[1:01] » Yes. >> All right, moving on to the
[1:04] communications portion. If there's anyone present who would like to address
[1:06] the council, now would be the time to do so.
[1:11] No? All right, move on to consent agenda. These are routine items that
[1:14] will be enacted by one motion without separate discussion unless a council
[1:17] member requests separate consideration. Approval of the council meeting minutes,

[2:13] Mike Moos to the airport committee. Uh and lastly, approval of the claims
[2:17] register, which includes claims paid under the current purchase policy.
[2:21] Any of those items need to be pulled out for additional discussion?
[2:27] » Make a motion. >> Second.
[2:31] Um motion by Johnston, seconded by Koob. >> Question.
[2:36] » Yes. >> Cummings.
[2:37] Uh [clears throat] yes, but the abstaining with number five.
[2:42] Uh Koob. >> Yes.
[2:44] » Johnston. >> Yes.
[2:49] » Okay. Um there are no items under city business, so we will move on to reports.
[2:54] Um department heads. Brian, do you have
[2:57] » Yep.
[3:02] The AMI project is moving along. It got on the AMI
[3:06] uh portal, which all of it before I come over and uh
[3:11] out of 4,439 jobs total to do, apparently at 2,229.
[3:17] That's right at 50%. Now, [snorts]
[3:21] I don't know if that's true or not, but it goes with the idea that they knocked
[3:24] out all the low-hanging fruit first, the easy stuff. And now we're into the
[3:28] harder stuff. We're having challenges.
[3:32] Nobody knows it more than city office. They all are [clears throat] having uh
[3:36] a half of the time, [snorts] and it's getting
[3:40] the readings to match with the billing software.
[3:44] And we're just not getting the kind of support that we feel like we probably
[3:48] should be getting. Um
[3:51] Melissa's on [clears throat] that and
[3:56] making the right connections. That was part of what you approved tonight, too.
[3:59] So, I think we'll get there. I'm not sure why it's
[4:04] you know, so difficult for us, but uh >> So, by support, you mean from the
[4:10] company that's Yes.
[4:12] » Yes. So, PMI is installing. PMI has done a great job.
[4:17] The portal they they have a portal that we all have access to to see the
[4:21] progress. But, where the challenge is is
[4:26] readings are starting to come in through Sensus Analytics,
[4:30] but it's not matching to Incode to form a bill.
[4:35] So, we don't have that figured out yet. It's [clears throat] a little
[4:40] frustrating when you haven't got the answer, right?
[4:42] » We have the answer. It's just taking time to get it. That's a Core and Main
[4:46] aspect that's not PMI, so they're two separate really. So, they're working on
[4:50] it. It They said when we worked on this, this takes a couple weeks. So, in the
[4:55] meantime, it's just a manual process. It's fine. We can get the data. It's
[4:59] just taking the time and effort we're doing is taking the time to get the read
[5:02] to import it correctly, and that's where it is. So, it's just more time on the
[5:07] city hall staff side, but it's They
[5:11] » [laughter] >> found a solution. They're doing a
[5:13] fantastic job. Yep.
[5:17] Just in the interim. So, she'll will be working
[5:21] » They're getting through. Um
[5:24] So, hopefully we can get that soon. Yeah, I don't mean to
[5:28] uh give the impression it's a PMI thing.
[5:32] It's a It's a Core [clears throat] and Main and
[5:35] Sensus. I think some of our challenge comes in
[5:38] here. 2 years ago, we were dealing with a
[5:41] battery and Sensus problems. >> [snorts]
[5:44] » You guys remember? And Sensus supply
[5:48] going to be our supplier. We had a quote.
[5:51] Their contract went away. Core and Main got it.
[5:55] Now we have new folks in training
[6:00] learning the system. Trying to get it to us all at the same
[6:04] time. It's just they're both new at it, I think.
[6:08] Actually reached out to a branch manager today.
[6:12] Uh at Core and Main and she said that they
[6:15] all have business cards tomorrow. And see if we can get some more support.
[6:21] Also, [clears throat] I want to bring up if any of you have looked up the water
[6:25] tower lately and noticed it's pretty awful looking with the mildew and that.
[6:29] That's just a reality with water towers and
[6:33] hot, humid summer, it sweats so bad and it's the perfect environment for mildew.
[6:38] We've been preparing. The council uh gave indication several years ago
[6:43] that they were interested in getting a path started putting money away. So,
[6:47] that's what we've been doing. We always put money away for the CIP for washing
[6:51] and cleaning and maintenance. This actually due for a recoat.
