[1:11] Associates we're here to give the final

[1:13] Central Plaza construction update and

[1:16] after we're done here with questions for

[1:19] Louis then we'll invite Seth up to give

[1:21] his proposed plan for things moving

[1:26] forward hi everyone uh I'm Louis rugio

[1:29] with uh Rend Associates uh project

[1:31] manager on Central Plaza project um so

[1:35] to kind of go through things we've uh

[1:37] we've had complete here in the last few

[1:39] weeks um we do have the addition uh

[1:42] completely um locked up and uh masonry

[1:45] is complete there um along with the fire

[1:48] tables and the light

[1:51] peers um we also have now completed the

[1:54] play structure retaining wall and the

[1:55] play structure uh inst installation crew

[1:58] will be on site on Monday so working on

[2:00] that they've got some uh footings and prep work that go along with

[2:04] that uh in the depot itself uh we are

[2:07] just about wrapped up with MEP Ruffin um

[2:09] we've got our contractor lined up to

[2:11] start framing up ceilings next week um

[2:14] and then also we are close to being

[2:17] wrapped up on building the ice Loop

[2:18] floor uh with the with the first pour

[2:21] date of that uh for that floor of

[2:24] 1119 uh we have taken delivery of all of

[2:27] the ice Loop equipment uh Chiller

[2:28] condenser everything is set in place uh

[2:31] and ready to pipe up and um they're

[2:33] going to start working on that next week

[2:34] as well that'll be modern piping they've

[2:36] hired local for that so that's good uh

[2:39] and we took delivery of light poles two

[2:41] weeks ago and those are all prepped uh

[2:44] and thank you to uh the Medco group

[2:46] because they let us use that um that

[2:48] area six and Main South lot for uh

[2:51] staging on that uh but those are all

[2:54] ready to go and those are actually all

[2:55] going to be set on Saturday so that'll

[2:56] be all the light poles around the ice

[2:58] Loop and then the the 3 40 Footers are

[3:01] all that are left to

[3:03] set um ongoing we've got about 35% of

[3:07] site Paving uh complete we've got we

[3:09] have one more poure this week um we will

[3:11] also have our stream feature uh pour

[3:14] hopefully on Friday um we've got

[3:16] everything ready for that all it's all

[3:17] roughed in uh because that that gets

[3:20] pavers on top of

[3:22] that uh and then the ice slop floor

[3:24] installs ongoing and then uh as of last

[3:27] Friday we've rerouted our struction

[3:29] fence along 7th AV uh for the P tree

[3:31] setup it's pretty swampy out there right

[3:34] now but uh eventually that'll that

[3:37] spot's carved out for the

[3:39] tree um upcoming uh they have started

[3:42] installing C the curtain wall system at

[3:45] the Depot and so all that glass uh

[3:47] should be in early next week and they'll

[3:49] get that installed I think I believe

[3:50] they've got five openings uh of the

[3:52] curtain wall system in so

[3:54] far um and then we will also be

[3:57] sheathing the roof the the truss work is

[3:59] complete now

[4:00] uh and that um mechanical me install so

[4:04] starting to pipe up everything to the

[4:05] chiller um and out to the condenser

[4:09] there uh final items we touched on the play structure already which um

[4:14] that'll start next Monday and and likely

[4:17] go a little longer than a week um that's

[4:20] a contractor coming in from St Louis

[4:23] area uh and then site papers we we have

[4:26] the first uh first pour of paper base

[4:28] down uh they're looking for I a little

[4:31] bit more space so hopefully mid next

[4:32] week we'll be able to get uh hm uh

[4:35] asphalt and which which will be the

[4:37] actual layer that the the papers sit on

[4:40] there around both uh the east side where

[4:44] um adjacent to the broaden main building

[4:46] and then also um around the depot

[4:49] itself and then uh we are currently with

[4:52] our our uh our ice Loop pores occurring

[4:56] U middle of middle of November through

[4:58] the beginning of December we've got a um

[5:01] a period of time that we cannot do

[5:02] anything with that concrete uh for

[5:04] caring purposes and so we're looking at

[5:06] uh early January getting that first

[5:08] sheet of ice on everything painted and

[5:10] going through all that that training

[5:11] process with the city for the ice Loop

[5:18] itself great and with that uh as always

[5:21] you can stay informed at our website

[5:23] with the link on the feed here where you

[5:24] can support the capital campaign VI to

[5:27] live feed as well as my bi-weekly

[5:29] Construction update email sign up with

[5:32] that we'll be happy to answer any

[5:34] questions so the question I keep getting

[5:41] asked is will the ice loop at all be

[5:46] open this winter Seth will touch on that

[5:49] moment

[5:50] per I hate to steal his thunder so that

[5:53] I mean that's the key question I think

[5:55] obviously once we start putting the

[5:56] windows on the depot that is going to

[5:58] change a lot lot of the the appearance

[6:00] and what's going on I think people still

[6:02] don't understand what's going to happen

[6:05] with the depot that that's going to be

[6:06] en closed because you're doing a lot of

[6:07] work inside if they're not seeing so

[6:10] once you guys put the windows slap the

[6:11] windows in there people are going to say

[6:13] wow that's gonna that's looking really

[6:14] nice so looking forward to that the

[6:17] other piece of of that after the windows

[6:19] go in is we do have the The Columns for

[6:21] the canopy being Mill uh so that they

[6:23] have that same decorative pattern on the

[6:25] corners that the the old ones did and so

[6:28] once once the windows are in then we'll

[6:30] get those those columns in and get that

[6:32] canopy built back so one other question

[6:34] so once we come to the spring time and

[6:37] maybe this is Suess question too but

[6:40] once we come to the springtime obviously

[6:42] you've got a work Zone there with all

[6:44] the grass and mud and everything so so

[6:48] is that I'm assuming that's all the

[6:49] spring work that Parks needs to be doing

[6:52] and getting that all put back into shape

[6:55] so that that will be part of our

[6:57] contract that's part of your contract

[6:58] yes uh seaing and then there's a um a

[7:01] reinforced Turf that goes along 7th AV

[7:04] uh and and then the plantings yeah so we

[7:06] we'll uh we'll re-engage and hopefully

[7:09] early early to mid-march on some of that

[7:12] stuff um okay our our intent for right

[7:14] now is to put up snow fence through the

[7:16] winter um that basically blocks off so

[7:18] that ping is the only accessible route

[7:25] okay um Louie first off I want to um

[7:32] chiller equipment is on site it is and

[7:35] ready to be plumbed in yep and that

[7:39] initial work to make that system

[7:41] operable I I think last time you were

[7:43] here I expressed just a concern about

[7:46] you know that's that's the critical hunk

[7:48] of equipment that's really meaningful to

[7:50] the whole uh upgrade of the plaza um so

[7:54] I just again congratulations for that

[7:56] and I'm just hoping that we don't have

[7:58] too bad of weather in between now and

[8:00] the end of the year so all that work can

[8:02] progress um Seth in advance of uh

[8:07] responding to Steve's question you know

[8:08] he's very anxious to see the ice sheet

[8:11] ready to go I just want to know will you

[8:13] be renting double Runner skates uh for

[8:18] Steve you know they're it's a safety

[8:19] thing those two Runners on each skate

[8:21] are an important thing for him I'll be

[8:39] project we're going to have a transition

[8:41] period where it's going to be um one I

[8:44] want to discuss a little bit about the

[8:45] holiday lights on what we're doing this

[8:47] year for the holiday lights so we are uh

[8:49] going to be decorating we're currently

