[37:47] Good evening, chair and commissioners. So, every quarter, CSD employees are

[37:51] asked to nominate their fellow colleagues that exemplify exceptional

[37:54] customer service skills, teamwork, and initiative. Our selection panel then

[37:59] reviews all of the nominations, and we choose one part-time and one full-time

[38:03] team member to represent us as our employees of the quarter. Um, so at this

[38:08] time, can I please ask our commissioners to um come to the front to help us

[38:12] recognize our employees?

[38:24] So, first I'd like to begin with our part-time employee of the quarter, Kelly

[38:28] Laflur. She is a CS leader too assigned to our special events team, but more

[38:34] specifically inventory and requests for support. Kelly, can you please come

[38:38] forward? [applause]

[38:49] Uh, so this nomination is extremely welldeserved and actually a long time

[38:54] coming. Kelly has been nominated seven times in 2025.

[38:59] And for good reason. Uh Kelly joined us two years ago and since then has been

[39:06] assigned to our senior center as well as our front desk admin team before joining

[39:10] the special events team. She is an absolute pleasure to work with. Um her

[39:14] organization organizational skills, work ethic, and creativity know no bounds. Um

[39:19] it's been a joy to work directly with her last year. Um I gave her a couple of

[39:23] tasks of revamping some protocols and procedures and she ran with it. as you

[39:29] can see through every single nomination she has. Um, but more specifically, here

[39:33] is what one of her nominators had to say about her. Kelly's good sense and

[39:36] decisiveness make her a pleasure to work under. She treats her staff with total

[39:40] respect, solicits our opinions on just about every task she proposes to tackle,

[39:45] and she jumps right in and works right alongside us. because of Kelly's major

[39:49] improvements with regards to our team's ability to track and work with our

[39:52] equipment and supplies, her excellent disposition, her management and care of

[39:56] her staff, and her strong mindfulness to represent the city well at our public

[40:00] events. I think Kelly is very deserving and an excellent choice to receive

[40:04] employee of the quarter award. And we agree.

[40:35] All right. Yeah, we we definitely want to congratulate Aaron on being the

[40:39] employee of the quarter. It's welld deserved. Um, it's welld deserved as he

[40:42] is one of the major puzzle pieces that helps run the parks and rideway

[40:45] maintenance for the city. Uh, he supervises 11 full-time, multiple

[40:50] part-time. He oversees 22 parks, 6 million square feet of rideway

[40:54] landscape, and in all of that, he always puts his staff first. He sacrifices his

[41:00] own time to help his staff in at work, outside of work. Um, he's a a big team

[41:05] player. Uh Aaron not only helps with his immediate team but he also uh helps the

[41:11] whole city, the department and everything be successful in those ways.

[41:15] Um the most most recent accomplishment that

[41:19] Aaron has helped with uh he's he's one of the biggest parts of creating the

[41:24] turf management program that we implemented this year and over the next

[41:28] few years we're definitely going to see uh the Meny parks come alive and stay

[41:32] that and all the users and residents of Meny um will be because uh have those

[41:37] nice clean parks and everything to play on because of Aaron's uh hard work and

[41:42] everything that he's put into that. So, congratulations, Aaron.

[42:44] Let's move to let's move to item 5.2 general plan open space and conservation

[42:50] element updates and I understand Fernando Herrera is going to lead us

[42:53] with that. >> Good evening members of the commission.

[42:58] Um, this item is for a general plan amendment to amend the city's open space

[43:04] and conservation element, which will add additional colorifying language per

[43:08] Senate bill 1425.

[43:12] In regards to the open space element, it's one of the seven mandatory elements

[43:16] required by uh law uh as part of the general plan. It identifies, maps, and

[43:21] preserves land of natural resources, agriculture, and outdoor recreation for

[43:26] the public health and safety of our residents. It also determines and

[43:30] directs long-term planning for undeveloped or lightly developed land to

[43:35] ensure environmental protection, uh, biodiversity, and community aesthetics.

[43:41] The update was required on September 30th, 2022 when SB1 1425 required in

[43:48] cities and counties to review and update their open space elements as part of the

[43:51] general plan update. Um for the city of Meny, we did look at our element and um

[43:58] basically everything is already covered. Um but we want to go through and ensure

[44:01] that everything is crystal clear. Um so this is required by January 1st, 2026,

[44:06] but again our elements are already covered. everything that's going to be

[44:09] discussed in 1425. So, what are the required updates? Uh,

[44:14] so basically, it's going to require all cities and counties to have access to

[44:19] open space for all residents in a matter that's consistent with social economic

[44:24] racial equality correlated with the environmental justice element or

[44:27] environmental justice policies. Um in the general plan uh the climate

[44:33] resilience is going to be something that needs to be discussed and other co-

[44:36] benefits of open space correlated with the safety element

[44:40] as well as reing opportunities correlated with the land use element. So

[44:44] in regards to rew reing sorry uh this refers to opportunities to preserve and

[44:50] enhance and expand an integrated network of open space to support beneficial uses

[44:56] such as habitat uh recreational natural resources historic tribal resources

[45:00] water management etc. So what are the proposed changes? Um so

[45:07] we kind of went through the open space and conservation element. Uh we added

[45:11] additional policies. So some of them pertain to parks and recreation,

[45:14] recreational trails and biological resources just to uh you know when we

[45:20] have projects that come to the city we have to ensure that there's findings and

[45:23] we use the goals and policies in the general plan to uh support the findings

[45:27] uh for the projects that move forward in the city. So just adding additional

[45:31] language to uh help us with this. Additionally uh we are going to add a

[45:36] new section to clarify climate resiliency. Uh so this section is going

[45:40] to have a goal of maintaining um and strengthening men's resilience to

[45:46] climate change um by utilizing open space and the natural systems that exist

[45:51] within our city. Uh so we do have a variety of policies uh such as the

[45:55] encouragement of green streets, prioritizing the use of native and

[45:59] drought tolerant plants. So this is stuff that we already do but we're

[46:02] putting it into policy and goal language. work with the developers and

[46:05] property owners to establish and expand trail networks, utilize building

[46:09] materials and methods that minimize energy use. Uh so this is already

[46:12] required by California state law. Um and prioritizing local building materials.

