uh we wanted to uh and thank you for
[8:03]
giving us the opportunity uh to present
[8:05]
some checks ceremonial checks to some of
[8:08]
our larger donations we were fortunate
[8:10]
enough to be able to contribute to this
[8:13]
year uh for those of you don't know
[8:15]
Norco horse week is a nonprofit
[8:18]
organization we're run by volunteers
[8:20]
strictly volunteers uh and everything
[8:23]
that excuse me that we make and don't
[8:26]
Reserve back to run our event for the
[8:28]
next year we donate back out to uh local
[8:31]
city organizations and uh some of the
[8:34]
city uh departments itself uh we could
[8:37]
not do this event without the help of
[8:40]
the city and the city council and uh
[8:44]
most importantly our
[8:45]
volunteers so I won't take up too much
[8:47]
your time uh but if I could have up uh
[8:51]
Melvin Sparks please uh he'll be
[8:53]
accepting on behalf of animal control
[8:56]
and nart

good so we were able to donate $10,000
[9:17]
to the animal shelter and uh $4,000 to
[9:24]

bit about your

organization what you guys do Norco
[9:56]
seniors and pets has been around Norco
[9:58]
since 19 1989 and we help low-income
[10:01]
seniors here in town we um help them
[10:04]
with food we help them with uh pet
[10:06]
expenses we U get donations of dog food
[10:10]
and just try to help them
[10:13]
out so as you can see a very worthwhile
[10:15]
organization so we always like to give
[10:17]
what we can uh so we're proud to be able
[10:20]
to donate uh believe
[10:22]
10,000 to the Norco seniors and pets
[10:37]

it's nice to give somewhere for
[11:19]
everybody to go and enjoy so uh we were
[11:23]
lucky enough to be able to donate
[11:24]
$110,000 to the senior center this year
[11:42]

you uh and last but not least uh we have
[11:50]
FFA so FFA every year uh I've been a
[11:56]
part of horse week now uh for the better
[11:59]
part of 20 years and for as long as I've
[12:02]
been around I've known they've helped
[12:03]
they've been a huge help and they
[12:05]
increase every year so we're happy to be
[12:08]
able to donate $10,000 to the FFA this
[12:10]

uh so that's all I have for this year we

did donate uh to several other
[12:39]
organizations that helped us but I don't

director Hamilton city of Norco mounting
[12:57]
block pilot project
[13:04]
good evening city council so tonight I
[13:07]
have a presentation on the horse
[13:08]
mounting block pilot project in our city
[13:15]
parks you work
[13:27]
good thank thank
[13:29]
you this year the city has aligned with
[13:32]
the community-based initiative Norco
[13:35]
Mount up Mission
[13:37]
2024 this initiative advocates for
[13:39]
placing safe mounting Platforms in local
[13:41]
parks and business
[13:43]
centers Maria pase and Kim Adams have
[13:46]
spearheaded this initiative and while
[13:49]
they are working on having donated
[13:50]
mounting blocks installed at private
[13:52]
businesses they have asked the city to
[13:55]
add these amenities to our public parks
[13:57]
installing mounting blocks in areas
[13:59]
where Riders normally Dismount and mount
[14:02]
can increase usage of noros trails and
[14:04]
Parks uh many riders have difficulty
[14:07]
getting on and off a horse and will
[14:08]
search out large rocks stumps picnic
[14:12]
tables and anything to give them
[14:14]
themselves a boost um which sometimes
[14:16]
can be unstable or slippery since this
[14:19]
is H down USA is only fitting that we
[14:21]
advocate for our Riders and the city has
[14:23]
allocated funding for this project as
[14:25]
part of fiscal year 2425
[14:29]
for this pilot project $220,000 has been
[14:31]
allocated to install ADA Compliant horse
[14:34]
mounting blocks um with this being a
[14:36]
pilot project uh we are going to be
[14:39]
installing four ramps this year and
[14:41]
we'll monitor the usage of those ramps
[14:43]
along with maintenance
[14:46]
factors depending on the pilot Project's
[14:49]
outcomes uh the city May program
[14:51]
additional funding for other parks and
[14:53]
facilities in future years each ramp
[14:56]
will cost about $5,000 and will be
[14:58]
installed by City Crews it is important
[15:01]
to note that this pilot project was
[15:02]
brought to the parks and rec Commission
[15:04]
on June 10th for review and discussion
[15:07]
staff received positive feedback from
[15:08]
the commission and has been working with
[15:10]
handy ramp uh on an amenity that would
[15:13]
also be Ada
[15:15]
accessible the pilot project locations
[15:18]
include coron staging area Pacer Park
[15:21]
Hawk Crest Park and Norco Hills
[15:24]
Park placement of these mounting blocks
[15:27]
would sit adjacent to any holding pen or
[15:31]
Arena and with that I have any if you
[15:34]
have any questions but I would also like
[15:35]
to bring up Maria and Kim just to say
[15:38]
hello to the council and talk about an
[15:40]
exciting uh reveal that they have this
[15:43]
weekend at grocery
[15:45]

what it all started with a with a dream

one day in December were taking a ride

and she's got some handicap disabilities

and she rides a 17 hand thorough bread
[16:15]
and whenever she gets on her horse at
[16:17]
home she uses her Mount to go on safely
[16:20]
and she always prays that nothing
[16:21]
happens when she has to get off her
[16:22]
horse and find something like she was
[16:24]
saying which isn't safe and so
[16:26]
especially we are riding by the parks
[16:28]
and she's like oh my gosh sometimes I
[16:29]
got to go potty you know but I can't get
[16:31]
back on my horse so we got talking and I
[16:33]
thought you know I bet you if it's not
[16:35]
her you know um there's got to be more
[16:37]
people like you out there so we got off
[16:40]
our ride and ran in in the house and I
[16:42]
grabbed my husband Peter beos and right
[16:45]
over there and I said you got to make a
[16:46]
video we're gonna get this out on
[16:48]
Facebook and we're gonna hashtag Kevin
[16:50]
bash and that's how it started many
[16:53]
times don't give up on your dream big
[16:55]
time Big Time so I am just honored Who
[16:58]
would know that this little idea that we
[17:01]
had would be here today and and it
[17:03]
branched off you know to the to the
[17:05]
private sector as people are paying for
[17:07]
these beautiful wood Mount UPS our first
[17:10]
one was set up in in July at Mavericks
[17:12]
we're Happ we're having our second one
[17:14]
this installation this Saturday at
[17:16]
grocery outlet and um gosh and just the
[17:20]
backup and just so many people on
[17:22]
Facebook just like we love that idea we
[17:24]
want more can you put one here can you
[17:26]
put one there and just like oh it just
[17:30]
so amazing I'm just honored to that you
[17:32]
know God put that inspiration in our
[17:34]
minds and we just didn't give up and uh
[17:36]

name is Izzy oh Isabelle Hendrickson but

I do go by Izzy um when I joined so I
[19:06]
kind of had this idea of joining the
[19:08]
Norco Fair committee um and I thought
[19:10]
what new ideas can I bring to the Norco
[19:12]
Fair committee I knew other fairs that
[19:15]
did this reading program um and from
[19:18]
there we I brought it up to the naral
[19:20]
fair committee so far we have one
[19:22]
sponsor thank you

Woody this is our pilot year um for this
[19:27]
program so basically the the idea is the
[19:29]
kids read um they write a summary and
[19:32]
they get ride tickets in return um now
[19:34]
I'll go ahead and hand it over to Jamie
[19:35]
so she can explain more detail on
[19:39]
that good evening everyone my name is
[19:41]
Jamin I'm the branch manager for the
[19:43]
Eastville and norgo libraries on behalf
[19:45]
of the library we are very thankful for
[19:47]
this opportunity to give you all a brief
[19:49]
overview on the online platform
[19:50]
beanstack which R toite is held on the
[19:53]
Riverside County library system is
[19:55]
currently using oops sorry currently do
[19:59]
me a favor can you talk right into them
[20:01]
it's there you go gotcha the Riverside
[20:04]
County library system is currently using
[20:06]
bean stack to hold multiple reading
[20:07]
challenges throughout the year including
[20:09]
the current collaboration between the
[20:11]
Norco library and the Norco Fair called
[20:13]
read to write beanstack is an online
[20:15]
program where our library patrons are
[20:16]
able to create accounts to participate
[20:18]
in the reading challenges our system has
[20:20]
published our patrons also known as
[20:22]
readers participate in these challenges
[20:24]
by logging the reading activity and
[20:25]
completing tasks either through the
[20:27]
beanstack app or the website
[20:29]
more specifically our readers interact
[20:31]
with beanstack by being able to choose
[20:32]
which reading challenges they'd like to
[20:34]
register for readers are in points and
[20:36]
badges by completing the required
[20:37]
activities determined by the associated
[20:39]
challenges these activities can include
[20:41]
submitting a book summary um and logging
[20:44]
their total minutes of reading bean
[20:46]
stack tracks the reader progress and
[20:47]
allows Library staff to issue Awards
[20:49]
corresponding to their
[20:50]
participation the noral fair R toide
[20:53]
program like isad explained is our first
[20:55]
Branch specific Challenge on beanstack
[20:57]
RTO ride will be active in until August
[20:59]
16th and is available to our nro patrons
[21:01]
R toide encourages readers from
[21:03]
preschool to 6th grade to Ride book
[21:04]
summaries in exchange for ride tickets
[21:06]
and a free shaved ice from Woody shaved
[21:08]
ice to earn ride tickets each book
[21:10]
summary will earn them an increasing
[21:11]
number of Free Ride tickets for example
[21:13]
readers that submit one book summary
[21:15]
will earn two tickets two will earn
[21:17]
three and so on until um they' submitted
[21:19]
up to eight summaries which is rewarded
[21:21]
by 10 ride tickets a free shaved ice
[21:24]
kind of follows the same rule where
[21:26]
they'll uh shave the shaved ice will
[21:28]
increase in size depending on the book
[21:29]
summaries they submitted so one to two
[21:31]
will earn a small one and the jumbo free
[21:34]
shaved ice is the um range between seven
[21:36]
to eight book summaries um so yeah
[21:39]
readers are then able to pick up their
[21:41]
ride tickets and free shaped ice at the
[21:42]
noral fair by using their first and last
[21:44]
name at a designated R to ride check-in
[21:47]
area currently we have a total of 52
[21:50]
participants and a total of 120 badges
[21:52]
earned um 55 book summaries have been
[21:55]
submitted and 13 participants have
[21:56]
completed all their activities
[21:59]
uh my reports share that the age groups
[22:00]
with the most participants are between 7
[22:02]
to 8 years old and the majority of our
[22:04]
patrons are noral patrons but local
[22:06]
participants have joined the Challenge
[22:08]
from nearby branches like Eastville and
[22:10]
home gardens but they're all within the
[22:12]
same county
[22:13]
system the future of beanstack is full
[22:15]
of upcoming CH reading challenges and
[22:17]
programs the Riverside County library
[22:19]
system has reading challenges available
[22:21]
on beanstack year round for patrons for
[22:23]
all ages to participate in we welcome
[22:25]
any future collaborations as we work to
[22:27]
serve our GR community at the noral
[22:29]
library thank you do we have any
[22:35]

uh I I think we need to put this on our

18th um I attended the north northwest

mosquito and vector Control District
[25:28]
Board of Trustees meeting and just a
[25:30]
couple points out of that meeting um in
[25:32]
terms of West Nile um the district only
[25:35]
reports when mosquitoes are found that
[25:38]
have West Nile in our County any reports
[25:41]
of humans um who have been infected
[25:44]
would come from the county department of
[25:45]
health um and so you can check uh their
[25:48]
website they have a social media and an
[25:49]
Instagram um this year in the state I
[25:52]
think there's only been two cases and
[25:54]
they did just find the a first pool that
[25:56]
had West Nile in our County um and then
[25:58]
that they'll base their treatment plans
[26:00]
based on that uh and then the second is
[26:02]
that we have hired a new general Council
[26:04]
and so we will begin working on our
[26:06]
strategic plan one of which is to
[26:07]
continue uh to be proactive and protect
[26:10]
the health of the public when it comes
[26:11]
to mosquitoes and Vector born
[26:15]
diseases council member
[26:19]

about
[26:24]
uh Joe tavalon he was uh longtime member
[26:29]
of just about every Transportation
[26:31]
Commission that there was in the state
[26:33]
of
[26:33]
California in July he just celebrated
[26:36]
his 101st
[26:38]
birthday and up until just a few months
[26:41]
before that he was as sharp as anybody
[26:44]
and a pleasure to talk to him I know
[26:47]
several members of his family and
[26:50]
everything but uh he joined the
[26:52]
California Transportation Commission in
[26:55]
2002 and retired excuse me in July live
[27:00]
2024 and he had over 20 years of
[27:02]
transportation and over 50 years in
[27:05]
construction and he helped rctc receive
[27:08]
state funding for a lot of major
[27:10]
projects including the wiing of the I
[27:13]
215 State Route 91
[27:16]
I-15 and State Route
[27:19]
60 and Senator Roth is preparing a
[27:22]
resolution to dedicate the 60 91215
[27:26]
interchange in his name but uh I
[27:31]
remember I hadn't seen him in several
[27:34]
years and when we did the groundbreaking
[27:37]
on
[27:38]
the express lanes of the 15 freeway over
[27:41]
here well he walked up and started
[27:44]
talking just like we'd seen each other
[27:46]
the day before he he never forgot people
[27:49]
and he was quite a gentleman and it's
[27:51]
sad that he's passing but it's uh a good
[27:55]
deal that they're going to name that
[27:56]
interchange after he m over there and
[27:59]

item we went over um at our meeting uh

jcsd and then I'm going to ask our fire
[28:42]
chief with your permission mayor to um
[28:45]
uh speak on this but this has to do with
[28:47]
a article that U I read here a little
[28:51]
bit ago about helip pods and helah
[28:54]
hydrants and um
[28:58]
and and I'll ask the chief to touch on
[29:00]
it but we've had discussions on moving
[29:03]
forward with Wildlife well Wildland
[29:07]
protection Chief will touch on that go
[29:09]
go ahead and play that it's only two
[29:18]
minutes at herua Community Services
[29:21]
District we pride ourselves on being
[29:24]
Regional leaders in the services we
[29:26]
provide every day jcsd provides
[29:29]
essential services for our community and
[29:32]
our commitment to Innovation and
[29:34]
Community safety is stronger than ever
[29:36]
through jcsds helah hydrant project
[29:39]
designed to bolster our community's fire
[29:42]
response and Public Safety the helah
[29:44]
hydrant is a game changer in our
[29:46]
emergency response strategy and is the
[29:49]
first of its kind in the Inland Empire
[29:51]
region each hydrant is a 15 ft wide
[29:55]
nearly 10,000g tank designed to expedite
[29:58]
the water collection process for
[30:00]
firefighting helicopters each hel
[30:03]
hydrant is a little different this
[30:04]
particular one takes about 7 minutes and
[30:07]
it'll fill to the top situated
[30:09]
strategically in fire prone areas these
[30:11]
helah hydrant are constructed to
[30:13]
integrate seamlessly with jcsds existing
[30:16]
Water Systems when a fire breaks out the
[30:20]
jcsd hydrant quickly fills when
[30:22]
activated by an approaching firefighting
[30:24]
helicopter providing a valuable water
[30:27]
source that SA critical time in the
[30:29]
battle against fire when a fire
[30:31]
emergency erupts firefighters can rely
[30:34]
on jcsds H hydrant to be ready for
[30:37]
action and allows for us to get water on
[30:39]
the fire's Edge as as quickly as we can
[30:42]
in the summer of 20124 we celebrated a
[30:46]
major Milestone with the inauguration of
[30:48]
the first jcsd helah hydron in service
[30:52]
located in haropa Valley's Country
[30:54]
Village neighborhood helping
[30:55]
firefighting efforts in the area we
[30:58]
initiated a discussion with calire and
[31:00]
said hey can we look at doing a project
[31:02]
like this over in JCS area through
[31:05]
Forward Thinking and long-term planning
[31:07]
the jcsd helah hydrant project will
[31:10]
install a total of four helah hydrants
[31:13]
across jcsd service area in Eastvale and
[31:16]
haropa Valley ensuring robust coverage
[31:19]
and protection for our region with the
[31:21]
helah hydrons jcsd is not just helping
[31:24]
fight fires we're building resilience
[31:27]
and safe guarding our community's future
[31:29]
for generations to come to learn more
[31:32]
about our Innovative projects programs
[31:34]
and Community initiatives visit
[31:46]

something I'd like to with your
[31:50]
permission to uh um do some further re
[31:55]
research with uh staff and calire
[31:58]
um this was also I believe it's um paid
[32:03]
through with a grant from uh Riverside
[32:06]
County flood control and and I think
[32:09]
something like this is very appropriate
[32:11]
um especially for our area
[32:14]
and given what's going on recently so
[32:18]

to make a few comments briefly
[32:24]
and explain it a lot better than I
[32:29]
good evening Mr Mayor and members of the
[32:31]
city council um so yeah I'd say about
[32:34]
two years ago jcsd uh approached myself
[32:38]
and chief VI and they were interested in
[32:41]
putting in these hydrants so what we did
[32:44]
is we teamed with them and we went out
[32:46]
to different locations within Hupa

Valley and Eastville so the one you saw
[32:51]
here is the first of four that are going
[32:53]
in that one's off a Country Village Road
[32:55]
just north and their next one's going to
[32:57]
be in East down by the river bottom and
[32:59]
then a couple more along the river
[33:00]
bottom in herua Valley so um we team
[33:03]
with them we had our Pilots come out and
[33:05]
uh they they cleared the areas what's
[33:07]
safe for them and this product really is
[33:10]
safe for our pilots and that's one of
[33:11]
the main reasons we did it it's quick
[33:13]
easy access they control it from the air
[33:16]
to fill the uh device up to fill the
[33:19]
tank up and then they can drain it after
[33:21]
they leave and water goes back down into
[33:23]
the system so it's really a great system
[33:26]
um I'm an advocate for it
[33:28]
um the more the better for our Pilots
[33:30]
the safer it's going to be for them so
[33:32]

