[1:57] it was a wonderful event. Although there
[1:59] wasn't the street dance this year, I
[2:01] think it was just as amazing this year
[2:03] as it was any other year. So, great job
[2:05] to everyone involved and and thank you
[2:07] for putting that on in our community and
[2:09] a big shout out to the downtown
[2:11] businesses uh for all pitching in and
[2:13] having their sales and being involved as
[2:16] well. And then the second one, I just
[2:18] wanted to give a shout out to teachers
[2:20] who are back in their classrooms this
[2:23] week without students, but of course
[2:24] they're they're busy working and
[2:26] preparing. Um and then EA's admin staff
[2:30] and other staff are back, I believe, on
[2:32] the 31st. I think it's next week. Uh, so
[2:34] just wanted to give them all a shout out
[2:36] and wish them all a happy school year.

[2:55] athletes, Samantha Fischer and Ryan
[2:58] Mikl. They competed at the Special
[3:00] Olympics or sorry, Special Olympics
[3:02] Canada Summer Games and Sam captured
[3:06] four medals, gold in 50 meter butterfly,
[3:09] s silver medals in 200 meter backstroke
[3:12] and 100 meter freestyle and bronze in
[3:14] the 200 meter freestyle. And Ryan
[3:17] brought home a gold sorry a bronze in
[3:20] golfing. So congratulations to my
[3:22] friends um Bam and Ryan. Good. Thank you

[3:31] » Um further to the teachers I was just
[3:33] getting from the football field so fall
[3:35] sports are also starting I know this a
[3:37] volleyball camp and uh football started
[3:39] up I'm sure soccer will be getting along
[3:40] pretty quickly as well for high school
[3:42] sports uh but my main focus is going to
[3:44] be baseball and uh congratulations to
[3:46] the Mary'sburg Royals who are the men's
[3:48] provincial champions in their division
[3:50] and there were three humble players on
[3:51] that team uh the 13U team from Humbult
[3:54] was mentioned the last time we had a
[3:55] meeting uh last city council meeting uh
[3:58] but they did win provincials on home
[3:59] field home diamonds so that wasn't
[4:01] mentioned that night and then lastly we
[4:04] had the 18A uh winning silver
[4:06] provincials and silver western Canadians
[4:09] and the 18A won silver provincials and
[4:12] both those teams carried humble players
[4:14] on the rosters congratulations to all
[4:16] those players parents and staff thank
[4:19] you

[4:28] uh everybody that was involved in the
[4:30] Humble Broncos Memorial Golf Tournament.
[4:32] Uh, that was uh I guess two weeks ago.
[4:36] Um, it was the 9th annual at the Humble
[4:39] Golf Club. I'd like to uh
[4:42] do a shout out to Lori Warford, Brian
[4:44] Muns, and Jared Bedner, the three
[4:46] organizers, and all the other volunteers
[4:49] that helped out that uh that night and
[4:51] that weekend. Um it was a soldout event
[4:54] again this year. Um there are various
[4:57] auctions and silent auctions that raised
[4:59] a lot of money that's going back to our
[5:01] community and some of the surrounding
[5:03] communities and to uh individuals that
[5:05] are requiring assistance.
[5:08] So thank you all all involved and all
[5:10] all the sponsors that were participating
[5:12] in that uh yearly event. So it was the
[5:15] ninth annual so I think uh they're
[5:17] looking at the 10th year next year and I
[5:19] think it'll be bigger and better than
[5:21] other years. So, as I talked to them,
[5:24] they seem to have some surprises for us
[5:26] for next year. So, it's looking like the
[5:28] 10th anniversary is going to be even
[5:31] better. So, um then I would also
[5:34] recognize uh Melanie Mullen, who is the
[5:38] owner of Saskade Collective. They had
[5:40] their grand opening last uh Friday,
[5:42] August 21st on Main Street. Uh I was uh
[5:46] fortunate to be there uh for cutting the
[5:48] ribbon. Um so, congratulations to
[5:50] Melanie. Um Emily Yan uh the CE CEO of
[5:54] Saskmade Products was also there as
[5:56] well. Um so she was uh very impressed
[5:59] with Humbult when I talked to her. Um so
[6:02] it was nice to have them as an
[6:04] additional business downtown in Humbult.
[6:07] Uh so they have Saskmade products uh
[6:09] from food to household items to artwork
[6:12] etc there. So it was uh nice to be uh
[6:15] have that addition to our downtown area.

