[3:47] in the city and three in the county. We responded to 16 public service calls

[3:52] in the city and one in the county. We responded to two service calls in the

[3:57] city, a total of 71 calls. And I also have the

[4:02] annual report for the fire department for 2025.

[4:08] March of fire department responded to 42 fire calls in the city, 34 in the

[4:14] county. We responded to one overpressure rupture

[4:19] explosion, overheat non-fire. We responded to two

[4:24] uh 266

[4:27] rescue medical calls for for the city, six for the county. We responded to 35

[6:55] March, uh two grants were received. Uh the police department received a grant

[7:00] for $80,000 approximately. And the airport received a grant for

[7:04] approximately $200,000.

[7:18] Thank you, Mr. Mayor. Couple updates uh especially on on the LaPaz sinkhole from

[7:25] the last meeting. Uh we had the city engineer's crews um come down right

[7:29] away. Um they had attempted a fix previously uh

[7:34] that was insufficient. Um Lamp Rynearson actually had Randy's crews open that

[7:39] hole and create used a camera to create a 3D scan of the collapsed box and the

[7:47] other junction boxes. If any of you have seen the pictures that Randy has from

[7:50] under there, there's a very unusual um uh

[7:55] conglomeration of different size and different types of pipes coming together

[7:59] in those boxes. Um what this model is going to do is allow them to perfect the

[8:03] geometry and hopefully design a precast structure, which is what they believe is

[8:08] the fix that's necessary in the in the best way to protect the business that's

[8:12] so close to it uh that can be dropped in there. Um

[8:16] they're going to be on site. We are probably another week away from having

[8:20] the geometry perfected on that 3D model. Uh the issue with the precast is that um

[8:26] even under an expedited order, it could take 4 to 8 weeks for them to actually

[8:30] cast and deliver the structure to us. We are trying to move this project along as

[8:35] as quickly as we can. Uh there's a few other um

[8:40] issues that we'll need to talk to the city engineer about about whether or not

[8:44] um the work is too deep for local crews to do or whether or not that needs to be

[8:48] bid, which could also cause some delay. So, I'll keep you updated as as we work

[8:52] on that. I I expect that we're going to have uh updates at the next meeting and

[8:55] probably the one after that as well on on the LaPaz hole.

[8:59] Um an update uh also on on Cotton Street and Councilman Green had asked for some

[9:05] updates on the situation out there. Uh ESS, who was the engineer that led that

[9:09] effort, had created some um of the documents that detailed the parameters

[9:15] and the widths of the construction easements,

[9:18] um but they had not sent those on to our stormwater engineer, Christine Lubrick.

[9:23] Uh she has reviewed those and uh returned them. And uh we expect to be

[9:28] collecting signatures on those easements uh later this week uh with help from the

[9:34] uh city attorney. I'm sorry, the uh city engineer here off the clock.

[9:45] » Yes, also want to mention Eastwood. You know,

[9:48] we've got a big FEMA project over there that we took out of the hands of one

[9:52] engineering firm a couple of years ago that had missed a deadline or two

[9:57] and sent that over to ESS. ESS is now working

[10:01] in conjunction with the city engineer and they have secured all of the

[10:05] easements that are necessary for that drainage mitigation work over there.

[10:10] However, and this is this is fairly important because these are federal

[10:14] funds. Two of the property owners have asked for appraisals of their easements

[10:19] and then this is their right to do and we have to provide those. It's going to

[10:24] be a little bit tricky both because the easements lay in a

[10:28] flood plain, but more specific to these easements is that

[10:31] there's an existing utility easement already there. Both of those things kind

[10:36] of devalue the property so it can be challenging to find comparables that the

[10:41] federal government will accept as adequate to to provide that feedback.

[10:46] So, we're going to continue to work with those two property owners and hopefully

[10:50] get those secured. Along the lines of easement acquisition,

[10:55] the tap granted Miami and College, all of the easements are in but one

[11:00] and that one is just hung up in corporate. We're told that it's

[11:03] forthcoming, but their corporate office has been

[11:06] taking their time with it. We really expect to have that soon.

[11:10] Once those easements are here and recorded, then the right of way at the

[11:14] state will clear them and issue the notice to proceed for the actual

[11:19] construction to to begin on that on that tap grant which is for sidewalks and

[11:23] improved crossing at the intersection. And then just one mention since we've

[11:28] got some of our partners from MMU here tonight, Uh did get an updated list of

[11:34] uh streets from the underground utilities from Grant Piper today to

[11:38] complement any street work that we do in the future and we appreciate their

[11:41] diligence sharing that information with us. So, happy to answer any questions

[11:45] that you may have about these or any other items.

[11:48] Mr. Chairman, one thing I know it it hadn't been brought up for a while, but

[11:52] on College Street, um if you're heading east going up the street at Miami and

[11:58] College, um no, I didn't Let me tell you back. If you're heading west, don't

[12:03] forget about you know, they took out the turning lane. Yes. To Have we got any

[12:07] update on that deal? I When we When we brought the city

[12:11] engineer in to that part just to kind of function as a review agent, um we we

[12:16] brought that up. It We're Again, we're not certain that MoDOT is going to allow

[12:20] any additions to the scope of the grant, but that doesn't mean that that work

[12:24] can't be still be completed by by the city itself. So, uh more than likely uh

[12:30] what will happen based on that meeting that we had between ESS and Lamp

[12:33] Rynearson and the city staff is that assuming that there's um that MoDOT

[12:37] doesn't open the door to including that um the issue with the turn lane and the

[12:41] and the signals and the funding, uh that they will complete the grant

[12:45] requirements. ESS will complete the grant requirements to MoDOT's

[12:49] expectations, and then Lamp Rynearson would come back and add or or or modify

[12:54] as as necessary. Um that's kind of the plan now. We We should have a little bit

[12:58] more information uh soon. Right now, we're really not getting any

[13:02] construction feedback because right-of-way is still waiting for those

[34:05] we're going to get a firm bid together. We'll be coming to the council for that.
