Longmont residents and employees of the
[1:14]
city of Longmont may speak during first

[1:23]
will not call your name. Each speaker is
[1:25]
limited to three minutes.
[1:28]
Anyone may speak on second reading or
[1:31]
public hearing um public hearing of an
[1:34]

[1:36]
to the speaker list for the specific
[1:38]
item before the meeting. Anyone may
[1:41]
speak during final call public invited
[1:43]
to be heard. Members of the audience
[1:45]
shall refrain from vulgar, disruptive,
[1:48]
or abusive language, applause, heckling,
[1:50]
or other actions that interfere with the
[1:53]
orderly function of council. May I have
[1:56]
a um so we are now at the approval of
[1:58]
the December 16th, 2025 minutes. Uh may
[2:00]
I have a motion to approve the minutes?
[2:03]
>> Okay, so the um motion has been made by
[2:06]
» Okay, so the um motion has been made by
[2:06]
Mayor Prom McCoy. And do I have a
[2:09]
second?
[2:09]
>> Second.
[2:10]
» Second.
[2:10]
>> Um and council member Prietto has
[2:12]
» Um and council member Prietto has
[2:12]
seconded that. Is there discussion?
[2:15]
Okay, there you are. Council member
[2:18]
Christ.
[2:19]
Um, hold on. There you go.
[2:26]
so I noticed we had a discussion early
[2:28]
on um in terms of our um appointments to
[2:32]
boards about the airport advisory board
[2:35]
and after that uh we had other
[2:38]
appointments that we made where we were
[2:39]
not able to fill the boards and it says
[2:43]
that council did not fill this seat and
[2:47]
I I just want to be clear that there was
[2:49]
no controversy in any of the other
[2:50]
boards and so I'm suggesting that maybe
[2:53]
we add having the words having no other
[2:58]
um applications that seat was not filled
[3:02]
for what whichever board it is
[3:06]
>> specifically what page are you looking
[3:07]
» specifically what page are you looking
[3:08]
on
[3:08]
>> I just want to see the language
[3:10]
» I just want to see the language
[3:10]
>> and I'm trying to find it now because um
[3:14]
» and I'm trying to find it now because um
[3:14]
let's see
[3:17]
let me make sure I'm in the right one
[3:19]
here
[3:22]
that happened later in the
[3:26]
So hang on.
[3:36]
» Start on.
[3:38]
>> Thank you.
[3:41]
» Okay. I'm only on 10. So
[3:43]
>> Okay. If you refer to 16 and 17.
[3:48]
» Okay. If you refer to 16 and 17.
[3:48]
Thank you, councelor Mercy.
[3:49]
>> Yes.
[3:52]
» Yes.
[3:52]
>> Okay.
[3:58]
So on page 16 [sighs]
[4:00]
um
[4:02]
there was a discussion about the airport
[4:04]
advisory board and um reopening
[4:06]
applications and then um
[4:12]
later on for instance on 17 it uh the it
[4:16]
is annotated that one vacancy was not
[4:18]
filled without explanation.
[4:21]
And um whereas uh when it comes to the
[4:25]
golf course advisory board, it says no
[4:27]
applications were received for this
[4:28]
board. Thus, two vacancies were not
[4:30]
filled. So I just want to be consistent
[4:32]
and say uh where
[4:36]
um for instance housing and human ser
[4:40]
human services
[4:42]
uh
[4:44]
we appointed one individual and then
[4:47]
three vacancies were not filled. And so
[4:50]
I would like to add a verbiage that says
[4:52]
having no other applicants, three
[4:55]
vacancies were not filled
[5:00]
because then you go to master board of
[5:02]
appeals and it says no applications were
[5:03]
received. Thus, three vacancies were not
[5:06]
filled. Um
[5:10]
so um so Don
[5:13]
is that something we can just amend? Do
[5:16]
you want um do you need a
[5:19]
>> We can make that addition. That's
[5:20]
» We can make that addition. That's
[5:20]
>> We can make it that addition. Okay.
[5:23]
» We can make it that addition. Okay.
[5:23]
>> Or that correction amendment. Okay. And
[5:24]
» Or that correction amendment. Okay. And
[5:24]
before we route them to you for final
[5:26]
signature.
[5:27]
>> Okay. Does anyone is anyone in
[5:29]
» Okay. Does anyone is anyone in
[5:29]
opposition of making the adjustment to
[5:32]
for um consistency in language.
[5:36]
Okay. So,
[5:39]
okay. Let me go back to the main page.
[5:41]
So, we have an open motion. So to
[5:44]
approve the December 16th, 2025 minutes
[5:49]
with the um clarification in board
[5:53]
appointments.
[5:55]
Um
[5:57]
so Mayor Prom, do you
[5:59]
>> I'm fine with that.
[6:00]
» I'm fine with that.
[6:00]
>> Okay. Okay. So let's go ahead and vote
[6:03]
» Okay. Okay. So let's go ahead and vote
[6:03]
on the motion with the changes.
[6:09]
>> We do. We have the options. options.
[6:13]
» We're not supposed to have all those
[6:15]
options. [laughter]
[6:19]
» Okay. So, um the minutes have been
[6:22]
approved. They carry um unanimously.
[6:26]
>> Okay. I see Alex's name on there, but
[6:29]
» Okay. I see Alex's name on there, but
[6:29]
not yet.
[6:31]
Okay.
[6:34]
So now we are on to agenda re um
[6:36]
revisions, submissions of documents and
[6:38]
motions to direct city manager to add
[6:41]
future agenda items. Um do we have any
[6:45]
are there any agenda revisions or
[6:48]
motions to
[6:51]
um for future agenda items? Council
[6:54]
member
[6:56]
Marcen.
[6:57]
>> Thank you, Mayor. I move that we direct
[6:58]
» Thank you, Mayor. I move that we direct
[6:58]
the city manager to place on the agenda
[7:00]
for the February 3rd study session an
[7:03]
item to review and discuss rule 27
[7:06]
sections F through M of the city council
[7:09]
rules of procedure related to board and
[7:12]
commission appointments prior to the
[7:15]
next board and commission recruitment
[7:16]
cycle.
[7:17]
>> Seconded.
[7:19]
» Seconded.
[7:19]
>> Okay. So um the motion has been made by
[7:23]
» Okay. So um the motion has been made by
[7:23]
council member Marcen, seconded by
[7:25]
council member McCoy. Um, so we Oops, I
[7:28]
accidentally turned you off. It um, so I
[7:31]
was going to ask if we had any
[7:32]
discussion. Council member Popkin.
[7:35]
>> Yeah, thank you, Mayor, and thank you,
[7:36]
» Yeah, thank you, Mayor, and thank you,
[7:36]
uh, Council Member Marcos. Just for, uh,
[7:38]
those of us who don't have the rules and
[7:40]
procedures up in front of us and for the
[7:42]
members of the public here, could you
[7:43]
just elaborate on what those specific
[7:44]
rules refer to? Yeah, essentially rule
[7:46]
27 was a rule added, my understanding
[7:48]
mayor would have the history better
[7:50]
around 2019 2020 that reestablished a
[7:52]
new process for how board and
[7:54]
commissions were to be appointed, for
[7:56]
how members were to be appointed. It
[7:57]
essentially empowered boards to have a
[7:59]
significant say in in that overall
[8:02]
process. Sections F through M
[8:03]
specifically speaks to how that is to
[8:05]
happen. Boards will interview
[8:07]
candidates, recommend candidates, etc.,
[8:09]
etc. I'm not necessarily tonight
[8:11]
commenting on the substance of of you
[8:13]
know what the conversation is. I'm
[8:15]
saying we need to have that conversation
[8:16]
about whether that specific section of
[8:19]
our rules of procedure and how the board
[8:20]
appointment process currently works is
[8:23]
still working for us as a council. And
[8:25]
that's and and to do that before we open
[8:27]
up the process again.
[8:29]
>> Uh thank you council member Russ. And
[8:30]
» Uh thank you council member Russ. And
[8:30]
then the other question I had uh I think
[8:32]
maybe this is for the mayor. Um, do we
[8:34]
have any study session yet planned where
[8:36]
we're talking about kind of uh council's
[8:39]
expectation like process and
[8:41]
expectations for what we desire from uh
[8:44]
proactively from our boards and
[8:45]
commissions yet? I know that topic came
[8:47]
up a little bit the end of last year and
[8:48]
so I'm just curious if that's scheduled
[8:50]
yet. So I had during the last discussion
[8:53]
asked to be put on a future agenda a
[8:55]
discussion on our liaison
[8:57]
>> but I'm almost wondering and we'll we'll
[8:59]
» but I'm almost wondering and we'll we'll
[8:59]
once we discuss around retreat that
[9:02]
might be a better conversation for the
[9:04]
retreat since it's not
[9:06]
>> actually it might not be changing langu
[9:09]
» actually it might not be changing langu
[9:09]
it's not going to be changing language
[9:10]
on our rules of procedure it's just how
[9:12]
we conduct ourselves and we're all on
[9:14]
the same page for liaison you know our
[9:17]
conduct as liaison Um, so I I feel like
[9:22]
those are two separate conversations
[9:25]
even though they're related to advisory
[9:26]
boards.
[9:27]
>> Oh, that's fine. I was just curious if
[9:28]
» Oh, that's fine. I was just curious if
[9:28]
that was
[9:28]
>> so that Yeah, I don't I don't want to
[9:30]
» so that Yeah, I don't I don't want to
[9:30]
interweave those two together. Um, so
[9:33]
yeah. So I hope that answers that.
[9:34]
>> It does. Thank you.
[9:35]
» It does. Thank you.
[9:35]
>> Very good. Okay. Do we have any other
[9:38]
» Very good. Okay. Do we have any other
[9:38]
Okay.
[9:39]
>> Okay. So if we don't have any other
[9:42]
» Okay. So if we don't have any other
[9:42]
discussion on the matter, let's go ahead
[9:44]
and vote.
[9:53]
Okay. And the um motion carries
[9:55]
unanimously to add to a February 3rd
[9:58]
study session item um to discuss rule 27
[10:02]
of our council rules and procedures.
[10:06]
Okay. So now we are on to Oh, unless we
[10:09]
have Oh, yeah. You too. There you go.
[10:12]
Thank you. Um Council Member Christ.
[10:16]
Thank you, mayor. I move that we also
[10:20]
bring back on February 3rd study session
[10:22]
a discussion about our city flag and
[10:26]
installing a new flag pole at the civic
[10:29]
center.
[10:32]
» Seconded.
[10:33]
>> Thank you. Okay. So, the motion to um
[10:36]
» Thank you. Okay. So, the motion to um
[10:36]
discuss our city flag and
[10:38]
>> was the other and a flag pole um in
[10:41]
» was the other and a flag pole um in
[10:41]
front of our civic center was made by
[10:43]
council member Chris, seconded by
[10:45]
council member McCoy. Do we have any
[10:46]
discussion on the matter? Um council
[10:49]
member Marcy.
[10:51]
>> Thank you, mayor. Just a quick question.
[10:52]
» Thank you, mayor. Just a quick question.
[10:52]
And council member Christ, is your hope
[10:53]
with the motion and the discussion to
[10:56]
discuss the appearance of the flag, the
[10:59]
contents of the flag, or just hanging
[11:01]
the current city flag in its own space
[11:04]
in front of the the in front of on a new
[11:06]
flag pole? Like what is the intent? Is
[11:08]
it a broader conversation about the flag
[11:10]
or just about placement? Because we've
[11:12]
had members of the public come forward
[11:13]
and comment about the flag. So, I'm
[11:15]
looking to just wonder what the scope
[11:16]
you're looking for here is.
[11:20]
>> Well, thank you, Council Marzy.
[11:22]
» Well, thank you, Council Marzy.
[11:22]
Uh first of all, I think we should fly
[11:25]
the flag that we have, you know, with
[11:26]
pride and uh we have it second to the uh
[11:30]
Colorado flag at the at this time. Would
[11:33]
be nice to have its own flag pole, but
[11:35]
secondarily, this is also our America
[11:38]
250, Colorado 150 celebration year. And
[11:41]
I realize that our flag is about 52
[11:44]
years old. And maybe this is a good time
[11:47]
to reconsider and come up with a
[11:49]
commemorate commemorative flag perhaps
[11:52]
to to mark our 150th and 250th
[11:56]
anniversary and um other members of the
[12:00]
public has have discussed this with our
[12:01]
staff and it seems like there would be
[12:04]
some expense to putting in a new flag
[12:06]
pole. uh one of the national initiatives
[12:09]
is to create service uh year of service
[12:13]
for America 250. And so I would just
[12:15]
like to have a discussion on February
[12:17]
3rd about what do we need to do to have
[12:20]
that happen so that we can take it
[12:22]
forward to the public, find funding for
[12:24]
it if there is um interest in it and um
[12:28]
can make it happen.
[12:30]
>> So clarification on the it. So, I heard
[12:33]
» So clarification on the it. So, I heard
[12:33]
you say um it So, are you referring to
[12:36]
the flag pole for public input on the
[12:39]
flag pole or public input on redesigning
[12:42]
the flag?
[12:43]
>> Both would have some expense. So, it' be
[12:45]
» Both would have some expense. So, it' be
[12:45]
nice to know how much for each
[12:47]
>> for each. Okay.
[12:48]
» for each. Okay.
[12:48]
>> And then see if we can get participation
[12:50]
» And then see if we can get participation
[12:50]
to do one or both.
[12:53]
>> Okay. Um so, we're not making up our
[12:56]
» Okay. Um so, we're not making up our
[12:56]
mind tonight. It would just be voting to
[12:58]
to put this on a future study session
[13:00]
item. Um, are there any other questions?
[13:05]
Okay. So, let's go ahead and vote.
[13:16]
Okay. So, that carries. Um, the motion
[13:18]
carries. Um, five to one with council
[13:21]
member Marcine in descent.
[13:25]
>> Oh, okay. Well, we can bring it forward
[13:27]
» Oh, okay. Well, we can bring it forward
[13:27]
to discuss and then you could say I love
[13:29]
the current flag. Don't change it. So,
[13:32]
[laughter]
[13:33]
okay. So, um, now we're on to the city
[13:36]
manager's report. Does the city manager
[13:38]
have a report?
[13:38]
>> No report, mayor, council.
[13:40]
» No report, mayor, council.
[13:40]
>> Okay. Thank you. We are now on to
[13:42]
» Okay. Thank you. We are now on to
[13:42]
special reports and presentations. Um,
[13:45]
so we are now at item A, the
[13:47]
administration of oath of office to city
[13:49]
council member Ward 3 after election by
[13:52]
acclamation. Um, I'm inviting our city
[13:55]
clerk, Don Kintana, to administer oath
[13:58]
of office to council member Kulkoffer.
[14:01]
And I hope I said it correct.
[14:11]
» Test test.
[14:20]
Extend.
[14:26]
» I'm gonna have you hold the microphone.
[14:27]
>> What if I drop it?
[14:28]
» What if I drop it?

>> In your left hand.

[15:59]
proclamation designating January 12th
[16:02]
through the 19th, 2026 as honoring Dr.
[16:05]
Dr. Martin Luther King Jr. Week in
[16:07]
Longmont, Colorado. So, I would like to
[16:09]
invite the members of the MLK planning
[16:12]
committee to accept the um um
[16:15]
proclamation. But let me before we
[16:16]
begin, I'm going to go ahead and read
[16:18]
the proclamation. So we have here a
[16:21]
proclamation designating January 12th
[16:24]
through the 19th, 2026 as honoring Dr.
[16:27]
Martin Luther King Jr. week in Longmont,
[16:29]
Colorado. Whereas January 19th, 2026
[16:33]
marks Dr. Martin Luther King Jr. holiday
[16:37]
on which uh we honor Dr. King's
[16:40]
unwavering fight for the absence of
[16:42]
oppression and the presence of
[16:45]
opportunity for all who sacrificed to
[16:47]
sew the seeds for a movement of peace,
[16:50]
equality, and justice. And whereas
[16:53]
across the nation, in the state of
[16:55]
Colorado, and in the city of Longmont,
[16:57]
honoring Dr. King has become a week of
[16:59]
service within our communities. Events
[17:01]
held throughout Boulder County are made
[17:04]
possible by the commitment and
[17:05]
dedication of volunteers from diverse
[17:07]
backgrounds. hand. Whereas the combined
[17:10]
efforts of those volunteers are a
[17:13]
fulfillment of Dr. King's dream and
[17:15]
highlight the importance of the civil
[17:17]
rights movement and the need to act. And
[17:20]
whereas Mr. Robert Trey Morris III
[17:24]
through his commitment to Longmont youth
[17:26]
and families has given many years of
[17:28]
steadfast support to Martin Luther King
[17:31]
Jr. programming and values throughout
[17:34]
the community. Now therefore, I, Susie
[17:36]
Algo Farering, mayor, by virtue of the
[17:39]
authority vested in me and the city
[17:41]
council of the city of Longmont, do
[17:42]
hereby proclaim the week of January 12th
[17:45]
through the 19th, 2026 as honoring Dr.
[17:48]
Martin Luther King Jr. week in Longmont
[17:51]
and invite all to attend this exciting
[17:53]
program honoring Dr. King. Thank you.
[17:57]
So, would um the members of the
[17:59]
committee like to
[18:01]
come on up and speak? Right.
[18:26]
» There we go.
[18:27]
>> I'll figure it out eventually.
[18:29]
» I'll figure it out eventually.
[18:29]
>> [clears throat]
[18:30]
» [clears throat]
[18:30]
>> Uh first I would like to uh take this
[18:33]
» Uh first I would like to uh take this
[18:33]
opportunity. I have not spoken before
[18:34]
the council since the last election. I
[18:36]
want to take the opportunity to issue
[18:38]
congratulations to uh those of you who
[18:40]
have won uh new elections to Mayor Susie
[18:43]
Dogo Ferry. Uh we certainly uh
[18:47]
appreciate you and your leadership. Um,
[18:50]
one thing that I that I did want to say
[18:52]
specifically about the event, it'll be
[18:54]
happening on the um on the 16th of this
[18:58]
week, on the 16th of this March, which
[19:00]
is Friday of this week at Silver Creek
[19:02]
High School at 5:30. Uh, there will be
[19:05]
refreshments to be had. And this year's
[19:07]
program, we decided to focus on uh a
[19:10]
letter from a Birmingham jail. If you
[19:12]
have not uh read that, I would highly
[19:15]
recommend you do. Uh it when you start
[19:18]
reading it, it feels like it was written
[19:19]
yesterday. Um to that I would like to uh
[19:25]
I find that if we have trouble for if we
[19:28]
have trouble finding the words, it's
[19:30]
most wise to look at the words of the
[19:32]
people who have come before us. Um so as
[19:36]
far as I know there are there are a lot
[19:37]
of people who are nervous around the
[19:40]
amount of uh protests that have popped
[19:42]
up around the United States and things
[19:44]
of that nature. Um, so I I would like to
[19:46]
read an excerpt from the letter from
[19:48]
Birmingham jail if you will allow me.
[19:50]
Um, you may well ask why direct action?
[19:54]
Why sitins, marches, and so forth? Isn't
[19:56]
negotiation a better path? You were
[19:58]
quite right in calling for negotiation.
[20:01]
Indeed, this is the very purpose of
[20:02]
direct action. Non-violent direct action
[20:05]
seeks to create such a crisis and foster
[20:07]
such a tension that a community which
[20:09]
has constantly refused to negotiate is
[20:12]
forced to confront this issue. It seeks
[20:14]
to so dramatize the issue that it can no
[20:17]
longer be ignored. My citing the
[20:19]
creation of tension as part of the work
[20:21]
of nonviolent resistor may sound rather
[20:24]
shocking, but I must confess that I am
[20:26]
not afraid of the word tension. I have
[20:28]
earnestly opposed violent tension, but
[20:30]
there is a type of constructive
[20:32]
nonviolent tension which is necessary
[20:34]
for growth. And to that I would say to
[20:37]
those who are nervous about the
[20:39]
non-violent protest you've seen pop up
[20:42]
um in the in honor of Dr. King, we
[20:44]
should embrace that tension. We should
[20:47]
push it because it will push for
[20:49]
conversations with folks who refuse to
[20:51]
have those. Um once again, I uh thank
[20:55]
you very much for uh for the
[20:58]
proclamation. I appreciate it and I hope
[21:00]
to continue to work with you all in the
[21:02]
future. Thank you.
[21:03]
>> Great. Thank you.
[21:08]
» [applause]
[21:11]
» Good evening once again. My 47th year
[21:14]
here in this town. Uh my name is I'm
[21:18]
called Minister Glenda Strong Robinson
[21:22]
and uh I'm a 40 going on a 47th year
[21:25]
resident of Longmont. Um some of you may
[21:29]
know, some of you may not. I was in that
[21:33]
march with Dr. King, his very last march
[21:36]
on March 28th, 1968.
[21:39]
And actually, I have a picture. I was
[21:42]
looking at it uh with Trey this week.
[21:47]
And in that last march,
[21:51]
there were National Guardsmen,
[21:53]
there were police officers, dogs,
[21:57]
uh fire trucks with water hoses all
[22:00]
around us.
[22:02]
We're back there. We're back there
[22:05]
today. And uh will we survive it? You
[22:08]
bet we will. But we can't do it unless
[22:11]
we do it together. And so, um, this just
[22:16]
it it just triggers so many things. I
[22:18]
see Arkansas is here. He and I share a
[22:21]
passion for that time that we were
[22:25]
freedom isn't free, folks. Somebody died
[22:28]
for all of us, red, yellow, brown,
[22:31]
black, white, to be sitting in the
[22:34]
spaces that we're sitting in now. Sorry,
[22:36]
I'm a preacher at my church, Second
[22:39]
Baptist in Boulder. I won't preach to
[22:42]
you, but I just want you to know freedom
[22:45]
isn't free. And every one of us here has
[22:49]
a voice that we can contribute. There is
[22:52]
something we can do. First thing we can
[22:55]
do is show up. Anyhow, I better stop.
[22:58]
Thank you very much. Thank you.
[23:02]
[applause]
[23:04]
» Would you all do was anyone else want to
[23:06]
come forward and speak? Okay. Okay.
[23:09]
Would you all like a picture?
[23:11]
Yes.
[23:12]
>> Take the picture. Come on.
[25:32]
Okay, we are now at first call. Um
[25:35]
public invited to be heard. And um I'm
[25:37]
actually going to start by calling three
[25:39]
names first. So the speaker and then the
[25:42]
two other folks can just be ready to be
[25:45]
ready to go. Mayor, could I chime in? I
[25:47]
apologize. We are having a
[25:49]
>> live stream issue.
[25:51]
» live stream issue.
[25:51]
>> Okay. Wonder if you're welcome to keep
[25:54]
» Okay. Wonder if you're welcome to keep
[25:54]
going but the live stream is not
[25:56]
functioning 100%.
[25:58]
>> Okay. Um do you want
[25:59]
» Okay. Um do you want
[25:59]
>> we will need to pause for a we're
[26:01]
» we will need to pause for a we're
[26:01]
waiting for some tech help. Sergio's on
[26:03]
his way.
[26:04]
>> Okay. Okay. So this is um is it's not in
[26:07]
» Okay. Okay. So this is um is it's not in
[26:07]
house. It's LPM issue. Is that so there
[26:11]
>> I'm not sure where the issue is 100%.
[26:13]
» I'm not sure where the issue is 100%.
[26:13]
>> So I'm wondering if we should take a
[26:15]
» So I'm wondering if we should take a
[26:15]
break.
[26:17]
>> Harold seems to think that might not be
[26:19]
» Harold seems to think that might not be
[26:19]
a terrible idea. Okay.
[26:20]
>> Well, I think if we know Sergio's on his
[26:22]
» Well, I think if we know Sergio's on his
[26:22]
way.
[26:23]
>> Yeah.
[26:24]
» Yeah.
[26:24]
>> If you want to move.
[26:24]
» If you want to move.
[26:24]
>> Is he coming? Oh,
[26:26]
» Is he coming? Oh,
[26:26]
>> are we good now?
[26:27]
» are we good now?
[26:27]
>> Okay.
[26:28]
» Okay.
[26:28]
>> We're good. All right. All right. Never
[26:29]
» We're good. All right. All right. Never
[26:29]
mind.
[26:29]
>> Okay. Well, take your
[26:30]
» Okay. Well, take your
[26:30]
>> car to the mechanic.
[26:31]
» car to the mechanic.
[26:31]
>> Okay. Thanks. [laughter]
[26:34]
» Okay. Thanks. [laughter]
[26:34]
Um, so the first name on the list is
[26:36]
Pavll Ivanova.
