[8:01] this item today. Rest is

[8:05] $100,000 Grant with
[8:06] Construction Resource Center.
[8:09] Also known as c r c in
[8:11] partnership with the Northern
[8:11] California chapter of the
[8:13] National Association of
[8:14] Minority Contractors, also
[8:17] known as ne Mac nor cow to
[8:19] support the city's first full
[8:19] implementation of the mentor,
[8:23] push a program on a public
[8:25] works project. He's typically
[8:25] the mlk junior way
[8:26] Streetscapes Improvement
[8:30] project. It's very exciting to
[8:32] be able to support innovative
[8:35] Department of Transportation
[8:35] project and this important
[8:36] mentor push a partnership with
[8:40] this grant. Then too. Pushy
[8:41] partnerships have been a
[8:43] component of the La pe local,
[8:45] small local business
[8:47] enterprise program for many
[8:48] years. But this the first time
[8:48] it's being deployed public
[8:52] works project. To ensure we
[8:54] get these partnerships set up
[8:56] for success. This grant will
[8:58] allow us to provide structure,
[9:00] technical assistance, trade,
[9:02] specific training business
[9:03] capacity development to small,
[9:06] local and minority
[9:06] contractors, meaningful
[9:08] mentorship, including regular
[9:09] coaching site visits and
[9:13] Project management guidance
[9:15] requires trade specific
[9:16] expertise that the city does
[9:19] not currently have in house.
[9:21] See cna Mac are capping
[9:23] decades of contractor
[9:27] development experience strong
[9:27] technical assistance,
[9:28] infrastructure deep access to
[9:31] minority contractor works.
[9:31] They fill a gap. The city
[9:34] cannot feel internally and
[9:35] their work will allow us to
[9:36] deliver a high quality
[9:40] countable program. The grant
[9:41] funds structured set
[9:43] activities including a program
[9:45] management plan that
[9:47] expectations for mentors and
[9:48] proteges onboarding for the
[9:51] mentor and protege tailored
[9:55] support plan be specific needs
[9:56] treats picnic technical
[9:57] assistance as well as back
[10:00] office support. We expect
[10:01] several programmatic outcomes,
[10:03] including a strong replicable
[10:07] mentor, protege model and
[10:08] strong mentor, put
[10:08] participation because
[10:09] expectations and oversight be
[10:13] clear. We also expect that
[10:16] over time meant to put a sheet
[10:17] partnerships will result
[10:18] measurable reductions in
[10:19] contracting disparities. It's
[10:21] pro to she's will have greater
[10:23] capacity to compete for city
[10:24] contracts. That's both times
[10:28] in steps. This work directly
[10:29] supports Oakland's equity
[10:31] goals by expanding access to
[10:33] contracting opportunities for
[10:34] small minority firms that have
[10:35] historically been
[10:36] underrepresented in the city's
[10:40] contracting. Plus, we'll track
[10:42] progress indicators and will
[10:43] also work find the net or
[10:44] pushy program as needed based
[10:47] on the work of this The fiscal
[10:50] impact is a onetime $100,000
[10:52] Grant fully funded in the
[10:55] fiscal year. 25 27 adopted
[10:56] budget funding comes from
[10:57] Measure b p local streets and
[10:58] France. And happy to answer

[12:01] when the conflict of interest

[12:06] none of that, I have learned
[12:10] an experience from being train

[12:12] organization with the
[12:15] structure with crc. So I just
[12:17] want to be transparent. So I
[12:18] know always ask everybody I'm

[12:27] organization. The people that
[12:28] actually work for me right
[12:29] now. That was an house and
[12:30] justice impacted in my prior
[12:32] life trained under that. Now
[12:36] they work for the city. So

[12:41] change lives. Structure

[12:42] success. I just wanted to
[12:47] share that. I appreciate that.

[13:42] of Transportation other
[13:46] federal programs are
[13:47] available. Are you planning to
[13:51] set us up to be able to either
[13:53] encourage some of those
[13:54] relationships are entrance
[13:56] into some of these federal
[13:57] programs. Yeah, the idea is to
[14:00] learn from the best programs
[14:01] that are out there. So it's
[14:03] certainly the federal level
[14:04] has to mentor programs. We
[14:05] also know that locally there's
[14:06] some other jurisdictions that
[14:09] have it. In so that this is a
[14:10] first time for us. We want to
[14:13] get it right. And also want to
[14:14] make sure that a program of
[14:18] all of us to incorporate. What
[14:19] we learn from this. But also
[14:20] what are some of the best
[14:22] practices from those other
[14:23] programs? We do want to have
[14:25] the best mentor appreciate
[14:26] program here in the city
[14:29] Oakland. And we also want to
[14:30] set up the rhymes at our
[14:30] mentors and proteges to be
[14:34] able to participate in these
[14:34] other ones. And hopefully that
[14:36] experience here helps open up
[14:38] more opportunities for them.

[15:08] making sure that my desire to.

[15:10] Study results forward in a way
[15:11] that can be done
[15:14] administratively, but done
[15:15] Cohesively can actually
[15:17] happen. So I just wanted to
[15:18] thank you because you've been
[15:21] a really good partner for with
[15:21] your expertise and your
[15:22] knowledge on these topics. I
[15:25] want appreciate you for that.