[46:16] Uh so we basically to summarize it all up uh we're we're clarifying and adding

[46:23] language just to make it clear. Um we also have to look at the relationships

[46:27] to the existing and future plans. So uh because the general plan does create the

[46:31] framework that all plans and policies and guidelines have to follow um this

[46:35] will um ensure that the blueprint um is going to be consistent. So uh again it

[46:42] just reinforces what we are doing. The next steps after this so we've

[46:47] already notified the tribes as we're required to anytime that we amend a

[46:50] general plan. Uh so we brought it forth today to the parks recreation and trails

[46:54] commission. Uh the next steps is going to be to finalize uh the amendments and

[46:58] then once that's accomplished uh we'll send out public notice and then take it

[47:02] for planning commission for recommendation and then finally city

[47:05] council for final action. Uh do you have any questions

[47:16] » We have a parks master plan right now. How do we integrate that into it

[47:20] » or do we need to? >> Yes. Uh so because the the open space

[47:24] element is the overarching document uh that the whole city has to follow uh the

[47:29] parks uh uh the master plan would already be consistent with the general

[47:32] plan. >> Thank you Mr. Hera for letting us know

[47:37] about these updates uh to the plan to keep us in compliance with new uh

[48:27] » This is my first time at one of these, so I have no idea what I'm doing here,

[48:32] » Uh, thank you for uh letting me come up to speak. Um, my name is Matt. I'm uh

[48:37] been a resident in the Canyon Lake and Meny area for the last seven years. And

[48:40] I'm a frequent user of the uh Salt Creek Trail. Uh so I run it usually once a

[48:45] week, sometimes two to three times a week. Uh and in an effort to use a car

[48:50] less and you know explore other modes of cardio, I've been biking along the trail

[48:54] to uh run errands. Um, and now that I'm coming out of my winter hibernation and

[49:01] starting to use the trail a little bit more, uh, I've thought of a few

[49:05] suggestions for improvement that I wanted to to bring before you all. Um,

[49:09] first is the possibility of adding, uh, trash cans or some sort of like waste

[49:13] management along the the trail, probably along like Mya Road or Bradley Road,

[49:20] like the intersections with uh, major roadways. I've noticed that trash does

[49:24] tend to accumulate along the trail. Um, some people dump waste and I know that

[49:28] trash cans probably wouldn't resolve like the larger waste items, but it

[49:31] could still be a good uh way to encourage people to dispose of their

[49:34] trash uh not on the trail. Um, and then as summer's coming up, uh, I tend to use

[49:41] the trail a lot more during summer. Uh, and as we all know, summers are uh very

[49:46] hot down here. Um, and I've been on other trails in in other parts of the

[49:52] country, similar trails, where uh there's a lot of green cover. And the

[49:56] idea was to plant trees that could preferably native native trees that

[50:00] could offer shade um along the trail. Uh even 40 to 50% shade coverage can reduce

[50:08] uh the temperature of the asphalt significantly. Um, and I also know that

[50:13] trees take time to grow and this probably is not going to be something

[50:15] that yields results immediately, but uh, as we tend to have as we

[50:20] have year after year, they become the hottest year on record. I think this

[50:23] would be, uh, pay dividends in the future. So, I just wanted to bring those

[50:26] to your attention if you're not already aware. And, uh, thank you for your time.

[53:49] uh, development. TM 387666

[53:53] and recommended action is to review and approve the Quimby assessment for the

[53:57] Haven development track to meet the pro project requirements under Meny

[54:01] Municipal Code 7.75 Parkland dedication and fees. Miss

[54:07] Mitchell, >> good evening chair and commissioners. Um

[54:12] I tonight we're reviewing our um first quibby of the of 2026 brand new year. Um

[54:18] so here we have the Haven development which is located uh north of Garbani

[54:22] Road west of Evans Road. Um just under uh 20 acres of residential development.

[54:28] Uh this one is a little bit unique because it does have 67 single family

[54:32] dwelling units as well as 67 adjacent accessory dwelling units. So the total

[54:38] uh is um 67 of the single family and an additional the same amount of ADUs. Um

[54:43] so with this uh to determine the parkland dedication requirement because

[54:47] we have the mix of single family units and uh accessory dwelling units uh the

[54:52] single family is calculated at the full um amount of uh the 2.85 average

[54:57] population multiplied by the 5 acres per thousand residents. Um so the parkland

[55:02] dedication for that is just under an acre. And for the accessory dwelling

[55:07] units, it's it's essentially the same formula but at 50% because it is it's

[55:11] not the full size of a single family dwelling unit. So the total parkland

[55:15] dedication required for this particular development is just under 1.5 acres.