[26:39]
And I'm going to go ahead and Tom Smith
[26:41]
and Lance Whitaker. If you two want to
[26:43]
be ready to
[26:46]
come on up next and you may turn on your
[26:50]
mic and if you could restate your name
[26:52]
please.
[26:53]
>> Yes. Good evening. My name is P Levanov.
[26:58]
» Hi and uh happy new year. Um haven't
[27:00]
seen you for a while. Um council. Today
[27:02]
I would like to read an email by the CEO
[27:04]
of Lock Safety to apparently all police
[27:07]
department chiefs they work with and at
[27:08]
least the VA Stanton Police Department
[27:11]
team.
[27:12]
Um
[27:14]
the email reads, I'm writing to you
[27:17]
directly because I want there to be zero
[27:19]
confusion about what's happening. Flock
[27:21]
has never been hacked ever. Flock is a
[27:23]
building tools to help you fight the
[27:25]
real crime affecting communities across
[27:27]
the country. Many activists don't like
[27:29]
that. Let's call this what it is. Flock
[27:31]
and the law enforcement agencies we
[27:33]
partner with are undercoordinated
[27:35]
attack. The attacks aren't new. You've
[27:37]
been dealing with this forever. And
[27:39]
we've been dealing with this since our
[27:41]
founding from the same activist groups
[27:43]
who want to defund the police, weaken
[27:44]
public safety, and normalize loness
[27:46]
lawlessness. Now they're producing
[27:48]
YouTube videos with misleading
[27:50]
headlines. They're also trying to turn a
[27:52]
public records process into a weapon
[27:54]
against you and against us.
[27:58]
>> [gasps]
[27:59]
» [gasps]
[27:59]
>> I don't think we're a tech and flock. I
[28:02]
» I don't think we're a tech and flock. I
[28:02]
also don't think that proposing civil
[28:03]
discussion in a lawful and timely manner
[28:06]
in front of police department and
[28:07]
elected council is bad. I think that all
[28:12]
residents of Lment are insanely grateful
[28:14]
to have you and being able to see actual
[28:16]
change. It's it's always good. I also
[28:19]
wanted to touch upon the point of
[28:21]
weaponizing public records. I do want to
[28:24]
give some the guys some points here. I
[28:26]
agree that people should not be able to
[28:28]
subpoena or request footage and
[28:30]
information from a system with such an
[28:32]
insanely broad and indiscriminate data
[28:34]
of citizens. I think however he wouldn't
[28:36]
agree with my reasons for and similar
[28:39]
requests have existed decades before
[28:41]
flock came to life. In fact, the CEO was
[28:44]
born after was requested. It is a very
[28:46]
important tool that allows citizens to
[28:48]
support the systems of check checks and
[28:50]
balances. It is not a weapon against
[28:52]
council members or the police, but it
[28:54]
does allow us to spot out the possible
[28:56]
bad apples. And I think in that case,
[28:58]
Flock and similar indiscriminate
[29:00]
automatic tracking tools is the bad
[29:02]
apple. And after all, if Flock didn't
[29:05]
want to be subjected to for risks, it
[29:07]
shouldn't have signed contracts with
[29:08]
public tax funded government. That is
[29:12]
all. Thank you, council.
[29:13]
>> Thank you. Okay, Tom Smith.
[29:33]
Good evening. My name is Tom Smith. I
[29:35]
live at 1049 Champion Circle. I rather
[29:39]
than congratulate all of you in election
[29:41]
time, I'd say thank you more so than for
[29:45]
serving and willingness to participate.
[29:48]
I think that's very important.
[29:50]
I have uh a letter I've drafted that is
[29:54]
I've addressed to the mayor, city
[29:56]
council, and my purpose is twofold.
[30:00]
Tonight, for the last 3 years or so,
[30:03]
I've been entrenched in learning about
[30:09]
annexation, development, city codes,
[30:11]
building yada yada. And two things that
[30:15]
come from this that um I need to share
[30:18]
is we got a lot of nice help from a lot
[30:20]
of good staff people,
[30:23]
not to mention the Texas Tech Red
[30:25]
Raiders going down tubes. Um
[30:30]
the uh two things that I'd like to share
[30:32]
with you are two requests, but these are
[30:35]
mine and these are based on the
[30:37]
education that the city provided me. I'd
[30:40]
say number one is that the document
[30:44]
known as Envision Longmont be suspended
[30:47]
immediately and until such time it is
[30:50]
modified, updated, or discarded.
[30:53]
Secondly, I'd ask that my subdivision be
[30:57]
returned to single family zoning. And to
[31:00]
summarize and give you some insight to
[31:02]
some of this, I have prepared and I will
[31:05]
leave with the city clerk a variety of
[31:09]
documents.
[31:10]
This one you might recognize comes from
[31:14]
Envision Longmont and Mr. Penland and
[31:17]
one of his staff gave me some insight to
[31:20]
it and I'm sorry but it doesn't have the
[31:23]
kind of support and validity that I
[31:26]
think the Longmont people deserve. as
[31:28]
well as there are contradictions in it
[31:31]
in envision Armont that contradict the
[31:35]
ninth edition of the planners guide that
[31:37]
was edited by one of the same people
[31:40]
from Clarion who had a hand in envision
[31:43]
logbot. I also was able to uh do
[31:48]
something fairly straightforward.
[31:51]
I find a lot of language in it ambiguous
[31:54]
and there are a lot of uh wiggle room
[31:56]
things. I ran the spelling, excuse me,
[31:59]
the reading test on it. Take a shot at
[32:02]
what reading level it is,
[32:06]
14th grade.
[32:08]
And couple of teachers here might know
[32:10]
that that's not close to the average
[32:12]
reading level for the American public.
[32:16]
And then uh with my subdivision, there
[32:19]
were a number of uh issues that were
[32:23]
done either incorrectly or with bad
[32:26]
information.
[32:28]
And I'll give these documents to the
[32:30]
city clerk. Thank you.
[32:32]
>> Thank you, Tom. Um Lance Whitaker.
[32:38]
» And excuse me, my wife is ill and I'm
[32:40]
going to go home and be a husband.
[32:41]
>> Yep. Take care of her. Thank you. Um
[32:45]
» Yep. Take care of her. Thank you. Um
[32:45]
Okay. And then following Lance, uh,
[32:47]
Matthew Spencer and then Madlin Strong
[32:49]
Woodley.
[32:57]
» Hi, Mayor and Council. My name is Lance
[32:59]
Whitaker. Um,
[33:02]
sorry, I'm sort of working off
[33:05]
a media I'm not used to. I lost my list.
[33:09]
Uh, Lance Whitaker, 1750 Collier Street,
[33:12]
Longmont, Colorado. I've been a resident
[33:14]
for about 44 years. Uh, I'd like to
[33:17]
mention today is National
[33:20]
Shop for Travel Day, National
[33:23]
KoreanAmerican Day, National Sticker
[33:27]
Day. Uh, we got enough of those all over
[33:29]
town.
[33:31]
Uh, National Steven Foster Memorial Day,
[33:35]
National Peach Melba Day. I love Peach
[33:38]
Melba. and also National Rubber Ducky
[33:42]
Day. And if you got a Jeep, you probably
[33:45]
got several of those on your dashboard.
[33:47]
So, um it is also, uh
[33:53]
Mickey Mouse's first comic strip came
[33:55]
out today. Um and that's all I have
[33:58]
today. Thank you. Have a nice day.
[34:01]
>> Great. Thank you. U Matthew Spencer,
[34:04]
» Great. Thank you. U Matthew Spencer,
[34:04]
>> is there a way to display an image?
[34:11]
Don, can they display an image?
[34:14]
>> Um, we request that they're sent ahead
[34:16]
» Um, we request that they're sent ahead
[34:16]
of time. Oh,
[34:17]
>> okay. The office said to bring it and
[34:18]
» okay. The office said to bring it and
[34:18]
put it like in the moment.
[34:20]
>> If you send it to us, I can send it to
[34:21]
» If you send it to us, I can send it to
[34:21]
them.
[34:23]
>> We can send it to them. You send it to
[34:24]
» We can send it to them. You send it to
[34:24]
>> Okay, great.
[34:31]
» No. Oh, there you go. You
[34:32]
>> Good evening, Longland City Council. My
[34:34]
» Good evening, Longland City Council. My
[34:34]
name is Matthew Spencer. I'm the
[34:35]
associate pastor at Christ Church
[34:37]
International on Main Street.
[34:39]
>> Sorry.
[34:40]
» Sorry.
[34:40]
>> Oh, yeah. Thank you. On Main Street,
[34:43]
» Oh, yeah. Thank you. On Main Street,
[34:43]
right across the street from the pump
[34:45]
house and the Chamber of Commerce
[34:46]
building. I'm also this year as of today
[34:48]
the new chair of the Ambassadors
[34:50]
Committee representing the Longmont Area
[34:51]
Chamber of Commerce to new businesses.
[34:54]
So, uh anyone in uh want to join the
[34:56]
chamber, you're welcome to. Um I'm here
[34:58]
today to talk about the official
[34:59]
Longmont City flag. For years, it uh
[35:02]
bothered me that very few few people
[35:04]
even knew that Longmont has an official
[35:06]
city flag. Furthermore, it bothered me
[35:09]
that the civic center itself wasn't even
[35:11]
flying our official flag. A while back,
[35:14]
I reached out to you, the council, and
[35:15]
the city manager by email about this
[35:17]
issue, and I'd like to thank assistant
[35:19]
city manager Sandy for getting the flag
[35:21]
flying again last year underneath the
[35:23]
Colorado flag. But I'd also like to
[35:26]
continue this by initiating and
[35:28]
catalyzing two things this year as the
[35:30]
celebrations take place around America
[35:32]
and Colorado to mark our 250th
[35:35]
anniversary as a nation and our 150th
[35:38]
year as a state. Number one, I'd like to
[35:41]
see and I'm super thrilled to hear Diane
[35:43]
Christ uh a permanent third flag pole to
[35:46]
be installed right here outside our
[35:47]
civic center to fly our official
[35:49]
Longmont flag. I feel that if we don't
[35:51]
have a designated flag pole to celebrate
[35:53]
our city, it could very easily
[35:55]
accidentally not be flown again and then
[35:57]
once again disregarded for years to
[35:59]
come. And I'm also noticing I don't see
[36:01]
a flag in this room, which would be
[36:03]
great. Um, secondly, so I think we need
[36:06]
to celebrate our heritage and have, you
[36:07]
know, we need to fly the flag we have.
[36:09]
That's where we need to start. Right
[36:10]
there. Right on.
[36:13]
>> Thank you. Secondly, I'd also like to I
[36:15]
» Thank you. Secondly, I'd also like to I
[36:15]
would like to uh I want to ask the
[36:16]
council to begin the process uh and
[36:18]
swift execution of I would like to see a
[36:20]
new Longmont flag for the future as our
[36:23]
city becomes a major competitive player
[36:25]
in the county and the state. While we
[36:28]
should celebrate the legacy of the old
[36:29]
flag, it is a bit of a headscratcher.
[36:32]
It doesn't um it doesn't really
[36:34]
represent our city very well. A new
[36:36]
better flag will help unite us, help
[36:38]
people have a sense of identity and
[36:40]
inclusivity. The flag should be very
[36:42]
simple, beautiful, uh, easily
[36:44]
identifiable. I think that the Twin
[36:46]
Peaks should should definitely be on it.
[36:48]
That will help clearly symbolize our
[36:50]
city and people group. I think, uh, a
[36:54]
Colorado color scheme would be great.
[36:57]
I've brought two images that hopefully
[36:58]
you can all see. I don't know if they're
[37:00]
up yet. Um, so let's celebrate Longmont
[37:02]
with a new flag. Um,
[37:05]
>> there's a story behind it.
[37:06]
» there's a story behind it.
[37:06]
>> Okay, great. So, I had my friend Chat
[37:08]
» Okay, great. So, I had my friend Chat
[37:08]
helped render
[37:11]
uh what a third flag pole would look
[37:12]
like out here. And Sandy says it cost
[37:14]
$7,000.
[37:16]
>> So, I'd love I'd love to see the city
[37:17]
» So, I'd love I'd love to see the city
[37:17]
get it done. I've already talked to uh
[37:20]
the Rosary or not the Rotary
[37:23]
>> Rotary Club
[37:25]
» Rotary Club
[37:25]
>> and um and also uh Kowanas Club. So, I'd
[37:29]
» and um and also uh Kowanas Club. So, I'd
[37:29]
like to see that happen somehow. I know
[37:30]
there's a way to get it up there because
[37:32]
I think we need to celebrate, you know,
[37:34]
the big thing is celebrate Longmont. Um,
[37:37]
and I designed a flag I'm wearing here
[37:39]
on the hat and I I called this the
[37:42]
celebrate Longmont flag and the idea is
[37:43]
to celebrate Longmont. Let's fly a flag.
[37:46]
[laughter]
[37:47]
>> So, thank you all. Thank you so much for
[37:49]
» So, thank you all. Thank you so much for
[37:49]
what you what you do. We pray for you
[37:50]
guys.
[37:50]
>> Okay. Thank you, Matthew. Um, Meline
[37:55]
» Okay. Thank you, Matthew. Um, Meline
[37:55]
>> and then following uh Meline, we have
[37:58]
» and then following uh Meline, we have
[37:58]
Strider and then Paul
[38:02]
Stalls.
[38:04]
>> Good evening everyone. It is so good to
[38:07]
» Good evening everyone. It is so good to
[38:07]
see you guys. Happy New Year. Happy
[38:09]
2026.
[38:11]
I uh want to just share with you that in
[38:14]
addition to the Martin Luther King
[38:17]
celebrations that are phenomenal,
[38:20]
uh I'm would love to see everyone there,
[38:24]
uh that's January the 16th and the 18th.
[38:27]
And in addition to that, I wanted to
[38:29]
also uh make you aware that uh in the
[38:34]
with the dissolution of the NAACP
[38:36]
Boulder County branch, our organization,
[38:40]
the Executive Committee for
[38:43]
African-American Cultural Events is uh
[38:47]
EASE is the short version [laughter]
[38:50]
will be uh making sure that nothing goes
[38:54]
lacking in terms of the services that we
[38:57]
delivered in collaboration with the
[39:00]
NAACP.
[39:02]
And uh there will be a formal
[39:04]
announcement coming out. You'll get uh
[39:06]
the press release is going out tomorrow
[39:08]
morning and I will make sure that it
[39:11]
gets here so you can spread the word.
[39:13]
Nothing will go undone.
[39:17]
We're here. That's ECASE Executive
[39:19]
Committee for African-American Cultural
[39:21]
Events. Ecase
[39:23]
ecase.org for any other information. And
[39:26]
thank you so much for your usual
[39:28]
support.
[39:30]
>> Thank you.
[39:31]
» Thank you.
[39:31]
>> Thank you. Okay, Strider.
[39:51]
Yeah. Um,
[39:53]
got my whistle. Strider Benston 9517th.
[39:59]
Um, my daughter lives in Minneapolis
[40:03]
right near where they murdered George
[40:05]
Floyd. So, uh, I haven't been able to
[40:08]
reach her the last couple of days, but
[40:11]
uh, [snorts] it's my shirt. Uh, um, uh,
[40:19]
make Renee good trouble. Yeah. Um,
[40:24]
some of y'all know that um
[40:29]
my guide, my colleague, my friend Martin
[40:32]
Luther King um he would have been 97
[40:37]
years old in two days. Um I um um
[40:46]
61 years ago in January I walked to
[40:52]
Selma in a freezing rain. It took me
[40:55]
five days. I got to Selma and a bunch of
[40:59]
kids gathered around me said what's your
[41:01]
name? I said Jim. He said Jim where you
[41:06]
from? I said Arkansas. Arkansas. your
[41:09]
name Arkansas. So that's still my name
[41:13]
in the movement. Everyone in the
[41:15]
movement calls me Arkansas except for
[41:18]
Stokeley Carmichael. He called me Jim
[41:21]
because I met him before the movement.
[41:24]
He's the one that recruited me into the
[41:27]
movement. But I listened to Fanny Lou
[41:30]
Hamer speak uh um on the boardwalk in
[41:33]
Atlantic City. And um that's uh that's
[41:38]
uh what brought me in. Um the people of
[41:42]
Selma scheduled me on an airplane flight
[41:45]
and a hotel room um this March, but the
[41:49]
Boulder Elite blocked me from going. So
[41:53]
I'm not supposed to be able to be there
[41:55]
after 61 years uh in the movement. I
[41:59]
walked in a freezing rain. But um I was
[42:03]
organizer of rank and foul in the
[42:05]
teamsters and and uh the mail handlers
[42:10]
unions. And um um one just one thing I
[42:16]
organized a demonstration at the tangers
[42:20]
hall in Chicago in support of the farm
[42:23]
workers union. Their agents were killing
[42:26]
farm workers organizers at the time and
[42:30]
stealing the contracts from the growers
[42:33]
to to disc.
[42:37]
Dolores
[42:39]
created the union and Ella Baker
[42:42]
basically created the civil rights
[42:44]
movement. She organized both SNICK and
[42:48]
SCLC. But history is illegal in this
[42:51]
country and I'm a historian. [music] So
[42:54]
that's why I'm not allowed to speak. Um,
[42:58]
my book, If White Kids Die, might still
[43:02]
be in the library. It's about one month
[43:04]
of my life in 1965.
[43:07]
>> Thank you, Strider. Thank you. Good.
[43:09]
» Thank you, Strider. Thank you. Good.
[43:09]
Okay. Um, no clapping, so keeping the
[43:12]
orderly conduct of the meeting, but
[43:14]
thank you. Um, Paul Stalls,
[43:23]
» good evening.
[43:25]
Okay, I just like to share some concerns
[43:28]
over the management of Ute Creek Golf
[43:30]
Course. I'll be the first to say this is
[43:31]
not exactly a big problem and and seems
[43:34]
petty compared to some of the other
[43:35]
topics, but I just want to give you some
[43:36]
feedback so you know what's going on. Um
[43:39]
none of the issues are particularly
[43:40]
earthshattering but I think in the uh
[43:42]
accumulation uh they represent a decline
[43:45]
in standards at a time when costs have
[43:47]
increased dramatically. So I just want
[43:48]
to bring it to your attention. Firstly
[43:50]
this summer I noticed many of the ball
[43:52]
wash stations I told you this was not on
[43:54]
the same magnitude as the other topics
[43:56]
had been had been removed. Um I asked
[43:59]
management why and they said oh I asked
[44:01]
staff why and they said oh the
[44:02]
management doesn't like them. So I
[44:04]
emailed Keith Martin. No reply. I
[44:06]
followed up was introduced to Dan Ree uh
[44:08]
on the second attempt golf course
[44:10]
supervisor and received a reply removed
[44:13]
due to cost to maintain and to reduce
[44:16]
some of the clutter around the tea
[44:18]
boxes. So I I I replied back saying
[44:22]
clutter I don't understand what that is.
[44:24]
What what are you talking about? And
[44:25]
I've not since had a reply. These ball
[44:27]
stations are about 250 bucks each. So a
[44:29]
whole bunch of new ones have been put in
[44:31]
at Twin Peaks. So but at UK Creek we're
[44:33]
removing them. Uh secondly, um due to
[44:37]
concerns about slow pay, you probably
[44:38]
know if you're a golfer, you're limited
[44:40]
to a maximum of four players. So um we
[44:43]
the customers are expressly limited and
[44:45]
stopped from playing as a group of five
[44:46]
if you got an extra friend or anything.
[44:48]
So one, uh but I've noticed frequently
[44:50]
there are groups of five playing. I I
[44:52]
didn't give my address, Sundance Drive.
[44:54]
I oversee my I my house backs onto Uke.
[44:58]
So I asked the staff, I said, you know,
[45:00]
have you changed your policy? I noticed
[45:01]
some fives playing. Like no, no, no. And
[45:03]
I said, "What about the group yesterday
[45:04]
morning?" "Oh, they're employees."
[45:05]
"That's okay. They're employees."
[45:07]
"Okay." Another time I was playing as a
[45:09]
single. The group in four I caught up
[45:11]
with in front of me and they turned
[45:12]
around and said, "Do you want to play
[45:13]
with me? Do you want to play with us?"
[45:15]
Which is very nice. I said, "Well, no,
[45:17]
I'm okay, but actually I can't. We're
[45:18]
not supposed to play unless we're four's
[45:21]
the max." And they said, "Oh, it's okay.
[45:23]
We work here." was the reply. So, both
[45:25]
examples show a culture of entitlement
[45:27]
and hypocrisy and putting the employees
[45:29]
desires ahead of the customers. Thirdly,
[45:32]
in the summer, I saw a trench had been
[45:34]
dug between the fifth and sixth holes,
[45:36]
and it's filled with several thousand
[45:39]
range balls. Got a picture of that here,
[45:42]
too. This is just part of the trench.
[45:44]
You can obviously look at your leisure.
[45:45]
Um, so it's not covered. They just
[45:48]
they're just dumped there. Um, you know,
[45:51]
range balls don't compost as far as far
[45:53]
as I'm aware. So, I don't know what the
[45:54]
thinking was or why we're doing that. So
[45:57]
in conclusion, uh the decline in
[45:59]
standards seems to have happened at the
[46:01]
same time as prices have gone from 40 to
[46:03]
50 for a round at the weekend to this
[46:05]
weekend, one of the rounds on Saturday
[46:07]
is $98. So over the last three years,
[46:10]
prices have have doubled uh going up 10
[46:13]
15% a year cumulatively. Uh standards
[46:16]
have dropped and uh I'm sharing this
[46:19]
feedback in the hope that one of three
[46:21]
things will happen. And at the very
[46:22]
least, whoever Dan and Keith report to,
[46:25]
let's give them this feedback and uh
[46:28]
hopefully they take the feedback
[46:29]
seriously. Even better, if there's a
[46:31]
formal annual review process, this
[46:33]
decline in standards is considered an
[46:35]
inaluation and any merit increases. And
[46:37]
thirdly,
[46:37]
>> and that that is time. Can you send us
[46:39]
» and that that is time. Can you send us
[46:40]
an the email of that? Do you have
[46:41]
>> I have the email as well. Oh, perfect.
[46:43]
» I have the email as well. Oh, perfect.
[46:43]
My final point would just if the
[46:45]
>> I'm sorry, the time is up. So, I have to
[46:47]
» I'm sorry, the time is up. So, I have to
[46:47]
follow the rules. [laughter]
[46:48]
>> All right. I think they're over
[46:50]
» All right. I think they're over
[46:50]
incentivized on profitability and
[46:51]
services are dropping and they should be
[46:53]
revisited.
[46:54]
>> Okay. I don't want to disregard that. Um
[46:56]
» Okay. I don't want to disregard that. Um
[46:56]
but we are moving to the next person,
[46:58]
Scott Stewart.
[47:01]
>> Mayor, members of council, uh Scott
[47:02]
» Mayor, members of council, uh Scott
[47:02]
Stewart, 229 Grand Street. Um
[47:06]
during your retreat conversation on 12C,
[47:10]
um if you could please include uh try to
[47:13]
include on the agenda, uh conversation
[47:15]
around the airport. Um
[47:20]
the impact that the airport that has on
[47:23]
uh those of us on the ground is is a
[47:25]
real one. Um the airport has some basic
[47:28]
rules and regulations that uh don't get
[47:31]
followed. There's a lack of
[47:32]
communication when violations occur.
[47:35]
There's a lack of uh any kind of written
[47:37]
documentation of violations. Um incident
[47:40]
reports are pretty much non-existent. Um
[47:48]
there's
[47:50]
the airports has has and I think you've
[47:52]
done a a lease review um uh
[47:57]
over the last couple of months, but uh
[47:59]
the inconsistency in the application of
[48:02]
the lease policies. Uh it's pretty
[48:06]
pretty bad, pretty offensive to uh some
[48:09]
people that are looking for 30-year
[48:10]
leases that um probably shouldn't have
[48:13]
got them and some people that wish to
[48:16]
have them, what have you.
[48:19]
The the idea that increased air traffic
[48:22]
for the sake of increasing the number of
[48:24]
operations is not a benefit to Longmont.
[48:27]
We got a lot of flights here that don't
[48:29]
spend any time in Longmont. They don't
[48:31]
spend any time on the ground. they don't
[48:34]
refuel here. They're just an increase in
[48:36]
numbers. Um it's
[48:40]
this airport can be better.
[48:43]
Um
[48:45]
review needs to be done of the financial
[48:47]
obligations. There needs to be more
[48:49]
financial transparency. Uh the
[48:51]
information provided the to the public
[48:53]
needs to be accurate. Um please take
[48:56]
time review the airport. It can be
[48:58]
better than what it is. Doesn't need to
[49:01]
shut down. It's not going to shut down
[49:02]
for 20 years, even if you wanted it to.
