[4:55] Call to order the Parks Commission for Millersburg and
[5:01] uh how about a roll call?
[5:05] » Done. >> Here.
[5:07] » Richardson. >> Here.
[5:08] » Patterson. >> Here.
[5:09] » Withrow. >> Here.
[5:12] » Okay, well, that was fast.
[5:16] And uh welcome. Welcome. Uh This is uh
[5:22] August 12th. >> Yes.
[5:24] » Okay. And uh
[5:27] we were emailed the minutes and uh hopefully everybody had a chance to
[5:33] peruse them. Um
[5:42] and uh it are there any um motions to uh
[5:48] amend them or anything needs to be discussed or changed?
[5:54] We'll hear a motion to accept them. >> Second.
[5:58] » Okay, it's been uh moved and seconded. All in favor say I. I. I. All opposed?
[6:05] » I. >> Nope. Okay.
[6:07] Looks like the minutes have been uh approved and looks like uh unfinished
[6:15] business is next, but there doesn't seem to be any, so we're going to move right
[6:19] on to new business. The park projects, uh those that have been completed, in
[6:24] progress, and those planned for the rest of the year and next year.
[6:29] And maybe some future park projects and of course
[6:33] the ribbon cutting for the Consor Linear Park.
[6:38] So, Matt, I think it's >> Not Matt. We're having Andrew drive this
[6:44] bus tonight. >> Andrew, I am so sorry, Andrew.
[6:47] » Yeah. Sorry if I get anyone carsick on the drive. All right.
[6:51] So, first uh we haven't uh met since January, so there's um had to go back in
[6:57] time for updates. We completed the uh park shade structure
[7:02] over the playground and Hillsborough City Park. Uh there's a little picture
[7:07] taken by Matt of uh the finished product. It seems to go on really well.
[7:11] We've got a lot of compliments on that one. Um project was done uh within
[7:16] budget as well. And then uh we also were able to um as a
[7:22] planned project paint the interior of the restrooms, both the
[7:27] both facilities or both buildings in Hillsborough City Park. And then we
[7:31] updated the interior signage at the park to
[7:35] uh show current ordinances and just update language to be more clear.
[7:39] » So, what were those? >> The the signage?
[7:42] » Yeah. >> I saw some of the signage in the park
[7:44] was outdated for old code references. Some of it wasn't quite clear for park
[7:49] rules and stuff like that. So, we >> City logos?
[7:52] » Yeah, or just the shapes were a little odd or hard to see. So, we updated all
[7:57] those to improve them. Yeah.
[7:59] » I don't pay attention to them. I just >> I don't think 99% of people noticed.
[8:05] I think And they also have our logos on them, too, now.
[8:08] » I think there was one with a really old phone number on it, too.
[8:10] » Yeah, there was definitely >> to get some things fixed.
[8:13] » Yeah, definitely outdated contact info. >> want I know I know I know for a fact
[8:18] that the restroom painting was not easy. >> It was not easy. No, it took a
[8:22] » I talked to them and the boys down there and they were
[8:27] Oh, they got it done, but >> They did.
[8:29] » cuz it's not smooth. It's got bricks stick out and then the grooves and it
[8:34] was hard to paint. >> Yeah, it took
[8:35] » It looks nice, though. >> Yeah, they did a great job. It took a
[8:38] couple coats to to get it down. But, they did a great job.
[8:41] » Looks good. >> Yeah. Any other questions on these
[8:43] before we move on? Right.
[8:46] » Right here. >> Uh so, next uh project in progress. Oh,
[8:50] you have >> No.
[8:51] » Okay. Um Transition Parkway is obviously our
[8:54] biggest park project going on. Um we are kind of they're doing some uh
[9:00] cleanup and just punch list items to close up like things that need to be uh
[9:04] addressed, small items. Uh we are waiting for Pacific Power to
[9:09] uh get us power to the park uh for irrigation and lighting, which has kind
[9:13] of put a little bit of stuff on hold, but that's supposed to be happening on
[9:17] the 19th to the 26th. And then after that, they will um test those items and
[9:22] get things uh the grass seeded and irrigation
[9:25] running and it should be great. So. >> Will it will the contractors or the
[9:31] landscapers replace all the dead trees? >> Yes, that's uh we just talked about
[9:36] that. So, we had our weekly construction meeting today and they have just asked
[9:40] that they can postpone replanting those trees until
[9:44] September for a more ideal planting season. And that was fine. So,
[9:50] yeah. >> They don't grow without water.
[9:52] » Well, that we That was a discussion, too.
[9:56] But they are all of those um we don't pay for the extra trees.
[10:01] They're all uh expected to you need a plant them and have them establish and
[10:06] there's a 2-year warranty period on that. So,
[10:09] uh and then the North Ball Field drainage uh project should be starting
[10:14] pretty soon. It's a two uh two projects uh to address the drainage out here. One
[10:19] is to install subsurface drainage pipes uh through the grass field
[10:23] um that'll help get water out of that field um
[10:28] that usually sits there for a long period of time and then we will be uh
[10:32] regrading and putting in new material for the baseball infield to bring that
[10:36] up to >> Where I see
[10:37] » pre-equivalent standard of baseball. >> see the outline, is that where the
[10:41] drainage goes? >> Yeah, that will be Well, that's the
[10:45] we'll have that area basically fenced off and yeah, the drainage will be in
[10:48] that general area. >> empty?
