[3:10] fire hazard, the nuisance that's caused

[3:12] for the neighbors around um the property

[3:22] on June 6th of 2024 and it was be uh

[3:25] because of the Dowart Police Department

[3:27] is what got me in initially. Um, they

[3:29] called me in for concerns of the safety

[3:32] of the property um and living

[3:34] conditions. um the inside of it at the

[3:37] time. These are updated um the most

[3:40] recent ones, the ones that were from the

[3:42] beginning um were a little bit more uh a

[3:46] lot more debris and trash from the

[3:47] inside. Um electrical wire was exposed

[3:50] from the walls. Um let's see. The

[3:54] utilities for atmosphere for gas wasn't

[3:57] on. Excel was discontinued that day due

[4:00] to the wires hanging out of the walls.

[4:03] Um so XL did come and pull meters that

[4:06] same day. Um

[4:10] then to the water department here to see

[4:12] their active water act.

[4:19] There's people living inside this home.

[4:21] There still is. They're still in active

[4:23] inside and out. Um when we first

[4:26] initially gave them the information for them not to be able

[4:32] to be inside um that same night we think

[4:36] police department issued three citations

[4:38] for three people found to sleep inside.

[4:46] this was during our previous ordinance

[4:49] as well. We just did a new one which was

[4:52] approved recently and that's where we're

[4:54] doing the new notices and this is where

[4:57] through the district courts. Um now this

[5:00] new ordinance has allowed us to present

[5:02] it to you and for you guys to look over

[5:04] and just kind of look over the um

[5:06] information that we have received from

[5:08] any of the the nuisances that we've or

[5:12] that were caused with this one. So, um

[5:17] I know per our ordinance um that we do

[5:20] currently have now once we present to

[5:23] you guys, the next step would be we

[5:25] would have another which we're going to

[5:28] issue for an act on for the next meeting

[5:30] that we have with you guys. Um and it's

[5:32] going to be an act which would be if you

[5:35] guys would approve. Um and what we're

[5:38] looking at here is for the property to

[5:40] be demolished and or removed. um

[5:44] depending on y'all's decisions on how we move forward this. But I feel that

[5:53] lenient. I was pretty lenient with

[5:54] notices giving her time to get in. Um

[5:59] and there was just nothing ever done. Um

[6:09] through, they removed the roof. So, I'm

[7:19] told me that it was a fire hazard and to

[7:24] fix everything or to that I had I had to

[7:26] fix the the wiring, right? Well, I was

[7:28] diag I got diagnosed with cancer in

[7:31] November of 24 and went through chemo

[7:33] and and radiation and all that. And

[7:36] right after in November of 24, she came

[7:40] to me with a guy from the water

[7:42] department and told me that they were

[7:44] going to tape it off for demolition.

[7:45] Okay, she that's the only thing she has

[7:47] talked to me about since is demolition.

[7:49] And and I was working on it. We actually

[7:51] intentionally like literally put

[7:53] everything we had into this last

[7:54] inspection, right? And she she told me a

[7:57] week before inspection, she said, "Well,

[7:58] I don't know why it's it's sagging down

[8:00] right there in the middle, which is the

[8:02] garage. It's not the house." And uh so

[8:05] what do we do? We we try to fix that.

[8:07] And that's where that came in. Okay. And

[8:09] the hole in there. The only reason why

[8:10] it's there is cuz she told us it was

[8:11] sagging down. We had to fix it before

[8:13] the inspection. Well, when she came the

[8:15] day of the inspection, I had just a

[8:17] friend of mine was a blessing bought me

[8:19] the plywood and everything because mind

[8:20] you, I'm on I'm on social security right

[8:22] now. You know what I mean? I don't have

[8:23] the money to fix it. I didn't go

[8:24] purchase this home. I just it's my my

[8:26] residence, you know what I mean? So, I'd

[8:28] put in as much to it as I can as I go.

[8:31] And before the cancer and then after,

[8:34] you know, I'm just still struggling. But

[8:35] I'm on social security. That's all I

[8:36] have now. But the day of the inspection,

[8:40] she refused to even go in and look at

[8:42] the house. And we had done everything

[8:43] but the roof. Everything. All the little

[8:45] stuff that she told us to do. I didn't

[8:46] get the electrician and the plum and the

[8:48] plumber there, but everything else had

[8:50] been done. and she didn't refuse to go

[8:52] in and look at it because the roof

[8:53] wasn't done. He was up there working on

[8:55] it when she came. So she I mean she the

[8:57] whole time we've been steady trying to

[8:59] do what I can. It's not like we've just

[9:01] been not doing anything and we haven't

[9:02] done anything since that day because she

[9:04] told us I couldn't. She told me I could

[9:06] not work on it no more that I've hearing

[9:08] from their lawyer and I've been hearing

[9:10] that probably for about a year and a

[9:11] half from her. Okay. And I've I've I've

[9:13] reached out. I've asked her for a list

[9:15] of specific things that needed done

[9:16] before that inspection. She never would

[9:18] give them to me. She told me she works

[9:19] on pictures. Okay. Well, all the

[9:21] pictures that she gave me the first day

[9:23] are all of a the other apartment. Okay.

[9:25] None of them were the apartment I was

[9:27] fixing up except one. Okay. First of

[9:29] all, second of all, it's came it came a

[9:31] long ways. It It really did. And the

[9:33] other one I would like to um ask y'all

[9:39] inspect that one and maybe let me keep

[12:14] idea what to do and she's single like

[12:30] but she has nowhere else to go. And it

[12:32] was a blessing from God that she even

[12:33] got this place. And I just beg y'all

[12:40] has been no she hasn't she just hasn't

[12:43] been specific and she's said she's been

[12:45] lenient and what and whatnot, but she's

[12:48] I really feel like she's just been I

[12:54] we didn't know what we were supposed to

[12:56] do, what we could do, what we couldn't

[13:20] notices on the structure of the building

[13:24] of the home and the correction. I I even

[13:27] went and did my own little inspections

[13:29] on there and then would give them a

[13:31] paper which I do have here. Anything and

[13:33] everything. I'm a very documentative

[13:34] person. So, I make sure the documents

[13:36] that I have are provided to them as well

[13:38] and then I would sit notice. So, um if

[13:42] they have their notices on them, that is

[13:43] on them. But I do have copies. So

[13:49] proper procedures.

[30:46] bonds that we do have out that that

[30:49] property tax services will be 025986.

[30:56] So 2 1/2 cents uh will of property tax

[31:00] rate will make up the debt payment for a

[31:04] total of 42 cents

[31:07] total which is 4.420284.
