[4:10] I have one that you're Mister chair and if I
[4:13] could just have a little bit of a leeway here
[4:17] zero as everyone knows that thanks I said as the
[4:20] council names onto the diversity committee and ... conversing about
[4:25] does your committee and ... I just wanted to bring
[4:28] anyone everyone up to speed as to what's been going
[4:30] on because I think ... ... ... not everyone is
[4:33] aware of it the curtains that were seen advisor committee
[4:35] an anti black racism subcommittee are currently working on initiatives
[4:39] to strengthen relationships in our community and increase collaboration across
[4:43] clients in the region to begin these conversations subcommittee welcomed
[4:47] Allison Hector Alexander director diversity equity and inclusion with the
[4:52] term with the region of terror a recent meeting ...
[4:55] there was much discussion about the need for sharing of
[4:57] resources and coordination of efforts across the region which shows
[5:02] this is a good ...
[5:05] oh wait we participate the diversity advertising sorry the diversity
[5:11] ... advisory committee has also invited inspector Jeff Passan of
[5:15] dimensional police services to the next meeting may twenty seventh
[5:18] to discuss the R. P. S. we just need to
[5:21] committee among others on another other issues so I just
[5:24] want to bring everyone up to speed as to what's
[5:26] going on with that particular committee and ... are very
[5:30] diligent working group and I just want to say ...
[5:33] if you do them for their diligence thank you thanks
[5:36] Mister chair thank you for that concern over our house
[5:39] that don't
[5:43] th no one else bids okay thank you very much
[5:49] we move on to
[5:53] eight point one which is brought together neighborhoods have never
[5:56] pack
[5:58] sep sorry thinking about seven point one point one right
[6:02] at all all of that okay
[6:05] I need a second look around
[6:14] our consumer
[6:18] our
[6:22] questions are concerned here
[6:26] so I would go to divide ... nine from the
[6:30] rest of the report
[6:34] 0 second level that
[6:41] are you second I'm not considered girls
[6:45] yes I am okay thank you article in the comments
[6:50] below headphones and more
[7:06] Johnson here are you I don't have anything on the
[7:09] motion for division
[7:12] okay Arpaio custom Harley in favor
[7:18] yes just yet
[7:21] yes yes
[7:24] mmhm your prose
[7:27] we're being non that's carried
[7:30] so Mister chairman I'd like first of all to address
[7:34] some comments and questions to the
[7:37] main part of the
[7:40] fort
[7:42] what got me Mr as far as our
[7:46] well I I I guess all if I had questions
[7:48] ... just I I have had a conversation with Mr
[7:52] cells are so
[7:53] so nothing I'll be mentioning will come as a surprise
[7:57] so my first concern is ...
[8:02] the bottom part of this new road ... I guess
[8:07] I'm referring to
[8:14] the bottom part of town line road
[8:17] extension so there's a
[8:22] there's going to be a high density housing right up
[8:26] against the CPR relying so it'll be between
[8:32] Townline road extension
[8:35] we're goes east and west
[8:38] and the CPR rail line I guess one of my
[8:41] concerns that I expressed to Mr cells are was whether
[8:44] that's an appropriate place really for housing ...
[8:49] given its close proximity to not only the CP rail
[8:53] line which is backing right on to but also for
[8:57] one N. C. N.
[9:01] reliance so
[9:03] I'm trying to
[9:05] anticipated issues around noise for that the ticket for that
[9:09] particular block there so this is it's great immediately to
[9:13] the west of the existing Ukrainian crazier so
[9:20] we did discuss that and
[9:24] I'm hi I'm just questioning whether that's a good place
[9:27] to have housing
[9:28] okay and are there any
[9:32] questions or comments there I don't know if he's been
[9:35] as far as our launch to respond
[9:40] for you Mister chair can you hear me well
[9:43] yes like we are working here okay thank you very
[9:46] much yes there were out there as you can see
[9:50] in the land use plan and we have created a
[9:52] buffer of at least thirty meters ... green the space
[9:56] between the tracks on the designation in addition our urban
[10:01] design guidelines calls for buildings in medium density to be
[10:04] closer to the road that means Townline road extension I'm
[10:08] barking towards the back I spotted the development review process
[10:12] we also require Norris's status and those most nicest eyes
[10:15] will also determine additional separation from the tracks
[10:20] thank you Mr
[10:23] thank you for that there are there any further
[10:26] yeah I have some more okay so my next concern
[10:29] is
[10:31] president Bill road
[10:34] how is this how's it can impact not only this
[10:37] part of crescent hill road but Preston hill road you
[10:40] know north of that
[10:43] north of blood work and as we approach is hiring
[10:46] to do so no not only as a secondary plan
[10:49] in motion but there's also the one we just approved
[10:53] drugs not very long ago as well
[10:56] all feeding into Europe this press
[11:01] our
[11:03] which is too busy L. already small
[11:10] I DO on their responses run this place if this
[11:13] latter lot size one
[11:16] thank you Mister chair I will at the start and
[11:20] I will defer back to Mister and miss Russia someplace
[11:24] from engineering at I will mention that the facing of
[11:27] development is going to be taken over many years it's
[11:30] not going to all happen at the same time and
[11:34] that the region has plans for the improvements on Bloor
[11:37] street as well and that we do those improvements will
[11:41] help to traffic in this area and I would refer
[11:43] back to me said Richardson please
[11:50] through the church accounts for nail as the developments come
[11:53] online they will be required to do a traffic analysis
[11:58] of the neighborhood and I'm
[12:00] positive that person down highway two will probably be one
[12:03] of the prominent intersections that will be reviewed as development
[12:08] program progresses
[12:14] what was up one of the studies ... that they
[12:17] had to
[12:19] I already do though I I there's a listing of
[12:21] the studies or somewhere around
[12:26] I would have thought that wouldn't
[12:31] one of the key concerns would have been
[12:38] craft hello
[12:43] through the terror to tell certainly help you're correct they
[12:46] do an overall transportation analysis which highlights the does a
[12:51] projection of the volumes and highlights the improvements that would
[12:55] be required it's a very high level and it needs
[12:59] to be more focused as the development comes online it
[13:02] doesn't go into detail about what triggers or anything like
[13:07] that so that would be done that more for detail
[13:10] design stage so the transportation impact assessment report didn't speak
[13:15] to
[13:16] a set of personnel worldcom
[13:20] we're
[13:22] I'm tired of this media error I'm sorry what but
[13:26] through the chair to come sooner it would have been
[13:28] analyzed as part as one of the prominent intersections but
[13:33] at this time there's nothing been highlighted
[13:39] but it like there's not enough information to do a
[13:41] proper analysis on
[13:45] I was talking about 14000
[13:51] residences are believed residences or a population seven thousand which
[13:55] I would think translated to
[13:58] a couple thousand car trips up personal wrote alright in
[14:01] addition to
[14:04] what's occurring already so
[14:07] I I just think I'm a very basic level it's
[14:10] not really
[14:13] what really prepared her well for her with the impact's
[14:15] going to be up to the existing traffic networks on
[14:20] little does not plan stand press the rules
[14:30] many
[14:32] through the chair to culture and they'll extend Preston well
[14:35] road north of highway two hello two X. expand Preston
[14:40] road numbers it's not gonna become for Lehner or four
[14:44] lane road it's gonna remain as a two lane
[14:48] 2 lane road so I'm just trying to picture another
[14:51] several thousand car trips a day coming up with not
[14:54] only
[14:56] this area but you know
[15:00] do you up Curtis east
[15:04] second requiring some
[15:06] through the chair to councillor Neil the traffic impact analysis
[15:11] that would be done for the secondary is what's to
[15:13] it's a high level so it's a screen allowances it's
[15:17] not really looking at the percentage of troops going north
[15:21] or south I'm not looking at the official plan Preston
[15:26] bell road is currently an arterial cells of the Townline
[15:30] road extension so that may tend to that would allow
[15:35] for the expansion of Preston bro and that would be
[15:39] directly as a result of the traffic volumes at Preston
[15:42] Vale road will start to see as the development comes
[15:46] online so right now on the official plan it is
[15:49] shown as an arterial road which would allow for more
[15:54] than two lanes of traffic
[15:59] but is there any serious consideration being given to expanding
[16:02] it from
[16:04] 2 lanes to 4 lanes north of alert
[16:10] so are you saying that's being considered
[16:15] through the chair to California right now we have a
[16:18] twenty three meter right away north of Bloor street
[16:23] so there would be tough to get some property to
[16:26] allow for that expansion
[16:29] south of Bloor street the person bell road right away
[16:32] is twenty six meters
[16:35] so that would allow for a ten metre pavement so
[16:38] that's two lanes with a center lane for turning movements
[16:42] which improves the capacity of the road and then further
[16:47] south down beyond the Townline road extension again it didn't
[16:53] the category of the road goes up again which would
[16:57] allow for further expansion of of the wind so that
[17:00] would allow for more lane to traffic but at this
[17:03] time there's nothing going there's no plans to widen Preston
[17:07] trail north of Bloor
[17:10] but then that would be that could be something that
[17:13] would be determined through the traffic analysis for the developments
[17:16] when they come on line then that would if that
[17:19] if they dictate that that has to occur then that
[17:22] would trigger the planning for that and how we're going
[17:24] to make that work
[17:27] this would be the time to be
[17:32] I thought that was the whole point of a secondary
[17:33] plan was
[17:35] to deal with issues that you see coming up I
[17:39] can't see how there would be a traffic impact across
[17:41] the road I mean to me that's a given
[17:44] ... so when each individual subdivision comes up for consideration
[17:49] the traffic impact study will say there's no impact from
[17:52] from the subdivision right right that's that's always
[17:57] what daily
[17:58] they claim and ... so they'll just be like ...
[18:02] it would be like salami and it just gets more
[18:04] and more added in
[18:06] ... and each one will say well we're not responsible
[18:09] for any particular impact on Preston road but so from
[18:14] my standpoint we're we keep adding more
[18:17] houses into an area is basically on the same ...
[18:21] traffic set up it's had since I first moved into
[18:24] the area
[18:25] 30 years ago and
[18:29] not a whole lot of change right so
[18:32] and I think it's gonna be an inadequate you
[18:36] do you traffic volumes
[18:41] so just while we're on the topic press bureau
[18:46] it is talking about
[18:48] possibly trying to get a
[18:51] world one interchange of Pleasantville road I mean it's not
[18:53] kind of pie in the sky type of thinking because
[18:59] I mean we can get liberty street or ... sort
[19:03] of error or
[19:05] I mean even working on harmony road Harvey road intersection
[19:08] for a lot of years so now we're gonna
[19:11] we just talked with Lanzarote never gonna added crossing the
[19:14] road I I just can't see the problem Sir
[19:16] putting an interchanging press bureau wrote
[19:25] anybody want to comment
[19:28] rings Richard Serra is that you
[19:33] through the chair I can I think the best situation
[19:38] that we can do is planned for the future so
[19:42] we know that there are issues that harmony road we
[19:45] know that there are issues that Kurdish there's going to
[19:47] be issues in the future it Curtis with
[19:51] love capacity so this is a plan that would alleviate
[19:57] that sort of the way that we would go through
[20:00] as we would make the case and then we would
[20:02] do the EA and then that we would move forward
[20:04] to the MTO
[20:09] well I just I just don't see that as being
[20:11] realistic in that instance talking about closing off Chris no
[20:14] road actually closing it off ...
[20:18] so is that is the thinking that Townline road
[20:23] extensional Townline road
[20:26] east and west which
[20:29] then compensate for the closure of of that the personnel
[20:34] road at the railroad tracks
[20:39] through the chairs to councillor Neil I think the reports
[20:42] for that the background reports for that justification are in
[20:46] progress so we've brought up our concerns to Metrolinx and
[20:54] with about the closure person bell wrote and also the
[20:57] we do not want to
[21:01] look we do not want to prevent in the future
[21:03] that that inter inter change what happened so those are
[21:06] two things that we're trying to coordinate with both MTO
[21:11] and Metrolinx
[21:14] so to to Mr cells are or whoever so
[21:19] paying for the extension of for example Townline road
[21:24] and fanning who pays for that
[21:30] well by the developers
[21:36] at three you Mister chair through consular near my understanding
[21:39] is that is the extension of timeline is development driven
[21:43] and that is the cost of the developers pay based
[21:46] on certain levels of service I'm the most surprised it
[21:49] would pay a component of that level of service and
[21:52] miss Richardson will expand on that okay please
[21:57] through the chair to councillor Neil V. developer will be
[22:01] responsible for building the Townline road extension through the development
[22:06] charge study the municipality would be required to upgrade the
[22:09] service from the local wrote to the collector or arterial
[22:14] so the municipality would pay for for example the extra
[22:18] pavement with
[22:19] but nothing nothing no other components of the road
[22:25] okay
[22:26] so the next thing I want I want to bring
[22:28] up is the trail that sort of
[22:31] I would think that would be something that's kind of
[22:33] an intricate role to this whole plan is
[22:36] the Norse of trail and I see this is planned
[22:39] for the
[22:42] east side of Robinson creek
[22:46] and there's a section a brief section talks about it
[22:48] but I I don't see that as a realistic plan
[22:51] especially given that it shows
[22:54] the trail somehow crossing the railroad tracks ... the CPR
[22:59] line
[23:00] just north of current baseline road in Ennis court I
[23:05] mean how exactly would that
[23:08] crossing happened I mean there's only a pipe that creep
[23:12] at that point it's only it's only a pipe that
[23:14] goes through under the railroad tracks I guess it
[23:18] tunnel or that you could
[23:20] I have a some sort of pedestrian network bike access
[23:24] under threat you know under
[23:26] read your something like that so I was actively use
[23:30] a trail going to cross this the railroad tracks
[23:35] and they slide road and and someone so
[23:43] I threw the chair Ted to councillor Neil at there
[23:48] the important things that to look at these other trails
[23:51] mop into second that if Kanye did decide to stay
[23:54] at the station is a conceptual map at Wyndham's the
[23:58] polity is going to that work at they will look
[24:00] at the detailed engineering design in terms of a sloppy
[24:03] stability or any other environmental report an inmate well I'll
[24:07] be on the west side of the creek at this
[24:09] time at this time he said yes the conceptual on
[24:13] the map it could have been on the website but
[24:16] it it then there was a buy that will do
[24:18] the necessary stuff I send a manned up on the
[24:20] east side of the creek but that we're not that
[24:23] stage yet
[24:28] what I mean
[24:30] how how what what is the plan for getting past
[24:34] the railroad tracks to me is going to have to
[24:37] somehow find its way over to either
[24:41] no question bill rolled over the pending on what happens
[24:44] with that I guess or another
[24:46] it's gonna have to find its way underneath the
[24:51] tracks were goal you know further east along some thoroughfare
[24:57] which then would you know get to Curtis road and
[25:02] then go south
[25:03] Curtis wrote but I thought the whole idea was we
[25:06] wanted to have
[25:08] this trail will connect with somehow ultimately with the waterfront
[25:12] Truong and where you can go sort of down to
[25:16] ... basically lake without you know what happened across railroad
[25:20] tracks obviously still
[25:23] I I just thought that something or
[25:26] whoever put this trail on this particular map that I'm
[25:29] looking at page thirty eight it's just a summer just
[25:33] draw a dotted line without any thought about how you're
[25:36] actually going to by Pat get by the river tracks
[25:39] that were based line road or
[25:42] I mean it it or the start of it you
[25:44] know ... blue street you can you can you can
[25:47] safely
[25:49] get up and down on Bloor street ... ... access
[25:53] Bloor street so
[25:57] I got a lot I I guess I'm some just
[26:00] drip drip ... dross and dotted lines here and ...
[26:03] you know hasn't been much
[26:05] planning guide to this particular part of it which to
[26:08] me is the key thing here and
[26:11] ... you know I've talked sometimes about having a multi
[26:14] use path
[26:16] north and Sophie ... I don't see that happening on
[26:19] certainly on this where this trip was ...
[26:24] transitioned on page 38
[26:28] in response
[26:35] okay three of Mister chair to consular near a there
[26:39] the comments that you made about the connectivity of the
[26:41] different trials in court this is particularly in South Korea
[26:45] it's a good one we are looking at that connectivity
[26:48] because as you are aware we have three secondary plans
[26:51] underway we complete the southeast corky's we are competing today
[26:55] southwest court case that we get approval and then we
[26:58] have to court this waterfront and energy park component in
[27:02] addition to the major transit transportation area they make a
[27:07] trusted transportation area focuses allowed on trails walkability to the
[27:11] station and we're looking at how we are connected all
[27:14] these components of south court case in a comprehensive way
[27:19] thank you
[27:22] okay
[27:27] Evan graver console if I wanted to see this this
[27:30] traffic plan with that is that something I could look
[27:33] at
[27:35] the year of
[27:36] I was referred to in a sense the traffic
[27:43] Sir what is referred to as the transportation impact assessment
[27:47] report
[27:49] but some I could see a yes that all dead
[27:52] to you Mister chair all the technical reports are available
[27:56] upon request I would gladly will send you a copy
[27:58] and to the other members of council as well
[28:02] okay thank you
[28:06] so I guess to sum up the concerns I have
[28:10] are proximity of residential lands to grow
[28:15] railroad tracks I can't think of any other place in
[28:18] the misspelled and we're
[28:20] we're gonna have homes backing right on to
[28:24] not one realignment to rail lines as well as the
[28:27] four one
[28:30] if you look at
[28:31] again page 38 so
[28:38] perhaps this would be more suitable for employment lands but
[28:41] the page 38 it just it really illustrates
[28:46] the ... issue that has been created there've got concerns
[28:50] about
[28:52] Westerville road
[28:56] and like I said I don't I don't see the
[28:57] trails
[28:59] having been well sort of
[29:02] she well planned here that's also and I I thought
[29:05] that was one of the key things that
[29:07] one of the key components for this full
[29:10] again I've heard about it quite a bit over the
[29:12] last number of years ...
[29:15] so thank you
[29:18] bank accounts on the concert grounds
[29:26] concert Jones you may be muted yeah
[29:30] yes I was having knee problems are thank you ...
[29:33] I agree with a lot of the concerns that cancer
[29:36] Neil has brought up they were on my list as
[29:38] well ...
[29:41] I guess I a couple other questions it on some
[29:43] of the things that he did touch on the ...
[29:47] the special studies is study area for the four oh
[29:51] one interchange ... kind of alluded to that but like
[29:56] how many years in advance and I know you don't
[29:58] always know exactly but like how far into the future
[30:02] are we talking about just because I think with that
[30:06] many more homes going in there and there will be
[30:08] a lot more traffic and ... like you stated yourself
[30:12] that on there already that you know Curtis road has
[30:15] got some issues and harmony has a ton of issues
[30:18] and ... so how far in the future with that
[30:21] beat because that really will I I really am concerned
[30:24] about Preston road as well that there's already ... a
[30:28] lot of traffic on there and this is going to
[30:30] put even more so and and what kind of pressure
[30:33] would we be able to put on to Metrolinx the
[30:35] provincial government to to look at this not you know
[30:38] in the next fifty years like we're gonna need that
[30:41] fairly soon I'm just wondering if you could comment ...
[30:45] Mr sells our miss Richardson on what the experts approximate
[30:50] timeline could be
[30:53] three researchers to consider gents have they I I couldn't
[30:57] speak about the MTO plants but what I can tell
[30:59] you is that Clinton has been experiencing rapid growth and
[31:03] we continue to do that the projections are that of
[31:06] the population is going to increase increase substantially in Clarington
[31:10] island we had initiated the fees up front of you
[31:14] with those projections that will give us an opportunity an
[31:17] off good foundation to talk to empty all on engagement
[31:20] rings about the needs of the transportation improvements and can't
[31:27] and I guess that goes hand in hand I am
[31:30] with this is a regional thing but also with ...
[31:34] ... region transit that I would hope that we would
[31:36] have some there was really no I didn't maybe I
[31:39] missed it but I didn't see what much discussion around
[31:42] public transportation at all and that's absolutely something that's going
[31:45] to be really really important going forward as well it's
[31:48] already an issue right now and and we absolutely need
[31:51] done
[31:52] more buses and and public transportation ... which leads into
[31:56] my next question around ... the bike lanes so it
[31:59] said that the collector roads would all have bike lanes
[32:03] on them so we did have that
[32:07] age so I guess that was
[32:11] for
[32:15] I believe it's on in like fanning
[32:21] not sure if it was also town line cord Vincent
[32:26] ... so anyways the bike lanes that are mentioned in
[32:29] this will they'd be like the full official bike lanes
[32:33] or will they be similar to what president bell has
[32:38] now which are the urban shoulders ... because I think
[32:41] it is really important from day one that we show
[32:43] how important active transportation is in this area and all
[32:47] over Curtis the specifically in this area so that really
[32:50] does meet the speaks to the importance of you know
[32:53] what counts or Neil was saying about the trails the
[32:55] bike lanes the multi use paths the ... the traffic
[33:00] flow all of it is just so important to make
[33:02] it a walkable community and just wanted to confirm around
[33:05] that the White Plains was or someone I could speak
[33:08] to that
[33:09] thanks
[33:13] through the chair to counselor drawings yes for collector roads
[33:17] we will be planning for on road bike lanes and
[33:21] they will be the designated with required by the talk
[33:27] book eighteen is what we refer to and then ideally
[33:31] for arterial roads so we're going to the higher order
[33:34] roads we would want to plan for a multi use
[33:37] path so that would take the cyclists off the road
[33:41] and moving forward that's how we're going to be planning
[33:44] for our active transportation
[33:52] Freston they'll road is that
[33:56] I think that was bike lanes wasn't
[33:58] is that correct Feb through north of Bloor they have
[34:02] the urban shoulders that you referenced yeah and then south
[34:07] of Bloor we have bike lanes they are they're marked
[34:11] as bike lanes and that will be continued throughout the
[34:16] rest of personnel down south to baseline
[34:19] okay yeah because right now that they don't go all
[34:23] the way down there is there was quite a bit
[34:25] of cycling traffic on ... personnel so
[34:29] okay I just wanted to confirm that that
[34:32] I did want to see like full bike lanes and
[34:35] other urban shoulders ... what about linkages to the waterfront
[34:39] trail was there any kind of ... plan to it
[34:46] obviously the waterfront trails not quite in this ... secondary
[34:50] plan but it's how I believe most people would get
[34:53] down there especially if there's bike lanes on Preston bell
[34:56] so is there any kind of discussion around how you
[35:00] would get over under the four oh one does the
[35:02] rail lines and how this could be a potential links
[35:06] to the waterfront trail or maybe that's that the trail
[35:10] that's along the Robinson creek ... basically I want to
[35:13] make sure that there is a safe way that people
[35:16] living in says Chris are going to be able to
[35:18] access the waterfront trail
[35:22] if someone could comment on how where that linkage might
[35:25] be
[35:26] and if there's a plan for it thank you
[35:31] three you Mister chair to consider Johns at yes we
[35:35] are exploring all those options as part of the M.
[35:37] T. SA de major transportation area or to simply Milan
[35:41] secondary plan together with the quarters waterfront and the energy
[35:45] park second body plants the idea is that we need
[35:48] to link all the serious weight that walkability the trials
[35:52] is a key component of that as well as transit
[35:54] because of the jobs and they're at the go train
[35:57] station
[35:58] thank you
[36:05] anything for the concert grounds those are my main concerns
[36:09] that I just really want to stress the importance of
[36:13] the walkability in the community and and the active transportation
[36:17] part of it that ... there's gonna be a lot
[36:20] of people living in this area and I would really
[36:22] like to see it from day one that we are
[36:24] planning to you know cut back on the number of
[36:27] cars that we have and if there's people that are
[36:30] going to be moving here from Toronto they're used to
[36:33] having you know one car ... no cars and I
[36:36] think that this is a great opportunity for us to
[36:39] to build this originally and to be able to cut
[36:43] back on some of that the traffic and the cars
[36:45] that are there certainly we all have enough parking issues
[36:49] and going forward if we could prevent some of those
[36:53] issues it would be great and just make a healthier
[36:56] lifestyle for everyone so thank you very much and thank
[36:59] you to all the work that was put into this
[37:00] and it looks encouraging so thank you very much
[37:05] thank you because the drones anything further from members of
[37:09] problems
[37:11] their plans to go ahead please
[37:15] thank you Mister chair I'm sorry follow up with
[37:18] these questions are answered Jones Mister Salazar Mister Salazar so
[37:24] we we are seeing a greater vision of getting access
[37:29] to people in current US access to the lake thank
[37:34] you say that you know when you're reviewing the south
[37:38] side of those linkages will counter are the interesting
[37:43] correct for you Mister chair to to make a foster
[37:46] and I remembered that one of the strategic priorities of
[37:50] counsel is district as their quarters waterfront as part of
[37:53] the court is water from we are planning for and
[37:56] medium density residential together with a community park I need
[38:00] to complement that with their job opportunities so they'll be
[38:03] Jacob quarters and they are they are on the outside
[38:06] of court to set the energy park you have lots
[38:08] of people working and living south of the tracks now
[38:12] we have the go station north of the tracks and
[38:14] amenities north of the tracks and we have right now
[38:18] with that as part of the planning process is how
[38:21] do we connect them symptoms a walkability night yes taking
[38:25] the car keys how do we move people on and
[38:28] tries Dan trails sidewalks and everything to connect to the
[38:32] official going station and not only from the south of
[38:36] course this to it going station but also from highway
[38:40] to anchor to store the guy stationed you know we
[38:43] have the court to set down center being developed right
[38:46] now how do we move jobs and people are also
[38:50] in terms of walkability trails and bicycle lanes and everything
[38:55] got worse the go station
[38:58] thank you and and I mean it is important particularly
[39:01] cancer Neil's talking about the we pass if you can
[39:05] imagine the ability ... was someone in your family can
[39:08] jump on a trail and ride their bikes standing like
[39:12] specially if there occurs at because I've got a giant
[39:15] group for anyone that is written there by thinking cancel
[39:19] grass
[39:21] that's right I guess that's the year of the year
[39:25] alright beach
[39:27] you're right up the hill so but I would not
[39:30] want to lose sight
[39:32] cytoplasmic US level what I watch I'm interested in looking
[39:36] at section one point three the financial analysis ... on
[39:41] Max we've always said that rose does not grow Mister
[39:46] Salazar my reading correctly that would end up with a
[39:49] strong possum all three hundred thousand dollars
[39:53] to you Mister chair that's my understanding that said their
[39:57] fiscal impact analysis was prepared by our finance department and
[40:02] they did an analysis of some of the capital requirements
[40:05] and their revenue that would come to the municipality in
[40:09] time soft on my taxes and as well as the
[40:11] search to see development and that's the conclusion that the
[40:14] right fact
[40:16] S. Easter can stand ups all asking China
[40:21] she
[40:23] good evening through through the chair if I may
[40:31] how about I'll take that take that is that okay
[40:34] the third this year if I if I may ...
[40:38] foster there there's a lot of assumptions that are made
[40:42] ... when we're doing the fiscal impact analysis I would
[40:45] not necessarily say that you know we're guaranteed to ...
