This item will consider approval of Resolution NO. 3566 submitting a City of Gresham City Charter amendment to the Gresham voters amending Charter Section 36A, Urban Renewal, and adopting a ballot title and explanatory statement to be placed on the November 7, 2023 ballot. This item will consider approval of Resolution No. 3565 referring to the City of Gresham voters a ballot measure amending the City of Gresham City Charter Section 45A, Charter Amendments, which - if approved by the voters - changes the number of required affirmative votes to amend the Charter from 60 percent to "a majority of votes cast on the proposed measure" and adopting a ballot title and explanatory statement to be placed on the November 7, 2023 ballot.
