[3:47] different sectors, including the
[3:52] sustainability sector with the
[3:54] climate initiative also in

[3:57] pleasure of moving to los
[3:59] angeles. Never having been here
[4:01] before to start the los angeles
[4:02] football club and be a major
[4:04] part of building the stadium of
[4:06] which we partnered with the
[4:09] ladwp very early on in the
[4:11] savings by design program and
[4:12] also the ev changing program.
[4:15] and ladwp was most recently,
[4:17] until this past year, we'll see
[4:19] if we continue to be that, was
[4:24] that were our main partners at
[4:26] los angeles football club it's
[4:27] been a great journey and great
[4:29] ride. I was also recently a
[4:32] board commissioner for parks and
[4:35] recs, sorry -- recs and parks,
[4:43] symbologies apologies -- what
[4:46] you do here supporting mayor
[4:48] bass and for citizens of los
[4:51] angeles incredible work a lot of
[4:53] work very unique very
[4:54] important and to be one of the
[4:56] innovative utilities nonetheless
[4:58] public utility and I look
[4:59] forward to working with everyone
[5:02] and also serve the citizens of
[5:04] this great city of los angeles.

[5:33] in energy and infrastructure in
[5:34] the private sector for 35 years
[5:36] this is my first public role and
[5:38] I think commissioner pinder and
[5:41] commissioner katz, your
[5:42] experience has been vital, and I
[5:43] will say for both of you thank
[5:45] you for being so welcoming and
[5:46] helping with this process. And
[5:49] commissioner tran, I look
[5:50] forward to working with you too.

[5:54] and I know janisse quiñones, the
[5:58] ceo, is not here today but she
[6:01] and the rest of the senior
[6:03] leadership team at the
[6:05] department have also been
[6:06] likewise very helpful in helping
[6:08] me to understand some of the
[6:10] complexity of this publicly
[6:12] owned utility one of the things
[6:14] I think that's important it's
[6:17] different about being at a
[6:18] publicly owned utility we're
[6:21] accountable to the citizens
[6:23] accountable to the residents we
[6:25] are accountable to the people of
[6:26] the city of los angeles not
[6:28] private shareholders we have
[6:30] talented and dedicated workforce
[6:32] of nearly 12,000 employees at
[6:33] dwp and for me to have
[6:34] opportunity to give back to the
[6:36] community where my grandparents
[6:38] first came in 1915 and to be
[6:40] part of the standing of legacy
[6:42] of current commissioners of
[6:44] prior commissioners of most
[6:45] recently president richard katz,
[6:47] you know, people who have built
[6:49] this community and built this
[6:50] institution is really a
[6:51] privilege and honor. So, I
[6:54] appreciate mayor bas and the
[7:00] city council for their trust I
[7:01] look forward to earping it and I
[7:02] know we and by we I mine the
[7:06] commission take the liberty of
[7:07] speaking on behalf as well as
[7:10] management and the employees you
[7:11] know that we at the department
[7:13] of water and power take very
[7:14] seriously the goal and I look
[7:15] forward to furthering the goals
[7:17] of keeping water and power in
[7:18] the city of los angeles
[7:20] reliable, affordable, safe, and

[7:50] a lot of really important
[7:52] background and knowledge ranging
[7:55] from sustainability,
[7:56] construction, infrastructure
[7:57] finance all extremely relevant
[7:58] to ensure that we continue as
[7:59] commissioner marks said, to
[8:02] provide reliable and affordable
[8:05] energy and clean water. But
[8:06] also as we move towards the
[8:08] future and the ambitious goals
[8:09] of the city of los angeles,
[8:11] moving to 100% clean energy by
[8:15] 2035, and also 70% local water,
[8:16] and I am really glad to have you
[8:19] both here to help us continue to
[8:22] move forward and continue to
[8:24] improve the work of this
[8:25] utility, and I certainly echo
[8:27] your comments in terms of being
[8:29] honored to serve in such an
[8:31] amazing organization. We have
[8:32] so much talent and expertise in
[8:35] our staff and, you know,
[8:37] especially, I know later today
[8:39] we're going to hear about storm
[8:42] preparations and actions and I
[8:44] especially am grateful for all
[8:45] of our field staff who are out
[8:48] there, rain or shine, or wind,
[8:50] or, you know, we don't get much
[8:53] sleet and snow here in los
[8:54] angeles, but really out there in
[8:55] difficult conditions. So, thank

[11:01] be able to keep my business
[11:04] running. So that's the only
[11:05] reason I accept the charges, but
[11:07] until today, they are just still
[11:08] avoiding me. And I think that's

[13:07] about item 17 my name is
[13:12] gerardo, owner of tree service
[13:14] kings thank you for the
[13:15] opportunity to continue to serve
[13:16] the city of la. Tree service
[13:18] kings was born and raised here
[13:20] in los angeles in 2006 we
[13:22] started by servicing homeowners
[13:25] and commercial properties. Then
[13:27] our utility company. This is
[13:29] our backyard. We are constantly
[13:31] meeting and exceeding our
[13:34] expectation -- our performance
[13:37] expectations, services in both
[13:40] areas of the metro and valley we
[13:43] can respond quickly and be more
[13:46] efficient we take pride in
[13:47] reduces outages caused by
[13:49] vegetation this is not just a
[13:50] contract to us this is our city,
[13:52] employees, and our families.
[13:53] and our crews show up every day
[13:56] in difficult conditions, heat,
[13:58] wind, rain, or in emergencies
[14:00] because we end how critical this
[14:01] work is to the safety and to the
[14:04] stability of our city. Over
[14:06] these five years, we have earned
[14:09] the trust of ladwp's field team
[14:12] and leadership through constant
[14:14] performance, safety, and being
[14:17] the ability. Respectfully asked
[14:20] to consider awarding tree
[14:22] service kings full base so we
[14:24] can continue doing what we have
[14:26] been doing successfully for five
[14:28] years protecting the city
[14:29] prevent says outages and serving
[14:32] los angeles with pride. Thank

[14:59] competitors.

[15:59] representing tree service kings
[16:01] a proud local meernt opened
[16:02] business based in the city of
[16:04] los angeles. I'm asking the
[16:05] commission to reconsider
[16:08] awarding both group 1 and 2
[16:12] around ifb number 700, solely to
[16:15] tsk. Tsq isn't just
[16:17] headquartered here, our
[16:20] employees are raised here, raise
[16:23] families here and support this
[16:24] community every paycheck we
[16:26] issue stays local every dollar
[16:28] earned is spent in los angeles.
[16:29] when you award to tsk, you are
[16:32] directly investing in the people
[16:34] who make this city wrun. In
[16:42] contrast utility tree service is
[16:45] not local their paperwork shows
[16:48] chino uts subsidiary of aspen
[16:52] tree expert company
[16:54] headquartered in philadelphia,
[16:56] pa, they are not embedded in
[16:58] this community and their track
[17:00] record raises serious concerns
[17:01] when uts previously held this
[17:03] contract they struggled to meet
[17:05] ladwp's expectations. They
[17:08] turned to tsk for help. They
[17:14] help keep the system afloat some
[17:16] of the struggles may not be
[17:18] public but we respectfully ask
[17:21] staff and commission to examine
[17:22] those reviews and operational
[17:25] reports closely these serious
[17:26] questions about their current
[17:29] capacity to take on ladwp most
[17:31] demanding region which is the
[17:33] metro reliability and responses
[17:34] are critical. Tsk has
[17:37] delivered. We have reduced tree
[17:39] related outages, trim suggest on
[17:41] schedule, and our annual ladwp
[17:42] is able to manage the entire
[17:44] city with its current staffing
[17:45] levels because of our
[17:48] efficiency. During the
[17:51] palisades fire -- tsk deployed
[17:56] over 20 crews working seven days
[18:00] a week all while maintaining a
[18:02] full system that's not theory
[18:04] that's commitment and action we
[18:07] know our protest appeal were
[18:09] denied we respect that process
[18:10] but the concerns remain and so
[18:12] this opportunity to do what's
[18:14] right for the city awarding both
[18:16] areas to tsk means that
[18:20] operational success it's about
[18:26] trusting the people who have
[18:28] prove app themselves keeping our
[18:29] resources in our communities
[18:31] standing with the workforce
[18:32] that's showing up where it
[18:34] matters most. Thank you.

[19:06] who are handling those type of
[19:08] things but wouldn't want you to
[19:09] think that bids are simply
[19:12] looked at regionally or these
[19:14] are our people we don't think
[19:15] like that we are thinking
[19:17] economic range here so your
[19:18] remarks have been heard as I
[19:21] said to the other gentleman,
[19:24] this is the company with 20
[19:27] years and as you said you
[19:29] produce and do good things and
[19:30] I'm sure you will be looked at
[19:32] in a continuing and competitive
[19:34] situation with ladwp.

[20:06] competitor but to the community
[20:08] if you have concerns with either
[20:10] company please do raise those
[20:11] we'll look closely at the
[20:14] performance of these contracts
[20:15] and long-term will continue to
[20:17] consider through this
[20:18] competitive process the best
[20:19] positions for the city. It's a
[20:22] legal process the rfq process so
[20:24] we do not have the option to
[20:26] award the contract differently
[20:28] today. But I will is say to the
[20:30] tree service king speakers,
[20:32] thank you for your service so
[20:34] far. As commissioner pinder
[20:36] said please continue to bid as
[20:38] needed and on a personal note,
[20:42] did I have a backyard tree
[20:44] trimming recently for utility
[20:46] lines and was appreciative of
[20:47] the notice and service that I
[20:48] received. So, again, thank you
[20:49] for the service you have given
[20:51] so far although we're not able
[20:53] to change the awarding of the
[20:54] contract today. Again, we
[20:55] welcome any feedback from the
[20:56] community on any of our
[20:58] contractors, and we will
[20:59] continue to evaluate the
[21:00] performance of these contracts
[21:01] over time.

[22:00] have over 700 employees here.

