[2:56] Catherine thought it might be wise to

[2:57] introduce you to what we've been working

[2:58] with for the last few months. And it is

[3:02] called Uplift North Canton. And I just

[3:04] want to read for you the mission

[3:05] statement that we have for the

[3:06] organization. Uplift North camp exists

[3:09] to bring people together through

[3:10] service, compassion, and volunteerism to

[3:13] beautify our city, support our

[3:15] neighbors, and strengthen our

[3:17] community's pride.

[3:19] 2026 is the inaugural year year for this

[3:22] event. Um, uh, Saturday, September 12th

[3:25] is is when this event is actually going

[3:27] to happen, which I'll explain here in

[3:28] just a moment, but we're hoping it's

[3:30] going to become an annual event that's

[3:31] going to take place every year in

[3:33] different areas of our city.

[3:36] So, Uplift North Canton is a community

[3:39] project that's aimed at improving our

[3:41] neighborhoods in bringing together our

[3:44] community in faith and in service to one

[3:46] another. Neighbors helping neighbors

[3:48] thing. Uh, this initiative is a

[3:51] collaboration between the North Canton

[3:53] Ministerial Ors,

[3:55] the city of North Canton, uh, the school

[3:58] system as well as a few of the other

[4:00] organizations in town. And uh it

[4:04] represents our commitment to make an

[4:05] impact upon the community to better the

[4:07] community and to bring us together and

[4:09] closer working in a more close

[4:12] relationship.

[4:14] What it is is we're focusing on a group

[4:16] of our neighbors to provide them with

[4:19] outdoor home repairs and improvements at

[4:22] no cost to the homeowner.

[4:24] And that's going to be things like

[4:26] weeding and mulching, cleaning out

[4:27] gutters, uh trimming bushes, uh yard

[4:31] cleanup, uh first story gutter cleaning,

[4:33] power washing their homes, that type of

[4:35] thing we're going to be doing. And

[4:36] throughout this project, we want to

[4:37] bring people together through service

[4:38] and compassion and volunteerism,

[4:41] supporting our neighbors, and in as a

[4:44] result also bringing along the community

[4:47] pride.

[4:49] And this organization started when the

[4:52] North Kent Ministerial Association

[4:53] observed the work of other organizations

[4:55] in other cities that were having an

[4:58] impact on improving their neighborhoods

[5:00] and their cities. And we're talking

[5:02] things like Impact Masselon and Impact

[5:04] Canton and First Serve Akan that we look

[5:06] to as examples of things that can be

[5:08] done here. And Impact Masson is one has

[5:10] existed the longest in in this uh this

[5:13] area. Um, Impact Masselon and First

[5:17] Serve Akran are both led by church

[5:19] groups. First, uh, if you look at impact

[5:22] mass, they're led by the Masslin

[5:23] Association of uh, churches and then the

[5:30] first serve Akran is led by the uh,

[5:33] first community church in Hudson.

[5:36] Now, impact Canton is a little bit

[5:38] different. there led by the community

[5:39] building partnership whose CEO is Kathy

[5:42] Katazar Perry who had been the longtime

[5:45] mayor of Masselon and probably seemingly

[5:47] took that idea over to Canton because

[5:49] they had their first event this summer

[5:51] already in improving some areas in

[5:53] Canton.

[5:55] But Uplift North Canton is kind of a

[5:57] hybrid between those two. It's actually

[5:59] uh been proposed originally by the North

[6:02] Canton Ministerial Association to the

[6:03] city of North Canton. We had a meeting

[6:05] with the mayor and with the city

[6:07] administrator and a few others in the

[6:09] city and we came up with an enthusiastic

[6:13] support from the city and decided to

[6:15] collaborate on this effort to bring

[6:17] everybody together in working towards

[6:18] the goal of of

[6:21] improving the city but also improving

[6:24] relationships of the neighbors within

[6:26] this city.

[6:27] So a steering committee was established

[6:30] and consisted of members of the

[6:31] ministerial association, some of the

[6:33] administration of the city of North

[6:35] Canton, some members of the North Canton

[6:37] city school system and worked to develop

[6:40] the details and structure of the project

[6:42] and some members of the steering

[6:43] committee you may already know.

