[2:23] Let's start with design review.
[2:27] 2025-0009, subdivision 2025-00 ten.
[2:35] Tentative parcel Map 2026-108.
[2:40] Recommendation from staff this evening
[2:45] is that we one, adopt resolution number 4555.
[2:49] Approving the following -- sign review 2025-0009.
[2:57] For site layout.
[2:58] And building design of two new industrial warehouse buildings,
[3:02] consisting of approximately 177,696ft², on an 8.3 acre site.
[3:11] And sub 2025-0010.
[3:17] Partial 2026-108 to subdivide the site into two numbered
[3:26] parcels and one lettered lot.
[3:29] So tonight, we have a presentation
[3:32] from Erica Demkowicz, our senior planner.
[3:36] Good evening chairperson Mason.
[3:38] Members of the Commission.
[3:39] Good evening.
[3:41] The project before you this evening --
[3:44] is an industrial redevelopment project located in the planned
[3:49] community industrial zone within the city.
[3:51] It's addressed to 2441 Rochelle Drive.
[3:54] Shown on this slide are the surrounding land uses
[3:59] and zoning designation.
[4:00] As you can see, it's surrounded to the west and the south
[4:04] by planned community industrial, as well as office and industrial
[4:08] similar zones.
[4:10] And the one difference is across from Tustin Ranch Road --
[4:14] it is zoned residential.
[4:19] The request includes two applications
[4:23] for design review for site layout and building design.
[4:26] And a subdivision request to subdivide the 8.3 acre site
[4:30] into two numbered parcels, and one letter lot,
[4:36] for right of way purposes.
[4:37] There are two industrial buildings
[4:41] proposed with this project?
[4:42] They are essentially mirror images of each other.
[4:46] Building one is slightly larger than building two.
[4:49] Each building will have 11 loading docks,
[4:51] on one side of the building.
[4:53] Each building will also have ground floor office and as
[4:57] a main space.
[4:58] Each building will share a central truck court for loading.
[5:04] Totals for the warehouse is approximately 158,600ft².
[5:11] 19,000ft² of office.
[5:15] In conjunction with the two buildings,
[5:19] the applicant is also requesting a tentative parcel map
[5:22] to subdivide the site.
[5:23] As shown here on this slide.
[5:26] There are two in purple.
[5:29] The letter lot is approximately 0.39 acres in size.
[5:33] And will be dedicated to the city as right of way.
[5:39] The project provides two access points off
[5:44] of Michelle Drive there's one central access
[5:47] point down the middle between the two buildings.
[5:50] Which is approximately 40ft in width.
[5:53] There's a secondary access that's
[5:54] located just to the southeast of the main driveway
[5:58] back there fire lanes throughout in front
[6:01] of and in between the buildings.
[6:03] As I mentioned there's 11 loading docks for each building.
[6:08] Which is highlighted in green on this slide.
[6:10] And 158 onsite parking spaces.
[6:13] Which exceeds The requirement of 157.
[6:22] The building heights for both buildings will be approximately
[6:28] 47ft.
[6:29] Building one will be slightly taller at 47ft ten inches.
[6:33] Building two at 47ft six inches.
[6:36] As you can see on the slide, it will
[6:39] illustrate a contemporary architectural feel correct
[6:44] will have concrete tilt up panels with articulation that's
[6:47] visible along Michelle Drive.
[6:50] In addition, there will be insulated glass entries.
[6:55] Metal canopies and exterior tile accents.
[6:58] As you can see on these elevations.
[7:04] The same materials and features carry over
[7:09] to the east and west elevations of buildings one and two.
[7:13] These slide highlights the loading zone.
[7:16] More specifically, this is the entrance
[7:18] to each of the buildings.
[7:19] Which will be on the interior.
[7:21] The doors and loading areas fully
[7:24] screened from Michelle Drive.
[7:26] In compliance with the planned Community Industrial
[7:29] Regulations.
[7:33] When a project fits within environmental study
[7:37] with the city has already certified, SQL the city
[7:41] rely on that study.
[7:43] That is the case here.
[7:44] For this project -- the staff prepared a streamlined
[7:47] exemption.
[7:48] In accordance with section 15183.
[7:51] Which analyzed the project, and evaluated against the City
[7:56] Certified General Plan EIR?
[7:58] That analysis concluded that there
[8:00] was no further review required.
[8:02] And a mitigation measures are included
[8:07] in the conditions of approval.
[8:11] At this time from a staff recommends
[8:15] adoption of resolution number 4555.
[8:19] Approving the design review for site layout and building design.
[8:22] And subdivision action to approve
[8:24] the subdivision of the site into two
[8:26] numbered lots, and one letter lot.
[8:29] Subject to the findings contained therein.
[8:33] This concludes the staff's presentation
[8:36] I'm available for any questions comment if you have them.
[8:40] >> Thank you for that.