Western Regional Council of governments
[34:16]
uh a couple of issues that we talked
[34:18]
about first off we had a pretty
[34:19]
interesting water um presentation that
[34:22]
we have some water issues in Southern
[34:24]
California what was very interesting to
[34:25]
me is that the the Western principal
[34:28]
water uh company director um I had gone
[34:31]
on a water tour with him up to the Delta
[34:34]
and at that time he did not know how
[34:36]
many houses we had to build in the area
[34:37]
and he said oh we have plenty of water
[34:39]
for all the houses he's changed his tune
[34:42]
he now realizes that the amount of
[34:43]
houses that they want us to build
[34:45]
Apartments um it's a real problem and
[34:49]
the reality is they're asking us to do
[34:51]
we all these houses they want us to
[34:52]
build we don't have enough water we
[34:54]
don't have enough all kinds of stuff so
[34:56]
one of the things that um at the end of
[34:59]
this meeting I'm going to talk about is
[35:01]
I know it's an impossible task but I'm
[35:03]
going to talk about um how do we truly
[35:06]
beef up our recycled water program so
[35:08]
I'll talk about that um uh Katherine and
[35:11]
I went to the Riverside City College
[35:12]
District trustees meeting I'm going to
[35:16]
um basically there was a bond um did you
[35:19]
stay for the whole thing Katherine did
[35:20]
you say to the end um they actually are
[35:23]
going to pass a bond uh it's one of the
[35:26]
few bonds that I am actually supporting
[35:29]
um we are hearing that there's going to
[35:32]
be a lot of job loss in the state of
[35:33]
California in the next coming year
[35:35]
hundreds of thousand of jobs maybe we
[35:37]
have people leaving and they're saying
[35:39]
kids that are 20 years old are probably
[35:42]
going to have to learn skills all
[35:44]
through their life they predict they'll
[35:45]
live to 100 and so junior colleges are
[35:49]
an incredible way to retool they're also
[35:51]
an incredible way to uh get your first
[35:54]
two years in whenever I see somebody
[35:56]
from Norco college and so I'm just going
[35:58]
to Norco College say that's great that's
[35:59]
fantastic your parents going to love you
[36:01]
because it's almost free so um I am
[36:04]
going to support that particular Bond
[36:07]
and then finally I want to add this um
[36:09]
to the council you've all been very
[36:10]
supportive we've we have been trying to
[36:14]
list expand the list to include the Navy
[36:17]
base on the national register of
[36:19]
historic places and after a lot of talk
[36:24]
we finally spoke to an expert attorney
[36:27]
in
[36:28]
preservation law and I wish the heck we
[36:31]
talked to this woman a long time ago um
[36:34]
on February 2nd
[36:38]
2018 we unanimously received approval to
[36:41]
expand the national register from the
[36:42]
state historic preservation
[36:44]
commission we didn't know this till we
[36:46]
did fo requests but the Navy opposed it
[36:49]
and they submitted in October of the
[36:52]
same year a technical review that was
[36:55]
just flat wrong we didn't know about It
[36:59]
ultimately through a lot of gations we
[37:02]
didn't know until almost in fact four
[37:04]
years later that the keeper apparently
[37:07]
agreed with the Navy but she didn't
[37:10]
actually deny our petition she said I'm
[37:13]
making no judgment
[37:16]
well they had 45 days it says
[37:20]
nominations will be included in the
[37:21]
National register within 45 days of
[37:23]
receipt by The Keeper a design unless
[37:25]
the keeper disapproves a nomination an
[37:27]
appeal is filed or the owner of the
[37:29]
private property etc etc etc Navy
[37:32]
actually waited 3 years to tell us
[37:35]
keeper almost four years to tell us and
[37:38]
it actually appears that if there's no
[37:41]
decision it has to be treated as if it's
[37:43]
on the national register so at the end
[37:45]
of this meeting I'm going to be asking
[37:47]
that we uh along with the lcf who's
[37:50]
agreed to co-partner with us that we
[37:52]
hire this attorney and make it known
[37:55]
that this belongs on the national
[37:58]
register if this is actually true we've
[38:01]
overcome politicians we've overcome
[38:05]
Navy bureaucrats we've overcome if this
[38:08]
is as simple as it gets I'm going to be
[38:11]
really upset because I spend a lot of
[38:12]
time on this thing but 45 days is 45
[38:15]
days and the soonest that the uh the
[38:19]
Navy notified anybody
[38:22]
was eight months later so this may well
[38:25]
be a huge win and that's all I have so
[38:29]

Management plan organic farmers are

or near their farms and the city's use

of glyphosate and other similar products
[39:47]
May overspray and jeopardize their
[39:49]
Organic certification and many residents
[39:51]
have worked hard to obtain this I ask
[39:53]
the city review organic Alternatives and
[39:55]
maintenance of our trails and public
[39:56]
spaces and UTI regenerative agriculture
[39:58]
practices in weed and pest suppression
[40:01]
integrated Pest Management and ground
[40:02]
cover such as mulch can help maintain
[40:04]
the health of our soils and changes like
[40:05]
these protect our small plot Farmers
[40:07]
eliminating the risk of
[40:08]
cross-contamination on their farmland
[40:09]

picky about this we always have somebody

that clicks the amount of uh people that

we talk to but I just wanted to thank

it down but and these people that do

horses um a quick breakdown what we're

going to be

going to get saddled up get their

briefing uh then we're going to do a

small trail ride down Sixth Street with

approximately 100 horses we're gonna I

have Saddles sword Rider going to come

out and just like they do their trail

rides that's all this is going to be is

a trail ride and we're going to go down

to tamiscal turn around and get all the
[45:38]
bugs out of the

horses then they're going to come up and
[45:41]
they're going to line up and the rodeo
[45:44]
starts at 5: so approximately 4:30

they're going to be lining up in the
[45:47]
back and then we'll go ahead and make a
[45:50]
uh proceed into the arena and then after
[45:53]
that the national anthem the Queens show
[45:56]
the flag and all that stuff they're
[45:57]
going to be dismissed but what I want to
[46:00]
really capture on it's the first time
[46:02]
this has ever been done in California uh
[46:05]
we do it in Sacramento each year
[46:07]
sometimes with 70 sometimes with 100
[46:10]
it's phenomenal we ride all through
[46:13]
Sacramento um and it's you don't really
[46:17]
realize how many horses are in Southern
[46:19]
California that actually do law
[46:21]
enforcement on Horseback and what better
[46:23]
City to promote that or even show it off
[46:26]
is it Norco so we're going to do that uh
[46:29]
this year at the Norco Rodeo September
[46:31]
25th the rodeo is at 5:00 if anybody

um I'd like to my name is John Kos and

I'm a a future resident of Norco and uh
[47:19]
I want to thank you for the opportunity
[47:20]
to address the city council and let me
[47:23]
start by saying the city is doing so
[47:25]
much good work across the board I agree
[47:27]
100% with the pastor that Norco is a a
[47:31]
truly great City we love the traditional
[47:34]
American values that Norco symbolizes we
[47:38]
embrace the city's love of horses
[47:40]
Agriculture and self-reliance Norco
[47:43]
embodies the small town American Spirit
[47:45]
that seems lacking throughout much of
[47:47]
the State uh we love this town and we
[47:50]
intend to call it home with that being
[47:53]
said I'm here tonight to say my peace
[47:55]
with respect to the 4030 Acacia home
[47:58]
build it's just down uh as you go north
[48:01]
on Hammer um right by the uh gy
[48:05]
gymnasium it's it's the new Corner House
[48:08]
it's it's gorgeous I think you'll agree
[48:11]
um that it was built with love and pride
[48:14]
and attention to
[48:15]
detail uh the problem you're going to
[48:17]
hear about from uh the owner Maria who's
[48:20]
going to speak after me tonight is that
[48:22]
after uh building plans were approved
[48:25]
Corrections were given to the Builder
[48:27]
the Builder made those corrections after
[48:30]
the home was built after multiple
[48:32]
inspections including two electrical
[48:34]
inspections after the inspection card
[48:37]
was signed the city has decided to
[48:39]
change its uh enforcement of a 20 plus
[48:42]
year old building code uh to require uh
[48:45]
underground rather than above ground uh
[48:48]
power source obviously this is added
[48:51]
significant delays costs and not to
[48:53]
mention
[48:54]
heartache I think folks have the common
[48:56]
sense to know that changing the
[48:59]
rules at the end of the game um and to
[49:03]
change the outcome smells to high heaven
[49:06]
whether it's legal or not ask yourself
[49:09]
this question why now why wait till the
[49:11]
very end of the
[49:12]
build uh the city has asked if the city
[49:16]
had asked to change at the onset this
[49:19]
would have been done by
[49:21]
now um let me end by saying that the
[49:24]
last hour changes to the Bild would seem
[49:27]
to go against all the values that uh
[49:29]
embody this great
[49:31]
town this is the sort of mess you'd
[49:33]
expect other places but not in Norco
[49:35]
respectfully I request the council's
[49:37]
attention to this matter and I
[49:39]
appreciate your leadership to help the
[49:41]
city come to mutually agreed upon
[49:43]