[55:22] And so this development does have an HOA maintained amenity proposed and it is a

[55:27] recreation center with a pool. It is private. And so under the municipal

[55:31] code, we do allow for up to 50% of credit for HOA maintained amenities. Uh

[55:37] simply because uh the HOA maintained amenities do offset any impact to city

[55:42] maintained amenities or parks nearby. So which is why we consider um the amenity

[55:47] for the 50% credit. So if commission uh does approve that 50% credit, that would

[55:53] bring down the required parkland dedication to 1.2 acres. And for this

[55:58] one, uh, we have the appraised value of, uh, 300,000 an acre, meaning that, uh,

[56:02] the remainder of the parkland dedication would be paid in L fees, uh, which would

[56:07] be about $360,000 in quimby fee assessment. So, at this

[56:12] time, I welcome commission uh, to review the information. If there's any

[56:15] questions, I'd be happy to answer that. Uh but essentially we're looking to

[56:18] affirm that the combination of the HOA maintained uh um amenity as well as the

[56:24] inluff fees does meet the Quimby Act requirements for this project.

[56:42] » That is the only recre It's a community center with a pool. Yes.

[56:52] sure because since the the development does not have any parkland itself,

[56:57] they're going to be using existing parks in the area and this is uh having that

[57:03] uh that uh fee of 360,000 will go a long way to enhancing our existing parks. the

[57:11] uh the 50% credit for uh ADUs. Uh uh you don't see that too often, but uh is this

[57:20] a when did we implement that component? >> So it's not credit, it's um just when we

[57:26] assess the fee um it's 50% because it's uh the ADUs can't go over 1,200 square

[57:31] ft. So we assess it at 50% of the single family unit rate.

[57:35] » Okay. But ADUs are fairly new. So we we added this uh this uh 50%

[57:43] » yes to address >> to to accommodate that.

[57:45] » Mhm. >> Okay. Commissioners, if no there's no

[58:28] assessment for Oakstone development track 38128 uh previously Mini Vista to

[58:34] meet project requirements of the municipal code chapter 7.75 parkland

[58:37] dedication and fees Mitchell.

[58:42] » All right. Uh so here we have another development Oakstone. Uh this is located

[58:47] uh west of Buyers Road norththeast of Getats and Valley Boulevard. Um, so if

[58:52] you're familiar with the area, it's just a little bit south of where Simmeron

[58:55] Ridge is. Um, and this one is 96 single family dwelling units with just under 30

[59:01] uh acres of uh residential development. Uh, so the parkland dedication for uh

[59:06] this development uh is uh just just over 1 acres, so 1.3 acres. And then uh for

[59:14] this there is a HOA maintained amenity which is a park. It's 1.25 25 acres with

[59:20] a tot uh active play spaces for uh various ages, picnic tables, benches, as

[59:25] well as a walking trail and some turf open turf area for um uh recreational

[59:30] purposes. Um so kind of the same lines with the Quimby Quimby assessment

[59:34] calculation. Um we do offer 50% uh credit for HOA maintained amenities. And

[59:40] so 50% of the 1.25 acres is uh just over half an acre. And so if we remove um we

[59:47] add that credit to the parkland uh required parkland um we're just over

[59:53] just under8 uh acres that uh needs to be paid in fees. Um so we have uh the

[59:59] agreed upon value of 300,000 uh which is uh similar to what has been recently

[1:00:04] appraised in the area. Uh so the inloo fees would be 223,500.

[1:00:10] Uh so again asking commission to review the information um and agree that the uh

[1:00:15] HOA proposed uh proposed HOA amenities are active recreation amenities so would

[1:00:21] be eligible for the 50% credit and that the remainder of the parkland dedication

[1:01:00] improvement program quarterly update. Mr. Bryce Hal. Yes, I'll be presenting

[1:01:05] that commission. Um, and we brought this back as if uh from request from or not

[1:01:10] back, but we will have our quarterly update. Um, we had it in the consent

[1:01:14] before and we realized that we really want to get in depth for you guys to be

[1:01:17] able to see uh that what's happening with the capital improvement. Uh, a lot

[1:01:21] of times over the last year, it just seemed like a lot of them were we're in

[1:01:25] design, we're in design, we're in design. So, we're we are starting to

[1:01:28] actually move forward on those projects that were in design, which we're we're

[1:01:31] happy to. Um and that brings a lot of things up for the public uh for use. So

[1:01:37] as you can see there's 14 projects that we have um either in design uh some of

[1:01:41] them are in construction uh and and that goes through there. Uh we have our

[1:01:45] target completion dates. This is just the schedule or kind of overview of

[1:01:49] description of those and I'll go through a lot of those on these following

[1:01:52] slides. So one of the biggest ones uh that has

[1:01:56] been in design and going is the AMS AMR skate park improvements. What that is is

[1:02:01] the ticket booth and a ranger station that'll be there at Audi Murphy next to

[1:02:05] the skate park. Um both of them will be at that location. They're two separate

[1:02:09] buildings, but they're both on each side of the um skate park there on the east

[1:02:14] side of the park. Um this is going to council for construction uh in March for

[1:02:19] approval. And that that would be the contractor that's there. Uh the total

[1:02:23] estimate construction cost is right around uh $600,000 and that includes

[1:02:28] furniture and everything that's in there uh contingency, you know, anything if we

[1:02:32] run into issues. So, we have the building uh that was a pre-engineered

[1:02:36] building that we already have that will be hauled over there. They'll put that

[1:02:39] thing together uh and then our rangers will have it. Um as you can see the

[1:02:44] diagram below. So, the the ticket booth, it's a smaller about almost a little

[1:02:49] under 300 square ft. And then the ranger station uh alto together is about 900

[1:02:54] total square feet. You have your multi-purpose room. They'll have a large

[1:02:58] office for uh for multiple rangers in there for their station there to be able

[1:03:02] to with their computers and everything. Their docking stations will be able to

[1:03:05] put inter programs on there with the multi-purpose room. Um it'll be so the

[1:03:09] rangers can have u the youth and and adults and everybody there um at that

[1:03:14] station. So, we're excited to get this uh this has been a a couple years been

[1:03:19] working on this and finally we're now we're at that point where we can get to

[1:03:23] the construction. Um and we're looking to be able to complete this this summer.

