Presentation on the 2020 Comprehensive Annual Financial Report. City Auditors have been asked to present highlights of the City’s 2020 Comprehensive Annual Financial Report. The report is a lengthy document that will take considerable time to review. The presentation on the annual financial report will be followed with a request to approve a motion to accept the report on the July 26, 2021, agenda.

Port Authority Update. Community Development Director Dan Rogness will be present at the meeting to provide an update on Port activities. Dan’s report will highlight recent discussions on the Downtown Investment Plan, and request feedback from the City Council on how to proceed. See attached report for details.

Consider Motion to Approve Recommendation from Personnel Committee to Appoint Gordon Rohr as the Red Wing Police Chief. The Personnel Committee met on July 1, 2021, to consider the appointment of Gordon Rohr as the City’s Police Chief. The staff report provide a background on the process and rationale for the recommendation. The Police Chief Position is identified in the City Charter as an officer of the City Council and therefore requires City Council approval of the appointment.

Consider Motion to Approve Actions Relating to the Reconstruction of the Fountain at John Rich Park. Staff was contacted by a community member about providing the funding to restore the fountain at John Rich Park to its original condition. This philanthropist has indicated that they are interested in providing all funding necessary, including funding for construction documents and the physical reconstruction of the fountain. Staff is requesting these actions to move the project forward.

Consider Motion to Authorize Staff to Solicit Bids for the Design, Purchase, and Installation of a Drum Magnet for the Removal of Steel in the Waste Processing Stream. The requested motion would authorize staff to proceed with an addition to existing equipment to prevent damage to shredder equipment. The project cost is estimated at $303,000 and would be paid with remaining funds in the Solid Waste Refurbishing Project 406 fund. Jeff Schneider will make a brief presentation on the requested investment and address Council questions.

Consider Motion to Approve Contribution to River City Days for Special Event. Council is asked to provide up to $5,000 in funding to support family activities at 2021 River City Days, and the discuss and provide direction on budgeting for a 2022 contribution to a similar 2022 event.

Consider Motion to Introduce Ordinance No. 165 Limiting the Size of the Arts & Culture Commission. The ordinance establishing the Arts & Culture Commission sets a minimum of nine members with no maximum number. This appears to have been done in error, and the Arts & Culture Commission would like to make a recommendation to the City Council to amend the ordinance. Currently, there are ten members appointed to the commission. The Executive Committee reviewed the matter and recommended that the commission advise the City Council to set a limit of 11 members. This will allow for additional recruitment of a student or Prairie Island representation. Also, since the commission is operating with a subcommittee structure, this will allow more people to participate with the working committees. This request was approved by the Arts & Culture Commission at their June 24, 2021, meeting. Attached is the draft Ordinance No. 165.

Consider Action Related to Recall Petition Received for Council Member Hove. A recall petition that include the signatures of 20 percent or more of the registered voters of the relevant wards has been filed for Council Vice President Hove Wards 1 & 2. The City Clerk audited the petition for irregularities. Despite irregularities, the signatures met the 20% threshold. Please see the attached staff report with alternatives. The City Council’s options include the following, as well as any others the Council may suggest:
