[1:59] let me first explain the procedures that will be followed
[2:01] A time limitation policy is used to conduct the meeting.
[2:04] Generally, we ask that opponents and proponents
[2:07] limit their total time to a total
[2:09] of 20 minutes distributing.
[2:10] This time to 2 to 3 minutes per speaker.
[2:14] Time will be available for rebuttals
[2:15] if needed at any time following the opening
[2:18] of the public hearing, the Planning Commission may consider
[2:20] continuing the hearing to a later meeting in order
[2:23] that sufficient information may be it time for the Commission
[2:26] to make a decision following the hearing,
[2:28] the Planning Commission will consider action on the request.
[2:31] The Commission may take action to save it
[2:33] or to receive it, or delay action to another meeting.
[2:36] Actions of the planning commission

[3:51] 22.1859 acres from Orris, a single family residential
[3:55] and minimum 8,000 square foot lots and C Three general
[3:59] commercial to p, d, r d d plan development Revised revised
[4:05] residential development District.
[4:06] The subject property is located on North Fourth Street
[4:09] between West Airline Avenue.
[4:11] And Rincon Avenue and is owned by legacy homebuilders North
[4:14] Carolina LLC.

[4:23] It's good to be here with you all tonight As was noted,
[4:27] this First item is a request from A and C 3 2
[4:32] a plan development zoning.
[4:34] The subject property is located on North Boise
[4:37] rI between West Airline Avenue and Rincon Avenue.
[4:42] The adjoining property is our combination
[4:45] of commercial zoned C three and CBD,
[4:49] which is our central business district
[4:52] and then also offers an RMF, which
[4:55] is residential single family and residential multi family Quick
[5:01] aerial of the property.
[5:03] As of present it is currently undeveloped and remains vacant
[5:08] For a quick overview if you can see my mouse north 321
[5:13] is just here on the screen We have West Airline Avenue
[5:17] and then to the south of the screen is West Main Avenue,
[5:20] and that's our downtown Gastonia So again,
[5:26] the request is to a plan development utilizing revised
[5:29] residential Development District to facilitate a single fan
[5:33] blades attached development This development would include
[5:36] 38 rear loaded townhomes which front on to North Buoy Street
[5:42] We did receive this site plan from the applicant, which
[5:45] has gone through review with city staff.
[5:47] It is in compliance with the Udall
[5:50] As you can see all of the townhomes
[5:53] do front on to North Boyd Street and are rear loaded
[5:56] served by a private rear alley which
[5:58] does meet our R2-d2 standards The primary access is off
[6:04] of North Bay Street which is located centrally on the site
[6:09] and there's also a secondary access directly
[6:12] to the private alley from Rincon avenue
[6:15] and also West Airline Avenue A standard practice for all
[6:20] of our major subdivisions they are required to do right of way
[6:24] dedication and in this case the applicant is dedicating right
[6:28] of way on the project side along North Voice Street
[6:31] to accommodate the city's Standard Street.
[6:34] So this one would have a five foot sidewalk five foot planting
[6:37] strip, curbing gutter and formalized on street parking
[6:44] Some additional site plan elements to go through quickly
[6:48] because this property does abut against RCC
[6:51] zoning, single family residential zoning.
[6:53] They are required to do a type C buffer.
[6:56] In this case, they've chosen to do a reduced 15 foot type C
[6:59] buffer with an opaque fence You may
[7:05] notice there's not a stormwater pond on the site plan.
[7:08] They have elected to do underground stormwater
[7:10] detention, which is located in the rear alley They have
[7:16] committed to do a new pedestrian crosswalks
[7:19] So that would include one on West Airline Avenue
[7:22] and then two crosswalks on Rincon Avenue They are providing
[7:28] 25 on street public parking spaces We did
[7:36] receive elevation from the applicant, which
[7:38] show a two story townhome product
[7:41] and we did go through quite a bit of work
[7:43] with the applicant to get these elevations which I think show
[7:47] a lot of really nice architectural features
[7:50] They did provide a mix of materials on the front facade.
[7:54] They do feature walk up Stoops and covert entry
[7:56] over the front door They are showing roof enhancements.
[8:01] So a second story or a roof shed dormer
[8:04] and then they are step, step down unit
[8:06] so as the road slopes the units will step down with elevation.
[8:14] Same elevations just different colored versions
[8:21] And then we don't always receive floor plans from the applicant.
[8:24] But in this case, we did, which essentially just shows
[8:27] the interior of the building.
[8:29] And I actually this bottom portion
[8:32] is nice to show you all how that floor plan actually
[8:35] fits on the lot itself As always,
[8:41] we have agreed upon conditions with the applicant First
[8:44] condition just states that the site plan will include
[8:47] a maximum of 38 single fan blades attached townhomes
[8:52] Conditions three is regarding building materials
[8:55] which will consist of a combination of brick,
[8:57] stone, and any other variation of fiber, cement siding which
[9:01] is hardy board siding They did commit to the end units,
[9:05] including enhanced side elevations too.
[9:08] That may be additional windows mixed materials or roof
[9:10] overhangs as I noted earlier, they
[9:14] are agreeing to do the pedestrian crosswalks,
[9:17] including ADA compliant ramps We did condition number
[9:23] six public on street parking shall
[9:25] be provided along Northpoint Street
[9:28] and we also noted that the applicant would continue
[9:30] to coordinate with the engineering department
[9:32] in our Two Rivers Utilities department They are doing a type
[9:37] C buffer This development was not required to do
[9:41] open space due to their size.
[9:43] Less than three acres.
[9:44] They were required to do tree save.
[9:47] But opted for a fee in lieu option
[9:49] And that's primarily just because there wasn't
[9:52] sufficient coverage to save anyways Lastly,
[9:57] the developer did agree to do decorative street lighting that
[10:01] would mainly just be consistent with any existing lighting
[10:04] fixtures that we have in downtown Gastonia As always we
[10:10] are required by state law to post public hearing
[10:12] signs for all of our public hearing applications.
[10:15] So those signs on the right hand screen.
[10:17] Those are signs posted by city staff.
[10:21] So those are visible from Rincon Avenue West Airline Avenue,
[10:25] and the sign on the left side of the screen, that is the sign
[10:28] posted by the applicant With all of our public hearings,
[10:35] we are reviewing for consistency with the comprehensive plan
[10:39] As a reminder we did transition from feature land use map
[10:43] to place types So this property was designated as a neighborhood
[10:47] residential place type It is just outside of CBD though,
[10:51] and our downtown district.