[22:11] diego, socal edison, pg&e, north
[22:20] sacramento smud so we're well
[22:21] versed in the industry as far as
[22:25] value we deliver the lowest life
[22:28] cycle cost while maintaining
[22:31] highest standards of safety
[22:33] quality and regulatory
[22:34] compliance which is huge for us
[22:36] our safety performance leading
[22:38] it. Cir injury incident rate is
[22:43] consistently 50% better than
[22:45] competitors in the industry
[22:46] which as you know this is very
[22:48] dangerous work here that we do
[22:50] our teams have isa certified
[22:53] arborists and utility
[22:55] specialists with decades of
[22:57] experience on a l.e.d. Wp system

[25:49] experiencing or witnessing

[25:56] favoritism inconsistent
[25:57] discipline racism and sexism and
[25:59] that two landfills where neptune
[26:02] sends its waste have long been
[26:04] focus of environmental justice

[26:07] believe that the city of los
[26:09] angeles and ladwp can and should
[26:09] continue to be a leader in
[26:12] uplifting strong workers and
[26:14] standards and procuring

[28:11] is made up of 25 organizations
[28:12] and jma is one of them, aiming
[28:15] to partner with workers in the
[28:18] community in the company to
[28:19] address the issues outlined in
[28:20] the report our hope is that
[28:22] workers and community in alabama
[28:24] who build these water saving
[28:25] infrastructure products for los
[28:26] angeles are doing so in safe and
[28:28] fair working conditions and that
[28:30] strong environmental standards
[28:32] are put in place to protect
[28:33] surrounding communities. The
[28:34] coalition has asked neptune to
[28:36] take the report's finding
[28:38] seriously and to come together
[28:39] in the pursuit of real solutions
[28:41] but in a communication to its
[28:43] workers neptune falsely stated
[28:46] the report was, quote "coupled
[28:49] with demand that the company
[28:51] recognizes a labor union and
[28:53] requirement that workers pay
[28:56] union dues." neptune also
[28:58] falsely allege that good
[29:01] neighbors alabama approximate
[29:03] and jobs to move measuring try
[29:05] to trick workers into signing
[29:07] authorization cards. All not
[29:10] true. In our opinion neptune
[29:17] miscarries reminded us of union
[29:20] tactics and we want a commitment
[29:22] to win-win solution to solve
[29:23] these serious problems and look
[29:25] forward to seeing this item
[29:27] agenda at a future board meeting
[29:30] and hearing back from the board.

[30:42] we have environmental concerns I
[30:44] live in wilmington I'm right
[30:46] next to harbor generating
[30:48] station so I understands what
[30:49] it's like to live next to a
[30:51] power plant we also have
[30:53] refineries and we have chemical
[30:54] plants there but the important
[30:56] of having reliable power now at
[30:59] this time is important we cannot
[31:01] ignore the impact that it will
[31:02] have we believe that we should
[31:04] be going to renewable power but
[31:06] the technology is not there this
[31:08] is an opportunity at scattergood
[31:11] to have hydrogen introduced to
[31:13] our system and this is going to
[31:14] help us get to that next level
[31:16] we understand that hydrogen will
[31:18] be difficult and challenging but
[31:19] it's not impossible we need to
[31:21] find a way to fix this it's not
[31:24] acceptable to just kick this can
[31:25] down the road we are working
[31:27] with environmental groups spoken
[31:29] at the water resources board to
[31:31] talk about expending some of the
[31:33] allowances we have to continue
[31:35] generating and using gas powered
[31:37] energy but we're at a point
[31:38] right now where we need on get
[31:41] this passed and pushed forward.

[31:46] of utmost importance to

[32:30] absolutely critical at 70% local
[32:33] water goal just to be water
[32:36] secure water resilient city and
[32:37] expanding the tillman project
[32:39] from the rim 25mgd to 45mgd is
[32:46] extremely cost-effective license
[32:50] the project was already being
[32:53] developed to get 20mgd of local
[32:57] water and potentially reduce
[32:59] expensive energy intensive
[33:01] pumping of water from hyperion
[33:04] backpack to the valley when the
[33:06] full pure water la project comes
[33:09] on board that being said we're
[33:12] concerned the commission and
[33:13] staff take count to make sure
[33:14] that we're protecting flows in
[33:17] the la river when we're --
[33:21] exactly this water we have
[33:22] actually been working closely
[33:23] with staff over the last couple
[33:25] of years protecting critical
[33:27] flows of la river. We also
[33:30] look forward to the broader pure
[33:32] water la project coming online.
[33:34] I county stand up here and ever
[33:36] -- you know, without saying
[33:38] hopefully sooner than the 2056
[33:39] goal it's such a critical
[33:41] project and another great
[33:42] project for workers and labor
[33:46] and also both these projects
[33:47] that are groundwater
[33:50] replenishment and the broader
[33:51] pure water la are going to be
[33:52] critical for us to reduce our
[33:54] import of water from places like
[33:59] mono lake and of course mwd
[34:01] colorado river and bay delta and
[34:04] help restore those critical
[34:07] ecosystems to help.

[36:22] water system typically this time
[36:24] of year a provide a water supply
[36:26] report to the board because
[36:27] united states this is when we
[36:29] collect the snow and rain that
[36:31] we use for the water supply for
[36:32] the city of la we had a pretty
[36:35] wet december especially towards
[36:36] the end of the year beginning of
[36:39] january. Between the 31st of
[36:40] december and january 4th, the
[36:42] city of la got around two and a
[36:44] half inches of water which is
[36:46] quite significant, because for
[36:48] the season, typically the city
[36:50] of vallejo on average gets
[36:51] around 15 inches so we got two
[36:55] and a half just during that
[36:56] time. Since the beginning of
[36:58] the water year which starts in
[37:00] october until january 12th we
[37:01] have received, the city of la,
[37:04] 12.4 inches of water. The san
[37:08] fernando valley got a little
[37:10] over 17 inches of water that's a
[37:12] pretty significant amount of
[37:12] water that's allowed us to
[37:16] capture a bit less than 56,000
[37:18] acre feet of water. Those
[37:20] 56,000 acre feet of water
[37:22] translates to enough water to
[37:24] serve approximately 223,000
[37:27] homes in los angeles for an
[37:28] entire year. So, it's a pretty
[37:30] significant amount of water that
[37:34] we have received. It's still
[37:36] early in the season so we're
[37:39] hoping to get more storms here
[37:41] but also more storms up north so
[37:42] we can get more snowpack. So
[37:44] the department of water
[37:46] resources which is a state
[37:47] agency, every year conducts snow
[37:49] surveys conducted their first
[37:51] survey recently on december 30th
[37:52] at the phillips station and they
[37:54] recorded 24 inches of snow.
[37:58] when you translate that to the
[38:00] snow equivalent or water content
[38:02] that's approximately five inches
[38:03] of water a pretty good start to
[38:04] the season as well. Statewide,
[38:07] the snowpack right now is around
[38:09] 81% of normal, and that is
[38:13] measured in different locations
[38:14] on average. For los angeles, as
[38:16] you know, we received our water
[38:18] for the la aqueduct from the
[38:20] eastern part of the sierra never
[38:22] add as and we have mashed with
[38:24] snow pillows, approximately 13.5
[38:27] inches. Now, that number is
[38:29] going to be verified by doing
[38:32] our own snow surveys. Our first
[38:35] snow survey will be on
[38:36] february 1st. So we'll be able
[38:39] to verify exactly how much snow
[38:40] water content we have on the
[38:42] eastern side of the sierras,
[38:43] which is what provides water to
[38:45] the city of los angeles. A
[38:47] couple of other things I want to
[38:49] mention, one quite outstanding,
[38:51] so january 6th, the state of
[38:54] california actually declared
[38:56] that there isn't a drought
[38:57] condition in the state for the
[38:58] first time in 25 years. So all
[39:00] parts of the state are not in a
[39:02] drought. That has not happened
[39:03] in 25 years. So that's pretty
[39:06] significant there.
[39:07] » com. Wilma pinder: in fact, I
[39:07] was going to say that myself.
[39:09] so, I'm so glad that you made it
[39:12] an official announcement. I
[39:16] mean, I don't know that the
[39:17] significance of that is so great
[39:20] I mean we're also concerned
[39:21] about our little piece of the
[39:23] pie, but to have the entire pie,
[39:25] meaning california, drought
[39:26] free, it's just unbelievable.
[39:30] » anselmo collins: absolutely
[39:30] especially considering that just
[39:31] four years ago we were at the
[39:33] end of a multi-year drought. So
[39:35] as you can tell, as water
[39:37] managers we have got to manage
[39:39] when there is too much water and
[39:41] also when there is not enough
[39:43] water and in this case right now
[39:44] we're doing well we hope to
[39:46] continue with that. And that
[39:47] said also the department of
[39:50] water resources, they also,
[39:52] every year, they provide
[39:53] allocation of water for the
[39:55] state water project contractors,
[39:57] metropolitan water district,
[39:58] which is our wholesaler, is a
[40:00] state water project contractor,
[40:01] the state has announced
[40:02] allocation of 10%. That means
[40:06] that metropolitan right now,
[40:07] based on that, can get 10% of
[40:09] the amount of water that they're
[40:11] entitled to. Now this number
[40:12] tends to change, so as the
[40:15] season progresses and we get
[40:16] more snowpack and more
[40:18] precipitation, the state will
[40:19] update that number. So, the
[40:21] hope is that by the time we get
[40:22] to april, when is when we start
[40:24] the runoff season, that we will
[40:27] have a greater allocation
[40:28] percentage, which is good news
[40:30] for us because we do depend, not
[40:32] just on the la aqueduct, but
[40:34] also on the state water project,
[40:35] and the colorado river, via
[40:39] metropolitan, to supply water to
[40:40] the city of los angeles. And
[40:42] that's the end of my report for
[40:46] water supply.