[49:04]
But this airport needs to be run better
[49:07]
so that
[49:10]
everybody in Longmont is is not
[49:12]
negatively affected by things that don't
[49:14]
positively happen at the airport. Wow,
[49:17]
that was a word mess. Have a good night.
[49:20]
Oh, and uh happy rubber ducky day.
[49:23]
>> Oh, thank you.
[49:25]
» Oh, thank you.
[49:25]
>> Okay. Uh, Jacob McCllum.
[49:34]
Hello everybody. My name is Jacob
[49:36]
McCllum. I'm here today. This is my
[49:38]
first city council meeting ever and I'm
[49:39]
here just because of a topic that's
[49:41]
really important to me. I'm here to talk
[49:43]
about the flock safety cameras that are
[49:45]
around the city. Um, I think right now
[49:48]
we're living in a time where government
[49:50]
trust is at almost an all-time low. You
[49:52]
know, I don't think it's controversial
[49:53]
for me to say that. And I know as
[49:55]
somebody who's 21 years old myself, that
[49:57]
is absolutely the case among young
[49:58]
people who are growing up in this city.
[50:00]
And I think that the cameras everywhere
[50:03]
are eroding trust with the government
[50:05]
especially. And I think a local
[50:07]
government is something that could
[50:09]
really help improve this issue. You
[50:11]
know, like ultimately surveillance is a
[50:14]
form of control over people. If you're
[50:16]
feeling watched, you're not going to
[50:17]
behave the same way as you would when
[50:18]
you don't feel watched, you know. So
[50:20]
regardless of how much we trust the
[50:21]
government, regardless of how much we
[50:22]
trust the police, ultimately that is a
[50:24]
problem that will erode trust with those
[50:26]
people, you know, and it doesn't have to
[50:29]
be abused. It doesn't have to be
[50:30]
anything. It is like taking the bedroom
[50:32]
door off of somebody's room, you know.
[50:35]
Doesn't matter if anybody's going to
[50:36]
abuse that. It is still a problem and we
[50:38]
still need privacy, right? Any one of us
[50:40]
who drive down 119 to go to work every
[50:42]
day, that is being recorded somewhere.
[50:44]
Our license plate is recorded. Our
[50:46]
location is recorded. Exactly what time
[50:48]
that is is recorded. If you go to work,
[50:51]
when you leave is recorded and when you
[50:53]
come back is recorded. And ultimately
[50:55]
the safety policies around this data is
[50:58]
not safe. And even if you believe that
[51:01]
the government should be allowed to have
[51:02]
that access to that data, ultimately
[51:04]
that is not the only people who do have
[51:06]
access to that data. And I do not trust
[51:08]
any private actors with that
[51:09]
information. That's it. I yield my time.
[51:11]
Thank you guys.
[51:13]
>> Thank you. Okay. Seeing no one else on
[51:15]
» Thank you. Okay. Seeing no one else on
[51:15]
the list, I will now close public
[51:17]
invited to be heard. And we are now on
[51:20]
to item nine, consent agenda and
[51:22]
introduction and reading by title of
[51:24]
first reading and ordinances. Um, city
[51:27]
clerk, can you please read the consent
[51:29]
agenda um into the record?
[51:32]
>> Absolutely, Mayor. The second reading
[51:33]
» Absolutely, Mayor. The second reading
[51:33]
and public hearing for the ordinances
[51:35]
introduced tonight on this consent
[51:37]
agenda will be held on January 27th,
[51:39]
2026.
[51:41]
Item 9A is ordinance 2026-01,
[51:44]
a bill for an ordinance making
[51:45]
additional appropriations for expenses
[51:47]
and liabilities of the city of Longmont

2026. and 9G is designate the city's
[52:58]
website as the official posting location
[53:00]
for city council agendas and mayor staff
[53:03]
would like to remove item 9F from the
[53:06]
consent agenda.
[53:08]
>> Okay.
[53:10]
» Okay.
[53:10]
Okay. Are there any other items that
[53:13]
council would like to remove? Council
[53:15]
member Popkin.
[53:16]
>> Uh thank you, Mayor. I'd like to remove
[53:17]
» Uh thank you, Mayor. I'd like to remove
[53:17]
item uh 9D.
[53:19]
>> Okay.
[53:24]
Okay. Um, so see no one else in the
[53:27]
queue. Um, um, oh, you've turned off
[53:30]
your mic. Is there anyone who would like
[53:32]
to move the consent agenda? Minus D and
[53:34]
F.
[53:35]
>> I'll move that.
[53:35]
» I'll move that.
[53:36]
>> Um,
[53:37]
» Um,
[53:37]
>> second.
[53:37]
» second.
[53:38]
>> Okay. So, the, um, consent agenda uh,
[53:40]
» Okay. So, the, um, consent agenda uh,
[53:40]
minus um, items D and F um, has been
[53:44]
moved by Mayor Prom McCoy and seconded
[53:47]
by Council Member Popkin. Let's go ahead
[53:50]
and vote.
[53:57]
Okay. And that carries unanimously.
[54:04]
Okay. There are no ordinances on second
[54:07]
reading and public hearings on any
[54:09]
matter. So we are now um back to items
[54:12]
removed from the consent agenda.
[54:15]
Um and we are we'll start we'll go ahead
[54:17]
and start with item D.
[54:22]
Council member Popkin.
[54:24]
>> Yes. Thank you. Um I mostly just had one
[54:29]
» Yes. Thank you. Um I mostly just had one
[54:29]
question for staff and then just a
[54:31]
comment overall. Um this this concerns
[54:35]
the uh electric vehicle charging systems
[54:38]
permitting process. Uh I just wanted to
[54:40]
commend staff actually for being ahead
[54:43]
of the state. Um sometimes the state
[54:45]
forces mandates upon us. In this case,
[54:46]
we wanted to proceed um with a certain
[54:49]
permitting process. We have and from
[54:51]
what I understand uh this has been kind
[54:53]
of the administrative approval process
[54:55]
and we are not as being asked to change
[54:58]
that. We can continue to follow that
[55:00]
process. Correct.
[55:02]
>> Good evening Mayor Council Member uh
[55:05]
» Good evening Mayor Council Member uh
[55:05]
Popkin. Um that's correct. Yes.
[55:08]
>> Yeah. Uh and and the administrative
[55:10]
» Yeah. Uh and and the administrative
[55:10]
process here not only makes sense, but
[55:11]
I've personally gone through it and it's
[55:13]
smooth and straightforward as long as
[55:14]
the um electrical is done well. So, I
[55:17]
just wanted to thank staff and and the
[55:18]
city for having a smooth process. My
[55:20]
only other question I had is, and maybe
[55:22]
this is more of an LPC question, but do
[55:24]
we know if we still have uh rebates for
[55:26]
residential or commercial uh chargers?
[55:29]
Is that still um have we have we
[55:33]
exhausted the funding for that? Thank
[55:34]
you, Darl. I'm seeing a I'm seeing we've
[55:36]
exhausted that. So, that's good news
[55:38]
that we've exhausted that. But, uh for
[55:39]
for anyone still considering uh putting
[55:41]
a charger, it's a pretty straightforward
[55:43]
process as long as you do it well. I
[55:44]
appreciate staff's work on this.
[55:48]
Okay, thank you. Um, would you like to
[55:50]
move uh resolution 2026-2?
[55:55]
>> Oh, you did.
[55:56]
» Oh, you did.
[55:56]
>> So, moved.
[55:57]
» So, moved.
[55:57]
>> Okay. And I will second that. Um,
[56:02]
» Okay. And I will second that. Um,
[56:02]
okay. So, the um resolution 20262
[56:06]
has been moved by council me or by by
[56:09]
council member Popkin and I have
[56:10]
seconded that. Let's go ahead and vote.
[56:20]
Okay, and that carries unanimously. We
[56:22]
are now on to item F, resolution 2026-4.
[56:27]
Um, pulled by staff.
[56:31]
Oh, yes.
[56:33]
>> Surprised you, mayor.
[56:33]
» Surprised you, mayor.
[56:34]
>> I know. It was I wasn't even looking at
[56:35]
» I know. It was I wasn't even looking at
[56:35]
that corner.
[56:36]
>> Yeah. [laughter]
[56:37]
» Yeah. [laughter]
[56:37]
Mayor and council Eugene May, city
[56:39]
attorney. Uh so staff uh asked to pull
[56:42]
this item because council member PTO
[56:44]
raised an issue with the humane society
[56:46]
contract on page five. Uh there are
[56:50]
three paragraphs regarding undocumented
[56:53]
immigrants.
[56:55]
The history of those paragraphs is there
[56:58]
was a state state bill that required
[57:00]
this language be in contracts. Uh that
[57:04]
bill has since been repealed. We were
[57:07]
using an old version of the Y of the
[57:09]
Humane Society contract. These
[57:12]
paragraphs should have been removed and
[57:14]
unless I hear objection from council, we
[57:16]
will remove these paragraphs before
[57:18]
executing the contract with Humane
[57:19]
Society.
[57:21]
>> Okay. Thank you for that. Um and and
[57:25]
» Okay. Thank you for that. Um and and
[57:25]
thank you for catching that, Council
[57:26]
Member Prietto. Um is there anyone who
[57:29]
Okay. Nope. Okay. So, okay. So, uh, do I
[57:34]
have a motion to approve resolution
[57:36]
2026-4?
[57:38]
>> Motion.
[57:39]
» Motion.
[57:39]
>> Okay. So, um, that item has been moved
[57:41]
» Okay. So, um, that item has been moved
[57:41]
by council member Prietto. Do I have a
[57:43]
second?
[57:43]
>> Second.
[57:44]
» Second.
[57:44]
>> Okay. And it was been seconded by
[57:46]
» Okay. And it was been seconded by
[57:46]
council member Marcen. Let's go ahead
[57:48]
and vote.
[58:04]
Okay, the motion carries unanimously.
[58:07]
We are now
[58:09]
on to our general business item and 12A.
[58:14]
So that is an amendment to the 2023
[58:16]
action plan for home funding to fund
[58:18]
Habitat for Humanity of the St. Vine
[58:21]
Valley Rogers Road Housing Development
[58:23]
Project instead of Sunset Duplex's
[58:26]
project.
[58:33]
Good evening, mayor, members of council.
[58:35]
Um, Christy Wisman. I'm the housing
[58:37]
investment manager for the city and we
[58:39]
have a crew for any questions you may
[58:41]
have. So, also with me is Alexis Macauen
[58:44]
from the HCI team who's our federal
[58:46]
funds program manager. And then we also
[58:48]
have Megan Sant who's my counterpart,
[58:50]
the housing investment manager for the
[58:52]
city of Boulder. Um so we don't have a
[58:54]
presentation prepared tonight but just
[58:56]
wanted to take this um grant project
[59:00]
swap question to you and um in essence
[59:04]
Habitat in working with city staff as
[59:07]
well as city of Boulder staff through
[59:09]
the home consortium is asking us to
[59:11]
switch our 2023 award between two of
[59:14]
their projects. So the award amount will
[59:16]
stay the same at that 184,712,
[59:20]
but the Rogers Road project is further
[59:23]
along in entitlements. It's shovel
[59:24]
ready. And then it also recently
[59:27]
received another um different type of
[59:30]
home funding through the consortium that
[59:32]
the city of Boulder manages called the
[59:34]
CHTO set aside. And so we essentially
[59:37]
want to improve efficiencies by putting
[59:39]
all the federal funding on the Habitat
[59:43]
project that's most ready to proceed. So
[59:45]
this request did come Habitat and
[59:47]
Longmont and Boulder and Habitat are all
[59:49]
in alignment with this swap. So we just
[59:52]
need your formal approval to make that
[59:54]
change. But happy to answer any
[59:55]
questions.
[59:56]
>> Okay. Do we have any questions of
[59:58]
» Okay. Do we have any questions of
[59:58]
council? Okay. Council member Popkin.
[1:00:03]
>> Uh thank you very much for bringing this
[1:00:04]
» Uh thank you very much for bringing this
[1:00:04]
forward. um and for all the work that's
[1:00:06]
been going on I presume in the back end
[1:00:08]
for a lot of the shifting here. What's
[1:00:09]
the downside if we didn't like what what
[1:00:13]
what's the consequence that projects
[1:00:15]
slow down because the funding would be
[1:00:16]
redistributed to projects that aren't
[1:00:18]
shovel ready?
[1:00:20]
>> Yeah. So, one of the main downsides is
[1:00:22]
» Yeah. So, one of the main downsides is
[1:00:22]
then we would have um two projects that
[1:00:26]
are requiring the same level of HUD
[1:00:28]
compliance through the home program in
[1:00:30]
our view unnecessarily. So, we would
[1:00:32]
have to do um the same level of
[1:00:35]
compliance on Sunset Duplexes and Rogers
[1:00:37]
Road as opposed to concentrating our
[1:00:40]
monitoring on just one project. Um and
[1:00:43]
then because Rogers Road is more shovel
[1:00:46]
ready, it's materially funded, there is
[1:00:48]
a chance that if this 184,000 award is
[1:00:52]
not granted, Habitat may have a gap. So,
[1:00:55]
they might have to come back to the
[1:00:57]
city, for example, for our affordable
[1:00:58]
housing fund round in 2026. and it would
[1:01:01]
just delay the project, but they are um
[1:01:04]
essentially they have their entitlements
[1:01:06]
and they're ready to complete
[1:01:07]
construction as soon as the award um
[1:01:09]
grant agreements are executed for the
[1:01:11]
federal funds.
[1:01:12]
>> Thank you. So, in in in effect, we're by
[1:01:15]
» Thank you. So, in in in effect, we're by
[1:01:15]
consolidating these two, not by bundling
[1:01:18]
the two together, basically you're
[1:01:19]
actually streamlining the oversight in
[1:01:22]
some ways because one project follows
[1:01:24]
all of the I mean, they both have to
[1:01:26]
follow the rules if they receive the
[1:01:27]
funding. In this case, one project will
[1:01:30]
gets all of the funding and so the same
[1:01:33]
requirements still have to be met anyway
[1:01:34]
and the other project has more
[1:01:36]
flexibility. Is that the kind of notion
[1:01:38]
right now?
[1:01:39]
>> Yeah, essentially there are um a
[1:01:42]
» Yeah, essentially there are um a
[1:01:42]
[clears throat] lot of federal
[1:01:44]
regulations that come into play
[1:01:46]
especially with procurement. So when
[1:01:47]
Habitat goes to procure their general
[1:01:49]
contractor to do the actual construction
[1:01:51]
work, the steps that they have to take
[1:01:52]
and the way they have to do that bidding
[1:01:54]
is very specific to to CFR 200 and those
[1:01:58]
federal rules when there's home funds in
[1:02:00]
play. And so um they're happy to do that
[1:02:03]
for one project, but if we can remove um
[1:02:05]
this 184,000 would be the only federal
[1:02:08]
source on the Sunset Duplexus project
[1:02:11]
and that's a relatively small amount of
[1:02:13]
money for how much compliance comes with
[1:02:15]
it. So, we'd prefer to stack all the
[1:02:17]
federal funds on one project just for
[1:02:19]
monitoring efficiency. And if HUD comes
[1:02:21]
and monitors us, they're looking at one
[1:02:24]
project as opposed to two.
[1:02:26]
>> Yeah. Great. Thank you for explaining
[1:02:27]
» Yeah. Great. Thank you for explaining
[1:02:27]
that. Appreciate it.
[1:02:28]
>> Okay.
[1:02:31]
» Okay.
[1:02:31]
>> Council member Christ.
[1:02:33]
» Council member Christ.
[1:02:33]
>> Thank you, Mayor. Um, so Christie, are
[1:02:37]
» Thank you, Mayor. Um, so Christie, are
[1:02:37]
you going to be short on the sunset
[1:02:38]
duplexes at some point and have to have
[1:02:41]
to apply for more funding to finish
[1:02:43]
those?
[1:02:45]
Yeah, thank you for your question,
[1:02:46]
Council Member McCen. I did re see re
[1:02:48]
re see re see re see re see your email
[1:02:48]
early this afternoon. I haven't had a
[1:02:50]
chance to reach out to Dave Emerson
[1:02:52]
who's the direct executive director of
[1:02:53]
Habitat. Um my understanding is the
[1:02:57]
Sunset Duplex's project is
[1:03:01]
so much further behind in Habitat's um
[1:03:04]
kind of development planning that they
[1:03:07]
have more time. Um, I don't know for
[1:03:08]
sure whether they plan to come in to
[1:03:10]
supplant this 184,000 with, for example,
[1:03:14]
another affordable housing fund ask. The
[1:03:16]
last time I saw a proforma for that
[1:03:18]
project was over 6 months ago. So, I'm
[1:03:20]
not sure what other fundraising Habitat
[1:03:23]
has done in the meantime on Sunset
[1:03:24]
Duplexes. Um, but this request for this
[1:03:28]
award swap did come from Habitat. So,
[1:03:30]
Habitat is asking for this change to
[1:03:33]
help them meet their um development
[1:03:36]
capacity because they can really only
[1:03:37]
focus on so many projects at a time and
[1:03:39]
that one's just a little further behind.
[1:03:41]
>> Yeah. Okay. So, we'll probably be seeing
[1:03:43]
» Yeah. Okay. So, we'll probably be seeing
[1:03:43]
something about Sunset again, but we
[1:03:45]
have time to work on it.
[1:03:47]
>> Yeah, exactly. And if they were to come
[1:03:48]
» Yeah, exactly. And if they were to come
[1:03:48]
ask for more funding for that project,
[1:03:51]
um we would get an updated perform
[1:03:52]
sources and uses and um work with
[1:03:55]
Habitat to see what's changed with the
[1:03:57]
funding picture for for Sunset in the
[1:03:59]
last several months since I've last seen
[1:04:01]
the performer for that project.
[1:04:03]
>> Okay, thank you Christie.
[1:04:05]
» Okay, thank you Christie.
[1:04:05]
>> Okay, thank you. Um so do we have a
[1:04:07]
» Okay, thank you. Um so do we have a
[1:04:07]
motion to approve the 2023 home grant
[1:04:10]
award allocation as amended?
[1:04:12]
>> Okay, second. So, um, the motion has
[1:04:15]
» Okay, second. So, um, the motion has
[1:04:15]
been made by Mayor Prom McCoy, seconded
[1:04:18]
by Council Member Christ.
[1:04:20]
Um, and we can go ahead and vote.
[1:04:23]
There's no further discussion.
[1:04:31]
Okay. And the motion carries
[1:04:32]
unanimously. We are now Thank you very
[1:04:35]
much.
[1:04:35]
>> Uhhuh. Thank you.
[1:04:39]
» Okay. We are now on to our city council
[1:04:42]
appointments, liaison appointments to
[1:04:44]
boards. So there is no formal staff
[1:04:46]
presentation. What's that?
[1:04:48]
>> I said let's park.
[1:04:49]
» I said let's park.
[1:04:49]
>> Let's party like
[1:04:53]
» Let's party like
[1:04:53]
um yeah. So [laughter] do we need a
[1:04:55]
break before this?
[1:04:57]
>> No.
[1:04:57]
» No.
[1:04:57]
>> Maybe after. Okay. So um there are there
[1:05:00]
» Maybe after. Okay. So um there are there
[1:05:00]
is no staff presentation. It's really
[1:05:02]
just for us to ask of council to discuss
[1:05:05]
if any board's assignments, you know,
[1:05:07]
what would you like to have reshuffled
[1:05:10]
for um council member Kulkuffer?
[1:05:13]
And if I believe we have the spreadsheet
[1:05:16]
on our
[1:05:18]
document, so if you want to pull that
[1:05:20]
up. Um,
[1:05:29]
and did anyone want to start? Okay,
[1:05:32]
we'll start with Council Member Popkin.
[1:05:35]
>> Well, I'll kick things off at a
[1:05:37]
» Well, I'll kick things off at a
[1:05:37]
productive uh member with prospective uh
[1:05:40]
Council Member Kauker. Uh, and uh I know
[1:05:43]
he's passionate about transportation and
[1:05:45]
and uh
[1:05:47]
um the NA uh what is it? the North Area
[1:05:50]
Transportation Alliance, a regional
[1:05:52]
board and an important one for making
[1:05:54]
sure that everything is connected
[1:05:55]
literally and figuratively in the
[1:05:57]
region. Um, I wanted to offer that. It's
[1:05:59]
a It didn't perfectly work with my
[1:06:01]
schedule, but I was interested in it and
[1:06:03]
it sounds like it does for him, so I
[1:06:04]
wanted to put that on the table.
[1:06:06]
>> Okay.
[1:06:09]
» Is that NA?
[1:06:11]
Yeah.
[1:06:13]
[clears throat] And Okay.
[1:06:15]
Was there anything else? Oh, okay. Okay.
[1:06:20]
So, uh, Council Member Prietto,
[1:06:23]
>> uh, yes, I had two boards that did not
[1:06:25]
» uh, yes, I had two boards that did not
[1:06:25]
work for me. Um, it was the, uh, visit
[1:06:29]
Longmont board along with the
[1:06:31]
sustainability board. Um, I did email
[1:06:35]
um, councelor Koffer and he said that
[1:06:37]
they would work perfect with his
[1:06:39]
schedule. So, um, just wanted to put
[1:06:42]
that out there.
[1:06:44]
>> Okay, great. Um, so I have two, no
[1:06:49]
» Okay, great. Um, so I have two, no
[1:06:49]
actually one internal and two regional.
[1:06:53]
Um, okay.
[1:06:56]
Council member
[1:06:58]
um, Marcine.
[1:07:00]
>> Thank you, Mayor. Yeah. Uh, as much as
[1:07:01]
» Thank you, Mayor. Yeah. Uh, as much as
[1:07:01]
it pains me because I was very much
[1:07:03]
looking forward to getting the work
[1:07:04]
started and I'd already met with with
[1:07:05]
some of these folks, but I I do think in
[1:07:06]
terms of proximity, his skill set, his
[1:07:09]
interests, I think, uh, LDDDA would be a
[1:07:11]
good fit for um, Council Member
[1:07:14]
Cockoffer. why I'm I'm happy to hand
[1:07:16]
that one over and uh yeah, I I don't
[1:07:18]
think my wife will be will be bothered
[1:07:20]
if I if I miss another meeting if I have
[1:07:22]
less meetings. So,
[1:07:24]
>> okay.
[1:07:26]
» okay.
[1:07:26]
>> Okay. Council member um Kulkapper,
[1:07:30]
» Okay. Council member um Kulkapper,
[1:07:30]
>> I will happily take all of those um if
[1:07:33]
» I will happily take all of those um if
[1:07:33]
that's okay with you, mayor. And then um
[1:07:34]
I was curious about the commuting
[1:07:36]
solution.
[1:07:36]
>> I was going to get to that. I was going
[1:07:37]
» I was going to get to that. I was going
[1:07:38]
to let let everybody throw their
[1:07:41]
their um suggestions out their two cents
[1:07:45]
and then I was going to see wanted to
[1:07:47]
confirm if commuting solutions
[1:07:51]
uh
[1:07:53]
as the
[1:07:55]
liaison non- voting me um liaison member
[1:07:58]
would work for you
[1:08:00]
I think is that yeah it is the liaison
[1:08:04]
and it's I have here that it's non-
[1:08:06]
voting
[1:08:08]
So yeah, but if that works for your
[1:08:10]
schedule.
[1:08:12]
Oh, there you go. No wonder you're not
[1:08:14]
answering me. [laughter]
[1:08:15]
>> Uh, that one does work for my schedule.
[1:08:17]
» Uh, that one does work for my schedule.
[1:08:17]
And then there's also one other
[1:08:19]
transportation one that is not has not
[1:08:21]
been assigned. And I wasn't sure if
[1:08:23]
Cammy if you figured out what what
[1:08:26]
location and what day and time those
[1:08:28]
were.
[1:08:30]
>> Still working on it.
[1:08:32]
» Still working on it.
[1:08:32]
>> There's one more.
[1:08:34]
» There's one more.
[1:08:34]
>> Which one was it?
[1:08:35]
» Which one was it?
[1:08:35]
>> Um, yeah. Which one was that?
[1:08:38]
» Um, yeah. Which one was that?
[1:08:38]
Was it the um Northern Colorado Highway
[1:08:42]
287?
[1:08:43]
>> Yes.
[1:08:44]
» Yes.
[1:08:44]
>> Coalition. Okay.
[1:08:45]
» Coalition. Okay.
[1:08:45]
>> Because there's confusion about is it
[1:08:47]
» Because there's confusion about is it
[1:08:47]
Boulder or is it in uh Loveland?