mayor at all um 430 AA it's a home I
[50:06]
built with a lot of love for my family
[50:08]
we're all been trying to call nor homes
[50:10]
we got three homes under construction uh
[50:13]
my granddaughter starts school at
[50:14]
turning point on uh Norco Street on the
[50:18]
12th but uh now we we're hoping to
[50:21]
finish our home by um my daughter's home
[50:24]
by the by July but that didn't happen um
[50:27]
my concern is and I'm upset about it
[50:30]
because I feel like if this would have
[50:32]
been given to me in the very beginning
[50:34]
of course there was no question about if
[50:35]
it's underground requirements that's
[50:37]
underground requirement from Power if
[50:40]
we're not here to not do what we're
[50:42]
supposed to do but for God's sake you
[50:44]
know we got a panel that is going put in
[50:46]
the north side of the property it looks
[50:48]
like we don't even know what it's going
[50:50]
to involved yet because we were just
[50:52]
told on the 25th of July that um oh it
[50:56]
looks like we you guys did not bring the
[50:58]
power underground Our rough electrical
[51:01]
was inspected on December uh last year
[51:05]
our service panel was insed on July
[51:07]
1st and after the service panel passed
[51:11]
obviously the next step is we continue
[51:12]
calling so they can release this to the
[51:15]
power company so then Edison can power
[51:17]
up so we can test fire sprinklers
[51:21]
um the rest of stuff um air conditioning
[51:26]
so on so we're looking for a final
[51:28]
towards the mid July and July so we can
[51:30]
kind of make that move and now we're all
[51:33]
stuck over here kind of crying and being
[51:35]
upset and talking to different people at
[51:37]
planning I honestly feel like um it's
[51:40]
unfortunate that the planning department
[51:42]
failed to notify it as even through the
[51:45]
progress of it would have been framing
[51:48]
okay but I mean when they passed these
[51:50]
panels This individuals saw that the
[51:53]
electrical was feed through the overhead
[51:56]
driving to Norco I see a lot of
[51:58]
properties that are newer near build I
[52:00]
still see a lot of overhead and I'm not
[52:02]
here to argue who's win and that's
[52:04]
really not my department I'm glad to
[52:07]
follow the rules I've done this for the
[52:09]
last 26 years I bu for my family I buil
[52:11]
for friends that's my trade I this is
[52:13]
not the first home I built and I am just
[52:17]
um I would say upset or surprised that
[52:20]
it took this department this long to say
[52:24]
there is no way I beg and asking hey is
[52:27]
there a way we can at least power up the
[52:29]
property for now and then in the next
[52:31]
few months Edis is going to take at
[52:33]
least four months to change the plans
[52:35]
it's a big burden and I've asked to
[52:37]
please look into it and to end I don't
[52:41]
want to just come in complain I love the
[52:43]
city if we have wonderful people Public

Works have done an awesome job the girls

at the counter they're just such a

beautiful job they go on and beyond

annual progress report just a little bit

have to create the annual report based

Community Development Department so

we're um required to um there's not
[58:15]
really a deadline but we're supposed to

submit it yearly so this report is

basically a a summary of what has gone
[58:22]
on in basically the Planning and
[58:24]
Building Division and for were submitt
[58:26]
to the state so that's the purpose of

this

report um I guess my question is and

looking at it it

looks looks pretty impressive in my

opinion

um I'm pretty pleased with uh the way

the report's laid out I'm really pleased

2024 the Narco city council directed

staff to create a California Native

drought tolerant Landscaping policy for
[1:09:58]
review at a future meeting the proposed
[1:10:01]
policy will prioritize the use of
[1:10:03]
California Native drought tolerant
[1:10:05]
landscaping and will support noro's
[1:10:07]
conservation goals along with complying
[1:10:09]
with state and local water
[1:10:12]
regulations the policy intends to apply
[1:10:14]
these practices to City facilities
[1:10:16]
during Landscaping upgrades or new
[1:10:18]
projects striving to use native drought
[1:10:21]
tolerant plants wherever feasible the
[1:10:23]
city will make every effort to utilize
[1:10:25]
ize California Native drought tolerant
[1:10:27]
plans as reasonably
[1:10:30]
achievable the purpose of this policy is
[1:10:32]
to promote sustainable Landscaping

practices at City facilities to conserve

Resources native plant support biodivers
[1:11:55]
iers native plants are vital to noro's

local ecosystems providing essential
[1:12:00]
habitat sources food sources and nesting
[1:12:03]
sites for indigenous Wildlife species
[1:12:06]
including Birds insects and pollinators
[1:12:08]
like bees and
[1:12:10]
butterflies they also possess natural
[1:12:12]
defenses against pests and diseases
[1:12:15]
attracting beneficial insects and
[1:12:17]
animals that enhance natural Pest
[1:12:20]
Management native plants also adapt to
[1:12:23]
climate change these species are
[1:12:25]
inherently resilient and adaptable to
[1:12:27]
climate variability making them well
[1:12:29]
suited to cope with changing
[1:12:31]
environmental conditions furthermore
[1:12:34]
they advanc sustainability initiatives
[1:12:37]
native planting serve as effective tools
[1:12:39]
for carbon sequestration by absorbing
[1:12:41]
carbon dioxide from the atmosphere and

storing it in vegetation and soil this

process mitigates carbon emissions and

Health assistance and Native Plant

propagation or reproduction

additionally Partnerships with the
[1:13:27]
Western Municipal Water District will
[1:13:29]
focus on promoting sustainable
[1:13:31]
landscaping and securing grant funding
[1:13:33]
to replace Turf with drought tolerant
[1:13:35]
native plants at City
[1:13:40]
facilities attached to this policy is
[1:13:43]
the native plant species list the
[1:13:45]
California native plant species list
[1:13:47]
recommended by the cnps and the rccd
[1:13:51]
includes plants that require moderate to
[1:13:53]
very low water intake the city is
[1:13:55]
committed to incorporating these native
[1:13:57]
drought tolerant species were ever
[1:13:59]
feasible however factors such as plant
[1:14:02]
availability and maintenance

requirements May necessitate the use of
[1:14:06]
alternative drought tolerant plants

including succulent and cacti when
[1:14:10]
native options are not available

furthermore under Norco municipal code
[1:14:16]
alander is prohibited and must not be

planted or maintained within City

planting decisions are made on the parks

areas uh I would assume asse the
[1:14:55]
superintendent would take that into
[1:14:56]

then just for you know if anybody's
[1:15:04]
familiar equisetum or horse tail was
[1:15:07]
listed in one of these morning glories

