Thank you all for joining us. Take a
[1:26]
look at the agenda please
[1:31]
and to see if this is um
[1:35]
something we can approve for today.
[1:42]
Tracy, I'd like to add a discussion
[1:45]
item, even if it's a no report today,
[1:48]
just so we can get it back on the
[1:51]
in our view, and that would be to add a
[1:54]
development/implementation
[1:55]
of a maintenance plan, please.
[2:05]
I think that is fair to add. Anybody
[2:07]
else have a comment?
[2:11]
I make a motion to approve
[2:16]
» as amended.
[2:17]
>> Has changed.
[2:18]
>> As changed. Sorry. Thank you, Cynthia.
[2:21]
I'll second that.
[2:24]
And all in favor?
[2:27]
guys? Down the
[2:30]
>> You're having your own meeting.
[2:32]
>> All
[2:33]
>> Yeah. You're having your own meeting,
[2:36]
>> Joseph? Yeah. Um all in favor of the
[2:39]
agenda with the addition of development
[2:42]
and maintenance plan
[2:45]
>> here. Yes.
[2:46]
>> I captain.
[2:48]
>> Wonderful. Thanks, Robert.
[2:51]
Okay. The next is approval of the
[2:53]
minutes from July 9th of our regular
[2:56]
meeting which were attached.
[3:00]
>> On these fancy pads we have now.
[3:02]
>> I know.
[3:05]
>> Thank you, Kim. Yes.
[3:08]
I will make a motion to accept and
[3:10]
approve the minutes as presented.
[3:15]
Anybody second? I'll second that.
[3:20]
And I'll approve.
[3:25]
» All right.
[3:30]
» Oh,
[3:33]
yeah.
[3:38]
» [laughter]
[3:46]
» So an all in favor
[3:49]
I
[3:52]
>> and I think I already heard you Robert
[3:54]
correct.
[3:55]
>> Wonderful.
[3:56]
>> Yes ma'am.
[3:58]
>> Thank you. At this time we would like to
[4:01]
entertain any public comments.
[4:04]
And we do have somebody in the room.
[4:06]
Please help yourself to the mic and
[4:09]
introduce yourself. Let us know why
[4:11]
you're here.
[4:12]
>> So, my name is Adam Connley. I am the
[4:14]
worker supervisor for Island County
[4:16]
Juveninal Court Services. Yep. Someone's
[4:18]
already got my card out there. I was
[4:19]
going to hand hand out some more. So, um
[4:23]
I am here tonight to actually discuss a
[4:25]
project that the youth uh from the
[4:27]
Juvenile Detention Center had uh
[4:29]
completed and they're hoping to get
[4:31]
installed at the skate park. So, they
[4:33]
designed and handbuilt a bench out of
[4:36]
old skateboard decks um completely by
[4:39]
themselves. Um and they are extremely
[4:42]
proud of it. We've been uh my
[4:44]
predecessor uh kind of um had been
[4:47]
working on trying to get it out to the
[4:48]
skate park including a complete redesign
[4:50]
cuz it used to be an old anorand style.
[4:52]
They had the legs kick out in the back
[4:54]
so it was more of like a lounge chair
[4:56]
kind of a thing. They said it was a
[4:58]
tripping hazard. So the youth then did a
[5:00]
complete redesign. So it was more of a
[5:01]
upright bench um and kind of hit all the
[5:05]
check marks for the safety that they
[5:07]
were given at the time. Um and now we're
[5:10]
told um it just basically needs a coat
[5:12]
of uh clear coat to protect it from the
[5:15]
weather. Um and it's ready to go um and
[5:18]
be installed outside. And then we
[5:20]
started asking around for um how we go
[5:22]
about getting this bench put down at the
[5:25]
skate park for the youth. So they have
[5:27]
uh you know their little thing down
[5:29]
there that they're proud of and um
[5:30]
they're already designing future
[5:32]
projects to go down there if we can get
[5:34]
um this installed. And so we took the
[5:38]
bench to national night out where um the
[5:40]
public loved it. They fell in love with
[5:42]
it. They were amazed that the kids uh
[5:44]
built that with no power tools, anything
[5:46]
like that. Um, so I was told to go
[5:48]
online, fill out the application for the
[5:50]
art commission, which I did. Um, I don't
[5:52]
know if you guys have seen that yet, and
[5:54]
then uh come to the uh meeting here to
[5:57]
potentially uh discuss that. And then if
[6:00]
uh the art commission uh approves it,
[6:03]
then it will go up to the city council
[6:05]
to get approved for final installation.
[6:10]
>> Well, thank you. Um, were there any
[6:12]
pictures included in your
[6:16]
>> online? Oh,
[6:19]
>> no. I
[6:27]
» the back and the bottoms of like
[6:28]
skateboards and they built it and they
[6:30]
put it on like STE is it steel rebarb?
[6:33]
>> Uh, no. It's a 2x4s. They cut. I didn't
[6:36]
know if the bottom was steel of what they put it on, but it's it's
[6:40]
beautiful like and you were just talking
[6:43]
about how like everybody was raving
[6:45]
about it at night out and I was so glad
[6:47]
that you know we connected there. So,
[6:49]
I'm glad you did what you did and
[6:51]
hopefully we can figure out things and
[6:54]
get things taken care of.
[6:56]
>> Absolutely.
[6:57]
>> Um I'll ask Craig then. Have you seen
[7:00]
this submission yet?
[7:02]
>> Uh yeah. Yeah. So, at this point, it
[7:03]
doesn't necessarily need to be a normal
[7:04]
project if the art commission wants to
[7:06]
talk about it. What we were going to do
[7:08]
is get all the background details and
[7:10]
present it at the next meeting and we'll
[7:13]
have basically the cost of installation,
[7:15]
just everything that we would know on
[7:16]
our end of it just to make sure that we
[7:18]
have that final detail for you. Uh, you
[7:21]
would then be able to approve that
[7:23]
recommendation and we would then bring
[7:24]
the recommendation to the council.
[7:27]
>> Perfect. And then I'll just add Brandon,
[7:30]
maybe if you could maybe not write this
[7:32]
on the on your on the spot, but you
[7:34]
know, address the issue of maintenance
[7:37]
since that's part of our conversation.
[7:40]
Um to look at how it's being um coded
[7:44]
and all of that and if there's going to
[7:47]
be any um recommendations from your side
[7:49]
of things. But um would like to open it
[7:52]
up if any of the commissioners or
[7:54]
>> We could even like rotate boards out
[7:57]
like for skaters that if they become
[8:00]
like not like usable to sit on or
[8:03]
whatever like
[8:04]
>> absolutely that would be kind of cool
[8:06]
actually. And then some for that put a
[8:09]
new one in and they're already um the
[8:12]
youth have already designed uh hangers
[8:14]
to potentially go around where they can
[8:15]
hang their skateboards off of old
[8:17]
skateboard decks so they have a safe
[8:19]
place to put them. Um they have designed
[8:22]
a table. I mean we don't want to see the
[8:25]
youth in the detention center but
[8:26]
they're you know they're very excited
[8:29]
about uh this project and uh you know
[8:31]
trying to get it out there and there was
[8:34]
one youth who actually worked on the
[8:36]
project who was at national night out
[8:38]
and I saw him walk by about four or five
[8:40]
times and he wouldn't come up and talk
[8:42]
to us but he always had somebody else
[8:44]
with him and he's like look at what I
[8:45]
did. [laughter]
[8:47]
Valerie and then the just the upkeep of
[8:51]
the park. We haven't really done
[8:52]
anything since we did the one initial
[8:54]
thing of the painting and like pulling
[8:57]
the weeds and all that. Maybe that's
[8:59]
something we can get on the agenda and
[9:01]
then correlate with them. Absolutely
[9:04]
hours so that way they can write that
[9:06]
off, you know,
[9:08]
>> they want to be done and [laughter] I
[9:09]
would love to have another work party
[9:11]
out there.
[9:11]
>> Yeah.