[8:50] decorating the roundabouts and um uh the

[8:53] Uptown streetcape uh the artway in the

[8:55] North Plaza area um much like what we've

[8:58] done uh in the years's past uh the thing

[9:01] that will be different will be City

[9:02] Square Park um in which we're not going

[9:05] to have the the trees within the park uh

[9:07] lit up this year uh since it's still

[9:10] going to be a construction site but we

[9:12] will be putting the um the holiday tree

[9:15] in the park and there's going to be a

[9:16] carved out area um it's actually going

[9:18] to be right now we have a section um

[9:21] over here for the tree uh so we talked

[9:24] about both locations but it's going to

[9:26] be near the electrical that we have

[9:29] power uh for uh we were planning on

[9:32] starting that installation on Monday but

[9:34] the weather had other plans for us so we

[9:36] will be uh be putting that tree up uh uh

[9:40] here in the next couple weeks uh we will

[9:42] be doing 30 feet of the tree not the

[9:44] full 38 um and then next year when we

[9:47] have the full operation of the plaza

[9:49] we'll be installing the tree in its new

[9:51] location uh in the middle of the ice

[9:53] slop uh this is a map too of the uh

[9:56] Christmas in the Park as you see we are

[9:59] um not doing uh things in the park but

[10:02] sticking to the uh North Plaza and the

[10:04] streetcape um and then obviously we'll

[10:06] have um the staging area for the horses

[10:10] uh at the old library lot lot for that

[10:15] event in addition for the ice skating

[10:17] Loop uh there's not going to be any

[10:19] activity in December uh for ice skating

[10:22] but we'll begin uh building the ice and

[10:24] working with uh with rener neck and um

[10:27] the contractor they have to train uh Park staff and staff uh on

[10:33] how to build the ice um how to maintain

[10:36] it and then we'll facilitate a soft

[10:38] opening uh in mid mid January um and

[10:42] we'll have that uh for um for about

[10:45] three weeks and we will when we do the

[10:48] soft opening we'll do skate rentals in

[10:50] which we'll have skating AIDS available

[10:52] for people to utilize uh we're doing

[10:54] that free to open uh and we'll have some

[10:57] more operational schedule uh items that

[11:00] uh that will continue to touch base with Council on what the soft opening

[11:04] will look like and what operations will

[11:06] look like for The Following season next

[11:08] year uh at the next council meeting and

[11:11] then for the ribbon cutting event uh we

[11:13] do not have a scheduled date at this

[11:14] time but we will have one uh before the

[11:17] end of the week um and we're looking at

[11:19] around Springtime following the

[11:22] installation of the artwork and the uh

[11:24] the grass um seaing and uh plantings so

[11:29] any

[11:30] questions you answered the other

[11:38] question I had but you said the grass

[11:39] seating so everything's going to be

[11:41] seated there's no sod getting put down

[11:44] there's no sod we will have an

[11:45] irrigation system to help with okay if

[11:48] there is a a lack of moisture

[12:06] Library Board of

[12:11] Trustees good evening mayor proam and

[12:13] Council thank you for the opportunity to

[12:16] allow us to give you some highlights um

[12:20] and share with you our FY 24 annual

[12:23] report um in front of you on the dis is

[12:26] the libraries fy4 report is actually the

[12:30] pen in Disguise it has a little Banner

[12:33] inside with some highlights of our

[12:35] fiscal year and also in front of you is

[12:38] a copy of our just fresh off the press's

[12:41] Strategic plan which we won't be

[12:44] addressing this evening but we'll come

[12:45] back with updates for in the future um

[12:48] but with me this evening um I'd like to

[12:51] recognize and introduce uh three of our

[12:54] board members we have um Kim Susan and

[12:59] Ross with us this evening um and Ross

[13:01] McIntyre is our board chair and he will

[13:04] be doing our update presentation for you

[13:06] all um with an opportunity to ask

[13:08] questions in a couple minutes

[13:14] Ross thank

[13:19] you I heard this was a working session

[13:22] so I brought my ping pong paddles a

[13:23] couple board games perfect I guess

[13:26] everybody has a different idea of what

[13:28] working session means but uh um thank

[13:32] you first of all take this opportunity

[13:34] to thank you there's a lot of hard work

[13:36] and dedication in this room and I want

[13:38] to take the opportunity to say thank you

[13:40] for the hard work you've done to make

[13:42] the city of Maran a great place to live

[13:44] and a great place to raise a family and

[13:47] uh so thank you and uh thank you grant

[13:50] Harper for this uh photo that we have

[13:54] here what a year this is um this is just

[13:58] a small Glimpse at everything that

[14:00] happened this last fiscal year and these

[14:03] are pictures of the dynamic programming

[14:06] that we have for all ages celebrating

[14:08] our grand opening of partnering with

[14:11] City departments investing in our future

[14:14] and

[14:15] more uh it has been a great year for the

[14:17] library it feels to me like the library

[14:20] has has really begun to just come into

[14:22] its

[14:23] own um it is embracing its place as a

[14:27] center of the community Community uh

[14:30] there is a a sense of of teamwork U A

[14:35] Team uh sense there that Fosters The

[14:39] Innovation and productivity to make uh

[14:42] great things happen at the library and

[14:45] uh there have been no large natural

[14:47] disasters or pandemics that we've

[14:48] noticed uh so everything is is is going

[14:52] pretty good this year and um very great

[14:55] things happen because of very careful

[14:58] management and skilled leadership and

[14:59] that makes me very excited to see what

[15:02] can happen in this following

[15:06] year uh so these are a few pictures of

[15:09] some special moments that make a very

[15:11] special uh year last

[15:13] year okay this is the library doing what

[15:16] a library does um nearly 4,000 new

[15:20] library cards that's over 10% of the

[15:24] population of

[15:25] Maran uh and that's over 10 per day of

[15:29] the year in average and we're not even

[15:32] open every day of the year um nearly 180

[15:37] Library visits from homeschoolers to

[15:40] professionals retirees to public school

[15:44] students parents with small children

[15:46] College age students everybody kind of

[15:49] uh finds a place there uh over 61,000

[15:53] program

[15:56] attendees this shows very good to

[15:58] discernment about which programs are

[16:00] doing real well which ones need a little

[16:03] adjustment and these are programs for

[16:05] all ages kids teens adults seniors

[16:10] everything and uh just over 1,200

[16:14] volunteer hours from dedicated helpful

[16:18] people who believe in the library's

[16:19] Mission and believe in helping the

[16:22] library to reach

[16:24] higher

[16:26] um 30 uh 391,000 uh physical items

[16:34] circulated uh 642 meeting room

[16:37] reservations these are private room

[16:39] bookings not library

[16:41] programs uh and it has been great to see

[16:43] how much these rooms are getting used by

[16:47] groups of one type or

[16:49] another um 114 free notary appointments

[16:54] it would have been one more but

[16:55] something come up for me but something

[16:57] came up at the last minutes so I had to

[16:59] go elsewhere but uh and 7,500 room

[17:03] reservations and that again is a

[17:06] significant number because that's over

[17:07] 20 per day of reservations of of the

[17:12] library and I'm not there all the time

[17:13] but when I do go into the library almost

[17:16] without fail I see four or five of those

[17:18] rooms occupied and being used by uh the residents of Maran so it's just a

