[28:25] And I'm here joined by the team members of the DIAF.

[28:28] It's really an honor for us to officially present

[28:32] the fourth edition of Doral International Art Fair, which--

[28:36] it will take place from November 12

[28:38] to November 15 of this year at the Doral Cultural Arts Center.

[28:43] As is well known, every year, Miami-Dade

[28:46] becomes one of the leading destinations

[28:48] for contemporary art.

[28:50] During the arts season in South Florida,

[28:52] all the galleries, artists, business leaders,

[28:55] media representative, and visitors from around the world

[28:59] come together, bringing economic and cultural benefits

[29:02] to our community.

[29:04] This year, DIAF will have the privilege

[29:06] of opening the International Art Fair season

[29:09] and positioning the City of Doral

[29:12] as the starting point for one of South Florida

[29:15] most relevant cultural events of the year.

[29:18] For this fourth edition, we have already confirmed participation

[29:23] from galleries and art organizations

[29:25] from Houston, Ecuador, Cuba, Spain, Mexico, Colombia,

[29:31] Venezuela, and more.

[29:33] This shows the international reach of the fair

[29:36] and reinforce Doral's position as a city

[29:39] that welcome art, culture, new ideas, and business

[29:43] opportunities.

[29:44] We are also proud to welcome the Museum of the Americas,

[29:47] MoCAA, the Biennial of Cuenca from Ecuador,

[29:51] and the Spanish Cultural Center of Miami.

[29:55] We expect around 3,000 visitors to attend DIAF 2026 during that

[30:00] weekend.

[30:01] This level of attendance will help boost the local economy,

[30:05] directly supporting hotels, restaurant, shops,

[30:08] transportation services, cultural venues, and businesses

[30:11] across the city.

[30:13] DIAF is more than an art fair.

[30:15] We believe it's also a great opportunity

[30:17] to promote the City of Doral.

[30:20] Through this event, Doral can be presented and showcased

[30:23] to the public, both locally and internationally,

[30:26] as a modern, diverse, business-friendly city

[30:29] in the heart of Miami-Dade.

[30:31] As we prepare for this fourth edition on September 15

[30:35] of this year, we will open an special exhibition called

[30:39] Water Trail at the Miami Dade College West Campus gallery,

[30:43] lead and curated by Félix Suazo.

[30:45] The exhibition will be on display

[30:47] during September and October and will explore the theme of water

[30:51] through photography and painting.

[30:53] This project reflects our ongoing support for the arts

[30:56] and our collaboration with educational and cultural

[30:59] organizations.

[31:01] Each edition, DIAF gives another opportunity

[31:03] to place Doral among the major events that

[31:06] make Miami-Dade special.

[31:08] Our goal is for the city to play an active role while welcoming

[36:44] I just have a few words with respect to this item.

[36:47] So this ITN was issued on April 1, 2026.

[36:52] And the city received three responsive proposals.

[36:55] The procurement consisted of four phases--

[36:58] the evaluation and ranking, the presentations

[37:01] and the question and answer, the negotiations,

[37:04] and the final evaluation recommendation.

[37:07] On May 12, 2026, the evaluation committee

[37:10] unanimously advanced all three proposals to phase 2.

[37:14] Following presentations and question and answers,

[37:17] two finalists, Canteen and Fresh Service,

[37:20] were selected to proceed to negotiations.

[37:23] Negotiations with the two finalists

[37:25] were held on June 2, 2026.

[37:28] And on June 8, 2026, the evaluation committee

[37:32] completed its final evaluation and unanimously ranked

[37:35] the proposals as follows.

[37:38] Number one, Fresh Service & Repair Corporation

[37:40] with 91 points.

[37:42] And number two, Canteen with 82.67.

[37:46] The difference between the two finalists

[37:48] was an 8.33 points difference, resulting in the committee's

[37:54] recommendation to award the ITN to Fresh Service & Repair Corp.

[37:59] The city's intent to award was signed and announced

[38:01] on June 9, 2026.

[38:04] On June 12, 2026, a bid protest was filed with the City Clerk.

[38:10] On June 22, the Procurement and Asset Manager Director

[38:13] submitted a written decision to the City Manager.

[38:17] On July 27, 2026, the City Manager, I,

[38:22] issued a decision resolving the protest and affirming the ITN

[38:26] 2026-11 award to Fresh Service & Repair Corp.,

[38:31] with headquarters in the City of Doral.

[38:34] The final decision was emailed to the protesting party on July

[38:38] 27, 2026 at 3:52 PM.

[38:42] Pursuant to Section 2-338 of the City Municipal Code,

[38:46] any appeal was required to be filed within five calendar days

[38:49] of that notice.

[38:51] Accordingly, the appeal deadline was August 1, 2026.

[38:55] The protesting parties submitted their appeal two days late,

[38:58] on Monday, August 3, at 5:03 PM.

[39:03] All actions related to this bid protest, appeal,

[39:05] and resolution were conducted pursuant to Section 2-338

[39:09] of the City Municipal Code.

[39:10] The code also provides that the protesting party must first

[39:14] follow the established protest and appeal procedures

[39:16] before seeking judicial relief.

[39:21] I want to just state that I stand

[39:24] by the decision and the recommendation

[39:25] I've made to Council.

[39:27] And I would ask for you to uphold that recommendation

[39:30] and select Fresh Service & Repair Corp. for this contract.

[42:31] has come to my attention in the past,

[42:33] not just at the School District.

[42:35] I ran into this issue.

[42:36] I know Councilwoman Reinoso ran into this issue

[42:38] when she was elected here.

[42:40] And what I have experienced and what

[42:43] we have discussed through the administration

[42:45] is, in preparation for the budget,

[42:47] it's come to our attention that there

[42:50] is no policy or no, really, way for there

[42:57] to be a barrier for a Council member

[43:02] that is outgoing or termed out or in an election process

[43:05] to expend their office's budget in one month for the full year,

[43:09] leaving the potentially incoming Council member,

[43:12] if it's a termed-out person, or if someone is up for reelection

[43:16] and doesn't succeed, then that coming-- incoming person would

[43:21] basically be left with zero budget, which is what happened

[43:23] to Councilwoman Reinoso.

[43:24] In one month, the former Council member

[43:27] expended the entire budget.

[43:29] And she was basically left with almost nothing.

[43:31] Happened to me at the School District also.

[43:33] You remember because you were with me at the time.

[43:36] We came in.

[43:37] And basically, the person before me,

[43:39] knowing they were on their way out, expended all the funds.

[43:41] And so taxpayers are basically double-burdened because it's

[43:45] unfair for that person coming in to not

[43:47] have the funding that is intended for that person

[43:49] to do their job.

[43:51] And so funds have to be replenished in some cases.

[43:54] And so this policy, well, it does assess a strict fiscal

[43:56] responsibility and transparency, as well as a policy that

[44:02] basically prorates those funds into 1/12.

[44:06] So you will be able to continue doing your job by the time

[44:09] you're there, but you're not allowed

[44:10] to expend over the prorated amount for that month

[44:13] that you are there.