[9:13]
>> And the pool too. The pool is right
[9:15]
there. So, and the uh tea park uh the uh
[9:21]
>> ballpark is right there as well. So,
[9:23]
there's all these things that we can
[9:24]
like get them into. So,
[9:27]
>> Joseph,
[9:28]
>> you're lucky Craig didn't tell you
[9:30]
there's a process.
[9:32]
[laughter] Um
[9:34]
but, um I love the idea of this and
[9:37]
especially love the idea that the
[9:39]
maintenance would be done by the kids,
[9:41]
that they could be responsible for
[9:42]
keeping it right. that's been part of
[9:45]
the creation of something. So, I think
[9:47]
that should be considered in the
[9:48]
maintenance plan.
[9:50]
>> Cynthia,
[9:51]
so I am very excited about this idea.
[9:55]
One, uh, just to remind commissioners,
[9:57]
the skate park um, program that we
[9:59]
started a year ago is still on our list
[10:01]
of ideas and it's ranked in there so we
[10:04]
won't lose sight of that. Valerie, um,
[10:07]
this could test our fasttrack
[10:10]
procedure because there is a process.
[10:12]
It's opened on Sabrina's table reviewing
[10:15]
what Tracy and I had um submitted as a
[10:17]
draft. So, we could just maybe pair the
[10:20]
document with the idea and get get you'd
[10:23]
be the first one fasttracked through up
[10:26]
to council. So, I I'm excited about it.
[10:28]
Thank you very much for being here
[10:29]
tonight.
[10:30]
>> Absolutely. Thank you so much. And you
[10:32]
guys have my card, so um you can reach
[10:34]
out to me through email and we can um
[10:37]
set up additional meetings as needed.
[10:40]
Sandy, did were you wanting to make a
[10:43]
comment, please?
[10:44]
>> Yes. Thank you. Could I get one of your
[10:46]
cards, too?
[10:47]
>> Absolutely.
[10:47]
>> Thank you. And I'm excited to see I'm
[10:49]
excited, you guys, to see this. No, I'm
[10:51]
not sharing yours. I'm
[10:55]
>> Thank you.
[10:56]
>> You're welcome.
[10:57]
>> I'm excited to see this come up through
[10:59]
uh commission to council. I It I've been
[11:01]
grinning ever since he started talking.
[11:04]
My one of my
[11:04]
>> I'll just say I was with my family at
[11:06]
night out and my husband walked away.
[11:09]
>> [laughter]
[11:09]
>> It's like, "Okay, Valerie, you're doing
[11:11]
your thing. We'll see you later."
[11:13]
>> Yeah. Yeah. So, yeah, I I'll be excited
[11:16]
to see this get fasttracked if we can do
[11:18]
it. Thank you.
[11:20]
>> Any other comments or anything that you
[11:23]
want to add?
[11:24]
>> No, I don't have anything else. Do we
[11:27]
want to use Carllin uh Carla as a
[11:30]
Freedelland as a contact because she
[11:31]
kind of spearheaded that to begin with
[11:34]
or now
[11:36]
just to help or like to spread the word?
[11:39]
>> We can always um reach out to Carla and
[11:42]
see if she would be
[11:43]
>> I just know that she kind of initially
[11:45]
started it and she was
[11:47]
>> she'd probably at least want to with the
[11:49]
landscaping maybe.
[11:53]
» Okay.
[11:54]
>> Yeah. Thank you so much
[11:59]
» in person as well as submitting it
[12:01]
formally. We appreciate that.
[12:05]
>> Okay. [laughter]
[12:07]
Thank you.
[12:12]
» Were there any um other public comments?
[12:16]
>> I did not receive any online public
[12:18]
comments.
[12:20]
>> All right. Um let's move forward to our
[12:23]
discussion action items.
[12:26]
A wouldbe weekly would be weekly times
[12:30]
article
[12:31]
for the art commission. What is our
[12:34]
status update please?
[12:39]
Who had that?
[12:42]
>> I was going to say was that um Joe and
[12:44]
Robert? Did you guys have a chance to
[12:45]
meet with Maggie?
[12:47]
>> Robert's going to address this. He's
[12:49]
been the in communication and
[12:50]
communication has been sparse.
[12:52]
Everyone's been busy. But we did receive
[12:54]
something and I went to an event today.
[12:57]
Um I forget Robert was his name Craig.
[13:01]
They were speaking to us from the
[13:02]
wouldbe Times or the WHB Weekly.
[13:08]
» Yeah. I met with Sam at the WHB Weekly a
[13:11]
couple weeks back. Uh she was supposed
[13:13]
to give us some numbers um to what it
[13:17]
would cost for us to get ads in. Um but
[13:21]
I have yet to hear back from her. She
[13:23]
was supposed to make a proposal and
[13:25]
everything and I haven't heard anything.
[13:26]
I was really wanting to form a
[13:28]
partnership and not necessarily pay her.
[13:30]
Um but yeah, that was something we were
[13:32]
supposed to be discussing and I've yet
[13:33]
to hear back from.
[13:39]
» I want to reiterate something I said at
[13:40]
the last meeting. A press release is a
[13:42]
newsworthy thing that should be
[13:44]
submitted to the media and they should
[13:46]
be thrilled to run it because they're
[13:48]
getting content. It shouldn't a press
[13:50]
release isn't something one should pay
[13:52]
to have produced. If they're running a
[13:55]
series on you and it's an advertorial
[13:57]
and where they're running advertising
[13:59]
for us, that's a little different story.
[14:01]
And a lot of times having owned some
[14:03]
newspapers, it'll go hand in hand. You
[14:05]
do an ad, they'll run a story. But I
[14:07]
don't believe a press release is
[14:09]
something we should be paying for flat
[14:10]
out.
[14:12]
So,
[14:13]
>> and Robert, yeah, you're you're correct
[14:16]
on that um definition. Um Robert, did you get a time frame um on when
[14:23]
you'd have those costs back?
[14:29]
» No, ma'am. Actually, uh she said she was
[14:32]
going to get back to me by the end of
[14:33]
the week, but that was like three weeks
[14:35]
ago. and I've reached out to her since
[14:37]
and haven't heard back. So,
[14:40]
>> I'm actually gonna shoot her a text
[14:41]
message right now as well.
[14:44]
>> So, I don't want to jump ahead on our
[14:46]
agenda too much, but um I attended in
[14:52]
Robert's place today that um
[14:55]
presentation done by the Whidby News
[14:57]
Times and I think it was called sound
[14:59]
source help me. Is that what it's
[15:01]
called? Source sound or sound edge
[15:03]
source. and it was um it was them
[15:06]
introducing packages for digital
[15:10]
advertising and what that those levels
[15:12]
look like. So, um, I was there as part
[15:15]
of the arts commission along with Craig
[15:17]
at the and Maggie for the city with
[15:20]
mayor and as part of my discussions with
[15:24]
Robert going forward with our next step
[15:26]
of ideas which include outreaches um,
[15:30]
priorities.
[15:32]
Um, we've begun putting some budgeting
[15:35]
numbers together. So, Robert, not to
[15:38]
overstep anything, but we did get a
[15:40]
package there at the event today that
[15:43]
will um Maggie and you and Joe can
[15:45]
review.
[15:49]
» Beautiful. And that's with Whidby News
[15:50]
Time. Should I still try to continue
[15:52]
with Whidby Weekly as well?
[15:54]
>> I think that would be wise. Yeah.
[16:00]
» Thank you. And I just want to add that
[16:02]
uh I think we we just need to look at it
[16:05]
at two separate ways going about it.
[16:07]
There's the advertising side and the
[16:08]
press release side. If we do want to do
[16:10]
a press release side, it's that's
[16:12]
something that we just need to meet with
[16:14]
Maggie, our communications officer. Uh
[16:16]
she handles that and she puts those
[16:18]
together and takes care of it with the
[16:19]
press. So um on that end
[16:23]
just consider it a separate avenue.
[16:29]
» Thank you. Any other discussion on this
[16:31]
topic or questions?
[16:38]
Okay, let's Oh, Valerie, please. No,
[16:41]
>> no. Um, my business just revamped their
[16:45]
website and with that, we've gotten
[16:49]
probably 90% more email submissions with
[16:52]
inquiries.
