everybody as We Gather we recognize that
[0:36]
we are on 33 lands which were steeped in
[0:38]
Rich indigenous history and home to many
[0:41]
First Nations and mate people today we
[0:43]
continue to be thankful for the
[0:44]
Partnerships with indigenous
[0:46]
people thank
[0:49]
you moving on item number public
[0:53]
information notices uh there are none uh
[0:56]
item number D Declaration of Peary
[0:59]
interest in the general nature
[1:01]
thereof uh any member uh Council that
[1:04]
wishes to declare Kary interest and the
[1:07]
general nature thereof pertaining to any
[1:09]
items on today's agenda or from a
[1:11]
meeting at which a member was not in
[1:13]
attendance uh seeing
[1:15]
none uh moving on the agenda under
[1:19]
subject item number one we have 2024
[1:21]
budget requests uh so we have I believe
[1:25]
four uh four organizations here
[1:28]
today or uh or groups um and first on
[1:33]
the agenda is the All Nations Health
[1:35]
Partners recruitment committee uh
[1:43]
Ray 15 minutes
[1:47]
sure worship members of
[1:49]
council uh my name is Ray rad I'm here
[1:52]
as chair of the foundations's Health
[1:54]
Partners professional recruitment
[1:56]
committee it's a very active committee
[1:58]
that the city of canora
[2:00]
also has a seat on for voice and his key
[2:03]
role is provide oversight to our
[2:05]
professional recruiter Jennifer Savage
[2:08]
while also ensuring that we're making
[2:10]
progress in our recruitment
[2:13]
efforts professional recruiter role is
[2:15]
really
[2:16]
crucial uh because they lead the drive
[2:19]
to recruit professional staff and we say
[2:21]
that that includes Family Physicians
[2:23]
Emergency Room Physicians uh specialist
[2:26]
nurse practitioners and visiting looms
[2:28]
to our region so it's it's a really key
[2:30]
role and it's also important for the
[2:33]
recruiter to engage uh medical students
[2:36]
and residents to welcome them and create
[2:38]
a connection because out of that
[2:39]
connection which extends beyond their
[2:42]
presence in our community it's an
[2:44]
opportunity to recruit them to work in
[2:47]
canora because they have experience uh
[2:49]
in our community and in our region when
[2:52]
we look at our health system today um
[2:55]
whether you're here or any other
[2:58]
community in Ontario or Canada or North
[3:02]
America and so on uh there's no question
[3:04]
that we've been impacted by the
[3:06]
pandemic in our health human
[3:10]
resources uh we're now facing critical
[3:12]
shortages in both Physicians and nurse
[3:14]
practitioners and then the impact on
[3:16]
that and you hear it directly I'm sure
[3:19]
access to primary care for Clinic
[3:21]
appointments other services like emerge
[3:24]
coverage but the truth is we've been
[3:26]
able to maintain Service uh despite
[3:28]
those challenges however it does place a
[3:31]
a substantial burden uh on our present
[3:34]
Physicians and nurse practitioners who
[3:35]
are Rudy stretched uh to maintain
[3:39]
services and also I would say they're
[3:42]
also
[3:43]
exhausted but they're still working and
[3:45]
we're still providing
[3:47]
service however it's also fair to say
[3:51]
this is probably the most important time
[3:53]
we've ever faced in terms of recruitment
[3:56]
the recruitment model has changed um
[3:59]
it's now an ongoing long-term investment
[4:02]
of time energy commitment resources it's
[4:06]
a marathon not a Sprint uh every
[4:08]
Community is in the same boat so we're
[4:10]
competing with
[4:11]
everybody and ultimately it is
[4:13]
influenced by a meaningful relationship
[4:16]
that gets established with potential
[4:18]
candidates that are
[4:20]
recruitable and this Begins by investing
[4:23]
when people are here as students and
[4:25]
residents so they can see their future
[4:27]
of setting roots in canar and this
[4:31]
region and to be
[4:33]
successful uh we must begin by
[4:35]
supporting our current staff and staying
[4:39]
uh they have the best knowledge what
[4:40]
it's like to work here they're essential
[4:43]
people in our recruitment process they
[4:45]
know the practice environments they can
[4:48]
be influential for advocating for
[4:50]
practicing in this area and most
[4:52]
importantly they're already
[4:57]
here and we have made progress
[5:00]
uh we have welcomed some family
[5:02]
physicians we respectfully said goodbye
[5:04]
to others who we truly valued and and
[5:06]
hopefully they may return someday we've
[5:09]
now recruited our full team of
[5:11]
psychiatrists we have a new general
[5:12]
surgeon who's starting in January and we
[5:15]
hope to recruit our third surgeon in
[5:18]
2024 we have new visiting specialists in
[5:21]
urology Gynecology and Opthalmology and
[5:24]
all these new Specialists again they
[5:26]
bring an opportunity for people to be
[5:28]
seen here as opposed to traveling to
[5:30]
another uh City for
[5:33]
that and we also anticipate very soon a
[5:37]
funding announcements for pediatricians
[5:39]
at team of four for our region so stay
[5:42]
tuned for
[5:44]
that we've also expanded our teaching
[5:47]
capacity uh with nsum for students and
[5:49]
residents and we also see that as an
[5:52]
important role that we can serve uh
[5:55]
because by bringing more students and so
[5:56]
on we create relationships they get to
[5:58]
see us and ask action and we have
[6:01]
opportunities to connect with them and
[6:02]
and recruit them when they graduate
[6:05]
we're also very important to have an
[6:06]
involved physici group um we call them
[6:09]
our local education group and they offer
[6:12]
uh teaching opportunities in a variety
[6:13]
of disciplines so that when we're
[6:15]
recruiting uh students and and so they
[6:17]
can get a tremendous experience with the
[6:19]
variety of services that we have
[6:22]
available um how hosting medical
[6:24]
students and residents a really great
[6:25]
way of showcasing our community and this
[6:28]
would not be possible with our dedic
[6:31]
created group of professional and
[6:32]
Hospital staff who work very closely
[6:34]
with our professional recruiter and
[6:37]
those positive experiences are further
[6:39]
augmented by uh local people community
[6:42]
members uh the local activities that are
[6:44]
available shops restaurants Etc that's
[6:47]
all part of building a relationship of
[6:50]
event eventually having people work here
[6:53]
but it's very competitive and to be
[6:55]
competitive we have to widen our
[6:58]
marketing uh we had uh we were with a
[7:00]
group in Israel to try and recruit not
[7:02]
Israel pardon me Ireland uh to recruit
[7:06]
uh foreign uh medical graduates because
[7:08]
they can now come into Canada and into
[7:11]
Ontario under changes in how licensing
[7:13]
works so so we have a really
[7:16]
big uh you know uh challenge in order of
[7:20]
doing everything possible to
[7:21]
recruit uh we have to keep working on
[7:24]
relationships so that they're well
[7:26]
established uh when we bring new local
[7:28]
Physicians into to uh maintain our
[7:30]
services we also potentially show them
[7:32]
that this is a really good place to work
[7:35]
and uh and we must also encourage
[7:37]
Physicians uh who have previously
[7:38]
enjoyed positive locom experiences here
[7:41]
to refer colleagues and friends to
[7:43]
consider coming here as well many
[7:45]
communities are offering significant
[7:47]
recruitment incentives with return and
[7:49]
service agreements housing
[7:52]
subsidies and uh the far the more short
[7:54]
you are uh the more desperate you are
[7:57]
and the more things you do usually tied
[7:59]
though on uh return and service
[8:01]
agreements of at least 3 to 5
[8:05]
years so the city of canara has
[8:08]
supported our recruitment committee have
[8:10]
provided funding for $25,000 per year
[8:13]
for a long time uh to support the effort
[8:16]
of the professional recruiter and we as
[8:18]
all nation's Health Partners we
[8:20]
sincerely appreciate uh the city's
[8:23]
support I was in front of uh Council in
[8:25]
January
[8:27]
2023 and we requested the city of canor
[8:30]
to increase their contribution to
[8:31]
$40,000 perom and that's really just to
[8:34]
support our increased efforts that we
[8:36]
need to do uh with all the recruiting uh
[8:39]
aspects that I identified earlier it
[8:42]
also allows the professional recruiter
[8:44]
to travel more and also more importantly
[8:47]
potential recruits are looking for site
[8:49]
visits in order to get a Fel for the
[8:51]
community look at housing and things of
[8:53]
that nature all of that helps and I do
[8:55]
understand that um in your draft budget
[8:58]
for 202 24 you have put in a provision
[9:01]
for consideration as part of your budget
[9:03]
which we appreciate uh you further
[9:05]
considering
[9:07]
that so I'd like to extend uh our
[9:09]
sincere appreciation to the city of
[9:11]
canora for your long-standing support
[9:13]
and engagement with our recruitment
[9:14]
efforts and um we look forward uh by
[9:18]
working together uh to make sure that we
[9:20]
can uh reduce our vacancies and expand
[9:23]
our services here thank you very
[9:26]
much question Council
[9:32]

presentation Ray um just a quick
[9:34]
question you mentioned recruiting
[9:35]
doctors from Ireland um I think that's
[9:38]
really exciting and pretty cool that
[9:40]
that type of an agreement exists with
[9:41]
Ontario is Ontario working on more
[9:43]
reciprocal agreements with Manatoba like
[9:45]
is there are there still barriers with
[9:47]
recruiting doctors from Manitoba to
[9:48]
practice here well we've tried to reduce
[9:51]
them to the full extent we can like for
[9:53]
instance just to keep your merge open
[9:55]
trying to get Physicians to come for a
[9:57]
merge uh you know we at the beginning we
[10:00]
had no flexibility on the time it took
[10:02]
the license of physician and we said
[10:04]
well we need them for next week we can't
[10:07]
wait 3 months so we were able to
[10:09]
negotiate special Arrangements uh for
[10:11]
faster licensing and I think um as we go
[10:16]
further I think that that that's part of
[10:18]
a really uh important discussion we need
[10:20]
to have with Manitoba in terms of
[10:22]
service access the ability for
[10:24]
Physicians and even health
[10:26]
information uh to be more expedited uh
[10:29]
in terms of how we work as neighbors so
[10:32]
I think all of those things Grant
[10:33]
they're all part of the same discussion
[10:36]

you c b yeah again thanks for your
[10:39]
presentation right you just mentioned
[10:41]
you have a full team now of
[10:42]
psychiatrists how many how many members
[10:46]
do that team make up who are they well
[10:48]
it's uh three three psychiatrists and we
[10:51]
can also recruit another. 6 under the
[10:54]
funding that we have um we still rely on
[10:57]
some looms uh from time to time time for
[10:59]
vacation coverage and things of that
[11:01]
nature uh we are in a bigger discussion
[11:04]
though with Su Lookout and so on over
[11:07]
because they also have a need for
[11:08]
psychiatrists of actually expanding our
[11:10]
model to include more so these are all
[11:13]
things that that are sort of adjusting
[11:16]
as we go forward I'm sure with this
[11:18]
being a regional
[11:20]
psychiatric facility it's it's it's
[11:23]
important it's priority who are the
[11:25]
psychiatrists that we have uh it's Dr
[11:29]
Shen Dr kall and Dr
[11:33]
Marbel and uh yeah well when we lost all
[11:37]
our psychiatrists uh Dr kall was the
[11:40]
first one that we recruited then Dr Shen
[11:43]
came just over about a year ago Dr
[11:45]
marbor just came this year and they all
[11:48]
have different areas of practice which
[11:50]
really gives us a broad coverage for uh
[11:53]
for mental health
[11:56]
thanks council could you tell us um
[11:59]
exactly the amount of doctors were
[12:02]
short I think in Primary Care well I
[12:05]
think uh it depends on what service but
[12:07]
I think in primary care we think
[12:09]
somewhere between 10 to
[12:11]
12 uh in primary care and emerge I can
[12:14]
tell you it's about
[12:17]
40% so we are relying on looms and and
[12:20]
so on to but it's also on a nurse
[12:22]
practitioner side too where you know and
[12:25]
also we also look at physician assistant
[12:27]
you know different different uh
[12:28]
professionals that we can also bring in
[12:30]
to take pressure off of Just The
[12:33]
Physician uh so those are all all things
[12:35]
that we're working on but you know you
[12:37]
should be aware though that we're in we
[12:40]
have a funding
[12:41]
proposal which would cover all the
[12:43]
services provided by physicians with a
[12:46]
small number of exceptions but certainly
[12:48]
emerge primary care we have a a unique
[12:52]
funding model that's actually being
[12:53]
negotiated right now that if we get
[12:57]
that that's going to be the major
[13:00]
benefit that we can achieve in order to
[13:02]
actually recruit by actually solving our
[13:05]
salary inequities relative to to the
[13:07]
South which creates problems recruiting
[13:09]
here so if that gets approved that
[13:13]
changes
[13:17]
everything any other questions

uh next up we have uh triple place we
[13:37]
have morning
[13:39]
worship May and Council uh Council and
[13:43]
staff as well good

morning uh just I think we're set to

last year my my backman watch rang and
[14:00]
uh technology wasn't working
[14:17]

