[4:59] under presentation deputations uh Capital project update so uh great yes

[5:05] thank you your worship um nearing the end of the construction season and it is

[5:10] very busy all over the community um so I'm going to tackle uh six or seven

[5:15] projects here um try and give a status update on where we're at with each of

[5:19] those um first off is the uh mon Reef construction uh Sports Center um they're

[5:27] Paving over there uh it's looking really really good um I took cruise through

[5:30] last night and uh really the aim right now is to get the paving done by uh the

[5:35] end of this week um all the curb work is done the launch is in the creek work is

[5:41] done you know the the project is looking really really good for uh for a

[5:46] completion um upcoming here um one final note and we've had a couple inquiries

[5:51] just around accessible parking for um people that you know also uh drive and

[5:57] bring trailers down there um there will be when the lands are painted there will

[6:00] be um some accessible parking spaces um for those individuals just want to make

[6:04] that note so that Council and the public are both aware um next up is uh First

[6:10] Avenue South so in front of the Safeway there I'm sure everyone's glad to see

[6:14] that uh the the roadway is getting repaired and resurfaced um Titan's in

[6:18] the process of uh ripping that up right now and uh Paving will be taking place

[6:23] there after they finish off the recck center so um into next week uh following

[6:28] that we have uh fth Street South so down on the West End closest to the uh Sports

[6:34] Center um sidewalk the last sidewalk pors we're taking place today and so

[6:39] there'll be some uh some gravel maintenance that needs to take place and

[6:42] then uh following that we'll get into Paving on that end and that'll finish

[6:45] off that portion of that project um Cruz will then be moving over to uh touchups

[6:51] on 9th Street North so everyone's probably aware that there are um you

[6:56] know some of the the curb entrances into the cemetery

[7:00] and um especially down on forgive my pronunciation but uh hooton Road um hton

[7:06] there's a there's a bad curb there that I think uh you know we've noticed that

[7:11] there's potential for contact with so um we're going to get that curb lowered so

[7:15] that it's a little more um easily uh navigated and all of the ashalt infills

[7:22] will take place um along the length of of nin Street uh following that be

[7:27] moving over to the Gould and Railway um project uh so a couple things um

[7:35] Gould Gould Road um deeper into Gould Road uh there's a a culvert repair or

[7:41] replacement that's taking place uh there so um ashalt is going to happen out

[7:46] there um after they finish up around 9th Street and then they'll get into kind of

[7:51] the the bigger finishing works for the uh Railway and Gould intersection so um

[7:57] so everyone's aware uh they there's no intention to leave that kind of rougher

[8:01] surface at the intersection for the winter we're going to cap that with uh

[8:05] with with pavement um and ensure that that's a nice smooth surface to go

[8:09] through the winter um also there's going to be a recycled asphalt product skiff

[8:14] of that material will go down on the uh the currently graveled um ghouled

[8:18] portion of the RO where it comes into meat so that'll take us through the the

[8:22] winter um the reason that that project is um still sitting on that alignment is

[8:28] primarily because of the s that we've seen on kind of that swampy area where

[8:32] the where the reant was to move on to so um anyone driving by there sees you know

[8:36] kind of the volume of rock that's that's gone in there settlement is still taking

[8:40] place so we're going to come back to that in the spring um and and finish

[8:44] that off um beyond that uh the new poles are in for the overhead uh cabling

[8:49] realignment um on creef construction has uh has got that done and um Synergy will

[8:55] be moving in to start stringing cables uh expectation is that um with the other

[8:59] Utilities phone and internet that'll take us actually right through the the

[9:03] winter season into the spring um beyond that uh couple updates

[9:09] for north of the bypass so um there's uh the city's uh Capital graveling program

[9:15] will be taking place on uh the Anderson Branch Road from Carlton Road out to uh

[9:21] Riverbend and also um the length of School Road um all the way from east

[9:26] melik to the Essex Road is going to be getting fresh gravel uh

[9:31] resurfacing um playground updates so the fence oh sorry East milk and essics are

[9:38] parallel roads that's right so School Road is the road that's going to be

[9:41] getting in between uh couple of updates for

[9:45] playground so um Central Park the fencing came down today um and we've

[9:50] actually staff have actually seen some families out there enjoining the park

[9:53] already so that's really great to see um over at Norman Park um the lower bowl is

[9:59] essentially complete um crews are finishing up on the obstacle course and

[10:05] um and getting to the uh to the gravity rail um inspections on everything except

[10:12] for the gravity rail is lined up for uh next week and so we're looking at a

[10:16] potential partial opening over there um just working through a couple of uh

[10:20] parts and materials for the gravity gravity rail still um and the last one

[10:26] that I wanted to touch on is that some folks um out on Lake Woods may have seen