[16:54]
And so, I'm wondering if that might be
[16:56]
something. I know we just kind of did
[16:59]
this, but um you know, I just feel like
[17:03]
people don't know just like when Adam
[17:06]
was here when I saw him at night out, I
[17:08]
basically was like he was like, "What do
[17:10]
I have to do to get this bench here?"
[17:12]
And I was like, "Go online." He's like,
[17:14]
"Well, I had no idea."
[17:16]
So, I don't know if there's a way to
[17:19]
send out some kind of like mass in I
[17:23]
know uh Liz just put out her or not Liz,
[17:27]
sorry, you the new activity guide. Um,
[17:31]
but that was kind of like our avenue to
[17:34]
kind of reach people. But I don't know
[17:35]
if like an online thing. Um, Facebook
[17:40]
sadly is prominent here in O Carver. So
[17:44]
that might be another way to like send
[17:46]
out information so people know cuz I
[17:49]
just feel like a lot of like I see 100
[17:52]
plus patients a week nobody knows.
[17:56]
[laughter]
[17:56]
So the more we know the better. Like
[17:59]
even like volunteering for the music
[18:01]
festival or night out like nobody knew
[18:04]
to do that. So I mean do you guys
[18:07]
remember pickfest?
[18:10]
Pigfest.
[18:13]
Who? Raise raise your hand. Yeah. Right
[18:17]
before COVID no more. It was such a
[18:21]
wonderful thing to like come to this
[18:23]
community and like experience that and I
[18:26]
just feel like we're kind of
[18:30]
missing
[18:31]
since co something's happened
[18:36]
of like connecting.
[18:38]
So I'm not sure. Robert or Joseph. Yeah,
[18:48]
» there I think Maggie's probably really
[18:50]
overwhelmed with just marketing the
[18:52]
events for the city. I actually think it
[18:56]
might be great for all of us in our
[18:59]
workshop format to come up with some of
[19:02]
those things that we want to do and
[19:04]
create a marketing campaign or a
[19:06]
outreach campaign if you call it. and we
[19:09]
need to it's so much easier if we said
[19:12]
here are the things we want to promote
[19:13]
and market and then all they have to do
[19:15]
is put it together or even just put it
[19:17]
out there. So I feel like we need um
[19:21]
maybe we [clears throat] need to have
[19:23]
call it an outreach committee. I don't
[19:24]
want to call it a marketing committee
[19:26]
but maybe have a few people get together
[19:28]
and develop some content that can then
[19:30]
be pushed out.
[19:32]
Um, my understanding is that is the
[19:35]
committee that you and Robert make up at
[19:37]
this point.
[19:47]
So, in this
[19:50]
committee that you're just speaking
[19:51]
about, Joseph,
[19:54]
because Maggie is overwhelmed, uh, can
[19:57]
you put together, and I don't know if it
[19:58]
would be do that way, but can you not
[20:01]
just give her art ready stuff so she
[20:03]
doesn't have to do anything more than
[20:04]
bless it and release it?
[20:08]
>> I mean,
[20:09]
>> okay. Okay.
[20:11]
>> I I would definitely say that let's meet
[20:13]
with Maggie and find out what's easiest
[20:15]
for her. Um I we work with her all the
[20:18]
time through the department and I she's
[20:21]
extremely helpful and extremely
[20:23]
responsive as well. We just need to get
[20:25]
her involved. she'll tell us exactly
[20:27]
what we need and then uh as the
[20:30]
committee the outreach committee is then
[20:32]
a good idea to then just exactly what
[20:35]
you're saying but then provide the
[20:36]
things that would be easier for her to
[20:38]
provide cuz I know she is overwhelmed
[20:40]
but she's definitely going to need to be
[20:41]
involved in the process.
[20:43]
>> Oh, and I didn't mean she didn't. I was
[20:45]
trying to think of ways that would be
[20:47]
the easiest for her to go, yeah, we can
[20:49]
do this or no, we can and not really add
[20:51]
to her plate if we're going to if this
[20:53]
commission is going to do a lot more
[20:56]
advertising or something.
[20:57]
>> Sure.
[20:58]
>> Yeah.
[20:58]
>> So,
[20:59]
>> thank you guys. Yeah.
[21:01]
>> So, there's only so much bandwidth and
[21:04]
by having a collab like some of the con
[21:06]
uh comments that Valerie just made, I
[21:09]
wouldn't have thought of because I
[21:10]
wouldn't have known some of those past
[21:12]
things you did there. In other words, I
[21:13]
think collaboratively,
[21:15]
not just Robert and I, with our brain
[21:17]
power, whatever our ideas, we've already
[21:19]
got a couple projects going that are not
[21:21]
moving forward because of a lack of
[21:23]
communication, frankly, lack of
[21:24]
response, and the time just goes on by.
[21:28]
So, we're trying to manage if we were to
[21:30]
add this to the agenda. I think that we
[21:34]
should have a cohesive agenda that we
[21:36]
all agree on about what we want to
[21:37]
market, how we want to do it, and not
[21:40]
just because we could go willy-nilly.
[21:42]
But
[21:43]
>> Joseph, actually, I'm kind of confused
[21:44]
about what you're asking for here.
[21:46]
>> My suggestion is that we actually
[21:48]
collaborate and come up with a series of
[21:50]
things that we feel like together. We
[21:53]
all have different ideas about what
[21:55]
should be promoted, how to get it out
[21:57]
there, etc. Like we have an editorial
[21:59]
calendar and we create some content. You
[22:02]
just said that's what you thought Robert
[22:03]
and I were doing, but we
[22:05]
>> that's you're on that committee, the
[22:07]
outreach committee.
[22:08]
>> Yeah. And we're focused on a couple
[22:10]
different projects with that. For
[22:11]
example, the idea of a press release and
[22:13]
getting some advertising. That's one way
[22:15]
to do this. And then we're working. We
[22:17]
want to talk to the parks department on
[22:19]
signage, the whole video thing that
[22:21]
seems to be very difficult to get a
[22:23]
meeting. So, we've already got a couple
[22:25]
things in the works. So, there's only so
[22:26]
much bandwidth for he and I. And at the
[22:29]
same time, you guys have ideas about
[22:31]
things that we can talk about and
[22:32]
promote. And I just think it would be
[22:34]
great to have a brainstorm about what
[22:36]
things would be um great to put on the
[22:38]
agenda. Then we need to figure out how
[22:40]
to implement them, to write them, to get
[22:42]
the content together, etc. So, you know,
[22:47]
>> it sounds like first of all, we need to
[22:50]
break through and actually have a
[22:51]
meeting with Maggie because as Craig
[22:54]
rightly has stated, she does need to be
[22:58]
involved.
[23:00]
>> Okay, Craig, do you have advice on how
[23:03]
we can make that happen? I I think at
[23:05]
this point I will set up a meeting, just
[23:09]
get some detail behind the scenes with
[23:11]
her and then we'll bring her out to the
[23:12]
next meeting um and she'll advise us the
[23:14]
next way to do this uh uh the right way
[23:16]
to do this. I think really what we're
[23:19]
going to want to do um is kind of a
[23:21]
combination of what you're talking
[23:22]
about. I think it would be better if the
[23:24]
committee and and I I agree
[23:28]
might be a good idea to not that two
[23:30]
people on a committee seems like a small
[23:31]
committee. might be a good idea to, you
[23:33]
know, someone can can jump in and help
[23:34]
and assist, but you know, be able to
[23:38]
come up with at least a general scope.
[23:41]
Um, because really we don't have that
[23:44]
much time at these meetings to go over a
[23:46]
whole marketing plan like that. But if
[23:48]
we we had a scope and ideas and and and
[23:51]
a guided conversation, I think that's
[23:52]
something a little bit more appropriate
[23:54]
to get the ball moving a little bit
[23:56]
quicker.
[23:57]
>> Right. And I do know that we have a
[23:58]
limit on how many people how many
[24:01]
commissioners can meet in a meeting
[24:03]
before we're um over our limit. So we
[24:07]
can only have three. [laughter]
[24:10]
Um and then maybe so maybe Robert if you
[24:13]
weren't aware of that. This is maybe
[24:15]
something that we could save for our
[24:17]
planning committee.