[15:29] that I'm also very proud that
[15:30] first time that this will be
[15:32] realized is on the mlk
[15:34] streetscapes project in my
[15:36] district with an Oakland born
[15:38] in raised native Stanley
[15:42] Cooper, who will be protege in
[15:43] this and this project. And I
[15:47] hope to see that even with the
[15:49] bi monthly, I believe reviews
[15:50] that will come back from how
[15:52] this project goes that we can
[15:55] also bring back to this
[15:55] committee. Maybe a couple
[16:00] times a year how the
[16:01] confrontation of this program
[16:03] is working so that it can be
[16:04] applied to other businesses. I
[16:05] would like to see this mentor
[16:07] protege program. Where has
[16:08] this type of technical
[16:10] assistance for small
[16:11] businesses applied across the
[16:13] board in the city of Oakland
[16:14] for other small businesses who
[16:17] need support with back in
[16:19] office or support applying for
[16:21] they're different permits or
[16:23] whatever that I just feel like
[16:25] minority businesses would be
[16:26] so much better served if we
[16:29] had the type of U.S. Support
[16:32] that crc will be providing in
[16:33] this program to other
[16:34] businesses. So I appreciate

[17:05] Jackson. I serve as a
[17:06] consultant to the National
[17:06] Association, minority
[17:09] contractors here in Oakland.
[17:10] And we really deeply deeply
[17:14] want to express our deep
[17:15] appreciation for this
[17:16] opportunity, but also our
[17:18] support for this particular
[17:20] grant opportunity. One of the
[17:21] things that we know as folks,
[17:23] we've served the area for over
[17:25] 60 years is that this is
[17:26] critical for the development
[17:27] of small businesses for
[17:29] contractors and for helping
[17:30] people to really be able to
[17:31] address the needs of the
[17:32] region and particularly the
[17:35] city of Oakland. We have
[17:36] worked diligently working with
[17:36] tremendous experts and people
[17:39] with deep expertise as well as
[17:41] looking at best practice. Math
[17:43] is a methodology for ensuring
[17:44] success and being able to
[17:45] categorize a success in such a
[17:48] way that the city of Oakland
[17:49] will be able to not only
[17:49] repeat our success in the
[17:50] future, but also been to grow
[17:53] a sustainable way. And so we
[17:54] really do recognize that this
[17:55] does address a number of these
[17:57] that the region has. The
[17:59] contractors have and that
[18:01] organization has as well as
[18:01] making sure the city of
[18:02] Oakland's able to address some
[18:04] of the some of his own
[18:04] priorities, particularly with
[18:05] those coming out of the 2026
[18:16] disparity study. So Good
[18:16] afternoon. Thank you guys for
[18:18] allowing me to speak. I really
[18:20] appreciate this grant as well.
[18:21] And it's much needed. My name
[18:23] is Lynn Turner, co-founder of
[18:27] Construction Resource Center.
[18:28] And we teach the business side
[18:30] of construction. We get in the
[18:31] weeds most of these companies
[18:33] teach from the 50,000 foot
[18:34] level because we're
[18:34] contractors being contractors
[18:37] understand. The good, bad and
[18:41] ugly of con construction. We
[18:42] teach you how to build your
[18:44] foundation set up back office
[18:46] and build a sustainable
[18:46] company. And so this will help
[18:51] us move these things forward
[18:52] considering the disparity this
[18:53] is a small drop in the bucket
[18:56] of what we need. What headed
[19:00] in the right direction. And so
[19:00] we appreciated and ask that
[19:01] you guys move this forward.

[19:15] codified in FEBRUARY of 2021.

[19:19] moving the project forward in

[19:48] benefit the project. I mean,
[19:50] what does that mean? We don't
[19:52] have the tools to assess the
[19:55] project. Come on, guys. We got
[19:57] to do a little bit data. A
[20:01] whole lot better. And $100,000
[20:05] will allow for what? What What
[20:09] is it limited? That the How
[20:15] did come up with 100,000?

[21:44] and 3 out the resident city
[21:46] administrator to identified
[21:48] backup fund from state and
[21:50] local sources. They have been
[21:50] appropriated for homelessness
[21:52] programs in to allocate or
[21:53] reallocate such funds to the
[21:56] programs identified in table.

[21:58] through the grant terms in the
[22:00] event coc funding is delayed.
[22:04] And for accepting and
[22:05] appropriating additional coc
[22:05] funds that become available
[22:08] for the same purposes. Do both

[22:19] grant agreements to adjust

[22:37] My name is King are and I'm
[22:39] the manager of community
[22:40] homelessness services. And I'm
[22:43] here today to present a
[22:45] resolution authorizing
[22:45] acceptance and appropriation
[22:46] of up to 5.65 million in
[22:49] federal continuum of care or
[22:50] coc funding from the U.S.
[22:51] Department of Housing and
[22:52] Urban Development to better
[22:55] known as hud. The continuum of
[22:56] care program has been a
[22:57] critical component comes.
[22:58] Homelessness response system
[23:02] for more than 3 decades. These
[23:03] federal funds support housing
[23:05] interventions that help
[23:07] individuals, families in
[23:07] transition, age youth moved
[23:08] from homelessness to stable
[23:11] housing. Today's action would
[23:12] allow the city to renew
[23:12] funding for for establish
[23:16] programs. The housing Fast
[23:17] Support Network operated by
[23:19] Bay Area, Community Services
[23:22] or backs the North County
[23:25] Homeless Families Rapid
[23:25] Rehousing collective operated
[23:27] by building futures with women
[23:29] and children. The North County
[23:30] Homeless Youth Rapid Rehousing
[23:31] Collaborative operated by
[23:33] Covenant House, California and
[23:37] Oakland Community Project. And
[23:39] then the additional one is the
[23:39] Oakland Homeless is the youth
[23:40] Housing collaborative operated
[23:44] by. Covid House, California in
[23:46] East Oakland Community project
[23:48] collectively these programs
[23:50] provide transitional housing,
[23:52] rapid rehousing ritual went to
[23:53] assistance case management and
[23:54] support of services that help
[23:55] some of our most vulnerable
[23:56] residents achieve long-term
[23:58] housing stability. This item
[24:00] is particularly time
[24:02] sensitive. One of the time one
[24:02] of the existing agreement
[24:05] expires JULY 31st. And while
[24:06] the city has received informal
[24:09] notification from hood that
[24:10] these grants have been renewed
[24:11] formal grant agreements have
[24:15] not yet been executed. This
[24:16] resolution ensures that we can
[24:17] accept the funds when they
[24:19] become available and maintain
[24:20] an intricate services for
[24:21] residents currently enrolled
[24:24] in these programs. The
[24:25] resolution also authorizes the
[24:27] city administrator to utilize
[24:28] previously appropriated, state
[24:29] and local homelessness,
[24:30] funding of a temporary bridge.
[24:32] Should there be any delay in
[24:34] the federal award process?
[24:35] This flexibility is essential
[24:38] because without it programs
[24:39] will be forced to suspend
[24:39] operations while awaiting
[24:43] federal contract execution.
[24:44] Homelessness continues to be
[24:45] one of the most significant
[24:46] challenges facing Oakland
[24:49] primarily. Excuse me,
[24:51] preliminary results from the
[24:51] 2026 point in time. Count
[24:52] indicated homelessness did
[24:54] decrease by approximately 20%
[24:57] since 2024. Well, that
[24:58] progress is encouraging. More
[25:01] than can residents continue to
[25:02] experience homelessness and
[25:03] the need for effective housing
[25:06] interventions remains urgent.
[25:07] These continuum of care
[25:09] programs are producing
[25:10] measurable results during the
[25:11] most recent reporting period
[25:14] of fiscal year. 24 25 the
[25:15] funded program served 484
[25:19] individuals. Across 334
[25:21] households including 129
[25:23] children. More than half of
[25:24] the individual served
[25:25] identified as black or
[25:28] African-American. Reflecting
[25:29] the disappointing it impact.
[25:30] Homelessness continues to have
[25:33] cause black community.
[25:34] Collectively the program's
[25:36] achieved 73% exits to
[25:38] permanent housing. Several
[25:39] program significantly exceeded
[25:40] that benchmark, including
[25:42] building features family rapid
[25:46] rehousing program. He's a 97%
[25:47] permanent housing placement
[25:47] rate and east open community
[25:49] projects. Youth Rapid
[25:51] rehousing program which
[25:51] achieved 100% permanent
[25:54] housing place memory. These
[25:55] outcomes are the result of
[25:56] intentional performance
[25:59] management and accountability.
[26:00] The city closely monitors all
[26:01] hud continuum of care funded
[26:02] programs, the monthly invoice
[26:05] and expenditure reviews,
[26:05] quarterly data and performance
[26:06] reviews and ongoing contract
[26:09] monitoring. Performance
[26:11] measures include Texas
[26:12] Department Housing Housing,
[26:13] retention income growth,
[26:16] utilization of support
[26:17] services link to stay and
[26:19] timely and accurate data entry