[8:42] Erika.
[8:50] So does the Planning Commission have any questions for staff?
[8:56] >> Chair.
[8:57] What is the offense type along Interstate five?
[9:09] >> I believe it's a chain link fence.
[9:10] >> There's a chain link fence already it looks like
[9:12] it's in octa easement, or property.
[9:16] That is proposed fence type along the property.
[9:20] Chain link?
[9:22] >>.
[9:22] Through the chair, the applicant was actually
[9:24] proposing an eight foot high wrought iron
[9:26] fence that will surround the perimeter of the site.
[9:29] >> Okay.
[9:30] Just wondering. >> I have a question for staff.
[9:37] Last church that came through that's going to be in the person
[9:39] next to them -- part of their agreement with Kaiser was --
[9:42] they had to build they said well connecting the two.
[9:44] In their renderings -- on the blueprints come it looks like
[9:49] there was a sidewalk in the plans.
[9:52] Is that in cooperation with the church?
[9:57] Does that satisfy the requirement
[9:59] to build the sidewalk?
[10:09] >> Through the chair -- the previous approval for the spirit
[10:12] and Truth church (Indistinct) before the last meeting.
[10:16] They have a condition of approval --
[10:18] in order for them to use the Kaiser building --
[10:20] the applicant before you tonight for this project --
[10:22] would need to complete their sidewalk in front
[10:25] of the building.
[10:25] In front of the project site.
[10:27] So until this project completes their street improvements
[10:31] and sidewalk improvements -- at that point,
[10:35] church and utilize their joint use parking agreement with
[10:41] Kaiser.
[10:43] >> Thank you.
[10:44] >> I have a question.
[10:45] I emailed staff I will summarize the response.
[10:47] I think my concern is -- not concerned per se about this
[10:50] project -- in that area -- it empties out a lot of the traffic
[10:57] on walnut, that street would empty out either go to Jamboree
[11:00] on walnut McClelland is already packed up past Franklin where
[11:03] the nearest signal is between 2 and 7 for cars queued up trying
[11:07] to turn right to get on the five freeway.
[11:09] I think this is not cute to be like a last mile warehouse.
[11:12] It's got only 11 loading docks.
[11:14] It's not going to be big Briggs all day.
[11:16] I do believe they would have a problem at any time come
[11:18] turning out into intersection.
[11:20] Cars are backed up past street already.
[11:23] Reached out to the traffic engineer
[11:26] there's no complaints I would say have problems.
[11:28] We noted complaints from staff it's
[11:30] important to do that I think that could
[11:32] be an issue that needs to be watched comment perhaps
[11:34] addressed.
[11:34] If you want to comment?
[11:45] >> Thank you.
[11:46] We did speak with the traffic engineer
[11:46] about this at the intersection at Walnut and Tustin Ranch Road.
[11:47] We don't currently have any knowledge of any specific issues
[11:51] that are occurring.
[11:52] We do recognize that during peak hour traffic --
[11:54] a lot of intersections in the city do backup.
[11:57] This has been brought to our attention.
[12:00] We'll take a look at that intersection.
[12:02] To see if it's a reoccurring issue in the peak hours
[12:07] that does occur.
[12:08] That being said -- this project is being built on a site that
[12:12] does currently include an industrial building.
[12:15] The net increase of square footage
[12:18] for an industrial building is relatively small.
[12:20] About 50,000ft².
[12:21] This area is zoned for industrial market
[12:25] is intended to accommodate this type of use.
[12:27] We don't anticipate that there will be any traffic impacts
[12:30] generated by this project.
[12:31] >> Thank you.
[12:40] >> I want to know if the applicant is here,
[12:42] and wanted to make any comments?
[12:42] We invite you up.
[12:43] >> Good evening, commissioners and staff I'm here and available
[12:51] for any questions -- if you do have them.
[12:52] We just want to express our gratitude for staff leading us
[12:55] through this process.
[12:56] This is a wonderful city in Southern California
[12:58] to process these projects through?
[13:01] A special thanks to Erica for that.
[13:04] If you have any questions I'm available,
[13:08] as is some of our team.
[13:18] >> Should this go through --
[13:20] I welcome you to the community.
[13:20] I'm curious.
[13:20] Did you reach out to the residential neighborhood?
[13:22] Have you let folks know -- again,
[13:24] to Commissioner caller's question I think --
[13:30] is the traffic flow is going to be an issue.
[13:33] It sounds like it was vetted.
[13:35] I'm curious if there was ever an engagement with local community?
[13:39] >> We sent out the mailers of the notice that this was going
[13:43] to be planning Commission come as was required by the process.
[13:46] I've not spoken to anyone across Tustin Ranch Road.
[13:50] You may know that overpass there's
[13:51] a pretty significant grade for where this site is, relative
[13:57] to that residential.