[24:21]
Cynthia please.
[24:24]
I'm going to try not to sound really
[24:26]
frustrated right now. [laughter]
[24:28]
[gasps]
[24:29]
Um, we have a subcommittee for outreach
[24:33]
and out of last year there was a list
[24:35]
that the commission collaborated on with
[24:40]
Maggie as a workshop and came up with
[24:43]
priorities
[24:44]
and that list was passed over to you and
[24:47]
I met with you and Robert before you met
[24:49]
with Maggie. So obviously a meeting with
[24:52]
Maggie is in order, but might I ask out
[24:56]
of that meeting that there is when it's
[24:59]
time for a subcommittee's report that
[25:02]
the commission is reminded of all of
[25:04]
those items that are on the agenda so
[25:07]
Valerie doesn't forget that we've
[25:09]
already talked about that. [laughter]
[25:11]
So my point is everything you just
[25:14]
talked about is on the open items for
[25:18]
outreach. So how does No, it's it's it's
[25:21]
not a gap, it's a process.
[25:23]
>> Please, let's try to stay with one at a
[25:25]
time.
[25:26]
>> So anyway, I I just would maybe my
[25:29]
suggestion would be for outreach to do a
[25:31]
formal submission with our agenda on
[25:34]
just every every month we get to see
[25:37]
what you're working on and where it is
[25:38]
in the in the priority list. And then if
[25:41]
somebody wants to help because we have
[25:43]
those resources on a specific item, we
[25:45]
can raise our hand to do that. Thank
[25:48]
you. Any
[25:52]
other comments on this topic?
[25:57]
Thanks everyone. Let's move on to to the
[26:00]
Kinnbrew.
[26:03]
So Kinnbrew installation gate of
[26:05]
inspiration action items. So I'm um
[26:10]
probably looking to either what Craig or
[26:12]
Brandon is going to share um more on
[26:15]
this topic, please.
[26:17]
>> Yes. So, uh, with the gate of
[26:20]
inspiration, um, as we, as I was looking
[26:23]
at it, uh, we met, uh, I think it was
[26:25]
two years ago, maybe. Um, I was
[26:28]
concerned about the anchoring points is
[26:30]
what I called them for the gate of
[26:32]
inspiration. Um, there is one built into
[26:36]
the the statue right now, and there's
[26:39]
three feet on the statue. Uh, I would
[26:41]
have liked to see three three anchor
[26:44]
points on each uh, one on each foot. Um
[26:47]
and after
[26:49]
the Valdez construction went through did
[26:52]
their structural integrity and
[26:54]
everything they have decided that they
[26:56]
would like to put uh steel plates on the
[26:58]
bottom of both of those other feet as
[27:00]
well. So that is coming in as a change
[27:04]
order to add two additional feet to the
[27:08]
bottom of the gate of inspiration for
[27:11]
stability in order to anchor it to the concrete pad that we're installing.
[27:17]
Um the bid originally came in at $2500
[27:21]
from SWAT Welding and I've since uh
[27:24]
received an email that has reduced that
[27:27]
down to $1,500
[27:29]
uh per my email. So, I believe the ask
[27:32]
now is whether you would like to approve
[27:36]
$1,500 over um the already approved I
[27:39]
think it was $30,600
[27:42]
uh to install the K or the Kennrew the
[27:46]
last two Kenbru collections, the gate of
[27:47]
inspiration and three totems.
[27:50]
>> Okay, thanks. Um,
[27:53]
first I believe that we have to set up a
[27:58]
certain structure to actually vote on
[28:01]
anything. That was my understanding in our on our regular meetings.
[28:08]
>> Well, this has been submitted as an
[28:09]
action item.
[28:10]
>> Is it okay?
[28:11]
>> Yeah.
[28:11]
>> Okay, great.
[28:12]
>> Able to vote on this.
[28:13]
>> Okay, perfect. That's that I just wanted
[28:15]
to check on that because I know we ran
[28:17]
into a snag the last time we tried to
[28:19]
vote on something. Yeah.
[28:21]
>> Um, any comments, questions?
[28:28]
» I make a motion to approve.
[28:33]
» What was the dollar amount again,
[28:34]
Brandon? An additional 1,500.
[28:37]
>> Uh, that's that's what my email has is
[28:38]
1,500 is the quote.
[28:40]
>> Okay,
[28:43]
» Valerie.
[28:44]
>> Mhm.
[28:45]
>> Sorry, guys. I have to call you. No, no,
[28:47]
it's fine. Um, I make a motion to
[28:49]
approve as it's 3500 is what the amount
[28:51]
is. I'm trying to figure out cuz I have
[28:54]
one amount here and I'm trying to figure
[28:57]
out what the
[29:00]
value go ahead and ask Craig.
[29:02]
>> Oh, Craig.
[29:03]
>> Yeah, we're recommending the 2500
[29:07]
additional to that. So, just to make
[29:09]
sure that does cover um you know,
[29:12]
>> you're just approving the amount of the
[29:14]
actual
[29:14]
>> So, I make a motion to approve the 25 uh
[29:17]
$2,500.
[29:21]
» I'm going to ask please that you make a
[29:24]
full motion for what it's for so that
[29:28]
everybody knows what they're voting on.
[29:30]
That's just my parliamentarian thing in
[29:32]
me. Thank you.
[29:33]
>> Okay. So, I make a motion to approve the
[29:37]
Kennrew installation
[29:39]
and exceed the and do the $2,500,000.
[29:44]
Is that correct?
[29:46]
Or should I say something else
[29:49]
not to exceed the 25,000 $2,500? I'm
[29:54]
sorry. I'm learning.
[29:56]
Thank you for teaching.
[29:58]
>> Do I have a second?
[30:01]
>> Go for it.
[30:03]
[laughter] I'll second that.
[30:07]
And do we have a vote then of from
[30:10]
everybody?
[30:11]
>> Yay.
[30:13]
Robert. [clears throat]
[30:21]
[laughter]
[30:27]
So what do we do when
[30:29]
is that one abstained
[30:31]
vote then in that situation?
[30:34]
Yes. Here it comes.
[30:38]
But
[30:39]
you
[30:49]
» Robert, do we have you back?
[30:53]
>> Yes, I'm back.
[30:55]
>> [laughter]
[30:56]
>> Hey, sorry about that.
[30:57]
>> And
[30:58]
>> technical difficulty, but yes.
[31:00]
>> Did you hear the motion?
[31:01]
>> Okay, wonderful. Okay,
[31:03]
>> unanimous. Wonderful.
[31:07]
>> Thank you everybody.
[31:11]
Any other comments?
[31:15]
And Brandon, is there any other things
[31:16]
that you need next steps on that
[31:18]
project?
[31:21]
>> Uh, not to my knowledge right now.
[31:25]
Okay, let's move on to Flynn Stone car
[31:28]
update.
[31:31]
>> Yeah, I'm going to take this one. We
[31:32]
actually don't really have much of an
[31:34]
update for that. Um, it is something uh
[31:36]
Brandon and I have been talking about
[31:38]
and we just want to make sure we have a
[31:40]
full scope of what we need for that
[31:42]
project. Um,
[31:44]
it's a little bit of just making sure we
[31:47]
have the right information. Um, is there
[31:49]
anything specific that
[31:53]
you wanted us to look for in the update
[31:55]
other than just what needs to be done
[31:57]
maintenance-wise?
[31:59]
>> Um, Cynthia, I know that you had
[32:02]
participated in some of the
[32:03]
conversations.
[32:05]
>> I think what I Thank you. Um, Tracy,
[32:08]
what I brought forward was there is a
[32:10]
community member that is trying to get
[32:13]
the car on
[32:16]
a historical
[32:18]
registry
[32:20]
and so maybe just keeping in tandem of
[32:23]
that activity because it certainly would
[32:25]
affect what action is taken on the
[32:28]
piece.
[32:30]
>> Do we know that num members that
[32:33]
commission
[32:33]
>> I'm going to stop everybody right now.