[6:55] Okay. It's on its second coat now.
[6:59] Perhaps mid-2004 construction. 2004 would have been new paint.
[7:04] It was recoated somewhere midpoint between now and then.
[7:08] Uh
[7:11] We reached out to the Eastern Kim to set a spec
[7:16] a paint spec. Uh
[7:20] Initial inspection to come out and give us a proposal. We have that proposal
[7:23] back. Um
[7:27] Eastern Kim reached out to a company called US G Water. US G Water provided a
[7:31] quote. That quote surprised me.
[7:35] Okay. My [snorts] goal was 175,000
[7:39] for the CIP. We're currently at about 120.
[7:43] If I'm saying that right, boss. I'm currently at about 120.
[7:48] » Okay. >> So, USG
[7:53] painted a couple of towers in the area. That's the other thing is I want a good
[7:56] reference point, right? Ryan North West Branch, South Side.
[8:01] They did that. Uh
[8:04] Burr Oak Tower near Culver's. Those are a couple that caught my eye.
[8:07] They look good. USG did.
[8:11] I don't have any other quotes right now. I'm just sitting on one. USG, right?
[8:17] I'm getting uh uh
[8:21] Tennessee here to want to jump in a little bit. I think maybe uh one story
[8:25] shorter might be able to do that tower this fall. Wash it and paint it.
[8:29] And my quote I'm sitting on right now is 119,000.
[8:33] And it includes an interior cleaning and patch work on the inside. With the
[8:39] following inspection report of the interior. So, all I'm saying is uh put
[8:44] this on your radar. We might have a uh proposal for you soon to clean
[8:49] » [laughter] >> and paint that tower. USG says they
[8:53] could do this one.
[8:56] Got it.
[8:59] Vision looks good. >> [laughter]
[9:02] » I was off last week. >> Yep.
[9:04] » [clears throat] >> Thank you.
[9:06] » Thanks. Thanks, Brian.
[9:09] If not >> Done.
[9:13] » I wanted to reset up here. Just a couple of things to report. So,
[9:18] um on August 29th, that's going to be when the Tour of Possibilities is, and
[9:22] we're working on the um the brochures right now.
[9:26] It's going to be from 11:00 to 1:00 with different businesses that their building
[9:30] is either for sale, for rent, or lease. This is the third time that I've done
[9:35] this. So, um and last time we did sell some buildings. So, I'm hoping this time
[9:39] we will too. And then to report Connie and I are
[9:43] still working on that new website. It's scheduled to be launched on the 31st of
[9:48] this month. And
[9:51] there's some little kinks, so everybody's just going to have to be
[9:54] patient with this for a little bit. Right now I'm working on some data entry
[9:59] with all of our businesses cuz I have to attach the websites or their Facebook
[10:03] pages to the to the businesses. But our training basically has been by
[10:09] video, but if we have questions, then that's when we call the company.
[10:13] We will [snorts] be sending those training
[10:16] videos to different staff members. However, what I'm hoping is
[10:21] when we get to that point by the 31st, Connie and I actually will be able to
[10:25] talk everybody through it. So,
[10:29] we've been working on it since March because we had to migrate [snorts]
[10:32] everything. And so it's finally getting a little bit closer. We are not experts
[10:40] by any means, but we're starting to learn the program a little bit better.
[10:43] So, that's all I have.
[10:51] » Um just quickly we concluded the first draft of our
[10:55] sidewalk program. And so Terry and I and Danny and also been working on that
[11:00] this next month. So, come to you late late fall. So, we can roll it out
[11:04] spring. Um recodification is finally here.
[11:09] We got the first draft back to us. So, it's been sent to
[11:12] um all the appropriate department heads. Um
[11:16] couple of other Also during recodification we'll do some
[11:19] new ordinances and I'm thinking about some of the things that are hot topics
[11:22] around the community. So, you got the data centers, you have
[11:25] e-bikes and scooters or something like that that we're going to take a look at
[11:28] also. And then finally City Hall day um going
[11:33] okay. Um Um >> [snorts]
[11:35] » Not as fast as I would like them to be.
[11:38] » There was nobody there today at all. >> So, we're waiting on the waiting for an
[11:40] electrician right now, I believe. So, otherwise
[11:43] if you haven't been in there it's coming. It's just a little slower
[11:46] than that. So. So.
[11:50] » Okay. What's up? Do you have anything? Council
[11:52] members? >> Uh
[11:55] » [clears throat] >> obviously, everybody knows that it's my
[11:56] last meeting. Uh this has definitely been rewarding,
[12:00] stressful, fun all in one. I don't think I've
[12:05] would have this much gray hair if I hadn't been here for the last 6 and 1/2
[12:08] years. >> All right here.
