[8:56] can actually see like holistic

[10:21] completed over 4,000
[10:23] inspections and about in less
[10:24] than a week, the press about
[10:25] 30 inspectors just really
[10:27] incredible. I'm so proud of
[10:28] the team was just some
[10:29] incredible public servants on
[10:31] our team that were eager to
[10:32] really get out there and talk
[10:34] to property owners. So just
[10:37] want to shout that out. All
[10:38] right. We're looking at
[10:41] people. One of the great
[10:42] stories of this year's to talk
[10:45] about her vacancy rate, evil
[10:46] will talk about this. When we
[10:48] get further on a tight budget

[11:34] communicated to the safety in
[11:36] the workplace. Things like We
[11:37] scored pretty well, but
[11:38] there's obviously still room
[11:41] for improvement we are
[11:42] conducting a mission and
[11:44] values exercise with the
[11:44] department. This is the 10
[11:45] year anniversary of Dce
[11:49] becoming bn U.S. And now that
[11:50] we no longer have acs under
[11:51] our purview, just seems like a
[11:54] really good time to get
[11:54] everybody involved to talk
[11:55] about what our values as a
[11:56] department and what Sharon
[12:02] mission statement. The We re.

[12:06] Social committee, a lot of
[12:07] social, kind of fizzled out
[12:07] during covid and people
[12:08] working from home that we
[12:09] brought that back. We had an

[12:15] have an opportunity to get
[12:17] people back into the same room
[12:19] together. Even folks on the
[12:20] same team might just in a car
[12:21] on the field and getting those
[12:24] folks back together. Have also
[12:25] been sending quarterly updates
[12:25] to the entire department
[12:27] covering everything in the
[12:28] department so that way people
[12:31] know whether it's something
[12:32] that is that pertains to them
[12:32] or something that just
[12:34] pertains to partner, why
[12:34] they're getting more regular
[12:35] information from you is the
[12:40] director. So construction and
[12:40] business services. These
[12:41] numbers are are pretty spot on
[12:44] to where we have been year
[12:47] over last year. A lot of our
[12:49] focus was things coming from
[12:50] the state House 10. 37 made it
[12:51] so that we could no longer be
[12:54] more stringent than item,
[12:54] which meant that we can no
[12:55] longer a sure drainage permits
[12:59] under an acre which Matt, we
[12:59] essentially can no she
[13:00] drainage permits for
[13:02] residential projects for the
[13:05] most part. So obviously there
[13:06] was a lot of coordination and
[13:06] legal interpretation that went
[13:10] into that and it took a lot of
[13:14] attention last year. 10, 0, 5,
[13:15] created a new private provider
[13:18] process that allows. Folks to
[13:20] apply for in a different
[13:21] manner and be able to oversee
[13:23] those permits a different
[13:24] manner. And that took a lot of
[13:24] work to coordinate internally
[13:26] of what does that look like?
[13:27] But also building entirely new
[13:29] workflow that had to be live
[13:31] in JANUARY. So there was a lot
[13:34] of it development and a lot
[13:34] reassessing our processes last
[13:35] year because of what came from
[13:37] the state house. We fully live
[13:42] with bookings. That calendar
[13:43] type link. So now if you get
[13:45] to e-mail from one of our
[13:46] permit reviewers who says
[13:49] here's your notice of review.
[13:50] And you look at it I have no
[13:53] idea what this You can click
[13:55] that link at the bottom of
[13:56] email and schedule a 30 minute
[13:57] meeting to go over that with
[13:59] them. As you can see there,
[14:01] we've had 460 bookings
[14:02] appointment scheduled. So
[14:03] people are using it, which I
[14:04] love to see the whole idea.