[7:31] me uh today to present a little bit
[7:33] about farm in the Dell. um some of you
[7:35] know a little bit about it and if you've
[7:36] seen the presentation I apologize the
[7:39] first slide did not have the logo for
[7:40] some reason when I sent it in it didn't
[7:43] download properly so I apologize for
[7:45] that so I know you guys are really busy
[7:47] so I'll try not to take too much of your
[7:49] time but give you a little bit of a kind
[7:51] of what farmadel is and and what we do
[7:55] so our dividend is providing residential
[7:57] and vocational opportunities for adults
[7:59] with developmental intellectual
[8:01] disabilities in Saskatchewan based rural
[8:04] uh farm like study and our mission is
[8:06] that we are a nonprofit that strives to
[8:08] enhance the emotional, physical,
[8:10] spiritual lives of people with
[8:13] disabilities and through different
[8:15] areas. So through residential,
[8:17] vocational, residential uh services but
[8:19] all in a rural environment.
[8:25] So just a little bit of a background uh
[8:28] short long story short uh farmadell uh
[8:31] started as uh kind of at a fishing trip.
[8:34] My parents had a fishing lodge in
[8:35] northern Saskatchewan and this gentleman
[8:37] LOL Bartles always came fishing and he
[8:39] always wanted to know what we did and
[8:41] what do we do for a living in this when
[8:43] I'm not up there in the summer and I
[8:44] told him I was an EA in the school
[8:46] system and in Saskatoon and he said well
[8:49] we had this place called Farmell that we
[8:52] started he had sold all of their
[8:54] McDonald's
[8:56] that they had owned at one point and
[8:58] they started this organization and so he
[9:00] said if you're ever interested you
[9:01] should come check it out you know we'll
[9:03] help you get started. So, uh, 2007 we
[9:06] went down to Indana
[9:10] and we saw it and we're like, "Oh, this
[9:12] would be perfect for Saskatchewan. We
[9:14] don't have anything like this." And uh,
[9:16] so we went from there and we were open
[9:18] in 2010. He had told us it take 10
[9:20] years. So, I was like, great, got lots
[9:22] of time, slowly get into it, but we were
[9:24] open in less than three. So, it was a
[9:29] wild exciting ride. Um, but that's kind
[9:32] of where that all started. We are we're
[9:34] not we're affiliated on their website,
[9:36] but we don't use their policies and
[9:38] procedures. It's more of just like a
[9:39] family relationship with them. Um, so we
[9:43] have our first home opened north of
[9:45] Aberdine. Uh, we have 80 acres of land
[9:48] out there. We have a uh we started with
[9:50] a home of 10 in 2010 and then we grew to
[9:54] another home uh in 2019 on the same
[9:58] land. Um and we have a work program
[10:01] there for 17 people that live there. Uh
[10:04] we have technically we have three group
[10:07] homes in a supportive independent living
[10:09] within two two homes and then we have a
[10:12] vocational day program and in that
[10:14] program is where we do um we do a lot of
[10:17] like um farming so greenhouse gardening.
[10:21] We have a barn full of animals which
[10:23] I'll tell you a little bit more as uh go
[10:25] forward.
[10:30] So we use kind of the care farming is
[10:32] what they're kind of calling it these
[10:33] days the term um for uh people with
[10:36] intellectual disabilities. Um sometimes
[10:38] you see for people on uh who are seniors
[10:42] or youth at risk. Um this is the area
[10:44] that we are are doing at this time. Um
[10:47] we just opened uh we're just getting we
[10:50] just started open in July uh at Bigger.
[10:53] We opened a home on a farm uh bigger
[10:56] which is so exciting. So we have 10
[10:58] people that live there uh in a duplex.
[11:01] So we got five and five and we also have
[11:03] another I think we're getting close to
[11:05] about seven people coming for the day
[11:07] program as well. So that's 17 people
[11:09] that will live in that will work on the
[11:11] farm and 10 that live there. So we're
[11:13] right in the middle of transitions. Very
[11:15] busy time uh but also really exciting.
[11:17] We have about six of the 10 uh that are
[11:20] moved in already. So this is a little
[11:23] picture of our bigger location. As we
[11:26] learned from the original Aberdine
[11:28] location, you figure out, oh, what's a
[11:30] style house we like? So we changed that
[11:32] a bit. We've changed the work building
[11:34] and our barn's going to start in about 3
[11:36] weeks being built so we can get that
[11:38] going so we can get some animals in
[11:40] there.
[11:42] Uh that's the one side of the house.
[11:43] That was the first day that people
[11:45] stayed for the night.
[11:48] Uh, and this is the home at Aberdeene or
[11:50] the homes. Um, so our the barn was built
[11:53] by the progress club. They donated
[11:56] 150,000 over six years and that's how we
[11:58] built the barn. Um, we get we're funded
[12:00] by the ministry of of Saskatchewan
[12:02] through CLSD, the community living
[12:04] division. Uh, same as what Futuristic
[12:07] would be here. And uh, so that's where
[12:09] we get our funding for, but of course
[12:10] you're not funded for the full
[12:12] everything for the barn and the tractor
[12:13] and the vehicles. So that's where a lot
[12:15] of our fundraising goes towards those
[12:17] those items.
[12:19] Uh so I talked a little bit about this
[12:21] already. I did I jumped ahead on my my
[12:24] slide, but that's kind of what I do
[12:25] sometimes when I start talking and I'm
[12:27] excited about something.
[12:29] Uh so our main three objectives are to
[12:31] have a safe and loving home, a
[12:33] meaningful meaningful productive work,
[12:35] and an active social life. And I always
[12:37] joke around that their social life's way
[12:39] better than mine. That is for sure. they
[12:42] are always out and about doing something
[12:44] and having a good time in the community.
[12:45] That's a big thing is being a part of
[12:47] the community of bigger or being a
[12:49] community of Aberdine. Um and Saskatoon
[12:52] has become kind of because Aberdine is a
[12:54] smaller community. Um Saskatoon is also
[12:57] quite quite invested with us.
[13:00] So we do lots of different social
[13:02] skills, life skills, learning together.
[13:04] Uh it's one big family, you know, even
[13:07] between the two the two locations we we
[13:10] share staff. I got staff that go to uh
[13:12] bigger to help work on that process of
[13:15] the transition so that it runs smoothly
[13:18] and effectively as possible.
[13:20] Um residents learn different skills uh
[13:24] each day. Uh so if it's in their garden,
[13:27] I didn't know you could grow gardens on
[13:28] a thing like that. Did you know that? I
[13:30] don't know. That's not my area. But they
[13:33] do great things. They grow these huge
[13:35] pumpkins. Um, and if there's stuff that
[13:37] we can't eat or we don't we've, you
[13:40] know, canned enough pickles to sell to
[13:42] people, we will give back to the food
[13:44] bank to or to like uh Saskatoon to the
[13:47] soup kitchen or that kind of thing in
[13:48] our way to give back to the community
[13:50] that gives to us.
[13:52] Uh, we like to uh do lots of different
[13:54] things. So, you can see one the
[13:55] gentleman there, his name is Noah. We
[13:57] try to get them involved. So, he's
[13:59] greasing the tractor. You know, things
[14:01] that they can all do. There's always
[14:03] something that we could do. Our
[14:04] greenhouse program, I'd say, is our best
[14:06] for that because everybody can do
[14:07] something. They can fill the pots, they
[14:09] can water, they can plant. Um, and it's
[14:12] our our best uh way to get involved in
[14:14] the community as well. We do all the
[14:16] flowers for the town of Aberdine. We're
[14:18] hoping to do some of that with the town
[14:19] of Baker as well.
[14:22] We love our animals. Uh we have kind of
[14:25] like an alpaca.
[14:28] We have a miniature horse, Elvin the
[14:32] sheep. We got like one of each almost
[14:34] like in Noah's arc but not quite. Uh we
[14:36] got some little rabbits, everything like
[14:38] that. So it gives them meaning every day
[14:40] to get up, go to go check on the
[14:42] animals, see how they're doing, you
[14:44] know, pick pick the eggs from the
[14:46] chickens and they get all excited to see
[14:48] how many are there that day. So it's
[14:49] bringing those kind of things. That's
[14:51] what we get up for every day. Everybody
[14:52] needs something to get up for and
[14:54] something to do. And Saskatchewan's a
[14:56] real province, and I think it's a really
[14:57] big part of it. A lot of individuals
[14:59] grow up um you know in a small town or
[15:04] you know they or they need a smaller
[15:06] quiet environment. This provides that
[15:08] for them. We now have people coming from
[15:11] um our our bigger location. I think our
[15:13] furthest away is like 4 hours. The
[15:15] family is just like no this he grew up
[15:16] on a farm. He used to live on a farm.
[15:19] We're not going to be there forever. And
[15:20] they've moved him there because that's
[15:22] what he knows.
[15:25] Again active social life. We're at
[15:27] hockey games, football games, you name
[15:30] it. Uh just experiencing everything that
[15:32] the community has to offer.
[15:35] So we serve uh anybody who has an
[15:37] intellectual disability. Uh we're also
[15:39] seeing a lot of combinations of mental
[15:41] health and disability. Uh that's changed
[15:44] um over time. Uh we have a wide wide
[15:47] range of abilities. Um and uh person-
[15:51] centered supports. That's our big thing
[15:52] is to be person centered. What works
[15:54] best for this individual? that we're
[15:56] supporting
[15:59] um program successes, increased
[16:00] confidence, improved well-being, sense
[16:02] of pride, um you know, health
[16:05] improvements. We've seen people who have
[16:07] lost 100 pounds coming because they were
[16:10] had something to do and they were busy
[16:12] just just going for walks and being
[16:14] active on the farm and gardening. Um
[16:16] we've seen huge huge uh successes and
[16:20] safety for individuals. We have an
[16:22] individual who who if they were in town
[16:24] but say they they they can cover little
[16:26] trips but to live would be very
[16:28] dangerous for them just for the safety
[16:30] of the traffic and things like that. So
[16:31] the farm gives a different aspect of
[16:34] life for them and safety.
[16:36] Um why oh yeah that's that's perfect.
[16:39] Yes.
[16:41] Um so mix like I said with CLSD funding
[16:44] and nonprofit uh we do lots of you know
[16:47] fundraising efforts. um are between our
[16:50] two uh locations, we're at about 3.1
[16:53] million in funding um annually and in
[16:56] our operating um we employ 40 staff at
[17:00] Aberdine currently. I think we're the
[17:02] biggest employer now in Aberdine other
[17:04] than the school. We're pretty close to
[17:06] them and uh bigger right now sitting at
[17:08] about 15 which will increase as as time
[17:11] goes on. So probably be hitting the 20
[17:13] to 25 mark in time. So, we're a good
[17:16] also a good employer in the in the
[17:18] community.
[17:21] Um, you can go to the next one.
[17:24] Um, so somebody has to be a client of
[17:26] CLSD. Uh, they have to have an
[17:29] assessment. Um, if they want to live in
[17:31] a group home, they have to be assessed
[17:32] at a level three. I'm not sure if some
[17:34] of you are familiar with this. So, these
[17:36] are just all the different criteria. So,
[17:38] it's not like, okay, here's a list of,
[17:40] you know, 50 50 people, which is usually
[17:43] what a weight list isn't about. Um, it's
[17:45] not whoever there, it's who's the best
[17:47] fit for that spot or who's the best fit
[17:50] to live together or in this home or is
[17:52] this a female home only or is it a mix?
[17:55] You know, that kind of thing. We're
[17:56] always looking at different different
[17:58] things there.
[18:00] Uh, Crystal Lynn uh she's been with us
[18:03] uh since 2019 and when she came she was
[18:06] being restrained about I would say
[18:08] average of five times a day and now it
[18:11] never happens. She's she is a member
[18:14] productive member of society. She came
[18:16] from the foster care system and I still
[18:18] today cannot believe some days I see the
[18:20] things that she's doing that we would
[18:22] have never imagined. So it's it's really
[18:24] neat to see Jennica there. She she came
[18:27] she was living with grandma raised her
[18:29] and did her best and wonderful way woman
[18:32] but you know she could understand
[18:34] everything that she was saying. Now when
[18:37] she came to us she didn't speak and now
[18:39] she's telling people off. So, it's quite
[18:41] something. She just her whole vocabulary
[18:44] every day. I'm like when I go see her,
[18:46] I'm like, I can't believe you just said
[18:47] that all to me. Clear clear as day
[18:49] sentences. So, they they get to move out
[18:52] like their siblings, right? They get to
[18:54] go and have that life that they're proud
[18:55] of as well.
[18:58] Um, just some quotes from parents. Uh,
[19:00] parents are just so thrilled for having
[19:02] this opportunity for their child, safe
[19:05] place that they they can, you know, know
[19:07] that their child is taken care of.
[19:12] Um, I see the video. Joy, I don't know
[19:14] if the is the video going to work.