[10:30] that um there's some piping floating in around the harbor front that Marine line

[10:34] that's going to wrap around the green belt um work is planned for that

[10:38] installation next week there was a bit of a delay there procuring the weights

[10:41] that keep it submerged so now that those are in hand uh work's going to be

[10:45] getting finalized on that project any

[10:50] questions um Deputy Mayor I I can I yeah hand you the gall or not I I have

[10:57] one question on Railway Street uh because i' I've received some calls uh

[11:03] the I know the first left of as is down is the second one going I didn't mention

[11:07] it but it will be going on the one that's on the piece that's already been

[11:10] done once that's right yeah there's a couple uh curb and valve repairs that

[11:13] need to take place and so that'll happen when they're working around the

[11:16] intersection and then they'll go and put the second lift on okay thank you no

[13:05] physicians in Northern Ontario as it is experienced a shortage of trained

[13:09] Physicians and specialist Physicians and whereas life exp expectancy of Northern

[13:15] residents is more than 2 years lower than the Ontario average and that mental

[13:19] health and addictions are at four times higher rate and whereas one in eight

[13:24] Northern residents does not have access to a family doctor and many must travel

[13:28] long distances to access health care services representing the failure of

[13:33] healthc care in Northern Ontario and whereas communities in Northern Ontario

[13:38] require access to Equitable healthc care especially un underserved rural

[13:43] indigenous and frankenfeld communities and whereas the Ontario Northern School

[13:48] of Medicine in Northern Ontario School of medicine's University current base

[13:53] funding rates have not been increased sufficiently to accommodate growth and

[13:57] expanses there therefore be a resolve that the announcement of unprecedented

[14:01] medical expansion for nsome University's medical programs the city of canora

[14:06] strongly requests that the provincial government grant nsam University request

[14:11] for a permanent increase in annual base funding of 4 million before the ending

[14:16] of the fiscal year so it can continue to deliver on the Mandate that was

[14:20] originally established by the conservative government in response to

[14:24] the needs of Northern municipalities and further that a copy

[14:28] of this resolution be forwarded to Premier Doug Ford minister of health and

[14:32] Deputy Premier Sylvia Jones minister of colleges and universities Jill Dunlop

[14:37] mpps Greg brickford Vic fidelli George Pye Ross Romano Kevin Holland

[14:43] Association of municipalities of Ontario Northern Ontario School of Medicine

[24:44] they have a section on there that is oh sorry I thought I went on the

[25:12] council or business um decision items this is where what it is decision items

[25:29] um some discussions around action items and there was a piece around you know

[25:37] the committee supporting some policies and stuff like that but there's not

[25:40] really like a I don't know like a trigger mechanism

[25:45] to bring that forward to council and I was wondering if bringing that piece

[25:49] from I guess what I'm asking is if there is consensus of council to add that as a

[25:54] piece to our advisory committees having a line item in our advisory committees

[26:00] as a decision item recom recommendations to council as a way to sort of bring

[26:05] forward motions or things that are discussed at these meetings and I'm

[26:08] obviously not asking you as a CL I'm just looking at you um this would be

[26:11] something that that I would be asking for consensus of council we think that's

[26:15] value

[26:18] valuable or can doed yeah and you know we've had a

[26:23] broader conversation just around committees in general so um and and how

[26:28] the best interest would be for reporting out of Alles because there is that

[26:34] discussion happening at at different levels for all committees so that is

[26:37] something that we've talked about just very briefly at senior leadership and um

[26:43] going to have a continued conversation because there are various leads in

[26:47] various areas so it does touch so for example BR we would want to engage his

[26:51] input into um you know back and how the best mechanism is so can that with me

[26:58] and we're going to look at the various terms of reference I know sustainability

[27:02] it's on their agenda for next meeting so we're going to talk about terms of

[27:06] reference there and I hope to gain some conversation from the various Committees

[27:10] of how they like to see reporting back to council so and I'd like to broadly do

[27:15] it for alls I mean I don't sorry if I made your

[27:20] worship um I don't want to obviously give you direction as my El so that's

[27:24] why I was if it's something that we think is a value of

[27:28] as Council or if this is something it's something

[27:32] administra already in motion it's been brought up at different committees so uh

[27:38] the you know discussion I've had internally was with uh other

[27:41] Administration is we need to think of a way that it works for all committees um

[27:46] and whether we embed that in a committee um appointment policy or we embedded in

[27:52] each committee's terms of reference um so working on

[27:59] sorry and then my last question was just around the District of canora home for

[28:05] the age um does anyone know like with the fact that we do not have a council

[28:09] appointee do they I think going back to that reporting mechanism do they have

[28:14] a way to sort of report back or communicate with us if there is a ask of

[28:19] councel again sort of going back to the same piece I was speaking of because we