[14:07] need to be able to meet people

[14:50] this from a Streamline Indy is
[14:53] a multi department initiative
[14:54] between us the Indian dpw to
[14:56] really look at what

[14:59] overlap and what can we do to
[15:01] make development easier in
[15:04] Marion County, whether that's
[15:04] looking at the actual zoning
[15:05] ordinance, whether that's just
[15:08] looking at the way. We submit
[15:09] permits or the way that we're
[15:11] interacting with the
[15:14] community. So we started Presa
[15:14] middle meetings at beginning
[15:15] of this year. That is a
[15:17] meeting that is voluntary
[15:20] development projects. A member
[15:22] of the Indy dpw and be in us
[15:23] is included in that meeting so
[15:25] that people can get those like
[15:26] questions, answers immediately
[15:28] from those individuals and all
[15:29] those different parties
[15:29] instead of maybe having to
[15:31] work through Bns, which was
[15:33] historically all things kind
[15:35] of winter directly, but often
[15:35] in a vacuum, another far
[15:40] collaborative. And quarterly
[15:42] updates were doing webinars
[15:43] regularly with the public to
[15:44] be able to update them on
[15:47] streamline Indy. We have new
[15:48] 3rd party contract that this
[15:50] board is aware of because you
[15:51] approve them. About a month
[15:55] ago to him to do too. We have
[15:56] a new accelerated review
[15:56] policy that this board is
[15:57] aware because you approved
[15:59] late last year we were
[16:01] planning on introducing a
[16:01] version 2 of that version. One
[16:05] has been going pretty well.
[16:06] And so we wanted to give it a
[16:07] little bit more time to see
[16:09] like what do we need to expand
[16:11] on improved? So we're just
[16:12] holding on that at this
[16:15] moment. But the ones which has

[16:20] can often for us to record the
[16:25] documents at the end. So right
[16:26] now that can cause some delays
[16:26] and that we give you the
[16:29] document. You sign it. You
[16:30] give it to us. We signed it.
[16:31] We get it back to you. Then
[16:32] you have to report it and you
[16:33] have to give us a copy of the
[16:34] recording. And it's just extra
[16:35] steps that we can help
[16:38] facilitate. So that went live
[16:40] just a couple weeks ago, fee
[16:41] associated with that just the
[16:41] standard recording fee, we
[16:42] don't have anything on top of
[16:46] that. We just We start a new
[16:47] satisfaction survey that now
[16:49] comes with every permit
[16:49] issuance email. So just
[16:52] general 3 to 5 questions. How
[16:54] did you how would you rate
[16:55] your experience? That kind of
[16:56] think there hasn't been ton of
[16:56] great adoption we'll talk
[17:00] about that a little bit. But
[17:01] we're moving forward moving
[17:02] forward with ways to try to
[17:04] get more feedback from the
[17:05] community. We've working
[17:06] through different ways that we
[17:07] can make sure we're getting
[17:08] the documents we need before.
[17:09] We're sending them to our
[17:11] vendors. Just overall
[17:12] improving the way that we're
[17:15] communicating through review
[17:16] template. And so we're closer
[17:19] to from the bottom. Those 3
[17:20] case types existed in our
[17:21] system. The were not public
[17:23] facing. And so we found that
[17:24] people are having to reach out
[17:24] to staff to say, hey, can you
[17:27] open my chief infection cases.
[17:27] That is no longer an issue.
[17:30] Those public facing now. And
[17:32] then finally system discovery
[17:33] that is related to our overall
[17:34] permitting system will talk
[17:37] about that. A couple slides.