[26:25] reserves the option to make
[26:25] changes in hud continuum of
[26:28] care, separate separate
[26:30] agreements, including ending
[26:31] subcontracts with agencies
[26:32] whose programs do not meet
[26:33] contracted a performance
[26:37] outcomes. The oversight ensure
[26:38] that public funds are directed
[26:38] toward programs that
[26:39] demonstrate results in advance
[26:42] of city strategic goals. In
[26:45] total, these programs support
[26:46] 186 housing beds and units
[26:47] throughout the opens
[26:50] homelessness response system.
[26:51] If this resolution is not
[26:52] approved and funding is not
[26:52] renewed, those beds in
[26:55] searches could be lost,
[26:56] resulting in hundreds of local
[26:58] residents from returning to
[27:00] homelessness. The last of
[27:01] these programs would
[27:01] significantly impact our
[27:02] ability to maintain progress
[27:03] toward reducing unsheltered
[27:06] homelessness in Oakland. This
[27:08] recommendation is also
[27:08] directly lined recently
[27:12] adopted homes to action plan.
[27:13] The program support key
[27:14] components of that plan,
[27:16] including interim housing,
[27:16] permanent housing Prevention
[27:19] of returns to homelessness and
[27:20] increase access to coordinate
[27:23] a supportive services, the
[27:24] transitional housing and Rapid
[27:25] rehousing interventions
[27:26] participants receive
[27:28] assistance, securing permanent
[27:30] housing, increasing income,
[27:31] accessing benefits, improving
[27:32] health outcomes in achieving
[27:36] long-term stability. In
[27:36] addition, these programs
[27:37] advanced the city's commitment
[27:40] to racial equity. Homelessness
[27:40] continues to
[27:42] disproportionately affect
[27:42] black oaklanders due to
[27:43] longstanding structural
[27:45] inequities, including historic
[27:46] housing discrimination,
[27:48] redlining and barriers to
[27:49] economic opportunity
[27:50] sustaining proving housing
[27:52] veterans is one of the most
[27:53] effective ways we can address
[27:54] these disparities and improve
[27:55] outcomes residents restricting
[27:57] homelessness for those
[27:59] reasons. Staff respectfully
[28:00] recommends approving of
[28:01] resolution to accept an
[28:03] appropriate the continuum of
[28:06] care funding authorize the
[28:06] Associated Grants, agreements
[28:07] establish contingency funding
[28:08] authority and they've been a
[28:09] federal delays and all
[28:10] throughout is that any
[28:11] additional coc funding awards
[28:14] during the term grant the
[28:15] grant term. Thank you for your

[31:47] MAY need to be planning in

[31:51] administration is successful
[31:51] in moving away from housing.

[31:58] already ready receive the
[31:59] award for it. But for the next
[32:00] iteration, we're currently

[32:06] for example, prioritizing
[32:07] permanent housing in
[32:08] transitional housing and
[32:08] moving away from someone.
[32:11] Every have rapid rehousing
[32:12] with our consultant working
[32:15] closely with our providers to
[32:16] potentially transition or
[32:16] start new programs or figure
[32:17] out a way to maintain those
[32:19] beds. So to answer your
[32:20] question, we are working
[32:21] actively on ensuring that
[32:22] those beds do not go offline
[32:24] and or we can continue in
[32:25] other capacity. Okay. Great.