[1:08:50]
Uh also
[1:08:54]
>> so the 287 safety improvement projects
[1:08:57]
» so the 287 safety improvement projects
[1:08:57]
there is a section that is on the south
[1:08:59]
side of Longmont that is run by Boulder
[1:09:01]
County and then there's the section
[1:09:03]
that's receiving improvements on the
[1:09:04]
north side of Longmont which might also
[1:09:06]
have a group um in Loveland and or the
[1:09:09]
Lmer County. So, we're just trying to
[1:09:11]
confirm that they're looking for
[1:09:12]
representatives from Longmont on both
[1:09:14]
for sure the Boulder County one um
[1:09:16]
that's on the south side of Longmont,
[1:09:18]
but both are active projects right now.
[1:09:20]
So, we just want to make sure that we
[1:09:21]
have the right coverage in the right
[1:09:23]
places. So, we're just confirming if
[1:09:25]
there's two coalitions or really just
[1:09:27]
one coalition. Um but the one in Boulder
[1:09:30]
is not in question. It's the one up
[1:09:31]
north. We just want to make sure that we
[1:09:32]
have the right details for first.
[1:09:35]
>> Okay. Thank you.
[1:09:37]
» Okay. Thank you.
[1:09:37]
>> That helps. Yeah. So, so in the event
[1:09:39]
» That helps. Yeah. So, so in the event
[1:09:39]
something comes open, we can well
[1:09:42]
>> I think yeah, if I can confirm just to
[1:09:44]
» I think yeah, if I can confirm just to
[1:09:44]
make sure we can follow up and then you
[1:09:46]
can assign that second
[1:09:48]
>> 287 group if there is in fact one.
[1:09:50]
» 287 group if there is in fact one.
[1:09:50]
>> Okay. Okay, sounds good. Thank you.
[1:09:52]
» Okay. Okay, sounds good. Thank you.
[1:09:52]
>> Okay, you're welcome.
[1:09:53]
» Okay, you're welcome.
[1:09:53]
>> So, I have five total boards for you. Um
[1:09:57]
» So, I have five total boards for you. Um
[1:09:57]
only one well one is the um an internal
[1:10:00]
and the other four are regional. Um, and
[1:10:04]
then just kind of looking at,
[1:10:09]
you know, where everybody else feels.
[1:10:10]
Was there anything else you wanted to
[1:10:12]
throw his way? [laughter]
[1:10:14]
Are we good for now? And um, yeah. And
[1:10:19]
then the other one too, and um, Council
[1:10:21]
Member Popkin, this one is directed to
[1:10:23]
you, if you are feeling, now that you've
[1:10:25]
had a chance to look through the list,
[1:10:27]
if you need me, if you want me to pick
[1:10:29]
up Dr. COG as the and you be the um
[1:10:32]
alternate.
[1:10:34]
That one meets Wednesday evenings
[1:10:38]
in Denver,
[1:10:41]
>> the Denver Regional Council of
[1:10:43]
» the Denver Regional Council of
[1:10:43]
Governments and it is um the Wednesday.
[1:10:48]
Yeah, I think they have they started at
[1:10:49]
4, but it's like a dinner
[1:10:52]
deal before it gets started. So, go
[1:10:54]
ahead, Council Member Popkin.
[1:10:57]
>> Yeah, I was going to ask
[1:10:59]
» Yeah, I was going to ask
[1:10:59]
What's the usual like window for the
[1:11:01]
meeting? Like is it a two hour, three
[1:11:03]
hour, 15 hour? What's the the depends on
[1:11:06]
who talk?
[1:11:07]
>> It depends on who Stop. Okay, I see
[1:11:10]
» It depends on who Stop. Okay, I see
[1:11:10]
where you're going with that. Um
[1:11:13]
I know they started, if I recall
[1:11:15]
correctly, and I don't know if they've
[1:11:17]
changed it, but I think it went like
[1:11:18]
6:00 to 9 or like a 6:30. I thought
[1:11:21]
there was a dinner even though it shows
[1:11:22]
four o'clock here.
[1:11:24]
>> Oh,
[1:11:24]
» Oh,
[1:11:24]
>> and I'll follow follow up with that time
[1:11:26]
» and I'll follow follow up with that time
[1:11:26]
frame. Um, and I knew um may the mayor
[1:11:31]
Pek had often just stayed the night over
[1:11:33]
there when she went because it it went
[1:11:36]
late.
[1:11:36]
>> Um, so, you know, I wanted to throw that
[1:11:40]
» Um, so, you know, I wanted to throw that
[1:11:40]
back out there. I am fine with just
[1:11:41]
keeping it the way it is,
[1:11:43]
>> but I wanted to throw that out there for
[1:11:45]
» but I wanted to throw that out there for
[1:11:45]
you now that you had a chance to digest,
[1:11:47]
you know, your assignments.
[1:11:50]
>> Yeah, I didn't know it was Okay, that's
[1:11:52]
» Yeah, I didn't know it was Okay, that's
[1:11:52]
useful to know because technically I
[1:11:54]
have that in the planning and zoning
[1:11:55]
commission on the same day. I was
[1:11:57]
planning to go back to back.
[1:11:58]
>> Oh,
[1:11:59]
» Oh,
[1:11:59]
>> but if it's a like a for a sleepover
[1:12:01]
» but if it's a like a for a sleepover
[1:12:01]
situation.
[1:12:02]
>> Yeah, I would not be sleeping over. I'll
[1:12:04]
» Yeah, I would not be sleeping over. I'll
[1:12:04]
be driving back at night. Um
[1:12:06]
>> um more than uh
[1:12:10]
» um more than uh
[1:12:10]
>> maybe we can take this off like does
[1:12:12]
» maybe we can take this off like does
[1:12:12]
this have to be decided right now or
[1:12:14]
>> It doesn't I Don and I'm going to defer
[1:12:16]
» It doesn't I Don and I'm going to defer
[1:12:16]
to you. Is that okay if we discuss
[1:12:18]
offline if we want to switch roles or do
[1:12:22]
we need to do a formal
[1:12:27]
» I think it's up to you if you'd like for
[1:12:28]
us to do Dr. Cog will be looking to know
[1:12:31]
who the voting
[1:12:33]
>> appointee is.
[1:12:34]
» appointee is.
[1:12:34]
>> Yes.
[1:12:34]
» Yes.
[1:12:34]
>> Um with some clarity I think so.
[1:12:37]
» Um with some clarity I think so.
[1:12:37]
>> Yeah. Well and I think Yeah. So do you
[1:12:40]
» Yeah. Well and I think Yeah. So do you
[1:12:40]
want us to decide tonight? It'd be
[1:12:42]
helpful. But if you need more time and
[1:12:44]
you want to monitor it, we can just let
[1:12:46]
them know you're
[1:12:48]
>> going to see how it goes and alternate
[1:12:49]
» going to see how it goes and alternate
[1:12:50]
or let us know what you decide.
[1:12:52]
>> I mean, do you want to try the first
[1:12:53]
» I mean, do you want to try the first
[1:12:54]
meeting, see how it goes, and then let
[1:12:55]
me know?
[1:12:56]
>> Kind of. I was very interested in it.
[1:12:59]
» Kind of. I was very interested in it.
[1:12:59]
Um, and supporting the city in that way.
[1:13:02]
Yeah. And I guess
[1:13:04]
>> and it's historically, you know, I' I've
[1:13:06]
» and it's historically, you know, I' I've
[1:13:06]
spoken with other mayors who who often
[1:13:09]
just assign a council member to do that.
[1:13:12]
So, it's not unheard of that the mayor
[1:13:13]
is there. I just wanted to
[1:13:16]
>> to throw that out because I know the
[1:13:17]
» to throw that out because I know the
[1:13:17]
former mayor had picked it up.
[1:13:20]
>> Yeah, maybe Yeah, let me let me think
[1:13:22]
» Yeah, maybe Yeah, let me let me think
[1:13:22]
about it. I'm wondering if maybe we tag
[1:13:23]
team this depending on what the planning
[1:13:25]
and zoning commission has on their
[1:13:26]
agenda.
[1:13:27]
>> That can work as well
[1:13:28]
» That can work as well
[1:13:28]
>> and maybe we can kind of share that. Um
[1:13:30]
» and maybe we can kind of share that. Um
[1:13:30]
but yeah, let's take that offline if
[1:13:31]
that's okay for
[1:13:32]
>> sure. We'll let you do it and then we'll
[1:13:35]
» sure. We'll let you do it and then we'll
[1:13:35]
see where where we land. Okay.
[1:13:37]
>> Appreciate it. Thank you for flagging
[1:13:38]
» Appreciate it. Thank you for flagging
[1:13:38]
that.
[1:13:38]
>> Yep.
[1:13:40]
» Yep.
[1:13:40]
>> Of course.
[1:13:42]
» Of course.
[1:13:42]
>> Okay.
[1:13:44]
» Okay.
[1:13:44]
So, I believe are we good to go?
[1:13:46]
>> Are Yeah, I noted just to re recap.
[1:13:49]
» Are Yeah, I noted just to re recap.
[1:13:49]
>> Yes. uh for council member Calver uh
[1:13:52]
» Yes. uh for council member Calver uh
[1:13:52]
NATO visit Longmont Sustainability
[1:13:54]
Advisory Board LDDA and commuting
[1:13:57]
solutions and then the pending 287
[1:14:01]
coalition once we decipher what's
[1:14:03]
happening there
[1:14:05]
>> okay
[1:14:05]
» okay
[1:14:06]
>> is all I've noted
[1:14:08]
» is all I've noted
[1:14:08]
all that's all
[1:14:09]
>> okay that's that's what I have as well
[1:14:11]
» okay that's that's what I have as well
[1:14:11]
but [laughter]
[1:14:12]
it's a load
[1:14:16]
okay so now we are on to item C our 2026
[1:14:19]
city council retreat agenda planning.
[1:14:22]
Um, and before Sandy seed, before you
[1:14:26]
come, do we need to take a break?
[1:14:28]
>> Are we good? Okay, we're going
[1:14:30]
» Are we good? Okay, we're going
[1:14:30]
[clears throat] to keep on plugging
[1:14:31]
through.
[1:14:44]
All right. Hello, Mayor Hoga Fairing and
[1:14:47]
members of council. Sandy Cedar,
[1:14:48]
assistant city manager, and I'm here to
[1:14:50]
talk about the retreat. Uh, currently
[1:14:52]
your retreat is scheduled for March 27th
[1:14:54]
and 28th. We are taking a look at some
[1:14:56]
different options for where we might
[1:14:58]
hold the retreat. Um, one thing that I
[1:15:00]
do want to bring up to this group as
[1:15:02]
we're kind of discussing and planning.
[1:15:04]
Um, is that we believe that that will be
[1:15:06]
the same time frame as the opening of
[1:15:08]
the ascent property. Um, I know it's
[1:15:11]
tough to get to a ribbon cutting during
[1:15:12]
the day unless you might be at a
[1:15:14]
retreat. [laughter]
[1:15:16]
And so just as a suggestion, if you're
[1:15:17]
interested in us taking a look at
[1:15:19]
whether we could have the retreat either
[1:15:21]
um at the ascent property or um at
[1:15:24]
Hearthstone, if that's something that's
[1:15:25]
interesting to you, we would be happy to
[1:15:26]
pursue that. Yeah. So we have a whole
[1:15:30]
bunch of questions for you today. Um as
[1:15:33]
I said, the retreat is scheduled for
[1:15:35]
March 27th and 28th. Um and as we put
[1:15:38]
together a draft agenda for you, we
[1:15:40]
would like to ask a couple of questions
[1:15:41]
like what kinds of topics would you like
[1:15:43]
to discuss? Would you like to have an
[1:15:45]
outside facilitator? Are you interested
[1:15:47]
in some sort of team building or
[1:15:49]
communication enhancing kind of
[1:15:51]
discussion amongst the council? Um, and
[1:15:55]
uh what would essentially what we're
[1:15:57]
looking for is what would make the
[1:15:58]
retreat a success for this city council.
[1:16:00]
Uh we talked a little bit about in the
[1:16:02]
council communication. We'll certainly
[1:16:04]
give you an update on the current
[1:16:06]
council work plan as it sits today. That
[1:16:08]
doesn't have to be a presentation. It
[1:16:10]
can absolutely be just something in
[1:16:11]
writing that we're able to put as part
[1:16:13]
of the packet. We'll also put our
[1:16:14]
accomplishments and work plans because
[1:16:16]
we always do. Um, and then it really is
[1:16:18]
up to this council to discuss your
[1:16:20]
priorities for the year. Um, as well as
[1:16:22]
maybe some other topics like boards and
[1:16:24]
commissions. If you decide you wanted to
[1:16:26]
do it on the study session instead, then
[1:16:28]
that's taken care of. But you also may
[1:16:31]
be interested in outreach. I know
[1:16:33]
there's been a couple of conversations
[1:16:35]
around is coffee with council the best
[1:16:37]
way to do engagement today. uh it may be
[1:16:40]
one component, but maybe there's some
[1:16:41]
other things that the council would like
[1:16:43]
to discuss. So, those are some of the
[1:16:44]
topics that I've heard the council talk
[1:16:46]
about so far, but really the floor is up
[1:16:48]
to you. Several of you did send me some
[1:16:50]
ideas and suggestions which I forwarded
[1:16:52]
to the entire council. So, uh at this
[1:16:54]
point, I turn it back over to you,
[1:16:56]
mayor. You let me know what you all
[1:16:57]
would like to see.
[1:16:58]
>> Okay. Thanks. I know I was playing
[1:17:00]
» Okay. Thanks. I know I was playing
[1:17:00]
around with trying to figure out how how
[1:17:03]
we wanted to go through each each item.
[1:17:06]
Um, I do appreciate the emails and thank
[1:17:09]
you for forwarding those to us. Um, it
[1:17:12]
gave me a better insight into kind of
[1:17:14]
where everybody's at. And, you know, and
[1:17:17]
I kind of see a lot of alignment in in
[1:17:19]
some of those, you know, es especially
[1:17:21]
as we looked at team building. I know
[1:17:23]
there was not wanting to get too caught
[1:17:24]
up in the fru, you know, I Yeah, I'm not
[1:17:28]
going to go into [laughter]
[1:17:30]
work stuff, but um, but I've been there.
[1:17:34]
Yes. Um, so in I do want to I I just
[1:17:39]
want to throw in really quick before we
[1:17:40]
start getting into the meat of what we
[1:17:43]
want to add. I really enjoyed the um and
[1:17:48]
I it was Brian Shimat Shimato
[1:17:51]
>> Shimamoto
[1:17:52]
» Shimamoto
[1:17:52]
>> Shimamoto who did the um intercultural
[1:17:55]
» Shimamoto who did the um intercultural
[1:17:55]
development inventory and I had to go
[1:17:57]
talk call Carmen contact Carmen and like
[1:18:01]
help me remember what was the name of
[1:18:02]
that. Um so looking at that really
[1:18:05]
helped me to un understand what type of
[1:18:08]
leader I am, how I perceive information,
[1:18:10]
how I take in information, but also how
[1:18:13]
my council colleagues take in
[1:18:16]
information, how they respond and that
[1:18:18]
really helped me become a better, more
[1:18:21]
efficient leader um more responsive
[1:18:24]
leader as well as you know responding to
[1:18:26]
my to my council colleagues um who also
[1:18:29]
were a part of this training. Was anyone
[1:18:32]
here? Were you here for that one for the
[1:18:36]
did you take the survey? I think you
[1:18:37]
>> No, I didn't take the survey, but I was
[1:18:38]
» No, I didn't take the survey, but I was
[1:18:38]
there for the results for Okay.
[1:18:40]
>> Council and it was
[1:18:42]
» Council and it was
[1:18:42]
>> and so there is Yeah. And I thought it
[1:18:44]
» and so there is Yeah. And I thought it
[1:18:44]
was very powerful for me to to for
[1:18:47]
self-reflective piece. So I I think
[1:18:49]
about team building. I mean there could
[1:18:52]
be something fun, but I it doesn't seem
[1:18:55]
like that's necessary. But if we look at
[1:18:57]
really how we are as
[1:19:00]
leaders, how we how we react to things,
[1:19:03]
how we respond to um situations and for
[1:19:06]
us to learn learn that about each other.
[1:19:09]
I think that would be very beneficial.
[1:19:11]
Um does anyone have any Oh, go ahead if
[1:19:14]
you want to speak more to that.
[1:19:15]
>> I was just going to say one of the
[1:19:16]
» I was just going to say one of the
[1:19:16]
suggestions I think from council member
[1:19:18]
Chris was the Clifton StrengthFinder.
[1:19:19]
That's I have certainly taken that um
[1:19:21]
assessment before and that has been very
[1:19:23]
helpful. Okay. Harold has a few other
[1:19:25]
assessments that he uses along with his
[1:19:27]
um consultant Riley. And so if if that's
[1:19:30]
the kind of thing that you're interested
[1:19:31]
in, we'd be happy to kind of, you know,
[1:19:33]
talk about what would make the most
[1:19:35]
sense and bring back that kind of thing.
[1:19:36]
Take an assessment and then learn about
[1:19:38]
each other's styles as opposed to an
[1:19:40]
icebreaker. [laughter]
[1:19:41]
>> Yeah. Yeah. No, I I think I think that
[1:19:44]
» Yeah. Yeah. No, I I think I think that
[1:19:44]
would be more beneficial.
[1:19:45]
>> Okay.
[1:19:46]
» Okay.
[1:19:46]
>> Um I think we've already broken the ice
[1:19:48]
» Um I think we've already broken the ice
[1:19:48]
around here. [laughter]
[1:19:51]
» Um so
[1:19:54]
Yeah. And so, okay. Oops. And I think Go
[1:19:58]
ahead, Council Member Popkin. Yes.
[1:20:00]
>> Yeah. Just a quick follow on on that
[1:20:01]
» Yeah. Just a quick follow on on that
[1:20:01]
topic for a minute and then I would
[1:20:02]
welcome I'd love to hear from other
[1:20:04]
council members on their ideas.
[1:20:05]
>> Um, when we do this kind of a session,
[1:20:08]
» Um, when we do this kind of a session,
[1:20:08]
can we also think of not just what are
[1:20:10]
each other's what are each other's
[1:20:11]
strengths, but also how do people work
[1:20:14]
together most effectively across those
[1:20:16]
different approaches? Sometimes that
[1:20:18]
gets lost in the approach. Is that part
[1:20:19]
of that's built in? Okay, great. Just
[1:20:21]
wanted to make sure that was included.
[1:20:22]
Thank you.
[1:20:23]
>> Yes,
[1:20:23]
» Yes,
[1:20:24]
>> we actually uh have one that is AI based
[1:20:28]
» we actually uh have one that is AI based
[1:20:28]
that you can put questions in like I
[1:20:30]
could say I need to talk to Sandy about
[1:20:33]
this. How do I best communicate to
[1:20:34]
Sandy? And it actually gives you a game
[1:20:38]
plan for the conversation so that you
[1:20:40]
make sure your style is communicating to
[1:20:43]
the other person's style.
[1:20:45]
>> Interesting.
[1:20:46]
» Interesting.
[1:20:46]
>> That would be interesting. But wait,
[1:20:47]
» That would be interesting. But wait,
[1:20:47]
wait. So my style is inputed in AI.
[1:20:51]
>> No. So, you take a test. Yeah. And it
[1:20:53]
» No. So, you take a test. Yeah. And it
[1:20:53]
tells you kind of this is you and it
[1:20:55]
tells me who Sandy is and then we go,
[1:20:57]
okay, I need to talk to Sandy about this
[1:20:59]
and it gives me a game plan to make sure
[1:21:01]
that we're
[1:21:02]
>> actually communicating with each other.
[1:21:04]
» actually communicating with each other.
[1:21:04]
>> Okay.
[1:21:04]
» Okay.
[1:21:04]
>> It's a closed data loop.
[1:21:06]
» It's a closed data loop.
[1:21:06]
>> It's a closed data system.
[1:21:07]
» It's a closed data system.
[1:21:07]
>> Data loop. It doesn't go It's not chat
[1:21:09]
» Data loop. It doesn't go It's not chat
[1:21:09]
GP.
[1:21:11]
It's a closed data system where after
[1:21:13]
you take your assessment,
[1:21:14]
>> the way Susie behaves is out there in
[1:21:16]
» the way Susie behaves is out there in
[1:21:16]
the ethos. [laughter]
[1:21:18]
>> Okay. Um, Council Member Prietto,
[1:21:22]
» Okay. Um, Council Member Prietto,
[1:21:22]
>> this is not my recommendation for the
[1:21:25]
» this is not my recommendation for the
[1:21:25]
retreat, but just a comment to your
[1:21:28]
suggestion.
[1:21:29]
>> Oh, yes, please. Yeah.
[1:21:30]
» Oh, yes, please. Yeah.
[1:21:30]
>> Um, so, and I just want to put it out
[1:21:33]
» Um, so, and I just want to put it out
[1:21:33]
there. I think it's going to be really
[1:21:34]
important like the kind of that
[1:21:37]
relationship building piece because a
[1:21:39]
lot of how we work comes from who we are
[1:21:42]
and our roots and our background. Um,
[1:21:46]
and so I think it's going to be
[1:21:47]
important to like really learn about one
[1:21:50]
another and where we're from and how we
[1:21:53]
were raised and different things like
[1:21:55]
that in order to
[1:21:57]
>> fully understand what's oh that makes
[1:22:00]
» fully understand what's oh that makes
[1:22:00]
sense that this person's work style is
[1:22:02]
this or their their communication style
[1:22:04]
is this.
[1:22:05]
>> And so just wanted to point that out. I
[1:22:07]
» And so just wanted to point that out. I
[1:22:07]
so like along with that discussion
[1:22:09]
making sure that we have that foundation
[1:22:11]
of like
[1:22:12]
>> just getting to know one another.
[1:22:13]
» just getting to know one another.
[1:22:13]
>> Yeah. And I noticed that like having
[1:22:15]
» Yeah. And I noticed that like having
[1:22:15]
those conversations did organically that
[1:22:18]
did allow us to to share out and to get
[1:22:23]
an understanding of who we are.
[1:22:25]
>> Yes. Gotcha.
[1:22:26]
» Yes. Gotcha.
[1:22:26]
>> Um but yeah, so if you can we can make
[1:22:28]
» Um but yeah, so if you can we can make
[1:22:28]
sure that's incorporated in there. Um
[1:22:31]
who are you? Mayor [laughter]
[1:22:34]
>> Mayor Pro McCoy. I was like, who's
[1:22:36]
» Mayor Pro McCoy. I was like, who's
[1:22:36]
number four?
[1:22:37]
>> Thank you, mayor. I was looking at some
[1:22:39]
» Thank you, mayor. I was looking at some
[1:22:39]
of the uh council uh members um uh
[1:22:43]
thoughts on this and I I really did like
[1:22:46]
uh council member uh Cole Coffer. Am I
[1:22:49]
saying that right? Okay. um comfort
[1:22:52]
>> the the thing the meat and potato is
[1:22:55]
» the the thing the meat and potato is
[1:22:55]
part of what we're trying to do here in
[1:22:57]
the sense of uh council goals and
[1:23:00]
objectives and revisiting that aspect
[1:23:02]
and and the fact that we're people kind
[1:23:05]
of needing to understand the broader
[1:23:08]
aspects of envision Longmont and the
[1:23:11]
updates and aspects of that and then I
[1:23:13]
you know I I think of the uh fire fire
[1:23:17]
preparedness um um I I think is
[1:23:21]
specifically after a couple of uh you
[1:23:24]
know plane crashes and stuff like that
[1:23:26]
out at the airport. How with you know
[1:23:31]
very flammable fuels uh would be um
[1:23:36]
particularly
[1:23:38]
important and interesting to to explore.
[1:23:40]
you know, what what safety measures we
[1:23:43]
have there and and what maybe safety
[1:23:45]
measures we need to consider
[1:23:47]
implementing at a at that location. Um,
[1:23:52]
you know, Sundance,
[1:23:54]
I think maybe getting everybody on the
[1:23:56]
same page of what's happening for the
[1:24:00]
first year at Sundance, but I don't know
[1:24:02]
that that's a a super high level and
[1:24:05]
long conversation just because for the
[1:24:09]
most part, we're going to be housing
[1:24:11]
workers and volunteers and maybe getting
[1:24:14]
people understanding that they're not
[1:24:17]
going to have this. I think there's this
[1:24:19]
perception in the general audience of uh
[1:24:22]
Longmont uh uh community members that
[1:24:25]
there's there's we're going to have a
[1:24:27]
bigger impact. The bigger impact is kind
[1:24:30]
of getting people's heads around the
[1:24:31]
idea of having
[1:24:35]
uh resources uh ready and prepared for
[1:24:39]
when people come back into town in the
[1:24:42]
evening. and maybe uh making sure that
[1:24:45]
our restaurants and other uh services
[1:24:47]
are there for
[1:24:50]
uh those folks because that's truly
[1:24:53]
putting our best foot forward and
[1:24:55]
understanding the expectation of it. So
[1:24:56]
I think that's some of those
[1:24:58]
conversations need to be had and make
[1:25:01]
sure that we're saying the same thing
[1:25:03]
over and over again as we talk about
[1:25:05]
what that looks like. Are are you saying
[1:25:07]
that you see that as a retreat topic or
[1:25:09]
like a study session topic as we're
[1:25:11]
starting a retreat topic and kind of a
[1:25:13]
but not a not a a super in-depth? It's
[1:25:16]
more of like
[1:25:17]
>> an update.