[32:35]
Um we're we have a lot of people just
[32:38]
talking out of turn and and having cross
[32:40]
conversations. So let's maybe get back
[32:42]
to just you know single conversations
[32:44]
and having me call on you please.
[32:50]
Mallerie,
[32:52]
do we know that community member's name
[32:54]
or is that someone that we can like
[32:56]
maybe send them the link for our thing
[32:58]
for the to submit? Cynthia,
[33:03]
>> we do know his name and he Mr. Reninger
[33:07]
did submit the package and it was what
[33:10]
two months ago, Kim? I mean, I don't it
[33:12]
was in a previous packet. So, you have
[33:14]
all the details of his activity. Yeah,
[33:16]
he also spoke at the Historic
[33:18]
Preservation Commission.
[33:21]
>> So,
[33:23]
>> I know who he is, so we're good to go.
[33:30]
» Craig, did that answer your question?
[33:32]
>> Yeah. Well, I was just going to say I
[33:33]
heard that um he did have a presentation
[33:35]
for the historical uh preservation
[33:37]
commission. So that's something that
[33:38]
maybe I can talk to them about and we
[33:40]
can get an update from them for the next
[33:43]
that that sounds like a a the most
[33:46]
direct route to get the answers I think
[33:47]
you're looking for.
[33:50]
>> And I I guess we can close this with
[33:52]
just a reminder again that this item is
[33:55]
in our art inventory. So as the
[33:59]
maintenance plan is discussed and and
[34:02]
developed to implementation, it would be
[34:04]
considered. So, um, just the additive of
[34:07]
his efforts in trying to put this on a
[34:10]
historical registry should be considered
[34:12]
and all of that.
[34:15]
Any other comments, questions?
[34:27]
Okay, let's move on.
[34:31]
So, we're going to actually um talk
[34:33]
about the suggested
[34:36]
uh 2027
[34:38]
regular meeting workshop schedule, which
[34:40]
is an extra addendum
[34:45]
to our agenda.
[34:48]
Has everybody had a chance to look at
[34:50]
that? the proposals of our regular
[34:53]
meeting dates for each month and when it
[34:58]
would be suggested to have a twohour
[35:01]
workshop.
[35:06]
Oh yes, please Cynthia. So again, Craig,
[35:09]
you can speak to this, but um Craig and
[35:12]
I reviewed this as we were going into
[35:15]
budgeting process and with Kim's help,
[35:18]
the two suggested workshops, which is um
[35:23]
in a in our plan that we meet that way
[35:25]
twice a year is timed with budgeting
[35:29]
considerations. So that's how those
[35:31]
dates were identified. And then Kim very
[35:34]
kindly reminded us the 11th of November
[35:36]
is a holiday. So we could either if we
[35:40]
pushed I think there was a meeting the
[35:42]
following week as a workshop or
[35:44]
something with the city is why we
[35:46]
suggested the fourth.
[35:48]
>> Yeah, we we were looking at the
[35:49]
availability of this room.
[35:52]
>> And Craig, are you looking for a a vote
[35:55]
on this from the commission today?
[35:58]
Um, we don't necessarily need to prove
[36:00]
it today, but just want to make sure
[36:02]
that this does work with everybody's
[36:03]
schedule so we can get it into our
[36:06]
schedule for next year and we can
[36:08]
officially go by this.
[36:10]
>> Any comments, Valerie? The only thing is that may be gone in July, but next
[36:15]
year, but other than that, I should be
[36:17]
good.
[36:20]
» Anybody else?
[36:23]
>> Cynthia, please. I I would like to make
[36:26]
a motion that we we accept the proposed
[36:29]
2027 Arts Commission regular meeting
[36:33]
calendar which includes two scheduled
[36:36]
workshops, one in January, one in June
[36:40]
and moving our regular session on
[36:42]
November 11th to the new date of
[36:45]
November 4th.
[36:49]
Valerie, I second that.
[36:53]
Do we have a vote from everybody then?
[36:57]
>> Yes.
[36:58]
>> I agree,
[37:00]
>> Robert. Yep.
[37:02]
>> Okay.
[37:03]
>> Yep.
[37:04]
>> Thanks, guys. So, Craig, you have your
[37:06]
schedule.
[37:07]
>> Thank you.
[37:09]
And
[37:14]
we did add
[37:17]
before we get to subcommittee updates
[37:20]
to talk about the development and
[37:23]
maintenance plan for our existing
[37:26]
sculptures and artwork that we have in
[37:29]
our inventory.
[37:31]
Um and just we you know to have this I
[37:33]
think we had wanted um in previous
[37:37]
meetings we also asked to have this just
[37:39]
as a regular item on the agenda so we
[37:43]
could just have as a as an update. Um
[37:46]
and wanted to see where you were with
[37:49]
this Brandon because I know you were
[37:51]
taking lead on this project.
[37:54]
>> Yeah. Um, so I uh have been a little
[37:58]
later than I wanted to, but uh this
[38:00]
afternoon I was able to send out uh
[38:02]
emails to everybody on the list with I
[38:06]
think it was five I think it was six
[38:08]
proposed uh dates and times uh based off
[38:11]
of the survey monkey and I will just
[38:14]
wait to hear back from you guys as
[38:15]
stated in that email. I will choose the the most uh recent or the the
[38:24]
how do I want to say this? What did I
[38:26]
say in the email? Uh I will choose the
[38:27]
most recent or the most the closest date
[38:30]
that that works for everybody uh
[38:33]
whenever I hear your guys's uh responses
[38:36]
back. It'll be uh the closest date and
[38:38]
then I'll send out another email
[38:40]
verifying with everybody the the date
[38:42]
that was chosen. Um and then we'll get
[38:44]
that on the books.
[38:46]
>> Yay. Thank you. Um, yes, Craig.
[38:50]
>> Yeah, and I do also want to mention when
[38:53]
we're coming up with the maintenance
[38:54]
plan, um, that we're really taking a
[38:57]
thought in mind to, uh, I mean, exactly
[39:00]
as Brandon said, uh, it's been hard to
[39:02]
get to things. Uh, as a department,
[39:04]
especially in the course of certain
[39:06]
seasons,
[39:08]
it does get extremely busy. So uh in
[39:11]
coming up with a maintenance plan there
[39:13]
has to be a thought to making sure that
[39:14]
there is either resources towards
[39:18]
uh
[39:20]
some sort of whether it's getting a
[39:22]
contract to to with someone to do it or
[39:24]
just resources for our department to
[39:26]
make sure we are able to do that. Um
[39:28]
that is definitely something that needs
[39:30]
to be talked about. Another thought and
[39:32]
it was mentioned earlier with the
[39:33]
volunteers is um we are looking at
[39:37]
bringing a good solid volunteer program
[39:40]
into the our city and our department. So
[39:43]
when we have that that's something that
[39:44]
we're working with HR to develop when we
[39:47]
have that with the clear rules because
[39:49]
there are specific rules on what can be
[39:51]
done especially when it comes to our
[39:52]
park grounds. So, uh, when we do have
[39:55]
that, I think there could be very
[39:57]
creative ideas on how we can get maybe
[40:00]
some volunteers to assist in in this and
[40:02]
really make sure that these
[40:06]
really all of our art pieces can get
[40:08]
well maintained the way they deserve.
[40:11]
>> Thank you. Yeah, that's very good news.
[40:13]
I think that's one of the key things
[40:15]
that's going to make this work as a
[40:17]
plan. Any comments, questions?
[40:24]
Valerie then getting with Adam for that
[40:28]
kind of situation. That would be good.
[40:30]
So
[40:32]
>> perfect. Thank you.
[40:34]
So let's go ahead and move on then to
[40:37]
subcommittee updates. I know we actually
[40:39]
did talk a lot about the outreach, but
[40:41]
is there anything else that can be added
[40:44]
at this point? And Robert, I expect you
[40:47]
to kick in too because you've had more
[40:48]
direct com uh conversations than I have.