[40:50] to see that to the dollar the one thing that
[40:53] I would actually sees that that's actually a contribution to
[40:57] the other assets and the ability to find some of
[41:00] the other programs that the growth will pay for so
[41:04] what's not included in the analysis is the asset management
[41:10] plan for the remaining assets of the municipality which any
[41:13] growth any resident would have access to so that is
[41:16] a contribution there ... I think when we were trying
[41:19] to determine
[41:21] the fiscal impact for the secondary plans our main concern
[41:26] was that the net number would at least be positive
[41:29] so those those funds are actually ... in essence a
[41:33] contribution to the asset management planner could be considered as
[41:37] a contribution the asset management plan there's also as this
[41:41] is at this point estimate ... there is some of
[41:44] the hedging ... ... in some of the conservative mess
[41:48] up the assumptions
[41:51] right thank you
[41:55] yeah Mister Salazar were looking at the contribution towards affordable
[41:59] housing so that was great advancements in Maryland
[42:03] I don't see anything linking us with ... with numbers
[42:08] on either one of these plans
[42:11] so if you don't measure it started talent you know
[42:13] whether whether your whether you're winning or losing
[42:19] correct me said through you Mister chair to consular attendant
[42:22] to me to foster there we have estimated Lombard of
[42:26] about one thousand units that and the contribution towards affordable
[42:31] housing is around four hundred thousand dollars from the London
[42:34] is gripped
[42:37] okay but what we are yeah I mean well there
[42:39] are some incentives it here we don't have targets for
[42:43] the number of units
[42:47] being built into either one of these secondary ones right
[42:52] hi
[42:53] through the sure to to make your foster what did
[42:56] we have to offer at the stat that the landowners
[43:00] groups and the developers have two choices one is to
[43:02] give us land or provide a cash contribution in cash
[43:07] at the conclusion in cash because being the favorite to
[43:11] have by the landowners groups that we already have a
[43:14] commitment of about two million dollars for southeast Courtice these
[43:17] give us about a four hundred thousand dollars more add
[43:21] the brook hill that you're going to consider later tonight
[43:24] is about seven hundred and sixty thousand dollars that's about
[43:28] three point two million dollar stores affordable housing is still
[43:32] a someone's apology this is new to us I admit
[43:34] that and we need to write a report to councillors
[43:38] to how these housing fund will be managed and developed
[43:41] by by council demands about
[43:44] okay thank you and work work training at slightly different
[43:48] paths ... yes so so thank you guys report we
[43:53] got lands and beach cash
[43:56] but I'm wondering how we start building in some part
[43:59] numbers in terms of the nature of knowledge that is
[44:02] required Mr Shearer Hey Steve got your end up selling
[44:08] low if you want to your lawyer and then a
[44:11] perfect
[44:13] all right
[44:16] what was this war
[44:22] number of number of questions
[44:26] right here
[44:29] well maybe we
[44:35] at that sentence just hours are
[44:38] one year how many units do we didn't bring on
[44:43] so well between us ... in working order five thousand
[44:49] so if you had to look into a crystal ball
[44:52] given everything that's on the bill now
[44:55] when would you expect
[45:01] for you Mister chair doesn't really good question and tap
[45:04] forty since Clinton last year to independent media we had
[45:08] a we had about a thousand units that was one
[45:10] of the highest numbers that we have had a number
[45:12] of years and we are going to cover time so
[45:16] what exactly we don't know how cold it is affecting
[45:18] data the real estate marketing trying to we know that
[45:21] we sell a high demand as you in all houses
[45:24] are selling faster I was suggested this base continues and
[45:28] trying to continue investment in what makes the quality of
[45:31] life grating clientele I would I would say that we
[45:34] didn't one thousand to fifteen hundred units may be built
[45:37] over the next few years in and you will see
[45:39] it build out in about seven years for this to
[45:42] send for their second at a plant
[45:44] five to seven years ... thank you there is ...
[45:49] speak to this each
[45:51] there is no way of love low carb zero Carmen
[45:56] balance yeah as we as we move forward where have
[46:00] you see that being
[46:02] so we have that group ... might need they're all
[46:05] university students speaking to well beyond cold
[46:15] do you Mister chair one of some of the policies
[46:17] that we have in that secondary blasts and this has
[46:20] been a priority of counseling has been sustainability in building
[46:23] design that will be promoted as part of our role
[46:26] in the development application process also divisions need to provide
[46:31] a sustainability plan to the municipality and we are going
[46:34] to be and collision damage I'm persuaded them to go
[46:37] beyond building called on beyond the standards of sustainability of
[46:41] today's been caught well right thank you Mr chair thank
[46:44] you I'll stop there
[46:46] what was your summer is already gotten stagnant number but
[46:50] a lot more money well that's where the huge amount
[46:53] of work on this thank you thank you Mr
[46:57] thank you
[46:59] Mister mayor art concerts aren't granted please
[47:03] thank you then on the theme of beyond code ...
[47:07] well we can't divorce ... force developers to install sprinklers
[47:10] in the new building is there a way that we
[47:12] can convey that there is an expectation that sprinklers be
[47:16] installed at the time of construction
[47:25] counselors
[47:27] yes did I'm not sure if it's probably planning question
[47:33] our
[47:34] maybe not who wants a playground Carl Mister Salazar
[47:41] does that really well good question I don't have an
[47:44] answer for you what I could say that if council
[47:47] says that's an expectation that expectation would be presented to
[47:51] the development industry as going beyond building codes Mister prince
[47:56] your Hondas ...
[47:58] oh sorry
[48:00] Mr Arlington
[48:05] thank you or I can slander sent the that's a
[48:08] difficult question to answer I think that ... that legislatively
[48:14] ... the municipality through the chief building official has the
[48:17] ability to require compliance with the theater building codes if
[48:23] it isn't a requirement ... then it's it's a difficult
[48:27] thing to impose on the development community that's not to
[48:30] say we couldn't explore the possibility for questioning it ...
[48:33] we have done things like that in the past with
[48:35] some of our initiatives to have sustainable development ... we've
[48:40] we've asked for the drunk manage work with us to
[48:43] accept certain requirements to go beyond the building code ...
[48:47] so that's a conversation that can take place but at
[48:50] the risk of Gaucher oversimplifying it don't think we can
[48:53] impose it but it's certainly something we hope we can
[48:55] have discussions with the development community about and I know
[48:58] that there are discussions that are ongoing now with ...
[49:02] fire service professionals and ... chief building official across the
[49:06] province to look at making that a requirement to go
[49:09] into the entire building we got to this point times
[49:13] the ... the province has seen has not seen fit
[49:15] to make that a requirement I hope that helps counselors
[49:18] were
[49:19] yeah I know I know I know we can impose
[49:21] it but if we don't ask you know probably won't
[49:24] get anywhere with that either so I you know if
[49:26] we could strongly encourage them to rank and include them
[49:30] in the new build then I think that would go
[49:32] a long way to making the the building safer thank
[49:35] you
[49:37] thank you because that's what councillor who are
[49:44] thank you Mister chair ... my question basically sort of
[49:46] centers around like quick kills the local representation ... recorded
[49:50] percent regionally in regards to ...
[49:55] moving up traffic movement of people and I
[50:00] I guess I would just maybe to Mister Salazar maybe
[50:04] ... this Richardson to ... how long how long is
[50:08] this ... builder of twenty nine hundred seventy seven hundred
[50:11] residents what is the time frame that we're looking at
[50:14] in regards to doing this ... build up
[50:19] at three you Mister chair I would expect five to
[50:21] seven years
[50:23] and hopefully are the co trainer Curtis will be there
[50:27] by then and ... because I I like the I
[50:30] like the other councillors have have great concerns about you
[50:34] know and we don't want to be like what we've
[50:36] got on a liberty street and ... ... you know
[50:41] the traffic situation we have there ... we don't have
[50:44] a an appropriate ... and I I agree with that
[50:47] we're with the conversation that's been had in regards to
[50:50] army wrote that's that's the only intersection and Curtis real
[50:53] people not go past the residence to go to their
[50:57] house that they live in ... on town line in
[51:00] that vicinity so I'm I'm just trying to figure out
[51:02] you know at some point is going to have to
[51:04] be some really ... a lot of fun gun and
[51:07] going into you know how we're going to move the
[51:09] people from point a to point B. I. E. ...
[51:13] therefore it for eighteen four seven ... the go train
[51:19] ... I just have some big concerns about that and
[51:23] ... you know and and I agree with that but
[51:25] the fact about the that the getting people to the
[51:28] lake shore there there's a there's a ... untouched gem
[51:32] that hasn't really been you know we can connect through
[51:35] their people can take their bikes riding dos well whatever
[51:38] ... and ... I sympathize with what was the comments
[51:42] that were made in regards to ... someone should just
[51:45] get on a bike and try to come up Curtis
[51:46] wrote angle longer street
[51:49] I'll just leave it there thank you
[51:53] bank your constable for our concern here are you are
[51:57] asking for a second time around yes
[52:01] on semiconductor lad concert Jones questions or comments are in
[52:07] favor
[52:09] yes yeah yes mmhm are any of those
[52:15] they're being non go ahead Sir
[52:18] so Mr I'm gonna move the the spree referred back
[52:20] to staff for staff to clearly articulate
[52:26] where is the ... trail and connections to the waterfront
[52:31] will actually be
[52:35] for for pedestrian and bicycle
[52:48] second the concert grounds
[52:51] well yes
[52:55] yeah can I get the speaker Mr church so it
[52:59] can be this is a a big part of this
[53:02] and
[53:04] you know what I I guess I try to point
[53:06] out we're
[53:07] I think there needs ... what's been done to date
[53:11] really isn't
[53:13] a good answer so I'm just imagining if I'm
[53:19] hi there in this area or just to the north
[53:21] of it and I want to get to the
[53:26] waterfront trail
[53:28] from
[53:30] you know and not get on a road like cancer
[53:33] Hooper said where this weather's baseline road or
[53:36] or wherever that's going to eat ... even oppressed bill's
[53:40] going to get cut off and where is that all
[53:41] going to happen so I don't think it's asking a
[53:45] lot it's just a sort of laid out in
[53:48] with some thought to it and
[53:52] what what thanks
[53:56] given what what's the future road network is gonna look
[53:59] like as well
[54:02] thank you for calling service to our ears
[54:06] speed control under 5
[54:09] yes I am so thank you ... I thought I
[54:13] heard staff say it's premature at this time to nail
[54:16] all that down and and it will be it will
[54:19] be all hammered out in the fullness of time M.
[54:22] am I correct
[54:26] this document the file as well I believe he's the
[54:29] person that spoke to an earlier
[54:32] hello good for you Mister chair at the council sorts
[54:35] is correct because we are now in the middle of
[54:38] preparing data working on day gorgeous waterfront energy park water
[54:43] from plants thank you
[54:45] thank you I I'm prepared to wait or ... yep
[54:49] what the findings further down the road on this thank
[54:52] you
[54:53] thank you their foster
[54:57] yeah I think I was gonna ask you exactly the
[54:59] same question and
[55:01] ... for Mister us cells are but it's coming that
[55:04] is why I will not be sporting girl
[55:09] consular Jones
[55:13] thank you I'm just a question ... inducted Mr cells
[55:16] are so if you are currently working on the card
[55:20] is waterfront suede
[55:22] did they not go hand in hand together where it
[55:25] would make sense that you know a little bit more
[55:28] you know neat there in regards to the trails and
[55:31] the connections would make sense if you're working on the
[55:36] Curtis waterfront as well because
[55:38] they make sense to work together on it I I'm
[55:41] sure that you do want to get this approved today
[55:44] but at the same time like this is such an
[55:47] important part and it would it would be helpful to
[55:49] see a few more details ... on this especially since
[55:54] you said that you're you're working on the Curtis waterfront
[55:57] right now and they are they're very closely related to
[56:00] just wonder if you have any comments on that thanks
[56:05] through the church to counselor Johns there if you look
[56:08] at the geography and we are are we are all
[56:10] familiar with the geography of South Korea tees southwest is
[56:14] like a separate area geographically from the court is waterfront
[56:19] and ten dead currently the only link that you have
[56:23] there is a long court just wrote about what we're
[56:26] trying to do with the court as waterfront and the
[56:28] energy part is how do we make that connection I'm
[56:32] out or other connections at this time I have for
[56:35] their courses were different than the energy per secondary plan
[56:38] we had at the station of looking at the technical
[56:40] reports what do they mean by technical reports we are
[56:43] looking at what are the environmental constraints to traffic constraints
[56:47] dax's constraints we had a nice dish we had six
[56:50] months away from percent in detail that conceptual drawings to
[56:55] the community and to comes
[56:59] thank you
[57:03] concert at all it would add there is just I
[57:06] really do think that the ... if we're gonna make
[57:09] this a walkable community and we need to do that
[57:13] that I think it is really important to have some
[57:15] more details a run around those connectors in there and
[57:19] and I think it's important to remember too it's not
[57:21] just how we going to get to the waterfront by
[57:24] walking or riding their bikes as and I think a
[57:27] lot of people think of that as you know an
[57:29] outdoor weekend activity and entertainment but I think it's also
[57:33] important the trails are so important because it shows us
[57:37] how we are going to get around Curtis ... to
[57:41] get to work to get to run errands and
[57:46] we need to be able to do that without using
[57:49] our cars and that's why I do appreciate cancer Neil
[57:52] bringing this forward diet I think we just need a
[57:55] little bit more detail their diet we can feel rest
[58:00] assured that this will be a very walkable community and
[58:04] night there are all those connector trails will be there
[58:07] so if I want to run my errands and go
[58:09] to the grocery store I'm gonna be able walk there
[58:11] and I'm not necessarily going to have to take a
[58:13] road to get there and then it will be easier
[58:16] and for that so that our brains and start thinking
[58:21] I can ride my bike there go and get you
[58:24] know my fruit today instead of I am a pop
[58:27] in the car and drive over there so I just
[58:29] think that it's really really integral to the secondary plan
[58:33] and all of Curtis thanks
[58:40] our
[58:43] the files are that you're a hundred up by your
[58:46] would you like to respond to that at eight yes
[58:50] if I may Mister chair death to consular Johns island
[58:54] effect we share and mop with you is the map
[58:57] of trails that we currently have on the Carrington official
[59:01] plan that shows possible links between north and south of
[59:04] the four to one to the court is what the
[59:06] front measure that tennis
[59:11] so that will give you a better understanding of the
[59:14] plans based on the Carrington official plan and the linkages
[59:17] of districts
[59:22] right prone to strut around the restaurant is that
[59:31] our
[59:32] going from their their Hondas are still yeah I want
[59:36] to speak to again
[59:37] okay
[59:39] so
[59:40] section 7.4 of
[59:44] what we're being asked to vote on today's speech says
[59:46] all development shall provide for the implementation of a trail
[59:49] network in accordance with the conceptual
[59:52] location of trails identified as key pedestrian connections on schedule
[59:57] sees so so what I'm saying is when you go
[59:59] to schedule sees a concept of a trail going across
[1:00:03] the railroad tracks so clearly I don't know who wrote
[1:00:08] who drew this but ... there was no
[1:00:11] consideration given to the fact that there's that's impossible so
[1:00:17] all I was suggesting was
[1:00:19] come up with a proper
[1:00:23] plan that's reference I mean this is referenced in the
[1:00:26] actual facts of the
[1:00:29] what we're voting on which in fact shows how this
[1:00:34] is all gonna come to pass where we we do
[1:00:36] have a connection
[1:00:38] copper connection to ... to get to the waterfront it
[1:00:42] also shows it's going under under baseline road or over
[1:00:45] baseline road I'm not sure but ... that's not a
[1:00:49] safe and passable ... proposition nor is it a safe
[1:00:55] one ... going out across the blue street ... for
[1:00:59] that matter from the north part so it's not it's
[1:01:04] just saying
[1:01:05] come up with some better plans than that if we're
[1:01:08] if you're asked to vote on support and that's also
[1:01:10] recorded okay
[1:01:13] our car
[1:01:15] Mr flowers that you we all wanted to strong happened
[1:01:23] right the
[1:01:24] solidbody hundreds throughout
[1:01:30] so would you like me to show them up now
[1:01:32] Mr yes what
[1:01:35] okay
[1:01:39] so can you but could you see them the map
[1:01:42] I have in the screen is yes this is mark
[1:01:45] K. of their client an official plan it shows the
[1:01:50] trails that are being proposed a conceptual crowds throughout the
[1:01:54] municipality I hear you have the court is waterfront trail
[1:01:58] the bottom in blue on the possible link is linkages
[1:02:01] from carcasses from highway to down to the court as
[1:02:05] waterfront as you can see those are the two main
[1:02:09] linkages that are being proposed there
[1:02:12] and right now those two linkages are outside the southwest
[1:02:16] Courtice secondary plan area with the exception of this one
[1:02:20] here that is there is there the Robinson creek trail
[1:02:28] so it's just to show you that that the planning
[1:02:31] for this connectivity to the court as waterfront from the
[1:02:35] urban areas to the waterfront are how boldly taking place
[1:02:39] as part of the client and office account and he's
[1:02:41] part of that that the planned US map K.
[1:02:44] thank you researcher
[1:02:47] thank you very much because the drones your Honda birth
[1:02:50] second time around
[1:02:54] nope just for that stick it down sorry
[1:02:56] so but I guess since I have the opportunity there
[1:02:59] so that
[1:03:00] that was the it is very difficult to see on
[1:03:03] the screen very small
[1:03:04] so the want though one red trail at the far
[1:03:07] left street part of the screen that is the Robinson
[1:03:10] creek trail that we're talking about so that trail will
[1:03:13] connect to the waterfront trip
[1:03:17] is that correct or was it more Curtis road
[1:03:21] Mr fathers are
[1:03:23] Alamy didn't bring it up back again please I'm sorry
[1:03:27] no that's okay it comes a very small
[1:03:30] on my screen
[1:03:32] let me increase the tier 2
[1:03:34] that's that's better all right okay
[1:03:38] so yes there thus the conceptual one that was there
[1:03:42] any could beyond a good photo one obviously and as
[1:03:46] you can see here the all of this area is
[1:03:48] part of the court to some plumbing lines goal station
[1:03:53] secondary plan and this is the law the area of
[1:03:56] Dan and what courses waterfront and the energy products secondary
[1:03:59] plans so this one would be one of the many
[1:04:02] links now that we have the station there will be
[1:04:05] minor troubles connecting to bring people to the court as
[1:04:07] waterfront
[1:04:09] and their municipal park the court is going to surprise
[1:04:12] would be located right here
[1:04:17] yes so my question was more around the the Robinson
[1:04:20] creek one yes it's the one that is on and
[1:04:23] in the secondary plan and so I think that's just
[1:04:27] part of my concern is that we are going to
[1:04:31] have that linkage to the waterfront trail there and I
[1:04:35] think just showing a little bit more detail on all
[1:04:39] the trails and how they will be able to connect
[1:04:42] to like I said the getting your errands and and
[1:04:46] moving about in southwest Curtis so that we can cut
[1:04:50] down on the number of cars that we have
[1:04:53] anyways I think that's what I would like to see
[1:04:55] thank you
[1:05:02] our
[1:05:04] councillor near are you are asking for second time around
[1:05:09] well I I I want to ask a question arising
[1:05:11] out of that one
[1:05:15] that's a secular I guess there was second in command
[1:05:18] one thing
[1:05:21] concert Jones second row had once in the morning our
[1:05:26] call okay that's going on all in favor
[1:05:30] yes
[1:05:32] yes yes
[1:05:36] yes yeah
[1:05:38] there are a near post
[1:05:42] I have been hearing either they're being non star had
[1:05:44] constant
[1:05:46] well I I wanna Mister cells are to put that
[1:05:48] back up
[1:05:49] news
[1:06:02] so I guess my point is
[1:06:05] I I can't control the screen but if it if
[1:06:09] there's like a
[1:06:11] a on the left hand side there's a there's a
[1:06:15] trail coming out of the middle of this area
[1:06:18] which supposed to join up I guess with the Robinson
[1:06:21] creek trail but if you follow that so if you
[1:06:24] can't it shows a crossing the railroad tracks which you
[1:06:27] can't do I mean if physically
[1:06:30] can happen right so is obviously not going to connect
[1:06:34] anywhere south of the railroad tracks soon the essence of
[1:06:38] this motion is saying please tell us how you're gonna
[1:06:41] get
[1:06:43] from the middle of this area by trail
[1:06:46] perhaps over to the Curtis road trail and then south
[1:06:50] from there that's all that's what that's what this motion
[1:06:52] is asking so is it gonna be by another trail
[1:06:57] is going to be by some multi use path what
[1:07:00] what is it gonna go along the road to future
[1:07:02] road or one of these roads it's being extended over
[1:07:05] to there but just illustrate that because the way it's
[1:07:10] currently configured it can't happen so that's all
[1:07:15] thank you
[1:07:17] thank you any further questions or comments they're being non
[1:07:21] show we're gonna Yasser recorded bold on the referral and
[1:07:25] that would be with the exception sure are not a
[1:07:28] recommendation number nine
[1:07:30] that's correct go ahead
[1:07:34] the card whenever you're ready thank you Jack and is
[1:07:37] on the motion made by council now second accounts the
[1:07:40] Germans answer for that matter back stuff on screen for
[1:07:43] you now to see seven counts the Neil
[1:07:47] he just cancels what
[1:07:49] no Matthiessen
[1:07:55] cancel reply
[1:07:59] don't
[1:08:01] John's
[1:08:02] yes
[1:08:03] Terence
[1:08:05] yes merchants lost 33
[1:08:12] this chart ... so just to sum up right I
[1:08:16] don't think this is a good planning document quite frankly
[1:08:18] I think it needs a lot of ...
[1:08:21] in all things I think should even further
[1:08:25] further along in the planning process again this is supposed
[1:08:29] to be third detail it's not official plan and ...
[1:08:34] and that's not so I I voiced my concern with
[1:08:36] respect to trail aspect to this but with respect to
[1:08:40] the traffic again I don't I think we're
[1:08:45] we're just getting more more units on the ground with
[1:08:48] a really ...
[1:08:50] coming to grips with
[1:08:52] the issues around Preston Vale road is just going to
[1:08:55] continue to build up more and more ... traffic on
[1:08:58] that particular road which is not built to accommodate and
[1:09:03] ... and I did have some concerns about the proximity
[1:09:07] of a lot of
[1:09:08] residential units to wrap you know what
[1:09:13] 2 rail lines in the 41
[1:09:16] I'm just the one time I walked just north of
[1:09:19] the island well actually it's a fair amount north of
[1:09:21] that and the traffic from the for ... the noise
[1:09:24] in the four one can be quite overwhelming at times
[1:09:27] I'm trying to picture how that's all going to work
[1:09:29] with ...
[1:09:31] you know with these houses really close to both reliance
[1:09:34] as well so you know I've perhaps
[1:09:37] we'll be better left employment lands that the input it
[1:09:40] seems to be just get get more units on the
[1:09:42] ground and locals worry about everything later run I don't
[1:09:45] support that so I I thought this was
[1:09:47] all supposed to be part of you know
[1:09:51] planning where you you didn't have the constraints of of
[1:09:56] having ...
[1:09:58] you know the rush to get a plan of subdivision
[1:10:00] done that yours we're supposed to take our time and
[1:10:04] with a good long term plan I just don't see
[1:10:06] that happening in this one so I'm not sure why
[1:10:08] I'm doctor
[1:10:10] thank you
[1:10:11] recorded vote
[1:10:15] which one can throw
[1:10:19] so the board is run everything except with the exception
[1:10:24] recommendation number 9
[1:10:26] under recorded for guys cards for
[1:10:31] any man foster son
[1:10:35] well thank you Mr sharing things my motion so I
[1:10:37] guess why not
[1:10:38] I'm not lying right I believe that we are three
[1:10:43] years last month at that so the staff of been
[1:10:48] added address but as with the
[1:10:52] the program will be dealing with that later on but
[1:10:55] ... a lot of a lot of work has gone
[1:10:57] into this a lot of public engagement we're gonna wanted
[1:11:00] while a lot of things happening
[1:11:03] thank you structure
[1:11:06] Frank you're any body I'm not really worrying about that
[1:11:10] whenever you're ready Sir
[1:11:12] thank you Mister chair and it is a mercenary but
[1:11:16] man forced to suck my counselor reporter it is on
[1:11:18] screen for you now ... minus recommendation on which we'll
[1:11:22] deal with next starting counts the Neil
[1:11:29] councils what yes
[1:11:32] map posted
[1:11:34] yes
[1:11:36] cancel reply yes
[1:11:39] Johnson Johnson
[1:11:42] nope
[1:11:44] and I should just point out that the accounts to
[1:11:46] trail
[1:11:47] is still absent accounts that you're innocent
[1:11:51] yes
[1:11:53] our motion is carried forward to
[1:12:03] constantly on recommendation number and 9
[1:12:08] so I was gonna move that the
[1:12:12] compensation to Claritin B. inequivalent amount of your lands
[1:12:18] from the developers
[1:12:21] S. recommender freelance
[1:12:28] because the drones is second in that land our questions
[1:12:33] are how many
[1:12:36] I just want to speak would reconsider so go ahead
[1:12:39] so the misspelled a is for her to close this
[1:12:42] road allowance and I I did ask
[1:12:45] stop in the area involved here but it's fairly large
[1:12:50] piece of land and my concern is that we're not
[1:12:53] going to get sort of fair value for it ...
[1:12:57] and I think the only way we will just we
[1:12:59] actually get sort of an in kind
[1:13:02] transferred back from the developers four other extra park land
[1:13:07] were perhaps could be a multi use trail ... so
[1:13:12] I think the reasons advanced by the developers really don't
[1:13:15] make sense because
[1:13:17] there were a
[1:13:19] you know like all all I'm saying is
[1:13:22] as to what I see there's two separate developers involved
[1:13:25] here
[1:13:26] ... so each could just simply contribute an equal amount
[1:13:30] of land in a and are either in the form
[1:13:33] of a park or something but for us to get
[1:13:35] on a sort of a normal amount of money for
[1:13:37] this area of land I just think this is not
[1:13:41] the way to go in and my concern is that
[1:13:44] seems like when we sell land we don't get near
[1:13:47] enough is what we should do for it and then
[1:13:48] we buy land we're always paying the highest possible price
[1:13:52] so I I'm just looking for a way to guarantee
[1:13:55] that they misspelled it gets
[1:13:58] sort of an equivalent amount of land back from the
[1:14:02] dust that's all and they certainly are welcome to
[1:14:06] builder plans around ... taking over the open road allowance
[1:14:09] but
[1:14:10] until this transfer something to install units ... which ...
[1:14:15] requirement you know really a request on value it's all
[1:14:18] next court vote
[1:14:20] thank you mayor foster go ahead thank thank you so
[1:14:26] yeah I if I can address that question to staff
[1:14:30] ... thinking that this sounds are
[1:14:34] the you got
[1:14:37] all say that you know that the fabric on the
[1:14:40] secondary plan adult cancer meals of the land needs to
[1:14:44] be in this area ... is this a difficult ...
[1:14:49] you know or or reasonable undertaking on IT service it
[1:14:53] seems reasonable but some were not the ones that need
[1:14:56] to need to work and so helpless items most use
[1:15:01] how easy or difficult bicycle or not advisable this would
[1:15:06] be nice ... as far as one class
[1:15:10] ten Mr Forster to it to you Mister chair too
[1:15:14] to me a foster family to be confused as to
[1:15:17] why do you like me to clarify sorry my apologies
[1:15:21] we blitz well instead of ... instead of taking cash
[1:15:26] from the land ... cancer deals proposing that we do
[1:15:29] a lamb's us off and I don't know how easy
[1:15:34] or difficult it is but it looks like yeah so
[1:15:38] looks like Mr Windle what is going to
[1:15:41] and I think it was going to do for them
[1:15:43] the question to him thank you hello Graham is that
[1:15:45] windows
[1:15:48] thank you Mr chairman and
[1:15:51] ... you attach it to mayor foster ... good evening
[1:15:53] everyone ...