[19:21] Okay. Um, this is uh his name is Adrien
[19:24] Hamillain. He's from the RM and
[19:26] Aberdeene. And he just talks about how
[19:28] excited it was when they had people come
[19:30] to their community uh when Farmell came.
[19:33] He he rents the land from us. He is the
[19:37] fire guy, the the emergency guy
[19:40] otherwise to he does everything and he
[19:43] just talks in this video about uh what
[19:46] farms has brought to the Aberdeenan
[19:48] area. So I'm sorry that yeah I just
[19:50] didn't download when I sent it. So and
[19:53] that might be the next one too. Uh so
[19:55] different job opportunities. Um so each
[19:58] home has a site each location has a site
[20:00] manager then they have uh team leads and
[20:04] then there's a direct support workers
[20:06] all working together to support people
[20:08] um maintenance positions you name it
[20:14] um what makes successful a successful
[20:16] farm in the Dell community support uh
[20:18] government support operational funding
[20:20] and capital so when we built bigger we
[20:23] put also uh the town of bigger put in uh
[20:26] capital funding as well. Um, different
[20:29] partnerships in the community through
[20:31] land donations. Uh, Western sales at
[20:34] Bigger, they just let us use a tractor
[20:36] until somebody comes and buys it. I
[20:38] like, okay, that's great. So, different
[20:40] stuff like that. There's so many
[20:42] different ways uh to to get creative uh
[20:45] working with the community. Uh, we have
[20:47] a dedicated board of directors um you
[20:50] know, anything from accountants,
[20:51] lawyers, anything just to make it run
[20:53] smoothly and make sure I don't get in
[20:55] trouble. Right. I need that. you need
[20:57] you need that help from all areas uh
[20:59] when you're working in in nonprofit.
[21:04] Um how could Barnadel impact the
[21:06] community? Um sorry this should not say
[21:08] bigger because this was from before. Um
[21:10] say humbult is partnership partnerships
[21:14] inclusion building relationships
[21:16] providing jobs um individuals using all
[21:19] the services employment and providing
[21:22] those agricultural experiences for
[21:23] individuals.
[21:27] And I'm guessing this video is not going
[21:30] to work. I can always send it if you
[21:32] guys need it. Just kind of gives you a
[21:34] visual of it. I can I think what I can
[21:37] do is send it as a just that video
[21:39] itself and it might send better