[32:31] finally, I wanted to know I
[32:36] find the metric like exit like
[32:36] percent exits to permanent
[32:38] housing to be actually pretty
[32:40] opaque. Just because I think
[32:41] the term permanent housing
[32:44] covers such a broad spectrum
[32:48] of placements. And so. Can you
[32:51] just describe like qualitative
[32:52] qualitatively? What what that
[32:54] means? I think what's
[32:57] important for me to
[32:58] distinguish this MAY not be
[32:59] data that's available at a
[33:01] quantitative level. But
[33:02] whether we are actually
[33:03] placing are these providers
[33:06] are placing people in 2. Are
[33:10] they in a market? Rental house
[33:12] was a rental assistant. Is it
[33:14] short term or the psh, which
[33:15] requires packs, you know, just
[33:19] because I think it is
[33:20] important night distinguish
[33:21] and measure success of someone
[33:22] who's actually able to be in a
[33:24] market rate housing simply
[33:26] because then it opens up a
[33:28] spot for somebody who has like
[33:31] a disability to be into psh.
[33:33] And then finally, I think just
[33:33] a metric that's important to
[33:36] capture is also just the
[33:37] length of time that they're in
[33:41] these transitional unit since
[33:42] they MAY have been 100% exit
[33:43] to permanent housing, but
[33:44] maybe the length of time is 5
[33:46] years. You know, so just to
[33:47] exaggerate. But I think it
[33:47] just be important to get that
[33:54] data. Thank you where those
[33:55] questions that requesting a
[33:57] response to on the just
[33:57] something you would like to
[34:04] see an upcoming report. I
[34:06] think it would be good to hear
[34:07] response, but yes, would be
[34:08] good to see that future
[34:12] reporting. And I know that the
[34:13] metrics this is an ongoing
[34:14] conversation that we've can be
[34:17] difficult to capture, but to
[34:18] the extent that we can it be
[34:19] great to see that and would
[34:20] love to hear your thoughts on
[34:21] whether that those are
[34:25] metrics. It can captured.

[34:45] broad to answer your question.

[34:55] a little difficult to measure
[34:55] be able to give you like a
[34:56] full detail because there's so
[34:57] many categories. But
[34:59] ultimately, if someone is
[35:00] removed from homelessness as
[35:01] it relates to being in the
[35:03] housing queue and or no longer
[35:06] considered an house in that,
[35:07] particularly in which he
[35:07] became a part of the cube,
[35:09] they are now removed from it
[35:11] permanent submitted no longer
[35:18] unhoused help questions. And
[35:19] then in terms of the
[35:21] measurement of length of time,
[35:22] just because throughput is an
[35:23] ongoing conversation right of
[35:26] increasing that. Chair that
[35:28] actually is a metric that we
[35:29] can track and I can get that
[35:31] data to be a at great. Thank

[35:34] we can work together with the
[35:35] city administrator's office in
[35:36] your office to figure out
[35:37] where these metrics should

[35:41] their timely and responsive to

[40:37] resident in conducting their
[40:37] taxes annually.
[40:38] Sugar-sweetened beverage
[40:41] program and our summer food
[40:42] program. Our Summer Food
[40:45] program we have over 55 tight
[40:47] throughout the city of Oakland
[40:48] that feet. Are you thinking
[40:48] about snack and lunch every
[40:51] single day? And so we're
[40:52] excited about that. And a
[40:53] press release was done about
[40:56] that before the beginning of
[40:57] the summer and our Sugar
[40:58] Sweetened beverage program,
[40:58] which also subsidizing
[41:01] supports that program. And
[41:04] that also has advisory board.

[41:09] 18 board members. We have 4
[41:11] committees are executive
[41:11] committee advocacy committee

[41:41] supports the city of Oakland,
[41:43] Economic Development, Action
[41:47] plan. We also. Support the
[41:50] strategic work that we are
[41:52] doing throughout the city of
[41:54] Oakland by making sure that we
[41:56] work with our training and
[41:57] employment. We work with
[41:59] organizations that support
[42:01] low-income housing. We also do
[42:03] a lot of work around community
[42:05] development, civic engagement,
[42:08] advocacy community building.
[42:11] So we reduce poverty and
[42:12] promote economic opportunity
[42:13] by supporting programs
[42:13] services that help our
[42:14] low-income residents and the
[42:17] city of Oakland. We have too
[42:18] many ways organizations,
[42:21] public agencies, educational
[42:22] institutions and resident and
[42:23] we help them identify and
[42:24] develop community-driven
[42:25] solutions to the root cause of
[42:30] the property. So what is the
[42:31] community service block grants
[42:33] to the community service
[42:35] Block? Grant is a federally
[42:35] funded antipoverty program
[42:36] administered by United States
[42:38] Department of Health and Human
[42:39] Services as well as California
[42:42] Department of Community
[42:44] Services. Rcs Beaty provides
[42:46] flexible funding enables
[42:47] community action agencies to
[42:47] respond local needs to
[42:50] services such as like I said,
[42:51] workforce development,
[42:53] housing, stability, emergency
[42:55] assistance, financial
[42:56] Empowerment Program, civic
[42:58] engagement, opportunities and
[42:59] community development. All of
[43:01] this, of course, is guided by
[43:04] our comprehensive community
[43:04] needs assessment as well as
[43:09] our strategic plan. So here's
[43:12] our strategic plan for 2022.
[43:14] 2025, as we all know, it is
[43:17] 2026 we are working on
[43:19] creating new five-year
[43:22] strategic plan from 2026 to
[43:23] 2031 that again will be
[43:24] informed by our community
[43:25] needs assessment and our
[43:32] strategic plan. So as well as
[43:36] in your packet, you will find
[43:37] our community action plan for
[43:41] 2026 to 2027. That was also. A