[17:40] some of the data reminding.
[17:45] When we look at drainage
[17:46] permits, we talk about range
[17:48] from us. There's been a lot of
[17:48] consternation folks range from
[17:52] its take a long time. And so
[17:53] when we kicked off initiative,
[17:55] we wanted to really dig into
[17:57] the data and truly understand
[17:57] what are the turnaround times
[17:58] for all the different stages
[18:00] when it comes to drainage when
[18:01] it comes to structural
[18:02] specifically for class one,
[18:03] which is commercial. You can
[18:06] see in that top table there.
[18:07] We have about 140 range from
[18:08] its in progress. 95 of those
[18:12] are waiting on the applicant.
[18:14] That means we have either sent
[18:15] them an initial review letter
[18:16] or multiple review letters or
[18:17] it could be that we've sent
[18:18] them an approval letter. And
[18:20] we're just waiting on final
[18:21] documents with that. Many are
[18:22] waiting with the applicant at
[18:26] this time. We move. Now you
[18:27] can see the 2025 average is
[18:28] that we have for each of the
[18:28] different stages, whether it
[18:30] was a sign. Our initial review
[18:34] letter, things like that in
[18:35] 2025. That average was 62
[18:36] working days working to does
[18:37] not include a weekend or a
[18:39] holiday the year prior to that
[18:41] was 113. So we already cut in
[18:43] half for cargo. Is 45? You can
[18:45] see we're at 47. And we've had
[18:51] 84%. In that team. That's a
[18:52] big number. Is a small team.
[18:53] So it doesn't take much to
[18:57] that big of a number. But, you
[18:58] know, we've had people who
[19:00] graduated so to speak to d-Md
[19:01] people who found other
[19:03] positions that we like,
[19:05] nothing that we were
[19:06] particularly concerned about.
[19:07] This all seemed kind natural
[19:08] attrition and turnover. But I
[19:10] am incredibly proud of the
[19:11] team that we've had that much
[19:14] change. And yet we are still
[19:15] that close to the target that
[19:18] we set for this year.
[19:19] Certainly that was
[19:19] year-to-date think these
[19:20] numbers were polled at the end
[19:23] of JULY. So could be trending
[19:24] better. And then you can see
[19:26] in the bullets they're more
[19:28] than 50% of the cases were
[19:30] assigned within one business
[19:31] day. So many feet see that 5
[19:31] days. That was actually
[19:33] because of the few outliers.
[19:35] Not because they were all
[19:40] struggling to get Moving on to
[19:42] structural. You can see the
[19:44] top there. We had an iv j
[19:47] article that was positive
[19:47] about the streamlining the
[19:48] initiative and permits in
[19:49] general. And so, yes, I am
[19:50] going to clip that highlight
[19:54] that that was wonderful to
[19:55] see, especially, you know,
[19:57] folks in the community and
[19:57] builders in the community
[19:58] speaking positively about the
[20:01] initiative as well. As you can
[20:02] see here, we having amazing
[20:04] numbers when it comes to class
[20:05] one structural permitting and
[20:07] turnaround times. I do want to
[20:07] highlight that just for
[20:08] transparency that these are
[20:10] the permits that has been
[20:12] issued, right? So what has
[20:13] been issued, we've averaged 15
[20:14] days, but they're still
[20:15] obviously permits and Kia have
[20:16] not So that's what those
[20:19] bullets are reflecting there.
[20:21] 25% of what has been applied
[20:22] for is still in progress. So
[20:25] hasn't been issued. But a
[20:26] quarter of those are just
[20:30] waiting to be issued. Like the
[20:31] reviews done. They're waiting
[20:32] on payments. They're waiting
[20:32] on the drainage from a trial p
[20:35] to be. Issue that kind of
[20:39] thing average of 15 working
[20:40] days for applicant response.
[20:41] So that means we've waited on
[20:42] average 3 weeks for folks to
[20:44] get back to us when we've sent
[20:46] them letters of review and the
[20:47] highest in the data that I saw
[20:49] was 106 days that we've been
[20:54] waiting for a Again, there's
[20:54] always room for improvement,
[20:56] but I think our teams are
[20:59] showing just fantastic results
[20:59] it comes to us like drilling
[21:00] into the data and seeing how
[21:03] numbers Moving on to the plus
[21:06] side of the house. We like to
[21:07] highlight our neighborhood
[21:11] cleanups. 13 times. I think
[21:12] we're already beyond that. I
[21:14] think this number just
[21:15] included our first one. And so
[21:16] it doesn't include some of our
[21:17] others. But we did. We picked
[21:20] up 3120 25 in her
[21:21] neighborhood. Cleanups. Did
[21:25] over 400 times in 2025. Trash
[21:26] cases. We obviously have our
[21:28] free clean program. So if
[21:30] you're someone who's been a
[21:31] victim of illegal dumping, we
[21:34] don't want issue a penalty the
[21:36] cost to clean it up. See sign
[21:37] an affidavit weekly for you
[21:39] can see what we've done. The
[21:40] community there. We also
[21:41] started high weeds and grass
[21:43] assistance program last year.
[21:45] We have not had the adoption
[21:45] that we wanted to see. But I
[21:48] we have planned to fires of