again okay we'll start basically so
[14:38]
Triple Play is as most members would
[14:41]
know and have seen we're into our 28th
[14:43]
year we still have a number of those key
[14:45]
people as we call them our rocket chair
[14:48]
uh rock stars Jack Martin is one of them
[14:52]
who you know just doesn't seem to let it
[14:54]
go and is inspirial and leading uh us as
[14:58]
we go forward
[14:59]
Dar is here today Dar is our she is the
[15:03]
uh the chair of the executive committee
[15:05]
and also drives Us in and where we go
[15:07]
our with our Forward Thinking Triple
[15:10]
Play has always been a funding
[15:11]
assistance for registration activities
[15:13]
we're we're good we'll just go up uh to
[15:16]
help Community Sports Music Arts culture
[15:18]
programming we're a lending program over
[15:21]
at the uh Rabel Lake Road 239 rabbit
[15:23]
Lake and thank you to our Partnerships
[15:26]
over there to keep that building uh
[15:28]
avail aable for us it's it's been
[15:29]
amazing since Co started how much
[15:31]
equipment we go through especially
[15:34]
around the inventory that stores have
[15:36]
been able to keep but more so some of
[15:38]
the pressures we'll talk about this
[15:39]
morning we're also a partner for local
[15:42]
organizations to fund family activities
[15:44]
and recreational programming U we've
[15:46]
done some really unique things we want
[15:47]
to talk about today as
[15:50]
well as Ray had mentioned in his
[15:52]
discussion Co has also been very tough
[15:55]
on local kids we see it right across the
[15:57]
board in our school
[15:59]
but mostly in our Sports Recreation
[16:00]
cultural programs we see impacts uh I
[16:04]
would refer again to council to look uh
[16:06]
if they have time to go back to
[16:07]
JumpStart JumpStart state of sport uh
[16:10]
review is up for 2023 and whether it's
[16:13]
sport Recreation culture I think you'll
[16:15]
get a very deep appreciation for some of
[16:17]
those impacts those impacts are wide
[16:20]
variety uh Partners continue to see the
[16:22]
impacts of Co in all aspects of sport
[16:25]
Recreation arts and Co programs
[16:28]
consequent on family and parents is
[16:30]
unique significant barriers to sports
[16:32]
cultural activities with increased
[16:33]
pressures financially on parents cost of
[16:37]
living increases and decisions to
[16:38]
register kids or put food on the table
[16:41]
is is really a true Factor
[16:43]
today 4 and 10 parents continue to
[16:46]
report adverse effects on their children
[16:48]
from reduced participation stats that
[16:50]
continue to grow and we see every day in
[16:53]
sports play and significant cultural
[16:55]
leisure activities including signs of
[16:56]
less physical activity Fitness
[16:59]
feeling of loss resentment and anxiety
[17:01]
and so those continue to pressure us all
[17:04]
and to our organizations who try to keep
[17:06]
the doors open increased pressures of
[17:08]
operational costs and fees posing new
[17:10]
challenges for sport organizations and
[17:12]
that goes right across the board for
[17:14]
just recruiting a volunteer today uh to
[17:16]
Commitment of family
[17:18]
members so the research and studies go
[17:20]
deep into things like 81% of sports
[17:23]
organizations say costs have increased
[17:26]
62% of sport organizations say the
[17:28]
current economic situation has led to
[17:30]
reduce signup rates for their
[17:31]
programming which also has had a direct
[17:34]
impact on us as a programmer with the
[17:36]
barrier of what we used to say a $30,000
[17:39]
layer we're not even seeing those kids
[17:41]
register today just because those those
[17:44]
figures and numbers have have almost
[17:45]
wiped them out of those opportunities
[17:48]
44% of parents say they cannot afford to
[17:50]
register their kids in sport today and
[17:53]
as well 58% of parents say that
[17:55]
registration fees program costs are on
[17:57]
the rise and we've seen that rise
[18:00]
177% from the study over the years since
[18:03]
Co of December
[18:05]
2021 so what do we see for for triple
[18:07]
play increased pressure increased
[18:09]
support uh I would say and I think Dar
[18:12]
would attest that it's been a bigger
[18:14]
year than we anticipated in what we've
[18:16]
been trying to do we've been out a
[18:18]
little bit more out of the box but we
[18:20]
continue to support work with sports
[18:21]
Recreation culture programs to focus on
[18:23]
registration and participation fees we
[18:26]
continue to support our equipment lock
[18:28]
room in its greatest uh needs what we're
[18:31]
not seeing or what we are seeing as a
[18:33]
generous uh supply of equipment in from
[18:35]
people but less and less opportunity for
[18:37]
families to pay which is all right it's
[18:40]
it's a loan equipment share program uh
[18:43]
but mostly in the past we would get
[18:45]
donations for equipment we're just happy
[18:47]
to see the families leave and to those
[18:49]
that drop off our equipment we're very
[18:51]
thankful that we continue to stock our
[18:53]
shells we have worked in a couple new
[18:56]
opportunities of purchasing some some
[18:57]
Partnership of VI equipment one of those
[19:00]
recently and we talk about in our
[19:01]
partnership with Bard anyone and a a
[19:03]
skate park celebration at the park we
[19:06]
have really worked hard this year on new
[19:08]
sponsorship and collaborative
[19:09]
opportunities and I want to share a
[19:11]
couple examples in and mwood uh
[19:13]
Adventures is probably one of the best
[19:15]
we can show and we're assisting in
[19:17]
changing the landscape and regrouping
[19:18]
our financial requirements we need to
[19:21]
raise the bar for for kids the bar was
[19:23]
low uh and it's keeping kids from or at
[19:26]
least from our support so we're going to
[19:29]
raise that bar to hopefully capture more
[19:30]
and this year the executive did a a
[19:32]
raise of a bar that hopefully we caught
[19:35]
more kids this year than we did last and
[19:37]
finally we're working in great
[19:39]
Partnerships recently with schools and I
[19:40]
think that's probably our biggest
[19:42]
collaboration and partnership is getting
[19:44]
in with the schools and our first nation
[19:47]
Partners our sponsoring Partnerships are
[19:49]
key um the ass that we have is is a
[19:52]
percentage of maybe less than 8% of what
[19:55]
our ASA build is for our program and
[19:58]
without our sponsors and partners we we
[20:00]
just can't make that work for those that
[20:02]
know Vicky Moss uh what a great lady she
[20:05]
was started off with offering just
[20:06]
collection of skate equipment for us
[20:08]
last winter turned into an amazing
[20:11]
partnership she also as most might know
[20:13]
she works in program down in ger Park
[20:15]
which is a pocket of our kids out of the
[20:16]
mental area that traditionally don't get
[20:19]
those opportunities for participation uh
[20:21]
we we partnered with some funding
[20:23]
agreements that anyone anywhere anytime
[20:25]
could use that equipment and Vicki grew
[20:27]
that into Family Day p uh barbecue
[20:30]
picnic which we sponsored and supported
[20:31]
with Honda and what a great day that was
[20:33]
to to see hot dogs flow off of barbecue
[20:36]
as fast as we could cook them and and
[20:38]
basically see a great group of kids and
[20:40]
family enjoy that day that also led into
[20:43]
a partnership with her husband who is
[20:45]
the general manager at Honda who
[20:47]
sponsored s SI event which we had some
[20:50]
great relationships and now I just
[20:51]
worked in with her family p Pine our is
[20:54]
it mental Family Resource Center in
[20:57]
gifting for Christmas and ensuring kids
[20:59]
the age of 12 to 18 do get some some
[21:02]
equipment and some gifts for Christmas
[21:04]
so it's interesting how collaborations
[21:06]
and sponsorships can work our indigenous
[21:08]
Day first day of summer national
[21:10]
ghostgate day was was a huge success we
[21:13]
purchased equipment through and with
[21:15]
with partnership with board anyone to
[21:17]
make sure that kids could financially
[21:18]
afford a board uh needed a new board
[21:21]
repair their board uh we celebrated that
[21:24]
day up in the park uh we ended up just
[21:26]
getting it in before one of the bigger
[21:28]
storms uh took us away um sponsorship
[21:31]
also then led into the San Memorial
[21:33]
skate which is a great uh recognition to
[21:36]
Sam and the community uh as everyone
[21:39]
would know I I don't know anything that
[21:41]
we've done better than our small cookie
[21:43]
day and we thank everyone including our
[21:45]
city Partnerships uh that that ate a
[21:47]
cookie I don't know anyone that that
[21:49]
didn't eat a cookie or share a cookie
[21:52]
last year's total was a raising of
[21:54]
$33,600
[21:56]
that by far is smashed our record um and
[21:59]
we continue to believe that we we get
[22:01]
that for one more year those uh events
[22:04]
then led into our opportunity of a
[22:06]
partnership that started off on on a a
[22:08]
challenging note ended up great in the
[22:10]
partnership that we were able to share
[22:12]
some of those smell cookie dollars uh
[22:14]
with the school program and help of
[22:17]
finalizing an inclusive playground so
[22:19]
things go differently in different ways
[22:21]
but those Partnerships have grown and
[22:23]
interesting enough their sister smaller
[22:25]
school at Christmas was Raising selling
[22:28]
candy for uh Triple Play kids uh they
[22:31]
were quite excited to know that they
[22:32]
were partnering with us to to make their
[22:34]
dollars and their cookies and and their
[22:36]
candy donations go a long way as well
[22:39]
I'd like to thank the city uh for
[22:42]
helping us through uh the funding
[22:44]
program it's it's it's your tourism
[22:46]
program it's s St I should know that off
[22:48]
the top of my head the funding that goes
[22:50]
through your hotel supported us through
[22:53]
bringing in the out out of town teams
[22:55]
for the hotels uh helping us cut our car
[22:58]
cost to that uh Triple Play took the
[23:00]
whole responsibility of all cost to host
[23:02]
that we worked in partnership with both
[23:04]
our girls and our boys minor hockey
[23:05]
program and we were able to raise
[23:07]
$177,000 in two games and that in turn
[23:10]
is helping us partner with our minor
[23:12]
hockey groups uh for equipment
[23:14]
registrations but the biggest part uh
[23:16]
just recently uh The Right Start program
[23:20]
uh for kids first shift 31 kids
[23:22]
registering we we've worked a
[23:24]
partnership that we will pick up the
[23:25]
additional registration uh funds for
[23:28]
those kids to ensure they play all year
[23:30]
and hopefully keep the large percentage
[23:31]
of those girls and boys playing hockey
[23:34]
as well we just walked yesterday from
[23:36]
our upgrade uh relationships with Beaver
[23:38]
bra bike program uh a strong Kudo to
[23:41]
Debbie Novak and the work that she did
[23:43]
to get that bike program I'm going um m
[23:45]
cranic is as a passion of a person I've
[23:47]
ever seen in a school in regards to
[23:50]
starting biking I've never seen so many
[23:52]
kids on bikes again which is great but
[23:54]
that relationship now uh formed allowed
[23:56]
20 bikes to be freed up in a partnership
[23:59]
between Northwest Health Unit um Triple
[24:01]
Play and Evergreen school to hopefully
[24:04]
uh soon announce 20 new uh mountain bike
[24:06]
program for the Evergreen kids and and
[24:09]
so th those collaborations get us deep
[24:11]
into Partnerships that we didn't
[24:12]
traditionally see us doing before but
[24:15]
have great impacts on kids that that
[24:17]
financially need the support that
[24:19]
there's no questions asked delivery
[24:21]
programs are happening we also have
[24:23]
great Partnerships with with the
[24:24]
examples with our rotary rotary has
[24:26]
always been a strong support of Triple
[24:28]
Play we were able to partnership back up
[24:29]
with them with the school program at
[24:31]
Evergreen to ensure kids met Camp uh get
[24:34]
got to go to Camp I also mentioned the
[24:36]
mountain bike opportunity which is
[24:38]
really cool we just formed a re recent
[24:40]
partnership relationship with we l
[24:42]
cabins for every cabin that was built
[24:44]
leveled this year a percentage of that
[24:46]
went to us in the commitment of $3,000
[24:48]
for matching grant for three years is a
[24:51]
huge investment of a partner within our
[24:52]
community and numerous Community donors
[24:55]
throughout the years uh very many to
[24:57]
name buta Lodge has been a longtime
[25:00]
supporter of of us they were one of the
[25:02]
matching uh dollar programs that
[25:04]
continue to support us I mentioned
[25:06]
Nicole margarit Bourgeois school and
[25:08]
their their cookie air their candy drive
[25:10]
as well as supporting uh funds from
[25:14]
kdsb our city budget request similar to
[25:16]
last year it's actually the same as last
[25:18]
year I believe the high request at one
[25:20]
time was 15,000 uh we've put in a
[25:23]
request for $122,000 uh and then the
[25:26]
request for threeyear forecasting
[25:28]
uh up to 12,5
[25:31]
13,000 so if there's any questions um
[25:34]
we've come a long way it's been a great
[25:35]
year in many different ways I think
[25:37]
we've been able to do I think we also
[25:39]
partnered in four or five barbecues I
[25:41]
will admit it's not my greatest uh uh
[25:44]
thing that dragging barbecues around to
[25:46]
to to sometimes get rained out but we
[25:49]
also were able to share a part of that
[25:51]
uh the end hot dogs we didn't get rid of
[25:53]
I went to Kuwait and public school for
[25:54]
their family day so there's many ways of
[25:56]
sharing a hot dog in our Community U but
[25:58]
uh we thank you your worship for that
[26:00]
effort if there's any
[26:03]
questions councel yeah thanks again for
[26:06]
the presentation and for the great work
[26:09]
uh you talked about the value of
[26:10]
Partnerships I never heard anything
[26:12]
about partnership with obb can you tell
[26:15]
me where they fit in I know U from my
[26:17]
personal experience um the obb
[26:20]
facilitated uh project Sunset program
[26:23]
years ago was a youth engagement program
[26:26]
uh started off in cash and it was funded
[26:28]
by Believe by the federal government the
[26:30]
team of like several million and it it
[26:32]
did have a lot of great results um it
[26:35]
was uh so then it was operationalized in
[26:39]
our communities as well and uh it was
[26:41]
functioning for a time in canora um I
[26:45]
don't know the status of it right now if
[26:46]
it's been idled or I think the idea was
[26:48]
to hand it off to a police agency uh but
[26:52]
I'd just like to know if you have a
[26:53]
partnership with with the op uh if not
[26:56]
need for financial for income support
[26:59]
because that type of relation relational
[27:03]
uh programming I think is vital and and
[27:05]
I think it's Elemental to uh any
[27:08]
Community safety initiative so you know
[27:10]
the work you're doing I fully fully
[27:11]
support but I really think that
[27:13]
mentorship um a partnership a strong
[27:17]
partnership with with the obb I think
[27:18]
could be beneficial in uh in many ways
[27:22]
just question with that yeah we've had
[27:24]
numerous discussions with help me with
[27:26]
the term be stuff
[27:28]
Inspector Inspector yeah dougen on a
[27:30]
number of occasions uh have I've had
[27:33]
time to talk to a number of officers
[27:34]
just especially around some of the small
[27:36]
cookie in our bike program the op have
[27:38]
always been a large contributor in
[27:41]
helping Beaver Bray with the bikes and
[27:42]
the bike program but past that it it
[27:44]
seems to have been a tougher challenge
[27:46]
to get that partnership back but we we'
[27:49]
offered up uh an opportunity to say give
[27:52]
kids a ticket uh not a ticket for being
[27:54]
bad but a ticket for being good POS
[27:57]
ticket positive ticketing uh but we're
[27:59]
still working on those and but our
[28:00]
relationship with with uh Mr dougen is
[28:03]
very strong and trying to understand
[28:05]
where where kids are at today and some
[28:07]
of the police and challenges and how we
[28:08]
try and combat that through proper
[28:11]
programming and how we get to our people
[28:12]
that are kids that need the most help we
[28:14]
got a youth Justice Center chip a golf
[28:16]
ball down the street to it so I think
[28:18]
it's obviously been identified this as a
[28:20]
crucial intervention it's very very
[28:22]
important so I support developing that
[28:24]
relationship and if there's anything I
[28:26]
can do please reach out okay if you
[28:27]
could Bob I I will councelor Bob I will
[28:29]
follow back up with that please and
[28:31]