[51:29] services division. Today staff
[51:32] is presenting the 26 27 fiscal
[51:34] year. Oakland pair transit for
[51:34] the elderly and disabled
[51:38] program. Also known opened. I
[51:38] planned for the coming are in
[51:43] the fiscal year. Now and the
[51:44] accompanying resolution staff
[51:45] respectfully request that the
[51:46] life enrichment committee
[51:49] approved this item and forward
[51:49] it to the full City Council
[51:52] for approval on the consent
[51:54] calendar on APRIL 27th, the
[51:56] Alameda County Transportation
[51:57] Commission's paired Transit
[51:58] advisory in Planning committee
[52:00] approved this plan. The
[52:00] proposed resolution will
[52:04] accept an appropriate the
[52:05] city's fiscal year, 26, 27
[52:06] Measure b, b, direct local
[52:09] distribution allocation of
[52:10] approximately 3 point a little
[52:13] bit over 3 point 0 2 million
[52:15] dollars authorized to
[52:16] agreements necessary to
[52:18] deliver Oakland's paratransit
[52:19] services continue.
[52:20] Transportation related Neil
[52:22] delivery and regional
[52:24] partnerships and authorize
[52:25] acceptance of any additional
[52:26] measure b funds that MAY
[52:27] become available during the
[52:30] fiscal year. This year's
[52:33] program plan reflects
[52:33] extensive community engagement
[52:34] and is grounded in what
[52:36] Oakland residents told us they
[52:37] need and they need most in
[52:39] terms of transportation to
[52:44] inform this plan. We completed
[52:46] 923. 24 community surveys. 13
[52:50] community listening. Sessions,
[52:51] ped customer satisfaction
[52:54] surveys last year across every
[52:57] engagement effort. One message
[52:58] was very clear. Transportation
[52:59] is the number one priority for
[53:02] Oakland, older adults and
[53:03] persons with disabilities over
[53:07] the next 5 years. Residents
[53:09] consistently told us that
[53:10] transportation is essential
[53:11] for accessing healthcare,
[53:13] food, housing, stability,
[53:14] social connection and
[53:16] remaining independent in their
[53:18] communities. What the fiscal
[53:20] year, 26 27 plan delivers
[53:24] based what community from the
[53:25] community input. This plan
[53:26] continues to comprehensive
[53:27] suite of transportation
[53:30] services, including same day
[53:31] transportation, specialized
[53:32] wheelchair, accessible Van
[53:34] Services group, trips door
[53:37] through door, volunteer
[53:38] Transportation, Transportation
[53:39] related Neil Delivery,
[53:41] customer service and community
[53:44] outreach during fiscal year.
[53:45] 26. 27 open anticipates
[53:47] providing approximately 19,000
[53:52] taxi script rides. 7500 gogo.
[53:53] Grandparents rides nearly
[53:55] 12,000 wheelchair. Accessible
[53:59] trips, 16,500 will trips and
[53:59] approximately 260,000
[54:03] home-delivered meals. These
[54:04] services help older adults and
[54:06] people with disabilities
[54:10] medical appointments, grocery
[54:11] stores, senior centers,
[54:12] pharmacies and other
[54:12] destinations that support
[54:16] healthy, independent living.
[54:18] Customer satisfaction is to
[54:20] remain high, MR. Participants
[54:21] consent Lee tell us that
[54:22] opened helps them maintain
[54:24] independence and age safely in
[54:26] the community. At the same
[54:28] time, the identify
[54:29] opportunities for improvement,
[54:30] including better on time
[54:32] performance expended,
[54:33] accessible transportation,
[54:35] improved communication, easier
[54:37] access to services. This in
[54:39] public be part of our ongoing
[54:41] quality improvement
[54:41] conversations staff will have
[54:44] with our service providers.
[54:45] Looking ahead, one of our
[54:47] priorities this year is
[54:48] improving. Knew how residents
[54:52] access open services last year
[54:54] we piloted relocation of our
[54:55] customer service desk from
[54:56] down here downtown Oakland
[54:59] senior center downtown
[55:00] Oakland, one 50 our office
[55:02] here at one, 50 Frank Ogawa
[55:03] Plaza and move it to the
[55:04] downtown Oakland senior
[55:06] Center. We have seen an uptick
[55:09] in the number of new enrollees
[55:13] and people who are. Seeing the
[55:14] downtown Oakland Co for the
[55:14] first time become members
[55:17] because they've never been
[55:18] there before. This suspension
[55:21] brings enrollment eligibility
[55:22] determination, transportation
[55:22] information and other
[55:23] individuals, customer
[55:26] assistance closer to where
[55:27] residents lives. And we are
[55:28] going. We replicating this
[55:30] model for east Oakland. This
[55:34] fiscal year. We're also
[55:34] working with the Mayor's
[55:37] Commission on Aging on
[55:40] developing a 5 year plan. And
[55:43] transportation is one of the
[55:45] highest need that was
[55:46] identified in a needs
[55:47] assessment has had mention and
[55:49] the Mayor's Commission on
[55:52] Aging developed and had stood
[55:53] up a transportation
[55:54] subcommittee that started
[55:57] meeting 2 months ago. This
[55:58] subcommittee will inform
[55:58] what's going on in the
[56:00] community and will help us
[56:01] identify strategies to fill
[56:04] the gaps in services specially
[56:06] based on what we have heard
[56:07] from the community members in
[56:08] east Oakland, Deep East
[56:11] Oakland, we MAY have
[56:11] transportation services
[56:12] available, but these services
[56:13] are not reaching East. Oakland
[56:17] residents. In closing the
[56:20] fiscal year 26 27 program plan
[56:23] reflects the voices of Oakland
[56:24] residents response directly to
[56:25] transportation priorities
[56:26] identified through the cities
[56:28] age from the 2 planning
[56:30] process and positions open to
[56:33] continue delivering equitable,
[56:34] accessible and responsive
[56:35] transportation services to
[56:37] older adults and persons with
[56:39] disabilities. Therefore, staff
[56:41] respectfully request that the
[56:42] life enrichment committee
[56:43] approved the proposed
[56:45] resolution. And for with this
[56:46] item to the full City Council
[56:47] for consideration and approval
[56:48] of the consent calendar. Thank