[44:15] There are exemptions such as you should not

[44:17] be ordering logo wear or cards or anything like that

[44:19] if you are termed out.

[44:20] So this just creates a standard procedure and policy

[44:25] to be followed so that there is no questions, and there's no--

[44:30] it's not abused from the office of the person sitting there,

[44:35] leaving that other person basically helpless when

[44:37] they come in with no funding.

[44:39] I think it's pretty self-explanatory.

[47:18] particularly to our Silver Club and our Special Needs group,

[47:23] help during a hurricane, whether it be setting up shutters, maybe

[47:28] bringing in groceries.

[47:29] But it's just a neighborly initiative.

[47:34] And the idea behind it is for the Military Advisory Board

[47:38] to essentially break the city into separate sections.

[47:43] And they would lead a certain section of the city.

[47:46] And my hope is to have enough volunteers registered

[47:49] that each community has at least two volunteers in case

[47:53] of emergency.

[47:54] Now, this could very well be seen as a pilot program.

[47:58] And it could turn into something greater.

[48:00] But I think it's a beautiful thing when

[48:02] we have a community that is so united

[48:05] and to extend that neighborly help in a time of need.

[49:22] But again, it shows what a great job we are doing as a city

[49:27] that all these different people and events intertwine us,

[49:34] keep us connected.

[49:36] So mental health needs to be our priority.

[49:41] I know that the city has been doing things.

[49:44] But we need to do more.

[49:45] And we need to do better.

[49:48] So public service can be demanding.

[49:50] And we must ensure our employees have ample resources to address

[49:56] and discuss challenges that may be

[49:58] affecting them, both personally and professionally.

[50:02] While the city currently provides support,

[50:05] I believe we should educate and give this area the attention

[50:12] and funding it deserves.

[50:14] I ask the City Manager to look into the different programs

[50:19] that may be available and, if it is within her budget,

[50:23] to move forward, and if it is not,

[50:25] to bring it back to Council.

[50:28] I am requesting, therefore, the City Manager to work with staff

[50:32] and the experts needed to develop

[50:34] a comprehensive mental health program for all

[50:39] of our employees, every single one.

[50:43] The goal is to provide resources, private help,

[50:48] anonymous private help, and reduce the stigma

[50:52] behind mental health.

[50:53] I believe, as the leaders that we are, sitting up here,

[50:57] it is our role to call attention to these things.

[51:01] And it needs to be done.

[51:03] It needs to be done.

[51:04] And it needs to be a conversation that

[51:07] is comfortable, a conversation that

[51:09] needs to be had because grief is normal.

[51:14] It is an extension, a different phase, of love.

[51:17] Life can be overwhelming and demanding.

[51:20] But you're not alone.

[51:23] You're loved.

[51:24] There's resources.

[51:25] And we need to be able-- as Council, as staff,

[51:30] as administration, we need to be able to provide that resource.

[51:35] So supporting the mental health of our employees

[51:38] is an investment in their well-being

[51:41] and the continued strength within our city.

[59:46] that new state law is going to require

[59:48] of cities and municipalities.

[59:50] So I wanted to just very quickly have the City Attorney just

[1:03:47] approved through the County that we hadn't seen that would affect

[1:03:50] the traffic flow, because we know that it's-- it can always

[1:03:53] be a challenge in the mornings and in the afternoons.

[1:03:55] So I can't promise there will be no traffic to the residents.

[1:03:59] But we're going to make it as an easy process

[1:06:15] Our Advisory Board is asking to expand ridesharing options

[1:06:19] to individuals with disabilities,

[1:06:21] specifically at free or low cost,

[1:06:26] specifically looking at providing services

[1:06:29] for individuals to travel to medical appointments or job

[1:06:35] opportunities as city residents to city places.

[1:06:40] These are not necessarily meant to replace the Doral Trolley

[1:06:44] system or the Special Transportation Services.

[1:06:50] Both services are great.

[1:06:51] As someone who has a visual impairment, I use both of them.

[1:06:54] Every single day, I use the Trolley to get to the Metrorail.

[1:06:57] And I use my STS card to use the Metrorail.

[1:07:00] However, both have limitations.

[1:07:02] The [? Doral ?] Trolley has specific routes

[1:07:05] that can't go everywhere.

[1:07:07] And the STS service that is meant to go to door to door

[1:07:12] is constantly delayed and constantly has

[1:07:14] its own challenges.

[1:07:16] And for someone trying to get to a job or a medical appointment

[1:07:21] and being several hours delayed, you

[1:07:23] can only imagine how challenging that could be.

[1:07:27] Our simple ask here is that we ask that the City of Doral

[1:07:30] explore opportunities to expand the Freebee ridesharing

[1:07:35] program to people with disabilities

[1:07:37] and specifically look at opportunities for demand,

[1:07:40] operational feasibility, and long-term sustainability,

[1:07:43] specifically long-term cost.

[1:07:45] We know that this could be an expensive program.

[1:07:50] But we want to make sure that the demand is there,

[1:07:53] that the opportunity to make this a successful program

[1:07:55] would be there as well.

[1:07:57] So that is our proposal at this moment.

[1:08:08] I've been working with Public Works on this.

[1:08:10] And we have had discussions about expanding it.

[1:08:19] is to what level of capabilities we would allow,

[1:08:22] whether the rider will be by themselves, accompanied

[1:08:25] with someone, because we understand the request of going

[1:08:29] to work and things like that.

[1:08:30] That's someone who's a little more independent.

[1:08:32] But we have no way of limiting someone

[1:08:35] putting someone with less capabilities in a vehicle

[1:08:39] on their own to go somewhere.

[1:08:41] So we're trying to figure out how to best service and serve

[1:08:45] those with the independence that they would be able to.

[1:08:52] We're working with Freebee on what the disability allow--

[1:08:59] what they would allow as a disability for a person

[1:09:01] to be alone, or if they would have to say

[1:09:03] you have to be accompanied.

[1:09:04] So it is something that's being looked at.

[1:09:06] And then, obviously, the funding is the biggest issue.

[1:09:08] It is very costly.

[1:09:09] And it does cost us a lot right now even for the seniors.

[1:09:12] So we are currently reviewing that and seeing how we can best

[1:09:16] fund the program and expand it.

[1:09:19] We do subsidize a lot of special needs programming now.

[1:09:22] There's a lot of changes potentially coming down

[1:09:24] from Tallahassee on our revenue structures.

[1:09:27] So we are looking into all those capabilities, advertising,

[1:09:32] so on.

[1:09:32] So it is something that has been in discussion for some time.

[1:09:36] And I know that we would all be very supportive of it.

[1:09:39] We're just looking at what's the best model forward

[1:09:41] to be able to provide some expansion to the program.

[1:10:47] Reporting for the FY 2023 ACFR, the Popular Annual Financial

[1:10:55] Reporting Award, and the Distinguished Budget

[1:10:58] Presentation Award for FY '25/'26 budget.