[41:37] received the last coal fueled
[41:38] energy from utah's intermountain
[41:41] power project refer to as ipp
[41:43] which has been the final source
[41:45] of coal in our portfolio since

[41:52] 2016 we now utilize energy from
[41:54] hydrogen capable generating
[41:56] units recently constructed at ip
[42:00] renewed those u noveltys
[42:01] currently run on natural gas and
[42:02] are capable of running on fuel
[42:05] blends of natural gas up to 30%
[42:07] hydrogen with roadmap eventually
[42:09] transitioning to 100% green
[42:12] hydrogen as fuel source in the
[42:13] near future we expect to add
[42:15] hydrogen to the fuel mix in 2026
[42:17] normally power would be
[42:19] reporting performance during
[42:20] winter storm outage but ol' viv
[42:24] griffith will be covering that
[42:26] today since we're activated for
[42:29] emergency command this time
[42:32] towards the end of the year
[42:33] usually get requests for solar
[42:36] incentive customer projects to
[42:38] be energized. We're thankful
[42:40] for the group to be able to
[42:41] identify that issue and pivot

[46:04] all lived through the holiday
[46:06] storm we all know that los
[46:07] angeles received a record
[46:10] rainfall on christmas eve in
[46:12] many areas field by a severe
[46:16] atmospheric river which added to
[46:17] the region's rain totals as we
[46:19] heard from anselmo specifically
[46:21] on christmas day and early
[46:22] friday. As a department we
[46:23] decided to take a proactive
[46:26] approach and prepared to quickly
[46:28] and safely manage any forecasted
[46:32] impacts as a result of the
[46:34] atmospheric river which was
[46:36] according to the national
[46:37] weather service unprecedented
[46:38] for our area this time of year
[46:40] despite the additional challenge
[46:42] of staffing during the christmas
[46:45] eve and christmas holiday based
[46:48] on increasing risk reported by
[46:49] the national weather service
[46:51] including heavy rainfall along
[46:53] with high potential for mud
[46:55] slides, and believe it or not, a
[46:58] tornado portably touching
[47:00] ground, which it did, the
[47:03] department of emergency
[47:03] operation center activated well
[47:05] in advance of the storm,
[47:07] prepared for cross system
[47:13] operational coordination
[47:14] realtime situational awareness
[47:16] monitoring and impact management
[47:19] proud to report that our
[47:20] infrastructure both water and
[47:22] power performed well against the
[47:24] storm with minimal impacts to
[47:26] any of our service territory any
[47:28] power and water system outages
[47:31] were successfully addressed
[47:33] relying on existing personnel
[47:34] and resources within our normal
[47:37] operations timelines at peak in
[47:40] the we hours of december 24th
[47:43] 19,000 customers were affected
[47:44] by power outages primarily as a
[47:46] result of several inches of
[47:50] rainfall, fallen palm fronds and
[47:53] debris that came into contact
[47:54] with our power lines and
[47:56] equipment. Also happy to report
[47:57] that all power outages and power
[48:00] service was restored well within
[48:02] 48 hours a tremendous thank you
[48:04] to all field personnel and
[48:06] responders who worked tirelessly
[48:08] in challenging conditions of
[48:09] rain and wind, taking time away

[48:21] also like to mention that this
[48:24] doc activation culminated a
[48:27] very.

[48:33] 2025 for our emergency
[48:36] response for the department for
[48:38] a total 53 days of department
[48:39] wide emergency response ranging
[48:42] from wildfires atmospheric
[48:43] rivers and storms civil unrest
[48:45] and extended water outage and
[48:48] even tsunami warning so we had a
[48:51] little bit across the entire
[48:53] spectrum, waiting for a volcano
[48:55] to happen
[48:56] [laughter]
[48:56] but you know let's keep it at
[48:57] bay for a while regardless I
[49:00] want to assure each and every
[49:01] one of you that the department
[49:02] as a whole is very well prepared
[49:05] for any emergency or natural
[49:06] disaster that we may face in
[49:09] 2026 or moving forward.
[49:16] next overview of our palisades
[49:18] report. Last week we passed a
[49:20] very sobering milestone for our
[49:23] -- for our city. With the
[49:25] one-year anniversary of the
[49:27] start of the tragic wind-driven
[49:31] palisades fire, nothing --
[49:32] absolutely nothing can reverse
[49:34] this tragedy, but I assure you,
[49:37] we have spent the last year
[49:38] doing everything that we
[49:40] possibly can to help the
[49:41] palisades community to rebuild,
[49:44] and also help make los angeles
[49:47] more resilient. Last week we
[49:49] published our report detailing
[49:50] all we have done over the past
[49:52] year to support our palisades
[49:53] customers and the community, as
[49:56] well. The report a summary of
[49:59] all efforts which focuses on how
[50:02] ladwp led efforts and deployed
[50:04] resources early and quickly to
[50:05] support recovery for the
[50:06] palisades community, the
[50:08] strengthening of -- and
[50:09] reliability of our water and
[50:10] power systems, the things that
[50:12] we're currently do to protect
[50:13] our systems against ongoing
[50:16] climate threats, our advancement
[50:18] of partnerships to improve
[50:19] climate resiliency and, finally,
[50:23] leveraging all funding
[50:26] opportunity paths to recover --
[50:28] to recovery and resiliency.

[51:03] funeral way with individual
[51:05] homeowners, were you?

[51:18] any water use for a significant
[51:20] period of months following
[51:21] because of the tragedy and the
[51:23] loss and the inability of
[51:24] actually accurately measure the
[51:26] amount of water that was used by
[51:28] customers whose homes were
[51:30] destroyed or whose customers
[51:33] whose homes were not destroyed
[51:35] so that was a significant help
[51:37] in addition we have extended
[51:39] repayment plans for customers,
[51:41] repayment plans and also we're
[51:43] not doing collections through
[51:46] june 30th of this year. We're
[51:48] doing everything we can to
[51:49] assist them with financially
[51:50] even though it doesn't include
[51:53] direct financial support toward
[51:54] rebuilding homes.

[51:59] that's very important point I
[52:01] remember at the beginning when
[52:03] dwp made that advisement. So

[52:10] were in a sense providing money
[52:12] for building. And I know that
[52:16] dwp has extended itself to the
[52:17] residents in any way that it can
[52:20] to anything that we can do that
[52:23] is a direct role from us to save
[52:26] them, like you said, being
[52:27] billion dollar for something,
[52:28] anything we can clear that is
[52:30] within our range to handle. So,
[52:32] thank you for restating that.

[53:50] acknowledge that this is our
[53:52] first board meeting and so soon
[53:53] after the one year anniversary
[53:55] like many of you and many
[53:58] angelenos I had friends and
[53:59] family impacted by the fires in
[54:01] 2025 both the palisades fire
[54:03] here in the city of los angeles
[54:05] and also the eighth on fire and
[54:07] I know many of our employees did
[54:09] as well some of our employees
[54:11] lost homes directly or were
[54:12] otherwise impacted by the fire
[54:14] and I remember a year ago that
[54:15] some of those employees were at
[54:18] work the very next day despite
[54:20] having lost their homes and
[54:22] participating in the helping the
[54:23] city in this time of crisis. I
[54:25] want to take a moment to
[54:27] acknowledge really all of our
[54:28] staff and all our employees who
[54:30] have been engaged in that time
[54:32] of crisis and since then your
[54:34] service is really inspiring and
[54:37] incredible president katz would
[54:39] often refer to dwp as first
[54:41] responders and I want to echo
[54:42] that and especially when it came
[54:44] to the 2025 fire. It's amazing
[54:46] to reflect back on this year and
[54:47] look at everything that this
[54:49] department has done from
[54:50] restoring water at record speed,
[54:52] water service to continuing to
[54:54] advocate for fema funding, and
[54:56] working on the rebuild,
[55:00] providing a good source of
[55:01] interaction for the community to
[55:02] get all their questions answered
[55:03] at the u rock, and I'm glad to
[55:07] hear that movement is underway.
[55:09] so thank you for that. We don't
[55:12] get to plan on emergencies so I
[55:15] want to acknowledge zoraya, the
[55:18] whole team that was involved in
[55:19] the department eoc on christmas
[55:22] a holiday that I'm sure many
[55:24] would have liked to be
[55:26] celebrating with families so to
[55:27] be activated in emergency
[55:30] operations we really protected
[55:31] your eye on the storm and
[55:32] ensuring that power and water
[55:33] were restored quickly. Lastly I
[55:35] want to note that although the
[55:37] state is, for the first time in
[55:40] many years, out of the drought
[55:42] for the moment, that with
[55:43] climate change we have really
[55:44] seen a whiplash so we know we're
[55:46] going to have these wet years
[55:48] and very dry years I want to
[55:50] encourage all angelenos to keep
[55:53] your eye on water conservation
[55:56] just because r because we're out
[55:58] of a drought for the moment
[55:59] doesn't mean california doesn't
[56:01] have serious water supply
[56:02] challenges ahead so please
[56:04] continue to take advantage of
[56:05] the now increasing tougher
[56:07] replacement program the leap
[56:09] program for low-income families
[56:10] to have free landscape
[56:12] replacement and other water
[56:13] saving measures. It's a big
[56:16] deal dwp has transitioned away
[56:17] from coal so thank you for
[56:19] mentioning that, dave, and we
[56:21] will continue to push forward
[56:22] towards clean energy and all the
[56:24] different ways that we can
[56:25] address climate change and also
[56:26] climate resiliency. So thank
[56:29] you very much for these reports
[56:32] today.

[56:39] going to put it in right now
[56:44] before I move to the ratepayer

[56:48] we have had general counsel here
[56:50] at all times, you often possibly
[56:52] don't pay any attention, but we
[56:54] have someone who is, before we
[56:56] come to a meeting, things have
[56:58] been screened in a legal way so
[57:01] that we do not inadvertently
[57:03] misstep or make a legal decision
[57:06] or action that could have
[57:08] repercussions. So, always, at
[57:09] the end of our circle, we have
[57:13] our general counsel for the
[57:15] department of water and power
[57:16] board of commissioners with us.
[57:19] the dwp has its own legal
[57:23] section, not in this building,
[57:25] but in another building. In
[57:27] fact we used to, when I was
[57:30] here, on the 15th floor, and
[57:32] they moved us to another floor,
[57:34] and eventually they moved the
[57:36] whole legal team out of this
[57:38] building. But there are lawyers
[57:39] that are dedicated just to l
[57:45] ladwp, who are city employees.
[57:46] and those people are here to
[57:48] advise on the contracts, they're
[57:52] to advise the attorneys, I said
[57:55] attorneys -- commissioners, on
[58:00] what we're doing. So ben
[58:03] chapman kind of got away before
[58:04] many of you who are regulars
[58:06] here or who tune in regularly,
[58:07] was acknowledged as fully as he
[58:10] could have been. But someone
[58:12] has stapedes -- stepped in,
[58:18] because the city attorney's
[58:20] office has capable attorneys
[58:23] people send to take who are
[58:26] government employees for granted
[58:29] where all of the dwp people are
[58:31] government employees they're
[58:32] keeping the lights on and water
[58:34] flowing so we don't want people
[58:36] in little boxes and little
[58:39] places and diminish what they do
[58:41] in their life for all of us so
[58:43] with that said I don't want to
[58:46] introduce you myself miss florez
[58:47] but I would love for you to tell
[58:49] us not only your name, what you
[58:51] do and how you assist the
[58:54] commission. Will you do that

[59:00] city attorney, I am the chief
[59:03] deputy city attorney and am
[59:06] filling in, in an interim role
[59:09] as general counsel for dwp given

[59:13] the unexpected retirement of the
[59:15] former general counsel ben
[59:17] chapman. I'm here, and our
[59:20] whole office is here to provide
[59:23] legal support and guidance, you
[59:25] can call upon us at any time and
[59:28] we're happy to help out. I am a
[59:30] 23 year veteran of the city
[59:33] attorney's office. I started my
[59:35] career in big law, was a trial
[59:39] lawyer, and then came over to
[59:40] the city. It's been the best
[59:42] legal decision I ever made.
[59:44] it's been a great job. I was
[59:46] born in la, both parents were
[59:49] city employees. So, this is my
[59:53] mission in life to make sure
[59:55] that the city prospers and
[59:58] conducts its business legally
[59:59] and effectively. We want to
[1:00:01] make sure the whole office of
[1:00:02] the city attorney wants to make
[1:00:05] sure that our clients meet their
[1:00:09] goals and we're here to help you
[1:00:13] do that so, thank you.

[1:00:32] will get -- they make you course
[1:00:34] correct very quickly. It's not
[1:00:36] all smiles. And many times we
[1:00:40] retire from you and we go into
[1:00:42] closed session and those are the
[1:00:43] matters that the charter
[1:00:46] mandates that we only talk
[1:00:47] offrecord with our attorney. We
[1:00:48] list those cases that are in
[1:00:50] litigation, you can go and look
[1:00:52] them up yourselves, but we do
[1:00:54] not discuss them in front of
[1:00:56] you. But when we go into closed
[1:00:58] session, we have the city
[1:00:59] attorney's office there. We are
[1:01:02] a check and balance. We comment
[1:01:04] on the cases that they have, or
[1:01:07] how much -- how much risk do we
[1:01:10] have if we go forward with a
[1:01:11] matter. So, this is -- I want
[1:01:12] you to really get the sense that
[1:01:14] this is not just a stagnant
[1:01:16] thing here. I noticed, and it
[1:01:19] was new to me, dwp people call
[1:01:22] everybody by their first name.
[1:01:25] so, it's -- it's -- seems
[1:01:27] informal seems like everybody
[1:01:29] is, you know, brother, sister,
[1:01:32] lovey dovey, but people here are
[1:01:34] check mates of each other. And
[1:01:36] while they try to do it with a
[1:01:39] smile, they do hold people to
[1:01:41] follow what is correct, and that
[1:01:42] goes for not only just the
[1:01:44] commissioners, it goes for
[1:01:47] people here who have title
[1:01:48] underneath them. They have to
[1:01:51] keep those people in the right
[1:01:52] line, but they still allow a
[1:01:54] flow of information. So, I move
[1:01:56] to say all of this today because
[1:01:57] I happen to have the mic, and
[1:01:59] I'm able to say it today. But
[1:02:02] it's just donning on me, it's
[1:02:05] just donning on me, how involved
[1:02:07] this is. And maybe that's even
[1:02:10] why we ends up with a shift of
[1:02:13] people. It's a lot to ask, even
[1:02:14] the people who are getting paid,
[1:02:16] and I want to remind you, we're
[1:02:17] not getting paid. And there are
[1:02:20] people who are -- and we're used
[1:02:22] to making big decisions
[1:02:25] ourselves. I know my colleagues
[1:02:26] here, they still work. I happen
[1:02:28] to be retired, but be that as it
[1:02:32] may, if we are away from
[1:02:34] whatever we're doing, our
[1:02:36] family, our work, et cetera, we
[1:02:37] all are committed to this. And
[1:02:38] the commissioners, we wouldn't
[1:02:42] want to work here -- wrong word
[1:02:43] -- we wouldn't want to volunteer
[1:02:45] here if we did not feel that our
[1:02:49] time was appreciated. But the
[1:02:51] people keep us in check too.

[1:02:56] do that, you can't say that, you
[1:02:59] can't do that, so, we follow
[1:03:00] those. And I want you to know
[1:03:02] it starts with the city
[1:03:03] attorney's office that's located
[1:03:05] in the city hall east building
[1:03:06] and it's here with our council,
[1:03:08] as well. So, and I don't know
[1:03:10] even if our two new
[1:03:13] commissioners who I'll probably
[1:03:14] may never say this again, you
[1:03:17] better watch your toes because
[1:03:19] these people aren't playing.

[1:04:24] of my team joe coko, if you
[1:04:30] might stand up a leader in our
[1:04:32] office focused on daily analysis
[1:04:35] customer program analysis
[1:04:35] affordability joe brings a long
[1:04:38] line of experience in
[1:04:38] examination of these issues on
[1:04:42] behalf of ratepayers he'll be
[1:04:46] working with me my team upcoming
[1:04:48] analysis which you will be
[1:04:51] seeing as well as forward basis
[1:04:54] in support of analysis on filed
[1:04:55] items I would like to direct
[1:04:57] your attention as well members
[1:04:59] of the public to written
[1:05:00] comments that we filed with the
[1:05:03] commission on filed items 8, 13,
[1:05:08] 16, 17, those were as well filed
[1:05:09] items 7 and 8 you should have a
[1:05:11] copy of our written comment
[1:05:13] before you in addition opa
[1:05:15] reviewed all items submitted to
[1:05:16] the board via the public web
[1:05:18] site and met with staff on items
[1:05:20] for approval today before you on
[1:05:24] 5, 6, 7, 9, 15, 18, and 23,
[1:05:30] we're not providing written
[1:05:31] comments on those but have
[1:05:34] evaluated the information
[1:05:34] associated with those as well as
[1:05:36] all filed items that have been
[1:05:38] submitted to the commission
[1:05:39] leadership to the board. The --
[1:05:41] I would like to say that in
[1:05:44] meeting with staff on all of
[1:05:47] these items, I would be remiss
[1:05:50] if I didn't give a level of
[1:05:52] gratitude and appreciation for
[1:05:54] the openness of an ongoing
[1:05:57] openness of teams from the cfo's
[1:05:59] office, from the power system,
[1:06:02] from the water system, from the
[1:06:04] administrator office, from
[1:06:07] customer service that helps us
[1:06:09] do our jobs of evaluating these
[1:06:11] items that come before you,
[1:06:15] providing analysis and comments
[1:06:18] areas that we identify, maybe
[1:06:20] are needed areas of improvement,
[1:06:24] areas for additional analysis
[1:06:25] and just additional areas for
[1:06:28] consideration.
[1:06:28] I will bring forward three items
[1:06:31] today that I want to raise to
[1:06:34] your attention. The first is
[1:06:36] related to opa's broad mission.
[1:06:40] we remain committed to
[1:06:44] affordability, to transparency,
[1:06:47] and to accountability on
[1:06:49] community impact from the
[1:06:51] department. And in support of
[1:06:54] this, opa recently released
[1:06:57] several items for public
[1:07:01] evaluation in areas which are
[1:07:03] relevant to the -- the board
[1:07:05] today. One of those is a series
[1:07:08] of public-facing materials on
[1:07:10] water and power rate design, as
[1:07:13] well as consumer utility bill
[1:07:18] design to provide explanation to
[1:07:20] the general public for how water
[1:07:22] and power rates are designed and
[1:07:25] how to interpret their utility
[1:07:27] bills. We have received a lot
[1:07:30] of comments on these. This
[1:07:32] material was not present in the
[1:07:33] public before, we would
[1:07:36] encourage to you review that as
[1:07:37] on our publicly facing website,
[1:07:38] and we will be planning
[1:07:42] additional information for
[1:07:44] transparency and community
[1:07:46] advising going forward.
[1:07:48] the second area that I would
[1:07:49] like to raise your attention on
[1:07:52] is some upcoming listening
[1:07:54] sessions that the office of
[1:07:55] public accountability, the
[1:07:58] ratepayer advocate, will be
[1:07:59] holding in the community to
[1:08:01] start to talk to individual
[1:08:05] representatives of community
[1:08:07] groups to impacted individuals,
[1:08:14] to people that receive utility
[1:08:16] bills every month to really
[1:08:17] start to listen to them about
[1:08:19] what it means when people
[1:08:20] receive their utility bill, how
[1:08:23] do they interpret affordability,
[1:08:25] where is the direction of travel
[1:08:26] as it relates to community
[1:08:28] impact. We have three planned
[1:08:30] in the upcoming weeks. One is
[1:08:32] on january 28th, another is on
[1:08:34] february 5th, and the final one
[1:08:36] is on february 11th. These will
[1:08:38] have both -- these will have
[1:08:41] bilingual access, and the one on
[1:08:44] january 28th will be holding at
[1:08:46] the boys and girls club of the
[1:08:49] san fernando valley on
[1:08:51] february 5th we'll be holding at
[1:08:53] first ame church, and the one on
[1:08:56] february 11th we'll be holding
[1:08:58] at the delores mission church.
[1:09:02] I have information here both in
[1:09:03] spanish and english for anybody
[1:09:05] here in the audience, or
[1:09:06] information can be found on our
[1:09:09] web site that talks about these,
[1:09:11] and we would encourage
[1:09:12] participation from any members
[1:09:13] of the public that would like to
[1:09:14] participate.
[1:09:16] one item I would like to elevate
[1:09:20] from our filed comments is
[1:09:22] related to item 17, which you
[1:09:25] have heard comments today. And
[1:09:27] this is related to the contract
[1:09:31] approval for vegetation
[1:09:33] management. While opa has no
[1:09:37] comments on or concerns about
[1:09:40] the approval of these contracts,
[1:09:42] we would like to elevate two
[1:09:46] items. One is from the
[1:09:47] discussion we heard earlier
[1:09:49] today, just to make sure that
[1:09:50] the board has our points on
[1:09:52] this, is that we find it
[1:09:54] encouraging that there are two
[1:09:57] contracts that are being offered
[1:09:58] today. We have seen, in the
[1:10:01] past, where there is a single
[1:10:03] vendor that is responsible for
[1:10:05] managing critical utility
[1:10:07] services and infrastructure
[1:10:08] services the opportunity to make
[1:10:09] sure that there is two vendors
[1:10:13] that are able to perform this
[1:10:16] critical work is valuable and
[1:10:19] has a value to rate payers in
[1:10:21] and of itself. Second is we
[1:10:24] have requested information about
[1:10:25] the green waste disposal
[1:10:27] practices associated with these
[1:10:30] contracts. While opa doesn't
[1:10:32] generally get into the minutia
[1:10:34] of contracts, we do look at both
[1:10:36] total cost and effectiveness and
[1:10:38] city policy that may be espoused
[1:10:41] within the approval of
[1:10:41] individual contracts. We have
[1:10:43] seen and we have requested
[1:10:45] information on where the green
[1:10:47] waste from these -- from these
[1:10:49] contractors will be deposited.
[1:10:52] the information we received is
[1:10:55] that there is, at present, not a
[1:10:58] memo of agreement, or
[1:11:00] misdemeanor -- memo of
[1:11:06] understanding between the
[1:11:07] department and other city
[1:11:08] services such as sanitation to
[1:11:10] use city facilities for the
[1:11:12] disposal of this green waste.
[1:11:14] that has required the
[1:11:17] development of an improvised
[1:11:19] process which we have not
[1:11:20] received information on and we
[1:11:22] would respectfully recommend
[1:11:23] that the board ask this question
[1:11:26] either in contract review period
[1:11:29] or contemporaneous with the
[1:11:29] approval to make sure that the
[1:11:31] department's contractors are
[1:11:34] fulfilling in the spirit of the
[1:11:37] sb1383 law which focuses on
[1:11:39] deposition of green waste in
[1:11:41] composting facilities. We have
[1:11:43] seen many different ads,
[1:11:45] facebook posts, and others where
[1:11:46] people are getting green waste
[1:11:54] bins delivered to their houses
[1:11:59] by the dozens and we want to
[1:12:01] make sure that the department
[1:12:02] and its contractors when you
[1:12:04] have such large amount of green
[1:12:06] waste is also fulfilling those
[1:12:08] obligations I would also like to
[1:12:10] call your attention to filed
[1:12:11] items 7, 8, and 9, these are in
[1:12:16] the report --