[17:24] wonderful thing some new things at the

[17:27] library for this year

[17:29] the E assist bicycles you can check out

[17:33] one of two bicycles for use within uh

[17:37] the city limits here of

[17:39] Maran uh borrowers must be 18 years of

[17:42] old or older and this expands the

[17:45] library's library of things which also

[17:48] includes you know baking pans um board

[17:51] games puzzles ukuleles

[17:55] binoculars um pickle ball equipment

[17:59] um not ping pong paddles but I'm going

[18:01] to change that here in a few

[18:03] minutes um all right uh other new thing

[18:07] at the library the Fiera code program so

[18:10] this online coding platform that teaches

[18:13] coding from the ground up there are well

[18:17] attended coding you know clubs uh for teens and twins um and this expands

[18:24] the library's stem program

[18:27] offerings learning something new is

[18:29] something that the library always

[18:32] promotes whether it's finding a new book

[18:34] to read that you fall in love with or

[18:38] learning new skills for for uh the

[18:40] modern world you know

[18:44] um also new at the

[18:46] library so the fold in the cheese

[18:49] cooking club this is by far the coolest

[18:52] thing going on at the library from what

[18:54] based on what I'm hearing um this is uh

[18:59] cooking program by average cooks for

[19:01] average Cooks highly anticipated

[19:03] well-received

[19:04] program um the on-site capacity is

[19:09] always exceeded or or met uh and then

[19:13] thousands of people watch this live

[19:15] stream every time um so it's it's a big

[19:19] thing going on

[19:20] topics have included and do include uh

[19:23] meals for crockpots easy week night

[19:26] dinners food for Holiday uh Gathering

[19:28] special events and that is a popular

[19:31] thing all right more new

[19:34] stuff a makeer space appointment

[19:36] scheduling patrons can book appointments

[19:39] through self- scheduling software and

[19:42] then the software in in turn provides

[19:44] accurate tracking of machine machine

[19:46] usage allows the staff to better prepare

[19:49] for appointments the staff can offer

[19:52] personalized uh highquality

[19:55] customer uh interaction Service uh

[19:59] during the maker space

[20:00] appointments and this uh room and these amenities have helped create gifts

[20:08] for family members items for class

[20:11] projects it enables curiosity and

[20:15] hobbies uh enables hobby things I've

[20:17] used it myself for some of my

[20:19] bookbinding projects I mean it's a

[20:21] wonderful uh thing uh and the software

[20:26] allows uh me to go to the website and

[20:29] schedule an appointment and uh

[20:31] everything's kind of seamless that way

[20:33] all

[20:34] right in the maker space we offer many

[20:38] stem

[20:40] opportunities the science technology

[20:42] engineering math opportunities and

[20:45] there's a large range of amenities from

[20:47] high-tech things like 3D printers laser

[20:51] etching

[20:53] um uh Cricut the cricket uh drafting

[20:57] things that which I've used

[20:59] um and then low Tech things like a

[21:01] sewing machine you

[21:03] know

[21:07] so we get that okay also new at the

[21:10] library the the nik's own vending

[21:15] machine this is part of the ly County's

[21:18] nikone program vending machine program

[21:22] and it ensured individuals in the

[21:24] community have free access to nxo Naran

[21:28] and other harm reduction supplies and

[21:32] reduces barriers to Healthy Living in

[21:36] that machine are things like Sharps

[21:38] Containers wound care kits hygiene kits

[21:42] condoms tap- on and I think it's on its

[21:46] sixth or seventh uh time being refilled

[21:50] uh so it's being used by the community

[21:53] quite a

[21:55] bit all right more new stuff that's keep

[21:58] going this is fun uh recording studio is

[22:01] up and ready to go it's open for Patron

[22:06] reservations including a manual a

[22:08] printed manual on how best to uh make

[22:11] the best you know a product here there's

[22:15] also finale of music notation software

[22:17] program and patrons have used the

[22:20] recording studio to record podcasts uh

[22:23] record audio books musical

[22:26] performances uh and more

[22:31] also new at the library uh our steam

[22:34] kits so the science technology

[22:37] engineering art and math kits for kids

[22:40] to encourage curiosity and

[22:43] creativity this is generously uh enabled

[22:47] by a grant through Alliant Energy who is

[22:50] no doubt thinking about recruiting

[22:53] future employees um and uh there are

[22:57] books Hands-On activities including

[22:59] puzzles games kits for themed

[23:03] learning um the steam learning is a

[23:06] priority for the

[23:08] library um as you can see in the

[23:11] Strategic plan that's in front of you

[23:13] right now that's one of the U one of the

[23:17] one one of part of the mission that we

[23:19] uh feel that we want to provide to the

[23:23] community okay so how do we pay for all

[23:27] of this cool stuff

[23:29] here is our adopted budget here is our

[23:33] expended

[23:34] amount here is our revenue

[23:37] generated and then this is the result

[23:41] based on careful management and skillful

[23:45] leadership and I would also note this is

[23:48] the third year in a row that the library

[23:51] has come in healthly under the budget

[23:55] that it's

[23:57] adopted and

[23:59] like I said good management skillful

[24:03] leadership okay My Philosophy is that

[24:07] every presentation needs at least one

[24:09] pie chart so here's the first one it

[24:11] breaks down in Broad categories the

[24:13] designations of our

[24:16] expenses their Staffing operations and

[24:18] collections

[24:20] broadly I I honestly feel that each of

[24:22] these three categories has been

[24:24] cultivated in a way to bring out the

[24:27] very best and could

[24:29] talk quite a bit about any of those

[24:32] three um but this pie chart then uh

[24:37] splits it a little bit more specifically

[24:39] into how our collection uh portion is

[24:42] divvied up so with that physical

[24:46] materials are things like books and

[24:47] magazines and the ebikes and the library

[24:51] of things things downloadable materials

[24:54] are things like ebooks electronic

[24:56] resources

[24:58] and then other is a category designated

[25:01] by the State library of Iowa and things

[25:04] like reference databases such as

[25:08] ancestry.com resources like LinkedIn

[25:11] learning

[25:13] Esco and uh brain fuse which is kind of

[25:17] a

[25:18] um uh online tutoring job placement

[25:22] personalized help with developing a

[25:26] resume uh and those kinds of things

[25:29] so uh this has been a great year I think

[25:34] reflects some very good teamwork on on

[25:37] the part of the

[25:39] staff uh and very careful and uh skilled

[25:43] management and and Leadership there so

[25:46] I'm very excited about what the next

[25:48] year can bring as well all right thank

[25:51] you any questions on that

[25:54] questions I don't have any questions but

[25:56] I just have a comment um when people

[25:59] talk to me not just residents talk about

[26:01] to me about marrying but people from all

[26:03] over the community one of the first

[26:04] things they bring up is you guys have an

[26:06] amazing library and um I'm a personal

[26:11] two of the things that I just personally

[26:12] believe in um that libraries should be

[26:15] for I'm really happy to see within the

[26:18] libraries mission and vision and one

[26:19] that's providing Equitable access to

[26:21] Residents and especially underserved

[26:23] communities but also recognizing that

[26:25] the modern library is the community

[26:26] center and not just books the books are

[26:29] super important and that's kind of the backbone of the library but as you

