[4:34] Um on August 7th uh vacation, I got a phone call. There was

[4:40] a blink here at 305 North Third Street. Um I called So I called Devin. Um he was

[4:46] here. Um he found a well she was down further down the street um on West

[4:53] Donahue um off of main theater that was from Don to Davenport. Uh

[4:59] he walked the line, didn't find anything obvious. Um, I have to leave that as an

[5:03] unknown cause for now. So, but he refused it and um, everybody was back

[5:08] on. There were 16 customers affected. Everybody's back on at 230.

[5:13] » It was a [clears throat] big boom. >> Yeah, those are

[5:17] 15 to 20 amp fuses. Those are loud. So, yep.

[5:23] On August 9th, uh, in the morning at 9:00, I got a call from the answering

[5:27] service. It was out recorded at 700 Westclair Road.

[5:34] Gabe, I called Gabe. He was then go check that one out. Um, he found a tree

[5:38] branch on the 100 block of between

[5:45] 8th and seventh street across two phases. So, um, he cut the tree out

[5:51] while the line was dead quick and then, um, he went down the line and had it

[5:56] refused two fuses there. So they were back on by 10:15. Those are 43 customers

[6:02] affected between those two blocks.

[6:08] And here recently uh last week on the 12th on Wednesday, we had a big storm

[6:16] system come through right away in the morning. Uh,

[6:22] we got a call at 7:15 a.m. for at 7:25 South 11th Avenue.

[6:31] They didn't have any power. We got there, they had a branch in the yard

[6:35] come down on the service line and ripped it out of our transformer legs on the

[6:40] pole. So, had to get that one, which that was just a quick prehook up for

[6:45] that. They were back on by 8:30. The next house next door at 18:03. They were

[6:52] also without power reported at 7:30 a.m. Uh we had to wait to put that one back

[6:57] up because it really didn't do any damage to our line, but it ripped their

[7:01] uh their mast and their meter socket off the house actually. So, we had to wait

[7:06] for an electrician on that one before we get get them hooked back up properly.

[7:10] So, we got them back up and going at 12:45 in the afternoon.

[7:26] storage units that we're putting up on East Franklin Street and North 12th

[7:30] Avenue and uh

[7:35] did complete a pool change out on 6th Street and then

[7:54] » Yes, we did have another breakdown

[7:59] from 7:31. Uh on 84, we had a break right here in front of city hall. We

[8:05] were operating a hydrant to pull a water sample from and as soon as we got the

[8:08] hydrant turned up, water started coming out of the road. So, shut that down

[8:13] really quick. So, we were able to respond to it within seconds. Um,

[8:19] yeah, ended up taking us nine hours. We had to the blowout was on the bottom of

[8:24] the pipe. It was right next to a bell, so we had to cut the bell out and splice

[8:27] a new pipe in. Um, just took us a while cuz the sand and the residual water just

[8:33] kept coming back in. [clears throat] So, excavating to find the break just just

[8:37] took a little extra time. So, about 10,000 gallons lost. The same set of

[8:42] residents that were affected by the break on 7:31 were also affected by this

[8:46] break. Yeah, big team effort. Everybody stepped

[8:50] up helped out a lot when public works helped us with trucks and closing the

[8:54] road down electric guys later and they help get equipment and stuff moved

[9:00] around. So the team makes it go easy. So So that

[9:06] one had a boil order. Did the other one too? Is they both had boil orders?

[9:11] Does that have I mean do you typically have to do a boiler on your main?

[9:14] » Yeah. So if the if the main drops below 20 PSI we were supposed to do a boil

[9:18] order and because we had to splice both of those brakes both they shut down. So

[9:24] we obviously at zero PSI so I never really have any concerns cuz we

[9:30] flushed after every break. Yeah. Both uh we had two consecutive

[9:35] passing back TE's and each break we had consecutive passing back TE's. Good.

[9:42] Thank your water test results. >> Yeah. Uh July's bacteria was good. The

[9:46] fluoride was good. We were right at uh the recommended levels. And our

[9:51] disinfectant byproducts, which is our dhalmethanes and haloidic acids.