[1:03:27] So, open up and um for the public on that. We have two other ones that are

[1:03:31] going into construction this uh this month and then the beginning of next

[1:03:35] month. So, uh the park and facility multi-use buildings, those are the

[1:03:38] locker rooms. Those are we're they're temporary locker rooms that we're having

[1:03:42] behind for uh parks parks and facilities staff, park rangers as well. Um that

[1:03:47] will be able to use that and that's behind fire station 7. So those are the

[1:03:51] locker rooms. We're putting electrical, plumbing, and everything into that. Uh

[1:03:55] that starts uh February 27th. Uh the construction on that, it doesn't impact

[1:04:00] any of the fire station or nothing like that. It's all in the it's on the back

[1:04:04] part of it. So it won't impact any services or anything at the fire

[1:04:07] station. is just that's where we have our maintenance yard is behind that and

[1:04:11] then the uh roof rehabilitation. So the um silicone roof that's on top of the KC

[1:04:18] center not as you can see on that picture that's there. It's the white

[1:04:21] part. So that's getting redone. Um we've had some leaks over the years is an

[1:04:25] older building. So we're just keeping the upkeep on those that is going uh and

[1:04:29] that starts in another week February 23rd

[1:04:32] and that one itself will take about a week. It'll move pretty quick. So, uh,

[1:04:37] we're hoping no more rain until at least that gets done.

[1:04:41] Another one that we, uh, is our park signage that you guys have approved and

[1:04:45] seen. So, the signs actually have started getting delivered as of today.

[1:04:49] We received our first shipment of signs. It's the smaller signs that you can see

[1:04:52] like the picnic like a pro, the unleash your f, you know, unleash for the for

[1:04:57] the dog park and everything like that. There's a few the signs, you'll see

[1:05:00] those starting to go up uh, in the next few weeks. New signs and everything.

[1:05:04] We're still waiting for the second shipment, which will be the larger park

[1:05:08] rule signs that you like you can see there in the picture that says ELP

[1:05:12] Peterson. Uh once we get all those in, we'll we'll start installing those as

[1:05:16] well. But we're excited to at least get the new signs that we have, we'll get

[1:05:20] those installed right away. Uh we have a few other parks uh that are

[1:05:27] in design right now. So, Lalera Park enhancements uh that we are just about

[1:05:32] ready for our second plan review, hopefully the final um so we can get a

[1:05:36] permit for that and get out to bid for uh Ladera Park enhancements. That is the

[1:05:41] adding another small uh baseball field to the park. So, there'll be two small

[1:05:46] uh youth baseball fields there with lights to be able to use that are there.

[1:05:50] Uh Banner Village playground, we almost completed the design of that park. You

[1:05:54] can see there that's adding the playground there at the at the park. So,

[1:05:58] there's already a splash pad there on the opposite side on the west side of

[1:06:01] that uh basketball court. We'll put the playground so it won't be right up

[1:06:04] against the uh splash pad. So, they won't be able to I know it would

[1:06:08] probably fun, you know, to run for the playground all wet and you know, the

[1:06:11] splash spot on the playground, but we don't need that. So, we separated on the

[1:06:15] different side of that. The Hidden Hills and uh ELP Peterson, those lights are

[1:06:21] under design. So, we're almost done with those. We are waiting for the structural

[1:06:24] design from Musco to be able to get that. They're working uh real quick with

[1:06:28] us. So, we have all the engineering on the electrical engineering done on that.

[1:06:33] We uh as soon as we have that uh structural for our footing foundations,

[1:06:36] that'll go through permitting and we'll be bringing that back to council for

[1:06:40] approval for the construction and installation of that. Uh and then the

[1:06:44] LMD, the turf conversion, that one is moving along pretty well. We're waiting,

[1:06:48] we we've submitted all our applications. We're about 90% done with the design of

[1:06:54] it. So we can um that we've already had enough to be able to turn in for the

[1:06:57] application. So we can go out to bid for the construction for that to be able to

[1:07:01] remove that non-usable turf in the rightways uh that we don't have a lot of

[1:07:04] funding. It's a lot of it's potable water. So we'll be able to replace that

[1:07:08] with drought tolerant landscape. Um Quail Valley Park, we're heavily in

[1:07:12] design with that. We have our um updates are our weekly our bi-weekly meetings

[1:07:17] that we have um with the architect on that. So we're working quickly with our

[1:07:21] quickly to get that design going in. And once we're to a point, we'll definitely

[1:07:25] bring that back to commission. So, um, you guys can see it and I believe it's

[1:07:29] coming in in March. So, you it'll we'll present you the actual design and

[1:07:33] everything in March. So, you guys will see that. And then Sun City, we're just

[1:07:37] still waiting. This is the month once we'll hear back if we um receive some

[1:07:41] grant funding. If we didn't, we have funding, but we wanted to try to re uh

[1:07:45] get some grant funding for that. So that would kind of counteract for some some

[1:07:49] other, you know, open up some puns for some other projects, even that one

[1:07:52] itself. Um, but it's if we hear from that month, we hear this month from that

[1:07:57] if we don't get it, we're still going to we're already ready. We'll go out to bid

[1:08:00] and we'll be moving along with that project.