[10:50] » It goes south. Um so, we currently have subsurface drainage in the south field,
[10:55] which is why it is noticeably different. Correct. Yeah, so that's why it's
[10:59] noticeably different uh between the two fields on when you can play on them.
[11:03] » I know Lake Miller Lake Miller's Park was quite quite nice last summer.
[11:08] » It's a bit of a swamp uh through May, June.
[11:12] So, this uh so, the goal of this is one to make
[11:16] uh make it so that we can start maintenance activities on it much sooner
[11:19] in the year, which would help uh upkeep on the park and also it'd be more usable
[11:24] through the sports activities.
[11:26] » Yeah. >> So, yeah.
[11:27] » Yeah, I've seen the the the North Ball Field being used this year way more than
[11:33] the last six that I've been around. >> Yeah. I am excited for that field to be
[11:37] in really good shape and the softball field team to reserve it again and have
[11:41] the nicer field. >> South one needs maintenance right now
[11:45] pretty bad. >> Uh any other questions on those?
[11:51] All right. >> I I I have one. Yeah.
[11:53] » Yes, sure. >> When you do this
[11:57] my my sidewalk that I asked for from the east side all the way out, is
[12:02] that in there someplace?
[12:05] » Um are you talking about connecting from the um playground to the multi-use path?
[12:10] » Yeah, right by the playground, right on the right side. You go over there
[12:16] instead of having to go all the way over to the maintenance building to go out to
[12:19] the highway without going through the grass.
[12:22] » Well, let's move to the next slide and we'll see it.
[12:24] Uh I don't have a picture of that, but it's the next bullet point, the
[12:27] Millageville City Park path connection. Right there, that's Chuck described.
[12:32] Um it will connect the end of the I guess I can show it on here, the
[12:37] um end of the playground
[12:39] uh bottom part right there uh where the sidewalk currently ends and connect to
[12:44] the multi-use path right there. So, uh yeah, we won't have
[12:48] » It'd be really nice cuz I I see a lot of people in the morning cut
[12:51] across there, three or four couples, cuz they come from Umqua
[12:56] and down in there instead of going clear up to the parking lot and come in and
[13:00] they just it's no big deal, you know, but
[13:04] » Yeah, but it gives them a path. >> It'd be nice.
[13:05] » And it's also for ADA consideration. >> That's right. Okay. I wanted to know if
[13:09] it was still on the plan. >> Yes, uh it's currently out um
[13:13] in a RFQ process and we're getting quotes back right now, so built this
[13:17] year. >> Thank you.
[13:18] » And then as well, there's also a additional bench being installed um in
[13:23] that contract as well. Cool. So, there's that and then the other thing uh
[13:28] that will be happening probably late next week or the week
[13:32] after will we got our Concert Linear Park name signs. There'll be one
[13:37] installed on each end of the park. And they should be
[13:41] kind of adding a nice touch to to the park.
[13:44] » That wasn't so hard to name that park after all, was it?
[13:47] » No. That's a Yeah. So, it kind of like this,
[13:51] and it kind of maybe sets a little bit of a standard for
[13:55] park name signs, too. >> I I just want to say that that park I
[13:58] really like the design of that park. It is so nice. Congratulations.
[14:03] » Oh, yeah. That was a lot of a lot of Janelle on
[14:05] » Well, it was a lot of people. >> A lot of people.
[14:08] » that I'm glad you like it. I'm glad there's something
[14:12] » I love it. I think it's cool. >> All right. Uh I'm going to throw it over
[14:16] to Matt for future park projects. >> Okay.
[14:19] » first items. >> You bet. Well, the first item We don't
[14:23] have slides for these, um but uh the first one is our pickleball courts that
[14:28] we've talked about. We are planning on I can get you a picture of
[14:32] that.
[14:41] Most of the costs that would cover Whoop.
[14:44] I don't know.
[14:47] Um >> Oh, we don't
[14:49] » That'd be nice. >> That's it.
[14:52] It's like a baseball park home. >> Yeah.
[14:55] » There you go. All right.
[14:57] So, we uh we had the three pickleball courts that you see here on the screen
[15:01] go through our land use process. That was a requirement in order to get the
[15:05] grant, and so we had to go through the land use process that got approved.
[15:08] That's done. Uh then we applied for the grant. Um
[15:12] uh everything was submitted, and we're planning on hearing back about that
[15:15] grant in September. The grant was for $100,000
[15:19] towards the the construction of this, and we have it budgeted at 150 and so
[15:25] that funding is in the budget even if we didn't get the grant we could move
[15:28] forward with construction but we're holding pretty high hopes that we're
[15:32] going to get that grant and then that'll put a lot less burden on
[15:36] the allocation we had budgeted for it.
[15:39] » Who did you apply where? >> OPRD
[15:42] » OPRD? >> Oregon Parks and Recreation, yeah.
[15:45] Yep, their local governments grant. Yep. So we'll be hearing back on that
[15:49] soon. Any questions on that? It might not be
[15:52] three by the time it's all said and done. It might be two but
[15:56] we're we're working on that still.
[16:00] Any questions on that? >> I think it'll get used.
[16:04] » Okay. >> The only other future project I wanted
[16:07] to talk about was our North Park and I just wanted to give you an update on
[16:10] where we are with that. Right now we're just waiting for the city to have enough
[16:13] funding in in the account to do a grants match
[16:17] for the construction of it and we're slowly building that up.