[21:54] assistance program that we can
[21:55] stuff in the envelopes with
[21:56] the violation. Letters of
[21:57] people can be more aware.

[22:05] and zoning higher than we were

[22:57] for an excessive amount of
[22:57] years. So it's just an extra
[22:58] tool in our tool kit at
[22:59] additional layers of
[23:01] enforcement on top of those
[23:04] properties, we opened over
[23:05] 1100 repair orders last year.
[23:05] We were at 500 year to date at
[23:11] the beach AUGUST 6.67 Vacancy
[23:12] cases of that hope. And I
[23:13] think we targeted about 120.
[23:14] 26 were still on target for
[23:16] those were just trying to open
[23:17] them as we open new repair
[23:18] orders. So those inspections
[23:19] and penalties are happening at

[23:58] investment, we had 325
[24:00] demolition cases and 140 in
[24:01] our backlog. So there's always
[24:02] going to be something because
[24:04] we're always opening new
[24:04] demolition cases and putting
[24:06] things and good things like
[24:08] that. That you can see the
[24:08] team is just done an
[24:09] exceptional job of chipping
[24:11] away at number. So are these
[24:16] abandoned home? Typically when
[24:18] we go and assess a repair
[24:20] order are expected, goes
[24:21] around the property and
[24:22] assesses all the different
[24:23] things that can be wrong with
[24:25] That's that's out of score.
[24:26] And that helps us assess
[24:27] penalties and things like
[24:29] that. But it's at that time.
[24:30] We usually determine is this
[24:31] in such a state of disrepair
[24:32] that we need to order
[24:33] demolition case. Can this
[24:36] still be repaired so those are
[24:39] all properties where we found.

[24:46] no. There's no honor living So

[25:31] entire period, yes, if they
[25:33] come to us is a hand
[25:34] demolishing this. Obviously
[25:34] that's money. We could divert
[25:38] to another property. So a lot
[25:40] of the order, sessions a lot
[25:41] that several the orders. We
[25:42] opened and up. And owner,
[25:48] motion. All right. Moving on a
[25:50] technology. As I mentioned
[25:52] earlier, a lot of state
[25:52] legislation changes create a
[25:56] lot of development work for it
[25:57] team they a fantastic job last
[26:00] year. Going all that done,
[26:01] especially with all of our
[26:02] rain fee changes. There a lot
[26:03] that needed to be ready to go
[26:05] by JANUARY. 1st. You can see
[26:07] over to the left the year to

[26:12] haven't seen the adoption on
[26:13] that that we'd like to see.
[26:17] But what have seen, it's been