[22:19] forward with and how pleased they are
[22:22] with the program.

[40:01] the road. This is another little chunk
[40:03] that was uh allocated on the property
[40:06] line. Um the subdivision creates two
[40:09] parcels identified as parcel AA and BB
[40:12] with areas of approximately 1.1 acres
[40:14] and 0.99 acres respectively. The
[40:17] existing municipal rightaway adjacent to
[40:19] the parcel is currently 7 m in width. Uh
[40:21] the proposal will reduce the width of
[40:22] the rightway to 4.5 meters and
[40:25] consolidate the remaining 2.5 meter wide
[40:27] strip into parcel S. The retained 4.5
[40:30] meter corridor corridor will remain
[40:32] under municipal ownership while surplus
[40:34] lands will be absorbed into the adjacent
[40:36] parcel. Um this will have no impact on
[40:39] the current use in that area and will
[40:42] have very little impact in the future.

[42:35] before you uh we had brought this report
[42:37] or this pilot policy back in June uh and
[42:40] made some larger changes uh including
[42:42] rates for 27 28 and 29. Uh as we went to
[42:45] implement some of the rates into our
[42:47] booking system, uh it became clear that
[42:49] uh due to how PST and GST are um treated
[42:54] across the different drop in versus
[42:56] leisure pass, uh it actually threw our
[42:58] numbers out of whack. Um so we reviewed
[43:01] those. Um the proposed pricing model
[43:04] that we had had originally presented in
[43:06] June um is still intact. The primary
[43:08] objectives are still intact. Uh one was
[43:10] to reduce individual drop-in admission
[43:12] rates to improve affordability,
[43:13] encourage casual participation uh as
[43:15] well as to align our leader passes um
[43:18] with other communities um by
[43:19] transitioning from a previous pricing
[43:21] model uh of five times the equivalent
[43:23] drop in rate to six times the equivalent
[43:25] drop in rate. Uh so we we sought to keep
[43:27] those um priorities intact um with the
[43:31] slight changes that we're proposing here
[43:33] tonight. Uh also through our review, um
[43:36] we decided to change to propose some
[43:38] revisions to the value offered to
[43:40] residents who are making longer
[43:41] commitments in leisure passes. Um so our
[43:44] six-month leisure pass would move from
[43:45] approximately five times five sorry five
[43:48] and a half times the monthly pass rate
[43:50] to five times. So instead of getting
[43:52] half a month for free when you bought a
[43:54] six-month pass, you get you'll get a
[43:55] full month for free. uh as well as the
[43:57] 12-month pass would go from um receiving
[44:00] two months free, the 12-month pass to
[44:02] three months for free of the 12-month
[44:04] pass. So, um essentially trying to
[44:06] ensure that we're not pushing the casual
[44:09] users out um but also not wanting to
[44:11] penalize those who are are committed to
[44:12] to our long-term leisure passes. So, uh
[44:15] we apologize for the error uh in the
[44:17] first um rendition of this report back
[44:19] in June. Um but we hope we've uh we're
[44:22] confident we've corrected the that error
[44:24] this time around. We have any questions?

[45:16] instead of one and a half times uh that
[45:18] the search charge would just be a $50
[45:20] per hour search charge and that would
[45:21] cover all administrative costs and that
[45:22] would be straight across the board. So
[45:24] that worked out better than the time and
[45:25] a half.
[45:27] » So I guess the question was uh thank you
[45:29] for that. um if the life of this policy
[45:33] is quite long, I think the last one was
[45:35] something like 9 years, right? The
[45:37] inflationary costs on labor and so on,
[45:40] right? Uh eventually maybe we're not in
[45:43] cost recovery anymore. So I guess that
[45:44] was just the only concern I might have
[45:46] if maybe we need to do the policy
[45:48] refreshed more often so we don't run
[45:50] into that situation.