[40:52]
Several of the things we talked about
[40:53]
doing was creating video and getting an
[40:57]
online library that's more extensive
[40:59]
driven by QR codes. Originally, I was
[41:02]
under the impression that we would be
[41:04]
doing or possibly connecting with the
[41:06]
parks department because you were all
[41:08]
involved in some signage and I thought
[41:10]
we could collaborate on those signs and
[41:13]
maybe do the same thing for the art as
[41:15]
we do for the park and Rex. And then I
[41:18]
think it came up that you weren't
[41:20]
looking at that at all. And so that
[41:22]
brought me up to a kind of a dead end
[41:23]
about how we can produce QR codes at the
[41:26]
art like what kinds of what what
[41:28]
investment can we make to put a QR code
[41:31]
there, description of the art, drive
[41:33]
people to the website. Maggie got
[41:35]
together with the person who does the
[41:37]
GIS map on the current art inventory for
[41:41]
the site and apparently we are able to
[41:43]
interact with the the the map that's on
[41:46]
our current website. So, what um Robert
[41:49]
and I have been focused on has been
[41:51]
trying to um figure out how to get some
[41:53]
men in the street interviews, which
[41:55]
Robert's done a couple of those, and we
[41:57]
need to actually get out and get video
[41:58]
of in of each of the um installations
[42:03]
and start to build the content for the
[42:05]
website. But that'll be kind of useless
[42:08]
unless we have a way to build put the QR
[42:10]
codes on a sign or on the art or
[42:13]
someplace effective. It could be as
[42:15]
simple as I've mentioned in the past as
[42:17]
the kind of um QR code and maybe a a
[42:21]
little plaque that goes on top of a 4x4
[42:24]
that's cut at an angle the way on like
[42:26]
on trails and things buried there or you
[42:28]
know erected there be very inexpensive
[42:31]
and then use stickers for the QR code
[42:33]
cuz those addresses that they'd link to
[42:35]
could change. So, we have yet to have a
[42:38]
salient conversation about what that
[42:40]
would cost and I think we can't have
[42:42]
that conversation without you guys at
[42:44]
the parks department. So, we're looking
[42:46]
for a meeting with you. I believe
[42:49]
Robert's reached out on that one, but
[42:50]
Robert, you got to refresh my memory.
[42:52]
So, that that was a big part of what we
[42:55]
wanted to do in terms of the outreach
[42:56]
and on our agenda that we talked about
[42:59]
last time. I hope that helps a little
[43:01]
bit. Um, and then we've did have a
[43:03]
meeting with Maggie. Um my earlier
[43:06]
comments were less about the process of um you so you all made a comment like
[43:12]
how are we going to get the word out.
[43:15]
There's lots and lots of ways to do
[43:16]
that. I don't believe in our out in our
[43:19]
meeting we sat down and said let's do
[43:21]
Facebook let's do we talked about
[43:23]
advertising. We talked about a press
[43:24]
release. We have yet to put those tools
[43:27]
in place. Once we know they're in place
[43:29]
now we can do the the work to create the
[43:31]
content. So I don't think we're really
[43:33]
behind the eightball on that. But we
[43:34]
still it makes no point to create
[43:36]
content until we know we can get it out
[43:38]
there. So that was sort of what I was
[43:40]
talking about further brainstorming
[43:42]
around ways that we could do this. Um we
[43:46]
can table that. Robert, you've had some
[43:50]
uh outreach as far as uh trying to get
[43:52]
together with some people. What was the
[43:54]
result that you had?
[43:57]
>> Are you there?
[43:57]
>> Yeah, I started a group thread. Yeah,
[43:58]
I'm here. I'm always here for you, my
[44:00]
friend. Yeah, I started a group thread
[44:02]
with Joe, I think Craig and Maggie and
[44:05]
myself um for us all to sit down and
[44:08]
meet. I don't think we've ever been able
[44:09]
to get a time where we're all available.
[44:13]
So, definitely want to do that. Like Joe
[44:16]
said, I actually uh interviewed myself
[44:19]
kind of in front of the angel statue and
[44:22]
I also have a uh interview I did down
[44:25]
there of what Oak Harbor means uh with a
[44:28]
buddy of mine. Um, yeah, I was going to
[44:31]
post both of those on our uh Facebook
[44:35]
page and whatnot, but I'm still looking
[44:37]
on some direction for that. So,
[44:42]
» yeah.
[44:45]
» Now, is that something that we can do
[44:49]
without
[44:52]
» without running through Maggie? I I
[44:54]
think Maggie's definitely gonna be
[44:56]
involved at some point, but I think um
[45:00]
>> just we are interested in the QR code
[45:04]
project. That was something I don't know
[45:05]
who you talked to, but that is still a
[45:07]
project that we as a park department are
[45:10]
looking at doing and getting information
[45:12]
out. So, I think the right thing to do
[45:14]
would be um let's let's all meet um
[45:17]
before we get Maggie involved, give her
[45:21]
the option uh to be involved in the
[45:23]
meeting. But let's let's get a clear
[45:25]
idea of what we want to do first and and
[45:27]
get us all on the same page. Uh I've
[45:30]
been looking into a few options on that
[45:31]
as well. I know we have a little bit of
[45:33]
detail. I think us getting together
[45:35]
collaborating we can come up with some
[45:37]
uh good answers. So I I will reach out
[45:39]
to you guys uh Joe and Robert and we
[45:41]
will uh the four of us uh Brandon and
[45:44]
myself and then you [snorts] two will
[45:45]
meet and we'll come up with some answers
[45:47]
and and like I said I'll send the invite
[45:49]
to Maggie as well so she'll have the
[45:51]
option to to be a part of the meeting.
[45:54]
Thank you all. Any other comments on
[46:00]
Okay, thank you. Um, any other
[46:03]
subcommittee updates?
[46:06]
>> Yes, Cynthia. See, I don't know what I'm
[46:08]
called. [laughter]
[46:12]
I don't know what this is called, but
[46:14]
>> the the process committee,
[46:16]
>> the processor. I don't know. [laughter]
[46:18]
The cleaner. I know that's No. So I
[46:22]
actually had the pleasure of meeting
[46:24]
with Craig in his new role twice and and
[46:27]
those were two long meetings. So we've
[46:29]
probably spent almost 10 hours together
[46:32]
collectively in a few days and that
[46:35]
included going over our ideas and how
[46:39]
they were ranked and where we were at on
[46:42]
our checklist. We met with Sandra from
[46:45]
procurement and she spent a good hour, and a half with us um and spoke to
[46:51]
each one of the top tiered ideas and
[46:53]
where we were going to go with that. And
[46:56]
out of the very first meeting, we went,
[46:58]
you know, it really makes sense that
[46:59]
this is happening now because it is
[47:01]
budgeting season and the budgeting
[47:04]
process and approval for our ideas are
[47:06]
going to drive them forward. So,
[47:09]
we're backing into the presentation or a
[47:12]
fuller report to all of you and
[47:15]
hopefully to council at a workshop to
[47:18]
bring them forward on how much progress
[47:20]
we've made collectively as the arts
[47:23]
commission and where we're going with
[47:25]
the next step on bringing these ideas to
[47:30]
council for consideration.
[47:32]
But I think the first step is to get
[47:34]
these budgeting numbers in order for
[47:37]
this next round of consideration because
[47:39]
then we won't be um chipping away one at
[47:43]
a time to council. We'll have a more
[47:45]
blanketed budget approved for each of
[47:48]
these top tier items which includes QR
[47:51]
codes or some form of identification on
[47:55]
our our inventory. So, I would like to
[47:58]
be included in that meeting um because
[48:01]
I'm excited to hear about the idea that
[48:04]
you have to spark about about signage or
[48:09]
information. Um let's see. I was curious
[48:14]
to see if you had any other com
[48:16]
communication with our Phil group um to
[48:19]
move that project forward and maybe you
[48:21]
can shoot me an email if there was some
[48:24]
more conversation had on developing
[48:26]
their idea.