[6:45] Katherine Lonar is on the steering

[6:46] committee. Michael Elkins is on a

[6:48] steering committee. Uh Kyra Baker from

[6:50] the mayor's office is on the steering

[6:52] committee as well as um the assistance

[6:56] athletics director uh at the high school

[6:58] and the care uh team family support

[7:01] specialist at the high school is also

[7:03] part of that steering committee as well

[7:05] as five members of the ministerial

[7:06] association uh making up that group.

[7:10] So to get us off the ground we thought

[7:13] why reinvent the wheel. So we went and

[7:15] enlisted the the help of the former

[7:18] longtime director of impact mass. He had

[7:20] done it for quite a few years and he

[7:22] also consulted for impact canc and he

[7:24] helped us develop some of the groundwork

[7:26] of the of the program that we need and

[7:27] of course we came in working on about

[7:29] half the length of time that they

[7:31] normally require. So we were kind of

[7:32] pushing our way through it.

[7:35] Now, neighborhoods are chosen in areas

[7:37] where residents we feel can benefit the

[7:39] most from the exterior home repairs and

[7:41] yard cleanup and volunteer work uh in

[7:44] the city. And Uplift North Canton met

[7:47] with the city uh or and city officials.

[7:50] They gave us some input. They gave us

[7:52] recommendations. Uh we solicited the

[7:55] residents of an area that they pointed

[7:57] us towards and uh sent them letters

[7:59] ahead of time. the mayor sent a letter

[8:01] of of support and then we moved door to

[8:03] door and talked to everybody on the

[8:04] street. Um the areas that were selected

[8:08] basically we felt would were appropriate

[8:11] because they might have a number of

[8:12] elderly or disabled people on the

[8:14] street. Uh they may have people on fixed

[8:17] income, single family or single parent

[8:20] households and thought they would be the

[8:22] best to benefit from what we could do

[8:23] for them as volunteers.

[8:26] So, uh, once that neighborhood is

[8:28] selected, every resident on the street

[8:30] is asked to participate. We aren't just

[8:33] picking one or two houses. We ask

[8:35] everybody on the street, would you like

[8:36] to participate? And we have received

[8:38] this year about 25% participation of

[8:41] actually a little over 25% participation

[8:43] of the homes, homeowners that we uh

[8:46] invited to participate. Now, we did

[8:48] exclude rental homes. Uh, we were only

[8:51] looking for folks who actually owned the

[8:52] homes they lived in. So, uh, this year

[8:55] we selected a neighborhood in Ward One.

[8:57] Remember McCleaster's, uh, home

[8:59] territory there, and we're going to be

[9:02] actually working on two different

[9:03] streets that are about two blocks apart.

[9:05] They're very close to each other. So, we

[9:07] solicited the interest of those

[9:08] residents and uh, have met with them to

[9:11] determine exactly what they need done in

[9:13] their home. And one of the people

[9:16] working with, we're going to be

[9:17] rebuilding a set of stairs up to their

[9:18] front door for a person who's blind. We

[9:21] had another person who came out and

[9:22] said, "I'm really not interested. I'd

[9:24] really do a lot more work outside, but

[9:26] I've got neuropathy in both legs and

[9:27] feet and I really can't get outside and

[9:28] do the work that I should be doing." And

[9:30] he finally said, "You know, I could use

[9:32] some help." And so, we're going to be

[9:33] working on his yard doing some bush

[9:35] trimming and some mulching and things

[9:36] like that. We've got some new folks just

[9:38] moved into the neighborhood. They're

[9:40] looking for some help getting getting

[9:41] kind of started what's going on there.

[9:43] So, there's a lot of different reasons

[9:45] and and different types of things we're

[9:47] doing in those areas.

[9:49] But I really want to make a point that

[9:51] this is strictly a volunteer

[9:52] organization. No one gets paid. Nobody

[9:55] there's no money that's going to be

[9:56] profiting from this. Everything that

[9:58] comes into donations for this is going

[10:01] back out in projects. And

[10:05] we are actually getting donations from

[10:08] different areas, different uh groups in

[10:10] the city right now. We have gotten some

[10:13] corporate sponsorship. We've gotten

[10:14] churches that have kicked in some money.

