[1:59] have the expertise in the background on
[2:02] the Potter Street with with regards to
[2:04] how to reduce the speed, the weight
[2:06] limits, things like that. We had to have
[2:08] those guidance as well.

[2:41] uh agenda items only, please.
[2:44] Demetria.
[2:46] Amanda.
[2:52] Hello. Hello.
[2:54] Can you hear me?
[2:57] Yeah. Good. Is it on?
[2:58] >> Yes, yeah.
[3:00] » Yes, yeah.
[3:00] >> No, I can't see.

[3:03] that's why.
[3:04] I can hear this one. [clears throat]
[3:06] >> Uh Demetria, 143 Harbor Court. So, I
[3:08] » Uh Demetria, 143 Harbor Court. So, I
[3:08] wanted to uh talk about
[3:10] uh two items in the new business. Uh
[3:13] first one is the
[3:14] letter C, the noise ordinance amendment.
[3:18] And I'm very happy to see this uh
[3:21] revised.
[3:22] Uh because
[3:24] >> [clears throat]
[3:24] » [clears throat]
[3:24] >> you know, I live quite close to the
[3:26] » you know, I live quite close to the
[3:26] Happy Living location, and you know, for
[3:28] a period of time they were
[3:30] really up there
[3:31] early and
[3:33] um sound travels.
[3:35] Um I'm not sure how I might assess the
[3:39] decibel issue, but
[3:41] um
[3:42] ooh
[3:42] I think that's all good.
[3:44] Um letter D,
[3:47] um I hope that the council would approve
[3:49] this. Um
[3:50] the request for the well
[3:53] approval and
[3:55] you know I can assure you that we won't
[3:57] be tapping into
[3:59] other water sources. It's just a
[4:02] very large [clears throat]
[4:03] area to maintain and it's
[4:06] purely for irrigation. So
[4:08] those are my current comments so thank
[4:10] you very much.
[4:12] >> Thank you.
[4:14] » Thank you.
[4:15] Anyone else?
[4:23] » Hello,
[4:24] my name is Anne Siering. I am on the
[4:26] board of the Tower Harbor Condominium
[4:28] Association and I am here to support
[4:31] city approval of the well permit.
[4:34] It has been years and years and years
[4:36] long problem for our condo association.
[4:40] As you may know we take and I think the
[4:42] report
[4:43] and the emails from our board president
[4:45] spells this out but we take water
[4:47] currently from the Kalamazoo River and
[4:49] it's been an ongoing problem. This would
[4:51] allow us to take well and we're not
[4:53] currently on any city water.
[4:55] We'd just be digging a well. We wouldn't
[4:57] be you know asking to connect connect to
[4:59] city water and it would only be used for
[5:01] irrigation purposes.
[5:03] I think we've done a lot to increase our
[5:05] value home values and I think the
[5:07] verification of our property and helping
[5:09] us solve the problem would be very
[5:11] helpful.
[5:12] If during the agenda item you need any
[5:13] additional information as it is a small
[5:15] well it's not that much of a usage water
[5:17] wise so
[5:19] hoping that uh
[5:20] it'll work out tonight. Thank you.
[5:23] >> Thank you.
[5:26] » Thank you.
[5:26] Anyone else?
[5:28] >> [clears throat]
[5:35] » Brad Lobert City Manager, I have a few
[5:37] updates for you.
[5:39] Last week we had an I was present in a
[5:41] meeting with Representative Andrews,
[5:43] Daniel Franco, South Township Manager,
[5:47] representatives from MDOT and the Road
[5:48] Commission to discuss the specifically
[5:52] Holland Street, Blue Star Highway, right
[5:54] by Blue Star Barns, but also the safety
[5:57] of the entire Blue Star corridor. So, we
[5:59] had floated a lot of good ideas to
[6:02] um
[6:03] what we could do temporarily to
[6:06] change the
[6:08] crosswalks, maybe put a light in, or
[6:10] how it would
[6:11] would look like. And just it was a good
[6:14] session to lay out some ideas. You know,
[6:16] there's a long-term plan for that for
[6:19] the whole corridor, obviously from the
[6:20] from the expressway to the expressway,
[6:22] but we're talking 3 to 5 years in the
[6:25] future for anything so substantial. You
[6:28] know, you guys have talked about
[6:29] roundabout here, but just just letting
[6:32] you know that we had that discussion and
[6:33] we're in the works of potentially making
[6:35] changes.
[6:36] Um
[6:39] Senior millage passed 2 to 1. We were
[6:41] happy to see that on the ballot in
[6:43] August, so we'll and we have a
[6:44] commission district millage up in
[6:46] November. We hope to see that pass as
[6:48] well.
[6:49] Uh we're in the process of looking at
[6:51] our budget. We particularly took a good
[6:52] look at it the last meeting.
[6:54] We're looking at a 7.3% increase on
[6:57] revenues and expenditures based on their
[6:59] that's an increase for equalization. So,
[7:02] um
[7:03] few things that that you might see
[7:05] different is we're going to have might
[7:07] have to be exchanged with
[7:08] transportation.
[7:09] It's um they have some in parks.
[7:12] Parks has been a shortfall area and I've
[7:16] talked about before possibly a parks
[7:17] millage county wide, but only had
[7:20] beginning discussions of that. Um but
[7:22] transportation is a little more of a
[7:25] immediate need based on lack of money
[7:27] from the state, so there might be some
[7:29] changes in there. And then also uh
[7:31] you might have heard that
[7:33] our Secretary of State who's running for
[7:36] governor is has floated potential
[7:39] changes in election
[7:41] equipment that might be needed. So, we
[7:43] might make some budget adjustments based
[7:45] on that if that gets
[7:47] comes to fruition if necessary.
[7:51] Uh the West Side Park. So, south of here
[7:54] in West Side Park, we voted to
[7:57] replace the north steps. So, that was
[8:00] right. We talked about doing the south
[8:02] side steps that were washed away years
[8:04] ago. So, but now we've officially voted
[8:07] against bids to replace the north side
[8:09] steps there that are in disrepair. So,
[8:11] we'll hopefully
[8:12] wider steps, bigger landings and all
[8:14] that help people get down there.
[8:17] And the last thing I wanted to touch on
[8:19] um
[8:20] just so you guys are aware.
[8:22] Um
[8:23] I've met with
[8:25] Mr. Mandik from Laketown and uh Mr.
[8:27] Northup here,
[8:29] uh
[8:30] Dan and Franco, Tony Skippa,
[8:32] and Greg Jack regarding
[8:35] possible changes to uh EMS.
[8:39] Okay.
[8:40] All right.
[8:41] Currently, [clears throat] you guys are
[8:42] covered so I see the the south side of
[8:45] Saugatuck Township,
[8:47] but north of there is AMR territory. So,
[8:51] what they are proposing with Mark Meyer
[8:54] of Life EMS is to expand the Life EMS
[8:57] territory to Laketown,
[9:01] Fillmore, and Allendale, and the north
[9:03] side of Manlius Township.
[9:05] This is just initial discussions at the
[9:07] moment. We're not anywhere where we're
[9:10] anywhere solid where we can report
[9:13] anything anybody's made any decisions,
[9:14] but just wanted you guys to know that we
[9:16] are discussing
[9:18] that
[9:19] service.
[9:21] So, I don't know what will come of it.
[9:23] Um
[9:23] so, there may be some changes based on
[9:25] that in the future.
[9:26] Possible to discuss. So,
[9:29] look forward to look at it look at it
[9:30] that. And so, if you guys have any other
[9:32] questions, that's all I have. So.
[9:34] >> Thanks for the update.
[9:35] » Thanks for the update.
[9:35] >> you.
[9:38] » Anyone else?
[9:42] Hey, is there anyone on Zoom that would
[9:44] like to address the council?
[9:50] I see none. We will close public
[9:52] communication.
[9:58] Uh we have no unfinished We have no
[10:00] written communication. We have no
[10:01] unfinished business.
[10:03] Our first item of new business is the
[10:05] special event, Michigan Downtown Day.
[10:10] Let's start with motions, please.
[10:15] » I'll make that motion to approve the
[10:17] special event request since I wrote it
[10:20] from the Downtown Development Authority
[10:22] for the September 26th, 2026 Michigan
[10:25] Downtown Day event.
[10:27] >> Second.
[10:28] » Second.
[10:28] >> Okay.
[10:30] » Okay.
[10:30] Um
[10:31] Do you have anything you would like to
[10:32] add, Alyssa or Randy?
[10:34] >> I This is our second year doing this. Um
[10:37] » I This is our second year doing this. Um
[10:37] this is
[10:38] uh this is a statewide event sponsored
[10:40] by Well, not sponsored by, we're
[10:42] sponsoring it, the DDA, but it's uh
[10:44] sanctioned by the Michigan Downtown
[10:47] Association, which is you know, kind of
[10:50] our I don't know, for lack of a better
[10:51] term, our trade organization, and
[10:55] uh
[10:55] they I don't know how long they've been
[10:57] doing it, but last year was our first
[10:58] year, you recall, we had
[11:01] uh some live music, and we had some food
[11:05] available, and it was We had it thrown
[11:07] together. This year we're doing a little
[11:09] bit more uh legwork for it, and uh one
[11:13] of the things that the DDA gets asked
[11:14] about over and over and over again are
[11:16] the Downtown Socials. This is not a
[11:18] Downtown Social, but it's kind of a
[11:19] similar
[11:20] type event, where we are asking to see
[11:24] how it goes to shut down uh Center
[11:27] Street between Main and Spring,
[11:29] and we will have uh live music again. Uh
[11:36] Council member O'Malley has agreed to
[11:37] help with the cornhole competition.
[11:40] I tried the cornhole competition.
[11:42] The cornhole competition.
[11:45] Uh there will be we'll be inviting the
[11:49] um
[11:50] businesses to set up a tent outside if
[11:52] that We want to make it an event. We
[11:53] want to make it It's an afternoon event,
[11:55] 12:00 to 5:00. Uh and so seeing how this
[11:58] goes, ultimately down the road it would
[12:01] be great if we can even expand Center's,
[12:04] you know, the event on Center Street to
[12:06] bring in those businesses on other
[12:08] sides. To the extent that it's feasible
[12:11] and this is just a kind of an entree
[12:13] into
[12:14] uh exploring how this will go and and
[12:17] what it means. It is at the end of
[12:18] September, so it's not peak season. It's
[12:21] not um it shouldn't be too much of a
[12:24] problem. It will limit some of the
[12:25] parking, but I met with um
[12:28] uh
[12:29] Chief Freeman at that meeting or was
[12:30] that Lori?
[12:32] >> She did.
[12:32] » She did.
[12:32] >> Oh, you were
[12:33] » Oh, you were
[12:33] I'm sorry.
[12:34] Uh and and with uh DPW and
[12:39] uh
[12:40] they feel that it is a doable thing. Am
[12:43] I forgetting anything?
[12:44] >> Uh it's from Well, you're going to start
[12:46] » Uh it's from Well, you're going to start
[12:46] street closure 11:30 a.m. and it's until
[12:48] reopen at 5:30.
[12:52] >> One question.
[12:52] » One question.
[12:52] >> Yeah.
[12:53] » Yeah.
[12:53] >> Did Chief Jane
[12:54] » Did Chief Jane
[12:54] the meeting? And we've tried doing that
[12:56] before and he he was really you know, he
[12:58] wasn't
[12:59] sure if he was waving in or something. I
[13:00] just don't want you to run into a
[13:01] surprise there.
[13:04] >> No.
[13:04] » No.
[13:04] >> Yeah.
[13:06] » Yeah.
[13:06] Okay.
[13:06] >> [laughter]
[13:06] » [laughter]
[13:06] >> That's our job.
[13:08] » That's our job.
[13:08] >> Well, it's it's a one block closure, so
[13:10] » Well, it's it's a one block closure, so
[13:10] that changes a lot of things for it
[13:12] where they would have access to
[13:14] hydrants, anything they would need.
[13:17] Um we can make sure with the DPW that
[13:21] the way the street is barricaded is
[13:23] easily accessible.
[13:25] >> But that was his thing before I I just I
[13:27] » But that was his thing before I I just I
[13:27] don't know if you can only get a truck
[13:28] down there.
[13:29] >> Yeah,
[13:29] » Yeah,
[13:29] >> think we should reach out to him and let
[13:30] » think we should reach out to him and let
[13:30] him know. Thanks.
[13:36] » Usually he's more concerned when it's
[13:38] multiple blocks.