um know at the a department we fight

those all the time because we do have

them planted but they do they're very

aggressive and take over entire areas so

just want to make sure as we're

[1:17:54]
policy first I'd like to say thank you
[1:17:55]
for Council for provid providing the
[1:17:57]
direction and thank you to City staff
[1:17:58]
for all of the invested time and effort
[1:18:00]
that went into this I appreciate our
[1:18:01]
commitment as a city to Green Space I
[1:18:03]
would ask for a few clarification points
[1:18:05]
and request some minor adjustments if
[1:18:07]
possible uh we call out that water is a
[1:18:09]
precious a precious resource and
[1:18:11]
destructive force a native drought
[1:18:12]
tolerant Landscaping policy neglects the
[1:18:15]
potential use of riparian and other
[1:18:16]
native plants that can help drain
[1:18:18]
flooded areas that are prone to flooding
[1:18:20]
during seasonal Water Events native
[1:18:22]
riparian buffers can be installed to
[1:18:24]
infiltrate and soak up storm water
[1:18:25]
quickly reducing the burden on our storm
[1:18:26]
water infrastructure please allow in
[1:18:29]
certain instances high water use plants
[1:18:30]
and include them in our storm water
[1:18:32]
management plan I don't see any trees on
[1:18:34]
the list there's shrubs perals and
[1:18:36]
everything else trees are major points
[1:18:38]
of biodiversity our native Oaks Willows
[1:18:40]
and Cherry support hundreds of species
[1:18:42]
of caterpillars and are keystones for
[1:18:43]
biodiversity please take the opportunity
[1:18:45]
to review our street tree list in a
[1:18:47]
future session and work to increase
[1:18:48]
native tree options ideally giving
[1:18:50]
preference to them when site conditions
[1:18:51]
allow long-term care and maintenance
[1:18:53]
costs will be reduced so I ask Council
[1:18:55]
take the opportunity to invest in
[1:18:57]
training City staff on the maintenance
[1:18:58]
and care of native plantings this will
[1:19:00]
help save on cost for failed
[1:19:01]
installations and ensures that the right
[1:19:03]
plant is chosen for the right place in
[1:19:05]
larger projects I'd ask that bloom
[1:19:07]
periods are taken into account to
[1:19:08]
support pollinators with forage of
[1:19:09]
nectar and pollen throughout the entire
[1:19:11]
year smaller installations may be exempt
[1:19:14]
as side conditions
[1:19:16]
allow if suitable plant material is not
[1:19:18]
available aset before switching to a
[1:19:19]
non-native option an alternative native
[1:19:22]
option or an alternative native size so
[1:19:23]
if it's a one gallon that we can only
[1:19:25]
find in three gallons or Etc that that
[1:19:27]
be given preference and finally I would
[1:19:29]
ask that as this effort is a municipal
[1:19:32]
program that when we contract out work
[1:19:34]
and when we uh push for commercial
[1:19:36]
applications that we encourage the
[1:19:38]
inclusion of native plants in those so
[1:19:40]
potentially and Landscaping contracts I
[1:19:42]
know we bid everything out and apply
[1:19:44]
weighted scores to everything if we can
[1:19:45]
include a native plant weight on our
[1:19:48]
analyses and sorry my fault and in
[1:19:52]
commercial plantings when we're
[1:19:53]
requiring native green or we're
[1:19:55]
requiring green space and all of these
[1:19:56]
if we can offer support to these
[1:19:58]
commercial Endeavors make it easy for
[1:19:59]
them to just plug and play an approved
[1:20:01]
option that works with their conditions
[1:20:03]
and take the burden off of them so that
[1:20:04]
it's more easily adapted changes like
[1:20:06]
those I think will better reflect our
[1:20:07]
city and keep a cohesive vision for the
[1:20:09]
entire city and I thank you for your

[1:21:32]
Council this agenda item uh 6B is the
[1:21:36]
required annual review of accessory
[1:21:38]
building our accessory building
[1:21:40]
ordinance was is chapter 1868 of our nor
[1:21:42]
municipal code and this is uh
[1:21:45]
non-habitable accessory buildings
[1:21:47]
consisting primarily of um RV garages
[1:21:50]
garages and barns so part of when when
[1:21:54]
the count adopted this um this ordinance
[1:21:56]
it was required to be um reviewed on an
[1:21:59]
annual basis so here we are uh the um
[1:22:02]
annual review typically consists of uh
[1:22:05]
provides the the council well our
[1:22:07]
Planning Commission and city council a
[1:22:09]
history of what the changes that have
[1:22:11]
been done um uh beginning in 2017 when
[1:22:15]
the ordinance was adopted and it
[1:22:17]
provides um the number of accessory
[1:22:20]
buildings that were approved in the
[1:22:21]
prior calendar year and it goes into
[1:22:24]
issu isues that may have come up as um
[1:22:26]
during the year that may warrant some
[1:22:28]
changes so tonight's presentation is
[1:22:30]
basically going to focus on uh
[1:22:32]
discussion items of uh just issues
[1:22:35]
potential changes that have come up in
[1:22:37]
the previous year that are worthy for of
[1:22:40]
consideration to see if there's any
[1:22:41]
potential changes so the first
[1:22:43]
discussion item um that um is being
[1:22:46]
recommended for discussion is that um in
[1:22:48]
the approval of an accessory building
[1:22:50]
there's required findings that have to
[1:22:52]
be made and there are in ordinance staff
[1:22:55]
is recommending uh that an additional
[1:22:58]
finding be added so that um when an
[1:23:01]
accessory building is approved um that
[1:23:04]
we analyze and make sure that there's
[1:23:06]
still room to add an Adu of the minimum
[1:23:09]
size of 800 square feet um I incorrectly
[1:23:12]
mentioned 850 Square F feet but for an
[1:23:14]
Adu the minimum size that we have to
[1:23:15]
allow is 800 square feet now the reason
[1:23:19]
being that um we allow for a detached
[1:23:22]
accessory dwelling unit or Adu we allow
[1:23:24]
1,200 sare fet but if they can't meet
[1:23:26]
all the requirements we have to add a
[1:23:28]
minimum allow 800 square fet that could
[1:23:30]
potentially end up in the in the pack if
[1:23:32]
it's not you know um feasible anywhere
[1:23:35]
else so what we want to add is the
[1:23:37]
finding that you know after with the
[1:23:39]
approving of this garage for example
[1:23:41]
garage there's still room to um add an
[1:23:44]
Adu that's not going to obstruct the um
[1:23:46]
animal keeping area uh Planning
[1:23:48]
Commission reviewed this and they they
[1:23:50]
agreed with straff recommendation that a
[1:23:52]
finding should be added so the second
[1:23:54]
item is that we amend the development
[1:23:56]
standards to address conversion of
[1:23:58]
accessory buildings into adus so um as
[1:24:01]
the council is aware uh in addition to
[1:24:03]
allowing a detached new newly
[1:24:05]
constructed Adu uh residents do have the
[1:24:08]
ability to convert uh an accessory
[1:24:11]
building like for
[1:24:12]
example a garage into an additional Adu
[1:24:15]
so what what uh the discussion was the
[1:24:18]
plan with the Planning Commission is
[1:24:19]
that we look at the development
[1:24:21]
standards of the accessory buildings and
[1:24:24]
um potentially amend them to not make it
[1:24:27]
as easy I guess to facilitate a
[1:24:30]
conversion so what the the Planning
[1:24:31]
Commission directed or or recommended
[1:24:33]
that we look at the
[1:24:36]
um uh the uh RV garages and the RV
[1:24:40]
garages are allowed at 1,000 sare ft²
[1:24:42]
with an additional 400 square F feet uh
[1:24:44]
the recommendation is that we consider
[1:24:46]
um removing the additional 400 square F
[1:24:48]
feet and maybe making them more narrow
[1:24:51]
uh so that they're basically built only
[1:24:52]
to accommodate uh RVs or or structure as

discussion is that we codify the number
[1:25:26]
of accessory buildings Allowed by type
[1:25:29]
um you know for example the code allows
[1:25:32]
RV
[1:25:32]
garage uh and smaller buildings 864 s
[1:25:36]
feet and Barnes um the recommendation is
[1:25:38]
that we codify for example that only one
[1:25:41]
RV
[1:25:42]
garage um with be allowed and not
[1:25:46]
several um and that if conditions
[1:25:48]
warranted they can apply for a variance
[1:25:50]
to allow for more uh another point of
[1:25:52]
discussion is that um we did get a a
[1:25:56]
letter written by a a property owner
[1:25:58]
that we look at the height of of for
[1:26:02]
example RV garages versus animal keeping
[1:26:04]
structures um right now the height of an
[1:26:06]
RV garage is uh the wall actually the
[1:26:09]
wall is is uh taller than um 16 ft than
[1:26:13]
was it allowed for a um animal keeping
[1:26:15]
structure which is limited at at 10 ft
[1:26:18]
um and that we consider the concern was
[1:26:21]
that we're more permissive for arvi
[1:26:23]
garage height as opposed to a barn but
[1:26:26]
there was a reason for um why we limited
[1:26:29]
it because again for um an RV garage the
[1:26:33]
cap is at a th000 square feet for a barn
[1:26:35]
it could go much bigger depending on the
[1:26:38]
number of animal units and hence you're
[1:26:40]
you can go ultimately go transition up
[1:26:42]
to 18 ft but it starts low because you
[1:26:45]
know you're when it's a big structure
[1:26:47]
you're actually breaking up the
[1:26:48]
appearance of a big block as opposed to
[1:26:51]
um uh as opposed to a big large um um
[1:26:55]
Square so uh and finally um increase the
[1:26:59]
square footage of buildings except from
[1:27:01]
Planning Commission review um let me
[1:27:04]
Backtrack on the the height reviewing
[1:27:06]
the height the commission said you know
[1:27:07]
just basically leave it alone and there
[1:27:09]
is a variance process to um you know to
[1:27:12]
um warrant discussion for individual
[1:27:14]
Property Owners on a case-by Case basis
[1:27:16]
so the last point of discussion is that
[1:27:19]
um increasing the square footage of
[1:27:22]
buildings that are exempt from Planning
[1:27:23]
Commission review right now buildings
[1:27:25]
that are 240 ft don't require Planning
[1:27:27]
Commission review they still have to
[1:27:29]
meet with the requirements but they
[1:27:30]
don't require Planning Commission review
[1:27:33]
the recommendation was that we possibly
[1:27:35]
go all the way up to 864 square feet for
[1:27:38]
exempt from Planning Commission review
[1:27:40]
Planning Commission uh reie uh basically
[1:27:42]
said that no let's just leave it how it
[1:27:44]
is to only exempt those that are 240
[1:27:46]
square fet or less so again part of the
[1:27:50]
this is just discussion uh part of the
[1:27:53]
um required um anual review of accessory
[1:27:55]
building uh ordinance chapter
[1:27:57]
1868 um and discussion for issues and um
[1:28:02]
concerns are always discussed as part of
[1:28:04]
our review and the purpose of this um
[1:28:07]
agenda item is for the uh uh city
[1:28:09]
council to review um uh the planning
[1:28:12]
commission's recommendations and
[1:28:13]
determine whether we should move forward
[1:28:15]
with code amendments and with that I
[1:28:17]