[1:18:22] It's a required, state-mandated update.

[1:18:24] I'll walk you through what the year is,

[1:18:26] what changed in your Comp Plan, and how we engage the community

[1:18:29] and what happens after tonight.

[1:18:32] So two terms that you're going to hear

[1:18:34] throughout this presentation, I'm

[1:18:36] going to define them up front.

[1:18:38] The first is the comprehensive plan.

[1:18:39] That's the City's long-range policy document.

[1:18:42] It sets the city's goals, objectives, and policies

[1:18:45] and its growth pattern.

[1:18:47] Every land development regulation and every development

[1:18:49] order has to be consistent with your Comprehensive Plan.

[1:18:52] The second is the Evaluation and Appraisal Report,

[1:18:54] which is a periodic checkup of that plan.

[1:18:57] State law requires that it's done at least every seven years.

[1:19:01] We evaluate whether the plan still reflects the current state

[1:19:03] law and the local conditions, notify the state,

[1:19:06] and then adopt whatever amendments are required.

[1:19:08] In short, the Comp Plan is the document.

[1:19:11] And the EAR review tells us what we need

[1:19:13] to update every seven years.

[1:19:17] Your last Comp Plan update was in 2016, a holistic Comp Plan

[1:19:22] update.

[1:19:22] You've done minor updates since then.

[1:19:24] But the EAR process and the last major Comp Plan update

[1:19:28] was done in 2016.

[1:19:29] So that's 10 years of development pattern

[1:19:33] that has changed.

[1:19:35] It's a decade of growth, development, and infrastructure

[1:19:37] demand.

[1:19:38] And we just need to catch up through the policy document

[1:19:42] and update that and then have a 25-year projection forward.

[1:19:46] So the purpose of the ordinance is

[1:19:48] to amend the Comp Plan so it stays consistent

[1:19:50] with local state requirements and reflects where

[1:19:53] the City is actually at today.

[1:19:56] And so through this effort, we're

[1:19:57] updating every element, objective,

[1:19:59] policy in the Plan that was reviewed and required updating.

[1:20:06] So we updated or amended your 10 core elements,

[1:20:10] which is resiliency, your land use-- future land use policy,

[1:20:13] transportation, housing, infrastructure, conservation,

[1:20:15] parks and recs, education, intergovernmental coordination,

[1:20:20] and capital improvements.

[1:20:22] There are two new elements as part

[1:20:23] of the Comp Plan, which is your economic development policy.

[1:20:26] Several years ago, FIU conducted a project

[1:20:31] where they looked at potential economic development policies

[1:20:34] that the City could pursue.

[1:20:36] And so we're rolling that into the Comprehensive Plan.

[1:20:39] And then the property rights element

[1:20:40] was adopted by reference in 2022.

[1:20:43] Through this effort, we're incorporating the property

[1:20:45] rights element into the larger document, as well as the data

[1:20:48] and analysis that goes with it.

[1:20:50] We've also taken the Water Supply Plan,

[1:20:53] the 10-year horizon, and brought it up to date.

[1:20:58] So through this process, there was community engagement,

[1:21:00] which is also required.

[1:21:02] The first was a community workshop held

[1:21:04] at Doral Central on January 20.

[1:21:07] The second was a tabling event at the Farmers Market

[1:21:09] at Doral Central again.

[1:21:11] That one had a little bit more interaction and activity

[1:21:13] from the residents.

[1:21:15] And we really appreciated their input.

[1:21:17] And then the third, we had QR codes at both events

[1:21:21] and then also posted throughout city facilities,

[1:21:23] City Hall, at your parks departments

[1:21:25] so that the community can engage from a remote setting

[1:21:28] on their cell phones.

[1:21:29] So we took all of that engagement and commentary,

[1:21:33] and we rolled it into the document

[1:21:36] as we looked at the policies and objectives to update.

[1:21:41] So this all probably sounds a little bit familiar.

[1:21:44] I was here on April 10, doing a very similar presentation.

[1:21:48] At that time, the document was adopted.

[1:21:51] We transmitted to the state.

[1:21:52] The state came back.

[1:21:53] They wanted some changes and requested that we go back

[1:21:58] to first reading in LPA.

[1:22:00] So we're doing so.

[1:22:04] Where we land next is after tonight,

[1:22:08] if we have your support to proceed,

[1:22:10] we'll go ahead and retransmit to the state again.

[1:22:14] They'll go through a 30-day review cycle, submit comments.

[1:22:17] We'll address the comments, then we come back for second reading,

[1:22:21] and then we retransmit again for another 30-day review.

[1:22:26] We had a significant engagement between our staff

[1:22:30] at Corradino and the City.

[1:22:32] And so I just want to give a brief acknowledgment.

[1:22:35] The Corradino Project Manager was Kathryn Lyon.

[1:22:39] And we had Madison Hermida supporting on data analysis

[1:22:42] and collection.

[1:22:44] Your land use special counsel Valerie

[1:22:47] Vicente looked at the document.

[1:22:48] She did her legal sufficiency review.

[1:22:51] And then, of course, most importantly is your departments.

[1:22:54] Guillermo De Nacimiento, the Assistant Director

[1:22:56] of Planning and Zoning, was the City's project manager,

[1:22:58] shepherding this process, coordinating

[1:23:00] between departments.

[1:23:01] And then we had significant feedback from your Planning

[1:23:04] and Zoning team, Public Works, Parks and Recs, Capital

[1:23:07] Improvements, Economic Development, and Public Affairs

[1:23:11] helping us with the notices and the social media posts

[1:23:14] for those community workshops that we discussed.

[1:23:16] So I just want to say thank you to all of those departments

[1:23:19] and participation.

[1:36:05] So let's say vehicles coming on 112th heading north will have

[1:36:09] And they'll have to go across three lanes

[1:36:11] to make-- take the right into the gasoline station.

[1:36:14] So that corner's had a lot of accidents in the past.

[1:36:18] Maybe look at that history as well.

[1:36:20] With additional traffic, with the additional street lanes

[1:36:23] going through, it would be something

[1:36:24] of interest in your studies.

[1:38:58] enforcement that we would have some sort of guarantees

[1:39:01] as far as no late-night deliveries,

[1:39:04] overnight deliveries, any type of big gas trucks

[1:39:09] coming in at odd hours of the night.

[1:39:12] We understand that, yes, there's a business.

[1:39:53] I am a resident of Doral since 2004 and a resident of Hawksnest

[1:39:58] at Doral 4227 Northwest 112th Court since 2006.

[1:40:05] My major concern is the health of our community,

[1:40:08] of our children, of all our Hawksnest community.

[1:40:14] I'm going to read why the gasoline component warrants

[1:40:19] a special scrutiny.

[1:40:20] It says, "Gasoline is a source of benzene and other air

[1:40:24] pollutants.

[1:40:25] ATSDR states that benzene is released to the environment

[1:40:29] through the operation of gasoline stations,

[1:40:32] and that people may be exposed by breathing contaminated air

[1:40:35] around gasoline stations.