[26:32] guys talked about it's the library of

[26:33] things people are enjoying the

[26:35] programming um and and I like being able

[26:38] to see that mission and that Vision it's

[26:40] very obvious that those are within all

[26:42] of these um objective and objective

[26:46] items on the Strategic plan and so I

[26:48] just want to say that yeah thank you to you and the board thank you to Bill

[26:52] and you're amazing staff because I think

[26:53] residents not just in Maran but from the

[26:56] whole metro area see that work in in

[26:58] that direction and for me I personally

[27:00] think it's just going in a really

[27:01] positive direction seeing this strategic

[27:03] plan I'm excited to see what you guys

[27:04] continue to do thank you for saying that

[27:07] I appreciate

[27:09] that so when we have city council hours

[27:12] there when we talk to people coming in

[27:15] we notice at times there's people from

[27:17] obviously from hawaa Cedar Rapids do you

[27:20] keep track or are you able to out of the

[27:24] total 176,000 people that visited do you

[27:27] have a bre break down of where they all

[27:29] come from or is that possible yes excuse

[27:33] me we do have a breakdown um by

[27:35] municipality as well as uh Rural and

[27:38] County users um so we do have the

[27:40] ability to track that and we do track

[27:42] that I think that's an interesting

[27:44] statistic to show that that is not just

[27:48] drawing people from Maring but it is

[27:50] drawing people from the surrounding area

[27:52] to come to Maran so I don't call it

[27:55] tourism but it is bringing people to

[27:58] marry and so it really participates in

[28:01] that manner and I'm absolutely shocked

[28:04] you guys did not mention one thing or if

[28:06] I missed it I was sleeping did you guys

[28:09] talk about the

[28:10] bookmobile we did not talk about the

[28:12] bookmobile because it didn't launch in

[28:15] fy4 well yeah but you got a stage here I

[28:18] thought you might bring it up so very

[28:21] briefly um I I don't know what time

[28:24] council members arrived at City Hall

[28:25] today but the bookmobile is in and it

[28:28] parked outside the library today staff

[28:31] are actively working on um fitting the

[28:34] bookmobile with its materials and

[28:37] Technology um we are going to have a

[28:39] ribbon cutting planned for December 6th

[28:42] the day of the peppermint walk um and

[28:44] I'm working with Ryan and Rachel on a

[28:47] sneak peek before the peppermint walk

[28:49] for Council um likely at the work

[28:52] session uh before the peppermint walk

[28:55] and so I'm assuming then right after

[28:56] that assuming after that they'll be

[28:58] equipped ready to go and go throughout

[29:01] the community as as another resource

[29:04] correct and we are still finalizing our

[29:07] hold harmless agreements um I don't want

[29:09] to make any announcements at this time

[29:10] as to where the stops are but we will be

[29:22] construction of the library um over the

[29:26] last year has there been any

[29:28] residual post construction things that

[29:31] had to be worked through and kind of

[29:33] what's the state of the building is it

[29:34] now complete steady state and fully

[29:37] operational or there's still a few

[29:39] things that are um demanding some

[29:41] attention the building is complete and

[29:43] in steady state we do have one lingering

[29:46] after effect that we have just

[29:49] recently become aware of um the majority

[29:52] of the construction of the building and

[29:55] the first year that we were open

[29:57] happened during an extreme drought

[30:00] period with a wet spring and a wet fall

[30:03] we're discovering that there are a

[30:04] couple of areas where flashing wasn't

[30:07] properly attached to the roof where the

[30:09] outdoor Terrace meets the fireplace on

[30:12] the second floor so we have uh a

[30:14] contractor engaged with remedying those

[30:17] um deficiencies other than that um the

[30:20] building is open and operational okay

[30:22] good that's kind of predictable stuff I

[30:24] would think very good thanks

[30:29] I just want to not what I really like

[30:30] this I like I like the like the quick

[30:33] points of the numbers I'm just curious

[30:35] since I look on your um quick sheets and

[30:39] the when you look at this for example um

[30:43] Library visitors are those people who

[30:46] actually had to check something out to

[30:48] be considered a visitor or how are you

[30:50] gauging visitors when I see the people

[30:53] like say when we're doing office hours

[30:54] or I'm there for events see a lot of

[30:56] people wandering in and out and like

[30:58] this number doesn't surprise me in fact

[31:00] I guessed it could have been even higher

[31:03] so I was just kind of curious how you estimate that number would you

[31:07] like to answer here go ahead I mean

[31:09] there there's there's the gate count at

[31:12] the the metal detectors that detect

[31:15] whether things are being carried out

[31:17] also detect people that come in there is

[31:20] okay and so do the is the number for the

[31:25] program attendees in the visitor's

[31:28] number or is that in an in addition to

[31:31] that is included in the visitors number

[31:33] it is so we're counting those coming in

[31:34] for different programs yes have you seen

[31:38] the um we've I know the community rooms

[31:41] on the main floor see a lot of um

[31:44] activity do the upstairs room get gets

[31:47] rented as much as those I think about

[31:49] the business meetings or we've

[31:51] participated in a few other um visitors

[31:54] that we've had discussions with but do

[31:56] we see as much there or it mainly those

[31:59] two main floor rooms so quite honestly I

[32:02] haven't analyzed um compared the two

[32:04] rooms together anecdotally I would say

[32:07] the rooms are being used just about

[32:08] equally um so we have varying size

[32:11] parties that utilize the spaces the

[32:13] overall community room can be split into

[32:15] two um and the boardroom on the second

[32:18] floor is a tiny bit smaller than the

[32:20] half community room so different

[32:21] utilizations are using the rooms for

[32:23] different purposes but we have seen good

[32:25] usage of the boardroom on the second

[32:26] floor wonderful and then just one um

[32:30] question more budget and it's not as

[32:32] much reflective but looking

[32:34] forward are there big changes that are

[32:38] anticipated in requests or ways you know

[32:40] we've kind of this kind of like the

[32:42] first big years of being open and

[32:44] settling in and learning how to live in

[32:46] it and you know you start to figure out

[32:48] oh maybe we want this or maybe this

[32:50] works do you anticipate in the next year

[32:53] there much shuffling or um big asks or

[32:56] there's a big deficit we need to like

[32:59] whether it's Staffing or a gap with

[33:01] something else that you see coming so

[33:04] we're actively working on the FY 26

[33:06] budget planning now with the entire team

[33:09] um in looking at the budget cycle that

[33:12] we've already been through we've looked

[33:13] at asset replacement we looked at

[33:15] Capital Improvement requests the library

[33:17] has no significant Capital requests um

[33:20] for the next couple years um there are

[33:25] minimal assets that need to be replaced

[33:27] in the library because it's such a brand

[33:28] new facility so to answer your question

[33:31] as we are still settling into the

[33:33] building I do don't see big asks on the

[33:36] horizon um but again we're still working

[33:39] through the budget process understand

[33:42] right anybody think of anything else oh

[35:08] survey um through Poco um to rage

[35:12] resident to gauge resident satisfaction

[35:15] and gather Community member input um the

[35:19] last two times we conducted the survey

[35:21] was in 2021 and then again in

[35:24] 2023 based on our results in um 202 3 we

[35:28] were invited to apply for some awards um

[35:32] through Poco and the international City

[35:36] County man management association um the

[35:39] voice of the people awards

[35:41] recognize local governments that placed

[35:43] a high value on Resident input

[35:46] government performance and use that

[35:48] Community data that they collect in

[35:51] decisionmaking I am pleased to report

[35:53] that Marian was selected for five of the

[35:57] uh um awards that were presented um

[36:00] excellence in community design

[36:02] transformation in Parks and Recreation

[36:05] transformation in Mobility

[36:07] transformation in natural environment

[36:09] and transformation in community design

[36:12] um this window that we were uh measured

[36:16] in um in 2021 the pandemic was um still

[36:21] uh happening and also our street skate

[36:23] project was still um underway and so I

[36:27] think a lot of the success that we saw

[36:29] um really points to that completed

[36:31] project and the use um of our Uptown

[36:34] District um easier access and

[36:37] accessibility in in that project area um

[36:41] and um then also our natural spaces so I

[36:45] wanted to make Council aware um we have

[36:46] five certificates that will be added to

[36:48] our wall um of Fame in the lobby so

[36:53] congratulations

[37:50] months we move into the community center

[37:53] um the Maran Public Library um just for

[37:56] scheduling purposes is um wanted to now

[38:00] that we're at the start of November

[38:02] wanted to propose um giving you a little

[38:04] break in between each sequence um and

[38:08] take October off and April off but then

[38:10] continue that Weekly presence um at both

[38:13] of those locations throughout the

[38:17] year are you looking for any direction

[38:19] on that or just are you just I'm I'm

[38:21] throwing out a recommendation interested

[38:23] in your feedback if there's strong

[38:25] feelings otherwise um from from my

[38:29] perspective I I think it's fine to have

[38:33] couple breaks like that um um I do

[38:38] appreciate um the council continuing to U support those weekly office

[38:44] hours I think we get a lot out of them

[38:46] with the interaction from from residents

[38:49] and and being able to to even if it's

[38:51] just one person that shows up it what

[38:54] that says to the community is that we

[38:55] are there and available and I know that

[38:57] we're accessible on email and lots of

[39:00] other ways but that's a

[39:04] visual U perception that people have

[39:06] when they see us there they see the

[39:08] table that says something to the

[39:10] community that we're accessible and the the Goodwill that we earn from that