denied M ad cannot they they're
[1:30:41]
ministerial they don't have to go before
[1:30:42]
the Planning Commission they're approved

at staff level uh and we have to allow
[1:30:47]
them we have to so what we were staff's
[1:30:52]
um uh
[1:30:55]
consensus on this was basically and in
[1:30:57]
the consensus by the Planning Commission
[1:30:59]
was that when we look at accessory
[1:31:01]
buildings like an nvy garage um we need
[1:31:04]
to look and see whether if some in
[1:31:08]
addition to that garage if somebody
[1:31:09]
comes in and wants to build an Adu we
[1:31:12]
want to make sure that there's still
[1:31:13]
room for that Adu outside of for
[1:31:17]
primarily the animal keeping area so

basically how they would show that is

guys allow This Barn uh we can still

make provision for an Adu that's not

for the animals is that's why most of
[1:47:40]
them standard are about 8 ft everywhere
[1:47:43]
and you go on up to 12 or M 14 then
[1:47:48]
you're going to have a hard time
[1:47:50]
controlling the the temperature like the
[1:47:53]
cold weather it's colder in there in a
[1:47:55]
taller building it's hotter in the
[1:47:57]
summertime in a taller building so I
[1:48:00]
couldn't imagine I mean there's some
[1:48:01]
people probably do it but
[1:48:04]
uh I couldn't imagine having one animal
[1:48:08]
keeping Barn 18t walls on it or 16
[1:48:11]
whatever Planning Commission said just
[1:48:14]
they their consensus was just leave it
[1:48:15]
as as it is if somebody needs a variance
[1:48:18]
we can consider it on a Case by case
[1:48:20]
basis
[1:48:21]
so and staff concurs with anyway that's
[1:48:24]

Catherine um council member Alman is

saying is move forward with with the

recommendations of the Planning
[1:50:08]
Commission and come back with a code uh
[1:50:10]
code amendment to address all of them
[1:50:12]
how based on the recommendation so all
[1:50:14]
that would come back I guess what I was
[1:50:16]
saying then is if there's any other
[1:50:17]
little changes is
[1:50:20]
discussion what has to come back in to
[1:50:22]
run that to plan yeah it oh I see yeah
[1:50:26]
the actual yes the ordinances will go
[1:50:28]
that in then they'll come back to us
[1:50:29]
with the actual fleshed out language so

was brought up at a prior on June 5th
[1:51:06]
council meeting to come back to you for
[1:51:08]
a discussion so we've provided you with
[1:51:11]
some information about both about the
[1:51:12]
league of California cities the members
[1:51:15]
um the member benefits that we receive
[1:51:17]
the du's amounts and so forth so and we
[1:51:20]
do have tonight our um our regional
[1:51:22]
public affairs manager Jesse Ramirez is
[1:51:24]
here and then yeah I just learned
[1:51:26]
tonight Linda Molina from the city of
[1:51:28]
camesa is here tonight so they're here
[1:51:30]
on this item so really we're looking for
[1:51:32]
direction from you on this item with
[1:51:35]
regard to our membership in the league
[1:51:37]
of cities I provided some comments to
[1:51:39]
you in the staff report and then also as
[1:51:41]
part of that discussion you it was um
[1:51:43]
direction to also for you to discuss
[1:51:45]
contract cities so contract City
[1:51:47]
separate organization about 80 members
[1:51:49]
most of those members virtually all
[1:51:51]
those members are also cities members
[1:51:53]
they're really focused on cities that
[1:51:56]
have that Contract Services model like
[1:51:58]
we do here um and they provide other
[1:52:00]
sorts of levels of of advocacy and
[1:52:04]
support to cities that provide Contract
[1:52:07]
Services through the contract model the
[1:52:09]
Lakewood plan if you will to the
[1:52:10]
old-timers that's what it was called so
[1:52:13]
with that we're just looking for your
[1:52:14]
direction and discussion great um so
[1:52:19]
I'll just bring it to council for
[1:52:20]
comments I guess because I was the one
[1:52:22]
that kind of started this ball rolling
[1:52:23]
and the reason I did is uh I was having
[1:52:27]
some issues with some of the things that
[1:52:28]
were occurring but a lot of those issues
[1:52:29]
have now gone
[1:52:31]
away um the new chair of the state folks
[1:52:38]
uh is actually from Ranch kukamonga we
[1:52:40]
had a we have a very like interest in
[1:52:43]
that both of our cities are trying to
[1:52:45]
figure out a way to fairly receive some
[1:52:48]
of the funding coming from uh the
[1:52:51]
warehousing and the issue with the
[1:52:52]
warehousing of course is that for
[1:52:54]
whatever reason they kind of pulled the
[1:52:55]
rug out from under us we get the trucks
[1:52:57]
they get the money and so that was
[1:53:01]
extremely upsetting but what most upset
[1:53:03]
me was the fact that the uh League of
[1:53:05]
California cities we actually had a
[1:53:08]
decision to go forward with trying to
[1:53:09]
make it more fair and what happened was
[1:53:12]
the cities that had the warehouses and
[1:53:15]
were making all this money they went
[1:53:16]
outside the league and there were no
[1:53:19]
ramifications and they lobbied actually
[1:53:21]
against the position of our city um then
[1:53:25]
there was sort of a purge of a lot of
[1:53:27]
the folks that um were from our region
[1:53:31]
and there was a purge at the state level
[1:53:35]
a lot of that has now changed um we
[1:53:39]
Aaron sassy was was a pretty outstanding
[1:53:44]
um uh Regional rep for us and this last
[1:53:48]
meeting I have to say was really
[1:53:49]
excellent I now kind of wish everybody
[1:53:51]
had been there uh it was really put
[1:53:53]
together well I really appreciated it I
[1:53:56]
sense there's a big change coming I had
[1:53:58]
a long talk with um the rep that if
[1:54:03]
that's the rep for rev and tax revenue
[1:54:06]
and Taxation um there's a new direction
[1:54:09]
that appears we can go is the Inland
[1:54:11]
Empire um these are all very interesting
[1:54:14]
changes the reason that I thought about
[1:54:16]
maybe going to contract cities is the
[1:54:18]
fact that contract cities seems to be
[1:54:23]
more in touch with what this housing is
[1:54:28]
really doing to cities it's destroying
[1:54:30]
them and it's it's it's literally C it's
[1:54:33]
literally giving developers a license to
[1:54:35]
steal and we're facing it right now in
[1:54:38]
the city of Norco and
[1:54:40]
so that said
[1:54:43]
the the contract cities are pretty weak
[1:54:47]
at the moment in the Inland Empire I'm
[1:54:50]
also sensing that Within the Inland
[1:54:53]
Empire there is a new Strength um in
[1:54:56]
terms of the cities that are coming
[1:54:58]
together there's a real frustration with
[1:55:01]
how Northern California is kind of
[1:55:03]
pushing us around so my personal opinion
[1:55:07]
is is I think we need to and and not
[1:55:09]
that it's me but it looks like I'm about
[1:55:11]
ready to be the chair of revent tax
[1:55:13]
which means I will have the ability to
[1:55:15]
really tune get in touch and in tune
[1:55:18]
with ranch kukamonga and I'm very
[1:55:21]
pleased uh that that may happen um I
[1:55:25]
also think let's just face it League of
[1:55:28]
cities the most important part A lot of
[1:55:30]
times of the conferences is that we're
[1:55:32]
connecting with the other cities um I
[1:55:35]
know a lot of the Cities now that have
[1:55:36]
left that I was talking to with before
[1:55:38]
are now coming back to the league of
[1:55:40]
cities and so with that said um I'm I'm
[1:55:44]
open to discussions and that kind of
[1:55:45]
thing but I just wanted to to let you
[1:55:47]
know that my position is I think at
[1:55:50]
least for the coming year we need to
[1:55:51]
stay with the Le with the league um do
[1:55:54]
we have any comments or anything
[1:55:59]

representative or our our Inland Empire

chairman I don't know well I just want
[1:56:11]