[1:25:18]
» an update.
[1:25:18]
>> Yeah. More of an update and keeping
[1:25:19]
» Yeah. More of an update and keeping
[1:25:19]
people on
[1:25:21]
>> uh on the a on brand for what we're
[1:25:25]
» uh on the a on brand for what we're
[1:25:25]
trying to accomplish because we got a
[1:25:27]
lot of people trying to make this thing
[1:25:28]
work right. We really want to come
[1:25:30]
across as the community that that helps
[1:25:34]
support bringing Sundance here. Okay.
[1:25:36]
And then before we go on, so um Sandy,
[1:25:40]
do you feel like number three, the team
[1:25:42]
building segment, do you think that's we
[1:25:45]
can check that off? Okay. So that's
[1:25:47]
done. So looking at kind of processing
[1:25:50]
uh fire preparedness update on uh
[1:25:55]
Sundance,
[1:25:57]
uh trying to think looking at um other
[1:26:00]
department pieces. I guess that would be
[1:26:04]
maybe number two. what reports and
[1:26:05]
presentations would be helpful. Now, I
[1:26:08]
did catch in one of them talking about
[1:26:10]
the state of the departments.
[1:26:12]
>> Um, I'm going to respectfully disagree,
[1:26:15]
» Um, I'm going to respectfully disagree,
[1:26:15]
respectfully disagree. Um, it is
[1:26:17]
important that we do know where the
[1:26:19]
departments are as far as what their
[1:26:22]
reality is, especially when we're making
[1:26:24]
goals that where there's money implied.
[1:26:27]
And so, we need to know kind of what the
[1:26:30]
demands are of staff. Um, it doesn't
[1:26:32]
have to really be in depth as far as
[1:26:34]
what, you know, what they're presenting
[1:26:37]
to us, but I think it's really important
[1:26:39]
and I really value that, especially my
[1:26:41]
first couple of years on council is
[1:26:43]
understanding what the departments have
[1:26:45]
to do, what what is their reality, their
[1:26:49]
staffing, their so if we're looking for,
[1:26:52]
you know, looking at development and
[1:26:54]
we're looking at adding new initiatives
[1:26:56]
that we need to make sure that our staff
[1:26:59]
has what they need so they can be
[1:27:01]
successful.
[1:27:01]
So, it's just kind of adding that extra
[1:27:04]
lens and perspective. Um, so I would
[1:27:07]
like something where staff does give us
[1:27:10]
and it doesn't have to be super long or
[1:27:11]
super intense. Um, you know, intense,
[1:27:14]
but I did appreciate just from my own
[1:27:17]
experience.
[1:27:18]
>> Yeah, I was going to ask I think what I
[1:27:20]
» Yeah, I was going to ask I think what I
[1:27:20]
wanted to do is really a capacity
[1:27:22]
conversation.
[1:27:23]
>> Yes. Because I think in all of this
[1:27:26]
» Yes. Because I think in all of this
[1:27:26]
there's a finite capacity
[1:27:28]
>> and it's based on what we're already
[1:27:30]
» and it's based on what we're already
[1:27:30]
working on and what we're wanting to
[1:27:32]
work on and balancing that capacity
[1:27:35]
because you've heard me say this
[1:27:37]
recently. We're we're at max capacity in
[1:27:40]
some ways which is going to have to come
[1:27:43]
into the decision-m process in terms of
[1:27:46]
what do we take on now? What do we take
[1:27:47]
on down the road? So,
[1:27:49]
>> I've done a capacity presentation at the
[1:27:52]
» I've done a capacity presentation at the
[1:27:52]
last two that may
[1:27:54]
>> capture that, but I'm going to do it
[1:27:56]
» capture that, but I'm going to do it
[1:27:56]
from a holistic perspective of the
[1:27:58]
entire organization
[1:27:59]
>> if that's what you're getting at. Yes.
[1:28:01]
» if that's what you're getting at. Yes.
[1:28:01]
But I would like to do that just to set
[1:28:03]
the framework.
[1:28:05]
>> Of course. Yeah. And you know, and I
[1:28:06]
» Of course. Yeah. And you know, and I
[1:28:06]
think about FTE, you know, I've been in
[1:28:09]
close conversations with our fire and um
[1:28:11]
public safety and just, you know,
[1:28:13]
looking at their capacity, you know,
[1:28:15]
especially as we're looking at higher
[1:28:17]
density. what does that mean? Do we have
[1:28:19]
enough people on on staff to to address
[1:28:22]
if there's apartment fire? And so so
[1:28:25]
just knowing those dynamics. Um that's
[1:28:28]
just my input,
[1:28:29]
>> but go ahead uh Council Member Marcen.
[1:28:34]
» Oh, did I put on the wrong one? I did.
[1:28:37]
So I apologize. So thank you, Mayor, and
[1:28:40]
I appreciate you raising that. And I and
[1:28:41]
I want to be clear about the context of
[1:28:43]
the the note that I sent. It was
[1:28:44]
certainly not intended to be, you know,
[1:28:46]
disrespectful of staff or anything like
[1:28:47]
that in the lightest. I think I think
[1:28:49]
anyone who's been in meetings long
[1:28:50]
enough knows that there are I'm going to
[1:28:52]
report out for 45 minutes about this.
[1:28:54]
And I think for for me personally, I
[1:28:56]
think there absolutely capacity is a
[1:28:58]
valuable conversation. What can staff
[1:29:00]
handle? What individual projects are
[1:29:02]
maybe we're not aware of that staff is
[1:29:04]
working on day-to-day? I think from my
[1:29:06]
perspective, the thing that I would that
[1:29:08]
that just and again one of seven the
[1:29:12]
having that space to talk with each
[1:29:15]
other about shared goals and priorities
[1:29:18]
in in
[1:29:20]
just knowing that time is an asset that
[1:29:23]
that that would be my priority if we had
[1:29:25]
the the choice between the two. So, I
[1:29:27]
just wanted to clarify certainly not
[1:29:28]
looking to be at all, you know,
[1:29:30]
disrespectful of staff or staff time.
[1:29:32]
And and that's part of the goal, too, is
[1:29:33]
I I would hope that staff doesn't have
[1:29:35]
to do a lot of preparation for this
[1:29:36]
retreat. I would hope that it's that
[1:29:38]
it's us that has to carry a lot of that
[1:29:39]
load as we move forward. So, thank you,
[1:29:42]
Mayor.
[1:29:43]
>> Of course. No, and I didn't take it that
[1:29:44]
» Of course. No, and I didn't take it that
[1:29:44]
way. I just wanted to add some context
[1:29:47]
to that piece. So, I'm going to kick it
[1:29:49]
back to Council Member Christ and then
[1:29:50]
I'll work my way to the other side.
[1:29:55]
Well, this is slightly from the um side
[1:29:58]
talking about this, but um just an
[1:30:00]
observation that most of us have come
[1:30:02]
off of a campaign recently. So, we've
[1:30:05]
been on a a real listening tour and it's
[1:30:08]
important to take all that information
[1:30:11]
and discuss it and even the nuances of
[1:30:13]
it because a lot of it comes down to the
[1:30:15]
same topics that we talk about here. How
[1:30:18]
do we engage with the public better? How
[1:30:21]
do we um
[1:30:24]
how do we see unintended consequences
[1:30:26]
before we end up there? How, you know,
[1:30:28]
how do we solve some of these problems
[1:30:30]
that have been plaguing us where we're
[1:30:32]
just not quite where we want to be with
[1:30:34]
them? And so, I think it takes a wider
[1:30:36]
lens and a wider understanding of how
[1:30:40]
how we all approach problems because I
[1:30:42]
think if we put all our all of our heads
[1:30:43]
together, we will have every
[1:30:46]
every sector covered and we'll come up
[1:30:49]
with some good ideas. not to overwhelm
[1:30:51]
staff. And I think one of the advantages
[1:30:54]
also of having a second day is we can
[1:30:56]
kind of hash all this out and then have
[1:30:58]
a list of questions for staff
[1:31:01]
to school us. You know, I I think you
[1:31:04]
have an amazing amount of information,
[1:31:07]
talent, and um insights after doing this
[1:31:10]
for so many years. So um yeah. Uh, so I
[1:31:15]
didn't come up with a list of specific
[1:31:17]
topics yet, although I kind of have them
[1:31:19]
in my head because I think everybody has
[1:31:21]
heard some of the same things, but maybe
[1:31:23]
in different ways. And I want to hear
[1:31:26]
all those different ways that people
[1:31:28]
come to us with concerns, but also, you
[1:31:30]
know, what they like and what they don't
[1:31:32]
like. Some things are positive for some
[1:31:34]
people and negative for others, but but
[1:31:36]
what what is the what are the roots of
[1:31:39]
that? and uh Mayor Hoga, one thing that
[1:31:42]
um I was thinking about with respect to
[1:31:44]
council member Christ's motion at the
[1:31:46]
beginning of this particular council
[1:31:48]
session around taking a look at the
[1:31:50]
National Civic League's, you know, kind
[1:31:51]
of framework around some of that. We can
[1:31:54]
continue. The current motion is to do
[1:31:55]
that in a pre session. I assume we would
[1:31:58]
probably be able to still fit in a
[1:31:59]
preession before the retreat. I'm
[1:32:00]
looking at Harold and he can say
[1:32:02]
absolutely not. But the presession on
[1:32:04]
the National Civic Leave kind of
[1:32:05]
framework for engagement. But if
[1:32:07]
engagement is something that you'd like
[1:32:08]
to talk about in the retreat, it may
[1:32:10]
make sense to have that discussion at
[1:32:11]
the retreat rather than at a presession
[1:32:13]
kind of segregated. Yeah. So learning
[1:32:15]
more about the National Civic League
[1:32:17]
framework, talking a little bit about,
[1:32:19]
you know, what the community engagement
[1:32:20]
looks like today and what your ideas are
[1:32:22]
for making that more robust over time.
[1:32:25]
Um, you know, that that might be a nice
[1:32:27]
one to put together at the retreat if
[1:32:29]
you're interested. Otherwise, we'll run
[1:32:30]
a preession ahead of time.
[1:32:32]
>> Okay. Um, do you feel like you need to
[1:32:34]
» Okay. Um, do you feel like you need to
[1:32:34]
have it as a presession or can we
[1:32:37]
compile this to the retreat?
[1:32:41]
And I'm looking for your
[1:32:44]
>> I think there are two options. We could
[1:32:46]
» I think there are two options. We could
[1:32:46]
actually have them facilitate and have
[1:32:48]
us learn the system which could be fun
[1:32:51]
and it also would be something that the
[1:32:53]
public might see.
[1:32:54]
>> Yeah. and and or have the conversation
[1:32:57]
» Yeah. and and or have the conversation
[1:32:57]
earlier and and then at at retreat
[1:33:00]
>> either one
[1:33:01]
» either one
[1:33:01]
>> discuss you know how we might implement
[1:33:02]
» discuss you know how we might implement
[1:33:02]
that and maybe
[1:33:05]
>> maybe both you know maybe we we try it
[1:33:08]
» maybe both you know maybe we we try it
[1:33:08]
out on ourselves makes ourselves the
[1:33:10]
guinea pigs and then what we learn from
[1:33:12]
that we say okay we think this would
[1:33:14]
work in this arena or with these types
[1:33:16]
of problems issues concerns
[1:33:19]
>> so maybe we'll hold off on the preession
[1:33:22]
» so maybe we'll hold off on the preession
[1:33:22]
until scheduling a presession until
[1:33:24]
after the retreat. Do cover this at the
[1:33:28]
retreat and then we can figure out how
[1:33:30]
we want to organize the presession.
[1:33:33]
>> Let's decide if we're going to have a
[1:33:34]
» Let's decide if we're going to have a
[1:33:34]
facilitator or not.
[1:33:35]
>> Okay?
[1:33:36]
» Okay?
[1:33:36]
>> Because I don't think we've decided that
[1:33:37]
» Because I don't think we've decided that
[1:33:37]
yet, but if we're going to have an
[1:33:39]
external facilitator, I would like them
[1:33:41]
to come in and and just introduce the
[1:33:42]
topic to us. They don't have to
[1:33:44]
facilitate.
[1:33:46]
>> That would be number four. Is that kind
[1:33:48]
» That would be number four. Is that kind
[1:33:48]
of what I'm looking at? Okay.
[1:33:50]
>> Yes.
[1:33:51]
» Yes.
[1:33:51]
>> So, thank you. Okay. Okay. And then now
[1:33:52]
» So, thank you. Okay. Okay. And then now
[1:33:52]
um Council Member Prietto,
[1:33:54]
>> I don't know.
[1:33:57]
» I don't know.
[1:33:57]
>> I have two suggestions. Is Is this an
[1:33:59]
» I have two suggestions. Is Is this an
[1:33:59]
appropriate time?
[1:34:00]
>> Yeah, go for it.
[1:34:01]
» Yeah, go for it.
[1:34:01]
>> Okay. Um so one of my suggestions is um
[1:34:04]
» Okay. Um so one of my suggestions is um
[1:34:04]
with potential federal funding cuts
[1:34:06]
coming down the pipeline to some of the
[1:34:07]
social service programs. Um I would like
[1:34:10]
to add some human service discussions
[1:34:12]
around funding programs and just a
[1:34:14]
general overview of where Longmont
[1:34:15]
stands in meeting some of the
[1:34:17]
community's most basic needs. um
[1:34:20]
specifically child care, eviction
[1:34:22]
prevention, food access, etc. Um so
[1:34:25]
that's one of them. Staff can just
[1:34:27]
provide us a presentation or we can have
[1:34:28]
a discussion maybe just let us know like
[1:34:31]
this is what we're doing around child
[1:34:32]
care. This is what we're doing and and
[1:34:34]
of course including other um community
[1:34:37]
stakeholders because of course the city
[1:34:38]
of Longmont doesn't own
[1:34:40]
>> um all of it. We're working with a lot
[1:34:42]
» um all of it. We're working with a lot
[1:34:42]
of community partners who are doing some
[1:34:44]
really good work in the community. But
[1:34:45]
just so we know as council where where
[1:34:48]
do we need to focus our attention, where
[1:34:50]
do we need to respond? And I'm hoping by
[1:34:53]
then we'll know exactly what that impact
[1:34:55]
looks like um to our community and and
[1:34:58]
where the needs are.
[1:35:00]
And then I have another suggestion if
[1:35:02]
you want me to pause.
[1:35:03]
>> Um so those two, so child care and
[1:35:06]
» Um so those two, so child care and
[1:35:06]
federal funding and what was
[1:35:08]
>> uh eviction prevention access
[1:35:11]
» uh eviction prevention access
[1:35:11]
>> kind of the the the kind of the top. So
[1:35:14]
» kind of the the the kind of the top. So
[1:35:14]
it's so yeah. So, we're going to have
[1:35:15]
federal impacts that are going to be
[1:35:17]
>> uh impacting child care, um housing,
[1:35:21]
» uh impacting child care, um housing,
[1:35:21]
like so eviction prevention was one of
[1:35:23]
the things I was thinking of and then
[1:35:24]
food access.
[1:35:25]
>> Food access. Oh yeah, that was the other
[1:35:27]
» Food access. Oh yeah, that was the other
[1:35:27]
one
[1:35:27]
>> because I know that that is was
[1:35:28]
» because I know that that is was
[1:35:28]
identified as one of the needs on the um
[1:35:32]
community survey.
[1:35:33]
>> And then could that be incorporated in
[1:35:34]
» And then could that be incorporated in
[1:35:34]
part in number two, the reports,
[1:35:37]
presentations?
[1:35:39]
>> it certainly could. I mean many of these
[1:35:42]
» it certainly could. I mean many of these
[1:35:42]
pieces, right? housing, early care, and
[1:35:44]
you know, I think last year we added
[1:35:46]
food and security as part of the council
[1:35:48]
vision or security [laughter] as the
[1:35:51]
vision. Um, and so I I do think that
[1:35:54]
this is represented in the current work
[1:35:55]
plan. Um, and and certainly could be
[1:35:57]
discussed as part of that overview.
[1:35:59]
>> Okay. No, that's that's good. It feels
[1:36:01]
» Okay. No, that's that's good. It feels
[1:36:01]
like a lot of that can be interwoven
[1:36:03]
into other other parts, but um yes.
[1:36:06]
Okay. Thank you. I I was going to try to
[1:36:08]
Okay, number one. number two. But
[1:36:10]
there's so many things where
[1:36:13]
>> I'm kind of letting we're going to go
[1:36:14]
» I'm kind of letting we're going to go
[1:36:14]
organically a little bit. Council member
[1:36:17]
Popkin.
[1:36:17]
>> Oh, I had one.
[1:36:18]
» Oh, I had one.
[1:36:18]
>> Oh, I'm so sorry. I Yeah, I remember.
[1:36:20]
» Oh, I'm so sorry. I Yeah, I remember.
[1:36:20]
>> And then just a really small portion of
[1:36:23]
» And then just a really small portion of
[1:36:23]
our retreat to talk a little bit about
[1:36:26]
uh just efficiencies, council
[1:36:28]
efficiencies and work efficiencies on
[1:36:30]
and how we function.
[1:36:33]
Um, you know, there's just a lot of
[1:36:36]
little kind of suggestions and areas
[1:36:38]
that I think that we could improve
[1:36:40]
administratively to help us, you know,
[1:36:43]
respond more efficiently, you know, get
[1:36:47]
uh residents answers to questions more
[1:36:50]
efficiently. And so, just a small
[1:36:52]
portion just to kind of talk about like
[1:36:53]
what are those priorities, what does it
[1:36:54]
look like, come to an agreement, and
[1:36:56]
then make a move on those.
[1:36:57]
>> Okay.
[1:36:58]
» Okay.
[1:36:58]
>> Yeah.
[1:37:00]
» Yeah.
[1:37:00]
And then I'll let you kind of decide if
[1:37:03]
that's something because that that'll be
[1:37:04]
our conversation, but kind of where it
[1:37:06]
where would it embed in the
[1:37:08]
>> I can see where that where that also
[1:37:09]
» I can see where that where that also
[1:37:09]
comes. You know, if we spent some time
[1:37:12]
first of all learning about our
[1:37:13]
leadership styles and how we work better
[1:37:15]
with each other and how do we
[1:37:16]
communicate with each other and then
[1:37:17]
maybe move that into how do we have
[1:37:19]
efficient meetings? um you know that
[1:37:22]
that kind of piece and see how the civic
[1:37:23]
league work um also fits into that
[1:37:26]
because I think the idea of trying it on
[1:37:28]
ourselves trying it on yourselves um you
[1:37:31]
know might fit into that as well. So
[1:37:32]
kind of one segment around that, right?
[1:37:35]
Council um operations efficiencies and
[1:37:38]
knowing each other. One segment on staff
[1:37:40]
capacities um and things like that.
[1:37:43]
>> One with some presentations, fire, a
[1:37:45]
» One with some presentations, fire, a
[1:37:45]
Sundance update and you know and maybe a
[1:37:48]
brief council work plan update. You'll
[1:37:49]
have all that all the deep dive. We'll
[1:37:51]
have it all written so so that it's not
[1:37:53]
huge long presentations but we could
[1:37:55]
certainly give some short updates as
[1:37:56]
well.
[1:37:57]
>> Okay, great. Thank you. Now
[1:37:59]
» Okay, great. Thank you. Now
[1:37:59]
>> sorry. So, like the federal funding
[1:38:00]
» sorry. So, like the federal funding
[1:38:00]
piece, um, that's something that is part
[1:38:03]
of the work plan and so we can update
[1:38:04]
the work plan and you can have a good
[1:38:06]
chunk of that deep dive information
[1:38:07]
ahead of time.
[1:38:09]
>> Yeah.
[1:38:09]
» Yeah.
[1:38:09]
>> Okay, great. Thank you. Um, Council
[1:38:11]
» Okay, great. Thank you. Um, Council
[1:38:11]
Member Popkin.
[1:38:13]
>> Yeah, thank you, Mayor. Um, and thank
[1:38:14]
» Yeah, thank you, Mayor. Um, and thank
[1:38:14]
you, Sandy, and and my fellow council
[1:38:16]
members for all the ideas so far. Um,
[1:38:18]
you actually just addressed maybe two or
[1:38:20]
three of my suggestions, which I would
[1:38:22]
say a plus one on like in some ways a
[1:38:24]
pre-eread on some of these upformational
[1:38:27]
updates. I think would allow us to kind
[1:38:29]
of uh fulfill the spirit of Council
[1:38:31]
Member Mars's suggestion, which I
[1:38:33]
actually fully agree with. I'd love to
[1:38:34]
have more space for us to all I I feel
[1:38:37]
like that's a a limited commodity is
[1:38:39]
space when we can actually all discuss
[1:38:41]
freely together. Um, and you know, we
[1:38:44]
aren't worried about pushing 11:00 at
[1:38:46]
night. Um so uh would would very much
[1:38:49]
welcome that and then still appreciate
[1:38:51]
theformational items so we can have the
[1:38:53]
most informed discussion possible. Um so
[1:38:55]
that just speaks to kind of more uh
[1:38:57]
presentation information or other
[1:38:59]
updates as like a council com ahead of
[1:39:02]
time where possible. [clears throat]
[1:39:03]
Um, plus one on Sundance, though I'd
[1:39:05]
take a slightly uh I have a slightly
[1:39:09]
different perspective on on the
[1:39:10]
opportunity of Sundance than uh the
[1:39:12]
mayor prom on this and that maybe
[1:39:13]
there's some more opportunities that we
[1:39:15]
aren't fully uh utilizing. And I think
[1:39:17]
having that discussion kind of in real
[1:39:20]
time in March would be productive even
[1:39:22]
if it's not fully realized by next
[1:39:24]
January. This is a 10-year program at
[1:39:27]
least or commitment to the region. So
[1:39:29]
thinking about how do we grow into this
[1:39:31]
um and what what we should be looking
[1:39:32]
for I would
[1:39:34]
>> okay
[1:39:34]
» okay
[1:39:34]
>> um the uh second thinking about the
[1:39:38]
» um the uh second thinking about the
[1:39:38]
vision of like what's our kind of vision
[1:39:40]
for the airport as a council um and
[1:39:46]
uh up plus one um what uh council member
[1:39:49]
Prito was suggesting too on like how we
[1:39:51]
work together efficiently um I think you
[1:39:53]
actually asked me a question kind of as
[1:39:55]
we were joining the new term saying like
[1:39:57]
what happens when we get emails and
[1:40:00]
do se are seven people responding in
[1:40:02]
different ways. Are are we like tag
[1:40:05]
teaming this because of open meetings
[1:40:07]
laws and and like we can't all be on
[1:40:09]
multiple things. So maybe there's a way
[1:40:10]
we can um better like say like hey this
[1:40:14]
pair works on this issue or this like
[1:40:16]
this word and this at large pair will
[1:40:18]
respond on most of these issues some
[1:40:19]
something like that. I don't know what
[1:40:20]
the answer is, but um I think that would
[1:40:22]
be a great way to like a great time to
[1:40:24]
try to figure out what's the optimal way
[1:40:25]
we can uh collaborate or support each
[1:40:27]
other on that so that we're not stepping
[1:40:29]
on toes or sending mixed messages.
[1:40:31]
>> I'm going to tell you, I've been here
[1:40:32]
» I'm going to tell you, I've been here
[1:40:32]
since 2019 and I still don't know.
[1:40:35]
[laughter]
[1:40:36]
>> Has it been a retreat item before?
[1:40:37]
» Has it been a retreat item before?
[1:40:37]
>> It has never been. So, I I thoroughly
[1:40:40]
» It has never been. So, I I thoroughly
[1:40:40]
[laughter]
[1:40:41]
support that idea. I I want answers.