[57:16] questions on might have this
[57:17] wrong to about these addresses
[57:18] because that's the first thing
[57:19] I look at is addresses of our
[57:20] providers. So when you see
[57:26] kid. That region. My east
[57:27] Oakland residents. Can you
[57:29] explain at 11 raid on that
[57:33] threw the chair into
[57:35] councilmember Houston when we
[57:37] did our listening sessions and
[57:39] also when we did the surveys,
[57:40] what we found from our
[57:45] residents is that. We have
[57:45] transportation such as
[57:46] example, taxi and go go
[57:50] grandparents, which is. Being
[57:52] able to Britain lift without
[57:53] having them out. So you just
[57:53] call a phone number. So it's
[57:54] very easy for older adults to
[57:57] be able to schedule these
[58:00] rides. Left what we have found
[58:06] is that. When they call for
[58:06] service suddenly their order
[58:10] gets canceled. Without any
[58:13] reason. Repeatedly that
[58:14] happens. So we know that gap,
[58:16] even though these services are
[58:18] available, some of our
[58:19] providers members, perception
[58:20] of the unsafe neighborhoods
[58:22] that, you know, people think
[58:27] Oakland is they don't go and
[58:29] we need to think outside the
[58:30] box. You know, these
[58:33] transportation, Uber, Lyft and
[58:34] other services we have
[58:36] available. We need to think
[58:37] outside of the box and figure
[58:38] out a different way of filling
[58:41] that gap. We actually have
[58:42] testimony, one of our
[58:43] commissioners got off the
[58:47] airport in east Oakland. She
[58:48] was trying to get bring lift
[58:53] and she had her. Her ride
[58:54] canceled several times and was
[58:58] not able to get a ride. So.
[58:59] You know, anecdotally, that's
[59:00] what we are hearing. So I
[59:01] think what we need to do is
[59:04] really figure out other input
[59:05] from the community. What MAY
[59:08] be others. Strategies that we
[59:10] can implement and working with
[59:11] the subcommittee of the
[59:12] Transportation of the Mayor's
[59:14] Commission on Aging will hope
[59:15] to be able to identify some of
[59:16] the strategies to fill those
[59:24] gaps. That's that's pretty.
[59:24] Heart-wrenching. Immediate,
[59:27] not. Seniors in my folks
[59:30] scene. Benefiting from this in
[59:33] Deep East Oakland. So wish us
[59:34] suggested can I help? How can
[59:35] the council help? How can the
[59:42] public what can we do? Because
[59:43] must-see news, one of the most
[59:44] important things to me. What
[59:46] can we do? Yeah. Threw the
[59:48] chair. One of the things that
[59:50] we're thinking about working
[59:52] with the subcommittee on
[59:53] Transportation is issue a
[59:55] request for qualifications or
[59:59] some kind of an rfp this year
[1:00:01] before the closing of the
[1:00:04] calendar year and entertain
[1:00:05] any ideas that could be from a
[1:00:06] nonprofit who want to run band
[1:00:09] program friends. And just for
[1:00:10] East Oakland, anything happy
[1:00:12] to hear any ideas from the
[1:00:14] community. And we're hoping
[1:00:14] that through this rfq process
[1:00:18] that we will find. Other ways
[1:00:21] of filling that gap, any could
[1:00:26] be community based. That sends
[1:00:26] positive. Yes. One more
[1:00:28] question in a move on. I'm not
[1:00:30] sure if I've got this right.

[1:00:42] of these companies. New Jersey
[1:00:46] Davenport Timberline. New work

[1:01:04] of these are locals. Some of
[1:01:08] these are not so 5 rivers is a
[1:01:09] local Oakland. This is our
[1:01:10] taxi service company that been
[1:01:15] around. For 30, 40 years here
[1:01:18] in Oakland. And so that's
[1:01:20] local. This is also corporate
[1:01:21] headquarters is in New Jersey.
[1:01:25] Okay. Okay. Talk to my
[1:01:26] colleagues to see how we can
[1:01:30] do to help, you know, help me
[1:01:31] out. I need some help. Talk to
[1:01:32] Want to see how we get
[1:01:32] must-see news to get to Carol
[1:01:37] k. Respects. I want to I want
[1:01:39] to get an understanding. So is
[1:01:40] it just East Oakland where
[1:01:41] these challenges are happening
[1:01:44] for seniors with their
[1:01:46] transportation and to be
[1:01:48] clear, the senior that was not
[1:01:50] able to get a ride from the
[1:01:52] airport was using a private
[1:01:53] rideshare service. Not not one
[1:01:54] of our contractors, correct,
[1:01:58] correct? That's correct. And
[1:01:59] do our contractors work after
[1:02:03] hours. Then finally East
[1:02:03] Oakland. The only place it
[1:02:09] have any challenges not
[1:02:11] necessarily. So when we went
[1:02:12] to the Fruitvale area, we
[1:02:15] talked to the folks over
[1:02:16] Spanish speaking Unity Council
[1:02:18] one of our 13 listening
[1:02:20] sessions. What we found from
[1:02:21] that community is that they
[1:02:23] have a high utilization of