[1:14:54] which continues to track as
[1:14:56] underperformance and that's in
[1:14:57] the transportation
[1:14:58] electrification track. We know
[1:14:59] the department is doing a lot in
[1:15:01] this area. We have yet to see
[1:15:03] an e the v or a transportation
[1:15:11] electrification integrated
[1:15:14] strategy for for the department
[1:15:15] we believe that this is an area
[1:15:18] where the department really
[1:15:19] needs to integrate
[1:15:21] transportation electrification
[1:15:22] throughout the power system
[1:15:23] priorities we understand they
[1:15:24] are but recommend that the board
[1:15:26] either request a formal strategy
[1:15:28] or briefing on the strategies
[1:15:29] for meeting those long-term
[1:15:31] deadlines on electrification of
[1:15:32] transportation. We haven't
[1:15:34] really seen a robust
[1:15:35] conversation in the public on
[1:15:36] this yet.
[1:15:39] finally, on item number nine, we
[1:15:42] have reported on filed items.
[1:15:45] we have reported in the past
[1:15:47] that we have evaluated the
[1:15:50] elysian reservoir community
[1:15:51] parks enhancement fund because
[1:15:53] commissioner marks, commissioner
[1:15:55] tran, you're new, just a brief
[1:15:57] recap, this is roughly a
[1:15:59] ten-year old, maybe even longer,
[1:16:03] grant process, and we do see a
[1:16:05] line of site to concluding this
[1:16:08] work, and we reviewed the
[1:16:09] report, I believe in the next 2,
[1:16:11] to three years, the funding will
[1:16:13] be used up by the completion of
[1:16:15] projects, so we're encouraged,
[1:16:16] of course, by that. If you were
[1:16:18] to look back at this funds, you
[1:16:20] would see that it's a very long
[1:16:23] process. I don't think grants
[1:16:24] normally sit out there for a
[1:16:26] decade or more, and we would
[1:16:28] encourage, of course, the
[1:16:29] department to continue to work
[1:16:31] to make sure that this grant
[1:16:33] enhancement fund is either
[1:16:35] concluded or that there is a
[1:16:37] review to make sure that the
[1:16:38] department gets the money back.
[1:16:41] and with that, I'll close my

[1:23:52] information technology service
[1:23:53] division my group handles

[1:23:57] these oracle licenses and
[1:23:59] subscriptions, but I believe
[1:24:00] your question seems to have a
[1:24:02] flavor about our automated or
[1:24:04] advanced metering
[1:24:05] infrastructure, but generally
[1:24:06] it's regarding why it's only
[1:24:08] three years. So, as our
[1:24:11] previous contract expired, we
[1:24:14] were doing individual purchases
[1:24:16] directly with oracle, which
[1:24:18] weren't efficient, take a lot of
[1:24:20] internal administrative time to
[1:24:22] actually process, so, we were
[1:24:25] looking to do something in the
[1:24:27] competitive arena. But one of
[1:24:29] the option that is the city
[1:24:30] charter and admin code allow us
[1:24:32] to do is to do what is known as
[1:24:36] a "cooperative purchasing
[1:24:39] agreement" or in lay man's
[1:24:42] terms, they call it
[1:24:43] a "piggyback" as we look at the
[1:24:47] landscape of other governmental
[1:24:49] entities that had engaged in
[1:24:52] contract with the oracle
[1:24:53] resellers we found that the city
[1:24:56] of los angeles, our sister
[1:24:57] agency of course, had entered
[1:25:00] into a cooperative purchasing
[1:25:02] agreement with maricopa county
[1:25:04] with mythics as the oracle
[1:25:09] reseller. Of course, arizona
[1:25:11] had done a competitive process
[1:25:14] the city reviewed that
[1:25:15] competition so we're basically
[1:25:17] piggybacking off of those
[1:25:19] competitive processes so this
[1:25:20] should be interpreted as a
[1:25:22] competitive process in any way
[1:25:25] because we're just kind of
[1:25:28] borrowing the competition done
[1:25:30] by others but the reason it's a
[1:25:32] three years is because that's
[1:25:34] when the current contract that
[1:25:37] maricopa county has expires but
[1:25:38] I think it leads to a broader
[1:25:40] question you know what's next.
[1:25:42] what we're going to do next what
[1:25:44] we would like to do during this
[1:25:46] three year period is take a look
[1:25:48] at partnering with the city of
[1:25:50] los angeles, as well as other
[1:25:55] proprietary agencies, los
[1:26:00] angeles world airports part of
[1:26:01] los angeles u.s. Of course being
[1:26:02] water and power to see if we can
[1:26:05] come together as an entire city
[1:26:07] of los angeles family and
[1:26:08] negotiate something you know
[1:26:10] this is an arena we second
[1:26:13] potentially do another
[1:26:15] cooperative purchasing agreement
[1:26:15] or go out and do a competitive
[1:26:18] process on our own but as a city
[1:26:20] family kind of joining our needs
[1:26:22] together and getting prices that
[1:26:23] come from having that volume.

[1:27:21] the arthease facts to go out
[1:27:24] with invitation for bid actually

[1:27:33] and understanding what maricopa
[1:27:35] county did we also are going to
[1:27:38] need time internally to build
[1:27:40] that expertise as how to prepare

[1:27:44] conditions as well as what
[1:27:45] you're looking for so as we work
[1:27:47] with mythics over the next three
[1:27:49] years we anticipate getting a
[1:27:51] lot of that subject matter
[1:27:53] knowledge so that if we decide
[1:27:55] as an entity and partnering
[1:27:58] hopefully this broader city
[1:27:59] family we learned what it means
[1:28:01] to actually prepare those
[1:28:03] purchasing artifacts that in a
[1:28:05] way speaks from authority,

[1:30:41] add some color. So, this is for
[1:30:44] the encino reservoir floating
[1:30:49] solar project we have worked
[1:30:50] closely with our system planning
[1:30:52] and identified projects that
[1:30:54] could help support their la 100
[1:30:55] plan as it pertains to procuring
[1:31:02] 100% renewable resources by
[1:31:02] 2035. To that extent we have
[1:31:03] been hard at work identifying
[1:31:05] where we can deploy local solar
[1:31:07] energy storage and ev chargers.
[1:31:10] so, that came in a few different
[1:31:13] colors. Some of them were
[1:31:16] locally installed carport
[1:31:18] systems, rooftop systems, and
[1:31:20] then the idea came up of a
[1:31:22] floating solar project which has
[1:31:24] been done in many countries,
[1:31:26] including some areas here in
[1:31:29] california. I think the sonoma
[1:31:31] district. So, we worked with
[1:31:32] the power system to come up with
[1:31:35] some potential candidates, and
[1:31:37] the encino reservoir was our top
[1:31:42] candidate because the water is
[1:31:43] not drinkable, and to our
[1:31:45] understanding, they use this --
[1:31:47] they use it for emergency
[1:31:49] response. So, we worked very
[1:31:50] closely with la five, as well,
[1:31:55] right? Last year, as we recall,
[1:31:58] they used the super scoopers to
[1:32:00] gather water for fire response,
[1:32:02] so we're very tightly
[1:32:05] coordinated with them, and they
[1:32:07] have all given us approval that
[1:32:09] this won't affect their
[1:32:11] operations. So, that gives you
[1:32:13] a high-level overview. And you
[1:32:17] mentioned something about the
[1:32:18] timeline. If this ordinance
[1:32:19] goes through -- and I should
[1:32:21] mention, this is just an
[1:32:22] ordinance, this is -- we won't
[1:32:25] be approving the contract today,
[1:32:27] so no dollars will be spent
[1:32:29] today, this will only allow us
[1:32:31] to issue an rfp in order to
[1:32:34] procure the service, and if that
[1:32:35] happens we think it will take
[1:32:36] anywhere from 4 to 8 months to
[1:32:40] fully install once outside labor
[1:32:41] is contracted and the project
[1:32:45] begins. Last thing I'll mention
[1:32:47] is ■we work closely with the
[1:32:48] local encino community to get
[1:32:50] feedback and to present our
[1:32:54] solution.