[16:21] It's coming from our system development charges that are coming in.
[16:25] We've got a couple of new developers sniffing around about potentially large
[16:29] amount of homes coming in the city. If that happens that'll probably help us
[16:32] fill that up pretty quick so we'll see what happens but right now we're just
[16:35] waiting for that fund balance to get high enough for us to actually make the
[16:39] grant match. So it's just waiting.
[16:43] » Okay. >> Any questions on North Park?
[16:50] Okay.
[16:55] » The um project is the splash pad. That's
[17:00] planned to be in Millersburg City Park. I had I
[17:05] have some I guess I'd like some feedback potentially if you have any
[17:11] just to help us because um
[17:15] splash pads can be uh scaled up or down fairly dramatically on what you get and
[17:21] the type of themes that you have or how they look
[17:24] um and it'd be great to get a little bit of
[17:28] general direction. We're not going to design it here tonight at all, but
[17:32] um you know, we can get a feel for what you guys would be interested in, what
[17:35] you think the kids would be interested in, if you have grandkids or kids that
[17:39] like that stuff. So. >> Well, I will say leave.
[17:43] Now, I have a question. >> No, yeah.
[17:46] » Is this going to be a continuous water use park where we have a
[17:51] big or is it going to be recycled in a
[17:55] » Great question. So, we've looked at most of the technical
[18:01] possibilities already. Um so, recirculating water presents a pretty
[18:06] big challenge as far as all the regulations and rules on it that would
[18:10] be a lot of cost for staffing and just
[18:16] continuous maintenance and everything. Um basically everywhere we talked to
[18:20] recommended against doing that as well because of that. So, we're going towards
[18:26] just a through system, but it would be a button activated one, so it's not
[18:31] continuously running and just using water constantly. It would be activated
[18:35] by a button. >> Okay.
[18:36] » Yep. So, it's uh it it'll only be running water when it's
[18:40] being used. Yeah. Um
[18:42] and that it does turn out to be the uh much more cost effective option as well.
[18:48] » How much budget do you have for it? >> Um well,
[18:51] » We Well, this year we budgeted 50,000 for planning and design.
[18:57] And that will help us determine what the budget should be for construction. We do
[19:02] have an amount in the the capital improvement plan from last year.
[19:05] » It's a 20,000. >> 200,000
[19:07] » Yeah. >> was the anticipated total
[19:09] » cost of construction. >> not yet budgeted or programmed, yet.
[19:12] That's just a placeholder.
[19:16] What I've learned over the last few months about splash pads is you could be
[19:20] There's a minimum that you would probably spend, right? But you can
[19:24] basically build like a small water park if you wanted to. But I don't think
[19:29] that's the intention of what we're doing here at all. So
[19:33] Is there >> I had a quick question. Is that
[19:36] something that requires uh a safety person to be
[19:41] » So >> there at
[19:43] » Um if we had the recirculating water style, then we would have to have
[19:48] someone there monitoring for if there was an issue with like a contamination
[19:53] issue with the water, something like that. So
[19:57] » And I suppose the uh the button to push to start the
[20:04] water going, it must be on a timer, I guess, right?
[20:07] » it would be and they can program it for >> Well, we'll find You can program it to
[20:12] turn off at I don't know, a certain time
[20:15] » Right, and not to be active kids over there
[20:17] » midnight and Well, adults, maybe, but not the kids.
[20:23] » Yeah, I know where to find you at 1:00 a.m.
[20:27] Yeah. So, we'll go over a few ideas, just a basic overview of just some just
[20:33] a real condensed version, and then kind of maybe get some feedback. But we went
[20:37] over a lot of different designs. These are some of the ones that we looked at.
[20:40] We looked many, many different ones, though.
[20:44] Um And we talked to quite a few different
[20:46] vendors. So, and they basically presented us with an abundance of
[20:50] options. We kind of boiled those down to some to present to you, but we're not
[20:55] going to necessarily pick any of these options whatsoever. It's just They're
[20:59] just to help us guide this conversation, if that makes sense.
[21:03] Um and none of these concepts cost us anything. They
[21:07] They're part of their sales and everything. So,
[21:10] this this is kind of like uh
[21:12] we're looking for something that's going to be roughly in
[21:16] the uh
[21:17] area of like 800 to 1,500 square feet. It's going to be a smaller splash pad,
[21:23] uh which we think fits our park pretty well. Um
[21:27] uh this one has quite a few vertical features that you can see right here.
[21:32] The total cost of this one would be about $230,000. Now, and obviously,
[21:37] taking away a single piece or adding a single piece changes that
[21:41] quite a bit. Um one thing that we do want to consider, too, is the water
[21:45] usage of the different pieces, as well. So,
[21:47] » Well, what about maintenance? Like cleaning and
[21:51] and upkeep and
[21:54] » Yes. >> that kind of thing.
[21:55] » That's something we want to consider, too, for every piece. Yeah.
[21:57] » So, are there projections of what each scenario would cost for maintenance and
[22:04] » To a degree. Yeah, we have um some numbers from Albany on their splash pad,
[22:09] and then we have some numbers from City of Salem, as well.
[22:12] So, and they have different types of splash pad areas for their ongoing
[22:15] costs. They're actually It's surprisingly not
[22:19] not very much. >> Oh, okay.
[22:21] » It's mostly the water. >> Okay.