I'm here from a city much like uh Norco
[1:56:27]
calesa it's a rural City we're just a
[1:56:29]
little bit smaller by population and
[1:56:31]
square footage square miles I should say
[1:56:34]
but I'm really here um as president of
[1:56:36]
Riverside County Cal cities and here to
[1:56:39]
talk to the value of Cal cities this
[1:56:42]
year has been so challenging every year
[1:56:44]
we have at least, 1500 new bills good
[1:56:47]
ones bad ones and it's up to the city's
[1:56:50]
representatives to sorted out and work
[1:56:54]
together and I think this year more than
[1:56:56]
any other year prior Partnerships are
[1:56:59]
key getting information out is key and
[1:57:02]
so we have as president of ight County
[1:57:05]
and when I heard that there was some
[1:57:07]
discussion for Norco I thought it
[1:57:09]
prudent to come and show my support and
[1:57:12]
re reiterate how important it is to for
[1:57:15]
our cities for funding success for um
[1:57:19]
getting information out and and
[1:57:21]
encouraging all members of of the city
[1:57:24]
not just councils and thank you mayor
[1:57:26]
bash for for letting me talk here in
[1:57:28]
Council and City staff and Community I
[1:57:31]
appreciate this but um funding funding
[1:57:34]
success and education and and awareness
[1:57:38]
is key and so I think what we've done in
[1:57:40]
Riverside county is we have this year re
[1:57:43]
reached out to San Bernardino Division
[1:57:46]
and Mountain cities division we're
[1:57:47]
looking at Imperial County LA and Orange
[1:57:50]
County we're all in the same boat we all
[1:57:52]
have core issues we're all uniquely
[1:57:54]
different but the key thing is sorting
[1:57:58]
through the bad laws and the good laws
[1:58:00]
and supporting each other in that
[1:58:01]
respect and so I thought it prudent for
[1:58:03]
me to come here tonight to tell you
[1:58:05]
there is a value in Cal cities it's not
[1:58:08]
a perfect system just like any
[1:58:09]
everything else but um it's worked it's
[1:58:12]
working well in Riverside County and I
[1:58:14]
hope that you will continue to support
[1:58:17]
Riverside County excuse me there are
[1:58:19]
seven policy committees we encourage
[1:58:22]
all cities to participate in those it
[1:58:25]
gives you a just like a council has five
[1:58:27]
or seven different perspectives and you
[1:58:29]
make a decision as a whole the policy
[1:58:32]
committees are designed for the same
[1:58:33]
thing you give your input and then the
[1:58:36]
the the board hopefully listens and and
[1:58:37]
we move forward and we're successful and
[1:58:40]
so I think we've done well this year the
[1:58:41]
evil housing laws are just that um
[1:58:45]
funding is is being challenged at the
[1:58:47]
from the federal level all the way down
[1:58:48]
to the city level and um Partnerships
[1:58:51]
are are what working and getting
[1:58:53]
information out so we have uh member
[1:58:55]
meetings every other month we encourage
[1:58:58]
council members to come we encourage
[1:58:59]
encourage city managers we have
[1:59:01]
trainings this is this the strength of
[1:59:03]
Kel cities is the trainings new elected
[1:59:05]
trainings Brown act ethics um those are
[1:59:09]
key for successful for new for newly
[1:59:12]
electeds I remember when I first um got
[1:59:14]
on Council it was it there was a
[1:59:16]
learning curve and and you don't really
[1:59:19]
realize what the job is until you get in
[1:59:20]
that seat so so I hope that you'll
[1:59:23]
consider keeping uh strength in Cal
[1:59:26]
cities by participating and joining us
[1:59:28]
at our member cities I invite you invite
[1:59:30]
you all to come if you haven't been um
[1:59:33]
I'm I'm president this year of Riverside
[1:59:34]
County so I'm very proud to do so um
[1:59:37]
it's a passion for me to mainly get
[1:59:40]
information out and get input from every
[1:59:42]
city that's the only way we're going to
[1:59:44]
succeed is to have our voice heard and
[1:59:46]
so I'm here just just to say that please
[1:59:49]
um keep our our our County Strong
[1:59:52]
and um and be active I know Jesse has a
[1:59:55]
few things to say as well but um that
[1:59:58]
was the most important thing that I
[2:00:00]
wanted to to share is how important it
[2:00:02]
is for us to have our voice heard

council members uh thank you for your
[2:00:13]
time staff thank you for your time uh I
[2:00:16]
just want to give you guys a quick
[2:00:17]
overview and I want to start um uh at
[2:00:20]
this housing conversation with Adu since
[2:00:22]
it was fresh um we hired a housing
[2:00:25]
lobbyist shortly after I was hired there
[2:00:27]
in November uh he joined our team in
[2:00:30]
January and he hit the road running um
[2:00:33]
we have been playing defense uh as you
[2:00:35]
can imagine in Sacramento with some of
[2:00:37]
these housing laws coming through but
[2:00:39]
folks we have some real serious laws
[2:00:41]
coming out um currently that we're
[2:00:44]
opposing um ab1 1885 which uh enacts
[2:00:48]
Builder remedy for cities who haven't uh
[2:00:50]
had their housing element
[2:00:52]
uh approved is a big one they're
[2:00:54]
changing the housing element our housing
[2:00:56]
lobbyists worked with the Senate to
[2:00:58]
provide them with information on why hcd
[2:01:01]
should be audited and that's happening I
[2:01:04]
mean we're doing some really cool stuff
[2:01:06]
uh at the state level uh in and really
[2:01:08]
trying to protect that local zoning
[2:01:10]
control so I just wanted to start off
[2:01:11]
with that um I do want to give you a
[2:01:13]
quick uh just overview of Kel City's uh
[2:01:16]
as it is I'm going to break this down
[2:01:18]
into three different areas education
[2:01:20]
advocacy and then our political side um
[2:01:23]
our advocacy uh we have a legislative
[2:01:25]
director named Jason Ry and we have six
[2:01:27]
lobbyists at the state level that are
[2:01:28]
here to serve you um those areas include
[2:01:31]
Housing Development Public Safety power
[2:01:34]
energy and
[2:01:35]
transportation environmental Tax and
[2:01:37]
Revenue governance transparency and
[2:01:39]
Labor Relations uh and this year at our
[2:01:42]
legislative Summit our our uh lobbyist
[2:01:44]
did a really good job of connecting our
[2:01:46]
delegation to some of those members on
[2:01:48]
key committees uh and so we had a really
[2:01:50]
good conversation with those Folks up in
[2:01:52]
Sacramento around some of our regional
[2:01:54]
issues uh education just for next year
[2:01:56]
already we have a total of eight events
[2:01:59]
on the calendar uh Mayors and Council
[2:02:01]
Academy a city manager conference a
[2:02:03]
planning Commissioners conference Public
[2:02:05]
Works officers Institute uh city leaders
[2:02:08]
Summit which is our advocacy day in
[2:02:10]
Sacramento uh our city attorneys
[2:02:12]
conference and our annual conference
[2:02:14]
those conferences are outside of our
[2:02:16]
division uh conferences we have a total
[2:02:19]
of like M Linda mentioned six division
[2:02:22]
meetings per year and we're adding two
[2:02:24]
more next year one of them is going to
[2:02:26]
be a workshop for planning Commissioners
[2:02:27]
to better understand the laws and better
[2:02:30]
understand their responsibilities as
[2:02:31]
count as as planning Commissioners uh a
[2:02:34]
lot of folks uh in different areas of
[2:02:36]
the state their planning Commissioners
[2:02:37]
are not dealing with the types of
[2:02:39]
projects that we're dealing with here in
[2:02:40]
Riverside County and so that was super
[2:02:43]
important to them and so I've added that
[2:02:45]
I've gotten approval from Kel cities to
[2:02:47]
do that within the division so we'll be
[2:02:48]
doing that next year as well um the last
[2:02:51]
last aspect that I wanted to discuss was
[2:02:53]
the political arm of Kel cities as you
[2:02:55]
all know we have a fundraiser every
[2:02:57]
division has a fundraiser once a year
[2:02:58]
for City pack this pack goes toward
[2:03:01]
ballot measures that are directly
[2:03:03]
affecting negatively affecting local
[2:03:05]
control um this year we had a big win
[2:03:07]
with the cbrt ballot measure the Supreme
[2:03:10]
Court ruled it out uh but that would
[2:03:11]
have uh really impacted cities
[2:03:13]
negatively from a financial planning
[2:03:15]
process as well as a collection of fees
[2:03:17]
process Kel cities uh approached this in
[2:03:20]
a three-way approach we did a legal
[2:03:22]
Amicus brief where we fought it legally
[2:03:24]
we did a legislative approach where we
[2:03:26]
submitted ACA 13 and and put out a uh
[2:03:30]
opposition ballot measure and then we
[2:03:32]
ran a PR campaign where we submitted
[2:03:34]
over 220 resolutions from cities across
[2:03:37]
the state opposing this ballot measure
[2:03:39]
um as you may have heard uh at our last
[2:03:41]
meeting and I think mayor bash alluded
[2:03:43]
to it we got an update from our DA's
[2:03:45]
office as well as Sheriff bianco's
[2:03:47]
office on uh prop 36 this is the
[2:03:50]
District Attorney's ballot measure that
[2:03:52]
is uh aiming to repeal some aspects of
[2:03:55]
Prop 47 Kel City's board did vote to
[2:03:58]
support that measure and so we we're
[2:04:00]
going to be the face of that campaign
[2:04:01]
here in Riverside County um Kel cities
[2:04:04]
has again an aspect of of uh in kind
[2:04:07]
donation through my time uh that I will
[2:04:10]
put forth toward that that effort and so
[2:04:12]
um those are three the three advocacy
[2:04:14]
areas that we really approach um our our
[2:04:17]
legislative and and uh I guess
[2:04:20]
policymaking decisions from so I'd be
[2:04:23]
happy to answer any questions in the
[2:04:24]
report um but that's kind of a general
[2:04:26]
update on on how Kel City operates and
[2:04:29]
what we're doing here in Riverside
[2:04:30]
County in addition to that I want to
[2:04:32]
throw one last thing out there we we as
[2:04:34]
as Linda mentioned we this is the first
[2:04:36]
year we've actually partnered with
[2:04:38]
sanino County and Mountain division um
[2:04:41]
our strategy going in and this was uh a
[2:04:43]
lot a lot to do with Linda's leadership
[2:04:45]
here was to put all of these divisions
[2:04:48]
not together as one division but to talk
[2:04:50]
about similar issues warehousing
[2:04:52]
warehousing sales tax being one of them
[2:04:55]
um and what we've learned is that in the
[2:04:59]
first meeting we had over 220 attendees
[2:05:01]
housing homelessness warehousing these
[2:05:04]
are all issues that impact us
[2:05:05]
differently than other areas of the
[2:05:07]
state and so being able to put the
[2:05:09]
numbers together through Kel cities has
[2:05:11]
been very important with that being said
[2:05:13]
we also have an incoming president from
[2:05:15]
rancha kukamonga um council member Lynn
[2:05:19]
um gosh dang it I'm forgetting ly
[2:05:21]
Kennedy thank you um she'll be our
[2:05:23]
incoming president and so we'll have a
[2:05:25]
regional president and I'm really hoping
[2:05:27]
that uh between the collaboration of
[2:05:29]
both of those divisions we really move
[2:05:31]
some some good policy forward next year
[2:05:33]