[1:15:56] yeah I mean it with staff as indicated in the
[1:15:58] staff report ... you are our preferred or suggested by
[1:16:02] option ... given the fact that we've got three property
[1:16:06] owners are with three separate pieces of right away ...
[1:16:10] that would need to be conveyed to them we're suggesting
[1:16:13] that ... undertaking this ... just prior to the planned
[1:16:17] subdivision coming forward ... in terms of ... their purchase
[1:16:22] of this property is the most efficient way to undertake
[1:16:26] this to pave the way for this the secondary plan
[1:16:29] to be completed and ultimately for subdivision plans are to
[1:16:33] be ... to be applied for which are complicated by
[1:16:36] the fact that ... we if we continue to continue
[1:16:39] to own the property ... as Mr pally then it
[1:16:42] then it to it impedes the ability for the developer
[1:16:44] to go forward as planned subdivision but more importantly ...
[1:16:48] from a staff perspective we are challenged to figure out
[1:16:51] what that trade off may be ... we're not exactly
[1:16:54] sure of what what exactly are pretty is ... say
[1:16:58] required for for park land dedication or even additional right
[1:17:03] away say on Preston Preston bail the would that might
[1:17:06] be able to accommodate to a multi use trail or
[1:17:09] path ... we're we're just not to act again a
[1:17:13] level that detail and and that's where the plan of
[1:17:15] subdivision are comes in ... in that we would work
[1:17:18] out so all those requirements ... described have been predicated
[1:17:23] on the fact that the land would would've been transferred
[1:17:26] to the ... to the developers and then we can
[1:17:29] deal with our park land dedication or any other our
[1:17:32] requirements to work through the plains subdivision process we just
[1:17:36] ... intimate to counsel that we think this is the
[1:17:38] most efficient ... efficient process to undertake
[1:17:44] thanks for
[1:17:46] thank you
[1:17:48] are there any
[1:17:51] further questions or comments
[1:17:54] on my
[1:17:56] council near I guess you got to Robert
[1:18:01] well it's certainly not what's proposed here is certainly efficient
[1:18:05] for the developers because they're going to get a lot
[1:18:07] of land for very little money on my mind so
[1:18:11] if so what I see here is
[1:18:15] at some point you know like we're gonna be looking
[1:18:17] for trail connection if we have to turn around and
[1:18:19] buy it from the developer we're gonna be paying
[1:18:22] probably 10 or 20 times
[1:18:25] ... what we're going to be selling this land for
[1:18:27] my in my estimation so ...
[1:18:30] and what I'm what I'm trying to avoid is where
[1:18:33] we get basically in essence give this land away for
[1:18:36] what amounts to a rounding error for the developers so
[1:18:40] I don't know why staff are so bound and then
[1:18:43] to do that ... but you know the numbers I
[1:18:47] saw
[1:18:49] was probably like
[1:18:51] rice of it would be about one quarter or sorry
[1:18:56] one fifth of the price of a single semi lives
[1:18:59] what we were you know ... and I just don't
[1:19:02] see that as being fair due to us in this
[1:19:05] process so I'm sure the developer wants to get on
[1:19:08] with it I do see some sort of arrangement being
[1:19:11] made aware by the ... you know we have a
[1:19:14] letter of understanding saying you know what this is tax
[1:19:18] amount of square feet ... and we'll get that back
[1:19:21] from you either either in the form of additional park
[1:19:24] land not parkland dedication additional park land or land for
[1:19:29] additional trail connections that we need because you know it
[1:19:33] was one of the points I was trying to make
[1:19:34] was
[1:19:36] ... we're gonna need probably much more in the way
[1:19:39] of trail connections and what's on this plan has been
[1:19:41] approved ... so let's have the developer come to the
[1:19:46] table and help us out and we're we don't have
[1:19:48] to turn around right at the check you know just
[1:19:50] to get something we need a nap that hasn't been
[1:19:53] planned for the day and I I you know there's
[1:19:55] a lot of lot of land going to be involved
[1:19:57] here not only this secondary plan but the one next
[1:20:00] door ... so at some point we're gonna need something
[1:20:03] back and I'm just trying to come up with a
[1:20:05] way of making sure that you know we we didn't
[1:20:08] sell low and buy high so it's all
[1:20:12] recordable thank you
[1:20:16] a recorded vote of council Hooper
[1:20:24] what's your hand up runs over
[1:20:26] well it was it was but I think also deal
[1:20:29] wrapped up so I will I will tell
[1:20:34] okay

[1:21:48] yeah I've been on all in favor
[1:21:51] yes yes yes yes

[1:22:04] thank you
[2:59:23] Hey welcome back everyone you're about to resume
[2:59:28] ... the next item on that list is book hero
[2:59:32] neighborhood secondary plan
[2:59:34] delegation of Houston Nick Perez you
[2:59:38] Mister Peres you're you're gonna
[2:59:43] I'm here Mister chair thank you workers for go ahead
[2:59:46] whenever you're ready
[2:59:48] thank you good evening researcher you have 10 minutes
[2:59:52] okay that's good and I'm hoping
[2:59:56] I thought I had five so that's great Mr Jr
[2:59:58] thank you good evening Mister chair and members of the
[3:00:01] council my name is ... nickel edgy and I'm with
[3:00:04] macaulay show me house and and I'm representing the owners
[3:00:07] of twenty two sixty five twenty three oh five and
[3:00:11] twenty three twenty five building bill Avenue
[3:00:15] ... I want to note that there is a fourth
[3:00:17] property in the area of twenty two eighty five Bowman
[3:00:21] bell Avenue that I don't represent
[3:00:23] ... the properties are on the east side of phone
[3:00:26] bill Avenue and south of Longworth St
[3:00:31] are there for properties that each have a single family
[3:00:34] dwelling others sat relatively far back from the main road
[3:00:38] Bowman fell out in your
[3:00:40] the properties are access by Alain that is called Lyndon
[3:00:43] lane
[3:00:46] and I'm speaking tonight on behalf of these owners ...
[3:00:49] on the brook hill ... neighborhood secondary plan
[3:00:54] the official plan defines Bonneville Avenue as a local corridor
[3:00:59] a priority intensification area and outlines a range of densities
[3:01:05] are required or or possible for the area of thirty
[3:01:09] to forty units per actor two point zero floor space
[3:01:13] index or FSI and up to six storeys in height
[3:01:19] the brook hill a proposed draft secondary plan policy state
[3:01:26] ... that local corridors are to be the focus of
[3:01:29] higher density and should have the greatest heights area
[3:01:34] however the proposed plans sorry the lands are proposed to
[3:01:38] be designated low density in the secondary plan
[3:01:42] even though two of the preliminary two of the three
[3:01:46] preliminary options had a higher density medium density designation
[3:01:52] as what we feel is appropriate for the lands
[3:01:56] ... the block to the north of the Linden lane
[3:01:58] properties is proposed as part of the secondary plan to
[3:02:03] be designated as a neighborhood center
[3:02:06] which is proposed to accommodate similar medium densities and up
[3:02:10] to six storeys in height
[3:02:13] Longworth Avenue is proposed to shift slightly to the south
[3:02:17] and that brings the subject lands even closer to this
[3:02:20] medium density neighborhood commercial node
[3:02:25] the draft secondary plan also requires a block master plan
[3:02:29] to be developed for the block on the east side
[3:02:32] of Bowmanville Avenue and south of Longworth St
[3:02:36] the area south of Lyndon lane includes twenty years so
[3:02:41] single family dwellings that are far less likely to redeveloped
[3:02:45] into Lyndon lane properties are
[3:02:47] we believe that the block last plan is an onerous
[3:02:51] process
[3:02:53] which sets up the potential redevelopment on Linden lane to
[3:02:56] fail
[3:02:59] the Linden lane properties have direct frontage on a list
[3:03:02] on the local court R.
[3:03:05] they have good connections to transportation infrastructure including the Bonneville
[3:03:09] go station which is about one point six climbers okay
[3:03:12] and is what the closest redevelopment sites in Brooksville to
[3:03:17] the goal station
[3:03:19] the layout of the site makes them prime candidates for
[3:03:22] redevelopment why is that you might ask Mister chair the
[3:03:26] front of these properties are about a hundred meters of
[3:03:28] the frontage of these properties is completely bacon there's nothing
[3:03:31] there the single family detached homes that are on these
[3:03:34] properties is set very very far back to the very
[3:03:38] back of Lyndon lane abiding ... the natural heritage area
[3:03:41] and the creek to the back
[3:03:44] the properties have about a hundred and ninety two hundred
[3:03:47] ninety five meters a width and depth which is sufficient
[3:03:52] to accommodate any transition that might be required to existing
[3:03:55] development I mean scaling down did the existing development
[3:04:01] the owners can't support the low density designation or the
[3:04:05] requirement for walking past your plan
[3:04:08] and are asking council to work with us and to
[3:04:12] work with staff prior to this going to counsel to
[3:04:15] trying to cheat the fall a medium density designation and
[3:04:20] densities on the site that are consistent with the local
[3:04:23] court R. policies along Bonneville Avenue
[3:04:26] removal of the requirement for a block master planned
[3:04:30] which can be replaced with development and build farm transition
[3:04:34] policies to maintain compatibility while allowing Riddick redevelopment to proceed
[3:04:41] Mister chairman also submitted a letter on behalf of the
[3:04:43] owners and I know that's gone to planning stopping your
[3:04:46] courts department it might not be on your agenda for
[3:04:48] tonight to be received but I assume if it's not
[3:04:51] there tonight will be received by council in a couple
[3:04:53] weeks those are my ... submissions Mister chair and I'm
[3:04:56] happy to answer any questions
[3:04:58] thank you very much I see Constand's lawyer has requested
[3:05:03] grab something
[3:05:06] yeah thanks Mister choke choke you saying that that is
[3:05:09] designated low density where were you getting that from
[3:05:13] I was I was looking at sketch
[3:05:18] that actually your point sent me to serve noon which
[3:05:21] suggested that it was not low density so
[3:05:25] Mr carousel as low density three Mister chairs low density
[3:05:29] proposed in the ... in the draft secondary plan is
[3:05:32] before you I'm not sure
[3:05:35] ... what was sent to you this afternoon I don't
[3:05:37] have a
[3:05:40] it might have been one of the two options that
[3:05:43] show the property as well interesting it's good yeah I
[3:05:48] don't know but ... the one the
[3:05:51] secondary plan those before you tonight has ... low density
[3:05:54] designation ones
[3:05:59] so as I understand it your
[3:06:02] he's been no studies done to date mmhm ... which
[3:06:07] would
[3:06:08] address the issues that I get I guess for example
[3:06:11] the neighborhood the neighbors to the south would have
[3:06:15] so are you what it what exactly is it you're
[3:06:18] asking that I
[3:06:20] because you know there's been a bunch of studies done
[3:06:23] further
[3:06:24] remainder of the property but not this much not this
[3:06:27] part so are you seeking like a a deferral of
[3:06:30] this
[3:06:33] ... well Mister chairman I I know ... I'm I'm
[3:06:36] a bit by me personally I'm a bit late to
[3:06:39] the game I know the owners have been ...
[3:06:42] I have been involved for some time ... you know
[3:06:45] personally I think you know I I don't know if
[3:06:49] it would be fruitful I I certainly hope to talk
[3:06:51] with staff over there over the next week or so
[3:06:54] to see if there's any ... you know what the
[3:06:57] options might be ... I don't want to say that
[3:07:00] a deferral is the way that it has to go
[3:07:02] perhaps it's something we can work with staff
[3:07:05] over the next couple weeks or potentially beyond that you
[3:07:08] know after it sent to ... regional council for approval
[3:07:12] on an amendment ... but I think in terms of
[3:07:16] ... studies being done that this is the study ...
[3:07:19] frankly if if your client is to participate in the
[3:07:23] study Drexel
[3:07:25] but this is a public process they're they're taking part
[3:07:27] in the public process I don't think anyone known or
[3:07:30] whether you're a developer who's part of a developer's group
[3:07:33] or a single family detached owner who's a part of
[3:07:37] a second I think they should have a similar ...
[3:07:42] stand on the internet so what if what if your
[3:07:44] plan was for the opportunity to seek a
[3:07:50] Fishel
[3:07:53] thank you to studies and go ahead and submit your
[3:07:57] yes ... three Mister chair of the the issue with
[3:08:00] that unless council were to grant them an exemption is
[3:08:03] that ... the planning act now restricts official plan amendments
[3:08:07] from being filed within two years what am I getting
[3:08:10] at is it is
[3:08:12] what if you were given the ability to bring foreign
[3:08:15] application with all the necessary studies
[3:08:19] to address all the issues transportation
[3:08:23] access you know neighborhood concerns
[3:08:28] we can't work it out so thank you Mr chair
[3:08:30] that's something I can certainly talk to them about ...
[3:08:33] provided that they did not that the the two year
[3:08:36] moratorium on an amendment was waived and that's something I
[3:08:39] could certainly talk a little bit and see if they'd
[3:08:41] be interested in that okay thank you
[3:08:46] your browser are there any further questions for
[3:08:55] they're being non thank you for your plate numbers have
[3:08:59] misinformation
[3:09:00] thank you Mr chair
[3:09:16] hello remover until 8.3
[3:09:21] our repair the secondary plan update
[3:09:26] from there near a charge additional public comments
[3:09:33] I need a motion for about these
[3:09:36] consular smart remote gonna
[3:09:38] no I've just ... that previous delegate kept cutting in
[3:09:42] and out on my own and what I was hearing
[3:09:45] I don't know that was the same for everybody
[3:09:49] I haven't heard any
[3:09:52] comparable okay right now that's right is it is it
[3:09:55] okay now
[3:09:56] it is now but you're not the previous d'elegance alright
[3:10:01] thank you for your
[3:10:03] thank you all move that if you want okay from
[3:10:06] there maybe that was on his mind I yes I
[3:10:09] need a second of a back
[3:10:12] Iraq plans the Hoover
[3:10:18] are the questions are common
[3:10:24] not near farce the go ahead please
[3:10:27] thank you Mister chair Mister chair I do understand that
[3:10:30] some people are having a hard time hearing you ...
[3:10:33] I get that when I'm in the chair as well
[3:10:35] I think it's because your ... you're forced to
[3:10:39] yeah I have to wear off amassed
[3:10:43] ... couple of higher level ... questions on the record
[3:10:48] firstly I'm I'm noting that in lieu in this report
[3:10:53] we are reading that that parking on streets is an
[3:10:57] effective traffic calming measure it which I don't disagree with
[3:11:04] ... but but does this give rise to a you
[3:11:08] know a lot of a greater dialogue that we need
[3:11:11] to have with on street parking so we're thinking that
[3:11:15] it is good here we've got limitations ... in other
[3:11:19] spots in the municipality that when when we when we
[3:11:24] drive the planned ... with that with our our parking
[3:11:29] policies and I honestly don't know who that says that
[3:11:34] goes to
[3:11:37] Mr window lying take a crack at that or maybe
[3:11:41] ... I don't know if that Mr maciver
[3:11:44] it is on the line that's nice
[3:11:48] well thank you I'm sorry this is
[3:11:52] with the women are you making a profit back
[3:11:55] excuse me yes yes I will certainly ... start I
[3:11:59] think I know a little bit about that ... but
[3:12:03] I was referred to in this nine minute she needs
[3:12:06] add anything additional to what I may say ... I
[3:12:09] do understand it ... on street parking has been discussed
[3:12:13] in personality I believe that ... through our zone Clarington
[3:12:19] process through the zoning bylaw review ... we will be
[3:12:23] looking at parking ... as as an issue in determining
[3:12:29] what the options are to address ... all manner of
[3:12:32] required parking standards including ... on street or off street
[3:12:35] parking
[3:12:37] and I will admit I don't remember if that's a
[3:12:40] study that has also been moved up in our
[3:12:44] in our in our list of things to do but
[3:12:45] I know that there is a discussion ... that we
[3:12:48] would address throughout through his owning bylaw ... project review
[3:12:53] process
[3:12:54] okay I'm I'm looking at integrating so as as much
[3:12:57] as we thought
[3:12:59] one spot or are we looking at integrating everything for
[3:13:03] one policy across all cleared
[3:13:08] so you know you'll get arguments that you know we
[3:13:11] we restrict parking to
[3:13:13] you know 3:00 hours
[3:13:16] you know we we we don't have
[3:13:19] I don't have the ability let's see how fast the
[3:13:22] car overnight and I can tell you that councillors you
[3:13:27] know probably a quarter of their complaints are that someone
[3:13:31] got a ticket for parking in a quarter of the
[3:13:32] complaints are that someone should get a ticket for parking
[3:13:37] yeah I'm sorry I'm just I'm just curious because I
[3:13:40] was highlighted in in this report
[3:13:45] through through the chair ... to verify Astor unfortunate I
[3:13:49] can't ... answered directly to sort of the parking pilot
[3:13:53] portion of it ... but again I believe it's it's
[3:13:57] an issue that that is presented in many nationalities ...
[3:14:00] and and we would certainly whether it's the parking bylaw
[3:14:04] or ... zoning bylaw exercise or urban design guidelines per
[3:14:11] neighborhood per secondary plant at that address on street parking
[3:14:15] issues ... and Austria parking issues it would be ...
[3:14:18] something that would be
[3:14:21] be looking across the entire misspelling okay like that I
[3:14:24] think of this and I think you told me that
[3:14:26] earlier I just didn't just didn't hear you ... ...
[3:14:29] ... correctly ... if you're looking specific ... you know
[3:14:33] to this report would you be looking at ... fabric
[3:14:37] lining so the challenge that we have left much smaller
[3:14:41] frontages is that on street parking is like is is
[3:14:45] very frequently that's not doable so so what would this
[3:14:51] be a part of life yeah you know so that
[3:14:54] you can actually park on the world
[3:14:56] and I'm not sure if I like that idea or
[3:14:58] not based on fact
[3:15:00] after the complaints that I get the other half of
[3:15:02] the complaints
[3:15:04] through the charity of their foster can you repeat sorry
[3:15:07] would you refuse suggested fabric lining well so they so
[3:15:12] they don't lie as your as you're developing
[3:15:16] well the areas and we have smaller smaller prejudice yet
[3:15:21] those smaller prestigious quite frequently you can't park cars on
[3:15:24] roads if we're suggesting that parking cars on roads now
[3:15:29] is an effective way of calming traffic how are we
[3:15:32] going to deal with that
[3:15:36] thank you to tear you out it's
[3:15:38] again there there's there there's potentially some combination between ...
[3:15:42] formal zoning standards or urban design guidelines you typically make
[3:15:46] it into when you have smaller lots maybe there's an
[3:15:49] opportunity to ... twin driveways ... that that open up
[3:15:53] some some curved locations for parking ... but better than
[3:15:59] additionally there may be some consideration for ... adjusting the
[3:16:03] right away as to where sidewalks may or may not
[3:16:06] to exist to provide additional ... space on the private
[3:16:11] property for parking ... but but I think we would
[3:16:14] we would look at it the checker guidelines that would
[3:16:17] address something like again twenty driveways or or or other
[3:16:21] options to ... to hopefully provide some opportunity for on
[3:16:24] street parking is I think in my experiences ... there
[3:16:28] is some value to on street parking although it has
[3:16:30] its challenges but there is a balance between private and
[3:16:33] public space parking that can create ... again a balance
[3:16:37] for for for those living living in the neighborhood or
[3:16:40] traveling to the neighborhood the understanding that ... we we
[3:16:44] are still all relying somewhat on our on our vehicles
[3:16:47] okay so it's that's going to be an interesting and
[3:16:49] when I say that I mean it genuinely it will
[3:16:52] be an interesting debate baths whose father man I'm mad
[3:16:57] mad too I think ... without being presumptuous it is
[3:17:00] a typical ... discussion at the plan of subdivision stage
[3:17:04] where developer would provide an on street ... parking plan
[3:17:08] ... which would be reviewed ... through through the missile
[3:17:11] power he has to account and appropriateness and location of
[3:17:14] spaces and and again creating ... a balanced neighborhood
[3:17:19] thank you all right I want to go back to
[3:17:21] Mr apologies comments ... regarding three up the property owners
[3:17:26] on that window as if there if they do do
[3:17:31] we have the ability to wait wait to your requirements
[3:17:36] ... what what would you view as being the appropriate
[3:17:39] steps forward ... and the second part ... on that
[3:17:45] day you know can can be area of the broken
[3:17:48] into the house into two spots the northern portion of
[3:17:53] the southern portion so certainly what Caitlyn is proposing is
[3:17:57] quite different from the higher density that's being proposed by
[3:18:01] the three property owners of the land
[3:18:06] through through the chair ... tutti America foster and again
[3:18:10] I will I will provide ... Mister cells are an
[3:18:12] opportunity to add to the to my my answer is
[3:18:16] is need be ... yes council can take the opportunity
[3:18:21] to ... to allow for amendments ... inside that that
[3:18:26] two year moratorium that comes from the planning act ...
[3:18:29] but I might back it back or something open suggest
[3:18:32] we provide you with a recommendation our recommendation is that
[3:18:36] the block master plan really does exactly what Mr plan
[3:18:39] G. is suggesting if they're willing to to do all
[3:18:42] the reports and studies in an undertaker planning we're just
[3:18:46] suggesting that that happens with in a master block transplant
[3:18:49] process that balances all the interests gives the opportunity of
[3:18:53] all all property owners to get involved ... it would
[3:18:57] include a review of the the transportation network the environmental
[3:19:01] considerations appropriate locked apps densities ... we do recognize that
[3:19:06] there is an opportunity for for a potential future development
[3:19:10] in these locations but we do our due also to
[3:19:13] know that this is an existing residential neighborhood with certain
[3:19:16] characteristics ... that we are suggesting to council is the
[3:19:20] the best option to consider the future of this neighborhood
[3:19:23] with this porcelain neighborhood is through a block masterplan
[3:19:27] yeah can I maybe I wasn't listening as closely as
[3:19:30] I should have but I it sounded as if Mr
[3:19:33] plans you might have been ... heading in that direction
[3:19:36] ... you know just have some dialogue with you so
[3:19:39] so the second part ... right I can again the
[3:19:44] the Caitlyn proposal is is very different five is it
[3:19:50] possible or desirable to split that says that block into
[3:19:54] two pieces
[3:19:58] again through through the chair to to you ... mayor
[3:20:01] foster ...
[3:20:05] the catering property presents additional consideration ... it in that
[3:20:11] the concept of development is quite dance quite high ...
[3:20:15] by and by geography yes it it looks like it
[3:20:18] provides an opportunity to be separated say are on its
[3:20:22] on its own or or be a part of one
[3:20:25] one portion of the plan verses that the northern portion
[3:20:28] but again both areas into our minds have have similar
[3:20:32] considerations in that yes we're open to development in consideration
[3:20:36] of development but has been coordinated fashion and and a
[3:20:39] proper process to our minds is is the block master
[3:20:43] plan so yes my answer would be is that they
[3:20:47] they could potentially be split out separately if the block
[3:20:50] master plan didn't exist ... and council provided the waiver
[3:20:54] of the ... the two years if the secondary plan
[3:20:57] was approved ... but they then have to go through
[3:21:01] the development application processes separately ... individually but also then
[3:21:06] provide all of the backup studies reports ... including like
[3:21:10] I said traffic traffic circulation environmental all of that but
[3:21:14] again the the answer really to that is we're suggesting
[3:21:17] the council that it's a coordinated ... plan that that
[3:21:21] is the best serves the future planning for this area
[3:21:24] okay perfect thank you for that thank you Mr
[3:21:28] bank your arm as long as your hand was up
[3:21:31] early I don't know if you got tired are the
[3:21:33] question was not answered
[3:21:37] through the chair the question was answered by Mr window
[3:21:40] our thoughts thank you
[3:21:43] next on the list we have come to the Jones
[3:21:49] thank you very much in and through the chair I
[3:21:51] guess my questions are more ... along the same line
[3:21:54] and their foster was just asking about ... around daisy
[3:21:58] block master plan and
[3:22:02] just for my own information so I don't I don't
[3:22:05] want to assume that I'm
[3:22:08] do the wrong thing here is so the two year
[3:22:11] moratorium is that just to allow for the proper planning
[3:22:17] and the proper procedures to be followed like why just
[3:22:21] that the history back from that the planning act why
[3:22:24] is it two years
[3:22:27] through the chair councillor Jones
[3:22:31] as far as the specific answer just two years unfortunately
[3:22:35] the the number escapes me as to whether it was
[3:22:37] ... specific rationale other than ... it comes from the
[3:22:40] planning act indicating that a secondary plan is approved ...
[3:22:45] that is more trying for two years and really tuned
[3:22:47] to my mind it was to ensure that
[3:22:51] a long range planning document like this goes through a
[3:22:54] very rigorous public process a local council goes through their
[3:22:58] all their good work to it to a doctor ...
[3:23:01] it a secondary plan which is actually officially an official
[3:23:04] plan amendment ... and then to have it be at
[3:23:08] the risk of sounding ... crass being picked apart ...
[3:23:12] you know within six months of its adoption ... what
[3:23:15] with applicants requesting changes it was provide some stability so
[3:23:19] to to solidify the yeah the good work of local
[3:23:21] councils due to set these are the these plans in
[3:23:24] place
[3:23:28] okay I I totally understand us ... that's what I
[3:23:32] was thinking ... I'm just I'm trying to get some
[3:23:35] creative ideas here on how to ... to get a
[3:23:39] compromise and in this area and that it does sound
[3:23:43] like you know there's there's certain groups here that feel
[3:23:46] that the two years is is a hindrance to them
[3:23:49] and I'm also thinking of the other side of it
[3:23:51] too is that ... you know it is this area
[3:23:55] of words to developed or changed after going through obviously
[3:23:59] the proper processes and applications and and studies and everything
[3:24:05] but I think it could really help our economy and
[3:24:10] and clearing ten and you know if there was more
[3:24:13] building in this area it's going to provide more jobs
[3:24:16] it's going to be like right now also there and
[3:24:18] there are so many people trying to move declaring ten
[3:24:21] and I I'm just worried that if we wait the
[3:24:24] two years and then ... you know further time is
[3:24:28] spent after that that I'm worried a little bit from
[3:24:33] a planning perspective that will we miss some opportunities here
[3:24:37] to really you know further develop that area
[3:24:41] and I would hate to miss out on that so
[3:24:44] I'm leaning towards thinking if if we can do something
[3:24:46] to to waive that time period but ... I will
[3:24:50] listen to other further comments as we ...