[10:55] is an allowed secondary use in this place.
[10:58] Type in their proposed density is 17.38 dwelling units per acre
[11:03] which is under a maximum of 24.
[11:06] So we did find the request to be consistent addition,
[11:12] due to the proximity of this location to downtown Gastonia,
[11:16] we did work with the applicant to include some urban design
[11:19] features So those would be some of the elements listed
[11:22] on the screen And all of those were incorporated into the site
[11:26] design I did hold a neighborhood meeting on July 15.
[11:33] However, no applicants were or no neighbors
[11:36] were in attendance and to this day,
[11:39] staff has not received any contacts on this application
[11:43] So with all that said, we are recommending approval
[11:45] as presented based on the 2050 Comprehensive Plan for site plan
[11:50] and the conditions that were presented We're

[17:17] something that we asked for Obviously, it's not

[17:26] to provide public parking as developed as projects are coming
[17:30] through So maybe end up looking a little bit piecemeal,
[17:33] but it would be one space per unit in the driveway.

[20:51] and is located adjacent to the existing series Development east

[21:07] this next request is located just east of Archie Whitesides
[21:13] Road just south of West Franklin.
[21:15] As you could see on our overview map,
[21:16] it's in western western Gastonia The request
[21:22] before you is for a rezoning for a portion of the tax parcel.
[21:26] So it'd just be that portion that's
[21:27] outlined with the blue stripes So that would be 7.1 acres
[21:33] and it would be a request from Rs12, which is a single family
[21:36] residential zoning district to a plan development In this case,
[21:40] this would also be using the revised residential development
[21:43] District As you can see from the zoning map
[21:47] property along Franklin is a combination
[21:49] of residential industrial and commercial zoning
[21:54] to directly to the west is the existing sewerage development.
[21:59] And then to the south is primarily
[22:01] rs12 zoning A lot of that property is in the floodplain,
[22:05] does have creek running through it.
[22:06] And so it is remained undeveloped Aerial
[22:11] just so you can see the property as the existing sierra Ridge
[22:16] development is currently under construct
[22:18] And we do have phase One platted.
[22:20] So you can see the lot lines for this portion phase
[22:24] one, Phase two, there still working on construction
[22:31] This is a quick overview of the two projects or two properties
[22:34] side by side This map does show you
[22:37] the full layout of what Sierra ridge phase one and two looks
[22:41] like.
[22:42] This was resolved in May of 2021 by the Planning Commission
[22:46] for 135 single family townhomes So the request tonight
[22:54] is for a plan development utilizing
[22:57] the revised Residential Development district.
[23:00] And it's 440 for single fan blades attached
[23:03] two unit duplexes The dwelling single fan
[23:08] blades attached to unit It is a type of single family attached
[23:13] product It's similar to a townhome instead
[23:16] of a minimum of three units per building
[23:19] This is just a minimum of two for each unit of the duplex
[23:22] is on its own lot This shows again,
[23:28] another overview of the phase three
[23:29] next to Sierra Ridge phase one in 2,
[23:32] and it does show the access points
[23:34] So phase three will tie into phase two
[23:37] along Mount Mitchell avenue, which is shown here.
[23:41] And then it will use the existing access
[23:43] points on Archie Whitesides Road here
[23:46] and West Franklin Boulevard this is the overall site
[23:52] plan provided by the applicant They also provided
[23:56] a color rendering which shows slightly more
[23:59] detail, a little bit easier to see on a colored
[24:01] version than just a black and white version
[24:05] But as you could see the lots are in yellow
[24:08] and the buildings are in orange Each building