[13:39] >> Got it.
[13:40] » Got it.
[13:40] >> Well,
[13:41] » Well,
[13:41] I can't obviously I can't speak.
[13:43] >> Yeah, I didn't think of it. Did we meet
[13:45] » Yeah, I didn't think of it. Did we meet
[13:45] with him regarding farmers market and
[13:47] the closure of that street?
[13:49] I don't think we We don't have
[13:51] I'll reach out to him and make sure he
[13:54] That's what I said. Thank you for
[13:56] volunteering him.
[13:57] >> For multiple blocks.
[13:59] » For multiple blocks.
[13:59] >> Yeah, I understand.
[14:03] Um we'll know more Saturday again.
[14:08] We have another meeting tomorrow in our
[14:09] our next planning meeting next week, so
[14:12] we're hoping to have more
[14:15] fun stuff available that day. No
[14:17] promises.
[14:20] » Any other discussion?
[14:23] Then the vote is on the motion.
[14:28] » Rayman?
[14:29] >> Yes.
[14:30] » Yes.
[14:30] >> O'Malley?
[14:31] » O'Malley?
[14:31] >> Yes.
[14:32] » Yes.
[14:32] >> Walker?
[14:33] » Walker?
[14:33] >> Yes.
[14:33] » Yes.
[14:33] >> Palmer?
[14:34] » Palmer?
[14:34] >> Yes.
[14:35] » Yes.
[14:35] >> Nohr?
[14:35] » Nohr?
[14:35] >> Yes.
[14:36] » Yes.
[14:36] >> Motion carried.
[14:38] » Motion carried.
[14:38] >> Thanks.
[14:39] » Thanks.
[14:39] >> Next is the Michigan Municipal League
[14:41] » Next is the Michigan Municipal League
[14:41] annual convention designation of voter
[14:45] voting delegate.
[14:46] >> Lisa.
[14:48] » Lisa.
[14:48] Do you want to get a motion there?
[14:51] Do you want to get a motion first?
[14:53] >> Well, do we need
[14:54] » Well, do we need
[14:54] >> Do we need
[14:55] » Do we need
[14:55] to put a name in there?
[14:57] How much?
[14:58] Do we need a motion to consider who we
[15:00] will name first?
[15:01] >> Um so we can with that one if you wanted
[15:04] » Um so we can with that one if you wanted
[15:04] to make a motion. You could make a
[15:06] motion just to designate
[15:08] somebody.
[15:11] » I move
[15:13] >> No, you go ahead. You go
[15:15] » No, you go ahead. You go
[15:15] >> Yeah.
[15:17] » Yeah.
[15:17] I move to designate
[15:19] a member of council
[15:22] to be named shortly as the city of
[15:24] Village of Douglas official voting
[15:26] delegate for the Michigan Municipal
[15:28] League.
[15:30] » I'll second.
[15:31] >> Okay.
[15:32] » Okay.
[15:32] >> I'm I'm going to second.
[15:33] » I'm I'm going to second.
[15:33] >> I'm more on the back though.
[15:34] » I'm more on the back though.
[15:34] >> Yeah, um well, I haven't done this
[15:36] » Yeah, um well, I haven't done this
[15:36] before. Yeah, it says and a alternate
[15:38] voting.
[15:38] >> And an alternative
[15:40] » And an alternative
[15:40] >> Yeah.
[15:40] » Yeah.
[15:40] >> I amend my motion to have an alternative
[15:42] » I amend my motion to have an alternative
[15:42] if you're
[15:43] you're interested.
[15:43] >> I'm looking at it as well. Okay.
[15:46] » I'm looking at it as well. Okay.
[15:46] So, I haven't seen this before. I don't
[15:47] know if this is something new. I hadn't
[15:48] done this in the past, but we received
[15:50] that letter which I shared with the
[15:51] council just to let you know. And then
[15:52] we just have to let them know once you
[15:54] have provided a
[15:57] designated delegate and an alternate, we
[15:59] just need to let them know cuz the
[16:00] conference is coming up soon. So.
[16:03] That's pretty
[16:03] >> So, we have to go to the conference?
[16:06] » So, we have to go to the conference?
[16:06] >> I I yeah, I mean that's it's in case in
[16:08] » I I yeah, I mean that's it's in case in
[16:08] the event somebody does want to go to
[16:09] the conference. So.
[16:12] >> Well, I'm
[16:14] » Well, I'm
[16:14] I'm enrolled or registered for the
[16:15] conference.
[16:16] >> There you go. Yeah.
[16:18] » There you go. Yeah.
[16:18] >> Since September.
[16:19] » Since September.
[16:19] Right.
[16:20] Pardon? I think it's in September,
[16:22] right?
[16:22] >> October.
[16:23] » October.
[16:23] >> October, it's in Traverse City.
[16:25] » October, it's in Traverse City.
[16:25] >> If this is an ongoing thing,
[16:28] » If this is an ongoing thing,
[16:28] should we just make it so it's always
[16:29] the mayor and the alternate or we don't
[16:31] do
[16:31] >> Oh, no, I think they they ask for a name
[16:33] » Oh, no, I think they they ask for a name
[16:33] every year.
[16:35] Because it changes.
[16:36] >> And it might not I mean, I might not be
[16:39] » And it might not I mean, I might not be
[16:39] able to go.
[16:39] >> I mean, I always go to the conference.
[16:41] » I mean, I always go to the conference.
[16:41] >> Yeah.
[16:42] » Yeah.
[16:42] >> And we just submit the name or the mayor
[16:43] » And we just submit the name or the mayor
[16:43] pro tem if it's the alternate and he
[16:45] submits the name. Or if you want to pick
[16:46] on someone, the the the youngest person
[16:49] on the council.
[16:50] >> Are you talking about
[16:50] » Are you talking about
[16:50] >> Not by age, but by
[16:52] » Not by age, but by
[16:52] >> Or the newest. Yeah.
[16:54] » Or the newest. Yeah.
[16:54] >> I just want to jot down we can always
[16:56] » I just want to jot down we can always
[16:56] name someone new every year, I guess,
[16:57] but if then you're not having this who's
[16:59] going to do it kind of thing. It's like
[17:00] you're doing it.
[17:02] Some people like
[17:03] >> Well, you have to be a good
[17:05] » Well, you have to be a good
[17:05] thing. Yeah, to mix it up so many
[17:06] people attend the conference. It's
[17:09] really worthwhile.
[17:11] >> Okay.
[17:12] » Okay.
[17:12] >> So, you're going to be there. I I
[17:14] » So, you're going to be there. I I
[17:14] >> Should we You'd name an alternate?
[17:18] » Should we You'd name an alternate?
[17:18] >> Yes. Yes, just in case. I mean, it just
[17:20] » Yes. Yes, just in case. I mean, it just
[17:20] in case you you want to send another
[17:21] delegate up if something were to come up
[17:23] or, you know, things
[17:25] you need to change the the registration
[17:27] or something like that. I think that's
[17:28] why they like that.
[17:30] So.
[17:34] Does anybody want to
[17:35] make a recommendation and then a second
[17:37] person?
[17:39] >> Well, we can
[17:40] » Well, we can
[17:40] recommend
[17:42] Mayor North right off the bat.
[17:43] >> Okay.
[17:45] » Okay.
[17:45] >> And a good traveling partner would be
[17:46] » And a good traveling partner would be
[17:46] the Mayor Pro Tem.
[17:48] >> I probably
[17:50] » I probably
[17:50] >> I think it's
[17:51] » I think it's
[17:51] >> Denver was the only one.
[17:52] » Denver was the only one.
[17:52] >> [laughter]
[17:54] » [laughter]
[17:54] >> It's my birthday month.
[17:55] » It's my birthday month.
[17:55] >> Oh, and then
[17:58] I need a motion to actually name them,
[18:00] too.
[18:01] >> Okay.
[18:01] » Okay.
[18:01] >> Okay.
[18:03] » Okay.
[18:03] Okay.
[18:04] >> Do we really need a I mean
[18:07] » Do we really need a I mean
[18:07] >> An alternate?
[18:07] » An alternate?
[18:07] >> Yes.
[18:08] » Yes.
[18:08] >> That's what they I mean, that's what
[18:09] » That's what they I mean, that's what
[18:09] they ask for.
[18:10] >> I think Jeff West should be the
[18:12] » I think Jeff West should be the
[18:12] alternate. He's not here to defend
[18:13] himself.
[18:14] >> What's the word now?
[18:15] » What's the word now?
[18:15] >> Okay.
[18:16] » Okay.
[18:16] So, you just want to say Do I don't
[18:18] think you have to read the whole thing
[18:19] again. Just the Mayor and the Mayor
[18:20] >> that in my motion to um
[18:23] » that in my motion to um
[18:23] >> designate the Mayor
[18:24] » designate the Mayor
[18:24] >> designate
[18:26] » designate
[18:26] Gary North as our
[18:28] um delegate person who's going and the
[18:31] alternate would be council person um
[18:33] Jeff West.
[18:35] >> There we go.
[18:36] » There we go.
[18:36] >> I now amend my second.
[18:39] » I now amend my second.
[18:39] >> Okay, any more discussion?
[18:42] » Okay, any more discussion?
[18:42] Hey, roll call vote, please.
[18:44] >> O'Malley?
[18:44] » O'Malley?
[18:44] >> Yes.
[18:45] » Yes.
[18:45] >> Walker?
[18:46] » Walker?
[18:46] >> Yes.
[18:47] » Yes.
[18:47] >> Bomber?
[18:47] » Bomber?
[18:47] >> Yes.
[18:48] » Yes.
[18:48] >> Freeman?
[18:49] » Freeman?
[18:49] >> Yes.
[18:49] » Yes.
[18:49] >> North?
[18:50] » North?
[18:50] >> Yes.
[18:50] » Yes.
[18:50] >> Motion carried.
[18:56] Next is our first reading of the noise
[18:59] ordinance amendment.
[19:01] >> So, for all this one, um there's no
[19:03] » So, for all this one, um there's no
[19:03] action needs to be taken for this, but
[19:05] um just to provide context, the reason
[19:07] for this was just due to a dispute
[19:09] between two your during a construction.
[19:12] Um our police department has been out
[19:13] there and there has been issues with
[19:16] um
[19:17] the discrepancies between the noise
[19:18] ordinance and how it's enforced
[19:21] cuz um
[19:22] we had reached out to our city attorneys
[19:24] on feedback about how can we address it,
[19:27] what can we do, does it have to be by
[19:28] discretion? She advised us just to amend
[19:31] the ordinance. She provided her own
[19:32] suggestions, which was provided to the
[19:34] council
[19:36] of what made the most sense just to
[19:37] address the construction at that time
[19:38] frame with a new reasonable hours too as
[19:41] well, which doesn't happen too early and
[19:43] it doesn't happen too late as well.
[19:45] So, that's um it for that.
[19:52] » Anybody have any discussion?
[19:56] I sure don't. I sure don't blame them. I
[19:58] can't believe I'm losing those two
[19:59] houses.
[20:01] The houses I mean it's
[20:03] >> 7 ft and 8 on the other side of Mr.
[20:05] » 7 ft and 8 on the other side of Mr.
[20:05] McDowell.
[20:06] >> I can add a little context if you want.
[20:09] » I can add a little context if you want.
[20:09] We didn't really have a good noise
[20:11] ordinance years ago and there was a
[20:14] Saugatuck constituent who lived on the
[20:17] river who was always calling the police
[20:19] because the Red Dock was too noisy
[20:21] >> [clears throat]
[20:22] » [clears throat]
[20:22] >> and
[20:23] » and
[20:23] nobody did anything because we didn't
[20:25] really have an ordinance. So, anyway
[20:27] it got to the point where it's going to
[20:28] go to court
[20:30] and eventually and I wrote a letter cuz
[20:32] I was mayor at the time that said, "We
[20:34] don't have an ordinance with teeth that
[20:37] you know, could do anything to." And I
[20:39] it was Tony from the Red Dock Lake.
[20:41] You can't help it. Not to mention the
[20:42] person that's complaining is not even
[20:45] from Douglas, right? So, this noise
[20:48] ordinance is written and I think where
[20:49] the hiccup is is it doesn't
[20:50] differentiate construction noise and
[20:51] things like that from like bands. But, I
[20:53] know at the time, she correct me if I'm
[20:55] wrong, we were more concerned with like
[20:57] live live music. So, they went out with
[20:59] a decibel reader to the place that had
[21:01] live music outside and they would
[21:03] measure from the nearest property. I
[21:05] know, if If complaining and know, if no
[21:07] one's complaining, then this is
[21:08] acceptable, basically. So, they kind of
[21:10] came up with a number of what was
[21:11] acceptable.