[13:58] So while on the image that you see it does look quite close --
[14:03] there's a pretty significant grade drop that this pocket is
[14:07] located in.
[14:08] The development could change the view from Tustin Ranch Road.
[14:14] It's not something that I'd see as a significant impact
[14:19] to that community at all.
[14:20] We are happy to do anything that Planning Commission staff would
[14:24] recommend, to be good neighbors.
[14:29] >> Any questions or comments?
[14:30] Thank you.
[14:31] >> Thank you so much.
[14:34] >> Should these get approved and build --
[14:37] how fast do you think you can get a tenant in these two new
[14:41] buildings?
[14:42] >> I would love to ask the same question to our brokers,
[14:46] and to get us some more answers from what I can share with you
[14:50] -- market sentiment has changed dramatically over the last month
[14:55] with COVID.
[14:56] And what that did all over the country and with inflation.
[15:00] There's been significant impact of business communities
[15:03] in Southern California.
[15:04] Over the last month, there has been quite a dramatic change .
[15:10] Our marketing process started about a month and a half ago.
[15:12] We've seen some pretty significant and interesting
[15:16] businesses come in uses that are inquiring about the property.
[15:22] It's about a 12 year old.
[15:24] We don't have to kick off construction documents.
[15:27] That process of preparation and planning check
[15:30] is about six months.
[15:31] Marketing is already underway.
[15:35] >> Excellent.
[15:35] >> Some exciting inquiries we've had over the last few weeks.
[15:39] >> Very cool.
[15:43] >> I will bring it back to the commission for any final
[15:45] comments.
[15:46] I will also entertain a motion.
[15:49] >> Final comments.
[15:50] I commend staff for the 15183 92261.
[15:55] That's great.
[15:58] It will help speed up projects like this (Indistinct)
[16:08] environmental scrutiny.
[16:09] Elevations along the five freeway look pretty good.
[16:09] Thanks for looking out for our city.
[16:12] >> Sorry.
[16:13] Thank you.
[16:14] Chair if I may -- would you mind asking if there's any other >>
[16:25] My colleague just reminded me.
[16:27] Before we bring it back and take a motion --
[16:27] are there any public comments Vera?
[16:28] >> Chair, zero nine.
[16:29] Thank you.
[16:41] >> I have a comment.
[16:42] It seems like a great project.
[16:42] I think this is a really good spot for it as well.
[16:42] My comment on the traffic is not necessarily the applicant.
[16:42] We're developing in an area.
[16:44] I think we need to pay a to the traffic
[16:46] patterns therapy I personally used to go this route every day,
[16:49] for years.
[16:49] I went by there yesterday.
[16:51] The backup was nothing new.
[16:54] It's there also want to note -- is adjacent to an Irvine bicycle
[16:59] trail and Greenland that just kind of stops the test
[17:01] and border at MyFord.
[17:02] That is to be a bike trail.
[17:03] I think some improvements there if you can't that backup is
[17:06] pretty much exclusively in the bicycle lane --
[17:09] advocating for some attention paid to that.
[17:11] This project seems well thought out.
[17:13] I think it brings building an industrial type
[17:15] to this city, which we need.
[17:17] Is a great spot for it.
[17:19] It's perfect I think.
[17:20] A good addition to our city.
[17:24] >> All right.
[17:25] >> I will make a motion to approve.
[17:27] The recognition as drafted.
[17:30] >> Second.
[17:32] >> We have a motion and a second.
[17:33] Do you want to take a roll call vote?
[17:46] [Members voting]
[17:50] >> Motion passes 401.
[17:51] Thank you.
[17:51] >>.
[17:51] Congratulations.
[17:52] Thank you for coming in.
[17:53] All right.
[17:55] We are going to move on to the next item,
[17:58] which is developments agreement 2026-0002 permit conditional use
[18:10] permit 2025-0022.
[18:11] Design Review 2025-0020.
[18:12] For the development and operation of a 33,422 square
[18:18] foot religious assembly use within neighborhood D
[18:23] of the Tustin Legacy Specific Plan.
[18:26] It will be referred to as the TLSP.
[18:32] Tonight's recommendation from staff
[18:34] is that the Planning Commission adopt resolution number 4556.
[18:40] Determining that the location purpose and extent
[18:43] of the proposed disposition of the 3.32 acre
[18:47] site within neighborhood D of the t l
[18:50] SP for the development of the proposed project,
[18:54] is in conformance with the city's adopted General Plan.
[19:00] Recommend the Planning Commission adopt resolution
[19:03] number 4457 for the following -- approved design review
[19:07] 2025-0020, for the design and site layout for the proposed
[19:12] project.
[19:13] Next is approved the Cup 2025-0022,
[19:18] to establish and operate a religious assembly use within
[19:24] a 33,422 square foot building.
