[5:42] It's just a natural place where we stopped building it.

[5:44] But, you know, obviously with funding, it hasn't been high on the list of things we need to buy.

[5:50] Now, with, you know, how funding available, it's possible in partnering with metro parks

[5:56] that we can get this path done. The trick at this point that Julie and I are working on

[6:03] along with the property owners in the area and working with metro parks is the precise path of that.

[6:10] One option would be to go due west to Soldiers Home, go up Soldiers Home and over to Shank and connect that way.

[6:17] We could go up Lyleburn and across the north along linking up with Soldiers Home.

[6:22] We could meander around the farmland to the northwest of Deer Meadow Park and then meet up with Soldiers Home and go up and around.

[6:30] We're looking at options with an eye both on costs and on ease of access both for the path itself and also for construction.

[6:40] We're trying very hard not to go around a bunch of private property and cause shenanigans

[6:47] for some of the homeowners that live there.

[6:50] We have talked with one property owner already.

[6:55] The time frame of the reason you have this in an incomplete form is that the grant

[7:00] is due on April 1st, so Metro Parks approaches in the last month and we're kind of trying

[7:06] to pull together a proposal.

[7:07] proposal, because of that deadline we would need to have legislation prepared to authorize

[7:12] the same manager to make that application and sign agreements and whatnot for the, you

[7:17] know, Ohio program at the next council meeting so that we could have that application in on

[7:21] the 1st of April. And at that point we would have a firm proposal to make as far as what

[7:27] would be going where and how much that would cost us. The grant itself is a 25% match

[7:32] which we would share with Metro Parks, whether that is cash or in-kind labor or land or what

[7:38] have you depends very much on the route.

[7:42] So 25% match being that we in the Metro Parks room for 25% and then Grant's 75%?

[7:49] That's correct.

[7:50] Ideally, that would be split 50-50 with Metro Parks.

[7:54] Ideally, we can, as Mike said, utilize labor as part of the match.

[8:36] and then you would also, if we would be lucky enough to be awarded the grant,

[8:45] So this project could be upwards of, you know, 15 months away.

[8:50] Is this something that would all be done within, in-house, us and metro parks or would we have to farm the work out?

[8:58] We would contract the work out. The path would be roughly ten feet wide and it would be paved.

[9:03] So we would contract out. There's a lot of landscaping issues, which is culverts, all those sort of things that would be contract out.

[9:10] But all that is feasibly can be paid for with this clean Ohio money. We're in the scope of the grant award.

[9:16] You see any possible downside on anything on this?

[9:20] The downside is, as Mike said, the challenges that we're working through now

[9:24] in trying to figure out the best route for the least amount of money.

[9:28] Every turn is a few more dollars.

[9:31] So trying to find out that best route,

[9:33] and once we can get those logistical things worked out,

[9:35] I think it's going to be wonderful for us.

[13:10] Many of you know the back story. WCR was in part of the facility that Fuihao purchased back in 2014.

[13:20] And unfortunately, part of that effort, we wanted to try to retain them. Fuihao worked out an agreement to allow them to be in the building for a while,

[13:27] but ultimately the expansions that are going on over at Fuihao, they needed the 60,000 square feet of space.

[13:33] We worked with them to try to find them another facility in Moraine. We were not able to do that.

[13:38] So in reality, we kind of encouraged them to move into another location.

[13:44] It was outside of our boundaries.

[13:47] They ended up in the City of Fairborn.

[13:49] And understanding that we did this for the greater good of the Puyalli project,

[13:54] I'm here to ask you to forgive the remaining forgiveness loan.

[13:57] It was originally for $20,000.

[13:59] It was a five-year agreement.

[14:02] And they actually met three years' worth of the agreement.

[14:06] Their last contribution to the city was in November of 2015.

[14:11] January of 2016 would have been the third year.

[14:15] They had met their payroll pledge early within that final year or the third year,

[14:20] which means that we're just asking for forgiveness of the remaining two years of the agreement.

[15:28] they could be relocated as long as if they stayed somewhere on the site.

[15:33] And we did not have that agreement with WCR or IRG did not have that agreement with WCR.