[21:13] Drafted the ordinance, brought it to
[21:15] Saugatuck, and said, "You have a
[21:17] person who's always complaining at the
[21:18] time we shared a police department.
[21:19] Wouldn't it make sense if you guys
[21:21] adopted this, too?" And they said, "No,
[21:23] we're a party town. It's going to get
[21:25] noisy here, and we don't want your
[21:26] ordinance." And we said, "Okay." So, we
[21:28] implemented it, and then when the person
[21:30] from Saugatuck was still calling to
[21:31] complain, we'd say, "You're not in
[21:34] Douglas, and you don't have a noise
[21:35] ordinance, so you can't complain."
[21:37] But it Like I said, it didn't address
[21:38] like construction noise or things like
[21:40] that as as clearly as it should have.
[21:45] » So, since we're
[21:46] the royal we, you guys are in the
[21:48] process of rewriting the ordinances, is
[21:51] it common to just jump the line and
[21:56] initiate a rewrite of the zoning
[21:58] >> So, this isn't a zoning ordinance. This
[22:00] » So, this isn't a zoning ordinance. This
[22:00] is a general code ordinance.
[22:01] >> Okay. So, it's not Okay.
[22:04] » Okay. So, it's not Okay.
[22:04] >> Two different things.
[22:05] » Two different things.
[22:05] >> Got it.
[22:06] » Got it.
[22:06] Thank you.
[22:09] » Oh.
[22:10] Thanks for the info. So, that will be on
[22:13] the second review and be at the next
[22:14] meeting.
[22:15] >> Yep, the next meeting next month.
[22:17] » Yep, the next meeting next month.
[22:17] >> All right. Um
[22:19] » All right. Um
[22:19] Next is the Tower Harbor Association
[22:22] well request.
[22:23] >> Wait, tell us about this, Jared.
[22:26] » Wait, tell us about this, Jared.
[22:26] >> Did I skip something?
[22:29] » Um for this one here, um did a little
[22:31] bit of extensive research um but for the
[22:33] Tower Harbor Association they did a
[22:35] request to drill a well for the
[22:36] irrigation. Uh I did speak with Doug at
[22:39] Kaleva about this, too, as well. It's
[22:40] been something that they're that's
[22:42] pretty fairly common. They said that
[22:43] they don't have any issue with it as
[22:45] long as it's um for irrigation purposes
[22:48] and there's no cross connection cuz
[22:49] they're worried about um somebody
[22:51] randomly tapping into the well and
[22:53] cross-contaminating our water. Um I did
[22:56] speak with uh Ken, too, our city
[22:58] engineer. He does have an issue with
[22:59] this, too. Um actually led me to a path
[23:02] of um, these approvals that council has
[23:04] done which was over at Golfview, which
[23:06] you guys approved or council approved on
[23:08] the well for them to fill in the pond.
[23:11] So, similar um, almost the same
[23:13] basically the same thing, but um, they
[23:16] both both um, properties do have
[23:18] connection to municipal water for their
[23:20] actual water services.
[23:22] Um, but um, that's pretty much it for
[23:24] that record there.
[23:30] » Um,
[23:32] so, let's get a motion.
[23:37] » I'd like to make uh, make a motion to
[23:38] approve the well to be constructed near
[23:40] 374 Mariners Cove for Tower Harbor
[23:43] Condominium Association subject to
[23:45] approval of the Allegan County Health
[23:47] Department and based on the finding that
[23:49] the well will be used only for
[23:50] irrigation purposes
[23:52] and will remain independent from the
[23:53] municipal water system and will not
[23:55] create a cross connection.
[23:58] >> Second.
[23:59] » Second.
[23:59] >> Hey.
[24:01] » Hey.
[24:01] Any discussions further?
[24:07] Hey, seeing none, Madam Clerk.
[24:10] >> Walker?
[24:11] » Walker?
[24:11] >> Yes.
[24:12] » Yes.
[24:12] >> Balmer?
[24:13] » Balmer?
[24:13] >> Yes.
[24:14] » Yes.
[24:14] >> Freeman?
[24:14] » Freeman?
[24:14] >> Yes.
[24:15] » Yes.
[24:15] >> O'Malley?
[24:16] » O'Malley?
[24:16] >> Yes.
[24:16] » Yes.
[24:16] >> North?
[24:17] » North?
[24:17] >> Yes.
[24:18] » Yes.
[24:18] >> Mosher Harris? [clears throat]
[24:19] » Mosher Harris? [clears throat]
[24:19] >> Yes.
[24:21] » Yes.
[24:21] >> Hey, onto reports
[24:23] » Hey, onto reports
[24:23] uh, starting with the Planning
[24:24] Commission.
[24:25] >> Ah, I was ready for that. Hey.
[24:27] » Ah, I was ready for that. Hey.
[24:27] I wasn't going to be
[24:31] Um,
[24:33] Okay, two things on last week's docket.
[24:35] Um,
[24:37] one was changing and I think a lot of
[24:39] people are going to be happy to hear
[24:40] this. Um,
[24:42] 13 South Weeling Street is the little
[24:43] white house across from the post office
[24:45] where there's rather large brick
[24:47] building that's going to go there. Um,
[24:49] four stores downstairs, three apartments
[24:52] upstairs. And it got a a flack about I
[24:56] guess the aesthetic not really fitting
[24:58] the town, but we don't really control
[25:00] the aesthetics. We only control
[25:03] safety and zoning issues, right? But,
[25:06] they were really good with it. It's AMK
[25:08] who who owns it. They asked to come back
[25:10] because they wanted to make some changes
[25:12] to the exterior, what it looked like,
[25:14] and they really did do a good job. I
[25:16] mean, they they
[25:18] integrated some board and batten style
[25:20] insertions, and they added to the roof
[25:22] line, so it almost looks kind of like
[25:24] bracket buildings roofline where it's
[25:26] got some more detail on it, and it
[25:29] really softens the building and warms it
[25:30] up some, and so it'll be a mixture of
[25:33] like a wood look with brick.
[25:35] Um, we can
[25:37] pull pictures up at some point if you
[25:38] want or it's on If you go into our
[25:40] meeting room in the back here, you can
[25:42] see all the pictures in there, the
[25:43] renderings. And so, that was one. We
[25:45] approved it. And then, the next one was
[25:48] for
[25:49] three lots that are next to the bowling
[25:51] alley. The gentleman who owns the police
[25:53] station now, the former police station,
[25:55] he also owns that.
[25:57] And
[25:58] he wants to put in
[26:00] ground floor commercial, as our
[26:03] ordinance would say, on Center Street,
[26:05] but he wants to do ground floor
[26:06] residential, which is allowed through
[26:08] Article 26.13,
[26:10] but you have to meet like six criteria.
[26:13] And they they actually meet all the
[26:15] criteria for the ground floor, so not a
[26:17] problem.
[26:18] However, when it came to parking,
[26:20] um,
[26:22] from the way they calculated they needed
[26:24] 33 spaces, although there was questions
[26:26] on how they calculated and it turned
[26:27] what was on the site plan, it didn't
[26:30] match. So, Shawn pointed that out. And
[26:33] then, the other one is they didn't ask
[26:35] for a waiver or reduction at all. They
[26:39] just came in thinking that they met the
[26:41] ordinance of Cuz when you're in the C-1,
[26:44] the mix plan is different.
[26:46] Parking requirements are done by use.
[26:48] So, if you have a restaurant, you you X
[26:50] amount of parking, units, calculated by
[26:53] the different things. Retail is
[26:55] calculated different than office space
[26:56] and all that.
[26:58] So, you do your calculations for how
[27:00] many parking spaces you needed by what
[27:02] types of uses are on your building, and
[27:05] those are generally
[27:07] the only two commercial areas that we
[27:08] ever see to which is Blue Star and C1
[27:09] which is the DDA area.
[27:11] Well, the C2 area
[27:14] the minimum lot size is 30,000 square
[27:16] feet or larger.
[27:18] So, you can fit parking. So, you're
[27:19] going to have
[27:21] your full parking requirements. Downtown
[27:23] is only 4,000 square foot minimum, and
[27:26] you can build up line to lot line. So,
[27:28] it's almost impossible to fit your
[27:30] parking. So, what they did years ago is
[27:32] they just put in an automatic 50%
[27:34] reduction
[27:35] if you're by right, and if you're not by
[27:37] right, then you have to provide 100%
[27:40] unless you ask for a reduction or a
[27:44] waiver, which they did not ask for. So,
[27:46] we told them that they'll have to go
[27:48] back and figure out how to fit their
[27:50] parking in and you know, do whatever.
[27:52] So, we tabled it
[27:54] based on that.
[27:56] And a few other things.
[27:57] >> When do they think that they might
[27:58] » When do they think that they might
[27:58] actually start if it gets approved? Is
[28:01] it
[28:01] >> He wants to start soon. Um, the first
[28:03] » He wants to start soon. Um, the first
[28:03] thing, and I don't know which one of
[28:04] them he's got to do the other one, too,
[28:06] but he's got two properties he wants to
[28:08] do. He also wants 200 Center Street,
[28:10] which is between Jake Way and the Cove.
[28:13] That came to us a year and a half to 2
[28:15] years ago and he wanted to do a
[28:16] three-story building and all this, and
[28:18] we we said no. So, um,
[28:21] I don't know exactly what time of this
[28:22] one. He has to come back with his
[28:24] revised plan or what he's going to do
[28:26] with the parking for this one. The other
[28:27] thing he has to do is he has to have an
[28:30] he has an easement with the bowling
[28:32] alley, and the bowling alley is in favor
[28:33] of doing this,
[28:35] but Shawn and I talked like
[28:38] you can work on getting this big that
[28:40] permit they have the documentation, the
[28:41] legal work drawn up. Shawn hasn't seen
[28:43] it yet. And um,
[28:46] or maintenance. So, like let's just take
[28:47] a look at something like Penn Rail where
[28:49] there's an easement and there's dual
[28:52] I'd say because you have an easement
[28:54] partnership in it, right? And then now
[28:56] what's their maintenance agreement look
[28:58] like? I mean, you guys that's why you
[28:59] have all those cars on Blue Star, right?
[29:01] Cuz they're fighting over who's going to
[29:02] maintain it, who's going to pay for how
[29:04] much of it. We don't want to have that
[29:06] happen here.
[29:07] So, they have to have that
[29:09] >> And
[29:09] » And
[29:09] >> in the works. Probably would be
[29:11] » in the works. Probably would be
[29:11] conditional to be able based on them
[29:13] getting that approved by our attorney,
[29:15] >> Attorney, right?
[29:16] » Attorney, right?
[29:16] >> So,
[29:18] » So,
[29:18] I know so you want to hear about the
[29:19] building, it's as you're looking at it,
[29:22] it's
[29:23] a retail shop, it's quite large and then
[29:25] all of the parking is going to be
[29:27] between the bowling alley and the other
[29:29] building and towards the back. All of
[29:31] the frontage
[29:34] on the parking lot is retail or office
[29:37] and then there's a hallway that runs
[29:38] down the backside of it where there's
[29:39] four apartments downstairs and then
[29:41] there's nine upstairs.
[29:44] But, we'll see where they come in
[29:45] numbers-wise when they figure [snorts]
[29:48] out their parking.
[29:50] >> When they came in for the DDA, we
[29:55] uh,
[29:55] strongly
[29:57] agreed to it with the understanding that
[30:02] those office spaces would not be on
[30:05] Center Street but rather facing
[30:07] >> They are. They're back and facing the
[30:08] » They are. They're back and facing the
[30:09] bowling alley and they've got main
[30:10] retail on the front. It goes across the
[30:12] whole front. Sizeable space actually.
[30:14] And that that's also on our If you were
[30:17] to go over that or just on the agendas
[30:18] and stuff like that, you can see the
[30:20] plan.
[30:21] >> Also, it would be helpful of going
[30:23] » Also, it would be helpful of going
[30:23] forward, I don't know if we mentioned
[30:24] this to you, Matt, but the DDA's also
[30:26] talking about the potential for a lot of
[30:28] construction happening in the downtown
[30:30] corridor at one time which
[30:33] most of us think is better than having
[30:36] this road closed or this whatever. It's
[30:39] kind of like a let's get it done
[30:40] approach.