[22:23] And do you see there uh are there any general
[22:26] takeaways from like this one has a lot of vertical pieces.
[22:30] » Right. >> Does this style have more maintenance
[22:33] costs than maybe ones I don't know what you have in your presentation, but that
[22:35] are more >> Yeah.
[22:36] » like lower, you know, like >> Yeah, I can touch on that. Yeah,
[22:39] typically, the more vertical options, and let's say ones that have more areas
[22:46] for water to come out, do take a little bit more maintenance. It's not a
[22:50] significant change, though, according to the three people that we talked to from
[22:55] different companies, but they the biggest difference is water usage
[22:59] overall for the bigger features, and then the initial cost to
[23:03] to buy them. So, obviously, if something broke and you replaced it,
[23:07] that would be the most significant. >> So, do you maintain all your parks, and
[23:11] would this fit part of their scope or their
[23:15] their work? >> It would It would
[23:17] um be something for them to add to the list of things that they uh
[23:22] keep up on. It would be a seasonal feature. And at least that's what I
[23:26] would plan on. >> I mean, definitely want to drain it in
[23:29] wintertime. It does freeze here once in a while.
[23:34] » Yeah. >> You know, while we're talking about
[23:35] this, it's probably a good time to uh let you folks know we also kind of
[23:38] skipped over this one. Since January, we have hired a third maintenance worker
[23:42] full-time for the city of Millersburg as well as
[23:45] we're ramping up our recreational features here in the city.
[23:48] » It took a little work to get it done, but it got done.
[23:52] » Since Since you met in January, but it happened last week.
[23:55] » Yeah. >> Yeah, it's pretty fast, pretty new.
[23:57] » Yeah. Yeah, we're
[23:59] » I mean, it was 6:40 in the morning. I'm going to work.
[24:03] And I'm walking the dog. >> Yes. Yes. So, you'll see him around. Um
[24:07] okay. So, and we'll just go through these. We won't
[24:10] spend too much time, but I do want to get a general idea. This one is more of
[24:13] just a in-ground um feature. This is very similar to what
[24:18] you'd see at Maqee's Park that was just built in downtown Albany. Uh this one
[24:23] has more um features to it. It has the push button
[24:27] in the corner. Um it has some rock features, and I did ask Albany about how
[24:33] things go for if they've heard of injuries or anything
[24:38] going on with their splash pad, but and they said that
[24:42] there's been nothing significant that they've had reported.
[24:45] » like the walls and >> Well, yeah. I think that's feedback.
[24:48] That's um
[24:49] » I I like that bath. Simple. >> Right.
[24:53] » And it works. >> Without the rocks.
[24:55] » Without the rocks. >> Yes.
[24:57] » They got a playground right there if they want to climb on something.
[25:01] » Yeah, the playground's right there. >> Yeah, is that because of safety
[25:03] concerns, rocks? >> Yeah, kind of. Yeah.
[25:06] » Yeah. And this example >> I have this last night in your parking
[25:10] lot right there. >> Oh, no.
[25:12] » Was that from climbing on the rocks? >> No, going out of that damn sidewalk with
[25:17] a dog. >> Oh.
[25:18] » Oh. >> Yeah.
[25:20] » I went down, boom. >> Well, good. You're okay.
[25:24] » Right right >> Go figure.
[25:26] » Um but this one right here, it's all in ground. It The estimate for this one is
[25:31] around 150,000, but it does it is 1,900 sq ft, which is shown, which is bigger
[25:36] than what we would put in, so you can scale that
[25:40] appropriately. >> They can The object of this thing is
[25:43] just to go when it's warm, like it's been just to
[25:46] go cool down, get wet, go home. You know, it doesn't have to be
[25:52] » Oh, I know. I just want to make sure that I
[25:55] » They're only showing everything. >> I'm just saying simple is
[25:59] » So >> Simple works.
[26:01] » So this one has vertical features, but they're pretty minimal. Um
[26:05] it just has a couple things uh here, and it but it does increase. This one though
[26:11] is about twice the size in the estimate that we were given was 20 240,000.
[26:15] This one's the same price with more uh slightly smaller footprint, but
[26:20] with one large feature with the bucket. >> I like the bucket.
[26:24] » You like the bucket? They have one of those I saw at uh Sun River. It's good.
[26:29] Yeah, my kid did not like that one after he got hit.
[26:33] Um and then this one is the smallest one that we were shown um by another vendor.
[26:40] It's about 200,000 because it does have quite a lot of features going on, but
[26:44] they did uh emphasize to us that you could take things away
[26:49] um make it more affordable. So here's some
[26:52] ideas too they I we had like Some of them offer different themes or
[26:58] like different like if you had wanted all in ground and then one feature that
[27:02] stuck stuck up, they have like some kind of the water tower. I we put the water
[27:08] tower and the horse one there cuz we thought those ones were kind of fun, but
[27:12] they have different themes, animals, nature, sports, sea, you know, you could
[27:17] do there is basically a theme for any everything. I wasn't going to put
[27:20] everything in here. Um
[27:23] just kind of depending um if you wanted to go with something more
[27:28] than just an in ground feature. Uh I wouldn't recommend the
[27:32] fire hydrant because of the dogs in the park, but
[27:37] Um you can >> any vertical thing. Could be any
[27:40] » You know, to to the point. Um I did and this is so obviously there's things that
[27:46] I kind of thought of just from having kids I kind of use these things, but my
[27:50] kids are different than other kids, so keep that in mind, but I thought that
[27:54] they the uh little circle thing with the
[27:57] sprays there would probably be something they'd enjoy running through. Um
[28:01] and then also in the bottom corner here we have ones that incorporate light as
[28:05] well. Uh I don't know how much that would get
[28:07] used though cuz kids will probably be out in the day, but if you wanted it to
[28:11] secondary act as kind of like a evening kind of visual feature, aesthetic
[28:18] feature, that's an option as well. >> It's not Vegas.