[47:28] Canadian Municipalities Growing Canada's

[47:33] the Green Municipal Fund uh that was
[47:35] received uh several months ago uh and
[47:37] led to this RFP being issued. Uh the RFP
[47:40] was issued on July 15th um with
[47:43] proposals required to be submitted by
[47:44] August 5th. Uh we received five
[47:46] proposals uh for this project. The
[47:49] project will essentially integrate urban
[47:51] forestry planning, asset management,
[47:53] climate resilience, policy development,
[47:55] and community engagement uh into what
[47:57] will be our leading action document
[47:59] moving forward with our urban forestry.
[48:01] Um currently we have an urban forestry
[48:03] bylaw. We have some policies. Um we do
[48:06] some internal work within our urban
[48:08] forestry. We contract a lot of work out,
[48:10] but we really don't have a cohesive
[48:12] action plan to drive that strategy
[48:14] forward. Um, and we've been struggling
[48:16] with trying to do that inhouse over the
[48:17] last couple years. So, when this uh
[48:19] opportunity came up to to apply for
[48:21] funding through um the green municipal
[48:24] fund, uh we took advantage of that
[48:27] um and we're very happy uh that we got
[48:30] were successful with that grant. Uh it's
[48:32] a 90% covered by the grant program. So
[48:35] the other 10% is is our cost and that
[48:38] 10% can be in staffing time. Uh we
[48:40] anticipate there will be some staffing
[48:42] time between myself uh other staff um
[48:45] providing some direction uh as well as
[48:47] our park supervisor. Um so there will be
[48:50] no additional costs to the city. Uh it
[48:52] will just be reallocating some staffing
[48:54] time as needed. Uh the project is over a
[48:57] 2-year period. So it's not that it's not
[49:00] just uh in a short window. It'll
[49:01] actually be spread out over a couple
[49:03] years. um May of 2028 I believe is when
[49:06] the the time frame is. Um back to the
[49:09] RFP, we had five successful um
[49:11] applicants that met the criteria. Uh so
[49:14] those were all evaluated um because it
[49:17] was a set grant funding amount. Um we
[49:20] did not base our um we didn't we didn't
[49:23] base the scoring on the value of the
[49:26] contract cuz the contract was valued um
[49:28] at what it was and each proponent had to
[49:31] basically sell themselves as to why they
[49:33] were the best and could bring the
[49:34] greatest value uh for that fund. Uh in
[49:37] the end green drop tree care um was uh
[49:40] valued at the highest was scored the
[49:42] highest uh and are being asked to award
[49:44] this. We have worked with this company
[49:46] in the past. uh they did our initial
[49:48] pre-inventory uh several years ago. So
[49:50] they are familiar with with Humbult and
[49:52] with our urban or with our inventory and
[49:54] we're able to provide a strong case uh
[49:56] as to why we should look at them. Uh and
[49:58] they are a prairie country or prairie
[50:01] company. So they have uh an off head
[50:03] office in Reginaina. Um so they're
[50:06] they're very familiar with projects
[50:07] around here. Uh they just finished a
[50:09] project in Strasburg and they've done
[50:10] lots of other small small community
[50:12] stuff. So very familiar with our um
[50:16] urban forestry setting in the province.

[52:05] on and so forth. Uh we went through the
[52:09] each individual unit and determined that
[52:12] the Kabota SVL753 the 2026 model uh was
[52:16] the best value to the city. Uh there was
[52:18] a few that were lower price. However,
[52:20] they are older models or slightly older
[52:23] models and uh not the same features as
[52:25] the K Cabota. So we believe that the K
[52:26] Cabota is the uh best value to the city
[52:30] for only a slight amount more. Uh when
[52:34] we reviewed everything as well, uh this
[52:37] happens to be from GP GBC, which is a
[52:40] local vendor, which is great for parts
[52:43] of a availability and repairs. Um, so
[52:47] they have a good dealer support in this
[52:48] area.
[52:50] The actual cost of the replacement skid
[52:52] steer after you add PST will be 98,315,
[52:55] which is about 1,685 below the approved
[52:58] capital budget of 100,000. Um, after
[53:01] this, we'll once we get the new unit,
[53:04] we'll look to sell our old unit uh on
[53:07] the auction system that we use uh uh
[53:10] Richie Brothers if I'm not mistaken. So
[53:13] that and along with some other equipment
[53:14] that we need to uh sell as well. So I'll

[54:01] acting city manager if that's something
[54:03] that could be explored because I think
[54:05] there is value in using local companies
[54:08] whenever possible in terms of sourcing
[54:10] parts and our local companies are
[54:12] dealing with their reputations in their
[54:14] home communities. So, I think that they
[54:16] really do step up to give quality
[54:18] service and
[54:20] goods.