[39:16] not only in Maran but in the region

[39:18] whenever I tell people we do office

[39:21] hours

[39:22] weekly it's it's a it's invariably the

[39:25] reaction

[39:26] is very impressed that that that our

[39:30] public figures are willing to do that

[39:33] and take the time um so it earns a lot

[39:35] of respect and credibility

[39:39] and um positive uh Goodwill um in the

[39:44] region for for the city as well as just

[39:47] what we get out of it you know with with

[39:49] the interaction with our residents so

[39:51] again I U I know I say this every time

[39:54] but I do appreciate the council's Comm

[39:57] to that

[39:59] so anyone else have anything contrary or other ideas or thoughts go

[40:05] ahead Amber I I think I expressed to you

[40:08] here um in the last couple of months an

[40:12] idea of having you know two or three of

[40:16] us there at a designated time in the

[40:32] be undertaking in the next calendar year

[40:34] the critical issues that are going to be

[40:36] before the community um I kind of backed

[40:39] off of that notion and I think just

[40:41] having us there as often as we can be

[40:44] there each and every week throughout the

[40:47] winter even as the mayor said even if we

[40:49] only talk to one person that's one

[40:52] person we would have missed and and so

[40:55] uh being 5 years old I can change my

[40:57] mind and uh I I just wanted to share

[41:00] that that I've had a change of

[41:02] perspective on that but it's really

[41:03] given from the standpoint of um being U

[41:07] postured to be responsive to the

[41:09] inquiries of our community

[41:12] so go ahead cage yeah I Echo everything

[41:15] that mayor and uh council member Harper

[41:17] said the the only thing I would add that

[41:19] I think is like a really important

[41:21] interaction from my time doing this now

[41:23] is if people have an issue or a question

[41:28] and they're really set on finding us

[41:29] they're able to do that at any time um

[41:31] email phone call but the people that we

[41:33] catch at these that I think's really

[41:35] important are the people walking by at

[41:36] the farmers market or coming to library

[41:38] and you can see it on their face where

[41:40] they're like like they have a question

[41:41] all of a sudden that pops in their head

[41:43] but they're not there to see us

[41:44] necessarily but then they come back and

[41:45] they actually do ask that question that

[41:47] they might not have asked in any other

[41:49] they would have maybe gone the extra

[41:51] effort to to send along email or a phone

[41:54] call so I'm totally fine with the the

[41:57] couple months off and and I'm glad I'm

[41:59] just also saying that I'm glad that we

[42:01] do this and I wish more City councils

[42:03] around Iowa and around the region did

[42:05] this as well because I think it's a

[42:06] really important tool and from a selfish

[42:10] perspective uh whenever I'm there with

[42:13] another council member it's kind of fun

[42:15] to just have that time to interact and

[42:18] socialize with with with each other and

[42:20] you know just talk just you know talk

[42:22] about whatever with each other so it's a

[42:25] that that time also is is time well

[42:28] spent and and worthwhile

[45:18] this does a So the plan does cover the

[45:21] fiscal years from 26 through fiscal year

[45:24] 2030 the process should look familiar to

[45:27] what we did last year we'll present the

[45:29] recommendations you'll see our color

[45:31] coded list um that was in the

[45:34] pocket

[45:38] so this is just a little update of what

[45:42] the a refresher of what this what the

[45:45] capital Improvement program

[45:48] is so our timeline here this is just the

[45:51] CIP timeline in the budget process um

[45:57] I just want to stress that there's no

[45:58] decisions that needs to be made tonight

[46:01] um we'll be presenting the staff

[46:03] recommendation here at this meeting and

[46:06] then you'll have six weeks to dig in

[46:09] digest the information and then we'll

[46:11] come back with a discussion on December

[46:14] 17th so then Finance in conjunction with

[46:17] the city manager's office and our elt

[46:19] will formulate the draft plan where and then we'll also work with da

[46:23] devidson on our modeling and then also C

[46:27] we have another uh opportunity at the

[46:29] budget work session in January uh to

[46:32] weigh in again before uh formal adoption

[46:36] in the March April timeline of

[46:43] 2025 so just some key points here

[46:47] um the thing that I wanted to highlight

[46:49] was um you'll see the staff

[46:52] recommendations on the next slide

[46:54] regarding capacity if council did have a

[46:57] recommendation for a project that they

[46:59] would like to see

[47:00] funded um then obviously bring that up

[47:03] at the December 17th discussion finan

[47:07] would analyze the funding and and and

[47:09] the timing of the project and we would

[47:11] try to um slot that in so an example of

[47:14] that was we got the feedback last year

[47:17] about the Irish drive and and tter road

[47:20] traffic signal Activation so we took

[47:23] that we came back we slotted it in you

[47:25] guys um also said then hey let's move it

[47:28] up and so we came back to the budget

[47:30] work session accordingly so that's so

[47:32] that's an example of how that process

[47:34] would

[47:38] work so your draft CIP document um that

[47:42] was in the pocket these are the projects

[47:45] that staff um is recommending to add to

[47:50] the active CIP

[47:52] projects and these are highlighted in

[47:55] yellow on your drop

[47:57] document sorry green you're right I'm

[48:00] looking at

[48:01] actually my color coding on the

[48:04] prioritized list they're in green and I

[48:07] put them yellow to just confuse

[48:08] everybody on your draft document I

[48:10] should have highlight them green to be

[48:12] consistent with the colors they're

[48:14] actually yellow there but I'll change

[48:18] um just to confuse everybody so I wanted

[48:22] to pause here um in case you have any

[50:38] what's not going on in Maran right now

[50:52] these are the projects that really

[50:54] impact your neighborhoods from streets

[50:56] to to sewers to your Parks like these

[50:58] are the things that you actually visibly

[51:00] see so if you if you look at take a look

[51:02] at this list over the coming weeks and

[51:04] you have opinions about it you know

[51:06] reach out to to council ask questions to

[51:08] the city departments um because these

[51:11] are really important decisions that the council and the city make um and and