[28:21] » So, yeah, it kind of gave us weird look. So, that was
[28:25] too far. Get back. Get back. Okay. So, that was
[28:29] just kind of an idea, general overview. These are some general prices too just
[28:33] to give you I wanted to show the price so you could see how much these vary
[28:39] and it varies quite a bit even vendor to vendor.
[28:43] So. >> So, what is the age that you see age of
[28:46] the kids? >> a great question for you guys.
[28:49] » I mean, is it is it is it representative of the
[28:53] demographic that we have in Millersberg or
[28:57] » Well, an interesting thing about that is that changes pretty quickly when the
[29:01] kids are little, right? There was a period where we had a lot of really
[29:04] young kids a few years ago. I don't know if that's still true because ones who
[29:09] were that age, you know, would be in elementary school now at the time. Uh
[29:13] so, I don't know if we know that. That's been an interesting thing. We could look
[29:16] at our census data, but I don't know how much it breaks it down.
[29:19] » Yeah. >> Do you ask
[29:20] » It maybe it might be outdated, too, cuz they do it every 10 years. So, you might
[29:24] be able to get something out of PSU. >> Do you ask that because
[29:29] » I'm just wondering what Yeah, I'm just thinking uh
[29:33] what uh how young your kids are you thinking about that would use this? And
[29:39] is there anything for the older kids like middle school kids?
[29:42] » Right, cuz older kids would probably want the bigger ones.
[29:44] » different things, yeah. >> Yeah, I agree.
[29:47] » Having having some small areas like a like an area for smaller kids where it
[29:51] just has like little bubblers and smaller ones, and then having like one
[29:54] or two larger features. So, it kind of brings people in kids in it from
[29:59] different ages, and the bigger kids won't feel like oh, this is boring. It's
[30:02] a sprinkler. So.
[30:05] » Oh. It's right.
[30:08] So, maybe more than just the in-ground. Maybe one maybe a feature or two which
[30:13] » a feature or two of the of larger upper the bigger ones.
[30:20] » And no rocks. >> No rocks.
[30:22] » No rocks, yeah. >> I don't I'm not one of the fans of that.
[30:25] » The features you can aim either. >> No features you can aim. Yeah, there
[30:29] were quite a few of those options. I also was not big on those.
[30:34] » I wouldn't recommend. >> Can I ask a clarifying question about
[30:38] the idea of rocks? Not within the splash pad area, but around the outside, it's
[30:44] always great for parents and clothes and towels and whatever you have things to
[30:47] sit on. Um, would you be comfortable with them in that setting? Um, it's
[30:53] going to be a lot lower maintenance than benches and things like that. They're
[30:56] getting wet constantly. >> I just worry about
[30:59] cracking heads, taking, you know, slipping you on it and uh
[31:03] » So, more so not in the water area. >> Yeah, and uh you know, they get slick
[31:07] with water on them and then they wear. A rock does wear and with time and um
[31:17] I mean, I would I I I delivered newspapers for five and a
[31:20] half years from 12 to 17, 18 years old. Never wore a helmet, never had a
[31:25] nothing, rode my bike, never had a problem. Now, I can't even go any place
[31:28] without a helmet and then talking. >> But, I think regardless of what we put
[31:33] out there, whether it's benches or rocks, you know, kids are going to jump
[31:36] off of it. They're going to They're going to climb on it.
[31:39] It's It's just the nature of children, but it would be nice to have something,
[31:42] whether it's a a rock or just a block of some sort for for people to sit on and
[31:47] put their things on so they're not sitting on the ground. That I think that
[31:50] would be I think that would be nice. >> You know, the benches that Randy's
[31:53] putting in down there right now with the new plastic wood on them, you know,
[31:59] you know, they're probably cheaper than putting in a rock wall.
[32:02] » They might be. >> Yeah, I don't know.
[32:05] I don't know. It's just ideas. That's what you're asking for.
[32:08] » Yeah. No, this is exactly what I was thinking.
[32:11] » But, this one it actually has like a like a a perimeter.
[32:14] » Yes. >> A raised perimeter. That would be a
[32:17] That would be nice. >> Yeah, but you know,
[32:20] » the parents are going to want to pay attention and supervise their kids.
[32:24] » But, it's simple, clean, and no extra edges.
[32:27] » Hopefully. >> So, that's the way so the kids can't
[32:29] splash you. >> A parent's going to watch our kid,
[32:32] right? Yeah. Okay. Uh was there any type So, the
[32:37] in-ground ones obviously there's no theme to those, you know, like there's
[32:41] just where you place them and um if we were to do
[32:46] maybe a small section that could help cater to like some of the older
[32:50] kids. Is there like a theme or like a type of feature that'd be
[32:56] preferred? >> You can You can have a dump, you know,
[32:58] with the buckets to this, you know. I mean, it you know
[33:02] something like that. >> There was another bucket one where it
[33:05] was like multiples where they were rolling different times.