[1:40:44]
>> Excellent. Um I'll also second the
[1:40:46]
» Excellent. Um I'll also second the
[1:40:46]
regional resilience discussion. um maybe
[1:40:48]
beyond just fire mitigation and thinking
[1:40:50]
more about um we we get a lot of
[1:40:52]
questions about water as well. And I
[1:40:54]
think just having that kind of open
[1:40:55]
discussion about like hey what how are
[1:40:58]
we with the natural resource situation
[1:40:59]
that we're in and the overall kind of
[1:41:02]
regional climate and what are we facing
[1:41:03]
and what kind of challenges are we
[1:41:04]
prepared for and what's kind of you know
[1:41:07]
more of a an ambition in terms of
[1:41:10]
preparedness.
[1:41:12]
Um, and then the last two things I'll
[1:41:14]
put on the table here. Um, one as an
[1:41:16]
activity or exercise potentially given
[1:41:18]
what I've heard from my colleagues, um,
[1:41:20]
I might suggest that whether it's Sandy
[1:41:22]
or the facilitation team look into the
[1:41:23]
how now wow exercise which allows uh,
[1:41:26]
folks to work together and figure out
[1:41:28]
hey what are we trying to do now or what
[1:41:30]
do we know how to do now? What are we um
[1:41:34]
figuring out how to do but we can do is
[1:41:36]
within our capacity and what do we not
[1:41:38]
know how to do but really want to do.
[1:41:40]
Um, and it's kind of a nice way to
[1:41:41]
bucket different goals, um, or
[1:41:43]
priorities. Um,
[1:41:46]
and then I think the last thing I just
[1:41:48]
really want to offer on the table that I
[1:41:50]
didn't see anywhere else is thinking
[1:41:52]
about what our vision is for, you know,
[1:41:54]
we've had some discussions in LA urban
[1:41:56]
renewal authority and in city council a
[1:41:58]
little bit, but what is our vision for
[1:42:00]
the first and main area like fully and
[1:42:03]
and how do we make that I mean that that
[1:42:04]
might be one of the most significant uh
[1:42:07]
local development uh efforts that's
[1:42:10]
happening. And I think having a clear
[1:42:11]
understanding of what what are we all
[1:42:13]
staff council working towards there um
[1:42:17]
for clarity for the community. So,
[1:42:19]
>> so and that last one I would assume
[1:42:22]
» so and that last one I would assume
[1:42:22]
that's going to be going on to number
[1:42:24]
one where we're looking at our work
[1:42:26]
plan. We're looking at our our goals and
[1:42:28]
I think you know there it's related to
[1:42:31]
kind of
[1:42:31]
>> how I I'm just kind of thinking about
[1:42:33]
» how I I'm just kind of thinking about
[1:42:33]
how can we embed some of these topics so
[1:42:35]
they're not isolated but just kind of
[1:42:37]
interwoven in things that we're we're
[1:42:39]
covering. So it's not and and how are
[1:42:42]
you feeling like you're looking at this
[1:42:43]
list and
[1:42:44]
>> yeah I think I think if we could offer a
[1:42:46]
» yeah I think I think if we could offer a
[1:42:46]
lot of pre-work for the council I think
[1:42:48]
that would be helpful.
[1:42:49]
>> Okay.
[1:42:49]
» Okay.
[1:42:49]
>> Um I know I spent a year of my life
[1:42:51]
» Um I know I spent a year of my life
[1:42:51]
working on the first and main uh
[1:42:53]
visioning exercise and the main street
[1:42:55]
corridor project and listening to the
[1:42:56]
community and so there's such great
[1:42:58]
information already out there. Yes.
[1:43:00]
>> Um that that that work as a foundation
[1:43:02]
» Um that that that work as a foundation
[1:43:02]
and stepping stone. And so um the same
[1:43:04]
thing with the airport that I found an
[1:43:06]
old airport business plan the day. I'm
[1:43:07]
like these are all the things we're
[1:43:09]
talking about. Huh. Okay. Um and so, you
[1:43:11]
know, if we can provide some of that
[1:43:13]
depth in the packet for council, then
[1:43:16]
hopefully we could reduce um you know,
[1:43:18]
the presentation side of it and have
[1:43:20]
more discussion coming from the
[1:43:21]
springboard because where it gets tough
[1:43:22]
is when people are brainstorming things
[1:43:24]
that have already been
[1:43:25]
>> vetted and discussed in the community.
[1:43:27]
» vetted and discussed in the community.
[1:43:27]
So, if if we can provide that as a
[1:43:29]
foundation for you to be able to take it
[1:43:31]
from there, I think we could
[1:43:32]
>> that would be very
[1:43:33]
» that would be very
[1:43:33]
>> reduce the staff presentations and still
[1:43:34]
» reduce the staff presentations and still
[1:43:34]
honor all of the work already been done.
[1:43:36]
>> Honor the work that's already been done.
[1:43:38]
» Honor the work that's already been done.
[1:43:38]
And then by that time we would be able
[1:43:39]
to sit on this, reflect on it and have
[1:43:42]
our own discussion where you're just
[1:43:44]
kind of getting your popcorn and
[1:43:45]
watching it [laughter]
[1:43:47]
watching the sparks fly. Um, Council
[1:43:49]
Member Colover,
[1:43:52]
>> I really appreciate what Council Member
[1:43:53]
» I really appreciate what Council Member
[1:43:53]
Prito said. Um, because yes, the looking
[1:43:56]
at all of the emails, it is very
[1:43:58]
confusing who's doing what. So, I really
[1:44:00]
applaud that. I also want to add on the
[1:44:02]
the federal budget crisis that we're in
[1:44:05]
and I don't want to water down the very
[1:44:07]
important topics that she brought up,
[1:44:08]
but I know there's a lot of other
[1:44:09]
departments in the city that are waiting
[1:44:11]
on funding to come through that have
[1:44:13]
been paused. I know Vision Zero is also
[1:44:15]
seeing some of those funding. Um, so I
[1:44:18]
don't know if we can have a highlevel
[1:44:20]
overview of all of the grants that we're
[1:44:23]
waiting on and then maybe we can deep
[1:44:25]
dive on some of the ones that we we
[1:44:27]
select that are really important. But I
[1:44:28]
think it'd be nice to have a very high
[1:44:30]
level of this is what it looks like on a
[1:44:32]
on a federal level for all these
[1:44:34]
different departments and then deep dive
[1:44:36]
into those really important topics. Um
[1:44:38]
when it comes to Sundance, I would love
[1:44:39]
to see like Visit Longmont come and give
[1:44:42]
us some information on what they're
[1:44:44]
working on just so we can get up to
[1:44:46]
speed and we're all rowing together. Um
[1:44:48]
just so we're not stepping on their toes
[1:44:50]
and we're not um kind of colliding
[1:44:52]
together. Um, so it'd be nice to invite
[1:44:54]
also some of our boards or outside
[1:44:56]
boards to present as well if that's
[1:44:57]
possible. Um, and then when it comes to
[1:45:00]
uh team building, I've done insights
[1:45:02]
discovery. I'm not suggesting that we do
[1:45:04]
that, but um, it's something really good
[1:45:05]
where we can learn um, different
[1:45:07]
personalities and how to communicate
[1:45:09]
with each other. Thank you.
[1:45:11]
>> Okay. Um, thank you for that. And then,
[1:45:14]
» Okay. Um, thank you for that. And then,
[1:45:14]
you know, adding on and I I couldn't
[1:45:16]
remember what I there was something I
[1:45:18]
wanted to ask and I could not remember
[1:45:21]
what it was and it sparked a memory to
[1:45:24]
add LDDDA to the conversation as well.
[1:45:27]
>> The the Sundance the Sundance
[1:45:29]
» The the Sundance the Sundance
[1:45:29]
conversation.
[1:45:29]
>> Um, not necessar. Yeah. just in general
[1:45:32]
» Um, not necessar. Yeah. just in general
[1:45:32]
like really building you know since my
[1:45:35]
start on council and and we've try I've
[1:45:38]
made efforts I've tried and there there
[1:45:41]
seems to be a disconnect between
[1:45:42]
business and council what we're moving
[1:45:45]
forward and I think it's just that lack
[1:45:48]
of opportunity to have discussion so it
[1:45:52]
you know being able to bring in LDDA um
[1:45:56]
visit long lDA and visit Longmont and
[1:45:59]
LEDp to into the conversation and, you
[1:46:02]
know, have them
[1:46:04]
kind of weigh in on what what they're
[1:46:06]
seeing, what their reality is, and
[1:46:08]
making sure that we're not, you know,
[1:46:10]
unintentionally making, you know, moving
[1:46:13]
forward on priorities that that hurt
[1:46:15]
small business. Um, Council Member, um,
[1:46:20]
Marcine, go ahead.
[1:46:21]
>> Thank you, Mayor. Just and I, we've kind
[1:46:23]
» Thank you, Mayor. Just and I, we've kind
[1:46:23]
of discussed it. Just a conceptual
[1:46:25]
question for staff and for, you know,
[1:46:28]
you, Mayor, and others who've been
[1:46:29]
through the process. Council member
[1:46:30]
Chris, member Chair McCoy, who who've
[1:46:31]
kind of because I'm I'm sitting here and
[1:46:33]
we've got the, you know, the 2023
[1:46:34]
council priorities chart here. And all
[1:46:37]
of these are still, you know, ECE is
[1:46:39]
still a a crisis for working families in
[1:46:41]
our community. And I think any of us
[1:46:43]
could sit down and say, you know, what
[1:46:45]
are the three issues that you most want
[1:46:47]
to talk about or discuss in our retreat?
[1:46:49]
And that's and we and we would probably
[1:46:51]
come up with a lot of the same ones, but
[1:46:52]
we'd all maybe bring something a little
[1:46:54]
bit different to the table. So, I guess
[1:46:55]
my question is just process-wise,
[1:46:58]
conceptually that you're talking about
[1:47:00]
that work plan work that occurs. I guess
[1:47:04]
if you can just tell me talk to me a
[1:47:06]
little bit about how that has occurred
[1:47:07]
in the past and how we together can get
[1:47:10]
to you know that collaborative
[1:47:13]
conversation around these core issues
[1:47:15]
because I think so you you get what I'm
[1:47:18]
I'm asking is is how do we how do we go
[1:47:20]
about that and what does that work
[1:47:23]
ultimately entail to get us to a place
[1:47:25]
where we can update these things where
[1:47:26]
we have an understanding of what are all
[1:47:28]
what are the three issues that we all
[1:47:30]
nail into. if you can just quickly kind
[1:47:32]
of help me understand that a little bit.
[1:47:34]
>> Yeah, that's a that's a great question.
[1:47:35]
» Yeah, that's a that's a great question.
[1:47:35]
Um, Mayor Huggle Fairing and Council
[1:47:37]
Member Marcen, if you take a look at
[1:47:39]
that chart, at the very base of that is
[1:47:40]
core services. And so, part of it is
[1:47:43]
rooting everybody in. This is the 90%
[1:47:45]
95% of the things that we do every day
[1:47:47]
to provide public safety, to provide
[1:47:50]
quality of life services and um
[1:47:52]
infrastructure to the community. And
[1:47:54]
just letting folks know that that's what
[1:47:55]
it is and these are the things we're
[1:47:56]
facing this next year so that you have
[1:47:58]
that in mind in the back of your head.
[1:48:00]
Then as you moved up um equity, safety,
[1:48:02]
and sustainability. This is kind of how
[1:48:04]
we do this work. So it's something just
[1:48:05]
to kind of keep in mind as you're
[1:48:06]
working through um you know your um your
[1:48:10]
planning. And then the three pillars,
[1:48:12]
right? Housing for all, the uh early
[1:48:14]
childhood care and education and
[1:48:16]
transportation. Those are huge topics
[1:48:19]
and there could be seven billion
[1:48:20]
projects that go under each of those.
[1:48:22]
And so prior councils have chosen
[1:48:24]
specific projects that they've wanted to
[1:48:26]
focus on. I would assume this council
[1:48:28]
would do the same and have some
[1:48:29]
conversation around are these three
[1:48:31]
still the right pillars for this council
[1:48:34]
and what are the things that you're
[1:48:36]
interested in accomplishing during the
[1:48:37]
time in which you are a council and how
[1:48:39]
does that look um a part of that is also
[1:48:42]
the places and amenities uh that the
[1:48:44]
reason that's a roof on this little
[1:48:46]
graphic is because you know it it is the
[1:48:48]
stuff that kind of encompasses right so
[1:48:50]
when you are talking about
[1:48:51]
transportation you're talking about
[1:48:52]
first and main but you're also talking
[1:48:54]
about placemaking and the amenities that
[1:48:56]
are going to come with that and so
[1:48:57]
ensuring that the places that we are
[1:48:59]
planning um are in congruence with the
[1:49:01]
council's priorities. Um and then
[1:49:03]
[clears throat] behind that is the
[1:49:04]
climate action side. There was a
[1:49:06]
realization from past council that we
[1:49:08]
aren't the only ones that are going to
[1:49:09]
affect the climate but we do have an
[1:49:12]
effect on the climate and
[1:49:13]
[clears throat] so ensuring that some of
[1:49:14]
the council goals that we have towards
[1:49:16]
renewable energy um and sustainability
[1:49:18]
are in mind as you are going through the
[1:49:21]
planning. So how we have done it in the
[1:49:23]
past have varied depending on how the
[1:49:25]
council wants to look at it. But I think
[1:49:27]
the first real question is are these
[1:49:28]
still the right three pillars for this
[1:49:31]
council. If the answer is yes and we
[1:49:34]
will show you anyway. Here's all the
[1:49:35]
stuff we've done under these so that you
[1:49:37]
can see kind of where we are and in some
[1:49:39]
cases we are mid- project in some of
[1:49:41]
these. Um and so I I believe the council
[1:49:44]
still wants us to continue and finish
[1:49:45]
those projects. But now taking a look to
[1:49:48]
the next piece understanding this is
[1:49:50]
where the core services are. this is
[1:49:51]
where the capacity is. Where would this
[1:49:54]
council like to focus during your time?
[1:49:56]
And that's going to be critical because
[1:49:58]
we can't do everything. So to understand
[1:50:00]
what the priority is for this council is
[1:50:02]
what we would try to get through through
[1:50:04]
facilitation techniques and
[1:50:05]
brainstorming.
[1:50:06]
>> Yeah. And then what that does is lead us
[1:50:08]
» Yeah. And then what that does is lead us
[1:50:08]
into so when we talk about a capacity
[1:50:11]
conversation, it's not just a physical
[1:50:14]
capacity to get the work done. It's do
[1:50:16]
you have the financial capacity to do
[1:50:18]
it? Because
[1:50:20]
>> your financial resources are always
[1:50:23]
» your financial resources are always
[1:50:23]
going to be the guiding princip piece on
[1:50:25]
this because
[1:50:27]
>> do you have enough money to do all these
[1:50:28]
» do you have enough money to do all these
[1:50:28]
things? What are the different financing
[1:50:30]
buckets that you have to look at?
[1:50:31]
Because
[1:50:33]
those two things start driving a lot of
[1:50:36]
decisions in terms of where you move
[1:50:39]
because the more you dilute the
[1:50:42]
financial capacity, the less you're
[1:50:44]
actually able to do.
[1:50:46]
um because you're putting more money
[1:50:48]
into multiple things and it makes it
[1:50:50]
more difficult to solve the that piece
[1:50:53]
of the puzzle. So that's the capacity
[1:50:56]
conversation that we'll need to talk
[1:50:58]
about. And you know the core services
[1:51:00]
portion of this I think um I've done a
[1:51:02]
lot of strategic planning where everyone
[1:51:04]
is thinking of okay what do we want to
[1:51:06]
see in the future vision which is great
[1:51:07]
but if you don't recognize that a huge
[1:51:10]
portion in fact most of the work that
[1:51:11]
the city does is to provide clean water
[1:51:14]
>> reliable electricity trash services fire
[1:51:17]
» reliable electricity trash services fire
[1:51:17]
and police services if you if there's
[1:51:18]
not that recognition then then we are
[1:51:21]
stretching the capacity way too thin as
[1:51:23]
Harold reminded me when he first started
[1:51:24]
here. [laughter]
[1:51:28]
Okay. Um, very good. Thank you. Um,
[1:51:34]
Mayor Prom McCoy.
[1:51:37]
>> Thank you, Mayor. Um, I I'm looking at a
[1:51:39]
» Thank you, Mayor. Um, I I'm looking at a
[1:51:39]
calendar here and I'm thinking about how
[1:51:42]
uh it's it's kind of a shame that uh
[1:51:45]
Council Member PTO and and Council
[1:51:47]
Member Koffers points to the um grants
[1:51:52]
and things like that. Uh and this
[1:51:54]
conversation that we're talking about
[1:51:56]
having uh around um you know our our new
[1:52:00]
priorities or potentially new priorities
[1:52:03]
uh couldn't have come earlier because
[1:52:05]
just literally the week before many of
[1:52:08]
us might be going to the National League
[1:52:10]
of Cities conference and wanting to kind
[1:52:12]
of make sure that we're getting the
[1:52:14]
right message out to uh our um
[1:52:19]
representatives [snorts]
[1:52:20]
in Washington. uh and the message that
[1:52:23]
we want as a as a collective council,
[1:52:26]
not not not after the fact. I just it's
[1:52:30]
a bummer that uh and there's no changing
[1:52:33]
it now, but there's just no uh it's a
[1:52:36]
shame that we couldn't have had somehow
[1:52:38]
conversations about those uh things
[1:52:41]
because those are the things that as we
[1:52:43]
move forward and as we go to uh to talk
[1:52:46]
to members of uh of Congress and uh and
[1:52:49]
also talk to other communities about how
[1:52:52]
they're uh handling these challenges
[1:52:55]
uh would be seriously beneficial. to the
[1:52:59]
the overall uh positive and and success
[1:53:04]
of of this council. So, uh I don't know
[1:53:07]
how to change that, Sandy. I just uh
[1:53:11]
think that it's kind of something that
[1:53:12]
as we proceed maybe there's some way of
[1:53:16]
of seeing how we
[1:53:19]
how we can
[1:53:21]
get a a a working plan going forward so
[1:53:25]
that people h are relatively on what we
[1:53:29]
think people's priorities will be.
[1:53:32]
>> We we could certainly provide the list
[1:53:33]
» We we could certainly provide the list
[1:53:33]
of grants that you all were talking
[1:53:35]
about um you know the the federal grants
[1:53:37]
that we're reliant on or that we're
[1:53:38]
waiting on. We could certainly provide
[1:53:40]
that well before the retreat before we
[1:53:41]
could provide it for NLC if you would
[1:53:43]
drive
[1:53:43]
>> and also city's priorities for getting
[1:53:45]
» and also city's priorities for getting
[1:53:45]
those things forward.
[1:53:47]
>> So, and are you um I I do have a
[1:53:50]
» So, and are you um I I do have a
[1:53:50]
follow-up question. So, are you
[1:53:52]
referencing
[1:53:54]
um kind of taking what
[1:53:57]
are what we're getting out of our
[1:53:59]
council retreat in this discussion on
[1:54:01]
federal funding to be able to take it to
[1:54:04]
the um National League of Cities. So my
[1:54:08]
wondering is if we during our council
[1:54:11]
retreat, you know, allotted some time
[1:54:15]
for council to update the rest of
[1:54:18]
council on um what we went through at
[1:54:21]
the um at the NLC conference and then
[1:54:25]
kind of come to a consensus. Okay, this
[1:54:28]
is what we want to advocate for. I mean,
[1:54:30]
I've hours on the phone with our
[1:54:33]
Congress people and, you know, I'm
[1:54:35]
getting to the point where I'm calling
[1:54:36]
other state Congress people and, you
[1:54:38]
know, [laughter]
[1:54:40]
just so you know, at least if we can
[1:54:42]
come together on a consensus and
[1:54:44]
messaging, then, you know, we take what
[1:54:47]
we've learned from National League of
[1:54:49]
Cities, what are have some conversation
[1:54:52]
around that, come up with what our
[1:54:54]
priorities are and how we can advocate
[1:54:56]
that, you know, via phone call or email
[1:54:58]
to our Congress. Congress people.
[1:55:01]
>> Okay. Um well that and that would be led
[1:55:04]
» Okay. Um well that and that would be led
[1:55:04]
by us, not not you guys. Um Council
[1:55:06]
Member Popkin.
[1:55:07]
>> Yeah. Thank you. Just to also piggyback
[1:55:09]
» Yeah. Thank you. Just to also piggyback
[1:55:09]
on this discussion. So um just speaking
[1:55:11]
from experience as as someone who's led
[1:55:13]
delegations of other city council
[1:55:14]
sometimes in DC. That's one of the less
[1:55:17]
in from my professional opinion that's
[1:55:19]
one of the less effective weeks to
[1:55:21]
actually really do a coordinated
[1:55:22]
lobbying effort because everyone's
[1:55:23]
there. And so what I'd actually suggest
[1:55:26]
is we have a discussion when we're and
[1:55:27]
I've seen a couple nods there. And so
[1:55:30]
what I might suggest is I I really do
[1:55:32]
appreciate um the point that Mayor Prom
[1:55:34]
McCoy is making though. And I'm
[1:55:35]
wondering is this a better topic for
[1:55:37]
maybe a presession or a study session
[1:55:39]
earlier in the year than and maybe a
[1:55:42]
follow- on and retreat through NLC so we
[1:55:44]
can all go into NLC productively and
[1:55:47]
then maybe think about a coordinated
[1:55:49]
separate depending on depending on what
[1:55:51]
our federal resource agenda might be or
[1:55:54]
state then we have a more cohesive
[1:55:56]
strategy and figure out when's the when
[1:55:58]
is the right time to have a delegation
[1:56:00]
from the city go and do this then it's
[1:56:03]
much more intentional and oriented I
[1:56:04]
think around the strategic goals that
[1:56:06]
you had in mind and
[1:56:09]
maybe maybe it's informed by retreat,
[1:56:11]
maybe it's uh kind of maybe we're
[1:56:13]
helping inform retreat.
[1:56:15]
>> Yeah.
[1:56:16]
» Yeah.
[1:56:16]
>> So, do do we still want to all lot some
[1:56:18]
» So, do do we still want to all lot some
[1:56:18]
time on our retreat to have this
[1:56:19]
discussion?
[1:56:20]
>> Well, I think what I'm what I'm trying
[1:56:22]
» Well, I think what I'm what I'm trying
[1:56:22]
trying to get at is is there does it
[1:56:24]
make sense based on what what uh
[1:56:27]
resources we have in our crosshairs at
[1:56:29]
this moment
[1:56:30]
>> to do something sooner? If not, then we
[1:56:33]
» to do something sooner? If not, then we
[1:56:33]
can maybe do it at retreat or after. But
[1:56:35]
I think either way, we should have a
[1:56:37]
cohesive discussion about how do we best
[1:56:40]
advocate for the resources that we need.
[1:56:42]
>> Okay. Yeah. And I'm just kind of
[1:56:43]
» Okay. Yeah. And I'm just kind of
[1:56:43]
thinking maybe that's something down the
[1:56:45]
line. I just want to get what's on the
[1:56:46]
retreat right now. So,
[1:56:48]
>> well, and but if it can be on a
[1:56:49]
» well, and but if it can be on a
[1:56:49]
presession or study session before, then
[1:56:50]
we take
[1:56:51]
>> And I'm wondering, this is where I'm
[1:56:52]
» And I'm wondering, this is where I'm
[1:56:52]
going to kick it back to to Harold and
[1:56:54]
[clears throat] staff. I mean, we're
[1:56:56]
running out of days. [laughter]
[1:56:58]
>> I think that's true. um Mayor Hoggo
[1:57:00]
» I think that's true. um Mayor Hoggo
[1:57:00]
Fairing, but I do wonder how many of
[1:57:01]
these could be study sessions as opposed
[1:57:03]
to retreat discussion discussions.
[1:57:06]
>> Um you know, when when I look at it, I
[1:57:09]
» Um you know, when when I look at it, I
[1:57:09]
mean, it seems to me like
[1:57:11]
>> um perhaps the fire and and regional
[1:57:13]
» um perhaps the fire and and regional
[1:57:13]
resilience could be more of like a
[1:57:14]
single study session topic or one of two
[1:57:17]
or something like that.
[1:57:18]
>> Um and the same thing with Sundance. um
[1:57:21]
» Um and the same thing with Sundance. um
[1:57:21]
you know I I understand there may want
[1:57:22]
to be some brainstorming and so maybe
[1:57:24]
that does lend itself better for the
[1:57:25]
retreat but
[1:57:27]
>> um you know they seem a little bit more
[1:57:28]
» um you know they seem a little bit more
[1:57:28]
isolated. It does make sense for you all
[1:57:30]
to come back from NLC and share your
[1:57:32]
learnings. I think that's important and
[1:57:34]
that could be part of the retreat. Then
[1:57:35]
you determine what your priorities are
[1:57:37]
and then we take those priorities and
[1:57:38]
lobby them. That's that's kind of what I
[1:57:40]
have done in the past that seems to work
[1:57:42]
and not necessarily even going to DC as
[1:57:45]
much as just inviting our legislators
[1:57:47]
here. They come they like Longmont.