[19:29] Next -- recommend that the City Council adopt ordinance number
[19:34] 1581, approving DA2026-0002 to facilitate the development
[19:42] and conveyance of the 3.32 acre city owned site.
[19:48] And finally -- to adopt to the t l SP 2025SEIR.
[19:54] Finding that pursuant to sequel guidelines
[19:57] sections 15164, 15162, and 15168,
[20:03] the proposed project is within the scope of the TLSP2025SEIR
[20:08] and that no subsequent or SEIR is required.
[20:14] So tonight, we have another presentation from Erica Demco.
[20:18] Erica.
[20:21] >> Good evening again chairperson Mason
[20:23] and commissioners.
[20:24] As was just described, this is a 3.32 acre property
[20:29] within the Tustin Legacy specific plan area.
[20:33] Is currently vacant.
[20:34] It's located within planning Area 813 and 14.
[20:39] Which is categorized as mixed use urban --
[20:42] which allows for a variety of uses the namely,
[20:46] churches and religious institutions require
[20:49] a conditional use permit.
[20:52] It's located just south of Warner Avenue.
[20:55] Just to the west of Veterans Way.
[20:59] East of John Johnson Way.
[21:02] Surrounding area includes both existing and future residential
[21:06] uses, future Public Park, senior living facility,

[21:31] and conveyance of the land.
[21:33] Which is city owned.
[21:35] And excuse me.
[21:37] General plan conformity finding -- that finds that the location,
[21:42] purpose, and extent of the land sale conforms to the general
[21:46] plan.
[21:49] The project includes a two story assembly building.
[21:54] Would be comprised of 33,433ft².
[21:59] The first floor will consist of a main sanctuary
[22:03] area with 622 seating capacity.

[22:22] rooms.
[22:23] Age 16 to adult. Three administrative offices.
[22:26] Restrooms.
[22:27] Storage area.
[22:28] The second floor will be used concurrently
[22:31] with the first floor during Sunday services.
[22:38] The building is sited at the Northeast corner of the site --
[22:43] which concentrates the mass of the building.
[22:45] And reserves the balance of the site
[22:47] for parking and landscaping.
[22:50] As you can see on this slide.
[22:51] There are two access points to the property.
[22:54] Vehicle access will be from John Johnson way,
[22:57] and from Veterans Way.
[22:59] There will be a total of 276 onsite parking spaces --
[23:04] which exceeds the peak requirement of 267 spaces.
[23:15] The building design will feature a contemporary architectural
[23:19] style, with an overall height of 37ft to the top of the parapet.
[23:25] Low sloped roofs will integrate and conceal
[23:28] the rooftop equipment.
[23:29] That will be located on the roof of the building.
[23:32] A concrete tilt up panels will consist
[23:36] of the walls in a warm to cool gray color palette.

[24:39] This chart highlights the square footage
[24:45] of space used within the building,
[24:47] for the Sunday Service.
[24:49] There are 267 required parking spaces.
[24:52] The applicant is providing 276.
[24:55] The traffic city engineer has reviewed and accepted
[25:01] the parking study methodology that
[25:03] was provided by the applicant.
[25:06] Project is adequately parked during peak hours of operation.
[25:13] For all private nonresidential development within the Tustin
[25:19] legacy -- a development agreement is required to make
[25:22] this slide highlights a different parts
[25:24] of the development agreement between the applicant
[25:27] and the city paramedic essentially providing funding
[25:35] mechanisms and maintenance for the long term site operation.
[25:40] In accordance with Tustin City Code the Planning Commission
[25:45] will review the development agreement come and make
[25:47] a recommendation to the City Council --
[25:50] who ultimately adopted through an ordinance.
[25:57] Is similar to the prior project --
[26:00] this project also had a stream lined exemption prepared
[26:04] in accordance with Sequa guidelines,
[26:06] tearing the review of the project off of the Tustin Legacy
[26:12] Specific plan supplemental e r --
[26:14] which was certified in 2020 for.
[26:18] Based on the analysis of the project and using that document
[26:21] -- it was determined that no further review is required.
[26:25] Mitigation measures that were set forth
[26:27] in the prior environmental documentation,
[26:30] were carried forth into the conditions of approval.
[26:37] Before the city sells a real property,
[26:42] the Planning Commission is required
[26:43] to make a finding that the location purpose
[26:47] and extent of the sale conforms with the General Plan.
[26:50] A general plan designates the site as an active living working
[26:54] shopping and recreational environment,
[26:58] with access to amenities that support the community.
[27:01] The land use element contains a number of goals,
[27:05] and provides for well balanced land
[27:08] use pattern, that accommodates existing and future needs
[27:12] for the residents.
[27:13] The project satisfies those goals as indicated.
[27:24] At this point, staff recommends adoption of resolution number
[27:28] 4556 for the General plan consistency finding.