[30:41] >> six months and then you close over here
[30:43] » six months and then you close over here
[30:43] for six months. So we're trying to kind
[30:44] of talk as a DDA get prepared for what
[30:47] that will look like. So it's anytime
[30:49] that there is an update on a potential
[30:53] start for any of the projects, the DDA
[30:55] is looking into how we can um combat
[30:58] combat like trap, you know,
[31:01] the downtown.
[31:02] >> planning commission meetings, one of the
[31:03] » planning commission meetings, one of the
[31:03] things we put in as a condition is that
[31:05] they're keeping us up to date. That all
[31:06] goes to Shawn. So when Shawn hears
[31:08] what's going on, he's issuing things, he
[31:10] can let kind of you
[31:11] >> Will you let us know, Shawn?
[31:12] » Will you let us know, Shawn?
[31:12] >> Yeah, I mentioned at the DDA meeting
[31:13] » Yeah, I mentioned at the DDA meeting
[31:13] that I'll keep you guys posted. We still
[31:15] go through that process of when um you
[31:18] have these kind of developments and
[31:19] capital improvement closures,
[31:20] specifically because they tie to water
[31:22] and sewer connection. Being regular ones
[31:24] that review it, we look at the traffic
[31:26] control plans, we make sure that uh um
[31:28] like before they even start that we
[31:30] notify those within 300 ft. They're, you
[31:32] know, give them more flexibility to plan
[31:33] their routes. I'm planning on doing the
[31:35] same thing, too, with the downtown. The
[31:36] procedure's not going to change at all,
[31:38] but we're going to give you guys more
[31:39] action. You don't know this, though.
[31:41] >> But the business is open during
[31:43] » But the business is open during
[31:43] construction is what Randy was concerned
[31:44] about. Making sure people know
[31:48] Yes. Yes. Which is important.
[31:49] >> When we did Center Street, it was it was
[31:51] » When we did Center Street, it was it was
[31:51] a pain, but it was good to get it all
[31:53] done. And I just put it on everybody's
[31:54] radar and it's not been before us, but
[31:56] it's been before Shawn, so I can't speak
[31:58] to what it is, really, but I believe
[32:00] that our auto time is planned to be also
[32:03] coming before us in the near future to
[32:05] put up a mixed-use for their outdoor
[32:08] area is.
[32:09] So there is a lot of construction coming
[32:11] down by us.
[32:14] >> So far with the way things are going,
[32:15] » So far with the way things are going,
[32:15] right?
[32:16] >> We wanted it to be vibrant, and it's
[32:18] » We wanted it to be vibrant, and it's
[32:18] happening.
[32:19] >> Yeah, so far, I mean, it would kind of
[32:20] » Yeah, so far, I mean, it would kind of
[32:20] with the way things are going down, even
[32:22] after approval, they still have to go
[32:23] through the process of bidding out their
[32:25] construction, you know, for with the
[32:27] contractors. So it's starting to look
[32:28] like a lot of these things going to be
[32:30] happening in the off-season.
[32:32] >> Right.
[32:33] » Right.
[32:33] >> One last one I'll throw out that we we
[32:35] » One last one I'll throw out that we we
[32:35] talked about, but not the detail is um
[32:39] it's the corner of Randolph and Blue
[32:41] Star where in
[32:43] any of you old folks around here
[32:44] remember it's where the woodshed was,
[32:45] the old woodshed.
[32:47] Um yeah. And but anyways it's
[32:50] there's M&M's and then it's kind of
[32:51] vacant until you get Randolph.
[32:54] That
[32:55] someone's working on developing all
[32:56] that.
[32:58] >> Excellent, it'd be great.
[32:59] » Excellent, it'd be great.
[32:59] >> Yeah.
[32:59] » Yeah.
[32:59] >> Mhm.
[33:00] » Mhm.
[33:00] >> Unless it's an AutoZone.
[33:02] » Unless it's an AutoZone.
[33:02] I'm just kidding.
[33:03] >> Yeah, well they got to worry they got to
[33:04] » Yeah, well they got to worry they got to
[33:04] worry about
[33:05] >> What is school old? That's one thing.
[33:06] » What is school old? That's one thing.
[33:06] Yeah, I can't
[33:07] base on what you want to stand here.
[33:09] And then um
[33:10] setback.
[33:12] >> Yeah, it's a large setback area because
[33:14] » Yeah, it's a large setback area because
[33:14] it's double what it's 66-ft
[33:16] right-of-way. It's it's like 100 and
[33:20] 120-ft right-of-way on on Blue Star.
[33:22] It's a
[33:23] big big
[33:25] right-of-way.
[33:26] Mhm.
[33:29] Well, that's all I got for you.
[33:30] >> That's good. That was a lot. Thank you.
[33:32] » That's good. That was a lot. Thank you.
[33:32] Good info.
[33:34] Um Kill Lake sewer and water, Mr.
[33:36] Freeman, please.
[33:37] >> Thank you. Kill Lake sewer and water, my
[33:38] » Thank you. Kill Lake sewer and water, my
[33:38] report will be
[33:40] much like our meeting this morning
[33:41] brief.
[33:43] Which unlike our meeting last week which
[33:44] or last time which was over 200 pages
[33:47] and 2 hours and plus.
[33:48] Uh meeting was fairly brief this
[33:50] morning. A couple of things that are of
[33:51] interest.
[33:53] Um
[33:54] one of the things you'll be seeing soon
[33:56] coming to a mailbox near you is your
[33:58] water bill is changing.
[34:01] Not the amount of the bill, the look of
[34:02] the
[34:04] What's that?
[34:04] >> We know.
[34:05] » We know.
[34:05] >> There is a $3 credit.
[34:07] » There is a $3 credit.
[34:07] >> You can it's what it
[34:08] » You can it's what it
[34:08] >> That's a change.
[34:09] » That's a change.
[34:09] >> You know, it's like talking to my wife.
[34:10] » You know, it's like talking to my wife.
[34:10] It was creepy to her.
[34:12] Um yes, if you if you go on auto pay,
[34:15] you will get a $3 credit on your bill.
[34:17] Um what I really I I'm you're I'm
[34:19] kidding you but thank you, Ted. That's
[34:20] part of it.
[34:21] >> What if you're already on auto pay, do
[34:22] » What if you're already on auto pay, do
[34:22] you still get it?
[34:23] >> What's it?
[34:25] » What's it?
[34:25] Say it again.
[34:26] >> What if you're already on auto pay, do
[34:28] » What if you're already on auto pay, do
[34:28] you still get it? I just got it on auto
[34:30] >> Yeah, yeah, you do.
[34:31] » Yeah, yeah, you do.
[34:31] >> Everybody between 10.
[34:33] » Everybody between 10.
[34:33] >> The format the everybody Sorry, we have
[34:35] » The format the everybody Sorry, we have
[34:35] a special program here.
[34:37] The format of the bill is changing.
[34:40] And so, instead of the little postcard,
[34:42] which was once described by a person who
[34:44] came to our meeting as the little
[34:45] postcard that everyone hates, the bill
[34:48] will now be a a trifold bill in a window
[34:50] envelope.
[34:51] All of the billing information will be
[34:52] on the front of the bill.
[34:54] So, the amounts you're paying and all of
[34:56] the codes and everything will be on the
[34:57] front of the bill. So, you won't have to
[34:58] keep flipping the thing over to figure
[34:59] out what's on the back.
[35:01] And that's a small thing, but it it
[35:03] makes the bill actually much more
[35:04] convenient. You will be able also to
[35:05] sign up for auto pay, and there will be
[35:07] a $3 credit if you can do that.
[35:09] The back of the bill is going to be a
[35:13] newsletter type space.
[35:15] So, new policies and procedures, meet
[35:17] our staff, uh things of public interest,
[35:20] projects that we're doing, will be on
[35:22] the back of the bill. So, with the
[35:24] information on the back and the bill
[35:25] will all be on the front part of the of
[35:27] the bill. And those those paper bills
[35:29] went in the mail today. You're going to
[35:31] get
[35:32] Well, we're actually, you know, I've
[35:33] been saying it for a while now. It's a
[35:35] new day at KLSWA. We're trying to make
[35:37] it better and more more open.
[35:38] >> Please tell us more. Public.
[35:40] » Please tell us more. Public.
[35:40] >> The other thing, if you don't know
[35:41] » The other thing, if you don't know
[35:41] already, we have Cal Lake has a Facebook
[35:45] page.
[35:46] Can you imagine that that would have
[35:47] ever happened in the past? We have a
[35:49] Facebook page. It's starting it's
[35:51] limited it's not it's not open for a lot
[35:54] of public comment just yet. We're just
[35:55] feeling our way with it. But, we're now
[35:58] using Facebook as a way to communicate
[36:00] things that are happening as another
[36:01] another communication channel. So, we're
[36:05] slowly with our new administrator and
[36:07] our new front office staff, we're
[36:08] bringing that stuff forward. And I think
[36:11] it's I think it's pretty exciting. Uh
[36:13] there's lots of things in flight. Uh
[36:16] we've got a big capital improvement plan
[36:18] that'll be starting uh with construction
[36:20] in the fall.
[36:21] Um so, stay tuned for all of that. But,
[36:23] these are these are things that we
[36:24] talked about today, the new bill, uh the
[36:26] new way to pay the bill, and um
[36:28] the Facebook page, which I think is is
[36:30] exciting. So, uh yeah, that's that's it
[36:33] for for me. Yes, sir.
[36:35] >> One quick thing. Thank you.
[36:37] » One quick thing. Thank you.
[36:37] I love that you have the Facebook page,
[36:39] and then and it's great that you're
[36:40] doing a new bill, and you put
[36:42] information on the back, but and I know
[36:44] you guys are all just starting, and I'm
[36:45] sure you probably talked about this, but
[36:46] is it going to be Is there any talk
[36:48] about possibly being like what Lisa does
[36:50] with the admin page for here? Cuz I
[36:52] think that's wonderful. It It's always
[36:54] like here's the weekly update, what's
[36:56] going on, or here's construction, or
[36:58] just Kelly's off and out doing things,
[37:00] shutting things down, blocking things
[37:01] off, no one knows, but if if it could be
[37:03] put on Facebook, it's just even a
[37:04] reminder
[37:05] >> that's that's the intent. And that's the
[37:08] » that's that's the intent. And that's the
[37:08] intent as when we as we as we were sure
[37:10] to use Facebook to use Facebook, and
[37:12] also the back of the bill, but Facebook
[37:14] is more real time to communicate exactly
[37:16] those kinds of things.
[37:17] >> Yeah, for the community updates for the
[37:19] » Yeah, for the community updates for the
[37:19] disclosures.
[37:20] >> Exactly. That's exactly what we're
[37:21] » Exactly. That's exactly what we're
[37:21] doing.
[37:22] >> That's cool.
[37:22] » That's cool.
[37:22] >> We try to cross with the constant
[37:23] » We try to cross with the constant
[37:23] contact, too, and keep all the messaging
[37:25] very, very much the same. So, Jenny or
[37:27] Laura or somebody will be doing the
[37:29] >> people will find that so helpful if you
[37:30] » people will find that so helpful if you
[37:30] Thanks so much, too.
[37:31] >> And our Yeah, that's
[37:33] » And our Yeah, that's
[37:33] as Lisa says, our office staff has
[37:35] developed such a good working
[37:36] relationship with the office staff here.
[37:39] So, I mean, the first thing I did when I
[37:40] found out we had a new Facebook page was
[37:42] I said, "Bob, please talk to Lisa, and
[37:44] ask Lisa to promote it with all the park
[37:46] communication channels."
[37:47] >> She did.
[37:47] » She did.
[37:47] >> And he said, "I've I've already done
[37:48] » And he said, "I've I've already done
[37:48] that, you know." So, that's that's the
[37:50] kind of thing that we're working on.
[37:51] Yeah.
[37:52] >> I absolutely agree.
[37:52] » I absolutely agree.
[37:52] >> It took a turkey hitting the chief's
[37:54] » It took a turkey hitting the chief's
[37:54] window to get you 1,000 uh views, so
[37:56] we're in good shape. We're popping up
[37:57] higher on the list.
[37:58] >> Yeah. Well, at least it popped in her
[37:59] » Yeah. Well, at least it popped in her
[38:00] car, so that's good, too.
[38:01] >> Thanks, God.
[38:02] » Thanks, God.
[38:02] >> Yeah. Bob's been a tremendous addition.
[38:04] » Yeah. Bob's been a tremendous addition.