[1:57:49]
Yeah.
[1:57:49]
>> So when we invite them, uh, they do come
[1:57:51]
» So when we invite them, uh, they do come
[1:57:51]
and we can speak to them much more
[1:57:53]
specifically that way.
[1:57:54]
>> Yeah.
[1:57:56]
» Yeah.
[1:57:56]
>> I think would that help because I I
[1:57:58]
» I think would that help because I I
[1:57:58]
would like and I'm kind of trying to
[1:58:00]
think, you know, once we throw
[1:58:01]
everything out on the table, then we can
[1:58:03]
kind of
[1:58:04]
>> pick and choose, okay, what would be
[1:58:06]
» pick and choose, okay, what would be
[1:58:06]
better for an open retreat conversation
[1:58:09]
and what would be more conducive to just
[1:58:12]
having it be part of a study session or
[1:58:15]
go ahead. and we can break this up and
[1:58:17]
we can get a look at it and what's
[1:58:18]
really operationally driven and what
[1:58:20]
makes more sense in the study session,
[1:58:21]
what's really more policy driven that
[1:58:24]
makes more sense in the retreat. And
[1:58:27]
then to Sandy's point, you know, when we
[1:58:29]
look at the Sundance conversation, a
[1:58:32]
they're pretty specific in terms of what
[1:58:34]
they want us to talk about, how they
[1:58:36]
want us to talk about it, and they're
[1:58:37]
really driving it. And it may be that
[1:58:39]
that may be actually more conducive to a
[1:58:41]
study session down the road once they
[1:58:44]
get more clarity because
[1:58:46]
>> they're still trying to do their event
[1:58:49]
» they're still trying to do their event
[1:58:49]
and then bring it forward.
[1:58:52]
>> They've been pretty clear with us to say
[1:58:55]
» They've been pretty clear with us to say
[1:58:55]
>> there's words and I'm looking to Jen if
[1:58:58]
» there's words and I'm looking to Jen if
[1:58:58]
Jyn's around.
[1:59:00]
>> Oh no.
[1:59:00]
» Oh no.
[1:59:00]
>> I think there's
[1:59:01]
» I think there's
[1:59:01]
>> Oh, there
[1:59:02]
» Oh, there
[1:59:02]
>> words that we can use, words that we
[1:59:04]
» words that we can use, words that we
[1:59:04]
can't use. I mean it's
[1:59:05]
>> Mhm.
[1:59:07]
» Mhm.
[1:59:07]
>> Yeah.
[1:59:07]
» Yeah.
[1:59:07]
>> a prescription. It's we're really taking
[1:59:09]
» a prescription. It's we're really taking
[1:59:09]
the lead from them to support them.
[1:59:11]
>> Yes. [laughter]
[1:59:12]
» Yes. [laughter]
[1:59:12]
>> And that may be more conducive
[1:59:14]
» And that may be more conducive
[1:59:14]
>> to have maybe a brief presentation on
[1:59:16]
» to have maybe a brief presentation on
[1:59:16]
here's what we're doing now that we know
[1:59:18]
of.
[1:59:20]
>> We'll know more June or July and then
[1:59:23]
» We'll know more June or July and then
[1:59:23]
that may be more robust conversation. Is
[1:59:26]
that a
[1:59:26]
>> Yeah, I think that's fair. I just was
[1:59:28]
» Yeah, I think that's fair. I just was
[1:59:28]
going to say generally Sundance really
[1:59:30]
has to sign off on any use of Sundance
[1:59:34]
um in terms of marketing and um events
[1:59:37]
that are surrounding. Um so that's
[1:59:39]
really just the the main component, but
[1:59:42]
we can certainly provide more
[1:59:43]
information at whichever time you'd like
[1:59:46]
either as part of the um retreat or part
[1:59:50]
of a work session.
[1:59:51]
>> Okay. No, and I thank you for that. I
[1:59:54]
» Okay. No, and I thank you for that. I
[1:59:54]
couldn't if I was Harold and owned a
[1:59:56]
business say I'm doing this
[1:59:58]
>> Sundance
[2:00:00]
» Sundance
[2:00:00]
>> event without them signing off on it.
[2:00:02]
» event without them signing off on it.
[2:00:02]
And I think
[2:00:04]
>> everyone's waiting on that. I think
[2:00:05]
» everyone's waiting on that. I think
[2:00:05]
Boulder's really still at the forefront
[2:00:07]
of this too.
[2:00:09]
>> Um Council Member McCoy's conversation.
[2:00:12]
» Um Council Member McCoy's conversation.
[2:00:12]
And I think there's over 10 years
[2:00:15]
opportunities, but I think right now is
[2:00:19]
it's in its infancy stage and
[2:00:21]
>> yes,
[2:00:22]
» yes,
[2:00:22]
>> we need to watch them a little bit. But
[2:00:25]
» we need to watch them a little bit. But
[2:00:25]
I think we'll have more later. I think
[2:00:27]
we'll have more later.
[2:00:28]
>> Okay. Thank you for pointing that out. I
[2:00:29]
» Okay. Thank you for pointing that out. I
[2:00:29]
just, you know, I want us to be a good
[2:00:30]
partner in this and um you know, and I
[2:00:33]
know there's a lot of excitement around
[2:00:34]
that. So, um I I think, you know, if we
[2:00:37]
follow your lead and um I think Jen's
[2:00:40]
already, you know, getting the
[2:00:42]
information we need and then eventually
[2:00:44]
get a an update when the time is right.
[2:00:47]
And I accidentally turned off your mic.
[2:00:50]
Go ahead, Council Member Brietto.
[2:00:52]
>> Sorry, I I only had the two, but then we
[2:00:55]
» Sorry, I I only had the two, but then we
[2:00:55]
were talking and something came to mind
[2:00:57]
and I don't know necessarily if it's
[2:00:58]
like a framework in which we use or an
[2:01:01]
agenda item at the retreat. I think
[2:01:04]
you'll tell me right now, Sandy. Um, but
[2:01:09]
I couldn't help but to think, um,
[2:01:13]
[clears throat] during my campaign, I
[2:01:14]
spoke a lot about
[2:01:17]
how different systems come together and
[2:01:19]
how a lot of the time cities have the
[2:01:21]
resources they need
[2:01:24]
for you to meet the needs of the
[2:01:26]
community. It's there's just a lack of
[2:01:30]
connection connecting those systems. Um,
[2:01:33]
and I know like a lot of nonprofits,
[2:01:34]
there's a lot of conversations between
[2:01:36]
cities and nonprofits and community
[2:01:37]
partners and schools around like how do
[2:01:40]
we resource share? How do we come
[2:01:41]
together? And I think that's something
[2:01:43]
that I'm new though, so I don't correct
[2:01:46]
me if I'm wrong, that maybe the city's
[2:01:48]
lacking or a lot of places are lacking
[2:01:50]
because no one has the time or energy to
[2:01:53]
put toward that to actually make those
[2:01:55]
connections. Um and so and then I also
[2:01:58]
want to note like Harold when I was in
[2:02:01]
my campaign I went to the uh state of
[2:02:03]
the city and Harold talked about systems
[2:02:05]
and connecting those systems and so I
[2:02:07]
was like he speaks my language you know
[2:02:10]
and so
[2:02:12]
I don't I don't know how to put that
[2:02:15]
into the agenda but I want to make sure
[2:02:18]
that that language is there or that
[2:02:20]
framework or maybe it becomes one of the
[2:02:23]
priorities for the city is really
[2:02:26]
connecting these systems within the city
[2:02:29]
to meet the community need
[2:02:32]
especially since we're in a moment of
[2:02:34]
time where there's potential loss of
[2:02:35]
funding etc etc but I don't you you
[2:02:39]
would probably know better where we can
[2:02:40]
kind of put that in there
[2:02:41]
>> thinking
[2:02:42]
» thinking
[2:02:42]
>> yeah I feel like I've heard that several
[2:02:44]
» yeah I feel like I've heard that several
[2:02:44]
times from council members around
[2:02:46]
connecting with the community like you
[2:02:48]
know really making sure that we either
[2:02:50]
have events or systems or ways so that
[2:02:51]
we can really connect with the community
[2:02:53]
whether that's individuals that maybe
[2:02:54]
you haven't heard from traditionally or
[2:02:56]
whether that's this you know kind of
[2:02:58]
this bigger picture systems thinking
[2:02:59]
aspect that you're thinking of. So I I
[2:03:01]
can see where that would you know
[2:03:03]
certainly fulfill many of the things
[2:03:04]
that you have talked about as a group
[2:03:06]
>> and that could actually we could
[2:03:09]
» and that could actually we could
[2:03:09]
probably incorporate that in the
[2:03:12]
capacity conversation and utilizing
[2:03:14]
systems thinking to maximize capacity
[2:03:17]
both financially and operationally.
[2:03:20]
And then how can you take that systems
[2:03:22]
thinking concept to then apply it to
[2:03:25]
engagement in the in these other pieces?
[2:03:28]
Because you're right, I think daily
[2:03:30]
we're okay, we need to do this and six
[2:03:34]
things touch it. How do we connect the
[2:03:35]
six things to pull into the one? And I
[2:03:38]
think we could probably incorporate that
[2:03:41]
into that capacity conversation because
[2:03:45]
that's how you gain capacity is by
[2:03:47]
utilizing systems thinking to free up
[2:03:50]
capacity in different areas. And so I
[2:03:52]
could do that as part of my piece
[2:03:55]
>> if that's what council wants.
[2:03:57]
» if that's what council wants.
[2:03:57]
>> No, I like that. Mayor, here's what I've
[2:03:59]
» No, I like that. Mayor, here's what I've
[2:03:59]
got kind of as an outline in my head
[2:04:00]
right now. So, I heard
[2:04:03]
>> um you know a segment around learning
[2:04:04]
» um you know a segment around learning
[2:04:04]
about each other's styles and
[2:04:06]
backgrounds in order to be more
[2:04:07]
efficient and effective as a board um
[2:04:09]
and and to be able to make sure that
[2:04:11]
this that this council leaves the mark
[2:04:14]
that you intend to. Um and so maybe
[2:04:16]
that's the first part of it. And then
[2:04:18]
moving into that capacity federal
[2:04:21]
funding, what what are we doing now?
[2:04:24]
will provide kind of a deeper background
[2:04:26]
on on what has been done so far so that
[2:04:29]
you have that in your packets ahead of
[2:04:31]
time and then Harold can talk about that
[2:04:33]
capacity, that federal funding piece,
[2:04:34]
the grants and kind of see where that
[2:04:36]
looks like. Um, and then turn that to
[2:04:40]
the conversation around council
[2:04:41]
priorities now that you've heard the
[2:04:43]
capacity side of it and you're all, you
[2:04:45]
know, ready to work with each other in
[2:04:47]
an excellent way. um how do you then
[2:04:49]
determine what this council's priorities
[2:04:51]
are going to be and what does that look
[2:04:52]
like for 202 um six and and through 2030
[2:04:56]
really for this team um and then morph
[2:05:00]
that into okay now how do we connect
[2:05:02]
with the community on these topics on
[2:05:04]
other things like what are the
[2:05:06]
connections that we need to be making um
[2:05:08]
if we do those things let's have a
[2:05:10]
little info session where council is
[2:05:12]
teaching each other what they learned at
[2:05:14]
NLC [laughter]
[2:05:14]
>> okay yeah
[2:05:16]
» okay yeah
[2:05:16]
>> and then in that case we would move
[2:05:17]
» and then in that case we would move
[2:05:17]
Sundance and the and the resiliency
[2:05:19]
conversations to to study sessions if
[2:05:21]
that's all right. Um if that's if that's
[2:05:23]
okay with everybody still still talk
[2:05:25]
about it but do it during that piece. Um
[2:05:27]
and then the NL the NCL training is part
[2:05:29]
of that team building the effectiveness
[2:05:31]
of bodies and things like that. So,
[2:05:33]
>> okay.
[2:05:34]
» okay.
[2:05:34]
>> Um, let me just double checking to make
[2:05:36]
» Um, let me just double checking to make
[2:05:36]
sure I've got this all
[2:05:39]
>> in. And
[2:05:40]
» in. And
[2:05:40]
>> yeah,
[2:05:41]
» yeah,
[2:05:41]
>> if I can add one thing that may become a
[2:05:43]
» if I can add one thing that may become a
[2:05:43]
topic of conversation
[2:05:46]
and reading the Colorado Municipal
[2:05:48]
League magazine about the upcoming
[2:05:51]
legislation and legislative session is
[2:05:55]
in study sessions or some point. We may
[2:05:58]
need some time to talk to you all
[2:05:59]
because this could be
[2:06:01]
>> a year where there are a lot of battles
[2:06:03]
» a year where there are a lot of battles
[2:06:03]
in terms of home roll.
[2:06:05]
>> Um, it's really starting to to show
[2:06:08]
» Um, it's really starting to to show
[2:06:08]
itself that that's going to be front and
[2:06:09]
center
[2:06:11]
>> um in terms of legislation that we're
[2:06:13]
» um in terms of legislation that we're
[2:06:13]
hearing is going to drop. So, we may
[2:06:17]
need some space in a study session or
[2:06:20]
potentially even in a retreat to where
[2:06:23]
we have some space to maybe talk about
[2:06:25]
that because our guts telling us when it
[2:06:28]
hits, it's going to hit. And who's the
[2:06:31]
CML? You're the CML pol who's the CML
[2:06:34]
policy committ.
[2:06:35]
>> You're the CML.
[2:06:37]
» You're the CML.
[2:06:37]
>> It's all on you.
[2:06:37]
» It's all on you.
[2:06:37]
>> We're in it together.
[2:06:38]
» We're in it together.
[2:06:38]
>> It's it's just we're we're all starting
[2:06:40]
» It's it's just we're we're all starting
[2:06:40]
to see it. Um, and cities are getting
[2:06:43]
pretty concerned about what this means.
[2:06:45]
So,
[2:06:46]
>> if we can kind of hold some space,
[2:06:48]
» if we can kind of hold some space,
[2:06:48]
>> okay,
[2:06:48]
» okay,
[2:06:48]
>> because by the time we get to the
[2:06:50]
» because by the time we get to the
[2:06:50]
retreat, we're going to start seeing
[2:06:51]
what's coming out.
[2:06:52]
>> Got it. Probably two weeks we'll be
[2:06:54]
» Got it. Probably two weeks we'll be
[2:06:54]
starting another.
[2:06:56]
[laughter]
[2:06:57]
>> Yeah, probably. Well, no, I'm thinking
[2:07:00]
» Yeah, probably. Well, no, I'm thinking
[2:07:00]
[snorts] two weeks we're going to see
[2:07:01]
the first
[2:07:02]
>> we can 200 bills dropped. [laughter]
[2:07:03]
» we can 200 bills dropped. [laughter]
[2:07:03]
That's right.
[2:07:04]
>> Okay, good. I know you do. I know you
[2:07:06]
» Okay, good. I know you do. I know you
[2:07:06]
do. And pardon, mayor, we would also
[2:07:08]
invite um folks from the LDDA to the
[2:07:10]
retreat, visit Lmont and LDP as part of
[2:07:12]
that. Um I I know you had mentioned
[2:07:14]
involving youth council a little bit
[2:07:16]
more. Would you be interested in
[2:07:17]
inviting them on Saturday?
[2:07:19]
>> Oo, maybe we can have a lunch with them.
[2:07:23]
» Oo, maybe we can have a lunch with them.
[2:07:23]
>> Let's do that. Let's just squeeze it in
[2:07:24]
» Let's do that. Let's just squeeze it in
[2:07:24]
wherever.
[2:07:25]
>> They're they're interested. That's a
[2:07:27]
» They're they're interested. That's a
[2:07:27]
good one.
[2:07:27]
>> They're interested in being part of the
[2:07:28]
» They're interested in being part of the
[2:07:28]
conversation.
[2:07:28]
>> Oh, wonderful. So, if we could have one
[2:07:30]
» Oh, wonderful. So, if we could have one
[2:07:30]
of those lunches be a um a round table
[2:07:33]
lunch with youth council,
[2:07:34]
>> probably Saturday since there wouldn't
[2:07:35]
» probably Saturday since there wouldn't
[2:07:35]
be school.
[2:07:36]
>> That's right. Yes, that is true.
[2:07:38]
» That's right. Yes, that is true.
[2:07:38]
Although they'd appreciate Friday.
[2:07:40]
>> I think they would I think they would
[2:07:41]
» I think they would I think they would
[2:07:41]
love Friday. Yes. [laughter] So, I will
[2:07:44]
mention
[2:07:45]
>> Saturday. Yeah.
[2:07:46]
» Saturday. Yeah.
[2:07:46]
>> Yeah.
[2:07:47]
» Yeah.
[2:07:47]
>> So, a seus a segment in your retreat
[2:07:50]
» So, a seus a segment in your retreat
[2:07:50]
about learning about each other, working
[2:07:51]
with each other, spending some time with
[2:07:53]
each other. A segment in your retreat
[2:07:55]
about um priority priorities and what
[2:07:57]
this looks like for you all. and and
[2:07:59]
kind of a level setting on what the uh
[2:08:01]
playing field looks like today from
[2:08:03]
Harold's position with respect to
[2:08:04]
capacity and federal funding and you
[2:08:06]
know kind of here's the here's the world
[2:08:08]
we live in today how do these priorities
[2:08:10]
now match for this particular council um
[2:08:12]
and then turn that into then the
[2:08:14]
community engagement
[2:08:16]
um commu connecting the how do we
[2:08:18]
connect community that seem like nice
[2:08:20]
kind of four chunks where we'll I'll
[2:08:22]
slide in some of these other pieces
[2:08:24]
>> yes yeah no that's that sounds good I'm
[2:08:26]
» yes yeah no that's that sounds good I'm
[2:08:26]
going to go ahead and Um, Council Member
[2:08:29]
Popkin, you had your mic on.
[2:08:30]
>> Yeah. One last thing to add into the
[2:08:32]
» Yeah. One last thing to add into the
[2:08:32]
systems discussion. I think it relates
[2:08:33]
very closely and it builds on something
[2:08:35]
that Mayor Harder and I were talking
[2:08:37]
about in the last council on how we
[2:08:39]
align our rates with our policy
[2:08:41]
objectives. And so I think making sure
[2:08:44]
we can have that kind of substantive
[2:08:45]
discussion there I think would
[2:08:47]
complement a lot of what council uh
[2:08:49]
member priz was suggesting some of the
[2:08:51]
conversations Harold you and I have had
[2:08:52]
and building on our our sol our our
[2:08:56]
waste management our electricity rates
[2:08:59]
our um transport um particular uh
[2:09:02]
airport fees like how how fees and rates
[2:09:06]
align with our policy priorities. So,
[2:09:08]
just wanted to introduce that in
[2:09:09]
whatever way that fuses with
[2:09:11]
>> that conversation.
[2:09:17]
» Okay,
[2:09:19]
>> Council Member Marcy.
[2:09:20]
» Council Member Marcy.
[2:09:20]
>> Thank you, Mayor. Very quickly, this has
[2:09:22]
» Thank you, Mayor. Very quickly, this has
[2:09:22]
been a great conversation. I hope you
[2:09:23]
have what you need, Sandy. The only the
[2:09:24]
only thing I guess I I haven't heard a
[2:09:26]
lot of discussion about and maybe I
[2:09:28]
missed it at some point is maybe folded
[2:09:30]
into that conversation about how we work
[2:09:32]
as individuals and how we work together
[2:09:34]
some of the logistics of that cuz I
[2:09:36]
think we've had some discussion up here
[2:09:38]
about preessions about what that all
[2:09:40]
looks like about you know how we
[2:09:43]
actually logistically navigate that and
[2:09:45]
I I think and mayor this is kind of a
[2:09:47]
you question is is you know time in the
[2:09:50]
retreat for us to say okay this is how
[2:09:52]
we want to kind of use those spaces or
[2:09:54]
give you feedback or however you would
[2:09:57]
want to navigate that cuz I was looking
[2:09:58]
at my list and that's the only thing I
[2:09:59]
think we we didn't hit is like how do we
[2:10:01]
navigate
[2:10:03]
presessions work sessions so that we
[2:10:04]
have more as council member Pockin
[2:10:07]
mentioned earlier of those opportunities
[2:10:08]
to discuss things a little more freely
[2:10:11]
work together kind of conversations
[2:10:14]
>> we could certainly fold those into that
[2:10:16]
» we could certainly fold those into that
[2:10:16]
efficiency and effectiveness
[2:10:17]
conversation there's just keep in mind
[2:10:19]
terminology wise there's two kinds of
[2:10:21]
precessions um there's the precession s
[2:10:23]
that mayor Pek had requested
[2:10:25]
[clears throat]
[2:10:26]
which happened regularly and the idea
[2:10:27]
was to update each other on boards and
[2:10:29]
commissions but other business was also
[2:10:31]
conducted and then there's presessions
[2:10:33]
that the council directs us to bring
[2:10:34]
that is a deeper dive and open free
[2:10:36]
conversation about a discussion like
[2:10:39]
>> uh vision zero came as a preession so
[2:10:41]
» uh vision zero came as a preession so
[2:10:41]
there are two different pieces housing
[2:10:43]
yeah there's there's kind of two
[2:10:44]
different ways to look at precession so
[2:10:46]
it might be great to clarify
[2:10:48]
>> yeah [laughter]
[2:10:50]
» yeah [laughter]
[2:10:50]
>> yeah no and then that would give me the
[2:10:53]
» yeah no and then that would give me the
[2:10:53]
opportunity to kind of throw back out.
[2:10:55]
>> I, you know, I I liked the spirit of the
[2:10:59]
» I, you know, I I liked the spirit of the
[2:10:59]
presession where we updated, but then it
[2:11:02]
just felt very mechanical and inorganic
[2:11:05]
and it it wasn't as helpful as I think
[2:11:07]
it could have been. And I'm still trying
[2:11:11]
to fe you know, and maybe this is a good
[2:11:14]
opportunity to discuss how do we want
[2:11:16]
those to to look in the future. Um the
[2:11:19]
one thing I am not hearing is the
[2:11:21]
discussion about boards and commissions
[2:11:23]
and also around the liaison. So I'm
[2:11:25]
assuming that would be a separate
[2:11:27]
precession. Is that
[2:11:28]
>> and so I am that's what I was going to
[2:11:29]
» and so I am that's what I was going to
[2:11:29]
ask. So the rule 27 piece where the
[2:11:34]
board appointments that that could be
[2:11:36]
something that is in a study session. It
[2:11:40]
it's very black and white. It's
[2:11:42]
addressing this particular piece in our
[2:11:43]
rules of procedure. um our liaison.
[2:11:48]
Um I'm almost and I I didn't think did
[2:11:52]
we add I don't think we added that to
[2:11:54]
our council retreat.
[2:11:56]
>> I believe that was previous discussion.
[2:11:58]
» I believe that was previous discussion.
[2:11:58]
>> That was a previous discussion.
[2:11:59]
» That was a previous discussion.
[2:11:59]
>> That was previous direction.
[2:12:01]
» That was previous direction.
[2:12:01]
>> Yeah. I don't know. I'm going to throw
[2:12:03]
» Yeah. I don't know. I'm going to throw
[2:12:03]
that out.
[2:12:03]
>> I just wanted to make sure because it's
[2:12:04]
» I just wanted to make sure because it's
[2:12:04]
currently the the agenda that I would
[2:12:06]
bring back to you does not include that
[2:12:08]
segment. Would that would be separated,
[2:12:10]
but I just wanted to clarify that.
[2:12:11]
>> Okay. I would like to know what what
[2:12:13]
» Okay. I would like to know what what
[2:12:13]
other council people feel council
[2:12:16]
council people
[2:12:16]
>> because it could council members feel
[2:12:19]
» because it could council members feel
[2:12:19]
feel about yeah if we want
[2:12:21]
>> want to add this on
[2:12:24]
» want to add this on
[2:12:24]
>> or or add a separate
[2:12:28]
» or or add a separate
[2:12:28]
>> sorry Don do you need to jump in there
[2:12:29]
» sorry Don do you need to jump in there
[2:12:29]
>> I was clarifying the yes
[2:12:31]
» I was clarifying the yes
[2:12:31]
[snorts and clears throat]
[2:12:31]
>> the question is to discuss the your role
[2:12:33]
» the question is to discuss the your role
[2:12:34]
as liaison to the boards
[2:12:36]
>> that's what I was
[2:12:36]
» that's what I was
[2:12:36]
>> philosophical discussion
[2:12:38]
» philosophical discussion
[2:12:38]
>> yes
[2:12:38]
» yes
[2:12:38]
>> which is different than your rule of
[2:12:40]
» which is different than your rule of
[2:12:40]
procedure
[2:12:41]
>> yes and So that's two different topics.