[28:23] didn't have a council appointee with that committee no we and they have

[28:28] never they've never really reported they've never really had there's the

[28:33] annual funding but you know they don't come and make updates or presentations

[28:38] to counil in the past that's not taking

[28:42] place so there's been no reporting

[30:49] calls to action to further reconciliation between Canadians and

[30:53] Indigenous people and whereas in December 16th 2015 the Prime Minister

[30:58] committed to National indigenous organizations that he would meet with

[31:01] them annually in order to sustain and Advance shared priorities and whereas

[31:06] The Truth and Reconciliation Commission calls to actions call on a Le call on

[31:10] all levels of government including Municipal governments to adopt a number

[31:14] of recommendations in the report and whereas in order to properly meet the

[31:18] goals of the commission it is imperative that we keep accurate public records of

[31:22] our progress therefore be it resolved that Council requests administ ation to

[31:27] draft a policy whereby Council will receive an annual staff report outlining

[31:32] the ways in which the city of canora has addressed the municipal call to action

[31:36] of the Truth and Reconciliation Commission in the year prior and further

[31:40] the Council of the city of canora calls on both the provincial and federal

[31:43] governments to also commit to annual reporting for their progress in adopting

[31:47] the recommendations of the Truth and Reconciliation commission's calls to

[31:50] action and further that this resolution be forwarded to neighboring

[31:55] municipalities the association of municipalities of Ontario the Federation

[31:59] of Canadian municipalities Federation of Northern ont uh sorry Northern Ontario

[33:25] advanced even some of the others of government um and a couple of them I am

[33:30] aware of that about that so I just wanted to

[33:34] bring that um as as information but I the the government not I'm just

[33:40] wondering I mean it's probably semantics but I'm pretty sure that part of the uh

[33:46] part of the uh commission was for them to release the federal government to

[33:51] report and I've seen reports whether again there was a lot to it I not for me

[33:58] to say but um I just wanted to BR that so thank

[34:05] you um I think my followup to that would be like yes and if that was the

[34:10] determining factor of moving this most forward I I mean I'm happy to take that

[34:15] out um I think my goal in this is to make sure that we are doing this in like

[34:21] a very open accessible way and so whether it's cleaning up language

[34:27] around like making it open accessible if that's what the determining factor is

[34:31] I'm happy to have that conversation if need

[34:36] be uh did you have a question uh I just wondered about how much time that would

[34:42] take to untangle everything or is this going forward is your request going

[34:46] forward from today to form a report or is it going backwards and that's part of

[34:51] my question the second one is the way that this is worded it seems to me more

[34:57] as though it's uh not what we are doing or intend it's about what we're seem to

[35:03] be doing and I I have a little bit of a I have a little bit of a concern about

[35:09] that so I think it probably I it would be my preference if we got to think

[35:14] about this now that it's from table uh and gets more information from

[35:21] Administration on how long it would take to UNT

[35:25] that um as a followup to that my intention is not

[35:30] to have this be a make work project but for this to be as of this being adopted

[35:36] moving forward these are the things that we have done and these are the things

[35:40] that we are working to do so it's not for the calendar years going forward

[35:54] that we would get forward and then going forward it would be reporting on the

[35:58] year prior but then in 2023 would be the year that we in the first do you want to

[36:58] calling on the other levels of government thank you so the way I would

[37:02] interpret that it it was supported today that would be we would report in 2024

[37:07] for what happened in 2023 yeah sorry I was thinking this in

[37:13] 2022 still I said 2023 sorry but we would also have a policy that would come

[37:19] back for yes uh for Council consideration because that's what you're

[37:24] asking for

[37:34] and I kind of like to he a little bit like do we need a policy or is like

[37:37] direction to provide the annual report not I'm just I'm just trying to think

[37:41] about efficiency the real aim is to report on the calls to action so just

[37:52] guess I'm seeking information as far as what kind of polic are you looking for

[37:57] because there's an annual report I mean we report on various things right so

[38:02] we'll have an accessibility report and we' done so if it's if it's an annual

[38:07] report um completely different from developing some sort of policy um I mean

[38:14] we have requirements uh to move the actions

[38:18] forward and internally uh through the various uh um directors that is taking

[38:25] place so we are on an annual basis and so putting together report uh is

[38:30] something that we can do as far as developing a policy I guess I'm seeking

[38:35] further information about that contents that so if I may I think that the

[38:39] purpose behind drafting a policy versus giving direction to staff is that then

[38:44] it's embedded in the culture of the organization versus if we give you

[38:49] direction am I sitting here hopeful that in because there's not a requirement

[38:56] similar to accessibility where there's province of Ontario has legislated that

[39:00] you have to provide this report in perpetuity if it's a policy then it

[39:06] needs to be repealed in order for it to not be provided to counsel even after