[1:40:37] ATSDR also explains that long-term benzene exposure can

[1:40:42] affect blood cells and bone marrow

[1:40:44] and can cause bone marrow cancers, including

[1:40:47] acute leukemia.

[1:40:49] ATSDR notes that the US Department of Health and Human

[1:40:52] Services and the US EPA classify benzene

[1:40:56] as a known human carcinogen. EPA, likewise,

[1:40:59] regulates benzene as a mobile source of air toxic and notes

[1:41:03] that gasoline contains benzene.

[1:41:06] EPA identifies benzene and other hydrocarbons

[1:41:10] among air pollutants associated with gasoline and vehicle

[1:41:13] emissions.

[1:41:15] Also, a gasoline station creates multiple potential emission

[1:41:18] points--

[1:41:19] vehicle fueling and displacement of gasoline vapors

[1:41:22] during the refueling, underground storage tanks

[1:41:25] and their vent pipes, bulk fuel delivery operations, including

[1:41:30] tanker trunk unloading and fuel connections, equipment leaks,

[1:41:34] spills, and losses, additional vehicle traffic

[1:41:39] associated with the use.

[1:41:41] EPA also recognizes petroleum vapor intrusion

[1:41:44] as a pathway in which vapors from petroleum hydrocarbons,

[1:41:48] such as gasoline, can mitigate from subsurface sources

[1:41:51] into buildings, creating potential safety and health

[1:41:53] concerns.

[1:41:54] [? These are ?] the main vapor intrusion

[1:41:56] will occur at this site.

[1:41:57] It is a recognized pathway that supports careful siting,

[1:42:01] monitoring, and leak prevention."

[1:55:04] It consists of poor-quality wetlands

[1:55:13] to allow for neighborhood-serving commercial

[1:55:16] development fully in compliance with the City Code.

[1:55:20] We're pleased to have worked with

[1:55:22] and collaborated with both the community as well as

[1:55:27] your professional staff, who is recommending

[1:55:30] in favor of this application.

[1:55:34] So the criteria for approval of site plans

[1:55:37] include consistency with the Comprehensive Plan,

[1:55:41] compatibility with the surrounding corridor,

[1:55:44] high-quality site design, traffic, access, circulation,

[1:55:48] and, very importantly, health, safety, and welfare.

[1:55:53] The property is designated Business in the Land Use

[1:55:57] Comprehensive Plan, as well as Commercial Corridor

[1:56:00] in your zoning code, and has the overlay of the Doral Boulevard

[1:56:05] Master Plan.

[1:56:07] These allow for the full mixed-use developments.

[1:56:12] And you can see that the Doral Boulevard

[1:56:14] contacts from the Florida Turnpike to our east

[1:56:18] has your hotel uses, your mixed uses, your commercial uses,

[1:56:23] as well as gas stations, automotive uses, and, of course,

[1:56:29] the new bridge industrial site to our south.

[1:56:36] What we're proposing are neighborhood-serving uses,

[1:56:39] including the relocation of the existing Navarro Pharmacy that

[1:56:43] is on the south side of Doral Boulevard,

[1:56:47] as well as about 27,000 square feet of neighborhood-serving

[1:56:52] retail storefronts and a Shell gasoline station that will be

[1:56:57] developed by Sunshine, which is a Doral business.

[1:57:02] The proposal includes a high-quality design.

[1:57:07] Specifically, the development includes that 15,000-square-foot

[1:57:11] Navarro, as well as that 27,000-square-foot commercial.

[1:57:17] The convenience store is only 3,000 square feet.

[1:57:21] And the canopied area of the Shell gas station is about 7,900

[1:57:27] square feet.

[1:57:28] Very importantly, there is no car wash at the site.

[1:57:33] And the hours of operation are consistent with that

[1:57:37] of the Doral Boulevard.

[1:57:41] The Doral Boulevard Master Plan proposes

[1:57:45] significant restrictions and encourages urban design

[1:57:51] along the Boulevard.

[1:57:53] Specifically, this project complies and provides

[1:57:56] specifically with stuccoed concrete block

[1:58:00] and horizontal wood slats along the Doral Boulevard

[1:58:04] to cover the 13 parking spaces.

[1:58:06] And the remainder is open plazas,

[1:58:10] both in the central focal courtyard along the commercial

[1:58:15] storefronts, as well as plazas along 112th Avenue.

[1:58:24] You can see here that the Doral Boulevard Master Plan provides

[1:58:28] for 10 feet of front buffering.

[1:58:31] And we're providing 25 feet.

[1:58:35] Onto the proposed site plan and specific access and circulation.

[1:58:40] The Navarro Pharmacy is at the corner of 114th and Doral

[1:58:46] Boulevard.

[1:58:47] There is a drive-through with limited hours of operation.

[1:58:51] So we have placed it on 114th Avenue in order to be part

[1:58:56] of the open space feature to the rear of the property

[1:59:00] and the Hawksnest community.

[1:59:03] You can see that, based on the Mayor's

[1:59:06] and other Councilmembers' comments,

[1:59:09] we have worked with CVS and modified

[1:59:12] the color scheme of the Navarro Pharmacy

[1:59:14] to provide for the traditional brands of Bahamian yellow only

[1:59:20] as an accent feature and to be more

[1:59:22] compatible with the surrounding Doral Boulevard color schemes.

[1:59:28] As it relates to the proposed site plan,

[1:59:31] and specifically the 27,000 square feet of new retail

[1:59:35] storefronts, there is a central courtyard perfect for outdoor

[1:59:40] dining or food and beverage opportunities.

[1:59:44] And the Shell gas station, notably,

[1:59:47] does not have a car wash.

[1:59:49] Very important, there is no left in or left out on either 112th

[1:59:55] Avenue or 114th Avenue.

[1:59:59] This plan provides for specific 35% open space where only 17%

[2:00:07] is required.

[2:00:09] Notably, the commercial corridor zoning district

[2:00:13] allows for up to six stories of height, 0.5 FAR, as well

[2:00:20] as 50% lot coverage, and again, only 17% open space.

[2:00:26] The front setback required is 20 feet.

[2:00:30] We're providing over 25 feet.

[2:00:32] And the rear setback minimum is 15 feet.

[2:00:35] And we're providing not only a 20-foot buffer yard,

[2:00:38] but we'll show you in detail how our rear setback is from 90

[2:00:44] to 140 feet.

[2:00:45] But before we get there, gas station,

[2:00:48] I understand that that is a concern of the community.

[2:00:51] So we have gone through the Miami-Dade County Environmental

[2:00:55] Resource Management process, specifically

[2:00:58] appearing before the County's Environmental Quality Control

[2:01:01] Board.

[2:01:02] And they found that the establishment of the proposed

[2:01:04] gas station will not be detrimental

[2:01:07] to the public health, welfare and safety,

[2:01:10] will not create a nuisance, and will not materially

[2:01:12] increase the level of pollution in the overall county.