[1:08:04] And then Central P, sorry, Central Park Amphitheater that's in there. Um, that's

[1:08:08] moved along. It still at a standstill just so that as the beams are getting

[1:08:13] manufactured, our CIP is running heavily with that. So that those won't be

[1:08:17] delivered start being delivered until May. That's the estimated time on those

[1:08:21] that they're going to be coming. So they're being in Switzerland. They'll be

[1:08:24] shipped over here and then uh they'll start installing those in May.

[1:08:29] And that's really all I have for the CIP. Um if you guys have any questions,

[1:08:55] told by the California Natural Resource Agency that a notification for awards

[1:08:59] should come out in February or March. So, that that's kind of the the timeline

[1:09:03] for us. >> Close.

[1:09:06] We're ready for it. So when we get it, we're ready to hit the road. Uh we

[1:09:10] didn't want to wait for that and then have to work backwards, you know. So

[1:09:16] » Is the grant a hard number or is it uh based on just how they divvy up the

[1:09:22] funds? >> Um the the grant that we applied for um

[1:09:26] we were looking for because it's a matching grant. Uh so based on the

[1:09:29] engineers report or engineers estimates that we got from the design uh we were

[1:09:34] we're targeting that amount which was a total of 1.5 million. So, we're looking

[1:09:37] at uh 750,000 matching. >> That would be that would be wonderful.

[1:09:43] Uh question on the uh at Central Park. Um and you know, I understand about the

[1:09:50] fabrication of the beams and and such. Uh and hopefully we'll still see

[1:09:54] completion by the end of this year. Will the bridge be open and available before

[1:09:59] the amphitheater is completed? >> Yes, it will.

[1:10:02] » Okay. And is there a target date for the bridge specifically?

[1:10:06] We're still looking. It'll definitely be this spring um before early summer, but

[1:10:11] it it'll be this spring we'll it'll it'll open up. So, there's just a few

[1:10:15] last little items that they're putting on there. There's some lighting. There's

[1:10:18] the shade sails that go over top and a little bit of landscape. Um so, it's

[1:10:23] that really close for it to be completed.

[1:10:31] I just have one one other question uh on the conceptual design for Evans Park

[1:10:37] North. What are uh the key elements or are we still trying to flesh that out of

[1:10:42] what we would like to see there from from a conceptual point?

[1:10:47] » Correct. So, we're we're reaching out a couple different angles on that right

[1:10:50] now. Uh we've reached out to another consultant. Uh we have a consultant that

[1:10:54] will do the design for it, but we're looking at possibly um seeing what we

[1:10:59] can do to match almost the existing park that's at Evans already. Uh Evans and

[1:11:03] Craig, something similar to that or in that same zone. You know, we already

[1:11:07] have the bike park and everything there. Uh so we're looking if we can kind of

[1:11:11] continue that into the other park. So we're working with a consultant on that.

[1:11:15] So you're looking more of a of a almost like a open space park or w wild

[1:11:22] wilderness type park or will this have amenities like playgrounds and at one

[1:11:26] time we talked about you know we envision community center and things

[1:11:31] like that. >> Yeah. So it defin we're not going to

[1:11:33] that route now. Uh after this uh parks master plan we realized that's not a

[1:11:37] good location for it. Uh since and well originally it was going to have the pool

[1:11:41] and things like that. That was our design but we were going to share that

[1:11:43] with Paloma. Paloma built a pool. So that that was part of those talks back

[1:11:48] in uh 2015, I think, when the original U

[1:11:52] parks master plan was going on. So that's why we've kind of changed what we

[1:11:56] were going to do. And then there's limitations that we can put at that

[1:11:59] park. Um that's what we're working that's why we're working on it for the

[1:12:02] environmental. There's areas that we are going to either have to stay out of,

[1:12:05] move some of the the the habitat there, but that's what we're that's what's kind

[1:12:10] of holding us up a little bit. And it's not a big area. most of it we can use

[1:12:13] but we are trying to figure out what we can do to work around there uh on those

[1:12:17] areas >> it uh is that blue line streams going

[1:12:20] through the property there too that >> so there is that blue line there's a

[1:12:24] little bit of a blue line so those blue areas are the areas that we'd have to uh

[1:12:27] avoid or either relocate but off to you can see that gray line that goes through

[1:12:33] that's actually a trail so that is the um wash that goes through there so

[1:12:38] that's that basin or the culvert that goes through that area so we that's not

[1:12:42] our property, that's the county, we'd stay out of there. But, um, so it's it's

[1:12:46] more of a triangular shape that we'd be working with.

[1:12:51] » Great. Uh, I, uh, given the the the kind of the a changing scope there, I I'd

[1:12:57] love to see something like with natural features, boulders and things that uh,

[1:13:03] kids can climb on. Kind of like almost like an an outdoor adventure park would

[1:13:07] be awesome in in that space. And another item on there, so EMWD is doing their

[1:13:12] final, there's another connection that they have for the recycle water. Um, it

[1:13:16] will go all the way down to Hidden Hills. Uh, that final connection under

[1:13:20] the road hasn't actually happened yet. Even though Hidden Hills, it says it's

[1:13:23] recycled water and stuff, we're actually paying potable water fees and everything

[1:13:26] still for that. Um, because EMWD knew they were going to have that connection.