[38:04] >> He's He's terrific. We
[38:06] » He's He's terrific. We
[38:06] We have a lot of work to do. We're
[38:07] discovering all kinds of things that we
[38:09] didn't know we needed to discover.
[38:11] Um
[38:12] but we're getting there. Getting there.
[38:14] He's only been there a few months, so
[38:17] hang hang in there with us. We're
[38:18] getting there.
[38:20] Still. Okay. Thank you, again.
[38:23] Um we had a
[38:25] brief but
[38:27] loaded uh
[38:28] fire board meeting this afternoon.
[38:31] Um I'll just hit some of the highlights,
[38:33] but if you're interested here
[38:36] if there this is my stat that I just got
[38:38] today, which I have not fully looked at,
[38:40] but if you want to know anything
[38:42] about response times, or what kind of
[38:45] response it was, or how
[38:47] uh
[38:48] what kind of a call it was compared with
[38:51] last 10 years, just month to month
[38:54] I'll leave it there close. You feel free
[38:56] to
[38:58] peruse that and ask any questions, but
[38:59] here just a couple of highlights. Um
[39:02] just in July we had 149 incidents, which
[39:06] was a record.
[39:08] Um probably most of them not probably
[39:11] most of the incidents are medical.
[39:13] Um falling remains the number one, which
[39:17] is likely to happen in a
[39:19] in a in a town that has
[39:22] a lot of old people.
[39:27] Uh
[39:28] yeah, right. Um
[39:30] and that's that was a record.
[39:33] The average emergency response time
[39:35] through July went up at 7 uh minutes and
[39:38] 20 seconds, which is slower, but
[39:42] probably the reason is because the
[39:43] traffic volume on Blue Star Highway.
[39:46] So, uh that's really been a factor.
[39:50] Um
[39:53] The the biggest problem that we have is
[39:55] over 34% of our calls
[39:58] 30% of our calls over the year are
[40:01] overlapping calls. And we had a long
[40:04] discussion one of the biggest problems
[40:05] that we're having right now are these
[40:08] iPhone crash alerts.
[40:11] We've had 15 of them this year. We all
[40:13] got our phones and we're lucky like I
[40:15] didn't know that
[40:17] I drop my phone all the time. I can't
[40:18] believe that it doesn't automatically
[40:20] call 911 or but
[40:23] So, you might want to look in the
[40:24] settings on your phone. You have the
[40:26] emergency SOS
[40:29] and you have to turn it off if you don't
[40:32] want it to be on. And then it will list
[40:34] your emergency contacts and my phone
[40:36] will call you if they determine that
[40:38] there was a severe accident. But what's
[40:40] happening is
[40:42] you know, people are putting their phone
[40:43] on the top of their car
[40:45] who would ever do that and driving off
[40:47] with it. And so
[40:50] >> [laughter]
[40:50] » [laughter]
[40:50] >> So,
[40:51] » So,
[40:51] it falls and then, you know, the fire
[40:53] department is out there looking
[40:56] It gives you like a 750-ft radius.
[40:59] They're out there looking for
[41:01] iPhones when there wasn't a crash.
[41:03] And in the meantime what
[41:05] And in the meantime, you know, there
[41:07] could be a priority one call that
[41:09] they're needed for. With a small staff
[41:12] like we have, that's that's a problem.
[41:13] So, we're looking at
[41:15] how we can address that. We're going to
[41:18] I see Wendy's on the line here. We're
[41:20] Wendy, we're we're going to commission
[41:22] you to
[41:23] write a great article in the commercial
[41:25] record and try and educate people a
[41:27] little bit better on it.
[41:29] Um
[41:31] Then we moved on and talked about 415
[41:33] Wiley.
[41:35] All good news there.
[41:38] Um
[41:40] Uh all of our bonds were successfully
[41:43] sold. They opened them up um I can't
[41:45] remember but the August 7th.
[41:47] So, they opened up bidding at 11:00 and
[41:50] by 12 minutes later they were all
[41:53] bid.
[41:54] And there were like seven bidders.
[41:57] And they got a really great um
[42:00] interest rates and good terms on on the
[42:02] loan.
[42:03] So, that was
[42:05] a real um
[42:07] We're moving in the right direction
[42:08] here.
[42:09] Um
[42:10] The the bonds will be distributed to the
[42:13] township on August 27th.
[42:17] They finally received the master deed
[42:19] and condominium documents and they're
[42:23] transferring it over to
[42:25] the fire district attorney for a legal
[42:28] review. So that'll be set to go. So we
[42:30] look to be
[42:32] pretty much on track to
[42:34] have it on the next agenda for sale.
[42:36] >> The next one or the
[42:37] » The next one or the
[42:37] >> No, it'll be on the next one. Okay.
[42:39] » No, it'll be on the next one. Okay.
[42:39] >> Yeah.
[42:40] » Yeah.
[42:40] >> We're going to move that to the next
[42:41] » We're going to move that to the next
[42:41] meeting in September.
[42:44] >> I'm ready.
[42:45] » I'm ready.
[42:45] It's been a lot of teamwork between the
[42:47] city and the
[42:47] >> Absolutely.
[42:48] » Absolutely.
[42:48] >> township and
[42:49] » township and
[42:49] >> Got great compliments and again for like
[42:52] » Got great compliments and again for like
[42:52] one of the things that we approved this
[42:53] evening was buying these storage sheds
[42:57] for two different reasons. We have to
[42:59] keep a lot of
[43:00] flammable materials
[43:03] flames and all the things. Flames um
[43:06] batteries, things that people are
[43:07] collecting because we haven't had a
[43:09] hazardous waste stay in a while.
[43:11] Um but then they're going to take all
[43:13] the furniture that we donated.
[43:15] Uh that's currently
[43:18] in the building in suite one and two and
[43:21] they'll be stored in those storage
[43:22] containers during their construction
[43:25] projects. So we did that this evening
[43:28] too. Let's see and um
[43:32] I think that's it.
[43:34] Good.
[43:35] Laura, maybe we could Would you mind
[43:37] moving up this report to the next
[43:39] meeting in each month? So
[43:41] I mean I just had it like an hour ago.
[43:43] So
[43:45] >> [laughter]
[43:45] » [laughter]
[43:45] >> I don't have time to really digest it
[43:47] » I don't have time to really digest it
[43:47] and do a
[43:48] thorough report.
[43:50] Probably same as you, right?
[43:52] Wouldn't it be better to have our
[43:54] reports
[43:56] the first meeting of the month?
[44:00] » It doesn't matter to me. We we can move
[44:02] it to the first one. Usually the
[44:04] my meeting is usually over by noon. So I
[44:06] have a little bit of time to adjust and
[44:08] think about it.
[44:08] >> Yours is over 20 minutes before you have
[44:10] » Yours is over 20 minutes before you have
[44:10] to get in the car and drive here, so I
[44:12] understand that.
[44:14] You're trying to think it through while
[44:15] you're probably about to hit people in
[44:16] the booster.
[44:18] >> Okay, that's it for um
[44:22] board reports
[44:24] and to administrative report, Lisa.
[44:26] >> Yes, thank you. I'm going to give each
[44:27] » Yes, thank you. I'm going to give each
[44:27] of you one of these. I have two things
[44:28] tonight. If you could please pass one to
[44:30] each house member.
[44:32] Um as you know, we've been talking about
[44:35] uh deer management. Uh and it's been a
[44:38] very hot topic for some time. We did
[44:40] participate I'll try to speak louder. We
[44:42] did participate in a wildlife committee
[44:45] with uh Saugatuck Township and the city
[44:47] of Saugatuck. Uh those meetings ceased
[44:50] uh in the um winter. I think we are all
[44:53] kind of at an impasse on where what we
[44:55] were going to try to do, so everybody
[44:56] kind went their separate ways and we're
[44:58] going to try to stay in touch and figure
[45:01] out some options. Um
[45:03] our neighboring community did send us um
[45:05] some information. Right now, uh Douglas,
[45:09] our management program allows bow
[45:10] hunting on and she please weigh in if I
[45:13] if I miss you got something on
[45:14] qualifying private properties through
[45:16] the city's established deer management
[45:17] program.
[45:19] Applications for the hunting season for
[45:20] 2026 and I'm going to say 27 because it
[45:22] goes into January.
[45:24] Um hunting season are already being
[45:25] picked up and the program is moving
[45:27] forward.
[45:28] Um the program relies primarily on
[45:30] private property owners voluntarily
[45:32] participating allowing hunting on
[45:33] qualifying parcels.
[45:35] We do have a uh individual that was on
[45:37] the wildlife committee, Tony Chippewa,
[45:39] assisting with identifying additional
[45:41] private properties and others who may
[45:42] and and uh those who may want to
[45:45] participate, which could expand the
[45:46] program this year.
[45:48] Douglas has limited property, um public
[45:50] property suitable for conducting a
[45:52] professional call.
[45:53] And the city currently has no funding
[45:55] budgeted for a professional deer call.
[45:57] And we can continue the existing program
[45:59] through the upcoming season and evaluate
[46:00] the results before determining whether
[46:01] additional measures are necessary.
[46:04] Um it is not an easy decision to do
[46:07] this.
[46:08] Uh there's a lot of concerns.
[46:10] Um
[46:11] even though some will say, "Well, just
[46:14] use the 720 acres or something like
[46:15] that." You do There were concerns about
[46:17] the fact that you want to draw the deer
[46:19] in for safety, but baiting is still
[46:21] illegal in Michigan down here especially
[46:24] right now. So, that's not something
[46:26] anybody can just do. Um
[46:29] So,
[46:30] >> Is it legal or illegal?
[46:31] » Is it legal or illegal?
[46:31] >> It's illegal.
[46:32] » It's illegal.
[46:32] >> Yeah, I thought so.
[46:32] » Yeah, I thought so.
[46:32] >> Yeah, it's still illegal. It's not
[46:34] » Yeah, it's still illegal. It's not
[46:34] illegal in the U.P., but it is illegal
[46:36] here.
[46:37] Um our neighboring community proposed
[46:40] some information to us which I shared
[46:42] with you. They're exploring contracting
[46:44] with a another uh contractor to conduct
[46:46] a professional deer cull.
[46:48] Uh they asked if we would be interested
[46:49] in participating.
[46:51] Uh the contractor quoted $495 per deer
[46:53] which includes permitting activities,
[46:55] the cull, field dressing, and donation
[46:57] to me.
[46:58] Uh there's also thermal imaging that
[47:00] could be done. Their experience
[47:02] conducting this municipal and
[47:03] institutional deer culls including work
[47:05] through Grand Haven, Jackson, Livonia,
[47:08] Dearborn, and others.
[47:09] Their professional shooting team
[47:11] conducts annual training and
[47:12] qualification. They carry insurance with
[47:14] them the participating municipalities
[47:16] and additional insured.
[47:18] Which I'd have to check with our
[47:19] insurance if that would be okay. The
[47:21] proposed operation would generally occur
[47:23] at night using thermal imaging, with
[47:24] sound suppression, and specialized
[47:26] ammunition.
[47:28] Um on the back, programmable feeders
[47:30] would be established. I'm not so sure
[47:32] about how that would work. We still
[47:34] would have to explore that because of
[47:35] the baiting aspect of this.
[47:37] Um they are our neighboring community is
[47:40] also investigating um the beach as an
[47:42] area possible area for a location for
[47:44] winter cull.
[47:45] And Grand Haven reported we uh we cull
[47:48] uh culled with this group 50 deer over
[47:50] two nights using this contractor. So, 50
[47:53] deer is $495. That's about $24,750.
[47:58] » Read the deer.
[47:59] >> Yeah. Um
[48:01] » Yeah. Um
[48:01] >> It's archery if you get it.
[48:01] » It's archery if you get it.
[48:02] >> So,
[48:03] » So,
[48:03] some of the issues we would need to
[48:04] resolve if we were to think about
[48:06] participating, identifying a suitable
[48:07] property where this could take place,
[48:10] determine whether Douglas' limited
[48:12] public property makes participation
[48:13] practical,
[48:15] confirm with the DNR what feeding and
[48:16] baiting activities would be legally
[48:18] permissible,
[48:19] determine the desired number of deer we
[48:21] want we would want removed and resulting
[48:23] to to the resulting total cost and of
[48:24] course approve a budget amendment. We
[48:26] would need to do that. And determine
[48:28] whether Douglas would participate
[48:29] independently or jointly with our
[48:31] neighboring community.
[48:32] So, you have the two options at the
[48:34] bottom. I don't think I can read three,
[48:35] you know, I just kind of went through
[48:36] them. So, you have options one and two.