[10:16] We've got some individuals that have

[10:17] contributed to that also. But there's

[10:19] also some of the areas that are going to

[10:20] be contributing materials. They're going

[10:22] to be contributing services. They're

[10:24] going to be contributing uh employees

[10:26] possibly to help us do the work that we

[10:29] need to do in town. And it's really just

[10:32] boils back down to we're just a bunch of

[10:35] neighbors trying to help each other,

[10:36] help our neighbors in the community. And

[10:38] again, we really anticipate kind of an

[10:40] annual event uh affecting different

[10:43] areas of our community going to go

[10:44] around to each year and find a new area

[10:46] to work on.

[10:48] the whole city's going to benefit in the

[10:50] long run. So, we look forward to to

[10:52] really uh working together to make

[10:54] Uplift North Canton a success, starting

[10:57] small this year to make sure we can be

[10:58] successful before we spread it out after

[11:00] that. But we really want to make a

[11:02] lasting impact for everyone in the city.

[11:08] volunteered to help work. So, again, if

[12:12] too. So it is going to be a really

[12:14] communitywide event. It's not just this

[12:16] little group or that little group. It's

[12:18] really, you know, people getting a lot

[12:19] of folks from different areas coming

[12:21] together to do the work. Do

[12:40] Bernards and Lowe's and Home Depot. We

[12:42] don't have all that yet, but we're

[12:43] hoping the first year will get it

[12:44] started and the momentum will catch on.

[12:49] going to say direct people to the

[12:50] website. you can donate right through

[12:52] there. Um, and uh, you know, we've

[12:54] gotten, like you said, a few sponsors,

[12:56] few donations. Hopefully, we'll get

[12:59] volunteer, you'll get a shirt. Probably

[18:14] administration very closely in terms of

[18:16] setting priorities for the plan. Um, you

[18:19] know, helping guide the administration

[18:21] um in the implementation of of a plan.

[18:24] So, it really is u it's an inclusive

[18:28] position if you will um advisory only

[18:31] you know um but again it's it's helping

[18:35] the city meet the needs of uh parks and

[18:38] recreation here in the city of Kansas.

[18:40] Would they be like helping out in cases

[18:42] where we're doing things like

[18:43] fundraising and whatever for projects?

[20:32] like the idea that it is a grant and

[20:34] administration or parks like to

[20:36] elaborate a little bit on this.

[20:38] >> Sure. This is a grant uh from the

[20:39] Mosskum watershed conservation district.

[20:41] Funds I believe are generated through

[20:43] revenues of oil and gas. Um the

[20:46] application in in this particular um

[20:49] grant application is for Rotary Park. Um

[20:53] when you read through the master plan,

[20:54] you look at some of the recommendations

[20:55] for Rotary Park. Um there's

[20:57] recommendations for additional

[20:59] amenities. And so one of the things that

[21:01] we'd like to do is create a

[21:04] perimeter trail around the property

[21:06] boundary of Rotary Park and making a

[21:08] connection to Lois Avenue u providing

[21:12] access um to those residents into a

[21:16] public park walking path which would

[21:19] total around 3,000 linear feet. Um so

[21:24] one point I think 1.76 loops would be a

[21:27] mile. um but also connects really nicely

[21:30] to Apple Growth as well. Um so we are

[21:33] requesting $40,000 from the Mskeum um

[21:38] wershed conservancy for this particular

[21:41] project.

[21:42] This would be a 2027 project. The

[21:45] application is due September 1 with

[21:47] notification going out to recipients in

[21:49] November. Um so again, we'd probably

[21:52] implement this project in 2027.

[21:55] What would the total project cost us?