[51:17] I'm just a personal believer that that

[51:19] residents should be more knowledgeable

[51:20] of of this process and and get involved

[51:23] if they want

[51:31] project and I failed to highlight it

[51:35] here in my electronic copy um the work

[51:39] that was done on 31st

[51:41] Street uh evaluating the placement of a

[51:45] sidewalk um for the current

[51:50] is or am I is that in a different

[51:53] category yeah so that's not part of the

[51:55] added CIP so these are projects that are

[51:57] not currently in the CIP that we're

[51:59] recommending be added to the CIP okay so

[52:02] there's there's an additional set that

[52:05] augments

[52:08] representation yep so so that's in the

[52:11] actual octave CIP right now so you just

[52:13] see it in the draft document okay um

[52:16] because it's an acave

[52:19] project and so I guess here's just one

[52:25] is present in our packet

[52:32] to and through this our December

[52:35] discussion or are there other changes

[52:37] that will be made based on staff

[54:23] which we just picked off recently a

[54:25] couple weeks ago

[54:27] so what is a storm water master plan

[54:29] it's pretty much what it sounds like

[54:30] it's a comprehensive plan for what

[54:32] happens when it rains where when we get

[54:35] rain like we did today where are our

[54:39] trouble spots where's the rain going to

[54:40] go where we don't have enough storm

[54:42] sewers or infrastructure where is our

[54:44] infrastructure not doing what it's

[54:46] supposed to be doing where do we not

[54:47] have infrastructure where we should have

[54:49] infrastructure what might it cost to get

[54:52] all that stuff to to to do what it's

[54:54] supposed to do so that's what a stormw

[54:56] water master plan is it's similar to the

[54:58] recently completed sanitary master plan

[55:00] that we did that's the sanitary master

[55:02] plan is for the dirty water the sewage

[55:04] water this is for the rainwater that

[55:05] falls out of the sky HDR is the selected

[55:08] consultant for this along with Anderson

[55:10] bogert HDR was also the company that we

[55:13] went with for the sanitary master plan

[55:14] so they know our city pretty

[55:16] well so the timeline and schedule here

[55:19] is uh there's task 100 which is project

[55:22] management that's pretty much ongoing

[55:23] throughout the whole project we are

[55:25] currently in task 200 Public Outreach uh

[55:28] there's going to be a detention Basin

[55:30] maintenance assessment to see all of our

[55:33] detention Bas are our post construction

[55:35] storm waterer best management practices

[55:37] where are the ones that aren't doing

[55:39] their job very well and what might we

[55:41] need to do to make those a little bit

[55:42] better what might that cost to get that

[55:45] up to speed we're also in TK 400

[55:48] hydraulic modeling I'm going to show

[55:49] some pictures of that in a couple of

[55:51] slides here uh future project or future tasks are capital Improvement

[55:56] programs and uh the what do we have to

[55:59] do where do we have to do it what do we

[56:00] have to do and potentially what it's

[56:02] going to cost there's going to be an

[56:04] operations and maintenance plan for

[56:06] public works so that we know where the

[56:07] trouble spots are where do we need to

[56:09] send Crews at at different times to make

[56:11] sure that things are working the way

[56:12] they're supposed to we are going to have

[56:14] a storm water utility rate study da

[56:16] Davidson will get involved so that all

[56:19] of the information what are the costs

[56:21] for this how do we generate Revenue to

[56:24] make sure that we've got enough money to

[56:25] pay for we need to do and then finally

[56:28] we'll have the reporting for the whole

[56:31] thing the current tasks are public

[56:34] education and Outreach we're going to

[56:35] have three workshops we're still trying

[56:37] to figure out if we're going to have

[56:57] that we have in this area uh we're going

[57:00] to be gathering input from everybody

[57:01] from City staff from city council you

[57:03] all get constit your constituents call

[57:05] you to complain or contact you to

[57:07] complain about storm water so you have

[57:09] information you have knowledge that

[57:10] needs to be included in this plan we're

[57:12] going to be reaching out to get

[57:14] information from the public from City

[57:16] staff from you from Medco Whoever has

[57:18] information we're going to gather that

[57:20] in the coming months the task 400 of

[57:23] hydraulic modeling that's a very

[57:24] technical thing that that HDR will be

[57:27] doing we've provided them with our

[57:28] geographic information systems data all

[57:31] kinds of other technical data so that

[57:32] they can put that into what's called a

[57:33] 2d rain on grid model uh and and tell us

[57:37] where our trouble spots are so that we

[57:39] can see where the the water goes when it

[57:41] rains and this is these are some

[57:44] preliminary maps of what it looks like

[57:46] so the darker blue is where we've got

[57:49] bigger problems the lighter blue is

[57:50] where we've got water that might not be

[57:53] as much of a problem and then if there's

[57:55] you know obviously the other spots don't

[57:57] even really get the water so this is

[58:00] kind of part of what is going to be in

[58:01] the report again it's we just kicked

[58:03] this off a couple months ago we are in

[58:05] the very beginning stages of it and I

[58:07] wanted to give you guys an update and

[58:08] let you know this is what we're doing

[58:10] and uh I'm kind of excited to to see

[58:12] where it goes from here so from there do

[58:16] you have any questions do you have any

[58:17] thoughts do you have any input anything

[58:18] you want to say to us about what

[58:21] happened today with El

[58:23] ring we appreciate the checkin and and the progress report so

[58:28] but Steve does does the

[58:32] modeling um incorporate any predictive

[58:36] information from Noah to maybe say

[58:39] regionally what we expect from seasonal

[58:42] changes and rainfall it seems to me and

[58:46] of course over the last six months we've

[58:49] been very dry and then all of a sudden

[58:50] we end up with a couple of days of

[58:52] three-inch rains and I so I'm just

[58:55] wondering is there anything that Noah

[58:57] creates datawise that we can then input

[59:01] into our uh hydrologic model to say if

[59:05] that happens that's what it means to our

[59:07] community just not that it's actionable

[59:11] but it's in our mind of a condition that

[59:13] we may need to need to need to face in

[59:16] the future climate is always a challenge

[59:19] because like you said we had a very wet

[59:21] spring had a very dry summer and now

[59:23] we're kind of back up with the rain so

[59:25] uh trying to keep up with that is always

[59:27] a challenge Noah and uh USGS all of

[59:30] those different organizations that kind

[59:32] of keep up with that uh yes that's it's definitely a

[59:37] consideration um all of the modeling

[59:40] like uh the new FEMA maps that we just