[48:38] We don't have to solve this today, but
[48:39] we are getting into the next hunting
[48:41] season. Chief, did you want to add
[48:43] anything to this cuz I know you've been
[48:44] really We've been talking about this a
[48:45] lot.
[48:46] >> Um it's important to note that in our
[48:48] » Um it's important to note that in our
[48:48] program, it's archery only.
[48:50] >> Mhm.
[48:51] » Mhm.
[48:51] >> Um if you have callers come in, they're
[48:53] » Um if you have callers come in, they're
[48:53] going to be using fire.
[48:55] So, the community needs to be aware of
[48:57] that, of course.
[48:59] And the thing that we're focusing on
[49:01] this year with Tony Ship's assistance is
[49:05] we have some property owners that are
[49:06] interested. We need hunters.
[49:09] And if we can get a list of hunters,
[49:11] list of property owners,
[49:14] and join those two together, we can
[49:16] hopefully be a little more successful
[49:18] this year.
[49:19] >> Would it Is there potential that any of
[49:21] » Would it Is there potential that any of
[49:21] those hunters would be taking the deer
[49:24] for themselves for
[49:28] venison?
[49:29] And saving $500 a deer?
[49:32] >> Sure.
[49:33] » Sure.
[49:34] Yeah, we wouldn't be paying for the
[49:35] processing. That would all be on them.
[49:37] >> Right now, what whatever they take in
[49:39] » Right now, what whatever they take in
[49:39] our program is not the city doesn't pay
[49:41] for any of that. That's all on the
[49:43] hunter.
[49:44] >> Mhm.
[49:44] » Mhm.
[49:44] >> In this program, it would be
[49:45] » In this program, it would be
[49:45] >> Yeah, is it okay?
[49:46] » Yeah, is it okay?
[49:46] >> Yeah.
[49:47] » Yeah.
[49:47] >> Did Have Have you seen an increase in
[49:49] » Did Have Have you seen an increase in
[49:49] the number of licenses that have been
[49:51] pulled?
[49:52] >> Or applied for an application?
[49:54] » Or applied for an application?
[49:54] >> had a lot of applications picked up.
[49:57] » had a lot of applications picked up.
[49:57] And none returned to us.
[49:59] Last year, we only had four hunters.
[50:02] We had a lot of talk, but we only had
[50:04] four hunters, and out of that, only one
[50:07] hunter reported back getting two does.
[50:10] >> You get more than that without Friday
[50:12] » You get more than that without Friday
[50:12] reporting.
[50:15] >> Carson City.
[50:15] » Carson City.
[50:15] >> Absolutely.
[50:17] » Absolutely.
[50:17] And that's
[50:18] >> Well, Chief, wasn't there a concern too
[50:19] » Well, Chief, wasn't there a concern too
[50:19] by some that they could cross the
[50:20] property line?
[50:22] >> Yes.
[50:22] » Yes.
[50:22] >> And what would happen with that?
[50:24] » And what would happen with that?
[50:24] >> And what we instructed them would be to
[50:26] » And what we instructed them would be to
[50:26] call us and have us talk to the
[50:30] neighboring property and see, okay, will
[50:32] you let us go deer hunting to them?
[50:35] Those kind of things. But
[50:37] a color could have the same issue.
[50:39] >> Yes.
[50:40] » Yes.
[50:40] >> We don't have
[50:41] » We don't have
[50:41] This big of area in the city is what on
[50:44] the west side of Saugatuck to be
[50:46] available to hunt.
[50:48] >> Yeah.
[50:50] » Yeah.
[50:50] >> This So, this information's great.
[50:52] » This So, this information's great.
[50:52] I appreciate it. You know, we're going
[50:53] to have We're going to talk about it at
[50:54] some point.
[50:56] Wouldn't it be
[50:57] more beneficial for our deer committee
[51:00] to talk about this and come back with a
[51:02] recommendation to us?
[51:04] >> They're not meeting anymore.
[51:05] » They're not meeting anymore.
[51:05] >> The deer committee though is
[51:07] » The deer committee though is
[51:07] >> But they're But I mean, our job is I
[51:09] » But they're But I mean, our job is I
[51:09] guess Neil's are only going to do this
[51:10] for us, right? So.
[51:11] >> Well, right now, yeah. We had Tammy
[51:13] » Well, right now, yeah. We had Tammy
[51:13] Kinyon in and and another, but at this
[51:15] point, I think they all just were not
[51:17] sure where to go at this point. Um
[51:21] everybody had different ideas, and at
[51:23] this point, I do think it's a council
[51:24] decision.
[51:25] >> I know that Tony's on that committee,
[51:27] » I know that Tony's on that committee,
[51:27] and you've got someone from the DNR on
[51:29] that committee.
[51:29] >> He's in the council.
[51:30] » He's in the council.
[51:30] >> Yeah.
[51:31] » Yeah.
[51:31] >> Yeah.
[51:31] » Yeah.
[51:31] >> But and the township has different rules
[51:33] » But and the township has different rules
[51:33] than we do.
[51:33] >> Sure.
[51:34] » Sure.
[51:34] >> You brought up a really good point in
[51:36] » You brought up a really good point in
[51:36] that
[51:37] Douglas is a lot different than
[51:39] Saugatuck in that we don't have
[51:43] you know.
[51:44] >> The land mass.
[51:44] » The land mass.
[51:44] >> over beach area in that area to go
[51:47] » over beach area in that area to go
[51:47] hunt. We don't have that many places
[51:50] that we can use.
[51:50] >> The townships are the most, right?
[51:52] » The townships are the most, right?
[51:52] They're They're 30 miles squared or 2
[51:54] miles squared.
[51:55] >> Less than two.
[51:56] » Less than two.
[51:56] >> We're literally across from down Wiley
[51:58] » We're literally across from down Wiley
[51:58] and across from
[52:00] >> And
[52:00] » And
[52:00] >> And we
[52:01] » And we
[52:01] can actually do it down the road.
[52:03] >> On all sides of us, right?
[52:04] » On all sides of us, right?
[52:04] >> But that's in the township.
[52:05] » But that's in the township.
[52:05] >> It's in the township.
[52:06] » It's in the township.
[52:06] >> Yeah.
[52:08] » Yeah.
[52:08] >> Um
[52:09] » Um
[52:09] I have My question is, how are
[52:10] programmable feeders different than
[52:12] baiting?
[52:15] » That's a good question.
[52:16] >> to get some
[52:17] » to get some
[52:17] >> It's a very good question.
[52:18] » It's a very good question.
[52:18] >> The callers would have to get some kind
[52:19] » The callers would have to get some kind
[52:19] of special permit from the DNR without
[52:22] >> Isn't that really what baiting is?
[52:24] » Isn't that really what baiting is?
[52:24] >> Yes.
[52:25] » Yes.
[52:25] >> I see.
[52:26] » I see.
[52:26] >> Yes, it is.
[52:27] » Yes, it is.
[52:27] >> Just without the corn and the carrots?
[52:29] » Just without the corn and the carrots?
[52:29] >> Or
[52:29] » Or
[52:29] >> I'm not sure how they make their way
[52:31] » I'm not sure how they make their way
[52:31] around town.
[52:32] >> What's
[52:33] » What's
[52:33] >> There's corn, carrots, and apples in my
[52:35] » There's corn, carrots, and apples in my
[52:35] neighbor's yard.
[52:36] >> Oh.
[52:37] » Oh.
[52:37] >> You're kidding.
[52:39] » You're kidding.
[52:39] I do that.
[52:41] >> It wouldn't be possible to like do a
[52:43] » It wouldn't be possible to like do a
[52:43] hybrid of both of these options? Like
[52:46] My feeling is that we should stick with
[52:50] the program that we had last year with
[52:52] the emphasis on expanding it. Try to get
[52:54] more people
[52:56] involved, but
[52:57] you know, I think
[53:00] fall isn't that far away. We're We're
[53:02] not
[53:03] nearly ready to
[53:05] have people with guns out there. I don't
[53:07] think we can.
[53:07] But I don't think it's a bad idea to
[53:10] engage with Sagatuck in the township and
[53:16] Yeah, I don't think that will work this
[53:17] year, but I mean, it'd be interesting to
[53:20] >> I think it's wise to see how it works
[53:21] » I think it's wise to see how it works
[53:21] for them and continue to see if our
[53:23] program does better than it did because
[53:25] we've had another year to get going,
[53:27] right? And then if we find that next
[53:30] year no, that our program didn't do as
[53:32] well or whatever and they did really
[53:33] well, we can talk about it, right?
[53:35] You might You never know. We'll see.
[53:37] >> We just need the public to know that we
[53:39] » We just need the public to know that we
[53:39] have, you know, this has been top of
[53:40] mind for us as
[53:42] first
[53:43] years.
[53:45] >> You know, and
[53:47] » You know, and
[53:47] we're still working on it. It's not like
[53:49] we've
[53:51] It's a survey of the situation.
[53:52] >> It's a survey of the song.
[53:55] » It's a survey of the song.
[53:55] >> The survey, I mean, it gives you a
[53:56] » The survey, I mean, it gives you a
[53:56] little bit. No, nobody wants to to
[53:59] destroy it as we have, but the survey
[54:01] did
[54:02] have a pretty significant gap in the
[54:04] fact that people did want to see the
[54:07] elimination, and a lot of it had to do
[54:10] Yes, a lot of it had to do with plants,
[54:11] but a lot of it had to do more with
[54:12] people becoming aware of the fact of the
[54:15] disease and all the other things that
[54:18] are spreading within the deer that are
[54:20] are causing a lot of these these issues.
[54:23] Nobody wants to see them die. I mean, we
[54:24] had one that passed away don't believe.
[54:27] I mean, we don't know what it's from. We
[54:28] still don't. They happen. And so
[54:30] >> Wasn't the waste people
[54:31] » Wasn't the waste people
[54:31] >> We don't know. Yeah, we're not sure what
[54:33] » We don't know. Yeah, we're not sure what
[54:33] happened, but it it we probably Um so, I
[54:37] mean, it's just starting to happen and
[54:38] there's just too many of them, and it's
[54:41] nobody wants to see that in the yard.
[54:42] Nobody wants to see that. I mean, it's
[54:44] just
[54:44] And we don't have enough arrows.
[54:46] >> not behaving normally. They're
[54:48] » not behaving normally. They're
[54:48] >> No, they're not.
[54:50] » No, they're not.
[54:50] >> Like
[54:51] » Like
[54:51] I have a friend that has a big yard, and
[54:54] when I park my car and I go out to the
[54:57] car, there's like 15 deer I have to go
[55:00] You don't They don't I like I'm afraid
[55:02] to walk through there because they don't
[55:04] They just stand there and look at me
[55:05] like
[55:06] >> We have an entitled
[55:08] » We have an entitled
[55:08] We have an entitled deer.
[55:10] I will tell you they do anything.
[55:11] >> The time that I did in the UP, there's
[55:13] » The time that I did in the UP, there's
[55:13] nothing like that. They are terrified of
[55:15] humans.
[55:16] And they are terrified of humans,
[55:17] they're terrified of dogs. They don't
[55:19] come near you. They run. It's a very
[55:22] different mentality. I mean, they do
[55:24] have a larger wolf population, coyotes,
[55:26] and other things, but um I I they walk
[55:29] out there, they go. They're not
[55:31] domesticated at all.
[55:33] It's just bizarre. And the DNR will tell
[55:35] you. Don Popp said, "These are weird
[55:37] deer. These deer are not right." I mean,
[55:39] they're
[55:40] They are and you can see a lot of them
[55:42] aren't even growing to full size.
[55:44] They're They're very small. I mean,
[55:46] they're not growing to full size
[55:48] at all. There is There is a big problem
[55:50] here and and we just maybe have to look
[55:52] at it from two different standpoints.
[55:54] Right. So, let's look at it from the
[55:55] standpoint of the health and well-being
[55:57] of animals, too. I mean,
[55:59] you know, this is a very very caring
[56:01] community when it comes to
[56:03] the and the wildlife green I mean,
[56:05] everything, so.
[56:07] It's a hard topic. It's a hard
[56:09] conversation to have, but you're not
[56:10] trying to be bullies. You're not trying
[56:12] to hurt you You're trying to do the
[56:13] right thing.
[56:15] >> So, we're we're not This is just
[56:17] » So, we're we're not This is just
[56:17] information.