[2:12:44]
» yes and So that's two different topics.
[2:12:44]
>> Two different things. Yes. But I do
[2:12:45]
» Two different things. Yes. But I do
[2:12:46]
believe that at least one suggestion was
[2:12:48]
to discuss both of those at some point.
[2:12:51]
>> So I think council wants to discuss both
[2:12:52]
» So I think council wants to discuss both
[2:12:52]
of them. Do you want to do it together?
[2:12:54]
Do you want to do it through two
[2:12:55]
separate things? How do you
[2:12:56]
>> the rule rule um changing to the rule 27
[2:12:59]
» the rule rule um changing to the rule 27
[2:12:59]
is more I I I feel it's good about um
[2:13:03]
having that on a separate agenda item
[2:13:06]
>> and we have that direction that
[2:13:07]
» and we have that direction that
[2:13:08]
direction. So we're good with that
[2:13:09]
today. So the liaison I'm going to throw
[2:13:10]
this out to council the liaison and
[2:13:14]
um oh how how we proceed with our
[2:13:16]
appointments. So how we all as council
[2:13:20]
members pick our liaison is that I feel
[2:13:24]
like that was one that we wanted to
[2:13:26]
discuss as well if I recall correctly.
[2:13:29]
Um
[2:13:31]
>> might as well lightly
[2:13:32]
» might as well lightly
[2:13:32]
>> lightly lightly okay very very lightly.
[2:13:35]
» lightly lightly okay very very lightly.
[2:13:35]
Um just a sprinkle uh council member
[2:13:38]
Christ. Yeah, [laughter]
[2:13:41]
» thank you, mayor, and thank you,
[2:13:42]
councelor Pelicanin, for that nice segue
[2:13:44]
because I want to make a final plea for
[2:13:46]
some restorative time. Um, relaxed time
[2:13:50]
and time with nature. And if we could
[2:13:53]
maybe use a round table instead of long
[2:13:55]
tables, it some about where we were last
[2:13:59]
time felt like a typing pool, honestly.
[2:14:02]
And and I just, you know, it raises a
[2:14:05]
stress level. You can't be very creative
[2:14:07]
in that scenario and would like it to be
[2:14:09]
more relaxed for the public too.
[2:14:11]
>> Okay.
[2:14:12]
» Okay.
[2:14:12]
>> Okay. Um I thought you were going to
[2:14:14]
» Okay. Um I thought you were going to
[2:14:14]
suggest a ma a massage therapist and a
[2:14:17]
chair but [laughter]
[2:14:20]
>> and it was really useful.
[2:14:22]
» and it was really useful.
[2:14:22]
>> Sorry. Now now I'm getting a little
[2:14:23]
» Sorry. Now now I'm getting a little
[2:14:24]
silly here. Um council member um
[2:14:26]
Marcine.
[2:14:27]
>> Thank you mayor. I wanted to comment
[2:14:28]
» Thank you mayor. I wanted to comment
[2:14:28]
specifically on your question cuz what
[2:14:30]
I'm hearing is
[2:14:32]
is kind of a it almost is a natural like
[2:14:35]
council workflow section after we talk
[2:14:38]
about how we work as individuals how and
[2:14:41]
then how do we want to work with each
[2:14:42]
other and we logistically hit on
[2:14:44]
preessions the liaison role that kind of
[2:14:47]
all fits in naturally before we dive
[2:14:49]
into you know the policy work
[2:14:52]
conversations. I think we have we figure
[2:14:54]
out those logistics and then work from
[2:14:56]
there rather than like a separate
[2:14:58]
conversation. So I I I do see all that
[2:15:01]
kind of fitting into one at the retreat
[2:15:02]
cuz I I'm viewing this retreat as how do
[2:15:05]
we do this work together over the next
[2:15:07]
two years and not necessarily although
[2:15:10]
like I said we can all list issues we
[2:15:12]
want to talk about like if we all I
[2:15:13]
think want to talk about airport I want
[2:15:14]
to talk about early childhood ed
[2:15:15]
everybody knows that but I think we need
[2:15:17]
to figure out how we work together both
[2:15:19]
functionally and philosophically.
[2:15:22]
I like that.
[2:15:23]
>> Okay. So, we'll we'll talk about the
[2:15:24]
» Okay. So, we'll we'll talk about the
[2:15:24]
board liaison, the philosophical
[2:15:26]
conversation about board liaison roles
[2:15:28]
at the retreat.
[2:15:28]
>> At the retreat and then the more
[2:15:30]
» At the retreat and then the more
[2:15:30]
specific
[2:15:32]
>> um council rules and procedures around
[2:15:35]
» um council rules and procedures around
[2:15:36]
board appointments you want to do during
[2:15:38]
a public session. Yes. Yes.
[2:15:40]
>> Okay.
[2:15:41]
» Okay.
[2:15:41]
>> That I think they have to because that
[2:15:43]
» That I think they have to because that
[2:15:43]
will lead to direction and voting which
[2:15:45]
I think does fit better in
[2:15:47]
>> in the meeting. Yeah. The motion said
[2:15:50]
» in the meeting. Yeah. The motion said
[2:15:50]
February 3rd.
[2:15:51]
>> Okay. Yes. The motion was specific. Very
[2:15:53]
» Okay. Yes. The motion was specific. Very
[2:15:53]
specific. [laughter]
[2:15:54]
>> I like that. Yes, we need that.
[2:15:55]
» I like that. Yes, we need that.
[2:15:56]
>> Specific.
[2:15:56]
» Specific.
[2:15:56]
>> Yeah. Very good.
[2:15:57]
» Yeah. Very good.
[2:15:58]
>> Okay. So, do you feel like you've have
[2:16:01]
» Okay. So, do you feel like you've have
[2:16:01]
something well laid out and then the
[2:16:04]
rest of council, you're not going to
[2:16:06]
leave here today saying she didn't let
[2:16:09]
me answer that, get this out. Okay.
[2:16:11]
>> So, Mayor Huggle Fairing, I will bring
[2:16:13]
» So, Mayor Huggle Fairing, I will bring
[2:16:13]
back a draft retreat. This is not the
[2:16:15]
end of the conversation. So, approve
[2:16:16]
that and just make sure that I've
[2:16:18]
actually hit it. uh last conversation.
[2:16:20]
Did you want an outside facilitator or
[2:16:21]
did you want an inside facilitator? My
[2:16:24]
feelings won't be hurt either way, just
[2:16:25]
so
[2:16:25]
>> Okay. I mean, I think for some parts it
[2:16:28]
» Okay. I mean, I think for some parts it
[2:16:28]
might be better to have an outside
[2:16:30]
facilitator. I mean, when we're getting
[2:16:32]
updates from Harold, we don't need an
[2:16:34]
outside person to kind of lead that that
[2:16:36]
piece. Um I don't where where do we
[2:16:39]
feel? Um you know what? I'm going to
[2:16:42]
just kind of work my way start over here
[2:16:44]
two and then three and move my way down.
[2:16:48]
Um, go ahead, Council Member Popkin.
[2:16:52]
>> Super quick. I I tend to lean towards an
[2:16:54]
» Super quick. I I tend to lean towards an
[2:16:54]
outside facilitator, especially when
[2:16:56]
there are just diff like different
[2:16:57]
workplace dynamics involved and power
[2:16:59]
dynamics involved. Um, because I'd also
[2:17:02]
want, frankly, you and Harold and other
[2:17:05]
staff and city managers to like
[2:17:07]
participate in some of the conversation
[2:17:09]
too. Yes, it's council's retreat, but
[2:17:11]
you know, everything that we do is
[2:17:13]
depend is like it's it's an ecosystem
[2:17:15]
here. And so so that would be my bias
[2:17:18]
there.
[2:17:19]
>> Okay. Thank you,
[2:17:23]
» Okay. Thank you,
[2:17:23]
Council Member Prito.
[2:17:24]
>> I second. Council member Popkin.
[2:17:28]
» I second. Council member Popkin.
[2:17:28]
>> Okay.
[2:17:31]
» Mayor Prom McCoy.
[2:17:32]
>> Thank you, Mayor. I think an outside um
[2:17:36]
» Thank you, Mayor. I think an outside um
[2:17:36]
person is is always good. Uh although I
[2:17:38]
have to commend uh Sandy for always
[2:17:40]
being such a champ. So
[2:17:43]
>> I'm gonna give a shout out to her.
[2:17:45]
» I'm gonna give a shout out to her.
[2:17:45]
Thank you.
[2:17:46]
>> Okay. Um, Council Member Christ
[2:17:52]
outside
[2:17:54]
and would and I I will also say that I
[2:17:58]
would like you as staff to be there, but
[2:18:01]
to also have a relaxed, restorative, and
[2:18:04]
creative opportunity, which I don't
[2:18:07]
think you I don't see you ever getting.
[2:18:10]
Maybe it happens, but I don't see it
[2:18:12]
ever happening.
[2:18:13]
>> Okay. So, you have to be there and get a
[2:18:16]
» Okay. So, you have to be there and get a
[2:18:16]
massage chair.
[2:18:17]
>> Yes. [laughter]
[2:18:18]
» Yes. [laughter]
[2:18:18]
>> Yeah.
[2:18:19]
» Yeah.
[2:18:19]
>> Okay. Um, Council Member Marcy,
[2:18:21]
» Okay. Um, Council Member Marcy,
[2:18:21]
>> thank you, Mayor. I'm going to say
[2:18:22]
» thank you, Mayor. I'm going to say
[2:18:22]
outside as well, specifically thinking
[2:18:24]
about that leadership portion we talked
[2:18:26]
about, I think it's beneficial
[2:18:27]
potentially for staff as well to learn
[2:18:29]
how we think and operate without having
[2:18:31]
to worry about like leading that
[2:18:33]
discussion. Um, the less like my whole
[2:18:35]
vibe is the less work staff does to
[2:18:37]
prepare for this retreat, the happier I
[2:18:39]
individually will be. And the more work
[2:18:41]
we do to get ready, the the the better
[2:18:43]
that is in my mind. Yeah. So that I
[2:18:45]
would say out there.
[2:18:45]
>> I agree. Yes. Thank you.
[2:18:47]
» I agree. Yes. Thank you.
[2:18:47]
>> Okay.
[2:18:47]
» Okay.
[2:18:47]
>> Um Council Member Kulkuffer.
[2:18:50]
» Um Council Member Kulkuffer.
[2:18:50]
>> Thank you, Mayor. I'm not going to
[2:18:52]
» Thank you, Mayor. I'm not going to
[2:18:52]
change what everybody else said. I think
[2:18:53]
that's a good idea. External. Um I do
[2:18:55]
have a massage chair, so if you want me
[2:18:56]
to bring it,
[2:18:58]
>> I can just load it in the back of my car
[2:18:59]
» I can just load it in the back of my car
[2:18:59]
and that we can borrow it for the the
[2:19:02]
couple days.
[2:19:02]
>> Yes, [laughter] please.
[2:19:03]
» Yes, [laughter] please.
[2:19:03]
>> But I think it'd be good for you all to
[2:19:05]
» But I think it'd be good for you all to
[2:19:05]
>> my lady. Sorry to make everybody
[2:19:07]
» my lady. Sorry to make everybody
[2:19:07]
excited. I would like you all to
[2:19:09]
participate in a way that is uh easier
[2:19:11]
for you to participate.
[2:19:13]
>> Okay.
[2:19:14]
» Okay.
[2:19:14]
>> I I just mentioned to Sandy one one
[2:19:16]
» I I just mentioned to Sandy one one
[2:19:16]
person I may talk to just because I've
[2:19:18]
been on the fac the he facilitated the
[2:19:22]
RTD accountability committee. Um and
[2:19:26]
just going through that conversation. He
[2:19:29]
may be somebody I talked to because that
[2:19:31]
was as delicate and as controversial as
[2:19:37]
anything I've ever been in. Surprise.
[2:19:40]
And he he did a really good job of
[2:19:43]
keeping us on task and keeping us
[2:19:45]
focused. And so if it's okay that may be
[2:19:48]
somebody I reach out to just to see. Um
[2:19:52]
I was
[2:19:54]
it was astonishing we got through what
[2:19:55]
we got through
[2:19:56]
>> and the time frame we got through it.
[2:19:58]
» and the time frame we got through it.
[2:19:58]
>> Very good. Okay. I trust you. Thank you.
[2:20:02]
» Very good. Okay. I trust you. Thank you.
[2:20:02]
>> Um yeah. No, the council has spoken. So
[2:20:05]
» Um yeah. No, the council has spoken. So
[2:20:05]
[laughter]
[2:20:06]
thank you everyone. Uh thank you.
[2:20:12]
» Okay. So we are now at final call.
[2:20:17]
Public invited to be heard.
[2:20:20]
Is there anyone in the audience who
[2:20:22]
wishes to speak?
[2:20:24]
>> Come on down. [laughter]
[2:20:26]
» Come on down. [laughter]
[2:20:26]
>> I apologize. I didn't quite catch all of
[2:20:28]
» I apologize. I didn't quite catch all of
[2:20:28]
Harold's comments, but I just wanted to
[2:20:30]
share that in my experience, the EQ
[2:20:32]
analysis, it's a personal analysis that
[2:20:35]
there's a higher correlation to your
[2:20:37]
emotional
[2:20:38]
>> Can you raise your mic? Yes. And we'll
[2:20:39]
» Can you raise your mic? Yes. And we'll
[2:20:39]
go ahead and remind me your name again.
[2:20:42]
>> Paul St. Sundance Drive.
[2:20:44]
» Paul St. Sundance Drive.
[2:20:44]
>> So there's there's a higher correlation
[2:20:46]
» So there's there's a higher correlation
[2:20:46]
to your emotional quotient than your
[2:20:48]
intellectual quotient. So an EQ analysis
[2:20:50]
as opposed to a IQ analysis is a quite
[2:20:53]
you probably some of you have done it
[2:20:54]
I'm sure it's quite revealing exercise
[2:20:57]
and you can do simple prep ahead of time
[2:20:59]
doesn't take a lot of work but the
[2:21:00]
results are have a good correlation to
[2:21:02]
the real world and you can share them
[2:21:03]
with each other and the other one is
[2:21:05]
something called the disc analysis which
[2:21:06]
is a slightly more in-depth version you
[2:21:07]
may come across I found both of those to
[2:21:10]
be pretty proficient in that
[2:21:11]
>> and then balancing my time my earlier
[2:21:13]
» and then balancing my time my earlier
[2:21:13]
point was on the profitability of the
[2:21:15]
golf course what I wanted to say was it
[2:21:17]
feels to me that the incentives on the
[2:21:19]
management are over aligned to
[2:21:20]
profitability and maybe a dimension of
[2:21:23]
customer service or something like that
[2:21:25]
or quality of service would balance that
[2:21:27]
if that's behind the scenes what's
[2:21:29]
driving some of this uh uh perceived
[2:21:31]
cheapness on my part. Thank you. And who
[2:21:34]
who do I give the exhibits to? I'd like
[2:21:35]
you to see the uh like to see the
[2:21:38]
>> Yeah. Oh,
[2:21:39]
» Yeah. Oh,
[2:21:39]
>> that's the that's the ball dumping.
[2:21:41]
» that's the that's the ball dumping.
[2:21:41]
That's the new ones installed at Twin
[2:21:43]
Peaks, but they're removed at Ute. And
[2:21:45]
that's the email correspondence. And uh
[2:21:48]
Jeff Friezner said he's going to call me
[2:21:49]
tomorrow anyway, so you won't have to
[2:21:51]
take any action.
[2:21:51]
>> I was um emailing Jeff.
[2:21:53]
» I was um emailing Jeff.
[2:21:53]
>> Yeah, he he caught me outside.
[2:21:55]
» Yeah, he he caught me outside.
[2:21:55]
>> Great. Thank you very much. Good. I'm
[2:21:57]
» Great. Thank you very much. Good. I'm
[2:21:57]
glad. Okay. Anyone else? Come on down.
[2:22:01]
>> Greetings. Hi. New member.
[2:22:04]
» Greetings. Hi. New member.
[2:22:04]
>> Yeah.
[2:22:04]
» Yeah.
[2:22:04]
>> Love it.
[2:22:05]
» Love it.
[2:22:05]
>> So, who are you?
[2:22:06]
» So, who are you?
[2:22:06]
>> Uh Paul Tiger. I live in Longmont. Uh
[2:22:09]
» Uh Paul Tiger. I live in Longmont. Uh
[2:22:09]
so, um I'm coming to remind you again
[2:22:11]
about what's going on in the dark hole.
[2:22:15]
That is the front entrance. I I have
[2:22:17]
engaged other people here. Um I
[2:22:20]
understand maybe there's some work
[2:22:21]
orders. Uh but you know, they could be
[2:22:24]
shoved aside and rearranged because the
[2:22:26]
lighting is not that important. It's
[2:22:28]
gone on for 20 years. I do fall here. I
[2:22:31]
fall a lot now. I'll fall out there and
[2:22:33]
sue you. I don't want to do that. Please
[2:22:36]
um uh fix up the lighting. Not your But
[2:22:39]
but you run the show, right? Okay.
[2:22:41]
Lighting outside. Thank you so much.
[2:22:43]
>> Great. Thank you.
[2:22:45]
» Great. Thank you.
[2:22:45]
Um, okay. So, we are now on to Oh, do
[2:22:48]
come on down.
[2:22:50]
Is there anyone else who wants to speak?
[2:22:53]
Okay. So, Lance, come on down. Who are
[2:22:57]
you?
[2:22:58]
>> Lance Whitaker, 1750 Collier Street. I'd
[2:23:01]
» Lance Whitaker, 1750 Collier Street. I'd
[2:23:01]
just like to remind you really quickly
[2:23:02]
that you guys are going to be talking
[2:23:04]
about the Sundance. And uh don't forget
[2:23:07]
that we're having a major traffic
[2:23:09]
problem over on Ken Pratt and Hover. Um,
[2:23:14]
while it's a great project, I would love
[2:23:17]
to see it postponed for a couple months
[2:23:20]
after Sundance, but that's probably not
[2:23:23]
going to be able to happen. But anyhow,
[2:23:26]
my concerns are about traffic problems
[2:23:28]
that we're going to have and hopefully
[2:23:30]
we can put a good face forward on that.
[2:23:32]
Thank you.
[2:23:32]
>> Very good. Thank you.
[2:23:34]
» Very good. Thank you.
[2:23:34]
>> Okay, now we're on to mayor and council
[2:23:37]
» Okay, now we're on to mayor and council
[2:23:37]
comments.
[2:23:40]
Any comments? Okay. Okay. Um,
[2:23:44]
Council Member Kuffer,
[2:23:47]
>> I'd like to thank everybody on this uh
[2:23:49]
» I'd like to thank everybody on this uh
[2:23:50]
board. Thank you, Mayor. Um, this has
[2:23:52]
been a true ride for me and I thank
[2:23:54]
everybody who supported me through this
[2:23:55]
journey. I am humbly proud to be here
[2:23:59]
and I can't wait to serve next to each
[2:24:01]
and every one of you. Um, and I can't
[2:24:03]
wait to serve our constituents. So,
[2:24:05]
thank you for having me. I'm really
[2:24:06]
excited to be here.
[2:24:09]
>> Okay, very good. Thank you for that. Um,
[2:24:12]
» Okay, very good. Thank you for that. Um,
[2:24:12]
you know, I just I want to thank you
[2:24:13]
all. I mean, I was thinking about and
[2:24:16]
kind of processing how did I want to go
[2:24:18]
around our retreat or even our board
[2:24:21]
appointments and just kind of thinking
[2:24:23]
about and you know, I I appreciate and
[2:24:26]
um really value everybody's um
[2:24:29]
professionalism and and just really
[2:24:32]
coming forward with the the best
[2:24:33]
intentions and that is, you know, our
[2:24:35]
serving our city. So, thank you all so
[2:24:36]
much. I appreciate you. Um Oh, who's
[2:24:40]
number seven? Oh, Council Member Marcy.
[2:24:42]
>> Thank you, Mayor. I'll be very quick,
[2:24:43]
» Thank you, Mayor. I'll be very quick,
[2:24:43]
and this is more for public edification.
[2:24:45]
Uh, mayor knows this, staff is familiar
[2:24:47]
with this. Just in the event that I
[2:24:49]
happen to miss a council meeting
[2:24:50]
suddenly, either or council or an LHA
[2:24:53]
meeting coming up, just for public
[2:24:54]
edification. Um, I'm kind of on baby
[2:24:56]
alert at the moment, we're expecting our
[2:24:58]
our third kiddo, a daughter kind of any
[2:25:01]
any day now. So, we're just in the event
[2:25:03]
I don't show up one night that I just
[2:25:05]
wanted the public and everybody to be
[2:25:07]
aware, that's why. It's not that I'm
[2:25:08]
ditching. I, you know, just wanted to
[2:25:10]
make sure everybody was aware. So, thank
[2:25:12]
you, K.
[2:25:12]
>> Great. Thank you for that. Um, Council
[2:25:14]
» Great. Thank you for that. Um, Council
[2:25:14]
Member Prietto,
[2:25:16]
>> just a comment to, uh, Councelor Koffer.
[2:25:19]
» just a comment to, uh, Councelor Koffer.
[2:25:19]
We're so happy to have you on council. I
[2:25:22]
think, um,
[2:25:25]
>> you bring such assets to the team um,
[2:25:29]
» you bring such assets to the team um,
[2:25:29]
and your expertise and transportation
[2:25:31]
and beyond. And, and it's something that
[2:25:34]
we really need. And so we're really
[2:25:36]
happy to have you on council and we look
[2:25:38]
forward to working with you.
[2:25:41]
>> Yes, ditto. Thank you. Um, council
[2:25:44]
» Yes, ditto. Thank you. Um, council
[2:25:44]
member Popkin.
[2:25:46]
>> Yeah, I don't have nearly as exciting
[2:25:47]
» Yeah, I don't have nearly as exciting
[2:25:47]
update as council member Mars, but um
[2:25:49]
there will be a couple meeting
[2:25:50]
[laughter] there will be a couple
[2:25:51]
meetings uh this year that I know about
[2:25:54]
that I'll have uh I'll ask for remote
[2:25:57]
>> work uh work uh for attendance
[2:26:00]
» work uh work uh for attendance
[2:26:00]
privileges. So I'll bring that forward
[2:26:01]
in a future meeting. I won't make a
[2:26:03]
motion now, but I just want to give you
[2:26:04]
guys a heads up on that.
[2:26:06]
>> Great.
[2:26:06]
» Great.
[2:26:06]
>> Um, and I also just really appreciate
[2:26:07]
» Um, and I also just really appreciate
[2:26:07]
Council Member Chris's suggestion to
[2:26:09]
consider alternative locations for our
[2:26:11]
retreat. By the way, I happen to have a
[2:26:13]
soft spot in my heart for Sundance. Uh,
[2:26:15]
sorry, Sandstone Ranch. Um, Sandstone
[2:26:18]
Ranch. We're not rebranding it. Don't
[2:26:19]
worry, we don't have the permission to
[2:26:20]
do that. Um, [laughter] and so I I
[2:26:22]
appreciate just thinking out of the box
[2:26:24]
on on where we gather together, too. So,
[2:26:26]
thank you.
[2:26:27]
>> Yes. Thank you for that. Okay. Uh, now
[2:26:30]
» Yes. Thank you for that. Okay. Uh, now
[2:26:30]
on to
[2:26:31]
city manager remarks.
[2:26:35]
» No comments. Mayor, councel.
[2:26:37]
>> Nice. Yes. And city attorney remarks.
[2:26:40]
» Nice. Yes. And city attorney remarks.
[2:26:40]
>> No comments, mayor.
[2:26:41]
» No comments, mayor.
[2:26:41]
>> Okay. So, may I have a motion to
[2:26:43]
» Okay. So, may I have a motion to
[2:26:43]
adjurnn?
[2:26:44]
>> Okay. Do we have a second?
[2:26:46]
» Okay. Do we have a second?
[2:26:46]
>> Okay. So, I have a motion um on the
[2:26:49]
» Okay. So, I have a motion um on the
[2:26:49]
table.
[2:26:51]
>> Um I'm waiting for it to Yeah. Okay. Um
[2:26:54]
» Um I'm waiting for it to Yeah. Okay. Um
[2:26:54]
any discussion?
[2:26:55]
>> Okay. All those in favor?
[2:26:58]
» Okay. All those in favor?
[2:26:58]
I okay opposed. Okay. So we are
[2:27:02]
adjourned.
