gathering here at 6:03 p.m. City Council

Room 721 Robertson Street, Memphis,
Texas, America. We're calling this

meeting to order. We're starting out
with our invocation and our pledge of
[0:27]
allegiance. And at this time, I'll ask
Zach Alman to lead us in a prayer and if
[0:33]
Micah Copus will lead us in the pledge
to follow
[0:42]
Lord to come to you tonight just asking
you to be with the council as we try to
[0:47]
make the best decisions for the interest
of the city,
[0:51]
best decisions for the future of
Memphis. Lord, I ask that you just be
[0:55]
with each and every one of us in here
today as we took time out of our day to
[0:58]
be here at this meeting. Care about the
community so much that we're here to
[1:04]
fight for what we believe in.
We thank you for all your many blessings
[1:08]
you give us, the opportunities you
present to us every day. We're so
[1:11]
grateful
to stand stand on this earth that you
[1:15]
provided.
We dare you name

non-counsel meeting. Again, this is our
[1:45]
call meeting tonight and we're going to
start out here with uh our public
[1:49]
comment. Citizens are limited to three
minutes to address the city council.
[1:53]
regarding any issues of concern or items
on the agenda. So again, this is opening
[1:59]
the floor if anybody would like to speak
up before we get going here tonight.

» Okay. Hi, I prepared a couple notes. My
name is Joanna Buckner. I'm at 1321 West
[2:16]
Bradford. Thank you for allowing me to
address the council tonight. My husband
[2:20]
and I have made a concerted effort to be
present here at city council and among
[2:25]
town and really make ourselves a part of
the community as we've been here.
[2:28]
[snorts] And we are really happy with
Memphis and Memphis has a lot going for
[2:33]
it and we see a good future for Memphis
and one of the things I want to point
[2:38]
out is this country was founded by risk
takers and those who are willing to take
[2:44]
a risk to make things better. So, in
saying that, we're really happy that the
[2:49]
city is looking at fire safety
ordinances and ordinances to make things
[2:54]
safer within our town. Uh, in saying
that, looking at what is on the agenda
[2:59]
tonight, we do want to say if we're
going to look at things for RV parks
[3:03]
specifically, we also need to look at
things within the city like houses that
[3:08]
are a blight or maybe need to be torn
down or just need remediation. things
[3:14]
that are fire safety hazards within the
midtown. Looking at things like uh
[3:18]
proper address labels for houses so that
ENT fire police are able to identify
[3:25]
said locations so that they're not
looking around town like Rex mentioned
[3:29]
at the last meeting trying to find out
who called where.
[3:34]
Those things are super important. I know
I'm limited on my time. So, uh, we are
[3:38]
very proud of the people who are the
risktakers in this town who are trying
[3:41]
to build businesses such as the RV parks
and we don't want to see them penalized
[3:45]
in the sense of making it so difficult
to grow a business that they're unable
[3:50]
to continue for it because it is not a
small business venture in order to set
[3:55]
one of these places up. It's hundreds of
thousands of dollars to get an RV park
[3:59]
really set up. So, in saying that, while
we're looking at those things, let's
[4:04]
take into consideration the local area
as well and look at things like the
[4:09]
rental houses, the current existing
structures. What do we need to fix? How
[4:13]
can we help blacks and everybody else
send out the letters, get things cleaned
[4:18]
up so that everybody can pro be proud of
the city that they're in, not just the
[4:21]
people who are coming in to see these RV
parks. And uh in keeping with all of
[4:26]
that um you know I I know that
you guys are have a lot on your plate.
[4:31]
It's hard to catch up with city
ordinances if there's not already
[4:34]
ordinances in place. There are things on
the state level that have already been
[4:38]
put into place and we can kind of pull
some of those just to find them. And if
[4:42]
you want help, I'm happy to help. I will
donate my time. Um but I think you guys
[4:46]
are doing a great job.
Keep up the good work. Let's look at the
[4:51]
whole picture, not just the art.