[2:01:17] Specifically, conditions for the gas station

[2:01:20] are those that are consistent with federal, state,

[2:01:23] and local regulations.

[2:01:25] The fuel systems will incorporate multiple

[2:01:27] state-of-the-art safety measures,

[2:01:30] including double-wall tanks and piping,

[2:01:32] spill containment systems, overfill protection,

[2:01:36] leak detection, and continuous monitoring.

[2:01:39] Employees will be required to complete all necessary training

[2:01:43] to become Underground Storage Class C Operators

[2:01:47] and maintain certification through the compliance courses.

[2:01:52] This gas station, as I mentioned,

[2:01:54] will be developed by Sunshine, which is headquartered here

[2:01:58] in the City of Doral and owns and operates numerous gas

[2:02:02] stations throughout the City and Miami-Dade County.

[2:02:06] Most importantly, before any installation

[2:02:09] and the operation of this gas station

[2:02:11] and specifically the storage tanks,

[2:02:13] the County must approve all engineering

[2:02:16] plans demonstrating compliance with

[2:02:18] all environmental regulations.

[2:02:20] That, of course, is in addition to the City of Doral Building

[2:02:23] Department, City of--

[2:02:35] The gas station use is allowed as of right within the zoning

[2:02:40] district.

[2:02:41] The property fronts Northwest 41st Street,

[2:02:44] which is an arterial roadway.

[2:02:47] It's designed and constructed in full compliance with the City's

[2:02:50] Fire Prevention Code.

[2:02:52] The attendant-control area will have clear visibility

[2:02:56] with-- to all pumps with no attraction

[2:02:59] signs on the windows in compliance

[2:03:01] with Doral regulations dealing with aesthetics.

[2:03:05] We're providing over the minimum required parking

[2:03:08] spaces at the gas station.

[2:03:10] And it meets the minimum building square footage

[2:03:13] and all applicable land development regulations.

[2:03:16] We went through both the City of Doral and the Miami-Dade County

[2:03:21] Traffic Engineering process.

[2:03:24] All of the sites for driveway connections

[2:03:26] are expected to operate at level of service

[2:03:29] A. The development of this site will

[2:03:33] continue the City's overall level of service standards.

[2:03:38] There will be no changes.

[2:03:40] And the queues are generally consistent with all background

[2:03:43] conditions as they exist today.

[2:03:45] The projected traffic pattern reflects

[2:03:48] just the commercial developments designed

[2:03:50] to serve the immediate neighborhood and passerbys.

[2:03:54] The pharmacy will provide sufficient on-site stacking

[2:03:58] for vehicles.

[2:03:59] And that has been reviewed by both County Traffic Engineering

[2:04:02] as well as the City of Doral.

[2:04:05] As part of our traffic analysis, we've been asked to implement

[2:04:11] the City of Doral's Master Plan, which provides for, notably,

[2:04:16] dedicated right-turn lanes into the property the site proposes

[2:04:21] and is required to provide three--

[2:04:24] one on 114th Avenue that will be right-in, right-out only,

[2:04:29] no left turns.

[2:04:31] We are also providing an exclusive right-turn lane on--

[2:04:36] entering both the Navarro entrance as well as

[2:04:40] the gas station entrance.

[2:04:42] And again, the retail storefronts are in the center.

[2:04:45] I'll go through these in a little bit more detail.

[2:04:48] We're also relocating the Doral Trolley stop to 41st Street from

[2:04:54] 114th Avenue.

[2:04:57] It will be upgraded with the modern shelter

[2:05:00] for enhanced transit access and rider convenience.

[2:05:03] We're also installing special emphasis marked crosswalks

[2:05:08] to create pedestrian safety along 112th and 114th Avenues.

[2:05:15] In addition, we are improving the Doral Boulevard right of way

[2:05:20] by not only increasing-- by dedicating private land

[2:05:24] for those exclusive right-turn lanes,

[2:05:27] but we're also increasing the storage to accommodate more

[2:05:33] vehicles as they travel eastbound and make lefts

[2:05:39] at 109th Avenue.

[2:05:41] The 112th and 114th intersections are fully built

[2:05:45] out, with the exception that the site to our east is currently

[2:05:49] vacant and will be dedicating additional right of way,

[2:05:53] just like we are dedicating right of way towards 112th

[2:05:57] Avenue and likely on 41st Street as well.

[2:06:01] I mentioned the exclusive right-turn lanes.

[2:06:04] There are three.

[2:06:08] And we think that this slide is very important.

[2:06:11] As we work to provide the highest-quality design

[2:06:16] and consistent with Doral aesthetics,

[2:06:19] we did not build a six-story building only 15--

[2:06:22] with 15 feet of setback.

[2:06:24] We have planned for a 20-foot buffer yard that will be

[2:06:30] of dense vegetation and trees.

[2:06:33] We'll get into those details.

[2:06:35] But most importantly, in extending that 15-foot rear

[2:06:38] setback, we are extending it at the Navarro site to over 90

[2:06:43] feet.

[2:06:44] That building is approximately 30 feet to the parapet.

[2:06:48] And along the gas station, it is over 140 feet.

[2:06:52] And that height is 19 feet.

[2:06:55] The buffer yard is over 6,000 square feet of landscape

[2:07:00] planting areas.

[2:07:02] We had it proposed as the same treatment

[2:07:05] as Hawksnest, which is a green chain-link fence and cocoplum

[2:07:11] shrubs.

[2:07:12] We are creating a full buffer utilizing buttonwood trees at 14

[2:07:19] feet at the time of planting.

[2:07:21] We were able to be at the Hawksnest site

[2:07:24] and be able to see exactly what that height would be,

[2:07:27] which is over the one-story buildings, which

[2:07:32] are about 10 to 12 feet.

[2:07:34] And these are at 14 feet.

[2:07:37] We're also including as specimen trees for both color

[2:07:42] and aesthetics Queen's crape myrtle trees as focal points

[2:07:47] throughout the buffer yard, as well as 6-foot-tall pitch apple

[2:07:51] trees.

[2:07:52] We understand that there has been some discussion

[2:07:55] as to a 6-foot concrete masonry wall or panel system.

[2:08:00] We are open for the Council to choose what kind of feature

[2:08:07] they would like.

[2:08:09] Our initial discussions were that we would match Hawksnest.

[2:08:13] But again, we leave that up to the will of the Council.

[2:08:17] Regarding impact fees, this project

[2:08:20] will generate over $2.1 million in impact fees, notably

[2:08:25] almost $1.2 million to the Doral road impact fee specifically.

[2:08:32] The goal is that in addition to us not-- or this project

[2:08:35] not impacting the level of service

[2:08:38] and creating additional right-of-way improvements

[2:08:41] and dedicating additional right-of-way

[2:08:43] for the public good, we are also contributing

[2:08:47] to the future traffic impact of this project

[2:08:51] and the other projects along Doral Boulevard

[2:08:53] through that Doral City road impact fee.

[2:08:58] We had the opportunity to meet Mr. Rios

[2:09:01] at the City of Doral workshop.