[3:24:54] go through the meeting tonight I think that's my questions
[3:24:56] for now but hopefully the chair will allow me maybe
[3:24:59] second time around if I do have some further questions
[3:25:01] thank you
[3:25:03] thank you very much announcement comes as far
[3:25:09] thank you in just like this afternoon I was wondering
[3:25:12] your staff could ... make some ... gentle encouragements to
[3:25:17] the developers to include sprinklers in their new buildings thank
[3:25:21] you
[3:25:25] our annual on ways to comment on that
[3:25:28] how are
[3:25:35] as long as you want to take a crack at
[3:25:37] one
[3:25:44] through the chair to councillors ward ... staff can encourage
[3:25:49] that ... as stated earlier this afternoon it is not
[3:25:54] part of the building code as of yet ... the
[3:25:58] chief building officials and the fire ... chiefs of Ontario
[3:26:02] have been trying to get it in the building code
[3:26:04] for some time ... and will continue to work on
[3:26:08] that but we can also have a crack at it
[3:26:11] as from a policy point of view but we cannot
[3:26:14] ... demanded of the developers but if they wish to
[3:26:18] do that ... they are most welcome to do that
[3:26:21] ... I can also take a crack at the counselor
[3:26:24] Jones question if you want me to
[3:26:27] of course go ahead please
[3:26:30] well ... the whole reason for the block master plan
[3:26:34] is to be able to plan that area and there
[3:26:38] may be a bit of confusion here that the block
[3:26:40] master plan will not take two years ... it is
[3:26:44] something that can be done quicker than two years and
[3:26:47] and maybe Mr Salazar can address the timing on the
[3:26:51] block master plan but the two of them ... seem
[3:26:55] to be getting confused at the block master plan was
[3:26:58] going to take another two years and then another
[3:27:02] a waiting period for another two years after that and
[3:27:05] I don't think that that's totally accurate so Mister Salazar
[3:27:09] might be able to clear that up a bit with
[3:27:11] it by explaining the block master plan process
[3:27:18] may I miss archer
[3:27:22] go ahead please
[3:27:24] thank you for your researcher at is very interesting because
[3:27:28] they compromise is the block master plan let me give
[3:27:31] you a brief history of their block master plan we
[3:27:34] have had ... there to propose on Sir one moment
[3:27:39] by Mister genesis group on by Kellen Beck came through
[3:27:42] the process of the secondary plan while we were preparing
[3:27:45] a tentative so we consider all proposals and after then
[3:27:50] I leases we came to the conclusion that these two
[3:27:53] proposals on that area west east among eleven years share
[3:27:57] many components one of the company's a share is the
[3:28:00] Greek other Baquba's creek that is one of the obviously
[3:28:05] one of their assets to the community and we need
[3:28:07] to protect them and development has to take care of
[3:28:09] that asset of the community the second element at a
[3:28:13] share is Bombay laughing at right now you have three
[3:28:16] access points that you increase with high density you are
[3:28:20] going to have traffic constraints on women we live in
[3:28:23] you I'm not only that but the emergency component along
[3:28:26] high density with one entrance on
[3:28:29] under the other components of infrastructure I'm I'm voting on
[3:28:33] another one that is very important as community participation and
[3:28:36] acceptance because DC Senate this is an established neighborhood so
[3:28:40] having said that back in September when we have the
[3:28:43] statutory public meeting we offer the opportunity of the block
[3:28:46] master plan so what does the blockbuster plan allows the
[3:28:51] applicants to look into it good high density happening to
[3:28:56] said yes and if if Seoul what would be the
[3:28:59] how he was copying the built form the densities infrastructure
[3:29:03] the transportation and the environment the protection of the creek
[3:29:07] that's how you look at the block master planning that
[3:29:09] concept comprehensively on at this time what their block masterplan
[3:29:13] bass on the policies it allows the applicants to proceed
[3:29:18] with the block master plan within that time within the
[3:29:21] next two years they don't have to wait two years
[3:29:24] that's why we wrote the policy they can do it
[3:29:27] now by council adopting the secondary plan tonight you are
[3:29:30] given permission to them to put it to proceed with
[3:29:34] the block master plan they don't have to wait two
[3:29:35] years
[3:29:40] thank thank you our
[3:29:44] any
[3:29:45] anything further from
[3:29:49] I am I am running a grand Prix's
[3:29:53] not going to get an amendment Mister chair
[3:29:57] two up for the lands that are shown in the
[3:30:00] block block master plan that
[3:30:03] the
[3:30:05] clickable land policies and designations be deferred
[3:30:09] and
[3:30:11] to allow the owners to submit official plan amendments before
[3:30:16] the expiry of the two year
[3:30:18] more torrent
[3:30:21] hi there click on the freelance Moshe
[3:30:25] hi consider drones
[3:30:29] are you
[3:30:32] yeah
[3:30:33] right okay gardens I wanted so
[3:30:38] we already gave her some leeway to ... we already
[3:30:43] directed staff to accept ... an apt an application for
[3:30:46] ... pre consultation
[3:30:49] hello
[3:30:51] 1 owner contest I think it's 4060 even 70
[3:30:56] somebody's not you did Mr
[3:31:00] somebody's not needed 3
[3:31:03] okay thanks Brian
[3:31:09] I guess this would allow that application to run its
[3:31:12] course take
[3:31:14] ... as far as I understand you're gonna have to
[3:31:17] deal with issues
[3:31:20] ... not just for their own property but for the
[3:31:23] area in general and any of that and the same
[3:31:26] with if if ... Mister ... pop up like these
[3:31:30] clients want to go ahead and do an application
[3:31:36] ... they will have to prob presume we do the
[3:31:40] same so another words won't just be restricted to their
[3:31:43] own property in terms of study so
[3:31:46] so I if they want to go ahead and ...
[3:31:50] take a run at
[3:31:52] ... something more dense than ... single family or low
[3:31:56] density than ... I don't see any reason why they
[3:32:00] should be held back from that ... I mean the
[3:32:02] public's gonna get involved no matter what
[3:32:05] so I I just see this as a different perhaps
[3:32:08] past but
[3:32:10] it does take into consideration what we've already said to
[3:32:13] Caitlyn which was
[3:32:15] the staff were directed to take pre consultation with them
[3:32:18] and then you know proceed in the normal course right
[3:32:22] I recall that being part of that motion proceed in
[3:32:24] the normal course so
[3:32:26] ... and as I understand it they were told as
[3:32:29] part of the pre consultation that there're ... studies would
[3:32:33] have to deal with the entire area so I think
[3:32:35] we got this covered off ... but what it doesn't
[3:32:40] ... demander ... is that for example ... hence the
[3:32:44] the group of represented by Mr Peleg he doesn't have
[3:32:48] to work necessarily hand in hand with the cake group
[3:32:52] that's all they could watch drone applications
[3:32:56] I just see that as ... perhaps ... I don't
[3:32:59] I don't see how we're giving up anything in terms
[3:33:02] community consultation or studies or whatever it's not it's not
[3:33:06] it's just giving them a path forward if they want
[3:33:08] to take it so that's all thanks
[3:33:10] consummated before I moved to a foster they marked on
[3:33:14] it on the screen is not exactly the way you
[3:33:18] wanted it to be
[3:33:21] ... and and does it ... sorry land land policies
[3:33:25] and designations
[3:33:29] I believe is the wording that should be there
[3:33:34] is that correct tomorrow
[3:33:39] I believe so yeah okay thank you
[3:33:42] are there foster
[3:33:45] well thank you Mister chair yeah just to let Mr
[3:33:48] sergeant are just not can I just ... to up
[3:33:51] bring official plan amendments
[3:33:55] sorry to apply for official plan amendments prior to the
[3:33:59] two year
[3:34:01] after a service is looking along a
[3:34:04] to allow the applicable owners to apply
[3:34:07] for official plan amendments
[3:34:11] okay
[3:34:12] thank you
[3:34:18] thank you
[3:34:19] okay thank you garnered their foster
[3:34:24] thank you Mister chair Mister Salazar isn't isn't this what
[3:34:27] you just described to us with perhaps the ... the
[3:34:32] distinction and I don't know if it's caught here with
[3:34:36] a distinction that ... the the group from London might
[3:34:40] go ahead on their own but if if I was
[3:34:43] listening I I think this does does what you already
[3:34:47] have in place
[3:34:49] good for you Mr sure that's correct there right now
[3:34:54] the block master plan doesn't confirm or change any existing
[3:34:57] land use designations so if I am I may forgive
[3:35:02] it for these resolution is that okay if the intent
[3:35:06] of counselors to allow owners of doppler within the blockbuster
[3:35:10] Canaria to apply within the next two years just then
[3:35:13] you need to say get that as soon as you
[3:35:16] say deferred the land use policy designations you are taking
[3:35:20] away what they may have already today I start ups
[3:35:23] in terms of land use designations so do you think
[3:35:26] tank is to apply it to let them apply then
[3:35:29] I would suggest that yes be saved say that
[3:35:33] with the tires what I thought you said the the
[3:35:36] compromise was the block master plan and I thought I
[3:35:39] heard you say something about they would have three years
[3:35:43] to apply so we wouldn't worry about that two year
[3:35:46] a limitation
[3:35:49] good to you Mister chair dimana toward him under the
[3:35:51] planning act is for two years so if the council
[3:35:54] decides they could apply within those two years after the
[3:35:57] two years that could apply any time
[3:35:59] okay so whoever called well leave a leave that advice
[3:36:03] with the with the mover of the motion thank you
[3:36:06] thank you Mr Salazar
[3:36:08] thank you counsel mayors from there I moved along to
[3:36:13] ... comes the Jones
[3:36:18] so I just want to clarify so this would allow
[3:36:23] each landowner to do their own
[3:36:26] Daddies do their own work they wouldn't be necessary they
[3:36:29] wouldn't be tied together Zacks corrected as Mr cells are
[3:36:34] constantly no room the server is now joining
[3:36:39] okay S. A. to you Mr church at the consulate
[3:36:42] in sweat this will allow any property owner within the
[3:36:45] block masterplan area could proceed with an application we have
[3:36:48] been very clear to all dapp prospective applicants or tool
[3:36:53] those who have shown interest that when you do this
[3:36:56] study they need to consider forty cent stake in park
[3:36:59] on Bowman B. creek not only from the north in
[3:37:03] part but also to Steven slang so much of the
[3:37:06] work that they will have to do anyway will include
[3:37:10] other areas within the blockbuster primary
[3:37:13] and that was what counseling is different too they need
[3:37:16] to do to assist ice anyway
[3:37:21] yes I absolutely want that to be done I am
[3:37:24] okay I just want to make sure that people wouldn't
[3:37:27] be grouped in together and
[3:37:30] I guess that they would be tied to that that
[3:37:32] two years okay thank you very much
[3:37:36] thank you very much constituents
[3:37:40] our concern over
[3:37:44] I think it is nothing thank you Mister chair so
[3:37:46] ... just so they get this through my mind this
[3:37:49] is taking from ... along worth Avenue right completely down
[3:37:52] to Steven's road as that as and over to Bonneville
[3:37:55] Avenue one block block master banquet
[3:38:01] through through you Mister chair at the to consider Hooper
[3:38:06] the areas and are from the lane to the north
[3:38:09] a south or what we consider the neighborhood center to
[3:38:12] a student's wrote to the south
[3:38:16] in order to and over to Bonneville Avenue correct
[3:38:19] and yes beating the clickable number 11
[3:38:23] okay thank you very much thank you Mr thank you
[3:38:27] for our concert Jones round is still out
[3:38:35] sorry about that and
[3:38:37] continue
[3:38:42] yes Sir your honor Opeth no no it's okay
[3:38:49] contra dancing can I ask one more question you're moving
[3:38:53] for a second time around
[3:38:56] if I have a second looking
[3:38:59] seconded by councilman Nino
[3:39:03] questions or comments are in favor
[3:39:07] yes yes yes yes
[3:39:10] and your post
[3:39:12] red green lawn go ahead please
[3:39:16] I'm I'm just wondering if ... the mover would consider
[3:39:20] ... an amendment to this I'm just wondering if we
[3:39:24] need to add in
[3:39:30] the
[3:39:32] do we write in part led to for all the
[3:39:34] policies that the optical land policies
[3:39:39] during if we got everything in right
[3:39:44] I'm just thinking it through maybe I spoke too quick
[3:39:46] ...
[3:39:48] okay sorry
[3:39:50] I thought that we maybe there was something missing there
[3:39:52] okay sorry I think it's good thank you okay bank
[3:39:56] of America plaza
[3:39:59] well thank you Mister chair Mister Salazar gonna make you
[3:40:02] repeat yourself ... that you had some concerns with motion
[3:40:06] asking was as it was written
[3:40:10] suggesting that if we deal with the two year moratorium
[3:40:14] alone ... that that would
[3:40:17] that would take care of things so that could you
[3:40:20] could you repeat
[3:40:22] what you're told me and at that there's a simpler
[3:40:24] way and perhaps not one that protects everyone's interests better
[3:40:29] ... if we simplify this
[3:40:32] with 3 researcher to the media foster
[3:40:36] the intent of counselors to allow
[3:40:39] any property owner within the area to apply within the
[3:40:42] next two years on I might my belief is that
[3:40:46] a solution to the guests reflect the council is allowing
[3:40:50] property owners to apply within the next two years we
[3:40:54] through the consultation process we will outline the different studies
[3:40:59] on the area on the scope of those studies as
[3:41:01] part of that process
[3:41:03] okay so the motion as it's written does that S.
[3:41:06] I mean if we pass that and the intent of
[3:41:09] of motion is you know with is is here ...
[3:41:13] just the motion as it's written and because you've any
[3:41:17] any challenges
[3:41:21] let me read it read them when it once again
[3:41:24] please
[3:41:26] I just wanna make sure that we don't shoot ourselves
[3:41:28] and perhaps property owners and in the foot along the
[3:41:30] way
[3:41:32] yes the the only concern I have is that the
[3:41:36] applicable land policies and designations be different at this time
[3:41:40] we are not changing the designations of those lands the
[3:41:44] land use designations the only thing that we had done
[3:41:48] is to have an overlay for I'm block master plan
[3:41:52] so we're not changing this ignition so different that the
[3:41:54] sick patients with I don't know if it means deck
[3:41:57] system designations of those lands
[3:42:02] okay
[3:42:03] all right so let's open it open to interpretation but
[3:42:07] I don't I don't know for stepping on a land
[3:42:09] mine or not okay thank you Mr chair thank you
[3:42:12] Mister Ruston high I believe president Clinton your hand up
[3:42:16] so you retire trying to make the changes right I'm
[3:42:19] still not going well yeah I don't I don't think
[3:42:22] any changes needed I'm I'm reading directly from
[3:42:25] the letter ... written by western consulting ... representing one
[3:42:30] of the landowners
[3:42:32] ... were they specifically request that we quote D. for
[3:42:36] the applicable policies and designation
[3:42:39] for the subject property so that's I assume they know
[3:42:42] what they're doing ...
[3:42:45] that's the
[3:42:46] so it's a big land development firm ... Mister curator
[3:42:50] so I thought we were doing in fact what they
[3:42:55] were requesting but
[3:42:57] but also doing the same for the property owners to
[3:42:59] the north so that we're not treating them differently that's
[3:43:02] all but
[3:43:03] you know I think we need to treat them the
[3:43:04] same moral us if they have
[3:43:08] so I I didn't propose to change the wording Mr
[3:43:12] right
[3:43:15] thank you
[3:43:19] there are no more questions or comments so all in
[3:43:23] favor
[3:43:25] yes yes yes yes
[3:43:29] yes
[3:43:31] Erin your both
[3:43:35] we're being non that's carried unanimously
[3:43:41] another question Mr
[3:43:44] on the main motion yes Sir okay go ahead
[3:43:50] hi I want to again go back to the issue
[3:43:53] of trails ... this
[3:43:56] in this plan and there is a lot more verbiage
[3:43:59] in this document about
[3:44:02] the trails
[3:44:05] I think it's section 9
[3:44:09] 9.10
[3:44:14] and
[3:44:15] I wanted to get some clarification what this
[3:44:19] paragraph meant nine point ten point ten trails identified and
[3:44:22] schedule a
[3:44:24] shall be assessed as part of an environmental impact study
[3:44:27] being undertaken on adjacent land so what is that what
[3:44:30] is actually what does that mean
[3:44:34] is that your business hours are
[3:44:37] sure I miss the stars ... I think your crop
[3:44:40] up on your lap
[3:44:43] yes Mr church some of the trails and see some
[3:44:46] of the lands at that are designated for future environmentalist
[3:44:51] alley will required for us to complete those A. S.
[3:44:55] as to the time and the right location of those
[3:44:57] strengths
[3:45:01] what thank you what Y. N. E. I. S. like
[3:45:04] I'm just curious why there's different wording for this versus
[3:45:07] the one which is dealt with which was southwest Curtis
[3:45:15] and it talks about adjacent lands what do mean by
[3:45:17] Jason was that mean lands outside of this planner
[3:45:22] at three you Mr sherry said Jason last of the
[3:45:25] trail system
[3:45:27] okay
[3:45:28] so at looking at page to 29
[3:45:33] the
[3:45:35] what what is the trail like on the
[3:45:38] the sort of following the Bonneville creek ... it just
[3:45:41] sort of stops along with avenues that intentional or
[3:45:45] I would have thought it would you want to go
[3:45:47] all the way down to
[3:45:49] king street
[3:45:51] it is sorry my computer just froze one second please
[3:45:55] and bluegrass schedule latest being referenced in section
[3:46:00] 9 of the year are printed
[3:46:08] I'm getting there just give me a second please
[3:46:16] okay sorry for my technical problems wins the contest I
[3:46:20] would ask and mark and the pride that there has
[3:46:23] been a leader in this project can you share that
[3:46:25] that with fan sure screen that especially pleased okay
[3:46:31] I think it
[3:46:33] why does that thank you done selected us
[3:46:37] some further questions on
[3:46:39] okay thank you
[3:46:51] let me share my screen now one second please okay
[3:46:54] I got it
[3:46:56] and
[3:46:57] and we're okay
[3:47:00] so you're referring to this is the wrong plan sorry
[3:47:04] my mistake
[3:47:06] the the the the
[3:47:09] looking at the schedule a of
[3:47:12] okay one second please
[3:47:24] market do you have does schedule please
[3:47:28] well you know I won't
[3:47:29] structure that I just give me
[3:47:35] yeah thanks so much
[3:47:37] what what is the the trails stop it longer if
[3:47:41] there were along the boulder creek
[3:47:46] is that intentional or just missioner
[3:47:51] can we get your real mother is what is it
[3:47:53] stop there
[3:47:57] Hey sorry I'm trying to locate a schedule in my
[3:48:01] computer but it's not getting that sort
[3:48:05] but somebody's got to open the scoring is already checked
[3:48:08] by mistake how you got here all right at the
[3:48:11] point where I was
[3:48:13] asking about yeah what is it stop right there
[3:48:17] I don't know exactly placed obsession okay so I guess
[3:48:22] my other question is how does how does it get
[3:48:24] under ... along with Avenue
[3:48:33] the thank you can't usually I'm in I'm assuming it
[3:48:36] would be a mistake to try to have people walking
[3:48:39] across recycling across
[3:48:42] Longworth
[3:48:44] so should not somehow get under a bridge or something
[3:48:48] ... I have no doubt
[3:48:51] he is now joining
[3:48:54] okay I'm sorry
[3:48:56] that is correct
[3:48:59] and I hope it goes over well actually there's a
[3:49:03] bridge as you know concerned
[3:49:04] I'm sure there's a bridge at Longworth and and the
[3:49:07] trio would conceivably go underneath the bridge right go up
[3:49:12] one for the record there's another bridge up on on
[3:49:15] Google Avenue to further on up the the eventual plan
[3:49:20] we from way back when was to take it from
[3:49:23] Belize two thousand all the way up to the ...
[3:49:26] it believe the peace side of the creek all the
[3:49:29] way up through the canal ... ... we're near Anderson
[3:49:35] goes up underneath the old what we used to call
[3:49:38] the Jacqueline creek Bailey Bailey bridge and moves up through
[3:49:43] their into the wooded area through there and then goes
[3:49:45] along on the probably the west side may even have
[3:49:48] to cross over to the east ... the story to
[3:49:51] the west side from the side ... maybe on the
[3:49:54] Bailey bridge that's down on Jack when the old Jackson
[3:49:56] road and then it would go along and follow the
[3:49:58] creek up along underneath the bridge similar to what they've
[3:50:01] done on the ... ... denim floral one going down
[3:50:06] across ... to hook up to the trail down there
[3:50:08] too as well so that was the idea was to
[3:50:11] to eventually bring it up through all the way up
[3:50:13] to ... the other side of a fifty cent Urbandale
[3:50:16] Avenue sorry sorry thanks I didn't mean to interrupt Mister
[3:50:20] Mister chair or a
[3:50:22] Mr cells are I just thought I'd bring some up
[3:50:25] points of interest that ... I can remember going back
[3:50:28] from winning the previous mayor ... Henry was to fall
[3:50:32] through as well so thank you
[3:50:34] well I I I yes thanks now super because I
[3:50:37] ... yes
[3:50:40] similar to my comments on the other so first Curtis
[3:50:43] I I think there hasn't really been enough work done
[3:50:46] citing where this trail is going to go and ...
[3:50:49] I just you know is your
[3:50:51] it's got a it's got to get under some of
[3:50:53] these roads ... and I think it's important that it
[3:50:55] does connect
[3:50:57] with all the way down to the lake again ...
[3:51:01] with
[3:51:02] so I don't I don't but I don't see that
[3:51:04] in this special is referenced
[3:51:07] as being part is planned so I just I'm just
[3:51:10] making a comment that I think more work could have
[3:51:12] been done on on really ... presenting a clear plan
[3:51:17] on how the trails gonna look so thank you
[3:51:20] I know there's a lot of stormwater management ponds in
[3:51:23] here but it's kind of late on the trails thanks
[3:51:32] is that it
[3:51:34] constantly yeah okay thank you counsel who are
[3:51:39] yes thank you Mister chair and ... just to add
[3:51:41] to further what I said ... ... ... I was
[3:51:45] ... looking at the plant to in regards to the
[3:51:48] trail system and I just hope that that that there
[3:51:51] would be further enhancements to ... making that day through
[3:51:54] come to fruition because that is very important to bringing
[3:51:58] the people from the north Glenn ... area of brook
[3:52:02] hill all the way down through into our hopefully to
[3:52:05] our downtown into the no values two thousand trail system
[3:52:08] hook up through down into ... the ... lake shore
[3:52:13] ... crummy trails ... sent up there too as well
[3:52:16] as ... as in the discussions we had today with
[3:52:19] the Curtis proposal ... it's very important that ... we
[3:52:23] can interconnect all the neighborhoods and bring them you know
[3:52:27] so it's a much easier either walkability or cycling or
[3:52:31] whatever whatever the ... you know I probably will be
[3:52:35] here when that happens but anyways ... over the choose
[3:52:37] to to move to a more well through through the
[3:52:40] areas
[3:52:41] thank you thanks Mister chair
[3:52:44] thank you very much are there any
[3:52:47] further questions or comments on the motion on
[3:52:54] Adam and
[3:53:04] all in favor your email
[3:53:07] yes yes yes
[3:53:10] yes
[3:53:12] earning oppose
[3:53:16] they're being non that's carried
[3:53:24] nine point one which is the maintenance of the regular
[3:53:28] meeting of Aprile twenty six twenty twenty one I need
[3:53:33] a mover for Iraqis are monster who were
[3:53:38] the up thrusters like run and laugh
[3:53:43] questions are comments
[3:53:49] they're being non
[3:53:53] are in favor
[3:53:55] yes yes yes
[3:53:59] yes earlier polls
[3:54:05] they're being non that's carried
[3:54:13] under moving on your delegations and it's fairly got flown
[3:54:17] hard ten minutes fifty nine
[3:54:21] before we deal in writing something on your own this
[3:54:24] back as there's a report has found board
[3:54:29] if Congress should adopt that report
[3:54:33] what could miss Barker's elaborate on what that would do
[3:54:36] for those who are concerned about
[3:54:40] they'll probably be in green velvet Honda for goals rather
[3:54:44] concerned about
[3:54:46] protection of farmland
[3:54:48] yes doctors could you please just verify those two points
[3:54:53] please
[3:54:56] sure thank you Sir ... and if any of the
[3:55:00] people that have written at this point ... aren't content
[3:55:04] with what is in the staff report we can certainly
[3:55:07] commit to providing individual pieces of correspondence and certainly follow
[3:55:11] up phone calls each one of them to explain what
[3:55:13] it means ... we can also post that information ...
[3:55:17] on the website ... so that everybody has access to
[3:55:20] the same information
[3:55:23] if you so choose Sir
[3:55:33] please do do a presentation on point and if it's
[3:55:38] I'm trying not to be repetitive
[3:55:41] so the first time I got down again instead of
[3:55:44] move I'm here I'm trying to find these Mister
[3:55:47] Costantino Bruna
[3:55:50] Mr brown are you on the line
[3:55:55] yeah
[3:55:58] 1.one
[3:56:02] Mr Bruno you might be molded viewed it sorry
[3:56:07] yes my name is Clark and you know Bruno
[3:56:10] I pray you know
[3:56:12] can you speak up a bit as well Mister brown
[3:56:14] I'm going home
[3:56:17] yes my name is Costantino Bruno
[3:56:22] yes I call regarding this claim number and ... got
[3:56:25] the piece of land on maple Grove road
[3:56:29] hello
[3:56:31] yes the garbage can can everyone hear Mr Brunner
[3:56:35] yes
[3:56:38] go ahead please Sir
[3:56:41] yes I got this Amanda maple Grove road and that's
[3:56:44] a shoulder on the mob is already a user northbound
[3:56:47] highway two between the how you would do and ...
[3:56:49] and national road it shows on the mob is about
[3:56:53] a quarter of an inch
[3:56:55] I don't I would go with that and paying partner
[3:57:00] didn't belt not one or no
[3:57:03] because into it doesn't show very much a pretty and
[3:57:07] I am I'm twenty four nine of five maple Grove
[3:57:09] rolled into one of four ninety two is a part
[3:57:13] of one the green belt or not
[3:57:20] Mr brewer I am not sure I understand what you're
[3:57:23] getting on
[3:57:26] when I can't change it yeah it's a twenty four
[3:57:28] nine of five maple Grove the twenty four ninety to
[3:57:32] make them grow I think it shows on the mob
[3:57:35] it's at a job ... just in order to how
[3:57:38] you would two one days and the website my dad
[3:57:42] is a darkly pigmented moved further north than us out
[3:57:46] there not should not be shown in the paint
[3:57:54] it's not clear pilot program for ventilation but this and
[3:57:58] they remember grandfather I'm wrong
[3:58:02] a bit unusual but
[3:58:07] hi Sir it's Lisa back as I can respond
[3:58:10] grab please
[3:58:12] okay the map is a little ... a little hard
[3:58:15] to read on that side the green belt exists following
[3:58:19] maple Grove road on the east side of maple Grove
[3:58:23] road it is shown as purple on most of the
[3:58:26] maps are pink whichever however you're seeing that color ...