[29:28]
as most of you know my name is mar Marge
[29:30]
porier and I'm currently the vice chair
[29:33]
of the canor public library I'm also
[29:35]
here with Crystal elcock our CEO and Tim
[29:39]
Fulmer who is a board
[29:42]
member in a few moments I'll be
[29:44]
presenting the proposed operating budget
[29:47]
for the canor public library for the
[29:49]
2024
[29:51]
year uh before I begin though with our
[29:55]
budget proposal I would like to take
[29:57]
this time to graciously thank all of you
[30:00]
for your continued support the canor
[30:03]
public library uh you are primary
[30:06]
funders and the library is acutely aware
[30:09]
that without your financial support the
[30:11]
quality of services programming
[30:15]
operations would have to be curtailed or
[30:19]
stopped so thank you very much from the
[30:22]
bottom of our literacy loving
[30:25]
hearts first I'd like to also provide
[30:28]
this audience with a quick but very
[30:30]
important history lesson our library
[30:33]
just like every other library in the
[30:35]
province of Ontario is held accountable
[30:38]
by the Ontario public libraries act this
[30:42]
act is what we are governed by
[30:44]
essentially it supports the provision of
[30:47]
equal and universal access to
[30:49]
information and establishes free public
[30:52]
library services in Ontario through
[30:55]
governance and regulation
[30:58]
under the Ontario Public Library
[31:00]
Association public libraries must be
[31:03]
operated under the management and
[31:05]
control of a public library board the
[31:09]
board has the authority to make policies
[31:11]
about operations and services of the
[31:14]
public library the board is responsible
[31:17]
for the oversight of its Library System
[31:20]
it hires a CEO for example and the CEO
[31:24]
reports directly to the board the CEO's
[31:28]
responsibilities are guided through
[31:30]
board policy and our strategic
[31:33]
plan the CEO is aware of Municipal
[31:36]
priorities and plans and works to build
[31:39]
strong working relationships with the
[31:41]
municipality other partners and to bring
[31:44]
the best possible Library service to our
[31:48]
community and if you want fund reading
[31:51]
you can find the Ontario public
[31:53]
libraries act by Googling it or by
[31:56]
looking under the min history of Tourism
[31:58]
culture and sports there's also a
[32:00]
handbook for municipal
[32:02]
counselors uh which I think is put out
[32:05]
by um the Ontario Library
[32:08]
Association um that might have some
[32:11]
helpful information as well it was
[32:13]
written I think in 2011 but I did look
[32:16]
at it and it's still pretty
[32:18]
pertinent um I would like to say that I
[32:20]
am currently the president of the
[32:23]
Ontario Library boards Association and
[32:26]
I'm als Al a member of the Ontario
[32:28]
Library
[32:30]
Association our library is a member of
[32:33]
the Ontario Public Library Association
[32:35]
or Public Library Board Association
[32:37]
pardon me as president one of my main
[32:40]
duties is to chair the meetings we are
[32:43]
currently working on establishing
[32:45]
strategic plans and Associate uh
[32:47]
priorities for our board concentrating
[32:50]
on advocacy governance and membership
[32:53]
engagement I will be helping to
[32:55]
facilitate the Ontario Library Board
[32:58]
Association boot camp at the super
[33:01]
conference at the end of January
[33:05]
2024 now if you would please take a look
[33:08]
at the sheet that you have in front of
[33:10]
you uh which is uh our proposed
[33:13]
operating budget for the canor public
[33:16]
library for the year
[33:19]
2024 first of all I'd like to uh say
[33:22]
that uh we are extremely thankful that
[33:24]
our CEO uh is able to continue services
[33:29]
and programming with an extremely tight
[33:31]
budget for the most part you will notice
[33:34]
that the day to-day operations for both
[33:36]
branches is pretty are pretty constant
[33:39]
save for a few areas that are beyond our
[33:43]
control the biggest increases in our
[33:46]
proposed budget you will see uh are
[33:49]
salaries and uh benefits um you can see
[33:53]
this in both under the canora and the
[33:55]
kitan branch expens
[33:57]
so looking at the canor branch for
[34:00]
example these are showing an increase
[34:02]
from
[34:05]
54,9
[34:07]
64 to
[34:25]
$568,500 lines of expenses uh have is
[34:29]
which is which are essentially what the
[34:31]
public sees when they walk through our
[34:33]
doors remain the same as our library
[34:37]
Mission States the canora public library
[34:40]
aims to provide a welcoming safe and
[34:43]
supportive environment that connects our
[34:46]
community and provides access to
[34:49]
resources for information enjoyment
[34:52]
cultural expression and the pursuit of
[34:54]
lifelong learning our armored with this
[34:58]
the canor public library is asking the
[35:00]
city of canor for an increase in funding
[35:03]
from
[35:07]
69,6 to
[35:09]
$762
[35:12]
396 we are very aware that this is a
[35:15]
significant financial request from us um
[35:20]
from previous
[35:22]
years and that that is mostly due as I
[35:25]
say to um salary and benefits the canora
[35:30]
public library is a refuge for unhoused
[35:33]
in our city it's a place where they can
[35:35]
come and get warm where they can read do
[35:38]
a puzzle or play a game but most
[35:41]
importantly access the computers in
[35:44]
order to stay connected to family or
[35:46]
conduct business it's a place where many
[35:49]
who experience isolation discrimination
[35:52]
and Prejudice can find Refuge there are
[35:56]
however increasing in incidents of
[35:58]
violence and Defiance which is
[36:01]
unfortunately happening in many
[36:03]
communities these days and we're very
[36:05]
thankful that we have a a good
[36:07]
relationship with the opp and they do uh
[36:10]
walk through our library um numerous
[36:14]
times a
[36:15]
day now I'd like to share some good news
[36:18]
about our library because right now I
[36:21]
think we can all use good
[36:23]
news uh so canopy is now available
[36:26]
through the library uh this is an on
[36:28]
demand streaming video platform for
[36:31]
public libraries that offers films TV
[36:34]
shows and documentaries this service is
[36:36]
free with your library card uh so if
[36:39]
you're a library member all you have to
[36:41]
do is log in through the website uh to
[36:44]
access canopy if you're not a library
[36:47]
member I'd strongly suggest that you
[36:49]
become one uh we have a new web page
[36:52]
since we were last here uh it went live
[36:55]
last December this stuff worked very
[36:57]
very hard to put it together and uh it's
[37:00]
a place where you can actually um apply
[37:03]
for your library cards online submit
[37:06]
registration for the Dolly Parton
[37:08]
Imagination Library yay Dolly uh you can
[37:12]
submit your inter Library loan um
[37:14]
requests and there are other things that
[37:16]
you can do you can find out what's going
[37:18]
on at the library say for
[37:20]
example uh our library um staff
[37:24]
participated in training to better
[37:26]
understand understand how to serve
[37:27]
Library patients with dementia the
[37:30]
library is now officially a dementia
[37:33]
friendly place and they have a sticker
[37:35]
is it on your door y okay uh saying that
[37:39]
they are a dementia friendly place so
[37:41]
that people living with dementia will be
[37:45]
uh greater understood respected and
[37:48]
supported our children's Library program
[37:51]
continues to flourish the summer with
[37:54]
stop shock chalk full full of
[37:57]
programming for children featuring the
[37:59]
TD summer reading club which was brought
[38:01]
back in person again after the co uh
[38:06]
pandemic and many other Outdoor Pro
[38:08]
programming options in local parks right
[38:11]
now uh the uh the Halloween dioramas are
[38:15]
on display and you have until how long
[38:19]
not very long is it Saturday so if you
[38:22]
go on Facebook and you go to the canor
[38:24]
public library you'll see a picture of
[38:27]
all the dioramas that that kids have
[38:29]
done and they they are fantastic I
[38:31]
actually went and saw them in person the
[38:33]
other day and they're even better in
[38:35]
person than they are you know by photo
[38:38]
but each of you can anonymously vote on
[38:41]
which one you want I do believe there's
[38:42]
17 dioramas that were created by kids
[38:45]
across uh our community and they're
[38:48]
amazing so take go and take a look at
[38:52]
them on on the library Facebook page uh
[38:55]
we have magic carp story time uh this
[38:58]
program is in partnership with Pine
[39:00]
Crest home for the age where a library
[39:02]
staff member goes into Pine to conduct
[39:06]
programming with the residents children
[39:08]
families and
[39:09]
communities we have also the library of
[39:13]
things and one of these things that the
[39:15]
library has that you can rent using your
[39:18]
library card are snowshoes and I heard
[39:21]
today that snow is coming so with that
[39:24]
right around the corner this would be a
[39:26]
great way for you and your family to
[39:28]
enjoy some of the winter wonderland that
[39:31]
is uh here in canora or will be here in
[39:35]
canora you can see um I think you have
[39:38]
do they have this as well so you can see
[39:41]
also from our year in review and we
[39:43]
really like the way that Crystal has
[39:45]
done this because it's very eye-catching
[39:48]
but it's also very uh concise um that
[39:51]
the canor public library is a well-used
[39:54]
vibrant place our 2023 statistics are
[39:58]
showing that the trend is continuing and
[40:01]
this is exactly what a public library
[40:03]
should be gone are the days of being
[40:06]
quiet all the time it's a place of
[40:08]
Discovery Community Learning and fun
[40:12]
last week was the Ontario public library
[40:14]
week and the building was buzzing with
[40:17]
activities including at the end coffee
[40:19]
and dainties on Friday if you haven't
[40:23]
been to the library in a while I invite
[40:25]
you to come come and check us
[40:28]
out um I'm proud to uh acknowledge also
[40:33]
the uh board members um we have as I
[40:37]
said Tim Fulmer here we have Moren mes
[40:41]
our chair Rory McMillan Chris Morley Jen
[40:46]
Hansen Carmen Martine Emily calway Barb
[40:50]
Manson who is our city of canor council

that are happening in our

library um I would like to close with a
[41:23]
poem I was going to read a story but
[41:26]
I'm going to do the poem instead and
[41:29]
it's called The Library poem by Julia
[41:32]
Dolson uh she's actually from um Great
[41:35]
Britain and she was a children's uh
[41:38]
Laurette uh in in Great Britain for a
[41:41]
while everyone is welcome to walk
[41:43]
through the door it really doesn't
[41:45]
matter if you're rich or poor there are
[41:48]
books in boxes and books on shelves
[41:50]
they're free for you to borrow so help
[41:52]
yourselves come and meet your Heroes old
[41:55]
and new from from William the Conqueror
[41:57]
to Winnie the Pooh you can look into the
[41:59]
mirror or read the Times or bring along
[42:02]
a toddler to CH to chance times the
[42:05]
library is a friend who loves to lend so
[42:09]
if there's a book that she can
[42:11]
recommend read that book and you'll be
[42:14]
bitten and you can borrow all the other
[42:16]
ones that author's written are you into
[42:19]
battles or biography are you keen on
[42:21]
Geral or geography gardening or ghost
[42:24]
shark or science fiction there's
[42:26]
something for everyone whatever your
[42:28]
addiction there are students revising
[42:31]
deep in concentration and school kids
[42:33]
doing projects finding information over
[42:36]
in the corner there's a table with
[42:38]
seating so come along and join in the
[42:40]
book club meeting yes come to the
[42:43]
library browse and borrow and help make
[42:46]
sure it'll still be there tomorrow thank

CEO um report back to someone so so we

can see what how that was made up of
[43:27]
like I understand negotiations are going
[43:30]
on I understand the climate we're in
[43:32]
right now um it seems a little high
[43:35]
that's all and I just would like some
[43:36]
clarification on that that's all sure I
[43:39]

will work with Roberta because the
[43:43]
numbers are in from there and report
[43:46]

that are happening here in the city um

what a wonderful thing to be to sit here
[44:26]
and talk about all the great things
[44:27]
we're doing and uh being able to come
[44:29]
more than once a year I think would be a
[44:31]
really great idea um I'll commit to that
[44:34]
for both parties hey perfect I love it
[44:36]
I'll I'll show up every week if you want
[44:38]
me to um I love talking about the great
[44:41]
things we're doing at the Muse that's
[44:43]
why I'm setting my clock to make sure I
[44:45]
don't go on a lengthy
[44:46]
digression um because when I get
[44:50]
excited uh I already
[44:52]
have sure so uh when I get excited I
[44:57]
fall back into my uh my grandfather was
[45:00]
a a revivalist preacher and uh his big
[45:04]
thing was uh man should be prepared to
[45:06]
preach praise sing or die on a moment's
[45:08]
notice and uh when I started talking
[45:10]
about uh the lake the Ws Museum and the
[45:13]
Douglas family Art Center I get pretty
[45:14]
excited okay so all right
[45:20]
um so uh I'm here to talk about the
[45:24]
great things we've done in 2023 at the
[45:26]
lake Lou Museum in the dougas family Art
[45:28]
Center uh I'm going to jump right into
[45:32]
some of the exhibits we've done some of
[45:34]
the important social events we've done
[45:35]
some of the programs we've done talk
[45:38]
about some of the raw numbers and then
[45:39]
get into uh what we have on tap for 2024
[45:44]
so starting out with the Douglas family
[45:45]
Art Center we had 10 exhibits in the two
[45:47]
different galleries this past year uh
[45:50]
there was pit way Witham making his
[45:51]
medicine in the hill Gallery there was
[45:53]
Exquisite Miniatures anong megwin's Beam
[45:55]
for from Manan Island beyond the bars
[45:58]
which was uh a partnership with uh the
[46:01]
canora jail looking at artwork by
[46:03]
prisoners from the canora jail uh Judy
[46:05]
and Penny Barons in the middle of the
[46:07]
world uh Judy is a is a uh wellknown to
[46:11]
to people here as well as Penny Olivia
[46:14]
Whitten and Teresa Boer written by water
[46:16]
this past summer um I want to highlight
[46:19]
the Walter J Phillips gift of Art
[46:21]
Exhibit which we had throughout the
[46:22]
entire summer uh first things first that
[46:25]
was the uh collection that the dougas
[46:28]
family Art Center was really based on um
[46:30]
back in 2014 looking all the way back uh
[46:34]
that's where things really got started
[46:35]
and it was the very first time we've
[46:36]
been able to put the entire collection
[46:39]
completely on exhibit we were able to
[46:41]
have our summer celebration which was
[46:42]
the kind of spiritual end of the capital
[46:45]
campaign uh with a high water mark with
[46:47]
the pandemic we weren't able to get
[46:49]
everyone in the same room and this past
[46:50]
summer we were able to do that and uh
[46:53]
that was very very exciting that was
[46:56]
also a situation where we had people
[46:57]
specifically coming to the Douglas
[46:59]
family art center from outside of the
[47:02]
community from Winnipeg from Thunder Bay
[47:04]
from Toronto seeing it in some of the
[47:06]
advertising we are doing in the art
[47:08]
world uh magazine specifically uh border
[47:12]
crossings and specifically coming to see
[47:14]
Canadian Master Walter J
[47:16]
Phillips uh as well this summer we had
[47:18]
Bill McFarland Prince handson and
[47:21]
currently we have mirror's echo which
[47:23]
was is a show um by a former canor
[47:26]
resident named Marsha Whitten who uh
[47:29]
it's it's quite a challenging show she
[47:30]
was diagnosed with a terminal illness
[47:32]
when she was quite young and uh and a
[47:34]
lot of her work sort of represents that
[47:37]
and Irene mcag hereby dragons which is
[47:39]
an Ontario Arts Council exhibit uh it is
[47:42]
extremely fun and uh I certainly
[47:45]
recommend coming down and seeing that
[47:46]
one it's especially good for kids so
[47:48]
it's been a very busy year at the
[47:50]
Douglas family Art Center on the Lake of
[47:51]
the Woods Museum side uh last winter we
[47:54]
had tell me a story youth literature in
[47:56]
the Holocaust which was a traveling
[47:57]
exhibit from the Montreal Holocaust
[47:59]
Museum we had uh this is the 50th
[48:02]
Anniversary this year of the canor bank
[48:05]
bombing uh so we had something to talk
[48:07]
about the story of canora's 1973 bank
[48:10]
robbery and for those who watch W5 um
[48:14]
not sure if it's coming up this Friday
[48:15]
or if it was last Friday uh they're
[48:17]
going to send us a copy in any case but
[48:18]
W5 from CTV produced an hourlong
[48:20]
documentary uh with Joe ralco they came
[48:23]
here they came to the museum they talked
[48:25]
to a lot of people locally it's a really
[48:26]
neat uh
[48:28]
experience um the early year art
[48:31]
exhibition was an excellent show that
[48:34]
was put on at the Lake of the Woods
[48:36]
museum by our local kindergartens grade
[48:38]
1es grade 2os their Thursday night event
[48:41]
back in June I saw an attendance of
[48:43]
about 500 people which for us was quite
[48:46]
frankly a pretty gnarly night uh it was
[48:48]
it was pretty busy but we love getting
[48:50]
people in the door we love getting
[48:52]
people in and and sharing this space and
[48:55]
being a a center of um a center of the
[48:59]
community a community Hub uh of course
[49:02]
the Lake of the Woods quilt Guild had
[49:03]
their show in June and July and lastly
[49:07]
there is the treaty 3 manadu maaan uh
[49:11]
the sacred document which is a
[49:13]
partnership of the Muse The Muse
[49:16]
indigenous advisory committee Grand
[49:18]
Council treaty 3 library and Archives
[49:20]
Canada the province of Ontario the
[49:22]
federal government the Canadian Museum
[49:23]
of Human Rights and the federal
[49:24]
department of can Heritage so that was
[49:27]
uh it's it's kind of fun to play with
[49:29]
the big guys and that's certainly what
[49:31]
we were doing uh we were able to bring
[49:33]
treaty 3 documents as part of the 150
[49:35]
celebration to uh be at the Lake of the
[49:38]
Woods museum for the entire summer we
[49:40]
had quite a large crowd to see them and
[49:43]
certainly we are able to to present that
[49:46]
um and uh it was a pretty busy summer
[49:49]
all things considered as well we had
[49:51]
traveling exhibits so medium traditional
[49:53]
foods of the Lake of the Woods in isab
[49:55]
was at the Schneider House museum in
[49:57]
kiter waterl uh from September until May
[50:00]
so quite a lengthy uh rental there and
[50:03]
then it immediately turned around went
[50:05]
to dren and uh was in dren for the
[50:08]
summer lastly for traveling exhibits uh