[1:36:25] and fairly hard coated so

[1:36:29] for reservoir to remain fully
[1:36:32] available for firefighting at
[1:36:33] all times are quite a distance

[1:36:37] reservoir and fire department is
[1:36:38] assured that they don't have
[1:36:41] concerns about the location.

[1:36:47] reservoir surface area is tucked
[1:36:51] in an inlet that would not be

[1:37:00] a comment thank you having met
[1:37:02] with the team at the department
[1:37:04] received this presentation and
[1:37:06] identified one area when you
[1:37:07] think about floating solar there
[1:37:08] is a lot of benefits that can
[1:37:10] occur such as improved
[1:37:13] efficiency of panels themselves
[1:37:14] because of cooling that's
[1:37:18] associated with the underlying
[1:37:19] water calling us a pilot is also
[1:37:21] important whereas you know the
[1:37:24] 54 tends future projects
[1:37:25] commissioner tran you talked
[1:37:26] about scale I would suggest that
[1:37:28] there are many different sites
[1:37:30] across the region are suitable
[1:37:31] for local solar and some of
[1:37:33] those will probably be coming
[1:37:35] before the board soon and
[1:37:36] they're going to have different
[1:37:38] cost profiles I would only ask
[1:37:40] the team to talk about the cost
[1:37:41] profile of this type of project
[1:37:43] compared to other types of
[1:37:44] projects because of course we
[1:37:47] see in very significant projects
[1:37:49] the change in tax credits and
[1:37:51] tariffs it's changing the
[1:37:53] cost profile and would just ask
[1:37:57] if the team could talk briefly
[1:37:59] about the price per kilowatt or
[1:38:02] what you would expect rate
[1:38:04] payers would experience in terms
[1:38:06] of competitiveness and this type
[1:38:10] of energy versus others.
[1:38:12] » speaker: high-level I'll turn
[1:38:13] it over to the team here so loss
[1:38:16] of tax credits impact the
[1:38:18] projects whether they're
[1:38:19] floating solar or ground mount
[1:38:21] or roof mount in any case the
[1:38:23] storage is the same so that's
[1:38:26] pretty much a wash between
[1:38:28] installation type set ups now
[1:38:30] specific to this project we run
[1:38:33] analysis to estimate the 24
[1:38:35] million or so we're pricing out.
[1:38:38] » speaker: the 24 million or so
[1:38:41] that covers not only solar but
[1:38:44] also energy storage and the
[1:38:45] small ground mount system that's
[1:38:47] nearby. I don't know the exact
[1:38:49] there per kilowatt for the
[1:38:50] floating solar piece but when we
[1:38:52] did the analysis, the team
[1:38:54] reported to me that it was
[1:38:57] comparable to a carport solar
[1:38:58] system which we have all over
[1:39:00] the city.
[1:39:02] » speaker: and also mention
[1:39:03] this is, again, we don't have
[1:39:05] any bids yet, this is to get
[1:39:07] approval from the city council
[1:39:08] to issue a 10-year rfp so that's
[1:39:12] where we'll get specifics in
[1:39:13] terms of multiple bids with
[1:39:14] these components and the labor
[1:39:16] priced out specifically. So
[1:39:18] it's pretty ballpark at this
[1:39:21] point.

[1:39:23] just, in closing, would suggest
[1:39:27] that we have an all of the above
[1:39:29] strategy in terms of finding
[1:39:31] opportunities for new emissions
[1:39:33] free generation, load balancing,
[1:39:35] things that can reduce the need
[1:39:38] for plants like the scattergood
[1:39:40] natural gas generating facility
[1:39:41] and these types of projects we
[1:39:44] see being both in the ratepayer
[1:39:47] best interest, but in the
[1:39:49] ability of the department to
[1:39:50] move forward to accommodate
[1:39:52] increased load growth as we
[1:39:56] suggest in coming years.
[1:39:58] » speaker: if I could add to
[1:40:00] mr. O'connor's comment, us being
[1:40:05] dwp joint departments of water
[1:40:06] and for this is one of those
[1:40:09] unique projects where we have
[1:40:11] opportunity to leverage
[1:40:13] reservoirs especially
[1:40:14] non-potable areas so this is the
[1:40:17] 50 pilot project that's unique
[1:40:18] but also when we're looking at
[1:40:19] facilities within the city of la
[1:40:21] and local how do we impact our
[1:40:23] local grid this is an important
[1:40:25] project where we can deploy this
[1:40:27] much faster than traditional
[1:40:30] solar rooftop carport grounds
[1:40:33] mount so when looking at cost
[1:40:37] comparisons and having almost
[1:40:38] identical or less cost compared
[1:40:40] to when we can do at other
[1:40:42] facilities but in a much faster
[1:40:44] deployment I just would like to
[1:40:46] say that piece so that's taken
[1:40:48] into consideration as well.

[1:40:50] think given the urgency of our
[1:40:52] targets and scope of what we
[1:40:53] have ahead of us that speed
[1:40:55] matters. So this is an exciting
[1:40:57] project. I just want to call

[1:41:01] there was a recent peer reviewed
[1:41:03] study that modeled floating
[1:41:05] solar in terms of potential
[1:41:06] environmental impact, which of
[1:41:07] course is also very important to
[1:41:09] the department, and they did
[1:41:14] find significant differential,
[1:41:15] in turn, that's related to the
[1:41:17] amount of coverage, so I want to
[1:41:18] make sure that study is
[1:41:20] informative as we're thinking
[1:41:21] about balancing all of these
[1:41:22] things in planning these
[1:41:25] projects, of course fire use of
[1:41:29] reservoirs but also important
[1:41:31] environmental impact so I'll
[1:41:32] senilities the study along and
[1:41:34] really looking forward to the
[1:41:35] outcome of this pilot.

[1:43:17] mou's with our sister

[1:43:24] and parks those three
[1:43:25] departments and with those mou's
[1:43:27] really opened the door for us to
[1:43:29] install got only on our own
[1:43:31] facilities, but their
[1:43:34] facilities, and the projects
[1:43:36] will be front of the meter, and
[1:43:38] they allow us to install energy
[1:43:40] storage, solar, and ev chargers
[1:43:42] on their properties. So, do we
[1:43:44] have anything in mind? Not
[1:43:46] particularly. We're still
[1:43:48] evaluating how many of the
[1:43:50] facilities we'll install the
[1:43:52] der's on, and to what scale.
[1:43:55] but we think in the ordinance we
[1:43:57] requested, I think it was 500
[1:44:00] commercial level facilities, and
[1:44:02] these mou's unclocked over a
[1:44:04] thousand facilities that we can
[1:44:05] choose from. So we're really
[1:44:07] going to pick the best ones, the
[1:44:09] ones that have the most rooftop
[1:44:12] area, the ones with the most
[1:44:14] adequate roofing, biggest
[1:44:16] parking lots, et cetera.
[1:44:17] » speaker: and just to add to
[1:44:20] what was mentioned, it's over
[1:44:22] 1500 sites that these mou's
[1:44:25] unlock that we can tap into for
[1:44:27] cooling centers first responder
[1:44:30] to build micro grid systems to
[1:44:32] make our city more resilient.
[1:44:34] and with those 1500, we actually
[1:44:36] have done a preliminary. So, we
[1:44:38] have ruled out, you know, there
[1:44:41] are so many that we rank as good
[1:44:44] site versus maybe a b site that
[1:44:47] needs a bit more work before we
[1:44:49] can get to t so we don't have
[1:44:52] every single ranked out because
[1:44:55] that's something that we're
[1:44:56] looking to accomplish with this
[1:44:58] rfp but we have done preliminary
[1:45:00] koreanings.
[1:45:01] » speaker: I think I know what
[1:45:03] you're getting at. Identifying
[1:45:04] those facilities is going to
[1:45:06] take a long time the way this
[1:45:08] we're writing the rfp is such a
[1:45:11] way that there is bank of
[1:45:13] vendors who are approved and
[1:45:15] when we're thinking is issuing a
[1:45:18] handsful of projects at a time
[1:45:21] getting the best bid, 50
[1:45:23] identifying then issuing it and
[1:45:25] sees where project costs are
[1:45:27] most efficient so I think that
[1:45:30] will shorten the timeline a lot.