[1:13:30] So, they're working on that connection. And while they have that, they're going

[1:13:33] to be tearing up the street. So, what they're going to do is uh so we don't

[1:13:36] have to tear up the street in the future, they'll be able to stub up. Now,

[1:13:39] we'll still have to get a meter and do some smaller things in there, but

[1:13:42] they're able to tie in that way and help us out. Um, so that way we don't have to

[1:13:46] do that. So, EMWD is going to get ready for some of those things. I'm not 100%

[1:13:51] sure when they're doing that, but I've been working with them on that and we

[1:13:53] might retrofit another area in that to recycle water as well. That's a LMD

[1:13:58] that's in potable that would help save some costs on that. So,

[1:14:01] » most definitely. Commissioner Peterson. Yeah, [clears throat] I've had a couple

[1:14:06] requests from lessabled citizens that they would like to see some type of um

[1:14:10] RC car um either like rock crawling or um racetracks and um I don't know, you

[1:14:17] know, I mean, I know you guys are in in the the design for that, but um for

[1:14:20] Evans Park, but um just to talk put on your radar that uh they're, you know,

[1:14:25] they'd like to see something like that. >> Absolutely. We will definitely keep that

[1:14:28] in mind too cuz you know I'm sure it doesn't have to be a big area or

[1:14:31] anything like that but that's a definitely a good idea to keep in our

[1:14:34] mind for anything at this park or another park even something that's built

[1:14:38] that's already we can convert into something like that that's a good idea

[1:14:41] » perfect thank you Royce >> as we continue adding projects where do

[1:14:45] we reach the point where we need another ranger or a volunteer ranger somebody

[1:14:49] temporarily to kind of like a auxiliary has that been considered

[1:14:54] » yes no it definitely has been considered um especially because right now in the

[1:14:59] uh last few years we haven't added too many more projects because we're trying

[1:15:02] to to close out some of these rather large ones. Um but every year when we go

[1:15:06] through the bianial budget process every two years um we do assess our current uh

[1:15:10] staffing levels and make recommendations for additions where needed. Um, we do

[1:15:15] anticipate that, you know, in in the next coming year that we'll likely be

[1:15:18] making some requests and then depending upon what's available um is is where

[1:15:23] we'll kind of manage uh any additional staff to support these new areas.

[1:15:36] » Correct. Um and as of right now with the the the way the parks are they don't

[1:15:42] work graveyard or >> correct.

[1:15:49] parks is that something that we might consider that same thing we just talked

[1:15:52] about or >> there's possibility we might um so

[1:15:55] there's gaps obviously because there's so many parks and you can only have

[1:15:58] there's seven days a week that you only have the two rangers. Um PD helps us a

[1:16:02] lot when we are at that the night time like that. So, at least if we had a

[1:16:06] ranger and and we do have rangers in the evening that could help lock things up

[1:16:10] if we needed to till 10 p.m., you know, things like that, um, we'll re not rely,

[1:16:15] but definitely get help from PD in the evening times if there's anything that

[1:16:19] we need help with on that. So, I'm not saying no, but right now we don't have

[1:16:23] that plan. We'll work with PD on that. >> Yeah. And if I can just uh add a little

[1:16:27] bit right there, um that our our park rangers are enforcement technically in

[1:16:32] our parks, but we want our residents to have positive experiences with our parks

[1:16:35] and with our park rangers. And so they also do a lot of heavy interpretive

[1:16:39] programming. So just the conservation, education, stewardship, we'll see at the

[1:16:44] upcoming wildlife appreciation event coming up. Um but so it's kind of

[1:16:48] walking that balance between uh enforcement, which they they obviously

[1:16:51] can do and will do, um but creating positive experiences uh at our parks.

[1:17:20] community services director comments. Mrs. Mitchell.

[1:17:24] » All right, so I've got a few things to highlight tonight. Uh first off, um last

[1:17:29] meeting that we had in December, we uh brought forward information regarding

[1:17:32] the Audi Murphy Ranch skate park. And so, um, based on the feedback from

[1:17:35] commission, we have organized a public meeting, uh, that is going to be taking

[1:17:39] place on Wednesday, February 11th at 6:00 p.m. It will be hosted at the

[1:17:43] community services department in the North Annex building. And we welcome all

[1:17:47] residents as this is the community skate park for all of Meny um that are

[1:17:52] interested in providing input on our current programming and what future

[1:17:56] programming might be might look like. Um, so again, that that's coming up

[1:18:00] pretty quickly here. Um, also wanted to highlight uh yesterday we had our

[1:18:04] midyear budget review um with city council at a workshop earlier in the day

[1:18:08] and uh there are quite a few items that that were approved in the midyear

[1:18:12] budget. Um midyear is kind of one of those uh components where it's an

[1:18:16] opportunity for the department and the city to kind of rightsize budget. So

[1:18:20] there's not a lot of huge asks that typically go forward for city council at

[1:18:24] midyear. Um but there are things that we are looking to address based on some of

[1:18:28] the strategic initiatives council has directed us and some of the um the

[1:18:33] bigger items that our parks master plan has identified that we need to work on.