[27:32] And adoption of resolution 4557 --
[27:36] approving the design review and conditional use permit
[27:39] applications, adopting the addendum that was prepared,
[27:44] and recommending to the city, that the City Council approved
[27:47] the development agreement through ordinance.
[27:50] Thank you.
[27:51] >> Thank you.
[27:53] I understand that the applicant is here.
[27:57] We invite you up to make a presentation
[27:59] before we bring it back to the Commission and public comment.
[28:16] Good evening.
[28:16] I am Blake Crane. oversee of our development and expansion
[28:16] for Thank for inviting us here to share and present.
[28:19] Second I appreciate the test and staff greatly -- pair and --
[28:33] how they have helped walk through process Erica
[28:35] and Raymond and Jason the team been phenomenal.
[28:37] I look forward to continuing to work with the city.
[28:43] Mariner's has always had a heart for church planting.
[28:48] Now, 63 years running in Orange County.
[28:51] In 2020 -- Mariners became a multi-site church,
[28:54] which began our search for launching a church in Tustin.
[28:58] Through that -- we started a partnership with Orange County
[29:04] Commission not too far from here in 2022 when we started hosting
[29:09] weekend worship services there at the Rescue Mission.
[29:12] For four years we've been doing that to come
[29:15] and serving that community come the staff,
[29:18] and the students come and their families diminish every weekend
[29:21] through.
[29:23] Through that process and working with the city,
[29:26] serving at various events like Taylor Days and Easter
[29:30] celebrations within the city -- the opportunity to potentially
[29:35] move into the legacy area became an option.
[29:39] And clearly became an opportunity --
[29:42] what I would say a landmark opportunity --
[29:44] for us to launch a permanent facility in Tustin.
[29:50] Starting Mariner's Tustin -- which would allow us to provide
[29:55] the full complement of ministry offerings that we have.
[29:58] As well as continue to serve the OC community really well.
[30:04] As I mentioned, Mariners is much more
[30:07] than we can worship services.
[30:09] We are committed to shepherding and bringing the gospel
[30:14] to the next generation.
[30:18] Including young adults and youth groups.
[30:21] And kids ministry.
[30:23] As well as providing space for vital studies,
[30:27] and for life groups to meet.
[30:29] As well as moving through our local outreach
[30:32] initiatives like our partnership with (Indistinct).
[30:42] To unite with me, I've got the staff from Mariners Tustin.
[30:45] The lead pastor Aaron Hodge and Karen and Kathryn.
[30:45] Associate pastor and pastor.
[30:47] Just to buildings are just too old to support ministry.
[30:51] It's people who make up the church.
[30:54] People who serve people.
[30:56] I'm so grateful for this opportunity
[30:58] to present in front of you guys here.
[31:00] And to share a little bit about how much this opportunity means
[31:06] to us.
[31:12] Where we are at today we are fully prepared ,
[31:17] and working towards following an approval process we hope to get
[31:21] from you folks today -- to continue development
[31:24] and construction of this facility as soon as possible,
[31:27] and opening it.
[31:29] However we have faith that this will see its way through.
[31:32] We are stepping into that faith, by not waiting
[31:35] till the building is open to start
[31:36] serving the Tustin community?
[31:38] In fact in December, we are launching our church intestine
[31:42] at a temporary location -- two starts serving the community
[31:46] now.
[31:48] Hopefully in a Tustin school near you.
[31:54] [Laughs] We are still working on that.
[32:00] As I was reflecting on what to share with you folks tonight --
[32:03] it dawned on me -- this land that we are talking about coming
[32:05] this development we are talking about -- for many decades --
[32:10] supported our military, which served this country well.
[32:15] We have an opportunity to make sure this land continues
[32:19] to serve this community well.
[32:21] And to be of service to the community,
[32:24] for decades to come -- was something that just filled
[32:28] my heart.
[32:29] We are super grateful for the opportunity to be a greater part
[32:33] of the testing community --
[32:35] and to help to serve not only all those residences that you
[32:40] show on the map -- that are just right near our church.
[32:43] But, the entire city as a whole.
[32:45] And Orange County.
[32:46] As we continue to grow and expand.
[32:51] Thank you for the opportunity.
[32:53] I'm here to answer any questions you may have.
[33:08] >> Thank you.
[33:09] I'm going to bring it back to Commissioner.
[33:09] Any clarifying questions for staff or the applicant?
[33:09] >> For the chair.
[33:09] Question for staff.
[33:10] I've noticed on the overall site plan
[33:13] you've included John Johnson way and Harris Ship
[33:17] Avenue you've shown off site parking there just to be clear
[33:21] how many 276 parking stalls are just on site parking?
[33:25] >> Through the chair that's correct.
[33:27] It's all on site.
[33:28] >> Is there any particular reason why you showed 58 autos
[33:30] for street parking, 20 autos for street parking on airship
[33:34] and John Johnson Way?
[33:47] >> I'm not sure.
