we went to go complete that, we realized

that technically when you approved that

deck resolution. Um, clearly if you
approve a project, you you meant the NE
[6:43]
deck. There's there's no question. And
all they need is the form completed and
[6:48]
signed by city staff. So, I just wanted
to confirm with all of you that your
[6:53]
intention at the time was to neg it and
then we can have Eric sign it and
[6:57]
provide it to them so they can move
along with the IDA.

architect and one of the design
professionals for this project. Uh the
[8:13]
freetore project on Husk Street, if you
recall, is uh a redevelopment of the
[8:17]
former Wraid site on the corner of Bdett
and Husk Street. Um, we presented last
[8:22]
at the June meeting. Excuse me.
There we go. At the June meeting, uh,
[8:28]
most of the discussion then was about
kind of the operations and the nature of
[8:31]
the project itself. Uh, the
ver, uh, excuse me, the majority of kind
[8:36]
of public comments and comments from you
guys, uh, circled around preventing site
[8:41]
access during close of business hours,
uh, to prevent people from leaving
[8:46]
unwanted items and things like that on
site. Uh as such we responded by
[8:50]
providing a retractable gate along the
um Berdett Street entrance and after
[8:56]
speaking with the fire department uh
they noted that in the event of an
[8:59]
emergency they would only use the
Berdett entrance. So uh to close off the
[9:03]
Hoosi street entrance there'd be a fence
would be put across the Hoosi street
[9:07]
entrance instead of um we had offered
retractable ballards and things like
[9:11]
that but the fire department did not
want those to be installed. So we'd be
[9:14]
providing a fence over there. Did you
say then you're just going to close it
[9:17]
off completely?
>> Yeah, it would be closed off completely.

Um the the amount of traffic is not we
don't need two entrances for that. Uh
[9:26]
there were another there were a number
of other items and the staff
[9:28]
recommendations that were addressed on
the site plan. Uh this included um
[9:32]
excuse me
this included uh adding bike uh bike
[9:38]
racks. Um there was a discussion about
kind of the detailed nature of
[9:42]
deliveries and when those are happening
during our previous discussions. So we
[9:45]
took care of that. Uh we provided an
updated complete streets form. Um I
[9:50]
discussed the nature of the BDET
entrance as well. We revised and
[9:53]
provided sto uh excuse me snow storage
locations. Um, we also had an extensive
[9:59]
discussion about the logistics behind
um, unwanted items being disposed and
[10:06]
how there's kind of someone that will
always be managing what is dropped off
[10:09]
through appointments and things like
that. So, there won't be uh, unwanted or
[10:14]
um, large items that would not be able
to be disposed of other than just kind
[10:17]
of a traditional dumpster. So, no like
large couches or anything like that.
[10:21]
That was a previous concern. So, we
discussed that at the previous meeting.
[10:24]
Um we also discussed the gate. Uh there
were two items uh related to um the
[10:32]
parking lot redevelopment that we sought
area variances for. One was uh providing
[10:38]
the required number of shade trees on
the site and the other one was related
[10:42]
to pedestrian circulation in the form of
extending the sidewalk um across the
[10:47]
berdett street entrance. At last month's
ZBA, we presented our case and they
[10:52]
granted us area variances for um I
believe it's four shade trees and
[10:57]
appropriate kind of landscape islands in
the parking lot instead of the required
[11:00]
10 trees. And uh we're going to be we
got a variance to do striping across the
[11:05]
Bdett Street entrance instead of
building a new sidewalk there. Um both
[11:10]
of those were related to kind of just
like feasibility questions.

Um there was another note about security
cameras. Security cameras are noted on
[11:18]
the site plan as well to be installed.

» They they're noted on the site plan to
be installed just kind of as normal
[11:25]
operation.

the staff comments for tonight's
meeting, um there didn't seem to be any

[13:22]
gates, uh we estimate it'll take about 3
months to get the gates installed. So we
[13:26]
would secure it with a chain initially
subject to the obligation to get the
[13:30]
gate operational within 3 months. That
was reflected on the site plan that went
[13:33]
in last month.

» Do I understand also that your um
dumpster is going to be in the far
[13:45]
souththeast corner of your parking? Is
that where I saw it? And is that also
[13:51]
going to be fenced and locked?
>> Uh yep. So, we've got a note to replace
[13:56]
andor restore the existing dumpster
corral. So, um the dumpster corral would
[14:01]
have uh you know a chain link fence with
a lock around it.

an otherwise conforming lot
non-conforming because you can't build

another reason why you should seek

confirmation on whether or not where the

proposed lot would be served by sewer.
It would be because when I originally

was doing the ADU, um the they came down
and they did say

that air because that's where I was
going to put the ADU on that second lot

and they said it it is accessible to the
sewer system.

present this application. 75 Water Plant
[40:09]
Road. By way of background, New York
State Marine Highway Transportation is a
[40:14]
Troybased marine transportation company
founded in 2004. Our business offices
[40:19]
are located at 427 River Street. Our
maintenance yard and dispatch operations
[40:22]
are at 391 Second Avenue. The proposed
facility at 75 Water Plant would be
[40:27]
supplemental, not replace these
locations, and it would be used to
[40:30]
provide warehouse space for our marine
equipment, parts, and supplies along
[40:34]
with limited secure crew parking.
project is low impact use of an existing
[40:39]
building and developed site. No building
expansion, major exterior alteration or
[40:43]
significant site development is
proposed. Existing footprint and
[40:47]
circulation pattern remain unchanged.
Pros warehouse use is compatible with
[40:51]
the immediate area except for the
residents across the street. Properties
[40:54]
along water plant road are commercial
and municipal.
[40:58]
Um we note we realize that a use
variance is required. The ZBA review is
[41:02]
scheduled for September 2nd next
meeting.
[41:06]
No new parking spaces or seg grading are
proposed. The building will be used
[41:10]
primary for storage and not regularly
occupied employees. Any limited secure
[41:14]
crew parking will be used existing
developed areas. Um on my site plan, I
[41:20]
showed a security gate, but we have not
yet finalized location design. We've
[41:23]
only actually been to the site a couple
times. We don't we do not own the site
[41:26]
yet.
Um proposed signage would be replace
[41:30]
existing Shriner sign with New York
State Marine Highway sign subject to
[41:33]
required permits and approvals.
uh that is detailed on the um site plan.

No new lighting is or landscape is
proposed and no bulk liquid storage is
[41:44]
proposed also. In summary, the project
reactivate an existing building and
[41:48]
property without expanding the develop
footprint. It supports an established
[41:52]
Troy business while avoiding impacts of
new construction. We respectfully ask

the board to advance the site plan
application subject to required use
[41:59]