[33:07] » Pick that one. Multiple buckets. >> Yep. Something like that that goes a
[33:11] little higher. >> Yeah, and I think this one specifically
[33:14] and it depends on the bucket. Some of them you got to have certain size splash
[33:18] pad that was too big for the one we were looking at, but this one is for a
[33:21] smaller one, so that could be something like that.
[33:24] » Just something. It doesn't have to be the whole thing for larger kids, but it
[33:27] gives them something to do. >> Right.
[33:29] » Or parents. >> Are these
[33:32] » Um >> splash pads going to be cushioned? Is
[33:34] that what they are? >> Um
[33:36] » Is it so concrete? >> Yeah, so we did a lot of looking into
[33:40] that cuz you can do a rubberized surface as well. Um
[33:45] and the consensus seems to be do not use the
[33:49] rubberized surface um because kids like to pick at it.
[33:53] It wears out significantly quicker and um
[33:58] like the city of Salem, um Albany, everyone has basically said that if you
[34:03] broom finish it well, it has plenty of traction. Kids have It's not a slipping
[34:07] issue. Um
[34:10] and just the maintenance cost is alone is
[34:14] a huge barrier. >> And And you don't have it turned on the
[34:17] whole year. It You wait until a certain time where it starts getting warmer to
[34:21] turn it on anyways. >> Yeah.
[34:23] » So. >> Yeah, and and another thing with the
[34:25] rubberized surface is it's not super friendly to Oregon's climate.
[34:29] So, they they work much better in a drier climate.
[34:33] » Are any of these um water features interchangeable? I mean,
[34:38] sometimes you know, once you put things in, you're stuck with it. Can they be
[34:42] changed out and updated? Or how do you how easy is that to do so you don't stay
[34:48] with the same theme for eternity? You know, sometimes these
[34:52] things get >> Yep.
[34:54] » They you know, especially the trendy sort of things, they kind of wear out
[34:58] and wear out. >> So, um
[35:01] I did talk about that. One of the vendors said that you can
[35:05] swap them out. It's Now, you can't swap out a in-ground sprayer for a tower
[35:12] because the amount of water that feeds to it is just so dramatically different.
[35:17] But, in general, you can do like ones. You can swap like in-ground
[35:22] one that does like, you know, that goes 360 to directional um
[35:27] a small tower one that uses, you know, 50 gallons per minute for another one
[35:33] that does about the same. >> I was just thinking that if something
[35:36] gets broken and then what? >> Right.
[35:39] » So, you have to replace it with something.
[35:41] » Right, and they may not make it. So. >> What's the What's the you know,
[35:45] approximate maintenance cost to maintain
[35:49] » Oh. I have that, but not in the
[35:52] presentation. Um I can pull it up.
[35:56] » Just curious. >> Yeah, I can pull it up after uh
[36:00] Yes. It I want to say >> It's pretty low.
[36:04] » I'd have to go through my >> will depend on the features, how big it
[36:07] is, what what extra things we have in it and that will that will make a
[36:10] difference of as far as >> Yeah. The
[36:12] » upkeep. >> The biggest cost of um
[36:15] upkeep with or of ongoing cost was the water.
[36:19] » Water. >> Um so, it's seasonal and it really
[36:21] depends on how many features you have. What are you looking
[36:25] » Is it somewhat accurate to say that it I mean
[36:29] depending on what you do, but if you have a concrete surface, you're
[36:31] maintaining a concrete surface like all the other concrete surfaces we have.
[36:35] The
[36:37] water is not too dissimilar to our irrigation system, you know. Yes,
[36:43] you know, we are maintaining those things right now. Yes, it's a little
[36:45] different depending on what the features are, but those are similar to playground
[36:48] equipment. So, I don't think this is much different and I don't think it's
[36:52] like >> maybe that's I didn't clarify that. It's
[36:55] not going to be a huge burden on on staff to take this on. Here, we have a
[37:01] regular inspections of the park throughout like for all the features and
[37:05] everything. This will be added into that. Obviously, when things stop
[37:09] working, we'd have to fix them, but that's not a ongoing
[37:12] » And it's not going to be going all the time anyways. You have to walk up and
[37:15] hit the button to make it >> difficult.
[37:16] » Yeah. >> Yeah. So, it doesn't just run like a
[37:18] fountain. >> Right.
[37:19] » Leaf blower and a power sprayer, that's about it.
[37:21] » That's That is what >> Yeah.
[37:23] » other cities basically said they they uses.
[37:25] » Yeah. >> A broom, leaf blower,
[37:30] » Do they have a They must have some sort of a
[37:33] guarantee or five-year warranty or
[37:37] » Oh, yeah, they all do. Yeah. Yeah, they vary depending on the vendor
[37:41] and everything. And >> And would the pump
[37:45] pump house or whatever be located in the uh
[37:49] uh maintenance building over there?
[37:54] » Where's this going to be located? >> We haven't determined that fully yet cuz
[37:57] we have to There There's a lot of different things
[38:00] to weigh out um as far as where is the location that would work for park users,
[38:06] what is going to be affordable from a utility connection standpoint and
[38:12] you know, impacting existing features and topography. So, we have a few
[38:17] locations preliminary like kind of identified as possibilities, but
[38:23] we definitely have to take a closer look into
[38:26] » Cuz I know there was one talk about doing it where the the little fire
[38:29] station was. Like right so they could use parking that was here.