[1:02:23] public transit. However, it's
[1:02:26] that last mile where they get
[1:02:29] off the bar or no ac transit
[1:02:31] and then they're carrying
[1:02:32] groceries that they are not
[1:02:35] able to carry all the way home
[1:02:36] because these routes, the
[1:02:38] these public transit systems
[1:02:39] are in the fix map system.
[1:02:42] Doesn't go go door-to-door.
[1:02:45] And what we were told was that
[1:02:47] during covid they had a van
[1:02:48] and it was stolen and they
[1:02:49] have never been able to
[1:02:50] replace that ban. And that van
[1:02:52] was helping seniors for that
[1:02:57] last mile ride. So that was an
[1:02:58] identified need. Again, we're
[1:03:00] hoping to be able to work with
[1:03:02] the community and figure out
[1:03:03] how to address that. Kind of
[1:03:09] need. Still Oakland, correct?
[1:03:12] So are these it are these
[1:03:15] organizations funded through
[1:03:17] these funds? So we have funds
[1:03:18] available. We just don't have
[1:03:21] the organizations don't have
[1:03:21] the resources. 2, maybe
[1:03:25] reacquire vehicles or maybe
[1:03:26] higher. What it what is the
[1:03:29] exact issue here? We have had
[1:03:30] some conversation with the
[1:03:34] vendors about this issue and
[1:03:35] one of the strategies they
[1:03:37] actually presented to us was
[1:03:41] perhaps we can give a premium.
[1:03:42] Rate for those who will go to
[1:03:43] East Oakland for the drivers.
[1:03:47] So taxi drivers who are going
[1:03:50] to be going on rides that East
[1:03:50] local police. Oakland address
[1:03:54] can get a higher reimbursement
[1:03:55] rate. Then what's you know?
[1:03:58] What's base rate? So that's
[1:03:59] one strategy that we have
[1:04:02] tossed around the challenge we
[1:04:02] have currently is that they're
[1:04:04] also increasing the fears this
[1:04:07] year. So we have we need to
[1:04:09] have enough data to be able to
[1:04:11] understand how the fair just
[1:04:11] in general this new fare
[1:04:13] increase that they want to
[1:04:14] impose on us is going to
[1:04:15] impact the program. And then
[1:04:19] if we're gonna provide an
[1:04:21] additional sort of incentive
[1:04:22] for drivers to go to East
[1:04:23] Oakland again, how much money
[1:04:28] will that cost? Is there any
[1:04:29] information or data to back up
[1:04:31] their fear or is it just a
[1:04:33] perception? It's a perception.
[1:04:35] Unfortunately. And are these
[1:04:36] hours that they're concerned
[1:04:38] about going to east Oakland
[1:04:40] after hours after 5 around
[1:04:42] midnight the other services
[1:04:43] that serve other parts of the
[1:04:49] city operate. 24 7. I'm not
[1:04:51] sure that it It has to do with
[1:04:52] the hours. I believe it's
[1:04:53] really just the general going
[1:04:56] to East Oakland is unsafe. We
[1:05:00] did hear here from one of our
[1:05:01] when we were doing that, the
[1:05:03] sitting sessions that one of
[1:05:05] the things that they heard
[1:05:08] from the Uber Lyft drivers any
[1:05:09] MAY not be related to a
[1:05:11] contractor, but just to bring
[1:05:12] drivers was there was an
[1:05:13] incident where they were in
[1:05:16] Deep East Oakland in one of
[1:05:21] the cars got. What is that
[1:05:22] called card Karnow carjack
[1:05:25] Jack. Yeah. Yeah. Well, there
[1:05:26] trying to pick up a passenger
[1:05:27] in East Oakland. So, you know,
[1:05:29] these kinds of stories they
[1:05:31] spread, the other drivers and
[1:05:37] it becomes sort of this. New
[1:05:39] way of unfounded. But but then
[1:05:41] got spreads out. Do you know
[1:05:45] this is my last question. Do
[1:05:46] you know if the vehicles that
[1:05:47] are used to pick up seniors
[1:05:48] have to be outfitted for
[1:05:52] seniors with lifts and other
[1:05:54] equipment to service MAY be
[1:05:55] assisted walking vehicles,
[1:05:58] scooters, things like that.
[1:06:01] Not necessarily. So a lot of
[1:06:03] the vehicles that are sent to
[1:06:07] to seniors homes are sedans.
[1:06:08] They've had drivers like taxi
[1:06:11] drivers using their own
[1:06:12] vehicles because the the
[1:06:14] old-fashioned yellow cabs are
[1:06:14] no longer in existence in
[1:06:17] Oakland. So they're using SUVs
[1:06:22] and sedans and we are also
[1:06:23] educating our seniors that if
[1:06:28] they need. If they cannot get
[1:06:30] on a e's, a suv, for during
[1:06:31] this patch when they're
[1:06:32] calling the order to make sure
[1:06:35] to let them know that. They do
[1:06:37] have limited numbers of we'll
[1:06:41] check sensible vans. They're
[1:06:42] available but very limited.
[1:06:45] But we do have a specialized
[1:06:46] Van Service for people who
[1:06:49] need wheelchair. Accessibility
[1:06:50] with another contract. Another
[1:06:52] taxi driver program. Okay.
[1:06:53] Thank you for that. And I will