[33:48] Which plan are you looking at?
[33:48] >> Preliminary site plan scheme five.
[33:50] I think it's page 461.
[34:09] >> Bear with me here.
[34:10] that is a prior iteration of the project.
[34:14] It's not the current proposed project.
[34:16] Parking is on site paramedic
[34:21] >> And then the water quality.
[34:23] You have some two foot basins around the property.
[34:26] That is what we are looking at.
[34:27] The water quality treatment.
[34:32] >> I believe that's the case.
[34:36] >> Just for future reference double it looks like
[34:40] the Planning commission was not provided with colored
[34:44] elevations.
[34:45] Except for the rendering on the title page.
[34:59] >> There were color elevations included in the Powerpoint
[35:01] presentation.
[35:01] Yes.
[35:02] Not per se within the packet .
[35:14] >> That's it for me.
[35:18] >> No questions.
[35:22] >> (Indistinct)
[35:34] >> The one with the surrounding uses.
[35:36] Slide two.
[35:36] Staff.
[35:36] Can you remind me what is on the other side of water
[35:38] for future uses?
[35:48] >> That area is designated for residential, I believe.
[35:51] I may have to confirm that with the team here.
[35:51] It's undeveloped at the moment.
[35:52] It's designated for I believe, high density residential.
[35:55] >> If I can through the chair --
[35:57] I believe that area is mixed use zone.
[35:58] It does accommodate.
[35:59] I believe it's a neighborhood D North America does accommodate
[36:04] quite a residential.
[36:05] Originally it did not.
[36:07] We reasoned it any rezoning effort to include residential.
[36:11] I have to look at the numbers that were added.
[36:16] At this point -- there is no current plans to develop it
[36:21] in the near future.
[36:22] It's not on our list of active sites.
[36:26] I believe a portion of that property
[36:28] also is currently owned by the Navy.
[36:30] I would have to look at a larger aerial.
[36:33] It has not yet been released.
[36:37] >> That's the part of Linear Park that will have a bridge
[36:40] over water.
[36:41] Correct?
[36:42] >> That is correct.
[36:43] Where the green area ends on Warner there --
[36:46] that is currently elevated.
[36:48] It ramps up to dirt slope.
[36:53] There will be a pedestrian bridge crossing Warner there.
[36:56] And the linear park will continue to the Northeast
[36:59] on the other side of Warner.
[37:02] >> Just hypothetical.
[37:03] Can you walk me through somebody taking a pedestrian bridge over
[37:08] to access the church come down the park.
[37:10] How do they cross to get to the church?
[37:15] >> I don't have plans, in terms of what that slope is.
[37:23] And where it terminates at the base.
[37:25] I don't know exactly where they would come down that slope.
[37:31] Who's Emily, they would take the sidewalk and cross the street.
[37:37] >> Sounds good.
[37:37] The point I'm getting at --
[37:40] I think this would be a very successful church.
[37:43] The density on the other side come
[37:44] I think it's going to attract a lot of people coming just
[37:47] to walk across the pedestrian bridge I want
[37:48] to make sure there's a safe access
[37:50] point from the park to the church.
[37:52] Whether it be a crosswalk come a Hawk light.
[37:56] Something that can connect the two easily.
[37:59] And then come as far as notices go --
[38:02] the residential tract on the other side of Linear Park.
[38:07] That won't being developed by Irvine Company.
[38:09] The one already developed.
[38:12] They were noticed in today's public hearing.
[38:13] Correct?
[38:15] >> Yes.
[38:16] They were included within the radius.
[38:18] A portion of them.
[38:31] [Crosstalk]
[38:31] >> The ones in the radius.
[38:31] We didn't hear any responses from the notices?
[38:31] >> Staff did not receive any responses.
[38:31] >> Sounds good.
[38:32] That's it for my questions.
[38:33] Thank you.
[38:35] >> Just a couple clarifying.
[38:37] I'm sorry if I miss this.
[38:39] What is the actual maximum occupancy?
[38:41] And the schedule for the week?
[38:45] What is >> Through the applicant letter of operations --
[38:58] they will have two services held on Sundays.
[39:00] Their peak hour will be between 830 and 1 p.m.
[39:00] Come each Sunday.
[39:01] In the evenings -- they will have weekday small groups.
[39:06] Meetings.
[39:07] That type of thing happening.
[39:10] Between 6 and 9.
[39:11] On Sunday -- they could potentially have up to 600
[39:14] individuals attending.
[39:15] About 100 people attending during the weekday.
[39:19] >> Great.
[39:20] Separate events?
[39:22] >> I believe it's separate events.
[39:24] >> You would have 100 person event.
[39:26] 100% event?
[39:28] >> Yeah.
[39:29] For instance -- youth Night is mostly kids from their parents
[39:33] drop them off.
[39:34] Mondays and Tuesdays, we will host life groups.