well it would be my suggestion we stay

with League of cities at least for the

to mention was the fact that for the
[2:05:58]
first time we're linking with three
[2:06:00]
other counties that has never happened
[2:06:01]
before that's a huge positive step um
[2:06:05]
and that's while acknowledging maybe the
[2:06:07]
last year was not the strongest year
[2:06:08]
that we've had because of the
[2:06:10]
transition but I would also sort of want
[2:06:13]
to wait on the contract cities simply
[2:06:15]
because they're really just sort of
[2:06:18]
establishing in um Riverside County
[2:06:22]
um I don't think they have that many
[2:06:24]
cities and I think they're also kind of
[2:06:27]
reeling because the Three Counties
[2:06:29]
coming together has never happened
[2:06:31]
before so it would
[2:06:33]
be my recommendation that we go ahead
[2:06:36]
and we we stick it out for another year
[2:06:38]
and just kind of see what happens
[2:06:39]
because I really do see some positive
[2:06:41]
things
[2:06:46]
happening do we that's a motion oh go
[2:06:51]
for my next
[2:06:52]
yeah we're going to be discussing uh the
[2:06:54]
Supreme Court decision on homelessness
[2:06:55]
and homelessness encampments uh we're
[2:06:57]
going to have a really good panel to
[2:06:59]
discuss that so I encourage all of you
[2:07:00]
to come out to that it'll be September
[2:07:02]
9th I'll be sending out the flyer early
[2:07:04]
next week thank

and uh kind of just keep an eye on the
[2:07:13]
contract cities and see how they grow

and and I'd like to see how this Tri

County thing works by the way another

piece of that is that we are position in
[2:07:22]
ourselves in terms of the tech bridge
[2:07:24]
and the reason I'm bringing up the tech
[2:07:26]
bridge is because we are the center it's
[2:07:29]
not something that can be taken from us
[2:07:31]
by an education U Consortium although
[2:07:34]
parts of it are a little bit but we are
[2:07:37]
in the center of it and I I am hoping
[2:07:40]
that we might be able to within the
[2:07:42]
Norco Corona maybe the Eastville area we
[2:07:45]
might be able to utilize League of
[2:07:47]
cities to help us strengthen the tech
[2:07:49]
Bridge nobody else has what we have have
[2:07:51]
in our city so we're not just a one
[2:07:53]
horse Town we're not just a sports
[2:07:55]
Capital we could actually be a technical
[2:07:57]
hub for the entire Riverside sanino
[2:08:00]
County so it be nice to have help to do
[2:08:03]

through um the office of uh management

and budget uh the state requirements

basically uh requires us to uh procure
[2:13:08]
recycled product and is setting
[2:13:10]
standards and uh specifications on on um
[2:13:15]
our paper products and as well as some
[2:13:16]
organic uh products and the Office of
[2:13:19]
Management and budget uh is announcing
[2:13:22]
um changes to the uniform grants
[2:13:25]
guidance and with that um we also uh
[2:13:29]
will be uh notifying staff of those
[2:13:33]
requirements uh once this uh passes um
[2:13:37]
our our uh policy or sorry excuse me our
[2:13:43]
um our city ordinance currently doesn't
[2:13:46]
require changes for the federal
[2:13:47]
requirements because we uh have a line
[2:13:50]
just saying that we're going to comply
[2:13:52]
with those requirements but the Recycled
[2:13:55]
product we don't have that specific
[2:13:56]
language in there so we are recommended
[2:13:58]
to add that section for the Recycled
[2:14:01]
purchasing and with that if you have any
[2:14:05]

administering that Grant and then how or

when are audits for compliance

required to um report on some of the

numbers on this so that I don't have the
[2:14:47]
specifics but we could uh look into that
[2:14:50]
to to see when those requirements will
[2:14:52]
be so essentially since we've applied
[2:14:54]
for the grant we have to meet the
[2:14:55]
requirements and then we
[2:14:57]
self-report I I I don't know the the
[2:15:01]
details of the grant itself but I could
[2:15:03]

that is coming is a need for recycled

water and I know it's very expensive and

know we can't do it overnight but what I
[2:19:22]
would like to do is at least begin the
[2:19:24]
groundwork and have discussions on how
[2:19:27]
to begin to expand recycled water not
[2:19:30]
only to our Parks but into our cities I
[2:19:32]
know it's a huge lift but I think that
[2:19:35]
given the fact that the state refuses to
[2:19:40]
create storage I think that we need to
[2:19:42]
begin to include that the other thing
[2:19:45]
I'd also like to include I really liked
[2:19:47]
uh Greg's idea in terms of the putting
[2:19:49]
out the fires where the number one fire
[2:19:51]
zone in the entire United States so I'd
[2:19:54]
like to discuss what's that water
[2:19:56]
storage system cost
[2:19:59]
calledd helah hydrant or hel pod I'd
[2:20:02]
like to discuss putting a couple of
[2:20:04]
those in if it's possible I have no idea
[2:20:06]
but then the other thing is I'd like to
[2:20:08]
have a discussion on recycled water and
[2:20:10]
utilizing it because we're about ready
[2:20:12]
to get a whole bunch of recycled water
[2:20:14]
from the in fact we're already getting
[2:20:15]
it but I think that uh I'm not talking
[2:20:18]
this isn't tomorrow this isn't next week
[2:20:20]
but if we have a plan for the next 25
[2:20:22]
years as we're putting in
[2:20:24]
infrastructure uh we're doing a lot of
[2:20:26]
Street work there's no re well maybe
[2:20:28]
there is a reason but at least we look
[2:20:30]
at as we break open streets we begin to
[2:20:33]
put in Rec recycled water lines when we
[2:20:35]
can so I'd like to agendize that to at
[2:20:38]
least have a
[2:20:39]
discussion can we have a workshop on
[2:20:41]
that would you is
[2:20:43]
that whatever I mean I'm I'm open to
[2:20:46]
that so to have a workshop on that to
[2:20:48]
talk about water and the other thing too
[2:20:52]
is AG meters I mean all these things are
[2:20:53]
trying to do with a farm to Fork farming
[2:20:56]
I think I think a workshop would be

like it or not I I have no trust in
[2:21:27]
Edison in terms of what they want to run
[2:21:29]
down our throats and in fact one of the
[2:21:31]
things that makes me frustrated about
[2:21:33]
the league of cities just so we're clear
[2:21:35]
is that that's one of the areas we don't
[2:21:36]
stick together so we're going to have to
[2:21:38]
protect ourselves in the event of a fire
[2:21:40]
I think I think Greg's Greg's idea is an
[2:21:43]
excellent one so we talk about that and
[2:21:45]
we talk about recycled water okay and
[2:21:48]
with the use for a because I've had
[2:21:49]
questions about that as well yep so
[2:21:51]
those would be the three topic using the
[2:21:53]
Recycled water for agricultural uses
[2:21:55]
within the city and how we could make
[2:21:57]
that work before the infrastructure is
[2:21:59]
put in place so a water Workshop that
[2:22:01]
covering those topics yes okay