[59:42] got were taking into consideration that

[59:45] we are getting more precipitation there

[59:47] is more water coming out of the sky so

[59:49] yes it is being it it's it's part of it

[59:52] uh it is not going to be a major Focus

[59:54] but yes take that into consideration all

[59:56] right thanks G yeah this this might be a

[1:00:00] silly question maybe I should already

[1:00:02] know the answer to this but when was the

[1:00:04] last time a master plan process like

[1:00:07] this was done in we have not done we've

[1:00:09] done some many Watershed plans we have the Indian Creek Watershed

[1:00:15] Management Authority that looked at more

[1:00:17] of a kind of administrative planning

[1:00:20] document that wasn't very technical like

[1:00:22] this one's going to be there was a

[1:00:24] technical um storm water plan that was

[1:00:27] done for part of Maran in 1987 there was

[1:00:30] the Willow Creek one that was done a

[1:00:31] couple years ago we have not done one

[1:00:34] for the entire city that's great then I

[1:00:37] had no clue that this was the first ever

[1:00:39] so that's amazing Steve yeah the number

[1:00:42] of Master plans that this city has

[1:00:44] undertaken in the last handful of years

[1:00:47] has got to be very rewarding for our

[1:00:49] citizens simply because they ought to be

[1:00:53] very comfortable or much more

[1:00:54] comfortable that the city is managing

[1:00:57] these issues and not letting the issues

[1:00:59] manage them but relative to uh the

[1:01:04] public Outreach is the timing of those

[1:01:07] public meetings going to be such that

[1:01:09] those can be communicated in our next

[1:01:12] Maran messenger because I know there's I

[1:01:14] mean I get calls

[1:01:16] periodically regarding this issue and uh

[1:01:20] so I know there's some people throughout

[1:01:22] the community very anxious to be able to

[1:01:25] uh sit sit down and at least see what's

[1:01:27] going on and communicate their concerns

[1:01:30] so uh is the timing of that going to

[1:01:32] work out yes we we will involve Amber

[1:01:35] okay in in this to make sure that when

[1:01:37] we have these planned that there will be

[1:01:39] press releases it won't just be

[1:01:41] hopefully we'll time out well with the

[1:02:51] incorporated into the the um the

[1:02:54] agreement the different benchmarks that

[1:02:57] Mark has put together uh with the uh

[1:02:59] Capital campaign so those are some those

[1:03:03] are things that uh our economic

[1:03:05] development team does review on a very

[1:03:07] regular basis uh with our partners at

[1:03:09] the chamber and Medco um Mark's here if

[1:04:05] more processes and so that's what this

[1:04:07] extra money is for um being election day

[1:04:11] we just want to call out no one in

[1:04:12] particular but we do want to thank our

[1:04:14] partners at the federal level that are

[1:04:16] helping us navigate through that system

[1:04:18] of going again from a local let project

[1:04:21] to now a federally uh project and so

[1:04:24] that just adds more complexity to it

[1:04:26] there's additional steps additional

[1:04:28] review that has to occur with that um so

[1:04:31] we just want to thank them for uh

[1:04:33] partnering with us to help us move this

[1:04:35] project

[1:04:36] forward what's the timeline

[1:04:41] extension the timeline extension is just

[1:04:44] because it obviously when it was going

[1:04:46] to be let with our funds only that takes

[1:04:50] a much shorter time frame when you start

[1:04:52] adding NEPA and different Federal

[1:04:54] requirements that take more ends the

[1:04:57] timeline

[1:06:05] also using less electricity we changed

[1:06:08] the bulbs less often so we're not up

[1:06:10] there as often um but as part of that

[1:06:14] Grant process we have to have an

[1:06:16] official City policy so this is adopting

[1:06:19] said policy that's saying that as we

[1:06:22] move forward we're going to use LED

[1:06:24] lights on our black fancy poles instead

[1:06:26] of High Press sodium which we've already

[1:06:28] changed in pseudos so it's just checking

[1:06:31] another box that's required in order to

[1:06:33] get the

[1:06:35] $76,000 and how I mean is it very likely

[1:06:39] once if we adopt this policy that we're

[1:06:41] going to get the grant or is there so

[1:06:43] the grant has been applied for right now

[1:06:45] it is in their hands waiting for us to

[1:06:47] know if we get the money or not I see so

[1:06:52] the the end of the month was the

[1:06:53] deadline so we met that currently in

[1:06:56] holding pattern waiting okay all

[1:07:22] be a public hearing on a development

[1:07:23] agreement for uh Department Methodist

[1:07:26] Church project the bell tower Lofts uh

[1:07:29] as we all know 55 residential units uh

[1:07:31] total project cost is 10 million um

[1:07:34] through the development agreement we

[1:07:35] will be doing um they they made the ask

[1:07:38] for City assistance uh it'll be done in

[1:07:41] two phases there'll be a tax incurrent

[1:07:43] financing Tiff 10 year of 100% um and

[1:07:47] then that'll be F that well that'll

[1:07:49] follow the initial rebate of a 10year

[1:07:51] 100% as well uh the Tiff rebate will not exceed 475,000

[1:07:58] and the um Urban rization abatement will

[1:08:02] not exceed 290 or sorry be estimated at

[1:08:05] 290,000 so you're looking at around 760

[1:08:09] uh estimated total incentive on the

[1:08:11] project in addition to the parking

[1:08:13] agreement there there's a parking

[1:08:15] element to the uh development agreement

[1:08:17] as you know we have 26 onsite spots to

[1:08:20] the east of the classroom Wing uh they

[1:08:23] have a secured another 13

[1:08:26] uh leas on the Farmer State Bank side of

[1:08:30] the U uh kind of east of the Farmer

[1:08:33] State Bank there's that little parking

[1:08:35] lot so they've secured 13 additional

[1:08:37] Lots there or spots there uh working

[1:08:40] with Daryl High what are those

[1:08:42] agreements what does that parking lease

[1:08:43] look like for the individual tenants um

[1:08:46] working through that to avoid like a a

[1:08:49] boat storage or trailer RV storage

[1:08:52] eating up that spot uh for tenants um

[1:08:56] assigning those spots not necessarily to

[1:08:57] individual units on that accessory lot

[1:09:01] but reserving them for tenants on the

[1:09:04] rear of the site again trying to keep

[1:09:06] some of that more long-term or

[1:09:08] short-term parking pushed a little

[1:09:09] further back from the uh from the street

[1:09:11] so the residents don't have to be

[1:09:12] affected and then obviously just keeping

[1:09:14] the residents informed of the progress

[1:09:16] of the project not just parking but the

[1:09:18] entire development so that's been built

[1:09:20] into that uh development agreement as

[1:09:22] well and then always looking to

[1:09:25] additional parking leases uh encouraging

[1:09:28] that throughout the course of well just

[1:09:31] a buildout and obviously well into the

[1:09:33] uh future use of the

[1:09:37] building okay I will um turn over the