[10:04] Uh item C is discussion and consideration to begin the well drilling

[10:08] permit process. >> Yeah. So I think this is something

[10:12] that's becoming more urgent as we keep moving forward. Um it is one of the

[10:17] projects that we included into the rate study and that has been approved to kind

[10:23] of for us to move forward. The biggest thing that we need to decide to start

[10:27] this process is the first thing that has to happen is a wellsight survey that the

[10:31] DNR will conduct and we just need to get the ball rolling by pretty much choosing

[10:36] who you want to set up. Be our consultant pretty much our

[10:40] engineering consultant. Sh's been our the main state around here. They've

[10:44] helped us I think they helped with the design of the the treatment plant. I'm

[10:48] pretty sure they've been a part of here in Eldidge. Um ISG obviously has kind of

[10:54] come in as a new engineering firm that we've been working with recently. So

[10:58] they're another candidate that we could possibly use in these upcoming projects.

[11:04] But the biggest one is just choosing who we want to use as consultants and

[11:09] then they'll move forward. They'll submit the the proper paperwork for the

[11:13] DNR to come here to a site survey.

[11:22] So, so we're just [clears throat] you got dollars here and everything. So, are

[11:26] we approving that every item on here just item one the board would just be

[11:33] choosing who we want to use as consultant? This isn't like there's no

[11:38] like dollar amount here that we need to get.

[11:42] » So, you're just starting the process. So, we're just starting the process.

[11:45] We'll get forms and things submitted and then

[11:48] » and then you get your bids and stuff >> and then right as as we continue working

[11:51] with whatever consulting firm we want to work with, they'll obviously help us

[11:56] progress through this bus >> and the fee for them we pay we pay them

[12:01] an annual fee for doing things or they'll charge us by the hour for you. I

[12:06] think in this project we would end up be a portion to us the bid process would be

[12:11] their engineering just trying to understand what we're

[12:15] what we're approving. >> Yeah.

[12:17] » So it's basically just you guys telling me to reach out to SH. So the other

[12:24] thing too is we're meeting with SH battery this Friday to discuss future

[12:29] projects. They've taken a peek at the uh the per that we have conducted. They

[12:35] took a they took a look that look at that. So we're going to sit down with

[12:38] them and go through that VR and see what they agreed with and what they

[12:43] don't agree with. >> Okay.

[13:16] would come into the bud. >> So we we would have to bond out for

[13:25] the chlorine reconditioning projects have been accounted for in the rates

[13:30] study and I think those were I think we allotted $200,000 and

[13:35] 20 25 and 26 and 26 and 27 and then for the new thing it's I'm pretty sure it's

[13:43] accounted for 27 28 or 26 and 27

[13:51] I I'm sorry. I thought one was the uh the long formula.

[13:57] » So what the the anticipation with this one is I mean the SRF bond rule SRF.

[14:06] There were two different it7 to 275 for the clear well and the

[14:12] detention and area 450 and the 2627 forecast.

[14:19] They have them highlighted green and purple and purple I thought was the one

[14:22] that might have to go in. I just want to get to your answer. I

[14:26] know

[14:33] I know the two projects that were included in that race study were the new

[14:37] well and clears

[14:44] projects. Um, but I know that ISG had already

[14:49] recommended using this the SRF funds or the FRS loans and rolling that into a

[14:55] construction loan that we can include any of these projects into and that's

[15:01] something that the consulting firm that we use that will assist us with that

[15:04] process. So it's not worth a bomb then right on

[15:10] on this page they show the uh proposed electric inter fund loan is 1.5 million

[15:16] for the well site then they have upcoming loan bond issuances and

[15:20] proposed water revenue bond series 2027 920,000 bond issue for clear well

[15:26] detention fix

[15:31] and then they go the cash flow and payment up till 2031

[15:37] had discussion with Nevada because electric has some upcoming projects that

[15:42] may be larger. They want us to see the SR funding

[15:45] instead. >> Okay. So that's a discussion that we

[15:48] want to have as a large as like a full group and then maybe for the user to

[15:52] talk about as well. >> So at this point we're just getting

[15:54] started then we'll come back and discuss funding. So pretty much we're just so I

[15:59] would just basically have whatever consulting firm you want to work with.