[3:58:30] does so the lands on the east side of maple
[3:58:33] Grove road are in the white belt area or in
[3:58:37] special study area to the lands on the west side
[3:58:40] of maple Grove road north of highway two are in
[3:58:44] the existing green belts
[3:58:46] but I can certainly forward ... Mister Bruno and a
[3:58:49] map of this property and we can pinpoint specifically for
[3:58:53] him
[3:58:56] Mr Bruno that's
[3:58:58] are you wanted to find out you know
[3:59:02] what I can say I mean I'm I'm not sure
[3:59:04] because the only show I could do a quarter of
[3:59:06] an inch from the corner of highway tool into what
[3:59:10] exactly may grow to maple Grove and now I am
[3:59:14] under a right to say on the ... on on
[3:59:17] the east and the west right
[3:59:19] oz Misbach assurance indicated if you cannot stop they'll help
[3:59:24] you figure that out on the street level is that
[3:59:27] good enough for yourself
[3:59:30] thank you he finished and you all of your area
[3:59:34] hi mutual fund units a cleaner
[3:59:37] picked up the phone
[3:59:39] no because this is an articulate traded to hardball mobile
[3:59:43] you know it's a hard in both mobile because you
[3:59:45] know it's a pleasant two thousand feet away between twenty
[3:59:48] five hundred feet away from the kind of the entire
[3:59:52] into Walmart to neighbors involved in the you know it's
[3:59:57] ridiculous if you haven't bring about fundamental did it he's
[4:00:00] going to be you know grow up in Bowmanville I'm
[4:00:03] pretty sure they're going to come west and in the
[4:00:06] going to keep the drive that land on the on
[4:00:08] the green about cutting the ridiculous
[4:00:11] ... Mister brewer you have any other comments and structural
[4:00:14] study area through if not you can contact stopped land
[4:00:20] it's not a matter
[4:00:25] are those your comments are
[4:00:29] what I know I think that added that idea like
[4:00:32] a general I work hard to get a piece of
[4:00:34] land is but one degree about the water come what
[4:00:36] idea I don't think he was a very bright you
[4:00:39] know is unknown the middle this video they're tolerable mobile
[4:00:43] I don't think it's a good idea I can audit
[4:00:45] done major part ... part minded I may drop orchards
[4:00:48] and I met and attended a warning about the green
[4:00:52] belt
[4:00:53] how good is it
[4:00:56] it is a good idea I came to destroy the
[4:00:58] apple orchards and they destroyed farmland and then they keep
[4:01:02] it again about support for the UAT quota for pope
[4:01:04] POP support for Turkey hunting is anything any animal like
[4:01:09] that but that to me due to ridiculous attempt at
[4:01:12] all and on the middle of that year the town
[4:01:16] for green about ten acting as agent ridiculous away come
[4:01:19] of what idea I don't think it was a very
[4:01:21] bright
[4:01:24] thank your newspaper Berliner your point is well taken on
[4:01:27] staff will assist you further
[4:01:31] if that's okay
[4:01:33] which
[4:01:35] are there any members of council have any questions for
[4:01:39] Mister Brawner
[4:01:43] and
[4:01:44] I don't see any thank you very much for your
[4:01:47] presentation Sir
[4:01:50] thank you
[4:01:51] our legal on to the next presenter it's Mr correct
[4:01:56] clam but trump are you on the line
[4:02:01] can you hear me
[4:02:03] yes you can
[4:02:06] okay great
[4:02:08] thank you sure Anderson mayor councillors and ... ladies and
[4:02:14] gentleman
[4:02:16] the chance to speak to you tonight
[4:02:20] presentation of weeks ago also try and make my points
[4:02:22] brief ... hello command the
[4:02:26] south and ... council members they may need to notify
[4:02:32] land owners and and people who would be interested in
[4:02:35] that this special starting area too thank you Watson noticeable
[4:02:40] we'll have an opportunity to see what was going on
[4:02:43] and I know there's been a little bit of a
[4:02:46] concern in the past especially with the
[4:02:49] originally with this national starting area ... designation and Leah's
[4:02:55] own Claritin there wasn't a lot of notification I think
[4:02:58] everyone's learned and ... the notification was excellent and there
[4:03:03] was a letter sent to landowners and ... I think
[4:03:07] that is great and it gives us an opportunity that
[4:03:10] we can not
[4:03:12] get educated on what's going on ... I do think
[4:03:16] this is important matter and I do what I have
[4:03:18] read the staff recommendation and I support it and I
[4:03:22] will counsel tonight ... also supports the staff recommendation to
[4:03:27] remove the special starting area to
[4:03:31] ... artist reiterated my concerns when there is discussion about
[4:03:36] ...
[4:03:37] possibly
[4:03:41] along the west single and trying to find some special
[4:03:45] restrictions on land to the east of almost all I
[4:03:48] make my case
[4:03:52] the land for this ... properties we only have three
[4:03:56] hundred acres in the way you look at all today
[4:03:58] Houston's own L.
[4:04:00] ... there's too many restrictions restrictions put on it when
[4:04:03] I when I went to certainly going to drop and
[4:04:07] I don't think that's the reasoning to do ... we've
[4:04:11] had ...
[4:04:13] billions of dollars invested in infrastructure whether Sapporo seven coming
[4:04:18] on to the one fifteen thirty five the culturing common
[4:04:22] to earn a small little which is long overdue let
[4:04:25] us hold our guests more fast tracks and gets moving
[4:04:29] and hopefully ... the next year or two we're going
[4:04:32] to see the sign turning over basically a brand new
[4:04:35] hospital that
[4:04:37] almost in time
[4:04:39] close to half a billion dollars on the disinvestment install
[4:04:43] council supported all these infrastructure investments in addition to put
[4:04:49] some restrictions on the possibility of future development on the
[4:04:51] east side of our building we need to be thinking
[4:04:55] long term we need to be like a hundred years
[4:04:57] from now not twenty years a lot of planning ...
[4:05:01] ... needs to be done over the next ... twenty
[4:05:05] to a hundred years on where all these people who
[4:05:07] are coming back did you hear about our lives and
[4:05:11] I think we need to make sure there's space for
[4:05:15] them to live with otherwise we're just going to drive
[4:05:18] economic development out of our area and ... we don't
[4:05:23] want to do that the card there's lots of farmers
[4:05:25] and consider a motion from friends
[4:05:30] I want to keep their land green building and protection
[4:05:34] from the elements and there's actually nothing stopping them from
[4:05:37] doing so I respect their views and encouraging them however
[4:05:41] you want to protect the land requirement for every judicial
[4:05:45] police all ask other landholders the sacrifice their investments by
[4:05:50] having restrictions put on their land
[4:05:53] of your future possible development I said it ... earlier
[4:05:58] that ... I'm a farmer's insurance through six months of
[4:06:03] fragrance purchase store in downtown will go one year after
[4:06:06] grade thirteen otherwise our work here me working at an
[4:06:10] hour long delays on the farm I don't plan to
[4:06:14] change the priority for the next twenty years
[4:06:18] granddaughter and hopefully some more grandchildren coming to a halt
[4:06:22] in the business because my two boys are in the
[4:06:24] business so we're farmers run through we respect the result
[4:06:28] we're not ever imagining getting land taken over the remote
[4:06:33] we just don't think we should be hearing more and
[4:06:36] more share of green valley restricted lands and I don't
[4:06:41] think we receive stick around one of the concerns that
[4:06:44] I had in the last ...
[4:06:48] in order to make committee meeting
[4:06:50] is it restarted I'm all over this making a case
[4:06:54] of the land west of Omaha isn't anywhere as good
[4:06:57] as a land use the overall
[4:07:01] not to be the case we farmland on maple Grove
[4:07:04] road all road on the road so I wrote in
[4:07:08] Curtis wrote
[4:07:09] on the west side on the side we also require
[4:07:12] moderate road and county road forty two on the side
[4:07:15] of that on the website as well and I can
[4:07:18] tell you the the yields on this land for apples
[4:07:22] is identical and the size of the route is the
[4:07:25] same and there and they were problematic techniques are the
[4:07:29] same on the west side of rules on the east
[4:07:31] side really anything in the difference between the west side
[4:07:35] over on the east side is there a lot more
[4:07:37] trees on the west side
[4:07:39] and ... this Walmart a lot more people and ...
[4:07:43] otherwise less people on the land east of Acapulco let
[4:07:47] us make a land any better and doesn't make it
[4:07:49] any worse just because ... somebody owns a smaller channel
[4:07:53] and then the other people so I think it is
[4:07:56] important that we ... check out this area of stolen
[4:08:03] ...
[4:08:04] we don't
[4:08:05] restrict it we need we need a moment to continued
[4:08:09] economic growth that we
[4:08:12] our forefathers in our previous councils and plan on and
[4:08:17] ...
[4:08:18] I think there's another
[4:08:20] farmers should want to keep their land for informing we'll
[4:08:24] keep an eye is a little smaller green between homeowner
[4:08:27] counselor restricting everybody else in the area
[4:08:31] I think it's a I'm trying
[4:08:34] it's a good argument to on the same farm land
[4:08:37] but it's not a practical
[4:08:39] it if you think the big picture if we save
[4:08:42] a piece of one acre farmland in Clarington I was
[4:08:45] gonna say it another area it is only just put
[4:08:48] housing there's demand for people they're going to go somewhere
[4:08:52] and already doing like I said earlier this year going
[4:08:54] to drive our investment and economic development somewhere else so
[4:08:59] I thank you for the opportunity to give my clients
[4:09:02] and ... I look forward to a positive response to
[4:09:07] our motion later tonight regarding removing the special study area
[4:09:11] too thank you
[4:09:13] thank you very much the camp are there any questions
[4:09:16] from members of problems so far the delegates
[4:09:22] our concern but go ahead please
[4:09:26] yes thank you thank you Mr Sharon thank you Mister
[4:09:29] camper coming forward and thank you for your participation in
[4:09:33] the small business with Mr cramped and ... come down
[4:09:37] and for your ... ... your investment in the downtown
[4:09:41] core create that very much I just a question regards
[4:09:44] to the weight belt property that you've purchased in ...
[4:09:47] ... in the east are you currently using that as
[4:09:51] as ... ... growing opportunities for tree tree farm or
[4:09:56] did you buy is an investment
[4:10:00] we we bought that property ... to grow out holes
[4:10:03] in their levels on almost every year later that we
[4:10:07] can't have and ... but we did pay a premium
[4:10:11] for that land because it is in the white ball
[4:10:14] and ... so ... I'd hate to see restrictions put
[4:10:19] on that land some day down the road
[4:10:22] I'm pretty sure
[4:10:25] I'm pretty sure that I think are you ordered you
[4:10:28] counselor who were saying that something might be going through
[4:10:31] and you might not be around I was fully suspect
[4:10:33] that I will be around when the action really starts
[4:10:36] moving east of the mall and ... well I I
[4:10:39] do see that ... it's ...
[4:10:43] necessary in order to keep their economic development engine rolling
[4:10:46] in Clarington and allow our children or grandchildren or great
[4:10:51] grandchildren a place to live and work so they don't
[4:10:53] have to leave the community which I think is a
[4:10:56] shame
[4:10:57] I appreciate that and appreciate your your comments in regards
[4:11:00] to that ... maybe ... sometime off line will have
[4:11:02] a discussion regards the white and green belt again you
[4:11:05] and I have been ... discuss things in regards to
[4:11:08] that so ... I appreciate your thoughts thank very much
[4:11:11] was kept
[4:11:12] thank you clamp your counselor are there any further questions
[4:11:17] for him I don't see any hands up thank you
[4:11:21] very much correct for the presentation
[4:11:31] and move move along to eleven point three AM the
[4:11:33] maths barely gone is miss Beverly order
[4:11:38] I mean what are you on the line
[4:11:47] latest order are you on the line
[4:11:50] you may be muted
[4:11:56] our
[4:11:59] she doesn't appear to be on the line so we'll
[4:12:02] probably come back
[4:12:04] we're moving along to eleven point four which is on
[4:12:09] the matter or for a guy to have a look
[4:12:13] is now exit thank you so much ... and thank
[4:12:16] you mayor and councillors ... for allowing me to speak
[4:12:20] maybe sent another gas heat I represent for west investments
[4:12:23] for small can everybody hear
[4:12:26] yes you can run a perfect ... we are owners
[4:12:29] of about a hundred acres of land at the southeast
[4:12:32] intersection of holes road and Bloor St Clair tent and
[4:12:36] in two thousand seventeen we paid wipe out prices in
[4:12:39] fact the premium that reflected future development potential so we're
[4:12:43] investors we made our purchase decisions based on publicly available
[4:12:47] information and special study area two and its potential impact
[4:12:51] work quite a surprise to us so we understand that
[4:12:54] the official plan policies being discussed do not qualify as
[4:12:58] a municipal request to grow the greenbelt and rather they
[4:13:01] represent a request by the municipality of the product that
[4:13:04] the province studied areas to identify lands for permanent protection
[4:13:09] and the green belt the inclusion of our lands in
[4:13:12] the study area is already empire impairing the value of
[4:13:15] our assets and should the study results and inclusion ...
[4:13:19] we would face a material loss so we're directly affected
[4:13:22] and oppose even the simple request for provincial study and
[4:13:25] investigation and even the hint that the municipality and might
[4:13:28] support the inclusion so ... you know initially we thought
[4:13:33] that the request was made without proper consultations wasn't actually
[4:13:36] adequately documented and that it lacked complete transparency ... now
[4:13:43] ... you know and the proposals and his motivations were
[4:13:46] surprising to us given what we see as very scant
[4:13:49] support for special study area to up from those were
[4:13:54] willing to speak out openly in the community having said
[4:13:58] that we are grateful that the planning department the mayor
[4:14:00] and the council have responded to public pressure and are
[4:14:03] finally giving this matter proper hearing in a public forum
[4:14:07] I'm grateful for the notices being received and for making
[4:14:10] available people's reactions and views and especially grateful for the
[4:14:13] recommendation of the stuff to remove special study area to
[4:14:18] so inclusion of the lesson the greenbelt overall I'm essentially
[4:14:22] going I I'd like to applaud the previous speaker whose
[4:14:26] views and ... substantive comments Michael echo of inclusion of
[4:14:31] the lands in the green belts would displace during peak
[4:14:33] growth in our area the greater golden horseshoe is really
[4:14:36] the major engine of economic growth not just for our
[4:14:40] local communities but for Ontario and really Canada as a
[4:14:43] whole and as you know the province has a plan
[4:14:46] for major growth all along the expanded shoreline of Lake
[4:14:51] Ontario between Hamilton ... and you castle in what is
[4:14:55] essentially the most well equipped infrastructure noting Canada in terms
[4:14:59] of transportation energy generation supplying public services like hospitals schools
[4:15:05] roads so the contemplated greenbelt expansion would really in circle
[4:15:10] and isolate Clarington and within Clarence and it would further
[4:15:14] isolate each of cordis Bowmanville Newcastle
[4:15:17] they shared an employment growth in the area would effectively
[4:15:20] be blocked for generations to come to my knowledge no
[4:15:24] other communities along the garden golden horseshoe have advocated for
[4:15:28] themselves to become isolated and to curtail future growth
[4:15:32] ... the fact that the fact is that given given
[4:15:35] what's happening with immigration policies and the economy the GTA
[4:15:40] the golden horseshoe will continue to grow and as the
[4:15:42] previous speaker said people need places to live and work
[4:15:46] and if Clarence and she helps local growth the jobs
[4:15:49] in the investments will simply go elsewhere so we are
[4:15:51] not saving land we're just saving landing on the local
[4:15:54] neighborhood this proposal will simply disgrace growth to other communities
[4:15:58] that are able to accommodate that growth because they're not
[4:16:01] burdened by greenbelt restrictions so while we we feel the
[4:16:06] greenbelt does provide an important and very robust framework for
[4:16:10] the protection of greenspace and prime agricultural land we don't
[4:16:14] believe that is your program framework for the land and
[4:16:16] special state study area to
[4:16:19] and the proposal is actually laughing together lots of different
[4:16:22] types of land to the east and the west I
[4:16:25] mean for example the area west of boulder bill ...
[4:16:27] already has been fragmented by major roads like highway four
[4:16:31] twelve fourteen the Darlington plant height record or the police
[4:16:35] station and the settlements and a few big box stores
[4:16:39] so it's being described already by some farmers are challenging
[4:16:42] to farm given the highly trafficked roads where it's difficult
[4:16:45] to move equipment and the farmland is already fragmented to
[4:16:49] the to the extent that some of the farmers claim
[4:16:51] they can't achieve scale and they can't farm the lands
[4:16:55] viably or there simply aren't enough large tracts of land
[4:16:58] in close proximity to one another
[4:17:01] also clearing ten is the beneficiary of for the largest
[4:17:04] infrastructure projects in the country and these projects were explicitly
[4:17:08] supported by Clarence in council so these projects represent massive
[4:17:13] investments by several layers of government investment that's ultimately supported
[4:17:18] by taxpaying individuals and corporations ... Ontario so that's highway
[4:17:24] four oh seven extension the opening of highways for twelve
[4:17:28] and fourteen well known but when the hospital the Darlington
[4:17:32] power plant refurbishment the go train expansion when bill ...
[4:17:37] and more and more these projects were intended to accommodate
[4:17:41] the US population and employment growth and ending the green
[4:17:44] belt and then circling each of Cortes Bowmanville Newcastle is
[4:17:49] effectively going to block growth in perpetuity and really represent
[4:17:53] a colossal waste of billions of taxpayer funded government spending
[4:17:58] on these projects
[4:18:00] so we feel that the removal of virtually all of
[4:18:04] clearing since territory for this kind of gross R. for
[4:18:07] the projects that the growth of the these projects envisioned
[4:18:10] is really poor planning and it's it's actually perplexing
[4:18:14] given his reasoning was strongly opposed to municipal requested the
[4:18:18] lands being in special status to be reviewed by the
[4:18:21] province and we ask that the ... SS eight to
[4:18:26] be deleted from the official plan thank you again for
[4:18:29] allowing me to speak
[4:18:31] she
[4:18:32] thank you very much our
[4:18:35] mayor foster you
[4:18:37] correct thank you thank you Mister chair Mister gotta you're
[4:18:41] aware of that is that after ... the motion yeah
[4:18:46] this was with regards to home hardware was put forward
[4:18:48] it was immediately withdrawn by letter to the minister and
[4:18:52] that yes okay under okay so okay I was getting
[4:18:55] confused I and you're aware that the report ... is
[4:19:00] is saying to delete that we can delete the last
[4:19:04] study area absolutely and I'm just saying that I'm just
[4:19:07] I'm just
[4:19:09] piling on
[4:19:10] okay
[4:19:12] thank you thank you Mister chair thank you a foster
[4:19:16] ana
[4:19:18] transporters thank you just a quick question on the Sentinel
[4:19:23] when did you say you bought your land two thousand
[4:19:26] seventeen
[4:19:29] thank you adult care isn't appropriate for me to ask
[4:19:32] doctor question at this point share
[4:19:37] why not go ahead
[4:19:40] because I think it was I think it is in
[4:19:41] the ... procedural bylaw which I learned last week yeah
[4:19:45] I'm so I'm staff when did the special study area
[4:19:49] number to come into existence
[4:19:59] our research yes thank you
[4:20:03] thank you Sir yes ... the policies were adopted by
[4:20:07] thirteen council in November of twenty sixteen and the policies
[4:20:11] were approved by regional council in June of twenty seventeen
[4:20:17] okay thank you
[4:20:19] thank you cards that's it for
[4:20:22] are there any other questions from
[4:20:25] members of council
[4:20:27] they're being non thank you very much
[4:20:31] is regarded for your presentation
[4:20:36] on may support are you on the line now
[4:20:41] your mate Minnesota
[4:20:45] hello yes please that we can hear you but it's
[4:20:49] a bit local you'll speak public please
[4:20:52] okay thank you for allowing me to speak tonight they're
[4:20:56] strongly recommend that council vote in support of the recommendation
[4:21:00] to delay to special study area too from the official
[4:21:03] plan staff report we're told by the family sharing SSA
[4:21:09] to the criteria used for rural agricultural and environmental protection
[4:21:16] for rural protection there are existing policies and regulations in
[4:21:21] place to maintain borough area and limit urban growth
[4:21:26] the cultural protection the deletion of SS three two will
[4:21:30] not change current lan designation farmers can continue to farm
[4:21:36] as has been said and the future of their land
[4:21:39] remains in their control
[4:21:42] the agricultural advisory committee has not taken a definitive position
[4:21:48] on the retention or deletion of SSA to
[4:21:52] and through zone query engine clearing has been working on
[4:21:56] environmental protection in both rural and urban areas
[4:22:02] but most public comments received on this matter referred to
[4:22:07] considerations that include Clarence Jones economic future and community growth
[4:22:13] residents would like to have more industry with more jobs
[4:22:17] close to home more commercial enterprises and services located locally
[4:22:23] to reduce their need to travel to Toronto and to
[4:22:27] other western parts of your own or to port hope
[4:22:30] and Cobourg
[4:22:32] you have laid the groundwork for query can grow future
[4:22:36] growth with your support of major infrastructure projects
[4:22:41] and most will be willing to pay their fair share
[4:22:44] of future costs to adequately add the next band needed
[4:22:48] social services recreational and community programs and facilities while maintaining
[4:22:55] a clean healthy safe community in the future but we
[4:23:00] need to spread the tax burden
[4:23:03] the report recommends that submissions received on SS eight to
[4:23:08] be directed to the upcoming official read the plan review
[4:23:13] and the problem has recently announced another review of greenbelt
[4:23:18] expansion
[4:23:19] well the municipality be participating in this provincial call for
[4:23:23] comments
[4:23:25] I respectfully suggest that council direct staff to create and
[4:23:30] maintain a list of parties interested in this SSA to
[4:23:36] pros fast and greenbelt expansion
[4:23:39] this would keep interested parties informed of changes that might
[4:23:43] affect their properties as well as any potential changes to
[4:23:48] the green belt locally
[4:23:50] Erin all right at that stroke both programs the official
[4:23:55] plan review and the review for greenbelt expansion the municipality
[4:24:01] go beyond the minimal bureaucratic requirements for public notification
[4:24:08] it is difficult for the average person to understand Craddick
[4:24:12] language fuller information in user friendly language understood by all
[4:24:18] would certainly be appreciated
[4:24:21] we have seen the consequences when property owners are not
[4:24:26] notified and when the public does not understand what is
[4:24:30] being proposed are considered by council
[4:24:34] let's not have a repeat of the frustrating process we
[4:24:38] saw strong query and eat P. designation in rural areas
[4:24:44] and the public career action with a green belt proposal
[4:24:48] was added to a letter supporting and M. zero request
[4:24:52] I'm asking thank you Mr mayor and each individual counselor
[4:24:58] to diligently ensure the public
[4:25:02] killer elite affected property owners are notified and informed of
[4:25:07] council's position and any proposals related to the green belt
[4:25:13] I recognized hello
[4:25:16] at the end use designations are only a part of
[4:25:19] council's responsibility and only a part of your future agenda
[4:25:24] twenty twenty two will be a busy year for counsel
[4:25:29] it's a continuation of the work yet to be undertaken
[4:25:32] on its own query trunk the official plan review and
[4:25:37] I mean as a whole Alexion however in summary for
[4:25:42] this evening I am making five recommendations for your consideration
[4:25:48] to vote to support integration of SSH shoe from the
[4:25:52] official plan
[4:25:54] do you base decisions made on a balanced approach that
[4:25:59] includes consideration of Clarendon's grow its future economy and quality
[4:26:05] of life just set up a list of interested parties
[4:26:10] to keep them properly notified and properly informed through any
[4:26:16] process that includes greenbelt expansion and to continue to keep
[4:26:22] query chin a great place to work play and raise
[4:26:26] their families thank you
[4:26:31] thank you very much Mr order are there any questions
[4:26:33] for the Birmingham from members of the council
[4:26:41] the IBM nine thank you very much in order for
[4:26:43] your partner's name
[4:26:52] I'll move on to the next the elegant on it
[4:26:55] Stephen seventy Mr Selby are you on the line
[4:27:03] Mississauga you may remember it
[4:27:14] Mr Selby are you there
[4:27:22] okay I'll I'll move on and then I will revert
[4:27:25] back to the next Alexander is Mister Charles Stevens but
[4:27:30] Stevens are you on the line I am Sir how
[4:27:33] long is this one I am very well that's very
[4:27:37] good go ahead please Sir you're up ten minutes very
[4:27:41] good thank you for a ... allowing me to talk
[4:27:44] on this subject ... I was asked to do this
[4:27:49] by the ...
[4:27:51] somebody up from the planning department so that very much
[4:27:54] appreciated ... Mr mayor and councillors stand up landing it
[4:28:01] delegates there was a written submission that I hold most
[4:28:06] dear have glass have a read it ... it gives
[4:28:10] you a bit of our background couple things that I
[4:28:13] wanted to add to that that ... that donors that
[4:28:17] is not enough to reduce emissions and that is I
[4:28:21] have formed on both sides of the ball and built
[4:28:25] in my lifetime twenty five years on the west side
[4:28:29] on a family farm that was bought in eighteen ten
[4:28:33] and I formed on the east side between both of
[4:28:37] them to actual forty five years ... I know Mr
[4:28:42] Campbell said there's no difference in ... the growing of
[4:28:45] apples but I can tell you for sure that there's
[4:28:48] a difference between growing corn or soybeans in the quality
[4:28:53] of the land ... obviously apples are a different beast
[4:28:57] and no we grew up was on that side too
[4:28:59] and I would agree with Mr camp on that there
[4:29:02] wasn't a whole lot of difference ...
[4:29:06] I ... I'm also ... this is just a ...
[4:29:12] all of my my qualifications here I wouldn't share past
[4:29:16] chair of the Ontario oppa growers I was chair for
[4:29:20] six years president lead vice chair of the Ontario fruit
[4:29:25] and vegetable growers association what's a looks after all of
[4:29:29] the ...
[4:29:31] issues concerning up through this fall so that's where I
[4:29:34] come from I'm not a farmer I used to be
[4:29:37] but I'm not anymore ... my dad dad ... and
[4:29:41] ... I'm not really a cash crop farmer wrote Mr
[4:29:45] sobie does that for me on my access ground I
[4:29:49] am up in a blueberry grower which are basically
[4:29:55] the gauge double cross to put that into perspective ...
[4:30:00] on a on an acre of soybeans or corn or
[4:30:04] whatever you can gross classically up two thousand dollars an
[4:30:09] acre at hand block on a high value ... horticultural
[4:30:15] crop you can grossed ten to fifteen to twenty thousand
[4:30:19] dollars ... Kirk Baker that's quite a difference also the
[4:30:25] horticulture industry makes a lot of jobs a lot of
[4:30:29] jokes were via ... courted the bees ... they drive
[4:30:35] to combine staytal tire to many people but they are
[4:30:38] still in court so that just give you I'm going
[4:30:41] to give you information here so that you can make
[4:30:44] up a good decision at the end of the day
[4:30:48] so ... number one A. as its farmland isn't dark
[4:30:54] if you're non renewable resource once is taken to be
[4:30:59] built on it's gone forever so it's a non renewable
[4:31:04] resource that we have
[4:31:07] number two which is a huge factor that most people
[4:31:10] have talked about or whatever it's not just about ...