[21:58] >> So, the total project would cost us uh

[22:01] roughly $50,000. Uh so, $10,000 uh that

[22:05] we'd be on the hook for. There is a

[22:07] requirement for a 10% match of the

[22:10] $40,000. Um but I also like to budget a

[22:12] little bit of a contingency for things

[22:14] that just happen to occur during

[22:16] construction projects. Um those things

[22:19] happen. Um, not only are we looking at

[22:22] uh the trail around Rotary Park, but um

[22:26] the city also was notified earlier this

[22:28] year of a $50,000 grant award from the

[22:30] state of Ohio, which we were looking at

[22:32] expanding parking, which if you're going

[22:34] to invite people to the park, you need

[22:36] more parking. So, we will certainly um

[22:40] firm here shortly to develop that plan

[22:42] as well. So, Mr. or to answer your

[22:44] question, both projects, um the parking

[22:47] lot project, the trail project, roughly

[22:49] $100,000 of that, um the goal is to have

[22:53] 90,000 of that funded through grants.

[28:50] So, as Mayor Stroya said, yes, City Hall

[28:52] is still under construction. Um wanted

[28:55] to talk just a little bit about how

[28:57] that's going as well as the fire

[28:59] station. So, um we're excited that we're

[29:02] going to have improved and more

[29:04] functional spaces for our safety forces.

[29:07] Um police department renovations going

[29:10] well. Like all renovations, not going as

[29:13] fast as any of us would like. I think

[29:15] especially our officers, we appreciate

[29:17] them being willing to put up with the um

[29:22] invasion of their space, but I think the

[29:24] results will be well worth it. It it is

[29:26] going very well. A lot of uh important

[29:29] transformative changes already on that

[29:31] first floor of the building. Uh building

[29:34] a new conference room in the lobby right

[29:36] now. Uh that's one of the more visible

[29:38] improvements. But as Chief Kemp could

[29:40] attest, there's a lot of uh great stuff

[29:42] going on behind the walls of the police

[29:45] department as well. Uh similar story

[29:48] with the fire station. That's um I I'll

[29:51] knock on this wood. That's going very

[29:53] smoothly so far. Uh everything's on

[29:55] schedule. Uh foundations are in for the

[29:58] building. A lot of the subsurface work

[30:00] involving utility connections, electric,

[30:04] um waters, and so forth is going in. So,

[30:08] I know you've seen some changes

[30:09] [clears throat] on the site, but a lot

[30:10] of the work has been below the surface.

[30:13] I think in the next couple weeks, you'll

[30:15] start to see more visible changes. And

[30:17] the hope is to get um you know, a lot of

[30:20] the building fundamentally put together

[30:22] before the weather turns and so the

[30:25] contractors can start to focus on on the

[30:27] inside. We're still looking at July,

[30:30] late July, early August next year for a

[30:33] completion date. So, um that was what I

[30:35] had.

[30:42] Pool, we are working with a local

[30:44] company out of Cleveland to schedule a

[30:46] time to come in and and not only scan

[30:49] the floor and the walls of of the pool,

[30:50] but also do the pressure checks on all

[30:52] of the the plumbing within the pool

[30:54] itself. That will help us understand um

[30:58] where we might have some issues with the

[31:00] pool. Um, and if there's anything under

[31:02] the floor of that pool that that shows

[31:04] is the void, then the next step would

[31:06] likely be uh GPR, ground penetrating

[31:10] radar. So, one step at a time. The pool

[31:13] will be closing here in a few weeks. Um,

[31:16] so we'll get on top of that as soon as

[31:17] we can.

[36:41] pattern this morning. And I have faith

[36:43] that it will work its way out and get

[36:48] police department. They were there. Um,

[36:51] I saw at least three officers helping

[36:53] out. Um, I know our fire department has

[36:55] assisted with some drone picture taking

[36:58] that's going to maybe assist with

[36:59] observing some traffic patterns and so I

[37:02] think we have great safety services here

[37:03] assisting with all that. [clears throat]

[37:07] so we'll look forward to that. Um,

[37:10] our city services have been really busy

[37:11] in W 2 where I live. Um, we've got the

[37:14] Weber and Ninth um, water project going

[37:17] on and I mean there's a lot of trucks

[37:18] over there so you see a lot of cones. I

[37:21] mean, where I live, I hit that project

[37:22] first and then I keep going west on

[37:24] Seventh and then I hit our brand new

[37:26] Seventh Street widening project. So,

[37:28] more cones. Um, I don't know who's out

[37:30] there resetting those cones on a daily

[37:32] basis, but that's like a part-time job

[37:34] in itself. Um, and so, you know, but

[37:37] that and then you add in the the middle

[37:39] school project and all the things that W

[37:41] 2, this kind of looks a little bit like

[37:43] a war zone right now, but it's all good

[37:44] things leading to better things. So, um,

[37:47] I pack my patients every time I leave

[37:49] the house and I think we'll get there.