we were taught differently uh was uh
[50:13]
sent to uh shovan Saskatchewan the Cotto
[50:17]
Heritage Cultural Center August 23rd uh
[50:20]
to November 2023 so actually this week
[50:22]
I'm going to be uh uh working on getting
[50:25]
that back so a very busy summer from an
[50:28]
exhibition standpoint a lots of visits
[50:30]
I'm going to be talking about numbers
[50:31]
for visits in just a bit we also had a
[50:33]
number of facility uses at both
[50:35]
buildings we had 15 in rentals total
[50:38]
which mostly was birthday parties it's
[50:40]
been a pretty hot spot for birthday
[50:42]
parties um it's really fun to see the
[50:44]
art center so animated um we had a
[50:47]
birthday party a couple weeks ago where
[50:49]
there was uh the girl was turning nine
[50:51]
and the theme was unicorns which was
[50:53]
excellent and it was it was pretty wild
[50:56]
uh birthday parties craft workshops
[50:57]
private functions like the swearing in
[50:59]
of a judge um we had a wedding back in
[51:02]
March we had meetings with the district
[51:04]
Service Board we were the grand
[51:05]
marshalling location for baver bra
[51:07]
students at their graduation um so it's
[51:10]
again very nice to see the two buildings
[51:11]
being used in the community not
[51:13]
necessarily always for art or history
[51:15]
stuff but just for kind of good kind of
[51:17]
uh uh area a good spot for the for
[51:20]
people to gather uh so we've been very
[51:24]
lucky to have uh support from variety of
[51:26]
donors uh this summer we launched a new
[51:29]
fund with the Lake of the Woods Regional
[51:30]
Community Foundation uh which was the
[51:32]
Lori Nelson living Legacy fund so at
[51:35]
this point uh that is a fund that will
[51:37]
support both the museum and the Art
[51:39]
Center um we've got about 60,000 in that
[51:42]
fund it's an ongoing granting fund that
[51:44]
will support us uh moving forward uh
[51:47]
when all is said and done we expect
[51:49]
we'll we'll have a a little bit more in
[51:51]
that but we're working on that uh as
[51:53]
well we have the Gail conat art
[51:54]
education fund which supports art
[51:56]
education at the Douglas family Art
[51:57]
Center uh and we also have the art enter
[52:00]
Art Center Legacy fund uh the total kind
[52:03]
of funding envelope for uh the Muse at
[52:06]
the regional Foundation is uh the
[52:09]
Community Foundation is about 1.3
[52:11]
million so uh it's nice to have those
[52:14]
those funds coming back directly into us
[52:16]
and it's nice to have those Partnerships
[52:19]
and uh and those um those friendships
[52:22]
and and continuing to grow those funds
[52:25]
so we continue to serve the community at
[52:26]
a subsidized rate from a programming
[52:29]
standpoint uh the art center had 36
[52:31]
School visits which included uh tours in
[52:34]
both official languages art activities
[52:36]
uh for programs uh there was 39 classes
[52:39]
now some of the classes were five weeks
[52:41]
in a row so it's much more than actual
[52:44]
39 physical classes um but 39 sort of
[52:47]
programs we'll say uh including drop in
[52:50]
crafts family crafter noons winter clay
[52:53]
classes uh and uh certainly many more
[52:56]
for adult programming we've had guided
[52:59]
tours artist talks film screenings we've
[53:01]
had 20 different adult programs on the
[53:04]
museum side 32 different class visits
[53:07]
both at the Museum and in the classrooms
[53:09]
including visits to TA School Bieber bra
[53:11]
school and SMB and Museum programs 36
[53:15]
including uh Tuesday night speaker
[53:17]
series Cemetery tours documentary
[53:19]
presentations cooking presentations and
[53:22]
uh to give you an idea tomorrow uh we've
[53:24]
got a new curator at the lake leou
[53:25]
Museum and uh she's great and we are
[53:28]
going to be going to the cemetery
[53:30]
tomorrow morning to meet up with a grade
[53:31]
seven class from Beaver bra then we'll
[53:33]
come back to the museum for a few
[53:34]
minutes and then we're going to head
[53:35]
back out to Pine press to do a
[53:38]
presentation on the history of the
[53:39]
harbor front uh for the for our friends
[53:41]
over Pine Crest so we average more than
[53:44]
three programs a week at both buildings
[53:46]
so it's really quite something we've got
[53:48]
390 memberships representing about a,
[53:52]
people uh so family memberships are
[53:54]
counted as as 345 uh sometimes even more
[53:57]
usually three or four um and total
[54:01]
visits through the entire year up to uh
[54:04]
Friday was uh
[54:07]
13,760 and so with the school classes
[54:10]
that we have planned with the uh parties
[54:13]
and rentals that we have planned uh with
[54:15]
the art programs that are booked we will
[54:17]
easily surpass 15,000 for the year so
[54:20]
that will be the most we've ever had uh
[54:22]
visitors from nine Canadian provinces
[54:24]
we're just missing Pei uh 13 States
[54:28]
international visitors from Australia
[54:30]
China CIA uh Italy Germany United
[54:33]
Kingdom and
[54:34]
Ukraine so what is on tap for
[54:39]
2024 at the Museum we have a Full Slate
[54:41]
including March break programming
[54:43]
including potentially a March break
[54:44]
programming camp we are eat uh food
[54:47]
series is back in force we've got an
[54:48]
exhibit coming up on geology that I have
[54:51]
issued the working title of We Will Rock
[54:53]
You which I think is pretty swell uh the
[54:55]
quilt show in early summer programming
[54:58]
for uh all of the programs and lastly uh
[55:01]
a summer exhibit on the PW camps on Lake
[55:03]
of the Woods having a full-time curator
[55:06]
at the museum for the entire year uh
[55:09]
will take a lot of pressure off me
[55:10]
personally which will be great but also
[55:11]
it offers a lot of uh different kind of
[55:14]
perspectives and different ways of
[55:16]
viewing things that are pretty exciting
[55:18]
at the Art Center we have Chris Gould's
[55:20]
uh sculpture show coming up nationally
[55:22]
recognized indigenous artist Katherine
[55:24]
Blackburn's new AG Warriors textile
[55:26]
exhibition Jordan vanol Ceramics
[55:28]
hollyanne FZ and painting on paper and
[55:30]
canvas Allison Norland is doing mural
[55:32]
size
[55:33]
drawings and as a teaser our summer
[55:37]
exhibit is going to be uh something that
[55:39]
will absolutely knock your socks off uh
[55:41]
I don't want to describe the idea
[55:43]
because it's never been done before I
[55:44]
can talk to off mic about it and we
[55:46]
don't want to get scooped by someone
[55:47]
who's a little ambitious um but you
[55:49]
never know uh what I will say is this
[55:53]
exhibition has involved talking to
[55:55]
experts across North America including
[55:57]
some literal rocket scientists at both
[55:59]
the Canadian space agency and at Nasa so
[56:03]
uh that will wet your whistle a bit for
[56:06]
2024 so uh there is a a bit of an
[56:09]
increase as you can
[56:11]
see um we can go back and look at uh uh
[56:14]
there was a very kind of generous
[56:17]
funding situation uh during the pandemic
[56:19]
from the provincial and federal
[56:21]
government uh like in in many cases now
[56:24]
just as in is really starting to hit um
[56:27]
that funding has dried up a bit um but
[56:30]
uh you can see the numbers ahead of you
[56:32]
and uh and certainly I'm happy to talk
[56:34]
about uh any uh questions you have and
[56:38]
I'm coming up on my time so certainly um
[56:41]
I love it when people come down to the
[56:43]
museum I love it when people come down

at the Art Center I would be happy to

anybody that's been on one of these

tours they are exceptionally

entertaining and informative so sure on

the agenda uh so there there are a
[57:16]
number of Private Tours uh going on
[57:19]
during uh Halloween time uh I I think uh
[57:23]
the new curator his name is Cody so and
[57:25]
I have been at the at the cemetery five
[57:27]
times this month and we'll be at the
[57:29]
cemetery another four times this month
[57:32]
and then two times next month uh so
[57:34]
things are um yes things are busy
[57:38]
absolutely um we also have Halloween
[57:40]
programming at both the museum and the
[57:42]
Art Center uh we've got our Halloween
[57:44]
Mysteries have been uh sort of revived
[57:47]
at the at the Museum and uh and the the
[57:50]
uh art project that they have I think
[57:52]
they're doing uh pastel witchard and
[57:54]
wizard hats so that's that's a lot of
[57:56]
fun but uh I can I can thank uh
[57:59]
councelor Manson uh for the inspiration
[58:01]
I've been really pushing uh about
[58:03]
getting uh School classes in the
[58:05]
cemetery um so that's been something
[58:07]
that that um is sort of the Genesis of
[58:10]
the of the cemetery tour program and so
[58:12]
I've been working on relationships with
[58:14]
uh teachers both at TA and beaver bray
[58:16]
to get all of the grade seven and eight
[58:18]
classes uh through the cemetery each
[58:20]
year awesome great work thank you any

2024 2026 drop offering budget summary
[1:09:34]
presentation so I'm going to hand it
[1:09:36]
over to our
[1:09:38]
CAO and then you
[1:09:41]

just wanted to kick off really quick uh
[1:09:48]
just with an outline of expectations and
[1:09:50]
how the day is going to flow um so I
[1:09:53]
think what's most most important for
[1:09:54]
Council today is uh so this is sort of
[1:09:56]
part one of our operating budget
[1:09:58]
discussion so we're going to uh present
[1:10:00]
uh the department by Department budget
[1:10:02]
as drafted there is going to be a part
[1:10:05]
two on November 9th where a number of
[1:10:07]
decision points will come to council
[1:10:09]
that are not currently included in this
[1:10:10]
budget so really for today uh we're just
[1:10:14]
looking to present you with the
[1:10:16]
information give you some material to
[1:10:18]
chew on uh you'll receive those budget
[1:10:20]
decision reports on Friday evening this
[1:10:22]
Friday uh and you'll have a couple weeks
[1:10:24]
to go through those before we come back
[1:10:26]
uh on November 9th to go through those
[1:10:29]
budget decision reports and then we can
[1:10:31]
step back and really um deliberate uh
[1:10:34]
and and have conversations around the
[1:10:36]
operating budget of course we're happy
[1:10:37]
to answer any questions and get into any
[1:10:39]
discussions that Council sees fit today
[1:10:42]
but that's really the purpose for today
[1:10:44]
was just to present this information to
[1:10:46]
you um and give you us uh and give you a
[1:10:48]
bit of an overview of how we got here um
[1:10:51]
in a little bit more depth uh since June
[1:10:53]
when we kicked K off this process so
[1:10:55]
that's all I have to say to kick off so
[1:10:57]
I will throw to Ryan and he will sort of
[1:10:59]
uh start to work us through how we got
[1:11:01]
to this point where we're at and then
[1:11:03]
we'll dive in the department by
[1:11:05]
Department summaries great thank you uh
[1:11:08]
good morning everyone um so we're gonna
[1:11:11]
start off on the uh the page one the the
[1:11:15]
and just go over the budget summary and
[1:11:17]
I and and kind of speak to some of the
[1:11:19]
explanations or lines we have below that
[1:11:22]
um so that summary page you're looking
[1:11:25]
at the first page should have your um
[1:11:27]
you know it's it's revenue and expenses
[1:11:29]
there by category on the left hand side
[1:11:31]
so you can see the the account
[1:11:33]
categories they're rolled up um you can
[1:11:36]
see the 2022 actual uh which I remind
[1:11:39]
everyone is they're un audited you
[1:11:41]
complete at this point in time the 23
[1:11:44]
budget amount so that was the our last
[1:11:47]
adopted budget our draft is beside that
[1:11:51]
um and then our forecast for 25 and 26
[1:11:54]
are there so you can get a a sense of
[1:11:57]
How It's laid out and the um information
[1:12:01]
there um it's important to note uh when
[1:12:05]
we are always talking about uh percent
[1:12:07]
increases on the net tax levy um 1% is
[1:12:12]
equivalent to
[1:12:13]
379 uh sorry
[1:12:16]
3,079
[1:12:18]
$792 is 1% uh tax increase and that is
[1:12:22]
uh driven from the 2023 budget adopted
[1:12:25]
budget um so if you follow that 2023
[1:12:28]
budget uh a line down to the bottoms the
[1:12:31]
net total it's 30, 79,2 37 1% of that is
[1:12:37]
is the 300,000 so just so everybody's
[1:12:39]
clear on how how we kind of approach
[1:12:42]
things and speak about you know percent
[1:12:43]
tax
[1:12:46]
increase um I guess I'd like to mention
[1:12:49]
it's not U identified on the sheet uh
[1:12:52]
anywhere or the cumulative amount the
[1:12:53]
FTE the cumulative FTE I have are
[1:12:57]
182 um FTE uh for the operating uh
[1:13:05]
departments excuse me so um if we just
[1:13:09]
go I guess right now the 24 draft budget
[1:13:11]
is is sitting at 32
[1:13:14]
m256
[1:13:16]
377 which ultimately is a 7.24% increase
[1:13:21]
over the 23 adopted bu buget um so the
[1:13:26]
lines below are kind of kind of explain
[1:13:28]
to uh explain how we where we started
[1:13:32]
and how we got there got to where we are
[1:13:35]
um when we are looking at the budget we
[1:13:38]
are starting with our our 20 our 23 for
[1:13:42]
our for forecast for 24 I guess in the
[1:13:45]
2023 budget so it's the adopted and
[1:13:48]
principal forecasted amount so that's
[1:13:50]
kind of like that's the amount that we
[1:13:51]
started with um so that would have been
[1:13:53]
approved in the 2023 adopted budget for
[1:13:57]
24 and that amount was 33 Milli 395 311
[1:14:03]
which would have been 11% increase so
[1:14:05]
that's how we started the budget n
[1:14:07]
Administration goes through uh refines
[1:14:10]
estimates assumptions new information
[1:14:13]
comes in we then uh apply those changes
[1:14:16]
to the budget and and the those are the
[1:14:18]
following changes below here that get us
[1:14:20]
to the point we're at um so the first uh
[1:14:23]
item we had was um the additional o the
[1:14:26]
Ontario community infrastructure funding
[1:14:28]
of 1.2 million so that was a consistent
[1:14:31]
amount that we applied in there so that
[1:14:34]
um obviously brought down the um uh 11%
[1:14:39]
down to
[1:14:41]
6.97 we have a gfl contract um included
[1:14:46]
in here for 360,000
[1:14:50]
um as part of the exercise
[1:14:53]
uh Administration goes through and
[1:14:56]
reviews uh you know the budget very
[1:14:58]
thoroughly in each department as part of
[1:15:01]
the
[1:15:01]
exercise um a review of the reserves
[1:15:04]
were taken and so what that meant is
[1:15:07]
that we looked at the balances um
[1:15:10]
and applied a a a contribution holiday
[1:15:13]
onetime pause where appropriate based on
[1:15:16]
the balance of the the reserve based on
[1:15:18]
any recent spending that may have
[1:15:20]
occurred in that area and that resulted
[1:15:23]
in a
[1:15:24]
$370,000 $97 uh
[1:15:28]
reduction um so to name off a few of
[1:15:30]
those reserves that we uh held on uh we
[1:15:33]
had uh succession planning um 30,000
[1:15:37]
docks and morph for
[1:15:39]
18,000 uh pedestrian sidewalks for
[1:15:41]
10,000 Park aid for
[1:15:44]
191,000 uh wreck equipment uh
[1:15:48]
46,000 and Muse and arts center uh for
[1:15:52]
75
[1:15:53]
so those are the um Reserve areas that
[1:15:56]
we held on on uh as a onetime pause
[1:15:59]
based on balance and recent uh spending
[1:16:03]
uh that has occurred
[1:16:05]
there now on top of that there was some
[1:16:09]
additional uh departmental reductions
[1:16:11]
refinement of forecast and increases to
[1:16:13]
miscellaneous
[1:16:15]
expenses um so you have to remember in
[1:16:18]
2023 when we were building that budget
[1:16:20]
which would included the 24 forecast we
[1:16:22]
were in High inflationary environment we
[1:16:26]
had we were seeing uh rates of 8% at the
[1:16:29]
highest
[1:16:30]
and currently we're down to four 4% in
[1:16:34]
August and uh most recently around 3%
[1:16:37]
for September so it's definitely uh on
[1:16:41]
its way down um but I wouldn't say it's
[1:16:44]
um pre pre pandemic levels Still Still
[1:16:48]
fairly high so what that means is well
[1:16:51]
and on top of that there was a
[1:16:53]
significant supply chain issues so what
[1:16:56]
that meant was you know those decisions
[1:16:59]
when we were building the budget last
[1:17:00]
year were being taken into account you
[1:17:02]
know High inflation what like we have
[1:17:05]
major um supply chain issues so some of
[1:17:08]
those assumptions have environments have
[1:17:10]
drastically changed in this round for
[1:17:13]
our draft budget so we as
[1:17:16]
administrations take took the most
[1:17:17]
current information we have and re re um
[1:17:21]
readjust or refined our budgets as as
[1:17:25]
required um so so that's what some of
[1:17:27]
the that's what these departmental
[1:17:29]
reductions are uh essentially um I'll
[1:17:33]
can give you some some examples um the
[1:17:35]
departmental reduction so we have a
[1:17:37]
small there a number of accounts look
[1:17:39]
small amounts but I'll try and pull out
[1:17:41]
some of the bigger ones um a big one we
[1:17:44]
have this is the parts replacement um
[1:17:47]
the Assumption was is that some of the
[1:17:49]
items are uh little useful life is
[1:17:52]
lasting longer than expected and then
[1:17:54]
with the um supply chain coming back to
[1:17:56]
normal there's no real need to build in
[1:18:00]
like an internal inventory or stockpile
[1:18:02]
these parts we can still uh use the just
[1:18:04]
in time and order from our suppliers and
[1:18:06]
get them in a in a a reasonable time so
[1:18:10]
so that's a a change um we also inside
[1:18:14]
of our review we we constantly Challenge
[1:18:17]
and um I guess only been here for a
[1:18:19]
couple years but I'm already seeing some
[1:18:21]
uh the new set of eyes on some of these
[1:18:23]
accounts and different approaches so for
[1:18:26]
example um you know we've we've gone to
[1:18:30]
the use of this these markless pucks for
[1:18:32]
example so which that means is it
[1:18:34]
reduces the amount of broken glass and
[1:18:37]
the rate cleaning is drastically reduced
[1:18:40]
so there's a cost uh savings there
[1:18:45]
um what else is here um oh so I can move
[1:18:49]
to the revenues um the refinement of
[1:18:51]
revenues we have uh some of these things
[1:18:54]
are just um based on the interest rates
[1:18:56]
because interest rates are higher uh
[1:18:59]
today than they were uh last last last
[1:19:01]
year we're able to uh base some of those
[1:19:04]
actuals um in terms of like our
[1:19:07]
investment uh income is increasing
[1:19:10]
interest income based on our accounts so
[1:19:12]
we have account balances that we hold
[1:19:13]
and we generate interest because the
[1:19:15]
interest ratees going up we're able to
[1:19:17]
budget a little bit higher so that was a
[1:19:19]
good example of a additional 50,000 we
[1:19:21]
were able to uh bring into the the
[1:19:24]
revenues um we have some increase in
[1:19:27]
Building Services uh revenues and some
[1:19:30]
increase in programming revenues in the
[1:19:32]
rec
[1:19:33]
area so those are generally um those
[1:19:37]
types of items and really Ryan I just
[1:19:39]
wanted to say th those are increases as
[1:19:41]
a result of more volume more use not as
[1:19:43]
a result of changing uh rates or charges
[1:19:46]
which is something that we'll talk about
[1:19:47]
in another day so just more building
[1:19:49]
permits more programming I just wanted
[1:19:51]
to make sure that was clear
[1:19:53]
absolutely that's a good point this the
[1:19:55]
budget doesn't um the draft budget
[1:19:56]
doesn't include any additional uh fees
[1:20:00]
that are have not been approved um and
[1:20:03]
so it's a basically we try to keep it as
[1:20:05]
a a base budget as possible no no change
[1:20:08]
in service no change in
[1:20:13]
fees um so if we're moving on in terms
[1:20:16]
of you know trying to demonstrate how we
[1:20:18]
got to the
[1:20:19]
32.2 million we have Ontario Provincial
[1:20:23]
Police uh increase of
[1:20:27]
216,000 um it should be noted uh this is
[1:20:31]
the increase over the forecasted budget
[1:20:33]
that we had in from last year if we were
[1:20:35]
talking about the increase purely from
[1:20:37]
2023 to 2024 it's around 938 th000 but
[1:20:42]
because we had um built into the
[1:20:45]
forecast the uh the billing without the
[1:20:48]
rebate and a regular 3% that's the
[1:20:51]
difference
[1:20:54]
and then finally we have uh the council
[1:20:57]
uh Council dire uh directed items from
[1:21:00]
October 12 for $891,000 uh increasing um
[1:21:06]
to get us a net increase of 2.1 million
[1:21:08]
uh with a s which equates to 7.24%
[1:21:13]
increase so I I guess at that point that
[1:21:17]
is there any questions is that okay we
[1:21:20]
just just there's any questions
[1:21:25]
uhy mayor uh so I just have one question
[1:21:30]
and uh on the departmental reductions I
[1:21:33]
I was making some notes here and that
[1:21:35]
but uh like we did in 2023 and that I
[1:21:39]
think there was like a listing and I
[1:21:40]
know there might be small amounts in
[1:21:42]
that but just um just so we can keep
[1:21:46]
things moving because that question will
[1:21:48]
be asked so uh if you can provide that
[1:21:52]
uh
[1:21:53]
that may answer some questions
[1:21:55]
about um what some counsel because we
[1:21:58]
have two that aren't here yeah In
[1:22:00]
fairness to them
[1:22:02]
uh um you know they may uh want that
[1:22:05]
information that and I would actually
[1:22:06]
like to see it myself uh and I'm not
[1:22:09]
worried about a couple dollars here and
[1:22:11]
a couple dollars there but I I know you
[1:22:13]
talk about Parks talk about
[1:22:15]
Recreation uh you know more so maybe
[1:22:18]
through efficiencies or whatever um but
[1:22:21]
it would just be nice to see that and
[1:22:23]
have that as part of our overall
[1:22:26]
planning process through the budget okay
[1:22:28]
I believe that with yeah we have to put
[1:22:31]
something together I don't have
[1:22:32]
something that's um ready for hand out
[1:22:34]
on yeah no no I just for
[1:22:37]
future okay for
[1:22:40]
future um so as we go through the
[1:22:43]
departmental uh explanations um of
[1:22:46]
course some of those um refinements and
[1:22:50]
reductions or or decreases are going to
[1:22:52]
be included in the departmental uh
[1:22:54]
function functional uh account
[1:22:57]
explanations um so it it's kind of a
[1:23:00]
blend they may not pop out in terms of
[1:23:02]
this was part of the overall reductions
[1:23:04]
but that they're inside of that uh that
[1:23:07]
uh section okay so uh I guess we can
[1:23:10]
move on um so I'm on the corporate
[1:23:13]
function um so this is uh this area
[1:23:17]
generally holds um it's not specific to
[1:23:19]
any function or Department these items
[1:23:22]
are
[1:23:23]
you know not really specific they're
[1:23:25]
just generally um to you know for the
[1:23:27]
general city at at whole um so we have
[1:23:31]
um in here we have a
[1:23:33]
reduction uh to the revenue um majority
[1:23:38]
of it is uh as a result of the one-time
[1:23:40]
appropriation from the tax rebate
[1:23:42]
Reserve that we uh to provide fiscal
[1:23:44]
stabilization that we uh utilized last
[1:23:47]
year in order to reduce the uh tax
[1:23:50]
burden of 653,000
[1:23:52]
we have some decrease in property tax
[1:23:55]
penalties and interests uh reflective of
[1:23:57]
actual experience so that's a a further
[1:24:00]
reduction um we have some increase in
[1:24:03]
Revenue uh sponsorship the naming rates
[1:24:06]
revenue and um some increase in in in
[1:24:09]
the interest income which would I
[1:24:12]
mentioned earlier uh that was the uh
[1:24:14]
interest in our bank accounts um uh we
[1:24:18]
have uh expense uh change here so um
[1:24:23]
last year we had taken a one-time pause
[1:24:26]
on the contingency reserve um so this is
[1:24:30]
just bringing it back in and then we
[1:24:32]
also have some sponsorship commission
[1:24:34]
expenses uh that go along with the uh
[1:24:36]
naming rights
[1:24:40]
Revenue any
[1:24:47]
questions next section we have is a
[1:24:49]
general government um this is made up of
[1:24:52]
the Maring Council CAO uh HR Finance
[1:24:56]
Corporate
[1:24:58]
Services
[1:25:01]
um there's a a number of us that fall
[1:25:04]
into this category so we may be uh
[1:25:05]
flipping back and forth to explain our
[1:25:08]
specific
[1:25:09]
explanations um so no change in FTE here
[1:25:13]
33 uh FTE um and we have a a net
[1:25:19]
increase to the to the function uh over
[1:25:22]