[1:09:40] meeting to the mayor proem to handle any

[1:09:42] discussion on

[1:09:45] this questions Steve yeah Dave um I'm

[1:09:51] glad to see the the parking requirement

[1:09:53] in there and I if I as I looked at at

[1:09:55] the verbi of that talking about a

[1:09:59] 70% space requirement for the 70 70 or

[1:10:03] 70% of the 55 units as you look at that

[1:10:08] on an ongoing basis they've got 26 on

[1:10:10] site which means they're always going to

[1:10:11] be looking for at least

[1:10:13] 13 how do you envision that happening

[1:10:16] and and what kind

[1:10:18] of enforcement if I could use that word

[1:10:22] would be in

[1:10:23] place at such time say Farmer State Bank

[1:10:26] decides to uh terminate their lease for

[1:10:30] the 13 spots and we've got this clause

[1:10:32] in there saying they're required to have

[1:10:35] 70% so how do you envision the city uh

[1:10:39] enforcing that section of the agreement

[1:10:43] yeah I think as I read it it was more of

[1:10:45] the developer will always actively

[1:10:47] seeking to achieve that percentage I

[1:10:49] don't know if it was necessarily A Hard

[1:10:51] requirement to be at that 70% parked I

[1:10:53] think it was always to be actively

[1:10:54] pursued doing it I think it's a matter

[1:10:56] of as if they lose the FSB lease is

[1:11:00] working with the developer to again

[1:11:02] identifying potential private locations

[1:11:04] or maybe new public locations that those

[1:11:06] can be um addressed at so it's always

[1:11:09] going to be just working with the

[1:11:10] developer working with L area land

[1:11:11] owners sorry parking lot owners uh make

[1:11:15] sure they making those connections and

[1:11:16] discussing uh future lease options and I

[1:11:19] just want to add to what Dave's saying

[1:11:21] the agreement does require them to file

[1:11:24] with the city on an annual

[1:11:26] basis proof proof that they are actively

[1:11:29] seeking and if they don't provide that

[1:11:31] proof then they're not in compliance and

[1:11:34] if they're not in compliance then we

[1:11:35] don't have to pay the rebate until they

[1:11:38] are in

[1:11:40] compliance

[1:11:42] okay sorry we're passing the microphone

[1:11:48] um if you recall uh staff um on the

[1:11:52] heels of our parking study staff asked

[1:11:55] Council um for authorization to begin

[1:11:58] the process of kind of planning out a

[1:12:04] existence not just on an ad hoc basis so

[1:12:06] as we continue to develop it um as that

[1:12:10] committee when we get to that point that

[1:12:13] committee would be charged with going

[1:12:15] through the recommendations of the

[1:12:17] parking study but also being aware of

[1:12:19] things like this so that we're actively

[1:12:20] making sure that we can plan ahead

[1:12:23] anticipate um Vel recommendations for

[1:12:26] council's consideration uh moving

[1:12:28] forward and just so we can better handle

[1:12:30] and manage those those the parking

[1:12:32] requirements for the entirety of the

[1:12:35] Uptown thank

[1:12:37] you uh and just to follow up quick

[1:12:39] little schedule I think many of you may

[1:12:41] have saw the crane here over the last

[1:12:43] couple days they have been working on

[1:12:44] the uh the bell tower Loft area and

[1:12:47] removing some of that Bree uh as well as

[1:12:50] removing that big heavy uh stone that

[1:12:52] was kind of hanging off the roof there

[1:12:54] uh so they 've been doing just a little

[1:12:56] uh kind of buttoning up a few things as

[1:12:58] part of the uh the demolition in the

[1:13:00] inside um the street may still be closed

[1:13:03] or will be closed periodically uh so

[1:13:05] you'll see um additional exterior

[1:13:09] demolition uh probably starting in

[1:13:11] spring so I'm going say March 2025 uh

[1:13:13] site work early summer so

[1:13:21] remediation internal demolition uh I

[1:14:16] it so a 3-inch snow event is not an

[1:14:20] emergency it's Iowa um an emergency is

[1:14:24] going to be something where we have a

[1:14:25] blizzard and we're going to have to

[1:14:26] split shifts and stuff like that um but

[1:14:29] what we're going to try and do is train

[1:14:31] the resident so if they know that

[1:14:32] there's a 3inch or Ice event that's

[1:14:35] coming then they need to find alternate

[1:14:37] places to park the cars so that we can

[1:14:38] clean the streets the best way that we

[1:14:40] can possible we will still do press

[1:14:43] releases and notices that go out to the

[1:14:44] public but if we can start get getting

[1:14:47] them trained that if the National

[1:14:48] Weather Service says three Ines of snow

[1:14:51] or an IC event it's automatic no parking

[1:14:55] um we do have special parking uh decals

[1:14:58] for those that may not have a driveway

[1:15:00] or other means um to park their vehicle

[1:15:03] elsewhere um we are also doing a lot

[1:15:06] with our community so we've met with the

[1:15:09] county twice with Cedar Rapids both

[1:15:12] school districts to figure out are there

[1:15:15] ways that we can do things better that

[1:15:16] are better for the entire Community um

[1:15:19] so we have been leading that way um so

[1:15:21] we're changing the 2080 with ly County

[1:15:23] on what routes we do versus what routes

[1:15:26] they do to make it the most sense same

[1:15:28] thing with Cedar Rapids um and then the

[1:15:31] school districts we're looking at what

[1:15:33] are our primary and secondary routes and

[1:15:35] where are bus stops so when they're

[1:15:37] trying to make that call at 5:30 in the

[1:15:38] morning if they have school or not if

[1:15:41] they can move that bus stop over one

[1:15:43] block or if we can move that snow route

[1:15:45] over if it makes sense um then maybe

[1:15:48] they don't have to delay school or maybe

[1:15:50] they only have to delay school and they

[1:15:52] don't have to cancel it so then we can

[1:15:55] have more of that collaboration between

[1:15:57] everyone um so one thing we would like

[1:15:59] to do is it is getting cold out um we'll

[1:16:04] have the first reading on Thursday but

[1:16:06] we are asking to wave the rules and have

[1:16:08] the second and final consideration at

[1:16:10] the next set of meetings if council's

[1:16:12] willing to do that so that we are

[1:16:13] prepared for winter weather when it

[1:16:16] should come um and then we will also be

[1:16:19] bringing we're taking we currently have

[1:16:22] a standard operating procedure and a

[1:16:24] policy for

[1:16:25] smoke um we're going to combine those

[1:16:27] two into one document and we bring that

[1:16:30] at the same time so all the guys have

[1:16:32] been working together to to put that

[1:16:34] together some of the 208s may be a

[1:16:37] little delayed so we might have to just

[1:16:38] put the policies in there how how we've

[1:16:40] discuss them and wait for those 2080s to

[1:16:42] get through legal and bring those back

[1:16:44] at a later date but we would have a new

[1:16:46] 2080 with Lyn County and we'd have a new

[1:16:47] 2080 with Cedar Rapids but those would

[1:16:49] be separate considerations