[37:50] Um, so thank you for everyone working on

[37:52] those projects. Um, and like you said, a

[37:54] lot of tree damage, a lot of storm

[37:56] damage. We've had some crazy storms in

[37:57] the past week or so and I know that

[37:59] we're out really fast and really quick.

[38:04] and we text. I mean, it seems like it

[38:06] they're on it pretty fast. So, I wanted

[38:16] feedback from me. I'm a very vocal

[38:24] really good conversations. So I'm

[38:26] hopeful that that will work out well and

[38:29] um we'll see even a better season yet

[39:30] forming an advisory board and hearing

[39:33] that we've got, you know, multiple

[39:34] grants that we're seeking, it's I don't

[39:37] know, it feels really good and I'm

[39:39] really proud of the work that we've all

[39:41] come together to do to kind of move

[39:44] parks and recreation forward and, you

[39:47] know, prioritize them a bit more here.

[39:49] And then Reverend Cop, as everyone else

[39:51] has said, thank you so much for the work

[39:54] that you're doing with Uplift. Um I'm

[39:56] really excited for the 12th and just to,

[39:59] you know, finally have a way to kind of

[40:02] address some of these things. So I know

[40:06] community, but to be able to start

[40:08] somewhere, it's it's a pretty big deal.

[42:37] Street. I know we got construction and

[42:40] I'm totally mindful of that. Not going

[42:42] to be difficult. I just think that it's

[42:44] important that um the people that are

[42:47] walking to mainly students whatot have a

[42:52] way to safely do that. Um as as well as

[42:56] anyone attending the football games.

[42:59] So, I guess I know that it's a school

[43:01] project, but I thought maybe between you

[43:05] guys, administration, and the school,

[43:07] maybe they could talk about moving back

[43:09] the construction fence that's on the

[43:11] other side of the sidewalk. I don't know

[43:14] how much material is there, dirt wise,

[43:17] what have you, but I think that it would

[43:20] be it would be a safer way to go if

[43:24] that's at all possible. Um I I know

[43:28] things are happening fast there. It may

[43:30] not, you know, be that long on the other

[43:33] side. I know they're working on both

[43:34] sides right now. So I'm mindful of that.

[43:37] But there's some concerns I've got is we

[43:39] do have a lot of cars. As Holly said, we

[43:42] do have a lot of uh new drivers. I think

[43:45] it would be important.

[43:50] we can figure something out with that.

[44:54] efforts. Uh, as far as the parks plan,

[44:57] um, I'm glad that we were able to move

[45:02] discussion um, over the many meetings. I

[45:07] am thankful that the administration will

[45:10] uh

[45:12] take all of our input seriously and

[45:15] importance to each matter. Just wanted

[45:18] to say thanks to the group that made the

[46:08] appreciated that. Um, I am also very pleased that after extremely

[46:14] significant discussion that spread out

[46:16] over multiple meetings that allowed for

[46:18] feedback from everyone that we are

[46:20] moving forward with the pros plan and

[46:22] I'm excited that Mr. Elkins will have an

[46:24] opportunity to execute. So, there's

[46:26] ideas that I'm sure he has. Um, also

[46:29] like to thank Mr. Elkins and Miss Karina

[46:31] for full updates. Um, [clears throat] I

[46:34] had some residents asking me quite

[46:36] specifically about the amount of water

[46:38] leakage that was happening and the cost

[46:41] that may be associated with that and so

[46:43] I appreciate the action that's now being

[46:46] taken to look very extensively at that.