[1:45:41] tradeoff between flexibility
[1:45:42] doing lots of little ones with

[1:45:52] addressing that?
[1:45:53] » speaker: based on research
[1:45:54] issuing 100 facilities is
[1:45:57] typically too much for them to
[1:45:58] bite off at once we're trying to
[1:46:01] find the sweet spot we're
[1:46:03] working with vendor to find a
[1:46:06] sweet spot we think it will be
[1:46:08] anywhere between 5 and 10
[1:46:10] facilities at a time they also
[1:46:12] need projects to be bankable
[1:46:15] that means procure materials
[1:46:17] ahead of time in bulk so their
[1:46:19] economies of scale go down.
[1:46:22] » speaker: we have some really
[1:46:24] good lessonings learned from
[1:46:25] having done one of these
[1:46:27] projects internally ourselves
[1:46:29] green meadow which stephanie
[1:46:31] here has personally led so we're
[1:46:34] incorporating lessons learned
[1:46:35] from that project green meadows
[1:46:36] in south la it's solar storage
[1:46:39] ev chargers and lots of
[1:46:42] complexities with that micro
[1:46:44] grid I believe and so those
[1:46:45] lessons learned feed into and
[1:46:48] will be managing issuing
[1:46:49] managing this much larger
[1:46:52] initiative.

[1:46:54] is a terrific idea I did have
[1:46:56] one other related question.

[1:47:01] we're going to be having a bench
[1:47:03] this is going to be up to
[1:47:06] possibly four vendors so every

[1:47:09] these kinds of community
[1:47:11] resiliency projects will be bid
[1:47:12] against these vendors. So it
[1:47:15] maintains that cost
[1:47:17] competitiveness.

[1:47:20] rfp you mentioned solar pv,
[1:47:22] energy storage ev charging and
[1:47:25] microgrids, has -- especially
[1:47:26] with fleets and ev vehicles that
[1:47:28] are city owned, whether it's dwp

[1:47:33] when the technology allows for
[1:47:35] bidirectional charging, is that
[1:47:36] going to be incorporated into
[1:47:37] this as well?
[1:47:38] » speaker: it's certainly a
[1:47:39] possibility, right? We have
[1:47:41] issued programs in the past,
[1:47:43] commercial energy storage to
[1:47:45] grid which unlocked b to g we're
[1:47:49] learning a lot from that program
[1:47:51] uptake and all complaints that
[1:47:53] vendors have, so it's
[1:47:56] open-ended. We can the first
[1:47:58] year issue this rfp have certain
[1:48:03] specifications and next year
[1:48:04] when v to g matures more and
[1:48:07] costs come down it makes more
[1:48:10] sense we change the scope in
[1:48:13] order for the energy start ev
[1:48:18] chargers to be bidirectional.
[1:48:19] really important for us too.

[1:48:28] we had a lot with this at recs
[1:48:31] and parks, what kind of weight

[1:48:55] think sb535 that has the map of
[1:48:58] the disadvantaged communities
[1:48:59] our goal is to deploy the best
[1:49:01] possible sites for grid
[1:49:03] operators to use for them to
[1:49:05] utilize and connect to our der
[1:49:07] management system and in such a
[1:49:09] way that mostly prioritizes the
[1:49:11] distribution system that's going
[1:49:13] to be our primary ism thes but
[1:49:16] we do have the ability to fit
[1:49:18] out for projects within dac's.

[1:49:23] that prime workforce development
[1:49:25] component of this is all work
[1:49:26] will be conducted under apla
[1:49:30] project labor agreement all
[1:49:32] local trades for work duration
[1:49:34] of the contract all ibw local 11
[1:49:37] and associated other trades that
[1:49:38] are part of the pla, then our
[1:49:41] forces take on, we continue --
[1:49:43] we will own these assets for the
[1:49:45] duration and then as our folks
[1:49:47] take on maintenance and
[1:49:48] operations of course it will be
[1:49:49] dwp staff and folks. So, it's a
[1:49:53] little bit less geographically
[1:49:55] focused from the dac or equity
[1:49:57] standpoint, it doesn't mean we
[1:50:00] won't be doing that we can do na
[1:50:03] and we will do that. Given
[1:50:05] focus on distribution system
[1:50:06] balancing that's probably first
[1:50:09] priority locationally, second
[1:50:11] priority will absolutely be
[1:50:14] equitably spread across the city
[1:50:16] location, geographically but the
[1:50:18] big play is the building
[1:50:20] opportunity for the local labor
[1:50:22] trades labor force through local
[1:50:23] 11.

[1:55:54] phases, or steps for our storm
[1:55:56] preparation. We'll go over

[1:56:04] away ahead of the storm season
[1:56:06] entails completing open cable
[1:56:08] jobs or underground distribution
[1:56:10] system if that's not possible
[1:56:12] we'll ensure the substructure
[1:56:14] gets inspected and pumped of
[1:56:16] water prior to storm season. We
[1:56:20] prioritize our system and cable
[1:56:21] replacement jobs for system
[1:56:22] reliability. Our partners at
[1:56:23] pcm are proactive in inspecting
[1:56:26] various stations based on
[1:56:28] historical data. And monitoring
[1:56:31] equipment. Okay. Next slide.
[1:56:34] so, as the director of ptd I
[1:56:38] schedule and lead the prestorm
[1:56:40] team meetings. We assemble the
[1:56:43] directors of our partner power
[1:56:47] groups includes advanced
[1:56:48] technologies of ati, pcm, of
[1:56:51] course pso, office of emergency
[1:56:53] management our call center and
[1:56:55] pr and supply chains. I'll
[1:56:58] generally share a snapshot of
[1:57:00] national weather service and
[1:57:01] pending storm details so we all
[1:57:04] know what to expect. I'll ask
[1:57:06] the power groups to provide a
[1:57:08] duty roster of their personnel
[1:57:10] they will be on shift and
[1:57:11] available for my electric
[1:57:12] trouble teams to be able to
[1:57:14] connect with if needed. Also
[1:57:16] the rosters are provided to the
[1:57:18] office of emergency management
[1:57:19] and will be used in case we need
[1:57:20] to open the pdoc which is the
[1:57:26] power distribution operations
[1:57:26] commands should our customer
[1:57:29] outages grow to a number that
[1:57:31] our field personnel be get
[1:57:35] stretched thin. The pdoc often
[1:57:38] stream lines communication.
[1:57:41] okay. The ptd storm response
[1:57:44] includes holding over our
[1:57:45] construction screws and having
[1:57:47] crews start at midnight. This
[1:57:50] complements our already 24/7365
[1:57:53] trouble crews. Right? 365 days
[1:57:55] we have guys and gals on 24
[1:57:57] hours a day, seven days a week.
[1:58:00] we even activate some of our
[1:58:01] smaller sections, street lining,
[1:58:03] and transmission crews to
[1:58:05] further complement
[1:58:08] restoration efforts.
[1:58:09] at times we have even called out
[1:58:11] our pole spotter groups, these
[1:58:13] are cell your level single-man
[1:58:16] crews that will prefield larger
[1:58:17] jobs so the crews know what
[1:58:19] they're getting into before
[1:58:21] arrival. We have even gotten
[1:58:23] our special projects engineering
[1:58:25] teams out to our electric
[1:58:27] trouble dispatch center to
[1:58:30] assist in the sdpdispatch proce
[1:58:38] and the pcm will activate their
[1:58:41] mcc which is maintenance control
[1:58:42] center they will put crews on
[1:58:44] the five by five crew plan and
[1:58:46] what that means they have
[1:58:49] personnel in place where needed.
[1:58:51] moving on.
[1:58:54] our restoration approach is
[1:58:55] twofold starts at number one
[1:58:56] with public safety then outage
[1:58:59] numbers. Our crews will always
[1:59:01] make sure the incidentally scene
[1:59:03] or area is safe for public and
[1:59:05] themselves that could mean
[1:59:07] having the area shut off remote
[1:59:09] he by our energy control center
[1:59:11] or ecc or by having first
[1:59:14] responders as pd or fd stand by
[1:59:17] the scene while we energize the
[1:59:21] area in the field. Pictures
[1:59:23] below but see the left one
[1:59:25] pulled down due to a tree far
[1:59:27] right that one actually a
[1:59:30] vehicle incident hit the pole
[1:59:31] during the wet slick rainy sene
[1:59:34] season. Drawing your attention
[1:59:36] to the center picture aren't
[1:59:39] ground substructure obviously
[1:59:41] flooded ten by ten by 20 feet a
[1:59:43] lot of water in there that's why
[1:59:47] it takes extra time for the
[1:59:50] underground crews to diagnosis
[1:59:52] and trouble shoot these
[1:59:54] problems. Moving on. There
[1:59:56] are many types of outages caused
[1:59:59] by winter storms there are
[2:00:02] pictures of customer station
[2:00:03] with water intrusion on the
[2:00:05] left. To our overhead
[2:00:07] infrastructure due to do you
[2:00:08] understand tree in the center
[2:00:10] picture and then ice and snow in
[2:00:12] our owens valley service area.
[2:00:14] okay these differ from our
[2:00:16] summer storms which primarily
[2:00:17] consist of overloaded equipment.
[2:00:18] all right.
[2:00:25] so customer communication. Our
[2:00:29] pdoc, city eeoc and electric
[2:00:33] trouble sections communicate
[2:00:34] with our public relations folks
[2:00:36] to get messages out to
[2:00:39] customers. This could be how
[2:00:40] we're preparing, provide
[2:00:41] customers with tips to be ready
[2:00:43] in case of power outages, remind
[2:00:48] customers about safety around
[2:00:50] downed power lines and share
[2:00:52] outage maps on forward facing
[2:00:54] web site with information.
[2:00:56] okay. So, hopefully wrapped
[2:00:58] that up quick. Are there any

[2:01:21] also work with supply operations
[2:01:22] which is our generation
[2:01:24] facilities energy control
[2:01:25] facility which is our ecc up in
[2:01:29] the valley that dispatches
[2:01:35] transmission subtransmission and
[2:01:38] ati decision that has telecom
[2:01:40] because on these poles also
[2:01:43] resides telecommunications so
[2:01:44] those folks are also called upon
[2:01:45] to go out there and do
[2:01:49] restoration work we have 24/7365
[2:01:56] linemen under electric trouble
[2:01:58] under mr. Mike, moving forward
[2:02:00] we're going to have full trouble
[2:02:03] organization with operations
[2:02:05] maintenance personnel we're in
[2:02:06] negotiations now with local 18
[2:02:08] on how we're going to stay that
[2:02:11] as quickly as possible while we
[2:02:14] do the long-term strategic
[2:02:16] staffing plan as well.