My biggest concern is is that this is
once in a lifetime oper opportunity,
[5:06]
generational opportunities.
And we as a city of Memphis ought to do
[5:12]
what we can to allow our locals to
profit from this instead of hurt our
[5:18]
locals. And that's my biggest concern
because this is the only time we're
[5:22]
going to be able to help our local
people do anything. And you know that we
[5:26]
are one of the if no way the number two
lowest economic, socially, economically
[5:31]
uh county in the state of Texas. So we
do have an opportunity for some of our
[5:37]
people to make money out of this. Let's
don't hurt them uh by kicking them in
[5:42]
the shin. I mean that's all I want to
say.

you said and there is things that do
need to be worked on there. It's going

to be rough like the Sure sanitation.
Understand that.

» I have one fact that was brought to my
attention earlier. The infrastructure
[6:00]
was built for a much higher population
than we have at this time. So the people
[6:06]
that are concerned about it handling
more people especially at the level that
[6:11]
we are growing right now should not even
be
[6:15]
» right. It's just another rock to throw.

» Um good evening. My name is Amy Trible
and I'm speaking tonight regarding the
[6:25]
proposed RV park ordinance. Um I'm
speaking tonight as a nearby resident by
[6:30]
the RV park and I want to share concerns
that I believe are important for the
[6:34]
ordinance to address. I urge the council
to include fencing requirements and
[6:38]
enforceable quiet hours in the
ordinance. I live near the RV park on
[6:44]
18th in my family and I have had
repeated instances of people coming onto
[6:48]
my property at all hours of the day and
night. In one instance, the property
[6:53]
owner was present when it occurred. This
is a serious safety concern. A properly
[6:59]
maintained fence is not about
appearance. It establishes clear
[7:03]
property boundaries, helps prevent
trespassing, and protects neighboring
[7:07]
residents. I was told over a month ago
by the property owner that a fence would
[7:12]
be installed, and no progress has been
made. This is exactly why the
[7:16]
requirement should be written into the
ordinance rather than relying on verbal
[7:21]
promises or individual agreements. I
also know that residents near other RV
[7:27]
parks have voiced similar concerns
regarding property lines, fencing, and
[7:31]
the impact on surrounding properties. I
also ask that quiet hours be included in
[7:36]
the ordinance to help protect nearby
residents from late night noise, music,
[7:40]
and disturbances. I support growth in
development of Memphis, but it should
[7:44]
not come at the expense of nearby
residents safety and quality of life.
[7:48]
Including fencing requirements in the
ordinance and enforcing quiet hours
[7:53]
would set clear expectations and ensure
these issues are addressed consistently
[7:59]
rather than le left to informal
promises. Including these requirements
[8:04]
in the ordinance ensures accountability
and prevents these issues from being
[8:08]
handled on a case-byase basis. Thank you

but I did. We are our uh permit uh
allows us $365,000

million which we're not by any means
close to.

by very very reliable person that we are
in need of a new water well.

we've tried it. Uh the last time I was

two years ago, but it's uh over half a
million dollar. Obviously, we don't have
[9:58]
that that money. Uh we've got five good
whales. We've got two gas, two electric
[10:06]
or three electric. That way we run out
of gas, we have electric. We run out of
[10:11]
electric, we have the gas.

through? Well, our biggest deal is we've
always been the top the the the
[10:20]
forefathers have always thought about
this

» and right now I mean people ask us why
do we have so much I have a,820,000

gallons uh on standby

addressing what's going to happen around
[11:54]
here with the city council. Are we
ready? And all that. So, all that's come

to be and and and then of course the RV
deals are going up uh maybe quicker than
[12:03]
we thought, but that's fine and dandy.
One great thing about our our you know,
[12:07]
we have our water system outside of
town. That water only goes to Texas.
[12:12]
We're just so blessed to have drinkable
water. I think we've got best water
[12:18]
ever. I mean, I drink it all the time,
but we're so lucky there. The only the
[12:22]
thing that was brought up about any kind
of a regulation as far as city council
[12:26]
and ordinance goes is we don't really
have any other than we have to go with
[12:31]
what the state and they just they have
some new ordinances about RV parks and
[12:35]
stuff like that. So we we would have to
basically the people that have one or
[12:39]
whatever would have to adopt those
standards and I guess it would be up to
[12:43]
city council to follow through on that.
So we don't have any standards. Amy
[12:47]
brings up some great points that uh that
we need to be aware of. Fire safety.