[26:46] inspector out and see if it's

[26:49] permitted or not. We went live
[26:53] with the road closures so
[26:54] that's road closures that
[26:55] indeed dot Gov. You can see at
[26:57] any given time what road
[26:58] closures are occurring in
[26:59] Marion County, especially
[26:59] those that pertain to special
[27:02] events or dpw projects, things
[27:03] like that. We're also pivoting
[27:04] that tool to create a new
[27:08] search for all cases. So road
[27:08] closures and special that will
[27:10] continue to live in one tool.
[27:11] But everything else related to
[27:12] permitting or inforcement will
[27:14] be in a new tool. So this
[27:17] allows you to visually see an
[27:18] area see like what permits or
[27:20] enforcement cases exist in
[27:22] that area. There's also the
[27:22] potential or the possibility
[27:24] for both of those tools where
[27:26] you could draw a space request
[27:28] notifications that certain
[27:30] frequencies. So for counselors
[27:31] or people, neighborhood
[27:32] associations, things like that
[27:35] like being able to see what is
[27:36] open in your area is great
[27:40] feature. Encounter. Something
[27:41] we talked about last year is a
[27:42] tool that Acela our permit
[27:44] tool provides. It is
[27:46] essentially a wizard of sorts
[27:48] as far as like, you know, I'm
[27:51] building this thing. Here's
[27:52] you know where I live. Here's
[27:53] what kind of house and in
[27:55] thing, it's not going to be
[27:58] perfect. But the idea is that
[27:59] it can in just a lot of
[27:59] information and out of general
[28:00] idea. Here is what the permits
[28:01] are going to need. Look like.
[28:02] There's so much those things
[28:03] will cost and it will be
[28:04] integrated with the cell as
[28:07] well. Even her team conducted
[28:09] a phone tree overhaul. Where
[28:15] are we Translate into 8, 6, 6
[28:16] languages there. The 6 highest
[28:17] spoken languages in Marion
[28:19] County. The process used to be
[28:20] that if you spoke different
[28:22] language, he left a voicemail.
[28:23] We tell of the voice mails. We
[28:25] gave it to our translator.
[28:25] They translated them. They
[28:26] came back to us and we figured
[28:29] out where it needed to go. Now
[28:30] people can call and request an
[28:32] interpreter. Have a real-time

[28:36] guys, languages. Short-term
[28:37] rental data. That is something
[28:40] that is. Regulated at the
[28:42] state level that we pass an
[28:42] ordinance under that statute
[28:45] in order try to regulate it
[28:46] better ourselves. We are very
[28:48] much limited in our ability to
[28:49] enforce short-term rentals
[28:52] when it comes to actual
[28:54] enforcement. But we're trying
[28:55] to make a better effort at
[28:57] collecting the data and they
[28:58] love that bit more proactive
[28:58] we can about reaching out to
[28:59] folks in saying, hey, you
[29:00] know, there's a registry you
[29:02] need to pay for. You need to
[29:04] register. There's a lot of
[29:05] tools in the market that
[29:06] scrape the data, but they
[29:08] don't actually have. They
[29:11] can't guarantee true placement
[29:12] that usually within a
[29:12] perimeter so might be this
[29:13] house from it. That house we
[29:15] recently found a tool. No,
[29:17] we're very interested in
[29:18] because they do a lot of their
[29:22] own q, a qc. So it's truly
[29:23] like here's the Excel File.
[29:24] These are all short-term
[29:25] rentals in your area. So that
[29:27] cut off a lot of staff. Time
[29:30] on our side it would be far
[29:31] easier for us to be a bit more
[29:32] practice with those property
[29:34] owners. Finally system
[29:41] Discovery. We recently. This
[29:42] board entered into an initial
[29:43] contract open the to do some
[29:46] discovery work. And develop a
[29:49] proof concept as we're working
[29:50] through. That's the we
[29:52] realized what we were creating
[29:55] was a scope that essentially.
[29:57] Would have collecting all of
[29:58] our requirements. It's
[30:00] starting to build in the tool.
[30:01] And the more we talked about
[30:02] that, the controller's office
[30:03] of the mayor's office, we felt
[30:06] maybe we should push the
[30:07] breaks here and maybe this is
[30:08] the time to request for
[30:10] qualifications. And so that
[30:14] gives open up time to put
[30:14] together a proposal about how
[30:15] they could potentially like
[30:17] meet our needs. Fed also gives
[30:18] us all the time because
[30:21] they've purchasing different
[30:21] companies to be able to
[30:23] provide more low. No code
[30:25] options and anybody else is on
[30:27] the market. There's a lot of
[30:29] leaner, eager systems now the
[30:30] market who are trying to come
[30:32] after a lot of the bigger
[30:35] monopoly systems. And so now
[30:36] more than ever, we think we
[30:37] have the opportunity to get a
[30:38] really good turnout from folks
[30:39] who are interested in the
[30:40] permitting and code
[30:41] enforcement space. So we'll be
[30:42] conducting in our before the
[30:45] end of the year. Just to see
[30:48] what is out there in the
[30:48] environment and what might
[30:50] work for system. And so the
[30:51] goal being that by the end of
[30:54] the year, we should know. Is
[30:55] it doesn't make sense to move
[30:56] forward with a new solution.
[30:56] Doesn't make sense to to sit
[30:59] tight. With what we have.