[4:31:16] ... the quality of the land that's here it's about
[4:31:22] the micro climate that we have here in Clarington
[4:31:26] close to Lake Ontario it is basically somewhat like what
[4:31:31] they have in Niagara and ... data allowance Niagara to
[4:31:37] grow grapes in tender
[4:31:40] fruit and apple trees and other crops we had the
[4:31:44] same here ... bacon Tereos the big guy and moderate
[4:31:49] Sir arm our weather in the winter time
[4:31:53] and keeps it cooler in the summer time to grow
[4:31:58] these specialty crops ten miles north of here you can't
[4:32:03] grow out I thank Mr camp would agree with me
[4:32:06] on that
[4:32:08] ... so there is more than just the quality of
[4:32:12] the land that we're talking about here ... so
[4:32:17] keep that in mind when you make a decision that
[4:32:20] I don't believe there is is he
[4:32:24] it's a very rare commodity have number one agricultural farmland
[4:32:30] connected with a micro climate to grow crops all right
[4:32:34] at it's just it's it's a very finite resource that
[4:32:39] we have in Canada the boat
[4:32:44] so I have no issues with
[4:32:50] fourteen buildings ... of any sorts whether it's industry or
[4:32:55] houses on number four five six seven quality lan I
[4:33:03] think there's lots of it it may cost a little
[4:33:06] bit for services to do that but I think that's
[4:33:11] I have no problem with that but my problem is
[4:33:14] when you take number one two or three
[4:33:17] ... and build up a development on the reason for
[4:33:23] that is when you build a house on number one
[4:33:29] prime agricultural land or building on number all right anger
[4:33:33] culture land I don't believe you will get anything more
[4:33:39] aid for that ****
[4:33:41] but when you take
[4:33:43] a farmer and taken from number one agricultural land and
[4:33:47] put him on number five you automatically increases cost
[4:33:53] resources you reduce the crop that they get off of
[4:33:58] that
[4:33:59] and ... basically it makes it very difficult for him
[4:34:04] to compete
[4:34:05] in the world for
[4:34:08] production of those
[4:34:10] products and in the horticulture industry we compete for food
[4:34:16] around the world another point is because I mean the
[4:34:20] apple industry ... X. and I talked to the executive
[4:34:25] director of the way G. today sixty percent of our
[4:34:28] apples that we eat in Ontario are produced in Ontario
[4:34:32] forty percent our import we can do better than that
[4:34:36] but we need to have the proper micro climate and
[4:34:41] land in order to do that and possibly down the
[4:34:46] road we could have grapes and some tender run through
[4:34:49] here the reason I call it tender fruit used because
[4:34:52] mother nature we will allow you to grow in specific
[4:34:57] areas
[4:34:58] so are the finish up here
[4:35:05] and I'm just trying to read here
[4:35:09] I have
[4:35:11] nothing to R. or you're asking me ... are you
[4:35:15] might ask yourself what have I got to gain by
[4:35:19] my statements I just made and thank you I have
[4:35:22] nothing to gain personally what I believe that the three
[4:35:27] young people that are going to be taking over my
[4:35:30] operation have a locked gate
[4:35:32] stand up to tell you the reason why because ...
[4:35:38] I'd like them to have the opportunity to buy the
[4:35:40] farm next door which is been done for years that's
[4:35:44] how some of the farmers in this area have become
[4:35:48] quite large and Bobby necessary in order to use the
[4:35:52] tools and and the capacity in order to make ...
[4:35:56] a levy so I have three young people to one
[4:36:01] in their twenties to early thirties that if this land
[4:36:07] is not protected with some type of policy for a
[4:36:11] long term
[4:36:13] ... it won't work for a twenty year term because
[4:36:16] policies can change due to differences in council people and
[4:36:21] things like that so it's got to be put in
[4:36:23] place for a long term so that they are not
[4:36:27] competing against a developer for that property they are competing
[4:36:33] against farmer to farmer and I'm good with that totally
[4:36:38] good with that but they will not be able to
[4:36:41] expand their operations at all or by a piece of
[4:36:44] property but they're only to ... ... to grow the
[4:36:48] business and ... I think growing business you have to
[4:36:52] grow a business in order to stay in this so
[4:36:54] does not accomplish base will lock up obviously the ...
[4:37:00] okay you told
[4:37:02] so ... thank you very much for letting me talk
[4:37:07] on this ... and I ate I will respect whatever
[4:37:13] decision the ... DO
[4:37:17] Chinese people and this council make on this subject and
[4:37:22] I respect all of the orders that we have in
[4:37:25] this area because I deal
[4:37:28] personally with a couple of them that have opposite views
[4:37:34] to mock thank you so much any questions Grantham is
[4:37:38] the theme of great timing councillor Nero bride please
[4:37:44] so even this might my view is that the region
[4:37:48] of Durham
[4:37:50] can protect prime agricultural land through their official plan another
[4:37:54] words
[4:37:56] if this special study areas is deleted from our official
[4:38:00] plan
[4:38:01] ... doesn't seem to be any prime agricultural lands gonna
[4:38:04] get paved over anytime soon because the region is like
[4:38:08] right now doing their initial comprehensive review it which has
[4:38:12] I think
[4:38:13] thank I think it's the thirty year time horizon ...
[4:38:17] so N. as part of that deal
[4:38:20] they won't be I don't think they'll be designated any
[4:38:24] prime agricultural land as ... in within the urban area
[4:38:27] anytime soon so you think that will protect your ...
[4:38:31] address your concerns I don't think so because thirty years
[4:38:34] isn't long enough because ... I know developers set up
[4:38:39] on land and fifty years ago and it's basically ...
[4:38:44] developers have it and they are getting the ... the
[4:38:48] tax ... ... reduction because they've rented it to up
[4:38:54] armor but eventually that property will probably be be ...
[4:38:59] ... a tape over it because the farmer can't expand
[4:39:03] because he can't compete
[4:39:05] you can't compete against the price that a developer will
[4:39:09] ...
[4:39:12] okay not even close
[4:39:16] I think okay thank you
[4:39:18] you're welcome
[4:39:20] thank you construct there any other questions for Mister Stevens
[4:39:25] I don't see any thank you very much Sir for
[4:39:28] your presentation
[4:39:31] thank you
[4:39:34] so I will go back to Mr sadly missed this
[4:39:39] shall be are you on the line Stephen Selby
[4:39:45] once the survey yup you don't seem to be on
[4:39:48] the line unless you're muted now
[4:39:51] okay so we'll move on to a misfit dog
[4:39:56] Bramber
[4:40:01] Mr I'm very on the line
[4:40:08] going to try
[4:40:11] you may be muted Sir I see are under lock
[4:40:15] your muted
[4:40:24] yes the firm
[4:40:27] Mr Robert top running corner of your screen on the
[4:40:30] team's screen there is little ... mark from looking online
[4:40:34] with a line through it if you could click that
[4:40:36] on yourself you can see that you have in hand
[4:40:40] but you were just on me itself you can go
[4:40:42] ahead
[4:40:53] restaurant brands
[4:40:55] yes
[4:40:56] go ahead please Sir can you hear me
[4:40:59] the yes but you could could you speak up a
[4:41:02] little bit louder please
[4:41:05] yes correct is there any better yes
[4:41:09] go ahead please
[4:41:11] okay Mister chair thank you very much for having her
[4:41:15] giving me the opportunity to speak before you and the
[4:41:19] committee members
[4:41:24] IBM
[4:41:28] I looked at the results from the April twenty six
[4:41:32] committee meeting and I noticed that ... seventy point seventy
[4:41:37] one percent of the ... verbal and written submissions ...
[4:41:42] opted for deleting ... those sections out of the operating
[4:41:48] plan
[4:41:50] ... and only fourteen percent I want to keep that
[4:41:54] policy
[4:41:56] ... in my letter that I address to the council
[4:42:01] April twenty second
[4:42:04] ... I've sent ... I think very clearly and I
[4:42:07] I don't want to waste your your time this evening
[4:42:10] ugh going over point by point by point ... I
[4:42:14] understand from ...
[4:42:17] that ... there's one letter is on a website that
[4:42:23] you can that everyone can get access
[4:42:26] I believe that
[4:42:29] my arguments ... are very specific very clear and address
[4:42:37] the issue that that term ...
[4:42:42] the council should
[4:42:44] should keep the the section of
[4:42:51] ... thirteen point three point two as well as section
[4:42:56] seventeen a special area institutional plan
[4:43:00] yeah
[4:43:01] having said that I believe that that
[4:43:09] each of the 3
[4:43:11] there is
[4:43:13] Kurdish woman built a new castle are vastly different one
[4:43:18] from the other both in terms of population perhaps even
[4:43:23] density
[4:43:25] marginalization industrialization they're they're all different
[4:43:31] what I would recommend despite what my April 2
[4:43:36] on the second letter said I am I believe that
[4:43:40] that the white belt surrounding Newcastle
[4:43:46] over to an including ... the section thirty five and
[4:43:51] one fifteen highway
[4:43:53] sure
[4:43:57] remain in any
[4:44:00] reporter should be
[4:44:02] should be separate each of these are separate the experience
[4:44:07] and I think you're special plan
[4:44:10] can be amended such that you give recognition to to
[4:44:15] to each of these these errors
[4:44:18] ... my wife and I twenty five odd years ago
[4:44:22] but the ... old Allen homestead over two hundred acres
[4:44:28] and ... ... north to the east coast ... seeping
[4:44:32] growing traps and we noticed that the verbal or the
[4:44:36] the white belt is east of of Arthur street we
[4:44:41] have an archer street and ...
[4:44:47] that is in bad
[4:44:51] yeah plus the area ... over two thirty five one
[4:44:55] fifteen ten north
[4:44:57] our prime agricultural lands that
[4:45:02] should be protected and and I think the council should
[4:45:07] should do everything in its power to to encourage ...
[4:45:13] the preservation of these agricultural intense areas that I think
[4:45:20] is unique out of the you know correct castle area
[4:45:32] also I think
[4:45:35] perhaps ... SM station thirteen point three point two can
[4:45:41] be amended instead of them Mr Belding supports is the
[4:45:46] expansion of the green belt land area to provide long
[4:45:50] term protection of agricultural lands perhaps it can be amended
[4:45:55] slightly ... and then say that ... you know based
[4:46:00] on on nine of scientific evidence that that is prime
[4:46:06] agricultural land is is worth while protecting and should be
[4:46:11] on the green
[4:46:13] plan area I'm in support that
[4:46:17] I wouldn't I would support anything that makes you
[4:46:23] new cash so unique from Bowmanville and Kurdish
[4:46:32] there was a study ... I know it's twenty years
[4:46:35] ago but the area on the east side of Newcastle
[4:46:41] between CPR railway traction and concession three dimensional sank fourteen
[4:46:48] which is ... a wooded area and and added this
[4:46:53] story ... approved by ... either again or ask a
[4:46:57] region conservation authority who hired me the new year ...
[4:47:05] person who prepared the debt the company to
[4:47:08] or that it is yes Sir it is a
[4:47:17] it is a very specific
[4:47:25] cage part of the land here is the source of
[4:47:29] two creeks are these north and south the ... foster
[4:47:34] creek
[4:47:35] ... they also yes what area also supports countless so
[4:47:43] wildlife
[4:47:47] yeah
[4:47:49] I'm sorry can you still hear me
[4:47:53] yes Sir yes we're down
[4:47:56] okay thank you
[4:47:59] and and that
[4:48:03] ... we believe that areas such as that she should
[4:48:08] be protected and the best in my opinion the best
[4:48:12] way is to include that in in the green belt
[4:48:17] area ... that's not my decision of course but I
[4:48:22] think I think ... ...
[4:48:27] for the reasons that are sent out that that any
[4:48:30] day the decision is going to be made and it's
[4:48:33] a ton of new castle bases
[4:48:36] ... based on our science based starting prior to the
[4:48:41] decision that it's harder for cultural and
[4:48:46] or German
[4:48:49] ... that decision has to be made what it should
[4:48:52] be made based on on on some science based study
[4:49:01] that basically sums ... stems out of my mind presentation
[4:49:06] I'm sorry I wasn't available he's
[4:49:10] on April twenty six percent in detail what the content
[4:49:15] of my letter ... I had a hearing problem where
[4:49:20] a computer problem ...
[4:49:23] yeah
[4:49:24] it's overcome now but I highly recommend there you go
[4:49:30] go to the website and look up ... my letter
[4:49:34] of April the twenty second ... and it was addressed
[4:49:38] to Carrington ... council tension Lisa backers
[4:49:45] do any of you have any questions the only question
[4:49:49] members of constant grumbling
[4:49:57] sorry I don't see any answers so thank you very
[4:49:59] much for your presentation
[4:50:08] for removal
[4:50:13] sure by the very
[4:50:18] when is the guard rail are you on the line
[4:50:21] yes I am can you hear me yes we've gone
[4:50:23] go ahead please yep ten minutes
[4:50:26] thank you very much ... if it's okay I'd like
[4:50:29] to share my screen the presentation yes go ahead
[4:50:39] I can use that
[4:50:44] yes John
[4:50:46] thank you very much ... my name is Sean Galbraith
[4:50:49] I'm an urban planner I am ... retained by freedom
[4:50:53] mobile out to help with the application for the new
[4:50:57] telecommunications tower at thirty six twelve trolls road ... and
[4:51:01] there is a report to yourselves later on tonight that
[4:51:07] ... pertains to this installation so I thought I would
[4:51:11] let you know a little bit about the project and
[4:51:13] sort of how it came about in case you had
[4:51:15] any questions for me ... first ...
[4:51:20] a little bit about the Canadian wireless industry as I'm
[4:51:24] sure everybody knows ... wireless devices are a crucial part
[4:51:30] of our day to day lives more than sixty percent
[4:51:32] of nine one one calls are made from a wireless
[4:51:35] device and ... if you had a Rogers phone a
[4:51:39] few weeks ago when the network went out entirely cross
[4:51:42] Canada I'm sure you were pretty inconvenienced ... by that
[4:51:46] that by that outage and I don't know how many
[4:51:49] nine one one calls weren't weren't able to be made
[4:51:52] ... for an entire day on that network ... but
[4:51:56] a lot of the the demands for new infrastructure like
[4:52:00] cell towers ... is driven by data usage which is
[4:52:04] increasing at about thirty four percent per year it's basically
[4:52:08] exponentially increasing and it doesn't matter if it's in downtown
[4:52:12] Toronto referred to in a more rural area of clear
[4:52:15] engine that demand is there and it's only increasing and
[4:52:18] so we have to build more installations and they can't
[4:52:23] just go anywhere ... the after work around the existing
[4:52:28] and antenna network essentially were assembling a three dimensional jigsaw
[4:52:33] puzzle where some of the pieces are already fixed in
[4:52:36] place so on the screen right now is it shows
[4:52:39] where the existing antennas are the blackest black hero is
[4:52:43] where the trolls road site is proposed and the little
[4:52:47] icons are the installations for various carriers the two blue
[4:52:53] ones indicate the location of two existing freedom mobile antenna
[4:52:58] sites are they both happen to be co located on
[4:53:01] other Kerrier towers and so we can't move it's our
[4:53:04] closer that way ... the red one to the south
[4:53:09] is a Roger site but that one is too close
[4:53:12] to the freedom site to its west and so isn't
[4:53:15] a colocation options
[4:53:17] from a from the network engineering nerd perspective this is
[4:53:21] what the network looks like on the on the left
[4:53:24] this is the existing network again the white Erro is
[4:53:28] ... where the proposed installation is you can see in
[4:53:31] the sort of purplish ... blobs those are the existing
[4:53:37] our freedom antenna sites and how the signal sort of
[4:53:41] propagates from those sites ... the area that the antenna
[4:53:46] is proposed in is mediocre coverage I would say at
[4:53:50] best ... and on the right is how it would
[4:53:53] be improved by the new installation because of the height
[4:53:57] of the new installation that signals going to Kerry a
[4:53:59] lot farther and improve a much larger area than the
[4:54:04] existing antenna sites in the area do you
[4:54:07] no prior to proposing a new antenna site we have
[4:54:10] to look at what's called co location and the nearest
[4:54:13] antenna site ... to this is I believe a Roger
[4:54:17] site and it's not a colocation option because freedoms antennas
[4:54:21] are already on that tower ... indicated on the right
[4:54:24] hand side ... by the black here those are freedoms
[4:54:28] and tennis
[4:54:29] and so there isn't an alternative to a new tower
[4:54:33] questions where is the new tower go and so we
[4:54:36] have entered into a lease with the owner of the
[4:54:39] nursery on trolls road ... to locate the antenna site
[4:54:43] at the far far back of the property is far
[4:54:45] away from people as possible the internet site is proposed
[4:54:50] to be fifty meters tall which is sort of typical
[4:54:53] for ... rule area we're looking to do a large
[4:54:57] so large that cover a large area from a small
[4:55:01] foot print
[4:55:03] this is sort of the wider area ... whiskey farm
[4:55:07] is to the to the west just behind it
[4:55:12] we prepared three photo simulations from various locations to show
[4:55:16] you what the tower would look like from those vantage
[4:55:19] points this is looking north from Adelaide road you can
[4:55:22] sort of barely see it the most visible spot is
[4:55:26] right in front of the driveway ... and again the
[4:55:29] towers at the far back corner of the property ...
[4:55:33] I don't think this is a particularly visually obtrusive ...
[4:55:37] installation and the trees along the road will largely block
[4:55:40] it for most of the year
[4:55:42] looking south again from front with skis out from pebble
[4:55:47] stone again you can see it but it appears because
[4:55:51] of Justin shorter than other sort of hydro towers and
[4:55:55] and ... phone masts and an existing ... TV antenna
[4:56:01] it actually appears smaller than other infrastructure ... that's just
[4:56:05] sort of around
[4:56:07] we looked at other lands as well prior to this
[4:56:11] one this is been on this site it's sighting has
[4:56:14] been about two years in the making trying to find
[4:56:17] an alternative this was definitely not our first pick it's
[4:56:21] frankly our last pick and we do not have a
[4:56:24] backup site to this to this proposal we looked at
[4:56:27] many other properties in the area ... and are always
[4:56:31] open to other ones ... but either they were not
[4:56:34] a good fit because they were too close to ...
[4:56:38] other existing antenna sites or there was no interest from
[4:56:42] the landowner in us locating an antenna on their property
[4:56:47] ... we tried and we were unsuccessful and so we're
[4:56:50] here
[4:56:52] we know that public health is our number one concern
[4:56:55] when these installations are proposing so we we contracted and
[4:57:00] have prepared an independent third party ... tell us what
[4:57:05] the levels would be from this proposed installation and they
[4:57:10] measured and calculated what it would be at three six
[4:57:13] three three four locations ... on the property in on
[4:57:17] the two adjacent properties ... at around the tower itself
[4:57:21] which is marked as location D. at the front the
[4:57:26] sort of the garden center front house building at which
[4:57:29] is C. and then two sheds slash Rogers on the
[4:57:32] adjacent properties which are a and B. of those four
[4:57:37] sites locations see was the highest level it was the
[4:57:43] the the strongest signal level
[4:57:46] but it's not actually that strong so if you look
[4:57:49] at this table on the left hand side is the
[4:57:52] maximum allowable exposure ... from ... from an antenna site
[4:57:58] as allowed by health Canada's safety code six you're allowed
[4:58:02] up to a hundred percent of that it doesn't matter
[4:58:05] if it's a rooftop antenna on top of an apartment
[4:58:08] building or ... tall tower in the middle of the
[4:58:11] field or something in between ... it could be an
[4:58:14] antenna site that's located inside the ceiling panels inside a
[4:58:18] hospital safety code six prevails on all those installations and
[4:58:22] it is never allowed to be more than one hundred
[4:58:24] percent of its allowable limit
[4:58:27] at the highest location around this proposed a site which
[4:58:31] is two meters above the roof of that building that
[4:58:34] I mentioned are the level will be zero point four
[4:58:38] three eight percent of the allowable limit and incredibly small
[4:58:43] amount by comparison if you have a home wifi router
[4:58:47] I'm sitting next to mine right now ... if you
[4:58:50] have a home wifi router and you stand about six
[4:58:53] feet away from it you're about one point two percent
[4:58:56] of safety code six so about three times as much
[4:59:00] exposure as you'll get from the cell tower
[4:59:05] people are also worried about you know five G. and
[4:59:08] this is just a very short primer on ... all
[4:59:12] the electromagnetic spectrum ... is broken into two different types
[4:59:17] ionizing and non ionizing
[4:59:20] I analyzing is the scary stuff that's the X. rays
[4:59:24] that ... gamma rays that's radioactive sources ... this isn't
[4:59:30] that we are down in television antenna range and these
[4:59:35] are basically the old ... CBC television frequencies that been
[4:59:39] repurposed for ... ... cellular phones ... we've been we've
[4:59:45] been using this technology for effectively for a hundred years
[4:59:50] ... and it it is it safe to provided that
[4:59:54] we are with the and safety code six and we
[4:59:56] are well within safety code six
[4:59:59] and this is been confirmed by Ann Arbor are you
[5:00:02] are most certainly you have about thirty seconds and if
[5:00:05] you Stephens set I can wrap it up and is
[5:00:08] now joining local branch thanks I
[5:00:11] I'd be happy to thank you ... so this is
[5:00:14] been confirmed by basically every public health agency in Ontario
[5:00:18] and around the world that dad going just picking one
[5:00:22] ... I teria public health says there's no conclusive evidence
[5:00:26] of adverse effects on health at exposure levels both below
[5:00:29] safety code six if there were ... frankly Carrington has
[5:00:33] bigger issues because for example this is ... an antenna
[5:00:37] site ... at the Clarington fire station on trolls road
[5:00:41] directly across the street from you know a large residential
[5:00:44] area ... there's another antenna site on Taunton road at
[5:00:49] town line there's ... these two large towers on Anfield
[5:00:54] road ... in ... in a farmer's field ... essentially
[5:00:58] I would ask that
[5:01:00] ... council ... support its own protocol and ... allow
[5:01:06] the director of planning to issue a directive ... in
[5:01:10] support of the proposed installation if you have any questions
[5:01:14] I would be happy to answer
[5:01:16] thank you Sir on the cars down from that
[5:01:20] konser Hooper
[5:01:23] thank you Mr chairman thank you Sir for coming for
[5:01:25] tonight in regards to the tower the
[5:01:29] could potentially could be placed on this particular piece of
[5:01:32] property is it just ... the master I don't know
[5:01:35] what you call it like the poll goes on and
[5:01:37] then there's a ... a mass that receives the signal
[5:01:41] is it just going to be one mass that will
[5:01:43] be on there or will there be with wrestling space
[5:01:46] of the weather sorry
[5:01:48] sorry thank you so it is ... it is only
[5:01:52] the one the one tower the one mast and we're
[5:01:55] required by ... what used to be called industry Canada
[5:02:01] to make that space available to other licensed carriers ...
[5:02:06] in an effort to minimize the number of towers in
[5:02:08] an area overall so it's while be owned by freedom
[5:02:12] and freedom would have its antennas on the site or
[5:02:15] on the on the tower our Rogers or bell would
[5:02:17] be available to ... co locate their ins and ten
[5:02:21] as ... on the facility as well the the installation
[5:02:26] would be though the single tower plus ... and equipment
[5:02:29] shed at the base basically
[5:02:32] and then you will you will be selling space on
[5:02:34] their two other
[5:02:36] holder data carriers to correct
[5:02:39] I yes something and it's not it's not always sold
[5:02:42] it's you know not always leased space sometimes ... you
[5:02:46] know like Rogers has a tower over over there and
[5:02:49] freedom need space on it freedom as tower over here
[5:02:52] in Rogers needs based on it and they just sort
[5:02:54] of swap sites there's entire teams are within the carrier's
[5:03:00] ... all they do is what's called these colocation agreements
[5:03:03] and sometimes money changes hands and sometimes it doesn't
[5:03:08] so in that that that's going way other question you
[5:03:09] said there was other ... ... mass in the area
[5:03:13] ... pools in the area so have you made ...
[5:03:16] is there is there is there any opportunities to post
[5:03:19] a mass on any of those other ones so you
[5:03:22] don't have to put a note
[5:03:25] as I understand the question if you if you want
[5:03:26] I can bring up that slide again and I can
[5:03:28] show you where they are
[5:03:30] ... but did the short answer is ... we have
[5:03:33] looked at colocation we we have we are required to
[5:03:37] look at colocation prior to proposing a new antenna site
[5:03:41] ... and all of the existing sites that would be
[5:03:44] alternatives are either they either have freedom antennas on them
[5:03:49] already or they are too close to an existing site
[5:03:54] that has freedom antennas on it already and so does
[5:03:57] the the antenna sites can't be too close to each
[5:03:59] other
[5:04:00] okay and then went one further question again Mister chair
[5:04:04] ... in regards to I know that there's been opportunities
[5:04:09] for disguising them for lack of a better word right
[5:04:13] some people have been able to do it in the
[5:04:14] form of you know treating mine trees or whatever except
[5:04:18] the look that
[5:04:21] ... so I I think that that comes up quite
[5:04:23] often ... and the the limitation is the height of
[5:04:28] the tower has with when you put those branches on
[5:04:31] it effectively what you're doing is putting up a giant
[5:04:34] sale because the the because of the wind load and
[5:04:37] the snow load on those branches and then I'm like
[5:04:39] a tree which can sway ... in the breeze ...
[5:04:43] towers cannot and so a few years ago I had
[5:04:47] a request from the city of Vaughan to look at
[5:04:50] doing a what we call a mono pine instead of
[5:04:53] a monopole
[5:04:54] and that one was only forty meters tall and I
[5:04:58] don't know of any that have been done higher than
[5:05:00] twenty meters so I didn't know the answer to the
[5:05:02] question so we went to the tower fabrication company announced
[5:05:06] in order for this to be structurally sound ... how
[5:05:10] like how big with this thing needs to be and
[5:05:13] the answer was over five and a half feet in
[5:05:16] diameter all the way up
[5:05:19] and that's a massive strike it was big enough to
[5:05:21] have an internal staircase and it so that I think
[5:05:25] that the cure would be worse than the disease if
[5:05:28] you well ... because
[5:05:30] it would just be an awful structure frankly ... it
[5:05:35] would be much worse it would draw attention to itself
[5:05:38] much more and when you look at it it would
[5:05:40] be so much worse to look at the the poll
[5:05:44] itself would just it would just be enormous ... and
[5:05:48] so there are simply are none that are that big
[5:05:50] four four read good reason I think it's it is
[5:05:53] different if it was in the middle of a forest
[5:05:56] where you have the trees around it to sort of
[5:05:57] blocked the trump that's not the case here
[5:06:01] okay thank you thank you Mr chairman or or thank
[5:06:05] you thank you construct underground
[5:06:10] thank you very much and threw the chair ... I
[5:06:12] guess my questions Mr overseas are more concerning the the
[5:06:17] public information session that was held ... and just wonder
[5:06:22] like what what was your feeling from that meeting on
[5:06:26] from the residence perspective that did you feel that enough
[5:06:30] information diet diets ... you know were you able to
[5:06:34] answer their questions satisfactory he well basically what was your
[5:06:38] take on that I've come to the meeting
[5:06:41] so my take on the meeting was it was pretty
[5:06:43] much like
[5:06:45] the majority of meetings that I go to where people
[5:06:50] don't want it ... not every meeting is like that
[5:06:53] and not even certainly not even every meeting in Clarington
[5:06:56] that I've done and I've done
[5:06:59] probably six six hours before enquiring ten something like that
[5:07:03] ... and most of the time right the new nobody
[5:07:06] really cares about these things and nobody shows up ...