[39:40] Or Bible study we call routed.
[39:43] It tends to be about 100 people or less.
[39:45] Is that what the conditions reflect?
[39:48] Operationally commonly limited to 600 people on Sundays?
[39:50] 100 on weekdays?
[39:52] That's just an estimate on use?
[39:54] >> It's an estimate on the use.
[39:56] Yes.
[39:57] >> If you have more than 100 people.
[39:59] >> I appreciate that.
[40:00] We do two. .
[40:04] >> 600 people maximum occupancy?
[40:21] >> I will have to confirm that.
[40:22] I don't believe that.
[40:22] It's not based on the building occupancy, such as the building
[40:22] code per se.
[40:22] It's more the numbers that are anticipated
[40:24] to be for folks utilizing these space for maximum grade.
[40:27] I'm just thinking about growth -- and how big you can go.
[40:32] We have future development across the way.
[40:35] We just approved the clear water?
[40:38] That's the one adjacent to it.
[40:41] I'm just curious, just in terms of the parking.
[40:45] That traffic analysis.
[40:47] Did anticipate this?
[40:48] Did we do that all together, or separately?
[40:55] >> If I can through the chair -- when we do projects like this --
[40:58] we look at traffic.
[41:00] We do have projects list.
[41:01] A projects list.
[41:03] Yes.
[41:04] That project did consider this proposal --
[41:08] because, this was a project that had been proposed.
[41:10] What I will say -- this does occur.
[41:14] Main traffic does occur on off peak hours.
[41:16] It occurs on Sundays.
[41:18] We have a low volume of traffic at that time.
[41:21] >> All right.
[41:22] Can you.
[41:23] On Warner?
[41:39] >> I don't believe so.
[41:40] I don't think there's any parking.
[41:40] I would have to take a look.
[41:40] >> I'm seeing heads shaking over here.
[41:40] You would know.
[41:40] Thank you.
[41:40] Those are all of my >> I have a follow up question.
[41:55] To the applicant -- you got to ferry little office here.
[41:57] What is up with that?
[42:09] >>
[42:09] [Laughs] Great question in today's age
[42:09] come with any actual physical office space is not the same.
[42:09] Our teams spend two days at our main campus in Irvine --
[42:10] working on essential teams at other congregations.
[42:13] Between actual events that we have -- serving in those events.
[42:18] Not in our office.
[42:19] Outside of that, we are mostly in the community --
[42:23] meeting with volunteers.
[42:25] Or other ministry partners.
[42:27] Or things like that.
[42:29] It's a very hybrid model -- in terms of how the church staff
[42:35] office.
[42:36] We want to maximize the amount of square footage that we can
[42:40] use to serve the community --
[42:43] lessen the administrative side.
[42:45] >> I also notice you have server pantries space.
[42:48] Is this going to be contemplated as a kitchen?
[42:54] Or pre planned food distributed later on for
[42:57] >> It's almost entirely coffee.
[42:58] Make sure people are alert and paying attention.
[43:01] >> That's what the AC is for you can just crank it up.
[43:05] >> That's feasible.
[43:18] [Laughs]
[43:19] >> Thank you.
[43:19] There is a lot going on over in that area.
[43:19] I'm excited to see Mariners coming in, and bringing
[43:19] more community and engagement.
[43:20] It seems like a thoughtful plan.
[43:22] I know how hard staff has worked on this.
[43:25] I am in support of this.
[43:29] I'm sorry. (Indistinct) I'm just going to go on record.
[43:43] I'm going to open it up for public comment.
[43:45] Vera?
[43:45] Are there any questions or comments?
[43:45] >> Chair.
[43:45] There are none.
[43:46] Thank you.
[43:47] Apologies everybody.
[44:04] >> Now we'll bring it back.
[44:05] I already made my comments. (Indistinct)
[44:13] >> Did it mess you up?
[44:14] >> Yes.
[44:14] I already did this seems like a fantastic project for spaces
[44:14] like this are necessary, as we build
[44:14] the community in that area.
[44:14] It seems well thought out.
[44:14] It's a good spot for it.
[44:15] It's a good proposal.
[44:15] It seems like it will do a lot of good for the community.
[44:18] Something that was mentioned additional parking on Warner.
[44:21] There's a bike lane.
[44:22] I think this is going to be a great thing.
[44:25] I wish you well.
[44:41] >> I'm excited for it.
[44:42] One of the things that I'm also excited about
[44:42] is that the residents closest to the project are noticed.
[44:42] No news is good news.
[44:42] I think they are excited to.
[44:44] With that come I'm in support as well.
[44:46] Did you see what it does for the community.
[44:48] And have much creativity will be in that new neighborhood.
[44:52] It is going to be a busy construction area.
[44:58] >> Through the chair -- the first youth group I went to when
[45:02] I came to Orange County back in 2000 -- was Mariners Church.