[2:02:22] bring it home because it reminds
[2:02:24] us again how dangerous all of
[2:02:26] this is, not only our workers
[2:02:29] but the public there are
[2:02:30] vehicles I mean it's like a 24/7
[2:02:35] thing we greatly appreciate all
[2:02:37] the effort. The wind storm we
[2:02:41] had recently, weakened soil,
[2:02:43] happy with the water over there,
[2:02:45] it has weakened the soil and
[2:02:48] bringing down trees so we're
[2:02:51] going to have falling trees when
[2:02:53] the ground dries out. Thank you

[2:02:59] talking about infiltration of
[2:03:01] are underground infrastructure
[2:03:02] obviously we're keeping an eye
[2:03:05] on the palisades and rebuilding
[2:03:05] significant under-grounding
[2:03:07] there are you tracking lessons
[2:03:09] learned from prior storms and
[2:03:12] existing underground
[2:03:15] infrastructure how we might
[2:03:17] inform the process in the
[2:03:19] palisades.
[2:03:19] » speaker: absolutely we're
[2:03:20] sharing all data with both teams
[2:03:22] that are developing the
[2:03:24] underground system for
[2:03:26] palisades.
[2:03:26] » nurit katz: there are impacts
[2:03:27] to water as well and other types
[2:03:30] of emergencies like in
[2:03:31] earthquake we would be all hands
[2:03:33] on deck on both sides can you
[2:03:36] speak to how the power
[2:03:38] distribution operational center
[2:03:39] works with other admit eocs or
[2:03:42] how that -- and this might be an
[2:03:46] anselmo/dave question I would be
[2:03:48] interested in input on how we're
[2:03:50] making sure the power and water
[2:03:53] integrate in these manager
[2:03:56] conditions.

[2:04:06] power groups together all groups
[2:04:08] provide some like dave said some
[2:04:10] portion of service to the
[2:04:11] electric and we also have wec
[2:04:15] which dave and anselmo can take
[2:04:18] over on how we work together
[2:04:20] between those.

[2:04:23] pdoc power distribution
[2:04:24] operations center is a power
[2:04:26] command we stands up when we
[2:04:29] meet certain conditions recently
[2:04:31] last year, year and a half we
[2:04:33] hit kpi of 5,000 customers where
[2:04:36] we start to look at our outage
[2:04:38] management system and ask if we
[2:04:39] find ourselves twentiesing
[2:04:41] upwards from 5,000 and we find
[2:04:44] that number to be true we start
[2:04:46] to ask questions if it's
[2:04:48] starting to look like it's
[2:04:49] getting to where bee need to
[2:04:51] coordinate with other groups we
[2:04:52] would do virtual activation of
[2:04:55] pdoc if we hit 10,000 customers
[2:04:57] out we verify this number to be
[2:04:59] true activate virtually pdoc
[2:05:02] look at activating in-person
[2:05:04] from there. Pdoc is located at
[2:05:09] lincoln heights was built by
[2:05:11] mrs. Walter rodriguez former
[2:05:16] director of transmission
[2:05:17] distribution so that asset lives
[2:05:20] under t and dtod and essentially
[2:05:24] I call upon mike to stands up
[2:05:26] for power if there starts to be
[2:05:29] department wide issue now with
[2:05:32] anselmo and zoraya in charge of
[2:05:35] emergency operations center for
[2:05:37] the entire company.
[2:05:40] » anselmo collins: so in water
[2:05:42] system if emergency is one that
[2:05:44] is specific to one division as
[2:05:47] the incident know command system
[2:05:50] the division handles if it's
[2:05:51] going to take multiple divisions
[2:05:54] of being impacted as far as
[2:05:57] logistics large events water
[2:05:59] system and power system
[2:06:01] potentially impacted those fall
[2:06:03] under the jurisdictional
[2:06:05] department's emergency
[2:06:06] operations center, wec, pdoc
[2:06:08] staff all report up to the
[2:06:11] department's eoc center make
[2:06:14] sure all coordinated when it
[2:06:16] comes to resources and logistics
[2:06:18] ensuring we have all resources
[2:06:19] necessary for both water and
[2:06:22] power systems.
[2:06:23] » nurit katz: thank you so
[2:06:23] much. I think it's helpful for
[2:06:24] the public to elevate the
[2:06:27] coordination needed and also
[2:06:28] just the interdependence of
[2:06:30] water and power which many
[2:06:32] members of the public are not
[2:06:33] always aware of the fact that we
[2:06:36] have high dependence on water in
[2:06:38] some of our power facilities
[2:06:39] should there be a water outage
[2:06:42] and certainly high dependence on
[2:06:43] power for critical water
[2:06:44] treatment facilities that
[2:06:46] collaboration across which I
[2:06:47] have is seen improving in the
[2:06:49] last year is important and I'm
[2:06:50] glad to hear of this icm
[2:06:53] coordination in emergency
[2:06:55] management. Thank you.

[2:06:58] done table top exercises in the
[2:07:01] past we have cowbells and
[2:07:03] operating orders to lay all out
[2:07:05] we have never on the power side
[2:07:08] activated the poc until about a
[2:07:10] year and a half ago because of
[2:07:13] janisse bringing on zoraya and
[2:07:15] mona they brought expertise
[2:07:17] here. So did we miss anything
[2:07:18] in our explanation?
[2:07:20] » zoraya oliver-griffin: no you
[2:07:21] covered it all the only time we
[2:07:23] would have a water or power
[2:07:26] centric activation that would
[2:07:28] require support, and activate is
[2:07:33] like when the granada hills
[2:07:36] water outage where it required
[2:07:38] presentation communications and
[2:07:40] support in the community
[2:07:41] logistical support we decided to
[2:07:43] activate the pdoc.
[2:07:46] » nurit katz: got it I'm sure
[2:07:48] with your extensive expertise
[2:07:50] emergency management since it's
[2:07:52] one of the first few activations
[2:07:54] looking at hot wash et cetera
[2:07:55] I'll be interested to see what
[2:07:59] lessons were learned.
[2:08:01] » dave hanson: to that point
[2:08:02] something we're looking at
[2:08:05] national weather service weather
[2:08:08] events using that predictive
[2:08:11] information making decisions
[2:08:13] about energying what circuits we
[2:08:15] may have to turn off in the past
[2:08:17] as far as part of our wildlife
[2:08:21] mitigation plan we haven't had
[2:08:22] power safety shut off but
[2:08:25] palisades emergency we use that
[2:08:27] collaboration with the national
[2:08:28] weather service to help make
[2:08:29] that decision.

[2:08:57] side. But there is also your
[2:09:00] early report you talked about
[2:09:03] activating eoc ahead because you
[2:09:05] know that we're having storms
[2:09:07] that were coming with them
[2:09:09] events in december, so what's
[2:09:10] the difference between
[2:09:11] activating because you think
[2:09:13] there is something coming
[2:09:15] because of weather fore cast
[2:09:17] maybe activating after a big
[2:09:18] event like earthquake where you
[2:09:20] still don't know yet what scope
[2:09:22] is going to be don't need to
[2:09:25] wait to confirm.

[2:09:35] at being proactive so there is

[2:10:00] customers we will respond to
[2:10:01] your outage within four hours it
[2:10:03] doesn't mean etr estimated time
[2:10:05] of restoration it means response
[2:10:08] so at response level normal four
[2:10:10] years anybody that can look at
[2:10:13] our outhitage map internal
[2:10:16] numbers all driven by grgis
[2:10:18] system we'll have a presentation
[2:10:20] on this in the future but
[2:10:22] response level it's four hours
[2:10:24] if we go to response level one
[2:10:26] from 4 to 12 hours, response two
[2:10:30] is 12 to 24 and response level
[2:10:33] three tbd now at response level
[2:10:35] three we are required by board
[2:10:37] action to proactively staff and
[2:10:39] bring on power construction and
[2:10:42] maintenance substation
[2:10:43] electricians in the past we did
[2:10:46] not do that proactively so now
[2:10:50] that's why we see the
[2:10:51] presentation before we refer to
[2:10:53] five by five under the new
[2:10:56] leadership at power construction
[2:10:57] maintenance they established a
[2:10:59] proactive feature like that so
[2:11:01] we bring on two crews in each of
[2:11:03] the five service areas before we
[2:11:05] ever get into the boards
[2:11:06] requirement of making them come
[2:11:08] in it's kind of a firefighter
[2:11:11] model we're ready on premise we
[2:11:12] cut out 2 and 3 hour delay for
[2:11:15] calling folks out so those
[2:11:16] levels don't have anything to do
[2:11:18] with activation levels by eoc or
[2:11:22] departmented eocz.
[2:11:24] » speaker: and specifically for
[2:11:27] this situation for this storm in
[2:11:28] december it really was a game
[2:11:30] day decision after being briefed
[2:11:31] by the national weather service
[2:11:33] that afternoon. Of the 23rd.
[2:11:38] because the rain, we were
[2:11:39] getting far more rain faster
[2:11:41] than was originally forecasted.
[2:11:45] they also weave said in the high
[2:11:50] potential for a tornado which we
[2:11:52] didn't know about until that day
[2:11:54] so truly in the morning I talked
[2:11:57] to dave and said we're fine with
[2:12:01] just the pdoc after having heard
[2:12:04] the national weather service
[2:12:06] giving a briefing we immediate
[2:12:08] adjusted to what the situation
[2:12:10] called for to activate eoc that
[2:12:13] evening.
[2:12:14] » dave hanson: actually the
[2:12:16] same conversation prior to the
[2:12:18] palisades tragedy that morning
[2:12:22] zoraya and I were talking about
[2:12:25] proactively activating the
[2:12:26] department emergency operations
[2:12:28] center then saw smoke on the
[2:12:29] hill. So we were already taking
[2:12:32] steps if that direction.