[38:33] » Oh, I think that decision >> Oh.
[38:35] » was made that it would be in the park. >> Yeah, this will be in in Millersville
[38:38] City Park. >> Oh, in the
[38:39] » Yes. >> Okay.
[38:40] » Yeah, it's just where the park that we want to put it. Yeah, we won't because
[38:45] there we have a decent amount of existing features that we need to
[38:48] consider as well and how the kids are going to get there,
[38:50] what's near them, you know, interacting with them.
[38:54] » I think for this kind of investment and what it is, it we don't want to feel
[38:58] like a shoehorned in somewhere as an afterthought. Like it should it should
[39:01] be its own space and so that may take a little bit of thinking
[39:06] with the existing park. >> And it got to be close to a restroom,
[39:08] too. >> That's definitely a consideration.
[39:11] » The south the south one right there where the loop goes around by the that
[39:15] perfect little area. >> That that is one of the
[39:17] » mind, that's where I would put >> That is one of the spots that we are
[39:20] considering. Yeah. >> Cuz there was talk about moving the
[39:22] maintenance shed or maintenance shop to a different
[39:26] location to give them more parking >> And we have we have a lot
[39:29] guys land, you know. >> I don't know.
[39:32] » Cuz they're ready to move. >> Oh, that.
[39:35] » Oh. >> Yeah.
[39:36] Yeah, I mean that the plan is to move the maintenance facility, well, not the
[39:41] facility the building actually will probably stay. But the operations out of
[39:45] the park into different location which has not been determined.
[39:49] And um and that would open up more space because of the we still need some
[39:53] storage, probably keep the building for that, but
[39:56] the outside, you know, the additional parking area back there.
[39:59] Um >> Yeah. They still need it cuz they need
[40:01] to still maintain this park. So, I think I have enough feedback
[40:06] unless anything you want to share anything else. I think this has been
[40:09] great. >> I think it's a great idea.
[40:11] » Yeah. Well, I'm glad everyone's talking.
[40:13] » I just think I just think basic is
[40:16] Yeah. Fundamentally feasible.
[40:20] » Yeah. >> With maybe
[40:23] something extra put in that. 140, 150, better than 220.
[40:29] » Yeah. >> That's fine, yeah.
[40:33] » No, that sounds great. Thank you for the feedback, I appreciate it. Uh it'll help
[40:36] us move forward with the something that you guys are all right thinking about,
[40:41] so >> You'll hear more again.
[40:43] » Yes. Yeah, it won't get built between now and the next meeting.
[40:47] So >> So how far how what is what is your
[40:49] timelines for this? For your projected ideal timeline for having something
[40:56] for the kiddos to use? >> Well, based on how we
[40:59] planned this out with the last budget season cycle, um
[41:03] this fiscal year we budgeted for planning and design. And so the earliest
[41:07] we would be looking to start building something would be next summer.
[41:11] » Right. >> Yeah, depending on the summer.
[41:14] » Um so it'll probably be ready for the su- the summer after.
[41:18] » We also may, again, want to look at other grants. You know, that could that
[41:23] could uh influence timing if there's something coming up that's available, so
[41:27] » Yeah. Even if we somehow got a big grant, we'd still keep it
[41:31] simple. We don't have to do a water park.
[41:36] » Herbal or whatever. Up to a billion dollars, go play it. We got the money.
[41:41] » All right. Uh and to the next item, I think this is you.
[41:44] » Yeah, I was just going to talk about this, although there's not a lot to say
[41:47] yet. As Andrew already explained what we're waiting on for the park. So
[41:53] we are not going to pick a date until we
[41:56] have a little more certainty on when that grass is going to get planted. I
[41:59] think that's the key. It'll be It's probably going to be late September,
[42:03] early October is the is the plan. Um >> For the circle?
[42:07] » For the circle, for the ribbon cutting. Yeah. And it because of the nature of
[42:11] the park, I mean, you know, it's closed. It is technically closed.
[42:16] Um but it's really difficult to keep people out of it. And so, we will open
[42:20] it as soon as we are able to open it. This ribbon-cutting ceremony will
[42:24] follow. So,
[42:28] question for all of you, there hasn't been a lot of thought put into the
[42:31] ribbon-cutting ceremony yet except cutting a ribbon and the mayor will
[42:34] probably say some words. Uh do you have any suggestions for what you would want
[42:40] to see in something? >> Lynn has a suggestion.
[42:42] » It's nice. Banjos. Hear banjos.
[42:46] » Not banjos. Those are apparently abhorrent of
[42:50] banjos. Shame on you for saying banjos. >> wait.
[42:53] I can't wait to just have it open fresh and the progression on the
[42:59] woods sidewalks put in. That would give me
[43:04] really neat walking excursion because I, you know,
[43:08] » Yeah, that's the goal. >> Yeah, I want to walk out there, but I
[43:11] don't want to walk down woods without sidewalk.
[43:14] » Right. >> So, you know,
[43:16] » a lot of people do. >> I know, and I'm always riding my bicycle
[43:21] out there, you know, going on evening rides.
[43:24] » Yes, well, you know, 45 and no bike lane and no walkway,
[43:30] you're a brave man. >> So, quick on that, I guess, just because
[43:36] it's not a it's more of a transportation project than a parks project, but it's
[43:39] still Yeah, it's pathways. Um >> Yeah.