3 so the first one um we have a decrease
[1:25:26]
in transfer from reserves
[1:25:30]
um so there was a there's a succession
[1:25:33]
uh Reserve that was utilized last year
[1:25:36]
so there was Revenue that came in to
[1:25:37]
offset the succession of the Director of
[1:25:40]
Finance as well as um there
[1:25:44]
was uh building uh Reserve that came in
[1:25:47]
to uh support the heating and cooling
[1:25:50]
unit work at the city hall so those were
[1:25:52]
in for 23 not in for 24 that's those are
[1:25:56]
changes um we have and then we have just
[1:25:59]
some uh small volume uh decrease in uh
[1:26:03]
licenses there and then we'll move to
[1:26:05]
the expenses and I'll turn it over to
[1:26:09]
Heather so the increase in software for
[1:26:12]
the file program user fees that's our
[1:26:14]
new that was a project uh for file
[1:26:17]
management electronic file management
[1:26:19]
system so moving from files and filing
[1:26:23]
cabinets to electronic file management
[1:26:26]
so that is the annual um operating cost
[1:26:29]
for that program and the Microsoft
[1:26:31]
licenses are uh licenses which we now
[1:26:34]
need to pay which we were not paying
[1:26:36]
previously for all of our Microsoft
[1:26:43]
subscriptions so the CCTV that was a
[1:26:46]
division direction from the last uh
[1:26:48]
October 12th council meeting of the uh
[1:26:51]
camer
[1:26:54]
and okay so we saw an increase in salary
[1:26:58]
and benefits uh largely due to a
[1:26:59]
reduction in our vacancy management uh
[1:27:02]
there was a restatement of this FTE uh
[1:27:05]
that you'll you may note if you were
[1:27:07]
looking back at the 20123 adopted uh
[1:27:09]
budget uh this is uh to follow the
[1:27:12]
dollars that were approved for the
[1:27:14]
community safety well-being coordinator
[1:27:16]
the dollars were included in the budget
[1:27:18]
not the FTE so that was a restatement um
[1:27:21]
bring it from 3206 to
[1:27:24]
3306 uh there also is uh generally and
[1:27:28]
you'll see this happen in every
[1:27:29]
Department uh there's a natural uh
[1:27:32]
increase to salary and benefits due to
[1:27:34]
steps uh changes in uh benefit
[1:27:36]
Provisions Etc um that occurred for uh
[1:27:40]
this group as well uh in addition to
[1:27:42]
some labor costing and other General
[1:27:44]
increase um General increases off offset
[1:27:47]
by the redistribution of the
[1:27:49]
compensation review so if you recall
[1:27:51]
when the compensation review was
[1:27:53]
approved it was all sitting in this one
[1:27:56]
Department that now was taken out and
[1:27:58]
redistributed across all of the
[1:28:00]
Departments so that that funding that
[1:28:02]
was approved um has been pushed forward
[1:28:04]
so those are largely the increases that
[1:28:06]
you'll see is that distribution or
[1:28:08]
redistribution of the monies that were
[1:28:09]
approved last
[1:28:11]

year uh the next thing we have is our um
[1:28:17]
computer maintenance uh increasing um
[1:28:20]
mainly uh the training laptop are on um
[1:28:24]
in the schedule to be replaced this is
[1:28:26]
the uh you know it follows the schedule
[1:28:29]
it's an evergreening process for all our
[1:28:32]
um um Hardware computer
[1:28:36]
hardware um so the next thing is
[1:28:38]
insurance claims so insurance claims
[1:28:41]
again another um uh well this is the
[1:28:44]
claims part I'll talk first about
[1:28:46]
premium so just you'll you will see an
[1:28:48]
increase uh reflected in all departments
[1:28:51]
that's to reflect the the increase that
[1:28:52]
was um came through in our renewal that
[1:28:55]
was a 28% increase a total of 15
[1:29:00]
55,000 uh we also have started to budget
[1:29:03]
for claims so if there is a claim that
[1:29:06]
we know um that is an active St State
[1:29:09]
and we uh are aware that um there is
[1:29:12]
going to be a deductible uh we have
[1:29:15]
budgeted for that so now um in terms of
[1:29:18]
following up on council's Direction
[1:29:19]
around you know what what do we not know
[1:29:22]
these are things that we will absolutely
[1:29:24]
uh start to show and plan for in terms
[1:29:27]
of our
[1:29:32]
budget next item we have is the
[1:29:34]
increased donations to the physician uh
[1:29:36]
recruitment committee um that's going
[1:29:39]
from 25 to 40,000 uh that's built in we
[1:29:43]
have uh some increases for subscriptions
[1:29:46]
and memberships for our professional
[1:29:47]
staff uh
[1:29:49]
designations of 6800 00 um then we have
[1:29:54]
um increased in administrative support
[1:29:56]
and overhead
[1:29:57]
recovery so what that is is the
[1:30:01]
allocation of the internal Services uh
[1:30:04]
out to the Departments uh uh this would
[1:30:07]
have been uh part of the utility costs
[1:30:10]
so uh it includes our customer services
[1:30:13]
Communications uh Human Resources it uh
[1:30:17]
support and finance so it's just um a
[1:30:20]
cost costing model to distribute the
[1:30:23]
actual internal um internal costs uh to
[1:30:27]
the Departments or to the
[1:30:29]
functions um then we have a decrease in
[1:30:31]
transfer to the reserve for sucession so
[1:30:34]
that was the one year uh onee pause I
[1:30:36]
had mentioned earlier on that's that's
[1:30:38]
one of the res
[1:30:40]
reserves and then we have some decrease
[1:30:42]
in training uh so this is a a result of
[1:30:45]
online offers so this is something that
[1:30:48]
has changed and we are able to take
[1:30:50]
advantage in terms of reducing our
[1:30:51]
training uh in this area so we're able
[1:30:54]
to leverage um um online training
[1:30:57]
programs and versus actually having
[1:31:00]
people physically
[1:31:02]
attend so that that would be an
[1:31:04]
efficiency that would be something that
[1:31:06]
we'd be wouldn't have been contemplated
[1:31:08]
and then Roberto if you want to speak to
[1:31:10]
the legal sure so we had a decrease in
[1:31:12]
the Human Resources legal uh budget uh
[1:31:15]
this is largely due to the positive uh
[1:31:18]
and continued collaboration that we're
[1:31:20]
seeing with our association Partners uh
[1:31:23]
we have been successful in resolving and
[1:31:25]
working together to address some issues
[1:31:27]
that were previously referred for to
[1:31:29]
arbitration um so this is a a positive
[1:31:33]
uh result of some of the resolution that
[1:31:35]
we
[1:31:42]
had so that would cover um the general
[1:31:46]
government section there's no questions
[1:31:48]
we can move on

looking at these and they say increase

so it's difficult to to provide that

information at this point

unfortunately that a tremendous amount
[1:32:30]
of Labor yeah I mean we could do it it's
[1:32:32]
just I mean it's a lot of effort uh
[1:32:35]
manual effort to kind of sort it okay um
[1:32:39]

maybe I could help I mean not

necessarily I just you know when I'm
[1:32:46]
looking at an an increase
[1:32:49]
of call it I'm just looking at this this
[1:32:51]
page so it's

for that like what is the number you

know like just looking at an increase or
[1:33:00]
decrease of a particular number doesn't

give me a good understanding of what

we're already spending on that and if I

feel good about increasing

it okay does that make sense yes ABS I

know that it gives it more

that's definitely something we've been
[1:33:19]
struggling with trying to provide that
[1:33:21]
with you know in um a streamlined format

that's not heavily burdensome on the
[1:33:27]
staff um so so definitely hear that and

from what is it 100,000 50,000 30,000 so

yeah the subscriptions could be could be
[1:34:33]
could be uh beneficial to put it in
[1:34:35]
context and then we could answer those
[1:34:37]
questions too right that's questions
[1:34:40]
supped us be very simple
[1:34:44]
to okay so just for a little bit more

perspective we used to have you know
[1:34:49]
there's hundreds and hundreds and
[1:34:51]

so going from that approach to this

approach um you know it's tough because

you'd see all the the increases

decreases on a very micro level and so

you know now we're trying to Ru it up

would have to go in and individually

manually pull each account do do the you

know that math on the calculator the

adding machine so it's I don't know Ryan

just the software that we're using with

because this is something that we're
[1:35:22]
struggling with I know it's something

that councelor mon has brought up as

to council and we're just trying to

figure out how to get through there the

quickest way possible without I just

want to say I'm all about efficiencies

and I'm not trying to make more work for

no good reason so honest question I'm

I'm totally I want the middle ground

here whatever's whatever addresses that

need and is most efficient organization

wanted Council to know is just you know

if we could could get that easily for

you you know we would do it and we're

trying to find a way through that issue

another column in there and you can have

[1:36:48]
the final budget amount under that line

was was $30,000 it I agree it' be nice

to see that because you want
[1:36:56]
to you want to take that and you want to
[1:37:00]
align it with uh so if it if it is an
[1:37:03]
increase and it's an increase on
[1:37:06]
$125,000 um may have a difference than
[1:37:09]
if it's an increase on
[1:37:11]
15,000 um and again just setting U
[1:37:15]
everybody up and that again there's two
[1:37:17]
counselors aren't here I don't know what
[1:37:19]
their thinking is on on this also but it
[1:37:23]
may circumvent additional questions it
[1:37:25]
may help to uh move things along a
[1:37:28]
little quicker at least when you uh you
[1:37:31]
know having a little more bit more
[1:37:33]
information is not a bad thing uh

without creating a you know Monumental

amount of additional work it's not our

some what we're trying to do but uh

having enough information to um you know

see what was there in the past budget

or are variances so even if it's a

percentage in addition to the dollar

amount it will help us understand if

some of these variances are significant

and one that like as an example the
[1:38:08]
increase in insurance claims of 26,000
[1:38:11]
is that from going from 2500 to 26,000
[1:38:14]
in one year or is that a minimal amount
[1:38:16]
compared to what the average is so it'll
[1:38:18]
help us sort of flag what maybe areas
[1:38:20]
are problematic whether there's
[1:38:21]
additional risk or issues that we could
[1:38:23]
also address perhaps through policy as
[1:38:25]
we look forward so that's just myed to
[1:38:28]
and and that's a really good example I
[1:38:30]
apologize to the chair um that's a
[1:38:32]
really good example of something that um
[1:38:34]
hits organizationally and is distributed
[1:38:37]
across uh the areas so when I give the
[1:38:40]
percentage in at you know at the
[1:38:42]
beginning uh there is that plus and
[1:38:44]
minus that is happening that is kind of
[1:38:46]
spread out um but I think we will you
[1:38:49]
know in that case we'll be able to to
[1:38:51]
try to highlight what the impact is
[1:38:53]
without getting into exactly the the
[1:38:56]