[1:06:56] some potential solutions to
[1:06:59] address this gap. Think I have
[1:07:01] some ideas. Councilmember
[1:07:02] Houston and then councilmember

[1:07:22] noted to the neighborhoods are
[1:07:26] scared. They know how to move.
[1:07:27] Then you can move safely. So I
[1:07:28] got some good ideas. So what I
[1:07:29] want to do is I want to sit
[1:07:30] down with 2 to and
[1:07:33] Councilmember 5. We could do
[1:07:34] it together because I have
[1:07:37] some ideas we built.
[1:07:37] Individuals in our own
[1:07:38] community to take care of
[1:07:41] ourselves right. Keep the
[1:07:42] money in our community. We can
[1:07:45] make it safe. Know good fix on
[1:07:56] that. So I move this.

[1:08:03] have to say that and it that
[1:08:06] is really I have also heard
[1:08:07] some just complaints about the
[1:08:11] pair transit system. And lot
[1:08:13] of it has to do with delays.
[1:08:14] Are the wait time really is a
[1:08:18] key thing that comes out and I
[1:08:22] am deeply concerned around
[1:08:22] this idea that is a provider
[1:08:26] that is getting money,
[1:08:26] including public money that
[1:08:27] you don't have to actually
[1:08:33] pick up somebody. So. We just
[1:08:34] encourage whatever ways that
[1:08:36] we can hold these vendors
[1:08:36] accountable is really
[1:08:42] important. I also was looking
[1:08:45] at one of the attachments it
[1:08:46] in my reading this correctly.
[1:08:49] This is the paired transit
[1:08:50] program plans. Staff summary.
[1:08:52] I see there's a listing of the
[1:08:56] cost per trip that some of our
[1:08:58] vendors is this how much
[1:08:59] they're getting reimbursed by
[1:09:00] the city or is this how much
[1:09:02] they're charging sometimes
[1:09:06] seen rates is high up $74 per
[1:09:07] trip. And is that being
[1:09:10] charged to the residence? To
[1:09:15] the chair? Councilmember? So
[1:09:17] the way it works is that we
[1:09:19] highly subsidized these rides
[1:09:22] through the Measure b b
[1:09:23] dollars. So and example, one
[1:09:26] booklet of taxi scripts get
[1:09:30] you $20 worth of rides. We
[1:09:31] paid $25 a measure b b, the
[1:09:33] consumers only pay $3 and they
[1:09:34] can buy up to 12 booklets per
[1:09:38] quarter. So that's an
[1:09:39] equivalent. And about, you
[1:09:41] know, 3, $400 that we highly
[1:09:46] subsidized taxing scripts. So
[1:09:47] what you saw on the report are
[1:09:51] averages per ride because
[1:09:54] specially for taxi depends on
[1:09:55] the mileage, right? Know where
[1:09:56] you go. But average, it's
[1:10:00] about $75 per per ride. Ok,
[1:10:00] that's good to know and why is
[1:10:03] it that Gogo? Grandparent is
[1:10:05] down. The they seem to be
[1:10:09] asking for much less subsidy
[1:10:10] compared to the other
[1:10:12] providers. Why not expand
[1:10:12] service with them? Or is it
[1:10:13] because the quality or they've
[1:10:17] limits with their capacity
[1:10:18] just so that we can provide
[1:10:19] more rides with the same
[1:10:24] amount of money. The This is a
[1:10:25] good question. When we started
[1:10:27] with Gogo grandparents who was
[1:10:30] the pilot because we're not
[1:10:31] sure how readily adaptable our
[1:10:33] seniors are when it comes to
[1:10:34] these kinds of new services
[1:10:37] technology. So we. Piloted
[1:10:40] with a very small amount of
[1:10:42] grand with a very limited
[1:10:44] number of subsidies that we
[1:10:46] can provide. And what we've
[1:10:49] seen is a huge uptick. They're
[1:10:51] considered, you know, go going
[1:10:51] considered hailing services,
[1:10:56] not like taxi. And we have
[1:10:58] seen a huge uptick in
[1:10:58] services. So one of the things
[1:11:01] that we're going to do during
[1:11:02] the the request for
[1:11:02] qualifications when the issue
[1:11:06] that is too make the service
[1:11:07] is comparable to each other.
[1:11:09] So consumers would have
[1:11:11] choices right now the way our
[1:11:15] program is modeled, it's
[1:11:16] driven towards taxi because
[1:11:16] that's our bread and butter
[1:11:17] for many, many years now. And
[1:11:21] then as it is new approaches
[1:11:22] to transportation are coming
[1:11:23] online. We want to take a look
[1:11:25] at the sand pilot, new ones
[1:11:27] and also grow. The ones that
[1:11:29] we know are really successful.
[1:11:29] Like go go grandparents and
[1:11:32] possibly increase the number
[1:11:34] of number of rides that you
[1:11:35] can get would go go as well as
[1:11:35] the amount of subsidy that we
[1:11:39] provide. Okay, great. That
[1:11:39] makes a lot of sense to me all
[1:11:48] second, the item. Moving to
[1:11:48] our public speakers blare big
[1:12:00] men in Mississauga. So the
[1:12:03] report says this is saw. Fort
[1:12:08] Fragile seniors. So what who
[1:12:09] qualifies as a scene? You just
[1:12:10] being a seniors, not enough.
[1:12:13] Use a fragile seniors. Who
[1:12:16] does that include? Does that
[1:12:17] include, for instance, an
[1:12:20] individual who's just had
[1:12:22] surgery on their knee
[1:12:23] temporarily will need this
[1:12:24] transportation for a period of
[1:12:28] time, but not long-term. Does
[1:12:30] this include an individual who
[1:12:32] failed the al? The Indian
[1:12:37] cannot drive. And now they
[1:12:37] have to depend on some of the
[1:12:43] form of transportation. Do you
[1:12:47] have and space? Area that is
[1:12:51] limited for travel. So we have
[1:12:51] seniors that have to go to
[1:12:55] Stanford Hospital. Can that
[1:12:57] can they be transported to to
[1:12:58] that distance? Is there a
[1:13:00] distance like 20 miles, 30
[1:13:12] miles? That's the limit. Thank

[1:13:32] appointments that are
[1:13:35] specialized, they go outside
[1:13:36] of Oakland and the taxi
[1:13:37] service can go anywhere
[1:13:40] outside of Oakland. The
[1:13:41] problem, though, is, you know,
[1:13:42] because that can only purchase
[1:13:45] 12 scripts per quarter. A lot
[1:13:48] of folks who are going to the
[1:13:49] specialty medical appointments
[1:13:52] outside of Oakland tend to use
[1:13:54] up their allocation rather
[1:13:58] quickly. We do listen to folks
[1:14:01] these 4 requests on a

[1:14:24] pays for transportation,
[1:14:26] especially if they are under
[1:14:27] Medicare. If they're under
[1:14:30] medical and medical covers,
[1:14:32] they're transportation. They
[1:14:33] should be paying for those and
[1:14:36] not our program. So so another
[1:14:37] education and getting more
[1:14:38] information from our seniors
[1:14:41] as we get more and more
[1:14:42] requests, you know, repeated
[1:14:44] requests for more and more
[1:14:46] scripts, then then the normal
[1:14:48] application in terms of
[1:14:51] qualification, if you're on
[1:14:52] over 70, 70 or over, you
[1:14:52] automatically qualify, don't
[1:14:55] have to have a disability or,
[1:14:56] you know, I need it's not
[1:15:01] means tested if you're under
[1:15:02] 70, anywhere from 18 to 69,
[1:15:03] you have to have this up
[1:15:07] Bility and registered with the
[1:15:08] Alameda with the East Bay
[1:15:12] paratransit because a lot of
[1:15:13] folks think that this is sort
[1:15:14] of the first resort for
[1:15:18] transportation is actually the
[1:15:20] sec indoor supplemental to the
[1:15:20] ada, transportation to East
[1:15:23] Bay paratransit. So it's a
[1:15:26] gap. A stopgap for a lot of
[1:15:28] folks who are not able to get
[1:15:29] on the East Bay pair Transit
[1:15:32] van door. They just got off
[1:15:34] you emergency room writing in
[1:15:37] a in a in a van that goes all
[1:15:38] over the city MAY not be
[1:15:40] something that they want to
[1:15:41] do. So this is really filling
[1:15:44] the gap. So that's another.
[1:15:47] Education that we have to tell
[1:15:47] consumers when they keep
[1:15:48] asking for more scripts
[1:15:49] because they want to by the
[1:15:52] taxi weather than then East
[1:15:53] Bay pair Transit van
[1:16:04] sometimes. I know this is.
[1:16:05] Easier said than done. But I
[1:16:07] think if there's any way to
[1:16:11] withhold to some city when one
[1:16:11] of our providers does not
[1:16:13] deliver on a tripped, you
[1:16:15] know, we should do that
[1:16:16] because looking at some of
[1:16:18] these subsidy costs, they
[1:16:19] could be getting subsidized.

[1:16:23] a trip to $74 and then they
[1:16:25] don't even go to that