[43:42] » That is moving forward. The goal would be to be in construction next summer.
[43:46] » Yep. >> Um we do have it phased into two pieces.
[43:50] And it will probably depend on the construction prices and potential
[43:56] grants, that sort of thing, um
[43:58] whether we can award both phases at once or if we have to start with one and then
[44:02] do the second. So, just that's where we're at with that
[44:06] project. >> Design is very far along, though.
[44:08] Yeah. >> I know it's not parks, but are the
[44:11] farmers coming around? And the people that own the land, are
[44:15] they >> Oh.
[44:18] We're We're still in the process. Unfortunately, that's a slow process.
[44:22] » Been there, done that. Okay. >> As far as the ribbon cutting, do you
[44:26] have any ideas, or has any ideas been pushed toward the city about what other
[44:31] things we could do just besides cutting the ribbon and key words?
[44:35] » Yeah. >> Um
[44:37] Not Nothing concrete. So, that's why I was asking if you have ideas, feel free
[44:41] to share them. That's >> My idea is have have a ribbon cutting
[44:45] and have a walk. >> Yeah.
[44:46] » Walk up there and come back down the other side.
[44:48] » I think there was some thought to maybe have the ribbon cutting at this first
[44:52] plaza. >> Yeah.
[44:53] » And then, yeah, we could do whoever wants to walk.
[44:55] » Walk out there and then come back the other side, you know.
[44:59] » Sure could. >> I think, yeah.
[45:00] » Well, South Albany could practice their marching band.
[45:05] Up and down. That'd be fun. >> I'd have a marching band at the ribbon
[45:08] cutting ceremony. >> Yeah, that'd be great.
[45:11] » Well, you know, they're getting ready for
[45:15] uh the parade.
[45:20] Get the cheerleaders out, and come on. >> Do you have any budget for this?
[45:26] » No. >> No.
[45:28] » Well, the sky's the limit. I mean, at
[45:32] the most similar thing we've done in recent years was the fire station
[45:37] opening, which was a hose decoupling. It's what they do for fire stations.
[45:41] And there was There were some words said by multiple
[45:45] people. There were some refreshments. I think it was cupcakes and drinks.
[45:50] » foity-toity cookies. >> Oh, cookies. It was cookies.
[45:54] » From >> Yeah, that's right.
[45:56] » From From >> Were they crumble cookies? I can't
[45:59] remember now what all we did. Yeah.
[46:01] » That's the only time I ever go to forward.
[46:04] » Well, if you came to it, I'm sure you remember what the food was. So, and and
[46:09] then of course at that one, people had the opportunity to tour the station.
[46:14] But, we could as was mentioned, we could tour
[46:17] the path. So, we could have some food involved.
[46:21] It's a little It's outdoors. Might be maybe we'll set up a tent cuz we do have
[46:24] city tents that would be available and it'll be a little
[46:28] bit weather dependent. that time we should still be good.
[46:32] That's the goal to get it done to do it while the weather's still nice. But,
[46:36] we'd really like the grass to be starting to grow a little bit and not
[46:38] all dirt out there. >> You know, the ball over here they
[46:44] planted those trees and put in grass and seem like gosh, it's ready to mow in 2
[46:49] weeks easily. >> Yeah. The long the highway down there
[46:52] it's that high already. >> So, if they seeded it really in
[46:56] September, we think it would.
[46:58] » Oh, it would be. Yeah. >> So, would this be have to be coordinated
[47:02] with Ball when they do their menu Are they going to do an open open house or
[47:07] menu grand opening or ribbon cutting or
[47:10] anything? >> Ball is planning to do some sort of
[47:13] celebration of opening. It'll be after the fact. It'll probably be first
[47:17] quarter of next year and they have they have a lot of their PR person has been
[47:21] in touch about this and they are really going to limit it to
[47:24] people who are involved in the project because that's such a huge number of
[47:27] people already. But, if there are people who want to do
[47:30] tours of the plant, that can be arranged it separately at other times. They will
[47:36] » Cuz they gave out stress stress balls at the
[47:40] business extravaganza. >> They did.
[47:45] Yeah, so I don't think there will be any conflicts or need to coordinate anything
[47:48] between our ribbon cutting and anything they're doing cuz we're really going to
[47:51] be up here on the you know, other side of the the road.
[47:56] And I know we have some folks who have been involved in our project who really
[47:59] want to be a part of this. Put a lot into the design and overseeing
[48:02] construction and of course city folks as well council.
[48:06] » Each area is right. Here
[48:11] and up here where they put in a lot of trees.
[48:15] » Those trees will not be replaced. >> The ones that died.
[48:17] » not be replaced. Well, they shouldn't have to be because
[48:21] uh those are pretty wet areas.
[48:23] » Yeah. >> They are.
[48:25] » So. >> Those are the storm water facilities
[48:27] that treat the water from the road. >> Yeah.
[48:29] » And yeah. >> I've gone by it and looked at them.
[48:34] » Yeah, they'll be replaced with gloves. >> The place of I really want to tour when
[48:38] it gets open is Timber Timber >> Timber Lab.
[48:41] » Timber Lab. That's I I want to see that I've been to
[48:45] PDX. I've seen what they've done there and Ray took me out there and I looked
[48:50] at their light poles. >> Well, those are If you guys haven't seen
[48:53] their light poles, they're all >> Timber Lab.