[2:09:04] We followed up with a virtual meeting,

[2:09:07] where we had over 20 residents from Hawksnest.

[2:09:10] We took their comments.

[2:09:12] We did our very best to address their concerns and comments.

[2:09:16] They asked for an in-person meeting, which we had on Monday.

[2:09:20] It was very hot.

[2:09:23] Their clubhouse did not have power,

[2:09:25] so we had a good time by their pool,

[2:09:28] enjoying a very breezy afternoon.

[2:09:32] We were able to answer many of their questions

[2:09:34] and continue-- want to continue our relationship

[2:09:37] as good neighbors as we're committed to continue

[2:09:40] to work with them not only through this entitlement

[2:09:44] and permitting process, but most importantly through construction

[2:09:47] and as we co-exist as neighbors.

[2:09:52] I did want to mention also the vehicular trips,

[2:09:57] since that was brought up as far as traffic goes.

[2:10:01] Specifically, our project-- you can see on the screen

[2:10:05] the AM and PM vehicle trips.

[2:10:07] Some mentioned, "You could build an office."

[2:10:10] Well, medical office at the site is 90,000 square feet versus

[2:10:16] our site, which is significantly less than that.

[2:10:19] And you can see that the traffic associated with an office

[2:10:23] building, even just a couple of fast-food restaurants,

[2:10:28] a coffee shop with a drive-through,

[2:10:29] you can see that the traffic is significantly more

[2:10:33] than the neighborhood-serving retail

[2:10:35] that the project proposes.

[2:10:38] And I think that that is all for my presentation.

[2:11:54] And we have lot 3 to the east.

[2:11:57] Is there a reason why that wasn't considered

[2:12:00] to put the gas station more towards the west

[2:12:04] and maybe switch the Navarro property with the gas station?

[2:12:08] There were several thoughts as part of that decision-making.

[2:12:11] First, the Navarro Pharmacy already

[2:12:14] exists across the street, so if we're existing patrons,

[2:12:17] we wanted to keep it as close as possible.

[2:12:19] But I think, most importantly, there

[2:12:22] is-- the only drive-through associated with the entire site

[2:12:25] plan is at the Navarro.

[2:12:27] And you can see through--

[2:12:28] if I can go back to the aerial.

[2:12:31] Just to the north at Hawksnest, that's where you would have--

[2:12:36] you can see it here.

[2:12:41] The Hawksnest has its entrance feature,

[2:12:47] which includes a stormwater retention pond.

[2:12:50] And our thought was that the neighbors would prefer to be

[2:12:55] buffered by the drive-through from--

[2:13:00] in that direction.

[2:13:01] So that was the choice.

[2:13:03] I'm just going through the aerials so you can see.

[2:13:10] So on 114th Avenue, where the Navarro is located,

[2:13:15] you can see that Hawksnest has their entrance feature

[2:13:20] So when we were thinking about queuing and having

[2:13:24] that pharmacy, that made the most sense to us for placement.

[2:13:29] Also, the Navarro Pharmacy is, as I mentioned,

[2:13:34] 30-feet tall to the parapet, which is more equivalent

[2:13:37] to their two-story townhomes, which are usually about 30 to 35

[2:13:42] feet.

[2:13:43] And the gas station is-- the Navarro

[2:13:46] is 90 feet away, whereas the gas station is 140 feet away

[2:13:51] and is only 19 foot in height to the canopy.

[2:13:55] The convenience store is even lower and only 3,000 square

[2:13:59] feet.

[2:14:00] So what we were trying to do was ensure

[2:14:03] that the least amount of construction and the largest

[2:14:06] setback would be where the neighbors were, which

[2:14:09] is at the center of the site, as well as the gas station parcel.

[2:14:15] And then my next question is-- let's see.

[2:14:21] I see the buffer.

[2:14:23] And that's been intentional to keep the most distance apart

[2:14:29] from the property and the residence.

[2:14:32] I would like to discuss the possibility of having a stone

[2:14:36] wall versus the chain link.

[2:14:38] Hearing the residents today, the same--

[2:14:40] Concrete.

[2:14:41] Concrete.

[2:14:41] I'm sorry, the concrete.

[2:14:44] Concrete wall versus a chain link.

[2:14:47] I believe there's more proper privacy, more protection

[2:15:05] And we just want to be sure that Hawksnest understands

[2:15:08] that their-- they have a chain-link fence, and our wall

[2:15:11] would be against it.

[2:15:12] So we won't be able to maintain necessarily

[2:15:15] their side of the wall.

[2:15:17] But we can continue having communications

[2:15:19] through the process as well as once the property is fully

[2:15:23] developed to make sure that that wall is maintained on their side

[2:15:26] as well.

[2:15:34] which I appreciate their input, I

[2:15:39] think the project is thoughtful towards the community.

[2:17:22] I know that it was taken into consideration.

[2:17:24] And there were a lot of-- there was an evaluation done

[2:17:26] on different things.

[2:17:27] But is it still a possibility, something

[2:17:30] that you can consider, moving it to the other side where there's

[2:17:34] a lake?

[2:17:37] that's where it would have the least impact.

[2:18:32] and a big delay to reevaluate that

[2:18:36] and look at the position of the gas station even--

[2:18:41] And this is the best location for it

[2:18:44] as it relates to traffic, environmental, as well

[2:18:48] as the distance from the rear property line.

[2:21:08] when we make these type of decisions, at least in my case,

[2:21:14] to be the best for the City and for the residents.

[2:22:41] even if we say no to the gas station as part of this project,

[2:22:45] what would be the consequences?

[2:22:49] Through the Mayor, Councilman, the issue

[2:22:52] is the applicant has a property right and to be able to build

[2:22:56] whatever the area is zoned for.

[2:22:58] And as she stated, they can build a hotel.

[2:23:00] They can build an office building 6 feet.

[2:23:02] They can build entertainment establishments.

[2:23:04] And they can build a whole host.

[2:23:06] It's within our commercial corridor section of the City.

[2:23:09] So if we were to decide today that a hard no on the gas,

[2:23:14] then we might be exposing the City to some litigation.

[2:23:20] Because that gas station produces a certain amount

[2:23:23] of money.

[2:23:23] It's a certain use.

[2:23:24] That is a benefit to the landowner.

[2:23:26] And by us saying no, then that could

[2:23:28] be perceived as a possible taking of their rights

[2:23:33] on the property.

[2:23:34] Of course, we would defend that vigorously.

[2:24:41] When we speak about safety, we have our police officers here.

[2:24:46] We have a great Police Department, by the way.

[2:24:49] We have the lowest crime rate in Miami-Dade County as a city.

[2:24:51] So we should be proud of our Police Department, which

[2:24:54] I know we are.

[2:24:55] But I just want to leave it on the record

[2:24:57] because these are things that sometimes are not

[2:25:00] actually mentioned when we talk about safety, for example.

[2:25:05] Traffic, it's a reality that we're all facing.