[31:02] the current kind of?

[31:10] approved several change orders
[31:13] for Ali program. And we as you
[31:15] know, we committed 5 million
[31:16] dollars over 3 years. We've
[31:18] done a total of 32 Ali
[31:20] segments and just to put that
[31:21] into, I think better terms you
[31:23] can understand that's over
[31:25] 27,000 feet of right of way,
[31:26] which is a little over to ins
[31:31] tracks. So that is incredible
[31:31] think about the alleys that
[31:33] are in Marion County. Many of
[31:36] those that were in disrepair.
[31:37] We talk about 32 segments. It
[31:38] is a really sound like a lot.
[31:39] But we really truly touched a
[31:41] lot of neighborhoods and a lot
[31:42] of alleys. We also clean over
[31:45] 44 tons of illegal dumping,
[31:46] which I can remember it was
[31:48] something like if you took the
[31:49] starting lineup of the Indy
[31:50] 500 and added an additional 20
[31:52] cars, that's the weight what
[31:54] we cleaned up in the valley.
[31:55] So really incredible to see
[31:56] the impact this project has
[31:59] had. We're continuing to
[32:01] coordinate with dpw to think
[32:02] through what are some
[32:05] proactive ways that we can
[32:07] help get trashed disposed of
[32:08] sodas and if any setting. So
[32:10] whether that's sponsoring, you
[32:11] know, kind of a Saturday
[32:12] transfer stations around the
[32:14] county to meet people where
[32:14] they are, whether that's
[32:15] adding are all off at some of
[32:17] the recycling depots. I'm just
[32:18] trying to come up with
[32:19] creative ways because if we're
[32:22] going to pay for it. To clean
[32:23] up out of an alley, then
[32:23] what's the difference if are
[32:24] paying for it on the front end
[32:29] to help with disposal? Now you
[32:34] but yeah, in all right. So now
[32:37] the fun part of the budget
[32:40] presentation. So overall, our
[32:41] budget for 2027 is increasing
[32:46] by nearly 1.4 million dollars.
[32:47] There are few bigger changes
[32:48] throughout our where budgets
[32:51] organize going into 27. Like
[32:52] those here on the front. And
[32:55] why not being repetitive later
[32:59] on? The first thing. Is that
[33:01] earlier this year, House
[33:02] enrolled axed 10 0, 1, went
[33:06] into effect, which created
[33:06] some pretty significant
[33:11] accounting requirements for
[33:12] building construction related
[33:17] activities that are conducted
[33:19] by various yes departments and
[33:20] agencies. So we are impacted
[33:23] by this and says d-Md. So
[33:24] created a new fund that's are
[33:27] building and construction
[33:29] activity fund. I'm so our
[33:30] source line at the top looks
[33:30] kind of crazy. If you look at
[33:34] the variance column time. But
[33:35] overall holistically, things
[33:36] are not changing that
[33:38] dramatically. Year-over-year
[33:42] because of that big shift. We
[33:43] are also making additional
[33:46] changes in the way that we
[33:47] larger department. One
[33:49] contracted partner white
[33:49] expenses. Previously fortunate
[33:51] to be able to things just to
[33:53] add finance, make it easy for
[33:56] our team. But now because of
[33:57] the new counter garments are
[33:58] splitting things up. I have to
[34:01] eat counter percent labor
[34:01] related to certain type
[34:06] activity. That kind of thing.
[34:07] And overall get into this than
[34:08] the actual character one side.
[34:12] But predominantly the major
[34:13] you're seeing here is all
[34:14] these her personal expenses,
[34:17] which easy to celebrate and
[34:17] talk about personal
[34:21] investments. In my opinion.
[34:22] Before we get into expense
[34:24] side of things just wanted to
[34:28] briefly touch on our revenue
[34:29] projections for 27. We're
[34:30] estimating a total of 25 and a
[34:31] half million dollars in
[34:36] revenue for 2027. We have 4
[34:37] different revenue accounts