[56:27] apologizing the council for the the
[56:29] rushed report. Um, as you're aware, we
[56:33] went to tender on this project uh at the
[56:35] end of July. Um, the tender was extended
[56:38] uh and then due to an error with our uh
[56:40] miscommunication with our consulting
[56:42] company um they extended it longer than
[56:45] what we had agreed to. So, we had
[56:48] instead of getting it last Thursday and
[56:49] having lots of time to get the report in
[56:51] or sorry, last Tuesday and getting the
[56:53] report in the city uh acting city
[56:55] manager's hands earlier, we didn't have
[56:57] that closed until Friday. So, I didn't
[56:59] have the information this morning. So, I
[57:00] apologize for the rush. Um, but it
[57:02] wasn't something we wanted to hold off
[57:04] till the next council meeting because we
[57:06] want to get on this right away. Uh, as
[57:08] part of the 2026 budget, uh, council
[57:10] approved, uh, that administration
[57:11] proceed with tendering of roof
[57:12] replacement work at both the UNILEX uh,
[57:14] and the museum. Uh, Tri-C Pinnacle Group
[57:17] was hired by the city to develop the
[57:19] specifications for the project, consult
[57:21] with respective contract contractors,
[57:23] complete the on-site contractor visit,
[57:24] and review tenor submissions. They'll
[57:26] also work with the city uh to ensure uh
[57:28] completion of the project to ensure
[57:30] compliance and quality assurance of the
[57:32] work being awarded. Um the project
[57:34] generally consists of replacing uh of
[57:36] specific sections uh flat sections on
[57:38] these roofs. Um replacing the existing
[57:41] roofing system on both buildings with a
[57:43] twoly modified vigimous roofing system
[57:46] together with associated carpentry
[57:47] flashing, sheet metal, sealant and
[57:49] related work. Uh prior to the tendering
[57:52] uh we were informed um warned by uh our
[57:56] consultant that due to the significant
[57:59] increase in oil prices since the budget
[58:00] estimate was provided to council in the
[58:02] fall 25 that we should expect to see
[58:04] higher prices submitted from the biders
[58:06] for our roofing tenders. Um as noted the
[58:09] tender was published published for 22
[58:11] days. Uh and we did result uh the result
[58:14] was five contractors bidding on each of
[58:17] the projects. Uh we had them bid
[58:18] separately um so as to be able to award
[58:21] them separately if needed.
[58:23] Um the lowest um tenard price for both
[58:26] projects was the Atlas Apex roofing. Um
[58:29] the submission for the museum came out
[58:31] at 222811 plus PST uh or plus taxes. Um
[58:36] with a start date estimated start date
[58:38] of October 1st and completion November
[58:40] 11th. Um, and then also with the Atlas
[58:44] Apex roofing on the Uniplex roof came in
[58:46] at 52,668
[58:48] plus taxes with a start date uh of
[58:51] October 1st and a completion date of
[58:53] November 30th. Um, that company uh
[58:56] following the review, our consultant uh
[58:59] had no reason to not recommend um that
[59:01] we go with Atlas. Uh they are a national
[59:03] company, so they've got um they're doing
[59:06] projects across the country. They've got
[59:08] major setups in Saskatoon and Regina. So
[59:10] there's confidence that they'll be able
[59:12] to get the job done. Um they provided
[59:14] all of their um sorry provided all of
[59:18] their paperwork when it came to WCB
[59:20] proof of insurance uh including say
[59:23] additional assured uh and they're also a
[59:24] member of Saskatchewan Roofing
[59:26] Contractors Association which was
[59:27] mandatory to be part of this process.
[59:31] Um however when we get to the financial
[59:33] implications uh obviously the costs came
[59:35] in significantly higher than what we had
[59:37] projected. Um our original projections
[59:39] um back in the 20 uh in the fall when we
[59:41] were developing the 2026 budget were
[59:44] based on estimates uh that our
[59:46] consultant the same consultant had done
[59:48] when they did our full roof review of
[59:49] the community um back in the in June of
[59:52] 2025.
[59:54] So we had budget 333,300 for the uniplex
[59:58] sections uh 4, five and 6 as well as the
[1:00:01] museum uh had a budget of 140,000. So,
[1:00:04] combined we had 473,300
[1:00:07] um budgeted for roof replacements.
[1:00:09] Uh as you'll notice in the implications
[1:00:11] chart, um roof 15 of the Uniplex uh did
[1:00:15] not have an approved budget. This was an
[1:00:16] additional roof that we added after the
[1:00:18] fact um due to safety concerns. Uh this
[1:00:21] is the roof on the south entrance of the
[1:00:23] arena. Um we're having we this this roof
[1:00:26] was had some replacement work done back
[1:00:28] uh I would say about 8 years ago. Um but
[1:00:31] what we find what we're finding is that
[1:00:33] there's not enough grip on the roof and
[1:00:34] what we're getting is we're getting snow
[1:00:35] load up there and then as soon as we get
[1:00:37] melt thaw um that snow load's coming off
[1:00:40] uh and we're and it's dropping large
[1:00:42] large chunks of snow in front. Um we
[1:00:44] tried some other um methods to try and
[1:00:46] prevent that and weren't successful. Um
[1:00:49] so we were recommended that we should go
[1:00:50] this route and and provide a different
[1:00:52] roofing system to ensure that the the
[1:00:54] safety of both the workers in the
[1:00:55] compound and those entering the south
[1:00:57] arena um we don't have that issue
[1:00:58] anymore. So um that's why that was added
[1:01:01] in uh as an addition to the previously
[1:01:03] planned project work. Uh in total uh the
[1:01:06] difference including PST uh is a 295,710
[1:01:11] above what was budgeted.
[1:01:15] the plan for the initial funding
[1:01:17] approved in 2026 was to come out of the
[1:01:19] building refurbishment and replacement
[1:01:21] reserve. Uh the initial plan for 2026
[1:01:25] was uh that the city would contribute
[1:01:28] taxation would contribute $525,000 into
[1:01:30] this reserve uh with the draw 473 which
[1:01:33] would have been a net contribution of
[1:01:35] 53,000 52,000 to the reserve. Uh however
[1:01:38] due to the results of this tender
[1:01:39] administration is now requesting that
[1:01:41] council approve a net draw in 2026 of
[1:01:44] 244,000 from the reserve. Uh this would
[1:01:47] provide a projected update year-end
[1:01:49] balance of the reserve still sitting at
[1:01:52] 2 point or sorry 1.26 million would
[1:01:54] still be in the reserve. So um this
[1:01:56] wouldn't impact the current taxation
[1:01:58] year. It wouldn't impact other projects
[1:02:00] we have going on. It would just mean a
[1:02:01] larger draw from reserves than otherwise
[1:02:04] had been planned for this year. Um the
[1:02:06] city uh through council has approved
[1:02:08] budgets uh contributions to this reserve
[1:02:12] uh of 500,000 each of the last two years
[1:02:14] plus another 525. So um that funding has
[1:02:16] been approved into the budget to
[1:02:18] continue um to do this kind of projects.
[1:02:22] Um furthermore uh as mentioned in the
[1:02:24] third request uh we're asking that we
[1:02:27] had that administration be authorized to
[1:02:29] discuss with this um roofing company to
[1:02:33] look at city hall roof. Uh as we're
[1:02:35] aware that roof has deteriorated
[1:02:36] significantly over the last year since
[1:02:38] our budget was set. Um, and we're going
[1:02:41] to we would like uh permission to just
[1:02:42] go to the to Apex um roofing and and be
[1:02:45] able to negotiate to see what kind of a
[1:02:46] dollar price we can get to get this roof
[1:02:48] done. Um, if we weren't to do it this
[1:02:50] year, it's the highest priority to get
[1:02:52] done next year. Uh, and because it would
[1:02:53] also be funded from the same reserve
[1:02:55] that would fund it next year. If we feel
[1:02:56] that we can get value in having them
[1:02:58] here and get a deal to get this done
[1:03:00] this year, we would highly recommend we
[1:03:02] move forward with this and not risk
[1:03:03] another freeze thaw cycle on this roof.
[1:03:06] Um, so in conclusion, I know that's a
[1:03:09] lot. I apologize, but I want to make
[1:03:10] sure I was thorough. Having not given
[1:03:11] you a lot of time to see the report in
[1:03:13] advance. Um, while the tenor costs
[1:03:15] obviously exceed our 2026 budget, um, we
[1:03:17] recommend moving forward with the
[1:03:18] proposed roof replacements. Uh, the
[1:03:20] existing roof conditions have been
[1:03:22] identified through our previous
[1:03:23] assessments and can and and we're seeing
[1:03:25] some continual deterioration. This past
[1:03:27] winter was extremely hard on our
[1:03:29] facilities as we did have multiple
[1:03:30] freeze thaw cycles. Um, and we also do
[1:03:34] not see any evidence to suggest that the
[1:03:36] price is going to automatically come
[1:03:37] down in the spring. If if we knew that
[1:03:39] there was some factor that automatically
[1:03:41] we were going to see a 30 or 40%
[1:03:42] reduction, maybe we could try and come
[1:03:44] up with a stop gap to get us through to
[1:03:46] next year. Um, not seeing that, um, we
[1:03:49] believe that and with having sufficient
[1:03:51] funds in that reserve right now, um, we
[1:03:54] think it's, um, more prudent of us to
[1:03:56] proceed with these, um, projects this
[1:03:59] year.