[48:28]
I mentioned earlier that Sabrina has two
[48:32]
open items in the development out of all
[48:35]
this. One is what we're calling the
[48:36]
fasttrack procedure and the gentleman
[48:39]
earlier about our bench at skate park is
[48:41]
a perfect um
[48:44]
process or perfect presentation to grab
[48:47]
on to. And out of the top five
[48:52]
ideas,
[48:53]
um, Robert [clears throat] confirmed
[48:55]
that the Whidby has talent and I think
[48:59]
they were on our second tier, but that's
[49:02]
being done by a local business here in
[49:04]
town. Um, Lava Louise and Robert, you
[49:07]
were involved with that, correct?
[49:11]
» Yes, I'm one of the judges and I'm
[49:13]
helping them promote it. So that's being
[49:16]
done within our community. So that's
[49:18]
kind of being pushed over to the side
[49:21]
off of our list. Um and the other thing
[49:25]
was a letter um a draft of a letter for
[49:28]
Sabrina's approval to go back to that
[49:31]
second tier of ideas. Um I'm waiting for
[49:35]
so we can reach back to those community
[49:36]
members as we talked about. Um and then
[49:40]
how would we get scheduled on a
[49:43]
workshop? So we have a a stop dead date
[49:46]
of when a presentation should be done
[49:48]
for council.
[49:51]
>> Um for that that would be something that
[49:53]
I would just take care of. So we just as
[49:55]
we get to the process
[49:58]
uh when it's ready to go to council I
[50:00]
would just make sure that it gets in the
[50:02]
next council workshop agenda. And Craig,
[50:05]
would I be off in saying that possibly
[50:08]
next month you and I could have a
[50:11]
presentation back to commission in
[50:14]
September about the work that we've done
[50:17]
on tagging um dollar amounts to these
[50:20]
ideas moving forward?
[50:22]
>> Yeah, we can definitely do that.
[50:23]
>> Okay. And then the last question I have
[50:27]
um about budgeting is we have a
[50:31]
community group in town. The Rotary
[50:34]
group is working on the windmill project
[50:38]
and it's over the course of the last few
[50:41]
years there has been funds allocated to
[50:44]
the windmill out of our creative arts
[50:46]
fund. Is it 102? I can't remember the
[50:49]
number now. But I would like to ask um
[50:54]
Craig one, could we get the balance of
[50:57]
our fund? I know through our budgeting
[51:00]
um education process with CHAZ, we were
[51:03]
giving that we were out of budget on a
[51:05]
few items, but we never saw our fund
[51:08]
balance. And then the other would be
[51:11]
could we see what the windmill group has
[51:14]
been given? And I understand that
[51:15]
there's processes going on right now
[51:18]
with studies and permits and everything.
[51:23]
And I'm curious to know if we're going
[51:26]
we collectively if the commission is
[51:28]
going to get um charged for those fees
[51:33]
because as we get more sophisticated in
[51:36]
our budgeting for all of these wonderful
[51:38]
ideas from our community, it would be a
[51:41]
nice courtesy for this group to know if
[51:44]
the council has approved funds
[51:48]
without us knowing it.
[51:52]
Yeah, I I can definitely look into that
[51:54]
and have that information at the next
[51:56]
meeting.
[51:58]
>> Valerie, and is as this is for that
[52:02]
entity like do they give you public
[52:04]
knowledge of where their funds come
[52:06]
from? Do you happen to know or anybody
[52:10]
for like the one mill situation?
[52:14]
>> Um, Cynthia, please. So, I I have I'm
[52:18]
not involved with the group, but I know
[52:20]
that they've come a few times to give
[52:22]
city council an update on the progress
[52:25]
of the group. I don't know when the last
[52:27]
time that was, Sandy. Um, but I would
[52:30]
hope like in an ELTAC application or
[52:34]
grant situation that if they're given
[52:36]
funds that they need to report on how
[52:38]
those are spent. It's usually a
[52:40]
reimbursement, Valerie. Like for Eltech,
[52:43]
the music festival has to spend the
[52:45]
money and then send receipts in to get
[52:47]
reimbursed for it. So, I would I would I
[52:51]
don't want to make an assumption, but I
[52:52]
would that would be my best guess.
[52:54]
[laughter]
[52:55]
Thank you for the clarification.
[52:58]
Yes, Craig, just to piggyback on on the
[53:02]
budgeting, that was going to be one of
[53:03]
my questions to you, too, because the
[53:07]
last time we saw our budget, we didn't
[53:10]
have any funds available to spend. So,
[53:15]
wanted to see it um where that was now.
[53:21]
>> Yeah, I'll I'll look into that. Um I
[53:23]
don't think it's a matter of not having
[53:25]
funds to spend. And I think it's not
[53:26]
having funds budgeted to spend. I I I'm
[53:30]
I just want to make sure that I I I do I
[53:34]
will get an answer though by the next
[53:36]
meeting. We'll I'll have all the details
[53:37]
that I can.
[53:38]
>> Valerie, and is that also a historical
[53:42]
thing too? Like are they coming to the
[53:44]
historical like society city meetings
[53:47]
trying to get that because I know at one
[53:49]
point I know they were trying to get the
[53:50]
windmill back down to the water.
[53:53]
>> The windmill. the windmill like if the
[53:56]
historical society was like if they met
[53:59]
with the committee for that. Um and I
[54:02]
know I saw online that they were trying
[54:05]
to move the windmill at some point like
[54:07]
back to down by the water if that's
[54:10]
still a thing or if that was just
[54:12]
gossip.
[54:15]
>> Yeah, I'll try to get that information
[54:16]
as well. I I'll find out as much as I
[54:19]
can and and like I said, I'll have a
[54:21]
presentation next.
[54:23]
>> This was like months ago. It was
[54:25]
Facebook, you know, Facebook and Okarbor
[54:28]
is, you know, Facebook and Oar. So, any other subcommittee
[54:40]
updates,
[54:43]
>> Cynthia? Just for the record, I just
[54:44]
tapped Tracy to see if she met with Main
[54:46]
Street.
[54:47]
>> So, no report. [laughter]
[54:51]
And um I'll just add it's not
[54:54]
necessarily a subcommittee but you know
[54:58]
we had um in our last uh regular meeting
[55:01]
we had voted on um
[55:05]
giving some of our giving some money to
[55:08]
the um for the um lion head statue to
[55:14]
the theater and um that did go to
[55:17]
council. Jr. and I were in attendance.
[55:21]
Um Craig did a beautiful job of
[55:24]
presenting and there were actually some
[55:27]
nice discussions about it. Um Sandy was
[55:31]
right there um supporting it as well and
[55:34]
it did pass. So now um you we had our
[55:38]
first our first fora in our art plan
[55:43]
process that we developed and I think
[55:46]
the last thing we're waiting for is the
[55:49]
process of actually how that goes
[55:51]
through accounting and gets done. I
[55:53]
think
[55:54]
>> yeah exactly um we're going to work with
[55:57]
uh Holly is the yeah um the member who
[56:02]
is dealing with that project. Just want
[56:04]
to make sure that we get an invoice from
[56:06]
them and at that point we can go ahead
[56:08]
and give them a payment. That's all we
[56:12]
need.
[56:14]
>> Thanks.
[56:17]
>> Any other comments
[56:20]
about um projects or committees?
[56:26]
And we'll move on to member comments.
[56:31]
Start with Valerie.
[56:34]
I'm good. Thank you guys for being here.
[56:37]
Cynthia, my voice, I got a list. Okay,
[56:42]
go for it.