[45:05] I think it was Mike Eri was the youth leader back then.
[45:09] I can't think of a better partner in Tustin --
[45:14] Mariners church.
[45:16] A world class, great church.
[45:18] I think DK.
[45:20] He's a great lead pastor.
[45:25] My wife sang with him who am to support this.
[45:31] I'm probably going to end up attending this church.
[45:33] It's down the street from me.
[45:37] When I say these next comments, keep them
[45:40] in mind they come from a place of love.
[45:42] The design does baffle me a little bit.
[45:44] I made this comment last time.
[45:46] We're spending all this money on this park across the street.
[45:51] We need to direct it at staff.
[45:54] We need to figure out a way to be more intentional.
[45:56] At least to placate me -- that we are connecting pedestrians
[45:59] to that park.
[46:01] It should be a pretty awesome park.
[46:03] With respect to the design itself -- when I go to church,
[46:10] I can't wait to leave.
[46:15] [Laughs] I want to get to the open space.
[46:25] There's no open space gathering area here --
[46:27] which is a little bit of a bummer.
[46:27] Again, I'm of him I don't know how far along you are on CDs.
[46:27] Maybe some design critiques you can take into account.
[46:29] It's a little open space area.
[46:31] The tables for coffee would be awesome.
[46:34] Second, the primary point of egress --
[46:39] right out to this straight shot of a access road.
[46:44] That seems a little -- in my opinion --
[46:50] this is all my opinion.
[46:51] People tend to gather in the outside area saying
[46:55] goodbye to friends, or other family members.
[46:58] It seems like that is going to be a problem, traffic wise.
[47:02] Again come at your problem.
[47:03] It will be on your property.
[47:06] Maybe something can be done better there?
[47:10] That is just my thought frankly --
[47:12] I might have to endure some of these traffic congestion issues.
[47:30] [Laughter] Staff attracted some world class partners
[47:32] until they get certainly a big difference from 3 to 4 years
[47:32] ago.
[47:32] Stuff is happening out there.
[47:32] That is important.
[47:32] Mariners is a great partner.
[47:34] I do appreciate you guys investing in our city.
[47:55] >> All right.
[47:55] Thank you.
[47:55] I am going to make a motion to approve.
[47:55] >> I will second.
[47:55] >> Vera.
[47:56] Do you want to do a roll call vote.
[48:07] [Members voting]
[48:12] >> Motion passes 401.
[48:13] >> Thank you.
[48:17] [Applause]
[48:21] >> Right to we're going to move on to a regular business,
[48:23] which there is none.
[48:23] We will go on to other business.
[48:23] I will turn it to our community Development
[48:23] Director, for her report.
[48:23] >> Thank you very much chair.
[48:23] Just a brief update for you and the community.
[48:25] Last week we held the local redevelopment agencies
[48:28] annual meeting.
[48:29] It was a spectacular event at the AMC theater.
[48:33] Part of that was a short film that has
[48:35] been created for the legacy.
[48:36] To give a little bit of explanation
[48:38] about what's going on out there.
[48:40] The process for how things get selected and built
[48:43] and developed over time.
[48:45] That link has been put on the city's YouTube page.
[48:48] A link to our website.
[48:50] If you go into our website -- into the real property.
[48:54] Visit the manager's office.
[48:56] You can find that link.
[48:58] Watch that video.
[48:59] Really encourage everyone to do so come to get a better sense
[49:01] of what's going on out there -- and the magnitude of it all.
[49:05] It's very impressive.
[49:06] That's it for tonight.
[49:07] Thank you.
[49:07] >> Thank you.
[49:08] Commissioner Higuchi.
[49:25] >> Commissioner Gallo.
[49:26] Fortunate to attend that meeting.
[49:26] It was really something special to see
[49:26] a city council meeting in a movie theater
[49:26] was really exciting to see three movie theaters with people.
[49:26] 350 people.
[49:26] Great to see that come out and say some of the comments from
[49:27] the public about what they would like to see --
[49:29] threw me off a little bit.
[49:30] Some good ideas.
[49:31] I think that was the point of it.
[49:33] How to engage people.
[49:35] We can predict them.
[49:37] Promise to the city for putting that on.
[49:39] It was a big production also getting people
[49:41] to come out come here come and engage.
[49:43] I hope we get some interesting things because of that period
[49:46] that was really neat.

[49:51] Also fortunate today.

[50:44] been diving into the old military history dive
[50:46] bars and bars from the city's inception.
[50:46] It should be pretty interesting.

[50:52] No more comments other than thank you staff.
[50:55] It is amazing how much development is going on.
[50:57] In the very corner we seem to be speaking about repeatedly.
[51:02] Hopefully they are going to have traffic cops comment
[51:06] and all the construction going on over there at the same time.
[51:10] That is a handful.
[51:11] Other than that -- and other than I will probably be