[56:18] >> This is
[56:18] » This is
[56:18] Right. Right. But, I do think if council
[56:20] wants to go in a certain direction, if
[56:22] we're going to leave it for one more
[56:24] winter and just let Chief keep working
[56:26] the way that we are, that's fine. And
[56:29] maybe, like Matt said, see how it goes
[56:30] in the other community, but just give
[56:32] Sault Tribe some feedback on Thank you.
[56:35] You let us know how it goes and keep
[56:36] moving. I don't know. But, that's up to
[56:38] the council to give direction. But, we
[56:39] do go in that direction, we'd have to
[56:40] amend the budget and and spend some
[56:42] funds and sign up to a on a contractor
[56:45] and go through insurance and things like
[56:46] that, so.
[56:47] >> So, throw corn and apples and Sonny Bono
[56:50] » So, throw corn and apples and Sonny Bono
[56:50] at your car.
[56:51] >> I said nothing like that.
[56:53] » I said nothing like that.
[56:53] I will not say that.
[56:55] Um council, one more other thing. I
[56:56] don't want to go through this at length,
[56:58] but I did send you information um about
[57:00] this proposal, the second proposal that
[57:02] came up from the KLHA that's being
[57:04] discussed tomorrow night. They are not
[57:06] making a financial decision, but just
[57:08] really quick, I just wanted to give you
[57:10] some just some footnotes. I know it's a
[57:11] little long, but it is a little bit
[57:13] cumbersome.
[57:15] Um but the question you know, give you
[57:17] some ideas, but these two cost now, they
[57:19] want to start moving into a direction at
[57:21] about 3,000 per little or 3,000 per
[57:24] community to start uh data collection
[57:26] and market assessment, economic and
[57:28] fiscal impact assessment, and a final
[57:29] report, travel data, and economic
[57:31] multipliers. So, it'd be the three
[57:33] communities putting up $10,750.
[57:36] So, what I wanted to find out from you
[57:38] is if you could read through this a
[57:41] little bit, it would be a good idea. I'm
[57:43] going to be at the meeting. I think Sue
[57:44] is, Jeff is not, but I will be there
[57:46] tomorrow night.
[57:47] >> Is it tomorrow night or tomorrow
[57:48] » Is it tomorrow night or tomorrow
[57:48] morning?
[57:49] >> It's tomorrow night at 6:00, KLAJ.
[57:51] » It's tomorrow night at 6:00, KLAJ.
[57:51] >> The Douglas Harbor's tomorrow morning,
[57:54] » The Douglas Harbor's tomorrow morning,
[57:54] KLAJ Harbor.
[57:54] >> Yeah, KLAJ is tomorrow.
[57:56] » Yeah, KLAJ is tomorrow.
[57:56] This is where they're going to discuss
[57:57] that. So, I just wanted to give you as
[57:59] much as I can to break it down. There is
[58:01] no way to break down that much
[58:02] information
[58:03] in one page, but I think it would be
[58:06] great if if everybody could just give me
[58:07] a little bit of of advisement so I can
[58:09] share with Sue and Jeff where we think
[58:11] we want to go cuz I I know that the
[58:13] group wants to start moving in another
[58:15] direction at the next meeting. Tomorrow
[58:17] night, Christian from Vetter is just
[58:19] going to talk about the findings, but
[58:21] there are some very interesting things
[58:23] in here that I want you to be very,
[58:25] very, very much aware of. That I think
[58:28] it's important, but there are some
[58:30] suggestions about an X7 at Reiman that
[58:33] would allow them to
[58:36] there will be financial obligations
[58:39] calculated from each community moving
[58:40] forward. So, that's on the back. I did
[58:43] send you everything, but I just want to
[58:45] make sure that you know that they're
[58:47] talking about TIF mechanisms, special
[58:48] assessments, and other things.
[58:50] So,
[58:52] take a close, close look at that and the
[58:54] information that I have sent to you. And
[58:56] if you could get back to me between now
[58:58] [clears throat] and maybe and maybe
[58:59] within the next couple of weeks with
[59:01] some feedback, that would be really
[59:02] helpful.
[59:03] Or I could create another little survey
[59:05] from this, too. Whatever makes it easy
[59:07] for all of you. This is not a full-time
[59:08] job, so I want to make sure that I'm
[59:10] giving you what you need to make it easy
[59:11] to go through this, digest it like they
[59:13] did the first phase to come up with what
[59:15] you feel would be the best direction.
[59:20] The last thing I wanted to propose to
[59:21] you
[59:22] is 9/11 event. We know it we've had that
[59:24] the last few years. I was wondering if
[59:27] Council would consider having the 9/11
[59:29] event at Waits Park this year.
[59:31] Having it across from the street and
[59:33] moving it down to Waits, and then having
[59:35] the fire truck down there, the flag up,
[59:37] and kind of do it where we don't have to
[59:39] block the roads.
[59:40] >> The only thing is, is there enough
[59:41] » The only thing is, is there enough
[59:41] parking?
[59:43] >> We only get like 10 or 15 people showing
[59:46] » We only get like 10 or 15 people showing
[59:46] up. Maybe people get some more, but
[59:48] would everybody be okay with that? And
[59:50] then if it grows, maybe we can move it
[59:51] again. We thought about the pavilion,
[59:53] but we're not quite there yet. We're
[59:54] still doing some tweaks down at the new
[59:55] pavilion. Um
[59:57] >> Oh, you're talking Waits now.
[59:58] » Oh, you're talking Waits now.
[59:58] >> Yeah, Waits. Oh, yeah. Yeah.
[1:00:00] » Yeah, Waits. Oh, yeah. Yeah.
[1:00:00] >> Sorry. There's There's plenty of parking
[1:00:02] » Sorry. There's There's plenty of parking
[1:00:02] >> Would that be okay with everyone?
[1:00:03] » Would that be okay with everyone?
[1:00:03] >> Yeah.
[1:00:04] » Yeah.
[1:00:04] >> And we move it down there?
[1:00:05] » And we move it down there?
[1:00:05] Okay. All right. So, we'll plan on that
[1:00:07] Friday morning, Friday the 11th, and
[1:00:09] it's on a Friday. So, it's going to be a
[1:00:10] busy day downtown and things like that.
[1:00:12] So, we'll start getting it out there and
[1:00:14] we'll start pushing for the 11th, uh
[1:00:16] Friday the 11th at 9:00 a.m.
[1:00:18] >> 25 years.
[1:00:19] » 25 years.
[1:00:19] >> Yeah.
[1:00:20] » Yeah.
[1:00:20] >> Do you need a speaker?
[1:00:22] » Do you need a speaker?
[1:00:22] >> Probably. Could you help us with that?
[1:00:24] » Probably. Could you help us with that?
[1:00:24] >> one. We have been using this speaker, so
[1:00:26] » one. We have been using this speaker, so
[1:00:26] that would be one of
[1:00:28] >> Okay. Thank you. That'll Is anybody else
[1:00:31] » Okay. Thank you. That'll Is anybody else
[1:00:31] have anything to add on this side?
[1:00:33] Okay. Thank you, everybody. I appreciate
[1:00:35] all the the help and guidance.
[1:00:40] » I'm sorry.
[1:00:42] Okay. Um
[1:00:45] Uh this is the second opportunity now
[1:00:47] for public communication.
[1:00:49] See Mr. Janetski jumping up here. This
[1:00:51] can be on
[1:00:52] items that were not on the prior agenda.
[1:00:55] >> Excuse me.
[1:00:56] » Excuse me.
[1:00:56] Thank you very much, Mayor Norris,
[1:00:58] members of Council. Bob Janetski with a
[1:01:00] brief update from the County Clerk and
[1:01:02] Register of Deeds offices. I appreciate
[1:01:04] the opportunity. Uh no doubt you're
[1:01:06] aware the primary election came and
[1:01:08] went. Uh Clerk Casper and her team did
[1:01:10] an amazing job. Uh
[1:01:12] Douglas had 47.57%
[1:01:15] turnout, uh compared with the rest of
[1:01:18] the county, which was an average of
[1:01:19] 31.59. So, very high turnout. A lot of
[1:01:22] work for her and her team to to manage,
[1:01:24] but they did a great job. We are now
[1:01:26] gearing up for November and we'll be
[1:01:28] conducting more trainings for election
[1:01:31] inspectors and more recruiting.
[1:01:33] Uh I want to make sure that you're aware
[1:01:35] that that you know, it used to be that
[1:01:37] Commissioner Lovers was up late
[1:01:38] stressing and and fretting about uh
[1:01:41] somebody stealing his property through
[1:01:42] property fraud and title theft. But then
[1:01:44] he signed up for property fraud alert
[1:01:46] and now he knows that if someone should
[1:01:48] report a fake deed in his name, he'll
[1:01:51] get a text message, an email, or a phone
[1:01:53] call. And and I want to encourage you
[1:01:55] and all of your constituents to do the
[1:01:57] same and and sleep well like Mr. Lovers.
[1:02:01] little update from the state. We are
[1:02:03] told that the Secretary of State does in
[1:02:06] fact want to push forward with uh new
[1:02:08] voting machines for every jurisdictions.
[1:02:11] Uh what would happen there would be
[1:02:12] about a $15,000 hit per jurisdiction,
[1:02:15] per precinct. Um and
[1:02:18] I personally don't see the need for it.
[1:02:20] I think our machines work really well
[1:02:22] right now, but if the state mandates it,
[1:02:23] we will have to move in that direction
[1:02:25] with uh no guarantee of funding from the
[1:02:27] state at this point. I want to draw your
[1:02:29] attention to the most recent annual
[1:02:32] report from my office. Uh you all have a
[1:02:34] copy of that. Uh
[1:02:36] It's some interesting stats from 2025.
[1:02:38] I'm not going to read the entire thing
[1:02:40] to you cuz I know that Chief Gatz likes
[1:02:42] to make sure he goes through and
[1:02:43] highlight every aspect for you that
[1:02:45] pertains to the city's village dollars.
[1:02:48] Um finally, I want to make sure that uh
[1:02:51] that you know, I really appreciate the
[1:02:53] opportunity to come and present here
[1:02:55] because
[1:02:56] up until the election inspector
[1:02:58] trainings this spring, I had not been to
[1:03:01] this building for 40 years when I came
[1:03:03] to visit my cousin Patrick when he broke
[1:03:05] his ribs swinging on the rope swing over
[1:03:07] at the
[1:03:07] Mount Baldhead. So, what I guess I'm
[1:03:09] trying to say what a nice job you've
[1:03:10] done to the place. Good to see
[1:03:12] everybody. Thanks very much.
[1:03:14] >> Thank you, Bob.
[1:03:14] » Thank you, Bob.
[1:03:14] >> Thanks, Bob.
[1:03:17] Anyone else?
[1:03:27] » I thought it was going to be Jonathan
[1:03:28] Scott.
[1:03:29] >> I did, too.
[1:03:31] » Everybody.
[1:03:33] >> I meant to ask for my phone number.
[1:03:34] » I meant to ask for my phone number.
[1:03:34] >> Good evening. My name is Heidi Wolff.
[1:03:36] » Good evening. My name is Heidi Wolff.
[1:03:36] I'm an attorney in Allegan, and I am
[1:03:37] running for the 57th District Court, and
[1:03:40] I will be on the ballot this fall. I
[1:03:42] wanted to come out and introduce myself,
[1:03:44] say hello, this is what I look like. I
[1:03:46] have grown up in Allegan. I grew up in
[1:03:48] Wayland, actually, moved to Allegan with
[1:03:50] my husband, Tom.
[1:03:52] We've been together for 32 years. He's
[1:03:54] so excited to be here. He can't be
[1:03:55] standing.
[1:03:56] And we raised our kids in Allegan
[1:03:58] County. I've been here my obviously,
[1:04:01] like I said, my whole life. We have two
[1:04:03] children. One daughter that's grown, and
[1:04:05] now we're grandparents, best thing I've
[1:04:06] ever done.
[1:04:08] And our son still lives with us. I
[1:04:10] started my practice in my parents'
[1:04:12] dining room, worked very hard, been very
[1:04:14] successful at that, and I continue to I
[1:04:17] don't work in in our dining room
[1:04:18] anymore. I have an office now in
[1:04:19] Allegan, but I've been doing that, and
[1:04:22] I've just decided that it's time to take
[1:04:24] the skills that I've learned in my years
[1:04:26] of practice and apply it to something
[1:04:27] else. So, during this my tenure, just a
[1:04:30] couple of highlights, I did help Judge
[1:04:32] Scott set up the Mental Health Treatment
[1:04:33] Court that's currently running in
[1:04:35] District Court A. I am running for his
[1:04:38] position. A lot of people are very
[1:04:39] confused. There are two positions up for
[1:04:42] election.