uh as Council would recall we brought
[1:39:49]
forward the lease agreement at station
[1:39:51]
number two last month so that's an
[1:39:53]
increase of $11,000 a month for the
[1:39:55]
training room and the agreement with St
[1:39:57]
John's
[1:39:58]
ambulance uh the I'm not sure if
[1:40:02]
somebody wants to speak to the forecast
[1:40:04]
and volume licenses yeah that there's uh
[1:40:08]
that's exactly what that is it's a in
[1:40:10]
forecasted sales volume of annal
[1:40:12]
Services licensing and fees uh for
[1:40:14]
$3,200 uh so it's additional Revenue
[1:40:17]
there as well so that's as simple as
[1:40:19]
that okay thank you if we uh move to
[1:40:24]
expenses uh the first line is the as per
[1:40:27]
the October 12th council meeting the 1%
[1:40:29]
dedicated tax increase to the vehicle
[1:40:31]
equipment replacement
[1:40:33]
Reserve RTA if you can speak to the so
[1:40:37]
uh again there's increases to General
[1:40:39]
increases to salary and benefits due to
[1:40:41]
regular steps um pension and other types
[1:40:43]
of increase you will note that there was
[1:40:45]
an ft re restatement this is due to our
[1:40:49]
paid per call firefighters so previously
[1:40:52]
we had um reflected one FTE with a just
[1:40:56]
a dollar amount we've now um articulated
[1:41:00]
what that dollar amount would equal in
[1:41:02]
terms of a full-time equivalent or
[1:41:04]
effort of the work so this is just an
[1:41:06]
effort to be a little bit more
[1:41:07]
transparent in terms of uh what how many
[1:41:10]
hours or how many e you know what the
[1:41:11]
effort is behind the lump sum
[1:41:16]
dollar and then Ryan would you speak to
[1:41:18]
just about the aerial truck debt
[1:41:21]
yes exactly so what's happened there is
[1:41:23]
we've got a reduction in uh principal
[1:41:25]
and interest payments uh the aerial fire
[1:41:28]
truck uh the debts matured so that
[1:41:31]
additional uh 57 648 has been um
[1:41:35]
decreased uh because because the Deb's
[1:41:37]
complete um so that that's what is it's
[1:41:40]
reached this
[1:41:41]
term thank you uh similar to our uh
[1:41:45]
bringing forward to council the the
[1:41:47]
critical risk assessment and master
[1:41:49]
service fire plan uh in talking with the
[1:41:52]
uh CAO and the senior leadership I'm
[1:41:55]
requesting uh that we redo our emergency
[1:41:57]
response plan bring in a contractor and
[1:41:59]
uh actually redo that plan so that one
[1:42:02]
we're up to date to Emergency Management
[1:42:05]
standards uh I think the document is
[1:42:07]
very cumbersome the way it currently
[1:42:10]
sits and uh does not reflect the
[1:42:13]
principles in Emergency Management which
[1:42:15]
is uh IMS uh which is mandated through
[1:42:18]
the
[1:42:19]
province uh the other one that kind of
[1:42:21]
affects the budget is the uh I'm going
[1:42:25]
to label it under Contracting Services
[1:42:27]
there it talks about the m&f agreement
[1:42:29]
so that if you recall in uh March we
[1:42:32]
brought forward and we've got a new
[1:42:33]
fiveyear agreement with the m&f for uh
[1:42:36]
where they Pro provide protection
[1:42:38]
throughout the municipality that was
[1:42:40]
about a $5,400 increase
[1:42:44]
and I'm kind of particular with all the
[1:42:46]
invoices that cross my desk so I've
[1:42:49]
looked at what we'll call contracted
[1:42:51]
services and all the different bills I
[1:42:53]
get based on what's in the budgeted line
[1:42:55]
item so the rest of that is just more to
[1:42:59]
to
[1:43:00]
act accurately reflect what is what
[1:43:03]
we're actually paying out so okay for
[1:43:05]
example we pay CAC uh which is our
[1:43:08]
dispatcher we pay the province for use
[1:43:11]
of radio uh you know radio communication
[1:43:14]
systems we pay extend Communications to
[1:43:18]
you know help us do our scheduling and
[1:43:20]
uh
[1:43:21]
staff so the reflection of that
[1:43:23]
additional funds is just to act
[1:43:25]
accurately capture what we uh spend in
[1:43:27]
in contract and services throughout the
[1:43:30]
year Insurance uh so there was an
[1:43:32]
increase in Insurance uh and you can see
[1:43:35]
the amount there largely one of the uh
[1:43:38]
largest areas that were hit during our
[1:43:40]
um pre our renewal was property and
[1:43:43]
property went up across the board at
[1:43:45]
about
[1:43:45]
$100,000 uh uh for the city also our
[1:43:48]
building coverage and contents in
[1:43:50]
increase and that there were elements
[1:43:53]
within the fire service uh that
[1:43:55]
specifically increased in terms of our
[1:43:56]
contents the way we were describing it I
[1:43:58]
will say that the chief and I are
[1:44:00]
working going to be working on uh
[1:44:02]
looking at uh evaluating some of the
[1:44:04]
contents and the way our insurance is
[1:44:06]
going for the Fire Halls especially the
[1:44:08]
Halls that are um Station 2 and station
[1:44:10]
three uh so that we can better reflect
[1:44:13]
the uh contents and just see if there's
[1:44:15]
a different way of costing so that's
[1:44:17]
what that increase was about
[1:44:22]
and I think utilities is again just
[1:44:25]
across the board for all uh All City
[1:44:28]
facilities so that would be an increase
[1:44:30]
in the three Fire Halls uh the decrease
[1:44:33]
in materials in supplies kind of ties
[1:44:35]
back to uh the $188,000 reduction that
[1:44:39]
we talked on the first page the CAO
[1:44:41]
asked uh you know to kind of sharpen the
[1:44:43]
pencil and find find some money so
[1:44:46]
that's actually a reduction in our uh
[1:44:49]
fire equipment and Communications
[1:44:51]
budget line item um and then the
[1:44:53]
training I believe is that uh that's to
[1:44:57]
do with
[1:44:58]
building oh byw sorry
[1:45:01]

that was we had that budgeted for uh
[1:45:10]
because there's change in staff in byw
[1:45:19]

[1:45:42]
had that in an email uh from Ry uh this
[1:45:47]

we asked you to make efficiencies I

think as Council uh if we can come up
[1:46:28]
with other ideas how to fund some of our
[1:46:31]
uh some of the ones that we've uh
[1:46:34]
We've technically approved to dat then
[1:46:39]
that that's where that would come from
[1:46:40]
so yeah absolutely if if you we
[1:46:44]
Administration can go back and if that's
[1:46:46]
the direction uh to revise the funding
[1:46:50]
model in terms of you're you're speaking
[1:46:51]
to the replace vehicle replacement
[1:46:54]
Reserve well the in our last meeting
[1:46:57]
that where there was a request through a
[1:46:59]
report yeah on the capital side for the
[1:47:03]
3,792 correct um yeah just like if the
[1:47:08]
net after taking off a debt payment
[1:47:10]
that's retired on the uh on the on the
[1:47:14]
aerial truck um if if the difference
[1:47:17]
could fund these ongoing
[1:47:21]
um requests for c replacement because I
[1:47:24]
believe that's what the nature of the
[1:47:26]
increas was about that's all I'm just
[1:47:29]
I'm bringing it up uh as you know
[1:47:32]
something I noticed when I was going
[1:47:34]
through the sheet so so that's already
[1:47:36]
kind of occurring with what's happening
[1:47:37]
so $57,000 in debt is falling off and
[1:47:40]
then 300 is coming on so it's already W
[1:47:44]
know it is here on the budget it isn't
[1:47:47]
on on the increase in tax on the inas in
[1:47:51]
uh money that you're that you're
[1:47:53]
requesting to uh you're asking for
[1:47:56]
$300,000 more all I'm saying is could
[1:48:00]
this instead of that $300,000 request on
[1:48:02]
an annual basis um could it be $ 300,000
[1:48:06]
minus what we you've been uh you've been
[1:48:10]
allocating to debt repayment for the
[1:48:12]
aerial truck that's all I'm just so say
[1:48:15]
it's 250 for argument sake or whatever
[1:48:19]
um you know could that request could
[1:48:21]
that become the new
[1:48:23]
request and and and facilitate what your
[1:48:27]
requirements are that's okay so that's a
[1:48:29]
separate item than deciding to utilize
[1:48:31]
debt to purchase the vehicle I
[1:48:34]
understand this but my question I think
[1:48:35]
is a is a little bit different so in the
[1:48:39]
summary
[1:48:40]
sheet you know you have $891,000
[1:48:45]
8,100 yeah
[1:48:48]
89129 of that 3 ,000 uh 792 th000 a
[1:48:54]
majority of council voted to uh push
[1:48:57]
that forward in the budget process
[1:49:00]
um my question is back to that original
[1:49:04]
request not about this like additions
[1:49:07]
and deletions on this page on this
[1:49:09]
budget
[1:49:10]
page could the difference between like
[1:49:13]
instead of 300,000 and you have 57,000
[1:49:17]
that was an expense to your department
[1:49:19]
or debt reduction on a on a on an asset
[1:49:23]
um could it be the difference so it
[1:49:25]
would be
[1:49:26]
200 I don't know save
[1:49:30]
$243,000 or something like that instead
[1:49:32]
of 300,000 that's I'm going back to the
[1:49:35]
original report yeah it's it's not going
[1:49:37]
to reduce the tax levy origal the
[1:49:40]
$57,000 has already been
[1:49:42]
retired and so if you wanted to reduce
[1:49:45]
the Appropriations to reserve by
[1:49:48]
$50,000 that all that would do would
[1:49:50]
just there's no corresponding $57,000
[1:49:54]
back so that there if you wanted to
[1:49:56]
reduce the tax levy you could reduce the
[1:49:59]
300,000 but that the debt has been
[1:50:03]
retired and is now paid off okay um well
[1:50:07]
I mean it's my opinion not so we're not
[1:50:09]
here to make decisions I'm just throwing
[1:50:12]
uh I was just throwing something has an
[1:50:14]
idea uh it's not I don't think we want
[1:50:17]
to go into the meeting where we're not
[1:50:20]
we don't want to go wi and making
[1:50:21]
decisions and throwing that out for
[1:50:23]
information you can chew on it you can
[1:50:26]
do whatever you want with it um but
[1:50:28]
that's kind of what I was asking for is
[1:50:31]
if the if the if the net would do the
[1:50:35]
would
[1:50:36]
suffice uh and I understand accounting
[1:50:38]
about coming in coming out if the if the
[1:50:41]
difference would uh would would suffice
[1:50:45]
so but just just an observation

um something to look

[1:51:07]
Transportation thank you uh so
[1:51:09]
transportation is made up of the roads
[1:51:11]
engineering and uh Fleet groups in the
[1:51:15]
city um and so I can uh can
[1:51:20]
speak to the uh changes in revenue and
[1:51:24]
expenses year-over-year um starting on
[1:51:26]
the revenue side um the first four items
[1:51:32]
on the list uh infrastructure master
[1:51:34]
master plan sewer storm financing study
[1:51:37]
road salt study or sorry I'll speak to
[1:51:39]
the first three um those are studies
[1:51:42]
that are um either in the Strategic plan
[1:51:46]
or were committed to by uh the previous
[1:51:49]
director to my myself and um and
[1:51:51]
there'll be funding
[1:51:53]
through um uh appropriation scrum
[1:51:56]
reserves
[1:51:58]
um full transparency I I did I didn't
[1:52:01]
get to these this year um still intend
[1:52:04]
to follow through on doing those however
[1:52:07]
um the net change is that um because the
[1:52:10]
funding came through from the reserves
[1:52:14]
to fund the project and then the project
[1:52:16]
has gone uh unspent at this point that
[1:52:19]
money will sort of just flow back and
[1:52:21]
sit um available to be spent when our
[1:52:24]
team does get to these projects so um
[1:52:27]
we're we're we're going to work through
[1:52:29]
those and they are going to happen um it
[1:52:31]
just didn't happen in 2023 as was
[1:52:33]
originally planned um fuel station
[1:52:36]
software upgrade is um a project for our
[1:52:40]
bulk filling fuel station um that was
[1:52:43]
funded through the reserved obviously as
[1:52:44]
a onetime project um that funding comes
[1:52:47]
back off again um and then the uh Bridge
[1:52:51]
study is um amounts that come from the
[1:52:54]
reserve to fund the bridge audit that
[1:52:57]
the city undertakes every two years um
[1:53:00]
and then the last three items I believe
[1:53:03]
uh I'll let Heather and uh and Ry speak
[1:53:10]
to expit increase in revenues NE parking
[1:53:14]
findes mislan adjustments and those are
[1:53:18]
um compared to actual
[1:53:21]
um right like they're based on actual
[1:53:23]
experience so that's why we're and it's
[1:53:26]
Bas it's a volume adjust volume
[1:53:28]
increase so it's refinement of the
[1:53:31]
revenues so getting into expenses um
[1:53:34]
first we have the um $540,000
[1:53:39]
um uh allocation for the capital
[1:53:43]
increase to the roll roads projects for
[1:53:46]
service treated and loose toop gravel
[1:53:48]
roads
[1:53:50]
um secondly we have uh an adjustment to
[1:53:55]
our um salaries and benefits for uh an
[1:53:59]
allocation of a quarter of the the new
[1:54:01]
Public Works uh general manager position
[1:54:04]
and then also Roberta had previously U
[1:54:06]
mentioned the council that we had done a
[1:54:08]
shift in some of our staff for um
[1:54:11]
between sewer and water and roads for
[1:54:13]
coordinating um digs and utilization of
[1:54:15]
those resources so um back filling the
[1:54:18]
position on the road side is uh is what
[1:54:20]
makes up that that item um the next item
[1:54:24]
$118,000 in increased shop and uh garage
[1:54:28]
costs are associated uh 59,000 for
[1:54:31]
increase in uh diesel costs and 59,000
[1:54:35]
also for additional parts and materials
[1:54:38]
escalation costs for uh repairs and
[1:54:40]
maintenance that are
[1:54:42]
ongoing um winter control is a equipment
[1:54:47]
uh usage cost um um so uh ongoing um
[1:54:52]
equipment usage and uh costs that are
[1:54:54]
allocated to the roads Department from
[1:54:57]
um Fleet and then um we also have
[1:55:02]
overall um there is other pieces of
[1:55:04]
equipment um that in review of this uh
[1:55:08]
budget with the uh roads manager we
[1:55:11]
noted that um the the utilization that
[1:55:15]
had been um entered in
[1:55:18]
um was was trending to just uh to go a
[1:55:21]
little bit under by small amounts on
[1:55:23]
multiple pieces and so the Consolidated
[1:55:26]
amount of of right siding that is the
[1:55:28]
$26,000 reduction seen
[1:55:31]
there um Insurance again like uh Roberta
[1:55:34]
had mentioned that increase there um
[1:55:36]
increase in sand and salt costs pretty
[1:55:38]
self-explanatory for winter
[1:55:41]
control um and then we have decrease in
[1:55:43]
contract and
[1:55:44]
services so the first again the first
[1:55:47]
four projects there are similar to to
[1:55:49]
how I mentioned on the the revenue side
[1:55:51]
these are the projects that we will get
[1:55:53]
to and just um haven't gotten to yet the
[1:55:56]
fuel station um is a project that um is
[1:55:59]
nearing completion uh now and so that's
[1:56:01]
going to come off of the uh the plan
[1:56:03]
spend for next year um contracted
[1:56:07]
greater support a review of this I think
[1:56:10]
we myself and the roads manager um we uh
[1:56:14]
are realizing that our our dedicated own
[1:56:17]
forces on on greater support is uh
[1:56:19]
reducing the need to bring in contractor
[1:56:22]
support at an increased cost and so
[1:56:25]
we're managing that more through own
[1:56:26]
forces and so we've we've dropped a
[1:56:28]
reduction in there um roads contracts um
[1:56:33]
just reviewing um the uh the amounts for
[1:56:37]
brushing ditching um through contractor
[1:56:41]
support is uh is an a reduction through
[1:56:44]
there based on again the trends that
[1:56:46]
we're seeing on the last uh four to five
[1:56:48]
years of budgets that we reviewed and
[1:56:50]
what we're doing with our own forces um
[1:56:53]
Bridge study we'll have $100,000 spend
[1:56:55]
on that every two-year audit that's
[1:56:58]
completed um we we've allocated an
[1:57:00]
increase in our amount for uh docks and
[1:57:04]
Wars repairs and maintenance and uh and
[1:57:07]
that coincides with the large spend we
[1:57:10]
have on uh increasing our dock spacing
[1:57:13]
um uh that we received LFC uh funding
[1:57:17]
for we'll be working on um over the
[1:57:19]
winter and into next
[1:57:21]
year uh and then also the crossing guard
[1:57:25]
contract um Council would have seen my
[1:57:28]
report for the cost and guard contract
[1:57:30]
um back in a uh sorry in September I
[1:57:32]
believe that report came forward so this
[1:57:34]
is just an alignment with the uh the
[1:57:36]
newly received pricing for that
[1:57:40]
service um Ryan I'll let you speak to
[1:57:42]
the um recovery from
[1:57:45]
utilities
[1:57:50]

right so this is um these are actually
[1:58:00]
recoveries these are the garage and
[1:58:02]
Warehouse operations centers uh cost
[1:58:04]
recovery from the solid waste and Water
[1:58:08]
waste water utilities that are self uh
[1:58:10]
funded these are the costs that that are
[1:58:13]
being allocated uh to them and they come
[1:58:15]
back to uh public works or to
[1:58:18]
infrastructure as recovered amount so
[1:58:21]
they're increasing therefore it's a
[1:58:23]
reduction in the overall cost of the
[1:58:24]
expense level thereby reducing the
[1:58:27]
overall um tax levy here by
[1:58:33]
118,000 uh Street lighting principal
[1:58:36]
interest I think you going to take that
[1:58:37]
right um so this is another piece of
[1:58:40]
debt that is maturing uh the street
[1:58:42]
lighting there was debt that was taken
[1:58:44]
for that uh principal interest is uh is
[1:58:47]
been mat is complete uh this is a
[1:58:50]
reduction to expenses of
[1:58:54]
96,000 uh okay and then we also have a
[1:58:57]
one time decrease to uh the transfer to
[1:59:00]
reserves for um docks and warps so um I
[1:59:03]
think that aligns with what we' seen on
[1:59:05]
the first page there um we have computer
[1:59:09]
Replacements that have occurred and are
[1:59:11]
now um dropping off um as an expense for
[1:59:15]
the for the
[1:59:16]
Department um General decrease in
[1:59:20]
repairs and maintenance these are this
[1:59:24]
is again is a a review that we've
[1:59:25]
undertaken on our repairs and
[1:59:27]
maintenance costs across our facilities
[1:59:29]
and how our Trends were spending and
[1:59:31]
across multiple uh tens of buildings um
[1:59:35]
small increases have amounted to a
[1:59:37]
$112,000 reduction there um General uh
[1:59:42]
decrease in general sorry uh decrease in
[1:59:44]
general supplies for um for the roads
[1:59:47]
Department 6,000 uh dollars again made
[1:59:50]
up of multiple multiple um small
[1:59:54]
decreases um and then sorry uh Transit
[1:59:57]
and parking Heather is that materials
[2:00:00]
and supplies
[2:00:02]
for
[2:00:04]