[1:04:33] go on top of the spray foam? Does the
[1:04:35] spray foam get removed?
[1:04:37] » Correct. It would Yeah. So the plan
[1:04:39] would be to remove the existing roofing
[1:04:41] and build and and replace it.
[1:04:44] » So it wouldn't just be covering over
[1:04:45] what's there. Um, part of the issue with
[1:04:48] the spray foam roofing um has been
[1:04:50] identified. Someone made a lot of money
[1:04:52] going around and recommending that to
[1:04:54] everyone, but what they've found is that
[1:04:56] it once moisture gets in, it traps
[1:04:58] moisture and causes more damage and the
[1:05:00] life of that roofing system is is
[1:05:02] diminished significantly. Okay. Um we
[1:05:04] did note um through the recommendation I
[1:05:07] should know this start um we're asking
[1:05:09] administration to allow us to negotiate
[1:05:11] a contract. So we've got the tender
[1:05:13] results here. Um we have uh informed our
[1:05:16] consultant that we want to make we want
[1:05:17] to have the discussions with the roofer
[1:05:19] to see if there is any room to bring
[1:05:21] that price down if there is any
[1:05:23] modifications to the scope modifications
[1:05:25] to um the products being used have that
[1:05:27] discussion. So um we're hoping that we
[1:05:30] can have a little bit of discussion to
[1:05:31] see if they have any recommendations on
[1:05:33] how to kind of bring the price down too.
[1:05:35] Um but yes it would be removing that
[1:05:38] removing what's there and replacing it.

[1:05:43] what does that do to the R value of the
[1:05:45] roof like for energy loss that type of
[1:05:48] thing. Have we explored any of that? I

[1:05:55] your R value of your roof and hopefully
[1:05:58] get you some better uh or less heat

[1:07:51] committee have kind of been
[1:07:53] communicating and chatting and are

[1:11:37] we have also met with a supplier of a
[1:11:40] product that was used around uh Fishing
[1:11:42] Lake First Nation. Um and uh one of our
[1:11:45] staff members took a drive out there
[1:11:46] this summer to see how it's performing
[1:11:48] and seeing if it's the right application
[1:11:50] secondary or or alternative to ashvault
[1:11:53] in that area. Um and we're just
[1:11:57] essentially getting some data together
[1:11:58] and some information to bring forward to
[1:12:00] council at a later date here.

[1:12:57] a child's playground so that when
[1:12:59] parents are supervising their kids,
[1:13:01] rather than being on their phone, they
[1:13:03] can be exercising. But I have no clue
[1:13:04] what they look like. So

[1:13:09] popular. Um you can get lots of exercise
[1:13:11] equipment uh either in one playground
[1:13:15] setting or spread along a trail system
[1:13:17] where you have one. Um when I was in

[1:13:22] unique ones compared to what some of the
[1:13:23] ones I've seen around here. So uh we can
[1:13:25] there there are grants that come out
[1:13:26] every once in a while that we've looked

[1:13:30] pushed it because there's always been
[1:13:32] other priorities, but it's definitely
[1:13:33] something we can explore again and see
[1:13:34] if if there's if now is the right fit
[1:13:36] and if there's locations that will work.