That's one thing that we talked about
our last council meeting the other night
[12:56]
where we were as far as putting all that
together, making sure that um you know,
[13:00]
we can pass on to the to the citizens of
Memphis that are going to do this that
[13:04]
that um you know that we have to follow
the state law. So, we don't really have
[13:08]
any anything on our own on our books. Uh
talking about uh fencing, I had a
[13:15]
gentleman bring up that uh there was a
place going up and he lives next door,
[13:20]
has three uh girls and was was
interested about having a privacy fence,
[13:24]
you know, to keep that going. So that
was brought up. So I don't I don't you
[13:28]
know that may be something we look at. I
think quiet hours is another very
[13:32]
important thing. And so that would be
the same thing that you would do if
[13:35]
somebody's living in a house next door
to you or whatever other than if you're
[13:39]
going to have a number of people maybe
the the fencing. So, uh, the city
[13:43]
council and I'm speaking on behalf of
city council, we don't have any
[13:48]
anything. It's all been brought up on
what what we can do in order to provide
[13:53]
the best u uh oversight and not get in
the way like Ronnie was saying about
[13:58]
people doing that. that we can't uh uh I
don't think we're going to go out and I
[14:04]
don't council up to them tonight to
bring some things up, but uh our packet
[14:08]
was put together. We have a bunch of
ordinance from other cities, things that
[14:12]
we've looked over and consider and same
thing on our little golf cart deal and
[14:16]
all that. So, I just wanted to bring all
that up and if anybody on the council
[14:20]
like to say anything as far as our open
session here goes and you
[14:25]

[clears throat] always been on my mind

and I would like to state that uh as a
council as as a town that we never
[14:36]
considered a pipe water out here,

money that the state come along and say
you're going to you know right now we're

Memphis, Texas with a permit except on
16th Street and uh and uh null highway

speed limit on public streets in our

ordinance here says 30 miles an hour.
That's fine. Uh I think all vehicles
[16:20]
wishing to operate in town need to be
permitted, which was brought up for
[16:23]
safety reasons. uh permitted. That would
be people going back to the golf course
[16:28]
or riding around town. And they have to
have their uh slow sign on the rear.
[16:33]
Have to also provide insurance, which is
part of our permitting process through
[16:38]
the city of Memphis. And uh would be
also have their insurance and the the
[16:44]
sticker and the sign always posted on
the vehicle at all times. And to operate
[16:49]
at night, I think it'd be easy enough to
kind of scale that down that they would
[16:52]
have to have front and rear lights
And that would be about it. Underage
[16:58]
drivers, I think it'd be 16 or under.
And uh but this there there's so much
[17:03]
stuff in here. It's rather thick. So I
think we ought to just make it if
[17:07]
there's anybody operating the vehicle in
town, uh we're going to require them to
[17:11]
be permitted for our liability
reasons.

that? Or how would we go about skimming

biggest thing is because this says in

this ordinance that they're not allowed

of stipulations in there and codes that
all existing RV parks and new
[28:25]
constructed RV parks you don't have to
follow. So, I just got this I got this
[28:30]
here press time, but uh I've got the
bill that Governor Ab signed into law
[28:35]
and uh the U says right here now
withstanding chapter 764 health and
[28:41]
safety code is added by this act, the
recreational vehicle park or campground
[28:45]
to which that chapter applies operating
on the effective date of this act is not
[28:49]
required to comply with that chapter
before September 1st, 2026. So
[28:54]
everything that's in NFPA 1194, all
existing RV parks and all new
[29:00]
constructed RV parks to that standard

to say, "Hey, let me see your stuff."

you're liable 100% for everything that

general contractor, they have to do
that. That's why they charge their money

to research and do what's correct so
that you're according and they all any

general contractor does have to follow
national code. installation of any

out. You guys took care of the problem

and you made it an effective solution
and you were able to cover your cost

but but growth is prosperity for the
people that are here the investors that

are here um and you have a really unique
opportunity I have to be very aware of
[1:04:18]
what's about to happen uh here not just
south you know children's burn area but
[1:04:24]
it's also coming Memphis. Um, so there
is a unique opportunity that Memphis can
[1:04:29]
see a resurgence and growth and uh
become a very desirable place in the
[1:04:34]
panhandle. But you guys are going to
make some people upset in the process.

Uh, but but for the greater good of what
you've been elected to do
[1:04:42]
power.

is we're going to be fair all the way