there's miscellaneous adjustments again
[2:00:12]
um hundreds of lines uh that make up
[2:00:15]

recycling so um recycling is a a shared
[2:00:35]
service provided alongside our um
[2:00:38]
alongside our our curbside collection
[2:00:41]
for solid waste um runs over the
[2:00:43]
transfer facility um on the revenue side
[2:00:46]
we have the uh increase to our revenue
[2:00:50]
from both the the gfl contract and our
[2:00:54]
um circular materials uh contract um in
[2:00:57]
alignment the with the blue box
[2:00:59]
regulation um reviewed our our trend on
[2:01:03]
uh blue box sales so I think that's
[2:01:06]
starting to uh to drop off now I
[2:01:08]
understand that over the last few years
[2:01:09]
there's quite a few blue boxes that were
[2:01:12]
procured and sold and so um that's just
[2:01:14]
trending downward so um reduced that and
[2:01:17]
then also we've noted um an increase in
[2:01:20]
um scrap metal and um commercial
[2:01:24]
recyclable materials when we offload
[2:01:27]
those um there's some income from those
[2:01:29]
that we've uh noted are likely to uh
[2:01:31]
project an increase in revenue of
[2:01:35]
$4,000 uh reallocation of uh one
[2:01:38]
individual from um
[2:01:41]
recycling to the solid waste utility so
[2:01:45]
just based on the uh the oh sorry I let
[2:01:47]
Roberto speak yeah if I May uh so as
[2:01:50]
part of the review that was undertaken
[2:01:52]
with circular materials and just
[2:01:53]
everything that would be uh considered
[2:01:55]
to be recycling um this uh FTE was
[2:01:58]
predominantly servicing the transfer
[2:02:01]
station uh and so this FTE would remain
[2:02:04]
within the solid waste uh utility so
[2:02:06]
it's a decrease from our tax supported
[2:02:09]
on the recycling end uh but uh it is uh
[2:02:12]
more appropriately realigned to the
[2:02:14]
transfer facility where it was
[2:02:16]
performing
[2:02:17]
work
[2:02:20]
thank you um transportation cost of
[2:02:23]
recyclable materials to Winnipeg so um
[2:02:27]
as part of our gfl contract um operating
[2:02:30]
as the receiving facility we we have
[2:02:33]
ongoing transportation to Winnipeg that
[2:02:35]
is likely to drop off unless things
[2:02:38]
change um at the end of June um and that
[2:02:41]
service may or may not uh be overtaken
[2:02:45]
by gfl themselves or depending on what
[2:02:47]
other conversations we engage with them
[2:02:49]
them so um for now it's a it's a planned
[2:02:52]
uh reduction in our
[2:02:53]
expenses
[2:02:55]
um facility equipment uh usage um again
[2:03:00]
just going through with the uh general
[2:03:03]
manager of utilities on our equipment uh
[2:03:06]
allocation between uh the utility and uh
[2:03:09]
and Recycling services um just uh
[2:03:12]
streamlined where our um where equipment
[2:03:15]
allocations are going and aligning it
[2:03:17]
more with those different services and
[2:03:19]
potentially um with the change in the
[2:03:22]
receiving facility mid year it's going
[2:03:23]
to drop off some of the requirements on
[2:03:25]
the recycling side so there's a
[2:03:26]
reduction there um and then just small
[2:03:29]
inotes make up the last thousand in that
[2:03:32]
in that
[2:03:37]
grouping yeah as far as the decrease
[2:03:41]
decreasing transport cost of recycling
[2:03:43]
to Winnipeg explain so is it is it not
[2:03:47]
going to Winnipeg now and if it just
[2:03:49]
might not be our responsibility after
[2:03:52]
June so we have
[2:03:54]
to our our recycling for years has gone
[2:03:57]
to Winnipeg um under tax funded now that
[2:04:00]
we're operating as the receiving
[2:04:02]
facility under gfl who is under circular
[2:04:04]
materials into the province um we're
[2:04:06]
providing that service up to June that
[2:04:09]
we know of but after June it may not be
[2:04:12]
a requirement for ourselves so that
[2:04:14]
actually aligns with the revenue item
[2:04:15]
above for the revenue that we we receive
[2:04:18]
from GF
[2:04:19]
I see to cover that cost so that's
[2:04:21]
that's up in the air till after June
[2:04:23]
that's right what are some possible
[2:04:25]
scenarios um well gfl um as they
[2:04:29]
progress works at their at their
[2:04:31]
location to operate as a receiving
[2:04:33]
facility that uh I believe that
[2:04:39]
um I'm not sure actually I can sh that I
[2:04:42]
can that in open um but at their at
[2:04:44]
their location um if their operation
[2:04:48]
commen
[2:04:49]
in July of this year then that would be
[2:04:52]
a service that they would provide for
[2:04:58]
recycles thank
[2:05:03]
you so next one is H Cemetery that's
[2:05:06]
that's under my department but I'm going
[2:05:08]
to let Ryan speak to it specifically on
[2:05:10]
this uh this one item this one's uh
[2:05:13]
fairly straightforward um this the city
[2:05:17]
of canor has a contribution to the
[2:05:20]
cemetery to uh support their operations
[2:05:24]
we have a decrease in the contribution
[2:05:26]
to the cemetery the primary reason is is
[2:05:29]
the increasing Trend in revenues that
[2:05:30]
they're collecting um volumes uh have
[2:05:33]
increasing there's also uh fees that
[2:05:36]
have been increased in 2022 which are
[2:05:38]
also um reducing the pressure on the tax
[2:05:42]
uh supported uh contribution to the
[2:05:47]
cemetery
[2:06:04]
we're going to pause for we don't
[2:06:08]
have it might a little bit should we
[2:06:11]
aak MERS are G for maybe just
[2:06:17]

[2:06:47]

[2:09:07]
that that does include the parks
[2:09:08]
department from my area but Andrew is
[2:09:10]
going to speak mainly because that's
[2:09:12]
where all most of the uh the change
[2:09:14]
SL yeah so um this year we looked at the
[2:09:20]
budget and just new ways to augment our
[2:09:25]
game essentially um so you'll see in our
[2:09:28]
Revenue uh first of all you see the
[2:09:30]
increased revenue from attic programming
[2:09:33]
um we've had a very successful first
[2:09:36]
session of added swimming lessons that's
[2:09:38]
where the bulk of that additional
[2:09:40]
funding comes from where the additional
[2:09:42]
Revenue comes from um we are bringing on
[2:09:45]
more unique
[2:09:46]
programming uh including uh you know
[2:09:49]
leadership courses and Junior
[2:09:52]
Lifeguards um and this also will allow
[2:09:56]
for us to um when you look down at the
[2:10:00]
decrease in rental Revenue um some of
[2:10:04]
this is coming from the pool where we
[2:10:06]
are adding programming in and the
[2:10:08]
rentals are coming out um so once you
[2:10:11]
look at your instructional courses this
[2:10:13]
is where we have all of our lifeguarding
[2:10:16]
courses we're looking at at um having
[2:10:20]
our people provide those courses to
[2:10:22]
other communities and we're going to
[2:10:24]
take the revenue off of that um the
[2:10:26]
summer camps in the Summer where we get
[2:10:29]
revenue from that as well um when you
[2:10:32]
look at the increased revenue from
[2:10:34]
recreational programming we're offering
[2:10:36]
sponsored programming we're working
[2:10:38]
right now with Community groups um this
[2:10:41]
is a
[2:10:42]
forecast uh and we are adding more
[2:10:46]
programming um just in terms of of
[2:10:48]
individual programs um we do have a
[2:10:52]
increase in ice rental usage volume and
[2:10:54]
that follows directly from the canora
[2:10:57]
Islanders and uh the decrease in
[2:11:00]
transfer reserves to both uh Museum HVAC
[2:11:03]
systems and Library boil cycle study
[2:11:07]
believe we had sent this uh mooded a
[2:11:10]
couple years down the road correct I
[2:11:12]
think um and then did decrease in rental
[2:11:17]
Revenue a lot of this deres directly
[2:11:19]
from the lack of hotels um we seen Bal
[2:11:22]
Diamond Rental go downhill this year um
[2:11:25]
napin tournament was almost cut in half
[2:11:29]
so a lot of that is directly due to the
[2:11:32]
lack of um hospitality and then decrease
[2:11:35]
in ice pad rental just because we are
[2:11:38]
going to be rep replacing that so we
[2:11:40]
don't have any this year uh and then the
[2:11:43]
miscellaneous
[2:11:44]
adjustments um a lot of them a lot of
[2:11:47]
these come
[2:11:49]
from just the actuals we have this year
[2:11:52]
where we're noticing I think the biggest
[2:11:54]
thing that we're noticing is a a little
[2:11:56]
bit of a decrease in our um memberships
[2:12:00]
due to the other gyms coming on board in
[2:12:02]
the community um so once we look at our
[2:12:06]
expenses we do have a decreased transfer
[2:12:08]
to reserves um for each of
[2:12:12]
these uh increased City contribution to
[2:12:15]
the museum um that you can see it's
[2:12:18]
fairly substantial and that's um due to
[2:12:23]
reserves uh the museum had used reserves
[2:12:25]
in the past to um to offset the budget
[2:12:29]
um and then there's an increase in
[2:12:31]
utilities for all of our locations here
[2:12:34]
which is um pretty standard within the
[2:12:37]
rest of the city um an increase to the
[2:12:40]
city contribution to the liary um as
[2:12:43]
Crystal uh had put in her budget and we
[2:12:46]
had seen earlier on today
[2:12:48]
um there's an increase in
[2:12:51]
principal um due to the boat launch and
[2:12:53]
parking lot expansion that we had uh the
[2:12:56]
project is getting completed hopefully
[2:12:58]
this week and increase in insurance I
[2:13:02]
think that's pretty standard um just to
[2:13:04]
speak specifically on that um Parks uh
[2:13:07]
was one of the hardest hit areas in
[2:13:09]
terms of claims experience as a result
[2:13:12]
of flooding and damage so when you take
[2:13:15]
a look at um the property increase that
[2:13:17]
I reference before a larger share
[2:13:20]
increase was uh attributed to the parks
[2:13:23]
uh area especially like the the
[2:13:27]
infrastructure and then we move further
[2:13:29]
down you see uh our computer replacement
[2:13:32]
as for the schedule uh there is a fairly
[2:13:36]
minimal increase to salary and benefits
[2:13:39]
which is nice to see um and the
[2:13:42]
miscellaneous adjustments I want to kind
[2:13:45]
of com comment on the markless pucks
[2:13:47]
that Ry had mention that's exactly where
[2:13:48]
that's coming from so we no longer will
[2:13:51]
need a cleaning contract to clean our
[2:13:53]
boards because these marks markless PS
[2:13:55]
you can wash it off basically our staff
[2:13:57]
can so and as well when people would
[2:14:00]
bring their own pucks if you bring a
[2:14:02]
cold puck in maybe a little bit colder
[2:14:04]
than minus 10 they shatter glass so when
[2:14:07]
now we can maintain the temperature of
[2:14:10]
our pucks our glass likely it won't be
[2:14:12]
breaking but I didn't put that in just

contribution to the library uh so in

these budget sheets um shows
[2:14:40]
47,1 128 when I look back at what was uh
[2:14:45]
presented by the library board uh it's
[2:14:48]
got the city of
[2:14:49]
canora uh 2023 to
[2:14:53]
2024 it has
[2:14:55]
$72,000 is there something on is it's
[2:14:58]
got something to do with this decrease
[2:15:00]
in reserve absolutely yeah it's the
[2:15:03]
reserve transfers that are throwing that
[2:15:05]
number on we noticed that during the
[2:15:08]
presentation we
[2:15:12]
havei any other questions
[2:15:15]

the next next sections uh at development
[2:15:26]
tourism and Planning and
[2:15:28]
Building yeah so um I'll speak to this
[2:15:31]
so This represents uh janison uh my
[2:15:33]
department on a Consolidated basis um
[2:15:37]
there's nine items that I'd like to
[2:15:38]
highlight to you uh if you look at the
[2:15:41]
revenue um the first couple entries are
[2:15:43]
related to one-time projects so you will
[2:15:46]
see a credit in terms of money coming in
[2:15:48]
on the revenue side and similarly you
[2:15:50]
will see a a decrease in terms of an
[2:15:53]
expense coming out on the other side of
[2:15:55]
the ledger so uh the first one is the
[2:15:59]
$270,000 and the $30,000 for the
[2:16:02]
business attraction project uh we were
[2:16:04]
turned down for that through Fedor um
[2:16:08]
and so similarly if you look at the
[2:16:09]
expense side you'll see the
[2:16:10]
corresponding $300,000
[2:16:13]
entry um we have the um
[2:16:18]
uh the community Improvement plan so uh
[2:16:20]
what happened with Matt was we had a or
[2:16:22]
sorry not with Matt but with coid we had
[2:16:25]
a number of projects that were not
[2:16:27]
completed just because um local
[2:16:29]
companies were unable to get contractors
[2:16:32]
so we're not seeing that Trend
[2:16:34]
continuing in 200
[2:16:37]
um 24 so it's just a decrease in the
[2:16:40]
amount of spending that's going out by
[2:16:42]
way of uh
[2:16:43]
CIP uh similarly a onetime project is
[2:16:46]
completed uh this year uh will be the
[2:16:49]
active transport project or it was to be
[2:16:52]
completed when it was put on the books
[2:16:53]
uh doesn't represent any additional cost
[2:16:55]
in
[2:16:57]
2024 um uh in an effort to um when we
[2:17:02]
looked at uh what was going on in
[2:17:05]
2023 relative to the 2024 initial budget
[2:17:09]
uh we realized that um our volume in the
[2:17:11]
planning department and building
[2:17:13]
department was what much higher
[2:17:15]
therefore there is a relief back to the
[2:17:17]
company of $70,000 of incremental
[2:17:19]
Revenue coming in and then there's some
[2:17:22]
miscellaneous adjustments as well uh the
[2:17:25]
notables on the expense side that I
[2:17:26]
haven't already spoken about which was
[2:17:29]
related to the investment traction CIP
[2:17:31]
and the active transport um there is an
[2:17:34]
increase in salary uh benefits um and um
[2:17:39]
that's really due to the second Economic
[2:17:42]
Development uh officer coming on
[2:17:44]
board um there is some small insurance
[2:17:48]
and utility changes um the Northwestern
[2:17:52]
Business Center moved from its uh
[2:17:55]
previous location to the banister Center
[2:17:57]
so there's an increase in rent there and
[2:18:00]
then there's some other miscellaneous
[2:18:02]
adjustments for
[2:18:07]
4727 any than any questions

