're self-watering baskets.
[26:11] So, they're a little less labor
[26:12] intensive.
[26:14] >> True.
[26:15] >> Yeah, they they provided the baskets.
[26:17] They hauled them with the city staff. It really took no additional time for us
[26:20] to hang them but
[26:21] >> Right.
[26:23] >> Watering is done by the DC.
[26:26] >> Yes.
[26:29] >> All right, thanks Wade.
[26:31] Henry, anything?
[26:32] >> Nothing for me.
[26:33] >> Thank you. Joseph?
[26:34] >> Uh [clears throat] real quick, uh so on
[26:36] May 28th the Crookston Housing and
[26:38] Economic Development Authority met and
[26:41] big items is that we approved financial
[26:43] report, approved account signatures, uh
[26:46] discussed approved insurance for Oak
[26:48] Court, approved the AD ADP payroll,
[26:51] talked about the Icoff Boulevard lots,
[26:54] um approval of
[26:57] uh
[26:58] a site civil engineering request for
[27:01] proposal regarding the 3.6 acre parcel
[27:04] uh
[27:05] >> [snorts]
[27:05] >> owned by Cheetah.
[27:06] And then
[27:08] most recently we just
[27:10] sort of indirectly connected to Cheetah,
[27:12] we found that we are now funded, the
[27:14] city was funded for
[27:16] uh once we remove those ash trees, we
[27:18] already knew that that was that's funded
[27:19] that $140,000 grant. But the question
[27:21] was what did we do what do we do with
[27:25] quote the waste product, which are those
[27:27] trees, and so we had sent a proposal
[27:30] over to University of Minnesota
[27:31] Agricultural Extension and that was
[27:33] approved and to utilize that as a form
[27:37] to create biochar and see the
[27:40] effectiveness of that in growing the new
[27:42] trees that will be planted.
[27:47] » Thank you, Joseph.
[27:48] Morgan?
[27:49] >> I was at the Cheetah meeting and I think
[27:51] Joseph covered that, so [clears throat]
[27:53] he can put a note to me on that one,
[27:54] too.
[27:55] >> Thank you.
[27:57] Wendy, anything?
[27:59] >> Nothing for me.
[27:59] >> Thank you. Delane?
[28:01] >> Um couple [clears throat] things. Um
[28:04] >> [cough]
[28:04] >> I briefly talked last year about, you
[28:06] know, possibility of um
[28:09] getting a public um grass clipping
[28:13] dump where residents could
[28:16] take their clippings on nights and
[28:18] weekends possibly and
[28:21] I I I just like you to maybe consider
[28:23] that, look into it and
[28:25] find out if there's any
[28:27] how big the cost is. I know we're still
[28:29] on looking at cutting different types of
[28:31] stuff, but I don't know how much that
[28:33] would cost. It sure would be handy
[28:35] because
[28:36] you know, somebody mowing their grass at
[28:38] say 6:00 on a Friday has to hold on to
[28:40] it and
[28:42] till possibly Monday night
[28:45] if it's open late, so
[28:46] >> Yeah, I can definitely follow up with
[28:48] you on that. And I know we had
[28:49] discussions of that last year. I think
[28:51] it was a couple of
[28:53] the [clears throat] locations somewhere
[28:54] in the city of Crookston for you.
[28:56] I'll follow up on that and I'll get back
[28:57] to you.
[28:58] >> And then the other thing, you know, last meeting we had a very long long um presentation, but none of us had
[29:07] received the the PowerPoint. I'm just
[29:09] asking again, I've asked for this
[29:11] several times that
[29:13] um we get a copy so we're not having to
[29:16] squint and move our chairs and go park
[29:18] in front of the screen up there so we
[29:19] can see it on our screen.
[29:22] >> Absolutely.
[29:23] >> Maybe if they don't get us the
[29:25] information by Friday at they don't
[29:28] present, I don't know. I don't know how
[29:30] to
[29:31] >> I agree. We've already had discussions
[29:33] about that on the same pretense that if
[29:35] all the information isn't provided by
[29:37] noon by Friday, we push that meeting.
[29:41] That's on me. I apologize and I'll do
[29:42] better moving forward. Thank you.