[2:25:08] Unfortunately, we have-- well, unfortunately for some.

[2:25:11] Fortunately for businesses, we have over 120,000 vehicles

[2:25:16] Monday through Friday coming, passing Doral, coming to work.

[2:25:21] So we have a lot of cars Monday through Friday that, obviously,

[2:25:26] having this particular project or adding this project

[2:25:30] to the Doral Boulevard at this point is not going to make any

[2:25:35] other difference since we already have 120,000 vehicles

[2:25:39] coming into the city every day.

[2:25:40] So the city is growing.

[2:25:44] I mean, we're thinking about the city-- the future.

[2:25:47] We're thinking about our children

[2:25:49] when we make-- at least as a father, when

[2:25:51] I make these decisions.

[2:25:53] And when we speak about quality of life,

[2:25:56] I certainly rather to have something like this than a hotel

[2:26:00] or a medical building right behind this community.

[2:26:04] So I just wanted to mention those comments.

[2:26:10] And I also heard about rats behind one

[2:26:15] of the shopping centers.

[2:26:16] If that happens, now that we know,

[2:26:17] I'm sure the City Manager heard that.

[2:29:13] on the quality of life of the most

[2:29:14] residents of the City for over two decades

[2:29:17] before the city was even incorporated.

[2:29:28] And first, I also want to thank the residents

[2:29:30] for coming out and for--

[2:29:31] I actually joined the first Zoom meeting that you all had--

[2:29:33] I was there for a little while because I

[2:29:35] had something to get to as well-- and heard some of it

[2:29:38] and just wanted to hear the concerns from the residents.

[2:29:40] I did respond to the emails that I received.

[2:29:43] And I actually responded to all of you

[2:29:44] that signed the petition today.

[2:29:47] And so I thank you for your involvement and your input.

[2:29:50] I think it's really valid when we have the opportunity

[2:29:53] to listen to it.

[2:29:54] I also want to put on the record that as elected officials,

[2:29:56] we have a responsibility to protect the interests

[2:29:59] and quality of life of our residents, while also

[2:30:02] respecting the legal property rights of those who own

[2:30:05] and develop land in our city.

[2:30:07] The Council cannot deny or-- otherwise permitted uses solely

[2:30:12] because there's opposition to it.

[2:30:14] Actually, there's laws that completely protect us-- protect

[2:30:18] the landowners from that.

[2:30:19] At the same time, a property owner's rights to develop

[2:30:22] does not exempt them or a project

[2:30:26] from the City's requirements or from rigorous standards intended

[2:30:30] to protect the surrounding communities.

[2:30:32] And I believe that that's what our code does.

[2:30:34] And so I want to address some of those comments

[2:30:36] because I heard them here today.

[2:30:38] And so I have many notes and questions that I'd like to ask.

[2:30:41] And I am going to ask to go back to the site plan for a second.

[2:30:43] And I heard the comments and concerns

[2:30:46] of where the gas station is located.

[2:30:49] And I know that the request has already

[2:30:50] been made to potentially look at the changes to that.

[2:30:54] And I know it's very late to do that at this point.

[2:30:56] This project, before getting here,

[2:30:58] has to go through several departments, state,

[2:31:02] especially when you're talking about a gas station

[2:31:05] and building things that have a lot of oversight.

[2:31:10] Because there is state, federal, and local agencies

[2:31:15] that will look at the compliance for something

[2:31:18] like a gas station.

[2:31:19] So I think it is unreasonable at this time to go back

[2:31:22] and say, redo your entire site plan.

[2:31:25] I also understand the process that's

[2:31:27] put into place when looking at a site plan and the best way

[2:31:31] to meet concurrences and circulation of the property

[2:31:35] and all of that.

[2:31:36] And so I'd like to go back to the site plan

[2:31:38] to point out a couple of things and see

[2:31:40] if there is any abilities to-- if there's

[2:31:42] room for improvements, that we look at those,

[2:31:46] and addressing some of those concerns.

[2:31:49] So to my--

[2:31:50] If I may, one thing about the gas station location is that,

[2:31:53] as was mentioned, 114th is the main entrance to Hawksnest.

[2:31:58] So the idea that anybody would want a gas

[2:32:01] station at their main entrance just seems a little irrational.

[2:32:06] And I want to also ask because I didn't see it

[2:32:10] when I saw the photo with the Hawksnest and the site plan.

[2:32:40] at when developing a site plan, is the line of sight

[2:32:43] of the building for the pharmacy for Navarro

[2:32:46] is higher than the gas station.

[2:32:49] So if we're concerned about building

[2:32:51] and from second stories, trees being higher

[2:32:54] so that you can see, putting a higher line of sight

[2:32:58] on an area that doesn't have homes directly behind it, where

[2:33:01] there's a water and a buffer, makes sense to the experts

[2:33:05] and to the engineers, which is what they've done.

[2:33:07] They put your highest line of sight

[2:33:09] on the section that doesn't have a direct line of sight

[2:33:12] from your second homes.

[2:33:14] So I understand that coming from the architects and the engineers

[2:33:17] that are looking at-- and we look at that too when we're--

[2:33:22] staff is looking at that when they are developing this.

[2:33:24] By the way, just to understand this process, while they're

[2:33:28] going to Miami-Dade and State and all these things that

[2:33:31] have to get done for these approvals, DERM,

[2:33:33] it's also going through our departments.

[2:33:35] And it goes back and forth with comments

[2:33:37] to make sure that they're meeting our Master Doral

[2:33:40] Boulevard Plan, that they're meeting our codes, our setbacks,

[2:33:42] which I'm grateful that your setbacks are triple what we're

[2:33:48] required by code.

[2:33:50] I think that that's very intentional because you

[2:33:54] want to be good neighbors.

[2:33:55] Now, understanding that this will have a drive-through,

[2:33:58] as the Navarro will, I'd like to understand

[2:34:01] where that drive-through goes through.

[2:34:03] And can you explain to me the flow

[2:34:04] of traffic for the property?

[2:34:06] Because I think that also makes a big point

[2:34:09] to why the Navarro is where it is

[2:34:11] and the gas station is where it is.

[2:34:14] Because the connectivity is also important for that flow

[2:34:17] and the stacking.

[2:34:23] There is an exclusive right-turn lane into the Navarro Pharmacy

[2:36:20] I did want to mention, also, just as we're on the topic here,

[2:36:24] there was comments and concerns about noise

[2:36:27] and odors and all these things.

[2:36:28] I want to reiterate that we have protections of quality

[2:36:33] of life for all of you on that.

[2:36:35] We have current code that protects for noise.

[2:36:40] We actually have even code that doesn't allow for dump trucks

[2:36:45] to come into residential areas to pick up trash

[2:36:48] at certain hours so you don't hear

[2:36:49] the beeping of the car-- of the trucks

[2:36:52] to back up into your areas at certain times.

[2:36:55] So all of those things are already

[2:36:56] built into our code to protect quality of life

[2:36:59] for our residents.