[39:10] this council's done that's where my thought process is with it but if I'm

[39:14] wrong in that I'm a newbie so by all means because I don't believe that

[39:19] there's any re uh requirement for municipalities

[39:24] to report this out to the public any other um legislative body that requires

[39:29] this does that make sense

[39:35] so just for clarification and then before we look at

[39:39] calling um so are so you still are open for a policy to be drafted to okay coun

[39:48] thank you I guess in Le of a policy I just wondered on the same vein where

[39:54] this would be uh indicated in in our sort of procedural documentation that it

[39:59] does come forward you know in case we all get hit

[40:03] by a bus

[40:13] wondering if we could Broad in maybe uh that it forms a regular part of the

[40:17] annual report as a section or a component I'm just struggling with the

[40:21] policy is going to say you will report on this this annually so um I'm

[40:26] wondering if we can leverage um existing current annual processes reporting and

[40:32] to include that it must include a section but I don't know if there's a

[40:36] policy I was actually trying to look is there a policy on the annual report

[40:40] anual report you do know it's it's not a policy it's just but it continues every

[40:44] year yeah uh alternative like that's my only struggle is what

[40:50] exactly the policy would

[40:55] say so so is there a different mechanism that would sort of like ensure that it

[41:00] would have to be a decision of council for that to not come forward in years in

[41:07] advance not really unless it you know unless there is a policy that's it's an

[41:17] process so could we develop an annual reporting policy for non- legislated

[41:23] reports like for for anything that would sort of fall within that okay well I

[41:30] know it I know it changes things that's just that would

[41:35] another but I I think getting back to this resolution that

[41:39] like are you looking to amend that then on this policy piece or are we going to

[41:44] vote on it because um we have to do one or the other like we like we have to

[41:51] vote on it now it's on the on the floor correct so I yeah um

[41:58] so um I'm willing to table this to have it in conjunction

[42:05] with a conversation around a annual reporting

[44:05] about not just specific projects that you would see in courtly reports uh but

[44:09] other um you know movement of the municipality in the year prior so the

[44:13] policy would include those types of things that we are already reporting on

[44:17] and then add this to

[44:21] it okay so do everybody if I may to clarify does the the second piece about

[44:28] reporting like requirements of the provincial Federal governments does

[44:31] anyone feel strongly enough that I should remove those as far as thinking a

[44:35] vote on those I'm H like I'm happy to have that as conversation if we need to

[44:42] well sorry again I I I mean they do so I mean we could tell them we could remind

[44:48] them to do it I guess or whatever I mean it's I guess it's you know if

[44:54] that's uh again back to like yourself to uh you know whether you uh wish to amend

[45:05] like the federal government probably does a better job than any municipality

[49:09] of them uh so I have another one uh for World polio day uh Proclamation is uh

[49:17] World polio day October 24th uh 2023 whereas uh rotary is a Global

[49:24] Network of Neighbors friends leaders and problem solvers who unite and take

[49:28] action to create lasting change in communities across the globe and whereas

[49:34] uh the rotary model service above self inspires members to provide humanitarian

[49:40] service follow High ethical standards and promote goodwi and peace in the

[49:44] world and whereas rotary in 1985 launched uh polio plus and in 1988

[49:52] helped establish the global polio ation initiative which today includes the

[49:57] World Health Organization us Centers for Disease Control and prevention uh UNF

[50:04] and the Bill and Melinda Gates Foundation and Gabby uh the vaccine

[50:11] Alliance uh to immunize the children of the world against polio and whereas

[50:17] polio cases have dropped by 99.9% since 1998 and the world stands on

[50:24] the threshold of Eric the disease and whereas to date Roary rotary has

[50:29] contributed more than uh 2.2 billion US uh dollars and countless volunteer hours

[50:37] to protect more than three billion children in 122 countries and whereas

[50:43] rotary is working to raise an additional 50 million per year which would be

[50:48] leverag for Maximum Impact by an additional 100 million annually from the

[50:52] bill and the Linda Gates Foundation and whereas these efforts are providing much

[50:58] needed Operational Support medical staff laboratory equipment and educational

[51:04] materials for health workers and parents and whereas in addition uh rotary has

[51:09] played a major role in Decisions by donor governments to contribute more

[51:14] than 10 million to the effort and whereas there are over 1.4 million

[51:20] rotary members in more than 35,000 clubs throughout the world that sponsor

[51:25] service projects to address such critical issues as poverty disease

[51:31] hunger illiteracy and the environment in their local communities and abroad

[51:36] therefore be it resolved that I near Andrew Cory of the city of canor do

[51:40] hereby Proclaim October 24th 2023 as World Poli old day in the city of canora

[51:47] and encourage all citizens to join Council and Rotary International in the