[5:07:10] this was kind of about average for a tower where
[5:07:16] there's opposition you know five or six people show up
[5:07:19] ... I believe that I answered all their questions I
[5:07:22] don't think that I think it's fair to say that
[5:07:26] who were opposed to the tower didn't like the answers
[5:07:29] that I gave them ... because it the answers that
[5:07:32] I gave them wasn't
[5:07:33] you know we are not going to pursue this antenna
[5:07:36] site ... we are pursuing this antenna site because as
[5:07:39] we think it's a good site and there isn't an
[5:07:42] alternative that we've been able to find ... but I
[5:07:46] believe that I gave them yeah all I answered all
[5:07:49] their questions and which were primarily health oriented I think
[5:07:54] it's fair to say
[5:07:58] right if I can't help if they if they don't
[5:08:01] agree with the information that I provided to them so
[5:08:05] I agree on that ... I I didn't wanna make
[5:08:09] corrections this year your minutes ... just do it the
[5:08:12] attendees at councillor Neil was present at that as well
[5:08:16] ... and his name is not all thank you at
[5:08:20] all about ... Mr single only ... was also at
[5:08:24] the meeting and his name doesn't seem to be there
[5:08:27] either so I was a little concerned that maybe
[5:08:30] there was some people missing from here your list of
[5:08:33] attendees so that was one thing ...
[5:08:37] if that's the case I apologize it was ... it
[5:08:39] was based on the video ... it's basically almost a
[5:08:44] video transcription and so if someone didn't show up as
[5:08:49] ... name being provided or something that a fact that
[5:08:52] was captured on the screen then ... it might not
[5:08:56] have been recorded I apologize if I missed a couple
[5:08:58] people okay and I just want to make it clear
[5:09:00] to you that I as a local cancer this is
[5:09:03] the first cell tower actually that ... since I was
[5:09:05] elected in in two thousand eighteen that ... I was
[5:09:09] there ever been an issue so ... it was a
[5:09:12] learning opportunity for myself as well ... and I just
[5:09:15] wanted like I did actually receive quite a few calls
[5:09:18] are recorded I encourage everyone to go to that meeting
[5:09:21] ... because I feel that that's where you can get
[5:09:23] the answers aren't the best absolutely and I have their
[5:09:25] voice heard ... I did get quite a few people
[5:09:29] who did tell me that they weren't going to be
[5:09:32] able to attend for one reason or another and they
[5:09:35] wanted my my presence to ... to represent them which
[5:09:40] I always think it's more important for the resin themselves
[5:09:43] to speak up but ... there was signet like there
[5:09:46] were there was definitely a number of different calls of
[5:09:48] people were able to attend that meeting that were against
[5:09:51] it one question as well ... I don't know if
[5:09:53] we ever really got an answer about ... if there
[5:09:56] is any updated information on ... one of the local
[5:10:01] ... businesses has ... has honey bees and they were
[5:10:05] quite concerned that this tower what effect on the bees
[5:10:10] at that I honestly didn't know much about dis wondered
[5:10:13] if he found any further information on if they were
[5:10:17] on selling honey bees or if they were trying to
[5:10:21] just house them there how that might affect that business
[5:10:26] I I don't know anything about their B. business
[5:10:30] ... but there's there's simply there's no there's no ...
[5:10:37] published science ... that speaks of any harm to bees
[5:10:43] lay the line up in a March more US to
[5:10:46] safely than that ...
[5:10:50] yeah the fear I don't believe is warranted by the
[5:10:52] sites okay thanks ... I just want to know that
[5:10:56] there was a ... a fair number of people in
[5:10:58] the crease area that are against this ... location ...
[5:11:03] and I have stated that angry deal look for another
[5:11:07] ... alternative site which you said that there is there
[5:11:10] is no other alternative site and ... my residents really
[5:11:14] just wanted their voices to be heard on that so
[5:11:16] I think you for taking the time to come and
[5:11:18] speak to us tonight ... you're very welcome I guess
[5:11:22] the last thing I would like to thank our policy
[5:11:25] really we're not making the final the director of planning
[5:11:28] is really just just saying that the site plan is
[5:11:31] appropriate I believe from the municipality's part right that it
[5:11:35] is a federal decision on the final decision if the
[5:11:39] tower is going to be there or not correct
[5:11:43] more or less yes I would say ... and also
[5:11:46] in the letter of concurrence would also confirm that we
[5:11:49] have ... ... undertaken the application process in accordance with
[5:11:55] the local protocol
[5:12:00] which is likely to be out
[5:12:01] thank you very much for coming forward tonight
[5:12:04] you're very welcome thank you counsel
[5:12:08] are there any other further questions from members of pounds
[5:12:12] I don't see any council near bread please yes not
[5:12:16] on this one Mister chairman I'm gonna give you most
[5:12:18] also the agenda to do was seventeen point one now
[5:12:22] good re have a ten minute break problems constantly
[5:12:26] okay I believe the clerk and
[5:12:29] Bob wants to go need a break so do I
[5:12:33] have to be on
[5:12:35] you want to bring that up pardon me only the
[5:12:39] break and then I ... I'll be like I said
[5:12:41] I'll be moving a motion alter the gender okay all
[5:12:44] right thank you Irma's second before you move the bridge
[5:12:48] next Mr guard right thank you very much for the
[5:12:50] pardon taking it rides very thoroughly thank you
[5:12:54] thank you so
[5:12:56] thank you thank you for our motion and the break
[5:12:59] move back on so I mean a second divided problems
[5:13:02] stroke who are
[5:13:04] for ten minutes it's not what time is it Mr
[5:13:07] growth fund for
[5:13:11] nine forty nine yes Sir we are not at nine
[5:13:14] twenty five mmhm
[5:13:18] the result on all in favor yes yes has
[5:13:24] in your post
[5:13:26] the IBM ma'am
[5:25:13] I'll just got held up farming okay go ahead please
[5:25:18] Sir so thank you very much so I did speak
[5:25:21] with you back in February ... and I gave the
[5:25:24] delegation as to why I ... support we move along
[5:25:28] they are
[5:25:30] special study area to and
[5:25:33] my opinion today is the same as it was back
[5:25:35] then that China ...
[5:25:38] we we have a progressive farming business here
[5:25:44] ... production agriculture and we we we own and farmer
[5:25:49] ... ... a large acreage of land ...
[5:25:53] within special study area too and all the land that
[5:25:56] we own with competitively purchased while the land was not
[5:26:01] a greenbelt designation and we believe that the prices that
[5:26:05] we pay heed to purchase the land ... were based
[5:26:10] on the fact that it was
[5:26:12] revolted land so
[5:26:15] it certainly would be a
[5:26:18] it would certainly impact us to see our land
[5:26:23] now green belted but what if that if if special
[5:26:26] study area she was not removed
[5:26:30] so my my point that I would like to make
[5:26:33] tonight is just simply that ...
[5:26:37] we would we would like to see special study area
[5:26:39] to remove we do not want your land green belted
[5:26:42] we we we feel that it would impact the value
[5:26:45] of our lands would impact our balance sheet when you
[5:26:47] packed our business our ability to borrow money against the
[5:26:51] equity we have in the land
[5:26:54] and
[5:26:55] you know it's our it's our
[5:26:59] a long term family business we park here ... and
[5:27:02] die we'll be here for a while so I don't
[5:27:06] have much more to say on that tonight other than
[5:27:09] not in that I would like to see ... the
[5:27:12] motion supported to that special study area to his remote
[5:27:17] thank you Brammertz listed from the other any questions from
[5:27:20] members of council from this this time
[5:27:25] archons open right the
[5:27:29] S. thank
[5:27:30] skews me structure thank you thank you Mister so we've
[5:27:33] become report that
[5:27:35] I had a bit of interference when you said something
[5:27:38] about ... so when you click purchase your property was
[5:27:41] it purchased it as well re or green belt White
[5:27:45] House sure
[5:27:47] we don't yes
[5:27:49] okay thank thank you very much for your very well
[5:27:53] frankly will cross through are there any other members of
[5:27:57] problems that have questions remains that's five if there be
[5:28:00] none thank you very much Sir for your presentation you're
[5:28:04] welcome
[5:28:06] concerning your you'll have a motion for a yeah I'll
[5:28:09] give you a motion to alter the agenda that I'm
[5:28:11] gonna motions fallout Cheryl clearing your
[5:28:16] for what goes on here
[5:28:19] our motion to bring seventeen point one forward messages are
[5:28:23] open on your Instagram then bad drugs that drones
[5:28:28] yes I am our current grandstands are comments
[5:28:33] they're being non are in favor
[5:28:36] S. yes yes yes
[5:28:39] earlier in the year polls
[5:28:41] they're being non guidelines entail so unemotional teacher to run
[5:28:50] that report P. eight TDS ... twenty nine twenty one
[5:28:53] be received at the official plan amendment
[5:28:56] the test report GDS dash hold twenty nine twenty one
[5:29:00] I believe his attachment one
[5:29:02] the approved at least in my Janet was a
[5:29:05] one
[5:29:06] and ... then three four and five as written that
[5:29:10] the submissions made to
[5:29:12] he directed to the O. P. review process in the
[5:29:15] region of Germany advised council's decision all interested parties
[5:29:20] listed in the report yes ... twenty nine twenty one
[5:29:22] in any delegations be advised of council's decision
[5:29:26] consummated in Europe was slowly so that they can argue
[5:29:31] and Ricardo check with your green
[5:29:36] that report PDS dash oh twenty nine dash twenty one
[5:29:39] B. received
[5:29:44] that the official plan amendment attached to report
[5:29:48] DDS 29 - 21 as attachment 1
[5:29:53] he approves
[5:29:58] and then three four and five as written in the
[5:30:01] ... the John
[5:30:07] yes attachment one not a task 3
[5:30:12] your guard and all American
[5:30:16] okay will be on the screen that fact respond in
[5:30:19] the meantime my ski concert drones
[5:30:23] if you have a commentary on those guys found
[5:30:27] are the second
[5:30:29] I'm seconding that
[5:30:35] Irma
[5:30:37] continue on this speaker at dinner yeah I just there
[5:30:40] are things going briefly
[5:30:44] I believe Mister chair that
[5:30:47] the
[5:30:48] regional official plan
[5:30:51] and will
[5:30:54] the
[5:30:55] yes the issue of
[5:30:57] our land and what class one
[5:31:01] ... prime agricultural land in within that official plan I
[5:31:05] don't think it's necessary to belabor greenbelt inclusion any further
[5:31:09] so I
[5:31:11] I've been a guest attacking for sometime to have this
[5:31:14] removed so that we don't school study it further and
[5:31:20] ... it doesn't rear its head again again ... I
[5:31:23] don't think that it it means that any farm lands
[5:31:26] ... gonna get paid over this not in the urban
[5:31:29] boundary ... urban boundary expansions are not ... that street
[5:31:35] not that easy to you know
[5:31:38] to come about
[5:31:40] there will ... but there's there's big decisions coming for
[5:31:45] clients and for the long term
[5:31:48] I eve where are where our employment lands going to
[5:31:51] be so I'm raising those questions after region and and
[5:31:54] locating
[5:31:56] and I think you know we hear a lot of
[5:31:57] folk housing but
[5:32:00] sametime we need employment lands were converting employment lands ...
[5:32:04] fact some of that a lot of that is supported
[5:32:06] by Clinton but you know we need we need employment
[5:32:09] lands and we need to plan for the next thirty
[5:32:14] to fifty or something I will us recorded vote on
[5:32:17] the motion thank you
[5:32:21] thank you counsel nature of the motion is on the
[5:32:24] screen is that
[5:32:26] yes
[5:32:28] yes
[5:32:29] okay thank you are there because they are hard was
[5:32:32] that
[5:32:37] ... thank you Mister chair no it well sure you
[5:32:39] know what I'll I'll speak to it ... yes so
[5:32:43] so firstly attachment one verses attachment three I'm going to
[5:32:48] speak to staff and I'm dealing with with two different
[5:32:51] versions of the agenda of those of us like it
[5:32:54] too early ... use the first one versus the next
[5:32:58] one so attachment ... attachment one is correct
[5:33:03] ... I'm gonna go to Mr Wynn's Ole miss Lang
[5:33:06] made
[5:33:08] thank you Ameritas or through the chair to you mayor
[5:33:11] foster my official copy of the report has the actual
[5:33:16] amendment as attachment three
[5:33:21] that's correct the card into the trunk mat correct
[5:33:25] our
[5:33:28] okay so cal star Neil you've got attached one
[5:33:34] your forehead with some can someone put up on the
[5:33:36] screen then because I don't know why remind would say
[5:33:39] attachment one last year it's on the screen constantly
[5:33:45] no no I'm talking about
[5:33:48] I wasn't
[5:33:49] not not
[5:33:52] there was an update but it might be a different
[5:33:54] version Kelson runs in the in the Clark is going
[5:33:57] to keep trying our fight for you according to the
[5:34:00] twelve
[5:34:01] Mister chairman and three to two committee counsel mail attachment
[5:34:05] one is the
[5:34:07] public comments so it has to one a one B.
[5:34:09] one C. or old Republic comments attachments three which I
[5:34:14] will put up on the screen now is this on
[5:34:18] is this what you're trying to remove
[5:34:23] what my mind says attachment one proposed amendment number blank
[5:34:27] to clinch an official plan
[5:34:29] ... Scott purpose location proposed amendments yes Sir if you
[5:34:35] are you looking on screen now because I think you're
[5:34:36] describing the one that's on screen now which is a
[5:34:39] patent three
[5:34:46] okay I just find it kind of odd that
[5:34:49] using the like I I had paid for forty three
[5:34:53] from my agenda which was the test one it wasn't
[5:34:56] public comments so it looks like it's the same
[5:35:01] we just read down here
[5:35:08] that's the same so it you know okay so just
[5:35:10] change find attachment three ... but I I do find
[5:35:13] it confusing why that would change from so you might
[5:35:18] want to look at why mindset is on page four
[5:35:20] forty three and says attached one but yeah we'll we'll
[5:35:24] absolutely look into that just wanna make sure we got
[5:35:26] the correct detachment
[5:35:28] okay I went the route this is yeah so I'm
[5:35:32] happy to have that checked for you to test three
[5:35:34] thank you very much bronchial mistranslated rounded up
[5:35:42] to help councillor Neil ... the attachment he was referring
[5:35:46] to was the attachment to the region's letter to us
[5:35:51] and they had called it attachment one
[5:35:54] and ... they had agreed with what it was but
[5:35:58] for our report was attachment three
[5:36:06] okay thank you for this verification that's your answer
[5:36:12] okay so so thank you Mr cherry just wanted to
[5:36:15] double check on that ... two Mr Windle word we
[5:36:21] are taking grief for ... having the special study area
[5:36:27] there
[5:36:28] ... ends at when we remove that I've I've had
[5:36:33] a couple of calls and I think we've all received
[5:36:36] our emails from people that are upset that we are
[5:36:40] removing protection
[5:36:44] when when we dealt with this couple of weeks ago
[5:36:46] I use that highly technical term a no brainer and
[5:36:51] and the the reason that I said that and you
[5:36:55] know just reconfirm tonight ... this is an easy thing
[5:36:59] for us to do because when when you look at
[5:37:04] this yep neither
[5:37:06] gives anything any greater protection
[5:37:11] nor does it put any more restrictions so the special
[5:37:15] study area to designation I'm in the sales more or
[5:37:19] less meaning less is is that fair
[5:37:24] ... through the chair to you mehr foster ... I
[5:37:28] just clarify it and characterize ... this from a planning
[5:37:31] standpoint in that the deletion ... if if council so
[5:37:35] chooses a special study area to policies ... if they
[5:37:40] so desire to do that it does not change the
[5:37:42] underlying land use designations are which include rural and and
[5:37:46] private primary control across the lands which are afforded a
[5:37:50] certain amount of protection ... for those uses ... regardless
[5:37:55] of whether the suspects a study or policies are in
[5:37:58] your peer not
[5:38:00] I was trying to make it very simple that people
[5:38:02] shouldn't be concerned at the counter Neil's point out that
[5:38:06] that suddenly farms are gonna be paying that all of
[5:38:09] the challenges in developing a gland or whatever the zoning
[5:38:13] is still exist can we can we agree on that
[5:38:18] yes all right thank
[5:38:22] we we we do have I mean there there will
[5:38:25] be some challenges moving forwards we've heard from our from
[5:38:29] ... you know some farmers that have emailed us and
[5:38:32] have suggested that they would like to have their their
[5:38:36] lambs that protected and I want to thank everyone who
[5:38:39] has stepped up this is been very difficult for the
[5:38:42] people explaining why it's important for them not to go
[5:38:46] for that not to go into the green belt which
[5:38:50] he actually was in our apartment separate from the US
[5:38:54] pops the
[5:38:58] we we are struggling I I thank Mr window with
[5:39:02] with a way of perhaps protecting a bag and I'm
[5:39:07] not suggesting or do anything in that direction what we're
[5:39:10] hearing from people that the green belt may not be
[5:39:12] the way of doing that I you know but but
[5:39:15] there should be something
[5:39:18] so what what does the as as we as we
[5:39:21] look at the official plan and I don't want anyone's
[5:39:23] blood pressure to go up ... because I don't think
[5:39:26] anyone's gonna solution or an idea on that ... but
[5:39:31] as we move forward our O. P. needs to link
[5:39:34] him up with the region when they're doing their M.
[5:39:37] C. R. so
[5:39:39] so what does what does this look like living at
[5:39:45] through the church you mehr foster ... if I'm picking
[5:39:49] up what you're putting down ... I think for those
[5:39:53] who are interested in this issue really the next step
[5:39:57] is getting involved in the the region's MCR other national
[5:40:02] conference review that's the region's official plan that they would
[5:40:05] they are working out all manner of of policy and
[5:40:08] and designations ... you know including urban boundary expansions ...
[5:40:12] preservation of natural heritage of primary cultural lands role areas
[5:40:17] urban areas which ever so I think that's that's really
[5:40:20] the the next stop for those who are interested but
[5:40:22] definitely also locally as we go through our O. P.
[5:40:26] review over the next year year and a half that's
[5:40:28] another ... space for the community to get involved council
[5:40:32] to get involved ... all with the ... with the
[5:40:35] ultimate goal in the planning world ... to to to
[5:40:38] balance all these ... land use ... considerations and and
[5:40:42] policy considerations are ultimately to to result in a and
[5:40:46] a balanced community that considers all these priorities and again
[5:40:50] including urban developments ... primary cultural land or rural rural
[5:40:54] areas and and ... and environmental protection for example if
[5:40:58] there is such a talk of interested parties list we
[5:41:01] have that list yes
[5:41:04] yes we have interested parties this related to the special
[5:41:06] study area to ... project yes okay so moving forward
[5:41:10] whether it's the region's M. C. R. or ours as
[5:41:14] as it deals with us that will be difficult to
[5:41:18] ... to advise people that are on this list
[5:41:22] through the church you mehr foster
[5:41:25] we typically advise ... interested parties regarding local processes ...
[5:41:34] and and and policy projects I may defer to to
[5:41:39] miss Lang made ... or or Mr Salazar remains back
[5:41:42] as ... regarding with the region ... does I assume
[5:41:47] as they work through their projects they have interested parties
[5:41:50] ... party list the date that they ... compile ...
[5:41:54] under struggling with it with the ... the connection of
[5:41:56] a loss on purpose ... notifying this group of an
[5:42:01] action is being taken by the region for example
[5:42:05] so I can defer to Mister cells cells or maybe
[5:42:08] the problem R. as well as our a lever
[5:42:12] right please which thank you and Mister shared yesterday spent
[5:42:16] on Mr window sat I'm sorry
[5:42:19] what did the review will do is that they will
[5:42:21] forty cents right now they have an issue paper called
[5:42:24] proposed policy directions that don't use a log on a
[5:42:28] cultural lands and I'm not sure heritage preservation and they
[5:42:33] are waiting for comments until June the second we expect
[5:42:37] that they will have on a draft official plan amendment
[5:42:40] later this year or early next year and that I
[5:42:44] would be publicized in Polish to everybody in terms of
[5:42:49] public participation and asking for comments however they are not
[5:42:54] going to do with that level of public participation that
[5:42:57] the local municipality just what he does so we will
[5:43:00] need to complement that public participation person but reaching out
[5:43:03] to the public when those documents come out from the
[5:43:05] region also Mister Salazar I think where I'm going with
[5:43:08] that is ... it we've we've got a we've got
[5:43:12] a list of of people that are interested in this
[5:43:15] on both sides of that ... can we make use
[5:43:20] of that list to make sure that people understand what
[5:43:24] and when the region is ... doing
[5:43:29] to you Mister chair at through to the chair of
[5:43:31] major foster yes of course we will easily with could
[5:43:35] easily out those names to what he's on every time
[5:43:38] the reason comes up with initial discussion paper we could
[5:43:41] not defy all those people and interested parties law Cape
[5:43:44] perfect thank you because there has been ... criticism ...
[5:43:48] that we did the the minimal ... ends I know
[5:43:52] that to not be the case I'm not gonna I'm
[5:43:54] not gonna be labor at ... however moving forward because
[5:43:58] that's the only direction we should move them that we
[5:44:01] can certainly do that Mister chair thank you ... to
[5:44:04] ... to staff for this thank you and again for
[5:44:09] all of the members of the public many many conversations
[5:44:12] that we've had as well ... thank you thank you
[5:44:15] and before I go back to a concerned neighbor to
[5:44:18] wrap up are there any
[5:44:21] other members of council
[5:44:23] wishing to weigh in on this now
[5:44:26] consonant
[5:44:29] well the only thing I would say Mr sure is
[5:44:31] all right I don't view this
[5:44:34] ... so meaningless ... it was put in our official
[5:44:37] plan
[5:44:39] and there was in fact a motion passed which has
[5:44:43] sought to
[5:44:45] the seat on that letter did go to the minister
[5:44:48] ... but the that particular area
[5:44:52] which was between the fourteen and raw and a maple
[5:44:55] Grove again it was pulled back but ... you know
[5:44:59] I wouldn't characterize this says ... is having no importer
[5:45:03] I think it does I think there's just other ways
[5:45:05] of dealing with those types of issues I II conserving
[5:45:09] farmland and so on and ... that that's not the
[5:45:13] one we should be seeking to ... use ... down
[5:45:18] the road that's also thank you
[5:45:22] I did ask for corporate
[5:45:27] hi there any
[5:45:29] further questions they're being nine or you're wrapped up in
[5:45:33] our your recorded bowdlerized form
[5:45:39] thank you Mister chair and it is on the motion
[5:45:42] that you're buying something else second by council John's on
[5:45:46] screen for you now seven counts now
[5:45:49] yes Concentra
[5:45:52] yes cancel yes map posted
[5:45:57] yes absolutely
[5:46:00] yes the Germans
[5:46:03] yes Kerins
[5:46:06] yes balanced cars carry on Mr yeah
[5:46:18] wow okay
[5:46:21] twelve point blindly choose maintenance are they standing there is
[5:46:25] man from NA relations committee
[5:46:28] dated February 20 for 2021
[5:46:33] why nida moreover announced ambled by
[5:46:38] Constance art and second the
[5:46:47] on its grounds or who are on this year's favorites
[5:46:50] you for the information our
[5:46:54] their foster
[5:46:57] nope sorry handed will come down okay
[5:47:01] still doesn't there I got it any questions or comments
[5:47:05] our house down here right he's
[5:47:08] yeah I'm just noticing the
[5:47:11] I guess
[5:47:13] the SO two emissions ... six six thousand over six
[5:47:19] thousand tonnes versus an allowance of thirty eight hundred
[5:47:24] ton so that's quite a
[5:47:28] I guess quickly over rap
[5:47:32] what's the word I'm looking for
[5:47:34] where do you see in some of
[5:47:37] that was the explanation from St merry's
[5:47:41] on that
[5:47:42] it is written as long it is it are you
[5:47:45] the type of person to answer me right
[5:47:50] yes sure
[5:47:51] yeah
[5:47:53] sure through the chair of the two councillor Neil of
[5:47:57] the six thousand tons six thousand and change our isn't
[5:48:04] exceed means for this plant here in Bowman bill but
[5:48:08] it is not an exceed ins for their limit in
[5:48:12] Ontario because they can use both the Bowman go plant
[5:48:16] and the St Mary's plant
[5:48:18] ... as they go deeper the rock is more sulfur
[5:48:25] and that increases it the wet scrubbers that they have
[5:48:29] just installed will help address that ... and they are
[5:48:36] working actively with a group of residents down there ...
[5:48:41] but they are not exceeding for their overall licenses within
[5:48:46] the southern Ontario area
[5:48:50] which I've heard before it doesn't sort of
[5:48:56] help us out Jenny great to create a let's
[5:49:01] that's the chakras the problem I have with that I
[5:49:03] also noted that
[5:49:05] the community concerns there are quite a quite a bit
[5:49:08] more than I recall
[5:49:10] you know regarding blasting noise and dust and so on
[5:49:13] ...
[5:49:14] seems to be quite a bit more happening from that
[5:49:17] standpoint than in the past so I recall where there
[5:49:20] was very few complaints and I've heard for example ...
[5:49:25] just you know I've heard of complaints myself residents have
[5:49:29] sewer eserver
[5:49:31] anything they're they're proposing to do about that
[5:49:36] through the chair councillor Neil ... they have a new
[5:49:40] environmental officer down there and he is actually ... actively
[5:49:45] speaking with the community all the time and in fact
[5:49:49] from our perspective the relationship has actually been better over
[5:49:54] the last three to four months than it had been
[5:49:57] prior to that so these numbers are from late last
[5:50:03] year and early this year these minutes are from February
[5:50:07] ... so I think you might have a better indication
[5:50:10] in the next set of minutes
[5:50:14] thank you
[5:50:18] many of them further from
[5:50:21] and the other members of friends of yours
[5:50:24] reading non fiction
[5:50:28] Arlen favor
[5:50:31] yes yes yes yes yes
[5:50:35] any opposed
[5:50:39] the number of cars
[5:50:42] come
[5:50:44] 13 communications for direction 13.one
[5:50:52] I need them over your hand is Philip constant near
[5:50:55] you move in there
[5:51:03] yeah I'm moving a few of them that second right
[5:51:06] we have far
[5:51:08] well we need a motion what well I mean I'm
[5:51:10] gonna get a motion this further stuff
[5:51:13] reporter looking
[5:51:15] are you second in that may harm
[5:51:20] no I'm not sure ... sure Corp will discuss that
[5:51:24] I'm not sure knows what we're gonna cheat referring to
[5:51:27] staff but
[5:51:28] sure
[5:51:30] okay it's
[5:51:33] gore California
[5:51:38] pardon me Mr okay so you're molded to reflect as
[5:51:42] far from the net farm bureaus acting in that motion
[5:51:47] still questions the comments you'll
[5:51:50] we are going
[5:51:53] well I guess so
[5:51:55] I mean if
[5:51:58] if nothing else the staff could ... just you know
[5:52:02] I guess come back and say you know all of
[5:52:04] the sensory information is not accurate for example ... the
[5:52:09] statements made Clinton generation have been cited to have the
[5:52:12] highest
[5:52:14] new instance of lung conditions in aspen and Terry when
[5:52:16] in fact perhaps can't well if that's false then we
[5:52:20] should be saying that's false
[5:52:24] interesting enough I I did that one time try to
[5:52:28] get their region health department to do something similar to
[5:52:33] what is talked about and and didn't go anywhere but
[5:52:37] so respectfully Mr chairman thirteen point one not thirteen point
[5:52:41] two
[5:52:45] all sort
[5:52:46] so we're booked Tarentum mammal
[5:52:51] this is the letter from
[5:52:54] CBS eligible scholars must be on they were supposed to
[5:52:57] be on the memo thanks Harper's throw
[5:53:03] therefore I would try that and then moved to receiver
[5:53:06] information all came up
[5:53:08] is that okay with you yeah yes well second up
[5:53:12] yes and you know just getting ahead of myself
[5:53:16] okay
[5:53:19] all in favor okay on for a second Leicester cherub
[5:53:22] it just a couple of comments before we vote on
[5:53:25] the receive okay right ... the I. you know so
[5:53:28] I I think this it's so St Mary's put this
[5:53:32] here it is important
[5:53:34] that we get the you know the accurate information out
[5:53:38] so I I've had a lot of phone calls not
[5:53:42] surprising because my cell number and I know that I
[5:53:45] know that councillors Wharton counselor Hooper ... as well had
[5:53:49] the benefit of having their cell numbers ... distributed but
[5:53:52] a lot of people very upset about the the burning
[5:53:57] of tyres at which S. eight merry's notes that never
[5:54:01] happened ... hi you're on there as well as ...