[56:44]
It's a short list. So, I'm really happy
[56:48]
to um report that the Sounds of Summer
[56:50]
Concert Series that the Oak Harbor Music
[56:52]
Festival um is presenting this year um
[56:56]
it they've just been wonderful. We've
[56:58]
had such a great turnout of our
[57:00]
community members enjoying our beautiful
[57:03]
central park of Oak Harbor or of Woodby
[57:05]
Island at Wind Jammer. We have two more
[57:08]
left. Um Joel Gibson Jr. is coming in
[57:11]
and then we'll end with one of our local
[57:13]
favorites, Dana Osborne. So come down
[57:16]
and enjoy those um Wednesday evening
[57:18]
concerts. Our Oak Harbor Music Festival
[57:21]
volunteer drive has kicked off. So see
[57:24]
the website if you want to sign up for
[57:26]
that. And we have scheduled our meet and
[57:28]
greet on Monday the 24th of August at
[57:31]
the Elks Lodge for our volunteers to
[57:33]
come in and um grab their t-shirts and
[57:36]
say hello to their their leads. And then
[57:39]
lastly, the Oak Harbor Creative Arts
[57:41]
Foundation is still very quietly but
[57:44]
slowly and deliberately working through
[57:47]
our phase one feasibility study for the
[57:49]
initiatives of seeing a performing arts
[57:52]
center built here and a maker space
[57:54]
opened. and we are really wanting your
[57:58]
signatures. That's all. Right now, we
[58:00]
have a goal of g getting 5,000 community
[58:02]
members signatures. It's big for Oak
[58:04]
Harbor, I know, but please visit us at
[58:08]
ocaf.org
[58:10]
to let us know that you're behind our our thoughts and our initiatives.
[58:15]
Thank you.
[58:18]
>> Oh, Valerie,
[58:20]
>> um, is there an age range for the music
[58:22]
festival? cuz I have a lot of high
[58:24]
schoolers and I'm not sure if Yeah. for
[58:28]
volunteers cuz there's volunteer hours
[58:30]
for high school. So that's throw that
[58:32]
out there. We love our young volunteers.
[58:36]
Yes. Operations likes having them and
[58:39]
they'll get signed off on their
[58:40]
community hours. Thank you.
[58:41]
>> Yeah,
[58:44]
>> Robert
[58:49]
No comment. Let go.
[58:54]
Joseph,
[58:56]
>> will there please be more crab in the
[58:58]
water before the end of the season? No,
[59:00]
it's good
[59:16]
there. You know what? There's nothing on
[59:18]
here for your update, Craig. So, you're
[59:21]
just going to be in member comments.
[59:24]
That's where you're at. Okay.
[59:27]
>> Well, uh, the only thing I really have
[59:30]
that I want to say is I had put a
[59:32]
activity guide in front of each and
[59:34]
every one of you. In that activity
[59:36]
guide, there is a section that has
[59:40]
information on the arts and just
[59:44]
Yeah.
[59:46]
page number eight and that is
[59:48]
going to be mailed out to everybody in
[59:51]
the 98277
[59:53]
zip code. So that's going to be hitting
[59:55]
soon. So we are getting some outreach
[59:57]
happening and I just wanted to make you
[59:59]
guys aware of that.
[1:00:02]
>> Thank you
[1:00:04]
Sandy.
[1:00:07]
» I'm sorry.
[1:00:09]
>> Did you produce that yourself or did
[1:00:12]
Maggie put it together? How did that
[1:00:13]
happen? Uh the the activity guide is
[1:00:15]
something that's produced by the
[1:00:16]
recreation department actually.
[1:00:18]
>> Got it.
[1:00:18]
>> Yeah.
[1:00:19]
>> I want to help.
[1:00:20]
>> Okay.
[1:00:22]
>> Sandy,
[1:00:24]
>> thank you. I was delighted to be able to
[1:00:26]
make the motion to get the money for the
[1:00:29]
um lion's head for the playhouse. It was
[1:00:31]
the funnest motion all year. Um and and
[1:00:35]
just so you know, I will not be here
[1:00:36]
next month, but I'll be thinking about
[1:00:38]
it. Okay.
[1:00:41]
No, I don't do Maui. I do Kona.
[1:00:44]
[laughter]
[1:00:48]
Any other member comments before we move
[1:00:50]
on to future agenda items?
[1:00:55]
No. So, determination of future agenda
[1:00:58]
items. I have a couple. Um I believe
[1:01:02]
Reese um Losinger is her term is up.
[1:01:07]
Craig, is that correct? and maybe it's
[1:01:09]
time to start posting some interest of
[1:01:13]
who would be her successor.
[1:01:17]
>> Yeah, we were talking about that. That's
[1:01:18]
something we're going to look into and
[1:01:20]
uh make sure we are prepared to uh that term either is ended or ending very
[1:01:25]
soon and we do want to make sure we get
[1:01:27]
the next student representative um in
[1:01:31]
here. So, we we will be talking about
[1:01:33]
that. Yes, absolutely.
[1:01:34]
>> Okay, Valerie. Um, what are the
[1:01:37]
requirements for that? Is it like an
[1:01:39]
age? They just have to be in high school
[1:01:42]
at Okar High School or do they have to
[1:01:45]
be involved in some sort of, you know, I
[1:01:48]
actually not 100% on the requirements
[1:01:50]
there, but that I will have we'll make
[1:01:53]
sure that we get that information again
[1:01:55]
for the next uh
[1:01:56]
>> as I have a new high schooler coming in.
[1:01:59]
So, I'm just I'm I'm going to
[1:02:01]
[clears throat] be at Okar High School
[1:02:02]
all the time.
[1:02:03]
>> I believe policy says they have to
[1:02:07]
attend school in Oak Harbor and have to
[1:02:10]
live in Oak Harbor.
[1:02:14]
It's it's in our ordinance and bylaws.
[1:02:18]
>> Thank you.
[1:02:20]
>> And then the other um I already
[1:02:23]
mentioned, but just you know maybe um
[1:02:26]
have that as an added agenda item is our
[1:02:29]
updated financial status.
[1:02:32]
Any
[1:02:33]
other agenda item suggestions?
[1:02:37]
>> Yes.
[1:02:38]
>> I want to review whatever the results
[1:02:39]
are of our meeting next week so we can
[1:02:42]
make some decisions about how to move
[1:02:43]
forward.
[1:02:46]
» We're going to Craig and we're all going
[1:02:48]
to have a meeting on the signs and QR
[1:02:50]
codes, etc. And I think we should
[1:02:52]
absolutely um make that a priority to
[1:02:56]
move forward on next on the next meeting
[1:02:58]
so we can review the results of it.
[1:03:00]
>> Right. So would so please clarify for
[1:03:03]
me. Would that be a subcommittee update
[1:03:05]
or would are you calling out for
[1:03:08]
something separate?
[1:03:08]
>> I can put together a presentation on
[1:03:10]
what's discussed.
[1:03:11]
>> Okay, great.
[1:03:11]
>> Yeah,
[1:03:12]
>> perfect.
[1:03:13]
>> And now I'm sorry. I'm just learning how
[1:03:16]
all this works. So I don't really know.
[1:03:18]
All I know is I want to talk about that
[1:03:20]
at the next meeting. You make a
[1:03:21]
decision. Okay. Thank you.
[1:03:22]
>> And we are. We're going to talk about
[1:03:24]
it. Thank you. And I was just going to
[1:03:26]
throw out that school starts next month.
[1:03:28]
So it might be a good idea to throw that
[1:03:30]
out to the high school because school's
[1:03:32]
starting. So because everyone's looking
[1:03:34]
to do things to get their volunteer
[1:03:36]
hours and whatnot. So sooner rather than
[1:03:38]
later for that possibly.
[1:03:43]
Any other agenda items?
[1:03:51]
And then maybe at that point um Brandon,
[1:03:54]
we could have um maintenance as an
[1:03:58]
update on the agenda as well. That would
[1:04:01]
be fabulous.
[1:04:03]
>> Uh that'll depend on whenever we
[1:04:05]
schedule the the meeting. Yeah.
[1:04:12]
» Okay. So, our next meeting is September
[1:04:16]
10th from 5 to 6 here in the city hall.
[1:04:22]
Is there any other comments before we
[1:04:25]
adjourn?
[1:04:27]
>> Cynthia, I'd like to make a motion we
[1:04:29]
adjourn at 6:05.
[1:04:33]
I will second that
[1:04:35]
and call for a vote.
[1:04:38]
>> I agree.
[1:04:39]
>> All thanks.
[1:04:40]
>> In favor? Yep. Thanks. Okay. I I
[1:04:43]
>> wonderful 60552.
[1:04:47]
We did good. Thanks, guys.
[1:04:50]
>> Bye, everybody. on whatever makes sense
[1:04:53]
for whatever's going to