[1:04:43] So, Judge Brunett is up for election,
[1:04:45] and then Judge Scott is retiring, and
[1:04:47] I'm running for that position. So, I
[1:04:50] would like to see that court continue to
[1:04:52] be as successful as it has been in
[1:04:54] helping people with
[1:04:56] mental health issues get redirected and
[1:05:00] get the services that they need instead
[1:05:01] of convicted of crimes.
[1:05:04] I also just recently served in an
[1:05:06] expungement clinic this past Friday. I'm
[1:05:08] sure you've probably been hearing about
[1:05:09] those. Those are where people who have
[1:05:12] had long-standing older convictions,
[1:05:14] maybe 20 years or so, or maybe more
[1:05:16] recent within the past 10 10 years or
[1:05:19] more. Um they can have some certain
[1:05:21] convictions that are set aside, and they
[1:05:23] do these clinics where the state police
[1:05:25] have run their fingerprints, their uh
[1:05:27] convictions have been approved, and then
[1:05:28] attorneys volunteer their time to help
[1:05:30] them get the paperwork done so that they
[1:05:31] can get back into the workforce and
[1:05:33] start hopefully being more productive
[1:05:35] members.
[1:05:36] Not to assume that they aren't
[1:05:37] productive, but you know what I mean.
[1:05:40] Uh and then I myself also helped set up
[1:05:43] the court-appointed special advocate
[1:05:44] program here in Allegan, if any of you
[1:05:46] know what that is. It helps uh children
[1:05:48] who are impaired with adult mental
[1:05:49] illnesses and public offenses. So, those
[1:05:51] are some things that I've already done.
[1:05:52] Um and just a little bit about who I am
[1:05:55] and what I think is important in um
[1:05:59] outside of just advocating for people as
[1:06:01] an attorney. As a judge, I don't think
[1:06:03] that I should uh legislate from the
[1:06:04] bench. I know everybody says that. I
[1:06:06] think compassion is important, but
[1:06:08] knowing the rules and the law are also
[1:06:10] important. And that's really the only
[1:06:12] job that a judge has is to know the
[1:06:14] rules and the law and make sure it's
[1:06:15] applied fairly.
[1:06:16] So, that's a little bit about me. If you
[1:06:17] want to know more, you can look me up on
[1:06:19] Facebook, or I have a webpage. Thank
[1:06:20] you.
[1:06:21] >> Thank you very much.
[1:06:27] Anyone else?
[1:06:32] Last call, Randy's phone.
[1:06:36] » In the flesh.
[1:06:38] >> [laughter]
[1:06:38] » [laughter]
[1:06:38] >> Neil's not here.
[1:06:40] » Neil's not here.
[1:06:40] >> Hi, Kyle.
[1:06:42] » Hi, Kyle.
[1:06:42] >> That's me.
[1:06:43] » That's me.
[1:06:43] >> Who's next in line?
[1:06:44] » Who's next in line?
[1:06:44] >> Randy's grandma turned more minutes than
[1:06:46] » Randy's grandma turned more minutes than
[1:06:46] some of them.
[1:06:51] » Okay. Um
[1:06:53] and we are now on to council comments.
[1:06:57] Mr. Balmer, let's start with you.
[1:06:59] >> Um
[1:07:00] » Um
[1:07:00] you know, I have none. Thank you.
[1:07:02] >> Okay.
[1:07:02] » Okay.
[1:07:02] >> Oh, got you.
[1:07:04] » Oh, got you.
[1:07:04] >> Also good.
[1:07:06] » Also good.
[1:07:06] >> I'll make up for the rest of you.
[1:07:08] » I'll make up for the rest of you.
[1:07:09] >> I have none.
[1:07:10] » I have none.
[1:07:10] >> [laughter]
[1:07:11] » [laughter]
[1:07:11] >> And that whole fraud alert thing is very
[1:07:13] » And that whole fraud alert thing is very
[1:07:13] interesting. I saw in the chief's report
[1:07:15] that we've had some like we had a house,
[1:07:17] I think over by the lake shore that had
[1:07:18] a for sale sign on it that was not
[1:07:22] actually for sale. And then my best
[1:07:24] friend who bought property here during
[1:07:27] COVID
[1:07:28] got a call from
[1:07:30] David from uh
[1:07:32] Des Lomansky.
[1:07:34] David Somebody was calling him and
[1:07:37] wanting to sell the property that my
[1:07:39] best friend owns and he something just
[1:07:41] told David that the numbers didn't match
[1:07:43] and it was weird. And
[1:07:46] he called Brian and and turns out yes,
[1:07:49] somebody was trying to sell his property
[1:07:51] from underneath him and there's really
[1:07:53] nothing you can do about it cuz they
[1:07:54] don't know who the other person is. So,
[1:07:56] if I signed up for this one um
[1:07:59] Bob came last year.
[1:08:01] So, I highly recommend it.
[1:08:04] As a
[1:08:05] additional safety measure.
[1:08:07] Uh second, the Thin Blue Line ride was
[1:08:10] last Monday.
[1:08:13] Thank you to Matt and EPC for a
[1:08:16] wonderful
[1:08:18] lunch for everybody. I want to find a
[1:08:21] way to get more I know it's the middle
[1:08:23] it's morning of of a Monday. So,
[1:08:26] um in this 55 and older community we can
[1:08:28] have more presence out there, I think,
[1:08:31] but thanks to
[1:08:32] uh Mayor North coming and it was
[1:08:35] wonderful and Wendy did a wonderful
[1:08:38] write up in the Commercial Record for it
[1:08:40] the event. So, thank you and um
[1:08:44] the chief uh
[1:08:46] gave a very moving tribute to Ashley
[1:08:52] Janek and it was um I think it really
[1:08:55] resonated with many of the riders who
[1:08:58] recalled Ashley being at the event the
[1:09:00] previous year and and years before.
[1:09:03] Uh so uh
[1:09:05] it was just a it was a very very
[1:09:08] uh moving it always is but a very moving
[1:09:10] event. So, thanks
[1:09:13] for
[1:09:15] cheap and
[1:09:16] Matt and everybody that did come down
[1:09:18] for it.
[1:09:20] Um and then and a
[1:09:22] completely separate note and then I'm
[1:09:23] finished.
[1:09:26] >> I think
[1:09:27] » I think
[1:09:27] we're supposed to have flat cameras on
[1:09:29] the agenda for tonight.
[1:09:30] >> No, we delayed I in the re-parting we
[1:09:32] » No, we delayed I in the re-parting we
[1:09:32] delayed it until December.
[1:09:33] >> Oh. Okay, December.
[1:09:35] » Oh. Okay, December.
[1:09:35] Okay.
[1:09:36] >> Why so late?
[1:09:39] » Just think it's probably best with
[1:09:41] everything going on that we
[1:09:43] take a look at everything going on and
[1:09:45] then maybe we consider it in the winter.
[1:09:48] >> Okay. So, they have we have Have we
[1:09:49] » Okay. So, they have we have Have we
[1:09:49] purchased them yet? Okay. Just given all
[1:09:52] of the
[1:09:54] that like you said, I just was hoping
[1:09:56] there would be a conversation. I'll come
[1:09:58] back and visit the meeting when we
[1:10:00] discuss
[1:10:00] >> I put it in the last one too that we're
[1:10:01] » I put it in the last one too that we're
[1:10:01] switching to later on.
[1:10:03] >> Did you say we have not purchased them
[1:10:05] » Did you say we have not purchased them
[1:10:05] yet? No.
[1:10:05] >> We have not. I've written a policy.
[1:10:08] » We have not. I've written a policy.
[1:10:08] >> We're still working on
[1:10:09] » We're still working on
[1:10:09] >> Still not plagiarizing policy and
[1:10:11] » Still not plagiarizing policy and
[1:10:12] and it
[1:10:12] fit for our department.
[1:10:14] But I'll I'll get that out to you at
[1:10:16] some point but
[1:10:17] >> So, we'll be able to see that before we
[1:10:18] » So, we'll be able to see that before we
[1:10:18] actually
[1:10:19] >> Oh, absolutely.
[1:10:20] » Oh, absolutely.
[1:10:20] >> Well ahead of
[1:10:20] » Well ahead of
[1:10:21] >> Absolutely.
[1:10:22] » Absolutely.
[1:10:22] >> Well ahead of time.
[1:10:22] » Well ahead of time.
[1:10:22] >> Yeah, I
[1:10:27] » And that was it. Thank you.
[1:10:28] >> That was it.
[1:10:30] » That was it.
[1:10:30] >> Um well, I'll just echo some of Randy's
[1:10:32] » Um well, I'll just echo some of Randy's
[1:10:32] comments about the thin blue ride. I
[1:10:34] mean,
[1:10:35] every rider was so appreciative to Matt
[1:10:38] and and CPC and Lexipol Petaluma team
[1:10:40] for the beautiful lunch that they put
[1:10:43] together and
[1:10:45] it was really a nice showcase for
[1:10:48] Douglas. Um
[1:10:50] So, thank you very much for doing that.
[1:10:52] >> I'd like to see it bigger, too.
[1:10:54] » I'd like to see it bigger, too.
[1:10:54] Find a way to do something in the park
[1:10:56] but
[1:10:56] to make an event.
[1:10:58] >> Next year's our five year five years of
[1:11:00] » Next year's our five year five years of
[1:11:00] us doing it, so
[1:11:01] >> Maybe we make it an event for this fifth
[1:11:02] » Maybe we make it an event for this fifth
[1:11:02] year.
[1:11:04] I don't know.
[1:11:04] >> What's their time line?
[1:11:05] » What's their time line?
[1:11:05] >> Yeah, we have to do it quickly. Keep
[1:11:07] » Yeah, we have to do it quickly. Keep
[1:11:07] moving.
[1:11:07] >> They do it is a quickly moving thing,
[1:11:09] » They do it is a quickly moving thing,
[1:11:09] but it doesn't have to be for the
[1:11:10] community, you know.
[1:11:12] >> That's right.
[1:11:13] » That's right.
[1:11:13] >> I think we if we try and I know that you
[1:11:15] » I think we if we try and I know that you
[1:11:16] advertise a little bit, but
[1:11:18] maybe
[1:11:19] >> something for them to do all of it like
[1:11:22] » something for them to do all of it like
[1:11:22] cheer, but also I don't know.
[1:11:24] We can talk about things, but be nice to
[1:11:25] see more people.
[1:11:26] >> Yeah. Yeah, absolutely.
[1:11:29] » Yeah. Yeah, absolutely.
[1:11:30] and then Greg, I want to commend you. I
[1:11:32] know the work that you've done with the
[1:11:33] Cal Lake, you know, that huge
[1:11:36] improvement. Very much more professional
[1:11:38] and
[1:11:41] you know, I think it's what our
[1:11:42] community deserves is that's upgrade to
[1:11:46] transparency and
[1:11:48] >> Thank you.
[1:11:49] » Thank you.
[1:11:49] >> billing and everything else. And I know
[1:11:51] » billing and everything else. And I know
[1:11:51] it's been a pretty long road, so
[1:11:53] >> Thank you. I appreciate that. There's We
[1:11:55] » Thank you. I appreciate that. There's We
[1:11:55] have a lot more to do, but we're
[1:11:56] certainly moving in the right direction.
[1:11:58] So, thank you. I appreciate that very
[1:11:59] much.
[1:12:00] >> And then my last comment, um
[1:12:02] » And then my last comment, um
[1:12:03] Commissioner or
[1:12:04] Councilman
[1:12:06] Seeber isn't here tonight because he's
[1:12:07] back in the ER.
[1:12:09] >> Oh.
[1:12:09] » Oh.
[1:12:09] >> And so, if everybody could, you know,
[1:12:11] » And so, if everybody could, you know,
[1:12:11] hold him in your hearts a little bit
[1:12:12] tonight.
[1:12:16] » Yeah.
[1:12:17] >> So, with that note, I'll take them
[1:12:19] » So, with that note, I'll take them
[1:12:19] motion to adjourn.
[1:12:21] >> Move to adjourn.
[1:12:22] » Move to adjourn.
[1:12:22] >> Second.
[1:12:24] » Second.
[1:12:24] >> We have a quorum.
[1:12:25] » We have a quorum.
[1:12:25] >> Good job.
[1:12:26] » Good job.