[1:18:37] And so some of those things in our operating budget um you know we got

[1:18:40] additional funding for the central park turf replacement because as we know with

[1:18:43] the civic center parking lot, Paloma Wash Bridge, pedestrian bridge and the

[1:18:47] amphitheater uh turf is looking a little you know worse for wear lately you know

[1:18:51] but there's a lot of construction going on. So uh as the amenities uh come uh

[1:18:56] come into fruition and completion um we'll phase one will kind of concentrate

[1:19:00] in the area directly in front of the Paloma Wash pedestrian bridge um looking

[1:19:04] at midcycle at um updating phase two which would be the area directly in

[1:19:09] front of the amphitheater. So um but we did get approved for additional funding

[1:19:12] for phase one. Uh we also got approved for the green fence installation uh to

[1:19:16] kind of remove that um what's it called? the

[1:19:20] » wooden there's a old wooden fence that's just deteriorating.

[1:19:23] » Yes. On Gets Road and so um that's coming down and instead we're putting in

[1:19:27] green uh shrubbery shrubs uh to be kind of like that fence uh along the the

[1:19:33] roadway. Uh that will hopefully improve the the uh look and feel of that area.

[1:19:38] Um that's something that's been asked for for quite some time. Um we also uh

[1:19:42] were approved for the arts and public places standards and guidelines. So um

[1:19:47] previous fiscal year or I want to say the 2425 um we had uh kind of earmarked

[1:19:52] some funding for a uh project for art in the park and so um but we were kind of

[1:19:58] holding off because we know the city was uh undergoing the whole uh unique

[1:20:02] identity placemaking tourism master plan which was recently adopted. So now that

[1:20:06] we have a better understanding of uh what the city is looking for when it

[1:20:10] comes to placemaking and how that uh is more than just what happens in our

[1:20:15] parks, um we are taking a more holistic approach. So what we've done is move

[1:20:19] that $100,000 that was in the CIP budget and moved it into our operating budget.

[1:20:24] So that way we can engage with a consultant to help us create these

[1:20:27] standards and guidelines uh for not just art in in the park, but arts and public

[1:20:31] places. Meaning, you know, we can talk more about the utility art box program.

[1:20:35] um you know, sculptures and in our roadways and rideways uh and um

[1:20:40] different things to kind of pull it all together because again, we want Meny to

[1:20:43] feel welcoming to everybody who comes through and you know, we wanted to take

[1:20:47] a more holistic approach to that including uh looking at ordinances that

[1:20:51] would help uh incoming commercial residential development um bring in some

[1:20:56] of those components for us so that way we're not you know burdening the entire

[1:20:59] cost of of uh adding art uh to Meny. So, those are some of the the big things

[1:21:04] that we're working towards. Uh, also, we were approved for additional funding for

[1:21:08] updating our landscape design standards. So, that's the standards that that

[1:21:12] pretty much let all of our our developers know uh the type of materials

[1:21:16] that they should use in their landscaping both in our rideway and our

[1:21:19] parks. And, uh, those haven't been updated since 2014. So um we're looking

[1:21:24] to again take another holistic approach at you know how we can update that

[1:21:27] working with the development teams both community development and our

[1:21:30] engineering department to um update uh get those updated uh within the next

[1:21:36] fiscal year. And then of course there's the uh city council initiative um for

[1:21:41] the LAFCO application for um taking a look at the annexation of the Meny Parks

[1:21:47] uh landscape maintenance district from Valleywide. And so that requires

[1:21:50] additional support services uh for both the uh LAFCO application itself and

[1:21:55] additional um information that's going to be needed to pull all of this

[1:21:59] together. I had the wonderful opportunity of pulling together the uh

[1:22:03] scope of work that's going to be required for that. And uh it it's well

[1:22:06] over eight pages long. So um it's going to be a lot of work, but definitely this

[1:22:11] is something that um we know that commission um has um worked towards as

[1:22:15] as well as city council. And so again, uh, uh, council approved the additional

[1:22:19] resources for that. Uh, the one thing I did leave off of this list, uh, I was

[1:22:23] just so excited about it, I forgot to put in here that council also approved

[1:22:26] the additional allocation for $15,000 to add to independent celebration, uh, to

[1:22:32] enhance the entertainment component. And so, um, we will be bringing back an

[1:22:36] update on what that will look like as soon as we're done through, uh, the

[1:22:39] procurement process for the the various, uh, services and entertainment, um,

[1:22:43] that, um, that are a part of that event. So, look forward to bringing back that

[1:22:47] bringing that back to you guys shortly. Uh, and then last but not least, uh,

[1:22:51] personnel. So, our, um, our part-time salary adjustments were approved and so,

[1:22:57] uh, just recently, I think it was, yeah, January

[1:23:00] 1, 2026, minimum wage has increased to 1690. And so in order to uh keep our

[1:23:06] part-time positions um um level with a marketplace and uh you know giving us

[1:23:13] the ability to recruit uh appropriately um we have to adjust all of the

[1:23:17] part-time positions. So, our entry level, you know, is is starting at 1690,

[1:23:21] but that means that we have to adjust our CS Leader 2, our aquatic series, um

[1:23:26] all of these different little levels of our part-time classifications that

[1:23:29] really help um us u bring these programs and events to life. So, we're our

[1:23:34] part-time staff are are essentially the backbone of our department to be able to

[1:23:38] allow these things to happen. And so council had approved the adjustments in

[1:23:42] order to make those uh adjustments to the salary schedule so that way we can

[1:23:45] keep competitive in the market when it comes to our part-time positions. So

[1:23:49] those were the main uh items that that were impacted the community services

[1:23:53] department when it came to the midyear budget update. Uh and then I just have a

[1:23:57] couple reminders of some upcoming events. We've got our art affair

[1:24:00] February 20th at the case and as senior center and that's an acknowledgement of

[1:24:05] um black history >> black history month. I've linked right

[1:24:08] there. Um, and then also the next day, our bulky item drop off, uh, on February

[1:24:13] 21st, starting at 8 a.m. at MSJC until bins are full. Uh, and then Ready Set

[1:24:18] Future coming up on the 28th at Lazy Creek. And I'm available to answer any

[1:24:22] questions if you have any. >> Passing thought, Art in the Park, has

[1:24:26] the city ever approached the developers who are building all these new homes and

[1:24:30] asked for some money towards it or even putting them in with their developments?

[1:24:34] » Yes, they they have. Um, and it's kind of been um, dependent upon the

[1:24:38] development itself. I I think and if you remember, Legato had some art components

[1:24:42] that they're incorporating into the the parks and and the rightway areas. Um,

[1:24:47] and I think um, taking a look at the holistic approach will allow us to not

[1:24:52] just have to wait for like a development agreement or, you know, really giving us

[1:24:56] the ability to uh, have the tools to negotiate at the [clears throat] get-go

[1:25:00] as opposed to wanting to, you know, nickel and dime. Well, if you want this,

[1:25:03] we'll get that. So yeah, that's what the hope is. So

[1:25:08] » thank you, Miss Mitchell. Uh the uh part-time folks, haven't we had a lot of

[1:25:13] part- timerrs become full-timers? >> We are so proud of that. Yes, we do have

[1:25:18] a number of our part-time employees that either move on to become full-time

[1:25:22] employees within our department or even other departments. We finance is is

[1:25:26] notorious for stealing our staff [laughter]

[1:25:28] and uh we've had a couple go to planning and uh and within our own department as

[1:25:33] well. So yeah, we're we're it's it's a really great opportunity for anybody

[1:25:36] looking to learn about government um community services. These are all very

[1:25:42] uh public service motivated individuals who really make this department special.

[1:25:47] » Excellent. It's great to have uh to be able to enhance that salary to be able

[1:25:52] to attract uh great uh great employees that can be permanent employees.

[1:25:57] Uh any other questions for Miss Mitchell, commissioners? Okay, thank you

[1:26:07] committee activities. Uh, commissioners, anything you'd like to to report on?

[1:26:18] We've uh you know since [clears throat] the holidays uh we do a uh I wasn't

[1:26:24] personally able to attend the uh tree lighting ceremony, but Commissioner

[1:26:27] Peterson, do you have some comments? >> As always, the tree lighting ceremony

[1:26:32] was a was a blast. I mean, everybody was smiles and happy and enjoying and it was

[1:26:37] a lot of excitement and the kiddos were obviously just, you know, just their

[1:26:43] eyes were like this the whole time. So, it was always uh as always a lot of fun.

[1:26:48] Um the snow was definitely fun. Um besides

[1:26:53] that, uh I had a chance to actually visit the um the basketball the Manify

[1:26:57] basketball league um over at Spirit Park a couple times and um it was very

[1:27:01] exciting. There was a lot going on there and um I think we need a couple more

[1:27:06] basketball courts maybe. But besides that um it was it was cool to see our

[1:27:10] staff out there um setting up and got to give a you know a shout out to the hard

[1:27:16] work and effort that they they actually I mean it's a lot of work to get that

[1:27:19] place set up to and ready to go for those kids. So very cool. Besides that,

[1:27:24] I think um it's been quiet. So thank you.

[1:27:28] » Any other comments, commissioners? I just wanted to uh uh report that uh kind

[1:27:36] of related to uh our work here with the commission. I I've been elected as

[1:27:41] secretary for the minify interfaith community services council and that that

[1:27:48] nonprofit works closely with community services on a lot of events in the year

[1:27:54] and also I've was elected to the Meny Valley Historical Association board of

[1:27:59] directors and also the historical association is working more closely with

[1:28:03] uh with with the city on on on events and to honor and our uh our city's

[1:28:10] heritage. So, I do just want to let you know that

[1:28:15] of my involvement with that. Commissioner Met Metwire,

[1:28:19] uh, just a question because, you know, this is my first time. Um, what do we

[1:28:24] have in place when, and correct me if I'm wrong, some of the

[1:28:27] things that we do for the youth in the city of Mini because of our parks, some

[1:28:32] of the stuff is scheduled at Valleywide, correct? Valleywide parks or no. So like

[1:28:38] the MYI softball league, they're not that's not being practiced in games at a

[1:28:42] valleywide park. >> So So the if you're the city doesn't run

[1:28:48] a softball or baseball league. So that'll be a private organization like

[1:28:52] girls softball or pony or um it could be soccer like AYSO or any of those. So

[1:28:57] they'll be at both Meny Parks and Valley Wide Parks. They don't work. They're

[1:29:00] they're separate. So they're both getting fuel allocations and things are

[1:29:03] using those from both >> both entities. Got it. Perfect. So even

[1:29:07] with miny that's not necessarily involved in the city that's just because

[1:29:11] an organization within the city a private organization that has the many

[1:29:15] our name on it. Perfect. Thank you. I was going somewhere with that but you