[34:38] that are revenue falls under
[34:39] license and permits pretty
[34:40] self-explanatory. It's where a
[34:43] majority of those types of
[34:45] counts live charges for
[34:48] services primarily are made up
[34:49] of application fees and the
[34:53] player, new fees and fines and
[34:54] forfeitures predominantly is
[34:55] made up of hiding grass keys
[34:59] and we this is also resigning.
[35:03] Tickets live as well. Other
[35:05] receipts it's not super
[35:07] helpful. Identifying
[35:08] information, but that's some
[35:10] coaches. And that's what
[35:12] leads. That's where unsafe
[35:16] building fund related fees for
[35:16] Repair boarding. And now the
[35:19] vacancy case type live as well
[35:23] as other miscellaneous types
[35:25] like climate change orders
[35:27] changes, lander, registration
[35:30] fees, those sorts of things.
[35:31] As you mentioned, that we are
[35:33] doing program budgeting for
[35:33] this year. I'm so we are now
[35:37] the 8th. City agency that is
[35:40] participating in this because
[35:44] we are a revenue-generating
[35:44] department. We also get to
[35:48] present our revenue as a
[35:50] program. So this is all the
[35:51] programs that generate revenue
[35:52] for our department and how
[35:52] they relate to one another.
[35:58] It's a part of country. On the
[35:59] expense side for Bergen
[36:00] budgeting. There are 11
[36:03] different program codes and
[36:05] last detail all those types
[36:06] activities that we're
[36:06] anticipating for 27 and the
[36:10] successes from 26. But that's
[36:10] broken down here for you to
[36:13] see as well. And also
[36:14] beautiful pie chart to one
[36:16] another.
[36:22] Character one. Our personal
[36:23] expenses mentioned that this
[36:24] is where we're seeing the
[36:27] largest of that 1.4 million
[36:30] dollars increase. 1.3 that is
[36:30] dedicated specifically for
[36:31] personnel increases year over
[36:36] year. 3% of that increase is
[36:37] due to possible adjustment for
[36:40] our non-union staff members.
[36:42] And 3% of this is an increase
[36:44] to our union staff members per
[36:45] the collective bargaining
[36:48] agreement and the final U.S.
[36:53] There's 2 other things. Major,
[36:54] major shift in the reason why
[36:56] we're seeing such a large
[36:56] increase is due to our
[36:58] attrition rate changing from
[37:02] 17.7 9% to 5.9% Attrition rate
[37:05] is a multiplier that added on
[37:06] to every single position
[37:07] within the department. That
[37:09] base makes an assumption that
[37:10] if that person last, this is
[37:12] how long we would anticipate
[37:13] that position to remain vacant
[37:14] Fort still. So it's more or
[37:17] less a vacancy savings rate.
[37:20] Because of our vacancy,
[37:21] changing so significantly over
[37:23] the years we've been able to
[37:25] work them on negotiating,
[37:26] decreasing our attrition rate
[37:27] going into 27. And so
[37:29] hopefully with this means is
[37:31] that we'd be able to post in
[37:32] positions a little bit
[37:38] quickly. And 27. The final
[37:39] note. That's not know year
[37:41] because all the other city
[37:41] agencies have been talking
[37:42] about it in their budget
[37:43] presentations. But this is new
[37:46] information, I think for Of
[37:48] our character. One budget also
[37:49] includes lump sum for Stephen
[37:52] grade. And this is a new
[37:53] policy that's being rolled out
[37:55] enterprise wide for. I knew
[38:00] it. Staff members that
[38:02] assesses it it of growth Debby
[38:05] growth over time while you
[38:05] remain in a position. So it's
[38:06] an additional opportunity to
[38:09] go war. Folks are saying in a
[38:13] position and retaining like
[38:13] historical knowledge for the
[38:15] apartment. We're excited about
[38:17] the opportunity and we don't
[38:18] have time details on exactly
[38:18] how that's going to rolled out
[38:22] yet. But if you want more