[12:11] » Hell, there's hardly any. I don't know. [laughter] It starts to show in the
[12:13] beard. >> I wasn't going to say it.
[12:17] » But no, I've uh I've enjoyed every minute of it, and I
[12:20] appreciate the community letting me do this.
[12:23] I look forward to see what you guys accomplish in the next [snorts]
[12:27] coming terms. I think we're in a good spot.
[12:31] Got the right people where they need to be.
[12:33] » Mhm. I think I can speak for the council. I
[12:37] appreciate your service to the council and
[12:41] um you know
[12:44] For those of you that don't know, Jason approaches conversations in two ways.
[12:47] » [laughter] >> At least when he calls me.
[12:49] » Yeah, it's either very hot or >> Yeah, it's like, "What are you What are
[12:53] you doing? How's it going? Hey, what do you know about this? Blah blah blah blah
[12:56] blah." End of conversation. Or it's "Are you busy?
[13:01] What are you doing? Are you Are you working? You got a minute?
[13:04] I hope this conversation's not going to piss you off."
[13:07] » [laughter] >> Those are his two approaches to like the
[13:10] last 3 and 1/2 years of conversations with me. [laughter]
[13:14] Actually, maybe even before that. >> to dance around it a little bit.
[13:17] » [laughter] >> It's like, "What's up, Jason?" Oh, but
[13:20] no, I think I think I can speak for all of us
[13:22] tonight. I probably shouldn't speak for all of us, but but you
[13:26] Appreciate your support to the council and and your, you know, [snorts] input
[13:30] and your, you know, you have done a really good job of of playing devil's
[13:33] advocate for the community members and, you know, the businesses,
[13:37] um contractors and particularly >> [laughter]
[13:40] » when need be. Um I think that's a good good asset to have on the council. So,
[13:45] um
[13:48] Good luck in the country. >> [laughter]
[13:50] » It's 2 mi outside of town. >> Yeah. And on the gravel, right? That's
[13:53] even better. That's even >> So,
[13:56] yeah, thank you. Sounds good.
[14:00] » All right. Does anybody have anything else?
[14:01] » Yeah, this uh this Saturday uh down at City Park is the uh back to
[14:06] school bash get-together. Um obviously good
[14:09] thing for community. It's also a chance to uh come down and uh
[14:14] learn more about the uh the bond vote November, which I encourage anybody who
[14:19] has questions to go do that and to spread to people you know uh
[14:24] a good vote is an informed vote, right? So, however you do it, just know what
[14:28] kind of what you're looking at there. Important.
[14:32] » Mhm. Do you remember the time on that, Luke?
[14:37] Is it like 3:00 or 4:00? >> Yeah, it's like 3:00 or 4:00 and then
[14:40] again at like >> 7:00?
[14:42] » 5:00 [snorts] or 6:00. I don't know. It's like
[14:43] » Okay. [laughter] >> There's there's a beautiful park today.
[14:45] It's not all It's not quite lined up but >> really seen anything from the school.
[14:49] » Yeah, so there's like so during the the community club is putting
[14:53] on a huge kind of thing, right? For for families, for students, kind of free
[14:58] for lack of better term, carnival >> Yeah.
[15:01] » like thing. Um but then the uh the school then I think there was like an
[15:05] hour break in between, but the school is doing their uh
[15:08] Let's see. Alyssa might know, but their 5K.
[15:12] What time does that start, you know? >> Like 5:00.
[15:15] » So, that >> Okay. That's kind of the
[15:17] » 3:30 maybe. >> Yeah, I kind of the start of like the
[15:19] school then doing some some celebration of fall activities kind of started with
[15:23] the 5K and So there was a lot going on, but uh my
[15:27] understanding, you know, at least the bonds, I think they'll be set up all
[15:29] day. Some people down there from the uh the bond committee and
[15:33] check it out. Get a free hot dog.
[15:36] » [laughter] >> Not related, just happen to happen at
[15:39] the same time.
[15:44] » All right. Well, there isn't anything else. You
[15:49] want to motion to adjourn the meeting? >> Motion.
[15:52] » [clears throat] >> Second.
[15:53] » Okay. Motion by Paster, seconded by Cummins.
[15:55] » Paster? >> Yes.
[15:56] » Who? >> Yes.
[15:57] » Johnson? >> Yes.
[15:58] » Cummins? >> Yes.
[16:01] » All right. Thank you. Meeting adjourned.