[2:37:00] So understand that there is protections

[2:37:02] built in that if you run into these issues,

[2:37:04] you can call Code Compliance, and they will be enforced.

[2:37:09] I want to point out that just down the street-- and, look,

[2:37:12] I-- we see this all the time-- two gas stations and one corner.

[2:37:15] So I understand the theory of, "why is there another gas

[2:37:18] station there?"

[2:37:19] I can't answer that.

[2:37:19] I don't own a gas station.

[2:37:20] I can only imagine the competition

[2:37:23] and so on and so forth.

[2:37:24] And so to my understanding, the operator of this is Sunshine

[2:37:27] Gas, which is not only a local resident--

[2:37:29] the family lives in Doral-- but they also own--

[2:37:32] they own several properties in Doral.

[2:37:34] They operate most of the gas stations in Doral.

[2:37:37] And their headquarter is in Doral.

[2:37:39] So I know they will be thoughtful operators.

[2:37:43] And they're not going to want to cause issues.

[2:37:46] So I'm glad that there's no car wash.

[2:37:52] And I want to point out that there

[2:37:55] is no anticipated future car washes being put.

[2:37:58] And I'd like to make sure that that's stated here.

[2:38:00] Because we did have a situation down the road

[2:38:03] where the gas station that was there later

[2:38:06] came and added a car wash.

[2:38:09] And the residents behind were very concerned

[2:38:12] that there would be noise.

[2:38:13] And we have had no noise complaints from them.

[2:38:16] I also want to point out that it's a very similar situation

[2:38:18] in that lot.

[2:38:19] And I actually sent you all an email today

[2:38:21] with the-- my own little site plan.

[2:38:22] I'm not an engineer.

[2:38:23] But I drew up my own little site plan

[2:38:25] and showed you all that this is very consistent.

[2:38:28] It's not only consistent throughout the county.

[2:38:30] It's consistent throughout our city.

[2:38:31] May not be what we absolutely love and think that

[2:38:34] is the best solution.

[2:38:35] And I understand some of us may not want

[2:38:36] to live near a gas station.

[2:38:38] But we already have this exact situation.

[2:38:41] So there's precedence set that a gas

[2:38:44] station is consistent near a residential community.

[2:38:48] As a matter of fact, the residential community

[2:38:50] that is behind the gas station is an apartment complex,

[2:38:54] so it's actually taller than what your homes are.

[2:38:57] We've never had complaints, to my understanding, for noise.

[2:39:00] They operate a car wash.

[2:39:02] And they're actually much closer.

[2:39:03] They have a much smaller setback than what they

[2:39:05] are proposing here for you all.

[2:39:08] And they don't have the buffering that you all have.

[2:39:10] So I don't think it's going to be as much of a nuisance

[2:39:13] as you're anticipating.

[2:39:14] And I understand living by an area that

[2:39:16] was not developed for a very long time, we would all love--

[2:39:19] I miss the cows.

[2:39:21] Truly, I do.

[2:39:22] But we have to understand that it's just the progress--

[2:39:25] the natural progress and progression of our city.

[2:39:28] So it's very difficult for us to deny the progress

[2:39:33] that Doral is experiencing.

[2:39:35] We can do our best to protect the quality of life

[2:39:37] by enhancing our Comprehensive Plan, which

[2:39:39] is what you saw us do earlier today, that's going back

[2:39:42] to the State and continuing to make sure Doral evolves

[2:39:45] to be the place and protect its natural characteristics

[2:39:48] in our neighborhoods, which, I think, we've done very well.

[2:39:51] So when I met with the applicant,

[2:39:54] I did see a lot of the intention put behind this

[2:39:56] and making sure by putting mature vegetation.

[2:39:58] You don't see that from developers.

[2:40:00] They don't put mature vegetation.

[2:40:01] They put the bare minimum many times.

[2:40:04] So I do think that there was a lot of thought.

[2:40:06] And I do want to thank the developers for that.

[2:40:08] And they took back a lot of our feedback,

[2:40:10] understanding that you're going from a very-- from a vacant land

[2:40:14] to a development.

[2:40:15] But I think that there will be--

[2:40:17] I think you'll be pleased to see that it won't be as harsh as it

[2:40:21] may seem, at the same time, understanding that there will

[2:40:25] be a difference, and there will be an impact to the communities.

[2:40:28] And so I want to make sure all concurrences

[2:40:30] have been met with traffic.

[2:40:31] When we look at traffic, it's not just

[2:40:33] what's captured on site.

[2:40:35] They also look at the surrounding properties.

[2:40:37] And that's why you see off-site improvements

[2:40:40] not in front of their development, but down the road.

[2:40:43] Can you talk a little bit about the concurrences

[2:40:45] in the traffic studies?

[2:41:07] We collect existing counts, the worst times of the day.

[2:41:09] So you're collecting in the morning rush

[2:41:11] hour, when everyone goes to work,

[2:41:12] when the kids go to school.

[2:41:14] We collect it in the midday and in the afternoon, when the most

[2:41:16] traffic is on the road.

[2:41:18] And to answer one of the resident questions,

[2:41:20] we did include all the community developments that

[2:41:23] are in the surrounding area.

[2:41:24] So it included Bridge Point, which is across from us,

[2:41:26] and four or five other developments

[2:41:28] that are not yet built but that have been approved by the City.

[2:41:31] So all of that gets included in our study.

[2:41:33] And then we add our project on top of that.

[2:41:35] And we look at all those intersections.

[2:41:37] And this also includes the improvements

[2:41:40] for pedestrian crosswalks?

[2:41:42] Correct.

[2:41:42] I heard earlier there's concerns there--

[2:41:44] this is now a vacant land that will have not only

[2:41:48] sidewalk built so it creates connectivity,

[2:41:51] and there's now ability to walk safer,

[2:41:53] but it will include crosswalks.

[2:41:56] It'll include, by requirement by the City of Doral and Miami-Dade

[2:41:59] County, special emphasis crosswalks across our driveways.

[2:42:02] And I believe at 112 and 114 or 112,

[2:42:06] that entire intersection, if not already,

[2:42:08] with special emphasis crosswalks and [INAUDIBLE].

[2:42:10] And those crosswalks have the-- where you can push for walking,

[2:42:55] And then we have our own analysis within the city

[2:42:58] to determine whether or not it is

[2:43:01] viable for the city's purposes.

[2:43:08] the comments that the city has, if any.

[2:43:11] So it's analyzed in the county and in the city.

[2:44:00] are implemented, there's no opposition

[2:44:06] that can be stated for a legal sufficient argument

[2:44:11] that a gas station is not-- would not be allowed, correct?

[2:45:36] It was not trying to shove sardines in a sardine can.

[2:45:40] There's a lot of open space, extra parking, which we-- we're

[2:45:43] always concerned about.

[2:45:45] And there's always a push and a shove

[2:45:47] there with the developments, sufficient setbacks

[2:45:52] So with all that in mind, I'm satisfied

[2:45:55] with the responses and also the residents' concerns being met.