myself so the last um page last function
[2:18:25]
we have um in the operating side is our
[2:18:28]
external organizations um these com of
[2:18:32]
course of the Northwest Health Unit uh
[2:18:35]
District home for the age police Child
[2:18:37]
Care social housing uh Ontario Works and
[2:18:39]
land
[2:18:40]
ambulance um so we have a small increase
[2:18:45]
in the court security prisoner transport
[2:18:47]
grant program uh the agreement expired
[2:18:49]
in
[2:18:50]
2022 um we're showing one uh
[2:18:55]
$1,900 uh increasing in Revenue
[2:18:59]
there um we have the year-over-year
[2:19:01]
increase for the Ontario Provincial
[2:19:03]
Police billing of
[2:19:06]
98,000 that doesn't include I mean uh
[2:19:09]
sorry the 2023 uh included the rebate of
[2:19:12]
511 um so that's that's a large driver
[2:19:16]
of our cost in increase there um we have
[2:19:19]
other external
[2:19:20]
organizations um that the process we
[2:19:23]
take is uh obviously we don't have all
[2:19:25]
the information today uh if we're in the
[2:19:27]
absence of that we've been applying a 3%
[2:19:29]
increase on these
[2:19:31]
organizations and we found over the past
[2:19:34]
that that's been a fairly accurate way
[2:19:36]
of of projecting it albeit um some might
[2:19:40]
be a little bit higher than the 3% some
[2:19:42]
might come in a little under but overall
[2:19:44]
that 3% been holding true over the last
[2:19:46]
number of years
[2:19:48]
um so uh we have an increase in the
[2:19:50]
social housing of
[2:19:52]
172,000 increase for home uh for the
[2:19:55]
Aged of
[2:19:56]
63,000 increase for Northwest health
[2:19:59]
unit of
[2:20:00]
21,000 um and on decreases for land
[2:20:04]
ambulance and child care 75 and
[2:20:07]
41 um so that would conclude the
[2:20:11]
external portions and so at this point
[2:20:13]
we're still waiting for Pine Cross the
[2:20:15]
health unit and the kdsb final ly
[2:20:18]
members to be confirmed at the morning
[2:20:20]
correct and I think in the past we have
[2:20:24]
um maybe had it depending on the timing
[2:20:26]
and some of them we may not have had so
[2:20:28]
that estimate like I was mentioning it's
[2:20:30]
kind of held true in terms of that
[2:20:32]
absence of information and we just go
[2:20:35]
with the best that we have at the time
[2:20:37]
um so if one does come in and we'll to
[2:20:39]
fit it in we'll get that budget
[2:20:44]
amount sorry coun yeah ran um the 3%
[2:20:48]
increase that you that you forecast is
[2:20:51]
that like industry standard or is that
[2:20:53]
something that can you just give me some
[2:20:55]
context on that I think it's a good idea
[2:20:57]
and I think it's approved um just can
[2:20:59]
you give you some context on it uh
[2:21:01]
typically any type of increases that
[2:21:03]
we're putting on to our accounts um you
[2:21:06]
know reflect you know the the
[2:21:09]
departmental or the industry best
[2:21:11]
practice so if there's a construction
[2:21:14]
inflationary item that we're putting on
[2:21:16]
I would rely on maybe Greg's area to
[2:21:19]
provide that information to tell us what
[2:21:20]
the going rate is and he would expect to
[2:21:23]
put that into the budget for those types
[2:21:25]
of items um the these ones in particular
[2:21:29]
we're just using 3% because that's what
[2:21:31]
the actual experience over the last
[2:21:33]
maybe five to six years has shown us um
[2:21:36]
the problem is is we rely on the actuals
[2:21:38]
or the history that's just one factor um
[2:21:43]
you know in this last period of high
[2:21:45]
inflation Supply supply chain issues um
[2:21:50]
difficulty hiring you know wage
[2:21:52]
increases there's a whole bunch of
[2:21:53]
different things that now kind of
[2:21:56]
influence it so we hope that it stays in
[2:21:59]
3% I can't be certain that that's going
[2:22:01]
to continue on into the future we may
[2:22:03]
have a anomaly or a spike coming in here
[2:22:05]
but that's generally what history tells
[2:22:07]
us for this area yeah I agree those are
[2:22:09]
all those are all out of your control
[2:22:12]
but I think you're exercising Prudence
[2:22:14]
by picking a percentage and that there's
[2:22:17]
a margin ER I me that's that's common
[2:22:19]
sense that's going to happen but I think
[2:22:20]
it's good work
[2:22:22]

let's get through this how
[2:22:53]
before okay perfect okay so in front of
[2:22:56]
you here uh on this final this page 28
[2:22:59]
is the city of canar debt financing uh
[2:23:02]
24 to 26 budget um that's what this is
[2:23:05]
for so the the top section is
[2:23:09]
essentially our outstanding debt um
[2:23:12]
principle and interest for as it stands
[2:23:14]
for 2024 so we have 8.9 milli ion uh um
[2:23:18]
in outstanding debt which uh there's 2.6
[2:23:22]
million in interest attached to that so
[2:23:24]
what that equates to is a million 74,000
[2:23:28]
in annual repayment um today um you can
[2:23:32]
see off to the right I've uh included
[2:23:34]
the expiry so you can see when some of
[2:23:36]
those debt pieces fall off um you know
[2:23:40]
uh a number of those of course they're
[2:23:42]
going to go for a long period of time
[2:23:44]
you know the boat launch uh 2048 um the
[2:23:47]
idea is that we're advertizing that over
[2:23:49]
the life useful life um and we um that
[2:23:52]
that's our approach in terms of how long
[2:23:54]
we go with the debt um just yes so this
[2:23:57]
is the external um we're
[2:24:00]
forecasting um this the bottom section
[2:24:03]
is the new debt is what we're
[2:24:05]
forecasting and there's a number of day
[2:24:07]
uh years when they start we're planning
[2:24:09]
for it to come online from 2025 to
[2:24:12]
2028 and when that's all like uh so when
[2:24:17]
said all all that debts online we're
[2:24:18]
looking at about another 27 thou $27
[2:24:20]
million in
[2:24:22]
debt um which would equate so about $2.3
[2:24:25]
million annual repayment uh on all that
[2:24:29]
debt um so I think this is just
[2:24:31]
demonstrating you know here's where we
[2:24:33]
are with debt here's where we planning
[2:24:35]
to go with our debt limits um the chart
[2:24:39]
below uh kind of provides you some
[2:24:41]
context of when you know the spike in
[2:24:44]
annual payment will be and roughly
[2:24:47]
around 2027 we'll be up around that 2.32
[2:24:50]
2.2 million range and then it should
[2:24:53]
drop down to the 1.6 and go for 1.6 over
[2:24:57]
the next 10 years you know this is just
[2:25:00]
to give some visibility on the upcoming
[2:25:02]
debt um one things I would one thing I
[2:25:05]
would highlight is that we don't have um
[2:25:09]
the um Hospital project on here so any
[2:25:12]
of the
[2:25:13]
infrastructure um that's planned you
[2:25:15]
know it may result in a Deb a debt ad or
[2:25:18]
an add to the debt um load for us
[2:25:22]
um so you know we want to keep that in
[2:25:25]
mind I'm not sure I think preliminary
[2:25:27]
they're looking at 17 to 20 million um
[2:25:30]
it's hard to say at this point in
[2:25:33]
time um
[2:25:36]
the um so so with the debt we get a
[2:25:39]
provincial uh annual repayment limit is
[2:25:42]
what they provide us and it's based off
[2:25:43]
our financial return so what they say uh
[2:25:48]
our our limit is is 12.3 million so they
[2:25:53]
say we can have principal and interest
[2:25:55]
payments up to 12.3 million which I
[2:25:58]
think we all know around this tailes a
[2:25:59]
bit would was is way more than we are
[2:26:02]
comfortable with or we can afford um the
[2:26:06]
so we're working on a debt policy and
[2:26:08]
we're looking to do something in the
[2:26:09]
neighborhood of about 10% of our you
[2:26:12]
know our tax revenue or own source
[2:26:14]
revenue and so what that would mean is
[2:26:16]
if we took that approach our limit would
[2:26:19]
be somewhere in the range of 3 million
[2:26:21]
for 23 3.3 million in 24 around around
[2:26:26]
that around that area would be something
[2:26:28]
that we would be our upper limit of
[2:26:31]
course the affordability and the impact
[2:26:34]
of rate pairs also has to be taken into
[2:26:36]
account when we're making these types of
[2:26:38]
decisions um uh on
[2:26:41]
debt any uh
[2:26:44]
questions deputy mayor uh just a
[2:26:47]
question on DTR off
[2:26:50]
and um in 20 like in when we're doing
[2:26:54]
the 2023 budget capital budget didn't we
[2:26:58]
defer that to the very end of uh um I
[2:27:02]
was looking for here in the capital I
[2:27:04]
thought we defer that into
[2:27:09]
2026 you know at the October 12th
[2:27:12]
meeting this is the October 12th meeting
[2:27:14]
or am I one meeting early
[2:27:17]
anyways the the final page uh it's the
[2:27:20]
the final page on the capital budget
[2:27:22]
Council saw this this year and approved
[2:27:25]
uh study uh prep work in 2024 and
[2:27:29]
Construction in 2026 so that's still a
[2:27:32]
change uh that council could make at the
[2:27:34]
committee of the whole meeting would
[2:27:36]
come back on tackle but that's the
[2:27:38]
direction that council's provided to
[2:27:40]
Administration today okay my my mistake
[2:27:43]
I think that was probably the front end
[2:27:45]
of the meeting on this uh and I I recall
[2:27:48]
from last year and that I know we we
[2:27:50]
pushed it uh along the five years thank
[2:27:54]

questions um all right uh the final page
[2:28:14]
we have here is our uh schedule of
[2:28:17]
reserves
[2:28:19]
um essentially uh you know the opening
[2:28:22]
uh balance is uh forecasted of course
[2:28:25]
right now because this would be you know
[2:28:27]
there's
[2:28:28]
2023 uh adjustments that have to come
[2:28:30]
through and of course the 2022 is is UNA
[2:28:33]
audited so there's still some minor
[2:28:35]
adjustments but what that does it takes
[2:28:37]
into account our budgeted or planned
[2:28:40]
spending Reserve transfers and things
[2:28:42]
that have been appr previously approved
[2:28:45]
um to get us to the opening balance
[2:28:46]
balance um we have um the transfers to
[2:28:51]
reserves so these are the items that are
[2:28:53]
coming in from the operating we have the
[2:28:56]
transfer from the reserve so that could
[2:28:58]
be anything that's coming in between the
[2:29:00]
the reserve categories or into the
[2:29:02]
operating to fund uh for example a study
[2:29:05]
or something of that nature and then we
[2:29:07]
also have the capital contributions uh
[2:29:10]
which are funding actual capital
[2:29:12]
projects to get us to the closing
[2:29:14]
balance um and these are um grouped uh
[2:29:19]
in specific um groups I suppose special
[2:29:24]
purpose fiscal stabilization uh Capital
[2:29:28]
facilities or Capital Works um the
[2:29:31]
special purpose would be something like
[2:29:33]
snow clearing or winter
[2:29:36]
control
[2:29:41]
um not sure what else um so I think you
[2:29:45]
know we're moving um um slowly down you
[2:29:48]
know we're coming from 179 in terms of
[2:29:50]
our ending balance on the operating side
[2:29:53]
and it's coming down to 173 is what
[2:29:55]
we're forecasting so it's just it's a
[2:29:58]
it's a little bit of a further reduction
[2:29:59]
of The Reserve
[2:30:01]
balance um some of the larger reserves
[2:30:04]
maybe I can give you um some examples
[2:30:07]
would be like one of our you know
[2:30:09]
vehicle and Equipment um like the
[2:30:11]
vehicle replacement reserves that's a
[2:30:14]
fairly large one um if about
[2:30:18]
uh we have our contingency sitting at
[2:30:21]
around 2.6 we have like a working
[2:30:24]
capital reserve amount in there that
[2:30:26]
helps the city um you know pay bills and
[2:30:30]
have amounts in the bank so that we can
[2:30:32]
carry us forward into uh the taxation or
[2:30:34]
billing periods so there's so there's
[2:30:36]
Capital working capital in there that we
[2:30:38]
need 4.4 I just want to jump on that a
[2:30:40]
little bit more on that uh working
[2:30:42]
capital so a lot of municipalities many
[2:30:44]
in fact operate on a line credit like
[2:30:47]
when you're sort of waiting for the the
[2:30:48]
the tax revenue to come in we're very
[2:30:50]
fortunate that we're able to cash flow
[2:30:52]
that through our reserves so we don't
[2:30:53]
have a line of credit to support our
[2:30:55]
operations so um that that having a
[2:30:58]
healthy balance in there just really
[2:30:59]
helps us make sure that the bills are
[2:31:01]
getting paid as we wait on our
[2:31:03]
to intake periods can highlight that for
[2:31:07]
Council that's a prudent approach to to
[2:31:10]
uh to to carry us through versus the uh
[2:31:13]
paying on a line of credit um
[2:31:17]
uh another piece you know we have
[2:31:18]
another 1.4 in our parking Reserve um
[2:31:22]
and and then maybe there's the last one
[2:31:24]
I'll mention uh is the uh special
[2:31:28]
special purpose so the infra the land um
[2:31:31]
future Land Development is sitting at
[2:31:33]
about 3.1 million in that Reserve so
[2:31:37]
those are some of the high level uh
[2:31:39]
Reserve amounts of course there's some
[2:31:41]
smaller ones that are um used to help
[2:31:44]
facilitate some of projects and in other
[2:31:47]
items listed
[2:31:50]

shareholders agreement uh between the uh

city of canora and city of Thunder Bay
[3:23:26]
and Synergy North Corporation the
[3:23:29]
um the necessity to move forward with
[3:23:32]
this amendment today is driven by
[3:23:33]
Synergy North cost of service
[3:23:34]
application which is a regular process
[3:23:36]
that uh any um uh LDC
[3:23:42]
uh sorry which stands
[3:23:44]
for help me out local distribution local
[3:23:48]
distribution goes through uh every 5
[3:23:50]
years just to ensure that their rates
[3:23:52]
are modern and uh have been through a
[3:23:54]
rigorous examination process by the
[3:23:57]
Ontario uh energy board and there's a
[3:24:00]
couple details in here just regarding
[3:24:01]
the relationship uh between the city of
[3:24:03]
thunderbay city of canora and cgy North
[3:24:06]
Corporation um that just need tweaked in
[3:24:09]
order to facilitate uh the cost of Serv
[3:24:11]
application and uh that's that's really
[3:24:14]
why we're here
[3:24:19]
today I think so okay uh so thank you

very much uh so we do have uh resolution

corporation of the city TV holds all of

the issued and outstanding shares in the

capital of TB hydro and whereas TB hydro
[3:25:05]
canora and SN are parties to an amended
[3:25:08]
and restated unanimous stakeholders
[3:25:10]
agreement the USA dated as of January
[3:25:13]
1st
[3:25:14]
2019 and and whereas TB holds a
[3:25:17]
promisory note the note uh dated as of
[3:25:21]
April 19th 2013 issued by SN in its
[3:25:24]
capacity as successor to the original
[3:25:26]
issue of the note thunderbay hydro
[3:25:28]
electricity distribution Inc pursuant to
[3:25:31]
which SN shall repay the principal
[3:25:33]
amount thereof to TB on demand and
[3:25:36]
whereas in connection with the
[3:25:37]
transition from the rate minimization
[3:25:39]
model as defined in the USA a to a rate
[3:25:42]
of return model as defined in the draft
[3:25:44]
anr USA with respect to SN a TBN SN wish
[3:25:50]
to uh make certain amendments to the
[3:25:53]
notice sorry to the note to provide for
[3:25:55]
the payment of interest at the
[3:25:56]
established rate as defined in the
[3:25:58]
draftr USA and the partial principal
[3:26:02]
repayment collectively the TB note
[3:26:05]
amendments and B SN wishes to repay a
[3:26:08]
portion of the principle of the note the
[3:26:10]
partial princip repayment and such
[3:26:12]
repayment requires the approval of TV
[3:26:14]
hydro and canora pursuant to the USA and
[3:26:18]
C to enable the partial principal
[3:26:20]
repayment SN wishes to enter into

financing Arrangements the financing

including the provision of security with

Toronto Dominion Bank TD substantially

resolution of SN to approve the TV note
[3:27:13]
amendments the partial principal
[3:27:15]
repayment and the financing and three
[3:27:18]
the execution and delivery by the city
[3:27:20]
of the an anr USA and the performance by
[3:27:23]
it of its obligations thereunder
[3:27:25]
substantially in the form and on the
[3:27:27]
terms set out in the draft an anr USA
[3:27:30]
with such deletions amendments or
[3:27:32]
additions thet as the city there to
[3:27:35]
pardon me as the chief administrative
[3:27:37]
officer or other duly authorized
[3:27:39]
representative of the city the
[3:27:41]
authorized representative May determine
[3:27:44]
is authorized and approved the execution
[3:27:46]
of such anr USA in accordance with the
[3:27:48]
provisions of the paragraph below being
[3:27:51]
conclusive evidence of such
[3:27:52]
determination and four the authorized
[3:27:55]
representative is authorized and
[3:27:57]
directed for and in the name of and on
[3:28:01]
behalf of the city to e execute and
[3:28:03]
deliver the an anr USA substantially in
[3:28:06]
the form and on the terms set out in the
[3:28:08]
draft an R USA with deletions amendments
[3:28:12]
or additions thereto as the authorized
[3:28:15]
representative May in his or her
[3:28:16]
absolute discretion determine the
[3:28:19]
execution of such investments in
[3:28:20]
accordance with the provisions of this
[3:28:22]
paragraph the conclusive evidence of
[3:28:24]
such determination and five the
[3:28:27]
authorized representative is authorized
[3:28:29]
and directed for and in the name of and
[3:28:32]
on behalf of the city to execute and
[3:28:34]
deliver a sh shareholder resolution of
[3:28:37]
SN and of all such other agreements
[3:28:40]
amendments instruments certificates
[3:28:43]
resolutions and other documents and to
[3:28:45]
do all such other acts and things as the
[3:28:47]
authorized representative May determine
[3:28:49]
to be necessary or advisable in
[3:28:51]
connection with the anr USA and the
[3:28:54]
financing and to carry out the intention
[3:28:57]
of the foregoing resolution the
[3:28:59]
execution and delivery of any such
[3:29:01]
agreement Amendment instrument
[3:29:03]
certificate resolution or other document
[3:29:06]
or the doing of any such other act or
[3:29:08]

being conclusive evidence of such