[1:14:01] available for a variety of programs. So,
[1:14:03] I didn't have the opportunity to really
[1:14:05] take a look to see how much the grants
[1:14:07] were, but I I saw that it closed October
[1:14:09] the 1st, but there were things like
[1:14:11] activities for children, um nutrition,
[1:14:14] um arts and culture reconciliation. So,
[1:14:17] I'm just throwing it out there that
[1:14:19] perhaps if you have community groups,
[1:14:22] let's take a look to see if um uh
[1:14:26] proposals can be made and see if we can
[1:14:28] access and I don't know if it's just for
[1:14:29] nonprofit or if for example we could
[1:14:32] work together on the friendly
[1:14:35] playground. Right. So, just a little bit
[1:14:37] of a heads up.

[1:15:06] make sense in our community or not.

[1:15:13] whole traffic study to roll out. Uh we

[1:15:19] studies not specifically uh playground
[1:15:22] zones but we have uh finalized traffic
[1:15:25] counts for the larger um uh traffic
[1:15:28] study with the community that we're
[1:15:29] working with the Ministry of Highways
[1:15:31] on. Um but yes, we will the the specific
[1:15:35] topic topic about playground zones will
[1:15:37] be separate from that study that we'll
[1:15:39] likely do internally.

[1:15:50] that's involved with pickle ball in the
[1:15:53] community and they said the usage at the
[1:15:55] ODR or at the sport court is for pickle

[1:16:02] of the fabric that was put on uh to keep
[1:16:05] the wind away. So, they said it's very
[1:16:07] busy uh with people playing pickle ball.
[1:16:10] Um, and I was posed a question as to why
[1:16:13] the fabric wasn't put on all of the
[1:16:17] fencing. It was there's a section on the
[1:16:19] I think the east and north corner that's
[1:16:22] not there. So, I went out there and
[1:16:24] looked and this is my second part. Um, I
[1:16:28] don't know if it's from the wind load on
[1:16:30] there, but the poles are all bent over
[1:16:32] like on by the skate park. It looks like
[1:16:34] they're like two to three feet bent on
[1:16:38] the top from I'm assuming from the wind
[1:16:40] load. Is that what that's from or
[1:16:42] » Uh so I'll yeah I'll actually I'll
[1:16:44] answer that one first. Um it's I I think
[1:16:47] it was there before like I'm I think
[1:16:49] there we had some issue with just the
[1:16:51] installation at the beginning. Uh but
[1:16:53] the I'm the wind screens definitely
[1:16:55] didn't help. I think that's that's
[1:16:56] compacted it. Um the corner posts would
[1:16:58] have been anchored really well cuz they
[1:17:00] would have and but I'm guessing the
[1:17:01] middle posts weren't anchored or didn't
[1:17:04] go down as deep or didn't put as much
[1:17:05] concrete in. Um so we're reaching out to
[1:17:07] the company that originally installed it
[1:17:09] to get that situation looked at.

[1:17:13] just a cost thing that that was all we
[1:17:15] could fit into our budget last year.

[1:17:18] the rest this year. Okay. And the reason

[1:17:21] the pickle ball. We wanted to hit the
[1:17:23] two sides where the wind would be

[1:17:28] made a huge difference. Uh and then once
[1:17:29] we get to where we have the outdoor rink
[1:17:31] set up and going, that's why we're
[1:17:33] looking to finish the rest of it because
[1:17:34] predominantly the winds will come from
[1:17:35] the opposite direction in winter. So um
[1:17:37] but yeah, thank you for bringing both of
[1:17:38] those up. Yeah.

[1:17:45] the ice surface. Um uh how's things

[1:17:52] snowfall and uh wanting to start working
[1:17:54] on that. So, have you done anything? I
[1:17:56] know I sent you some information from
[1:17:58] Ontario that uh company that was doing
[1:18:01] similar uh projects and did you find
[1:18:04] anything out there?
[1:18:04] » So, yeah. So, while just speaking with
[1:18:06] our park supervisor, so we are going to
[1:18:07] get the our outdoor rink package. Uh so
[1:18:10] we we're looking at probably October uh
[1:18:13] Thanksgiving weekend uh when we
[1:18:15] transition from the courts, start
[1:18:16] transitioning from the courts, shut down
[1:18:18] those or at least a section anyway to
[1:18:20] start putting our um the outdoor rink
[1:18:22] package up, make sure it's fully ready
[1:18:24] to go. Uh Miles has got a couple piece
[1:18:26] of a couple pieces of equipment that
[1:18:28] he's basically built himself. Um so that
[1:18:31] when we get the first good snowfall,
[1:18:32] then we can compact the snow and build
[1:18:34] on top of that. Um, in addition, the
[1:18:36] outdoor concession, one of the one of
[1:18:38] our hiccups last year is we didn't have
[1:18:41] enough water supply there. Um, so we
[1:18:43] have talked with a local plumber uh and
[1:18:45] and talked to public works um to upsize
[1:18:48] the water supply line that we'll have
[1:18:50] out there. Um, so we'll basically take
[1:18:52] it from just a garden hose up up
[1:18:55] significantly, double triple that size.
[1:18:57] Um, so we'll be able to flood in the
[1:18:58] same manner that we flood St. Okay.
[1:19:01] » So, so that both that
[1:19:04] the prep work uh and the ability to put
[1:19:06] water down faster will help us to avoid
[1:19:08] some of a lot of the issues we had last
[1:19:10] year. Um it'll also where the the matter
[1:19:14] the fabric that we had put down that we
[1:19:17] had hoped would be our solution ended up
[1:19:18] being one of our biggest issues. So,
[1:19:20] we're avoiding that.

[1:19:39] were last year, what we came out of last