[16:03] They would submit the initiation forms for the DNR to come do a wellite survey

[16:07] and then that starts the process. >> I think we're behind the eight long to

[16:11] get it started. >> Yeah.

[16:14] Even straight from the DNR they said that on the low end it's three years.

[16:22] » There's no question. Is there is there a firm that you would

[16:27] would prefer to work with? I mean, one that's

[16:32] I guess I can't favor one or the other, but I would say Shadre's been here is a

[16:39] I mean, they intimately know everything in our system and we're working with

[16:44] them in every facet and every department. So, I think they're pretty

[16:49] much on retainer for both utilities, right? Yeah, they're currently

[16:52] conducting our electric system study, too.

[16:57] » And ISG did perform the engineering report that they found some of these

[17:04] things, but I think previously shy of do the same things. And I'm willing to bet

[17:09] when we talked to them on Friday, they probably would say that a lot of these

[17:12] projects were things that they wish they recommended as well.

[18:15] the spray-on bed liner and the custom formats, like the printed floor mats. As

[18:21] soon as those get done, they're going to deliver it. So, like maybe later this

[18:23] week or early next week that we'll get that truck.

[18:28] that. Uh, we're potentially I think the plan right now is for the truck that we

[18:33] were going to get rid of is that we're going to

[18:36] possibly move that vehicle over to public works and parks and then get rid

[18:45] So, we'll see how that is for as soon as we get new as soon as we get the new

[18:50] truck. Otherwise, we just been keeping up with maintenance and making large

[19:04] » So service rules are in process right? I thought we we were going to move

[19:09] forward with getting service rules. I have not received an update as far as

[19:15] how far is but they're working. We we've had a couple meetings about it.

[19:22] » So I have a question. Do you plan or have they talked about the is there a

[19:25] curtailment plan part of the service rules or is that something that would be

[19:29] discussed and handled separately

[19:35] and we really don't have a big enough we don't have a lot of big users that we

[19:39] would look at curtailment but with the fact that you talked last week about

[19:43] well five you were having issues and their demand was high if we

[19:49] » if we do have issues like that in the future how do we curtail do you have a

[19:52] plan I So we do there is a a portion of it is water conservation and when I was

[19:58] make creating the document I was using other municipalities that

[20:02] have water conservation programs in like in place I used them as a template and

[20:08] it seemed like pretty much everybody was like almost word for word the same

[20:12] conservation plan. So I pretty much just took all those and plugged them into

[20:16] this rules of service. So, I don't think there's going to be an

[20:21] issue with the water conservation plan. I think there were some questions on

[20:24] their end about it, but it's going to hopefully it will be in place that if we

[20:29] got to a point where we had to start slowing people down, we could

[20:33] find with the wells we have if if we lost that well permanently or you had

[20:38] and we did have reduction below demand besides coffers. I mean to me

[20:43] conservation is not going to get us much

[20:47] and and again the biggest user the biggest use other than when Manassa is

[20:51] busy as a school system correct the waste treatment plan

[20:55] » waste treat okay that's something really okay just discussion I just

[21:02] » we don't really have many like commercial industrial production places

[21:06] that use a lot of >> right there so it's basically the

[21:10] plans yeah waste Water and the schools are the two biggest.

[21:14] » Yep. Reason I asked is when we were talking

[21:18] about if we ever did hook up with American Water, it was bulk when they

[21:21] cut us off, then we would then have to make sure we had a curtail on the plan

[21:25] if we grew that far and I didn't know if we had one.

[21:28] » Yeah. Um I guess as far as restricting large users, I don't know if there's

[21:34] something in there like that or we just purely restrict large users. Well, I

[21:38] think yeah, you appealed and if and then making sure we have something in place

[21:41] that if they are watering their lawns and you've said no that we have that

[21:45] worked out with the city that we can um write a ticket.

[21:50] » Yeah. Anyway, it's probably something way out there, but it's something that I

[21:54] » Well, I think that was the other issue, too, is that

[21:57] so I think as as a utility, we're not allowed or able to issue citations,

[22:06] » right? then we just would we work with the city. So it is it's just something

[22:10] to think about as they do your service rules. Maybe have a conversation with

[22:14] them on if there's anything we should do in in addition to just a conservation