[29:44] >> It's It's all right. It's just It's like
[29:46] I said, it's It's hard to
[29:48] get educated about what's happening when
[29:51] you can't
[29:51] >> see the numbers.
[29:52] >> Yeah.
[29:53] >> Okay.
[29:54] Thank you.
[29:55] >> That's all I have.
[29:56] >> Thanks, Delane.
[29:56] >> Yep.
[29:57] >> Derek?
[29:58] >> Nothing tonight, Your Honor.
[29:59] >> I have [clears throat] a couple things
[30:02] for Ward 4
[30:04] um that have happened in the last uh few
[30:06] weeks. Um
[30:08] the um
[30:09] >> [clears throat]
[30:13] » I have a I have uh thank you uh from
[30:16] Ward 4
[30:18] uh residents on
[30:21] the 400 block for filling in the holes
[30:24] and that uh
[30:26] needed fixing. And then the holes were really deep and so forth.
[30:32] And so we contacted uh the city and uh
[30:36] they were down there and filled those up
[30:38] for It's really a good uh
[30:40] really good for the for the ward. and
[30:43] then I also have uh thanks to the police
[30:45] department for
[30:46] driving their job taking doing their job
[30:50] on East 7th Street and North Central
[30:53] Avenue by stopping speeding on that
[30:56] road.
[30:57] There I've seen a lot of the policeman
[31:00] stopping people because they are going
[31:03] 40 and 50 miles an hour on that road and
[31:06] I got many many complaints and the the
[31:09] police department responds responded in
[31:13] the last few days they've been stopping
[31:14] people that are going crazy on that
[31:16] road. So Thanks to city and thanks to
[31:19] police department.
[31:20] It's a wonderful to get that kind of
[31:23] service.
[31:25] Thank you.
[31:26] Thanks Don.
[31:28] Uh just a couple of things.
[31:30] First I want to thank uh
[31:33] once again the uh
[31:35] baseball association for their generous
[31:37] donation for Legion and Hebrew softball
[31:41] ball field maintenance.
[31:43] Um
[31:45] It's great up there and it's much
[31:46] appreciated because we couldn't really
[31:49] do it without them.
[31:50] And also today I want to thank
[31:54] Taylor. She got volunteers together for
[31:57] the active transportation demonstration
[32:00] project.
[32:02] Um don't want to miss anybody but thanks
[32:05] to the men that who that was here and
[32:08] um
[32:10] Scott Park and Rec were up there.
[32:13] Chuck Street Department, thank you. Also
[32:16] uh Wendy.
[32:18] She had to show me how to use a roller
[32:20] so it was great.
[32:22] >> [laughter]
[32:23] >> Um
[32:25] Got one more I have here. It was brought
[32:27] up at
[32:30] the last council meeting regarding
[32:34] uh
[32:36] heavy equipment on gravel roads.
[32:40] Now, this for reference, a typical city
[32:43] motor grader weighs around 40,000 lbs.
[32:47] However, the weight is distributed
[32:49] across multiple ax- axles.
[32:54] So, for an example, axle would be
[32:56] distributed would be front axle is
[32:58] roughly 12,000 lbs, rear tandem axles
[33:02] combined is about 28,000 lbs.
[33:07] Or so, basically, your rear axle 14,000
[33:14] Um the largest concerns with gravel
[33:16] roads is moisture content, saturation
[33:20] uh conditions, frost, spring thaw.
[33:24] Weak subgrade or poor base material,
[33:27] drainage issues, or shallow or poorly
[33:30] installed utilities.
[33:34] So, as mentioned by someone that was
[33:37] here that uh there's utilities running
[33:40] down their alley, and there is not. So,
[33:44] that is all I have tonight.
[33:47] Uh nothing else come before council.
[33:50] >> Open comment now?
[33:52] >> You had your chance at the open forum.
[33:55] >> Okay, so you are recanting what you
[33:56] promised at
[33:57] >> So,
[33:58] I can change my mind. So, I'm We're just
[34:00] clarifying. Thank you. Yep.
[34:03] >> So, we are adjourned. Thank you,
[34:05] everybody.
[34:07] >> You may be excused.
[34:54] » Hey.