[38:31] increase is significant. But
[38:34] the overall dollar amount is
[38:36] We are seeing an increase in
[38:37] our character to expenses
[38:38] because we are moving from a
[38:40] uniform rental model to
[38:40] purchase model of the way that
[38:43] gets code. It is. The shift
[38:52] here. Here are has a decrease
[38:56] $14,000. The overall like.
[38:57] Ratio of increase it decrease
[38:58] for character to character. 3
[39:03] is not one to one because the
[39:04] there are some other contracts
[39:04] that are increasing and
[39:05] decreasing are falling off for
[39:13] 2027. And now I'm guest over

[39:21] cannot rule has serve as the

[40:29] quarter point short.
[40:30] Therefore, the minority owned
[40:31] business Enterprise still
[40:33] really strong. Stand on the
[40:34] whole some years. Hire some
[40:38] news. Lower rate averages. And
[40:40] then looking at this you can
[40:41] you can tell just starting in
[40:42] the minority owned business
[40:44] Enterprise were not at part of
[40:47] average for the yet. You spent
[40:49] about a quarter million
[40:51] dollars with and that
[40:52] classification from so far
[40:54] this year for about 11 a half
[40:59] percent of And the reason why
[41:01] still have optimism make the
[41:03] goal this year is a lot of
[41:04] spin that we get in that
[41:06] category is vendors that
[41:08] perform certain services that
[41:09] you better certain times a
[41:10] year. For example, Huntington
[41:12] Grass, we multiple and the
[41:14] even years participating in
[41:16] that program. That program
[41:18] doesn't kick off to You don't
[41:19] see in voices maybe till JUNE
[41:20] in and that's going continue
[41:21] all the way through the
[41:24] remainder of the year so that
[41:25] that's been is really just
[41:26] kind still in the early
[41:27] stages. And in you was time
[41:32] goes by we're pretty well
[41:34] covered on rv's. We have a
[41:34] great long-term partnership
[41:37] with talented just services.
[41:40] They significant portion of
[41:43] our trash and illegal dumping
[41:46] cleanups. Assisted us in Alan
[41:47] Way Project that has been
[41:49] ongoing the last couple years.
[41:51] We have really no concerns
[41:52] about ability to meet
[41:55] commitment in that category.
[41:58] And then think a isn't about
[41:59] the the remainder of the year.
[41:59] Ahead for our women-owned
[42:02] business enterprise
[42:04] categories. Well, over the
[42:06] last year and a half, we
[42:09] didn't have from one of our
[42:14] top, demolition our processes
[42:15] for whatever reason.
[42:17] Fortunately, our last one that
[42:19] was successfully been was was
[42:23] awarded to that in base hit.
[42:27] It's rare to feel when they're
[42:30] responsible for so that's a
[42:30] large dollar contract. And
[42:31] we're talking about, you know,
[42:33] large number structural
[42:35] demolitions. And so I think
[42:36] that you're going to close
[42:42] that gap as the progresses and
[42:43] just to give shout out to a
[42:46] few of our long term as the
[42:46] partners of highlands and
[42:47] greener than Einstein. It's
[42:49] time to pray where any mention
[42:53] ally construction all of 40
[42:54] baking structures. So kind the
[42:57] whole county for us get in.
[42:59] Get deals are planned review
[43:01] services. We buy a lot of
[43:04] supplies from Rivers, business