[5:54:05] burning of toxic waste which again that it didn't happen
[5:54:10] so you know it's important that we get out there
[5:54:12] and I I hope that all members of council will
[5:54:16] will strive to correct of blatant inaccuracies like us but
[5:54:22] sign up I can tell you this is taken hours
[5:54:25] and hours of my time ... I'm quite sure it
[5:54:28] has taken a huge amount of time for both cancer
[5:54:32] Hooper and ... counselors short as well ... not sure
[5:54:36] why our phone numbers ... why two of them are
[5:54:40] you know sitting on the fence a couple of your
[5:54:43] heroes
[5:54:44] currently I am a horrible person but some
[5:54:48] but the key information like this is just for misinformation
[5:54:52] like this is just not not helpful and I I
[5:54:57] thought it was important that we at least said of
[5:55:00] someone make that statement of the sequel thank you Mr
[5:55:04] chair
[5:55:05] Braintree remarked Sharma hunter Hooper
[5:55:10] yes thank you Mister chair in the
[5:55:12] wholeheartedly agree with them mayor plaster I was actually going
[5:55:15] to suggest that this is copy review forwarded to all
[5:55:20] ... count regional councillors as well as regional staff in
[5:55:23] as well as to the principles of the ... Clarington
[5:55:26] clear whoever that is and ...
[5:55:30] nobody on Kelso realizes how much damage has been done
[5:55:34] to reputations ... and ... you know quite frankly ...
[5:55:40] trying to run a small business that pandemic and try
[5:55:42] to answer all these calls and automatically when people call
[5:55:47] my cell phone number they're mad they're angry they're upset
[5:55:51] ... people were yelling at me and ... I just
[5:55:55] ... you know and I don't know what I don't
[5:55:58] know why I just anyways I just I'm I'm I'm
[5:56:02] I'm hurt by this and I'll just leave it at
[5:56:05] that so thank you very much
[5:56:08] Burroughs said councilor counselor as far
[5:56:12] yeah I would just like to add that the damaging
[5:56:15] our reputations was the intent of that flyers so thanks
[5:56:19] for bringing that up you're wrong and I agree that
[5:56:23] that down this should be Sir while I'm circulated widely
[5:56:29] to the your regional councillor members as well as
[5:56:33] whoever is not clearing ... Claritin clear if we can
[5:56:36] ever find and who they are thank you
[5:56:40] thank you very much are there any further
[5:56:44] comments
[5:56:46] they're being non
[5:56:49] all in favor
[5:56:52] yes yes yes yes
[5:56:55] yes
[5:56:56] and your post
[5:56:59] we're being on that card so now we move on
[5:57:03] through the thirteen point tool which is around the garden
[5:57:08] D. Johnson and this is our motion for direction on
[5:57:11] anyone are you giving him all done tons of talk
[5:57:16] th th th
[5:57:22] now your house is billable may 4 through giving emotional
[5:57:26] yes I give emotion to refer this to Durham region
[5:57:32] with a requested response
[5:57:36] and that Clarington be copied on the response
[5:57:42] hi how Strickland a for that I use recommend that
[5:57:44] continue yes okay great thank you Mr chairman along the
[5:57:51] same lines like cancer Neil was ... you know was
[5:57:54] starting ... you know firstly I ... I'm not aware
[5:58:00] that it's ... that cancer rates and asthma are amongst
[5:58:04] the highest ... in Ontario or Canada I would die
[5:58:09] it would be nice to get some specific information there
[5:58:13] ... I I don't know I mean we we've heard
[5:58:16] the ... the new socks our system is but ...
[5:58:21] we don't know that the scrubbers or filtration systems hi
[5:58:25] if they have been down or or not ... I
[5:58:29] would think things have changed because that plant has been
[5:58:32] around for a very long period of time and then
[5:58:36] to give Mister Johnson a sense of
[5:58:40] of what that what in fact ... Kelce was doing
[5:58:43] so well
[5:58:46] yes thank
[5:58:48] thank you very much are there any other
[5:58:53] questions are coming
[5:58:55] once you're in the hands are are in favor
[5:58:59] yes yes
[5:59:01] yeah this
[5:59:03] in your pores
[5:59:08] they are being run that card
[5:59:11] 15.one
[5:59:14] with I need a motion for around
[5:59:26] Ron foster
[5:59:31] are you giving me like yep I am I've my
[5:59:34] apologies my mouse is not working as well as upset
[5:59:37] as it could ... but yes ... once the motion
[5:59:41] that it
[5:59:43] apple that has ... as written as rich artistic constantly
[5:59:47] hope are you second in that market motion
[5:59:50] hello which is this I'm gonna maybe I'm confused at
[5:59:53] what we are trying to on P. E. R.
[5:59:57] zero three zero dollars twenty one current gun comments I'm
[6:00:02] trying that is great
[6:00:03] radiography wastes policy framework
[6:00:08] just second that Mister chair
[6:00:11] your struggling and not
[6:00:14] right right well and I would be pleased to do
[6:00:16] so our workers that's sorry
[6:00:21] well yeah that's what I was going to do but
[6:00:22] we'll still get handling crime guns are concerned you
[6:00:29] well the only thing I would say it's it's some
[6:00:31] kind of light on on actual data so
[6:00:37] there was a report
[6:00:39] from Durham region on the same issue which just laid
[6:00:43] out the facts you know how much is being stored
[6:00:47] how much will be stored
[6:00:49] and we're talking with a lot of like over by
[6:00:51] the time
[6:00:53] ... they get around to removing anything from Darlington for
[6:00:57] example there would be over a million fuel bundles
[6:01:01] stored at Darlington
[6:01:04] and this this fuel bundles have half well I think
[6:01:07] it's a half life of ten thousand years so
[6:01:11] so you know they're just as radio active now as
[6:01:15] when they came out of reactor
[6:01:18] so I I just
[6:01:20] you know I I quite frankly it's kind of late
[6:01:22] to be getting into the details on this one for
[6:01:25] ... salt I guess I'll just save it for council
[6:01:28] but I
[6:01:29] I I would ask that if if they can distribute
[6:01:32] during regions
[6:01:34] report to council or I could do it myself I
[6:01:37] guess but I thought it was just
[6:01:39] well later in terms of what the issue is and
[6:01:43] my my view is
[6:01:46] there won't be anything removed from this from there are
[6:01:49] from junction reactor until things been decommissioned so that's the
[6:01:53] way it's trending so ...
[6:01:56] I mean Pickering ... is the same and that's going
[6:01:59] to get the commission I guess starting next year you're
[6:02:02] after but nothing's ever been removed virtually from Pickering and
[6:02:06] nothing will get removed from dark
[6:02:09] so these these dates are
[6:02:12] are probably 20 years
[6:02:15] optimistic you're optimistic probably by at least ten to twenty
[6:02:19] years and
[6:02:20] so I'm sure it'll be shut down
[6:02:24] our guards will be shut down before anything gets removed
[6:02:27] if anything gets removed and
[6:02:30] he what's kind of odd to me is
[6:02:33] D. it also all these communities are turning it down
[6:02:38] yeah we're we are the default restorer of nuclear waste
[6:02:42] and I think if I was a
[6:02:45] I worked in general OPG I think I
[6:02:48] he kind of
[6:02:50] I'd be little bit concerned about you know one of
[6:02:53] one this is going to lead the plant and do
[6:02:55] I spend my whole working life for example
[6:02:58] where you know there's low level he's got there's some
[6:03:02] level of
[6:03:03] of a fact you know because there's a three kilometer
[6:03:07] exclusion zone so I assume that's put in there for
[6:03:09] a reason ... so I just don't think we're we're
[6:03:13] really yeah
[6:03:15] basically ... you coming out force one of Thomas and
[6:03:20] but I'm not prepared to get into that now I
[6:03:22] guess all public counsel
[6:03:25] but I think the reason report really laid out the
[6:03:27] facts very well on those topics thanks
[6:03:32] our concern is you know the reasons report is running
[6:03:36] it from sixteen point two
[6:03:44] are you saying it is linked with living here it's
[6:03:47] going to
[6:03:49] well I'm just going by the hard copy so if
[6:03:51] everybody's got
[6:03:52] regional corporation all all all reserve my comments don't counseling
[6:03:56] we've been out this long enough to
[6:03:59] thanks
[6:04:01] are there any other
[6:04:04] question back on each
[6:04:07] mayor foster
[6:04:09] well thank you Mister chair so you know yes ...
[6:04:13] were were concerned were worried ... you know and yes
[6:04:17] work is being done ... this policy review ... being
[6:04:21] a significance a piece of that work I am very
[6:04:24] concerned with a couple statements ever just made our laps
[6:04:28] ... workers at the plant ... must suffer some sort
[6:04:31] of ill effects I and you know that the three
[6:04:35] kilometer exclusion zone ... it must be there ... because
[6:04:40] of some sort of a fact a week we need
[6:04:44] to ask the questions first before you make those statements
[6:04:48] but my understanding and I have no idea where I
[6:04:52] read this is that an airline pilot by virtue of
[6:04:57] the radiation that you get when you fly will be
[6:05:00] exposed to far more far more radiation ... than any
[6:05:05] worker Janet OPG this is the ... you know the
[6:05:09] the safety let us put in place there so before
[6:05:14] we start talking about people being exposed ... in a
[6:05:18] detrimental clash and I think that we need to ask
[6:05:21] questions and get the appropriate information and the same with
[6:05:27] the exclusions of services all highly highly regulated I am
[6:05:33] very tightly monitored beds so the three kilometer exclusion zone
[6:05:39] is not because you are at risk of getting radiation
[6:05:44] from the plant within that zone that that is absolutely
[6:05:49] inaccurate if if we want to ask those questions of
[6:05:54] the CNSE the regulator if we want to ask them
[6:05:57] of OPG but you know please before we start making
[6:06:02] comments like that let's make sure that they were accurate
[6:06:04] because those two comments were not
[6:06:08] for
[6:06:14] any other questions or comments before I go over to
[6:06:18] Constantine
[6:06:20] second time around concerning yes please
[6:06:24] I need a second there for the ride
[6:06:33] concert Jones
[6:06:36] also writing
[6:06:39] are in favor the second time around
[6:06:45] yes yes
[6:06:49] harm her yes 3
[6:06:53] and your post
[6:06:55] well
[6:06:59] 9 here in London okay go ahead concerning
[6:07:04] well you know if there's if there's zero issues with
[6:07:08] having all that ... nuclear waste stored
[6:07:13] and Clinton and Clinton is one of the largest I
[6:07:19] guess I mean that's the point rather than the juror
[6:07:21] region reporters
[6:07:23] is ... region is storing I think almost fifty percent
[6:07:26] of the year of the used nuclear fuel in the
[6:07:29] entire country
[6:07:31] if if there's 0 impact 0 concerns
[6:07:35] hope that then why why are we worried about you
[6:07:38] know like why don't we just say we'll start forever
[6:07:42] which I mean that's what we're doing now were were
[6:07:46] but I think there's
[6:07:49] there's no
[6:07:50] there's the issues around low level nuclear waste ... bowl
[6:07:54] even low level exposure so I had a friend that
[6:07:58] ... you know when I was the one of my
[6:08:01] earliest friends he he got exposed
[6:08:04] to ... some radiation an out and out place is
[6:08:07] working and ... have terrible health effects and I I
[6:08:10] didn't say that our workers the workers at OPG are
[6:08:14] exposed I'm saying if I was working there I think
[6:08:17] I feel better knowing that I wasn't working next to
[6:08:21] a million or somewhere between depending on when it gets
[6:08:25] removed between three hundred thousand tonnes in a million ...
[6:08:28] sorry three hundred thousand fuel bundles and a million fuel
[6:08:32] bundles are stored right next to where I'm working ...
[6:08:37] you know if if there's absolutely zero impact in why
[6:08:41] we even concerned about it but I think I think
[6:08:44] the common sense would say there is a concern here
[6:08:47] about you know low level exposure to radiation that's what
[6:08:52] we're talking about here so and there's always the risk
[6:08:55] of something happening ... where you know it the way
[6:09:00] it store right now it's not in some sort of
[6:09:02] deep geological repository which is where I think ultimately it
[6:09:06] should have been stored in the first place ... ...
[6:09:10] so I think there's there's more than just you know
[6:09:12] a magic here concerns here and I think the record
[6:09:15] even you know this this report says well some counselors
[6:09:19] are what's the word
[6:09:21] this used to be heard you know there's some cancers
[6:09:25] are displeased while I'm not displeased I'm I'm you know
[6:09:30] I I'm concerned from the long term health standpoint of
[6:09:33] our residents and people who work at OPG that
[6:09:36] ... is there ... is there any a long term
[6:09:39] health issues that is you know difficult to detect and
[6:09:44] you know that this stuff should not be in Clinton
[6:09:47] it should be in some sort of deep geological repository
[6:09:51] but I recall someone showing up ten years ago almost
[6:09:55] saying this was going to happen ... you know and
[6:09:57] nothing has happened so you know that's the concern I
[6:10:00] have is the total what I perceive as total inaction
[6:10:03] on on the part of the federal government and by
[6:10:06] extension OPG so were you know OPG salt is part
[6:10:10] of this as well and ... they're the ones that
[6:10:13] are producing the used fuel bundles and it's really their
[6:10:15] responsibility as well as the federal government to destroy the
[6:10:19] property so that's all so that's not getting my facts
[6:10:22] straight and I I don't think I'm getting wrong let's
[6:10:25] put it that way so
[6:10:27] bottom line is
[6:10:29] yet they should they have to go out of Clinton
[6:10:31] and I said the other day you know to their
[6:10:33] foster get a date from from get a date one
[6:10:36] they're going to get removed and you know I don't
[6:10:39] think I'm hearing anything other than they give the estimates
[6:10:43] of updates which are getting pushed out twenty years every
[6:10:47] time they come back they they pushed up another twenty
[6:10:49] years so
[6:10:51] thank you
[6:10:54] therefore the
[6:10:55] one hundred twelve thank you Mr chair and you know
[6:10:59] I'm not going to I'm not going to labor ...
[6:11:01] this we can get a copy of the transcript I
[6:11:03] think if the clerk would look around channel five ...
[6:11:06] the suggestions of the three kilometer zone ends out workers
[6:11:12] ... having risks from that so of course it was
[6:11:16] a problem cancer Neil no one is suggesting that the
[6:11:20] plan was ever that stay there no one is suggesting
[6:11:24] that now ... so yes that should be in D.
[6:11:28] G. R. yes ... they're they're working on that they're
[6:11:31] working on a site ... section one point one zero
[6:11:35] ... gives you the time line which is twenty forty
[6:11:38] to twenty forty five on that ... can they give
[6:11:42] you a specific date when this is going to move
[6:11:45] ahead now that it's a pretty significant process and I
[6:11:49] think we have ... that we've made the the request
[6:11:52] I believe I don't know if we've done it formally
[6:11:55] for NW old column so you can ask the questions
[6:11:58] up ... but ... you know before we take positions
[6:12:03] right I think we should be asking some questions to
[6:12:07] find out what is going on with that ... but
[6:12:10] anyway ... I don't think we're going to agree we
[6:12:12] could probably today all night I'm not sure that anyone
[6:12:15] wants to hear us debate all night so ... ...
[6:12:18] Mister chair thank you
[6:12:24] any further questions or comments are part of the question
[6:12:28] are in favor
[6:12:30] yes yes yes yes yes
[6:12:35] in Europe rose
[6:12:37] for for for hours
[6:12:43] for example
[6:12:47] following
[6:12:53] our group early communications hello
[6:12:59] P. B. S. 031 I need
[6:13:04] they're faster you move in that
[6:13:11] I'm trying yes okay
[6:13:14] what are your eyes written
[6:13:17] yes Sir I need a second of throwback
[6:13:28] ana concepts aren't stricken that
[6:13:33] we are closer to renewable you'll come in you know
[6:13:37] you start trying to second it yeah I was just
[6:13:39] gonna secondaries okay
[6:13:43] questions or comments
[6:13:47] they're being non are in favor
[6:13:50] yes yes yes yes
[6:13:55] and your pulled
[6:13:59] baths courage
[6:14:02] Sir we're moving on to new business counselor so art
[6:14:09] sprinkler systems
[6:14:12] yes thank you ... so this is more about myself
[6:14:16] and seconded by ... bear foster ...
[6:14:20] I think the resolution speaks for itself ... I hope
[6:14:24] my fellow councillors supported them it it has it is
[6:14:28] proven that that sprinkler systems in homes will save lives
[6:14:33] ... it apparently it's forty five hundred dollars to install
[6:14:39] when the building is new so you know at in
[6:14:42] an overall cost of a building not on a new
[6:14:45] hold that that's that's not an old resume out of
[6:14:48] money and down when you're trying to retrofit a building
[6:14:50] later it it it costs a whole lot more so
[6:14:54] ... I I think we should down encourage the province
[6:14:58] to adopt this the fire an association's been ... at
[6:15:02] you know and trying to get this this past for
[6:15:06] many many years now and ... I think it is
[6:15:09] a good move so thank you
[6:15:12] going through remote there any event of math class the
[6:15:16] go ahead please
[6:15:18] well yeah thank you Mr chair adult games for you
[6:15:21] to either a blister ... Windle or or miss Lang
[6:15:25] made we had a brief chat where we've done the
[6:15:27] secondary plans while we can't enforce the house is there
[6:15:33] anything stopping us from including this you know somewhere in
[6:15:40] the towers our suggestions to developers to to put a
[6:15:45] little bit more on on the side no idea where
[6:15:47] it would ...
[6:15:49] where it would fit into those reviews that we just
[6:15:52] step back from
[6:15:54] Abu
[6:15:56] hello I'm looking for ideas
[6:16:01] we've got a good tool Mr Ali's
[6:16:06] well I was gonna go okay Mr Alice's got his
[6:16:09] hand up so all taken by truck struck yesterday chaired
[6:16:14] do their foster ... I noted on the call tonight
[6:16:17] ... Brent rice is trying to it's nine oh he's
[6:16:20] been a part of several conversations in the past with
[6:16:22] the building industry so if with respect I can suggest
[6:16:26] perhaps ... Mr rice respond to that question about what
[6:16:30] might be possible by way of a dialogue on that
[6:16:32] front
[6:16:34] thank you for rice grad
[6:16:38] good evening everyone and through the chair to foster ...
[6:16:43] as a Strauss noted ... through the various organizations that
[6:16:47] I'm part of ... as chief building official over the
[6:16:50] years there have been numerous discussions about ... adding sprinkler
[6:16:55] systems to the building code for ... single family homes
[6:17:00] townhouses
[6:17:02] it's well received among the the building official
[6:17:06] sector ... Ennis counts resort indicated the fire chiefs association
[6:17:11] has been
[6:17:13] moving
[6:17:17] to have this added to the building code as well
[6:17:19] to date there have been no uptake from the province
[6:17:23] to include it ... I indicated in an email to
[6:17:27] council sort that that I am in favor of this
[6:17:30] I think it's it's a very ... easy system to
[6:17:34] install in as she pointed out to the cost is
[6:17:37] is very insignificant in the overall cost of a new
[6:17:41] home and would certainly go to ... reducing the fire
[6:17:48] damage based on on information I've seen and heard at
[6:17:51] various meetings I've been out and save lives ... so
[6:17:55] I think it's it's a very worthwhile motion and and
[6:17:58] a very worthwhile cause to to get behind
[6:18:01] okay thank you thank you Mr rice and so the
[6:18:05] big question is ... you know is is there anywhere
[6:18:10] that we can get this
[6:18:12] into our into our documentation so you know we just
[6:18:17] on secondary plans and in the secondary plans when we
[6:18:21] speak about energy efficiency and I think on the one
[6:18:24] it was building design to reduce crime ... any number
[6:18:29] of things like that ... is I guess the question
[6:18:32] is value but but sort of putting in the face
[6:18:36] of the developers I know they complain that it adds
[6:18:38] cost to have but as you note on in the
[6:18:41] grand scheme of things if you're selling a house for
[6:18:44] seven or eight hundred thousand dollars the twenty five hundred
[6:18:47] is not a lot and ... when we're looking at
[6:18:50] these ... stacked towns in the the density if something
[6:18:55] happens in one unit it's going to impact other units
[6:18:58] so ...
[6:19:00] is there anything we can do to to give this
[6:19:02] a bit higher profile right here
[6:19:05] well
[6:19:11] follow that with you I'm not I'm not hearing anything
[6:19:14] back so right now ... I listen are you I'm
[6:19:17] from
[6:19:19] I'm gonna put on my my former lawyers had here
[6:19:22] for a second ... your worship ... it's a challenge
[6:19:26] and and several years ago I was actually part of
[6:19:29] some of the conversations with with Mr rice and ...
[6:19:33] the building industry was not embracing the idea some of
[6:19:37] the more some some local ... ... home builders were
[6:19:42] supportive of it but those that weren't were quite adamant
[6:19:45] that they would you know resist any attempts to ...
[6:19:48] have that become a compulsory requirement I think ... if
[6:19:51] I could suggest leave that was stock will find ways
[6:19:54] we can perhaps ... ... seek to impose it or
[6:19:58] seek to request it I think we'll probably need the
[6:20:00] guidance of Mr Carmen the process because of the top
[6:20:03] of my head I'm not sure of the mechanism by
[6:20:05] which I can you know say to council tonight yes
[6:20:08] here's an easy path to making this a requirement in
[6:20:11] Clarington
[6:20:12] okay yet Mr awesome now thank you M. that counselors
[6:20:15] work thanks for bringing this up ... it was on
[6:20:18] the radar and sort of fell off the radar it's
[6:20:20] a really good initiative thank you thank you Mr chair
[6:20:24] are there any further
[6:20:28] comments from members on council who
[6:20:33] researchers think Kenneth thank you because there's a word in
[6:20:35] there for us for for bringing this forward ... I
[6:20:37] think back when I first ...
[6:20:40] the first two were killed saw was that fire liaison
[6:20:43] shared
[6:20:45] chair and ... this was one of emotions that was
[6:20:48] brought forward back then too as well and I would
[6:20:51] just like to say ... you know it's
[6:20:55] it's it's time to this sort of ... somebody gets
[6:20:59] a hold of this and and implements that and by
[6:21:01] all the support of it thank you
[6:21:07] the current anything further there being none because the constant
[6:21:14] how ... concerning a bride yeah it's just a question
[6:21:18] what what what what is it with this plan rural
[6:21:20] properties as well where's someone on well
[6:21:26] our search I don't think it would work out on
[6:21:29] my intention may I answer that
[6:21:33] you're going to be burned my intention is yes ...
[6:21:36] apparently they have to build a reservoir ... to accommodate
[6:21:40] a sprinkler system in our in our world ... setting
[6:21:43] but yes I do hope that I hope it implies
[6:21:47] to rural homes as well they're the ones that take
[6:21:50] longer for the fire truck to get to
[6:21:54] and and can I ask for a recorded vote trees
[6:21:56] chair
[6:21:58] yes ma'am you can
[6:22:02] is that a PPO plans India
[6:22:06] yeah I you know like
[6:22:10] I have a commercial building that doesn't have sprinklers ...
[6:22:16] thank
[6:22:17] I'm I'm just not I'm I'm more concerned about
[6:22:21] why we're not going after ... older houses not not
[6:22:26] like newer ones to me is not the issue it's
[6:22:28] older housing stock were you know others are like that's
[6:22:32] where the fatalities are occurring that I'm aware of
[6:22:36] Masha on its older housing stock which shows faulty wiring
[6:22:40] are brought up in a white white white words for
[6:22:43] example not inspecting ... and the answer is well we
[6:22:47] can't so to me if you're gonna attack the issue
[6:22:51] fire safety you need to be going out to the
[6:22:53] older housing stock where there's multiple units in the house
[6:22:56] and so on so as opposed to adding the cost
[6:22:59] of new homes sunspots are
[6:23:05] Mr rice you had your hand up
[6:23:13] residents I think you sure Anderson added just to speak
[6:23:17] to the point raised with regard to a sprinkler systems
[6:23:22] in rural areas yes ... concert was correct it would
[6:23:26] apply to all residential ... dwellings
[6:23:31] in the case of a residential sprinkler system the the
[6:23:35] amount of water that is required is
[6:23:39] substantially less than what we would see in reserve tanks
[6:23:43] for a large commercial industrial building ... they're usually not
[6:23:49] much bigger than ... hot water tank and they require
[6:23:53] a small ... booster pump to provide the pressure with
[6:23:58] some sort of ... I have a generator or even
[6:24:01] a battery backup system so the additional cost for ...
[6:24:05] for residential houses ... or rural housing ... is is
[6:24:10] not all that much more than what would be required
[6:24:14] in an urban area that has a municipal water supply
[6:24:23] okay

[6:25:57] our
[6:25:58] so my question is like the the camp 30
[6:26:03] I thought I think it was a resolution and said
[6:26:05] you know to be a certain number of months to
[6:26:07] try to get a resolution failing which there was to
[6:26:10] an ad hoc committee instructed trader
[6:26:14] Russell led to the ground so it what's the status
[6:26:17] on that
[6:26:19] who exactly that means strongly
[6:26:23] or or yeah I like your mind is wrong
[6:26:29] through the chair to councillor Neil ... we ... the
[6:26:34] consultant that we retain to help facilitate some of this
[6:26:38] has had a concussion and so we have had ...
[6:26:44] they they have a hard time even doing soon call
[6:26:47] so we have had a hard time getting back at

[6:27:55] the three counselors that are being swatted
[6:28:00] ... with that I think councillor Jordan is absolutely correct
[6:28:06] ... you know something that is meant to impact our
[6:28:12] reputations ... and something that
[6:28:16] okay you know has
[6:28:18] some very very very serious that misstatements of fact
[6:28:24] but we don't hear a fellow councillors making public statements
[6:28:28] ... and you know I I would hope that when
[6:28:35] someone a counselor see something like that happening the misstatements
[6:28:39] of fact that they would be publicly making the statements
[6:28:44] that that should not be tolerated that the facts are
[6:28:49] are not accurate I am not true ... and then
[6:28:54] yep I thought but councillors work ... Kelsey Hooper and
[6:28:58] I heard was absolute silence and you know I I
[6:29:03] find that personally very disturbing thank you Mr chair
[6:29:08] thank you very much