[24:13] will be using a shared driveway at the curb.
[24:16] So one shared driveway apron, but they each lot
[24:19] will have its own actual driveway
[24:22] And they are providing trees.
[24:23] They've they are doing a 25 foot type C buffer
[24:27] along the northern property line, which
[24:29] does apply to zoning.
[24:31] I believe that came from a request from their neighborhood
[24:34] meeting that they worked with a adjoining property owner on They
[24:40] will be doing our standard 50 foot street, which
[24:43] would be a five foot sidewalk, a six foot planning strip, curb
[24:47] and gutter.
[24:48] And this actually has one side on street parking,
[24:50] but it would not be formalized They are proposing
[24:56] to do an extension of Mount Mitchell Avenue, which
[24:59] essentially just means they're stubbing the road right of way
[25:02] to the end of the property line for a potential future road
[25:05] connection And these are the elevations that we received
[25:13] from the applicant This is essentially
[25:16] six different variations And then they
[25:18] would be partnered with another duplex unit
[25:21] and they would mirror one another.
[25:23] But these are just the different variations that we received.
[25:26] And these do have a 50% breakfast zone
[25:29] on the bottom of the elevation.
[25:31] And then the top of the elevation
[25:32] would be fiber, cement siding because this
[25:40] is phase three of the development
[25:43] to was required for phase one Two and three unit count.
[25:47] So I believe the final unit count for all three phases
[25:50] was 157 units.
[25:54] So it did go through the tire process, which
[25:56] had to be completed before being seen before you all there was
[26:01] six intersection that were studied which are listed
[26:03] on the screen essentially U.S. 74 at Diane
[26:07] 29, Theater Road, Edgewood road, Shannon Bradley Road State
[26:11] road 1376.
[26:14] Archie White sides at Olympus Avenue and Archie
[26:17] Whitesides at Carson Road And based
[26:21] on the capacity and the crash analysis that
[26:23] was performed by the tire consultant no improvements were
[26:28] required from the tire And this is just a quick map showing
[26:36] the studied intersections As always,
[26:41] we do have a list of agreed upon conditions
[26:43] And so condition one, just maxes the unit count at 44 duplexes
[26:50] construction.
[26:50] This is looking at material.
[26:52] So they did agree to a 50% brick or stone and 50%
[26:56] fiber cement siding on the front.
[26:59] Condition three is related to the driveway design condition
[27:05] for is.
[27:06] The applicant will be providing a 25 foot type C buffer
[27:09] to remain undisturbed along the Northern property
[27:11] line They did agree to provide a ten foot landscape
[27:17] easement along the rear property line for back to back lots
[27:22] And then lastly, there is a portion
[27:24] of the property on i guess would be phase two of Sierra Ridge
[27:29] that the Carolina thread trail future Greenway runs through.
[27:32] And so they will be dedicating an easement to the city public,
[27:38] hearing signs on the signs on the left or signs
[27:41] posted by city staff.
[27:44] And then the signs on the right were
[27:45] posted by the applicant similar to the last project.
[27:52] This is also a neighborhood residential place
[27:54] type A single family attached is, again,
[27:58] a secondary allowed use so it is permitted in this place type
[28:01] and their overall density is 6.2 dwelling units per acre.
[28:06] So under a max of 24.
[28:09] So it is consist with the comprehensive plan They did hold
[28:14] a neighborhood meeting on June 30th,
[28:16] I believe they had one neighbor attend and they did resolve any
[28:19] concerns.
[28:20] That neighbor had At this time, staff
[28:22] has not received any contacts or calls for this project.
[28:27] And we are recommending approval as presented
[28:30] and the applicant is here, I'm not sure if they want to present
